Hearing begins for entities appealing water use permits

The city of Lino Lakes is one of many entities that will present its case at a special hearing on why certain restrictions should not be imposed on groundwater pumping. Depending on the hearing outcome, a complete residential irrigation ban could be imposed, meaning residents would not be allowed to irrigate their lawns or gardens.

A hearing on the matter is scheduled for Oct. 17-20, Oct. 23-27 and Oct. 30-31 at the Office of Administrative Hearings in St. Paul.

The water appropriations issue dates back to the White Bear Lake level lawsuit filed in 2012. In 2017, the plaintiffs, the White Bear Lake Restoration Association and intervening homeowners association, prevailed. The defendants, the Minnesota Department of Natural Resources (DNR) and intervening cities that included Hugo, lost.

District Court Judge Margaret Marrinan ruled that the DNR's current and planned permitting of highcapacity wells and management of White Bear Lake and the Prairie du Chien-Jordan aquifer violated both the Minnesota Environmental Rights Act (MERA) and the public trust.

The DNR's conduct, the judge decided, impaired White Bear Lake and its underlying aquifer by allowing excessive pumping, all the while knowing the withdrawals were not sustainable.

The court order requires enforcement of a residential irrigation ban when the level of White Bear Lake is below 923.5 feet; a phase-down of daily per capita residential water use to 75 gallons; contingency plans for partial or total conversion to use of surface water; and a requirement that all groundwater permittees report annually to the DNR on their collaborative efforts toward those mandates.

Cities agree on police formula change

For the first time in approximately 20 years, the funding formula that determines what each city pays for police services provided by the Centennial Lakes Police Department (CLPD) will change.

Circle Pines City Council Member Dean Goldberg, who serves as the

chair of the Police Governing Board operations committee, says the board has been talking about a possible funding formula change for around a year.

“Some of the cities have been unhappy with the formula,” he said. “The discussions went from pretty mild and casual to frustrating, to all the range of emotions but at the end of the day

people did a good job of keeping their minds open and talking and being respectful, and I think a good result came out of that.”

Lexington considers cannabis rules

LEXINGTON — The City Council is considering making an ordinance revision that would prohibit cannabis in public parks.

The council recently considered the first reading of the ordinance.

Council Member Diane Harris pointed out that the ordinance didn’t say anything about the city’s streets, just parks and public grounds.

“My understanding is everybody on council except me wants people to be able to smoke cannabis on the streets … but this doesn’t say anything about that,” Harris said.

City Administrator Bill Petracek said that the way the revision is written right now is that people would not be able to consume alcoholic beverages or other chemical substances in a public park or public grounds, but that they could walk down the street and do that. He said there is no state law that says you can’t smoke marijuana on the street.

“If you want that changed, we can do

that,” Petracek said.

Harris said she wanted to understand why people can’t smoke marijuana in the parking lot at City Hall but could in the street.

“Why is government property excluded from that, and why is a park excluded from that?”

Harris asked.

Council Member Kim DeVries said parks were excluded because of children. Harris said children are on streets as well. DeVries said they’ve discussed it twice already in a workshop. He said when it comes to voting, Harris had the right to vote against it if she wanted to.

“I would like to ask that there’s a public hearing on this before we take a vote if that’s something that could be done, because I personally feel that the decision made has ramifications on our city. I think the public has the right to express their concerns, or if they want it, they can come and tell us that they want it and why,” Harris said.

DeVries said they haven’t had a public hearing on any other

ordinances, but Harris reiterated that she would like to have one on this ordinance.

“If somebody were to say we’re going to start walking down the street with beer in our hands, I would want a public hearing on that as well.

To me it’s no different,” Harris said.

She pointed out that the state just made it legal and that there are still some unknowns.

CIRCLE PINES CITY COUNCIL SNIPPETS • Residents are encouraged to sign up for the organics recycling program. City Administrator Patrick Antonen said the city currently has approximately 100 residents who are participating in the program.

• A reminder to residents that leaf pickup is scheduled for Oct. 21 and Nov. 4. Residents should place their compostable bags of leaves at the curb before 6 a.m. on the day of pickup.

• B&D Plumbing, Heating & A/C is latest business to receive its city business license for 2023.

• Residents who have not paid their utility bills for 2023 have until the end of October to pay their bill before the amount is certified to Anoka County to be included on property taxes. Antonen explained that the list now totals approximately $43,000. “This is one of the lowest years we have had in five or six years,” he said.

• One property owner needs to pay $100 and another property owner $2,500 in delinquent city accounts. Antonen said the most common city account charges are for things like mowing and tree removal.

• The city of Circle Pines is expected to use $492 of the $67,000 Anoka County plans to use for this year’s general election. Antonen said that amount is simply for staff time.

• Beginning in 2024, the Centennial Lakes Police Department funding formula, which determines how much each city pays, will change. (See full story in this week’s issue.)

“I’m very adamant against it, and I can’t be the only one that is,” she said.

Petracek said he was concerned with how it could be patrolled on the streets and questioned how the distinction could be made between a tobacco cigarette and a marijuana cigarette.

Harris said that the communities of Circle Pines and Centerville have said it won’t be allowed on the street and that Lexington is the only one that has shown interest in allowing it.

“The Centennial Lakes Police Department would like it if it was allowed everywhere, because then they wouldn’t have to deal with it at all, but that to me is not a reason to not fight for the city to not have it everywhere,” Harris said.

The council will consider the second reading at its next meeting, Thursday, Oct. 19, at City Hall.

The next City Council meeting will be at 7 p.m.

Tuesday, Oct. 24, at City Hall.

Inflation hurts everyone

S

piraling inflation and the shortage of employees are just two big issues affecting our economy. The other item is the cost of government on local, state and national levels.

It starts with the shortage of employees. Some of it started with COVID. Parents stayed home to care for their children and haven’t returned to the workforce.

The other is the high cost of day care. A few years ago, government set the minimum wage and it was probably needed. They also set other standards that made it difficult for a mother to care for two or three children at her home.

At this point in time, it doesn’t look like there is any relief in sight for increasing the workforce here in the U.S. We are receiving immigrants crossing the borders illegally, but it About the will take some time before they learn the language, get a driver’s license, Town reestablish their family and gain the Gene Johnson technical skills that are needed. No doubt there will be a number of jobs they can fill successfully.

I don’t know solutions to all of this, but if our Congress could stop all the infighting, maybe they could take time to solve some of these problems.

We hear about a lot of people who are past the age of retirement. With the increase of inflation, they have been returning to part-time jobs, and even some full-time with success. They carry with them experience and a strong work ethic.

With inflation doubling the prices of food, energy costs that keep climbing, mortgage rates that are slowing housing growth and increasing living expense, it’s hard to make ends meet.

With the auto workers on strike along with other striking workers in healthcare, etc., that will drive up costs even though they are due for adjustment. It becomes like a self-serving merry-go-round.

Busy people on the move have demanded more prepared foods compared to home-cooked meals. It’s convenient, but it is driving up the cost of food.

There is a strong desire to dine out. Again, it saves time, it’s convenient and provides a multiple of choices.

The question is how often is it practical for the family budget?

Climbing interest rates affect credit card debt, car payments, and mortgage payments, now at a 15-year high.

Maybe there’s a difference between what we want and what we need.

Do you need advice on how to reduce your debt? When you borrow, you are a slave to the lender. Having credit card debt with 24% interest doesn’t make it easier.

Are you collecting too much stuff? There seems to be a lot of storage rental facilities. Maybe it’s time to sell something and use the cash to reduce your debt.

It’s pretty simple to say spend less than you earn, but that’s a clear way to get out of debt.

We buy a monthly Internet service and use TV over the air. Some weekends we don’t get all the football game that we would like. We hear from friends there are some channels we are missing that they enjoy. But we’re getting along.

We drive our cars longer than the average and we make sure they get regular service. We don’t let mechanical problems linger. They never get better.

I think we have to learn to be content with what we have and not be envious of others. Happiness cannot come from what you own. Too many toys can also consume your time in repairing them, and affect your budget and time.

Even the stock market is suffering these days. Maybe it’s time to look at CDs or treasuries. Sometimes it’s better to earn 5% rather than speculating on 8% to 12%.

Be a smart shopper. Compare prices and benefits.

There are times during the year when prices are reduced on certain types of clothing, furniture and cars. When you buy a new car, it depreciates very quickly.

Defining a more fair and equitable approach

A

s I navigate through my first year as the mayor of Lexington, I am working to learn and understand the needs of this community to ensure a better and more sustainable future for our citizens.

One of the areas I have been focusing on this past year is public safety and our police department.

Throughout this year, we have Movers & past been working Shakers with the Police Governing Board to renegotiate Gary Grote the Centennial Lakes Police Joint Powers Agreement (JPA) to define a more fair and equitable approach to appropriating the annual police budget to the three communities – Circle Pines, Centerville, and Lexington.

The city of Lexington has had a 30% increase to our annual police budget over the past three years, which was a result of a spike in police calls in 2022 – 1,742 call increase, as well as 500-person population increase. Consequently, we’ve had to increase our property tax (general) levy a total of 25% in 2021 and 2022 to offset these

increased police expenses, and we’ve had to increase the 2023 preliminary general (property tax) levy by 10% in anticipation of offsetting our increased expenses for the 2024 police budget, as well.

At the Oct. 9 Special Police Governing Board meeting, Lexington has been given a reprieve when the Police Governing Board approved an amendment to the Centennial Lakes Police JPA to modify the budget appropriations formula.

This modification will place more emphasis on tax growth resulting from increased commercial, industrial, and residential development, and less emphasis on police call volume. This modification, in my opinion is a fairer and more stable approach to appropriating public safety costs in a JPA. When the three-member cities ratify the amended agreement, I am confident that our annual budget contribution to Centennial Lakes Police Department will be a fairer and more affordable approach to law enforcement services in our low to moderateincome community for years to come.

With this modification to the CLPD JPA, the city will be working in the next two months toward a final 2024 budget. The 2024 budget will emphasize improvements to our streets,

parks, utilities, and city services in the most affordable way possible.

One of my campaign promises was to create a means of communication between the residents and the city. One way I have been accomplishing this is by holding and attending city events. I held a meeting at one of the local businesses in town, Cowboy’s, after a motorcycle fundraiser for Alzheimer’s and by attending the Lexington Fall festival. During these events, I have gotten to know more of our residents and learned more about our city needs. I am in the process of contacting the apartment complexes to establish meetings to hear their concerns and ideas.

I want to provide a voice for the residents and encourage folks to attend City meetings and become active in our commissions and volunteer in our events.

As a first-year mayor, I realize we cannot resolve issues quickly.

We have to work together and utilize the strengths of all the council members, city staff, city consultants, police and fire to build a better foundation to strengthen the needs of our city.

Minnesota facts and fiction: Logging, lumberjacks and lore

A

century ago, fall in Minnesota was much greener than the bright yellows, oranges, and reds that we experience now as the trees change colors. That’s because white pine was the main species before the logging industry took over and wiped out 98% of the old-growth pine in the state. It was timber that first attracted European settlers to Minnesota.

On early maps of the region, the littleknown northlands Movers & were marked simply “Abundant Pine.” By Shakers 1890, loggers employed more than 20,000 men Joan Van as lumberjacks and by 1899, they were Norman producing 2.3 billion feet of lumber, making Minnesota the largest lumber producer in the world at that time. Whether you want to know about the factual history of logging in Minnesota or are more interested in tall tales, the library has you covered this fall.

The early logging camps were near navigable rivers like the St. Croix.

“North Woods River: The St Croix River in Upper Midwest History” by Eileen M. McMahon and Theodore J. Karamanski tells the story of development along the St Croix including the logging industry. “Early Loggers in Minnesota”

by J. C. Ryan contains three volumes of the Minnesota Timber Producers Association magazine bound together.

There are great old photographs and descriptions of life in the lumber camps in this book. For example, the camp cook and his assistants, or cookees, had to stay ahead of the lumberjacks' hearty appetites fueled by the intense physical labor of the job. Breakfast at an 80-man camp might call for 400 to 500 pancakes and 30 loaves of bread each day.

In “Tim-Berrr! Pine Logging in the Big Fork River Country Volume 1”, Benhart Rajala writes of the loggers who harvested lumber in the far north of Minnesota. Make sure to read the introduction to each chapter in this book to learn the story of Minnesota’s

When railroads came into use to move logs from the forests, another danger of the trade came too. Dried out branches and debris from cut logs left along railroads became a fire hazard. “Under a Flaming Sky: The Great Hinckley Firestorm of 1894” is a gripping read about a major catastrophe in Minnesota history that killed over 400 people and led to major changes in forestry management. “From the Ashes: The Story of the Hinckley Fire of 1894” by Grace Stageberg Swenson is a thorough accounting of the event and includes photographs and maps.

Clear cut logging was a lucrative industry but it was also very destructive to the landscape. Early pioneers in restoring the north woods were Ernest Oberholtzer and Sigurd F. Olson. “Keeper of the Wild: The Life of Ernest Oberholtzer” by Joe Paddock is a biography of a strong advocate for protecting the wild places of northern Minnesota from further destruction.

The library has many books by conservation activist Sigurd F. Olson who was also an important supporter of northern Minnesota and the Boundary Waters region.

A case number was provided to the involved parties. The officer cited one driver with multiple traffic violations.

• An officer responded to a two-vehicle property damage crash near Main Street and Fourth Avenue Oct. 6. The incident was documented, a driver was cited and both vehicles were driven from the scene.

• An officer located a vehicle with impounded plates in the 7400 block of Lake Drive Oct. 6. The officer stopped the vehicle and seized the plates. The driver was issued a citation for the violation.

• An officer stopped a vehicle for speeding on I-35E near Main Street Oct. 7. The adult male driver was cited for speeding, driving after suspension and providing false information to a police officer.

• An officer responded to a call reporting several goats that were loose in the yard of a residence in the 7700 block of 20th Avenue Oct. 7.

It was determined the goats belonged at that location.

• Officers responded to a report of a juvenile making threats to staff at a school in the 7500 block of Fourth Avenue Oct. 3. Contact was made with the juvenile, who agreed to listen to staff.

• Several trees were blocking the 6400 block of 20th Avenue after a storm Oct. 4. Public works handled removal.

• Officers attempted to assist with a family domestic involving a juvenile male Oct. 4. The juvenile male was arrested after assaulting an officer.

• Officers were dispatched to a school in the 7500 block of Fourth Avenue on a report of a disorderly student who was threatening staff Oct. 4. The officers investigated the incident and stood by until the juvenile's guardian arrived to take them home.

• An officer was dispatched to a business in the 6800 block of 21st Avenue South on a report of a stolen vehicle Oct. 4. The officer documented the incident and the vehicle was entered stolen in the state computer system. The investigation is ongoing.

• An officer was dispatched to Elm Street Oct. 5 for a phone call report regarding fraudulent activity. The officer documented the incident, and the caller was provided resources.

• Officers responded to a business in the 600 block of Apollo Drive Oct. 5 on a report of a disorderly male.

The officers spoke to all parties involved. The male was trespassed from the location and issued a citation.

• Officers were dispatched to a school in the 7500 block of Fourth Avenue Oct. 6 for a

1600 block of Sorel Street in Centerville Oct. 5 on a report of damage to property. Damage was done to the building, but no theft occurred. A suspect has not been identified.

• An officer observed a vehicle displaying expired registration near Lake Drive and Albert Avenue Oct. 5. A passenger in the vehicle was ultimately arrested on an outstanding warrant.

• Officers were dispatched to a theft in the 0 block of Park Drive in Circle Pines Oct. 7.

Officers took information for the report. There are no known suspects.

• Officers arrested one party in Lexington Oct. 7 for domestic assault.

• Police responded to the 9100 block of Jackson Avenue in Lexington Oct. 7 on a report of damage to property. One vehicle was damaged.

• Police were dispatched to the 3800 block of Restwood Road in Circle Pines Oct. 7 for a fight.

• Officers responded to the intersection of Lexington Avenue and Lake Drive in Lexington Oct. 8 for a property damage accident.

The Minnesota Department of Corrections’ (DOC) Office of Special Investigations has identified the suspect and the victim in the suspected homicide that occurred earlier this month at Minnesota

Correctional Facility (MCF)-Lino Lakes.

The DOC identified the victim as Steven Paul Patchen, age 63. Patchen was serving a 19.5-year sentence after being convicted on three counts of criminal sexual conduct out of Anoka County on Feb. 8, 2018. Patchen was found unresponsive in his cell around 10:30 a.m. on Thursday, Oct. 5.

DOC medical staff and outside emergency medical personnel attempted lifesaving efforts. He was pronounced dead about one hour later.

The DOC identified the suspect in the suspected homicide as Kyle John Kelbel, age 42. Kelbel is serving a life sentence after being convicted of first-degree murder out of Ramsey County on July 17, 2001. Kelbel was also sentenced in November 2002 to 21 months for one count of terrorist threats.

That offense occurred prior to the 2001 homicide conviction. Kelbel has been transferred to MCF-Oak Park Heights, the DOC’s highest security facility.

DOC spokesperson Andy Skoogman said the circumstances surrounding the suspected homicide remain under investigation by DOC’s Office of Special Investigations and the Minnesota Bureau of Criminal Apprehension.

HEARING: Cities set to testify regarding water appropriation permit restrictions FROM PAGE 1

groundwater appropriation permits or authorize increases in existing permits within 5 miles of the lake, at least not until there is sufficient data to understand impacts on water levels and the underlying Prairie du Chien aquifer.

Seventeen permit holders, including 10 municipalities, three country clubs, several businesses and St. Paul Regional Water Services, have formally contested amendments to their water permits. Those appeals were filed in 2018. Five years later, the matter is finally coming before an administrative law judge.

Hugo City Administrator Bryan Bear explained the impact of the court ruling on residents.

“The residential irrigation ban would apply to everyone who uses water in the city of Hugo.

It applies to people who want to water plants outdoors in places where they live.”

Bear explained that the lake is normally below that 923.5 elevation, and if it rises above that, there is an outlet structure that starts to empty the lake into Bald Eagle. “When you factor all of that in, it is our calculation that the irrigation ban would be in place at least two-thirds of the time,” Bear said.

He added, “In Hugo, our council is

very proud of the water management efforts we have undertaken here over the years. It is our view that these restrictions are opposed to the water management efforts we have made in the city. We think they are actually very wasteful and irresponsible.”

The Hugo City Council commented on the matter at its last meeting.

“The city of Hugo, especially this council, over the last 10 years has taken it very seriously to use our water in a judicious and effective way

to help reduce the amount of water that we are taking out of the aquifer for irrigation…” Mayor Tom Weidt said. “We have put in place many new developments that are using rainwater to irrigate their new lawns and turf. Settling for the conditions in this lawsuit would take us backwards in our use of water here in the city of Hugo. I personally don’t have any desire to go backwards and use our water more poorly by following these rules.”

The mayor added, “I think agreeing to that stipulation is nonsensical, and I think we should continue on and move forward in this quest to have some sensible rules that would be in place to actually make an effect on maintaining the recreational uses that are so important to the homeowners around White Bear Lake, while protecting the lifestyle uses of water for all other residents in the region.”

Council Member Phil Klein agreed.

“We have done a tremendous amount of work on our conservation efforts; we have been recognized not only by the state but also federally. We have done everything we can to be proactive and conserve water … To be punished for the amount of effort that we have put into this over the past 10 years is absolutely astounding.”

Although the schedule is subject to change, the majority of the city of Hugo’s testimony will take place Oct. 23. due to the approach to policing CLPD has adopted over the years. During our time as a department, our cities have changed, and we have updated our funding formula in recognition of some of these changes.”

CLPD serves the cities of Circle Pines, Centerville and Lexington. The existing formula is currently based on 40% population, 40% call volume and 20% IACP (International Association of Chiefs of Police, or the severity of calls).

Beginning in Jan. 1, 2024, the formula instead will be based on 50% population, 40% calls and 10% taxable market value. In 2025, the formula will change to 45% population, 40% calls and 15% taxable market value. In 2026, the formula will once again change to 40% population, 40% calls and 20% taxable market value.

“This modification will place more emphasis on tax growth resulting from increased commercial,

industrial and residential development, and less emphasis on police call volume. This modification, in my opinion, is a fairer and more stable approach to appropriating public safety costs in a JPA (joint powers agreement),” Lexington Mayor Gary Grote said. “When the three-member cities ratify the amended agreement,

Based on the changes in the formula, in 2024 the city of Centerville will see a 5% increase in expenditures

for police services, where as Circle Pines will see 2% increase and Lexington will actually see a decrease of 7%.

“It was definitely a long process. It was not the easiest process to go through, but moving forward, I think this is going to be the best thing for the department. In the next 10,15, 20 years, I don’t think we are going to have to look at the formula,” City Administrator Patrick Antonen said. “It’s been 20 years since we looked at the formula; now hopefully we go another 20 years before we have to look at it again.”

Goldberg explained that if the cities didn’t agree on a funding formula solution, they might have faced a similar situation to what happened when Lino Lakes pulled out of CLPD to create its own department. “Thank goodness everyone came to an agreement,” he said.

“Everybody agrees that CLPD is a phenomenal asset to our community. They do community policing better than anyone I’ve ever known.

They keep us safe, and to lose

that resource, or to lose a city in helping pay for it, would be ugly,” he said.

Circle Pines Mayor Dave Bartholomay added, “This change in the police formula is an important update for our three cities of Circle Pines, Centerville and Lexington. The new formula sets up the three cities to continue working together for years to come. Each city in a shared police department has to give a little bit in order to keep the partnership strong, a partnership that saves tax money while providing a higher level of service to residents.”

The cities of Circle Pines and Centerville have formally signed off on the amendment to the JPA and the city of Lexington is expected to do so later this week.

Starting wage will increase for paid-on-call firefighters

Paid-on-call firefighters who come to Lino Lakes will now see a starting wage of $21 an hour, an increase of $6.

The City Council voted 3-2 (Council members Christopher Lyden and Tony Cavegn voted no) to increase the starting wage for paid-on-call firefighters (POC) from $15 to $21 an hour. The modified compensation plan also includes the opportunity for a raise of $1.50 an hour upon completion of every five years of service.

The change to the compensation plan comes after city staff completed a market study of the hourly rates of pay for POC fire personnel throughout the state and found that on average, POC firefighters were paid a starting wage of $16.04 per hour. The maximum hourly starting wage was $20.25 and the minimum hourly starting wage was $10.59. In Lino Lakes, POC firefighters start at $15 an hour.

City staff previously recommended the council increase the starting hourly rate from $15 to $17.50, which is 9% more than the state average starting rate of pay. The council then directed staff to explore other alternatives.

starting rate ranges from $17.50 to $21 an hour and the five-year completion of service raises range from $1 an hour to $2 an hour.

Council Member Dale Stoesz suggested Option C, which calls for a starting hourly wage of $21 with increases of $1.50 every five years of service. Council Member Michael Ruhland and Mayor Rob Rafferty agreed.

Cavegn said he was opposed to Option C and preferred the council select Option A, city staff’s initial recommendation. “That would put us near the top tier of all the cities we discussed … I think going up to Option C isn’t the right thing to do at this time,” he said. “This isn’t going to resolve the issues that we are having.

I think we have identified that we

have some issues with our current service and how it is working.”

He mentioned that he was supportive of Lyden’s previous suggestion that the city use some of its approximately $929,000 public safety aid dollars it received from the state of Minnesota to hire a consultant for long-term planning for the department.

“We are spending our taxpayers’ money, and we have no data to support that this is going to fix anything,” Cavegn said. “We are kind of shooting in the dark right now, and I don’t want to do that with public money.”

Rafferty said a lot of time had been spent on gathering the information and the recommendations weren’t “just shooting from the hip.”

“I think it is a small price to pay for what we are asking of them,” he said. “The longer we can find a way to supply our stations with the men and women we need, I think we have better options.”

North Metro champ Cougars clip Champlin 35-7

Wrapping up their conference championship, the Centennial Cougars defeated Champlin Park 35-7 in the rain there Thursday evening as, with two touchdown passes from Daylen Cummings to Ty Burgoon augmenting their potent ground game.

The Cougars went 6-1 in the North Metro. They lost to Maple Grove 41-29 but Crimson finished 5-2, tying Anoka for second place. Ranked No. 8, they will cap the regular season hosting Rosemount (non-conference) Thursday.

Against the Rebels (3-4), the Cougars scored on the last play of the first quarter, Maverick Harper busting 17 yards on thirdand-ten. That was just a 30-yard drive after the Rebels’ punter was unable to handle the snap. Their quarterback also fumbled snaps three times in the half although he recovered each.

The rain became heavier in the second half but Cougars were unfazed. “We held on to ball all night. No turnovers,” noted coach Mike Diggins.

In the second quarter, Cummings slashed 13 yards for touchdown, then threw to Burgoon for a 17-yard score.

a ball perfectly placed over the defender. That was another short 30-yard drive after the Cougars forced a punt from the goal line.

Burgoon’s second touchdown catch, from 35 yards, made it 28-0 in the third quarter. “Cummings and Burgoon are good athletes that have a really good connection with each other,” said Diggins. Cummings was 6-for-7 for 91 yards, all of them to Burgoon.

Coach Jeff Ottosen said that was only the second time in Cougar history that they scored on a set play from the kickoff after a goal by the opponent. Brady Patrick scored the first goal off a pass from Noah Marquard.

Georden Tschida was in goal with six saves against Anoka and eight saves against Duluth East. That was the Cougars’ sixth shutout of the season, against a team that tallied 29 goals in its previous eight games.

The Centennial girls dominated the Northwest Suburban Conference meet Wednesday with all seven runners making all-conference. It was the Cougars’ second straight title.

The top five teams among 12 were Centennial with 46 points, Maple Grove 80, Robbinsdale Armstrong 122, Rogers 129 and Anoka 169. The individual champion was Caitlyn Osanai of Armstrong in 18:29.

Kylie Nelson led the Cougars, placing fourth in 19:16. Also earning all-conference status were Abby Smith in seventh (19:34), Abby Wood eighth (19:59), Julia Zalewski in 11th (20:18), Miranda Sawvel 16th (20:34), Annelise Offerdahl 18th (20:37) and Anna Swanson 20th (20:43) among 101 runners.

“I think after winning last year, we no longer felt like the underdogs, so we had complete belief that we could get that win again,” said senior captain Zalewski, adding that “it was pretty cool to see our score improve from last year, with our top five all improving their places.”

Zalewski noted that despite recent success — including fourth place at the state last year — the roster has gotten smaller each year she’s been on the team.

“Though unfortunate, it has allowed us to become a tight knit group, which helps us train really well together,” she said. Anticipating another big year, they had captains practices six days a week all summer, everyone putting in about 250 miles.

Boys place 10th The Centennial boys placed 10th of 14 teams in the NWSC meet. The top three teams were Blaine with 74, Andover 78 and Champlin Park 106. Blaine’s River Santiago was champion in 15:49. Centennial was led by Alex Persing in 14th place (17:12), making all-conference. Also in the Cougar top five were Cody Nelson in 49th (18:12), Jacob Podratz in 59th (18:27), Talen Greeson in 64th (18:35) and David Jack in 67th (18:35) among 130 runners.

Council Member Raye Taylor noted that Minnesota is the home of the first domestic violence shelter in the nation. During National Domestic Violence Awareness Month, Anoka County organizations will inform area residents about domestic violence, its prevalence, consequences and the ways a concerned community can eliminate its existence. Thousands of women, men and children will continue to receive assistance from Alexandra House Inc., the area's primary service provider for victims of domestic violence.

• October is also stamp collecting month and fire prevention month.

The Centennial Fire District reminds us that the week of Oct. 8-14 is Fire Prevention Week, with this year's theme focusing on cooking fires.

• Council adjourned to closed executive session, pursuant to Minnesota Statute 13D.05, subd.3, to discuss matters protected by attorneyclient privilege and related to contract negotiations with the Local 49'ers, Public Works Labor Union.

• Other openings in city government include one seat on the Parks and Recreation Committee, which meets on the second and fourth Wednesdays of the month at 6:30 p.m. at City Hall. Two open seats remain on the Planning and Zoning Commission, which meets on the first Tuesday of the month at 6:30 p.m. at City Hall.

• Tax increment financing (TIF) is the primary public finance tool in the state of Minnesota, Tammy Omdal of Northland Public Finance told council in her introduction to tax increment financing presentation. TIF is simple in concept, but a complex process to establish and administer, Omdal said.

She provided general information on the use of TIF and the city's role in establishing and managing TIF districts. TIF revenue does not come from existing taxpayers, but allows the city to capture tax increases in county, school and other taxing jurisdictions from development taxes to help accomplish city objectives. TIF is common and used by many cities as a tool to spur private development that a city finds would otherwise never happen. The presentation details focused on the source and use of TIF revenue, TIF development agreements and managing TIF districts. It had been several years since council discussed the TIF financing mechanism. Before council is asked to decide whether to use this financing tool, staff wanted to give council a general introduction or brief refresher course on this complex topic.

Series (first reading) revising Chapter 156 of the Zoning Code for substance abuse clinics. The presence of clinics or other facilities providing treatment for addictive chemicals and alcohol serve a valuable purpose for society, but their presence may also have negative impacts, such as the potential for increased crime and illicit drug activities in their vicinity. Therefore, effective regulation is essential, the council reasoned, and requiring conditions be met through a CUP or IUP are ways to accomplish that end.

At its Oct. 10 meeting, the Planning and Zoning Commission recommended approval. The second reading is scheduled for the council’s Oct. 25 meeting, to meet the Oct. 30 zoning code moratorium deadline.

• The commission has noticed some inconsistencies regarding density within the Zoning Code, the 2040 Comprehensive Plan and the Downtown Master Plan. The Planning and Zoning Commission met on Oct. 10 and unanimously recommended approval of changes in each of these documents to require uniform density requirements. In the first of three separate motions, council conducted the first reading to revise Chapter 156 of the Zoning Code for M-2 district densities to make those density requirements stand at a minimum of 12 units per acre and a maximum of 45 units per acre. Council also approved a resolution revising the Centerville 2040 Comprehensive Plan – Mixed Use Densities to allow for a minimum of 12 units per acre and a maximum of 45 units per acre. In its third action, council revised the Downtown Master Plan and Development Guidelines – Downtown Neighborhood Densities to allow for a minimum of 12 units per acre and a maximum of 45 units per acre. Some of the above documents had allowed for a maximum of 30 units per acre. Now, all three documents will be on the same page.

• The city has a number of vacancies for positions essential to the smooth running of government. Of immediate concern is the open seat on council following the death of longtime member Steve King. As there will not be a special election, council will appoint a candidate to his seat, which expires in January 2025. The deadline to submit an application for King's council seat is Oct. 20, and council has received five to date. The City Council meets on the second and fourth Wednesday of each month at 6:30 p.m. at City Hall.

• The city's police services bill will be proportioned differently now that council has approved the amendment to the Centennial Lakes Police Department Joint Powers Agreement (JPA). The CLPD Governing Board met Oct. 9 and recommended a change in the funding formula laid out in the department's JPA. Each member city must approve the change. The proposal would move away from a 40%/40%/20% formula where the factors are population/calls/IACP (International Association of Chiefs of Police), respectively, to a formula where factors are population/calls/taxable market value. This new formula will be phased in with different proportions over the course of three years. By year three, the proportions are expected to be 40% population/40% calls/20% taxable market value and would amount to a $75,000 increase in Centerville's share in 2024, exclusive of overall departmental increases.

• City staff realized that Centerville residents might appreciate their efforts to keep taxes low in other portions of property tax bills, specifically the Anoka County portion of their taxes.

With the same action, the city would also acquire $5,000 for its pavement overlay fund. The city's end of the bargain would be to let the county temporarily cut through the cul-de-sac at the end of Mound Trail to create a detour around reconstruction of the narrow road that leads to the Rice Creek Chain of Lakes Park Reserve campground and beach area. County engineers determined that keeping one lane open for traffic during the 2024 Rice Creek Chain of Lakes Park Reserve project while the other lane was being worked on would be difficult and costly. The city will ask to limit the use of the detour route for a maximum of five weeks next summer and to allow no trucks on the detour route. At the end of the project, the county will be asked to sweep as needed and restore the berm at the end of Mound Trail.

The move will save $50,000 in project costs, after council directed city staff to draw up a formal agreement with the county.

• Due to circumstances created by the presence of substance abuse clinics, compared with other medical facilities, the city will consider revising the zoning code to require a conditional use permit (CUP) and/or interim use permit (IUP) for substance abuse clinics. LINO LAKES CITY COUNCIL SNIPPETS • Election judges are now in place for the 2023 municipal election.

• Emilie Krienert, owner of Everyday Kneads, now has a massage license to offer massage services at her home-based business.

• The City Council has decided on the compensation plan it will offer paid-oncall firefighters. The hourly starting wage will increase from $15 to $21 with the option to increase by $1.50 for completion of every five years of service.

• Riley Kissick, a seasonal maintenance worker, has been appointed to fill the streets and stormwater maintenance worker position within the public works department. He will start in the new position Oct. 23. His hourly rate of pay will be $28.81, the starting step of the sixstep wage schedule.

• Two residential properties will be assessed $180 for weed abatement charges.

City Code Section

904 declares weeds or grass growing in excess of 8 inches in height to be a public nuisance. Property owners in violation of this requirement are notified and provided an opportunity to cure the nuisance. If the violation is not addressed within a specified period of time, city staff and/or private contractors are directed to abate the nuisance.

The cost of abatement is charged to the property owner. In the event that the property owner fails to pay the costs incurred, the city may certify the charges against the property for collection with property taxes as a special assessment.

• The city will amend city code Section 904.8 relating to managed natural landscapes.

Environmental Coordinator Andy Nelson explained that effective July 1, 2023, Minnesota Statutes, Section 412.925, mandates that cities allow for managed natural and native landscaping on all

parcels. In response, the city needs to amend its code to conform with the statute. He added the new statute is broader than the city’s current language.

• The city will once again receive Select Committee on Recycling and Environment (SCORE) funds from Anoka County. The funds can be used for the Recycling Saturday events, promotional materials, organics drop-off program, labor and staffing. For 2024, the city can spend up to $81,795 on its recycling efforts.

• City staff have been directed to prepare plans and specifications for the 2024 street rehabilitation and trunk watermain project. The project will include approximately 1.7 miles of mill and overlay on Black Duck Circle (from Black Duck Drive to cul-de-sac), Black Duck Drive (from Black Duck Circle to Birch Street), Black Duck Court (from Black Duck Drive to cul-de-sac), Beaver Circle (from Deerwood Lane to cul-de-sac),

Deerwood Circle (from Deerwood Lane to culde-sac), Deerwood Lane (cul-de-sac), Linda Lane (from Hodgson Road to 62nd Street Trail Crossing), Linda Court (from Linda Lane to cul-de-sac), Linda Circle (from Linda Lane to cul-de-sac), and Linda Avenue (from Linda Lane to Ware Road).

An alternate for Aspen Lane (from Killdeer Drive to cul-de-sac) will also be considered.

The city’s water treatment plant feasibility study identified the need for a new trunk water main and a raw water supply line along Black Duck Drive. Accordingly, in addition to the roadway project, the city will be installing trunk watermain improvements along Black Duck Drive.

This will include directionally drilling two segments of 12” diameter watermain along the northern portion of Black Duck Drive. It will also include directional drilling 16” raw watermain along the

south half of Black Duck Drive. Throughout the project, hydrants and gate valves will be replaced if they have not been previously repaired.

The estimated project cost is $2,135,000. WSB will complete the plans and specifications for $94,700. The council is expected to award a construction contract in February 2024, and construction could begin in April or May 2024.

• The council may take a look at whether it wants to allow for synthetic grass in some areas during its next zoning ordinance overhaul; however, right now, the council decided to deny a request from Jon Lipinski, owner of 75 Robinson Drive.

Lipinski asked to install synthetic grass in his front and side yard, which is prohibited by the city’s zoning ordinance.

• The city plans to repurpose Well No. 4. Community Development Director Michael Grochala explained that city staff

anticipates that once the new water treatment plant is operational, pumping from Well No. 4, the only city well that lies within 5 miles of White Bear Lake, could be reduced substantially. Since pumping will be shifted to wells that are directly connected to the water treatment plant, Well No. 4 pumping could be repurposed solely to serve peak demand periods including emergencies. This has the potential to drop pumping volumes from Well No. 4 an average of 189,000,000 gallons per year to approximately 50,000,000 gallons.

WSB will confirm those expectations and develop a plan to repurpose the well as part of the water treatment plant project.

The next City Council meeting will be at 6:30 p.m. Monday, Oct. 23, at City Hall. There will also be a work session immediately beforehand at 6 p.m. in the Community Room.

Local family welcomes 2 new exchange students

Nacel Open Door is an exchange program that offers two main programs. Students can come to study in the United States for various lengths of time.

They can attend school for the entirety of the school year, attend a private school for multiple years or do the short-term academic program, which lasts anywhere from one to five weeks.

American students can also study abroad through the program.

Ava and Anna are both attending Forest Lake High School.

Ava will be at the high school until the end of the school year, which concludes in June. Anna will leave in January.

The girls arrived in Minnesota on Aug. 31.

“The students who come are backed by their home countries,” said Heilman. “Their teachers have to write letters of recommendation, (and they must) have excellent grades and standing within their

marching band for football games,” said Heilman. Ava also would like to sign up for tennis, downhill skiing in the winter and lacrosse in the spring.

Anna is planning to sign up for volleyball this school year.

The Heilmans have introduced the girls to various events in Minnesota like the State Fair, and they have visited the Mall of America and Minnehaha Falls. The family hopes to be able to go to a sporting event such as the Vikings or the Twins.

“Overall, hosting an exchange student is very rewarding and benefits everyone involved,”

Cheryl Heilman and her husband Mike, of Lino Lakes, are hosting two exchange students for the 2023/24 school year through the Nacel Open Door exchange program.

Ava, who will turn 17 in February, is from Germany. Anna, who turned 17 at the end of August, is from Hungary.

After the Heilmans served as a host family from 2015-2018, the school in their district that worked with Nacel closed and combined with Hill-Murray. At the time, the family found it too far for them to drive, so they discontinued hosting students.

In 2021, the Heilmans moved to Lino Lakes and decided to host students once again. The couple used the Nacel Open Door exchange student program to be paired with their current students.

“We always kept saying we should host or we could have a college student live here,” said Cheryl Heilman.
