Valentine’s Day can get a bad rap as a consumerist holiday invented by greeting card companies, but the stories of local couples may just restore faith in love and even a bit of appreciation for the celebrations that accompany every Feb. 14.

In honor of the big day approaching, the Shoreview Press asked readers to share their tales of romance and advice for making love last.

One Shoreview couple, who asked to remain anonymous, celebrated 55 years of martial bliss last year. In reflecting back on the early years of their relationship, they said, they realized there were many instances when they each sensed they were in it for the long haul. “We had experienced many moments when there was a strong sense that we would be compatible with sharing life’s pleasures, leading to a long journey of love together,� the husband, a self-professed hopeless romantic, wrote.

One such moment came when splitting a candy bar.

Though a seemingly small thing, it hinted at the big love that the couple’s compatibility would bring. Pearson’s Candy Company used to make a chocolate bar called “Seven Up,â€? which was comprised of seven different fl avors of chocolate, almost like a box of chocolates, but joined together in a single bar—and, as the husband noted, only 10 cents back in the day. “I preferred the butterscotch caramel, cherry crème, orange jelly and coconut,â€? he said. “She preferred the fudge, nougat and butter crème. This was a clear signal of our perfect compatibility, match and love!â€?

Though the Seven Up bar was discounted in 1979, throughout the years, the couple’s love has lasted, with plenty of sweet treats to split. “We continue on and share Nut Goodies, Salted Nut Rolls and kisses,� they wrote.

Another couple, Paul and Linda Thompson, fondly look back at the many decades they have spent together. They met as teenagers in Michigan in the early 1950s. Paul had a part-time job delivering newspapers, and Linda’s family’s house was on his

route. “She (Linda) caught my eye, and eventually, as the big school dance was approaching, I mustered up the courage to ask her for dance lessons,� Paul remembered. “Thankfully she said yes.�

From there, the couple said, the rest was history. After going to the dance together, they were, as Linda said, “an item� for the rest of high school and married in 1954, a year after graduating.

When they relocated to Minnesota in 1960, Paul worked as a civil engineer, and Linda taught elementary school before becoming a stay-at-home mother to their three children, who attended Mounds View schools.

Now in their mid 80s, both Paul and Linda said they are “more in love than ever.�

What’s the secret to their happy marriage? They say it’s ultimately communication and making time for one another. “He really is my best friend,�

Linda said. “Our relationship has evolved and deepened as we’ve gotten older. Everything is better when he’s by my side.�

A coronavirus variant fi rst detected in Brazil has been found in Minnesota, marking the fi rst documented case of the new variant in the United States.

The Minnesota Department of Health (MDH) announced last week that thanks to lab testing, it had detected the variant, known as P.1, in a resident of the Twin Cities metro area who recently traveled to Brazil. That resident became ill at the beginning of January, and a specimen was collected Jan. 9.

The P.1 variant has been circulating in Manaus, Brazil, since December, if not before.

According to MDH, it is thought to be more transmissible than the initial strain of the coronavirus that causes COVID-19 disease, but it is not yet known whether the P.1 variant causes more severe illness or has a decreased efficacy against vaccines.

MDH Commissioner Jan Malcolm said in a statement that P.1’s detection underscores the importance of COVID-19 testing and taking precautions to limit the spread of the virus. “We’re thankful that our testing program helped us find this case, and we thank all Minnesotans who seek out testing when they feel sick or otherwise have reason to get a test. We know that even as we work hard to defeat COVID-19, the virus continues to evolve as all viruses do,� Malcolm said. “That’s yet another reason why we want to limit COVID-19 transmission — the fewer people who get COVID-19, the fewer opportunities the virus has to evolve.�

Two cases of another variant, known as the B1.1.7 or U.K. variant, were also found through recent testing. According to MDH, both cases were found in Twin Cities area residents who reported traveling to California. With these latest cases, eight cases of the U.K. variant have been confirmed in Minnesota as of press deadline, though more are suspected to exist. “These cases illustrate why it is so important to limit travel during a pandemic as much as possible,� said State Epidemiologist Dr. Ruth Lynfield in a statement. “If you must travel, it is important to watch for symptoms of COVID-19, follow public health guidelines on getting tested prior to travel, use careful protective measures during travel, and quarantine and get tested after travel.�

Get lost in Stillwater's massive ice maze

For the rest of the winter, Stillwater will be home to what is said to be the largest ice maze in the country.

That may not be an official title, but the organizers of the new Ice Palace Maze are laying claim to it anyway. As far as they know, no one else can rightfully take it away.

The 114-foot by 72-

foot ice maze was built using 1,500 blocks of ice (each weighing approximately 260 pounds) in the parking lot of the Zephyr Theatre, located in downtown Stillwater.

Together, the various twists and turns of the massive ice maze make up a half-mile of passages.

As visitors wind their way through the maze, they will fi nd plenty of good photo opportunities thanks

to the ice sculptures, thrones and colorful lights tower inside.

Once they reach the end, the only way out will prove to be down— the exit involves a trip down one of two 36-foot ice slides.

“Visiting our Ice Palace Maze will be a fun, safe, familyfocused way to celebrate winter,” Zephyr Theatre Executive Director Calyssa Hall said.

“We hope it will bring a lot of joy to Stillwater residents and visitors.”

Last year, when COVID-19 restrictions limited inside access to the Zephyr Theatre, Hall turned the south parking lot into an outdoor entertainment area, where concerts and Shakespeare plays took place during the warmer months. With the threat of COVID-19

Minnesota reaches 1M COVID-19 tests in community testing sites

The Minnesota Department of Health (MDH) announced it has passed 1 million tests administered through the state’s community testing sites last week. There are currently more than 20 testing sites located around the state, all of which offer no-barrier access to testing. “This milestone is a credit to the incredible effort from so many people around the state, and it reminds us of the continued importance of testing for preventing the spread of COVID-19,� said Dan Huff, MDH assistant commissioner for health protection. “Testing has been a vital part of our response to the pandemic all along, and it remains one of our most powerful tools to beating this virus. Even as we see progress in vaccination efforts, we must remain vigilant and follow the safety guidelines of masking, social distancing, staying at home if sick, and getting tested.�

In all, Minnesota has conducted more than 6.4 million tests since the start of the pandemic. While many of those tests are done through private health care systems, long-term care facilities and other settings, the community testing sites offer testing to any person who believes

they need a COVID-19 test, with or without insurance. “Our testing strategy has focused on reaching as many people as possible, and offering options to reduce barriers for people,� Huff said. “As Minnesotans across the state continue returning to the classroom, youth sports and other activities, we need people to continue seeking out testing so we can identify cases early and help those who have COVID-19 know what actions they can take to avoid spreading the virus to others in their community.

The importance of that testing is reflected in our updated testing recommendations, which urge young people ages 12-25 to seek out regular testing. Regular testing of our young people helps protect their families and friends who may be at higher risk for severe disease, and it gives our schools the best chance to succeed.�

In addition to people with symptoms, case contacts and those interacting with people outside of their household, MDH recommends regular testing every two weeks or monthly for young people in K-12 schools, colleges and trade schools, young athletes, and those involved in other

extracurricular activities by using the state’s extensive statewide testing operation. “Contrary to some myths, testing does not sideline your team,� Huff said. “COVID infections can and do put teams on the bench. Young people are often asymptomatic, allowing them to inadvertently spread the virus, and this can lead to bigger outbreaks that really hurt communities. Testing helps identify cases early so they don’t have a chance to spread. Keeping youth sports safe is key to keeping sports and schools open.�

Residents have several ways in which they can access no-barrier testing, including more than 20 community testing sites, a mail-order at-home test program, and clinics and hospitals across the state. Tests remain no-cost to those getting the test, but recipients are asked to provide their insurance information so the state can seek reimbursement from insurance companies.

Press receives 3 awards

I

’m so excited to announce that Press Publications has received three awards from the Minnesota Newspaper Association (MNA) Better as a part of the 2019-20 Better Newspaper Contest (BNC).

Every year, dailies and non-dailies with circulations all the way from 1,500 to over 10,000 from all over the state enter the contest.

The contest is made up of several categories in the areas of advertising, stories, breaking news, investigative reporting, design, photography, sports and more.

The 2019-20 contest had 3,100 entries. The Quad Community Press, White Bear Press and Shoreview Press all received awards. I took home first place in the social issues story category; Shoreview Editor Elizabeth Callen received third place in the humanOut and interest story category; and the advertising and production About teams of the White Bear Shannon Press received second place in the advertising excellence Granholm category.

In a non-pandemic world, Press Publications staff would have attended the annual BNC Awards Gala to celebrate in addition to attending various sessions at the MNA Convention. Of course, this year, the gala was held remotely and the virtual convention will be next month.

It just wasn’t the same. Instead of enjoying a meal with my collogues in a hotel banquet room and walking across a stage to grab our awards, I watched a YouTube video in my living room, ate pasta and drank a glass of wine with dessert.

I have won an MNA award before, but this one was special for two reasons. It was the first time I have won first place, but more importantly, the story titled, “Coping with assault” had an impact on not only the victim featured in the story, but others in the Quad area, state and all around the world. The story has since been shared with people in China, Ireland, England and Saudi Arabia.

The story was helpful to the victim’s healing journey and she is now a survivor, not a victim. After the story was published, she told me, “That story was so difficult for me, but it was such a huge step in my healing process.”

And better yet, her assailant, who assaulted many other women, will spend several years behind bars.

The judges commented on the story, “The first-person account was a great vehicle to explain such a brutal subject. The additional resources are necessary information to help readers. Very thoughtful piece.”

Fighting for survivors of gender-based violence

I

’m honored to be back at the Capitol working on behalf of our community. To protect other legislators, our staff and members of the public, the House of Representatives will operate on a mostly remote basis this session. No matter how we operate, however, I welcome your input and participation.

This legislative session, much of our attention will be devoted to helping our state overcome this unprecedented public health crisis while addressing the urgent impacts individuals, families, and businesses Legislator continue to face due to Lingo the COVID-19 pandemic. Other Kelly Moller significant problems haven’t suddenly disappeared, though, and we must also look ahead to the future to ensure everyone can live in safe, healthy communities.

One of my major priorities this session builds upon the work of lawmakers in 2019 when we ordered a wholesale review of the state’s criminal sexual conduct code. The current framework has contradictions, loopholes, and other shortcomings that have made delivering justice for survivors difficult. Recently, following 13 months of deliberations, the working group charged with this task issued a

report with their recommendations, and I’ll be carrying legislation to implement many of these ideas.

The working group considered several critical issues, including the experiences of victims and survivors. Too often, they face roadblocks when reporting sexual violence and when their claims are investigated and prosecuted. Members of marginalized communities face added difficulty when seeking justice. To improve outcomes for survivors of gender-based violence, we need to recognize the inequities throughout our entire justice system, and the working group’s report recognizes that challenge.

This type of work doesn’t happen overnight, and I’m grateful for tremendous contributions from survivors, victim advocates, lawyers, court officials, law enforcement and other members of the workgroup. Throughout this entire process, the voices of genderbased violence survivors were centered in the discussion while ensuring decisions are made with fairness and equity in mind.

There are a pair of bills I’m also working on to address other genderbased crimes. The Minnesota National Guard’s Sexual Assault Prevention and Response Review Board recently recommended standardized reporting and criminal investigatory authority. My legislation – Sheyla’s Law, named for a community member – will require sexual assault investigations of National Guard members

against other Guard members to be conducted by the Bureau of Criminal Apprehension. This bill will help improve justice by streamlining the lengthy investigatory process currently required under Department of Defense authorities.

Currently, Minnesota recognizes domestic violence protection orders from other states, but there is no such reciprocity with Canada. As many citizens of both the United States and Canada travel between both countries, this can put domestic violence victims at risk. To address this potential harm, I’ve introduced legislation to join six other states and recognize Canadian orders for protection. Four Canadian provinces already recognize and enforce these orders from Minnesota.

At the core of this work is our shared value that every single person deserves to be safe at home, at school, at work, or anywhere else.

When individuals fail to recognize that expectation and cause harm to others, they must be held accountable. These are difficult and often uncomfortable issues to tackle, and it’s now up to the Legislature to deliver these important reforms and help deliver justice.

The Internal Revenue Service’s Criminal Investigation Division (IRS-CI) is warning Minnesota taxpayers about a new wave of COVID-19-related scams as the agency delivers the second round of economic impact payments (EIP). In the last several months, IRS-CI has seen a variety of EIP scams and other financial schemes designed to steal money and personal information from taxpayers.

These communications are blasted to large numbers of people and aim to access personal information and financial account information (including account numbers and passwords).

COVID-19 scams should be reported to the National Center for Disease Fraud (NCDF) hotline at 1-866-720-5721 or submitted online at www.justice.gov/disaster-fraud/ ncdf-disaster-complaint-form.

Taxpayers who receive unsolicited emails or social media attempts to gather information that appear to be from either the IRS or an organization closely linked to the IRS, should forward the message to phishing@irs.gov. Taxpayers are encouraged not to engage potential scammers online or on the phone.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview: • A Shoreview man, 29, was arrested at 7:07 a.m.

Jan. 10 in the 4200 block of Sylvia Lane for domestic assault after Ramsey County Sheriff’s Office deputies responded to a domestic. The case has been sent to the city attorney for consideration of charges.

• A Ramsey woman reported a purse stolen from her vehicle Jan. 10 while it was parked at the Rice Creek Dog Park in the 5900 block of Lexington Avenue N. A rear passenger window was broken in for access. The credit cards were later used at the Shoreview Target.

• A New Brighton woman reported her purse stolen Jan. 10 from her vehicle as it was parked in a church parking lot in the 3700 block of Lexington Avenue N. The vehicle’s rear passenger window was broken in. The victim’s credit cards were used at the Shoreview Target.

• A fight between a male, 33, and a female, 29, was reported at 7:45 p.m. Jan. 11 in the 500 block of Harriet Avenue. An argument led to the parties hitting each other. Prosecution was declined as the altercation was determined to be mutual.

• A catalytic converter was reported stolen from a work van parked overnight Jan. 11-12 in the Nardini Fire Equipment lot in the 400 block of County Road E. • Deputies on Jan. 12 recovered a vehicle stolen out of Blaine after they observed it parked sideways across multiple parking spots at the intersection of County Road D and Rice Creek Parkway. The vehicle was turned over to the Coon Rapids Police Department.

• Storage units in the 3300 block of Kent Street were reported broken into overnight Jan. 12-13.

Nothing appeared to have been stolen, however.

• A 2000 Honda Civic was reported stolen at 3:21 p.m. Jan. 13 from a multiresident housing complex

in the 3500 block of Owasso Street. The vehicle was taken some time between Jan. 11 and 13, and was recovered Jan. 14 by the St. Paul Police Department.

• A man, 51, and a Shoreview woman, 49, both of Shoreview, were reported at 10:19 p.m. Jan. 13 at the intersection of Lexington Avenue N. and Nelson Drive for fighting after deputies responded to a domestic in a vehicle. The couple had been arguing while traveling in the car. After the parties separated for the night, the case was sent to the city attorney for review of possible charges.

• A Minneapolis man, 26, was arrested at 3:00 a.m.

Jan. 15 in the 4100 block of Lexington Avenue N. for violating an active order for protection (OFP) after deputies were dispatched to the address.

The suspect told deputies that he was aware of the OFP, that he’s “over there all the time” and that “I will keep coming over here.”

• A Minneapolis woman, 28, was issued a trespassing citation Jan. 15 in the 5900 block of Rice Creek Parkway due to her disorderly conduct.

• A resident in the 5800 block of Spring Haven Court reported a hit-and-run accident to his parked vehicle overnight Jan. 15-16. The vehicle was not disabled, but it did sustain driver’s side damage.

• A Bemidji man reported tools stolen from a Peterson Sheet Metal Inc. work truck while it was parked in a hotel parking lot in the 1000 block of Gramsie Road overnight Jan. 18-19.

• A Shoreview woman reported credit cards taken from her unlocked vehicle while it was parked Jan. 19 in the Rice Creek Dog Park lot in the 5900 block of Lexington Avenue N. The cards were then used to rack up some $5,000 in fraudulent charges.

Photos have been gathered of the suspects using the cards in Roseville.

• A shoplifter known to Target store employees was reported Jan. 20 for stealing unpaid

MOUNDS VIEW SCHOOL BOARD NOTES The Mounds View School Board took the following action at its Jan. 26 meeting: • Approved budget assumptions for fiscal year 2021-22 as presented by Brady Hoffman, executive director of business services, and Bridget Peterson, director of finance. The next budget phase will provide allocations to the building principals and program leaders so they can begin budget development. The final budget will be adopted in June 2021.

• Heard an update on the reopening of the district's elementary schools from Superintendent Lennox and members of the district. Mary Stobb, assistant director of assessment, presented results from the district's learning model satisfaction survey. Lindsey Samec, principal at Valentine Hills Elementary School, and Todd Durand, principal at Pike Lake Kindergarten Center, provided an update on welcoming kindergarten through third grade students back to school. Superintendent Lennox reviewed the data and guidelines from Ramsey County, the Minnesota Department of Health and the Minnesota Department of Education regarding COVID-19. Superintendent Lennox also addressed questions that have been brought to board members and district administration regarding the learning models, health and safety, and the prospect of secondary students returning to school.

• Discussed issues and updates related to the Association of Metropolitan School Districts and Northeast Metro 916.

• Accepted gifts from the Blackbaud Giving Fund, Megan Gangl, CAF America, Kristin Bakeman and Andrew and Carol Whitman.

The board next meets at 6 p.m. Thursday, Feb. 4, for a work session. Its next regular meeting is at 7 p.m. Tuesday, Feb. 9.

CITY COUNCIL NOTES The Shoreview City Council took the following action at its Jan. 19 meeting, held via videoconference: • Held a public hearing for the assessment of costs incurred through public nuisance abatements. In August, the city authorized a $206 nuisance abatement for tall grass and weeds at 956 Oakridge Avenue. The bill remains unpaid.

• Approved revisions to the development agreement and tax increment financing district plan for affordable housing units.

• Reappointed John Doan to the Planning Commission.

• Appointed Chris Anderson as Planning Commission chair and Kent Peterson as Planning Commission vice-chair.

They will serve in those capacities until January 2022.

• A resident in the 3200 block of Victoria Street N. on Jan. 22 reported that someone fraudulently fi led unemployment benefits using her identification.

• A Farmington woman and an Eagan man reported their vehicle broken into Jan. 22 while it was parked in the 1800 block of Park View Drive.

Thieves broke the front passenger window to steal a wallet. A credit card inside the wallet has since been canceled.

• A Lino Lakes woman reported the front driver side window of her vehicle broken in Jan. 23 while she was inside a clinic in the 4100 block of Lexington Avenue N. The victim fi led a fraud report after multiple charges were made to a bank card. The case is under investigation.

• Residents in the 500 block of Elaine Avenue reported their home burglarized Jan. 24 after they returned home to fi nd the front door kicked open, the back door left open, the house rummaged through and a checkbook missing.

• Residents in the 400 block of County Road J on Jan. 24 reported their home burglarized. They returned to fi nd their front door kicked in, the back door left open, their home rummaged through, and cash, personal documents and checkbook missing. The case is under investigation.

Minnesotans 65 and older can start scheduling appointments for vaccines

Some Minnesotans eligible to receive a COVID-19 vaccine will be able to sign up for appointments at one of the state’s nine community vaccination pilot clinics through a new website and call center launched last week by the state. The clinics will initially serve adults age 65 and older, as well as prekindergarten through grade 12 educators, staff and child care workers.

Because this is a limited pilot program, vaccine demand is certain to outpace available doses at this time, and there will be a limited number of appointments available. Minnesotans are encouraged to remain patient as the state waits for more vaccine doses from the federal government. These initial clinics will set the state on a path for a more extensive network of vaccination clinics in Minnesota communities as the federal government increases vaccine supply.

“Every shot in the arm is another step toward ending this pandemic, and these clinics will help us meet the goal of getting millions of Minnesotans vaccinated as quickly and as safely as possible,” Minnesota Commissioner of Health Jan Malcolm said. “To be clear, we do not have enough vaccine for everyone who wants one. Appointment slots will fill very quickly, and most Minnesotans will need to be patient as we wait for more vaccine to arrive in the state.

But we are working hard to build a community vaccination system so we are ready along with pharmacies and clinics and others to get Minnesotans immunized once the federal government provides those doses.”

In addition to the pilot clinics, Minnesota health care systems are providing limited vaccine doses to patients 65 years of age and older. Providers will contact patients with this information — Minnesotans should not contact their health care providers directly right now.

Minnesotans age 65 and older can make appointments by visiting mn.gov/vaccine or by calling 612-426-7230 or toll free 1-833431-2053. Minnesotans should attempt to make an appointment online before dialing the call center. Minnesotans who cannot immediately make an appointment may be able to sign up to be placed on a waitlist.

Available appointments will refresh every Tuesday at noon. Educators and child care providers, with few exceptions, will work directly with their employer to receive instructions on how to secure a vaccination appointment and should not try to schedule an appointment unless their employer has contacted them with information about their appointment.

Appointments are required to receive a shot. Minnesotans without an appointment should not visit a community vaccina-

tion pilot site. No walk-ins will be accepted, and anyone with the intention of walking in for an appointment will be asked to leave and given information on how to sign up for an appointment. Those on the waitlist will be notified if they should visit a vaccination pilot site for their shot. Minnesotans who are waitlisted but do not receive their vaccine one week will need to sign up again the following week.

No matter how Minnesotans make an appointment, they will be asked to provide the following information: name, Minnesota address, phone number, gender/race/ethnicity, date of birth, health information and allergies. Educators will need to show an employee ID or a paystub to prove employment.

“This pilot program is designed to help us how to best serve Minnesotans through our community vaccination strategy,” Malcolm said. “What we learn now will help us ensure a smooth process when more doses arrive from the federal government and we can open more community vaccination clinics all across Minnesota.

Please be patient. There is not enough vaccine for everyone who wants it. If you cannot make an appointment now, you will be able to soon.”

Minnesota 5,000 still rolling along 6 years later

Six years ago, Lino Lakes resident Karen Calrin set a goal to collect 5,000 manual wheelchairs from all over Minnesota by 2020. Even though she didn’t quite make that goal, she and all her helpers have not given up.

It's all a part of Wheels Up, which collects used wheelchairs to be restored by prisoners and sent to countries who have fewer resources.

“Once we get 250 to 300 chairs, we can get a volunteer semi to come. We have a volunteer day where we all load the chairs into the semi,” Carlin explained. “Now it’s rolling, and that snowball is growing.”

Carlin is a retired Delta employee.

Back in 2015, which marked the 25th anniversary of the Americans with Disabilities Act (ADA), Delta headquarters requested its employees do something in their own communities to recognize and honor people with disabilities. Carlin was inspired by Joni and Friends Wheels for the World, an organization that provides “the gift of mobility and hope of the gospel to those affected by disability worldwide.”

Since its inception nearly 30 years ago, Wheels of the World has collected, refurbished and distributed 232,378 chairs. Carlin wanted to start a local effort for the organization (Wheels Up) and came up with the Minnesota 5,000 campaign, which aimed to collect 5,000 chairs by the year 2020.

Carlin’s neighbors Jodi Krinkie (retired Delta employee) and Gail Wells (who now lives in Forest Lake) were happy to join the cause.

When the group first started collecting chairs, Carlin said they were lucky if they were able to fill one semitrailer full of wheelchairs in a year. In 2020, the group collected two semitrailers full of wheelchairs. They

“In a some of these countries, some of these people have never walked.

They have never been mobile they sit on edge of town and they are not part of community. This doesn’t give them their life back, it gives them their life to begin with,” said airport employee and volunteer Gail West.

West is heading up the effort to decorate the semitrailer that the wheelchairs are stored in at the Minneapolis-St. Paul Airport.

“We started thinking about how we could incorporate the community with this. We want to have different areas of the community have their voice come through the art,” she said.

West is drawing up some designs, and community members will be invited to fill in different colors of the mural.

As is usually the case with any volunteer effort, the group could always use more help. Carlin said, “We want to invite and challenge anyone in the community who is feeling locked in, like this pandemic has shut them down, to jump in. We want all the help we get.” West added, “If people just have a small amount of time … this is not a huge commitment. There are so many possibilities here.”

“We have some great leadership from our captains and seniors, and our younger guys are really stepping up and competing,” Coach Dan Engebretson said. “The team continues to work hard and is getting better with each and every outing.”

The Mustangs vanquished Tartan 54-15, Woodbury 46-30, Irondale/Spring Lake Park 51-15, Park of Cottage Grove 64-14, Mahtomedi 81-0, North St. Paul 72-12, Henry Sibley 69-9, South St. Paul 66-10, Andover 50-20 and TotinoGrace 41-29.

The Mustangs will take Rogers and Blaine at Rogers on Thursday, Feb. 4, beginning 5 p.m.

Overall it was a rather uneventful past week, weather-wise. Lots of clouds and very little sun with fairly mild temperatures. This has been pretty much the theme all winter. We ďŹ nished January 6-7Âş warmer than normal, with snowfall totaling 7-8 inches. While we did drop below 0Âş here in the northern suburbs, the Airport failed to drop below 0Âş in January for only the 3rd time in the past 150 years. Last Wednesday was the Airports best chance but a cloud cover overnight kept temperatures above 0Âş, while northern Minnesota was hit with readings dropping to -35Âş in Cotton and -33Âş in Ely. Looking at the temperatures in the latest forecast, the Airport's run of sub 0Âş is likely to come to an end. Brrrr.

The criminal process does not always regard City Code violaWLRQV DV EHLQJ LPSRUWDQW $FFRUGLQJO\ WKH &LW\ &RXQFLO Ă&#x20AC;QGV WKDW WKH XVH RI administrative citations and the imposition of civil penalties is a legitimate and necessary alternative method of enforcement. This method of enforcement is in addition to any other legal remedy that may be pursued for City Code violations.

B) Administrative Citations and Civil Penalties. This Section governs administrative citations and civil penalties for violations of Sections 211 and 614.

C) General provisions. A violation of Section 211 or 614 may be subject to an administrative citation and civil penalties. Each day a violation exists constitutes a separate offense.

Payment Following Finding Of Violation. ,I WKH KHDULQJ RIĂ&#x20AC;FHU Ă&#x20AC;QGV D YLRODWLRQ WKH Ă&#x20AC;QH IRU WKH &RGH 9LRODWLRQ LV GXH ZLWKLQ GD\V RI WKH GDWH WKH Ă&#x20AC;QGLQJV DUH VHQW WR WKH UHFLSLHQW 7KH KHDULQJ RIĂ&#x20AC;FHU PD\ QRW DOWHU RU UHGXFH WKH Ă&#x20AC;QH IRU DQ\ RIIHQVH RU FRPELQH PXOWLSOH RIIHQVHV LQWR D VLQJOH Ă&#x20AC;QH 3D\PHQW RI Ă&#x20AC;QHV GXH VKDOO EH PDGH WR WKH &LW\ 0DQDJHU G. Recovery of Civil Penalties. If a civil penalty is not paid within the time VSHFLĂ&#x20AC;HG WKH &LW\ KDV WKH DXWKRULW\ WR WDNH WKH IROORZLQJ DFWLRQV 1. A lien may be assessed against the property and collected in the same manner as taxes.

2. A personal obligation may be collected by appropriate legal means.

3. A late payment fee of 10 percent of the civil penalty may be assessed IRU HDFK GD\ SHULRG RU SDUW WKHUHRI WKDW WKH Ă&#x20AC;QH UHPDLQV XQSDLG after the due date.

H. Criminal Penalties. The following are misdemeanors, punishable in accordance with State Law: 1. (i) failure, without good cause, to appear at a hearing that was scheduled under Code Section 102 (E)(4); LL IDLOXUH WR SD\ D FLYLO SHQDOW\ LPSRVHG E\ D KHDULQJ RIĂ&#x20AC;FHU ZLWKLQ days after it was imposed, or such other time as may be established by WKH KHDULQJ RIĂ&#x20AC;FHU ,I WKH Ă&#x20AC;QDO DGMXGLFDWLRQ LQ WKH DGPLQLVWUDWLYH SHQDOW\ SURFHGXUH LV D Ă&#x20AC;QGLQJ of no violation, then the City may not prosecute a criminal violation in district court based on the same set of facts. This does not preclude the City from pursuing a criminal conviction for a violation of the same provision based on a different set of facts. A different date of violation will constitute a different set of facts.

Section 614 Sale of Affordable Housing Building A. 'HĂ&#x20AC;nitions 7KH IROORZLQJ GHĂ&#x20AC;QLWLRQV DSSO\ LQ WKLV 6HFWLRQ RI WKLV &RGH 5HIHUHQFHV WR ´6HFWLRQÂľ DUH XQOHVV RWKHUZLVH VSHFLĂ&#x20AC;HG UHIHUHQFHV WR WKLV 6HFWLRQ RI WKLV &RGH 'HĂ&#x20AC;QHG WHUPV UHPDLQ GHĂ&#x20AC;QHG WHUPV ZKHWKHU RU QRW capitalized.

Affordable housing building means a multifamily rental housing building having three or more housing units, where at least 18% of the units rent for an amount that is affordable to households at or below 60 percent of area median income, as median income was most recently determined by the United States Department of Housing and Urban Development for the Minneapolis-St. Paul-Bloomington, Minnesota- Wisconsin Met-

ropolitan Statistical Area, as adjusted for household size and number of bedrooms.

Affordable housing unit means a rental unit in an affordable housing building that rents for an amount that is affordable to households at or below 60 percent of area median income, as median income was most recently determined by the United States Department of Housing and Urban Development for the Minneapolis-St. Paul- Bloomington, Minnesota-Wisconsin Metropolitan Statistical Area, as adjusted for household size and number of bedrooms.

Cause PHDQV WKH WHQDQW RU D PHPEHU RI WKH WHQDQW¡V KRXVHKROG PDWHULDOO\ YLRODWHG D WHUP RI WKH OHDVH RU YLRODWHG D SURYLVLRQ RI WKH &LW\¡V 5HQWDO Housing Ordinance, City Code Section 8-331 Crime Free/Drug Free and Disorderly Use Lease Requirements.

Tenant protection period means the period that commences on the date when a real estate closing transfers ownership of an affordable housing building and runs through the end of the 3 calendar months following the month in which written notice of the transfer is sent to each affordable housing unit tenant pursuant to subpart (c) of this Section.

B. Purpose The purpose of this Section is to provide housing stability, protecWLRQ DQG QRWLĂ&#x20AC;FDWLRQ WR WHQDQWV LQ UHQWDO KRXVLQJ GXULQJ DQ RZQHUVKLS WUDQsition. This Section requires notice to tenants and to the City whenever title to property containing three or more rental housing units is conveyed or otherwise transferred. Under the ordinance the owner would be required WR SD\ UHVLGHQW UHORFDWLRQ EHQHĂ&#x20AC;WV LI WKH\ WDNH FHUWDLQ DFWLRQV GXULQJ WKH WKUHH PRQWK WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG DQG WKH UHVLGHQW QHHGV WR PRYH DV a result of that action.

C. Notice 1. Notice to tenants. Whenever title to property containing a housing building is conveyed or otherwise transferred, the new owner must within thirty (30) days after the real estate closing deliver written notice to each housing unit tenant of the housing building that the property is under new ownership. The notice must include, at a minimum, the following information: a) The name, mailing address, and telephone number of the new owner. b) The following statement: â&#x20AC;&#x153;Shoreview City Code Section 614 provides IRU D WKUHH PRQWK WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG IRU KRXVLQJ XQLW WHQDQWV Under this Section, a housing unit tenant may be entitled to relocation assistance from the new owner if, during the three month tenant QRWLĂ&#x20AC;FDWLRQ SHULRG WKH QHZ RZQHU

L WHUPLQDWHV RU GRHV QRW UHQHZ WKH WHQDQW¡V UHQWDO DJUHHPHQW ZLWKout cause; ii) raises the rent and the tenant terminates his or her rental agreement due to the rent increase; iii) requires existing tenants to be rescreened or comply with new VFUHHQLQJ FULWHULD DQG WKH RZQHU RU WHQDQW WHUPLQDWHV WKH WHQDQW¡V lease; or iv) imposes a material change in the terms of the lease and the ownHU RU WHQDQW WHUPLQDWHV RU GRHV QRW UHQHZ WKH WHQDQW¡V OHDVH Âľ c) Whether there will be any rent increase within the three month tenant QRWLĂ&#x20AC;FDWLRQ SHULRG DQG LI VR WKH DPRXQW RI WKH UHQW LQFUHDVH DQG WKH date the rent increase will take effect. d) Whether the new owner will require existing housing unit tenants to be rescreened or comply with new screening criteria during the three PRQWK WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG DQG LI VR D FRS\ RI WKH DSSOLFDEOH screening criteria.

H :KHWKHU WKH QHZ RZQHU ZLOO ZLWKRXW WKH WHQDQW¡V FRQVHQW LPSRVH a material change in the terms of the lease during the three month WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG DQG LI VR WKH ODQJXDJH RI WKH PDWHULDO change and explanation of its effect. f) Whether the new owner will terminate or not renew rental agreements ZLWKRXW FDXVH GXULQJ WKH WKUHH PRQWK WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG DQG if so, notice to the affected housing unit tenants whose rental agreements will terminate and the date the rental agreements will terminate. g) Whether the new owner intends to increase rent, require existing tenants to be rescreened to determine compliance with existing or modiĂ&#x20AC;HG UHVLGHQF\ VFUHHQLQJ FULWHULD WHUPLQDWH RU QRW UHQHZ KRXVLQJ XQLW rental agreements, or impose a material change in the terms of the lease without cause within thirty (30) days immediately following the WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG K 7KH GDWH WKDW WKH WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG ZLOO H[SLUH 2. Notice to the city. The new owner must deliver a copy of the notice required by clause (C1) to the City Community Development Department at the same time that the notice is delivered to tenants.

5HTXLUHG WHQDQW QRWLĂ&#x20AC;FDWLRQ SHULRG 7KH QHZ RZQHU RI D KRXVLQJ EXLOGLQJ PXVW QRW WHUPLQDWH RU QRW UHQHZ D WHQDQW¡V UHQWDO DJUHHPHQW ZLWKout cause, raise rent, rescreen existing tenants, or impose a material change to the terms of the lease during the tenant notiĂ&#x20AC;cation period without providing the notices required by clause (C) of this Section.

D. Relocation Assistance 1. When Required. A new owner of a housing building must pay relocation assistance to housing unit tenants if, during the three month tenant QRWLĂ&#x20AC;FDWLRQ SHULRG WKH QHZ RZQHU D WHUPLQDWHV RU GRHV QRW UHQHZ WKH WHQDQW¡V UHQWDO DJUHHPHQW ZLWKRXW cause; b) raises the rent and the tenant terminates his or her rental agreement due to the rent increase; c) requires existing tenants to be rescreened or comply with new VFUHHQLQJ FULWHULD DQG WKH RZQHU RU WHQDQW WHUPLQDWHV WKH WHQDQW¡V lease; or d) imposes a material change in the terms of the lease and the owner RU WHQDQW WHUPLQDWHV RU GRHV QRW UHQHZ WKH WHQDQW¡V OHDVH 2. Amount. Relocation assistance is an amount equal to three months of the current monthly lease rent.

3. When Paid. The new owner shall, when required, pay relocation assistance to the tenant of a housing unit within thirty (30) days after receivLQJ WHQDQW¡V ZULWWHQ QRWLFH RI WHUPLQDWLRQ RI WKH OHDVH RU ZLWKLQ WKLUW\

GD\V DIWHU WKH RZQHU QRWLĂ&#x20AC;HV WKH WHQDQW WKDW WKH OHDVH ZLOO EH WHUPLQDWHG or not renewed.

E. Tenant Complaints 1. A tenant of a housing unit who believes the new owner has not provided WKH WHQDQW WKH QRWLĂ&#x20AC;FDWLRQV UHTXLUHG XQGHU WKLV 6HFWLRQ PD\ VXEPLW D notice of violation to the City. The purpose of the notice is to inform the City of an alleged violation of this Section to assist the City in determining whether to impose an administrative penalty provided for in this Section. The City is not required to take any particular action in response to a notice of violation and any enforcement action it does take shall be on behalf of the City, not the tenant. Filing a notice of violation does not prohibit the tenant from pursuing any remedy available to the tenant under law.

F. Penalty 1. A violation of clauses (C) and/or (D) of this Section is an administrative offense that may be subject to an administrative citation and civil penalties as provided in City Code Section 203.090. Notwithstanding any provision of City Code Section 203.090 the penalty for a violation of clauses (C) and/or (D) shall be the sum of the applicable amount of relocation assistance plus $500.

2. A violation of this ordinance shall constitute a separate offense for each dwelling unit affected.

3. Within thirty (30) days after a person pays the penalty in clause (F1) to the City, the City shall pay to the displaced tenant of the housing unit in which the violation occurred an amount equal to the relocation assisWDQFH DPRXQW VSHFLĂ&#x20AC;HG LQ 6HFWLRQ ' Effective Date.
