Grant will expand student manufacturing program to Mounds View schools

A student from White Bear Lake Area Schools participates in a student manufacturing program begun in 2016 in partnership with the Vadnais Heights Economic Development Corporation. The program will now expand to neighboring school districts, including Mounds View.

The Vadnais Heights Economic Development Corporation received a $95,000 youth skills training grant to expand its student manufacturing program to Mounds View Public Schools.

The program began the summer of 2017 as the GenZ Connections: Skills and Careers in Manufacturing Program in partnership with four area manufacturing businesses and the

White Bear Lake Area Schools Career Pathways program. Four students received paid internships through a partnership with

“2018 has been an amazing and extraordinarily successful year for the City of Shoreview,” she said.

“The year was highlighted by the Community Center Expansion Project Sandy Martin and the recent opening of Bamboo Bay, the fi rst major addition to the Tropics Indoor Water Park since the Community Center opened nearly 30 years ago.

Bamboo Bay is a shallow water pool that has a large tropical themed aquatic play structure with more than 40 interactive water play features that are attractive to our younger visitors. The expansion also addressed the need for additional family changing rooms.

Included in the expansion project was a significant addition to the Tropical Adventure Indoor Playground, including an exclusive toddler area, additional parent seating, and a private birthday party area. For our fitness members, we added four new state-of-the art fitness studios on the lower level. The addition of 4 new multi-purpose activity rooms upstairs

Mounds View students try their hand at state government

Shoreview resident and Mounds View High School senior Michael Pak was this year’s YMCA Youth in Government (YIG) Model Assembly lieutenant governor.

His job was to sign or veto bills that were put forth by one of the legislatures. The fi rst bill he signed was one on subsidizing private- and family-owned farms.

“It was an idea that was thoroughly well-explained in the bill, and the bill author made a strong argument for

it,” Pak said. “Even though the fi rst bill, and all the other bills that were signed, don’t actually become law, the opportunity to discuss ideas for policies to improve the state is quite valuable.”

About 1,650 students from across the state participated in the Model Assembly at the state Capitol and Hilton Minneapolis Jan. 1013. Mounds View had the largest delegation in the state — 170 students, directed by Brittany Wilson. Of 18 total elected officers, six were from SEE GOVERNMENT, PAGE 24

Winter’s quiet is a good time to listen for owls

No time of the year is more plentiful for owls than winter. The scarcity of noise and flurries of summer species, as well as bare branches, make it easier to spot these silent predators during the coldest months.

Two of the most commonly seen species around the Twin Cities metro are barred owls and great horned owls.

Great horned owls are usually the more recognizable of the bunch; the signature “horns” (feather tufts) on either side of their head, along with their big yellow eyes make them easy to identify. Great horned owls are among the larger owl species found in Minnesota, which may make them easier to spot in the trees.

Barred owls, meanwhile, are paler in color, with a brown back and white belly streaked with brown stripes. These owls have a round face, with dark black eyes, and bright yellow beaks and talons.

Owl pairs usually select a nest site by late winter, where they can be reliably seen and heard while they raise their owlets through the spring. However, it is important to be cautious near nesting sites — many owls are very particular birds, and if they feel threatened, will move somewhere safer, sometimes at the risk of their young. For this reason, many birders do not share the locations of owl nesting sites or even sightings of the owls themselves. Keeping this information limited can reduce the number of visitors to nesting sites, and thereby reduce human-caused stress on the birds.

in wide open fields. These pure white arctic denizens can be spotted hunting in farm fields or perched high above roadways, sometimes even in urban areas.

The Minneapolis-St. Paul international airport usually attracts one or two snowy owls each year—to them, the flat airfields resemble their home in the Canadian wilderness. They don’t seem bothered by the human air traffic, but owls and other wildlife in airport areas have been known to cause harm both to aircraft and to the animals. Many airports employ people just to keep wildlife away from the runways, and in some places, remotely controlled drones are being tested for the same purpose.

However, the MSP aircraft-viewing area, located on Cargo Road in Bloomington, is a reliable place to find a snowy owl most years.

Some of the most difficult owls to find are the tiny northern saw-whet owls and screech owls. These birds often take refuge in tree cavities, and have incredible camouflage that makes them difficult to spot. However, they can be found in almost every region of the state, including the Twin Cities metro.

Those who journey to northern Minnesota in the winter might have the benefit of encountering rarer visitors to the state. Sax-Zim Bog, located a half hour from Cloquet, is well known for regular sightings of the impressive great gray owls, northern hawk owls, and boreal owls.

Although few and far between, rural fields in the southern half of the state can sometimes yield sightings of short-eared owls. These owls can be found in the state’s northern reaches during the breeding season. They prefer to hunt in daylight, and can be often seen perching on fences and posts near open grassland. The “ears” on this species refers to two tiny feather tufts on either side of its head, which are often too small to see.

Since owls are such stealthy creatures, it’s more likely to hear one than see one. Great horned owls call to each other in a stuttered series of deep hoots.

Some say the echoing call of a barred owl sounds like the phrase “who cooks for you?” repeated twice.

Northern saw-whet owls, meanwhile, have a highpitched, flutelike call said to resemble the sound of a saw sharpening.

In addition to the vocalizations from owls themselves, clues from other birds can sometimes lead to owl sightings. Crows are famous for their feuds with owls; a loud chorus of cawing can be a sign that a local flock has detected the threat of an owl somewhere nearby. The smaller northern saw-whet owls have proportional enemies: flocks of agitated black-capped chickadees will sometimes indicate the presence of these small raptors.

While the cold keeps many of us indoors this time of year, a little extra attention even on the freeway can result in a sighting of one of Minnesota’s owl species this winter.

MOUNDS VIEW SCHOOL BOARD NOTES The Mounds View Public Schools Board took the following action at its Jan. 8 meeting: • Carole Nielsen, executive director of administrative services, presented a draft of budget assumptions for fiscal year 2019-2020. Final budget assumptions will be presented for approval on Jan. 22 and will then be used in determining the final budget that will be adopted in June 2019.

• At the Jan. 3 work session, school board members discussed legislative priorities for the 2019 session with the district’s local legislators. These priorities were adopted at the Jan. 8 board meeting. The priorities are: - Allow locally elected school boards to renew an existing operating levy referendum.

- Increase the basic formula

allowance by at least 2.5 percent per year and align with inflation in the future.

- Increase special education funding to lower the cross-subsidy.

• An Early Childhood Education update was presented. The presentation included information on the Early Childhood programs being offered this school year and the types of funding available for those programs.

With the grant, the partnership will now include four area school districts and one charter school, VHEDC Executive Director Ling Becker announced. It has been renamed the NE Metro Manufacturing Education (NEME) Partnership. It will include White Bear Lake Area Schools, Mounds View Area Schools, Maplewood/North St. Paul Area Schools, Roseville Area Schools and (Academy for Sciences and Agriculture) AFSA High School in Vadnais Heights.

Mounds View Public Schools added a new aspect to its Early College programs at Mounds View and Irondale high schools this school year. The new Pathways to Possibilities program emphasizes industry and occupational college pathways for students

who are interested in options other than a four-year college degree path.

The youth skills training grant received by the VHEDC and its partners was one of five awarded in the state by the Minnesota Department of Labor and Industry (DLI). Thirty-three partnerships applied. The grants are part of a program aimed to provide employment training for students ages 16 and older. It was signed into law in 2017.

“These grants allow high schools, businesses and community organizations to work together to train students and create skilled workers for their communities,” said Ken Peterson, DLI commissioner.

VHEDC plans to partner with more businesses and provide training to more students with the grant.

W

ith our schools closed for Martin Luther King Day, what did kids or families do to remember his legacy? This national holiday is to celebrate life and achievements of Martin Luther King Jr., a civil rights leader who helped to end racial segregation and advanced racial equality in the 1950s and 1960s. One of our friends mentioned doing acts of service – something in line with one of King’s messages that “Life’s most persistent and urgent questions is what are you doing for others?” If taking a day off of work for a service project isn’t possible, maybe families watch a movie together this week about the civil Publisher’s rights era, like “Selma,” “42” or “The Help.” My daughter watched View “To Kill a Mockingbird” last week Carter Johnson in between finals, as her ninthgrade class had read the book earlier in the semester. There are scores of books on the topic appropriate for all ages.

One of our carriers had an opportunity to meet Martin Luther King, Jr. many years ago. He said that King had a gentle handshake for being such a powerful presence. I wonder what Dr. King would say to us today? Would he be pleased with the state of racial equality? Though we no longer have segregated schools or buses, many feel we still have a long way to go to achieve his dream. Racism exists —people are still judged by the color of their skin rather than the content of their character. Often it’s subtle. It is critical for us to review his work and passion for equality, and how we can contribute.

This week I hope our readers can reflect on his life and legacy. Maybe do something you normally wouldn’t do. Talk to your kids about their impression of racism. Or simply make an effort to spread truth, love and peace to all people in your daily interactions, not just one day a year.

Lunar eclipse Sunday evening the lake was lighted by a full moon and perfect for ice skating. While my son and a few friends were out skating, we tracked the beginning of the lunar eclipse. It was the only full lunar eclipse said to happen in 2019, so we gave it our all. With the temperature coming in at 1 degree, it was cold and crisp and we were thankful for no wind. Having a portable heater with us was critical, and every few minutes the boys would take turns standing in front of it to warm up. My wife made a special trip with hot cocoa and marshmallows, which may have been their favorite part of the experience. The boys stayed out on the frozen lake for over an hour. After everyone had gone home, our family took a few more trips outside to glance at the moon. Total eclipse was impressive as it reached a peak around 11:15 p.m. From the solar eclipse and now this lunar eclipse, it has been a great 24 months of celestial activity. Take in the outdoors this new year. Check out the stars and learn some of the constellations. Many local parks offer star watching programs with telescopes.

Social media wasteland When a stock photo of a brown-colored egg makes a headline with more that 50,024,444 likes on Instagram, beating out Kylie Jenner’s birth announcement, it seems we might have a problem.

Do we really have nothing better to do than try to be part of a world record on social media? I know I can get sucked into some things on social media, but this seemed over the top. It might be good for all of us to step back and evaluate how we spend our time on social media. Stick to posts that are relevant and helpful to your life, or increase your knowledge. Make an effort to avoid topics that are completely trivial or plain dumb. There is a screen time function on phones to monitor and limit usage. I’m truly worried about our kids, the digital wasteland and mental health.

Successful snowmobile rides start with safety mindset

nowmobile riders throughout the state would welcome a fresh round of snowfall, but despite less-than-ideal conditions in some areas, they’re hitting lakes and trails with a fervor.

For Snowmobile Safety Awareness Week (Jan. 1927), the Minnesota Department of Natural Resources reminds snowmobilers of the importance of safe and responsible riding.

Minnesota has more than 22,000 miles of groomed snowmobile trails, about 21,000 of which are maintained by local snowmobile club volunteers. Add in the thousands of lakes on which people ride and there’s no shortage of opportunity to experience atop a sled.

Movers & Minnesota Every year, however, multiple are killed or injured while Shakers riders riding a snowmobile.

“Snowmobiling is fun and Minnesota exciting – and is a great source DNR of physical activity – but every time they fi re up the engine snowmobilers should make safety their priority,” said Bruce Lawrence, recreational vehicle coordinator for DNR’s Enforcement Division. “By keeping a clear head and using common sense, snowmobile riders can go a long way toward ensuring a safe ride.”

Here are some key safety points to keep in mind: • Don’t drink and ride – alcohol and snowmobiling are a bad combination.

• Wear a helmet and proper clothing.

• Drive slower at night and be prepared for the unexpected.

• Check local trail and ice conditions.

• Cross with care.

• Avoid riding alone.

Indoor plants for better air quality

L

ooking outside the window, a garden covered in a blanket of snow; missing the feel of warm dirt between your fingers? Never fear, here’s a chance to embark upon your newest hobby — indoor plants that help improve air quality. A study conducted by NASA released several recommended plants to help ensure your green thumb hasn’t developed a case of frostbite.

Let’s get to a know a few of them, starting with a beautiful staple of any home, the aloe vera. This plant has both aesthetic qualities as well as healing properties. Known by the ancient Egyptians as the plant of immortality, it is found depicted in pyramid motifs. Today it’s primary benefit is a topical skin remedy, great for sunburn or other minor skin irritations. Part of the succulent family, it is a stemless plant with large, fleshy, thick leaves and comes in variety of colors from green to grey tint. Popular varieties include aloe chinensis, with small white dots and aloe indica royal, with detailed spikes. This plant thrives best on the windowsill in a sunny spot, planted in sandy, well-

drained soil. Allow the soil to completely dry before watering.

Next on our roster is a classic plant, English ivy (hedera helix), a beautiful vine from the family araliaceae. With green foliage, variations include variegated white. This vigorous grower responds well to variety of light conditions, producing best in moist, loamy soil. A most valuable player is a plant that can flower in low light, the formidable peace lily (spathiphyllum wallisii). With dark green leaves and long lasting showy white flowers, this is a great plant for the novice

planter. Flourishing in well-drained soil, kept moist and allowed to dry out between watering, it prefers fi ltered light and temperatures kept above 60 degrees F. This is a top contender for removing several pollutants from carbon monoxide to formaldehyde and benzene. The peace lily received its name as a symbol of the white flag raised to end a battle. Victorians popularized this plant after it was found by Gustav Wallis in the Columbian jungle in 1824.

SCHOOL BRIEFS Operation Joy yields 3,000 gifts

Snow day information

The Ralph Reeder Food Shelf collected and distributed more than 3,000 gifts during its annual Operation Joy Toy Shop that benefits Mounds View Public Schools families. Thanks to 70 community volunteers and donations from area churches, schools, businesses, clubs, individuals and Toys for Tots, 865 children (ages birth to grade 12) received gifts this year. Qualifying families who registered with the Food Shelf were invited to the Operation Joy Toy Shop in December to pick out gifts for each of their children. During the holiday season, district schools and staff helped to raise 11,000 pounds of food, more than $12,000 and assorted toys and gifts for the food shelf.

If you haven’t received these messages, a decision to close or delay school has not been made, and schools are expected to be open as usual. On winter days when the metro area traffic is significantly congested because of poor road conditions, parents should expect most school buses will be similarly delayed.

Information nights start this month Transition time for families of fi fth-graders and eighth-graders in Mounds View Public Schools officially begins this month. Families can meet the principal, teachers, parents and students. They can also visit classrooms, explore the curriculum and discover opportunities beyond the classroom. RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents:

North Oaks • Several attempted fraudulent debit card transactions were interrupted by a bank on and around Dec. 27.

One North Oaks victim suffered a $100 charge. Information “skimmed at a gas station” is suspected. Active investigation.

Shoreview • A passenger side front window was smashed at the Rice Creek Dog Park in the 5900 block of Lexington Avenue the afternoon of Dec. 26.

A purse and a tote with contents valued at $900, according to the 35-year-old female owner, went missing. Her bank card was quickly put to use.

• A debit card stolen from an unlocked work locker at a place of business Dec. 27 in the 500 block of Shoreview Park Road racked up $2,100 in charges at multiple locations.

• A vehicle that crossed over a double yellow line and nearly struck a squad car was stopped Dec. 27 at Hodgson and Snail Lake roads. The 35-year-old female driver out of Vadnais Heights, whose license had

been revoked five years earlier, was arrested.

• Fists flew at the Shoreview Community Center the night of Dec. 27, according to deputies who responded to a report of juveniles fighting. Seven of the miscreants were trespassed from the center in the 4500 block of Victoria Street for disorderly conduct and possible theft. Parents were advised.

• A 53-year-old woman tried to stop her 71-year-old Mom from calling 911 on Cannon Street the evening of Dec. 27 during an argument.

The incident was referred to the city attorney’s office for possible charges.

• A dog running into the 3300 block of Lexington Avenue caused a threecar chain reaction collision the night of Dec. 28 resulting in massive damage to the third vehicle, wherein both air bags deployed. That driver, a 47-year-old Arden Hills man, was charged with DWI after testing 0.24 percent BAC, and jailed. There were no injuries.

• A drunk driver was arrested at 3 a.m. Dec. 30 at Royal Oaks and Lois drives. No other information was available.

• A 30-year-old St. Anthony woman

left her wallet and cellphone on a bench in a locker room at the Shoreview Community Center the afternoon of Jan. 2. The stolen iPhone 8 was valued at $850 and $320 was immediately charged to one of her credit cards.

• The driver of a vehicle that stalled on the I-694 exit ramp to Lexington Avenue was arrested Jan. 2 on a felony warrant out of Eau Claire, Wisconsin. The irritated 18-year-old man from St. Paul was also charged with criminal damage to a public safety motor vehicle after he kicked the inside of the squad door.

• A laptop computer along with a wallet went missing overnight Jan. 3 from an unlocked vehicle parked in the driveway of a residence in the 5900 block of Royal Oaks Drive. The stolen credit cards were quickly put to use.

• The sheriff’s office assisted the Blaine police department with a vehicle pursuit that concluded in the 4300 block of Highland Drive in the city of Shoreview Jan. 3. The male suspect then fled on foot from the area but was later located with the assistance of a K-9 and was taken into custody in the 4300 block of Lakepoint Court in Shoreview. A female who is a known associate of

the suspect was also arrested in the area of Reiland Lane and Lakepoint Court.

• A prowler entered a maintenance garage in the 500 block of Harriet Avenue the afternoon of Jan. 4, but all he got for his trouble was a box cutter. No suspects.

• A 22-year-old local man was arrested and jailed Jan. 5 for fi fth-degree assault. The victim, a 32-year-old woman out of Big Lake, was taken to Regions Hospital in St. Paul for treatment. No other details were released.

• A 40-year-old Blaine man was arrested at his home Jan. 6 after he stabbed his 38-year-old ex-girlfriend in the back on Park Street in Shoreview and then fled the scene.

He was arrested short time later at his home and jailed on a felony charge of second-degree assault with a dangerous weapon. The suspect has a history of four theft and burglary-related felony convictions, but none for domestic assault.

• A Polaris ATV worth $10,000 and a homemade trailer valued at $1,200 were stolen from the driveway in the 3400 block of Soo Street overnight on Jan. 6. No suspects.

PUBLIC SAFETY BRIEFS Firefighters squelch electrical fire A fi re occurred at Midland Terrance Apartments about 3 p.m. Jan. 4. The Lake Johanna Fire Department was dispatched to 3515 Owasso Street for a fi re alarm sounding. Assistant Fire Chief Eric Nordeen reported he arrived and saw smoke coming from a third-floor apartment. “The fi rst fi re crews on scene deployed attack lines to the third-floor apartment where the fi re was located,” he reported. “A fi refighter entered the apartment and encountered heavy smoke and high heat conditions. A fi re was located in the bedroom. The fi re was quickly extin-

guished. Crews had to ventilate the heavy smoke and search for possible hidden fires. At the same time, other crews made sure the rest of the apartment building was evacuated. The cause of the fi re was electrical in nature. No injuries were reported during this fi re.”

2,757 DWI arrests over the holiday season Some drivers were arrested again just days or even hours after a DWI and some impaired drivers were arrested for driving while under the influence of drugs. Law enforcement made roads safer during

its holiday extra enforcement campaign Nov. 21Dec. 29.

Statewide, officers, deputies and troopers arrested 2,757 drivers for driving impaired this holiday season compared with 2,656 DWI arrests during the same period in 2017. There were also 1,901 seat belt citations issued, compared with 1,958 in 2017.

More than 300 law enforcement agencies across Minnesota participated in the campaign conducted by the Department of Public Safety Office of Traffic Safety (DPS-OTS).

Birds and drones: a complicated relationship

Some of history’s greatest inventions were famously inspired by nature — Velcro, for example, mimics the sticking power of burrs.

Leonardo Da Vinci once drew designs for a flying machine based on his close observation of flying animals.

This type of biomimicry of the natural world has been used to solve many of the problems presented by the limited physics of our planet.

Since the popularization of drones, also known as unmanned aerial vehicles (UAVs), modern inventors have taken a page from Da Vinci’s book to make these tools more efficient. However, as a recent article by Rebecca Giggs in The Atlantic pointed out, sometimes nature has its own ideas about crazy human inventions.

Australian drone operators have noticed that it’s not unusual for UAVs to be attacked by local wedge-tailed eagles, which have traditionally been the rulers of the sky in that region. In fact, videos from drone cameras attacked by eagles and sometimes hawks and geese have become popular on the internet.

“In Western Australia’s goldfields, a single mining company reported that eagles had infl icted more than $70,000 worth of damage to its surveyor drones,” Giggs wrote.

Studies indicate that the presence of drones are stressful to some wild animals, even when they don’t seem obviously frightened.

black bears in Minnesota that showed that in most instances the animal’s heart rate increased significantly when it was approached by a UAV, even though the bears did not seem outwardly bothered by the vehicle’s presence.

While fear is a regular part of the life of wild animals, human disturbance — even something as brief as a drone encounter — can have serious effects on sensitive populations.

Many bird enthusiasts know of the complicated ethics involved with “flushing” or startling birds away by getting too close or making them otherwise uncomfortable. If owls do not feel comfortable, they are likely to change their patterns and push into new territories, putting them at risk of confl icts with other predators, forcing them into areas where prey is more scarce or making them move into areas where human-caused threats such as car collisions are prevalent.

Some UAV companies have designed drones that more closely mimic

the appearance of birds. In China, these are known as “dove drones,” and are used

by Chinese law enforcement to monitor citizens. Ethical ambiguities aside — after all, it’s not a far jump to the proverbial “fly on the wall” — these drones look deceptively realistic, and mimic the animals’ natural movements.

Even if the dove drone model does become a more popular means of observation from the sky, what’s to stop a web-tailed eagle from swooping in on a new, improved design that looks even more like lunch?

State has new strategic plan for prevention of sex trafficking In response to a 2017 Minnesota legislature initiative, the Minnesota Department of Health (MDH) has released a new strategic plan for broadening the state’s successful “Safe Harbor” response to sex trafficking.

The plan seeks to offer lawmakers a framework for how to improve Minnesota’s laws related to adults who are victims of sex trafficking.

The current Minnesota Safe Harbor Law was originally passed in 2011. It provides the foundation for Minnesota’s response to exploitation and commercial sex trafficking of youth. The Safe Harbor Program raises awareness, understanding and identification of the commercial sexual exploitation of youth. The law removed prostitution charges for youth under 18 and created a statewide system for helping sexually exploited youth by providing housing and services through age 24. This change reflected the reality that sex trafficked youth are victims.

“Minnesota has been a national leader in addressing human trafficking through its Safe Harbor program,” said Minnesota Commissioner of Health Jan Malcolm. “This plan creates a framework for us to continue the conversation about how we can better protect the safety, health and dignity of victims and survivors regardless of their age.”

MDH created the plan in consultation with the Minnesota Departments of Human Services and Public Safety. The strategic plan also draws upon findings and recommendations from a community engagement and research process led by the Robert J. Jones Urban Research and Outreach-Engagement Center (UROC) at the University of Minnesota, the Advocates for Human Rights and Rainbow Research. These partners

Called for by the Legislature, the new strategic plan outlines a development and implementation process to broaden Minnesota’s Safe Harbor response to sex trafficking. Whereas the current approach focuses on youth, a new proposal could include victims of all ages. The plan highlights potential next steps such as legal remedies, increased training and accountability, culturally responsive practices and planning efforts. The plan also considers the societal and institutional conditions that can lead to sex trafficking and exploitation.

The community report, titled “Safe Harbor for All: Results from a Statewide Strategic Planning Process in Minnesota,” was developed with input from nearly 300 stakeholders statewide representing a wide range of personal, cultural and professional experiences.

“This project engaged a wide range of knowledgeable experts from across Minnesota. We listened to those most affected by sex trafficking, exploitation, and commercial sex, including communities of color, indigenous people, immigrants, and those in the LGBTQ community,” said Lauren Martin, director of research at UROC and the report’s lead researcher. “As a result, our report gets to the complexities, harms and root causes of sex trafficking and exploitation in commercial sex, as well as opportunities for consensus and areas of agreement for next steps.”

Bamboo huts and bungalows: Choose your own Chiang Mai adventure

Chiang Mai, a city of about 1 million in northern Thailand, is popular among tourists for its smalltown feel, historic city moat, night markets and as a launching point for jungle adventures.

Tour guide shops with bright advertisements line the streets on the east side of the city, interspersed with cafes, restaurants and hotels and guest houses ranging from $5 to $250 a night.

To spend extended time among the elephants, mountains, strawberry fields and banana trees, you have two options: book an overnight tour where you will likely be joined by a myriad of other tourists in a van or fi nd someplace to stay in rural Thailand on your own. My husband Andrew and I chose the latter during a trip in November.

First, we rented a motorbike and zoomed about an hour over the mountains to the Samoeng Forest, with a stop to ride elephants bareback at Maesa Elephant camp along the way. Our talented elephant painted us a flower using his trunk.

We rewarded him with a basket of bananas, which he scooped from our hands one by one with his whooshing trunk.

We stayed in a bungalow at Rai Napa Phupha, a strawberry farm, sipping strawberry smoothies as the sky turned pink at sunset.

The $18 wooden bungalow was equipped with the essentials — a private bathroom with a hot shower, cozy blanket for the chilly mountain night, and electricity. Complimentary breakfast was rice soup and there were a variety of strawberry items to purchase. We took a short walk to a waterfall among the banana trees and greeted the farmers as they tended to the growing berries.

To fi nd a hut made exclusively of bamboo and grass, we then motored back over the mountain and north a couple hours to the Bamboo Country Lodge near Mae Taeng, stopping to pick strawberries at another farm along the way. I ate fresh strawberries on the back of the motorbike as Andrew curved round mountain bends.

We drove by elephants settling in for the evening as the sun slipped behind the mountains. We bumped along a long dirt driveway to a jungle haven, a small clearing dotted with bamboo huts. We were greeted by a cheerful English-speaking Thai man and his wife, who made us dinner for a few dollars. We then settled into our $29 A-frame bamboo hut for the night, accompanied by the sounds of the jungle night.

In the morning, we awoke to a large American breakfast spread among the banana trees. The Thai man had worked in America but was happy to be home in his jungle, sharing it with others. A monsoon earlier that year had wiped out some of his bungalows and huts, but he was busy rebuilding, the smell of varnish wafting in the jungle air.

We stopped overnight at our guest house in Chiang Mai and rented a car before heading a couple of hours south to Doi Inthanon National Park, where the highest peak in Thailand is located.

We stayed in the foothills at Chai Lai Orchid, where elephants live in the forest among the bungalows. To get to the hotel, we walked across a suspension bridge, a river roaring below, to be greeted by an elephant at check-in. Our large $36 bungalow sat atop a hill next to the banana trees, a wraparound porch adding to the typical bungalow amenities.

I awoke with a start — “There are elephants outside,” my husband said. Sure enough, I could see two el-

ephants were swinging their trunks in the morning light from our porch.

I snuck them a piece of watermelon from the large continental American breakfast served just down the hill. As we checked out of our bungalow, a mom and baby elephant lumbered by after a walk through the jungle.

I sneaked a few bananas in an elephant trunk and bought a handmade elephant keychain to support the eco-lodge before we left. Chai Lai Orchid, begun by an American woman, offers elephants an alternative to providing rides in heavy carts. It is also a hospitality training center for people from the Karen tribe, who grew up in nearby villages. The goal is to prevent young Karen women from being trafficked by teaching them hospitality, business and English skills.

We drove up the mountain, whizzing by strawberry fields and stopping at a Hmong village for lunch.

There was a breathtaking view awaiting us at the top. Range after range of rounded mountains spread below to the south and west as a late afternoon mist rose from the earth.

We headed wistfully back to the city. I looked around but didn’t see the strawberry-elephant mountain-bungalow safari advertised anywhere.

Along with a wrestler who wins most of the time, the Mustangs added a coach when the Shilsons moved into the district. Chad Shilson, her dad, who still wrestles in adult tournaments, and is active in promoting and coaching girls wrestling, moved from the Centennial staff to the Mustang staff.

Emily’s older brother Tyler was a two-time all-stater for Centennial, placing second and fourth at state.

The Mustangs actually added two female wrestlers this year.

The Mustangs have a 14-3 record after defeating Centennial 57-21, Cretin-Derham Hall 66-6 and Eagan 53-16 at home Thursday evening.

Their losses have come against Stillwater 36-24 at full strength on Dec. 20, and to Dassel-Cokato 48-21 on Jan. 10 and Owatonna 42-25 on Jan. 12 with an incomplete lineup.

“Throughout this challenging year, the entire City Council has demonstrated their vision, dedication, leadership and commitment to our city and they all deserve our appreciation for their efforts to make Shoreview an even better place to live, to work and to play. So thank you to my colleagues: Terry Quigley, Emy Johnson, Cory Springhorn and Sue Denkinger. They are a pleasure to work with and they contribute so much toward our success as a city.

“Our recently completed community survey indicated that Shoreview residents resoundingly believe that Shoreview is a great place to live.

Ninety-seven percent of our residents rated the quality of life in Shoreview as either excellent or good and this rating placed Shoreview among the top cities in the metropolitan area. In addition, 93 percent of Shoreview residents believe that the city is headed in the right direction, which is very gratifying and encouraging to the staff, volunteers and elected officials. These survey results are reviewed and analyzed by the City Council and city staff and they are used to guide us as we continue Shoreview’s commitment to fi rst class amenities and programs that help us create a community with exceptional livability.

“One of the keys to Shoreview success in every single area has been our long range planning and our ability to adjust to change. After more than a year’s worth of work and extensive community involvement and significant input from all of our citizen committees and commissions, the city completed an update to the Comprehensive Plan this year. “Destination Shoreview 2040” is a 20year planning document that covers everything from land use, housing and economic development to city utilities, parks and open space, and transportation. The Plan serves as a blueprint for future development and redevelopment in the city and also identifies the city’s guiding principles and goals for nearly all of our community facilities and services.

Economic development increases “During 2018, the city has seen a significant amount of economic development activity, particularly in the multi-family housing area.

The McMillan, a 134-unit market rate apartment building located at the Rice Street/Grass Lake Place intersection, opened in the spring of 2018.

This mixed-use development, which also includes some ground floor retail space and 14 townhome units, replaced a mostly vacant and deteriorated retail shopping center. The new development is valued in excess of $40 million.

“The fi rst phase of The Loden, a large two-phase 410-unit market rate apartment project located at 1005 Gramsie Road, opened this fall. This major redevelopment project is being undertaken by the development team of Eagle Ridge Partners and Greco at a former office/manufacturing site in the Shoreview Corporate Center across the street from the Green Mill restaurant. Once the second phase is complete, the entire project value will exceed $80 million. Both the McMillan and the Loden apartment projects include many high-end amenities and provide some new housing choices in the community.

“The City Council has also approved a project submitted by JPL Development for a mixed-use development for an 18-acre vacant property in the Rice Creek Corporate Center located at I-35W and County Road J. The project, called the Edison, includes 300 market rate apartment units, 68 rental townhomes, and an outlot that is reserved for future retail development. The fi rst phase of this development will include 150 apartment units and about 40 townhomes and construction will begin this spring. The project will add significantly to the city’s tax base and, when fi nished, will complete nearly all of the development in the Rice Creek Corporate Park.

“The city’s Business Retention and Expansion Program (BRE) continues to thrive and numerous visits to our key and emerging businesses were conducted by the City Council, Economic Development Commission and city staff. These visits are always informative and help us to understand the challenges and needs of our business community. Several more visits are scheduled for 2019.

Recreational improvements “During the past several months, the city has fi nalized the Master Plan for the Shoreview Commons area, which serves as the “central park” for the city. The city is working with

design professionals to develop schematic design and construction plans for the fi rst phase of the Commons Park improvements that will include a new decorative pond and formal garden area, a plaza-style skatepark, additional trails, sidewalks and a new pedestrian connection to the Ramsey County Regional Library, and a new neighborhood playground area near Mound Avenue. The second phase of the improvements, which are expected to be completed in 2021, include a destination playground and new park building. These exciting improvements in the Shoreview Commons area will complement the recently completed Community Center Expansion, further enhancing this area as the social, recreational, and cultural gathering place for Shoreview residents.

“The City Council is also very excited to be working with the Shoreview Historical Society on the designation of Heritage Park during the next year. This new 2.5-acre park will include the historic City- owned Lepak/Larson house, and it is also the home to the historic Guerin Gas Station, the fi rst gas station in the City of Shoreview.

The Historical Society is using a small portion of the home for its office and storage of historic documents. The city and Historical Society plan to work together to furnish the main floor of this vintage Chaska brick farmhouse; and, once it is furnished, tours will be offered to the public at various times during the year.

“We have learned through our community survey that trails are a very important asset to residents throughout the city. During 2019, there are two major trail projects that are scheduled for construction. The fi rst project will complete the trail along County Road E from Victoria Avenue to Lexington Avenue. This trail will provide improved pedestrian connections to the Lexington Avenue retail corridor for many residents in southern Shoreview. The city is also working with Ramsey County staff to repair and replace sections of the trail through the Snail Lake Open Space area that have been damaged or unusable because of high water levels in the area. As part of this project, staff also plans to construct an at-grade trail crossing of Gramsie Road that will connect the Snail Lake Open Space to the Grass Lake Open Space. The current pedestrian tunnel has been flooded for the past few years, making it difficult for pedestrians and cyclists to easily connect these two open space areas. The city will also be constructing a new sidewalk on Kent Street between Harriet Avenue and North Owasso Boulevard. These significant trail and sidewalk improvements will continue to improve Shoreview’s trail system, which is our most used recreational resource.

Road projects planned ‘At long last, Ramsey County will begin the reconstruction of the Rice Street Bridge over I-694.

This project will improve traffic flow through an area that is often congested. The intersection is very complex and involves freeway ramps, private access, railroad tracks and the necessity for safe pedestrian travel. The new design includes a series of three roundabouts. Although the roundabouts will take some education and practice, I believe

that once our residents become familiar with how to navigate through this new design, it will ease congestion and provide improved access to neighborhood streets and local businesses.

“During 2019, the city is also planning to begin some preliminary work on the reconstruction of North Owasso Boulevard between Rice Street and Victoria Street. Although most of the reconstruction work will take place in 2020, there may be some preliminary utility work beginning in late 2019. This same roadwork will facilitate the completion of the county’s renovation of Lake Owasso Beach Park.

“The city will also be completing the fi nal portion of the 2018-2019 street rehabilitation projects this year. About two miles of streets in central Shoreview were resurfaced in 2018 and three miles of local streets, primarily in the northern part of the city will be repaired and resurfaced in 2019.

Financial condition still strong “The city continues to maintain its AAA bond rating from Standard and Poor’s, which is a key indicator of the overall fi nancial strength of the city. Our city’s continued focus on long-term fi nancial planning, maintaining healthy reserves, and a strong local and regional economy are all important elements of this extremely strong bond rating. The City Council is also extremely proud that the city portion of the tax levy is fourth-lowest of 28 other similarly sized cities in the metropolitan area. Shoreview’s share of the property tax on a median valued home is $937, nearly 25 percent below the average of $1,246.

Mayor motivated by making positive difference “As I begin my 12th term as Mayor of Shoreview, I am convinced that the local level of government is where we can make a positive difference in the lives of people in the community. It is this fi rmly held belief that continues to keep me motivated and focused on creating a better city for current and future generations. By continuing to work collaboratively with our citizens, neighboring communities and other levels of government, and maintaining our emphasis on long range planning, Shoreview will continue to be viewed as one of the premier communities in the nation.

Longtime resident 1-man ice maker

CIRCLE PINES — Growing up in Montana, longtime Circle Pines resident Bob Holmberg always dreamed of one day creating an ice rink on a lake for kids to enjoy.

“When we lived in Montana, I always had visions of children skating on frozen lakes. Out in Montana, I tried to get an ice skating rink going out there but I would get the ice started and then it would melt. It never worked,” He said. “I didn't put on a pair of skates until I was 28.”

In 1993, Holmberg moved to his home on Golden Lake Road and for the past 24 years, weather-dependent of course, he has tried to maintain ice skating paths on the lake.

“That's my goal — to see people skating. It makes my day when I see somebody out there skating,” he said. He also enjoys the physical exercise component and spending time outside.

The 1.2 miles of paths are all created using a shovel and snowblower. “With just me and a shovel or snowblower, I can go out there sooner when the ice is thinner and get the snow off and preserve it earlier,” Holmberg explained.

Holmberg also gets some help in making the paths from his son Neil.

The paths have expanded now that Holmberg is retired from the printing industry. The main loop is 0.8 miles and there is another trail near Golden

He said the past two years the trails have been fairly easy to maintain, as they were good ice years. Typically, after Christmas it gets more difficult to maintain the trails, as the snow gets too deep.

“What’s neat is that Bob just did it, snowblowed skating paths all over and around the lake and maintained the paths every time new snow fell,” Holmberg’s neighbor Linda Runbeck said. “We’ve seen lots of skaters and hikers — couples skating hand-in-hand, kids racing and chasing their dogs, dads pulling a sled — it’s just delightful. I think it has encouraged people to put up Christmas lights to add to the cheer.”

“In addition to our six elected officers, we had numerous students serving in appointed leadership positions throughout the conference,” Pak said.

“The members of the delegation lived up to the Y core values of caring, honesty, respect and responsibility, and worked hard in whatever program area they were in, whether it be the legislature or the courts.”

In his role as lieutenant governor, Pak was the head of the junior cabinet and signed 85 bills passed by the lower legislature made up of freshman and sophomores. The governor had similar duties

for the upper legislature made up of juniors and seniors. Students involved in the courts program and upper legislature program bused from the Hilton to the Capitol each day. Pak was stationed at the Hilton. He also worked with the eighth-grade Leadership Corps program and gave them a lesson on the executive branch of government.

Pak gave a closing speech to all the delegates at the Minneapolis Convention Center Jan. 13. “I hope that you all will take the lessons you have learned here at Youth in Government and use them to be role models in your school and community and to lead with courage and with grace and with hope,” he told the hundreds gathered.

leader and public speaker,” he said. “By bringing together people from all across the state, YIG has allowed me to meet new people. I have enjoyed the five years I have spent in the program and the many lessons, friendships and memories I have gained from it. It has been an amazing experience participating in Youth in Government.”
