When Lino Lakes resident Lori Hoffman went in for her routine physical exam at the age of 41 in October 2013, she had no idea something

was wrong.

“They just called and said there were some spots that needed to be checked, so I wasn't that nervous at fi rst. It wasn't until they proceeded to tell me I need biopsies and a different kind

of mammogram that I started to get something was wrong. It was very nerve-racking, because it took several days,” Hoffman said. “Once they called me back for the biopsies, I kind of knew something wasn't good.

During the procedure I just got a gut reaction that something was not okay.”

A concept that originated in the Netherlands is slowly seeping into the U.S. and becoming more and more popular in Minnesota.

Every fourth Wednesday of the month, FamilyMeans will host a Walking Memory Café from 1:30-3 p.m. at Rice Lake Centre, 6900 137th St. N., Hugo.

A memory café is a welcoming place for individuals with Alzheimer’s or any type of dementia or other brain disorders, as well as their caregivers. Whereas some cafés focus more on education, others may implement activities. A unique element of Hugo’s café is that participants will get a little bit of exercise.

“The ultimate goal is the social connection to others in your community,” said FamilyMeans Community Educator Jenny West.

“We are hoping the later afternoon is a good time because some people might nap during that time, so it will keep them awake, get them outdoors, get them that physical exercise and maybe that will help them sleep at night.”

FamilyMeans, a nonprofit organization headquartered in Stillwater, offers a variety of services such as financial and bankruptcy services and education; counseling and mental health services; divorce services; caregiver support and youth enrichment programs.

BREAST CANCER: Emotional and physical toll lasts a lifetime U.S. BREAST CANCER STATISTICS

(IDC), sometimes called infiltrating ductal carcinoma. According to the American Cancer Society, IDC is the most common type of breast cancer— about 80 percent of all breast cancers are IDC. IDC is an aggressive form of breast cancer but is often very treatable if caught early. Hoffman met with a team of surgeons and specialists and was told that she would need a lumpectomy, breast size reduction and reconstruction. “It was a nightmare,” she said.

On Dec. 17, 2013, Hoffman had the surgery and three days later she got a call back from the surgeon who said the pathology report (from her lumpectomy) indicated there were three spots of the same cancer found on her left breast and she would need a double mastectomy.

“I wanted to get it done right away.

I didn't want to wait,” she said.

Unfortunately, the surgeon said it wasn't safe to do the mastectomy because the risk of infection was too high, and Hoffman would have to wait until she was healed from the first procedure.

Several weeks later, Hoffman started chemotherapy and underwent a total of six rounds. In August 2014, she was finally able to have the double mastectomy, which allowed her to forgo radiation.

Hoffman had to take an entire year off work because she was too sick. Her husband Todd also had to take time off work to care for her and their two daughters, Elle and Lauren. Hoffman said she was thankful she had pretty good insurance.

Lori Hoffman is grateful for the outpouring of support she and her family received from family, friends, community members and strangers. A group called “Lori’s Lump Buster’s” organized to walk beside her in the Susan G. Komen Mother’s Day Walk.

This December will mark four years Hoffman has been cancer-free.

Although the cancer is gone, the ordeal has had a lasting impact on Hoffman.

“It has taken a huge emotional toll, physical toll, it is never really done,” she said. “It is kind of just your new normal ... thinking about it, worrying about it, getting caught up with the financial burden, depression.”

On a positive note, Hoffman said the whole experience has really taught her to pay it forward. “I had so many people that came out of the woodwork (to help) — neighbors, friends, community members, they really supported us. We couldn't have done it otherwise,” she said, adding one friend even set up a meal train so she and her family had meals every day during her treatment.

“I try to reach out to other people who have been diagnosed, whether it is through a gift card, meal, prayer, phone call. I am really in tuned to it to trying to return the favor,” she explained.

Hoffman had no family history of breast cancer and, as cliché as it sounds, urges everyone to take their routine mammograms seriously. “I had a ton of friends and coworkers who kind of put it off until they heard what happened to me,” she said. “My mammogram saved my life. It (the tumor) was in a position where I probably wouldn't have felt it until it was too late.”

Other advice for those who are going through or will go through a similar experience in the future, Hoffman offers, “Don't worry about the small things, focus on the big picture. Take care of your mental health as well as your physical health. Make sure you have a good team you are working with, because you are going to be with them a lot.”

• More than 180,000 women in the United States find out they have invasive breast cancer each year. Most of them are diagnosed with invasive ductal carcinoma (IDC).

• About 1 in 8 U.S. women (about 12 percent) will develop IDC over the course of her lifetime.

• In 2018, an estimated 266,120 new cases of invasive breast cancer are expected to be diagnosed in women in the U.S., along with 63,960 new cases of noninvasive breast cancer.

• About 2,550 new cases of invasive breast cancer are expected to be diagnosed in men in 2018. A man’s lifetime risk of breast cancer is about 1 in 1,000.

• About 40,920 women in the U.S. are expected to die in 2018 from breast cancer, though death rates have been decreasing since 1989. Women under 50 have experienced larger decreases.

• For women in the U.S., breast cancer death rates are higher than those for any other cancer, besides lung cancer.

• Besides skin cancer, breast cancer is the most commonly diagnosed cancer among American women.

• In women under 45, breast cancer is more common in African-American women than white women. Overall, African-American women are more likely to die of breast cancer.

• As of January 2018, there are more than 3.1 million women with a history of breast cancer in the U.S. (including women currently being treated and women who have finished treatment).

• A woman’s risk of breast cancer nearly doubles if she has a first-degree relative (mother, sister, daughter) who has been diagnosed with breast cancer.

• About 85 percent of breast cancers occur in women who have no family history of breast cancer.

Mayor Dave Bartholomay explained only 25 to 30 percent of the project cost is assessed to homeowners.

• Held an assessment hearing for the 2018 partial street reconstruction project. Eckman explained the total project cost is $577,500, of which $332,445 will be funded by assessments ($2,995 per unit). If residents chose to pay over 10 years (at an interest rate of 4.84 percent) yearly payments would be approximately $385 per year.

During the hearing, a resident explained that she and about nine of her neighbors recently got new driveways from Diversify Paving Inc. and noticed the company damaged the new pavement on Little John Drive.

Antonen said he would have the city engineers take a look at it and see what can be done. Percy said the city should approach the company about the issue, as the city's contractor shouldn't have to cover those costs.

• Approved a resolution adopting reassessment for a property located at 14 Pointcross Drive. The original cost of the assessment was determined back in September 2010 after street improvements were made.

On Sept. 11, the costs were determined by reassessment in the amount of $1,347, which is the amount that remains unpaid from the original improvements.

• Awarded the bid for the iron enhanced sand filter to low bidder G.F. Jedlicki Inc. of Chanhassen in the amount of $562,333, which exceeds the engineer’s $494,830 estimate for the project. Antonen explained

the city has already identified some items that are not absolutely necessary to reduce the project cost.

He reminded the council that the utility has already budgeted for the item, in addition to a $460,000 grant and $50,0000 grant. “We are projecting the project (construction cost) to be just over $500,000,” Antonen said.

• Approved pay voucher No. 5 in the amount of $415,285 to R. L. Larson Excavating Inc. for the 2018 full street reconstruction project. Bartholomay said the project is around 88 percent complete.

The next City Council meeting will be at 7 p.m.

The Circle Pines City Council took the following action at its Oct. 9 meeting: • Councilman Matt Percy reported that the Fire Steering Committee met Oct. 4 and agreed to change the vesting schedule for pensions from five to 10 years.

Percy added the committee approved changes to the personnel policy, specifically addressing driving privileges for the new snowplow, and gave the fire district the okay to apply for a grant to purchase new radios.

• Approved the consent agenda, which included Sept.

25 meeting minutes, licenses and general fund, police and fire disbursements.

• Appointed Jim Sorenson, an employee with the city for 18 years, to the vacant public works/gas maintenance worker position. Sorenson was previously in the parks department.

Councilman Dean Goldberg asked if the move was a promotion. City Administrator Patrick Antonen said it was a slight wage increase, but Sorenson would also have different job duties.

• Held a hearing for delinquent utility payments (storm sewer, sanitary sewer, water, garbage and recycling collection). The council subsequently approved a resolution that certified those delinquent payments in the amount of $45,180 to Anoka County.

Antonen explained residents have until Nov. 15 to pay off the balance; otherwise, the amount owed will be placed on 2019 property taxes.

Percy wanted to know how the amount of this year's total delinquent utility payments compares to previous years. Antonen said around four years ago it was approximately $60,000; last year it was down to $30,000 and the lowest it has ever been is $20,000. Antonen added that amount would likely continue to go down as more and more residents pay their overdue bills over the next few weeks.

• Held an hearing for delinquent payments for city mowing services on private properties, and approved a resolution certifying a total of $345 to be placed on two properties' property taxes.

• City Engineer Erik Eckman, of WSB & Associates, gave an overview of the 2018 full reconstruction street project. The project cost is $4.7 million, of which $680,800 will be funded by assessments ($4,600 per unit).

Residents have the option to either partially pay or pay in full by Nov. 15 without being charged interest.

Residents can also choose to pay off assessments over 10 years (at an interest rate of 4.84 percent,) which amounts to payments of approximately $591 per year.

Percy said, “I know assessments are not fun, they are expensive, (and) it is hard to come up with the

HE TWIN CITIES has always been a competitive market for the grocery business and it appears to be heating up again.

Just recently the Lunds&Byerlys opened on Centerville Road in White Bear Lake. This new store features a large deli and food buffet, along with comfortable dining tables and a wine bar.

Kowalski’s, an attractive grocery store overlooking White Bear Lake, has upgraded their deli and added a greater selection of pastas.

Then there is the Cub Foods in the south part of White Bear Lake, along with Festival and Aldi’s. Shoreview has a Kowalski’s, along with Fresh & Natural Foods, and Vadnais Heights has Fresh Thyme, as well as About the Target and Walmart with groceries.

In the near future there will be a Town Hy-Vee convenience store at County Gene Johnson Road E and Highway 61.

There are lots of choices to keep grocery shoppers right in the area and attract new customers from a distance away.

HAVE YOU EVER felt like a sardine flying coach these days? Well, the Federal Aviation Administration is going to mandate seat size and space. In the last several years, flying has been less enjoyable and the airlines have been charging every way possible to add to their bottom line. Perhaps in the near future it will be easier and less expensive to ship luggage via UPS or FedEx in lieu of the airline baggage service.

PLAN AHEAD BY saving now and here’s the reason.

One of our insurance companies reported 52 percent of households are at risk of not maintaining their living standards in retirement. They also referenced 21 percent of the people who enter nursing homes will need care for five years or more. The national average rates for a private room in a nursing home are $92,378 annually.

The average healthy 65 year old couple is projected to spend $288,400 in health care costs.

We have pension plans that are disappearing from companies and we also have those which aren’t adequately funded.

Our population is aging and people are living longer. According to the 2017 Social Security Administration estimates, about one in four 65 year olds will live past age 90.

SHORTER DAYS, DECLINE in temperatures and autumn colors of foliage are all part of seasonal change. Hunters and their dogs get excited this time of year. Farmers are busy harvesting. Home builders are anxiously enclosing their structures. Utility people are doing everything they can before the ground freezes.

Docks are being pulled and watercraft winterized.

Changing seasons are what Minnesotans live for.

LAST MONTH KATHY and I traveled to Arizona to celebrate the life of my oldest biological brother, Command Sergeant Major Larry Dahle, who died at the age of 93. He spent his career in the Army with the Big Red One. He served in World War II, the Korean Conflict and twice in Vietnam. His memorial included military people, family and friends. We are now awaiting the date for his memorial service with full honors at Arlington National Cemetery.

I am thankful for people like my brother who have given their life to preserve and protect the freedoms we enjoy every day in this country. No mission too difficult, no sacrifice too great, duty first.

The problem with single payer health insurance

ake a list of your least trusted professions.

If you’re like most people, politicians and lobbyists probably appeared somewhere on your list.

Next, a question: How would your iPhone perform if only the government was authorized to design and manufacture them?

One more question: If you don’t trust politicians or Legislator lobbyists, and government monopoLingo lies rarely work as well as the private Roger sector, then why Chamberlain would you want to turn over something as important as health care to government bureaucracy?

We all desire access to quality, affordable health care. When we are in pain we want the pain to go away. We want a quick fix, and we want the convenience of visiting our doctor at the neighborhood clinic. We want miracle drugs and miracle cures.

We are blessed to live in a time and country where much of this is possible.

But if Minnesotans are forced into a single payer health care system – or government-managed care – that will disappear.

First, to be clear, single payer health insurance is government managing your health care. If the

government is paying, they will be making the decisions – decisions about who gets care, who gives care, or what, when, where and how that care is delivered. Single payer means politicians, political appointees, and government agencies will make those decisions for you.

Second, the cost of single payer is astronomical. A study by the Mercatus Center at George Mason University estimated a federal single payer plan would require at least a doubling of current income tax collections. Another study conducted by the Lewen Group specifically for Minnesota estimated the cost at $35 billion per year.

For comparison, our $46 billion two-year budget would have to double overnight just to cover it. How do you think this would impact your tax bill?

Some are closing down or at risk of closing down. That’s why the Minnesota Hospital Association warned that single payer would even further “jeopardize” their financial footing.

Third, quality, research and innovation would virtually disappear under a single payer model.

The incentive and cost-benefit for such research would end. Minnesota is one of the national leaders in medical research. How could that continue under the crushing burden of government constraints?

So I ask again, given what we know about government efficiency, and given that you don’t trust politicians and lobbyists, why would you want to turn over an incredibly important and personal decision like health care to a government-run bureaucratic monopoly?

Before MNsure, more than 90 percent of Minnesotans were insured. It was not perfect. But rather than focus on the problem of lowering costs and getting the last 10 percent covered, the entire system was thrown into chaos and almost collapsed.

In 2017, the Legislature passed reforms that helped stabilize the insurance market and reduce premium rate increases. This is not the end solution but we are moving in the right direction.

This is not a choice between single payer, government-managed health care or nothing. We need a mix of both: a competitive free market, where people have the power to control their own health care decisions, combined with massive regulatory reforms and a government plan to take care of those with preexisting conditions.

Liberating and empowering people, not government, will dramatically improve outcomes and ensure our amazing health care system continues to flourish for decades to come. We have been blessed with a great gift, let’s not throw it away.

Loss of local newspapers threatens democracy

f you’re reading this column in your local newspaper, congratulations!

Just by skimming your eyeballs over this page, whether it’s in print or online, you’re doing a vital service for your hometown, and for democracy as a whole. (Go ahead and take the rest of the day off.)

It’s no secret that local journalism is in trouble, and has been for quite some time. According to a 2017 report from the Pew Research Center, the weekday circulation for U.S. daily newspapers has been on the decline for 28 consecutive years. The Bureau of Labor Statistics notes that between 1990 and 2016, the number of newspaper employees in the U.S. declined from 456,300 to 183,000.

Despite the vitriol that publications like The New York Times and The Washington Post attract from the Trump administration, it’s not the national news media outlets that we need to worry about. Their subscription numbers are on the rise.

It’s the smaller newspapers that serve local markets that are suffer- ing.

Many are chronically understaffed.

Some have shuttered altogether.

A map created by the Columbia Journalism Review reveals that communities all across the United States have been “left with no daily local news outlet at all.�

What’s the cause of all these news deserts?

It’s the internet (to paraphrase the Simpsons, “the cause of, and solution to, all of life’s problems�).

Local newspapers lost print subscriptions when people started Movers and reading the news (and came to Shakers online expect it to be free).

They lost another Lata Nott major source of revenue when their classiďŹ ed sections were supplanted

by Craigslist. Their digital editions have to compete for eyeballs and advertising revenue with websites that trafďŹ c in national scandals, political commentary and cat videos.

This isn’t just a ďŹ nancial hardship

for your local newspaper. According to a new paper co-authored by three professors of ďŹ nance, it’s a ďŹ nancial hardship for your entire town. The researchers looked at cities that lost newspapers between 1996 and 2015, and found that within three years of a newspaper’s closure, the costs for municipal bonds and revenue bonds increased for these cities. Here’s how they explained the connection: “Revenue bonds are commonly issued to ďŹ nance local projects such as schools and hospitals, and are backed by the reve- nues generated by those projects...These bonds are rarely regulated by the state government. A local newspaper provides an ideal monitoring agent for these revenue-generating projects, as mismanaged projects can be exposed by investigative reporters employed by the local newspaper. When a newspaper closes, this monitoring mechanism also ceases to exist, leading to a greater risk that the cash ows generated by these projects will be mismanaged.â€?

In other words, local newspapers

provide a public good, one that can be measured in dollars and cents. The problem is that today’s marketplace doesn’t really reward them for this.

A listicle about amazing dogs will always generate more ad- vertising revenue than coverage of a city ďŹ nance committee meeting. (You know which one you’re more likely to click on. Just admit it to yourself and move on.) But the latter article could actually prevent municipal corruption. Even if no one reads it, public ofďŹ cials are more likely to behave ethically when they know they’re being monitored. As citizens, we tend to take this effect for granted.

Maybe we need to stop thinking about our local newspapers as businesses that need to turn a proďŹ t and start thinking about them as utilities that we need to ďŹ nance for our own good.

As a classroom teacher for 40 years, I know how hard teachers work to help students who struggle with reading. It’s hard to see a student lose confidence and make poor academic progress because reading is a constant hurdle.

That’s why I commend Rep. Linda Runbeck for her work on dyslexia at the Legislature.

Dyslexia is a learning difficulty that affects one in five children.

Since 2014, Linda has successfully authored bipartisan legislation that helps Minnesota schools, teachers and parents identify and address dyslexia for their young students.

Today, as a result of Linda’s involvement, Minnesota has a dyslexia specialist at the Minnesota Department of Education, a definition of dyslexia in Minnesota law and work is proceeding on dyslexia training for teachers and screenings in early childhood. I hope you’ll join me in voting to re-elect Linda Runbeck.

This is a big one—safety and security at our high dchool! I have two students at the high school right now and as amazing as the teachers and administrators are, I can’t help but think about my kids’ safety daily.

I know the district has worked hard at making all the school sites safe and secure. However, hundreds of students are forced to walk outside between buildings each hour during passing time. If this levy passes our high school will be completely enclosed and the students will feel the safety they deserve. If there is one reason alone to pass this levy it would be to enclose our high school.

I’m voting yes twice on Nov. 6 to ensure the excellent education our students are accustomed to and the safety and security they deserve. We are Centennial!

I am a parent of three children in the Centennial School District—one in middle school and two in high school. I am also an employee of the district. We moved here when my first child was only six months old.

We had been reassured by many that Centennial was a great school district. For the last 15 years we have been convinced of that. However, if the upcoming levy does not pass, I am afraid it will be impossible to continue at the standards we are accustom to. State funding hasn’t kept up with inflation since 2003. As homeowners we are forced into making up the difference and contributing to our schools. We are the ones that need to keep Centennial Schools great!!

Passing this levy is important to me for many reasons but the two that stand out are class sizes and safety and security.

The district has continued to excel in academics with the past cuts, however with the increased needs of students and growing class sizes there’s no way the district can continue to

It’s another election year and another Centennial School District levy. Did anyone catch that the $650 per pupil operating levy includes an inflation adjustment, which allows for additional funding over the next 10 years? This means that after the fi rst year of massive tax increases, the per pupil amount will continue to rise, and so will our property taxes.

The district claims that basic general education funding hasn’t kept up with the rate of inflation since 2003. However, basic aid is only one part of the district’s entire income from the state, so their claim seems to be misleading.

Also, their claim that an increase in the operational levy has not passed since 2005 seems wrong. In 2011, voters approved a $275 per pupil increase for four years, which was later renewed for another 10 years by voter approval in 2015. And what about those budget

reductions off which the d ti hi h th district speaks? Did they actually cut the budget, or just cut the increase they were expecting? Like Mark Twain said, “Facts are stubborn, but statistics are more pliable.�

The district always does a great job of fi nancially comparing itself to other districts, but isn’t this just a case of “keeping up with the Joneses?� It would be reasonable to see a comparison of student enrollment and total staff numbers, starting from 2003 through 2018, within the district. It seems that if enrollment has decreased— logically staff and administrators should likewise decrease, without exclusively blaming these decreases on insufficient funding. Is there more or fewer staff? With so many questions, it seems prudent to vote no on the levy!

Centennial finished 14-4. The Crimson (15-2-2) also beat Centennial 3-1 in conference, even though the Cougars wound up winning the conference title.

The Cougars scored 73 goals this season, the second-most during Flohaug’s 18-year tenure, but also gave up 29, the most any of her teams has allowed. After graduating heavily on defense, Flohaug said the Cougars knew they’d have to score a lot of goals.

The defense improved late in the season — allowing only

eight goals during a nine-game win streak prior to the fi nals — but could not quite finish the job against Maple Grove.

“We had a great season,” Flohaug said. “We won the conference, which we have not done for a while. But we’d rather go to the state tournament than win the conference.”

Coach balancing family, 3M job and volleyball gets 300th victory with Cougars

While growing up in Woodbury, Jackie Rehbein-Manthey couldn’t imagine settling on one sport. She’d discard one uniform and climb into another, all the way through high school, playing volleyball, basketball and softball.

“I loved my time at Woodbury and was beyond fortunate to play on some great teams in all three sports, with several other two- and three-sport athletes,” she said. “Something we don’t see enough of today.”

As an adult though, with a husband, two kids and a job at 3M, she’s grateful to be able to stay involved in sports, even if it’s just one.

Centennial’s volleyball coach since 2003, Rehbein-Manthey reached a nice milestone Oct. 9 when the Cougars notched her 300th victory, beating Spring Lake Park 25-20, 25-20, 23-25, 2517 at home in the conference finale.

“I enjoy teaching kids to play volleyball,” she said, “whether they are starting out in third grade and just learning how to keep the ball in the air without catching it, or on the varsity and (helping them) increase their volleyball IQ.” The coach, whose record is 303-157, with two state tournament teams, was low-key about approaching the landmark, but a little celebration broke out after the match, instigated by her daughters, fifth-grader McKenna and fourth-grader Chase.

“I didn’t tell too many people. I didn’t want the players to feel pressure throughout the season to get me to 300, but they found out last week,” RehbeinManthey said. “I don’t even think my athletic director knew I was so close.”

She added, “My daughters had a big cardboard sign that they held up at the end of the match. To be honest, even though I knew going into the match that it could be No. 300, I forgot all about it until I saw the sign, with my

Rehbein-Manthey was “surprised at how emotional I was after the match,” especially when gathering for a big group hug.

The Cougars finished 6-3 in the Northwest Suburban, fourth-best among 14 teams. Osseo was champion with an 8-2 mark. On Saturday, the Cougars went 3-1 at the Benilde-St. Margaret’s tournament. They’ll head into sectionals with a 15-10 record.

The lanky, 6-foot-1 coach remembers winning “several” conference titles at Woodbury along with a state trip in volleyball her senior year. She made allstate in volleyball and all-conference in volleyball and basketball.

At Mankato State, she played volleyball for two years and, fi nding she missed basketball, switched to hoops her last two years. “It was hard adjusting to playing only one sport,” she said. “Academics in college is of course more demanding, but I already knew how to manage my time and prioritize studying.”

The athlete always wanted to coach after her playing days and got her fi rst chance as an assistant at Woodbury for three years under her own coach Dave Preller. “I was fortunate,” she said. “I learned so much from him beyond team strategies —of what went into being head coach of your own program.”

She was head coach at Hudson, Wisconsin, for one year. Then, while house-hunting with husband-to-be Michael Manthey for a location close to both sets of parents, she noticed the job opening at Centennial posted on the high school league web site.

She interviewed with Activities Directors Brian Hegseth (high school) and Cindy Hinman (middle school), and was hired on the spot. They bought a house in Lino Lakes “and immediately fell in love with the area and the schools.”

Rehbein-Manthey had state tournament teams 2009 and 2010, section runners-up in 2005 and 2012 and conference champions 2005, 2009

and 2010. The 2009 team was 30-4 and reached the state semifi nals.

The Cougars had winning seasons in 16 of her 18 years, and the only exception was 14-15 in 2015 before last year’s squad was riddled with injuries and fought on gamely but finished 10-18.

This year the Cougars had a rough start with a 5-8 record as of Sept. 25, but have won 10 of their last 12. Sydney Peterson and Natalie Riley are the Cougar kill leaders, with Peterson and Jadyn Clarner setting in a 6-2 offense.

Three-sport athletes are rare now that specialization is more prevalent.

Rehbein-Manthey is pleased that her daughters so far play all her sports — softball, basketball, volleyball — and were also in karate until earning their black belts. “I always enjoyed going from one sport season to another,” she said, “and I hope they can have that experience for as long as possible.”

Rehbein-Manthey joined 3M, where her father had his career, in 2000, and currently works in IT Enterprise Data Solutions. Coaching is mainly for fun.

She also coaches club teams.

About her affi nity for volleyball, she said, “There are many ways to win a match and it isn’t necessarily the team that looks better on paper. There is no clock in volleyball; you can’t run out the time for a win. You have to be mentally focused to play each point.”

About the coaching life, she reflected, “It’s not always easy, that’s for sure.

Especially since having my own kids.

It’s a constant internal struggle of knowing when I am with my high school team, it’s time that I am not with my own kids.” Also, Michael was her JV coach for nine years. “When the girls were babies, my husband and I had a lot of help from the grandparents, as well as parents of players. Without their help, I would never have had the chance to make it to 300.”

Transportation for America visits Centerville

CENTERVILLE—City officials met with representatives from Transportation for America to have a candid conversation regarding the city's transportation system Tuesday, Oct. 16 at City Hall.

Transportation for America is an alliance of elected officials, business and civic leaders from communities across the country funded by the Transportation Alternatives Program. The organization’s goal simply stated is to ensure that states and the federal government invest in locallydriven transportation solutions.

John Robert Smith, formerly the mayor of Meridian, Mississippi, for 16 years and current chair of Transportation for America, has traveled to 109 towns and cities in the last nine years.

He has spoken with local officials to get a feel for what their community’s transportation and infrastructure needs might be and to gain support for Transportation for America’s program.

On Oct. 16 Smith added Centerville to his list of visited cities and spoke with Mayor Jeff Paar. Smith’s trip to Minnesota is funded by the McKnight Foundation. Their conversation was rooted in what Centerville’s transportation needs are now and for the future.

At one point, the discussion went to light rail.

Paar said, “I’m not a big light rail person. To me it makes more sense to utilize buses.” But Paar also mentioned the rush line corridor, which is a planned combination of bus and rail to run on Highway 61 in the future.

City Administrator Mark Statz added, “I have a two-year old boy who may not learn how to drive because the future will change. I’m not sure about light rail for the future.”

Smith suggested, “At some point you don’t want to beat up your beautiful landscape with concrete and asphalt.” Paar and Statz stated that their biggest problem is bringing jobs to Centerville. Statz said, “Our answer is to bring more jobs to Centerville rather than light rail.”

Smith said, “Centerville is a bedroom community with Minneapolis and St. Paul 20 to 30 miles away.”

Paar agreed saying, “Most of the people who live here don’t work here.”

Smith asked, “Where does your tax levy come from?” Paar responded, “Property tax.” Smith said, “There gets to be a tipping point where you can’t collect enough taxes. All transportation needs play out in local towns.” Paar agreed.

They talked about freeway sane lanes. Paar said, “Sane lanes don’t help the way they are set up.

I would like to see the additional lane built and then let everyone use it instead of just the small percentage of drivers who can afford to pay to use the lane. I also think Centerville would be better off with more buses.”

Smith fi nished by saying, “It doesn’t cost you a dime to be part of this organization. You can be as involved as you want to be. It is just a good way to get your story out.” He will draft a letter specifically for Centerville regarding buses, light rail and jobs.

MEMORY CAFÉ: Creates safe haven for those dealing with memory loss FROM PAGE 1

offering a 10-week Memory Club twice each year for individuals in the early stage of diagnosis as well as their caregivers.

“At the end of every session, I would have people say, ‘Well, now what. We want to stay connected to the people we have met through the club,’” West said.

“After every session, I would tell my boss we needed to do a memory café.”

By the end of 2017, FamilyMeans set a goal to start cafés in Washington County. In June, the first one was rolled out in Lake Elmo, another in Woodbury in July and one in Cottage Grove in August. Hugo hosted its first in September.

Currently in Anoka County, there are two memory cafés, one in Coon Rapids and another in Fridley.

The first half of Hugo’s café session will be focused on discussion and education. During the second half, participants can walk around Rice Lake Centre (if they choose) while talking with people who understand what they are going through.

“The biggest part of a memory café is a community setting that can be open to everyone and to connect others,” West explained. “They share something in

common and what that commonality is, is a dementia diagnosis. And they share their journey, their wisdom, they share time together, but it is in a relaxed environment.”

Mary Rivard, ForeverWell coordinator at the Forest Lake YMCA, heard about the new memory café and couldn’t be more thrilled for Hugo. Rivard has a very personal experience with memory cafés, as her 91-year-old mother attended one in St. Paul for a year and a half.

“It was really good with my mom’s early-stage dementia. It was good to go to a group that was full of new and different faces, of different ages, husbands, wives, daughters, mothers, friends bringing friends ...” she said. “It opened up her world a little bit more and she was able to have more stimulating conversations.”

When her mother first started attending the café, Rivard said she was shy and didn’t participate in a lot of the discussions, but toward the end she became the social butterfly she had been before the diagnosis.

“It gave her such a comfortable, easy opportunity to connect with other people without feeling judged,” Rivard said, encouraging participants to give the memory cafés more than one try.

DNR Youth snowmobile certification class

The Lino Lakes Public Safety Department will conduct a DNR youth snowmobile certification class for youth ages 11-15. The two mandatory sessions will be from 6-7 p.m.

Thursday, Nov. 29, and 6-8 p.m. Thursday,

Dec. 13, at the police station, 640 Town Center Parkway. This class is an introductory class designed for the snowmobile rider with little or no experience in snowmobile operation.

There is also an online training component of the course.

A written exam must be passed Dec. 13 before the student

is allowed to take the riding test from 8 a.m. to noon Saturday, Dec. 15 on Centerville Lake.

Proposed levies for school districts carry the option of levying the “Maximum” versus a specific amount due to continuing updates by the Department of Education. This “Maximum” option protects school districts whose levies may increase. Levying a specific dollar amount prevents further increases. As in past years, the Executive Director of Business Services is recommending to the board to approve the proposed 2018 payable 2019 property tax levy at “Maximum” to allow for the necessary updates. Truth in Taxation statutes require a hearing be conducted during regular school board meetings. The statute also requires that the date and time of the regular school board meeting when hearings are scheduled be announced at the time the proposed levy is certified. The regular school board meeting at which the Truth in Taxation hearing will be conducted is December 17, 2018 at 6:30 pm. “BAD TIMES AT THE EL ROYALE” (R) [STRONG VIOLENCE, LANGUAGE, SOME DRUG CONTENT AND BRIEF NUDITY.] — Slow pacing hinders this original, unpredictable, dark, well-acted, violent, star-dotted (Nick Offerman, Katherine Isabelle, Manny Jacinto and Jim O’Heir), Tarantino-esque 140-minute thriller in which a duplicitous priest (Jeff Bridges), a vacuum cleaner salesmen (Jon Hamm), an African-American soul singer (Cynthia Erivo), and two sisters (Dakota Johnson and Cailee Spaeny) arrive at a dilapidated Lake Tahoe hotel, run by an anxiety-prone manager (Lewis Pullman) in 1969 where secrets are revealed and all hell breaks loose when a hunky cult leader (Chris Hemsworth) shows up.

“THE OATH” (R) [LANGUAGE THROUGHOUT, VIOLENCE AND SOME DRUG USE.] — After a liberal-minded businessman (Ike Barinholtz), who has an African-American wife (Tiffany Haddish) and young daughter (Priah Ferguson), refuses to sign the patriot loyalty oath to POTUS that the government is silently strong arming citizens to sign by Black Friday in this well-acted, political, poignant, unpredictable, 93-minute comedic satire, feathers are ruffled during Thanksgiving dinner with the family (Nora Dunn, Carrie Brownstein, Chris Ellis, Matt Corboy and Meredith Hagner) when a discussion becomes heated and secrets are revealed and when two Citizen Protection Unit agents (John Cho and Billy Magnussen) show up at the house unexpectedly the next day, all hell breaks loose.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Oct. 8 meeting: • Received a special presentation from the 2019 Miss Lino Lakes Ambassadors. Molly Nhean, Emma Pierson and Alexis Lombard told the council about several coronations and volunteer events they have attended since coronation and mentioned some upcoming events this fall.

• Heard from Beyond the Yellow Ribbon Chair Dorothy Radermacher, who gave the council the annual report for 2017-18. “It has been a year of growth and development,” she said, adding some of the organization's goals include: continuing the programs and awareness events it is currently doing, and further identifying and recognizing Blue Star families in the area.

The Scavenger Car Club presented a $3,400 donation to the Beyond the Yellow Ribbon Network.

The club also donated two $40 tickets to the Crayola Experience at the Mall of America, which will be given to the family of a deployed service person in Lino Lakes.

The Twin Cities Roadsters Car Club also donated $100 to the city.

• Approved the consent agenda, which included expenditures, Sept. 10 budget session minutes, Sept.

20 work session minutes; Sept. 24 meeting minutes, peddler's license for Scott Goertzen of Comcast Cable and a resolution approving and authorizing the summary of an ordinance amending Chapter 616 relating to therapeutic massage.

• Approved a resolution providing for the issuance and sale of general obligation bonds, Series 2018A, in the proposed aggregate principal amount of $7,169,000. Finance Director Sarah Cotton explained the bonds are needed to finance the LaMotte and West Shadow Lake area improvement projects and the Lake Drive trunk water main improvements.

The street reconstruction portion of the bonds will be repaid over a 15-year period through a general debt service tax levy. The utility portion of the bonds will be repaid over a 15-year period through special assessments in the principal amount of $943,343 and by utilizing revenues from the city’s Area and Unit Trunk fund.

Councilman Dale Stoesz inquired about the interest rate for the city and residents.Terri Heaton of Springsted Inc. explained the interest rate for the 15-year bonds is estimated to be 3.19 percent and 5 percent for residents.

• Approved the revised code of conduct. Mayor Jeff Reinert explained the topic was discussed at multiple work sessions after the council discovered there wasn't any language in the code regarding social media. “It needed some updating,” he said.

• Accepted the bids, awarded a construction contract and approved a construction services contract with WSB & Associates for the West Shadow Lake street reconstruction and municipal utility extension projects.

Four bids were received Aug. 21. The bids included a base bid and two alternates. Alternate 1 included water main and sanitary sewer improvements (southern trunk), totaling $158,578, and alternate 2 included water main improvements (middle trunk) totaling $103,163.

The Scavenger Car Club presented a $3,400 check to the Lino Lakes Beyond the Yellow Ribbon Network at the Oct. 8 City Council meeting.

The low bid was submitted by Geislinger & Sons in the amount of $4,940,637. (The engineer’s estimate for the project was $5,027,568.) WSB & Associates submitted a proposal to complete the construction services in the amount of $353,968 and materials testing in the amount of $32,411.

The project is proposed to start mid-October with a temporary bypass and the south utilities. It will then continue through the winter with the muck excavation at the culvert location. The utilities in the north portion of the project and roadway work will be completed throughout the 2019 construction season, with a final completion date of Nov. 1, 2019.

• Approved a grading and trunk utility agreement for Saddle Club 4th Addition. The Saddle Club development is located south of Birch Street and east of Old Birch Road. The new portion of the Saddle Club development would extend from the 3rd Addition on Fox Road and connect to the existing Foxborough development to the south.

The preliminary plat was approved at the June 11 council meeting. The grading and utility agreement includes fees and securities to cover city re-

view costs and ensure completion of the public and private improvements. The agreement also includes a special provision that if grades need to change due to changes in the master plan or final plat, it will be the sole responsibility of the developer to re-grade the site at its own cost.

• Held the first reading of an ordinance calling for the vacation of a drainage and utility easement originally dedicated on Lot 1, Block 16, Millers Crossroads. 6499 Lakota Trail is the future site for Love to Grow On child care center.

The applicant is requesting that a portion of the existing drainage and utility easement be vacated.

The easement was originally designed for a future trail and pond access. With the proposed project layout, the easements are being vacated and new easements dedicated to encompass the current proposed trails, ponds and wetlands.

• Approved a programmatic stormwater management facility agreement with Rice Creek Watershed District (RCWD). City Engineer Diane Hankee explained as the city completes projects and installs stormwater facilities, it is required to enter into agreements with RCWD that address the ongoing maintenance of the facilities.

Currently, the city enters into an agreement for each project and the new programmatic agreement would cover all newly permitted facilities and eliminate the need for project-by-project agreements.

Reinert asked, “What obligation does this agreement bind us to?” and wanted to know if there were any new provisions that weren't included in previous agreements.

Hankee explained the agreement includes everything the city is already doing, but just makes the process easier.

Stoesz asked about the end date for the agreement and City Administrator Jeff Karlson explained it is a five-year agreement.

The next City Council meeting will be at 6:30 p.m. Monday, Nov. 12, at City Hall. There will also be a work session at 6 p.m. Monday, Nov. 5, in the Community Room.
