Archery season is underway, and firearm season will begin Nov.6. Deer-vehicle crashes peak in the autumn months, but Minnesota’s large deer population makes them a safety hazard on the road all year long. In the last five years (2015–2019) in Minnesota, there were 7,247 deer crashes reported to the Department of Public Safety, resulting in 20 deaths. These crashes also resulted in 121 serious injuries, of which 105 were motorcyclists.

CENTERVILLE — For over a year now, the Planning and Zoning Commission has been debating on whether it should recommend some changes to the city code related to outside storage in residential districts.

City Administrator Mark Statz explained that the commission had to take a bit of a break from the topic to focus on various developments, but now is the time “to continue to move the process forward,” he said.

The commission held a public hearing on the topic previously, but since a full year has passed, City Attorney Kurt Glaser recommended the commission hold another public hearing to make sure the public was aware of the proposed changes and had the opportunity to provide additional input.

Statz said it was also important to review the topic again, as some of the current commission members were not involved in the process the last time around. It’s important to note that the changes would apply to single-family homes.

Lexington family opens new mobile smoke pit

Gentz Family Owned Smoke Pit started out of a love for cooking and an even stronger love for family.

Lexington husband-and-wife duo Jeff and Marianne Gentz are known in their community for making meals for their friends and neighbors and helping folks get the meals they need during a tough time. But it wasn’t until tragedy struck that their passion for smoked meats

would turn into something greater.

“Two major things happened in our life a little over two years ago that changed everything,” said Marianne Gentz, co-owner of Gentz Family Owned Smoke Pit. Gentz explains that her husband’s brother, Chad, a veteran, was unexpectedly stabbed while in Kansas City. Chad spent 18 months in intensive care after his attack.

His brother Jeff wanted to find a way to keep Chad motivated

after his grueling recovery.

Both Jeff and Marianne’s affinity for cooking sparked the idea to start a family business around their love for smoking meats.

The Gentz’s knew they had something good on their hands. The couple first started selling spicy snack mixes and specialty barbecue sauces, but they wanted to expand their business.

Centennial firefighter inspired to do more missions across state lines

A firefighter with the Centennial Fire District (CFD) is hopeful that firefighting will bring him across state lines again in the future after his experience down south.

CFD firefighter Michael Tschida, along with Spring Lake Park Mounds View Blaine (SBM) firefighters Derek Authier and Anthony Scavo, were three of the 22 firefighters from nine departments across the state of Minnesota who volunteered to travel to Louisiana to help with recovery efforts after Hurricane Ida. “Minnesota firefighters are known for stepping up in critical times and putting their lives on the line to save others. It doesn't matter if it's the person down the street, a complete stranger, another fire department or another community that's all the way across the country, none of that matters,” said Chief Deputy State Fire Marshal Amanda Swenson. “You ask for help, Minnesota firefighters are there to help and come running, and that's exactly what happened (last month) when Louisiana officials requested firefighters from around the country to help.”

When Hurricane Ida made landfall on Aug. 26, Louisiana officials asked for help through the Emergency Management Assistance Compact (EMAC). EMAC is a mutual aid agreement between all 50 states. A requesting state asks for resources (people, equipment, etc.) based on its needs. Agencies in other states with those resources can respond to those requests. The Minnesota Department of Public Safety division of Homeland Security and Emergency Management (DPS-HSEM) coordinates the state’s EMAC requests.

Gov. Tim Walz approved the 18day mission for the firefighters, who volunteered from nine departments across the state. Many firefighters on the mission had to take personal time from their day jobs, as most of them are volunteer or paid-on-call firefighters.

“I'm really proud of their selfless service and willingness to step up and help the citizens of Louisiana,” Swenson said.

Tschida will celebrate 17 years of service with CFD in February.

Although he has several years of experience under his belt, this was his first mission across state lines.

“I’ve always wanted to get out and about,” he explained.

So, when Tschida saw an email from CFD/SBM Chief Charlie Smith, he immediately jumped at the opportunity. Tscida, Authier and Scavo all hopped in the car and made the approximately 20-hour drive to Louisiana. Although Tscida and Scavo had briefly met, the car ride, and their experience as a whole, served as a bonding experience for the firefighters from departments who have a newly established partnership.

“It was great. I definitely consider them my friends by now,” Tschida said.

The firefighters’ first mission was to backfill fire stations throughout the state, giving local firefighters a break so they could tend to their own families and homes and take care of other personal needs. Other tasks included clearing debris, distribution of tarps and water and just checking on residents.

One of the firefighters from a neighboring agency recalled a situation where he went up to see how he could assist a resident who had

lost everything. He asked the woman, “What do you need?” and she said, “I just need a hug.” The firefighter than hugged the woman for 10 minutes and just let her cry.

Tschida said one of the main challenges while they were there was adjusting to the heat and humidity.

“We were constantly drinking water and sweating it all out,” he recalled.

During the mission, another storm, Hurricane Nicholas, struck. “That was probably the most rain I have ever seen,” Tschida said. “It's not like around here where you just get a downpour for 10-15 minutes, this was hours of a downpour. Luckily, we were at a fire station at that time so we had a nice concrete building, but the guys back at camp had to hide it out in the tents and then they got called out to another building.”

The firemen set up their base of operations at Nicholls State University in Thibodaux, about 60

miles west of New Orleans. They shared a “tent farm" — a collection of 22-person tents with air conditioning, lights and outlets – with other firefighters, police, EMS and National Guard from around the nation.

For many of the firemen, it was their first time dealing with the heat and humidity, poisonous snakes, alligators and fire ants.

The experience made Tschida really appreciate what fire crews have access to here, as the equipment at the fire stations in Louisiana was very different.

If the opportunity ever arises again, Tschida will likely be one of the first firefighters to volunteer. “This was the first time (I’ve done a mission like this one), and hopefully it won’t be my last,” Tschida said.

• The proposed levy for 2022 has been set at the maximum. It may be reduced in December, but it cannot increase. The recommended budget is $3,172,629, up from the 2021 budget of $3,028,414. The 2022 budget is a 4.8% increase in expenditures. City Administrator Patrick Antonen explained that the increase is primarily due to roughly $38,000 for a park improvement plan update.

Time for term limits

M

ORE AND MORE people are advocating term limits for those serving on Capitol Hill in Washington. Many people once they are elected focus on making financial benefits for themselves rather than what’s best for the American people.

We have term limits for the president and for many state legislators, governors and mayors. Why not for the senators and representatives in Congress?

Surveys show a high percentage of Americans want the terms limited.

Once you are elected to Congress, there is a lot of pressure put on the individual About the senator or representative to follow party lines with loyalty or lose position or Town appointments to various committees. To be Gene Johnson truly independent and stand for what you are elected on and serve the best interests of the American people becomes nearly impossible.

Politicians and their friends in lobbying organizations will have nothing to do with term limits.

In order to accomplish term limits, it may take a petition of the American people to bring this as an amendment to the Constitution.

It’s time to consider term limits to affect the positive future of America.

WHY IS THERE never a headline that says, “Government program ends as its intended goal has been achieved.” Quote from Oleg Atbashian APRIL ZIEMER, EDITOR of the Amery Free Press in Amery, Wisconsin writes in her column: Did you know, if a statue in the park of a person on a horse has both front legs in the air, the person died in battle; if the horse has one front leg in the air, the person died as a result of wounds received in battle; if the horse has all four legs on the ground, the person died of natural causes?

THE SEASONS ARE changing and people in Minnesota and Wisconsin look forward to it. Signs of fall are hunters and their dogs getting excited and harvesting is well underway.

The summer heat and drought was hard on the yields of corn and beans and has affected popular hunting areas.

Docks and boats are being pulled which gives a firsthand look at the lower water levels. Children are back in school, for the most part with masks, and the medical people are continuing to encourage vaccinations as well as flu shots. A third vaccination is also being encouraged.

MORE AND MORE people who have had vegetable gardens are doing canning. That also includes fruits they are harvesting and purchased. It all helps the budget as food prices inflate.

HEARD ON THE street: “97% of the wine purchased in the U.S. is under $14.00 a bottle.”

HIGH SCHOOL AND college football is underway. These are exciting events in our local communities.

For the pros, the Vikings and Packers are off to troubling starts. It may take more than patience to get through this season.

IN MY LIFETIME I have never seen a time when our society was so divided and hostile to each other. There is a lot of anxiety going on with Covid and the Delta variant. We seem to continue to get conflicting reports from the Centers for Disease Control and our government.

Unemployment is high and so is the demand for employees. Shortages of staff are showing up in restaurants, supermarkets and all types of offices and manufacturing facilities. The people shortage is causing long waits on phone lines. You need to plan to take a day off if you want to get an airline ticket or information by phone.

The bonus employment compensation is ending and some people will be prompted to return or find a job. The high cost of child care is making some families think twice on whether or not they should have two incomes.

Many employers are allowing their employees to continue working at home. Restaurants are losing business and cutting hours and days open. Many signs in restaurants remind customers they are short of staff and they need to be patient.

STATE, COUNTY AND local elections are coming up shortly. This newspaper will provide information so you have a better idea of who you want to vote for. Voting is important.

Every vote counts so be informed.

hy are people drawn to law enforcement as a career? For me, I needed to feel like I was making a difference in people’s lives. I had been a real estate agent for almost 10 years and decided I needed a change.

police officers were power hungry militants who did their job with a cocky attitude. In reality, I am surrounded by kind, humble, compassionate, dedicated men and women who care deeply about the community they serve. They are creative in their problem solving to help those in need and look for long term solutions to better peoples’ lives. Additionally, all of my colleagues are deeply devoted to their families when they are off duty and are people I am proud to call my friends.

Officers who excel in law enforcement have excellent communication skills (both written and oral), have the ability to show compassion and empathy towards people, are good listeners, critical thinkers, excellent problem solvers, have a devotion to community, and have a strong moral compass.

If you are drawn to public safety work or are considering a career in law enforcement but are unsure like I was, I strongly encourage you to start by considering one of the volunteer opportunities at the Lino Lakes Public Safety Department.

Police Explorers is a great program for teens and young adults who are considering a career in law enforcement. Invaluable classroom instruction and hands-on training is provided. The Explorer Program helps young people build confidence, discipline and social skills which positively impacts

them in all areas of life.

Reserve Officers play a vital role in our organization and are always needed. Reserves are uniformed volunteers who provide a wide variety of support services to the Police Department and the Lino Lakes community. Some of our reserves are law enforcement students, while others have fulltime careers in unrelated fields, but choose to serve their community in this capacity.

CERT (Community Emergency Response Team) volunteers are trained and equipped to assist others in their neighborhood, workplace, or anywhere else they may be needed, following major events when not enough professional responders are immediately available to help.

Volunteering with our public safety department can give you a better understanding of the work that police officers do and whether or not it’s right for you. Blaine City Council proposes ordinance to ban puppy mills

Blaine City Council members discussed restricting the retail sale of pets in the city during their Oct. 4 working session.

Council Member Jason Smith originally requested council members discuss the pros and cons of the amendment, which resulted in two options: an outright ban of retail pet sales or a licensure model that would ensure the ethical sale of animals.

Both Roseville and Eden Prairie have already implemented a ban on the retail sale of pets at local stores.

Currently there are six pet stores in Blaine, only one of which chooses to sell pets at their store. All major pet store chains like PetCo and PetSmart already ban the retail sale of pets, citing concerns over the ethical treatment of the animals.

“I believe the current federal

and state guidelines are inadequate and unethical, and I prefer Blaine to not participate in that type of business,” said Council Member Smith.

Council members Jess Robinson, Wes Hovland and Julie Jeppson shared concerns that a ban would specifically target the existing pet store, Four Paws and a Tail. The pet store is a longstanding business in the city, and council members questioned how a ban would affect the store’s business model.

According to Hovland, Four Paws and a Tail has been investigated numerous times as far back as 2012, and all investigations have remained unfounded.

“We all really do agree where we want to go is to remove cruel treatment of animals, and we don’t want to support businesses that support cruelty to pets. We want to protect this business that has been longstanding in this city, and it seems they’ve

held themselves to a high standard. What we want to do is maintain their honesty,” said Jeppson.

If a ban were to go into effect, it would not impact individuals and private entities who wish to sell pets. This ban would only apply to retail businesses.

As for the potential adoption of a licensure model, Hovland proposed that retailers disclose their breeders and partake in background checks in order to assure transparency.

As of now, there is not enough support among City Council members for an outright ban, but members are considering the details of the licensure model as they move forward in this process.

Community Education receives award for Centennial Kids Obstacle/Mud Run Centennial Community Education (CCE) has received a project award from the Minnesota Community Education Association (MCEA) for the Centennial Kids Obstacle/Mud Run, a familyfriendly event held back in August at Centennial High School.

Together with Endurance Fitness of Lexington and Scout Troop 415 of Coon Rapids, a creative, safe and fun obstacle course was constructed to suit children between the ages of 4 and 12 for the purposes of a fun community fitness event. Many additional volunteers came together to make the event a success, including the Spring Lake Park, Blaine, Mounds View (SBM) Fire Department, the Centennial Lions Heart group and many other individuals.

“We believe in this event as community educators because not only does it provide a true collaborative effort of varied organizational groups in the community working together toward one purpose, but it also provides a great sense of fun for families and a sense of community spirit,” said CCE Director Cori Sendle.

“We know this event meets our mission and vision because we further developed our relationships with each of the community groups we collaborated with, we received multiple positive comments through event evaluations and we believe this is the type of opportunity families in our community want and enjoy.”

The MCEA Project Award is presented to outstanding projects that have exemplified the concept of community education. The school board will recognize the award at its meeting in November.

Dean has several clear goals for his next term on the City Council, including but not limited to: continuing to support fiscally responsible budgets; making significant repairs in the city parks; completing major repairs to city streets; and developing a plan for ongoing investments to maintain the streets in a fiscally responsible manner.

I know Dean Goldberg as a friend and political colleague, as well as a trusted leader. He is focused, thoughtful and a good neighbor to all.

Re-electing Dean to the Council will bring great benefit to Circle Pines.

The Centennial Cougars rushed for 283 yards, and sprang a wide-open touchdown pass along the way, too, defeating the Blaine Bengals 26-14 on Thursday evening, their fourth straight win.

Sophomore quarterback Daylen Cummings gained 125 yards in 22 carries.

Lance Liu, senior fullback, picked up 109 yards on 22 carries and junior halfback Lance Nielsen 47 yards in seven carries.

The Cougars (4-2) broke into the Top Ten at No. 5 last week after beating two highly-ranked teams, Maple Grove 21-7 and Wayzata 6-0. They couldn’t put a lid on the Blaine offense in the first half, which ended 14-14, but blanked the Bengals in the second half.

“Blaine played really well. They are a good passing team. We missed some tackles and assignments in the first half, and they took full advantage,” said coach Mike Diggins. “In the second half, our offense controlled the ball more.

We limited Blaine to nine plays until their last drive.”

Blaine got a 26-yard touchdown by Meyers late in the second quarter.

Meyers carried 16 times for 90 yards while AJ Kaul completed 14 of 26 passes for 122 yards. Jordan Reynolds caught five for 69 yards.

Cummings threw a 25-yard touchdown pass to Luke Clark, who had nobody near him as he caught the ball at the five-yard line in the third quarter, with the Blaine defense bracing for the run.

The kick was blocked and the score remained 20-14.

Once they took the lead again, the Cougars turned it over to the O-Line and Liu. “Bread and butter plays is what we do,” Liu said. “We want to move the ball and score, and take time off the clock. In the first half, Daylen was running pretty well.”

The Cougars made it 26-14 with five minutes

left as Liu capped a 60yard march, plowing for a four-yard touchdown. The Cougars made two fourthand-two plays in the drive.

A two-point pass attempt failed.

Cummings, a sophomore, is growing into the role as a running threat in the Cougar veer offense. They didn’t have an offensive touchdown the first two games but are moving the ball now.

“Cummings is playing like a senior,” Diggins said.

“He’s changing plays at the line. In our offense, our quarterback has to be able to run. He’s been running real well. We’ve just got to get our passing game down. He can fling it, trust me. But he’s running for his life on pass plays and we don’t want to get him killed. Our line is better at run blocking than pass protection.”

Centennial plays at Minnetonka next Friday.

It’s another year, another conference championship for Centennial girls soccer.

With a 4-1 victory at No. 7 Rogers, the Cougars clinched their second straight Northwest Suburban Conferance (NWSC) title, and eighth in 13 years, on Tuesday, Oct. 5.

Centennial beat Osseo 5-0 on Friday and finished 12-1 in conference. Maple Grove, the only team to beat the Cougars, finished 10-1-2, and Andover 10-3. They’re the top three among 14 teams.

“Our team has worked extremely hard all season in training and games,” said coach Christa Carlson. “They push themselves to their max and have a team-first mentality. No person is more important than the overall team.”

She added, “The girls bought into the philosophy that Coach Z (assistant Zuheer Al-Abase) and I have created. We couldn’t be

more happy with them.”

Since 2009, Centennial has placed first in the NWSC eight times, second twice, and third three times.

Centennial, ranked No. 2 in Class 3A behind Edina, started Section 7AAA on Tuesday as top seed and defending champion, hosting Cambridge-Isanti.

Barring upset, they’ll face Duluth East or Coon Rapids at home Saturday, with finals Tuesday.

Scoring against Rogers were Marisa Frost, Tatum Trettel (off a perfect pass by Addi Van Zee), Sarah Strating and Brooklyn Bordson. Izzy Smith of Rogers hit a penalty kick in the 55th minute, making it 2-1. During that stretch, the Cougars drew three yellow cards, one on a player and two on an assistant coach.

However, they quickly pulled away on strong shots by Strating and Bordson.

Scoring against Osseo were Madelyn Skalicky, Lauren Ahles, Strating, Addison Wittenberg, and Trettel.

The Centennial Cougars finished third in the Northwest Suburban Conference after winning their last two conference games last week, over Rogers 4-3 in overtime Tuesday and Osseo 1-0 on Friday.

Against Rogers, the Cougars rallied from a 3-1 halftime deficit with Alvaro Galopa, Garrett Andersen, Noah Marquard and Harper Searles scoring. Searles got the game-winner on a header with three minutes left in overtime. Goalie Isaac Verke stopped nine of 12 shots on goal.

The Centennial boys placed eighth of 14 teams and the girls seventh of 10 teams on Thursday in the Thundering Royal Elk Invitational at Otsego.

GENTZ SMOKE PIT: Family takes leap of faith into food truck biz FROM PAGE 1

cooking for fun with generous compliments from neighbors — who told the family that they could easily sell their smoked meats — the Gentz’s took a leap of faith into the food truck biz.

The Gentz Family Owned Smoke Pit’s food truck isn’t any old food truck.

Originally a camper, Marianne took the time to gut the vehicle and turn it into a fully functioning, up-to-code food truck, along with Jeff and Chad, who helped with the heavy lifting.

“My husband wanted the truck to honor his brother with him being a vet and all, so we added some USA colors to tie it all up,” explains Marianne.

It was no small task to transform the camper into the food truck the Gentz’s have today. Marianne recalls eight hours scrubbing and scraping on her hands and knees to get the truck ready to take their smoked meats across the Midwest.

Converting a camper into a food truck wasn’t the only roadblock the Gentz’s faced in starting their business. COVID shortages meant that the stainless steel they needed for their mobile kitchen was in short supply, and so were the ingredients for their

recipes. Marianne says she had to go almost two months without mustard and would frequently go to the store looking for spices only to be met with empty shelves.

“But we did it. At times we were like ‘No no no, this isn’t going to work,’ but we did it,” said Marianne.

The business’s first official event kicked off on Sept. 18 with Ribfest 2021 in North Branch, and they’ve continued to travel around the region sharing their extensive menu of smoked meats.

Gentz Family Owned Smoke Pit specializes in everything a carnivore could dream of: smoked pulled pork, barbecued ribs, smoked brats, meatloaf and their special candied bacon roses.

To go with their meats is the Gentz’s own homemade barbecue sauce, which Marianne notes is made with love and plenty of spice. The Gentz’s carry a variety of sauces featuring unique flavors like raspberry jalapeño and tequila time barbecue to classics like honey mustard.

While the Gentz’s gear up for their next event, Marianne says to keep an eye out on Facebook for where they’ll be traveling to next.

going, Marianne says that their business is all about their love of cooking and sharing that love with the community, and of course their support for Chad.

Marianne explains, “Sometimes you just have to jump in 200% to make something happen, all while having fun with it.”

CENTERVILLE TIDBITS • The city continues to work with developers on finishing up the Old Mill Estates and Bayview Villas. “There are several weeks of work left to do, and we don’t have several weeks left to do it,” Statz explained. “We are pursuing getting those things done with letters of credit. In the 20 years I’ve been doing this, I’ve never had to do this, but it can’t wait anymore. Both of these developments are over a year past due.”

• The city continues to get development inquires.

“We have a lot of great things going on, there is a lot of momentum,” Statz said.

general infrastructure to serve the parcel and development of Fairview Street. During the process, the developer plans to sell the land to Sutton Transportation LLC, which will construct a cross-dock truck terminal industrial warehouse facility.

City Attorney Kurt Glaser explained that the R&R Leasing and Sutton Transportation were still negotiating on who would be responsible for what fees. For that reason, the council passed a resolution granting Glaser the authority to make some minor revisions to the development as long as those changes don’t change the intent of the agreement.

• The council will hold a second reading for three amendments to city code at its Oct. 13 meeting.

The first proposed change is to amend Chapter 50 (Garbage & Rubbish) to regulate flexible/compact dumpsters. The city has received and addressed several dumpster complaints through the city’s nuisance code, but the Planning & Zoning Commission requested an in-depth look and tightening up the language now that the flexible dumpsters have become increasingly popular. The code amendment is mirrored after the language in Apple Valley’s code. The main provision is that flexible dumpsters would not be allowed to remain on a property for more than 14 days.

The city has also received complaints regarding auto repair businesses operating out of homes.

The proposed amendment to Chapter 156.102 (Home Occupations) would not allow auto repair as a home occupation on parcels less than 2 acres. Statz mentioned he needed to have further conversations with Glaser to dive into how the proposed change would impact existing businesses in the city, and whether those would need to be grandfathered in.

The last proposed amendment is to Chapter 156.111 (Fence). City staff have received several requests for fences to be constructed/ reconstructed to the front of the principal structure rather than the required 10 feet behind the front facade. The change would simply remove that requirement, as city staff were not able to find a significant reason for why the provision was ever added to city code.

• The mini storage on 20th Avenue is nearing completion. Statz explained that some punch list items need to be completed before the business can open to the public, and then hopefully the chamber/EDA can host a ribbon-cutting for the business.

• The city of Centerville, along with many other cities nationwide, have proclaimed October National Domestic Violence Awareness Month.

• The city will apply for a source water protection plan implementation grant in the amount of $7,745 through the Minnesota Department of Health to seal three unused wells.

• Owner of 1740 Main Street, Jon Marois, will be assessed $6,133 to hook up to the municipal water system.

• The council has adopted the preliminary budget and property tax levy of $2,816,356 for 2022, which represents an increase of 2.7% ($73,356) over 2021. A truth in taxation hearing is scheduled for 6:30 p.m. Wednesday, Dec. 8. When adopted in December, the levy may be reduced, but it cannot increase.

“I believe this is a solid budget that meets city priorities and maintains affordability for the residents,” said Finance Director Bruce DeJong.

Council Member Steve King said although he would like to see no increase at all, this was an amount “he could stomach.”

Mayor D. Love added, “I don’t like kicking the can down the road. I’ve always wanted to look at both sides of the aisle. I don’t want taxes to get too high, but I also don’t want to be in a situation where we held it at zero and now next year it is a 10% increase or something outrageous of that nature. I think this is a really good compromise. I think we did a really good job of asking the right questions and making sure we got to the right spot.”

• Charles Peterson, the new owner of 7064 Centerville Road has requested a four-year extension to pursue redevelopment of the property.

The previous owner’s deadline has already passed.

The agreement states that at the time of sale, each parcel of real estate in the city must be connected to the city’s water system, otherwise money ($15,000) must be held in escrow for the purpose of connecting to the city water system.

Statz shared that Peterson does have some redevelopment plans in place and has presented a couple of concepts for townhomes or an apartment complex.

The council was uncomfortable granting a fouryear extension, but rather granted the new owner one more year to begin redeveloping the property.

• A development agreement with R&R Leasing Inc. is now in place for the Rehbein industrial plat (property south of Main Street). The development will consist of construction of the

Minnesota families will have access to more heath plan choices in 2022 will be able to find a plan only through MNsure with monthly premiums that cost no more than 8.5% of their household income.

To give Minnesotans additional time to shop and compare health plans, MNsure’s open enrollment will be extended three weeks, running from Nov. 1 to Jan. 15.

For small group

health insurance plans, which serve employers with fewer than 50 full-time employees and cover about 4.1% of Minnesotans (235,000 people), the final average rate changes for 2022 range from 0.6% to 6.8%. For the individual health insurance plans, the final average rate changes for 2022 range from 4.3% to 11.3%.

The actual price a consumer will pay for health insurance can vary depending on factors such as where they live, what plan they choose and their age. OUTSIDE STORAGE: Centerville residents plead for ‘wiggle room’ restrictive. Per current city code, residents are allowed to have up to two “other vehicles,” which include boats, RVs, fish houses etc., but a change would allow up to three.

The only spot where passenger vehicles (cars, pickup trucks, motorcycles) are allowed to park is on permitted driveways, which are required to be paved. Statz explained currently, the right of way on city streets is about 13.5 feet from the curb. A proposed change would be to prohibit parking within 10 feet of the curb. Cars are also not allowed to encroach on the sidewalk. The main reasoning for this, Statz said, was that the city has had some issues with snowplows damaging cars that are parked too close to the curb.

The other vehicles are permitted to be parked on non-paved surfaces but must comply with yard setbacks and other regulations.

“We have had a number of vehicles in that larger class, full size semitrucks, full-size dump trucks, commercial heavy equipment that people have grown accustomed to storing in their yard and we have had quite a few complaints about those types of vehicles,” Statz explained.

Before opening the public hearing, Commissioner Linda Broussard Vickers wanted to address some rumors going around on social media. “(There was) the implication that members of the commission and/ or council were involved financially somehow in pavement or concrete companies or the storage facility, that we had a financial interest and that was part of why we were doing this. Those types of comments, I feel they are quite unacceptable at best.

They are rude, ugly, and mean …” she said. “We are all aware of conflict of interest, there is a protocol for us to step aside if we do indeed have a conflict of interest, and I think

everybody here is aware of that and would do that.”

Eight residents shared their thoughts on the proposed changes Oct. 5. Some of the residents had questions about the specifics, but many of them requested the commission consider “being flexible” and “having empathy.”

Resident Michael DuFalt said he was also concerned about the proposed 5-foot side yard setback.

“I’m asking you to have a little bit of empathy for people in my situation.

I’m not as fortunate to have a huge side yard, but I still want to have my livelihood. I want to have my snowmobile and my fish house,” he said. “I’d appreciate the flexibility and the freedom to have a little wiggle room.”

DuFalt asked the commission to consider a side yard setback of 2 feet like the city of Circle Pines.

Brian Hanson explained that he served on the commission for a decade and actually helped draft some of the original ordinances. He said he foresees the city having an issue with some of the smaller, older homes in Centerville and residents being able to comply with not parking within 10 feet of the curb. “This is a little extreme, and you are really limiting what we can have,” he said. “I’m asking for a little empathy for some of us that weren’t able to afford a large home when we came into the city …

Those who can afford a larger home have the right to have more vehicles than someone who has a smaller home.”

Resident Joe George explained that it would be really difficult for him to comply with the 10 feet from the curb requirement. He said he currently has four of his five kids at home, so he has lots of cars parked in the driveway. “I think should be allowed to park right up to the curb and if we get a damaged vehicle, that’s our problem; we chose to park there, and if it gets damaged,

that’s on us,” he said. “If you enforce that, I’ll have to tell my kids they can’t live here anymore.”

Suzanne Seeley said the changes may not work for every lot in the city, as many lots are unique, one of the reasons why she loves the town so much. “Oftentimes a problem isn’t a problem, it is only a problem if neighborhood thinks it’s a problem,” she said. She explained that before she installed a garden in her front yard, she made sure all of her neighbors were okay with it. Not only were they okay with it, but they always come over to get an update on what she is growing.

Resident Neil Reisdorfer said, “I’m pretty lucky in regards to these ordinances, as I’m pretty close to fitting within them … I just happen to have the right-size lot where everything fits in.

I’d like to reinforce that we are in Centerville and we are not in St. Paul

or Minneapolis for a reason. We have to be flexible here.”

After the public hearing closed, the commission discussed the topic further and whether it wanted to make any more changes. Ultimately, the commission tabled the item for further discussion and research.

The commission was leaning in the direction of allowing a 2-foot side yard setback instead of the proposed 5 feet. The commission also wanted to look into the idea of having different restrictions for different areas of the city. Statz said that at some point, the commission will also have to have a discussion and make some decisions about people adding “wings” to their driveways, which in most cases, is currently allowed under city code.

The Lino Lakes Police Department reported the following incidents:

• Officers were dispatched to assist a deputy who was fighting with a subject in the area of Main Street and Otter Lake Road Sept.30. Officers arrived and the incident was brought under control. A neighboring agency handled the investigation.

• An officer was dispatched to investigate damage found on the exterior of a residence in the 100 block of Sunflower Lane Sept. 28.

The officer determined the damage was likely caused by the homeowner's lawn mower.

• Officers were dispatched to collect drug paraphernalia that was found near a street in the 7500 block of Woods Edge Boulevard Sept.

28. The item was collected to be destroyed.

• Officers were dispatched to the sound of gunshots on the 900 block of Birch Street Sept.

30. The officer determined the gunshots were from waterfowl hunters on a nearby lake.

• An officer conducted a traffic stop for a a traffic violation in the 7900 block of I-35E Oct.2. The driver showed signs of impairment and was arrested for DWI.

• An officer responded to a call of a theft of a license plate in the 300 block of Teckla Court Sept. 29. The plates were entered as stolen and the incident was documented.

• An officer responded to a neighborhood for suspicious activity in the 6500 block of Pheasant Hills Drive Sept. 29. The parties in question were gone prior to the officer arriving.

• An officer was dispatched to a property damage accident at the intersection of Main Street ad Otter Lake Road Sept. 30. The driver showed signs of impairment and was arrested for DWI. • An officer responded to a call of a chemical odor in a home in the 1400 block of Sherman Lake Road Sept. 30. Lino Lakes Fire also responded and investigated the incident. No problems were found.

• An officer responded to a property damage accident involving a single vehicle and a deer in the 600 block of Ash Street Oct. 3. The deer was not located.

• Officers responded to a noise complaint and possible damage to property in progress in the 6500 block of Pheasant Run S Oct. 4. The officers were unable to locate involved parties.

The property was found to have come from an earlier reported stolen vehicle.
