Documentary creates dialogue about anxiety

Anxiety disorders are the most common health complaint in the U.S. As a result, many school districts, communities, organizations and theaters around the state and nation are screening a film to spur an intergenerational dialogue on the topic. It just so happens, Oct. 7-13 was National Mental Illness Awareness Week.

The Centennial School District partnered with Anoka County recently to co-host a special screening Oct. 9 of the documentary “Angst: Raising Awareness Around Anxiety” in the learning commons at the high school.

Another showing was held Oct. 11 at the Pines School, which was put on by the Centennial School District, Pines School, Anoka County Juvenile Center, Operation No Limits and the Anoka County Child and Family Council.

“Our hope (by showing this film) is to increase our understanding of anxiety and hopefully connect people who have some questions,” said Director of Student Services Kathy Zwonitzer.

After the screening of the film in the learning commons, a panel discussion was held so audience members could ask questions and find out those with anxiety are far from alone. The panelists included a Centennial parent and teacher who has dealt with anxiety in her own home as well as in her classroom; SEE ANXIETY, PAGE 3

Centennial grad invents tool to make boaters’ lives easier

After Michaela Anderson spent an hour cleaning off her boat last summer, she was determined to make her life, and the lives of other boaters, much easier.

This September, Anderson and her boyfriend, Justin Kofoed, launched the sale of a new tool, the Aqua Weed Stick.

Anderson graduated from Centennial High School in

2011 and graduated from the University of St. Thomas with a double major in marketing and operations management in 2015.

She was then hired as a supply chain analyst at the 3M Plant in Hutchinson, Minnesota, where she now works as a team leader (crew supervisor). For 10 years, another big part of Anderson’s life has been bass fishing in tournaments around the country.

“In Minnesota, we have laws that require boaters to remove

weeds any time they take their boat out of the lake. Being that I fish tournaments, I am going from lake to lake quite a bit, and a lot of them have weeds in them,” she explained. “One common problem I was running into was that my boat was so big that I just couldn’t reach them all, so I was crawling under the boat a lot to try to get them all off.

County says no change in driver behavior without enforcement

LEXINGTON—The City Council and residents are looking for some assistance from Anoka County to help remedy speeding issues on a county road, Lovell Avenue in Lexington.

The council previously approved a resolution requesting assistance from the county at its Sept. 20 meeting.

Resident Joe Ackerman who lives on Lovell Avenue has addressed the council about speeding on the residential street before and was at the Oct. 4 meeting to speak with the council again. Ackerman presented a petition to the council, (which the council had previously suggested) signed by 25 Lovell

residents (including Ackerman) who would like the county to install a permanent, solar-powered, radar speed sign on the road to help slow down the traffic.

Ackerman said the police department is keeping an eye on the traffic.

In response to the council’s resolution, a memo was received from Anoka County Engineer Douglas Fischer. The memo was read to the council at the meeting.

In the memo, Fischer said, “The county doesn’t install electronic speed detection signs on county roads unless they are within school zones and even in these areas, unless there is a law enforcement presence, these signs do not change drivers’ behavior.”

Fischer did say that the county will

evaluate the signage in place and make adjustments that are prudent.

Currently, the majority of students Walker works with are dealing with anxiety that is centered around school—being successful, or being liked and accepted.

“It is definitely a period of time within human development where you are kind of figuring out who you are as a person,” he explained. “You usually have a foot in childhood and a foot in adulthood, and may not want to leave childhood but want to be an adult.”

A takeaway for parents, Walker said, is that parents need to be okay with recognizing that their child is struggling. “Sometimes parents, myself included, will just brush it off and say, ‘Oh it is fine, he didn’t get what he wants or he is manipulating,’ or something like that. If it is something that keeps coming up and is reoccurring, ask for help.”

Independent speed voting

T

here’s a whole slew of offices to vote for this fall.

Voting is a civic duty but it’s also a chore for those of us who are truly independents.

You don’t just show up to the voting booth and tick blue or red. You don’t check a name you don’t even recognize just because they are part of a certain political party. It takes time and effort to discover the main issues a candidate seeks to promote and weigh the options. There are a variety of good ideas promoted by people from different parties.

Whether you are a political independent or you’re considering becoming one, there is a fairly fast and easy way to make your Story choices. The Minnesota Secretary of State offers an online sample Chaser ballot that is specific to your Sara Marie Moore neighborhood. Using this tool, you can easily learn about candidates and organize your votes.

Visit the Minnesota Secretary of State website at sos.state.mn.us. Under the elections and voting tab, click “What’s on my ballot?” Follow the instructions to enter your address. You will see a list of candidates for various offices — governor, senators, representatives, secretary, auditor, attorney general, county sheriff, county attorney, county commissioner, justices, judges, city council, school board — oh my! Print off your list or bookmark it for reference.

Candidates report their promotional website to the Secretary of State. Each candidate’s name that has a website is highlighted in blue with a link. Click the links and compare candidates running for the same office. Candidates often have a tab on their website that explains how they stand on several issues. Decide two or three top things are most important to you this year and highlight the candidate that will stand for them. Don’t bother to vote for someone who didn’t make the effort to create a website or report it to the Secretary of State. You can also do a quick online search to research candidates more thoroughly.

Local candidates for city council and school board often do not have websites. Use your ballot list when you reference Press Publications’ Voter Guide for local candidates, in today’s issue.

You can reference your list if you read an article, watch a debate or a candidate knocks on your door. Perhaps you will change your mind.

You can take your list with you when you vote or reference it if you vote by mail.

You can vote early by mail or in-person at your county election office Sept. 21 through Nov. 5.

Some cities also offer early in-person voting. Find out more on the Secretary of State website under the “Other ways to vote tab.”

It shouldn’t take much more than a couple hours to be an independent speed voter. Only about 61 percent of eligible voters voted in 2016, according to the United States Census Bureau.

In 2012, the number was similar — 62 percent.

I would venture to guess about 40 percent of people don’t vote because the political process can seem overwhelming and manipulated by political parties.

Voting is a privilege. For those who don’t usually vote, I recommend becoming an independent speed voter. Don’t avoid the voting booth just because politics isn’t your cup of tea. It isn’t mine either.

For those who are just tired of political divisiveness, I also recommend becoming an independent. We should not let political parties think for us. When you step beyond being partisan, you take more ownership of your vote, think critically and learn to respect individuals. Try it this year.

Preserving our history

s mayor of Lino Lakes, I have a Facebook page “Lino Lakes Mayor.” About a year ago I posted a picture from around 1970 of a mobile gas station, which was located on the southeast corner of Lake Drive and Main Street known back then as Ross’s Corner Store. That corner is now just a vacant lot but years ago it was a gas station, bar and a restaurant where loved their Movers & people chicken. It was a hardware store, Shakers a game room and much more.

Jeff Reinert My Facebook post mostly talked about the history of Lino Lakes starting way back in the 1800s when settlers first arrived in this area, but the picture of Ross’s Corner I included, brought back memories, and prompted a lot of people to interact with the post. As of today, the post has 448 likes, 64 comments, 223 shares and 34,344 total people reached.

Wow … this strong reaction told me that we need to gather and preserve more of our history.

Since the Facebook post, I have been spending some time talking to residents and collecting some of our history in the form of stories and pictures to help us retain the history of our area. There are a lot of great people that grew up

Homeowner education for septic systems

CLPD officer terminated

St. Mark Lutheran Church in Circle Pines will host its second annual meal packing event from 12:30 p.m. to 4 p.m. Sunday, Sept. 28. The church is located at 1 North Road.

The goal is to raise $7,500 in donations and pack over 30,000 meals for distribution to the Centennial Food Shelf and Power Pack Program along with other local food shelf communities in need.

Volunteers are needed for two shifts—12:30 to 2 p.m. and 2:30 to 4 p.m.

The Centennial Lakes Police Governing Board voted to terminate officer Aron Sandmann at its meeting Monday, Oct. 1. Attorney Marylee Abrams of Abrams & Schmidt LLC said a complaint was received about Sandmann and declined to give any other information on the matter at this time.

Homeowners wanting to better understand, operate and maintain their septic systems are invited to attend a homeowner education for septic systems from 7-9 p.m. Monday, Oct. 22, at the Bunker Hills Activities Center, 550 Bunker Lake Blvd. NW, Andover.

The cost is $10 and attendees will receive the University of Minnesota Extension Septic System Owner’s Guide.

DNR Youth snowmobile certiďŹ cation class The Lino Lakes Public Safety Department will conduct a DNR youth snowmobile certification class for youth ages 11-15.

Two mandatory sessions will be held from 6-7 p.m.

This class is an introductory class designed for the snowmobile rider with little or no experience in snowmobile operation.

One of the greatest concepts of the U.S. legal system is the presumption of innocence, which came to us from our English roots and is considered common law. Every person accused of a crime is presumed innocent until proven guilty beyond a reasonable doubt.

However, the recent Supreme Court confirmation process made a mockery of this ideal and has damaged the moral principles of our once-decent society as well.

The idea that what one did in high school is more significant than a life well lived beyond age 18 is new to our republic, and counter to moral decency and common sense. Our society, rooted in Judeo-Christian values, used to believe that people should be morally measured on their behavior over the course of a lifetime.

The Democrats have now thrown that principle out the window during this confirmation spectacle. Our kids’ immaturity, lack of judgment and wisdom apparently will make them ineligible for positions of power in the future with this new standard. With this new measure, there is no hope for any of us!

If you value justice, due process rights, the presumption of innocence and more, your vote for Republicans on Nov. 6 is vital. As Republicans, we must defend real justice and our esteemed institutions from the lawlessness coming from the left.

As a mayor, I know that a main reason people choose to buy a house in a particular community is the quality of the schools. Our Centennial Schools are some of the highest rated in the state, winning awards on a regular basis. Even those of us who don’t have kids in the schools anymore know how important education is to the success of our communities.

But the class sizes are getting too big while state funding continues to lag behind. On the Nov. 6 ballot, we all need to protect our property values and keep our Centennial Schools strong and secure by voting YES twice for our schools.

Our community needs you As a proud Centennial alum, parent and teacher, I have never been more concerned about our future. With bulging classroom sizes that have grown from 28 to now 40 students due to teacher cuts, I don’t know how long my colleagues and I can continue to effectively make personal connections and give worthwhile feedback to our students.

Imagine if you needed to build trusting relationships with 165 coworkers on a daily basis. Imagine the sheer impossibility of this task and the amount of energy you would need to exert to get to know that many people personally, while also providing enriching lessons as you guide, coach and monitor their academic progress.

Thi H l k off b ildi This Herculean task building relationships while cultivating a safe space and meaningful learning experiences is tackled not only by my colleagues at Centennial High School each day, but in my own children’s classrooms at the elementary and middle schools. I marvel at my co-workers; despite the fact that most have as many as 38-40 students in one class period, they continue to focus on developing and strengthening relationships because they know how essential it is for our future leaders—your children, neighbors or grandchildren—and, my own children too.

Centennial is home to amazing families and kids, many of whom like my own family have made a conscious decision to live within the boundaries of our school district, but we cannot continue to make cuts and live on a shoestring budget and expect the same high standards and outcomes to which we are accustomed.

Our community needs you right now.

Sadly, state funding has not kept up with inflation and our district has had to make difficult budgetary decisions. I shudder to think what $10 million more in cuts may look like for our schools, community and, most importantly, our students.

Voting yes to both questions on Nov. 6 ensures that our team of students and teachers has the opportunity to continue building relationships in the safe environment each of them deserves.

Impressed d with h Runbeck b k I am fortunate to have a state representative like Linda Runbeck. I have been following her voting record and am impressed with how she votes on issues important to Minnesotans.

For example, as a supporter of Second Harvest Heartland’s work in food distribution, I know that they were in desperate need of a bigger distribution facility. Linda Runbeck supported $18 million in the 2018 bonding bill for Second Harvest to expand its facility and become more efficient at getting food to hungry people.

In that same bonding bill was $90 million for affordable housing across the state. Housing is closely connected to stability and job retention, so this was much needed for income-stressed families. Linda Runbeck’s vote was for affordable housing. The bonding bill was signed

by Gov. Dayton.

I have known Linda for over 10 years and have always appreciated her interest, knowledge and concern for the things that matter most to Minnesotans.

I appreciate the good work Linda Runbeck is doing at the State Capitol in St. Paul. I urge you to vote for her on Nov. 6.

Cougars almost beat Rebels despite rash of turnovers

If there was one player Centennial football could ill afford to lose, it was their starting quarterback.

And that’s who they lost, early in the sixth game.

The Cougars (3-4) lost that game to Blaine and continued to struggle offensively in the seventh week, giving up nine turnovers in a game they almost won anyway against a good team.

Champlin Park (5-2) sprung a long pass play for the winning touchdown and beat Centennial 24-21 last Friday evening.

Yes, nine. Three interceptions and six fumbles. That’s with two emergency quarterbacks replacing Connor Zulk.

“You can’t turn the ball over like that and win,” coach Mike Diggins said.

“We had six straight turnovers at one point. We’ve got to get our offense accustomed to a new quarterback. It was mainly unfamiliarity between them.”

Champlin’s Bennett Otto passed to Brock Johnson for a 63-yard score that gave the Rebels (5-2) their final margin.

Otto completed 17 of 33 for 242 yards, with Johnson catching eight for 128 yards.

Centennial (3-4) had a pair of big plays, too. Noah Larson broke the opening kickoff 80 yards for a touchdown.

Tim O’Neill picked off a pass and returned it 72 yards for a touchdown that pulled them within 17-14 at halftime.

And the defense was terrific, Diggins said, with the defensive line fi rmly in control of the line of scrimmage, holding fi rm even with most of the turnovers inside their own 40.

“I’d say we are the best 3-4 team in the state. Our defense has been playing out of their minds,” Diggins said.

Diggins said the defensive coaches always sniffed out when a pass was coming and yelled out to the players, although the big play at the end was one that worked anyway, a wheel pattern that the Cougars didn’t cover.

Larson scored again from 11 yards to give the Cougars a 17-14 lead in the fourth quarter.

Centennial boys soccer needed an overtime goal to fend off Mounds View 2-1 in the first round of Section 5AA soccer last week, then blanked Irondale 3-0 in the semifinals.

The No. 2 seeded Cougars (14-3-1) faced No. 1 Champlin Park (10-3-2) in the finals Tuesday evening (see presspubs.com) with a state berth on the line.

Against No. 7 seeded Mounds View, in a cold rain, the Cougars trailed 1-0 until two minutes left in regulation.

Parker Claseman tied the score with his first goal of the season, off a feed from Demetrius Bernardy-Nelson, who faked out two defenders, drove the left end line and spotted Claseman.

Bernardy-Nelson got the overtime goal on a direct kick from the top right corner of the box, with 20 seconds left.

It was tipped by Max Percy in front of the Mounds View goalie.

“Forty degrees and raining hard with a strong wind,” coach Jeff Otteson said. “Amazingly, both teams played hard-focused soccer despite the conditions.”

Against Irondale, the Cougars got two more goals from Bernardy-Nelson, who has 27 for the season. One was a free kick over the wall of defenders, the other a 35-yard bomb into the top

left corner. Matt Hove got the first goal, powering past two defenders to launch a 17-yard shot.

The Cougars posted their ninth shutout, allowing just two shots on goal for Ricky Hemric to stop. Leading that defensive unit were Jesus Galvan Garcia, Max Percy, Nick Valento, and Zac Ciampone. The Cougars are allowing just four shots per game on average.

Coach balancing family, 3M job and volleyball gets 300th victory with Cougars

While growing up in Woodbury, Jackie Rehbein-Manthey couldn’t imagine settling on one sport. She’d discard one uniform and climb into another, all the way through high school, playing volleyball, basketball and softball.

“I loved my time at Woodbury and was beyond fortunate to play on some great teams in all three sports, with several other two- and three-sport athletes,” she said. “Something we don’t see enough of today.”

As an adult, though, with a husband, two children, and a job at 3M, she’s grateful to be able to stay involved in sports, even if it’s just one.

Centennial’s volleyball coach since 2003, Rehbein-Manthey reached a nice milestone Oct. 9 when the Cougars notched her 300th victory, beating Spring Lake Park 25-20, 25-20, 23-25, 2517 at home in the conference finale.

“I enjoy teaching kids to play volleyball,” she said, “whether they are starting out in third grade and just learning how to keep the ball in the air without catching it, or on the varsity and (helping them) increase their volleyball IQ.” The coach, whose record is 303-157, with two state tournament teams, was low-key about approaching the landmark, but a little celebration broke out after the match, instigated by her daughters, fifth-grader McKenna and fourth-grader Chase.

“I didn’t tell too many people. I didn’t want the players to feel pressure throughout the season to get me to 300, but they found out last week,” Rehbein-Manthey said. “I don’t even think my A.D. (athletic director) knew I was so close.

until I saw the sign, with my daughters jumping up and down.”

Rehbein-Manthey was “surprised at how emotional I was after the match,” especially when gathering for a big group hug.

The Cougars finished 6-3 in the Northwest Suburban, fourth-best among 14 teams. Osseo was champion with an 8-2 mark. On Saturday, the Cougars went 3-1 at the Benilde-St. Margaret’s tournament. They’ll head into sectionals with a 15-10 record.

The lanky, 6-foot-1 coach remembers winning “several” conference titles at Woodbury along with a state trip in volleyball her senior year. She made all-state in volleyball and all-conference in volleyball and basketball.

At Mankato State, she played volleyball for two years and, finding she missed basketball, switched to hoops her last two years. “It was hard adjusting to playing only one sport,” she said. “Academics in college is of course more demanding, but I already

knew how to manage my time and prioritize studying.”

The athlete always wanted to coach after her playing days and got her first chance as an assistant at Woodbury for three years under her own coach Dave Preller. “I was fortunate,” she said. “I learned so much from him beyond team strategies —of what went into being head coach of your own program.”

She was head coach at Hudson, Wisconsin, for one year. Then, while house-hunting with husband-to-be Michael Manthey for a location close to both sets of parents, she noticed the job opening at Centennial posted on the high school league website.

She interviewed with activities directors Brian Hegseth (high school) and Cindy Hinman (middle school), and was hired on the spot. They bought a house in Lino Lakes “and immediately fell in love with the area and the schools.”

Rehbein-Manthey had state tournament teams 2009 and 2010, section runners-up in 2005 and 2012, and conference champions 2005, 2009 and 2010.

The 2009 team was 30-4 and reached the state semifinals.

The Cougars had winning seasons in 16 of her 18 years, and the only exception was 14-15 in 2015 before last year’s squad was riddled with injuries and fought on gamely but finished 10-18.

This year the Cougars had a rough start with a 5-8 record as of Sept. 25, but have won 10 of their last 12. Sydney Peterson and Natalie Riley are the Cougar kill leaders, with Peterson and Jadyn Clarner setting in a 6-2 offense. Mackenzie McDonald leads in digs and Kori Skrypek leads in blocks.

Three-sport athletes are rare now that specialization is more prevalent. Rehbein-Manthey is pleased that her daughters so far play all her sports — softball, basketball, volleyball — and were also in karate until earning their black belts. “I always enjoyed going from one sport season to another,” she said, “and I hope they can have that experience for as long as possible.”

Rehbein-Manthey joined 3M, where her father had his career, in 2000, and currently works in IT Enterprise Data Solutions. Coaching is mainly for fun.

She also coaches club teams.

About her affinity for volleyball, she said, “There are many ways to win a match and it isn’t necessarily the team that looks better on paper. There is no clock in volleyball; you can’t run out the time for a win. You have to be mentally focused to play each point.”

About the coaching life, she reflected, “It’s not always easy, that’s for sure. Especially since having my own kids. It’s a constant internal struggle of knowing when I am with my high school team, it’s time that I am not with my own kids.” Also, Michael was her JV coach for nine years. “When the girls were babies, my husband and I had a lot of help from the grandparents, as well as parents of players. Without their help, I would never have had the chance to make it to 300.”

John Noll anchors a Centennial defensive line that’s been outstanding, coach Mike Diggins said, adding that the undersized senior defensive tackle is the best lineman in the Northwest Suburban. At 5-10 and 200 pounds, Noll consistently beats blockers 40 pounds bigger with his strength and his quickness off the snap. Also starting at offensive tackle, he’s playing about 120 snaps per game. Pattie, who was JV conference champion last year, is an athlete intent on consistent improvement, Kruse said.

“He puts in the work to make it happen. He is very personable, he asks good questions, then does what is recommended. Jonathan's not satisfied unless he gives his best effort.”

The Andover girls and Armstrong boys were team champions, while individually Andover’s Alex Havon led the girls (19:08) and Maple Grove’s CJ Young paced the boys (16:32).

Top 28 in the 14-school meet make all-conference, and 29-42 are honorable mention, which would include Johnson, Long, Blossom and Namyst.

One day last summer Anderson spent an hour cleaning her boat.

“When I pulled my boat out of the lake, you couldn’t even see any of the trailer beam, it was just all weeds.

By the time I was done, I was full of gravel and dirt, I was wet and had weeds all over me.

It was really frustrating,” she recalled.

On her drive home, Anderson got to thinking there had to be a solution.

She came up with an idea and recruited Kofoed, an engineer, to turn her idea into a reality.

Last fall the two purchased a 3-D printer and began experimenting with different prototypes for the Aqua Weed Stick. After about 30 versions, they came up with a product they felt was ready for boaters. The product launched in September.

Anderson said the product is made in the U.S., as they use a company located in Plymouth for the injection molding process. The product is available in different sizes for boats of

Breast Cancer Awareness Let’s Fight Cancer Together

Knowing and recognizing the signs of breast cancer may save your life

DID YOU KNOW? Breast cancer can affect both men and women and is one of the most common forms of cancer. Thanks to increased awareness and screenings, many cases of breast cancer are diagnosed early and treated successfully.

BreastCancer.org says that invasive ductal carcinoma, or IDC, is the most common form of breast cancer, accounting for about 80 percent of all breast cancers.

The American Cancer Society says that, although IDC can affect women of any age, it is most common among women age 55 or older.

The good news is that this type of cancer is highly curable, provided it has not spread outside of the ducts to other breast tissue. Survival rates for any breast cancers diagnosed in the early stages are excellent.

As with many types of A cancer, breast cancer is most successfully treated when it is detected early. Over the previous quarter century, death rates for breast cancer have been on the decline, a positive development that Breastcancer. org, a nonprofit organization dedicated to providing reliable, complete and up-to-date information about breast cancer, suggests is a byproduct of the heightened awareness of breast cancer over the last 25 years and the increasing emphasis placed on breast cancer screening.

Understanding the symptoms of breast cancer also can help women battle and defeat this potentially deadly disease. While the presence of any of the following symptoms does not necessarily mean breast cancer is present, the appearance of the following should be enough to inspire women and even men to visit their physicians for thorough examinations and screenings.

Any of the aforementioned signs and symptoms may be a sign of infection or the presence of a cyst, both of which are less severe than the presence of breast cancer. But the success rates of treating cancers that are detected early is such that any potential symptom of breast cancer warrants an immediate discussion with a physician.

Changes in the feeling of the breast or nipple: A change in how the breast or nipple feels could be indicative of a larger problem. If the nipple is especially tender and this persists for an extended period of time, exercise caution and discuss this change with your physician. Similarly, if a lump or thickening develops on or near the breast or underarms, speak with your physician.

Changes in appearance of the breast: A lump or thickening in the breast may affect the appearance of the breast. Another visible symptom of breast cancer is a change in the skin texture or an enlargement of pores in the skin of the breast, which may appear similar to dimpling, not unlike an orange peel. Swelling or shrinking of the breast, especially when such symptoms appear on just one breast, may also indicate breast cancer.

In addition, some women with breast cancer notice a sudden asymmetry with their breasts despite their breasts previously being symmetrical, and such a development should immediately be brought to the attention of a physician.

Changes in the appearance of the nipple: A nipple that appears different also may be a sign of breast cancer.

Some women with breast cancer have noticed a nipple turned slightly inward or inverted prior to their breast cancer diagnosis. Skin of the nipple, as well as that of the breast and areola, which is the dark circle of skin around the nipple, may also become red, scaly or swollen when breast cancer is present.

Clear or bloody discharge from the nipple: Women who are breastfeeding often notice a milky discharge from their nipple after breastfeeding. Such discharges are normal. However, when a woman who is not breastfeeding notices the presence of a clear or bloody discharge from her nipple, such a development should be brought to the attention of a physician.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its October 4 meeting: • Mayor Mark Kurth said, “The Fall Festival had an amazing turnout. The Park Board, Fire Auxiliary, fi re department and the YMCA were all involved.”

• Discussed the purchase of 20 sets of turnout gear for the fi re department by purchasing them through Community Leasing Partners (CLP), a division of Community First National Bank.

The cost would be $48,000. CLP offers a variety of purchase plans with low interest rates. The council decided it wanted to hear from the Fire Chief Gary Grote before making any decisions and will ask him to attend the next council meeting.

• Approved a resolution changing residential and commercial addresses along Lake Drive service roads due to 2018 construction. All properties on the north side service road located on Lake Drive will have the name North Highway Drive. And all properties on the south side service road located on Lake Drive will have the name South Highway Drive.

Sky-high premium costs in health insurance due to Obamacare must be addressed. The high costs and severe lack of plan options are falling hardest on the self-employed and small businesses. I am backing initiatives that will increase price transparency for diagnostic procedures, bring in competitive health plans and allow group insurance buying for small businesses across state lines.

The congestion on our roadways has made commuting frustrating and time-wasting. I support dedication of a portion of the auto parts sales tax revenue to our roads. I am committed to working with all levels of government and expediting improvements.

Q: What are the most significant challenges you believe the state faces and how would you address them?

A: Minnesota must develop a multi-faceted attack on the opioid and chemical dependency crisis.

The impending demographic shift will result in greater numbers of seniors who require services and fewer numbers in the workforce able to provide those services. I will address these challenges through technology, telemedicine and smarter deployment of the healthcare workforce.

Another concern is the aging of the state’s public infrastructure, including its municipal water treatment and sewerage facilities, its state university and college physical plants, its bridges and miles of roadway and government buildings. I will work to prioritize spending and prevent unnecessary growth of the bureaucracy so that state tax revenues can be directed to high priority state obligations.

Q: Describe how you would promote school safety in the Legislature.

A: The approach to promote safety in our schools should be multipronged. It should include security audits and physical upgrades such as secure entrances, laminated glass and special violence prevention equipment. It should also include school threat assessment teams that districts establish to increase information sharing and provide guidance on reports of threatening behavior. In addition, there should be assistance for school-linked mental health services.

Q: Why do you believe you are the best candidate for the job?

A: I am a fiscal conservative and taxpayer-focused. I will continue to ask “is this spending necessary or providing a true benefit or is

I have skills in decision-making, leadership, budgeting, team-building, etc., skills needed at the State Capitol. It is also a challenge to find our way to a self-sustaining community, where people who live in Centerville have all that they need within city limits. Although there is a lot to offer in the city right now, the challenge is and will be to maximize the space and the potential as we look to the future.

Q: Would you support tax levy increases, and if so, how much and under what circumstances?

A: Tax levies are not the easy go-to solution to take in more income for the city, and I would not be in support of this type of solution. I would, however, expect those who work with the city budget to put the time into recommended courses of action to address whatever the need may be. With adequate comparison, research, recommendation and data, tax levy increases can be thoughtful and necessary.

Q: Why do you believe you are the best candidate for the job?

A: I approach this candidacy as a privilege and opportunity to show my gratefulness to those who have come before me, and to have the chance to continue their successes and build on opportunities. As a woman in public service, I know there is an extraordinary value to being part of local leadership and I want the best for our city. A: The unfortunate and honest answer is yes. As a civic leader I try to be as conservative with my neighbor’s resources as possible, but we still have to provide safety and services to our community.

Sometimes safety and services call for an increase in taxes and those numbers are determined on a yearly basis. I’ve been on a council, which made the difficult decision to lay staff off to save tax dollars.

I’ve also been on council’s, which have built bike paths, reconstructed roads and purchased equipment for the city. These decisions all cost money, but ultimately were fiscally good decisions for the city in the long run.

A: I am the only candidate running for Centerville City Council who is currently on the council. I have the knowledge and experience to continue moving our city forward. I have displayed a true commitment to the city in my volunteerism and involvement. A: I feel we should continue to pay down the debt, which is currently at $6 million. I think our mayor and current council should be commended for their efforts in this area, as they have reduced it significantly over the last couple of years. Once this is reduced further, we should continue to invest in our street projects and update our parks. We should also try to attract additional businesses to spread our tax base over.

Q: What are the most significant challenges you believe the city faces and how would you address them?

A: I believe reducing our debt should be a top priority. Our current council and mayor have done a good job in this area, and I would be committed to continuing this effort.

Q: Would you support a tax levy increase, and if so how much and under what circumstances?

A: I do not believe we need to increase taxes. We need to continue to reduce our debt, and with the savings in interest costs, we can start funding projects “up front” versus putting on the cities credit card. It would be nice to build up a reserve, so that we could pay as we go versus financing our improvements.We should also continue our street program as this will reduce our costs in the long term.

Q. Why do you believe you are the best candidate for the job?

A: Over the course of my career, I have worked with over 200 local municipalities across the country in environmental work. In this job I dealt with city officials, engineers and the local residents. I think this experience would serve me well in dealing with the city staff and our residents to better serve the city.

CENTENNIAL SCHOOL DISTRICT LEVY This fall, fall taxpayers will see two levy questions on the ballot ballot. Ques Question 1 will ask voters to approve an operational increase at $650 per pupil, for 10 years. Question 2 deals with capital expenditures and asks for $22,215,000 over a 20-year period to address safety and security at the high school as well as other building improvements.

Question 2 cannot pass unless voters approve Question 1.

Question 1: If Question 1 passes, $650 will be levied for each student over a 10year period and would add $1.25 million back into the budget. That would mean 14 teachers/or 50 paraprofessionals could be hired.

Dietz said the plan would be to add both teachers and paraprofessionals at the elementary, middle school and high school levels.

The tax impact on the district’s average home value of $225,000 would be $333 annually, or $28 per month. If the question passes, the operational dollars would be available to the district July 1, 2019.

Question 2: If Question 2 passes, a levy of $22,215,00 over a 20-year period would address: • A safety and security initiative to build an indoor hallway/link with classrooms and learning spaces between the east and west building at the high school (for an estimated cost of $7.85 million).

• Improvements to the hockey arena, including replacing the aging refrigeration system (for an estimated cost of $1.8 million) and creating a new space for district grounds and maintenance department (for an estimated cost of $2,390,000).

• Replacing smartboards across the district (for an estimated cost of $1.3 million).

• Improving the light and sound systems in the performing art centers at the middle school and high school (for an estimated cost of $800,000).

The tax impact on the district’s average home value would be $65 annually or $5 per month.

To address this, the passing of an operating levy is important. It is essential to work closely with State Legislators to lessen the tax burden and provide a funding formula that will be equitable for our district.

A: No resident wants property taxes increased. Without a slight increase, the district may have to eliminate programs and reduce teachers and staff in the future. The upcoming levy pertains to operational funding and capital projects (bricks & mortar). The operational funding is asking for and additional $650 per student. On a $225,000 home the tax would be $28/month. The capital projects tax impact will be $5/month.

Q: Why do I believe I am the best candidate for the job?

A: I am a former public school teacher and coach. My degrees are in education. This gives me perspective as an educator the challenges the district faces and how to address them. I have a passion for education and the way students learn. A: This fall, the district is asking taxpayers to vote on two levies, operating and capital. It is never an easy decision to request a levy.

Operating levies originated as an option for schools to ask voters to provide districts with extras or enhance programs. Currently, districts depend on operating levies to support general fund expenses such as staff. As a board member, I feel it is our responsibility to offer the community the opportunity to vote for an operating levy prior to making detrimental cuts in our schools.

A: As a current chair of the Centennial School Board and resident of the Centennial School District (33 years), I bring experience to the candidacy. Fifty percent of marriages end in divorce. Mental health issues, drug and alcohol abuse, and violence in the home are just some of the many issues that beset our students. While it is not the job of our teachers to raise a child, schools must do a better job of recognizing and helping students that are struggling with issues beyond academics. As a school board member I will work hard to maintain mental health funding and will work to keep the student/counselor ratio as low as possible. I would also address the issue of drugs and call for better enforcement.

Q: What are the most significant challenges you believe the district faces and how would you address them.

A: There are several important issues facing Centennial Schools, including school safety, equitable funding for property poor school districts like Centennial, and unfunded state and federal mandates for special education that drive up costs. As a school board member I will advocate for a more equitable funding formula that doesn’t put Centennial Schools at a disadvantage. I will advocate for more flexibility and local control of special education programs. Finally, I will lobby the legislature to repass the $25 million in school safety funding that was vetoed by Governor Dayton.

Q: Would you support property tax increases to fund the district, and if so, how much and under what circumstances?

A: The current levy question calls for a modest increase of $650 per student, for ten years, which would result in the average homeowner paying an extra $300 annually. I could be persuaded to support such an increase if the need were critical. However, voting to raise someone’s monthly mortgage payment is serious business. I’m troubled by the fact that the levy question my opponents placed on the ballot contains an escalator clause that subjects the levy increase to an automatic annual increase at the rate of inflation. So folks aren’t voting for one modest increase. Rather they are voting for one modest increase followed by yearly additional increases that will not be reviewed by the school board, or approved by the voters. Residents are going to have to make a hard decision and decide if the proposed series of property tax increases are affordable.

Q: Why do you believe you are the best candidate for this job?

A: I’ve been very straight forward when asked this question. I don’t claim to be an expert. I don’t have a master’s degree in education, or in public administration. I’m just a dad who cares. I have the energy, the passion and the commitment to make a difference on behalf of Centennial Kids and their families.

2.) Teacher shortage. We are not positioned well, due to funding cuts, to continue to attract and keep highly qualified staff in the increasingly competitive market for teachers and paras.

Passing the operating levy will be a stop gap for both problems. The permanent solution, however, is to galvanize support at the legislature to provide sustained property tax equitable indexed education funding.

A: I voted to put an operating levy and a capital levy on the 2018, because I believe that this is the only way that Centennial will be able to maintain the high-quality educational services currently provided for our students. The operational levy is crucial to maintain class sizes, course offerings and retain staff. If the operational levy fails, the capital levy will automatically fail.

Ultimately, the real fix must come from the Legislature.

A: I am the sum of my experiences professionally and personally. As a lawyer engaged in government work, I understand transparency, governmental systems, reading a balance sheet, community engagement and service to the will of the electorate.

Such Bonds or obligations will not be a charge against the City’s general credit or taxing powers but are payable from sums to be paid by the Borrower pursuant to a revenue agreement.

Further information concerning the amended and restated housing finance program and the Project may be obtained from the City Administrator during normal business hours.

CITY OF LINO LAKES NOTICE OF SPECIAL ASSESSMENT HEARING WEED ABATEMENT Notice is hereby given that the City Council will meet at 6:30 p.m. on October 22, 2018 at Lino Lakes City Hall, 600 Town Center Parkway, Lino Lakes, Minnesota 55014 to consider, and possibly adopt, the proposed assessment against the following property described as: 697 Main Street, Lino Lakes, Minnesota (Property Tax ID 05-31-22-430004) for expenses incurred by the City to abate weed and grass nuisances found on the property. The total amount of the proposed assessments is $97.01. Adoption by the Council of the proposed assessments may occur at the hearing.

The amount to be specially assessed against your particular lot, piece, or parcel of land is $97.01. Such assessment is proposed to be payable in a single installment to be payable on or before the first Monday in January 2019, and will bear interest at the rate of 8 percent per annum from the date of the adoption of the assessment resolution. To the first installment shall be added interest on the entire assessment from the date of the assessment resolution until December 31, 2019. To each subsequent installment when due shall be added interest for one year on all unpaid installments.

The property owner may at any time prior to certification of the assessment to the county auditor, pay the entire assessment on such property, with interest accrued to the date of payment, to the City. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. The property owner may at any time thereafter, pay to the City the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. If the property owner decides not to prepay the assessment before the date given above the rate of interest that will apply is 8 percent per year. The right to partially prepay the assessment according to City Code Section 303.11 is available.

The proposed assessment roll is on file for public inspection at the City Clerk’s office. Written or oral objections will be considered at the meeting.

No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The Council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.

Under Minn. Stat. §§ 435.193 to 435.195 and City Code Section 303.10, the Council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law and City Code all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law and City Code may, within 30 days of the confirmation of the assessment, apply to the City Clerk for the prescribed form for such deferral of payment of this special assessment on his/her property.

An owner may appeal an assessment to district court pursuant to Minn.

Stat. § 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
