Mitigating or avoiding environmental effects, proper waste disposal, reduction in water discharge and emphasis on reducing, reusing and recycling have become important components of environmental wellness. And people are being educated at earlier stages on the importance of environmental mindfulness. For example, core subjects of the environmental movement are increasingly covered in elementary schools.

Twenty million people turned out for the fi rst Earth Day in the United States. Today, more than 190 countries are engaged and more than one billion individuals are mobilized for action every Earth Day, advises the Earth Day Network. To mark the 50th anniversary, the most pressing topic for the year is climate change. Climate Action is the 2020 Earth Day theme to engage the global public. There is still work to be done, but great progress has been made since 1970.

Reduce, reuse, recycle is a mantra for many people. It's difficult to imagine that just 50 years ago awareness of the state of the environment was not part of the collective consciousness.

An emerging public consciousness about the planet began amid environmental issues like increased air pollution and massive consumption of fossil fuels in the 1960s. The bestselling book "Silent Spring" by Rachel Carson also raised public concern for living organisms and the links between pollution and public health. The push for environmental reform gained even more momentum on April 22, 1970, when the fi rst Earth Day was celebrated. Then-Senator Gaylord Nelson from Wisconsin put Earth Day on the national stage following a large oil spill that struck off the coast of Santa Barbara, California. Before this disaster, recycling was not a word in the popular lexicon.

But when the disaster struck, people began to reason that changes would have to be made to save the planet.

Since the fi rst Earth Day 50 years ago, many strides have been made in the environmental movement. This grassroots initiative gave rise to the establishment of the Environmental Protection Agency, the Clean Air Act and the Clean Water Act. Environmental awareness has become much more mainstream and is a less polarizing issue than it was in the 1970s, although there are still debates about the reality of climate change and other risk factors. Public demand for environmental safeguards grew in the second half of the 20th Century and those demands have grown stronger in recent years. RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview: • A resident in the 5800 block of Hamline Avenue N. on March 22 reported tools that could be used in a burglary stolen, after his detached garage was broken into while he was on vacation.

• A Roseville woman, 52, got her vehicle back the day after it was reported stolen. The vehicle was recovered March 22 in the 4000 block of Hodgson Road.

• A resident in the 3300 block of Churchill Street on March 23 reported that his 2011 Toyota Sequoia was stolen from his driveway. The serial number has been entered into the National Crime Information Center database.

• A Mora man, 37, reported three credit cards stolen March 23 from a wallet left in his work vehicle as it was parked in the area of I-694 and Rice Street. Two charges were made before the cards were canceled.

The case is under investigation.

• A resident in the 500 block of Monterey Drive on March 23 reported a bicycle stolen from inside his vehicle after thieves broke in the driver’s side window. After the theft was witnessed by neighbors, the suspect ditched the bicycle before fleeing the area.

• A seamless gutter machine belonging to M&M Construction of Hudson, Wisconsin, was reported stolen overnight March 24-25 from a van parked outside a construction site in the 5800 block of Rice Creek Parkway.

• An archery bow was reported stolen March 25 from a truck parked in a driveway in the 5700 block of Prairie Ridge Drive after the thief broke into the vehicle.

• A vehicle stolen from Steve’s Appliances in Mounds View was reported found March 26 in the 5800 block of Rice Creek Parkway. It was first released to the Mounds View Police Department, then its owner.

• A Mounds View woman reported her purse was stolen March 26 from the trunk of a vehicle parked in the Rice Creek Park South Lot in the 1900 block of County Road I after her driver’s side window was broken in.

Her cards were canceled.

• A catalytic converter was reported stolen overnight March 26-27 from a vehicle in the 1600 block of Park Street.

• A Vadnais Heights man, 33, was cited March 27 in the 3800 block of Lexington Avenue N. for indecent exposure after Washington County Sheriff’s Office deputies were dispatched on a report of lewd behavior.

• A key fob was reported found March 27 in a backyard in the 900 block of Ingerson Road and turned over to the patrol station property room.

• After a March 21 burglary in the 1900 block of Bluestem Lane was reported, a Hopkins man, 20, and a

Minneapolis man, 23, were arrested at the Vadnais Heights Walmart for using credit cards stolen during the burglary. The suspects were recognized by loss prevention personnel, who alerted Ramsey County Sheriff’s Office deputies. Burglary entrance was gained through an unlocked service door, and a purse and items from a wallet were taken.

• A St. Paul man, 41, was arrested at 9:30 p.m. March 28 in the 5900 block of Rice Creek Parkway for fourth-degree DWI and third-degree DWI refusal to submit to a breath test after deputies responded to a driving complaint from the State Parol. The vehicle had earlier been observed hitting several objects in the Pizza Man parking lot before heading westbound on County Road J with road signs sticking out of its windshield.

Deputies located the vehicle headed eastbound on County Road J with a large hole in its windshield.

When deputies identified the subject, they noticed all the classic signs of intoxication. The subject was unsteady on his feet and nearly fell over. He faked the breath test by holding his breath while the portable breath test straw was in his mouth and refused to provide a sample.

• A neighborhood dispute was reported March 30 in the 500 block of County Road J over barking dog issues.

• A resident in a multihousing complex in the 3500 block of Owasso Street reported that $3,000 in belongings and the catalytic converter from his vehicle were stolen overnight March 30-31 from the vehicle. Another resident of that apartment complex reported two factory Toyota rims with tires stolen from a car parked in the lot that same night.

• Residents in the 1800 block of Wildflower Court at 5:20 a.m. March 31 reported that suspects tampered with vehicles and tried to gain access to their home through the garage door until they were interrupted by the household dog.

• Residents in the 100 block of Grass Lake Place reported a container of cremation ashes stolen from a vehicle overnight March 31 after a rear driver’s side window was broken in. The ashes had been recovered eight hours before the complainants called in, when deputies were dispatched to help extinguish a fire in a ditch on Gramsie Road. The cremains were returned to grateful family members.

• A Mora woman, 54, was arrested April 1 in Kanabec County for violating a domestic abuse no-contact order (DANCO) after she sent numerous text messages and left numerous voicemails with a resident in the 5700 block of Fairview Avenue N. The subject had been served the DANCO in October 2019 following a fifth-degree assault conviction, after she had assaulted the complainant. The subject was to have no contact whatsoever with the complainant from that

date forward.

• A Shoreview man, 44 was arrested at 1:05 p.m. April 2 in the 3400 block of Kent Street after being pulled over on two outstanding felony warrants.

• A Shoreview man, 44, was arrested at 2:37 April 2 in the 3400 block of Kent Street for violating an order for protection. The case was sent to the county attorney for consideration of charges.

• A resident in the 3100 block of Park Overlook Drive reported obscene graffiti and a swastika written on the street in front of his driveway April 2.

COMMUNITY BRIEFS Shoreview cancels spring cleanup day In an effort to protect the health of residents, employees and contract employees, the city of Shoreview has canceled the city’s May 16 spring cleanup day. Although this popular event attracts hundreds of Shoreview residents, it does not permit the Centers for Disease Control and Prevention’s recommended social distancing measures to be observed.

The city understands that residents use the change in seasons to do some spring cleaning and rely on this event. Residents can still recycle or dispose of some items using other methods. Please note that several recycling or disposal sites are currently closed due to the executive stay-at-home order.

For bulky items such as furniture, appliances or mattresses, contact your trash hauler to schedule a pickup for a fee, contact Best Buy to schedule a pickup for a fee, or drop off at a local Salvation Army site (visit satruck.org for locations).

For household hazardous waste such as oil, paint, or cleaners, drop off at Ramsey County’s household hazardous waste sites (visit ramseyrecycles.com for locations).

Local newsrooms hit hard by COVID-19

C

OVID-19 may be a global pandemic, but it’s highlighting the importance of community news outlets like ours. Readers are seeking accurate and thorough reporting that comes to them without fear-mongering or sensationalizing. Now, more than ever, they are turning to local media sources to keep them informed.

The U.S. newspaper industry was already in a precarious spot, but the COVID-19 crisis has put additional pressure on it. Throughout the country, newsrooms have been hit hard by shrinking advertising revenue.

Many have been forced to temporarily or permanently lay off staff, suspend publications and, in some cases, shut down Between entirely.

Fortunately, that is not the the Lines case at Press Publications. We thankful for our dedicated Elizabeth Callen are readership, most of whom likely did not need a global health crisis to realize that strong local journalism is crucial to a strong community. But the present reality has underscored such importance for our team all the same. We remain hard at work with plenty to do, but we need your help to stay afloat.

FAQs about the $2 trillion package

n March 27, Congress passed and the President signed into law a $2 trillion package that will send assistance to Minnesota families, workers and small businesses to address the economic fallout of the coronavirus pandemic. Here’s how it will help.

How much will Minnesotans receive in Stimulus payments? · Most households with incomes under $150,000 ($75,000 for singles) will receive $1,200 per adult and $500 per child from the Department Treasury.

Legislator of · Payments will phase out Lingo for those with Tina Smith incomes between $150,000 and $198,000 for couples (the phase out starts at $75,000 for singles).

How will Minnesotans get their payments? · The funds are expected to arrive automatically via mail or direct deposit in the coming weeks and will go to those who filed a tax return for tax years 2018 or 2019, according to the U.S. Treasury. · According to the U.S. Treasury, those who didn’t file a return will have to file a tax return to get the funds. · No income tax will be owed on these payments.

State parks, recreation areas and public lands remain open The Minnesota Department of Natural Resources (DNR), in accordance with guidance from state health officials, is postponing, adjusting and canceling a variety of public events, including open houses, safety education training, naturalist programs and other meetings.

The DNR is exploring a range of digital options to support public meetings and other critical engagement opportunities. Minnesotans should check the DNR’s website www.dnr.state.mn.us, social media channels, the DNR’s Information Center and email updates from the agency.

Visitors are also encouraged to purchase daily and annual park passes through the online portal before they visit.

For the time being, state parks naturalist programs are canceled. The DNR is working to determine which of these programs are compatible with social distancing and will resume naturalist programming to the extent possible.

State park bathrooms, vault toilets and shower buildings that are currently open will remain open, with increased cleaning protocols.

Public urged to use online and telephone options State park and recreation area changes State parks, recreation areas, campgrounds and other public lands remain open to the public for people to enjoy.

“Now is a great time to get outdoors,” said DNR Commissioner Sarah Strommen. “Parks are a great place to do some social distancing and enjoy the health benefits of nature.”

However, visitors will experience some changes in available services.

State park visitor centers, contact stations and other ancillary buildings will be closed until further notice. As contact stations are closed, visitors will pay through self-pay and informational kiosks located at each facility.

The DNR also is encouraging the public to use social distancing options for doing business with the agency, such as buying or renewing licenses online, calling rather than stopping by the local DNR office, using online or telephone reservation systems, and using email or phone to request information from the DNR’s Information Center.

The DNR has adopted Minnesota Department of Health social distancing guidelines, such as maintaining 6-foot to 10-foot distances, at front-counter operations with the public.

SCHOOL BRIEFS Shoreview student places 4th in online STEM fair The third annual Big Bang builds on CSCOE’s In the third annual Big Bang Catholic STEM leadership role in advancing Catholic STEM education.

Fair, Nicholas Brownell from St. Agnes Catholic School in Shoreview took fourth in the 6-8 grade category. His project, “Go Kart,” won him and his family a trip to the Minnesota Zoo. The event was sponsored by the Catholic Schools Center of Excellence (CSCOE).

Seventy-three students representing two age groups (grades 3-5 and 6-8) submitted three-minute videos to present their projects to a panel of judges. On April 6, 73 participating students from Catholic elementary schools within the Archdiocese of St. Paul and Minneapolis logged on for the fi rst C-STEM Fair online awards ceremony.

“Our Catholic school students love the discovery and learning that STEM topics provide,” said Gail Dorn, CSCOE president. “Catholic mathematicians and scientists were pioneers in founding the scientific theory, the Big Bang evolutionary theory and the study of SUBMITTED genetics. Follow the general Centers for Disease Control and Prevention guidelines and be certain to wash your hands with soap and water for at least 20 seconds when you return to your home.

One of the safest ways to enjoy the outdoors is to avoid leaving home in the fi rst place. Even urban and suburban areas are a part of a natural ecosystem, and there are often some unexpected things to be seen from home when you’re paying close attention.

Here are a few ideas to help you engage with the natural world in your place of residence:

Start a nature journal When working from home becomes difficult, art can provide a much-needed break. Self-isolation has brought out the artist in many people in the last few weeks. This can be a fun activity for whole families who are home together. You don’t have to have natural artistic talent to begin a nature journal. A guide, such as the free PDF download of “How to Teach Nature

Journaling” from johnmuirlaws.com can help you get started. Nature journaling is all about making observations and paying close attention to the details.

It can be a good opportunity to hone artistic skill and get your eyes off the screen.

Start a list of yard birds Birders sometimes keep a “life list” of all the bird species they have seen in their lifetime. Many of them also keep a “yard list” while trying to attract the greatest diversity of birds into their yards with attractive features such as feeders, bird baths and native plantings for perches and shelter. The free app eBird can help you keep track of and report the birds you observe in your yard, or this may be a good opportunity to create a handwritten bird journal of your own design.

You could also work on increasing the diversity of wildlife in your yard by building a birdbath, a birdhouse or creating a brush pile for habitat.

Learn birdsongs by ear Many people are taking solace in the comfort of birdsong outside their windows as migratory birds begin returning from the south and singing their best tunes to attract mates. Active listening can train your brain to pick out unusual sounds, even

teleconference last week allowed the City Council to move forward with plans to bring electric vehicle charging stations to the Shoreview Community Center. The council accepted the quote authorizing a professional services agreement with ChargePoint for the installation and rental of two electric vehicle charging stations, as well

as a quote for electrical work from Aid Electric, a Blaine-based company that will prepare the site for installations.

When the work is completed, the Shoreview Community Center will be home to two charging stations, each capable of charging two vehicles at a time. To incentivize users to share, the stations will be free for two hours, then followed by an incrementally increasing cost, Maloney said. A one-hour charge gives an electric vehicle the ability

to drive an additional 10 to 20 miles.

In other action, the council approved a bid for city project 20-01, regarding improvements to Suzanne Pond, Gramsie Pond and Gramsie Road.

The project will primarily refurbish the existing lift station with new pumps, inlet and outlet piping and a control panel. The project also includes the installation of a backup generator, the elevation of Gramsie Road, and the installation of new stormwater collection piping for the newly raised section of Gramsie Road.

Public Works Director Mark Maloney, who presented the information to the council, said these improvements are needed — particularly the lift station. “If it weren’t for that station, the pond would rise to a level that would dramatically increase the flooding risk of the houses around the pond,” he said.

The council approved plans and specifications Feb. 18. Bids were opened March 24. Vinco Inc., based in Forest Lake, submitted the lowest bid at $750,8000 and was awarded the

construction contract.

The total estimated cost for the project is $950,000, which includes allowances for engineering, administration and contingency items. That money will come from the city’s surface water fund.

Maloney expressed thankfulness for the council’s ability to meet despite the current pandemic.

“The staff — and I’m sure the residents in the area — greatly appreciate the ability for the City Council to consider this bid award,” he said.

“A project like this has a significant lead time for ordering components, and that process can’t begin until there’s a contract awarded, and so it might not appear that there’s a flurry of activity right away, but there’s a lot of work going on in the background. Considering this bid award tonight keeps the project on schedule,” he said.

School district offers free child care for health care, emergency workers during COVID-19 outbreak

As Minnesota schools remain closed in response to the spread of COVID-19, Mounds View Public Schools is offering free child care for health care workers, emergency workers and district employees.

Child care for children in grades K-5 will be available from 6:30 a.m. to 6 p.m. at Sunnyside Elementary School (2070 County Road H, New Brighton) and Island Lake Elementary School (3555 N. Victoria St., Shoreview).

Parents will be asked to provide

proof of employment, such as a letter from their employer or an identification badge.

Shoreview YMCA open for child care for emergency workers The YMCA has opened 38 locations across Minnesota, including the Shoreview YMCA, to provide access to distance learning and care to children in kindergarten through sixth grade, which it is coordinating with school districts. The YMCA program will prioritize tier two emergency workers, whom some school districts have not been able to accommodate and remain open to other school-age children.

“Folks across Minnesota are pulling together to help each other through this pandemic,” said Walz. “I want to thank everyone at the YMCA who is stepping up to ensure the workers on the front lines of this pandemic have access to care

for their children.”

“It’s critical that our school-age children are learning in a safe and supportive environment, especially during a pandemic,” said Lt. Gov. Peggy Flanagan. “I’m grateful to the YMCA for helping to fi ll the gap where our school systems are not able to serve all emergency worker needs.”

Care is available from 8:30 a.m. through 5:00 p.m. weekdays for children ages 5 and older.

Pikup is the brainchild of four 20-somethings, including Sam Lerdahl, a Shoreview native and 2017 graduate of Mounds View High School. Lerdahl is Pikup’s chief technology officer. He and his teammates launched the app, originally called Runerra, while they were students at the University of Minnesota. Their hope was to streamline the process of running errands for others and to add a human touch to the delivery process. “Before technology, asking your neighbor for sugar was commonly a thing, but now not so much. And why not? It should technically be even easier to connect with

those you love and trust,�

Lerdahl said. “We thought the app could be a really great opportunity to bring people together, and it allows for much more of a human connection than a traditional way of ordering something, since you actually know the person you’re giving something to.�

In 2018, the Pikup team was selected for the Target + TechStar Retail Accelerator program, which supports startups through mentorship, fundraising resources and an investment from the retail giant.

Its founders dropped out of college to participate in the program full time, and from there, their app took shape.

Pulgam said. “There’s not a certain group of people doing pickups and a certain group of people receiving (them). If you’re in a group, you’re doing both actions: you’re helping your community, and you’re receiving help from others.�

Pikup also benefits merchants, according to Pulgam, as they can easily integrate the app into their stores and don’t have to rely on a driver network to deliver their goods to consumers. “The idea is that when we have a group on Pikup

that, for example, loves Chipotle, a Chipotle is getting better traffic,� he explained. “Chipotle doesn’t have to pay for deliveries.

Chipotle is getting brand ambassadors, essentially.

And for all those reasons, it’s better for them to use us and not other services.�

In addition to Chipotle, Pikup currently has partnerships with several national chains, including Target, Starbucks and Dunkin Donuts, in addition to a number of local businesses. Those firms pay a monthly fee to be on the app’s platform and commit to giving users initiating Pikups a small reward, such as a $5 gift card, for their effort. That, Pulgam said, allows the team to monetize the app while keeping it free for users.

Uffda, what a busy weather week. We woke to rumbles of thunder the previous Tuesday, April 7, but not much in the way of rain. That Tuesday we also almost reached 70º; I recorded 68º, our warmest day of the year so far. This Easter weekend will be one to remember for sure. After a beautiful day on Saturday, the weather quickly changed on Easter Sunday. Snow coated the ground as I rolled out of bed and it kept on coming down and down and down. By the time it was all over you may have had between 4-6 inches in your yard. Little to no shoveling was required with this one, as much of it melted on pavements. With the forecast of 60º later this week the snow will be gone, if its not already. Astro Note: Look for Saturn below the moon on Wednesday Morning, April 15. Mars will be above the moon on Thursday morning.

PUBLIC NOTICE The U.S. Army established a Restoration Advisory Board (RAB) at Twin Cities Army Ammunition Plant (TCAAP) in 1996. The RAB met regularly until 2014 and at that time decided to meet only when there was new activity or information to provide or reports to review.

While any citizen can comment on the Army's environmental restoration program, RABs offer a focused and interactive opportunity to participate in the environmental restoration process. RAB members will include representatives from local, state and federal agencies, as well as interested citizens who reflect the diverse interests of the local community.
