On more than one occasion, area city administrators have attended Rice Creek Watershed District (RCWD) Board of Managers meetings to voice their concerns with the proposed 2020 budget and tax levy.

That list includes Centerville City Administrator/City Engineer Mark Statz, Circle Pines City Administrator Patrick Antonen, Lexington City Administrator Bill Petracek, Lino Lakes City Administrator Jeff Karlson and Mounds View City Administrator Nyle Zikmund.

“The district is working hard to balance fiscal responsibility with the responsibility we have to our residents to provide services for water quality and flood control.

We believe the new budget reflects the priorities of the watershed management plan,” said RCWD Communications and Outreach Coordinator Beth Carreño.

The 2020 proposed budget is $8,186,939, with a total levy of $5,181,376, higher than the 2019 budget of $7,345,030 and levy of $4,710,392. “The owner of a $200,000 home would pay an estimated total of $37.92 to the RCWD in 2020. This amounts to an estimated $1.11 increase from what was paid on a $200,000 home in 2019,” Carreño explained.

During the public hearing on the proposed budget and levy Aug. 28, Statz read aloud a letter he submitted to the board the day before the meeting. It read, in part, “We understand that the board will

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its Oct. 3 meeting: Heard from City Administrator Bill Petracek, who informed the council that the city received notification Oct. 3 that the police patrol union is filing for mediation.

“The police operations committee feels we have offered them a very fair contract, but they don't. We are not quite sure why they don't, but we will figure it out through mediation. There is not a lot of room that we are going to wiggle on it,” he explained. “I know Circle Pines and Centerville's thoughts are the same. So, we will see where this goes.

It could end up in arbitration, but we don't know.”

Petracek added that there was recently an attempt to break into the garage at City Hall but nothing was taken.

Approved a resolution during the eightminute meeting accepting Mayor Mark Kurth's resignation effective Oct. 1 and declaring a vacancy in the office of the mayor. The resolution states, “The council shall fill the vacant office of mayor without a

WEEKLY WAG special election and by action of the council as set forth in Minnesota state Statute Sections 412.02 and 471.46.

For now, Councilman John Hughes will serve as the acting mayor until the council takes further action. Petracek said that the council will decide at its next meeting Oct. 17.

Approved election judges for the primary election Nov. 5 and the special election Feb. 11, 2020, for Anoka County Commissioner District 6 as well as the presidential candidate primary March 3.

Entered into a closed session for an attorney-client privileged discussion (under Minnesota Statute 13D.05, Subdivision 3b) regarding Parkview Homes LLC. vs. the city of Lexington. The closed session was held so that the council could seek and receive candid advice from legal counsel regarding litigation strategy.

The next City Council meeting will be at 7 p.m. Oct. 17 at City Hall.

part of the levy, the debt service levy of $457,263, decreased by $47,273 from the previous year. The debt service levy is the payment due on bonds the city has issued. The property tax contributes to paying off that debt.

The city also has additional bond funds in the amount of $263,756 for which it will not be levying, DeJong said.

That amount won't be added to the levy because the city has sufficient funds available to make the payment.

“This is based on having a balanced budget, and we are not spending down our budget,” City Administrator/Engineer Mark Statz said. “We see the results of council pushing through hard times and we see those

debts coming off the books.”

The levy increase in Centerville for 2020 won't necessarily translate into an increase on individual property tax bills. Individual property taxes depend greatly on the appraised home value—or a home's percentage of the total pie of taxable property value in Centerville, DeJong said.

“Because there has been some growth in the tax base, there will be a slightly smaller tax increase on the average property in the city,” DeJong said. Not all properties change value at the same rate, so there will be people with tax increases and some with tax decreases, he added.

The property tax system is designed to allocate taxes based on relative value changes, so very few people will have an exact 2.4% increase in their proposed tax bill come November.

The levy of $2.7 million

cannot be increased by the City Council prior to formal adoption of the city budget this December, but it can still be lowered. “We have a commitment to meet again and discuss ways to try and reduce this amount further,” DeJong said.

“We've been working on the budget for four to five months with a lot of work sessions and staff effort,” Mayor Jeff Paar said. “And we will continue to work right up until December to try and get it even lower.” He said the city's goal was to keep things flat and to be fiscally responsible. He noted that DeJong had restructured the city's bonds to lower its debt for infrastructure.

The city is fiscally sound, has reserves and is well within the financial parameters outlined by the state and its auditors, Paar said.

The 2020 preliminary budget and proposed tax levy will be certified

to the Anoka County auditor so the county can prepare Truth in Taxation property tax notices, which are mailed in November.

The county auditor will take property assessment values and apply total taxes against those values. Tax estimates then will be sent to everyone in town during the last two weeks in November. The property tax statement property owners will receive from the county will show their individual property taxes based on what the city, county, school district and other districts have levied.

The date for the Truth in Taxation public hearing has been set for 6:30 p.m. Dec. 11 at City Hall. Anyone with comments, concerns or questions about the property tax statements they receive in November has an opportunity to ask questions and seek clarification at the hearing.

ur ferry cruised along on a sunny September day, the Manhattan skyline looming behind, as I peered ahead at the colossal statue before me.

She rose sea green from the harbor, holding high a beacon of hope to those who travel the seas. What I most wanted to see was inside the statue. There, deep in Lady Liberty’s pedestal, was the original plaque from 1903 bearing a poem written about the statue’s meaning

by Emma Lazarus in 1883:

“The New Colossus” “Not like the brazen giant of Greek fame, Story With conquering limbs astride from land to land; Chaser Here at our sea-washed, sunset gates Sara Marie Moore shall stand A mighty woman with a torch, whose flame Is the imprisoned lightning, and her name Mother of Exiles. From her beacon-hand Glows world-wide welcome; her mild eyes command The air-bridged harbor that twin cities frame.

‘Keep, ancient lands, your storied pomp!’ cries she With silent lips. ‘Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore.

Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!”

Lazarus wrote this poem to help the fundraising effort for Liberty’s pedestal. The statue was a gift from France; the pedestal was funded by the U.S. A lack of American response prompted Joseph Pulitzer’s “New York World” newspaper to begin a fundraising campaign. Lazarus’ poem was printed in the paper and read at the opening of the fundraising exhibit.

Back on the ferry, I peered at the small island ahead of me: Ellis Island, where millions of immigrants were processed from the late 1800s to the early 1920s.

My great-grandmother Inga Marie passed this way in 1907. What must she have thought when she saw Lady Liberty after weeks at sea? She was only 11. Perhaps an excerpt from an article written about her first visit back to Norway in 1953 gives insight into what Liberty meant to so many immigrants. She and her husband Knute visited Norway via ship and returned to the New York harbor three months later.

“The Statue of Liberty gave them the feeling of security and friendship as they entered New York harbor and were ‘home’ again. It seemed good to put foot on American soil once more,” reads the article originally published in the Fort Dodge, Iowa newspaper “The Messenger.”

I walked the halls of the immigration center on Ellis Island, now a museum. To think millions of people passed this way was impressed upon me by the deep impressions seen on the granite stairs — at its height, almost a million people took these stairs each year.

As we bounced aboard the ferry back to Manhattan, Lady Liberty became dwarfed in the backdrop of the 21st century.

The next morning, I opened the New York Times.

About 10,000 migrants landed in Greece last month on dinghies, most fleeing the Taliban in Afghanistan.

About 400 children have died this year in a refugee camp in northeast Syria, mostly of malnutrition, pneumonia and dysentery. The president of Turkey, overwhelmed by 3.6 million Syrian refugees, threatens to let them pass through to Europe if the world doesn’t help.

The U.S. president threatens to slash the refugee program to zero. Over the last few years, one of the U.S.’s most vetted immigration programs has been whittled from the typical 70,000 to 30,000.

In 2020, it will be 18,000, the lowest since the program began in 1980. Other countries are beginning to follow the U.S.’s meager example.

The tired, poor, homeless, tempest-tost refuse of the world’s teeming shores is cast aside. They die. And deep inside, Lady Liberty cries.

e became more familiar with E. coli after the Minnesota Department of Health (MDH) investigated an outbreak at the State Fair last month. Investigators identified 11 cases among Minnesota residents who visited the fair prior to becoming ill. Fairgoers ages 2 to 43-years-old were sickened with one patient hospitalized with serious complications from hemolytic uremic syndrome, which affects the kidneys. According to evidence, contact with livestock was a key factor. A commonality between all cases is that those infected reported visiting the Miracle of Birth exhibit and having contact with calves, goats, Movers & sheep or piglets.

Some did not have Shakers direct contact with animals and may Carolyn McClain have been exposed through contact with contaminated surfaces like fence rails.

E. coli According to the MDH, symptoms of E. coli include stomach cramps and diarrhea, often with bloody stools and a low-grade fever. People typically become ill two to five days after exposure and most people recover in five to 10 days, MDH says.

Those most at risk are children under 10, the elderly and those with weakened immune systems.

Escherichia coli (E. coli) bacteria normally live in the intestines of healthy people and animals. Most

varieties of E. coli are harmless or cause relatively brief diarrhea. But a few particularly nasty strains, such as E. coli O157:H7, can cause severe abdominal cramps, bloody diarrhea and vomiting. Potential sources of exposure include contaminated food or water and person-to-person contact.

Treatment for E. coli is often rest and hydration and, in some cases, antibiotics. Healthy people who are infected with E. coli will usually feel better in a week. E. coli O157 can be passed from person to person through fecal-oral transmission, especially among families with children still in diapers. It can be passed in the stool for weeks and sometimes even months after symptoms resolve.

Bowel obstruction This is another serious condition that includes stomach-symptoms like vomiting, cramps, loss of appetite and constipation.

The most common cause of bowel obstructions is adhesions, which is scarring in the abdomen, most commonly from a prior abdominal surgery. Other causes include cancers of the intestines, hernias or inflammatory bowel disease.

Treatment of a bowel obstruction is most commonly bowel rest, IV fluids and pain control.

Most patients are hospitalized due to the need for IV fluids to maintain hydration as well as the need for pain medications.

Other GI ailments Nearly all of us have battled a GI disorder at some point in our lives.

It generally starts with an upset

stomach and progresses to nausea and vomiting. These sicknesses can also include diarrhea and a fever.

Causes include: Viral Gastroenteritis (“Stomach Flu”) Gastroenteritis symptoms may take several days to appear, though they normally don’t linger for more than a day or two. Exceptions may by those with rotavirus, whose symptoms can last up to nine days, and norovirus, which can last one to three days.

Food poisoning Food poisoning is an illness which occurs when you’ve eaten food contaminated by an infectious organism, such as salmonella, listeria or E. coli. This can occur with undercooked or improperly handled food.

Symptoms typically appear eight to 12 hours after eating and can last for one to two days. Food poisoning begins with abdominal cramping, and commonly causes vomiting and diarrhea.

Constipation Constipation is a common condition in which a person does not pass stool as often as they need to. This can result in large, hard and painful to pass stools. There are many causes of constipation such as diet and medications.

This is a very common discomfort that happens when you are inactive, consume too much dairy or not enough fiber or water. Over-thecounter stool softeners can help in the short-term with dietary and lifestyle changes in the long-term.

Lexington soon to approve monstrosity The City Council of Lexington, in its infinite wisdom, is about to approve yet another huge apartment complex.

This one is even one story taller than the eyesore being built on the old Lovell building site. The new monstrosity will be built behind the Northway Mall in a residential area. Show up at the City Council meeting on Thursday, Nov. 7, at 7 p.m. to voice your opinion. It won’t change anything. It might make you feel better and perhaps give a headache or a slight case of indigestion to a City Council member. At the very least, you will learn who not to vote for in the next city election.

Chris Lyden has more experience I believe Chris Lyden is the kind of City Councilman we need for our future in Lino Lakes. I have known Chris for many years. He has integrity. He has the temperament and the knowledge to get the job done. His many years on the Lino Lakes City Council, Lino Lakes Charter Commission, and service as liaison to the Park Board and Planning and Zoning Board make him more experienced than any other candidate running for city office this year. As I have said in many City Council meetings, the people of our city are stakeholders too, alongside business owners and developers. This is often not recognized by city officials, both elected and otherwise. We need more citizen advocates on the City Council, not just advocates for developers. Our community should not be subject to the whim of powerful outside economic forces. Our government should represent the people who have to live with the consequences of city government decisions. I believe that Chris will appropriately and fairly weigh the benefits to Lino Lakes residents when planning, development and business decisions are brought before us. I encourage you to vote for Chris Lyden for Lino Lakes City Council.

Strand has been a teaching pastor alternating the pulpit with Merritt for the last five years. Merritt retires after 28 years serving as senior pastor. During his tenure, the church has grown rapidly with eight campuses surrounding the Twin Cities, and one in Rochester.

The search committee has looked across the country at the top 100 churches for a potential candidate.

After reviewing three or four potential candidates, Jason topped the list.

When Merritt retires and Strand becomes senior pastor, Ryan Leak will become a member of the teaching team, speaking 10 to 12 times next year.

Members of Eagle Brook, on Oct. 6, voted unanimously for Strand as senior pastor.

Merritt commented that Strand is one of the best teaching pastors in the country and is in concert with the nine core beliefs of Eagle Brook.

Eagle Brook’s mission is “empowered by God to reach others for Christ.”

Merritt concluded by saying we give thanks to God for grace and mercy in development of the Eagle Brook ministry.

Cougars shut down STMA 7-0 in chilly Top Ten duel

The Centennial Cougar girls placed fourth in the Northwest Suburban Conference cross country meet on a wet, chilly Thursday at Elk River Golf Course.

All-conference runners for the Cougars were sophomore Gracie Stoks, who placed 10th (20:32); freshman Emma Magnuson in 16th (20:56); and sophomore Tatum Leibke in 22nd (21:13).

Also in the Cougar top five were Julia Zalewski in 35th (21:41) and Abby Wood in 36th (21:41), both eighth-graders.

Stoks has made all-conference all four years she’s run. She was champion in eighth grade, sixth in seventh grade and 18th in ninth grade.

Andover was team champion, and Davis, of Osseo, was the individual winner in 19:27.

Their defense did the rest, stopping two long Knight drives in the red zone and holding the Knights to 178 yards, 96 passing and 82 rushing.

“Our defensive coaches did a great job game-planning,” coach Mike Diggins said. “We knew what was coming pretty much every play. Our coaches were yelling out what was coming.”

In the first cold-weather game of the season, Centennial stuck to the ground, rushing 41 times for 247 yards. They completed just one pass for 19 yards. The temperature was mid-30s, with wind strong enough to topple the team’s end-zone camera twice and whip the snow sideways across the field at times.

The 6-3, 205-pound Zulk kept the ball 22 times and gained 160 yards. Operating the triple-option offense, he got the Knights to bite on faked handoffs and pitches.

Noah Larson carried nine times for 52 yards, Austin Wlashin nine for 32, and Tim O’Neill six for 27. Zulk was 1-for-7 passing, with Carter Anderson catching that pass.

Both teams are now 5-2. STMA’s only other loss was to No. 1 Wayzata 28-18. The Knights have beaten Edina, who have beaten the Cougars.

“Big win for us but honestly, we could have won by more,” Diggins said. “We left about 28 points on the field.

We were moving the ball, but we fumbled a snap at the goal line, missed some passes we should have hit, and

dropped a couple balls, too.”

The Cougars stopped long Knight drives on their own 16 in the second quarter and their own 13 early in the fourth quarter, breaking up passes on fourth down each time.

And linebacker Garret Strating’s interception at midfield snuffed out the last STMA drive.

STMA has a very talented receiver and running back, Diggins said. David Collins led them with 68 yards rushing.

The Cougars have allowed just 21 points last three games, also beating Maple Grove 21-14 and Blaine 14-7.

The shutout of the Knights was their first since beating Anoka 16-0 in the third game in 2017.

Defensive stalwarts, the coach said, include linebackers Strating (middle) and Austin Wlaschin (outside), Jake Pierson in the backfield and Isaiah Bettinger on the line.

Filling in capably for injured players have been Carter Kohler an tackle and Isaak Ankrum at linebacker.

The defensive unit has been playing well despite losing two of their top athletes for the season in linebacker Casey Coppersmith, lineman Nate Eichsrud and four other starters missing time with injuries. Zach Osmek, a leader at safety, is not nearly 100% with a knee injury but playing gamely, Diggins said.

Centennial will close the regular season at home against Osseo (2-5) on Wednesday evening.

The surging Centennial volleyball squad captured Benilde-St. Margaret’s Dig Pink Invitational championship on Saturday with four victories that extended their win streak to 11 games.

The Cougars (21-4) beat the host team 25-16, 22-25, 15-13 in the finals.

Previously they got past Mahtomedi 25-10, 25-17; DeLaSalle 25-7, 25-12; and Simley 25-17, 27-29, 15-11.

“This is the first time in my time here that we’ve gone to the finals in all three of our tournaments,” said Jackie Rehbein-Manthey, 18-year head coach.

Against BSM, Sydney Petersen led with 17 kills and Jadyn Clarner with 14 digs. The Cougars enjoyed exceptional passing, the coach said, led

by Mackenzie McDonald and Kailee Sendl. In the close semifinal against Simley, McDonald had 21 digs and Petersen 16 kills.

The Cougars won their conference finale over Spring Lake Park 25-14, 23-25, 25-18, 25-16 on Tuesday, Oct.

8. Natalie Jones fired off four ace serves. Petersen had 10 kills, Sendle eight, and Mattie Petersen and Ashley Crowl five each.

Centennial finished second in their half of the Northwest Suburban with a 5-1 record, behind Champlin Park (6-0), and closed the regular season in the conference cross-over match against Elk River, the other half’s runner-up, on Tuesday.

Their sectional was to be seeded today (Wednesday) with action starting Oct. 22 except for the top four seeds who will start Oct. 24.

Keller places 43rd at Twin Cities Marathon Jonathan Keller, former Centennial athlete, placed in the top one percent at the Twin Cities Marathon on Sunday.

Keller, 24, finished 43rd among 3,962 men in 2 hours, 42 minutes, 59 seconds.

Strating made 16 tackles (six solo) and intercepted a pass at midfield that snuffed out STMA’s last drive. “Garret really hit the weight room and got a lot stronger,” said coach Mike Diggins about the 5-10, 190-pound senior.

“He reads the plays really well and he understands what is coming.” A two-year starter, Strating is close to the team’s single-season tackles record with 77 total, nine for losses.

Jonathan Pattie, sophomore, placed seventh in 17:25 to lead the Cougars and was their lone all-conference qualifier.

He was all-conference last year as well, placing 17th.

The top five also included freshman Bolkcom Charles in 37th place (18:15), senior Darren Weissner in 43rd (18:25), sophomore PJ Marshall 46th (18:29) and Branden Schuffenhauer 51st (18:34) among 131 runners.

Maple Grove was team champion.

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its Sept. 23 meeting: • Approved the consent agenda, which included a lease agreement with Grace Church in Roseville. Under the agreement, the church will have access to the Centennial High School Performing Arts Center and Learning Commons on Sundays from 7 a.m. to 1:30 p.m. until Jan. 1, 2020.

• Renewed its 916 Education Foundation membership for $250.

• Heard from Executive Director of Teaching and Learning Scott Johnson, who presented the 2019 MCA results. Here are some of the highlights: ° Centennial Schools exceeded the state average performance in reading, math and science in all grades tested. ° All schools met or exceeded their performance targets based on free/reduced lunch eligibility. ° Across the board, Centennial Schools subgroups outperformed the state average. ° 68.8% of Centennial students were proficient (met or

exceeded standards), the same percentage as in 2018. ° Despite implementing Benchmark Advance, a new curriculum, last year at the elementary level, the district did not see a dip in reading scores. ° With the exception of Mahtomedi, Centennial outperformed all districts in its comparable group in reading and math proficiency. ° Centennial saw a slight dip in math scores from 74.1% proficient in 2018 to 71.8% in 2019.

Johnson said that math is an area that

the district is going to pay attention to going forward. ° Both the state and Centennial saw a slight decline in science proficiency from 2018 to 2019. ° In 2018, 61.2% of Centennial students scored proficient in science compared to 60.6% in 2019.

• Approved an E-Learning Day Plan for the district.

Director of Human Resources Dan Melde explained that under state statute (120A.414), a school board may adopt an E-Learning Day Plan that allows schools to offer up to five days of full access to online instruction

provided by teachers when necessary due to inclement weather.

Under the plan, teachers must be available via email or another technology platform from 10 a.m. to 3 p.m. on an e-learning day.

If a student doesn't have access to the necessary technology for instruction, there will be opportunities for the student to make that up. Melde added the district would start to communicate with staff, students and parents about the new plan.

• Approved the proposed 2019, payable 2020, property tax levy and certified the levy to the

county auditor. The proposed levy, a 5.59% increase from last year, is about $25.5 million.

• Accepted bids and awarded construction contracts to low bidders for 13 work scopes related to the high school link addition.

Executive Director of Business Services Patrick Chaffey said construction should begin on the enclosed link in October and be complete in August 2020.

• Approved 2020 health and dental insurance renewal rates. The health insurance committee met in September and decided to recommend a 2.5%

rate increase for medical plans and 3% increase for dental plans to the school board. The increases are effective Jan. 1, 2020.

• Approved a twoyear contract of employment for Tara Forner, director of food service, effective Sept.

16. Forner replaces Lynn Fernstrom, who served in the position for 28 years.

• Rescheduled the Dec. 16 regular meeting to Dec. 2 at 6:30 p.m.

There will also be a work study session beforehand at 5:30 p.m.

In-unit amenities would include washer and dryer, private balcony, stainless steel appliances, granite countertops, central heat and air, smart home technology and fiber optic gigabit internet.

The project also calls for the relocation of Tot Park to the southeast corner of the site. Norhart President Mike Kaeding said that his company will invest about $84,000 in improvements to the park to nearly double its size.

Norhart is requesting several variances for the project, including: • 1.67 parking spots per unit, rather than the required two • Density of 54 units per acre, versus the 20 units per acre maximum • Height of approximately 67 feet, 22 feet taller than the allowed maximum (four stories) • Setbacks of 10 feet from the front and 28.5 feet from the rear side, where 35 feet and 30 feet are specified maximums Bob DeDeyn, who lives on Dunlap Avenue, said, “This is the third huge project that we are going to experience. We are basically doubling the population of our city in two years.

I don't see the need for it.” He added, “It looks like a great project, but then I look at the project that is going up where the Lovell building was and that's an eyesore. I look across the street at what Circle Pines has done and that's a reasonable development.”

Joe Hammer, who lives on Dunlap Avenue, said Norhart did a great job on the design of the building, but the size of the building is unwarranted. “I live in an 80-year-old house and I can change my thermostat with my phone, I can turn the lights on and off with voice commands, it doesn't require this kind

of a building,” he said. “It's impressive to see all the amenities that they are going to offer, but it is private facility, so all those amenities aren't going to help the current residents of Lexington. It seems like you are going to build a city within a city.”

Hammer also voiced his concerns about relocating Tot Park closer to the road and the fact that longtime residents are moving away. “I've lost count of how many people have moved away since we have started building these buildings.

People that have lived here for 25 years, they are all leaving and that's sad,” he said.

Pascal Avenue resident Alex Green said even though the building looks nice, it doesn't belong in Lexington.

“This is a fantastic building. I will give Norhart props on that, but this isn't a Lexington building; this is Blaine, Coon Rapids, a bigger city building. These are eyesores,” he said. “If you drive down Lake Drive right now you get that smalltown feel, you have a grocery store and O'Reilly Auto Parts. That small-town feel, that's gone with these buildings.”

Alex's wife, Rebecca, said that she was concerned about the police and fire departments being able to handle that many new residents and a building of that size.

Lynnette Wenzel, who lives on Duwayne Avenue, said that she was concerned about traffic. “It looks nice on the screen, but has anything been brought up about the traffic, where the

ins and outs are going to be? Because adding all of these apartments there is going to be more and more traffic,” she said.

The Planning Commission ultimately decided 4-1 (Commissioner Mark Vanderbloomer voted no) to recommend five actions to the council.

“Yes,” noted Vanderbloomer, “there have been some changes in population that have occurred, but there have also been some positive changes with that ... By making this recommendation to the council, it in no way approves the project. This is strictly a fact-finding commission. We are working off the comments we have heard today, our own experience, (and) what we have learned about the project from city staff and the developer,” he said.

The recommendations include: • Rezoning of four lot parcels from R-3 (townhouse and fourplex) to M-1 (mixed medium density) • Approval of the preliminary plat • Approval of the planned unit development (PUD) • Vacation of Gerald Avenue • Amendment of the 2030 Comprehensive Plan to reflect the rezoning to M-1 City Administrator Bill Petracek said the City Council will take action on the items at its Nov. 7 meeting.

DEAD END HAYRIDE: An edgy fall attraction for families and 21-plus crowd FROM PAGE 1

This haunted mecca started simply, as ideas often do: with a vision. Pine Haven Farm owner Jeremy Hastings, the second of five children in the Hastings family, subscribed to Haunt World Magazine in 2008.

He was 23 and wanted to check out the renowned industry publication for haunted house business owners. “I was just blown away at the production level in some of these large-scale haunted attractions in other parts of the country. I wasn’t seeing anything like that in the Minneapolis and St. Paul market,” Hastings said.

The seed was planted. Hastings was already heavily involved in his family’s pumpkin patch farm at the time, and working full-time as a machinist. He always had a knack for tinkering, creating and building new attractions on the farm. It wasn’t so much the love for Halloween or scary movies that drove him, he says, but the creative process of building.

“What I have a passion for is creating an event. I’ve always liked being creative and to create experiences for my customers. For the longest time, I’ve been a very creative person, building things from the pumpkin cannon that we currently have at Pinehaven to building other attractions like the dragon and other playgrounds.”

It took some convincing, but Hastings said he sold his parents on the idea. The next step was to figure out how to do it. Hastings immediately booked a trip to visit other haunted attractions so he could talk with the owners and get some ideas on where to start.

He started with Spooky Woods in High Point, North Carolina. When he returned, he was ready to put his plan into motion.

For the first year, Hastings operated on a shoestring budget with a team of mostly close friends and family. Hastings remembers the second year of The Dead End Hayride: it was the year that the golden age of Groupon and social media was blossoming

into mainstream. “We were really trying to grow attendance, at least double it —and it happened. It was sheer panic, we’ve never experienced crowds that size before. So we were scrambling, building new wagons, figuring out where to get a few more tractors, more actors … We weren’t ready for those numbers,” Hastings recalled.

The Dead End Hayride has now been featured in Haunt World Magazine as well as on numerous national haunted lists across the country. But Hastings is quick to acknowledge that the business is always changing. “You really have to keep yourself relevant, and you’ve got to produce an edgy show,” Hastings said. “We state that our hayride is along the lines of a PG-13 rated movie, so we try and ride the razor’s edge between family friendly and still (serve as) entertainment for the 21-plus crowd. The customers like the edgy show. In this day and age of ultra-realistic video games and incredible Hollywood special effects, you need to be an edgy attraction.”

This season Hastings is 34 and no longer “the new kid” on the haunted block. He works full time running The Dead End Hayride and employs

more than 240 actors, makeup artists and haunted attraction workers. This year, The Dead End Hayride is unveiling some new surprises, including a new prison set, and adding a beer garden and food trucks.

At the end of the night, Hastings said the customer’s experience is what counts the most. And he’s always trying to go two to three steps beyond what he does every year to give the most bang for the buck. But is it all show? Maybe.

“We do catch weird things happening sometimes,” Hastings said, “like some spooks that just don’t seem to want to call it a night when the crew goes home.”

He remembers one night he had killed all the power to the haunted cornfield, but there was still one light that stayed on in the field for at least 30 seconds. Then it flickered out. “Now that’s weird,” he said.

TAX LEVY: Administrators voice concerns over watershed district tax levy increase FROM PAGE 1

be contemplating a 10% increase to the levy, while spending down a significant portion of its excess fund balance. This increase alone is concerning, paired with last year’s 7.5% increase. Additionally, residents of Centerville and others within the Centennial School District will see significant increases in their taxes due to a recently passed school levy. We ask the board to consider reducing this year’s increase to a more modest amount.”

Statz added that the RCWD’s use of the example of a $200,000 home is a bit deceiving. “To use the $200,000 home as a benchmark... that doesn't really compare apples to apples, because what you are doing is you are setting that $200,000 at one spot and not understanding that my house doesn't actually stay at $200,000. If I owned a $200,000 house 10 years ago, and you look at it and say your taxes are only going up $1.39 this year — no, my taxes are going up $1.39 plus whatever tax on the increase in the value of that home.”

Antonen described the 10% increase as “hefty.”

“If we did that as a city, we would have a lot of angry citizens at our public hearing.

It is concerning that the only angry citizens here are the city administrators.

It is really difficult to understand what you are actually spending the money on,” Antonen said. “I am concerned with your budget process, and I think it should be more open and transparent. Taxable market value is going up and your tax levy should be going down. I hope you guys will consider making some modifications to the budget.”

Petracek said, “Lexington is a built-out community, low to moderate income. We generally try to keep our levy between a 0 2% increase. One of the things we have been trying to do these past few years to give our community a tax break is by redeveloping and bringing some new value into the community. With this redevelopment, we are trying to spread it out a little bit more; with entities that are going up 10% with their levy, we are kind of working against each other. I would just ask the board to consider a different plan.”

Once again at the board's Sept. 11 meeting, administrators shared that they are concerned with the proposed budget.

“Having gone through and scrutinized your budget a little bit, I thought the legal

And obviously a 10% increase is quite a substantial increase for the taxpayers of Lino Lakes as well as other Anoka County cities,” Karlson said. “I just wanted to let you know as a representative of Lino Lakes it is a little alarming to me, especially the legal fees over $200,000 … what in the world are you spending those fees on?”

Antonen said he agreed with Karlson.

“There have been a lot of emails between

the administrators in Anoka County who are very concerned with a budget increase of 10% when everyone's levy seems to be holding pat or going down, and your levy is going up,” he said. “It looks like you are spending about $20,000 per month on legal fees, and that's our entire budget for a year for civil legal fees. Lino's is about $25,000, Hugo's is $22,000, Centerville’s is $20,000 and Lexington’s is $20,000. That's pretty alarming when you add all of that up and

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer took a report of a hit-and-run property damage accident in the 500 block of Lilac Street Oct. 1. The investigation is ongoing.

• Officers received a traffic complaint regarding vehicles illegally passing school buses in the 400 block of Birch Street Oct. 1. Officers spoke to the complainant and extra patrol was requested.

• An officer was dispatched to a domestic complaint Oct. 1. A male was arrested for fi fth-degree assault and transported to jail.

• Officers responded to a personal injury crash involving two vehicles in the 2200 block of Main Street Oct. 2. One driver was transported to the hospital by ambulance. No tows were needed.

• An officer performed a traffic stop for a vehicle crossing the lane lines in the 700 block of Main Street Oct. 3. The driver was arrested on an outstanding warrant as well as for a narcotics violation. The male was

Manager Mike Bradley stated that the board did listen to the city administrators’ comments from the last meeting and reviewed the proposed budget and levy. He said that one of the problems the district is facing is that it is undertaking some major projects that are spending down the reserve funds. He explained that the district has a policy in place to maintain 40% in its reserves, and if there is no action taken, much larger actions will be necessary in the future.

The board ultimately approved the preliminary 2020 budget and certified the preliminary levy in a 4-1 vote (Manager John Waller voted no). There will be a public hearing on the district's budget and levy at 9 a.m. on Dec. 11 at Shoreview City Hall; public input from citizens and entities within the watershed district will be accepted.

Waller explained that he did some calculations to see how the increase would impact a couple of cities and Washington County as a whole. Waller said that when he looked at the numbers for Hugo, there was about a 13% increase. He said Hugo's contribution to the district went from about $290,000 last year to $333,000 this year. As a whole, the county had to pitch in $928,000 this year, compared to 846,000 last year.

“I personally want to see the money that comes out of Washington County spent in Washington County, that's what I am concerned about,” Waller said. “That's the one thing the district doesn't do to my satisfaction: calculate how that money comes back into these communities that are spending it.”

Manager Steve Wagamon said, “I thought we worked very hard on this budget to get it down as far as we possibly could without damaging communities we are supposed to be helping. I agree that our spending on legal is high, but I also think we have complicated stuff that we are bound by law to do,” he said. “I don't see where we have a lot of places to cut except discretionary spending, and that hurts the very people, in my opinion, that are here talking about this.”

The male said he was looking for scrap metal and other items that were of value. The male was asked not to go on other people's property in order to search for items.

• Officers received a report of a bear sighting in an Anoka County Park Oct. 4. Officers informed the caller that bears are not uncommon and to remain a safe distance from wildlife.

• Officers stopped a vehicle for an equipment violation in the 500 block of Wood Duck Trail Oct. 4. Officers subsequently searched the vehicle and located a controlled substance. The driver was arrested and booked into jail.

• Officers assisted the Centennial Lakes Police Department with a burglary in progress in the 7200 block of Clear Ridge in Centerville Oct. 4. An adult male was subsequently taken into custody.

• Officers responded to a report of an animal trapped in a window well in the 6200 block of Linda Lane Oct. 6. Officers arrived and removed the animal and released it in the woods.

• Officers stopped a vehicle for speeding in the 1200 block of I-35W Oct. 7.

The driver was found to be intoxicated and

arrested for DWI and possession of a controlled substance. The driver was transported to jail.

The Centennial Lakes Police Department reported the following incidents: • A tricycle theft in the 1900 block of South Robin in Circle Pines was reported at the police station Oct. 2.

• An assault in the 9300 block of Griggs Avenue in Lexington was reported at the police station Oct. 3.

• Officers were dispatched to the 10 block of Circle Drive in Circle Pines Oct. 4 for a report of a bicycle theft.

• A resident in the 7200 block of Clear Ridge in Centerville reported a burglary in progress Oct. 4. An adult male was subsequently arrested.

• An officer initiated a traffic stop in the area of Restwood Road and Lake Drive in Lexington Oct. 4 after a driver failed to use their turn signal.

After smelling an odor of marijuana, the individuals and the vehicle were searched. One individual was cited and another individual was arrested.

Suspected serial bank robber arrested Blaine and Coon Rapids detectives recently arrested Brock Kailen Esaw, 34, in connection with five bank robberies. Esaw was arrested in a business parking lot in Coon Rapids during the afternoon of Oct. 5 after he was suspected of robbing a bank in Brooklyn Park.

Blaine Police detectives initially became involved in the Brock Esaw investigation following a robbery at a US Bank branch located at 231 County Highway 10 on Sept. 26. Additional robberies and one attempted robbery occurred earlier in September and detectives believed that they were all related. The additional robberies occurred in Anoka, Coon Rapids and Mounds View. The attempted robbery occurred in the city of Andover.

Detectives from the Anoka Police Department, Anoka County Sheriff’s Office, Blaine Police Department, Coon Rapids Police Department, Mounds View Police Department and the FBI coordinated efforts and identified Esaw as a potential suspect in each of the robberies.

Esaw was booked into the Anoka County Jail on one count of robbery; additional charges will follow.

Things you need to know about the LEGION Act With President Trump’s signature on the LEGION Act, the extension of the ongoing declared period of war was extended back to Dec. 7, 1941.

The congressionally approved act is a way to honor thousands of veterans who were killed or wounded on duty during periods not previously considered a time of war.

The LEGION Act — Let Everyone Get Involved in Opportunities for National Service Act — also redefines The American Legion’s membership eligibility dates. The eligibility now spans from Dec. 7, 1941, until a time when the U.S. is no longer at war, as determined by Congress.

Here are answers to key questions about the new law and what it means for the American Legion:

Q: How does this change the eligibility requirements for the American Legion?

A: The only change is that Congress has reduced the number of eligibility

periods from seven to two. They are from April 6, 1917, to Nov. 11, 1918; and from Dec. 7, 1941, and continuing. No other restrictions are changed.

Q: What’s the impact on veterans who previously were not eligible for American Legion membership?

A: Veterans who were honorably discharged but whose service did not fall into the previous defi ned war eras may now join the American Legion immediately. To do so, eligible members may sign up at legion.org/ join.

Q: So how does this differentiate the American Legion from AMVETS? A: The American Legion’s eligibility criteria states that veterans must have served during “wartime.�

Q: How does this affect the Sons of The American Legion (SAL)?

A: The Sons’ eligibility criteria will change along with that of the American Legion. Any son or grandson of a living American Legion member will be able to join the SAL program. (Sons and grandsons of deceased veterans are also eligible.) For example, a son of a veteran who served between 1985 and 1988 previously would not have been eligible. With the extension of the war period, that veteran would immediately be eligible for the American Legion and the son would be able to join the SAL.

Q: How does this affect the eligibility for the American Legion Auxiliary?

A: This follows the same concept as the SAL, as noted previously.

Legion Auxiliary is currently open to grandmothers, mothers, sisters, wives, and direct and adopted female descendants of eligible veterans.

Pat-A-Cake: Child care for generations

LINO LAKES — Many adults who attended PatA-Cake Child Care years ago returned to see some familiar faces and learn how the business has changed over the years at a 25th anniversary celebration Oct. 3.

Owner Patti Beecher grew up in Lino Lakes and was inspired to go into the world of day care at a young age.

“My brother (Ryan Radtke) is 13 years younger than me, and I took care of him when I was younger,” she explained.

“I thought it was fun when I taught him how to tie his shoe, to write his name. It was cool to be able to see how he flourished like that.”

Beecher was initially contemplating the career of a teacher but realized four years of school was not for her. After Beecher's sister

begged her to watch her daughter, Beecher started an in-home day care, which she ran for 2 1/2 years before fi nding a home for Pat-ACake at 7761 Lake Drive.

“I wanted my kids to be with me and to be able to grow up here,” she explained.

“I wanted to provide quality care with educational activities that was affordable to young families in the Quad community.” Two of Beecher's children, Spencer and Dallas, now work with their mother.

Pat-A-Cake Child Care serves kids from six weeks to 12 years of age. Over the years, the number of children it is responsible for has grown. When the business began, it was licensed to care for 33 children. The following year, it grew to 48 children.

Since 1998, the facility has been licensed for 66. Now, it is not uncommon for families to be placed on a waitlist.

According to Beecher, the next opening for infants isn't until January; for toddler and preschool classrooms, there are no openings until next summer.

Along with the growing number of children, the business has expanded to occupy more space within its colorful building. In addition to many renovations and updating of classrooms, Pat-A-Cake has also installed more playground space, which now wraps almost all the way around the building.

As the children have changed, the business has had to adapt. “We have technology here for the kids to play on. We have added that for the preschoolers so they are introduced to technology before they start school,” Beecher said.

Two reasons the business has made it 25 years and counting, Beecher said, is because the business

is family oriented and affordable.

“Families are families here, they are not just a number,” she said. “I have the lowest rates in the area.

I got into this to be with my kids, I didn't get into this to be a millionaire. I live in a regular house like everybody else does, and I work for a living just like everybody else does.”

Kari Vaillancourt, a Wyoming resident, has been with Beecher since the beginning. Vaillancourt, who is now semi-retired, is a toddler teacher. When asked why the business has flourished for so many years, she joked, “Because we’re crazy.” She added that, “We have all worked together, we made the day care what it was.”

Karen Leavell, a Lino Lakes resident, started working with Beecher at the time she operated her

in-home day care. Leavell, a preschool teacher, said the two things that have kept the business operating for more than two decades is the fact that Pat-A-Cake has great staff who love children.

One thing all three of the Pat-A-Cake lifers agree on is that it has been an absolute joy to watch children grow up.

“It is so fun to watch these kids grow up and see what they become,” Beecher said. “I was just talking to someone who was here 20 years ago, and now he is a mechanic and he served in the Navy for five years.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Oct. 8 meeting: • Heard from Mayor Dave Bartholomay, who shared that the Utilities Commission and City Council both held work sessions to discuss City Administrator Patrick Antonen's annual evaluation. “I think the general consensus was that Patrick is doing a great job, he is a tremendous asset to the community. He really does a great job when we are working with other cities,” he said.

• Received a presentation from three foreign exchange students who attend Centennial High School this year, including Elena Santucci of Italy, Jimena Pindado Gordo of Spain and Luna Torregrosa Lopez of Spain.

• Approved a resolution certifying delinquent utilities in the amount of $39,399 to the county auditor. Antonen explained that the city has until Nov. 1 to certify the list to the county. He added that since notices were sent out, the list of properties with unpaid utilities has been cut in half.

• Approved a resolution certifying delinquent city accounts for lawn mowing in the amount of $750 to the county auditor.

The next City Council meeting will be at 7 p.m. Tuesday, Oct. 22, at City Hall.
