‘Apocalyptic’ fire in California hits close to home

After burning for more than two weeks, the Camp Fire of northern California is now 100 percent contained. It was both the deadliest and most destructive fi re in the state’s history. The Camp Fire killed at least 85 people since it started Thursday, Nov. 8, and nearly

14,000 homes were destroyed.

The cause of the fi re remains under investigation.

“It turned out to be really close to where my sister was, so I gave her a call to fi nd out what was going on,” Fechter said. His sister, Judy Quick, has lived in California with SEE CALIFORNIA FIRE, PAGE 19

LINO LAKES — A visitor to open mike spurred some heated discussion at the Nov. 26 City Council meeting.

Jamie Jensen, the developer of St. Clair Estates, requested the return of his remaining escrow with the city. “I want to get a return of the escrow money. I deposited approximately $103,000 with the city as an advance against expenses. Virtually all of the expenses have been paid, and there is still $60,000 left except for boulevard trees that have to be done. That money is sitting there, and I'd like to get it returned,” he said.

“I understand that there is a policy against returning the money, and I have not yet seen that policy. I am wondering if that is available tonight.”

Mayor Jeff Reinert suggested Jensen continue to work it out with city staff. “You have been given all of the information that you have requested,” he said.

Jensen said he was still waiting to see the policy and, if there was not one, he wanted his escrow money returned.

Vikings player keys in on African American history, grit

Despite a power outage at Centennial High School an hour before an important video conference call was scheduled Tuesday, Nov. 27, everything went off without a hitch.

Juniors in U.S. History and seniors in Government, along with students from Anoka High School, were selected to chat with Minnesota Vikings Player Stephen Weatherly because of their participation in 306 – African American History class.

The course is a digital learning experience offered through the education technology company EverFi. The course offering informs and inspires students to learn through stories and themes of African American History. According to EverFi's website, the class “introduces students to African-American history in science, academia, music and the arts.

Through important primary texts and compelling vignettes, 306 communicates this history in a way that builds shared values and inspires today’s youth to become tomorrow’s leaders.”

Laura Klein, schools manager for EverFi, explained, “It is sort of like an interactive museum online that kids can work through at their own pace.

They go through a bunch of different themes and get to learn about historical figures, important dates in history that support the comprehensive knowledge of black history.”

In the class, students explore and reflect on key themes of African American history that showcase reliance on critical life skills like determination, resilience, intellect, creativity and ambition.

The conference call was made possible through a partnership through EverFi and the Minnesota Vikings. “The Vikings actually partner with us for two different courses: a healthy relationships course called Character Playbook, and this 306 course.

They are both issues that matter to the Vikings organization, so it is an easy way for them to make an impact in schools,” Klein noted.

The conference call began as Weatherly read various descriptions of important figures throughout African American history, and the students had to hold up signs with the name corresponding to the correct description.

Students from both Centennial and Anoka were then able to ask Weatherly questions. Centennial students asked: • What makes a great leader and why is great leadership so difficult?

• Can you share an experience where you had to stand up for something you felt strongly about?

• Can you discuss some of the qualities and characteristics needed to master your craft and achieve a high level of success in today’s landscape?

Although the topic is not new to Centennial, this is the first year the 306 curriculum has been used.

Human Geography and World History teacher Chris Ripken, Ripken’s student teacher Tom Zinselmeier, and World History and U.S. History teacher Heather Gustafson were invited to a professional development opportunity to learn about the EverFi class at the Vikings’ new training facility in Eagan in October, where they were told a few lucky schools would be chosen for the video conference call.

“My students were completely engaged in it (306).

It was very interactive, and it aligned perfectly with what our standards are,” Gustafson said. “It was really easily accessible to students, on their level, but also very challenging.”

Ripken added, “It matches our style of teaching, that students have the opportunity to work at their own pace.”

Having Weatherly touch on some of the 306 topics really brought the lesson home for some students, Ripken said. “I really liked what his message was because it echoes what we say in our classrooms a lot. The grit, the perseverance: those habits start now, they don't happen when you are an NFL player,” he said. “He is where he is because of his grit, perseverance and his personal leadership

skills. It is nice to have somebody besides me saying those things in my classroom.”

Gustafson added, “Talent will take you so far, but hard work will take you all the way,” noting the opportunity demonstrated how important it is for students to not give up on themselves.

Although junior Frances Johnson is not by any means a “Vikings fan,” she enjoyed the conference call.

“I thought it was pretty cool. It was actually interesting. He was funny and nice,” she said. “He talked about how his mom was a strong role model for him, and we have learned about the women in factories who fought for their rights.”

If there is one takeaway from the experience, Johnson said, “It's good to fail. You know to keep pushing. Staying in that uncomfortable area, you can always go up from there.”

Ripken said another important message of the lesson was adversity.

“A couple of things that he said really resonated with me. He talked about a speech impediment and how he recognized that it was something that he needed to address. I think too often when students are presented with challenges, they let those challenges identify them instead of facing the challenge. I hope the students see another example of a person facing an adversity and overcoming it, rather than letting that adversity define them,” he said.

April snow

s the first snow of the season hits, we here at Press Publications are still battling the last snowstorm that hit us in April. That heavy, wet snow accumulated on our roof and snapped 10 2x12 support stringers that held up the structure that covered half the square footage of office space. It could have been a total collapse had we not caught it when we did.

It took from spring through fall to navigate the insurance claim, and we are just now getting started on the project and moving out everything from that side of the office.

The area hit hardest is where our marketing and classified team normally sits. We are thankful that no Publisher’s one was injured.

Through the summer our marView keting representatives shared cubicles with our news reporters and Carter Johnson production designers. Let me tell you it was tight quarters and the teams h has been b pretty upbeat the whole time. This fall we moved our marketing and news teams to the neighboring First Presbyterian Church, where we have rented space.

The disruption to our team and our operation has been severe as we work with the insurance company, contractor engineers and city to rebuild. We hope to move the staff back in by spring, we are doing our best to keep our front desk open and taking calls, covering the local news to the same standard you expect, and getting the paper out each week. Our new phone system was installed to allow staff to communicate with the other half of the staff at the church. Direct dial phone numbers should be working within the week. A few things that should be noted is our temporary front door is now the northernmost door, marked with signs. Several years of print archives are in climate-controlled storage, though most can be found with a subscription on our website.

If you need a green delivery tube or tube maintenance, please call our office and our team will be servicing those orders slowly as we catch up. As always, if you are heading south for winter, please let us know so we can put a hold on your paper delivery. Most of all, we ask that you be a little patient with us and our staff if you have any concerns or issues. They have been through a lot. We will do our best to address them as we always do.

Wireless nightmares Each year, Americans purchase nearly 3 billion disposable batteries. Many of these end up in a landfill. Most of us experience a low battery signal almost daily – from our cell phones, smoke detectors, Xbox controllers, wireless ear buds or speakers, key fobs, garage door code pads, alarm systems, hearing aids, cars, and even the pacemakers keeping hearts in rhythm. What is so frustrating is the short-lived battery life. It seems like car batteries need to be changed every 3-5 years, cell phone batteries last about two years, solar outdoor lights seem to make it a season and a wireless alarm system battery about five to seven years.

We are gaining traction with battery life – the finicky nickel cadmium and nickel metal hydride rechargeable batteries of the past have been replaced with lithium ion and now lithium polymer batteries. My sister said she labels all batteries they install with dates so they know the life. Others note the time to replace batteries in a 10-year planner/calender.

Let’s hope the next breakthrough in battery technology will give us a battery that is both reasonably priced and has a 20-year life. So for now, wire when you can and always recycle all of your batteries.

Navigating Medicare enrollment changes

hile Medicare open enrollment is an important time for beneficiaries every fall, this year brings the most significant changes in the enrollment process since the Medicare Part D drug benefit was introduced in 2006.

Minnesota is especially impacted because Cost Plans, a type of Medicare plan Movers & very popular in our state, Shakers will no longer available Minnesota Board be in much of the on Aging state for 2019 due to a change in federal law.

This means about 375,000 Minnesotans will need to change their Medicare coverage.

As leaders of our state agencies, we have a unique perspective on the health of Minnesotans and what it takes to maintain healthy communities. Medicare and other health care coverage play an important part. We want to make sure Minnesotans on Medicare are aware of the timelines for the open enrollment process and of the help available to them along the way.

Most of the one million Minnesotans with Medicare are not affected by the Cost Plan change, and beneficiaries in 21 counties will be able to keep their Cost Plans in 2019 because of limited Medicare options where they live. But the majority of Cost Plan beneficiaries will have to choose new coverage for 2019 or risk returning to Origi-

nal Medicare, which could be very costly. They were notified of this change by Medicare and their Cost Plan insurers earlier this fall.

The 2019 Medicare open enrollment period has already begun.

We encourage beneficiaries to review their Medicare options to make sure the plan they are considering for 2019 is both affordable and provides access to the doctors, clinics, hospitals and pharmacies they want and need.

The Minnesota Board on Aging’s Senior LinkAge Line can help. The free information and assistance service now and every year helps Minnesotans on Medicare weigh their plan options by providing them with free, comprehensive, unbiased Medicare counseling.

This year, Senior LinkAge Line is extending its business hours and will be open from 8 a.m. to 6 p.m. Monday through Thursday and from 8 a.m. to 4:30 p.m. on Friday. You can contact specialists at 1-800-333-2433 and via chat at SeniorLinkAgeLine.com.

Also new this year is a Medicare Advantage Enrollment Period in 2019 during which someone with a Medicare Advantage plan can: • Switch to a different Medicare Advantage plan • Drop their Medicare Advantage plan and return to Original Medicare; and • Add or drop a standalone Part D prescription drug plan.

Key dates for Medicare-related events in the next few months are: Oct. 15-Dec. 7, 2018 — Medicare open enrollment for 2019, when any Medicare beneficiary can choose a

new plan.

Until March 4, 2019 — Beneficiaries who lost their Cost Plan and switched to Original Medicare for 2019 can buy a Medigap policy without any health screening.

Dec. 8, 2018-Feb. 28, 2019 — Beneficiaries who lost their Cost Plan can choose a Medicare Advantage Plan and/or Part D prescription drug plan.

Jan. 1, 2019 — Medicare beneficiaries whose Cost Plan ends Dec. 31, 2018, and who did not enroll in a new plan will return to Original Medicare (Parts A & B only) and will have large cost-sharing amounts.

Jan. 1-March 31, 2019 — The Medicare Advantage Enrollment Period, new for 2019, starts. This allows someone with a Medicare Advantage plan to: • Switch to a different Medicare Advantage plan; or • Drop their Medicare Advantage plan and return to Original Medicare; and/or • Add or drop a stand-alone Part D prescription drug plan.

Journalists are not our enemy

J

ust this May during a news training, I heard a story about a small-town editor in the south.

Sitting in his ofďŹ ce, he received a threating phone call over something in the paper. When the caller could no longer be reasoned with, the editor asked theman on the other line, “How many guns do you have? .... Uh huh.

And how many brothers do you have? ... Uh huh. Well, I’ve got a baseball bat here in my ofďŹ ce. Let’s say in 20 minutes you meet me in the parking lot and we can work this out.â€? The editor hung up.

At the time, the story was meant as a joke. Despite the tales we newspaper folks tell each other about foul phone calls and lawsuit threats, I’ve never heard of anyone following through. No one actually showed up to the paper with an army of brothers to beat up some journalist up in a parking lot.

At the time I heard the story, I laughed. I’m not laughing today.

Thursday, June 28, a man entered the Capital Gazette newsroom in

Maryland with a shotgun and killed ďŹ ve staff members. The shooter had recently lost a defamation lawsuit against the paper. The shooter claimed the paper damaged his reputation after it published a story regarding the man’s guilty plea in a harassment case.

Threats against journalists aren’t new.

Each year the Times lists some 500-ish names in our court report alone. I know our work makes a lot of folks angry — from criminals to cops, farmers to bankers, the young, the old and everyone in between.

What is new is people reacting to that anger with extreme violence. In the United States, violence against

At seeing the remaining staff of Capital Gazette report on the murder of their own co-workers from a nearby parking lot — I’m at a loss.

My heart hurts for them and I don’t know how to help. I don’t know what to say. I don’t know what to do. I don’t know how to ďŹ x this problem.

The only thing I know to say is this: Journalists are not our enemy.

The journalists I have met from small towns and big cities across

Minnesota have shown nothing but an intense dedication and passion for their communities.

The only thing I can ask of our readers is: do more than keep them in your thoughts and prayers.

Read. Stay informed. Interact with your community boards and commissions. Participate in civil discourse.

Write a letter to the editor. Actively assess if the news you are consuming makes you think critically or if it just raises your ire. Consider diversifying your news sources.

Do what you can to improve your community. It’s all any journalist has ever worked for.

Joyful Singing The Minnesota Mormon Chorale and Orchestra will present its 15th annual Christmas concert from 7:30

to 9 p.m. Friday, Dec. 7, at Benson Great Hall on Bethel University’s campus.

The concert is a collaboration with the Twin Cities Community Gospel Choir and The Hurst Family Experience. This year’s program is titled, “Joyful! Joyful!� and features several gospel-style pieces as well as more traditional carols. Accompaniment for the approximately 100 singers will be provided by a 25 piece orchestra and feature a 4,000 pipe organ.

This will be the fi rst public collaboration between the choirs, representing a united community spirit that fits the program’s joyful holiday theme. The concert is free to the public and no tickets are required, although donations are welcomed.

House fire in Lexington At 8:46 p.m. Nov. 25, the Centennial Lakes Police Department and the Lexington Fire Department were dispatched to a home in the 9400 block of Griggs Avenue in Lexington on report of a house on fi re.

Arriving personnel learned that a male occupant of the home was unaccounted for and was believed to be trapped inside. Officers attempted to make entry into the home but were unable to due to heavy smoke and flames.

Fire personnel arrived on scene and began fi refighting operations.

Mutual aid responded from the Centennial Fire Department, Lino Lakes Public Safety, Spring Lake

Park – Blaine – Mounds View Fire Department and the Lake Johanna Fire Department. The fi re was brought under control; fi refighters then made entry into the home and determined that no one was inside.

The home suffered significant damage.

The male that had been unaccounted for was located safe at another location and there were no injuries. The Red Cross is assisting the family. The cause of the fi re is under investigation by the Lexington Fire Department and the Anoka County Fire Investigation Team.

For Centennial basketball standout Sara Stapleton and her team, it was exhilaration one day, agony the next.

Stapleton and senior teammate Taylor McAulay were all smiles on signing day, Nov. 14, with the former committing to Wisconsin and the latter to Drake. That’s a nice feather in the cap for the program, to produce two Division I signees. Each was looking forward to the season with the Cougars ranked No. 5 in Class 4A. One day later, however, Stapleton wrenched her knee at practice, an injury that’s going to sideline the talented 6-3 center for five or six weeks, coach Jill Becken said.

Playing without her, the Cougars beat St. Francis

60-36 in their opener Tuesday, Nov. 27, then lost to a strong Forest Lake team 57-52 on Saturday in the Breakdown Tipoff Classic in Hopkins.

“Sara hurt her left knee the day after she signed at Wisconsin. We weren’t sure of the extent until she had an MRI, and then surgery on Nov. 20,” Becken said.

Masquers Theatre Company announces original holiday musical, ‘Twas the Night Before Christmas’ With a nod to Clement Clarke Moore, Masquers Theatre Company of Forest Lake will lift the curtain on its original holiday production, “‘Twas the Night Before Christmas,” Dec. 14-16 on stage at Forest Lake High School. The production features adult thespians from the local community, seven students from Forest Lake Area High School, Forest Lake Area Middle School, Forest View Elementary and Lakes International Language Academy, as well as dance numbers from Dance Tech Studies.

The poem, “A Visit from St. Nicholas,” has been translated for the stage by Masquers alumni Nicolle Wollan and Jennifer Wilson.

Centennial students save over 500 lives

Centennial High School hosted a blood drive Nov. 20. A total of 220 units were collected by 182 donors, which could potentially save 508 lives. This year marked the highest ever collected for Centennial. This is the first time the school has partnered with Memorial Blood Centers, and Centennial was their largest high school drive since 2012.

“We are not going to litigate this tonight. I am sure that you would like to stand there and argue and throw a tantrum until whatever time it takes for you to get your money back,” Reinert said. He then asked City Engineer Diane Hankee to explain how the city handles escrow deposits from developers.

“The taxpayers don't pay for the cost of development, the city secures funds of city expenses from the developer,” she said, “There is still boulevard tree planting that the city will pay for; also, the street lights haven't been installed yet. In addition, (there needs to be) time for city staff and engineering to continue to review (the project). There is erosion out on site, sidewalks and curbs that need to be replaced,” Hankee explained.

“These are securities to ensure that those items get installed to city specifications. The policy is the development agreement that lays out that securities are required and for that reason. It is very standard amongst communities to work in this means. So, it shouldn't be a surprise to a developer.”

Jensen responded, “It is a surprise to the developer because the escrow agreement says it's in escrow against fees, it does not say it is for security for anything else. When I started this project, I gave a $2.1 million development letter of credit to cover all of that and we have done over $1.3 million in work there.”

He added, “The development agreement says that every time there

is money taken from that account, I am supposed to be given notice and I am supposed to be able to object. None of that happened. The money was taken out with any knowledge to me, so you violated the contract there.”

Reinert then explained some background, reminding the council that Jensen had previously visited the council to speak during open mike and also met with him and city staff in September.

“Mostly what the problem is, is since Mr. Jensen had been involved in development, which has been about 10 years, laws have changed. He was unaware of laws being changed at the state level. As a city, we have to follow those laws; as a developer, he should have been aware of those laws,” Reinert said. “... But as soon as Mr. Jensen does complete the things he is being asked to complete from the city, as we do and is the case with every developer, we then return the escrow.”

Reinert added, “It is a little amazing to me that you are now re-entering being a developer and you are not aware of your industry and the things that you need to do as being in that industry. As of right now, you are done at open mike. You will leave right now. His jacket is very appropriate” (referring to Jensen's “Looney Tunes” jacket).

Councilman Michael Manthey said, “I don't want to make this any worse than it is, but we should at least give the gentleman an opportunity ... did you bring any information you want to leave with us? We are not lawyers.

You spoke your mind on items that I don't understand. I have to take my staff's understanding of these things.

If the staff says one thing and you stay

one thing, I have to trust them.”

He added, “This is the first time we are hearing this. We are kind of offtaken, or at least I am ... I would like you to work with staff, not necessarily me. You can bring up points, but there is nothing I can do at this point without bringing up those points later on with staff to fi nd where we sit as a city.”

Councilwoman Melissa Maher explained she was also caught off guard. “I am actually a little annoyed by this, because I feel very taken aback. I know you (Reinert) apparently had some contact with staff and were aware of these issues, but for the rest of us this is a blind side. I don't like that. That makes me feel very uncomfortable.”

Community Development Director Michael Grochala then dived into more background to put things in context and bring the council up to speed on all that had transpired as well as some of the issues the city has had to deal with regarding the St. Clair Estates development, which is located north of Birch Street, between Hokah Drove and Rice Lake Elementary School. The development is comprised of roughly three dozen single-family lots.

“Every development in the city of Lino Lakes is required to execute a development agreement. It is required by our subdivision ordinance with any new subdivision of property. In that ordinance, it specifically states that agreement will require financial securities to cover both the cost of the improvements as well as any cityincurred costs associated with that development,” Grochala explained.

“Section 15, which Mr. Jensen refers

to, specifically says the city will escrow cash to cover any staff time, consultant time, administrative time, (and) attorney time associated with the provisions of that development.”

He listed off numerous work items that are yet to be completed, including the installation of street lights; correcting erosion control issues; making repairs to sidewalks, curbs, catch basins, and more. “Needless to say, the city is still going to be incurring costs to review and inspect that development until it's done. We do not release the escrow dollars until those items are complete, simply because we don't know what the costs are going to be that the city may incur,” he said.

Jensen said, “I want the escrow to be released and it is not a security thing, it is to pay off the bills. The bulk of the bills have been paid, and now there is some cleanup stuff, yet there is still $60,000 sitting there.

If $18,000 goes to boulevard trees, I want the other $42,000. As far as I am concerned, it is crystal clear. It needs to be returned and it feels like the city is changing it. If it is city policy not to give the money back, then show me the policy. There is no policy, it is one of those ‘we don't want to.’”

Before walking out, Jensen left the council with, “Will you stop at some point and just get on to other business? And maybe you want to make another snide comment about me as I walk out. Maybe you don't like my shoes? What is it going to be?”

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Nov. 27 meeting: • Approved the consent agenda, which included expenditures, Nov. 5 work session minutes, Nov. 13 meeting minutes and a resolution consenting to redemption of revenue note series 2006A (YMCA project).

On June 28, 2006, the city issued revenue note series 2006A and loaned the proceeds to the Young Men’s Christian Association of the Greater Twin Cities to finance a portion of the costs associated with the Lino Lakes YMCA. The YMCA would like to refinance the project, along with other recreational facilities owned, and has requested that the city of White Bear Lake issue its revenue obligations, a portion of which will be utilized to refinance the city’s outstanding series 2006A note. So that the city of White Bear Lakes may issue the revenue obligations, the city of Lino Lakes must “consent to” and approve the issuance of the bonds.

• Held the second reading of an ordinance establishing the 2019 city fee schedule. Finance Director Sarah Cotton explained that fees were adjusted to account for inflationary increases.

• Held the second reading of an ordinance increas-

ing the salaries of the mayor and City Council.

Effective Jan. 1, 2020, the mayor's salary will be $10,112 and council members' salaries will be $8,500. The council also agreed to eliminate the $40 meeting stipend.

The ordinance was adopted.

• Held the second reading of an ordinance that amends Chapter 203 of the city code of ordinances regarding council compensation.

City Administrator Jeff Karlson explained the current ordinance states council members must sign a voucher proving their attendance in order to be compensated for special meetings.

The amendment allows meeting minutes to serve as proof of attendance at work sessions and special meetings and will only be in effect until Jan. 1, 2020, when the special meeting pay stipend is eliminated.

• Approved an on-sale wine and beer license with no Sunday sales for Chili Thai Cuisine, an existing business located at 717 Apollo Drive, Suite 140. The owners currently do not have a liquor license, but the previous tenant, Tasty Asia, held the same licenses.

City Clerk Julie Bartell explained the application submitted to

the city is complete, the related fees have been paid and insurance information has been provided. In addition, the Lino Lakes Public Safety Department conducted the required background investigation. The application will now be forwarded to the Minnesota Alcohol and Gambling Enforcement Division for review.

• Postponed action on the Watermark planned unit development final plan/plat, master development agreement and first addition development agreement to the Dec. 10 meeting. Watermark was discussed in detail at the Nov. 27 work session and again at the Dec. 3 work session.

• Held the second reading and approved an ordinance vacating a portion of the street right of way along Sandpiper Drive and drainage and utility easements originally dedicated in Lakes Addition No. 1.

The city entered into a joint powers agreement with Anoka County in conjunction with the West Shadow Lake Drive area project.

As part of the agreement, an existing portion of city right of way that is currently used as golf course will be vacated, which will result in the reversion of the property to the

county. The roadway is not planned to be extended in the future, so a cul-de-sac will be constructed at the end of Sandpiper Drive.

• Approved the first reading of an ordinance rezoning certain properties along West Shadow Lake Drive from R-Rural to R-1X, single-family executive residential and PSP, public and semi-public.

With the extension of public utilities along West Shadow Lake Drive, approximately 8 to 10 larger lots may be able to subdivide. The first step in the subdivision process is to rezone certain parcels. There are approximately 85 parcels that would be rezoned. Rezoning will make these parcels consistent with other single-family home lots served by municipal water and sanitary sewer.

• Approved a variance for curb/cut driveway width for 111 Robinson Drive. Property owners Aaron and Shannon Kne are requesting a curb cut width of 26 feet, 8 inches be allowed; city ordinance allows for a maximum 26-foot curb cut/driveway width.

The property owners purchased their home in March 2018. Due to winter conditions, the driveway was installed in July 2018 by C&S Blacktopping, a Capstone Homes Inc. sub-

contractor. The Knes negotiated with C&S Blacktopping to have the driveway widened from 16 to 26 feet. The grading as-built survey and field verification confirmed the curb cut was 26.7 feet, which is about 8 inches wider than allowed.

Capstone Homes agreed to cut 8 inches from the driveway at no charge to the property owner, but the property owners do not want the driveway cut, as they paid an additional $1,000 to have the driveway widened. Without the variance, the property owners would have been required to cut out an 8-inch-wide section of the driveway.

• Approved a variance for roof materials for 47 Gladstone Drive.

Property owner Chris Pomorin is requesting a metal roof with exposed fasteners be allowed; city ordinance allows for metal roofs with standing seam (hidden fasteners).

Over the summer, Pomorin replaced the roof on his house and detached garage without a building permit. City Planner Katie Larsen said Pomorin was under the impression he didn't need a building permit since he was doing the work himself.

Building department staff inspected the roofing materials and

installation and determined the roof was structurally adequate, but the issue is the aesthetic value of the exposed fasteners. If the variance request was denied, the owner would have had to replace the roof on both the single-family dwelling and detached garage.

• Approved the final payment in the amount of $33,862 to T.A. Schifsky and Sons Inc. for the 2018 mill and overlay project. The construction contract was in the amount of $514,802 and the project came in under the estimated cost by $21,884.

The next City Council meeting will be at 6:30 p.m. Monday, Dec. 10, at City Hall.

STILLWATER — The massive ice castle in Lowell Park has become a familiar sight throughout the winter, but the annual attraction will not return to Stillwater this season.

For the past two years, Stillwater has housed the ice castles, which brought nearly 100,000 people and $2.5 million to the city last winter.

The current construction of the Stillwater Lift Bridge forced a proposed move to Bridgeview Park, but event organizers said that the new location posed too many logistical issues, particularly in terms of parking, and ultimately decided to relocate to Excelsior.

“Although we considered building in other areas within Stillwater, upon further inspection, the alternatives did not provide the space or resources we needed to build an ice castle to the scale and standards our guests deserve and respect,” Ice Castles

CEO Ryan Davis said in a public statement. “We realize this may come as a disappointment to many of our valued businesses in Stillwater. We will continue to do whatever we can to support and promote the Stillwater business community.”

The location for the 2019-2020 Ice Castles season is not set yet, but there is a chance that the event will return to Stillwater.

“This family attraction has been an economic impact to many businesses during the winter months the past few years, and we are already brainstorming ideas to fi ll that gap,” Robin Anthony, executive director of the Greater Stillwater Area Chamber of Commerce, said in an email. “We have enjoyed hosting (Ice Castles) in the Valley and are very hopeful to have them back next year.”

A decrease in city taxes set for next year

CENTERVILLE—It's final – the city of Centerville has unanimously adopted its 2019 budget and tax levy, after a brief presentation by Finance Director Bruce DeJong at the Nov. 28 council meeting, followed by a Truth in Taxation public hearing at which no one from the public spoke.

The total final levy for 2019 is $2,707,338, or $48,342 less than the 2018 levy – a decrease of 1.75 percent.

The final levy figures are the same as presented in the preliminary budget and tax levy adopted at the Sept. 26 meeting. In the months before final adoption, the city could have decreased the budget, but not increased it. At that September

meeting, Council Members Russ Koski and Steve King said they hoped to see some reductions. However, no reductions were forthcoming, as the bottom line remained the same.

The 2019 levy of $2.7 million is made up of the general fund levy amounting to $2,202,802 and the debt service levies amounting to $504,536.

The changes in the levy for 2019, compared with 2018, came about because council wanted to adjust the debt service levies downward to make them more predictable for taxpayers and yet still provide for full funding of the city's bond issues. Staff reduced the debt levy by about $71,000 for 2019 with an additional drop of about $52,000 projected for 2020.

The $71,000 reduction in the debt levy will offset an increase in general

fund expenditures for staff amounting to $22,822. The net effect of these changes is the reduction of $48,342 in the total levy.

Although the median home value increased from $235,000 in 2018 to $243,000 in 2019 – an increase of 3.4 percent – estimated city taxes will decrease, DeJong said. The estimated tax decrease of a median home is expected to be $120, so the average person should see a drop in their city taxes of 9.06 percent.

Council Member D. Love reminded everyone that this 2019 budget is just the city's portion of the property tax bill and doesn't include county, watershed district or school district taxes. “Thanks to my fellow council members and city staff for doing such a great job to get the taxes lowered,”

he said, “that's a pretty awesome feeling.”

“It's not like we sit down one day and spend a couple of hours working on a budget,” Mayor Jeff Paar advised the students attending the meeting to complete a class assignment.

“Sometimes we start this as early as May and hold a lot of meetings from June through August. I think we've had eight meetings.” A lot of time and effort goes into planning the budget, with council members talking among themselves, asking questions and studying numbers, he said.

“Next year I'll be looking forward to hearing what the surplus is,” said outgoing Council Member Steve King, who just took part in his last budget preparation.

CENTERVILLE CITY COUNCIL The Centerville City Council took the following action at its Nov. 28 meeting: • Unanimously approved an ordinance amending the 2018 fee schedule by raising the Water Lateral Benefit Fee, effective immediately, for properties that haven’t been assessed from $6,500 to $8,000.

More than one year ago, council directed staff to implement mechanisms to collect the fee as homes are sold, expanded or experiencing well failure.

Part of the plan allowed residents to pay off that fee in advance of these events occurring at their homes and ahead of the city’s need to raise the fee to keep pace with inflation. Many

residents followed through on the opportunity before the city raised the rates.

• By a vote of 4-0 (Council Member Matt Montain abstaining), approved the recommendation from city staff to waive both the monetary and closure penalties for the JV Summit Corp, doing business as: Southern Rail Bar, after it failed the annual underage consumption compliance check in August for liquor license establishments and cigarette sellers.

Because the Southern Rail violated license requirements by serving an underage person, it faced a penalty of $500 and a bar closure of five days.

However, because this was the fi rst ever violation by the Southern Rail and because the owners made “aggressive and comprehensive” efforts to ensure future compliance by spending money to train all their employees through the Minnesota Licensed Beverage Association, the city exercised its authority to waive the two penalties.

If similar violations were to occur within one year of the initial offense, the establishment once again faces penalty enforcement and possible additional penalties. No one is perfect, and the owners did what any responsible bar owner would do under the circumstances, City Attorney Kurt Glaser said.

• Adopted a resolution granting approval to the Rice Creek Watershed District to conduct drainage proceedings to repair Anoka-Washington Judicial Ditch #3 (AWJD3), which, under watershed law gives them the authority to do so, in lieu of using authority under the Drainage Code.

Using their watershed authority allows the watershed to perform the repairs out of their general fund budget, rather than assessing property owners.

Due to the complexity of drainage systems in urban settings, the watershed authority is the preferred method, City Engineer Mark Statz said. The drainage code was set up more than

100 years ago and was meant for use in agricultural settings, the city will not see any direct expenses.

• Established precinct and polling locations for the 2019 election year, as required

by Minnesota Statute. The polling place for Precinct 1 during 2019 will be at St. Genevieve’s Community Parish Center, located at 6995 Centerville Road.

• Learned from Statz that Centerville received the Water Fluoridation Quality Award for 2017 from the Centers for Disease Control.

New Army readiness training center planned ARDEN HILLS — The Minnesota Department of Military Affairs recently awarded Stahl the construction contract for a new 135,000-squarefoot Readiness Center in Arden Hills.

Construction of the $37.9 million division headquarters building, as a part of the greater Arden Hills Army Training Site (AHATS), will commence earthwork and utilities this fall and is scheduled for completion in August 2020.

The new Readiness Center will house offices, classrooms, training facilities and unit administrative spaces for the 34th Infantry Division and is expected to be a LEED Silvercertified building.

“Stahl is honored and excited to return to AHATS and be part of this great project,” said Bill Scherling, Stahl’s director of project management.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer responded to an assault call regarding a road and driving incident in the area of North Road and Hodgson Road Nov. 20. The suspect was unknown, but DNA samples were collected from the scene.

• An officer spoke to a complainant in the 7600 block of Lake Drive by phone regarding a theft of gas Nov. 20. The officer was unable to identify a suspect based on description.

• An officer stopped a vehicle for a moving violation in the area of Ash Street and Otter Lake Road Nov. 20. A passenger was arrested on an outstanding warrant. The driver was cited for various violations and another passenger was cited for no seat belt.

• An officer conducted a traffic stop in the 7600 block of Lake Drive Nov. 20.

An adult female driver was arrested for possession of drugs.

• Officers responded to a dog bite report in the 7600 block of Appaloosa Lane Nov. 21. A Community Service Officer will follow up with the involved parties.

• An officer responded to a report of two bucks with their antlers locked together in the 6700 block of West Shadow Lake Drive Nov. 21. A DNR officer arrived and was able to free the deer; one deer was dead and the other ran off.

• Officers assisted an intoxicated male in the 6800 block of Lake Drive Nov. 22. Police assisted the male in contacting someone who could care for him.

• An officer stopped a vehicle for speed and lane violation in the 7700 block of Main Street Nov. 23. Three juvenile females were cited for underage consumption.

• Officers responded to the report of a neighbor dispute in the 700 block of Town Center Parkway Nov.23.

Officers arrived and resolved the situation.

her husband Bruce for about five years. Thankfully, at the time the fire hit their neighborhood, she was in a nearby town watching her grandchild.

It was a different story for Bruce.

“Judy was in Redding trying to get ahold of her husband. She has a cell phone, but Bruce doesn't. She was able to get a hold of him through the landline around 8 a.m. She told him to leave, and he said he hadn't been told to leave. My sister said, ‘I am telling you to leave,’” Fechter recalled. “She called him a few more times and he probably left around 9:30 a.m. He packed up the dogs and off he went.”

The plan was for Judy to meet up with Bruce in nearby Chico, but on his way out of Paradise, Bruce got caught in traffic, as there are only two ways out of Paradise: north or south.

“On the way there, he was stopped in traffic and his car caught on fire.

He was going through the gauntlet with all of the flames on all sides.

Fortunately, the guy behind him had a fire extinguisher and ended up putting the fire out,” Fechter said. “Had the fire been on the other side of car where

his daughter's Facebook account. A good Samaritan took a photo of Bruce sitting in his totaled car and posted it to his daughter's Facebook page, which is how Judy and her family found out where he was and that he was safe.

“Bruce did relay one thing that shook me. He said he saw a deer that was on fire and running. It was very apocalyptic,” Fechter said.

As of last week, Judy and Bruce had not been allowed back to their home to assess the damage. After searching online, the Quicks learned from a picture on Google Earth’s Street View that their home was completely demolished.

“It is just a sobering thing, and heartbreaking. She now has her husband, her dog and that's it, which is not a bad thing,” Fechter said. “She is 76, so she had accumulated quite a bit of stuff over the years. All of our mom's paintings are gone, her imported Indonesian furniture ...”

Fechter spent a week in California trying to help his sister navigate insurance issues and lend moral support. In an effort to help financially, he set up a GoFundMe page.

“We ask for people to contribute … for thoughts and prayers. There is a lot of people who are in much worse shape than my sister. That was one of her first thoughts: ‘Why am I getting this attention when there are so many other people that have it worse than me?’” he said.

For now, Judy and Bruce are staying with one of their sons in San Francisco. Fechter said he doesn't think they will rebuild in Paradise.

They will probably move north, perhaps to Oregon.

Gov. Mark Dayton authorized one Minnesota individual assistance program specialist from the Department of Public Safety Nov. 26 to aid in disaster recovery assistance for the state of California.

Devastating wildfi res burned extensively through Butte County in November, displacing Californians, causing loss of life and destroying thousands of homes and public infrastructure.

Dayton approved the request for assistance through the Emergency Management Assistance Compact (EMAC) to provide additional support and aid for people displaced from their homes by the wildfi res.

Minnesota’s Individual Assistance Program Specialist has completed the required training in their discipline, and has experience implementing and managing federal or statelevel disaster recovery assistance through the FEMA Individual and Households Program (IHP).

They will work with victims of the natural disaster and connect them to valuable resources, such as sheltering, unemployment, crisis counseling, legal services and long-term recovery practices.

They will assist in the disaster recovery for a total of 25 days, a period that began Nov. 28.

EMAC is a mutual aid agreement between all 50 states.

Under the compact, a state in need of emergency assistance may request resources (people, equipment, etc.) from other states based on their needs.

Agencies in other states with available resources may respond to a request, but there is no obligation to participate. The Minnesota Department of Public Safety Homeland Security and Emergency Management Division coordinates the state’s EMAC requests.

Weblos give back

Fierce forest-dweller: the northern goshawk

Deep in the forested parts of Minnesota lives one of its fiercest and most secretive residents: the northern goshawk.

With its stark gray-and-white feathers and blood red eye, the goshawk is an intimidating character to encounter in the Minnesota woods. Goshawks, sometimes called “gray ghosts,” prefer tall, old-growth forest areas, with heavy canopy coverage. These forest denizens are larger than their urban cousins, the sharp-shinned and Cooper’s hawks, but much smaller than the red-tailed hawks seen frequently along freeways and fence posts in the Twin Cities.

Goshawks can be found in northern Minnesota year-round, but might be seen more frequently in the southern parts of the state during the winter.

Since they are often found in dense forest environments, these birds are extremely agile fliers, dodging branches and navigating obstacles as they pursue their prey.

The way the name of this bird is spelled has led to some misinterpretation of how to pronounce it. Some might say “gosh-hawk,” but there is no “SH” sound in this bird’s name: “goss-hawk” is the correct pronunciation. The name is a modernized version of the Old English term “gosheafoc,” meaning, “goose hawk.”

talons and hooked beaks that enable them to kill their prey. Their diet commonly includes small mammals such as squirrels and rabbits, as well as many other bird species.

In other parts of the world, most species in this genus are known as “goshawks” or “sparrowhawks,” but in North America, the northern goshawk is the only species that carries that name.

Goshawks have been historically used for falconry, particularly in the United Kingdom. In 2014, author Helen Macdonald released her bestselling memoir, “H is for Hawk,” which detailed her experience training a northern goshawk named Mabel while coping with grief after the loss of her father. Falconers such as Macdonald recognize northern goshawks as one of the wildest and most difficult birds to train.
