CIRCLE PINES— The Down Under, which has sat vacant for about eight years, is coming down.

According to City Administrator Patrick Antonen, the building needs to be demolished by the end of the year.

“Removing the old Down Under Bar building has been a long time coming.

I moved to town over 20 years ago and even back then the building was already in tough shape. I’ve heard stories from long ago about the bar and its colorful

reputation, but people have complained for years about how it is a negative image for the community, especially being located right along Lake Drive,” Mayor Dave Bartholomay said. “The question will then switch from ‘When is that old decrepit building coming down’ to ‘What is going to go in at that location?’ I don’t know the answer yet, but I do know the property will be more attractive to develop once it is a clean flat piece of ground.”

LINO LAKES — Around 30 residents packed the Community Room to share their safety and accessibility concerns concerning pedestrian access near Trappers Crossing and surrounding developments with the City Council during its Oct. 1 work session.

Last month, residents addressed the Park Board to discuss the lack of a pedestrian trail connection along 12th Avenue, which connects to Birch Street from the south within the Trappers Crossing subdivision.

Public Services Director Rick DeGardner explained that the 12th Avenue trail connection is identified within the city’s Comprehensive Parks and Trails System Capital Improvement Plan and was high on the list of projects considered for the 2018 improvement projects.

Park Board Chair Pat Huelmanthe said, “We went through a lengthy process, deliberated a lot and there were a lot of priorities. Both the other trail segments identified also had safety issues. This one would have been three times as much as the other ones, one-third of our budget. I absolutely agree with the need here ... it’s just the funding.”

Tree of Life wants to be neighborhood church

LEXINGTON — Although Tree of Life Assembly of God Church will celebrate its 65th anniversary next year, many community members do not know it exists.

Pastor Troy Fields, of Arden Hills, is hoping to change that by ensuring that the church, which is located at 3905 Woodland Road, establishes deep roots in Lexington.

“I have a passion for reaching this particular community because we are the only church in Lexington. I consider all of Lexington my church. I don't have church of 60, I have a church of 2,114, and it is my job to reach them,” Fields said. “We are trying to become a place where people can come to meet God, not come to learn about God.” Fields became the pastor of the church four years ago. His path to becoming a pastor is quite different than most, as this is his third career. He used to be in the transportation industry and started out as a driver and worked his way up to administration with Metro Mobility.

Eventually, he and his wife Sara moved to Pennsylvania, where he served as the general manager of the paratransit division. At the time, Fields described himself as a borderline alcoholic and said Sara became very depressed and was really missing home and wanted to move back to Minnesota.

“I was watching the Super Bowl. I looked outside and it was starting to snow; not Pennsylvania snow (little pellets) — this was an only-Minnesota snow,” he recalled. “I heard that voice talking to me, and I can only describe it as God. He said, ‘'I can make you as white as that snow,’ and I knew that was what I wanted. I got up, I dumped out all of my alcohol.”

Fields moved back to Minnesota, where he started attending Summit Church in St. Paul, where his wife grew up. In 2003, Fields took a group of kids to a Youth Convention and “had the sense that he was supposed to go into ministry.”

In 2009, Fields became the youth pastor at a startup

church, which later closed its doors in 2011. He then served as the interim youth pastor at Summit Church for awhile, and then the associate pastor at North Springs Church in Lino Lakes for a couple of years.

During that time, he also drove school buses for Rehbein Transit Inc. and drove by Tree of Life. “The sign was kind of rundown and faded, so I thought the church was closed,” he recalled. “I was driving past there, and I just felt this sense that I needed to pray for the church. In January of 2014 I was driving by and praying, and I again heard this voice that I can only describe as God, that said, 'By Sept. 1, you will be the pastor of the church.’”

In April 2014 Tree of Life's then-pastor left the church and the church functioned without a pastor for seven months. On Sept. 1, 2014, Fields became its pastor.

The small church is Assemblies of God (AG), one of the world's largest Pentecostal denominations. In addition to a Sunday morning and evening service, the church also has a Bible study, youth group and kids’ church. Fields said his favorite activity is a potluck called Food, Friends and Fellowship, which happens the second Saturday evening of the month.

The church is also known for its variety of music.

“One of the biggest controversies in the church is music, and I am a strong believer that the music is not what makes the worship, the heart of the person does,” Fields explained. “We have all different types ... we have hymns, stuff that you might hear if you went to a Hillsong concert, and everything in between.

Stuff that you probably grew up singing in church and stuff that you would hear on the radio today.”

Fields also described the church as “the friendliest church that I have ever come across.”

In January, the church also plans to start a Life Recovery group for people who are dealing with a variety of issues and want to reclaim their lives.

“Everybody likes to equate it to AA, but it is not just for alcohol. There are so many things that steal life, if you are addicted to food, if you are addicted to gambling ... This is about getting your life back if you

feel like your life is out of control.”

As the newest member of the Lexington Park Board, Fields is constantly looking for ways in which he and the church can be involved in the community. This year, the church hosted Movie in the Park during the Fall Festival. This year, like last year, the church will operate the warming house at the community ice rink on Fridays and Saturdays.

The church has also been a Night to Unite site and has often partnered with Youthway Ministries when possible.

Fields invites the entire community to attend Tree of Life's Harvest Festival from 10 a.m. to 5 p.m.

Saturday, Oct. 27. The event will feature a cake walk, fishing pond game, likely a bounce house and a free concert at 6 p.m. featuring Sweet Water Revival, a female southern gospel group. Attendees to the concert are asked to bring canned goods, which will be donated to Union Gospel Mission.

ITHOUT A DOUBT you have noticed the mid-term elections are around the corner.

Pick up a newspaper. Turn on the TV. Listen to the radio. Go to your cell phone.

There are political ads everywhere and they are getting a little annoying.

There are a lot of claims, there are a lot of promises, there are a lot of attacks, and not everything you hear, see or read is truthful.

One solution would be to vote absentee right now and then be prepared to ignore all the so-called misinformation that comes your way. Use your TV About the remote to mute the ads. Turn your radio off. Delete e-mails.

More and more election information, signs, ads, etc. avoid indicating the party that they plan to caucus with or represent. Why are they afraid to be labeled?

Just remember, voting is still a privilege and you owe it to yourself to learn all you can about the candidates. Then, like most people, you are likely to follow a party line which may be a tradition in your family.

Some will claim to be independents, like I prefer to be.

But as you know from reading this column over the years, I prefer less government.

If people can work they should, and our government should be transparent and accountable to the voters.

In reality it has grown out of control. It’s very difficult to have the government trying to manage health care when they haven’t been able to manage the post office, student loans, pension funds and numerous other areas.

When you are deciding on a candidate to vote for, think about the issues that we face as a state and nation.

Health care seems to be number one on people’s minds. With changes mandated by the federal government, thus requiring many insurance companies to change their health insurance plan, there is a lot of scrambling going on in the marketplace.

If you are employed by a large corporation, you are probably well cared for under those corporate programs. If you are in small business, there may not be any program offered.

If you are a senior on Medicare, the out-ofpocket costs can get quite high. Supplement programs vary, but the premiums for the most part continue to rise, sometimes up to 20 percent a year.

Another issue is that there are more jobs available than applicants. Some of it has to do with lack of training or education.

In Minnesota, we don’t have enough facilities and trained people to help those with various types of mental illnesses. At one time we put them in state institutions. Later we tried putting them into group homes still without the adequate care. We need to provide more facilities and qualified care for people with special needs who can’t live independently.

On the national level, we have an infrastructure that’s deteriorating faster than it can be upgraded in many areas. We have growing costs of college education and college debt.

Minnesota is a remarkable state for voter turnout. Learn all you can, and then vote absentee or at the polls in November.

How do judges become judges?

uring the general election in November you may turn over your ballot and find a list of candidates for district court judge, as well as candidates for Minnesota Supreme Court and the Court of Appeals. You will see no contested races for district court judge if you live in the Tenth Judicial District consisting of eight counties: Anoka, Chisago, Isanti, Kanabec, Sherburne, Movers & Pine, Washington and Wright. There Shakers will be, however, contested races Steve Halsey for district court in other Minnesota districts and for the Court of Appeals and Supreme Court.

You may have wondered, “How do judges become judges?”

In Minnesota only licensed attorneys may become district court or appellate court judges.

An attorney becomes a judge by one of two processes: (1) election or (2) appointment by the Governor. The appointment process begins when a judge retires, dies, resigns or is removed, creating a vacancy, or when a new judicial seat is created by the Legislature. When a judicial seat is open, attorneys complete applications for appointment and submit them to the Commission on Judicial Selection. The Commission is comprised of lawyers

and non-lawyers, 27 appointed by the Governor and 22 by the Minnesota Supreme Court. The Commission reviews the applications and chooses about 12 applicants to interview. Following the interview, the Commission recommends three to five finalists to the Governor for an interview, after which the Governor interviews the finalists and appoints the judge. The Commission has been in existence since 1986 and was created by the Legislature with the purpose of promoting selection of judges based upon merit and experience, rather than political affi liation. The statute creating the Commission states that it “shall evaluate the extent to which candidates have... integrity, maturity, health if job related, judicial temperament, diligence, legal knowledge, ability and experience and community service.”

The second route to the bench is by election. An attorney fi les with the Secretary of State to run against a sitting judge in the general election, or for a vacant seat that requires election. A primary election takes place if there are more than two candidates.

Traditionally in Minnesota, there have been relatively few contested elections for district court judge other than in the Twin Cities metropolitan area, but that is changing. Appointed judges must seek their fi rst election in the next general election, which is more than one year after they are sworn in after appoint-

So in the Tenth Judicial District, voters in the eight counties vote for the district court judges sitting in the Tenth. As a result of the U.S. Supreme Court decision in Republican Party v. White, there have been significant changes in the Minnesota rules prohibiting judges from declaring their political positions on issues, seeking political party endorsements, or accepting campaigning funds from political parties.

There are currently 45 judges within the Tenth Judicial District, making it the second largest district (number of judges) in Minnesota behind Hennepin (4th District) County. I am traditionally a fiscally conservative person, but also realize that like investing to maintain your home, you must invest in your schools to ensure they are wellmaintained. The upcoming two funding ballot questions are vital to the continued success and improvement of Centennial Schools. Residents will see a return on this investment in home values, as many families continue to flock to the district to take advantage of our reputable schools.

The district leaders have been financially responsible over the past several years by reducing the district’s budget by millions of dollars, but at a cost of teacher layoffs, larger class sizes and cutting programs. We are now at the

It is true that a yes vote — twice — will increase homeowner property taxes by a nominal amount (approximately $1 per day).

However, these funds will be used to restore some lost positions, provide safety and security enhancements, as well as to sustain day-to-day operations. A yes vote twice is a strong investment in your home and community.

School has started up again and so has Powerpack.

Powerpack is a volunteerrun program distributing weekend food to students experiencing hunger in the Centennial School District.

Last school year, we

As a Centennial High School Spanish teacher starting my 12th year in the district, I see how my colleagues and I say yes to Centennial students every day.

We often arrive before our contracted time, stay late, or take grading and planning work home. We put in several hours of unpaid overtime every week just to take care of all the tasks we need to do as teachers. We engage, inspire, instruct and guide our classes with lots of students.

My largest class this year has 35 students. A colleague has 41 in one of her classes.

We care for our students by learning about their personal lives, lending a kind ear when students have a problem, and offering sympathetic words when students are having problems in school or at home. We help students learn information they missed from absences or didn’t understand in previous lessons before and after school. We guide students in learning social skills and other skills not directly related to our subjects that help them in their personal or future professional lives.

We join committees and attend meetings (so many meetings) to make the schools the best they can be. We say yes to doing our best as

professionals despite past budget cuts with reductions in staff, budgets and resources for students and teachers.

Over the summer and on our personal time, we attend classes and workshops and read books and articles to improve our teaching practices and help students receive an even better education. We give our students a quality education that year after year gets reflected in our high test scores.

As a Lino Lakes resident, Centennial community member and the mother of a toddler son who’s a future Centennial graduate (class of 2034), I know that teachers can’t be the only people saying yes to Centennial students. They need all parents and community members who believe in schools that have the teachers and resources they need to say yes to them on Nov. 6 by getting to the polls and voting yes. Our kids deserve it.

Centennial places second at True Team 7AA sectional meet

Cougar girls pull out championship in close soccer race

Centennial girls soccer emerged as champions in a close Northwest Suburban Conference (NWSC) race by nipping Blaine 3-2 in the conference finale Thursday evening.

Khyah Harper and Olivia Lovick each delivered a goal and an assist in the win at Blaine. Madison Monson had the other goal and Sadie Harper had an assist. The Cougars led 3-1 until late in the game. Blaine scored twice on free kicks.

“I am proud of the girls for rising to the occasion and being prepared for the atmosphere at Blaine,” coach Ginger Flohaug said. “We switched in and out of a few formations and moved players around based on the game score and situations we saw.”

Centennial finished conference play 11-2-0 for 33 points (three for a win, one for a tie), followed by Maple Grove 10-2-1 (32 points), Andover 9-1-3 (30 points), and Anoka, Champlin Park and Blaine, all 9-3-1. The NWSC has 14 teams.

The Cougars also beat Elk River 6-1 on goals by Khyah Harper (two), Sadie Harper, Mallory Monson, Madison Munson and Lovick.

The Cougars (12-3 overall) are seeded third Section 5AA and open Tuesday against No. 7 Irondale. The winner meets the winner of No. 2 Champlin Park vs. No. 7 Osseo on Thursday at high seed.

The next win by the Cougars, now 11-9, will be No. 300 for coach Jackie Rehbein-Manthey. They were to host Spring Lake Park on Tuesday in the conference finale.

“Blaine is always a big rivalry and records never matter for that matchup,” Rehbein-Manthey said. “Again, we knew going into the match that we need to take care of the ball and minimize unforced errors.”

Against Blaine, Sydney Peterson logged 15 kills and 11 digs, Natalie Riley nine kills and Molly Perzichilli eight kills and 11 digs. Mackenzie McDonald led with 17 digs. Emma Macken was solid in passing the ball and had nine digs.

The team served 97 percent with six aces against just two errors.

Blaine’s Jack Haring connected on 24 of 40 throws for 302 yards, although both touchdowns came on the ground, including Haring’s 15-yard run. Fredrickson carried 27 times for 94 yards.

Property owners Tim and Tom Pawlik have redevelopment plans in store for the site. After the 1,600-squarefoot building comes down, they hope to build a new close to 4,000-square-foot “high-end sports bar.”

“We have always had an interest in redeveloping the property to become something nice for the community. The Down Under is very sensitive to Tom and I. It has been a part of our family for a long time,” Tim explained. “We wanted to do it right and that's maybe why we dragged our feet a little bit. The time to move forward with it is now, and we are ready for it to become something again. I think it was maybe a good idea that there was a period of time that it was shut down, because it needs a whole new clientele, look, feel, everything.”

Tim and Tom's parents Joe and Jan Pawlik acquired the property from the city back in 1975. At that time, it was a municipal liquor store/bar. Joe ran the bar and Jan ran the liquor store, which eventually moved into the strip mall nearby. Joe passed away in September 1999 and Jan passed away in January 2003. Tim and Tom received the property and made the decision to sell the liquor store and bar in separate transactions.

Tim said although the liquor store transaction went well, the bar had its challenges. “(The buyers) were not capable of continuing the business, so we made the decision to shut it down and reclaimed the property in 2009-10.”

Although plans for the site are still up in the air, one thing is for sure.

The name of the establishment will be changing. Tim said he has been playing around with a few ideas.

“We are envisioning a high-end sports bar. Not one that is so fancy that no one wants to go to, but one with a lot of TVs, a clean menu that has good bar food, a building with a completely fresh look, somewhere where people can go

to watch baseball and football games,” Tim explained.

Tom said, “We want to take it up to the next level. We want a real clean, neighborhood, gathering place with good food, a sports bar where people can come and have a really good time.”

Tom added once the establishment is up and running, they plan to sponsor neighborhood sports teams and host community events on site. “We are totally behind continuing those relationships,” Tom said.

Tim said the goal is to have the establishment open for business by next summer, maybe sooner. “We want it to be highly successful, we want it to be something that really enhances the neighborhood and the community,” he said.

Rotaries host ‘audacious’ dinner

The Chain of Lakes Rotary and the Rotary Club of Blaine-Ham Lake hosted the first ever Governor’s Audacious Dinner Wednesday, Oct. 3, at the Tavern Grill in Blaine. One of the featured speakers for the event was District 5960 Governor Mike Becker. His theme of “be audacious” has inspired many Rotaries to think outside of the box for new projects and memberships.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council discussed the following at its Oct. 1 work session: • Community Development Director Michael Grochala updated the council on Watermark.

Watermark is a master planned residential community located in the northwest quadrant of I-35E and CSAH 14/Main Street. The development is 372 gross acres and consists of a residential mix of 692 single-family lots and 172 townhome units totaling 864 housing units.

On Sept. 10, Lennar submitted a land use application for the Watermark 1st Addition planned unit development final plan/final plat. The first addition is proposed to include 93 townhome units and 100 single family lots.

The council also discussed a master development agreement and a proposal for plans and specifications for the northeast Peltier drainage outlet.

City Planner Katie Larsen said Lennar has already been on site grading, and a representative from Lennar said the hope is to have something open for customers to view by February.

• Heard from Tiffany Cavegn, owner of The Kids Cooking School, which recently closed its doors in Lino Lakes. Cavegn said she had conversations with Councilman Dale Stoesz as well as City Administrator Jeff Karlson and Public Services Director Rick DeGardner regarding a possible partnership between her business and the city’s parks and recreation program. One option discussed was re-homing the business into the Senior Center.

“We are looking for a home within a larger organization that already has a youth development program in place,” she said. “I really feel strongly about finding a good home for this amazing program that the community very clearly was saddened by its closing.”

Councilman Michael Manthey said he had a pretty big interest in the partnership, as the city has been struggling for quite some time with some of its programming going away due to its availability in other places, whether through club sports or the school district.

Stoesz said, “I have been following this on social media and it made me ask the question: ‘Is this something the city could do?’ I think this is a good fit for it.”

Karlson explained there are “several drawbacks” for the program to find a new home in the Senior Center, including: ° The space would be quite small to accommodate all the necessary equipment. ° $12,000-$15,000 would likely have to be spent on electrical upgrades. ° The Senior Center is used as a multi-use facility

DeGardner said he would feel most comfortable if the city were to come up with a lease agreement, rather than taking on the business as part of its parks and recreation programming.

Mayor Jeff Reinert said the city needed more time to digest the information and come up with possible solutions.

• Grochala updated the council on the CSAH 49 and County Road J trunk utility improvements.

The council authorized preparation of plans and specifications for improvements in March, which would provide sanitary sewer and water main to services to approximately 60 acres of property surrounding the intersection.

WSB & Associates is nearing completion of the plan preparation and has identified potential areas where easement acquisition would be required to facilitate the improvements. There are three properties that would potentially be affected by the improvements, which include two single-family properties located east of Woodridge Lane and a portion of the 49 Club property. The council directed city staff to move forward with acquiring easements; WSB & Associates will prepare the necessary appraisal information.

• Grochala noted that city staff is recommending acquisition of a property for the 77th Street realignment project. In 2002, in conjunction with the construction of the MarketPlace development (Target/Kohl’s), a new signalized intersection was created at Marketplace Drive and Lake Drive.

A feasibility study was completed in 2008 for realigning 77th, which would restore full access to Lake Drive for properties northwest of the 77th/ Lake Drive intersection.

The study identified the properties that would need to be obtained to complete the improvements.

Staff was recently contacted by the property owner of 7685 Lake Drive inquiring about the city’s interest in the property. Staff is proposing acquisition of the property at this time, which would eliminate one major impediment to redevelop and/or construct transportation improvements in the future.

DeGardner explained the tennis court amenity was strongly supported by residents. To expedite the construction of the tennis court, city staff recommended installing the Class 5 aggregate base material and non-wear course bituminous lift this fall, which will allow the base and non-wear course layers to experience a freeze/thaw cycle prior to the installation of the top wear course layer. The court would then be completed in the spring.

• Discussed council compensation. The topic was previously brought up by Karlson at the Sept. 4 work session. At that time, Karlson explained city staff was recommending the council adopt an ordinance that would increase council members’ salaries. Staff conducted a salary survey comparing salaries of mayors and council members to cities of comparable size and noticed the Lino Lakes City Council is considerably below average. Karlson said the mayor and council members last received a raise in 2008-10.

After some discussion, the council agreed the mayor’s annual salary should increase to $11,000 (from $6,854) and council members’ annual salary should increase to $8,500 (from $5,483). The $40 special meeting stipend, which includes work sessions, would be eliminated. If approved at a regular council meeting, the increase will take effect Jan. 1, 2020, following the next municipal election in November 2019.

The next City Council meeting will be at 6:30 p.m.

POLICE REPORTS The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to the 6900 block of Ivy Court in Centerville Oct. 1 for a theft report. A bicycle was stolen.

• Police were dispatched to the intersection of Center Street and Dupre Road in Centerville Sept. 26 on a report of a cat that was had been hit by a car and was in the middle of the road. Officers arrived on scene and transported the cat to Otter Lake Animal Hospital.

• Theft by swindle was reported by a resident from the 200 block of Galaxy Drive in Circle Pines Sept. 26.

• Officers were dispatched to the 0 block of Pleasant View Lane in Circle Pines Sept. 27 for a male who had damaged property. The male was located and transported to jail.

• An officer responded to a phone call fraud report from the 7200 block of Clearwater Drive in Centerville Sept.

29. The caller advised her personal financial information was compromised in a phone call scam. Police advised the woman of her options.

• Officers were dispatched to the 30 block of Pine Drive in Circle Pines Sept. 30 on a mail theft in progress. An adult female was arrested.

The Lino Lakes Police Department reported the following incidents: • Officers were dispatched to a suspicious activity report in the 7700 block of Mustang Lane Sept. 25. While checking the area, they located an unrelated vehicle

with several juveniles out past curfew.

The juveniles’ parents were advised of the police contact.

• An officer responded to a third-degree criminal sexual conduct report in the city Sept. 25. The case has been assigned to the investigations division.

• A motorist reported a rock fell from a passing truck and hit his vehicle, cracking the windshield. The incident happened in the 7700 block of Main Street Sept. 25. An employee from the truck company disputed the claim.

• An adult male was cited for possession of a small amount of marijuana and possession of drug paraphernalia in the 900 block of Main Street Sept. 25.

• Officers responded to a report of a three car property damage accident in the area of Lake Drive and Main Street Sept. 25. An adult male driver was subsequently cited for a traffic violation.

• An officer responded to call of a male possibly driving naked in a vehicle in the 7700 block of 20th Avenue Sept. 25.

The vehicle was not located and the plate given did not match to the vehicle.

• An officer stopped a vehicle for speeding in the 800 block of I-35W Sept. 26.

An adult male was subsequently arrested for second-degree DWI. • An officer stopped a vehicle for an equipment violation in the 2200 block of Main Street Sept.26. The adult female driver was cited for no proof of insurance and possession of drug paraphernalia.

•Officers responded to a juvenile sta-

tus offense call regarding the use of tobacco/electronic delivery device at the middle school Sept. 26. The investigation is ongoing.

•A motorist called to report another motorist had been driving recklessly and passed in a dangerous place in the 7500 block of Main Street Sept. 26. The accused driver said they felt the other driver had been texting and swerving and they wanted to avoid a crash. Both parties were spoken with about their driving conduct.

• Officers received a phone call report regarding extra patrol for stop sign violations in the 6500 block of Pheasant Run South Sept. 27. The caller was advised the police would provide extra patrol.

• Officers received a phone call regarding possible harassment between a neighbor and tree cutting service in the 6100 block of Partridge Court Sept.

• Officers were dispatched to a report of an impaired driver in the 7500 block of Lake Drive Sept. 29. An adult female was subsequently arrested for various offenses and booked into the Anoka County Jail.

• An officer took a report of a vehicle theft in the 800 block of Birch Street Oct.1. The officer was able to confirm the identity of the suspect, however the suspect and the vehicle have yet to be located.

and her neighbors’ concerns. Swenson explained she lives near Birch Park and Brandywood Park and her youngest child is in a wheelchair. She said both parks are not accessible by wheelchair, bike or stroller. To access Birch Park, she said, they must go down/up 25 steps.

“This trail is used a lot ... it is absolutely beautiful; we love it, but it just ends abruptly and it goes straight out onto 12th Avenue,” she said. “It is 45 mph road and people speed on that road all the time.

The shoulder is so narrow, and it is so dangerous. If you go (one-tenth) of a mile down the road, the trail starts again.”

Swenson added, “I have two girls in middle school that have a close friend near Brandywood Park, less than (seventenths of a mile) from our house ... They cannot ride their bikes there because of this dangerous (one-tenth-mile) portion of road.”

Resident Brandy Eckman echoed that.

“Because of the narrow shoulder and the speed limit, I do not allow my daughter, age 11, to ride her bike on her own to South Trappers or Brandywood Park. She also has a friend on White Tail Trail and cannot ride her bike there by herself.”

Residents Bonnie and Terry Moore shared they have lived in South Trappers Crossing for nearly 19 years. “I walk my dogs nearly every day along 12th Avenue and have had to stand in the ditch to allow cars to pass that don’t wait for oncoming cars to pass ... This is not possible to maneuver if I had a stroller or bicycle or had kiddos with me. Continuous accessible paths for the many pedestrians is imperative for our development before an accident or worse happens.”

Resident Liz Kaufenburg said she and her husband Mike moved to Lino Lakes four years ago and one of the main things that drew them there was the extensive parks and trails system. “We frequently bike, walk and run through the neighborhoods of Trappers Crossing, 12th Avenue and Birch Park. We, however, have never felt as comfortable along 12th Avenue along the section with no path. And since having our daughter, I won’t use 12th Avenue during rush hour due to how dangerous it is with the lack of trail and traffic,” she said.

“We work full time, so our opportunity to get outside is somewhat limited. In addition, we have greatly enjoyed Birch Park, but find it difficult to use with a stroller due to the steps.”

Resident Heather Hoecke said 12th Avenue (in between Peregrine Circle and White Oak Road) has always been a dangerous place for kids to ride their bikes.

“Cars continually speed down 12th Avenue, especially young drivers. Cars drag race, drivers are distracted while driving, and our children are expected to share the road with these drivers,” she said. “Our children should be given a safe alternative in the form of a completed bike path.”

Swenson wrapped up her presentation by saying, “Safety benefits everyone ... strollers, dog walkers, elderly, runners, wheelchairs, walkers and bikers.”

Mayor Jeff Reinert said he was in support of trying to do something about this and thanked the residents for making their voices heard. “This is how stuff gets done.

You are heard. You are representing a missing link,” he said.

The estimated project cost is $150,000.

City Engineer Diane Hankee explained the project would likely cost the city more money than other trail projects due to drainage issues and the need to acquire right of way from three or four property owners for the trail connection.

City staff are now in the process of contacting property owners to inform them of the potential project and to see if they would be open to selling some of their land to the city so the trail can be constructed.

DeGardner said the hope is that by the council’s Nov. 5 work session, the city will have a better idea of what would be needed for the trail extension.
