Development and redevelopment opportunities are booming in all of the Quad communities.

Each year, city officials who represent Centerville, Circle Pines, Lexington and Lino Lakes share updates about what’s going on in each of the cities and what residents can expect in the upcoming year and beyond. The panel discussion, held Oct. 7 this year, is hosted annually by the Quad Area Chamber of Commerce.

Dozens of local residents enjoyed near perfect autumn weather while visiting Wargo Nature Center for the annual Fall Fest. The event featured a variety of outdoor activities including a scavenger hunt, apple cidering, leaf raking and hopping, pioneer games and a story walk. See more photos on page 12.

City Administrator/Engineer Mark Statz said Centerville is doing very well when it comes to development. “The market is very hot, both in residential and light commercial or light industrial,” he explained.

Statz highlighted a few ongoing projects. The fi rst one is a commercial development on the north side of Main Street near MidWestOne Bank, which will include a Kwik Trip and senior living/assisted living/memory care facility that will have a total of 40 units.

Atlas Villas Memory Care, located at 1825 Main St. is nearing completion and will likely be move-in ready sometime this month. “There have been some delays,” Statz shared. “I know everyone has had difficulties with supply chain and labor shortages. They have had that same difficulty, but it looks like we are fi nally making some good progress there.”

Circle Pines resident’s ‘Nightmare Before Christmas’ display is back for 3rd year

No one decorates for spooky season quite like Mike Pederson of Circle Pines.

For the last 15 years, Pederson has been fi nding ways to welcome in the holidays with elaborate light displays. His love for Halloween stems from his love for Christmas, especially because of his fond memories of his grandmother who was big into decorating herself.

“I remember going to my grandma’s during the holidays, and her house would be all done up,” said Pederson.

Pederson has been gearing up for the holidays with his “Nightmare Before Christmas” themed Halloween display. After a couple years of doing a scary theme, Pederson decided to switch things up and go for a family-friendly Halloween display.

“I’m not much of a blood-and-gore kind of person. I’d rather make it more fun and inviting, and I get more enjoyment out of having a fun

Halloween theme, so I stick to that route,” he said.

For Pederson, planning begins in August. He tries to have his display up by Oct. 1. He is always on the lookout to collect many of the “Nightmare Before Christmas” characters for his grand display.

“I have most of the main characters with Jack and Sally on either side of the yard with Sally hiding from Dr. Frankenstein. I also have the mayor and Oogie Boogie,” he explained.

• Volunteers with the Lino Lakes Public Safety Department were recently recognized for their efforts in 2020 and 2021. Volunteers participate in programs that include Community Emergency Response Team (CERT), Police Reserve, Trail Watch, Police Explorer and the Chaplain program.

For 2020, Adam Nelson (Reserve) and Linda Curtis (Trail Watch) received five-year pins; Ericca Bakke (CERT), Christy Narwid (CERT), Kari Bornhoft (TrailWatch), Debbie Ziniel (Trail Watch), Paula Andrzejewski (Trail Watch), Michelle Davidson (Trail Watch), Rachel Davidson (Trail Watch), Barb Huddle (Trail Watch), Carla Heir (Trail Watch), Jeff Thill (Trail Watch) and Kari Thill (Trail Watch) all received 10-year pins.

• Some changes to polling locations are proposed for the 2022 election season. City staff has been reviewing polling places within the city as as part of its efforts to move away from using schools as polling places. Redistricting as well as new residential development may necessitate drawing new precinct lines in 2022.

Rice Lake Elementary has been the Precinct 7 polling location for many years. Staff is planning that the November 2021 election will be the last one where a school is used as a polling place and recommends the City Council designate Lino Lakes Fire Station No. 2 (1710 Birch St.) as a new polling place. If approved, Precinct 6 would change to the fi re station and Precinct 7 would then change to Living Waters Lutheran Church (865 Birch St). Living Waters was previously the Precinct 6 polling place.

• One property owner will be assessed $199 for delinquent weed abatement charges. City Code section 904 establishes that weeds or grass growing in excess of 8 inches in height are a public nuisance. Property owners in violation of this requirement are notified and provided an opportunity to cure the nuisance. If the violation is not addressed within a specified period of time, city staff and/or private contractors are directed to abate the nuisance. The cost of abatement is then charged to the property owner. In the event that the property owner fails to pay the costs incurred, the city may certify the charges against the property for collection with property taxes as a special assessment.

• Beginning Jan. 1, 2022, the city will have an updated joint powers agreement (JPA) with Anoka

County for election equipment and expenses. In 2013, the city entered into a JPA with the county to manage replacement of voting equipment and ongoing election costs. The agreement provides for equitable distribution of costs and has been successful in managing the replacement and upkeep of vote scanning equipment (2013), introduction of electronic poll books (2016) and replacement of ADA voter-assist equipment (2021) while providing a stable cost to jurisdictions for annual budgeting. The Anoka County Board of Commissioners recently approved an updated JPA, which includes minor changes relating to dates, removal of hospital districts and allocation of absentee ballot mailing costs. The JPA is a fouryear agreement.

• The city will offer its employees a new bank of 40 hours of COVID leave through March 31, 2022.

Even though the Families First Coronavirus Response Act (FFCRA) expired on Dec. 31, 2020, the city of Lino Lakes continued to offer 80 hours of COVID sick leave to employees from Jan. 1, 2021 through March 31, 2021.

Human Resources and Communications Manager Meg Sawyer said, “Staff feels this is our best option moving forward to keep City Hall, public safety and public works as safe as possible during this pandemic.”

• The public safety department will serve as the grant administrator for Anoka County’s Toward Zero Death (TZD) initiative. TZD is a statewide program that uses a collaborate approach of education, enforcement, engineering, emergency medical services and everyone to work towards the goal of reducing traffic fatalities and serious injuries on Minnesota roadways to zero. Members from Lino Lakes Public Safety work together with members of other law enforcement agencies within Anoka County to provide high-visibility enforcement efforts throughout Anoka County that focus on impaired driving, speed violations, distracted driving and seatbelt violations.

The costs associated with providing Lino Lakes Police Officers to provide this high-visibility enforcement activity is reimbursed through the TZD grant provided by the Minnesota Office of Traffic Safety (OTS). In an effort to share responsibilities of the administration of the grant, each Anoka County partner law enforcement agency rotates which agency is the grant administer. Lino Lakes has volunteered to administer the grant for the next three years.

• The city has finished paying for its 2020 surface water management project. Council authorized the second and final payment for $7,860 to Arnt Construction Company. The $41,400 project cleaned out three stormwater management ponds. City Engineer Diane Hankee explained that construction for the project began in early February. All three excavation sites were completed by March. However, restoration of the Black Duck Drive site was not satisfactorily completed until late August.

• The city has also finished paying its bills for the 2021 street maintenance project; council authorized the second and final payment for $76,695 to Corrective Asphalt Materials LLC. Hankee said construction of the project began in early July. All of the streets receiving the rejuvenator treatment were completed in July and all crack fi lling was completed in September.

The final contract amount was $201,007, or $11,030 under budget.

• The council has authorized the preparation of plans and specifications for the 2022 77th Street realignment project. The city of Lino Lakes plans to realign 77th Street between Marilyn Drive and Lake Drive so that 77th Street aligns with Market Place Drive at Lake Drive. This is part of an overall redevelopment plan for a future commercial area in coordination with the city’s

Economic Development Authority.

Additionally, the project would aid in development of city-owned properties north of 77th Street and properties to the south.

WSB has submitted a $34,030 proposal to complete plans and specifications and a signal justification report, and to provide bid documents for the project. The project is estimated to cost $569,000.

The council will award a construction contract in February and construction should begin in May, with final completion in September.

• October is Toastmasters Month. Toastmasters International, the world’s leading organization devoted to communication, public speaking and leadership skills, provides a mutually supportive and positive learning environment in which every member has the opportunity to develop their communication and leadership skills.

Toastmasters, founded in October 1924, has over 350,000 members in 143 countries and more than 16,600 clubs worldwide.

Minnesota's average ACT score climbs, participation dips Minnesota students in the class of 2021 earned an average composite score of 21.6 on the ACT college readiness exam. This score is 0.3 percentage points higher than the class of 2020.

While Minnesota typically sees a participation rate of at least 90% on the ACT, just 60% of students in the graduating class of 2021 completed the exam.

This is largely because the COVID-19 pandemic severely impacted the class of 2021’s junior and senior years, the time when many students take the ACT. Nationally, 35% of 2021 high school graduates took the ACT, compared to 49% of the class of 2020. The average composite score nationwide was 20.3, a 0.3 percentage point drop from the class of 2020.

“Minnesota’s class of 2021 faced significant challenges in their last two years of high school and I am incredibly proud of our students' resilience,” said Education Commissioner Dr. Heather Mueller. “As anticipated, many students were unable to participate in the exam due to the impacts of the pandemic.

The results for those who took the test are promising, but work remains to close gaps. We must continue to fi nd ways to ensure all of our students are engaged and

supported as they prepare for life beyond high school, whether that is in a career or in college.”

In addition to an overall increase in average scores, each racial/ ethnic student group also saw an increase. Gaps between students have remained the same over the last five years.

Thirty-two percent of Minnesota’s class of 2021 met all four ACT college-readiness benchmarks, which is seven percentage points higher than the national average.

Additionally, 78% of Minnesota students who graduated in 2021 were likely to attain the Silver, Gold or Platinum ACT WorkKeys National Career Readiness Certificate, compared to 67% nationally. To reach a Silver, Gold or Platinum ACT WorkKeys National Career Readiness Certificate, students must earn a composite score of 17 or higher on the ACT. ACT annually releases a national report, which includes ACT score results from all 50 states and the District of Columbia. National and state ACT reports for 2021 are available online at act.org.

20.3 was the national average composite score for the graduating class of 2021, down from 20.6 for the graduating class of 2020.

32% of the ACT-tested graduating class took the ACT more than once, as compared to 41% for the 2020 cohort.

24.2 is the average ACT Superscore for students who tested multiple times. Students in this class who tested more than once received an ACT Superscore, which reflected their best subject test scores across multiple test attempts.

36% of ACT-tested graduates in the class of 2021 met at least three out of four ACT college readiness benchmarks (English, reading, math and science).

60% of the 2021 graduating class in Minnesota completed the ACT exam.

Social media: Journalists worst nightmare

A

s a journalist in today’s society, social media can often be helpful. I’ve stumbled upon amazing story leads, found events to attend and area photographers to highlight. In many ways social media can make the job easier, but in many ways, it makes it harder.

Over the past few years I have often found myself growing more and more frustrated with social media, not only for the straight up nastiness I have seen, but also because of how fast misinformation and rumors spread to thousands.

I cannot tell you how many times we in the news room have gotten a phone call or email about something that someone saw on social media that ended up having absolutely no truth to it whatsoever.

Just last week, there was a Out & NextDoor post circulating that alleged criminal activity at a About homecoming game. The author of Shannon the post said things were stolen from the opposing football team’s Granholm lockers and strewn about outside.

The post said student athletes were missing cell phones, AirPods and clothing and many of their things were vandalized. It didn’t take long for the post to gain lots of traction through shares and comments.

A call to local police department revealed that if any of that did in fact happen, not one person reported it to the authorities. I find it very hard to believe that those allegations did in fact take place, that not one coach, parent, student or bystander called the police to report it.

Another recent example was a post circulating NextDoor and Facebook that claimed that an area apple orchard that has been around since 1966 that was in trouble and neighbors were running the operation in an effort to keep it going. The post said if someone didn’t step up to take the orchard over, it would close.

One of our reporters reached out to the owner who set the record straight and said that is not the case. Although the owner is in fact 91 years old, the orchard is not going out of business and she has a manager and several employees to help run the business.

I’m sure you have heard it time and time again — Don’t believe everything you read on social media, but I will say it again. You cannot believe everything you read on Facebook, Instagram, Twitter, NextDoor, TikTok etc. Newspapers have long had standards about what can be published, but there are few rules on social media and virtually anything goes. There is no one vetting those posts and comments to see if they are truthful, and it only takes a matter of minutes, sometimes seconds, for something that may have started off as true to quickly become far from the truth.

I plead you to consider subscribing to your local newspaper. We can’t just print something we heard from a friend of a friend or overheard in the grocery store checkout.

Anoka County Commissioner October update

P

ublic safety: A very important topic in Anoka County is a project to build a new jail, build a new parking lot next to the jail, build a new 911 Call Center and Radio Shop and adding an addition onto the Workhouse (inmate work-release program).

Cost estimates for the current recommendation is between $250 - $300 million.

There are definitely necessary improvements and expansions of capacity issues that need to be addressed in all of these areas of service, but I Movers & am not in favor of the current Shakers recommendation. I believe Jeff Reinert more due diligence in needed this process and I am pushing iin thi for a better and more defendable result. I believe we can resolve some of these issues at a lower cost to the taxpayer. More to come on this topic.

Budgeting and taxes: Zero levy increase in Anoka County for 2022. This year we implemented a new budgeting process for Anoka County called Zero Base Budgeting. I used this method in Lino Lakes when I was mayor. Basically, it doesn’t

assume dollars spent in the current year need to be spent in the next year. Each department’s budget needs to be annually reconsidered, causing department directors to really validate need.

Property assessment: Cost of property assessment is not a very exciting topic, and most people don’t pay any attention to it, but I’d like to share an improvement I made in this area.

To cut to the chase, the county was charging cities $12 a year per property and now will be charging $10 a year per property. This cost is billed to the city and then added to your taxes.

This change came about because of a drill down I did with the Property Records and Taxation group at the county, and we discovered a better way to provide this service. Most people won’t notice this reduction, but I think every little bit counts.

Roads: Many road projects were completed in my district this summer, but I’ll focus on projects that concern Quad Press readers. Birch Street is back on track and from what I have been hearing, most all residents like the new road.

Next summer Lake Drive will be resurfaced and will include lowering the speed limit from 55 to 50 mph, helping with safer on and off access. Another area I continue to work on is Centerville

Road south of Birch Street to add wider shoulders and add safer pedestrian and bike activity. I continue to work with the Anoka County Transportation Department to make sure my district gets the attention it deserves.

Broadband: A lot of cities on the north end of Anoka County do not have good broadband service and when COVID hit and people had to work from home, this became a big problem. I was working with the city of Columbus and using COVID dollars that the county received from the federal government, we were able to allocate to them $150,000 of matching dollars (which means the city would have to also come up with $150,000) to help their broadband. This ended up being a program that the whole County Board liked so we expanded this program to help cities in all the seven districts in Anoka County.

Residents in the areas where this was a problem are very appreciative of this program.

We learn a lot about our community when there is change, and right now there is significant change. With COVID still rearing its ugly head in our community, we are finding out just who we really are.

Are we the parents forced to decide to live in separate homes while our medically fragile child continues to learn from home and their siblings learn IN school?

Are we the parents of a child who attempted to take their own life due to being overwhelmed by having to decide between their physical and mental health?

Are we the parents teaching our children to argue when a teacher asks them to be concerned for a peer who has a heart condition and needs help keeping that friend IN school, but also safe?

Are we the parent who stands up in a crowd of peers to scream at the school board because our child is fine and shouldn't have to worry about those "other" kids?

Our schools need to be able to implement the health and safety measures that were a benefit to the ENTIRE community last year. To teach children why their friends with medical differences should be IN school alongside them. To help children understand that a friend with an autoimmune condition must be protected, just as their friend with a food allergy must be protected.

We are at a crossroads in this community. As parents, we must help our children understand it is okay to change their minds as they learn new information. We can support each other with compassion, empathy and understanding.

We cannot support each other by pushing for a society where everyone is in it for themselves.

This community and the school district have been outstanding in the years past, and it is disappointing to see people disregard many of their own friends, neighbors and even their own family members with medical needs that are beyond their control.

We are better than this. We must take a closer look inside and find out who we really want to be in OUR community.

Wearing masks works

At the last Centennial School District board meeting, misinformation was spread by public commenters who are opposed to mask wearing in schools. COVID-19 doesn’t care what “side” of an issue you’re on, all it cares about is finding a willing host. It does that mainly by spreading through the air either as droplets (from a cough or a sneeze) or as an aerosol (tiny f loating particles).

Research has shown that the coronavirus can remain suspended as an aerosol for hours until it finds a host. The “close contact” rule instigated in the schools applies primarily to larger droplets, not aerosols. Imagine you’re in an enclosed room and someone is smoking.

Cigarette smoke is an aerosol. Can you smell it where you’re sitting? If you can, the aerosol is reaching you. Now imagine that aerosol contains coronavirus instead of cigarette smoke — you would be vulnerable to infection, especially from the highly transmissible Delta variant.

That’s why masks are important. They trap the droplets and particles that people breathe out, meaning there will be less virus in the air. They are one tool in our toolbox to prevent the spread of COVID-19. Good ventilation and air filters help, but well-fitting masks are the simplest, cheapest tool we can use to protect our children in school until they can be vaccinated, and to protect teachers and school personnel, too.

By the fourth week of the school year, Centennial School District had the highest percentage of COVID cases/school population out of nine local school districts, followed closely by Forest Lake. Those with mask

WEEKLY WAG mandates, such as Mounds View and Stillwater, had fewer cases of COVID. Wearing masks works! Fewer cases means less sickness, less chance of community spread, less quarantine, less disruption and more kids in school focusing on their education. Shame on the school board and the administration for not doing everything possible to keep our children safe while in their care.

Dean Goldberg is a candidate for Circle Pines City Council and deserves your vote on Nov. 2.

Dean, a neighbor of mine, has done an admirable job of representing us and he keeps residents informed about city happenings.

Dean has an interest in caring for our environment and worked with other council members to make Circle Pines a Green Step City, which is a recognition for cities to become more sustainable and energy-efficient that has led to cost savings for us.

I am excited to begin using the new organics recycling, which will be offered from Republic Services, the new garbage collector, which Dean supported. When the system initially began and there were some bumps, he worked to make sure the neighbors’ concerns were addressed.

Dean took on the challenge of promoting the 2020 Census by becoming the “Census Man” Superhero, which encouraged all Circle Pines residents to complete the census and make sure they were all counted. The census ties directly to local government aid, which provides us with property tax relief and additional funding for state aid roads. There are a number of school district programs that rely on funding based on census counts. These include ECFE, preschool, adult basic education and school-age child care. His work directly led to increased funding for these programs.

Dean is dedicated to making sure all residents are represented and is willing to listen to their issues and concerns. Please join me in voting for him on Nov. 2.

BUSINESS BRIEF Final approvals clear the way for Lyngblomsten at Lino Lakes

Lyngblomsten, a Minnesota senior services organization, will begin preparing its 20-acre site later this month for a senior living campus in Lino Lakes. This milestone marks the successful conclusion of a multiyear planning process involving input from a variety of stakeholders, multiple project revisions and a delay due to the pandemic.

The Lyngblomsten Board of Directors has given final approval to move forward with the $65 million project, and financing has closed.

Lyngblomsten’s campus in Lino Lakes will consist of 20 detached rental townhomes and a multilevel senior living building that will include 96 independent living apartments, 34 assisted living apartments, 17 memory care units and an array of amenities. A second phase will add a skilled nursing wing. A groundbreaking ceremony will be held later this fall.

Weis Builders, construction manager for the project, will begin preparing the site later this month. Construction of the townhomes (led by Dane Allen Homes) will begin in April 2022; completion is anticipated in August. The main building is tentatively scheduled for completion May 2023.

Football: Minnetonka scuttles Cougars 31-7

A rugged, talented Minnetonka team tumbled Centennial 31-7 on Friday night at home, ending Centennial’s four-game win streak that included wins over two top-five teams. Minnetonka is 6-1 and Centennial 4-3.

“They were more physical than we were,” said coach Mike Diggins about the Skippers, quite a compliment because the Cougars are known for ruggedness themselves. “They beat us in every aspect, offense, defense, special teams. They are very talented, and they have 15 juniors, and their sophomores are unbeaten. So they should be really good next year, too.”

Skipper quarterback Will Martin threw four touchdown passes. Three of them went to tight end Joey Gendreau and one to wideout Casey Miller. Martin was 14-for-22 for 134 yards and one interception (by Lance Nielsen). Keagan Zabilla hit a 30-yard field goal.

Two Skipper touchdowns were set up by Cougar touchdowns inside their own 30.

Down 17-0, Cougars got on the board with Daylen Cummings hitting tight end Chase Granzow downfield for a 65-yard touchdown late in the second quarter. That was the Cougars’ only time across midfield.

Minnetonka limited the Cougars to 121 yards from scrimmage. Cummings was 7-for-17 for 77 yards, most of that on one completion. The Cougars netted 50 yards in 21 ground plays. Rushing leader Lance Liu was held to 14 in eight totes.

Centennial will close the regular season hosting Woodbury (6-1) on Wednesday.

COUGAR SPORTS BREIFS Swimming: Cougars 4th in true-team section; lose to Elks

The Centennial Cougars won two of four matches at Apple Valley’s October Classic tournament and finished the regular season with a 14-10 record. On Friday, Zumbrota-Mazeppa beat the Cougars 25-16, 19-25, 15-12, and Legacy Christian beat them 26-24, 25-16. On Saturday, the Cougars topped Winona 25-16, 25-10, and Apple Valley 25-13, 25-18.

In a busy week, the Cougars won their conference finale over Osseo 25-22, 25-11, 19-25, 25-12 on Wednesday, and St. Michael-Albertville beat them 25-11, 25-15, 25-18 on Tuesday. Against Osseo, eighthgrader Elena Hoecke made 15 kills on 20 attempts. The Cougars finished 3-5 on the Northwest Suburban, tying for eighth place among 14 teams. Rogers (10-0) was champion. The Cougars will start Section 7AAAA play Oct. 28.

Brooklyn Bordson, senior midfielder, is sparkplug on the Centennial soccer team that’s 16-1 heading into the section finals. Bordson scored four of the Cougars 15 goals in two section wins last week. A third-year starter, she has 12 goals for the season and 18 in her career. Bordson’s skills in both winning and moving the ball are key factors both offensively and defensively on a No. 2 ranked team that’s outscored opponents 78-5.

Girls soccer: Centennial roll into 7AAA finals vs. Andover

The top-seeded Centennial Cougars cruised into the Section 7AAA championship match with conquests of Cambridge-Isanti 11-0 and Duluth East 4-0 last Tuesday and Thursday, both at home.

The Cougars, 16-1 and ranked No. 2 in the state, will duel second-seeded Andover (12-6) at home Tuesday, 7 p.m., seeking their ninth section title and third in a row.

Against Cambridge-Isanti (0-103), the goals came from Brooklyn Bordson (three), Tatum Trettel (two), Lauren Ahles, McKenna Monson, Sarah Strating and Addison Van Zee. Ahles and Trettel each made three assists.

Finding the net against Duluth East (10-7-1) were Sydney Kubes, Strating, Ally Hamski and Bordson. Ahles made two assists and Strating and Marisa Frost one each. The Cougars permitted just one shot on goal, posting their 11th shutout and fifth in the last six games.

The victor Tuesday advances to the state tournament. First-round games will be played between Oct. 26 and 28.

The Cougars nipped Coon Rapids 1-0 in the semifinals Thursday evening, avenging a 2-1 conference loss to the Cardinals (8-8). Aidan Dockendorf, junior midfielder, delivered the lone goal, assisted by Horoom Bula, in the first half. With goalkeeper Isaac Verke making 10 saves, the Cougars

posted their 10th shutout.

Centennial got past Forest Lake 3-0, with goals by Alvaro Galopa, Cal Babiash and Aidan Dockendorf, in the first round, Tuesday, Oct. 12. Forest Lake finished 1-16.

Cross country: Cougar girls 3rd among 14 in conference

The Centennial Cougars placed third among 14 teams in the Northwest Suburban Conference meet Wednesday at Elk River Golf Club.

Maple Grove was champion with 49 points, followed by Blaine 80, Centennial 93, Anoka 95 and Andover 104 in the top five.

Kylie Nelson, a freshman, led the Cougars, placing ninth (20:33), followed by seventh-grader Abby Smith in 14th (20:44), sophomore Abby Wood in 23rd (21:16), sophomore Julia Zalewski in 24th (21:17) and senior Tatum Leibke in 27th (21:31).

Nelson led the Cougars’ pack for the first time.

“Her performance certainly helped us get such a high standing,” coach Ryan Evans said, “but all of our girls came ready to go and had great races.”

The Cougars’ first five made allconference by finishing in the top 28. Getting honorable mentions (29th through 42) were junior Emilia Lauinger (30th place), junior Emma Magnuson (32nd) and senior Gracie Stoks (36th).

Anoka County Children and Family Council to address adverse childhood experiences The Anoka County Children and Family Council (ACCFC) will host two virtual Community Conversations Oct. 27 to identify strengths and challenges impacting children and families. The discussions will help discover ways community members might work together in 2022 and beyond to address adverse childhood experiences (ACEs).

Two conversation sessions will offer the same agenda. Anyone interested in building a more resilient community where kids and adults can thrive is encouraged to participate in a session.

Staff from FamilyWise will present information on building resilient communities. Virtual breakout rooms will allow small group discussions on what participants are experiencing in their community.

It’s an opportunity to positively impact the future, according to Jerry Pederson, ACCFC co-chair and director of Anoka County Community Social Service and Behavioral Health.

“Some time will be devoted to sharing the science behind adverse childhood experiences to set the stage,” Pederson said. “The goal of the two conversations is to hear what people are experiencing and to begin dialoguing.”

Adverse childhood experiences are potentially traumatic events that occur in childhood (0-17 years), including: experiencing violence, abuse or neglect; witnessing violence in the home or community; or having a family member attempt or die by suicide. Also included are aspects of the child’s environment that can undermine their sense of safety, stability and bonding, such as growing up in a household with substance use problems, mental health problems or instability due to parental separation or household members being in jail or prison.

According to the Centers for Disease Control and Prevention, ACEs are linked to chronic health problems, mental illness and substance use problems in adulthood. ACEs can also negatively impact education, job opportunities and earning potential. However, ACEs can be prevented.

ACCFC emphasizes a strengthbased approach, according to Laura Seifert-Hertling, ACCFC co-chair.

“Since 1994, the Anoka County Children and Family Council has been all about collaboration to build on what’s working and address what can be improved,” she said.

This work is being led by the ACCFC, whose members include Anoka County, Anoka County Community Action Program,

nonprofits (Alexandra House, Emma B. Howe YMCA, Lee Carlson Center, Lord of Life Lutheran Church, Neighborhood HealthSource – North Metro Clinic, and The Enitan Story), parent representatives and seven school districts (AnokaHennepin, Centennial, Columbia Heights, Forest Lake, Fridley, Spring Lake Park and St. Francis).

Other community service providers also attend and participate in meetings.

The Community Conversations are part of a process outlined by the Minnesota Department of Human Services to help the ACCFC partner with individuals and agencies to prevent adverse childhood and community experiences, to heal and to build community resilience. Individual interviews also are occurring with a variety of people to gather insights about struggles children and families face in the county, observations about community strengths and suggestions for improvements.

Information gleaned through interviews and the Community Conversations will be reviewed alongside other local data to create a plan for preventing or reducing adverse childhood and community experiences, to be implemented in 2022 and beyond.

CIRCLE PINES CITY COUNCIL SNIPPETS • A reminder to residents that early voting is now available at City Hall during business hours. • Council Member Dean Goldberg encourages residents to learn more about homelessness and take advantage of a free webinar series being offered through the Joint Religious Legislative Coalition about homelessness and what people can do to help. Visit https://jrlc.org to register.

• Citywide leaf pickup will take place Saturday, Oct. 23.

• Plans and specifications will be prepared for the 2022 street and utility improvement project. The project is proposed to include Stardust Boulevard, Twinkle Terrace, Galaxy Drive and Twilite Terrace. Improvements will include full street reconstruction and drainage improvements as well as gas main, water main and sanitary sewer replacement. The project is estimated to cost $5.67 million, of which $617,000 will come from assessments from benefiting property owners.

Each property will be assessed a flat fee of $4,900 for the street reconstruction. The city will fund 100% of the utility improvement costs.

The council held a public hearing Oct. 12 and there was no public comment. The council is expected to receive bids in January and award a construction contract in March. Construction would then begin in late May or early June, with substantial completion expected in October 2022.

• Approximately 77 property owners will be assessed $48,880 for delinquent utility accounts.

City Administrator Patrick Antonen explained that every year, the city has to hold a public hearing and pass a resolution certifying the delinquent utility accounts to the county to be placed on property taxes.

Each year, Antonen said the city’s delinquent utilities come in around $40,000, but this year it was a bit higher. (When the list was first created,

it included 116 properties for $68,083. “It was a longer list than usual, but we have tried to set up payment plans with as many people as possible.

We have really tried to bend over backward to help people. Some people are struggling with job losses due to COVID,” he said.

A common reason for an account falling behind, Antonen said, is when residents have their account on auto-pay and the credit card on file expires.

Residents have until the end of the month to get payments in before the list is certified to the county.

• Two properties will be assessed $2,000 each for tree removals. Antonen explained that typically the delinquent city accounts list is for homeowners who have fallen behind in mowing, but this year, the list only includes residents who chose to have tree removals assessed rather than paying the cost up front. The assessments will be spread out over a year (on taxes) with a 6% interest rate.

• Twelve parcels will be assessed $109,658 for the 2020 partial street reconstruction project. Antonen explained that due to an error, commercial and tax-exempt properties’ assessments were delayed one year. The residential parcels have already been assessed.

The project included Civic Heights Drive (West of Shady Way to Pine Drive), Pine Drive (from Lake Drive to South Drive), Shepherd Court and Civic Heights Circle. The project cost was $441,000, of which $176,850 came from assessments. The assessment rate for commercial properties is $46.80 per accessible front foot.

Properties can either pay the full assessment amount or part of it without interest by Nov. 15; otherwise, the assessment will be added to property taxes for a 10-year period with interest.

The council held a public hearing Oct. 12 and there was no public comment.

• Beginning Jan. 1, 2022, the city will have an updated joint powers agreement (JPA) with Anoka County for election equipment and expenses. The

city has a longstanding JPA with the county to manage replacement of voting equipment and ongoing election costs. The agreement provides for equitable distribution of costs between the county, cities and school districts. Antonen explained the county covers 55% of the costs, whereas cities cover 30% and the schools 15%.

The Anoka County Board of Commissioners recently approved an updated JPA, which includes minor changes relating to dates, removal of hospital districts and allocation of absentee ballot mailing costs. The JPA is a four-year agreement.

• The city has approved its yearly residential recycling agreement with Anoka County, which will allows the city to access funding from the state that is passed on to the county. The Select Committee on Recycling and the Environment (SCORE) funds are used to encourage and improve recycling. Antonen explained that the funds the city receives help pay for the city’s recycling days and coupon incentives that are placed in the city newsletter. They will also help subsidize the city’s new organics recycling program, which will kick off Jan. 1, 2022.

The next City Council meeting will be at 7 p.m.

Cougar divers: Team within a team is strong again Diving is not all soaring, spinning and showing off.

Sometimes it’s smacking, too. As in, your bare foot against the board.

“I love the free-falling feeling in the air — unless, of course, that means I’m going to smack,” quips Kate Woelfel, current leader of Centennial’s perennially strong diving group.

“I’ve hit the board my fair share of times. We have all definitely had some wonderful smacks over the years.

The team honestly finds it funny when someone smacks.”

That’s a risk you take to be a diver but there are so many plusses if you’re brave and coordinated enough to be one. At practice, they just dive. There’s no calisthenics, no endless back and forth in the pool, no staring at the black line below you.

“We don’t do any of that.

Diving is fun,” said Rylie McCullough, senior diver and co-captain.

They’re like a team within a team. “We are a pretty close group,” said Woelfel.

“It’s seriously awesome to have a group of people that understand you better than you understand yourself.”

And propelling through the air can be intoxicating, as gymnasts, pole vaulters and trampolinists also know. McCulloch, in fact, competes with a trampoline club, a form of gymnastics, the rest of the year. “Diving was an easy transition for me,” said McCulloch.

Woelfel has placed first and McCulloch second in all six dual meets and they finished 2-3 at true-team sectionals. Sophomore Mia Bjerketvedt and junior Maddie Haider have also placed consistently, giving the Cougars a consistent source of points.

Beth Manson has coached the Centennial divers for 11 years. (Head coach Pete Crawford handles the swimmers.) Manson also operates ABC Diving Club with the Anoka and Blaine diving coaches. She teaches math in the Robbinsdale district.

“We’ve always had good divers,” Manson said. “We’ve had divers in the state meet, I’d say ten or more times.

Five or six times in my years coaching.”

Manson was an upand-coming Cougar diver herself until she had one of those “smacks,” which in her case was serious, causing a fractured foot, her junior year. Then she was in a car accident her senior year, and had surgery for a leg condition as a freshman in college, causing her to give up diving for good.

About that time, she took up coaching, after being asked to help at a camp.

One of her diving teammates was Stacy Truman, a 2001 graduate who has held the Cougar records for over two decades — 250.50 for six dives and 435.50 for 11 dives.

Truman was an all-stater and dived for the Minnesota Gophers.

Woelfel, just a freshman in her third varsity season, is the most promising Cougar diver since Truman.

A state qualifier last year in eighth grade, she scored her personal-best 235.35 last week. Truman’s records are among her goals. “We’re close but still got a little bit to go,” she said about the sixdive record. “I’m about 15 points off.”

Woelfel’s best dives are a forward double “somie” (somersault) pike, forward 2 1/2 somie tuck, and inward 1 1/2 somie tuck. “Kate has no fear,” said Manson, who

has coached her since fifth grade. “She has great power and control that allows her to get awesome height which is needed for diving.”

McCulloch, drawing on her trampoline background, favors twisty dives. Her best are a forward double somie tuck, forward somie with two twists, and back somie 1 1/2 twist. Bjerketvedt also favors twisting dives.

Haider’s best dives are her inwards; her 1 1/2 somie tuck at true-team sectionals was especially sharp.

Manson has a relatively small group of five this

year. “We’ve had as many as 11,” she said. Maddie Haider, a junior, has also placed in a meet. The fifth diver is Natasha Timko, a seventh-grade prospect on the JV. Woelfel, a year-round diver, summarized, “Diving is such a mental sport, and some days I feel like that makes me a stronger person, and some days all I want to do is cry. But every time I ask myself if I want to quit, the answer is always no, because diving has become such an important part of my life.”

Lino Lakes cyclist hopes to help needy with medical supplies

Ryan Sellner, an avid cyclist from Lino Lakes, is a busy young man.

In addition to his classes, the freshman at the University of Arkansas makes time for a humanitarian activity. Ryan, the son of Steve and Lisa Sellner, is a 2021 graduate of Centennial High School and a veteran of some prestigious cycling events.

However, this endeavor isn’t a race: the goal is to raise money for the Democratic Republic of the Congo, which is sorely in need of medical supplies.

Here’s how the enthusiastic Sellner explains it: “Did you know that many people in DR Congo have to travel over 50 km (that's 31 miles) on a bicycle to get to a hospital ... and (do it) while sick or injured? And what's even harder to believe is that when they arrive at the hospital, limited resources often prevent a person from getting better. But I'm excited there's a way I can use my bike to help.”

What is the plan?

He is participating in the 2021 Biking for Congo Challenge, hosted by the Paul Carlson Partnership, an organization that invests in local efforts in medical and economic development in places of deep poverty.

“I am excited to support health care in DR Congo so families can have access to clean water in remote villages, regular medicines and supplies, trained health care workers and support for those who can't afford medical care,” Sellner wrote in an email.

He will ride 1,500 kilometers during October and is looking for sponsors.

His goal is to find 20 sponsors who will donate 2 cents for every kilometer he rides. For that lengthy goal of 962 miles, the donation would be $30.

But he encourages donations of any amount and has set a modest goal.

“My goal is to raise a total of $600 to go toward the $50,000 goal,” he said.

Ryan followed the lead of his father in getting introduced to cycling.

Now, eight years later, he’s a veteran of races and serves as the captain of the road bike team at Arkansas.

His past experiences came as part of the Minnesota High School Cycling Association and NorthStar Development Team.

“He's dedicated to training,” his mother, Lisa, said. She noted that he has ridden more than 6,000 miles so far in 2021. “He's also really interested in endurance racing, resulting in his major of exercise science and plan for med school.”

Ryan added, “That’s one path, or get a Ph.D. in exercise science or kinesiology.”

Ryan said he makes time for “intense workouts” on the bike, both in and out of the gym. And no matter what develops, he plans to keep racing, perhaps next in gravel races.

But this month he’s thinking of the people in DR Congo.

“I just think it’s trying to help poorer countries,” he said. “Will you consider donating toward my ride?

I know we can make a difference together.”

Lisa agrees. “I’m always amazed at his dedication and determination,” she said. “I'm glad that he can apply that passion to a great cause like fundraising for ‘Biking for Congo.’

I have faith that he'll surpass this worthy goal too.”

4 CITIES: Redevelopment opportunities florish in the Quad area Going forward, Statz said the city’s downtown area will continue to be a focus. The city has had a lot of interest in redevelopment opportunities in the downtown district — everything from a brew pub to a 200-unit apartment building.

Statz added there is a big demand for multiunit housing right now.

“Our City Council did vote one (apartment proposal) down based on the zoning. It was not zoned for apartment use and they wanted to keep the commercial space that we have available,” Statz explained. “Centerville is bounded by Lino Lakes on all sides, and we cannot annex any more property. We have no room to grow, so the commercial space that is available is all we have left.” Statz said the city has about 20 acres of commercial space, 50 acres of industrial space and 100 acres of residential space available.

The council has a purchase agreement in place with Centra Homes for 26 row-style homes on the west side of Centerville Road between Sorel and Heritage Streets. “We are hoping this can be a catalyst for further development downtown for that high-density, mixed-use type of environment that we are looking for,” he said.

Over the years, the city’s Economic Development Authority has acquired some pieces of land, most of them about 1/2 acre in size, that are available to businesses. Depending on the value brought to the city, Statz said the purchase price can be negotiable.

The council is also exploring the idea of adding a junior council member to serve a one-year term. The junior member, who would likely be a high school student or college student, would participate in council discussion but not have voting power.

Circle Pines

City Administrator Patrick Antonen explained that the city of Circle Pines is different from the other Quad cities in that it is mostly built out.

“We don’t have 50 acres of developable lots left,” he said. “We are a fully developed city. There is about one or two lots in town that could still be developed into some residential properties but, more or less, we are 99.9% developed.”

The city of Circle Pines is therefore in redevelopment mode. The one property that City Hall receives the most inquiries about is what used to be known as The Down Under, below the city’s water tower and by the public works facility. The building was demolished in April 2019 after sitting vacant for nearly 10 years.

Antonen explained that the building used to be the municipal liquor store and bar before it was sold to a private party in 1975. After the owners passed away, the building was passed down to their children.

“It's been in a state of disrepair for the last decade. We got them to tear it down and we were hopeful that they were going to get on the horse and build a new building … They had these grand plans for a music café, then a high-end sports bar, but neither of those things have come to fruition,” Antonen explained. “We are still battling with the owners to clean up the site. We would really like to see them develop it or get rid of it to someone that will develop it.”

A main focus for the city in the near future will be to revamp its strip malls. Antonen explained that the strip mall off of Lake Drive and Lexington Avenue (where the DMV is) is now the city’s oldest building. Over the next couple of years, the city hopes to partner with the strip mall owners to help them refresh their facades.

“We want to see what we can do to help them and see how we can get those to be good, nice-looking buildings that add to our tax base,” he said.

The city also continues to focus on its parks and trails. “We are going to have an increased focus on that because that's one of the nice things about living in Circle Pines; you are either on the lake, on a trail or on a park … We are going to add some increased attention to the parks and do a nice little refresh there.”

The city will also complete its last street project next year in its 14-year plan. After that, the city will go into maintenance mode, rather than complete reconstruction. The city also continues to see opportunities for its gas utility through development in Blaine and Lino Lakes.

Perhaps thanks to Census Man (see “Circle Pines celebrates census victory” Sept. 7), the community also reached its goal of being counted as a city of 5,000 or more people in the 2020 Census. One of the main benefits is that the city will continue to receive funding for its state aid roadways.

Lexington

City Administrator Bill Petracek explained that the city’s main focus continues to be facilitating the development of multiunit housing.

The 182-unit affordable housing apartment complex Landings of Lexington is completely full. The project redeveloped the Lovell building site. “We got some of the glitches worked out, but it seems to be very successful at this point,” Petracek said.

Construction of the second phase of Ephesians is currently underway on DuWayne Avenue. The market-rate housing project will have 39 units.

(The first phase included 89 units.) “That’s a nice redevelopment project that tore down some apartments in our community that were really an eyesore, a blighted area, so that was a nice boost to the community to have those three buildings (Lexington Lakes Apartments) torn down,” Petracek said.

Norhart continues to build out Lexington Lofts behind Festival Foods. Petracek explained that phase one is done, the second phase is under construction, and the third phase will likely not happen for another year or two. When complete, there will be 355 units.

A main focus for the city continues to be the Lake Drive corridor, which currently has quite a few empty buildings. “We are really trying to change the look of Lake Drive to some degree.

We are trying to give it a facelift and so the Planning Commission and City Council are really particular about the type of businesses they want to allow on Lake Drive, so that's part of the reason why you are seeing some of these buildings stay empty,” Petracek explained.

“We have had a lot of people calling and asking about the zoning, and unfortunately some of these buildings don't fit our zoning regulations and what is allowed. We don't want businesses to just come in and take over a building, put a little lipstick on it and call it good; we want people to really come into our community and invest in our community.”

It will take some time, but in the end, Petracek Lake Drive will have a “cleaner” look, he said.

The city continues to make investments in Memorial Park, and recently made sign and parking lot upgrades.

Petracek guesses that in 20-30 years, areas along I-35W and Lexington Avenue are going to look very different. “You are going to see a lot of redevelopment in that area. The challenge is the metro area is in desperate need of affordable

Community Development Director Michael Grochala said the city of Lino Lakes has “a little bit of everything” going on right now.

The Birch Street project is now complete. “The roundabouts have been well received since that road has opened back up,” he said. “It's always a little bit scary with change, and there was a lot of concern going into that, but from what I've seen, it's working really well for the school as well as the residents.”

The city continues to plan for new business off of Otter Lake Road. “That’s still a couple years out, but we are doing some of the initial planning for that,” Grochala said.

The council continues to look at possible partnerships for the reopening of the former YMCA building as a recreation center. Best-case scenario, the facility would open to the public in April 2022, Grochala said.

“We do see that as a huge asset for the community and want to keep that opened up.

We are looking at the opportunities to maybe take a different viewpoint on how that facility is used,” Grochala said. “We recognize that out the back door is Rice Creek Chain of Lakes Regional Park, something that we think sometimes gets overlooked and maybe underutilized.”

Watermark, the city’s largest residential development to date, continues to be built out along I-35E. When complete, it will add more than 800 homes to the city.

What Grochala described as a “legacy project” is now underway: the redevelopment of the corner at Hodgson Road/County Road J. “I’ve been working on this project for 20 years,” he said. Developer Lyngblomsten will build a 200unit senior community.

“We have actually been able to piggyback off of some of the improvements Lyngblomsten was planning to do and incorporate that into a larger project with our partners, the city of Shoreview, Anoka County and Ramsey County,” Grochala explained. “This is a project pulling in four different entities into roadway improvements, sewer and water improvements, to service that site. It’s been quite an interesting process, but we've got the right developer involved to make that a reality, and so we're hoping to really transform our southern gateway into the community. It will look quite a bit different down there over the next 12 to 18 months.”

One thing the city’s Economic Advisory Committee plans to focus on going forward is its outreach to the business community, which has suffered during the pandemic. “Our business retention and expansion program really took a step back,” Grochala said. “We have kind of lost contact out there on a personal basis, so that's kind of leading the charge going into 2022, is to re-establish that.”

The committee also continues to focus on development along the I-35E corridor, specifically the technology corridor, in hopes of attracting data centers, software companies, engineering firms, medical and health care firms, and finance and commerce companies.

HALLOWEEN DISPLAY: One-man show has family-friendly theme FROM PAGE 1

As part of the display, Pederson is collecting Halloween costumes to donate to local women’s shelters to give to kids in need. This year’s donation box is located near the driveway by the beloved Oogie Boogie in the 3000 block of Flowerfield Road in Circle Pines.

In the past, he’s collected a dozen to two dozen costumes for local shelters. He first got the idea from a friend, who used to construct his own Halloween display in Cottage Grove that included a charitable donation of kids’ costumes.

Pederson’s display is truly a one-man show, as he does all of the planning and setup. Sometimes he asks for his parents' help, but he admits he likes to do things his way.

This year Pederson ran into some delays, but the display is now up and ready to delight fellow Halloween lovers.

As part of the display, Pederson is collecting Halloween costumes to donate to local women’s shelters to give to kids in need. This year’s donation box is located near the driveway by the beloved Oogie Boogie in the 3000 block of Flowerfield Road in Circle Pines.

Cross country: Centennial boys are NWSC champions

Showing exceptional depth, the Centennial boys cross country team captured the Northwest Suburban Conference championship in a close meet Wednesday at Elk River Golf Club.

Led by Jonathan Pattie in fourth place and Charlie Bolkcom in 10th, Centennial scored 74 points, edging second-place Andover (80) with Maple Grove third (91) among 14 teams.

This was Centennial’s first conference crown since 2013. It was their second meet win in seven outings this year; they also won a Cambridge-Isanti invitational.

“Our boys were going into the meet with the expectation to win. We knew Andover would put up a fight, but that if we performed to our capabilities we would win,” said Ryan Evans, first-year coach and a Cougar alum.

“So there weren’t really any surprises that put us over the top necessarily, but we did not expect to have four all-conference honorable mentions in addition to our five all-conference guys. That was really cool to

notiCe of SPeCiAl ASSeSSMent HeArinG WeeD ABAteMent Notice is hereby given that the City Council will meet at 6:30 p.m. on november 8, 2021 at Lino Lakes City Hall, 600 Town Center Parkway, Lino Lakes, Minnesota 55014 to consider, and possibly adopt, the proposed assessment against the following property described as: Property Tax ID: 30-31-22-24-0024 for expenses incurred by the City to abate weed and grass nuisances found on the property. The total amount of the proposed assessments is $198.75.

Adoption by the Council of the proposed assessments may occur at the hearing. the amount to be specially assessed against your particular lot, piece, or parcel of land is $198.75. Such assessment is proposed to be payable in a single installment to be payable on or before the first Monday in January 2022, and will bear interest at the rate of 8 percent per annum from the date of the adoption of the assessment resolution. To the first installment shall be added interest on the entire assessment from the date of the assessment resolution until December 31, 2022. To each subsequent installment when due shall be added interest for one year on all unpaid installments.

The property owner may at any time prior to certification of the assessment to the county auditor, pay the entire assessment on such property, with interest accrued to the date of payment, to the City. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. The property owner may at any time thereafter, pay to the City the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. If the property owner decides not to prepay the assessment before the date given above the rate of interest that will apply is 8 percent per year. The right to partially prepay the assessment according to City Code Section 303.11 is available.

The proposed assessment roll is on file for public inspection at the City Clerk’s office. Written or oral objections will be considered at the meeting.

No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The Council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.

Under Minn. Stat. §§ 435.193 to 435.195 and City Code Section 303.10, the Council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law and City Code all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law and City Code may, within 30 days of the confirmation of the assessment, apply to the City Clerk for the prescribed form for such deferral of payment of this special assessment on his/her property.

An owner may appeal an assessment to district court pursuant to Minn.

Stat. § 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to a possible structure fire in the 500 block of Hawthorn Road Oct. 5. The officers arrived with the fire division and determined there was no fire.

• An officer stopped a vehicle in the 7500 block of Lake Drive Oct. 5 for suspicious activity and because the driver didn’t have a valid driver’s license. The driver was cited for driving after suspension and possession of drug paraphernalia.

• An officer took a report of a gas theft in the 7000 block of 21st Avenue S. Oct. 5. The case is being investigated.

• An officer responded to a property damage crash involving two vehicles near the intersection of Ware Road and/ Birch Street Oct. 5. The officer documented the incident and one driver was cited for a moving violation.

• An officer was conducting a follow-up in the 7800 block of Lake Drive Oct. 5 when a new report was made regarding damage to property.

• Officers responded to a multiple motor vehicle property damage crash in the 700 block of Main Street Oct. 5. One of the vehicles fled the scene.

Officers documented the crash and completed a state crash report. The case is under investigation.

• Officers assisted another police department in obtaining information on a possible victim in the 1900 block of Birch Street Oct. 5. It was determined they do not live in Lino and officer was dispatched to take a theft report in the 7600 block of Appaloosa Lane Oct. 5. The investigation is ongoing.

• Officers responded to a complaint of shots heard in the 6400 block of Totem Trail Oct. 5. The area was checked and no problems were found.

• An officer responded to assist another agency with a pursuit that entered Lino Lakes on I-35W near Main Street Oct. 5. The officer deployed stop sticks, which the vehicle hit. The pursuit eventually ended later in another city.

• An officer responded to a public assist involving a motor vehicle in the 7500 block of Lake Drive Oct. 5. The officer assisted and there were no further problems. An officer stopped two suspicious vehicles on the 600 block of Town Center Parkway Oct. 6. The officer determined there were no apparent problems. An officer was dispatched to a report regarding a tipped portable toilet on the 7800 block of Lake Drive Oct. 6. The property owner was advised and said they were was going to address the problem.

• An officer responded to a theft from a motor vehicle report in the 6500 block of West Shadow Lake Drive Oct. 6. The officer documented the information.

• An officer responded to a local business for a property damage hit-and-run involving two vehicles in the 6400 block of Lakota Trail Oct. 6. The officer documented the incident and is investigating.

• Officers responded to a local business for a reported stolen vehicle in the 6000 block of Hodgson Road Oct. 6. The case is being investigated.

• An officer responded to a residence for an animal complaint in the 7200 block of Stage Coach Trail Oct. 6. The officer did not locate the animal. The officer provided advice to the caller regarding the complaint.

• Officers responded to a service request at a gas station for a drive-off in the 7000 block of 21st Avenue S. Oct. 6. The driver later contacted the business and paid for the fuel. There were no additional problems.

• An officer responded to a residential neighborhood for a report of a suspicious vehicle near Watermark Way and Johanna Circle Oct. 6. The officer checked the area and did not locate the vehicle.

• Officers responded to a disturbance at a residence in the 6600 block of Tele Lane Oct. 6. Officers trespassed one adult female from the location.

There were no further problems.

• An officer responded to a CO alarm sounding in the 6700 block of West Shadow Lake Drive Oct. 7.

The officer determined it was a faulty detector.

• A school resource officer responded to a 911 hangup on the 300 block of Elm Street Oct. 7. The call was determined to be accidental, and there were no other problems found.

• A community service officer responded to a phone call request about parking ordinances in the 800 block of Oak Lane Oct. 7. The caller was advised of current city ordinances.

• An officer was requested to assist another agency with a traffic stop in the 2100 block of 80th Street Oct. 7. The officer responded and stood by until the

situation was under control.

• An officer responded to a possible burglary in progress of a newly constructed home in the 7200 block of Watermark Way Oct. 7. Upon investigation, the officer learned it was a tile installer working late.

• An officer responded to a suspicious activity report on the roadway on the 6200 block of Otter Lake Road Oct. 7. Officers determined there were no problems.

• Officers responded to a local neighborhood for an extra patrol request in the 100 block of Red Clover Lane Oct. 8. Officers found nothing wrong in the area.

• An officer responded to a report of an abandoned vehicle on the 400 block of Elm Street Oct. 8. The officer attempted to contact the registered owner and advised the reporting party how to proceed.

• An officer responded to a phone call regarding drug-related questions in the 300 block of Sioux Lookout Oct. 8. The officer advised the party of different options.

• An officer was dispatched to an apartment complex in the 700 block of Town Center Parkway Oct. 8 on a report of a hit-and-run property damage accident in the parking lot. The incident was photographed and documented.

• An officer responded to a theft report in the 7000 block of 21st Avenue Oct. 8. The officer documented the information. An officer responded to a 911 open line on the 6800 block of 21st Avenue South Oct. 8. The officer determined there were no apparent issues.

• An officer responded to a barking dog disruption in the 6600 block of Blue Heron Drive Oct. 8. The officer checked the area but was unable to locate the disruption.

• An officer responded to a local neighborhood on the report of a driving complaint in the 6800 block of East Shadow Lake Drive Oct. 8. The vehicle in question was gone prior to arrival of officers.

• Officers responded to a traffic crash in the 6800 block of Otter Lake Road Oct. 9. Officers investigated the incident and arrested the driver for driving while intoxicated.

• An officer responded to a damage to property report in the 6600 block of Wild Turkey Trail Oct. 9. The officer documented the information.

An adult female was charged with fourth-degree DWI. • An officer responded to a loud party causing disruption in the 6700 block of Black Duck Drive Oct. 9. The officer made contact and requested they turn down the music and close the windows, which they did.

• An officer conducted a traffic stop ion the 7100 block of Lake Drive Oct. 10 for a driving violation.

An underage passenger of the vehicle was found to be intoxicated, and was cited for the offense.

• Officers responded to juveniles being loud in a park late at night in the 7600 block of Mustang Lane Oct. 10. Officers located an abandoned bicycle and backpack, but no juveniles were found.

• An officer responded to a neighboring agency’s search for a robbery suspect in the 3400 block of Lake Drive NE Oct 10. No suspect was located.

• An officer responded to a complaint regarding a political sign ion the 8000 block of Lake Drive Oct 10. The caller was advised the sign constitutes free speech.

• An officer was dispatched to a report of a dog at large in a neighborhood on the 6300 block of White Owl Drive Oct. 10. The dog was not located.

• An officer took a fraud report in the 500 block of Arrowhead Drive Oct. 10. The victim was given tips to safeguard themselves in the future.

• While on patrol, officers located a portable toilet that was tipped over on the 7800 block of Lake Drive Oct. 11. The property owner was advised and was going to correct the problem.

• An officer stopped a vehicle for speeding in the 7000 block of 20th Avenue S. Oct. 11. The adult male driver was cited for possession of drug paraphernalia.

• Officers responded to the area of Sunset Avenue and Apollo Drive for a male who crashed a golf cart on Sunset Avenue/Apollo Drive and fled on foot Oct. 11. The suspect was apprehended a short time later after arrival, and was charged with several crimes, including DWI. • Officers responded to a radio call about a dog that could be heard locked in a storage unit in the 400 block of Park Court Oct. 11. Officers arrived and located the dog’s owner and found the dog was fine.

• An officer checked the area on a report of shots fired in the area of Hodgson Road and Rohavic Lane Oct. 11. The officer was unable to locate a source of the noise or evidence that shots were fired.

The Centennial Lakes Police Department reported the following incidents: • Police responded to a vandalism incident in the 1800 block of Fox Run in Centerville Oct. 6.

There are no suspects at this time. Extra patrol is requested.

• Officers were requested to assist on a warrant attempt in the 3800 block of Liberty Lane in Lexington Oct 6. A male was subsequently arrested.

• An officer was driving in the 1700 block of Main Street in Centerville when a squad car was damaged Oct. 6.

• Police received a delayed assault/theft report in the 8900 block of Syndicate Avenue in Lexington Oct. 7.

• A theft was reported in the 30 block of Central Street in Circle Pines Oct. 7.

• A theft was reported in the 4100 block of Lovell Road in Lexington Oct. 7.

• Officers were dispatched to a theft report in the 3800 block of Liberty Lane in Lexington Oct. 7.

• An officer was dispatched to the 100 block of Canterbury Road in Circle Pines regarding a theft Oct. 7.

• Officers were dispatched to the 7000 block of Centerville Road on a report of a disorderly male Oct. 8. Officers made contact with the male, who returned home. The business requested that he be trespassed from the premises, and officers issued a trespass notice.

• An officer observed a suspicious vehicle in the 10 block of West Golden Lake Road in Circle Pines Oct. 8. The officer made contact and determined there were no issues. Officers remained on the scene until parents arrived.

• Officers responded to the 4100 block of Lovell Road in Lexington on suspicious activity in progress Oct. 9. Upon their arrival, the male suspect had left the area.

• Officer were dispatched to the 8900 block of Syndicate Avenue in Lexington on a harassment report Oct. 9. Officers provided resources to the complainant.

• A suspicious phone call was made to the Boulevard Bar & Grill in the 3800 block of Restwood Road in Lexington Oct. 9. Police investigated and didn’t find any problems.

• Police fielded an animal complaint on Circle Drive in Circle Pines on Oct. 10.

• Police responded to a crash in Centerville on 20th Avenue and Main Street Oct. 10.

• A squad sustained a flat tire in the 1800 block of Main Street in Centerville Oct. 11.

• An officer was dispatched to a dumping complaint in the 8800 block of South Highway Drive in Lexington Oct. 11. Extra patrol was requested.

• An officer observed a traffic violation near the intersection of Lexington Avenue and Lake Drive Oct. 11. Citations were issued.
