Several school building renovations are underway in Mounds View Public Schools.

At Island Lake Elementary, construction has begun. By next school year, the media center, special education area and six classrooms will be renovated.

The new classrooms will have lockers inside the rooms to clear up the hallways, Wold Architects representative Paul Aplikowski told the school board last month. Nooks created by the new space in the hallways will be used for small group learning, he added.

The new classrooms will have flexible, movable furniture, he said.

A furniture design committee has assisted the district in making furniture decisions for the renovated spaces. Funding was provided by the district’s $156.5 million bond referendum approved by voters in 2017.

Sheriff’s office hopes to roll out deputy body cameras by June

The Ramsey County Sheriff’s Office hopes all patrol deputies in Shoreview and surrounding communities will be wearing body cameras by June.

Sheriff Bob Fletcher, elected in November, said he would up the timeline for implementation of body cameras for patrol deputies, correction officers and court services as part of his

campaign. Previously, it was expected they would be implemented in 2020.

“It’s clear that cameras help build trust with the community because they show transparency and openness to the way that law enforcement goes about its business,” Fletcher said before a Ramsey County Board of Commissioners’ March 26 workshop on the topic. “A critical part of today’s world is having the support and confidence of

the community. Most major departments already have cameras. Most smaller ones are acquiring them as we speak.”

Under Fletcher’s plan, all patrol deputies, investigations, water patrol and community support services will wear body cameras by June. Squad cameras would be updated to work together with the body cameras.

Shrinking stomachs and other tricks make birds ready for migration

There’s a hopeful mood in the air as days begin to get sunnier and birdsong echoes through the air.

The springtime tunes of singing robins, sparrows and — in a short while — warblers have a carefree lilt about them, but their journey to our landscape from their wintering grounds has been anything but carefree.

Migration takes an enormous toll on birds. A 2018 article in Audubon Magazine reported that more than about a third of birds that fly south for the winter don’t make it through the next spring migration. Mortality seems to be higher for birds that winter in the continental U.S. than for birds that fly to the tropics for winter.

The average distance traveled by birds that spent their winters on the U.S. mainland — such as sparrows, loons, hawks and many more — was 860 miles. For birds traveling to the tropics (such as warblers, orioles and tanagers), the average was 1,960 miles.

There are a few biological quirks that allow birds to travel such a large distance so quickly. Some migratory birds have amazingly versatile digestive systems. Before migration, their gut increases in size, allowing them to take in more food and nutrients to prepare for the journey ahead. But digestion is an energy-intensive process, and migrating birds already expend an enormous amount of energy by flying such long distances. As a result, their digestive systems are designed to temporarily atrophy, reducing energy use. It takes a little while for the birds to become used to eating normal amounts of food again after their long fl ight.

Changing climate patterns have also affected the ability of birds to recover from their migration and begin the spring business of breeding.

The migration window varies from species to species and is carefully timed to correspond to available food sources.

A 2018 study from Cornell University found that changing wind patterns related to climate change create stronger headwinds for birds migrating south in the autumn, but buoyant tailwinds for birds heading north in the spring. The tailwinds allow them to conserve energy during fl ight, which means they arrive at their destination faster and in better shape, potentially increasing their chances of survival. However, early arrival is not necessarily a boon.

Warmer springs mean that birds begin their migration earlier, sometimes before food sources at their destination are able to produce as much food as they need to survive.

It’s still not fully understood how birds know when to migrate, but for

many years it was believed that longer days triggered the birds to move.

But a study of whooping cranes in 2017 would seem to indicate that the birds’ migratory movements are triggered by temperature.

Whooping cranes are one of the most endangered species in the U.S., with only around 800 in existence.

Some of these rare, tall white birds can be spotted in the marshes and farm fields of Minnesota and Wisconsin during their spring migration. Nebraska is a central gathering point on their voyage north, and a scientist living in Nebraska began to notice that the cranes’ arrival had become earlier and earlier over the years. She and colleagues analyzed 75 years’ worth of records on whooping crane migration and found that cranes are now arriving three weeks earlier in the spring than they were 75 years ago. When food is plentiful and weather is mild, this can lead to a very successful breeding season. But earlier arrival may mean that the birds arrive before there is enough food to support their numbers, and intermittent extreme weather events (such as flooding) may destroy food and nests.

Though Minnesotans revel in complaints about the ridiculousness of winter weather, the sound of the song of a spring meadowlark might remind them that at least they don’t have to travel 800 miles under their own wing power every year.

SCHOOL BRIEFS Shoreview students finalists in Shine On competition St. Odilia Catholic School students Olive Caulfield and Gabriella Reak were two of 16 finalist acts out of 140 entries in the fi rst-ever Catholic schools’ Shine On competition March 17. The fourth- through eighth-grade students from Catholic schools in the Archdiocese of St. Paul and Minneapolis performed at Providence Academy Performing Arts Center in Plymouth. The students showcased their dance, vocal and instrumental talents to a panel of three judges. The event was hosted by the Catholic Schools Center of Excellence (CSCOE) and Lundstrum Performing Arts.

First-place winners won a trip for

four people to New York City and $500 for their school’s fi ne arts program.

The competition was open to 79 Catholic elementary schools.

Live singing competition added to 2019 Northeast Metro Expo

For the fourth year in a row, the Northeast Metro Expo will bring business and community together in a family-friendly environment.

The free event will take place from 11 a.m. to 3 p.m. Sunday, April 7, at White Bear Lake Area High School’s South Campus. Local businesses, nonprofits, schools and health centers will share information about their services with community members. Food and free entertainment will keep expogoers full and entertained.

New this year is a live singing competition inspired by NBC’s popular TV singing competition, “The Voice.” Finalists Julia Wettschreck, Kennedy Lorraine Tima and Sarah Spaulding will compete live for a $250 grand prize.

Gary LaRue, a singer and owner of Rat Pack Entertainment, helped select the three fi nalists from submitted video recordings.

“It may sound cliché, but it was really hard to narrow down the submissions to the three chosen fi nalists,” he said. “Each had passion and talent, which is great, but of course it

contributes to the difficulty in narrowing down the field. While it wasn’t easy, we eventually decided on the three fi nalists, and we’re looking forward to a great competition.”

The fi nalists will take the stage shortly after 2 p.m., each performing a handpicked song to a pre-recorded instrumental track. Singer Kat Perkins, a semifi nalist in the NBC show’s sixth season, will join LaRue and others on the judging panel.

After the winner is crowned, Perkins will perform two songs to help close out the day.

Expo attendees also have the opportunity to show off their own vocal ranges. Prior to the competition, LaRue will lead the crowd in a collective singalong of Neil Diamond’s “Sweet Caroline.”

“If all goes well, we’ll set Northeast Metro’s record for (the) most people singing ‘Sweet Caroline’ at the same time,” LaRue said.

Humane perspective

O

n the drive over to Bethel College to attend a presentation by photojournalist John Moore, I prepared myself to be humbled.

I have great appreciation for the talent, sacrifice and perseverance needed to establish a career and national reputation in any endeavor and more specifically — photojournalism.

His presentation was indeed humbling, but it was also inspiring, informative and reaffirming. Some of the fundamental practices Moore shared, including attaching clear and accurate captions to his photos before sending them out into the world, could be applied to all levels of journalism, including local community newspapers.

Not seeking to vilify anyone Angle of on either side of the southern border, Moore’s presentation View and images illustrated an issue Paul Dols that is complicated and nuanced.

He said that he tried not to pass judgment, but sought to humanize the issue. While documenting difficult situations, his photographs display a level of professionalism, beauty and human empathy I believe anyone practicing photojournalism would aspire to achieve. While talking with Press Publications editor and reporter Sara Moore (who also attended and wrote a story about the event), she commented on the breadth of knowledge Moore has gained through his years of experience documenting both immigrants and border patrol officials along the length of the border between the United States and Mexico. It made me think that he probably knows more than the vast majority of the politicians and pundits currently promoting their viewpoints and opinions on the issue.

With all of the factual information currently available to us with a minimum amount of effort, it seems unfortunate that the loudest and most shrill voices attracting the most attention about this and other important subjects appear to be strongly biased, at best, or willfully ignorant, at worst.

I personally don’t make a habit of seeking out overtly political discussions in social situations, but through purely anecdotal experience — when I have witnessed or been drawn into a debate — I’ve observed that it is often the most boisterous, opinionated participants who are the quickest to anger and also seem to have the thinnest skin when they are challenged. I’m speculating, but it must be kind of a shock to emerge from a broadcast or online experience that completely reaffirms preexisting bias and enter back into a world where differing opinions are expressed.

Over the past few years, I have been exposed to and sought out nonfiction books, articles and documentaries on a variety of subjects that recall the old adage that the truth is stranger than fiction. The authors and filmmakers I admire the most in this realm (now including photojournalist John Moore) are the ones who approach their subjects as a journey of discovery and take us along for the ride — as opposed to a way of reaffirming a preexisting point-of-view.

Speaking of journeys, a recently released documentary provides a vivid example of the power of a nonfiction account of a historical event from 50 years ago. I’m not a movie reviewer, but if you have even the slightest interest in the 1960’s NASA space program, the Apollo 11 documentary currently showing in local theaters is, in my opinion, definitely worth seeing.

Showing much more than telling, the filmmakers have created a fresh and compelling experience from an often told story. After the movie, I couldn’t help but marvel at what was accomplished with just a tiny fraction of the computing power available today and could only trust that we’re using the exponential growth of this power to help solve urgent problems and maybe even do some things that have only been previously imagined.

Protecting our Minnesota communities, health, and heritage

I

have stayed incredibly busy so far this session with committee meetings, bill hearings, and communicating with constituents. In these conversations, it’s clear that folks value safe and healthy communities and want to preserve our natural resources and outdoor heritage.

First, I authored a bill to increase public awareness of the elevated risk of suicide among veterans. This is the first step in addressing this issue, and I’m committed to continue working with veterans and their families to provide better support to those who serve our country. This was my first bill taken up on the House floor and it passed unanimously.

Addressing the opioid epidemic and limiting the costs on taxpayers is also important. A plan to

Another priority this session has been protecting our water, game, fish, and other natural resources now and in the future.

Deer hunting is an important part of our outdoor heritage and constitutionally protected here in Minnesota.

The continued spread of chronic wasting disease (CWD) is threatening our wild deer herd. As a lifelong hunter, I’ve led efforts to address this outbreak.

We know that spending time outdoors and being physically active is good for children’s development, but kids are spending more time indoors than ever. My No Child Left Inside bill would fund outdoor environmental, ecological, and natural resource-based programs.

invest in prevention, treatment, and recovery with funding from the opioid manufacturers and distributors who started the crisis was approved by the House. Protecting the health of Minnesotans is a top priority this session. I’m supporting measures to make sure that everyone has access to the care they need and also advocating for legislation that would help prevent health problems in the first place.

For example, I’ve proposed banning the use of toxic flame retardants to protect firefighters and kids from exposure to unnecessary chemicals. I am also working with residents and local elected officials to address the dangers of trichloroethylene (TCE), a chemical emitted by a manufacturing plant near Gem Lake. LETTERS TO THE EDITOR Isaacson doing the right thing The next federal census will be completed next year, and then states will start to draw the lines for legislative and congressional districts. In many states, when one party won big in the 2010 elections, legislators and governors drew the lines to favor their candidates to win for the next decade. Wisconsin (Republicans) and Illinois (Democrats) have done this in our part of the country.

Right now, with a DFL governor in Minnesota through 2022, Republicans have no chance to control all of state government after the census.

However, if the Democrats win the state Senate in 2020 and keep a majority in the House, they could control everything and draw the lines to their advantage.

So what does our DFL Senator Jason Isaacson do? He is the author of a bill to amend the state constitution to create a nonpartisan panel of retired judges who will draw the lines. That approach would keep politicians out of redistricting altogether. Jason could have just left well enough alone and hoped his party wins the Senate majority.

It sounds like Jason Isaacson is interested in doing the right thing, and not what benefits his party. Go fi gure!

Taxes part of the real world The Minnesota Department of Commerce has historically checked in with businesses that have left Minnesota and asked why they chose to leave. The reasons given usually involve business considerations like merging with an outstate corporation or being purchased or being closer to sources of raw material supply. High taxes are rarely ever mentioned as a factor. That same department usually fi nds that it is hard to attract fi rms to Minnesota because of our rather challenging winter climate. But when fi rms decide to locate here, it is usually hard for other states to dislodge them. The reasons include a workforce that is well-educated and hardworking, an adequate transportation system, and great quality of life: all considerations that are tax-related.

Chris Wolff and Susan Murphy’s letters in the March 19 Shoreview Press would have us engage in a low-tax competition with other states in a race to the bottom. To me, it seems they want to turn Minnesota into another third-world country like Kansas, Louisiana, Mississippi or Alabama, which are states with a few wealthy folks and a lot of poor, ill-educated folks.

I think that it is important to make sure that our taxes are well spent by our state government, but there is no such thing as a free lunch. We get what we pay for.

I would appreciate it if people would leave their abodes in Neverland and move closer to the real world.

Man charged for attempted kidnapping of Shoreview woman

SHOREVIEW — A Wisconsin man was charged with burglary and attempted kidnapping after apparently breaking into a Shoreview woman’s home March 13.

According to a notebook obtained by deputies, he planned to dump her vehicle at Wilson Park in Shoreview.

Nathan James Homme, 39, of Altoona, Wisconsin, was arrested March 19 after his ex-wife reported he had entered her garage around 2 a.m. March 13, according to a criminal complaint fi led in Ramsey County District Court March 21. She had surveillance video of the incident. A search warrant executed on Homme’s phone data showed he was in the area at that time.

Deputies executed a search warrant on Homme’s car and apartment in Wisconsin after he was arrested.

In his car, they found pants and shoes matching the man’s outfit in the surveillance video, a backpack with syringes, veils, $5,300 in cash and two shotgun receipts. In his apartment they found a jacket and face mask that looked similar to the outfit worn by the man in the video. Deputies found two shotguns purchased in February, a loaded Glock 17 handgun and a stun gun.

They found a “kidnapping kit,” which included rope, binoculars, latex gloves, duct tape, a lantern, handcuffs, a face mask, blindfold, garbage bags, screwdriver, multitool, choke tube for a shotgun, gun lock, holster and adhesive bandages.

Also found was a notebook with maps and an apparent kidnapping plan. It revealed he apparently planned to enter her house, gag and handcuff her, box her in her vehicle and leave the vehicle at Wilson Park in Shoreview. There was also a map of Superior Landfi ll in Superior, Wisconsin, with a lake to the east indicated.

On that map was the couple’s daughter’s name.

Deputies found two GPS tracker boxes in his house. One of the trackers, with a serial number matching one of the boxes, was found on his ex-wife’s car March 21.

She had a restraining order against Homme from 2017-2018 and has obtained a new one since he was arrested. She has told law enforcement she fears his behavior could turn into a murder-suicide involving her and their children.

The two felonies have a maximum sentence of 20 years in prison or a $35,000 fine.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents:

North Oaks • A 31-year-old shoplifter from Minneapolis who left the scene at Walgreens in the 600 block of Village center Drive was identified March 6 and mailed a citation for theft.

• An iPad and a cell phone were stolen the evening of March 8 from an unlocked vehicle while the driver was inside a Village Center restaurant having dinner.

Shoreview • A 54-year-old local man was found dead the afternoon of March 3 at the Island Lake boat ramp from an apparent suicide, according to the county medical examiner. An investigation continues.

• A credit card issued to a construction company was used illegally at multiple locations, according to a March 5 report.

The loss was in excess of $10,000. An investigation is underway.

• A 48-year-old New Brighton man was arrested the night of March 6 in the 700 block of Larson Lane for DWI and booked into jail.

• A sick raccoon that was foaming at the mouth and using the homeowner’s deck as a restroom was relocated the morning of March 7 from the 1400 block of County Road I. • A deer, apparently sick or injured because it kept getting up and falling down, was dispatched the afternoon of March 7 in the 800 block of Cannon Avenue.

• A traffic stop in the 3800 block of Lexington Avenue on March 7 resulted in the arrest of a 33-year-old St. Paul man for possession of a stun gun or BB gun by a convicted felon. The suspect’s car was impounded, and he was booked into jail.

• A catalytic converter went missing from a delivery vehicle belonging to Brighton

Cleaners over the weekend of March 9 in the 4500 block of Hodgson Road. No suspects.

• A 22-year-old man was arrested in the pre-dawn hours of March 10 in the 4600 block of Victoria Street and booked into jail on a DWI charge.

• A 52-year-old local man was arrested March 10 in the 1000 block of Sherwood Road following a physical altercation between the suspect and an 18-year-old man. No other details were released.

• The rear passenger window in an 18-year-old local female’s vehicle was shattered the night of March 11 in the Shoreview Community Center lot and her purse was stolen. The purse and contents were recovered, except for a debit card which was found a few miles away but had not been used.

• A 21-year-old Plymouth man was arrested in the 3700 block of Lexington Avenue on an outstanding felony warrant following a March 14 traffic stop. He was also charged with possession of a fi rearm by an ineligible person.

• An opportunistic burglar entered an apartment through an unlocked door March 15 in the 3500 block of Owasso Street, rummaging through drawers and making off with a television. An investigation is underway.

• An 18-year-old Brooklyn Park man reported his wallet lost or stolen the night of March 15 in the 3700 block of Lexington Avenue. His debit card had been immediately put to use.

• Deputies responded March 15 to a report of a 20-year-old woman who was beating her twin sister with a cell phone. The suspect was gone, however, when deputies arrived at the scene in the 1000 block of Gramsie Road. An investigation continues.

• A 25-year-old Harriet Avenue resident reported that she sold her laptop computer March 16 but the payment she received proved to be bogus. An investigation is active.

PUBLIC SAFETY BRIEFS Deaths continue to rise from opioids, alcohol and suicides in Minnesota More Minnesotans died from opioids, alcohol and suicide in 2017 compared to previous years, continuing a long-term trend for individuals, families and entire communities.

In 2017, 422 Minnesotans died from opioids, 636 from alcohol and 783 by suicide, according to the Minnesota Department of Health. Since 2000, deaths from all three categories steadily increased in the state. Many other states have reported similar increases.

While each of the deaths is an individual tragedy, Minnesota Commissioner of Health Jan Malcolm points to the need to address the trend with community-level solutions.

“There are many forces driving this increase in preventable deaths, and a key factor is a lack of social connectedness and opportunity,” Commissioner Malcolm said. “Our overall health is determined by many factors, and one of the most important is the health of our communities. Things like job opportunities, good education and social connection each play a role in the health of individuals, families and communities. That means strengthening our community is an important step toward addressing these health challenges.”

25-year-old man dies from vehicle crash

WHITE BEAR LAKE — A 25-yearold West St. Paul man died after an accident at the intersection of Highway 96 and I-35E about 3 p.m. March 22.

“Two vehicles collided at the intersection of Highway 96 and the ramp to southbound 35-E,” said White Bear Lake Police Capt. Dale Hager. It appears one vehicle was turning to go southbound on I-35E and one was

traveling eastbound when the collision happened at the stop light intersection.

The driver of the other vehicle transported to the hospital with non-life threatening injuries, Hager said. Their identities have not been released.

The cause of the crash remains under investigation. The Minnesota State Patrol assisted with reconstruction of the crash site to help determine how the accident happened, said Lt. Gordon Shank.

Shoreview tax preparer charged with multiple tax crimes Last month, the Ramsey County Attorney’s Office charged Olufemi Augustine Badejo, of Shoreview, with four felony counts of fi ling a false income tax return, four felony counts of knowingly preparing tax returns that were fraudulent or false, and one felony count of fi ling a false property tax refund claim.

Badejo operated a tax preparation business, New Horizon Investments, where he knowingly placed false information such as fraudulent business expenses and fake charitable contributions on his clients’ tax returns in order to reduce their taxable income and increase their refunds, the complaint states. Through his actions, Badejo allegedly defrauded the state of well over $214,000.

According to the complaint, Badejo also fi led false income tax returns from 2014 through 2017 that failed to accurately state his taxable income and fi led a false property tax refund claim in 2016.

Badejo allegedly owes nearly $23,000 in tax, penalties, and interest.

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fi ne, or both.

Although the Minnesota Department of Revenue does not certify tax preparers, state law requires tax professionals who prepare income tax returns to follow standards of ethics and conduct. In the rare event that a tax professional does not comply with these standards, they may be subject to penalties or criminal prosecution and may be barred from representing clients before the department.

The new classroom designs are based on science, he added. When the brain needs more oxygen to function, it needs increased blood flow. That requires movement. When students fidget and are told to sit still, they can’t get the needed blood to their brains.

Potential new furniture was tested

by Turtle Lake Elementary students this school year. The furniture includes soft seating and stools students can move around on while sitting. Student reaction was positive.

“It helped me focus because I could move around, get my energy out and stay focused on the teacher,” one student said.

“It helped me move around more, move my muscles and I felt more focused because I had more space and freedom,” another said.

School board members were so impressed with the new furniture on order that they discussed how they could eventually get new furniture for the classrooms that won’t be built or renovated with the bond referendum money.

The renovations at Island Lake and Turtle Lake elementary schools are just two of several projects throughout the district based on the bond referendum approved by 73 percent of voters in 2017. The projects included were the recommendation of a 39-member community task force

that analyzed the district’s facilities during the 2016-2017 school year in response to the district’s growing enrollment.

Ground will be broken this spring at Mounds View High School. A new gym and seven classrooms will be added. The commons and several classrooms will be renovated.

Chippewa Middle School is still in the design phase of plans for a secured front entry and a renovated commons area, including lockers.

All the projects are expected to be wrapped up by September 2020, Aplikowski said.

This is what the renovated media center, special education area and six classrooms will look like at Island Lake Elementary. Construction has begun; it will be completed this summer.

Mounds View student creates virtual reality goggles for MRI scans

MRI (magnetic resonance imaging) scans can be fl at-out terrifying, especially for younger children.

Patients are confi ned in a monstrous gray tube that pounds and thuds all over. This is exactly what senior Michael Cao’s older sister Amy underwent in her fi rst MRI scan, and it was a traumatizing experience.

When Amy was only 10 years old, she was diagnosed with a life-altering brain tumor, which would ultimately take her life at age 11.

“One of her fi rst experiences in the hospital was getting an MRI, and that fi rst experience was really, really bad. So, all the subsequent scans were affected because of that.

I noticed that problem right away,” said Cao. As Amy continued to get more scans, Cao noticed the fear they brought upon her.

A couple years later, Cao became familiar with a new trend: virtual reality. He recognized how effective virtual reality could be by helping other young kids go through MRI scans peacefully along with reducing the same fear and anxiety that Amy had experienced.

Cao became dedicated to helping other young patients. In November 2018, Cao began working on his new creation—virtual reality goggles that sync up with an app. The goggles help young patients be more prepared and eliminates the fear of the MRI. The patients are able to see what the MRI looks and sounds like before they have to enter the machine. “I started teaching myself (to code) and eventually made a prototype on an app that would prepare kids, informing them of what it’s like and putting them in that MRI,” said Cao. calmly explains how the machine is not going to touch them, it will just make a lot of noise while it’s taking pictures of the patient’s body.

The virtual reality goggles also have additional functionalities. For example, there is an accelerometer which tracks head movement. This aids in training young children to stay as still as they can during the scan, which ensures the best results.

According to Cao, the good thing about virtual reality is that it’s very accessible and can be easily distributed to hospitals. In addition, changes can be made and uploaded to the virtual reality app’s cloud at any time. “I want to make this appli-

cation more accessible so that every child that’s having an MRI can eliminate their anxiety and their fear of it being unknown,” said Cao. Cao demonstrated his prototype to hospitals, including Gillette Children’s Specialty Healthcare located in St. Paul. The hospital currently uses the goggles for patients before they enter an MRI. Cao’s virtual reality goggles are still a work in progress, but they are sure to change the future of technology and health.

North Oaks is the 24th community in Minnesota to raise tobacco sales age to 21. The City Council unanimously approved the law change March 14.

North Oaks Golf Club, Walgreens and Winestreet Spirits all hold tobacco licenses and would be subject to the new Tobacco 21 policy.

“We’re a small community, but our neighboring communities, like Shoreview, started passing Tobacco 21, so we thought we’d make it illegal for kids here,” Mayor Gregg Nelson said. “It was easy to see vaping was designed to get kids and young adults involved.”

Youth e-cigarette use has increased nearly 50 percent in the past three years, according to the Minnesota Department of Health. Nearly one in five Minnesota High School students currently uses e-cigarettes, according to the 2017 Minnesota Youth Tobacco Survey.

Approximately 95 percent of current adult smokers started before they turned 21. If youth don’t start smoking before the age of 21, they likely never will.

“It is great that North Oaks is putting the health of their kids first,” said Katie Engman, program director at the Association for Nonsmokers-Minnesota. “North Oaks is joining 23 other Minnesota communities in protecting its residents from the harms of tobacco, including e-cigarettes. This is a great step, and we hope many other cities and the state will follow.”

“The goal is to be able to store all the data on a common system,” Fletcher said. The office is still fi nalizing its proposed policies for public input, but Fletcher summarized how he hopes the cameras would be used.

Deputies would activate their body cameras whenever an incident occurs: for example, when they pull over a driver or respond to a call.

Unfortunately, he noted, it is not possible to store unlimited amounts of video, so the cameras will not be on every minute a deputy is on duty. Body camera footage and squad footage can both help show what happened during an incident.

Josh Helm, district partner for JDog Junk Removal & Hauling Twin Cities, recently traveled to St. Petersburg, Florida, to create a little bit of light for a family in a big cloud of darkness.

Helm, a resident of Vadnais Heights and a 2004 White Bear Lake grad, went to Florida for a few days in January to take part in the “Military Makeover” show on Lifetime.

“JDog has a relationship with Military Makeover. I was asked to go and at fi rst I was shocked because I am a quiet, reserved person, but when I realized they were just looking for someone to come and work hard and represent the JDog values of respect, integrity and trust, I was humbled,” Helm explained.

“Military Makeover with Montel” offers hope and a helping hand here on the home front to members of the military and their loved ones. Montel Williams, a veteran of both the Marine Corps and the Navy, leads the Makeover team’s mission.

Each season focuses on one family. The

current season, which aired March 1, focuses on the Middleton family —Aaron, Holly and their four children, Trott, Scarlett, Magnolia and Kelvin—who have spent 20 years as a military family and shared deployments all over the world. In addition to a big health scare with Kelvin, who was born with multiple congenital birth defects that required surgery and almost took his life, one year ago the family unexpectedly lost their 5-year-old daughter Scarlett due to an undiagnosed illness.

“I was expecting to do more of what JDog does daily, which is hauling, but whatever needed to be done, we made sure it got done. This was a 7 a.m. to 6 p.m. full day.

People were telling us to go put up these shelves, hang this TV, paint on the roof, we were doing anything and everything.”

The crew routinely had to “pause” from what they were doing to fi lm scenes. “Most of the day, we were just working, moving stuff, painting, hanging up things; but then they would say ‘Stop, we have to fi lm a scene here.’ They would have us walk up and down the driveway eight or nine times just to get the one scene fi lmed,” Helm said. “Besides all of the pressure of getting this house made over in a few days, we had to take breaks to

fi lm scenes.”

The show reminded Helm of his military experience, being a part of something that was bigger than himself.

Helm has served two tours to Iraq with the Army.

“I enjoyed working with JDogs from around the country because I don’t get to do that too often. I also enjoyed working with other companies and hearing the family’s story and being able to help and change their lives,” Helm said. “It was an overwhelming experience that I will remember the rest of my life.”

CITY COUNCIL NOTES The Shoreview City Council took the following action at its March 18 meeting: • Held a public hearing for the County Road E Water Main Extension project. The council ordered the project. It will bring city water to six properties between Lexington Avenue and Victoria Street. The total cost will be about $258,000.

Assessments will cover $36,000; the rest will come from the city’s water fund. Construction is expect-

ed to begin this summer.

• Approved a rezoning of Bucher Park, located at 5900 Mackubin Street, from Telecommunications Overlay District – 1 to Telecommunications Overlay District – 2. Verizon hopes to install a 75-foot monopole in the park. The rezoning allows the height requested. Previously, it was approved up to 60 feet. The city would also need to approve a ground lease agreement with Verizon for the project to move forward. The City Council received

comments from residents opposed to the tower and/or its height.

• Awarded a contract for the 2019 street rehabilitation project to Northwest Asphalt in the amount of $2.4 million. Projects this summer include Ravenswood Street, Lorraine Court, Brookview Court, Lois Lane, Lois Drive, Dale Street Alley, Chandler Road, Dale Street North and the Lake Johanna Fire Department Station No. 2 lot.

Musician, athlete, scholar: Michael Cao gets Triple-A recognition as an eighth-grader played No. 3 doubles on their state championship team. In the state individuals competition, he has reached state quarterfinals in doubles the last two years. He plays on the USTA circuit year-round and was selected for the Northern National Team from 2015-17.

“Michael is an outstanding student, athlete and musician,” said Scott Sundstrom, his tennis coach. “He is highly-motivated, determined, and works hard to obtain goals.”

In music, Can is fi rstchair clarinet for both the band and orchestra, and has played in the Greater Twin Cities Youth Symphonies (GTCYS) orchestras for four years. Currently, he is

principal clarinetist of the top GTCYS Symphony Orchestra. Performing with the Minnesota Music Educators Association (MMEA) All-State

Symphonic Band in 2017-2018, he was second-chair clarinet.

Asked what were his favorite activities in high school, Cao listed

the Entrepreneurship Club (startup MV), Economics Team, Math Team, and Synergy, an environmental club.

Mustang boys track wins Griak Indoor meet to start season Mounds View boys track opened the season winning a 15-team event, the Griak U of M Indoor Invitational, on Saturday.

Event winners for the Mustangs were Nick Sharma, 60 dash (7.08); Lukas Hessina, 800 run (2:00.91); Will Sacay, 1600 run (4:28.42); Matt Miller, 3200 run (9:58.05); Josh Thomsen, 60 hurdles (8.91); John Montgomery, long jump (20-8 3/4); Jack Roeber, triple jump (43-3); and the sprint medley team of Thomsen, Sharma, Moua and Nelson (3:44.21).

Placing second were Elliott McArthur (1600), Roeber (long jump), Romeo Sackle (triple jump) and Mike Louderback (pole vault), Sackle was also third in high jump.

In the girls meet, Taylor Isabel won the 3200 (12:31), Julie Fixsen won pole vault (13-4) and 60 hurdles (9.76), and Aleah Keske won shot put (37-5 1/4).

Morgan Dahl took third in the 1600, Lilly Nowatzke was fifth in the 400 and fourth in 60 hurdles.

Mounds View’s junior varsity boys won a four-team indoor meet against varsities from Spring Lake Park, Richfield and Elk River at Bethel on Friday.

Event winners were Ben Howlett (55 hurdles), Emmanuel Danso (55 dash), Nehemiah Gaim (1600 run), and the 4x400 relay.

Billy Turner, former Mounds View football lineman, will be a Green Bay Packer this fall, in his sixth NFL season. Turner signed a fouryear deal with the Vikings’ top rival on March 14.

The 6-5, 310-pound offensive tackle played in 16 games for the Denver Broncos last year, as a starter in 11 of them. His last full season before that was 2015 when he started 12 games for the Miami Dolphins.

A third-round draft pick by the Dolphins in 2014, he played in five games in 2016 for the Dolphins before being waived, and three games with the Broncos. In 2017, he broke his hand and played only one game.

Interview by Packers.com, a fan web site, Turner stated: “It’s definitely a positive to this – having an organization behind you, backing you all the way and compensating you in a way that makes you feel comfortable to walk into the building every day and comfortable knowing that you’re wanted here …

And at the same time, I’m not too far from home.”

Turner played offensive line and defensive line for the Mustangs, and pitched on the baseball team. At North Dakota State, he was a fouryear starter on the offensive line and helped the Bison win three national championships.

Michael Cao makes nice things happen with either a tennis racket and clarinet in his hands. He’s also an A-plus student.

Accordingly, the Mounds View High School senior was his school’s nominee for the Triple-A award, and was then chosen as the Section 5AA winner in this Minnesota State High School League program honoring achievers in arts, academics and athletics.

“I’m really appreciative that the state high school league recognizes us for our hard work, passion and dedication in multiple facets,” Cao said. “I feel that school, music and tennis have

allowed me to gain so many meaningful skills and experiences.”

Cao was one of 32 section winners introduced at halftime of a state boys basketball championship game Saturday, May 23.

Academically, he holds a grade-point-average of 4.42 (weighted) and 3.99 (unweighted).

He lists physics, economics, and math as favorite classes.

“I’m planning on studying engineering in college,” Cao said, “and I hope to get into the technology industry and develop products and innovations that bring social value to others.”

The 5-11, 180-pound lefthander was named team Most Valuable Player, and made the all-Suburban East team. Claridge had five goals and 11 assists as a sophomore. He also plays soccer and lacrosse.

OBITUARY

Lance Michael Fellman It is with great sadness we announce the sudden passing of Lance, age 46 of Shoreview. He passed away Tuesday, March 26 at Regions Hospital in St. Paul of an apparent cardiac issue. Lance is survived by his loving wife of 18 years, Tara L. (Haumschild) Fellman; sons, Spencer Michael and Cooper Richard Fellman; mother and step-father, Jan and Don Powell of Blaine; siblings, Amy (Erick) Rockstad of Oak Grove; Chad Fellman of Minneapolis; Anne (Chris) Reitan of Coon Rapids; Andrew Powell of Andover; David (Rachel) Powell of Willmar; and Steve (Lucille) Fellman Jr. of Edwards, Colo. He was preceded in death by his father Steven M. Fellman.

Lance was a devout husband, father, and friend to everyone.

His sense of humor was second to none in quality or breadth.

His kindness never waned, whether coaching the boys’ baseball and basketball teams or socializing with anyone near him. Lance’s love of all things sports extended to and beyond the golf course, Gophers, Twins, Vikings, and even the fishing dock. He sang at church in his younger days, which he would often boast to his family. He would always jump at the chance to chaperone school events for the boys. His patience and courtesy led him to a wonderful career with Edina Realty near home in Shoreview. If it was traveling with Tara and the boys, or out with friends on the softball diamond, Lance just wanted to have fun.

Where Lance shined the most however, was at home. He loved his wife and sons above all else. He was the calming voice in times of flurry, and a light in the darkness when things got rough. He will be missed beyond measure.

Funeral services were held Monday, April 1 at Incarnation Lutheran Church in Shoreview. In lieu of flowers, the family requests memorials to fund Spencer’s and Cooper’s college expenses. Soccer association announces new mission statement

North Suburban Soccer Association (NSSA) announced last month that its board of directors has approved a change to its club mission statement.

NSSA’s mission is now “to give all youth soccer players a place to belong — one club committed to strengthening character, enriching community and advancing skills through the electricity of competition.”

With this shift, NSSA reaffi rms its 49-year commitment to developing area youth soccer players to achieve lifelong success on and off the field. Founded in 1970, NSSA is the oldest youth soccer club in Minnesota.
