Centennial delays shift to distance learning

Centennial Schools has halted the shift from distance learning to hybrid learning for grades 6-12 after district staff received “clarifying guidance” from the Minnesota Department of Education (MDE).

The school district announced it would transition students in grades 6-12 from hybrid learning to distance learning Oct. 23 due to the rising COVID-19 case numbers in Anoka County. Nov. 5 and 6 were supposed to be the fi rst two days of distance learning.

On Wednesday, Oct. 28, Centennial parents received an email from Superintendent Brian Dietz that explained that shift to distance learning would be delayed.

The email read in part, “Last night all school districts in the state received ‘clarifying guidance’ from the MDE ‘in an effort to clarify questions about shifting learning models and the implications it has on activities and athletics…’ The information we received from the state indicates that in addition to the Anoka SEE DISTANCE LEARNING, PAGE 2

Goodchild recalled. “It was so devastating. I was in such shock and grief.”

Dietz said the district is taking this new approach of looking at its own data and working with state partners through a multistep process to determine if students in grades 6-12 can remain in the hybrid learning model.

The shift to distance learning for grades 6-12 will be delayed “until further notice,” Dietz said. Meanwhile, elementary students will continue with the hybrid model.

“In the last seven months we have had to reinvent education completely. We are creating learning opportunities for students under an umbrella of a pandemic—something educators in our lifetime have never done before. As the virus changes, so too does information and guidance,” Dietz said. “We are trying to stay in front of this as best as we can. Thank you for your patience and your partnership.”

Around 30 cars gathered at the St. Genevieve Parish Community Center in Centerville Oct. 21 for a drive-by parade to wish former Centerville Mayor Tom Wilharber a happy 80th birthday.

Wilharber has given more than 40 years of service to the city.

He has served as the city’s mayor as well as on the City Council, Planning and Zoning Commission and various committees.

Wilharber is currently a member of the City Council. He is retired from the Minnesota Army National Guard.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Oct. 27 meeting, held via videoconference: • Held the meeting remotely because of the ongoing City Hall renovation project.

City Administrator Patrick Antonen said the project is going well and on schedule to be complete by the required Nov. 15 deadline to use CARES Act funds.

• Reminded residents that the next leaf pickup is scheduled for Nov. 7.

• Heard from Council Member Steve McChesney, a member of the NMTV Cable Commission, that Century Link has announced it will no longer provide its Prism (TV) service.

Antonen said there are only a few Circle Pines residents affected, and the majority of the

other Prism customers reside in Blaine.

• Approved a garbage and recycling contract with Republic Services.

Over the last few months Antonen has been working with staff from Republic Services to develop an agreement. The council chose Republic Services back in August after receiving proposals from Republic Services, Waste Management and Walter’s Recycling & Refuse Inc. The city’s contract with Waste Management is up at the end of this year.

Republic Services will take over Jan. 1.

Residents will receive more information in the upcoming city newsletters as well as from Republic Services directly.

The biggest change in the contract is the penalties for mixed pickups, which range

from $1,000 up to $5,000. “We can’t guarantee that it won’t happen again, but if it does, there are drastic safeguards built in,” said Antonen. “The penalties are pretty heavy, so we are hoping that will deter a full week of missed pickups.”

Although the cost of recycling has gone up, the cost of refuse went down and will likely result in a price decrease for customers.

“We are still doing some number crunching, but it looks like right now (that) the average household with a 68-gallon trash can and 96-gallon recycling can will see about $1.25 savings even though recycling is going up by 17%,” Antonen explained.

Residents will now also have the option to participate in organics recycling. Antonen

According to city policy No. 54, the council has the final authority on traffic safety matters.

Prepping for college in the age of COVID

If there’s one word besides “pandemic” that defines 2020, it’s “uncertainty.”

Though the COVID-19 storm is still brewing, life marches forward, including school and a student’s journey to college. Last year’s highschool seniors finished their school year in a very different time due to the COVID pandemic, and the 2020/2021 seniors likely will be no different. But as colleges are shifting plans and expectations to weather the storm, students and their families can, too.

Angela Law and Heather Trettel, both student counselors at Centennial High School, said seniors are coming in and still asking the general questions — how to apply, where they should apply, what major they should consider. “There’s no frame of reference,” explained Trettel, “they don’t understand yet. It’s going to be different. But it’ll be their experience. It’ll be super different than when you and I went to college.”

Law advised seniors to embrace the changes but also know that some things remain stable. “Things are changing every day, but there are constancies, too,” she said. “You can still apply online. You still have to look at admission requirements. A lot of schools are test-optional now and doing a holistic approach.”

Both counselors stress that students should take advantage of the virtual college visits; the college representative that visits the school; and Naviance. com, a web-based college and career readiness portfolio. Centennial also has a full-time career center specialist — Leslye Erzberger — who is there to help students every step of the way. They stress to remember deadlines. And, by all means, students should fill out the Free Application for Federal Student Aid, or FAFSA, form.

Lino Lakes resident and Centennial mom Julie Lindgren Frank knows this three times over. Her triplets are all in their senior year. Together, family members are

learning to navigate the college application process during a pandemic, and to finish a hybrid-learning senior year.

“We’re trying our best, considering the state of life and three completely different lives,” she said.

“All plans went out the window right at the time we were going to get serious in our (college) search. That unfortunately resulted in a few visits (sports-related) to no visits due to restrictions.”

Like a lot of families, she said they have been trying to embrace the virtual tours, but they’ve been tricky. “It’s been difficult to impossible to spark interest in virtual tours,” she said. “Best we’ve done with visits, outside of sports, is driving through some empty campuses to try and get a feel for the atmosphere,” said Frank.

Trettel agreed that virtual tours can be challenging. She said Naviance is trying to help with this, and colleges are coming up with their own ideas.

“I had a student who went down to see a school in Iowa,” Trettel said. “She

had a tour app on her phone and was able to take her own tour.

“There’s nothing like being on the campus, and I would still tell kids, don’t commit as a student until you walk the campus, see what the community is like. Those things are super important. Even though it’s during COVID, they still have to live there.”

And how about the big question in a time of uncertainty — money?

“Stay the course,” stresses David Purdy, founder and CEO of Wealth Management Midwest in Forest Lake. “This is called a ‘K shape’ recovery, as opposed to a ‘V’. Part of the ‘K’ is going down — industries such as food, restaurant, airlines — but

Lost pet On Tuesday, Oct. 27 we went through one of the greatest heartbreaks a pet owner can go through, our dog, whom we routinely let out in our backyard found a hole in the fence and escaped. At the time, she was not wearing her collar.

We immediately began looking for her to no avail, our neighbors came out and helped, strangers stopped and asked from their cars and one even posted on NextDoor on our behalf.

As time went on, we saw so much love and support from our community - strangers helping to pass out flyers, dog walkers changing routes to help look, strangers going through the marshes and setting out food and water. Not one condemned us - but all expressed sympathy and empathy, sharing stories to encourage us to not give up,

and connecting us to resources.

And then when we called your publication to post a notice, we were amazed that you were generous to run our lost dog notice for free.

The media can say what it will about “The Divided States of America” but what we saw was a community that rallied around us - pro-Trump, pro-Biden, masker, anti -masker, dog person, cat person, “I am not a pets” person. While our dog is still lost and we are still looking and praying for her safe return, we are warmed by the community in which we live. With Election Day upon us, it is nice to be reminded that regardless of the outcome we are and will remain neighbors.

Purdy’s philosophy is to look at all the options with what works for your family at any given time. “If you’re needing the money within 36-46 months, don’t run the risk of putting it into the market,” he said. “Rather, perhaps open a 529 (college savings plan) while your child is still young, perhaps 9 or 10.”

Even if parents are behind the eight ball in

timing, Purdy said not to panic: there are options out there and experts to help you along the way. “If you can do it, saving something for education makes a lot of sense,” he explained.

“I don’t think that (idea) should be abandoned.”

However, he and the Centennial counselors agree that families should do their due diligence and research financial aid options that are a good fit for their particular circumstances. Helping your student keep their eye on the big picture and stay organized, even during a pandemic, will lend support.

“We will continue the process,” said Frank, “and hopefully by decision time, pray there’s more certainty and clarity about the future.”

People are discouraged, anxiety has set in, an increase in mental illness is being reported and excessive alcohol and drugs are being used to cover the despair.

The government has provided a number of stimulus packages to help the economy, but more will be needed before it is restored.

Corruption and waste will find its way into all of these programs and the federal government is likely to be larger than ever.

tend to be a bit pessimistic when it comes to duck hunting.

My gloomy outlook is compounded by a sometimes-severe amount of self-induced pressure, which I’m constantly fighting off.

That pressure has only increased since I introduced a dog into the mix, now my poor shooting disappoints someone other than just me.

Bruly and I are in our second season together. She’s my first lab and my first real hunting dog. I bought my setter, Loxley, three years before I got Bruly, but Lox is mostly there for looks. Everyone’s first dog is an experiment and Lox can attest to that. You can’t help but work out the kinks on the first go around, Loxley is a wonderful and happy dog but obviously suffers from my lack of knowledge as a trainer. I wouldn’t consider her a dog. I recThe Wing hunting ognized this when I brought Bruly home Beat and vowed to avenge the mistakes I made C.L. Sill with Loxley.

I was diligent about working with Bruly as a pup, and as she slowly started to make progress, my interest in dog training rose correspondingly. The look in a dog’s eyes when they finally figure something out is addicting, and the pride in my face matched that in her eyes the first time she brought a dummy all the way back to me, looked up and asked, “can we do that again?”

Watching her drive develop only further drug me down the rabbit hole of dog training, until my desire to watch her work eventually

surpassed my desire to hunt. The purity of watching dogs do what they were made to do is absolute bliss. No human in the history of the world has ever loved anything as much as Bruly loves to retrieve.

I’ve made plenty of mistakes with her along the way though, one in particular that I’ve spent almost two years trying to undo. When I started training her I figured, “she’s a retriever, so I’ll teach her how to retrieve.”

We did hours and hours of retrieving drills, sent drags, casting drills, whistle sits and you name it.

She could heal off-leash, wait until released to eat, etc. etc. We trained with gunfire and introduced distractions, but the one thing I couldn’t do was keep her steady.

Steadiness in a duck dog refers to their ability to remain sitting after a gunshot, and only go out for a retrieve when released. At its root, it’s a safety issue. You don’t want your dog taking off at the first sound of a gunshot and potentially running out into the decoys while you’re still shooting. And Bruly would just not do it.

She’d sit in the yard and wait to be released while we played fetch all day, but when you introduced real birds in a live hunting situation, the excitement was just too much. I remedied the problem by buying one of those corkscrew tie-outs and leashing her in place while we were hunting all of last season, but I knew that wasn’t a permanent solution.

I’ve always struggled with a certain amount of apathy, so I was afraid after last season I’d resign myself to letting her break for the rest of her life. Most average dog owners practice an “eh, good enough” philosophy and I was not immune to taking the easy road.

But I didn’t want to stop halfway with Bruly. We’d forged such an honest

connection through training that I didn’t want to let her down by giving in to complacency. We worked and worked and worked on her steadiness last summer. We tried new drills and added more distraction, more gunfire and some additional interaction with live birds. Oddly enough what really seemed to click was to have her sit at heal and watch Dan and I play catch with a baseball for a half-hour at a time. If she stayed still and quiet the whole time, I’d chuck the ball in the woods when we were done and send her on a retrieve.

I was still slightly unsure how steady she’d be when we set up for the opening morning of teal season last month. I didn’t have her tethered, but I brought the tie out with me just in case she decided to forget everything we’d been working on for the last nine months, which is known to happen.

We decoyed a flock of three teal just after sun up and killed two of them.

I paused when they hit the water, expecting to hear Bruly break. I looked to the clump of cattails where she was sitting, mostly hidden from my view, and waited. She was shaking so badly with anticipation that all the cattails around her were dancing back and forth, but she sat still and quiet. When I thought she’d endured enough torture I gave her the release command and sent her after the first bird.

She piled into the water, grabbed a teal, swam calmly back to me, hopped back up on her stand and waited until I said “give” to drop the bird. The pride in her eyes matched mine as I patted her on the head and said “you’re a duck dog now, Bruly.”

DNR maps available for deer hunters Deer hunters can access a variety of online maps from the Minnesota Department of Natural Resources.

The DNR’s interactive deer permit map, available at dnr.state.mn.us/hunting/deer/map.html, shows area boundaries and locations of public land.

By clicking on “detail report,” hunters will find harvest history, permit area designation, winter

severity history and other information. By clicking “detail map,” users can view and download a PDF map of the permit area. On a mobile device, the PDF maps can be used with the Avenza Maps app as a geospatial PDF (GeoPDF). GeoPDFs display a current location like Google Maps, but the user does not need to be connected to the internet or have cell service while using the maps.

Minnesota students continue to lead nation on ACT Minnesota students in the class of 2020 earned an average composite score of 21.3 on the ACT college entrance exam. This score placed Minnesota first among the 17 states where 90% or more of students took the exam, despite a 0.1 point drop in average composite score from the 2019 results. Nationally, 49% of 2020 high school graduates took the ACT, earning an average composite score of 20.6.

The majority of the class of 2020 took the ACT by fall 2019, before the COVID-19 pandemic. It is too early to determine how the pandemic will affect ACT testing and scores of future graduating classes.

“Minnesota’s future depends on the success of our students today and I’m proud of the accomplishments of the class of 2020,” said Education Commissioner Mary Cathryn Ricker. “We must continue to find ways for our school communities to support all of our students, especially as we work to tackle the disparities in our education system that have been exacerbated by the COVID-19 pandemic. No matter the uncertainties of our present, together we will work to ensure that students of all

backgrounds across our state are ready for what’s next in their lives after high school, whether that’s career or college.”

Thirty percent of Minnesota’s class of 2020 met all four ACT college-readiness benchmarks, which is 4 percentage points higher than the national average.

Additionally, 77% of Minnesota students who graduated in 2020 were likely to attain the Silver, Gold or Platinum ACT WorkKeys National Career Readiness Certificate, compared to 70% nationally. To reach a Silver, Gold or Platinum ACT WorkKeys National Career Readiness Certificate, students must earn a composite score of 17 or higher on the ACT. Overall, ACT scores for Minnesota’s student groups have remained very close over the past five years, meaning gaps between student groups remain the same.

ACT annually releases the Condition of College & Career Readiness report, and includes ACT score results from all 50 states and the District of Columbia.

Watermark continues to expand Watermark is a master-planned residential community located in the northwest quadrant of I-35E and CSAH 14/Main Street. Its approximately 372 gross acres will consist of a residential mix of 692 single-family lots and 172 townhome units totaling 864 housing units. The planned unit development (PUD) stage plan/preliminary plat was approved in June 2016. Watermark has been approved through the 3rd Addition.

Lino Lakes resident Anna Gilbertson, extension educator for 4-H youth development with University of Minnesota Extension in Anoka County, has been honored with the Excellence in Natural Resources/ Environmental Education Award, presented by the National Association of Extension 4-H Agents (NAE4HA). Each year, NAE4-HA recognizes members for their 4-H/extension work by presenting awards for outstanding accomplishments in achievement, leadership, service and communication.

Gilbertson received her award during the virtual annual conference on Oct. 20.

The award was presented to Gilbertson for her work on the 4-H Environmental Fun Fair held at Springbrook Nature Center in Fridley each spring.

Hunters can also find online maps of public land in Minnesota, including the state’s 1.3 million acres of land in wildlife management areas. One way to search for WMAs is using the WMA Finder on the DNR website. The DNR also is providing background maps for GPS units that depict WMA boundaries and parking areas. License centers closed Nov. 11-16 for transaction system change

The Minnesota Department of Public Safety and Vehicle Services will begin implementing a new system for motor vehicle transactions called MNDRIVE the evening of Nov. 10. This switchover will affect all Anoka County license centers. The Coon Rapids office will close at 5 p.m. Nov. 10 so staff can have all reporting submitted to DVS by 7 p.m. that day. All other Anoka County branches will close at normal business hours.

All offices will be closed Nov. 11-15 to complete the switchover to MNDRIVE, which replaces the Minnesota Licensing and Registration System (MNLARS).

On Nov. 16, all Anoka County License Center locations will open to the public at normal business hours. In-person services at Anoka County License Center locations are currently available by appointment only. Cougars mask up, keep focused in ‘roller coaster’ season

First thing you notice about the Centennial volleyball team is the masks. Few athletes in any sport are donning masks while competing, but most of the Cougars are. “We discussed wearing the masks as much as possible, during practices and games, to do our part to try and keep everyone safe,� acknowledged coach Jackie Rehbein-Manthey. She noted that Osseo also wore them but “there aren’t that many teams doing it.�

The Cougars, who won twice last week to improve to 4-3, are dealing with the pandemic in another way, too, like most athletes — feeling the anxiety due to the uncertainty of the situation. “The team has been on a bit of an emotional roller coaster this season, and especially this week,�

Rehbein-Manthey said. “Hearing the district was going to be moving from hybrid to distance learning, they thought their season would be ending.�

On Tuesday, though, the district announced that extra-curricular activities could proceed, and on Wednesday, announced that they would stick with hybrid. The girls sighed with relief. “With everything these student athletes are handling, I am very proud of how they are continuing to take it one day at a time,� the coach said. “They are very resilient and it is showing. They continue to fight and push each other on the court to get better on every touch.�

Last week, the Cougars beat Osseo 25-18, 25-13, 25-9 on Monday evening, and Coon Rapids 25-18, 25-6, 2426, 25-15, both at home. Sydney Petersen rattled off 19 kills and Natalie Jones 13 against Coon Rapids. Mattie Petersen aced four serves.

For the season, Sydney Petersen has delivered 95 kills and Ashley Crowl 79. Linaya Swenson adds 32 kills and 12 blocks. Jadyn Clarner leads with 137 assists and 17 aces. Jones and Mattie Petersen each have served for 13 aces. Kailee Sendle has 66 digs, Sydney Petersen 59, Crowl 57 and Jones 51.

Centennial (1-3) got a pair of scoring passes, from Elijah Ward to Mason Lindsay from 38 yards in the second quarter, and from Sam Pietraszewski to Ben Lee from 10 yards in the fourth quarter.

KOURAGEOUS KARTER: ‘The boy who lived’ swallow, eat, breathe, see, hear or walk. They were told their only option was to remove life support.

Five days after Karter was born, he was taken off life-support. “I was holding him when they ripped the tubing out of his body. They said it could be seconds, minutes, hours … but the only outcome they gave us was death,” she said. “Minutes turned into hours and we were so thankful to have time.

We didn’t understand that dying is a process, we thought he was going to stop living at any moment.

For two days, we were just on eggshells, we wanted to soak up every second with him. It didn’t feel real.”

Karter remained stable for two days. At that time, the couple was given the option to remain in the hospital or take the baby home for hospice care.

Although it was a tough decision, the Goodchilds decided to bring Karter home. “I remember holding him in the back seat as my husband drove and thinking ‘don’t die, don’t die,” Goodchild recalled.

After one week at home, Karter’s eyes opened, and he started crying and screaming. Goodchild recognized the signs that her son wanted to eat, so she called their medical team to see if she could feed him. She was told she could try it, but Karter might not be able to swallow and could choke and die. She was also told that feeding him could prolong their hospice efforts.

“As a mom, my instincts were screaming to feed him. Now that I have reflected and I understand what happened to us, essentially the team was convincing me to starve him to death. That is essentially how he would die, he would just not get nutrition and his body would fade away and that would be the end,” Goodchild explained. “As a mom, if he doesn’t want to eat, I’m not going to feed him, but if my baby is screaming and wants to eat, I want to feed him.

“It was so excruciating as a mom to try to figure this all out.”

Goodchild followed her instinct to feed him, and he ate. Karter graduated from hospice care at 6 months of age, but the couple was told he might not live to his fi rst birthday. Just before his fi rst birthday, Karter was no longer able to eat and became dependent on a gastronomy tube.

“Once we made it to Karter’s fi rst birthday, we were no longer focusing on his death, we were focusing on his life. We are going to give him the very best life possible, and so that has really been my mission as his mother, and for our entire family,” Goodchild said. “We had to undo a lot of the trauma. It took a lot of work on our end, reeducating ourselves, fi nding the right professionals to help us understand what all of this meant.”

Goodchild became determined to be a resource to other mothers who found themselves in a similar situation.

Now that we are further along in our journey, and this has become more of a normal part of our everyday lives, it’s important to make a positive impact on those who may be just starting theirs.”

One project Goodchild plans to accomplish this year is paying for photographs for a family. “We had a photographer who came to the NICU and took photos of (Karter) every day. She captured every single moment, and (the photos) are something I cherish. We didn’t know how much time we had. It was such a blur.” Goodchild recalled.

Another mission of the nonprofit is to create an all-inclusive playground nearby. Goodchild has agreed to be a part of the recently formed stakeholder group to help design and plan for the playground upgrades at Lions Park in Hugo.

“If you find yourself raising a child with a severe neurological condition, we want to be a place of hope and encouragement. We want to make sure that you feel like you are not alone, you are seen and there are so many great organizations and resources out there,” Goodchild said.

Fast-forward Karter is now 4 years old. Although some of the things the doctors predicted came true (Karter can’t walk, can’t talk and can’t eat), they failed to mention that he could live.

“It has not been easy at all. It has been really hard, in fact … There are so many wonderful things about him,” Goodchild said. Karter is a brother to Maddie, 6, and Gabby, 3.

“He gives us the gift of perspective every day. I wish I could cure his injury … I wish I could take all of that away. But he absolutely has quality of life, he absolutely has a purpose here.”

She launched a nonprofit organization called the Kourageous Karter Foundation. “I had all these aspirations and ideas, and then COVID-19 hit,” she said.

Though Goodchild has not been able to pursue many of the mission projects she has in mind, she has posted a robust collection of resources on the nonprofit’s website for families who are trying to navigate through similar journeys.

“I feel like my purpose now is to help other moms who are in my boat,” Goodchild said. “I feel the most empowered when I am connecting with other

LINO CITY COUNCIL NOTES The Lino City Council took the following action at its Oct. 26 meeting: • Authorized the certification of delinquent water and sewer utility charges for collection with 2020 property taxes payable in 2021. Staff annually brings delinquent water and sewer utility charges to the council for certification to the county auditor for collection with the following year property taxes.

• Approved a premise permit for Centennial High School football to sell pull-tabs at Campanelle Bar & Restaurant, located at 7114 Otter Lake Road, Suite 150. Minnesota law requires that the local unit of government approve applications for a premises permit before it is submitted to the Gambling Control Board for fi nal consideration.

• Accepted donated gift cards. Public Safety Director John Swenson explained that over the last several months, many community members have dropped off gift cards for police and fi re staff. “We are not able to accept them

… Typically, when this has happened in the past, it has been at a much lower volume. We would store them until we had a volunteer event and pass them on to volunteers and not employees so we are not violating state statute,” he said.

The council accepted the gift cards as a donation to the city, which can then be used to provide staff with food and refreshments at department meetings or trainings.

The total value of the gift cards is $1,260.

• Held the fi rst reading and a public hearing of an ordinance calling for the vacation of a drainage and utility easement over Lot 14, Block 2, NorthPointe 2nd Addition. There was no public comment.

2063 Palm Street is a residential parcel located on the north side of Palm Street.

The property owners, Brandon and Anna Newman, submitted a land use application requesting the vacation of a portion of a drainage easement on the property. The easement overlaps

an existing Northern States Power Co. (Xcel Energy) gas and electric easement located on the property.

The Newmans would like to construct a deck on the rear of their home into the easement area. The applicant is requesting that a portion of the drainage easement be vacated to allow for the construction of a deck. Xcel Energy has consented to the proposed deck.

The deck does not impact city utilities or drainage, city staff reported.

• Adopted assessments for individual properties where the owners requested connection to city utilities. The properties include: 101 Lilac Street, 733 Vicky Lane, 682 Main Street, 7109 Sunrise Drive and 6987 West Shadow Lake Drive. The total amount to be assessed is $55,384. Assessments will be spread over 15 years with an interest rate of 5%.

• Adopted assessments totaling $101,345 for the Nadeau Acres development. The council approved

the development agreement for Nadeau Acres Aug. 12, which provides for the assessment of trunk water, sanitary sewer and surface water fees.

The developer has reviewed and approved the assessments.

• Adopted assessments totaling $31,543 for the Stern Addition. The City Council approved the development agreement for Stern Addition on Sept. 22.

• Adopted assessments totaling $360,972 for the Watermark 2nd Addition. The council approved the development agreement for Watermark on Dec. 16, 2019. The council also adopted assessments totaling $439,360 for Watermark 3rd Addition.

• Approved payment No. 5 in the amount of $5,761 to T.A. Schifsky and Sons Inc. for the Pheasant Hills Circle project. On May 13, 2019, the council accepted the $158,878 quote for the Pheasant Hills Circle Project from the contractor.

Construction of the project began in late May. On Aug. 12, 2019, the council

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to two vehicles in the ditch in the 7500 block of Sunset Avenue Oct. 20. Officers assisted in removing one vehicle from the ditch and the other vehicle was towed.

• An officer responded to a two-vehicle property damage accident in the 6000 block of Otter Lake Road Oct. 20. One vehicle left the scene; minor damage was reported.

• An officer was dispatched to the 400 block of Greenwood Lane Oct. 20 for a theft report. A political sign was stolen and extra patrol was requested.

• Officers responded to a civil dispute between neighbors in the 1100 block of Birch Street Oct. 20. Officers documented the incident.

• An officer was dispatched to a report of a political sign theft in the 700 block of Fox Road Oct. 21. The officer investigated, but a suspect has not been identified.

• An officer was dispatched on a report of a political sign theft in the 7800 block of Lake Drive Oct. 21. The officer investigated, but a suspect was not identified.

• Officers received a traffic complaint in the area of Totem Trail and Arrowhead Drive Oct. 22. A vehicle was reported for speeding and running a stop sign. Officers will provide extra patrol/ traffic enforcement.

• Officers responded to a complaint of a snowmobile in a city park in the 7600 block of Mustang Lane Oct. 22. The snowmobile driver was advised of city ordinances.

• While on patrol, an officer stopped a vehicle for a traffic violation near I-35W and Sunset Avenue NE Oct. 22. After an investigation, the adult driver was arrested for possession of a controlled substance and booked into the Anoka County Jail.

• An officer located a dead deer in the 6300 block of Rondeau Lake Road East that was believed to have been poached Oct. 23. The officer notified the local conservation officer from the Department of Natural Resources, which will investigate the incident.

• An officer responded to a motor vehicle tampering report in the 100 block of Egret Lane Oct. 23. The investigation is ongoing.

• Officers received a theft report of a political sign in the 900 block of Lois Lane Oct. 23. The case is under investigation.

• An officer received a complaint Oct. 24 that a business in the 700 block of Apollo Drive wasn't

enforcing the mask mandate. The business was notified of the complaint.

• Officers responded to a motorist assist in the area of 79th Street and Lake Drive Oct. 24. The driver was arrested and booked into jail on second-degree DWI and other charges.

• Officers received a theft from motor vehicle report in the 200 block of Egret Lane Oct. 24. The incident is under investigation. Other similar incidents were reported within the same block and the 6600 block of Sandhill Drive.

• Officers were dispatched to a residence in the 6600 block of Pelican Place Oct. 24 on a report of stolen vehicle. The investigation is ongoing.

The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to the 800 block of Civic Heights Drive in Circle Pines Oct. 21 on a civil dispute. Information was collected.

• Police responded to an animal attack in the 1600 block of Hunters Ridge Lane in Centerville Oct.21.

• Officers were dispatched to the 7000 block of 21st Avenue in Centerville on a burglary report.

Officers documented the damage and the missing items.

• Police were dispatched to the 9400 block of Lexington Avenue in Lexington Oct. 22 on a theft report. Information was collected.

• Political signs were reported stolen in the 1600 block of Peltier Lake Drive in Centerville Oct. 23.

No suspect information is available.

• Officers were dispatched to a phone call report of a theft in the 800 block of Civic Heights Drive in Circle Pines Oct. 24.

• Officers responded to the 9200 block of South Highway Drive in Lexington Oct. 25 on a report of a disorderly male. The male was subsequently transported to detox.

• Police were dispatched to the 7000 block of LaMotte Drive Oct. 25 in Centerville on a report of a suspicious vehicle. Officers subsequently found out the occupants of the vehicle were playing Pokémon Go. • Officers were dispatched to a theft report in the 9000 block of Griggs Avenue in Lexington Oct. 26.

• A theft was reported in the 9200 block of Dunlap Avenue in Lexington Oct. 26. The caller advised that an unknown suspect stole an aluminum propane tank from a camper parked on the property. The estimated loss is $300.

• A theft was reported in the 200 block of Stardust Boulevard in Circle Pines Oct. 27.

approved a change order in the amount of $65,524 to repair sanitary sewer and water services and to repair a fi re hydrant.

The project included some additional restoration work; the fi nal contract amount is now $227,927.

Funding for the project is through the city’s water operating fund and utility fund.

• Approved payment No. 3 in the amount of $3,540 to C.W. Houle Inc. for the water tower No. 3 project. On March 9, the council accepted the quote for a sanitary sewer extension from Fire Station No. 2 to the water tower site from C.W. Houle Inc. in the amount of $77,760.00.

Water tower operations include a small amount of chlorine residual discharge, which is required by the Minnesota Department of Health to be discharged into the city’s sanitary sewer collection system.

The project was successfully completed in September.

Construction costs for the base bid items came in under budget at a fi nal contract amount of $70,791,50.

Funding for the project is through the city’s trunk utility fund.

• Approved the fi nal payment for $18,891 to Olson’s Sewer Services Inc. for the 2018 surface water maintenance project

(SWMP). The project included pond cleaning within Wollen Estates (small north pond off Diane Street) and the LaMotte area ponds. The project also included stormwater pipe system improvements in the rear yards along LaMotte Circle and a rear yard ditch cleaning in the Country Lakes neighborhood.

The fi nal contract amount for the project is $105,706. Funding for this project is from the city’s annual stormwater maintenance fund.

• Accepted quotes and awarded a construction contract in the amount of $18,945 to R&H Painting LLC for the 2020 inflow and infi ltration project, which includes lining sanitary manholes on Sherman Lake Road between Meadowlark Court and Osprey Court. The city’s annual inflow and infi ltration reduction program is to reduce the amount of groundwater and/or surface water inflow into the sanitary sewer system. The completion date for the project is Nov. 30.

The next City Council meeting will be at 6:30 p.m. Monday, Nov. 9, at City Hall.

(b) The ratio of storage area to building footprint shall not exceed 2.5:1. (c) The site plan review process is required to determine the appropriateness for storage permitted in the section, surfacing required for the storage area and the screening required.

Effective Date. This ordinance takes effect upon its adoption and publication.
