LINO LAKES — The City Council is investigating options for a dog park within the city’s borders.

One proposed site that was previously discussed by the council back in 2014 is the city-owned property at the corner of Centerville Road and Birch Street near the fi re station.

At the Dec. 7 work session, Public Services Director Rick DeGardner explained that the site would require extensive site preparation, including grading, stripping existing vegetation, killing noxious weeds and seeding.

Fencing, signage and benches would also need to be considered. He explained that Ramsey County operates two dog parks nearby, including Otter Lake, which is 2 miles from city limits, and Rice Creek, which is 7 miles away.

Mayor Rob Rafferty said in his research on dog parks it seems to be that most of them are connected to a county park. He suggested the council and or city staff reach out to County Commissioner Jeff Reinert on the topic.

Council Member Dale Stoesz said if the city does end up establishing a dog park, he would want it to be at a location where it will stay for a while. “We want to make sure we don’t have the same situation with the community gardens … Sitting there for five years and then SEE DOG PARK, PAGE 5

Marcotte, a resident of Minneapolis, graduated from Centennial High School (CHS) in 2004. He started a website called Give Me the Mike in May

2017 as a hobby. “The website is just an outlet for me to get this information out of my brain,” he explained. “It is a way to push some stuff out there that I think people will be able to use and enjoy.”

After Marcotte graduated from CHS, he attended Gustavus Adolphus College to major in elementary education. While in college, he had a part-time job with Channel 5 as an events staffer. He graduated from college in 2008 but was unable to fi nd

a job right away. He ended up working an interim position in student activities at Gustavus for a while and later got a marketing position with Big Brothers Big Sisters of America.

In 2011, Channel 5 offered Marcotte an assistant producer position for Twin Cities Live.

“I had no producing or onair experience,” he recalled.

Blaine man sentenced in wife’s murder Matthew Lynn Jansen, 48, of Blaine was sentenced in Anoka County District court Dec. 10 for the February 2019 murder of his wife, Mary Jo Jansen, 46. Pursuant to a plea agreement, Jansen pleaded guilty in March to second-degree intentional murder. The fi rst-degree murder charge was dismissed.

Anoka County District Judge Dyanna Street sentenced Jansen to 40 years in prison.

According to the criminal complaint, in the late evening of Feb. 8, 2019, 911 communications received a call from a male, who stated he had killed his wife and used his gun. The Blaine Police Department responded to the call at a residence on 95th Avenue NE. Upon entering the home, officers found Jansen’s wife laying on the floor with what appeared to be a gunshot wound to her head or neck area. The medical examiner concluded Ms. Jansen’s death was a homicide, with one gunshot wound to the neck and one gunshot wound to the chest.

While on the scene, the defendant told officers, “I can’t believe I did it” and “I guess I don’t have to worry about a divorce

now.” The complaint states that detectives learned from family members that Ms. Jansen had served the defendant divorce paperwork around Thanksgiving 2018.

While the divorce had been pending, both Ms. Jansen and the defendant remained in the home. Family members also said Ms. Jansen had recently decided to permanently move out and the defendant had likely been aware of her decision.

Anoka County prosecutors requested a sentence that was longer for Jansen based on his actions on the night of the murder. Judge Street agreed that the facts of the case supported the longer sentence based on the invasion by the defendant of the victim’s zone of privacy to commit the crime, and his lack of remorse.

“It is particularly cruel for children to lose their mother, and a family to lose their loved one, at the hands of someone who is supposed to emotionally support a family, not violently tear it apart,” said Anoka County Attorney Tony Palumbo.

“The emotional impact was made worse here because the victim had attended her mother’s funeral just that morning.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Dec. 8 meeting: • Heard from Council Member Jennifer Rauner, who thanked residents for “going above and beyond” for the Centennial Fire District Santa Engine Parade Dec. 6. See photos on page 2.

• Reminded residents that the city will change its garbage hauler from Waste Management to Republic Services in 2021. Residents should plan to have their empty Waste Management cans out and ready for pickup by 6 a.m. Dec. 28. Republic Services will then drop off new cans for residents. Its first pickup will be Jan. 2 (due to the holiday). City Administrator Patrick Antonen explained that the Waste Management cans will need to be empty when they are picked up.

• Held the truth in taxation public hearing for the 2021 budget and levy. There was no public comment. Here are some highlights from Finance Director Kate Manson’s presentation: ° Expenditures will total slightly more than $2.78 million, a decrease of about $111,000 from 2020. The main reason for the decrease is that the last debt payment for the police station was made in 2020. ° 79% of the city’s revenue comes from property taxes. ° The biggest expense for the city is police, which accounts for 38%. Other expenditures include parks (14%), fire protection (12%) and streets (10%). ° The city’s tax rate will be 49.99%, a decrease of 2.65% from 2020. ° The average change in market value for homes in Circle Pines is a 4.22% increase.

• Adopted the 2021 general fund budget of $3.03 million, which represents a 2.4% (about a $71,000) increase in expenditures from 2020.

The general fund levy will increase by 2.8%.

Much of the increase is due to personnel costs associated with settled union contracts and health insurance increases. The council also approved a resolution setting the levy for 2021 in the amount of $2,783,675.

• Approved meeting dates for 2021.

• Approved new garbage and recycling rates.

The garbage rates will decrease, while the recycling rates will increase. Antonen noted that regardless of the change of haulers, the recycling price would have gone up due to increasing disposal costs and the change in the international market for recycling.

The average Circle Pines customer with a 64-gallon waste can and 96-gallon recycling can will see a $1.24 decrease per month.

Organic recycling is also available to residents via a subscription for $7.50 a month.

• Approved a resolution establishing precinct and polling locations for the 2021 election year. Antonen explained that the city will once again site the Precinct 1 polling place at St. Mark Lutheran Church instead of the fire station. “We have no clue what the world is going to look like come the next election, so for the safety of our first responders, we’d like to continue that,” he said. The polling place for Precinct 2 will remain at City Hall.

Antonen said his hope is that the precinct will once again be located at the fire station when it is safe to do so, so firefighters can give tours and show residents where some of their tax dollars are going.

The next City Council meeting will be at 7 p.m. Tuesday, Dec. 22.

POLICE REPORTS • Officers received information that several vehicles on a property located in the 900 block of Evergreen Trail had been entered and searched by an unknown person Dec. 3.

Officers collected information for each vehicle. There is no suspect information at this time.

• While performing work in the 7200 block of Stage Coach Trail Dec. 4, public works staff found a small amount of abandoned marijuana in the area. It was turned over to police for destruction.

• Officers responded to a dog running • on I-35E near 80th Street Dec. 6. The dog ran into a field and was later captured by the owners.

An officer responded to a request for extra patrol after suspicious items were left at the home in the 900 block of Kelly Street Dec. 6. The investigation is ongoing.

The Centennial Lakes Police Department reported the following incidents: • An animal complaint was reported in the 20 block of Oak Leaf Lane in Circle Pines Dec. 2.

• Officers were dispatched to the 1 block of Oak Leaf Lane in Circle Pines Dec. 2 on a theft report.

• Officers responded to an illegal burn in the 7000 block of Centerville Road in Centerville Dec. 2. A male was subsequently arrested on a warrant.

• Police were dispatched to the 0 block of South Pine Drive in Circle Pines on report of a counterfeit bill. Information was collected.

• Officers responded to a domestic situation in Circle Pines Dec. 3. Officers advised the parties to stay away from each other and to call the police should they need further assistance. Officers later called back to the residence and a male was subsequently arrested.

• Officers were dispatched to the 30 block of Village Parkway in Circle Pines Dec. 3 on a theft from motor vehicle report. Video evidence helped officers identify a suspect, who will be charged. While investigating the incident, officers became aware of a related incident. Officers took information and charges are pending.

• A homeowner in the 7300 block of 20th Avenue in Centerville was verbally warned for being too loud.

• Police received a dumping report at the self-service car wash in the 9000 block of North Highway Drive in Lexington Dec. 5.

• Officers responded to the 50 block of West Golden Lake Road in Circle Pines Dec. 5 regarding damage to property.

Officers searched the area but did not locate any suspects.

• Officers responded to a liquor store on Central Street in Circle Pines on a property damage accident. One individual was subsequently arrested for fourth-degree DWI.

The Lino Lakes Police Department reported the following incidents: • While officers were assisting another agency, they discovered a possible stolen trailer in the 500 block of Ash Street Dec. 1. The officers determined the trailer was stolen, so it was towed from the location. The owner was notified the trailer had been recovered. The investigation is ongoing.

• Officers responded to an address on Partridge Court to arrest a party on a juvenile warrant Dec. 2. The arrested party was transported to the regional juvenile center without incident.

• Officers stopped a vehicle for multiple traffic violations in the area of Kelly Street and Lake Drive Dec. 2. The driver and passenger were issued citations for various violations.

• Officers responded to an animal complaint involving a raccoon stuck in a window well in the 100 block of Woodridge Lane Dec. 2. Officers were unable to remove the animal and gave ideas on how to help it escape on its own.

• Officers responded to a suspicious vehicle in a driveway in the 500 block of Henry Lane Dec. 2. The owner of the vehicle was located and cited for a narcotics offense.

• Officers responded to a domestic assault occurring in the parking lot of a business in the 700 block of Apollo Drive Dec. 3. Officers subsequently arrested an adult female for domestic assault and DWI.

Holiday lights contest

I

am so excited about our holiday lights contest. If there was ever a year that people needed a bit of light in their lives, it is 2020.

I have absolutely loved looking through all of the entries as they have come. Each one is unique in its own way and has a story behind it. Even the entry with one string of lights brought a smile to my face. The caption reads, “Took hours of planning. Weeks of waiting for the display to come.

30 seconds to set up. Perfect.”

Growing up, one of my family’s favorite Christmas traditions was driving to look at a light display near our home.

Every year, we would hop in the car, drive to the display, tune in our radio to a specific station and watch on in amazement as the display lit up perfectly Out & animated and timed to the songs we heard on the radio.

About We hope that our holiday Shannon lights contest might be a part of your family’s holiday tradition Granholm this year. Many of the things we have all looked forward to thi year h this have b been canceled or postponed. So hopefully, this lights contest gives you something to look forward to.

Sometime before Dec. 31, I plan to drive around with my husband and dogs to check out all of the entries in person, because I’m sure pictures do not do them justice. Thank you to everyone who entered, and don’t forget to vote.

Dec. 18, 2015 Dec. 18 will mark the fifth anniversary of my father’s passing. Every year that date rolls around, it is an especially hard day for my family and me.

I cannot believe it has been five years. For some reason, I think it will be just a bit harder this year.

I miss everything about his—his jokes, his laugh, his voice, his advice, his songs. Every Christmas that we celebrate without him, I can’t help but feel that void deep in my soul.

One way we have kept his memory alive around Christmas is our tree. My father spent a lot of time in his recliner by the tree. Every year when we put our Christmas tree up in the living room, dad always had his own little section of the tree where all of his best dad, sports and coffee ornaments hung as well as his (empty) ostomy bag (one of his many jokes). Perhaps his favorite ornament was a bear that sung a Christmas tune. He would play it over and over again to drive us crazy.

To this day, all of his ornaments are still placed on his spot on the tree. And that ornament that once seemed to annoy us so much, brings us peace.

We keep hoping one day it will magically start playing. Now that I have my own home, I have carried on the tradition with a spot of our tree just for him.

House nightmare The only thing I’m looking forward to about Dec. 18 is the fact that that is the day that the restoration of our home is supposed to begin. On Oct. 23, my husband and I woke up at 5 a.m. to find our entire kitchen flooded. The dishwasher supply line under our sink, which was only a year and a half old, ruptured. The water seeped into our floors through the ceilings, light fixtures, walls, insulation and floors in our finished basement.

Needless to say, our basement is far from finished now.

It took 31 days of going back and forth and the waiting game until our contractor and insurance company were able to reach an agreement on how much the project would cost. I’m praying the worst part of this process is behind us, and look forward to the days when we have a kitchen floor again.

Vaccine distributions and reasons to be hopeful for 2021

A

s 2020 draws to a close, there are many reasons to be hopeful that next year will be less challenging than this one. Studies have shown that two upcoming coronavirus vaccines are over 90% effective, meaning there is light at the end of the tunnel.

And as we look ahead, we must ensure that states have the resources they need to transport, store and distribute these vaccines effectively— including in our rural communities.

A coronavirus vaccine is critical to protecting public health and getting our country back up and running.

Currently, there multiple types Legislator are of vaccines under development, in Lingo addition to the Amy Klobuchar Pfizer and Moderna vaccines that are first out of the gate.

As communities across the country await the first doses, a Center for Disease Control (CDC) advisory committee has recommended that priority be given to frontline health care workers, who have been true heroes in the face of this devastating crisis that has upended the lives of millions of Americans—including their own.

The committee has also recommended that the initial doses go to residents and workers in assisted living facilities, where the spread of this virus has had a devastating impact on some of our most vulnerable citizens. But ultimately health experts and officials

get ahead of this virus. The proposal also includes additional funding for the Paycheck Protection Program and help for those who are out of work. Because ultimately, providing relief for our workers, schools, small businesses, restaurants and small entertainment venues is the best way to help our economy get back on track while the vaccine is being widely distributed.

I have also called on the federal government to work with state and local officials immediately on the logistics for vaccine distribution.

Minnesota has been a leader in this, and has already worked with the CDC and the Department of Defense to develop model approaches and best practices for other states to follow when a vaccine becomes available.

And our own health systems— including the Mayo Clinic, Allina Health and HealthPartners—have been hard at work studying the safety and effectiveness of coronavirus vaccines through trials and research.

There are many reasons to be optimistic as we look ahead to next year. And with the stakes this high, it is crucial that our country have both a plan and the necessary funding to get these vaccines out safely and efficiently. I am working in Washington to make sure these things happen and won’t go home for the holidays until it gets done.

In the meantime, we must stay vigilant and continue practicing good public health and safety measures, like wearing masks and abiding by local public health guidelines. We will get through this, but it will require all of us working together, especially during the holidays.

in Minnesota have the discretion to decide how to distribute these vaccines in our state, as well as future vaccines that may come on to the market.

And they cannot do it alone. Storing, transporting, and distributing these vaccines is not a simple task and requires a great deal of coordination.

After all, these vaccines won’t just parachute into Thief River Falls, Luverne or Grand Marais. Getting them to our residents will require fully functioning airports to receive them, trucks for transporting them around the state, pharmacies and community centers to help with distribution, and other important supplies.

One of the vaccines, for example, requires storage in a freezer of minus 103 degrees Fahrenheit. And while we have no shortage of snow and ice in Minnesota, that kind of cold storage means special facilities in locations around our state. Unfortunately, ultracold freezers like this can cost around $10,000—well out of reach for most of our rural health care providers.

And it is critical that communities all over our state—not just in the Twin Cities—can access them.

That’s why I’m working to get the federal resources that states need to execute their plans to store, distribute, and administer the vaccines. This is a critical moment and Congress needs to act immediately to pass a coronavirus relief package that includes funding for vaccine distribution and helps our country get through the difficult months ahead.

There is an initial bipartisan proposal that would do exactly that— including delivering major funding for vaccine distribution and for continued testing, which is critical to

Council to designate park dedication fees for hard courts

Circle Pines city survey online

The Lino Lakes City Council designated $375,000 of general fund balance reserves back in 2018 for the development of city-owned property next to the fi re station at Centerville Road and Birch Street.

The council is expected to consider designating the dedicated park fees from neighboring residential development Nadeau Acres in the amount of $107,000 at its Dec. 14 meeting. Public Services Director Rick DeGardner said he is confident the city will be able to coordinate efforts with WSB for the construction of four pickleball courts, two tennis courts and a parking lot with the designated funds.

Circle Pines’ annual city survey is now available online. The survey, which only takes a few minutes to complete, can be found on the city’s website at ci.circle-pines.mn.us.

Circle Pines looking for applicants The city of Circle Pines is looking for applications for commission and advisory board positions. The following positions are due for appointments in January: One on the Utilities Commission, one on the Planning Commission and two on the Park Board. Applications are available at City Hall or can be found online at ci.circle-pines.mn.us.

Additional information on each board can also be found there. Applications must be received by 4:30 p.m. Tuesday, Jan. 7, to be considered.

Council Member Tony Cavegn said he is in favor of a dog park, but didn’t think the Birch Street and Centerville Road location was ideal since it is already so close to other existing dog parks. He added he would also like to see a dog park located closer to commercial areas.

Council Member Michael Ruhland said he agreed about the commercial area location and said it would be nice if the county could handle the dog park operation vs. the city.

Council Member Christopher Lyden said he was supportive of the concept, no matter where.

“Whether it is run by Anoka County or Lino Lakes, or close to business or not, I will be highly supportive of this,” he said. “The Y was kind of the center for our community and we are losing that. I look at the dog park as a way we can protect our community. There is a quality difference between walking on trails and being able to run free at dog parks. It is a real asset.”

Rafferty directed council and staff to reach out to the county on the topic and continue the conversation.

COUNTY BRIEFS 2021 budget, property tax levy approved The Anoka County Board of Commissioners unanimously approved the 2021 budget, which includes a flat property tax levy. The 2021 budget totals $343 million; 41% of that will come from property

taxes. Other budget funding sources include intergovernmental grants, charges for services, state aid, transportation tax, fines and forfeits, and licenses and permits.

The budget reflects the priorities of the county to modernize and shift its service

delivery models, and to ensure the continued safety and health of its citizens. Coronavirus Aid, Relief, and Economic Security Act (CARES) funding has provided some economic relief, allowing the county to respond to the COVID-19 pandemic, help small

businesses and nonprofits, and set its direction towards a sustained change in its service delivery model to continue to serve county citizens.

It goes without saying that this year has been especially challenging for the children in our community. For my three young children and, I'm certain, for many others, this event offered a much-needed escape from the challenges this year has presented to the youngest members of our community. From the time we heard the distant sound of the sirens to the passing of our home,

the Centennial Fire District helped many of us forget about our troubles, if only for a few minutes.

Even more important, the firefighters collected donations for the Centennial Community Food Shelf, which serves residents in Circle Pines and surrounding communities.

Anoka County wins 2 AMC awards Anoka County received two Association of Minnesota Counties (AMC) awards during the annual conference Dec. 7, which this year was held virtually due to COVID-19. The County Achievement Award was presented to Anoka County for its “Absentee Ballot: Behind the Scenes” video. This video, made available on the county website before the primary election, gave an in-depth look at the absentee ballot process. It showed the ballot identification verification procedure, provided information on secure ballot storage, displayed how the process is inclusive of political parties, and gave an explanation of how the central count machine works.

The County Conservation Award was presented to Anoka County for the Rum River Restoration Initiative.

This project, which utilized various state and local grant dollars, focused on riverbank stabilization, water quality enhancements and fish and wildlife habitat improvements along 26 miles of the Rum River within the county.

Cougar Strength program giving CHS sports a big lift

Cougar Strength, a weight-lifting program installed the last two years for athletes at Centennial High School, is making an impact on the field, coaches say, even though it’s not in full force yet due to pandemic limitations.

“We went from 200 kids lifting in the summer to over 400 last summer,” said Mike Diggins Jr., who runs the program along with Dave Poppe, both members of the football coaching staff.

“We have 92 slots for the winter program, and it filled up the first day, and we have a waiting list.

That is due to COVID-19 or we could have a lot more.”

Centennial won a weight-lifting competition among seven schools at Chisago Lakes last winter just before the pandemic shut-down of athletics, Diggins said.

Diggins, son of head football coach Mike Diggins, was an avid weight-lifter while playing football for Wisconsin-River Falls. His mentor there, Carmen Pata, helped get Cougar Strength started.

“I went to Carmen and asked how can we make this a priority at a school that’s never had a program,” Diggins said.

Pata, the Director of Athletic Performance at UWRF, created

what Diggins called a unique weight room culture. “I have used so many of his teaching tools and I cannot thank him enough for the impact he made on my life.” As a senior, Diggins achieved AllAmerica status for weightlifting, in 2017, awarded by the National Strength & Conditioning Association.

Mike Diggins Sr. said he’s noticed “a huge difference on the field,” for the football Cougars, who’ve gone 8-2 in 2019 and 4-4 in 2020 against a very strong schedule.

“We are smaller than most teams, but because of our strength, we can compete,” the head coach said. “The weight room has also brought our team closer as a ‘family.’ Our kids believe in one another and play harder for each other.”

The full impact won’t be felt until pandemic restrictions are lifted, the younger Diggins said. At this time, the room is limited to 23 athletes. Diggins figures as many as 70 can normally train there comfortably.

After a disappointing 2018 season, the Cougar football staff met and decided they needed to do something different. They agreed that the weight room can be the foundation to the program.

Centennial always had a small weight room but athletes lifted on

their own. Some went to personal trainers instead. Diggins, drawing on his UWRF experience, suggested that a comprehensive program include all the Cougar teams.

“Our goal was to unify the program. We’re going to compete in everything we do, and we are going to do it together, under one roof, and no more going to personal trainers.

We’re going to do this together and do it a lot cheaper.”

It helps that the school has a “beautiful” new weight room, Diggins said, located in a space connected to the hockey arena that used to be the garage where athletic equipment was stored.

After a recent levy, a new space was created for that. The new weight room opened last July.

The average increase in the last two 11-week winter sessions, Diggins said, has been 27 pounds on bench press, 58 pounds on squad and 28 pounds on clean.

Cougar Strength’s mission, he said, is to provide the lowest cost, proven results, and coaches who care about the person and loves Centennial — “Develop the athlete physically, mentally, and emotionally, to help Centennial be more successful.”

in the hallway and cafeteria. The weight program always included all the sports, but the football team lifted on its own, Diggins said.

In the new weight room, equipment from the old weight room was augmented with new equipment purchased through the athletic department budget.

The football team and girls basketball team have especially bought in. Jenna Guyer and Jodi Anderson, both of whom have signed with college teams, are “religious” lifters, Diggins said.

For the weight-lifting competitions at Chisago Lakes, the Cougars brought 30 athletes the first year, 2019, not really knowing what they were getting into. “We realized this is a competitive atmosphere and we wanted to win,”

Diggins said. They brought 60 athletes to the 2020 competition and won. Lance Liu, Cougar fullback, was the individual champion.

Jamie Sobolik, girls basketball coach, said the weight program is “very beneficial” for his team.

“I noticed last season that our players were in much better shape than prior years,” he said, “and that gave us an advantage at the end of close games, that our players were physically stronger than other teams and able to compete at a high level the entire 36 minutes.”

Getting the ball inside to draw fouls and make free throws late in the game was one noticeable benefit of increased strength. But the biggest impact, he said, is in helping to prevent major injuries.

Elijah Ward and Zach Frank were named Most Valuable Players on the Centennial football team and were joined on the AllDistrict team by Lance Liu and Isaiah Ward.

Elijah Ward, senior quarterback, was offensive MVP. He carried the ball 143 times for 642 yards and 13 touchdowns, while completing 30 of 59 passes for 522 yards and four touchdowns, with three interceptions.

Frank, senior lineman, was defensive MVP. He made 47 tackles, including a team-leading 10 tackles for loss. He also played offensive line. Liu, junior running back, was the leading rusher with 772 yards on 142 carries, and four touchdowns. Isaiah Ward, junior tackle, was named the team’s top offensive lineman. He also played defensive line.

Getting honorable mentions were senior defensive back Ike Ankrum, senior wide receiver Mason Lindsay, and junior

linebacker Chase Granzow. Other team awards went to Liu (back/receiver), Ankrum (defensive back), Granzow (defensive line/ linebacker), Sam Pietraszewski (special teams); and Frank and Pietraszewski (Mike Watson Coaches Award) Ankrum gained 141 yards on just 11 carries (a 12.8 average) with two touchdowns.

Lindsay was the top receiver with 18 catches for 355 yards. Eli Nowacki kicked 20 of 22 extra points.

Defensively, Mason Mix, junior middle linebacker, led with 61 tackles, including 12 solo, and four for losses. Ankrum made 55 tackles and led with 20 solos. Brandon Davis made 46 tackles, Granzow 43 (six for losses), Jonah Hylton 37, Reese Neudahl 36, and Isaiah Ward 32.

The Cougars finished 4-4, including 2-0 to win their section, giving them the first backto-back section titles in the program’s history.

Coach Mike Diggins pointed out that they faced four opponents ranked in the final top 10, seven in the top half of Class 6A, and eight who were ranked at one point.

CENTENNIAL BASKETBALL Sara Stapleton, Wisconsin Badgers basketball sophomore from Centennial, led an 80-60 win over North Dakota on Sunday, logging 16 points on 8-for-11 shooting while grabbing nine rebounds. “We shared the basketball, but we wanted to get Sara Stapleton going and we went in to her early to see how they would play the post and she did a fantastic job,” UW coach Jonathan Tsipis said. The 6-foot-3 center also had her first college double double with 11 points and 11 rebounds when the Badgers opened with a 73-66 win over Western Illinois.

Stapleton is averaging 10 points and 6.6 rebounds for the Badgers, who are 2-2 overall and 0-2 in the Big Ten with close losses to Iowa and Rutgers.

Centennial High School will offer a new course, “Coaching and Officiating,” next school year. The course will focus on jobs and careers in the exercise science and sports fields, said Principle Tom Breuning “This course would give the students the knowledge, resources and experience in high school, to see the job opportunities in officiating, and coaching in high school, college, or other levels.”

Any of the physical education teachers may teach the course, he said.

PE department chair Ginger Flohaug promoted the course, drawing upon a similar course offered at Anoka-Ramsey Community College.

“I thought giving students an opportunity to get future job skills in these two fields would be beneficial to the students and hopefully our own community,” Flohaug said. “Students will start by getting information on coaching styles, philosophies and decision making. We will teach basic first aid and CPR.” The plan, she said, is to have students choose from a list of sports, get time in class to learn the rules of officiating for their sport, and practice officiating by having in-class games. They will have the option to work towards certification.

“Our goal, which would be in the future, would be to run the class as a concurrent enrollment,” Breuning said. “This means students would receive high school credit along with college credit for the same course.”

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its Dec. 1 meeting: • Held the truth in taxation public hearing. There was no public comment.

• Heard from Superintendent Brian Dietz, who recognized outgoing school board directors Ray Culp and Christina Wilson.

“We have two people that have spent a considerable amount of time — Ray, eight years and Christina, 23.5 years — serving our community and being leaders,” he said. “You should be proud of the work that you have done because your work has allowed us to move forward. We are going to have success in the future because of your support … We are so proud of what we have accomplished and that wouldn’t have happened without your leadership. Thank you for your service, time and passion.”

School Board Treasurer Chris Bettinger thanked Culp for always asking great questions and Wilson for always being a mentor.

• Approved three new high school courses for the 2020-21 school year, which include: unified physical education; coaching & officiating; and AP macroeconomics.

Unified physical education will be an elective course for special education and general education students in grades 10-12. Coaching & officiating is for students in grades 10-12 who want to see what career opportunities are out there in the exercise science world. Currently, the high school only offers an AP micro/ macro combination course, but the new offering may entice more students in grade 12 to consider

macroeconomics.

The board also approved several changes for 2020-21 to include more hybrid options for students as well as some course name changes.

• Approved and certified the final property tax levy for 2020 taxes payable in 2021 in the amount of about $25.8 million, which represents a 1.19% increase from the 2019 payable 2020 levy.

Here are some of the highlights: ° Total revenue budget will be just under $116.7 million; 59% of that comes from state funding and 21% from taxes. ° Total expenditure budget will be just under $119.6 million; 68% of that goes toward salaries and benefits and 14% to purchased services. ° A home with an estimated market value of $242,213 will see an estimated 1.9% increase in school district property taxes, which amounts to an additional $24.45 annually.

• Received an update from Nexus Solutions and Wold Architects on the Centerville Elementary addition.

A representative from Nexus said the design phase should be complete in midJanuary and, if all goes as planned, the board will award a construction contract

• Approved a transportation management services addendum with Rehbein Transit.

Executive Director of Business Services Patrick Chaffey explained that guidance from MDE has been everchanging. MDE revised its guidelines to say districts “can charge a reasonable rate.”

At the beginning of the school year, MDE told districts it could only pay for “actual services” rendered.

The addendum says the district will pay 75% of the daily rate for regular routes and 95% of special education routes determined to be unnecessary because of distance learning.

“We need to make sure they are there when we need them. There is a fear that if they are not able to collect some dollars during

the pandemic, there are going to be certain organizations that won’t be able to stay afloat and be there next year when we need to transport all of our kids when we are hopefully back to normal,” Chaffey said.

• Held the second reading and adopted policy 430, which deals with employee use of social media.

The policy establishes prohibitions and expectations for the use of social media in professional, educational and personal settings.

• Changed the start time of the board’s Jan. 4 work session/ organizational meeting. It will now start at 4:30 p.m. instead of the normal start time of 5:30 p.m.

Dietz said the change is to allow for more time to recap where the district has been and where it is headed.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its Dec. 3 meeting: • Held the truth in taxation public hearing. There was no public comment.

• Heard from Council Member Brandon Winge, who reported that a settlement agreement has been reached between the cable commission and Comcast. He said Comcast has agreed to pay the commission $58,304 for underpaid franchise and PEG fees as well as $7,500 toward attorney costs.

• Approved a resolution certifying the 2020 tax levy collectible in 2021 in an amount just over $1.20 million.

The levy represents a 0% increase from 2019, which is partly due to additional tax revenues from new multifamily housing developments as well as an increase in liquor store revenues, City Administrator Bill Petracek said.

• Adopted the 2021 operating budget in an amount of slightly less than $2.17 million.

• Approved a joint powers agreement (JPA) for the establishment of the Northeast Metropolitan

Area Municipal Internetworking collaborative (Metro-Inet). The JPA outlines the process for the city of Roseville Metro I-Net (RMI) to transition to Metro I-Net Joint Powers Authority (MIJPA). The organization will become its own entity, independent from the city of Roseville.

• Approved a resolution establishing precincts and polling places for 2021.

The city’s only polling place will remain City Hall.

• Canceled the Dec. 17 council meeting. Petracek said if some city business should arise, the mayor can always call a special meeting.

• Reminded residents that the Santa Around Town event will happen again this year on Saturday, Dec. 19. Watch for more information on the city’s and Lexington Fire social media pages.

The next City Council meeting will be at 7 p.m. Thursday, Jan. 7, at City Hall.

He now works as an events manager full time.

Marcotte has never had just one gig. At any given time, he has always had several things going on. Perhaps one of the more unique jobs he has had is as a Guinness World Records adjudicator. For the past three years, Marcotte has traveled around the U.S. and Canada to determine whether a record has been broken. Of course, all of that is now being done remotely.

So far, he has been involved in verifying about 30 attempts to break records throughout North America.

Give Me the Mike One of the most popular features of Marcotte’s website is the Minnesota Holiday Lights Display Guide, which he has done every year since the website launched 3 1/2 years ago.

“The whole reason this guide started in the first place was because there was a void when it came to a listing of (holiday light) displays around the state,� he recalled. “I do it as a resource for people. It is fun to see people be able to take something away from it.�

As of press deadline, the guide had around 150 listings, compared to 55 in 2019. “This year, obviously it is a whole different beast. It has been blowing up,� he said. “It just continues to grow. People keep hearing about it.�

When Marcotte began his holiday lighting list, he drove around and searched social media to locate significant displays. This year, people are sending in submissions.

Marcotte says he does have some minimum criteria that light displays must meet in order to be listed in the guide.

Those requirements are not spublished anywhere so as not to stifle creativity.
