In a time where there are a lot of unknowns, levels of stress, anxiety and depression can flare up.

Area mental health professionals want people to know that we are all in this together and that it is normal to have these feelings.

“In general, the population is more anxious and on edge because of the unknowns. There is a lot of fear going on right now about how long this might last,” said Blaine resident Tim Mortenson, CEO of Bridging Hope Counseling.

The COVID 19 pandemic has had a significant impact on Mortenson's business, Bridging Hope Counseling, which has locations in Lino Lakes, Rogers and Buffalo. A lot of clients have canceled their appointments for a multitude of reasons, including the loss of a job, the inability to pay for health insurance or fear to leave one's home.

Bridging Hope Counseling is known for its dialectical behavioral therapy (DBT) groups, which teach skills such as mindfulness,

Shoreview under state of emergency, extends building closures due to COVID-19 The Shoreview City Council has declared a state of emergency and extended its closure of city buildings due to the rapid spread of COVID-19.

Under the declaration, city staff have been directed to determine if any services or operations can be adjusted or suspended and to implement new employee protocols, strategies and processes to maintain essential services. It will allow the city to assist or receive assistance from other communities, in addition to making the city eligible for potential funding.

Shoreview City Hall is closed to the general pub-

lic and will remain closed through Friday, April 10. City Council, Planning Commission and other advisory committee meetings will either be held virtually or canceled.

The Shoreview Community Center is closed through Friday, May 1.

Essential services will continue "without interruption," according to a city statement. City employees will be available via phone or email.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Shoreview: • Ramsey County Sheriff's Office deputies recovered an abandoned bike March 9 on the trail in Grass Lake Nature Reserve.

When the serial number was checked, it came back clear, so deputies entered it into their database.

• A couple in the 5900 block of Fernwood Street on March 10 reported their two vehicles vandalized with green latex paint.

Fortunately for the complainants, the paint removal did not harm the finish.

• A Hastings man, 55, was cited March 10 on Hodgson Road and Hawes Avenue for disorderly conduct and indecent exposure after he was reported for urinating in public.

• A St. Paul woman, 45, was arrested March 12 on I-694 and Lexington Avenue N. for driving after cancellation.

• Deputies received a report of vulnerable adult abuse March 12 from the 4000 block of Hodgson Road. Authorities are now investigating the case of a vulnerable adult unable to protect herself from possible financial exploitation.

• A purse was reported stolen March 12 from a vehicle parked in the YMCA lot in the 3700 block of Lexington Avenue N. after the front driver side window was smashed.

• Assault on a vulnerable adult was reported March 13 in the 1000 block of Glenhill

Road after the vicitim became bruised.

• A motor vehicle was reported stolen March 13 from the 3900 block of Gramsie Court after its owner noticed it missing that morning. The vehicle was later recovered by the police department in Menomonie, Wisconsin, five hours later.

• Financial exploitation of a vulnerable adult was reported March 13 in the 700 block of Schifsky Road. The case is under investigation.

• A purse containing credit cards was reported stolen March 13 from the passenger seat of a vehicle parked in an employee lot in the 4100 block of Lexington Avenue N., after a window was smashed.

The credit cards were canceled before any fraudulent activity had occurred.

• A Shoreview man, 42, was arrested March 14 in the 500 block of Harriet Avenue for making terroristic threats during a domestic altercation. During the dispute, the complainant said her live-in boyfriend was acting paranoid and accusing her of improper behavior toward their son. He placed his hands around her throat and threated to kill her, she said. During the ride to jail, the subject acted strangely and claimed his girlfriend was trying to poison him.

Later the girlfriend phoned to say she found a long gun hidden in the cushions of their couch. Deputies later identified the gun as a BB gun. The subject has been formally charged.

• A resident in the 900 block of Ingerson Road on March 15 reported an unknown subject for walking down his driveway and trying to open his car. The homeowner provided a video of the suspect.

• Employees at the Quik Stop in the 5900 block of Lexington Avenue N. at 3:38 p.m.

March 15 reported a suspect for handing a note to the cashier and demanding cash from the register to be placed into a bag. A weapon was implied but not seen.

The robbery is under investigation.

• Burglary was reported March 15 in the 4100 block of Lexington Avenue N. after a vehicle window was found broken. Air fresheners and insurance cards were stolen.

• A Minneapolis man, 38, has been charged with gross misdemeanor bodily harm assault following an incident at 11:41 p.m. March 16 in the 800 block of Cannon Avenue. During the incident, he became drunk and belligerent and pushed a woman into a fireplace. Despite originally being invited to the address, the subject was asked to leave after he became loud and threw a beer can at the victim and another person. The suspect had a prior fifth-degree assault conviction within the past three years and a prior order for protection (OFP) violation from 2017.

• Employees at the Target store in the 3800 block of Lexington Avenue N. on March 17 reported a known shoplifter for stealing $1,700 worth of air purifiers.

The case is under investigation.

• A resident in the 1400 block of Knoll Drive on March 18 reported herself for falling victim to a phishing e-mail

scam in which she was told that a $6,000 purchase was made under dispute and that the way to resolve the issue was to purchase $1,000 in gift cards with the money that had been placed inside her account. She was then to send the gift card money to the scammer. The victim lost $137, because the money was not in her account when she tried to buy the gift cards.

• A Mora man on March 18 reported credit cards were stolen from his wallet as it sat in the center console of his vehicle while it was parked on Rice Street at the I-694 junction. One of the cards was used to make online purchases.

• A resident in the 4100 block of Lexington Avenue N. on March 19 reported his vehicle was taken without permission.

A St. Paul woman, 33, is suspected of the theft.

• A St. Paul man, 21, was cited for misdemeanor theft following a March 21 incident in which employees of the Target store in the 3800 block of Lexington Avenue N. captured him shoplifting on video and correctly identified him.

• A resident in the 800 block of Cannon Avenue on March 21 reported mail theft after she had placed a bill payment in the mailbox with the flag up. The empty envelope was later found in Roseville.

The check has been canceled, and the complainant will monitor her accounts for fraudulent activity.

• A resident in the 4000 block of Hodgson Road on March 21 reported his 2000 Honda CR-V stolen from the apartment parking lot.

ANXIETY: Pandemic ‘bringing mental health to the forefront’ interpersonal effectiveness, emotion regulation and distress tolerance. Even though the weekly groups are not able to meet right now, the group facilitators are putting together videos so their clients can keep practicing those skills.

In addition to incorporating social distancing and a stricter cleaning regimen, the clinics remain open for clients who feel comfortable in making visits. For those who do not, or need to stay at home, Bridging Hope Counseling is offering Tele-Health services, which allows clients to see their therapist in an online video format. “It is not the same as meeting face-to-face, but it is important for people to have an ongoing relationship with their therapist. Seeing each other makes a big difference,�

Mortenson said.

On a positive note, the pandemic is “bringing mental health to the forefront that it needs to be at,� Mortenson explained. “It is okay to have these feelings. You are not alone. We are all in this together. Nobody is excluded from what we are dealing with right now; you are either directly or indirectly affected from this. It is okay to be feeling the way you are feeling,� he said.

Now is the time that people need to be vulnerable and talk about the way they are feeling instead of internalizing it. “If you do need assistance, there are people out there for you. Especially in the mental health field, there (are) a lot of great professionals out there who are trained for times like this,� Mortenson said. “Even though they are therapists, they are feeling the same exact thing right now. They have the same worries that you and I have.�

HOW TO MANAGE ANXIETY AND STRESS The outbreak of COVID-19 may be stressful for people and communities to handle, especially as new information continues to be released at seemingly breakneck speeds.

We all handle stress differently, and there is not a one-size-fits-all solution to navigating these emotionally challenging times. Fortunately, there are plenty of best practices you can follow to make illness-induced stress easier to manage.

How to handle stress • People with preexisting mental health conditions should continue with their treatment plans during an emergency and monitor for any new symptoms. • Don't forget to connect with family, friends and others in your community while keeping social distancing in mind. • Avoiding excessive exposure to COVID 19 coverage and take good care of both your body and mind. This can include regular exercise and meditation, as well as eating healthy, getting plenty of sleep and avoiding alcohol and drugs. • If you think you may be dealing with some form of depression, reach out to your doctor immediately for a consultation and potential treatment. • Don't forget to practice self-care, even if that means just taking five minutes out of your day for yourself. • Breathe, get outside and take breaks from TV and social media.

Trust the experts

I

t seems like Minnesotans are doing a good job of hunkering down, as people are generally following the “Stay at home” mandate. I know from speaking with various friends that some still believe this is over-hyped while others have over-the-top anxiety about it.

Times of uncertainty and unrest can bring about misinformation. We all are looking for ways to say safe from COVID-19 and want to find glimmers of hope. There are recommendations circulating about things to do to stay healthy, but many are not are proven. We have heard that this virus mostly affects the elderly and immune compromised people, yet we are hearing reports of young, healthy people becoming severely ill and even dying. We have heard it will disappear with the warm weather, but we won’t know that’s true until it happens. Health care experts and government leaders have pretty consistently suggested two factors they believe Publisher’s will help stop the spread – hand washing, good hygiene and social View distancing/staying at home.

Home school Our local schools kicked off distance learning this week. Thank you to the teachers and school administrators who have worked hard the past couple of weeks to figure out how it’s going to work.

Best of luck to parents and kids as they adjust to having their formal education happen at home. I’m sure there will be a learning curve. Having these capabilities set up will be beneficial in the long run.

As parents lets get those kiddos up and ready for school.

Historic stimulus According to many reports small business makes up more than 90% of all employers. I’ve spoken with numerous local business owners in the past week, and we are all feeling a rising tension. Many local businesses and organizations have been ordered closed through the first week of May. Among those considered “essential” and therefore still open, many are operating with a skeleton workforce or staff working remotely. While the federal stimulus package and state-level relief efforts may be helpful to some, I fear we will lose many local businesses and local jobs by the time this is over.

Families are also tightening up their household budgets as they worry about jobs and the stock market. I know mine has, but we are still trying to put some dollars back into the community in strategic ways. This includes spending at our local grocery store, and ordering take out 1-2 times a week at our favorite local restaurants. We are also continuing to give to the local church and organizations we care about. It seems if we all do our part to help our local economy, even in small ways, we can help the community institutions we love will be here after the pandemic.

Press Publications is among the local small businesses that needs your help more than ever. We are one of very few newspapers utilizing a voluntary subscription model -most “free” papers have had to move to subscriptions to stay alive. 401(k)s: Most people are familiar with a 401(k) or employer-sponsored retirement savings plan. The contribution limit for each plan is $19,500 in 2020 and 26,000 for those over age 50. Since pre-tax contributions are automatically deducted from each of your paychecks, you don’t have to think about it. Even better, if your

Roth 401(k) A Roth 401(k) is another type of employer-sponsored retirement savings plan.

With a Roth 401(k), your contribution grows tax-free and is not taxed when you withdraw it (provided you keep your money in it for at least five years).

403(b)s and 457 A 403(b) is non-profit version of a 401(k) and a 457 is the government version.

IRAs: An Individual retirement account (IRA) is a good savings vehicle for those without a 401(k), or those who want to supplement their 401(k) with another retirement vehicle.

There is a cap to the amount you can contribute to it each year (in 2020, the cap is $6,000 and $7,000 for those 50 or older). The two main types of IRAs are Traditional and Roth.

Traditional Your money will be set into a tax-deferred account, meaning you won’t pay taxes on the money until you make a withdrawal. Also, your contribution is tax-deductible.

Roth As with the Roth 401(k), your money is offered total tax exemption in a Roth IRA. Your contribution grows tax-free and also not taxed when you withdraw it.

SEP IRA Self-employed pensions are retirement plans for individuals who are self-employed or have a few employees. The IRS requires that employers make contributions for qualified employees that match their own contributions. In 2020, pre-tax contributions are maxed out at $57,000, and the money can grow tax-deferred until withdrawn.

Simple IRA Savings Incentive Match Plan for Employees are retirement plans for small businesses of 100 employees or less. In this plan, employees, not the employer, make contributions to their account. In 2020, employees can make pre-tax contributions up to $13,500, and an extra $3,000 for those over age 50, and the money can grow tax-deferred until withdrawn.

Catapult to Cash While National Retirement Planning Week is a little over a week away, it’s never too soon to start saving. A successful plan not only considers your income needs and expenses in retirement but also takes into account a diversity of asset classes, minimizes taxes and is adjusted regularly based on where you’re at in your life and your goals. The earlier you get started saving, the more likely you’ll not just spring but catapult into a having a substantial amount in your retirement account.

Natalie Nogai Hay completed her earthly journey unexpectedly February 5, 2020.

Natalie was a resident of Shoreview for many years. Natalie is survived by three children, Rylie, age 24, Nina, age 23, Griffin, age 17, her Mother, Marilyn Nogai, brothers; Tyler and Carver, cousins, nephews and nieces.

Natalie was preceded in death by her father, Frank J. Nogai in October of 2019.

Following attendance at Snail Lake Elementary, Chippewa and Mounds View High School, Natalie attended both the University of Iowa and Minnesota majoring in International Business and taking both Japanese and French languages.

After college, Natalie could be found Working at her parent’s business, Arthur’s Jewelers, where she was V.P. of philanthropy. Natalie was a Board Member for Children’s Hospitals and often spoke at their fundraisers. Natalie’s three children and mother paid tribute to her with both readings and heart felt eulogies. Natalie was best known for her signature traits of a contagious smile, kindness, talent and intelligence. Natalie had a Christian burial at St. Odilia February 18, 2020 with Fr. Phillip Rask officiating. Following the ceremony guests were treated to Natalie’s favorite meal, a turkey dinner with all of its trimmings plus Tres Leche white cake for dessert, compliments of Key’s Cate.

Burial was at Roselawn Cemetery. Her family has shed tears because she is gone, but are going to smile because she has lived and touched their lives as they continue to cherish her memory letting it live on in their hearts.

State parks, recreation areas and public lands remain open The Minnesota Department of Natural Resources (DNR), in accordance with guidance from state health officials, is postponing, adjusting and canceling a variety of public events, including open houses, safety education training, naturalist programs and other meetings.

The DNR is exploring a range of digital options to support public meetings and other critical engagement opportunities. Minnesotans should check the DNR’s website www.dnr.state.mn.us, social media channels, the DNR’s Information Center and email updates from the agency.

As contact stations are closed, visitors will pay through self-pay and informational kiosks located at each facility. Visitors are also encouraged to purchase daily and annual park passes through the online portal before they visit.

For the time being, state parks naturalist programs are canceled. The DNR is working to determine which of these programs are compatible with social distancing and will resume naturalist programming to the extent possible.

State park bathrooms, vault toilets and shower buildings that are currently open will remain open, with increased cleaning protocols.
