Family’s size, love, worldview expands through adoption

North Oaks residents Pat and Randy Benham didn’t plan on adopting a child when they went to hear a presentation on China at the University of Minnesota in 1995.

At that time, news on abandoned babies in China due to the country’s one-child policy (replaced in 2016 with a policy allowing two children per couple) was just starting to emerge. Since traditional Chinese culture at that time preferred sons, many baby girls were being abandoned, even though it was also against the law to abandon children. So many children were being abandoned that they were dying in orphanages without enough care.

The speaker said American couples could save the children’s lives through adoption.

After Pat and Randy heard about the conditions of the baby girls in orphanages, they drove, speechless, to go out to eat.

100s of children in foster care waiting for families

There are 800 children and youth in Minnesota waiting to be adopted.

Minnesota’s Waiting Children, many of them teenagers, are currently in foster care, MN Adopt Foster Care Specialist Kim Young told those who attended a panel event on adoption through foster care March 11. The presentation, entitled “Debunking the Myths,” was held at Ramsey County Library – Shoreview.

MN Adopt is an organization that provides resources to families considering adopting

from foster care and after-adoption care, said Kim Sacay, recruitment coordinator. On its website is a list of some of the youth who are looking for families and can be adopted through various agencies.

There are several myths that circulate about adopting from foster care, Young said.

First, it is not expensive, as some people believe.

Traditional infant adoption or international adoption can be expensive, but there are minimal fees involved in adopting from foster care. Many children adopted from foster care are also given a stipend

Another myth about foster adoption is that you have to be a certain type of family. Single parents and same-sex couples can adopt children from Minnesota’s foster care system. There is also no age requirement beyond being age 21 or older.

Mounds Views Public School’s Nutrition Services Managers Jessica Pena and Debbie Harrod represented the Minnesota School Nutrition Association when they joined forces with hundreds of school nutrition advocates from around country last month at School Nutrition Association’s 47th Legislative Action Conference in Washington, D.C. They advocated for national policy efforts supporting school nutrition programs and met directly with local legislators.

Students at Valentine Hills Elementary met students in Haiti via video March 13. The class that met the Haitian students was the one that raised the most money during a coin drive in February for the Ralph Reeder Food Shelf and schools in Haiti. One Valentine Hills Elementary student is currently living in Haiti while her parents help the schools. Classmates of hers organized the fundraiser as a way to keep in touch.

Shepherd of the Hills Lutheran Church Preschool is celebrating careers in the full-day preschool classes and seeks volunteers to come in and share their career with the students.

Mounds View students achieve DECA success Twenty-six Mounds View students competed at the Minnesota DECA State Career Development Conference and Competition in Minneapolis March 3-5. For the fi rst time in chapter history, Mounds View was represented by a state DECA officer and a National Anthem singer, and three chapter members placed No. 1 in the state in their competition categories.

Senior Jessica Hegele sang the National Anthem in front of the crowd of 2,100 Minnesota high school competitors, advisors and conference staff in Orchestra Hall. State DECA Vice President of Business and Industry Justin Reiling, a senior, provided fun interviews with the crowd and awarded students and advisors with top honors for various categories. In addition, eight students moved on to the final round of competition, held in April in Orlando, Florida. These students will compete against 20,000 top students from around the world at the International Career Development Conference — the pinnacle of DECA competition. They are: Josiah Wiest, School Based Enterprise Event; Analycia Willier-O’Connor, School Based Enterprise Event; Justin Reiling, Retail Merchandising Role Play; Deepta Jasthi, Financial Consulting Professional Sales; Emi Endrizzi, Leadership Academy; Ben Loperfido, Leadership Academy; Hufsa Ahmed, Leadership Academy; Evan Gladke, Leadership Academy.

Valentine Hills Elementary students meet fellow students in Haiti via video March 13.

Piano student awarded Pianist Joseph Caswell, of Shoreview, 15, was named winner of the Bonnie and Donn McLellan Award of $500 for his outstanding performance at the annual Concerto Competition held by Young People’s Symphony Concert Association, the Minnesota Orchestra’s longest-established volunteer Joseph organization. Caswell, Caswell a ninth-grader at the Lighthouse School, chose Prokofiev’s Piano Concerto No. 3 for his solo. The son of Anne and Charlie Caswell of Shoreview, he studies piano with Reid Smith of Dellwood. The Finals of the Competition took place last month at Orchestra Hall in Minneapolis.

Shoreview resident finalist for Teacher of the Year Minnehaha Academy teacher Emily Firkus, of Shoreview, has been selected as semifinalist for Minnesota Teacher of the Year. Congressional art competition announced U.S. Rep. Betty McCollum invited high school students in Minnesota’s 4th Congressional District to participate in the 2019 Congressional Art Competition, “An Artistic Discovery.”

In addition to the display of their artwork in the U.S. Capitol, the winner will also receive two free airline tickets to Washington, D. C., to attend the exhibit opening in June. Runners-up will be displayed in Congresswoman McCollum’s offices in Saint Paul and in Washington.

This year, the artwork of all students participating in the Congressional Art Competition will be displayed as part of the 2019 Spring Saint Paul Art Crawl presented by the Saint Paul Art Collective April 26-28 in the Pigs Eye Gallery of the Schmidt Artist Lofts, 900 Seventh Street West, Saint Paul.

Benefit concert for mental health, food shelf Music for Mounds View is a benefit concert featuring 12 student performers that will raise money for the National Alliance on Mental Illness, National Brain Tumor Society and Ralph Reeder Food Shelf. The program will include voice, string and piano performances with a balance of classical and uplifting pop/modern music. The concert will take place from 7 to 9 p.m. Friday, April 5, at Incarnation Lutheran Church, 4880 Hodgson Road, Shoreview. Students launch mental health walk Mounds View National Honor Society is working with the American Foundation for Suicide Prevention (AFSP) to host the fi rst Mounds View High School “Out of the Darkness” mental health walk. The hope is that this event will allow students and the greater Mounds View school district community to come together in supporting those that have been affected by mental illnesses. Ramsey County Library – Shoreview Branch Manager and Adult Programming Coordinator Carol Jackson was chosen by Library Journal as one of its 50 Movers and Shakers for 2019. Over 300 library professionals across the nation were nominated.

Jackson attended the Seattle American Library Association conference in Seattle for a photo shoot and was profi led in the magazine and online. She was nominated for her extensive and inclusive work in Ramsey County Library’s adult programming. Jackson was recognized for partnering with various community members and organizations to hold informational events on a wide variety of social issues. “So many positive relationships occur by saying yes,” Jackson told Library Journal. “Yes, let’s meet and talk, yes, let’s explore the possibilities. And yes, let’s work together.”

Church hosts Ruby’s Pantry North Heights Lutheran Church is partnering with Ruby’s Pantry to bring corporate surplus food to help fight hunger in the Twin Cities area. Ruby’s Pop-Up Pantry will be held at North Heights Lutheran Church in Arden Hills on the second Saturday of every month, beginning Saturday, April 13.

Doors open at 8:30 a.m. and food share distribution is from 9:00 to 10:30 a.m. The cost is $20 for an abundance of food; bring two large boxes or baskets. There are no income or residency guidelines to attend a Ruby’s Pop-Up Pantry. North Heights Lutheran Church is located at 1700 West Highway 96, Arden Hills. The pantry will be located at door C. Ruby’s Pantry is a faith-based nonprofit organization started 16 years ago. Ruby’s Pantry has grown to more than 11,000 volunteers who serve 200,000 families and distribute 17.5 million pounds of food to 76 different Pop-Up Pantry locations annually. Ruby’s Pantry runs its operational costs on $18 of the $20 donation it receives for each food share. The other $2 per guest (10 percent) stays with the local sponsoring church to be used to assist families in their own community with things like food, gas cards, utilities and other needs.

Good grief

W

inter has always been my least favorite season. I moved to Minnesota nearly a decade ago but have yet to adapt to the bitterly cold months that comprise so much of our year, and February, in my humble opinion, is the worst of all. By the time it arrives, the novelty of the new year has faded, and so has my resolve to embrace winter. Without fail, I spend each February yearning for warmer, brighter days.

This year, my beloved grandmother died on Feb. 19, Between making an already cold and gloomy month feel all the the Lines more so.

Her death is the first I’ve Elizabeth Callen experienced as an adult, and perhaps because I hadn’t really undergone the loss of a loved one before, I likewise hadn’t paid the act of grieving much mind. In the weeks since, I’ve found myself a student, albeit an unwilling one, in what it means to grieve.

When we received word that the cancer we thought was in my grandmother’s past had not only returned but was now terminal, my family gathered in Michigan to be with her and with one another. I will forever remember those days as both heavy and light, full of bizarrely beautiful paradoxes.

I grimaced seeing my strong, spirited grandmother confined to her bed, looking weak and pale, but I also smiled through our conversations about faith and our family and my newly-adopted cat. I wept thinking about a new chapter in life without her, but I also laughed through my time with faraway relatives, grateful for the opportunity to be together.

Two weeks later, I returned to Michigan for my grandma’s funeral. It was, and is, hard to come to terms with the fact that she is gone, and not merely a few states and a timezone away like she was for so much of my life. But the hardest days were softened by the people I spent them with: immediate and extended family members, and my grandma’s seemingly endless circle of friends.

We felt her loss acutely that weekend, but we also felt the love she poured into the world and each of our lives. In the midst of mourning my grandmother’s death, celebrating her life brought us a profound sense of peace. I was f loored by the joy that came to me, joy that may not have saved my aching heart but did, at least, keep it af loat.

I have long admired how intentionally my grandma met life. She cared deeply for others, fervently believed in a more just and peaceful world, and worked tirelessly to bring that world closer to our own. I have since come to admire how intentionally she met death, too—with openness, acceptance and an abiding faith that it was not truly the end.

I know that throughout my life, more grief will come my way, and my own death will eventually befall me, too. I am, paradoxically, frightened of the unknown and hopeful that something better lies ahead. I am eager to find out what.

In the meantime, I want to strive to live a life that looks a bit more like my grandma’s and try to embrace the lessons that seasons of grief, and perhaps even winter, can teach me.

Halftime at the Minnesota State Senate

he 2019 Legislative Session is halfway done, and my colleagues and I have a lot of work left to do. With the only divided Legislature in the country, we have a responsibility to find common ground and work together in the interest of Minnesotans without letting partisanship get in the way.

Our biggest Legislator responsibility this year will Lingo be in creating Jason Isaacson a budget that reflects the values and priorities we share. On Feb. 28, we received the updated February Forecast from the Minnesota Management and Budget office. While it projected a positive balance of $1 billion, the truth is more complicated.

have been working with local officials, state agencies, and my colleagues Senator Wiger and Senator Chamberlain in ensuring that the state is doing everything we can to address this issue. We have introduced legislation, SF 2307, to create a TCE emission response account that can then be used to fund needs that can respond to any potential TCE exposure.

The 2019 Legislative Session is halfway over, and we have a lot of work left to get done. Our workload will only increase as we create a budget that works for Minnesota. I encourage constituents to reach out to me, over phone, email, social media, or in person at the Capitol or in the district on the budget and any other issues. I want your input in to make sure we are focused on the issues that working Minnesotans care about, and that the final budget we create reflects that.

budget proposal. He included historic investments in education funding, proposals to expand and reduce the costs of health care, and strong support for new funding for local government and county aid.

He’s also proposing new revenue for our transportation network to address the decreasing revenue going to our roads and bridges.

The Governor’s proposal lays out an ambitious agenda, and while I support many pieces, there are a few areas where more work is needed. First and foremost is in support for higher education. In my time on the Higher Education Committee, I’ve been pushing for the state to step up funding to lower the cost of college and to address the skyrocketing levels of student loan debt that many students face. Too many people are struggling to pay down their debt. While the Governor’s budget increases the State Grant Program, a tool we have for helping low-income and working students, it’s not enough in addressing the structural issues we face.

Creating the budget is our biggest responsibility, but there is other work we must address swiftly, one of which is the ongoing situation with the Water Gremlin plant and the potential exposure of residents to Trichloroethylene (TCE). I

LETTERS TO THE EDITOR March Madness — driving side streets in Shoreview I’m experiencing “March Madness” in a few ways this year. I’m thinking about the NCAA Basketball Tourney, the extreme winter weather we’ve experienced and driving the side streets in Shoreview lately. I’ve been a resident of Shoreview for 26 years and I can’t recall a year that the side streets have been in poorer condition. The main streets are usually OK within a reasonable time after our winter storms, but many of our side streets are in poor condition. We have icy ruts several inches deep, craters and sections of streets that make excellent skating rinks.

I’m retired and drive school bus part-time for a local company for Mounds View School District. I cover a lot of our streets every day and this winter has been more difficult than usual navigating them in a school bus, let alone a family vehicle. My frustration hit the breaking point March 13.We had snow, ice and then rain, which made icy surfaces even more slick, not to mention early morning fog — a treacherous wintry mix. Lots of white knuckle driving.

Our main concern as bus drivers is safety for students, drivers, pedestrians and other vehicles.

Several buses got stuck or couldn’t make it up or down hills to reach their designated stops. Surely I’d see plow trucks from the city and/or county spreading sand or salt that morning to make our side streets and roads safer, but I only saw one about halfway through my morning route.

“Where are they?” I thought. The same question was asked by several drivers when they returned to base. “Why weren’t more trucks out there?”

I know we have to balance snow removal budgets, environmental concerns regarding pollutants in storm sewers, etc. but the safety of our children and our grandchildren at the bus stops should be our primary concern. In general, I think our road maintenance crews do a great job under very extreme conditions and dealing with a lot of traffic, but it seems like this year we haven’t managed them as well as past years in Shoreview.

On BRT and Democrats Last week someone wrote a letter praising Rep. Kelly Moller for holding chat sessions for the fi rst time in 30 years. That’s funny, I remember going to Rep. Randy Jessup’s sessions over coffee all the time the last two years.

Sandy Martin praising Tim Walz for Bus Rapid Transit (BRT) was surprising. Here come Democrats again wanting to increase sales taxes, gas and motor vehicle taxes. These tax increases hurt low-income people the most.

How can she praise BRTs when we already have two of them that are proven failures? The Red Line in Dakota County and the A Line receive only 6 percent and 21 percent of operating costs from fares. The rest is paid by motor vehicle taxes and Met Council raised taxes. It cost $27 million to build the A Line with 67 percent from local taxes and bonding with the rest paid through federal taxes.

Martin claims that we need more transportation because of the growing population. However, vacant property in Shoreview is almost completely built out. Major companies are leaving Minnesota. There used to be 32 Fortune 500 Companies here, now there are only 19 left. As we continue to increase taxes here, other low-tax states become more attractive not only to companies but also to individuals, and retirees vacating to warmer climates.

Martin states an upcoming fi scal cliff of over $250 million. This problem will get much worse if we build more BRT lines. Doesn’t she know public pension shortfalls are our real problem? I’ve seen estimates of underfunding from $51 billion to $119 billion. Democrats have controlled the

Minnesota Senate for the last 42 out of 46 years and the House for the last 30 out of 46 years. We need to stop funding losing BRT and light rail lines. I’ve ridden them; the only time they are full is during Vikings games. The Democrats don’t want to save money, they want to increase taxes.

Finally, I believe Sandy Martin has exposed herself. How come, when running for office she claimed she was “unaffi liated”? That’s not being morally truthful.

City, representative protecting local lakes Some of our local lakes are in danger of exceeding state standards for chloride. When we use salt on our roads, it can end up in our lakes, rivers and streams, where it can kill off aquatic life. One teaspoon of salt can permanently pollute 5 gallons of water, according to StopOverSalting. org. Some of our cities, like Shoreview, now spray salt brine instead of spreading rock salt because it uses less salt and keeps roads from freezing in the fi rst place. Now the biggest obstacle to reducing salt use is from private property owners who use contractors to clear their parking lots and sidewalks. They often use more salt than is needed to avoid potential liability if someone slips and falls. The state has a certification program for these contractors so they use just the right amount. Our state representative, Kelly Moller, is the co-author of a bill that would shield these contractors from excessive liability if they are certified. That will send the right signal to businesses that they should take the training.

It looks like this bill has bipartisan support and could be passed this session. I want to thank Kelly Moller for leading on this issue.

Changes coming for gun violence Your vote matters. If you are concerned about gun violence, things are fi nally starting to happen. After many years of inaction on gun violence prevention, legislation is moving forward in the Minnesota House of Representatives. A bill has passed two committees that requires universal background checks for all gun sales and allows law enforcement to confi scate fi rearms with a court order from someone determined to be a threat to themselves or others (the “red fl ag” law). A large majority of Minnesotans support these ideas, and I voted for Kelly Moller for the Minnesota House of Representatives last November because this is a top priority for her. In fact, she is on the two committees that passed the bill in recent weeks.

In committee, she spoke out on behalf of victims, and she has not been afraid of some of the nasty attacks from bill opponents. Unfortunately, the Minnesota Senate was not up for re-election in 2018, and its Republican leadership has said they are not interested in giving this legislation a hearing. In due time, that will change, because the voters demand it. In the meantime, I want to thank Kelly Moller for her efforts to reduce gun violence.

Livable wages, not transit As a resident of Shoreview, I fi nd the mayor’s letter on “Time to invest in transit” a hard pill to swallow. I’m more concerned about recruiting businesses and job opportunity with livable wages that will increase prosperity.

We need to attract residents from other states and prevent our population from leaving for lower-tax states and better job opportunity.

I don’t see how the robust transit system you champion accomplishes that.

In your letter you want to make an increase in the sales tax, increase motor vehicle taxes and bonding (a debt security). How can this be a desirable reason to reside or move to this state?

Our state’s lowest tax rate of 5.35 percent is already higher than 23 other states. The state’s gas tax is on par with the national average, but now we want that increased another 20 cents a gallon.

You state the metro area is home to more than 3 million and by 2040 we expect to grow to 3.7 million. However, you tell us nothing about the demographics of this trend. The state demographer’s website indicates we are losing taxable wealth income to other states.

Sorry I can’t applaud your excitement of taxing us more. But it’s always easier to make dreams come true on other people’s money.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents:

Shoreview • A boy was arrested the afternoon of Feb. 26 for assaulting a 44-year-old female family member, a resident of Shoreview, in the 300 block of Lion Lane. The matter was referred to the County Attorney’s office for consideration of charges.

• An outgoing check stolen from a curbside box in the 5600 block of Willow Trail in January was washed and re-written for $1,400 and cashed on Feb. 27. An investigation continues.

• A resident in the 1300 block of Knoll Drive reported the morning of Feb. 27 that there was a snake in the house. No further information was provided.

• A 72-year-old Vadnais Heights man was found dead the morning of March 1 at the Grass Lake Nature Reserve at Gramsie Road and Mackubin Street. Suicide is suspected. An investigation continues.

• A resident in the 5500 block of Snelling Avenue attempted to convince a raccoon to leave the family’s deck on March 2. Despite the use of recommended removal techniques, the animal refused to leave.

• Deputies investigated a report of a car at the gas pumps in the 3500 block of Lexington Avenue the afternoon of March 1 with the female driver asleep at the wheel. The 33-year-old out of Minneapolis was jailed for driving after license revocation and fi fth-degree possession of a controlled substance.

• woman hit the side of a Speedway station in the 3500 block of Lexington Avenue the morning of March 2 when she went for the brake but stepped on the accelerator. The 74-year-old St. Paul resident was arrested for DWI.

• Tools and an old seat cover were reported stolen from a pair of construction company work trucks over the weekend of March 2 in the 500 block of Shoreview Park Road. The loss was estimated at $2,000.

• A 44-year-old local man was found dead at the Island Lake boat ramp in the 1000 block of Ingerson Road the afternoon of March 3. Suicide is suspected. An investigation is underway.

Permit to carry report released The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) released the 2018 Permit to Carry Report this month, an annual report summarizing data submitted by Minnesota law enforcement agencies regarding applications made for handgun carry permits as well as data about permit holders.

Minnesota sheriffs reported to the BCA that 69,169 permits were applied for and that they issued 66,053 permits in 2018. There were 4,895 permits issues in Anoka County, 3,708 in Ramsey County and 3,466 in Washington County. Sheriffs reported there were 142 permits suspended, 32 revoked and 617 denied in 2018. As of March 1, the total number of valid permits in Minnesota is 290,546.

Minnesota sheriffs reported that individuals with permits committed 1,828 crimes in 2018. Nearly 60 percent were DWI’s or other traffic offenses.

Minnesota’s Personal Protection Act was fi rst enacted in 2003. Permits were fi rst eligible for renewal in 2008. Individuals wishing to obtain a Minnesota Permit to Carry must apply

for the permit at their local sheriff’s office and provide proof of approved fi rearms training. Sheriffs then must follow a statutorily-defi ned process, checking FBI, BCA and DHS records as well as their own data for any disqualifying information.

Individuals denied a permit have the right to appeal the denial. Minnesota sheriffs are then required under Minnesota law to report their data on gun permit applications, issuances and denials to the BCA.

Drug seizures on the rise Drug seizures for Minnesota’s Violent Crime Enforcement Teams increased in several major drug categories in 2018. The teams, which are partially funded by the Department of Public Safety Office of Justice Programs (DPS-OJP), are multi-jurisdictional task forces that investigate narcotics, gangs and violent crime.

A record amount of methamphetamine was seized last year, 1,145 pounds. Most of the meth is coming from Mexican drug trafficking organizations. When meth seizures were at their lowest level in 2007, 68 pounds were seized. At the height of the meth lab problem in 2003,

Beware scammers during tax season A new study found Minnesota to be the No. 26 most-targeted state for robocall phone scams during tax season. A site called AllAreaCodes.com released the “States Most At Risk for Tax Season Scams” after analyzing 15 million consumer complaints released by the FTC over the last three years. Minnesota had 1,668

Most of the online purchasing scams involved a buyer who ordered and paid for an item and never received it.

These items include automobiles, pets, tickets, clothing and cosmetics. The items are often found for sale on sites such as Craigslist, eBay, Facebook, and other direct seller-to-buyer sites. Online purchasing scams came in at No. 2 in 2017 in Minnesota.

“I sat down, and my husband was sitting across from me and he said, ‘Well, you know we are going to do it,’” Pat remembered. “It was just clear at that point that we had a daughter in China,” she added.

But the Benhams had an obstacle — they already had four children and China was looking for adoptive couples that did not already have any children. They pressed through and found an adoption agency that would work with them, Crossroads, if they would consider adopting a child with special needs. The Benhams learned that “special needs” in China didn’t mean what it meant in the U.S. “The kinds of special needs they are usually talking about are cleft palates or clubfeet,” Pat said. “We just said, ‘Well, we can deal with that.’” The Benhams prepared their paperwork and in 1996 received a photo of a 4-month-old girl who would be their daughter.

She had been left outside a children’s hospital with a note that included the day she was born — Pat’s birthday, according to the lunar calendar.

It took four more months to pull everything together and pick up Alexandria SuShi in January 1997.

“It’s just this incredible experience of somebody putting this baby in your arms and just all of a sudden you know this is your child,” Pat remembered. Bringing home a baby while in their late 40s was unexpected, but a call they felt was from God, she said.

They brought Alex home to her four older siblings, ages 10 through 16, who all wanted to help take care of her. The three oldest children visited China later that year to better understand where their sister was born. The family’s worldview expanded. Chiara, 13, took a particular interest in China and began studying Chinese. She studied abroad in China during her junior year of high school, received a master’s degree in Asian studies and worked in China for four years.

‘We could be her family’ Pat didn’t plan on adopting another child when she traveled to China with her friend Mary, who was adopting a second child, a daughter.

They also planned to bring greetings from Crossroads Adoption Services to the China Center for Adoption Affairs (CCAA) in Beijing, bring a commemorative plaque to a remote orphanage where money had been donated to build a playground, and visit a child they had sponsored for surgery to repair a clubfoot so he could walk and potentially be a candidate for adoption.

When Pat met one of the adoption officials at CCAA, she asked him what the hardest part of the adoption process is for him. He said it was when prospective parents request to adopt a pre-identified child — a specific child they saw or met at a Chinese orphanage. This was rare occurrence, since visitors were not usually allowed into orphanages.

Pat and Mary continued their journey.

“While we are at the orphanage, I see this little girl — believe me, I am not thinking about adoption — I am thinking that with five kids at home, it would be nice to go to the bathroom alone someday,” Pat remembered. They snapped a photo of the 2-year-old girl, who had large nevus birthmark on her arm and her back. Such a birthmark carries a risk for cancer. Pat thought that maybe she could raise funds to sponsor the removal of the nevus so that someone else would be more likely to adopt her.

Pat met with a dermatologist to discuss what it would take to treat the nevus; it sounded difficult, because it was on a joint and would require plastic surgery. Medical care near the orphanage in China might not be adequate to treat it, she was told.

One day, Alex, now 4 years old, looked at her picture and said, “You know, she needs a family. … I know, we could be her family.” Pat told Randy what Alex had said.

“I was thinking help is on the way, but it is not me,” Pat recalled. But Randy thought perhaps they were the ones.

“I don’t want to be an old man someday talking about our kids and wondering about the little girl we didn’t bring home,” Pat remembered him say. He prayed for a sign while at their parish, St. Odilia Catholic Church in Shoreview. Suddenly, he felt something like an electric current travel from his head to his toes after the priest had just said, “we are all adopted children of God” in his homily.

Pat proceeded to write a letter to the official at CCAA who had told her how hard it is to match adoptive parents with a pre-identified child. She told him she had had no intention of this happening. He said yes, and even expedited the process.

Alia Xiafeng came home several months later. It took eight surgeries to remove the nevus completely.

Adoptive parent to adoption advocate Today, Alia is 20 and Alex is 22. Alex graduated from St. Benedict’s with a degree in communications and Chinese. She studied abroad in China. She has been living and working in China for four years. Alia is a mechanical engineering student at St. Thomas University.

Alia recently found a biological sister, Nina, in the Netherlands, when she did 23andMe DNA testing. They met last fall. Nina is 15 months younger and lived in an orphanage 15 miles from Alia’s. Through memory and research, Pat learned she had met Nina’s adoptive parents while on the trip with her friend Mary. “We were in the civil affairs office with four couples also there adopting,” Pat remembered. “I probably saw Nina being adopted.”

With her children all grown, Pat spends her extra time advocating for adoption. She recently spoke on adoption during Masses at St. Odilia Catholic Church and helped organize an informational event on adoption at the church.

She is a volunteer with Bellis Adoption Education and Support. She organizes panels of birth mothers, adoptive mothers and adoptees to speak to high school health classes across the Twin Cities. The panels teach on the option of adoption from a nonreligious, nonpolitical viewpoint.

parenting skills and make a lifetime commitment. Many children in foster care have special needs because they have gone through traumatic experiences.

It is also a myth that children adopted from foster care instantly feel thankful for being adopted. Many wish they could go back home to their biological family even though parental rights have been terminated, usually due to abuse or neglect. It takes time to trust new parents.

Most children are not adopted as infants from foster care, she added.

While there are all ages of children adopted from foster care, about 40 percent of children waiting to be adopted are teenagers.

Tweens, teens need parents for life beyond high school Erin Ward, of Maplewood, said she adopted four older children from foster care because she knew that children who age out of the foster care system often struggle.

When you are 19 and your car breaks down, you need someone to call, she said. A large percentage of the homeless population was in foster care at some point. Adopting foster children was a tangible way to do something to help the world, she explained.

In 2014, the Wards adopted an 11-year-old from foster care, who is now 17. In 2016, the Wards adopted a sibling group of three. The matching process can take several months. They looked at profiles of several children and interviewed therapists, teachers and foster parents but didn’t meet the children before deciding. Prospective adoptive parents who back out can be a huge letdown to children.

“My husband and I describe it as an arranged marriage, but there is no

divorce,” Erin said. “It is forever and ever, amen.”

When the Wards first looked into adopting, they planned to find the youngest child possible, so they could grow together. Instead, they learned that might not be the best scenario when adopting from foster care. Their youngest child has had the most difficulty adjusting because they were not old enough to put leaving their birth family, foster care and adoption in context.

Barb Clark, of North Minneapolis, who works for the North American Council on Adoptable Children, said it is a myth that children adopted as infants won’t have issues as they get older. Infants exposed in utero to a highly stressed birth mother, drugs or alcohol can manifest side effects later in life.

“A lot of times I’ll see people who adopt younger children or infants and said they do not need support — eight to ten years later they call us, stressed out,” she said. “Adoption means there is trauma and loss.”

But adopting from foster care can be less risky and scary than a traditional infant or international adoption, she added. Children from foster care can qualify for medical assistance and other services. When you adopt internationally or traditionally, if a child develops a significant disability or issue, you have to pay for services.

Clark has four teenagers she adopted from foster care. She said that although there have been times she thought she might break, she wouldn’t trade it for anything. The most important thing is to not attempt to go it alone but seek out support and resources, she noted.

Each county has its own child protection services and foster care program.

Talia Jordan is one of the supervisors for Ramsey County.

The county always first tries to reunify children with their birth parents, Jordan said. It is usually a year to 18 months before a child would be placed on a track toward permanent foster care and adoption, she explained. Even then, parents are given multiple opportunities to prove they can care for their children before parental rights are terminated.

“Plan B is (long-term) foster care or an adoptive home,” Jordan said.

When children are available for adoption, counties and agencies first look for family or kin to adopt.

Jasmine Grika, who is an Indian Child Welfare Act (ICWA) recruiter, ensures that American Indian children in foster care are placed in culturally relevant homes for adoption.

A child is first attempted to be placed within the family, then their tribe, and then a Native home, before a non-Native home is considered. American Indian parents are also given more chances for reunification.

If you can look at their profiles, descriptions and interests and see them for who they are while at the same time realizing they have another history on the private side, you might be a future adoptive parent.

“If you can see and hold all of that and get support and help and meet your kiddo where they are at, that is just a good quality to start this process,” Van Brent said.

INTERNATIONAL ADOPTION: Country of choice often depends on current policies FROM PAGE 1

internationally because a majority of adoptive parents request a girl when they can, Heather said, something she didn’t learn until she went through the process herself.

“When people adopt, most of the time it is the women that are driving the adoption,” and women often desire a daughter, she noted.

She was part of that majority that wanted a girl. Heather and Bryan had always wanted four children, but Heather also really wanted a daughter.

She thought it was good to raise boys and girls together.

They began the adoption process in 2014 and were planning to adopt from Kyrgyzstan but didn’t receive any referrals for two years. She learned other parents on the waiting list were switching to adopt from China instead.

They decided to switch too; they had considered China but had been living in Canada when they decided to adopt, where adoptions from China happened more slowly.

They went to pick up Lina in Guangzhou, China, about nine months after completing a new home study with International Adoption Services and finding a new placing agency — Adoption for All Children.

Lina was almost 3 years old.

She screamed most of the

way home, Heather said. No children had been adopted from her orphanage in Maoming for a few years, so Lina probably didn’t understand what was happening. Plus, she couldn’t speak English and her new parents couldn’t speak her dialect of Cantonese.

However, Lina adjusted quickly to a new family, culture and language. “She picked up English extremely quickly,” Heather said. “She was already talking a couple of words after she was home three months.” After a year she was fluent — for a 4-yearold. Today, no one would know she didn’t speak any English until she was 3.

Her trust in her parents grew from watching her three older brothers. “She’s doing really well,” Heather said.

“She took a lot of keys from the boys on how does this family thing work.”

Heather and Bryan learned a lot about the international adoption process through their experience. Unless you want to wait about seven years, all children adopted from China have special needs, many of which are minor like cleft lips, clubfeet and minor heart conditions. There were several requirements the Youngs had to meet in order to adopt from China having to do with their health, income, net

worth, age, marital history and sexual orientation. “They are very, very strict,” Heather said. The adoption cost about $30,000, including travel. “It’s expensive, but worth it,” she noted.

Adopting from China in 2019 — or maybe Korea China made some changes to its adoption program at the end of 2017, right after Heather and Bryan brought Lina home. These changes have slowed down the adoption process, especially adoption of a young child. For those interested in adopting a young child internationally at this time, Heather would recommend adopting from Korea or India.

Several changes have all contributed to slowing down the adoption process from China, said Christie Lasko, executive director of Adoption for All Children.

For example, agencies are no longer allowed to have orphanage partnerships.

Previously, many agencies worked directly with different orphanages to get updated and accurate information on children, Lasko said. Now, all agencies only have access to children on a government-shared list that comes out once a month. Since many adoptive families are interested in young children with minor special needs, agencies

compete for children on the list and parents are under pressure to decide quickly. Information about the children on the shared list has also sometimes proven insufficient for a prospective parent to decide.

“I don’t feel it serves kids and families in the right way to make the best decision possible,” Lasko noted.

Some U.S. agencies are estimating it could take two to three years to match adoptive parents with a child.

Adoption for All Children is a

smaller agency; it could take six months to a year before families are shown a child to consider, Lasko said.

However, it only takes one to three months after a home study before families are shown prospective children from Korea, Lasko noted.

Many babies up for adoption from Korea have minor special needs; others do not.

If families are interested in a boy or children with more pronounced medical needs, the process can take less time.

Minnesota international adoptions have steadily decreased over the last 15 years. In 2005, 923 children were adopted by Minnesota families. In 2015, there were 178. Across the U.S., there were 22,726 adoptions in 2005 and 5,647 in 2015. Countries that have closed or tightened international adoption programs have done so for various reasons: politics, economic development, increased domestic adoption or international adoption fraud and coercion.

Becky Beaulieu, University of Wisconsin-Stout gymnastics coach, a native of Shoreview, was named Coach of the Year in the Wisconsin Intercollegiate Athletic Conference for the third time.

Her Bluedevils were conference champions, after placing eighth last year, marking the fi rst time a WIAC team improved from last to fi rst in one year. The Blue Devils won all five individual event titles, the fi rst time a team has done that since the 1988 season. The Blue Devils will compete at nationals Saturday, March 23 at UW-Oshkosh.

Beaulieu, in her 14th season at the helm, was also honored by WIAC in 2011 and 2015. Under her direction, UW-Stout gymnasts have earned six National Collegiate Gymnastics Association event championships, and 42 national placements.

“I hope to motivate the women to expect more from themselves,” said Beaulieu, in her bio on the UWStout gymnastics web site. “It is my end goal for each student-athlete to reach her potential as a collegiate gymnast and student. By doing so, the level of excellence displayed by the team should improve.”

Humanizing the contentious U.S. border debate

The image went viral and became politicized. He said his job is to submit accurate information, which he did.

How people interpret and use it cannot be controlled, he noted. Moore was later able to learn that the mother and daughter had not been separated. His photo of the incident was nominated for the 2019 World Press Photo of the Year.

Over the last decade, the types of people crossing the border have changed, Moore said. In 2000, when there were almost 10 times more people crossing the border illegally, they were mostly young men. Today, people crossing the border are largely families, most of them seeking political asylum.

“That has changed drastically the scene on the border,” Moore said. Border patrol stations are not equipped to house children, he said. The $1.4 billion Congress earmarked for the border last month will not just go toward new fences, but will allow U.S. Customs and Border Patrol to update its facilities.

Moore said he hopes his photographs remind people that every person who is caught up in the border debate is a human, and that people on either side don’t demonize each other.

“I hope that people see each other as human beings,” he said. “I’m trying to humanize situations as much as I can.”

After covering the border for a decade, he has learned not to form quick opinions. “Two realities can exist at once,” he said. “It can be true that people coming across the border deserve political asylum. For photojournalist John Moore, border patrol agents and undocumented immigrants are all humans with stories worthy of being captured and documented via camera.

Moore has been taking pictures related to the U.S. border for about a decade. The special correspondent for Getty Images recently published some of his work in a book titled “Undocumented.”

“In my coverage, I tried to humanize the issue as much as possible,” Moore told a group of Bethel University students at a special event hosted by the Johnson Center for Journalism and Communication in Arden Hills earlier this month.

His coverage started where undocumented immigrants’ journeys often begin — Central America. He photographs the conditions that people are leaving — poverty, gang violence and drought.

Moore then followed immigrants journeying north to attempt to come to the U.S. Many of them hop on a network of freight trains, so he rode on top of a freight train in Mexico for 15 hours to take photographs of the crowded, hot conditions. Many people cross the U.S. border using the services of a “coyote,” or someone who smuggles people. The cost is about $7,000 to $12,000 per person for three chances. People often mortgage their property in their home countries to get loans to pay the smugglers, hoping a new job in the U.S. will help them pay it back.

“I try not to pass judgment on what they are doing, if it is right or wrong,” Moore said. “I just document it.” Undocumented immigrants go by many names — illegal immigrants, asylum seekers. “For me, they are just people,” he noted.

Moore also aims to humanize U.S. Customs and Border Protection (CBP) agents, with whom he goes on ridealongs. “I just say, ‘What you are doing is important,’” he said he tells CBP agents. “I do not necessarily have to take a side. I don’t want to misrepresent them.” When he was on a ride-along, agents rescued a man who collapsed during his journey into the U.S. He has been on a helicopter patrol along the border. He has documented agents’ backgrounds and careers. One agent he met was a former refugee from Iraq.

He has also documented agents capturing undocumented immigrants.

One of his photos went viral last year — taken June 12 of a small girl crying on the Texas border as her mother was searched. While the image became an icon of the family separation policy put in effect in April, the mother and her child were never separated.

While he was on a ride-along with a border patrol agent at night, Moore heard a group of people coming across the Rio Grande on rafts. Border patrol found the group of a dozen women and children when they came up from the river.

Moore spoke with the soon-to-befamous mother, Sandra, who was holding her almost 2-year-old daughter Yana while the agents examined the group’s documents and prepared to transport them to a processing center. Sandra came from Honduras and her daughter was clinging to her. She, like the others in the group, were asylum-seekers and had brought documents to try to prove they were in need of asylum.

“Undocumented immigrant asylum-seekers are not really undocumented,” Moore noted.

Sandra had to set down Yana while she was searched. The toddler started to cry when her feet hit the ground.

Moore’s ride-along was finished for the night. He didn’t know whether

Upcoming photo exhibit captures wildlife in area wetlands The Vadnais Lake Area Water Management Organization (VLAWMO) began using remote cameras to study wildlife in the wetlands and waterways during fall 2018. Using cameras on loan from the University of Minnesota’s Fisheries, Wildlife and Conservation Biology Department, we have been monitoring wildlife in Tamarack Nature Center, Vadnais-Sucker Lakes Regional Park with partnership from St. Paul Regional Water Services and the North Oaks Conservation Easement with the Minnesota Land Trust, and plan to monitor other areas of the watershed as well.

We are focusing on habitats critical to the health of our lakes, streams and wetlands using remote-camera data to better understand mammals in these habitats, identify species that may need additional research and conservation efforts and to provide a baseline for restoration. The best photos that we’ve collected so far will be on display at the Ramsey County Library – White Bear Lake from March through May. We will culminate the photo exhibit with a storytime and singalong in celebration of World Otter Day from 10:30 to 11 a.m. May 24.

We’ve been especially intrigued to see river otters doing well in our watershed. They are indicators of good water and habitat quality. They also tend to be found in areas where beaver populations are healthy.

People often are excited to see river otters and upset to find beavers living in their neighborhoods. Beavers are ecosystem engineers. They build and modify habitats to suit them, and those modifications are necessary for other species to survive. Otters use the ice holes that beavers maintain at their lodges. Otters raise their young in abandoned beaver banks and pond lodges. Otters travel along beaver dams and fish in the pools. Providing healthy habitat for otters may mean learning to love, or at least tolerate, beavers.

in difficult conditions — they may work better and longer than a standard off-the-shelf remote camera — but they’re basically the same thing.

Remote cameras use an infrared beam (IR) that senses heat and motion. When an animal or waving vegetation passes through the beam, it trips the camera and captures a photograph.

Flash remote cameras are available instead of IR to produce color nighttime photos instead of black and white with bright white eyes. We don’t use flash cameras for research because it disturbs animals more and disrupts their behavior — something we want to avoid as much as possible. The bright white in eyes comes from the tapetum lucidum, a layer of tissue at the back of an animal’s eye that reflects light and appears bright if you shine a flashlight or your car’s headlights on it. The tapetum lucidum reflects visible light back through the retina and increases animals’ ability to see at night.

County road construction projects announced

Construction ahead for Wabasso, St. Albans neighborhoods SHOREVIEW — Several streets east of Lake Wabasso will be reconstructed this summer and next.

Cottage Place, Janice Street and its alley, and Centre Street will be reconstructed.

Water and sewer lines will be updated. A stormwater collection and infi ltration system constructed of permeable concrete pavers and a rock storage layer will be included, according to city documents.

A new 8-foot-wide trail will connect to an existing trail on Grand Avenue. Residents on Cottage Place will have direct access to the trail. New street lights will be put in.

The total estimated cost of the project is $1.6 million. For the streets, about $680,000 will come from the street renewal fund and $51,000 from assessments. About $730,000 will come from city surface water, water and sewer funds; about $26,000 will be assessed for those types of updates.

about $6,000 per lot.

About $14,000 will also be used from the street light fund to update street lights.

Construction is expected to begin in May or June and last through September 2020.

Ramsey County plans several street construction projects in northern Ramsey County this year.

The largest will be reconstruction of the Rice Street bridge at I-694. The I-694 eastbound exit ramp to Rice Street and the ramp to I-694 westbound were expected to close March 18, according to the county. It is expected to be closed for five months. Detours will be posted.

The construction, which includes interchanges with roundabouts, is expected to be completed by November 2020. It will affect Shoreview and Vadnais Heights from North Owasso Boulevard to Vadnais Boulevard.

Rice Street will remain open throughout the project, with lane shifts.

Beginning April 1, the west half will be closed for construction. Traffic from North Owasso Boulevard to Vadnais Boulevard will shift to the east half of the road with one lane open in each direction.

Other 2019 construction projects planned in the area include: Edgerton Street will be resurfaced from Little Canada Road to Centerville Road in Vadnais Heights.

Bike lanes will be added to the road; parking will no longer be allowed on either side of the road. Pedestrian curbs will be updated.

McMenemy Street in Vadnais Heights will be resurfaced between Koehler Road and County Road F. County Road E will undergo trail construction from Lexington Avenue to Vivian Avenue in Shoreview.

Lexington Avenue will be resurfaced from County Road C2 to County Road E in Shoreview.

Concrete rehabilitation will take place on Highway 96 from I-35E to Highway 61 in White Bear Lake. Trail reconstruction on Highway 96 will take place between White Bear Parkway and Otter Lake Road.

Bald Eagle Boulevard will be resurfaced from County Road H2 to County Road J in White Bear Township.

East County Line Road will undergo drainage work at its intersection of South Shore Boulevard in White Bear Lake.

Trail construction will take place in White Bear Lake on White Bear Avenue from South Shore Boulevard to Highway 61.

A trail study will be completed in White Bear Lake on South Shore Boulevard, from White Bear Avenue to County Line Road.

Rotary Club sponsors sewing center in India The Arden Hills-Shoreview Rotary Club is sponsoring a new sewing school in India operated by Pushpa, an Arden Hills based nonprofit organization, to train poor young women in Amaravathi, Andhra Pradesh, India.

Amaravathi is a small village of about 15,000 people in the state of Andhra Pradesh, in southeastern India on the Bay of Bengal. This area is primarily agricultural and the majority of the people who reside there are very poor. The project is designed to provide an opportunity for underprivileged young women to improve their circumstances.

Pushpa is an experienced, Arden Hills-based nonprofit organization that partners with an India-based nongovernmental organization (NGO) also called Pushpa.

Both were organized by Gummadi Franklin and his wife Shirley, longtime residents of Arden Hills.

Franklin was born in India and then worked for 30 years for 3M Corporation before he retired. Since then, Franklin and Shirley have dedicated themselves to helping poor people in India to help themselves.

The Arden Hills-Shoreview Rotary Club is the lead sponsor in a $16,550 grant to establish the Pushpa Sewing Center and support operations for the fi rst two years while it becomes self-supporting. Funds for the grant

were supplied by the Arden Hills Shoreview Rotary Club, 10 other Rotary Clubs in the St. Paul district, and matching funds from Rotary District 5960. The project is being spearheaded in Amaravathi by Pushpa’s Indian NGO with the assistance of a cooperating Rotary Service Trust Organization in India.

The goal of the school is to teach sewing skills to young

women who are generally unable to obtain such vocational education and to provide them with an opportunity to improve their circumstances. The literacy rate in this area of India is less than about 65 percent and poor children, especially girls, have very few educational opportunities. This school is modeled after another sewing school that has been

successfully operated by the Pushpa NGO in another village in Andhra Pradesh.
