Communication is key to preventing human trafficking

Every year, millions of men, women and children are trafficked worldwide — including here in Minnesota.

Human trafficking is defi ned as the unlawful act of transporting or coercing people in order to benefit from their work or service, typically in the form of forced labor or sexual exploitation.

A virtual community forum was held April 15 online for parents, students, teachers and residents to inform the community about human trafficking. The event was sponsored by the Arden Hills, Shoreview, New Brighton, and Mounds View Rotary clubs.

The panel of speakers at the forum were: Detective Paul Kroshus, an expert in victim-centered trafficking investigations; Jessica Bartholomew, founder of Anti Child Trafficking United; CeCe Terlouw, founder of Terebinth Refuge of Waite Park; and Eleana Lukes, trafficking survivor and

Special Teams helping special K-9s A Ramsey County K-9 officer named Cross is getting a custom-fit protective vest, thanks to that All-American wardrobe staple known as a T-shirt. That and efforts by a White Bear charity that’s selling them.

Special Teams Charities founder Jeff Loeks and wife Racheal are at it again, promoting a new mission called “Cause for Paws” through T-shirt sales

and other apparel, including a popular bandana for dogs.

Money they raise is going for K-9 vests, medical kits and litter carriers for injured fourlegged officers with the Ramsey County Sheriff’s Department.

According to Loeks, “Law enforcement dogs are playing a larger role as people become more violent, and there’s more guns so they’re getting hurt more.”

The former emergency room technician who now works

security at Regions Hospital makes a difference with T-shirts. Loeks has sold them to help the homeless, raise awareness of violence against health care workers and for military causes.

This year, he and Racheal are focusing their efforts on the county’s K-9s.

POTTERY TOUR: Featuring seven studios FROM PAGE 1

The St. Croix Pottery Tour has attracted thousands of visitors throughout the years and is nationally recognized as a gathering of exceptional potters.

The tour launches online Friday, May 7 at 10 a.m. and will continue throughout the weekend until Sunday, May 9. The tour is hosted by eight of Minnesota’s career studio potters and 58 guest potters from around the country.

A direct link to the potters’ online shops is minnesotapotters. com where people can browse and buy from the individual potter’s website.

Potter Guillermo Cuellar has been one of the hosts on the tour since 2010.

“This will be the second year the tour will be online because of the COVID-19 pandemic and we were very fortunate that our pottery loving public embraced this option last year,” Cuellar said.

Born in Venezuela, Cuellar started making pots in college and started to make a living as a potter in 1980 in Venezuela. Early on, he made a connection with world famous Minnesota potter, Warren MacKenzie, who lived in Stillwater.

“He was a very

successful and wellknown potter and for some reason he invited me to come and work at his studio for a month at a time,” Cuellar said.

“I came up to Stillwater from Venezuela once a year for 25 years. My wife Laurie is from the US and we met in college in Iowa. She would come with the kids so they could visit her family.”

Cuellar fell in love with Minnesota during that time and said he met a network of Minnesota potters.

Many of them went to Venezuela to teach pottery workshops and many Venezuela potters came to Minnesota as well to teach pottery.

“Over time, the Venezuela economy, politics and social situation had deteriorated and it became impossible to make a living making pots so we decided to move to the United States,” Cuellar said.

“Laurie had lived in Venezuela for 30 years and wanted to move back to spend time with her parents and family.

The couple moved to the St. Croix Valley area near the St. Croix River.

“We still can’t believe how fortunate we are to be here,” he said. “It’s just beautiful.”

Cuellar started making pots at his studio and was a guest at Linda Christianson’s studio during the St. Croix Valley Tour for three years. “Then, I was asked if I wanted to

be a host on the tour and of course, I agreed. It was an honor,” he said.

The host pottery sites in the tour are: • Jeff Oestreich's early Minnesota farmstead remade into home and studio in Taylors Falls.

• Ani Kasten's pottery gallery-in-a-barn in Shafer.

• Christianson's unique studio and reclaimed log home nestled in a clearing in the woods in Lindstrom.

• Richard Vincent's oak-shaded backyard studio in North Branch.

• Janel Jacobson and Will Swanson's studio close by Wild River State Park in Harris.

• Cuellar's hilltop home and studio overlooking the St. Croix River in Shafer.

• Matt Krousey's picturesque, woodland home and studio in Harris.

These seven pottery studios are in the upper St. Croix valley in Chisago County, less than an hour drive from the Twin Cities.

Admission to all the studios is free. The tour is a self-supporting arts event and each year a portion of the proceeds is donated to local, regional, or national arts and educational projects.

“There are a lot of potters in Minnesota,” Cuellar said. “The joke up where we are is that ‘under every other rock, there’s another potter’”.

April is National Safe Digging Month Now that warmer weather has finally arrived, people will soon begin their annual spring traditions of gardening and landscaping. April is National Safe Digging Month, and to be safe, people should call 8-1-1 to have underground utility lines marked free of charge before beginning any digging projects.

Damaging or striking a single utility line can create a dangerous situation, cause serious injury, and result in repair costs, fines and outages. In Minnesota, homeowners and contractors should call 8-1-1 or submit an online request at www.gopherstateonecall. org at least two business days before beginning a planned project. Every digging project, large or small, requires a call. Installing a post for a mailbox, building a deck or planting a tree are all examples of projects that need a call to 8-1-1.

Gopher State One Call will notify the appropriate utility companies of the caller’s intent to dig. At no charge, professional locators will mark the approximate locations of underground lines with f lags, spray paint or both.

Xcel Energy reported 100 incidents last year in Minnesota when buried gas and electric lines were not located beforehand and were damaged during excavation.

Customers need to make arrangements with a private locate company to locate lines not owned by a utility, such as a line installed by a homeowner to heat a pool or light a garage.

Meditation for modern life The Ramsey County Library will host virtual meditation workshops on from noon to 1 p.m.

Giving Gardens Bricks

T

he Shoreview Community Foundation works to fi ll a variety of needs throughout the community through grants and support to other organizations. Recently the board has initiated the development of a “Friendship Garden” in partnership with the City of Shoreview.

The project challenges residents to invest in a brick paver or bench to help fi ll the garden, and proceeds from the donations will benefit the Foundation’s work in the community. See the insert it in this week’s paper for more information and a form that you can fi ll out to customize your brick.

The Shoreview Community Foundation has the future of the community in mind. If you’re a long-term resident, I challenge you to create a donor designated fund where you can give it to local nonprofits of your choice, whether it’s your church or another organization you want to see succeed into the future.

Funds for do not designated Publisher’s funds can be set up with a $25,000 donation. Say a couple View wanted to leave a legacy, and Carter Johnson one’s passion was music, and the other’s was youth sports. A fund through the community foundation can direct financial support to any causes the family chooses. Gifts can benefit local organizations now, and long after you’re gone.

A community foundation is a treasure to the communities who have them, and I hope the “Friendship Garden” can be a path for generations of Shoreview residents to benefit from. I hope people will consider leaving their legacy in the hands of the community foundation. See more information about the foundation on page 11.

Bees Many beekeepers have taken delivery of their spring bees. We purchased 3-pound packs of bees with a queen. As a new beekeeper I’ve challenged myself to raise a perfect colony this season. In past years I have purchased a 4-frame nuc that has frames of brood (bee larvae). This year the 3-pound pack is a queen and thousands of bees in a plastic screen box with a feeder can. With little natural food we are feed the bees sugar water and pollen patties and hopefully, we are off to a good start this season. In the next few weeks I hope to fi nd frames fi lled out with brood baby bees.

If you’re interested in a new hobby or learning about our pollinator friends, check out local beekeeping club or classes. A good friend in Hugo was able to build his equipment with materials he had in his shed and started beekeeping with little to no out of pocket investment other than the cost of the bees. A good bee suit is also a must.

Last year my queen left and I lost part of a hive, which swarmed to the neighbors hive.

If you see a honey bee swarm please call a local beekeeper or beekeeping club for help.

Honey bee swarms are usually docile and are just looking for a new home. I have been told it’s a pretty awesome sight. Please don’t call an exterminator, or try to shoo them away. A beekeeper will be happy to move them and it will be a story of a lifetime.

Beekeeping can be a good activity for the whole family. Check with your city or township to make sure beekeeping is allowed or what permits may be needed. My permit was $50 and included getting signatures from each neighboring property within 100 feet of our lot.

Fighting for our local papers

n May 7th of last year, the Hastings Star Gazette printed its last issue. The paper’s fi rst issue as The Hastings Independent was published in 1857, a year before Minnesota gained statehood.

Generations relied on papers like this for local news—they told you who was born and who died, whose daughter just broke the county record Legislator for the 400-meter freestyle, whose Lingo Holstein won a Amy Klobuchar surprise ribbon at the State Fair, and how your local leaders voted.

My dad was a Minnesota newspaper columnist and sports reporter. Even though he worked his way up the ranks to interview everyone from Mike Ditka to Ronald Reagan to Ginger Rogers, he was always, as his managing editor put it, “a champion of those on the outside.”

But today, newspapers of all sizes are struggling and closing.

The shuttering of the Star

Gazette was helped along by the coronavirus pandemic, but long-term trends in newspaper ad revenue show that the Star Gazette and many local papers like it were already on their last legs when COVID-19 struck.

Ad revenue for U.S. newspapers plummeted from $37.8 billion in 2008 to $14.3 billion in 2018.

During that time, two other companies, Facebook and Google—worth over $2.2 trillion combined—became advertising titans.

These two companies don’t just control the majority of online advertising; they’ve built power over the news, crushing local outlets along the way. It saddens me to think my dad might not have a job in today’s tech-dominated world, let alone a chance to interview a U.S. President.

In rural and small-town communities across America, we are seeing the impacts of this consolidation fi rst hand— expanding “news deserts” where local coverage is increasingly difficult to come by.

We can’t stand by and watch this happen to our independent press. That’s why I have introduced bipartisan legislation

with Senator John Kennedy (RLA) and Representatives David Cicilline (D-RI) and Ken Buck (R-CO) to let news publishers join together to get fair terms with these digital titans. The Journalism Competition and Preservation Act will level the playing field for the entire industry—not just a few publishers—by empowering local media outlets to make deals that ensure fair treatment.

By giving independent papers the chance to compete, our bill will also give them the power to demand deserved revenue so that they can invest in quality reporting—ensuring that hardworking reporters can continue to inform their communities.

The Journalism Competition and Preservation Act is a way we can turn the tide on this unprecedented threat to fair and honest competition. It will help America maintain access to the trustworthy local reporting that is the bedrock of our communities.

The Century College Foundation raised just shy of $100,000 for scholarships at its recent event Celebrating Century Health Care Heroes.

“The pandemic turned everyone’s lives upside down. Especially health care workers and health care students,” said Laura Keithahn, vice president of Hospital Operations at M Health Fairview St. John’s Hospital. Laura is a member of the Century College Foundation Board of Directors and was the MC of the event. “These workers and students are the true heroes and they stepped up to the plate to do whatever it takes to serve our community.”

Keithahn guided participants through a series of personal stories detailing the tremendous adaptability and sacrifice our health care heroes have demonstrated this past year. Nine instructors, four alumni, and two students in the Medical Assisting, Nursing, Paramedic and Radiologic Technology programs shared insights into Century's health care programs and how Century and its partner hospitals and clinics prepare graduates, even in the midst of a pandemic. A local resident also donated $5,000 from her unused travel funds for the year to create the Norma Joyce Mogren Meyer Nursing Scholarship.

After a year of continuous change and uncertainty, Century College and its partners will continue to work together to provide training for students, providing Minnesota with the the health care workers it needs.

Century Foundation Board President, Melissa Martyr-Wagner, adds, “We would like to express our deepest gratitude to the local hospitals and clinics who partner with Century, to all our local health care workers, and to everyone who has contributed to support students at Century College.”

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Shoreview: • A Roseville woman, 57, was arrested for DWI at 7:41 p.m. April 4 in the 3000 block of Lexington Avenue after Ramsey County Sheriff's Office deputies responded to a complaint of a possible drunk driver in the area of Hodgson Road and Kent Drive. The driver failed roadside tests and was taken into custody.

• A resident in the 4600 block of Lorinda Drive reported criminal damage to property after a window to his house was broken overnight April 4-5.

through the OFFERUP app in a church parking lot. However, the seller managed to run away with the victim's money and the computer. The case is under investigation.

April 14 reported unemployment insurance fraud after learning that benefits were fi led for in his name. The complainant made the usual notifications.

• An Andover woman, 34, was arrested at 10:45 a.m. April 8 at the US Bank in the 1000 block of Highway 96 for forgery after she and a male accomplice tried to cash a washed check at the drive-thru window. The view from the teller's window showed the black Tahoe without a front license plate. The woman presenting the check to be cashed used a Wisconsin driver's license with a picture on it that didn't look like her at all.

• A resident in the 900 block of Hardwood Avenue on April 14 reported unemployment insurance fraud after learning that benefits were fi led for in her name. The complainant made the usual notifications.

• A North Oaks man, 21, was cited at 10:41 p.m.

April 5 on Highway 96 and Galtier Place for failure to drive with due care and hands-free cellphone violation after he rear-ended a squad car at the scene of a car-on-deer accident. The squad was positioned in the left lane of eastbound Highway 96 with the rear arrow light activated to guard the scene and provide lights for the tow truck called in to deal with the damaged vehicle.

The North Oaks driver said he didn't see the squad or the flashing lights. The other driver and the deputy were not injured.

• A Brooklyn Park man, 29, was cited April 9 in the 3500 block of Owasso Street for driving after revocation following a property damage accident.

His vehicle was towed due to his failure to present proof of insurance or a driver's license.

• A resident in the 1500 block of Pinewood Drive on April 6 reported unemployment insurance fraud.

All the notifications have been made, and the complainant suffered no monetary loss.

• A resident in the 800 block of Gramsie Road reported being swindled out of $400 April 14 after she received an email from a person she thought was her trusted friend requesting her assistance in purchasing a gift card. The victim purchased $400 in gift cards and provided numbers to the sender of the email. The victim became suspicious the next day when she received a request for more gift cards. The complainant than called her friend for clarification and discovered the friend's email account had been hacked and that the email was actually a scam.

• Package theft was reported April 7 in the 3400 block of Nancy Place.

• A Shoreview man, 36, was arrested at 12:27 p.m.

April 7 in the 3500 block of Richmond Avenue for assault.

• Theft was reported April 7 in the 3900 block of Victoria Street N. after a Shoreview man arranged for the purchase of a laptop computer

PUBLIC SAFETY BRIEF Caught trying to cash washed check An Andover woman, 34, faces up to 10 years in prison and/or a maximum $20,000 fi ne for intent to commit fraud by forging a check in an amount greater than $2,500.

On April 8, Ramsey County Sheriff's Office deputies were dispatched out to the US Bank, 1001 Highway 96 in Shoreview, for a man and woman in a black Chevrolet Tahoe without license plates trying to cash a forged check at the drive-thru window.

The subject admitted to trying to cash a check belonging to someone she didn't know.

Deputies said the check appeared to have been washed and had a series of numbers on the back indicating it had already been scanned.

The subject presented a Wisconsin driver's license matching the name of the bearer.

Deputies said the defendant didn't look anything like the picture on the driver's license.

The checking account holder said that not only was the signature on the check not his, but the man in the Tahoe with the subject was his adopted son.

The two hadn't been in contact with each other for two years due to the son's drug use and history of stealing.

Deputies found drugs and paraphernalia in the Tahoe, and on arrival at jail, the subject claimed she had swallowed meth.

She was taken to the hospital where she was medically cleared before being returned to jail.

At the time of her arrest, the defendant was supposed to be serving a one-year sentence in the Anoka County Workhouse.

A warrant was taken out on her after she walked out of the facility.

• A juvenile is sought after deputies were dispatched out to a report of an order for protection (OFP) violation in the 1000 block of Gramsie Road at 9:52 p.m. April 10. Deputies learned that the subject fled as soon as he learned they were in the area. The case is under investigation.

• A resident in the 600 block of Emil Avenue on

• A New Brighton man, 21, was mailed a citation April 14, following a hit-and-run accident on Victoria Street N. and County Road E. After the subject rear-ended a vehicle belonging to a Shoreview man, 40, he stayed on scene long enough to tell the victim that his car belonged to someone else and that he didn't have insurance for it. He also added that he didn't have time to wait for Ramsey County Sheriff's Office deputies to arrive. The vehicle's description and license number were retrieved, however, and deputies later found the vehicle parked unoccupied in the 3500 block of Owasso Street. The vehicle was towed, and the registered owner was sent a letter requesting proof of insurance.

• A catalytic converter was reported stolen April 15 from an Acura MDX parked in a shopping center lot in the 1000 block of Highway 96 while its owner, a Shoreview man, 63, was working.

• Deputies responded to a disorderly conduct complaint at 12:59 p.m. April 17 in the 4600 block of Hodgson Road about a man in a parking lot asking passersby for food and money. When deputies made contact with the subject, he told them he was waiting for a bus.

• The Nardini Fire Equipment Company in the 400 block of County Road E reported the catalytic converters stolen from two company vehicles over the weekend of April 16-19.

Sheriff says county manager attempting to defund law enforcement

Ramsey County Sheriff Bob Fletcher sent a request to the Ramsey County Board of Commissioners to seek reimbursement for the personnel cost necessary to address civil unrest taking place since the beginning of the year. Since Jan. 1, the sheriff’s office has experienced an additional $750,000 in increased personnel cost as a result of civil unrest preparation.

Last week, in a court-ordered mediation session, Ramsey County Manager Ryan O’Connor refused to support any increase in personnel costs associated with responding to the events this year.

“The County Manager’s efforts to defund law enforcement are truly shameful. The county manager requests that we help ensure safety in Ramsey County and then he refuses to pay for the service. Protecting citizens, protesters,

individual rights, property, and government services are complex tasks requiring an adequate complement of trained law enforcement officers. These efforts have a cost associated with them,” Fletcher said.

Earlier this year Fletcher submitted a request for reimbursement for the $300,000 expended in January for civil unrest protection. No action has been taken on that request. Fletcher stated he “hopes for a full public discussion in front of the county board” and added “citizens have a right to know who is behind the effort to defund law enforcement in Ramsey County.” This request is scheduled for the May 18 Ramsey County Board meeting.

Some questions posed by members of the audience and answers from the panel during the community forum appear below. (This Q&A has been edited slightly for clarity.)

Q: The first contact a predator most uses is through social media platforms. Is there any advice on how we should talk to our kids about how to educate themselves and be smart?

A/Kroshus: It's tough and challenging. You want to have these conversations and build an open relationship with your kids and give them a certain amount of a leash to get into social media. The risk you run into shutting down social media altogether is that kids start doing it behind your back.

I've got exploitation cases that span across Minnesota that started on Instagram and Twitter. It's horrifying and scary. The

predominant way a person is brought into trafficking is usually a boyfriend, a relationship that starts on social media, who is seeking out someone that is vulnerable and easy to exploit. We need to keep kids informed, have open communication and keep these strangers out.

Q: What would it take to get an anti-trafficking program into the Mounds View School District?

A/Bartholomew: The introduction to our program is available online at actunited.org.

Talk to your local school to make that bridge to connect with us. The best contact person in your school district would be the staff that works directly with you. For example, your school psychologist, social worker, counselor and/or health teachers. We have the curriculum outline with testimonials from students and teachers on our website.

Q: Many traffickers get their victims addicted to drugs.

How difficult is it in terms of getting out of that lifestyle of being addicted to drugs?

A/Lukes: Chemical dependency and exploitation is very interconnected. On the one hand, a trafficker will use drugs to control a victim to make them more compliant, easier to control and submissive to cause less chaos. On the opposite side, there is a trafficker who does not force a woman to be under the influence. Many times those victims use drugs to self-medicate, to escape, to be able to numb the emotions they are going through because of what they are experiencing while being trafficked and exploited.

Q: Are these predators/traffickers local individuals or statewide individuals?

A/Kroshus: They're everywhere. For the most part, the recruitment process a predator uses is, fi rst, they target the right person; they turn them to do their fi rst trick, and then they traumatize them over and over again,

including branding them with tattoos. The victim feels trapped and doesn't know what to do.

Q: What are the danger signs that teens should be aware of as they are interacting with their friends or new friends online?

A/Bartholomew: Since kids were placed in online school due to the pandemic, I’ve seen an increase in sexual exploitation online.

Social media platforms to watch out for are any that are popular like SnapChat and Instagram, which are very popular with young people. They are being asked to send photos of their chests or of themselves nude.

Predators are that direct and blunt, and some students don't report it to their parents. Some kids say they just ignore it or block the person. Having open conversations with your children about what they are doing online is so important. Gaming, social media and dating websites are three major platforms parents need to pay

attention to. Asking for sexually explicit photos, offering to send money or gifts, and wanting personal information are real danger signs. If you don't know this person in real life, you don't know them at all.

Q: If you believe your child is in contact with a predator, what should you do?

A/Kroshus: Call your local police department sooner rather than later. It's possible the predator is taking every step to be anonymous, to avoid being caught. When they do make a mistake, we can capitalize on that and identify who they are. If you are fi nding this type of activity on your kids’ account, thank your lucky stars that you have a good relationship with your child and that they open up to you, because that is a huge step in this fi ght with exploitation.

Playground fun coming to Shoreview Commons

playground will include artificial turf leading up to the slides, some traditional swingsets, a 50-foot zip line, and a forest area with climbing activities. A signature element is the treehouse tower, which is more than 20 feet tall and has very long slides. “The kids can climb inside the tree and get up to the slide. It will be exciting and challenging for children,” he said.

The total cost for the project is nearly $3.8 million. Schwerm said it is mainly funded by the city community investment fund.

“The amount is significantly higher than the estimate provided when the City Council approved the plans and specifications for this project. But some of the factors that really played into that are some of the costs were much higher for earthwork and grading than originally anticipated, and using the surface mounting method for the

playground equipment increased the cost some,” Schwerm said.

“In addition, the staff found that park projects are coming in significantly higher this year because a lot of these companies are extremely busy, and I think there (was) a glut of projects that were delayed last year during the pandemic.”

The project is expected to be fi nished sometime this fall with a possible grand opening celebration.

Mayor Sandy Martin said, “We have two things to celebrate. The other one would be our skate park opening because we haven’t had an official grand opening for that either due to COVID. “Even though the costs have gone up since we started envisioning this plan, the fact is that it’s outdoors and it’s a place for kids, in a very creative and innovative way, to play and exercise and get this outdoor activity that we all need. I think our timing is perfect.”

SHOREVIEW — For the past 18 months, the Shoreview City Council has envisioned the development of the Shoreview Commons Phase 2 improvement project, which includes a destination playground.

In addition to the destination playground, site improvements include trails and sidewalks to access the playground area, a picnic shelter, drainage improvements, lighting and electrical work, and landscaping.

Back in February, the City Council approved the plans and specifications for the project; on April 19, the council voted unanimously to award bids for the project to Custom Builders, Landscape Structures, and St. Croix Recreation.

City Manager Terry Schwerm said the city has received a lot of positive feedback from the community since the project was fi rst announced.

“It’s about six playgrounds built into one area, so it's a significant project,” Schwerm said. “The marsh area is great for younger kids 2-4 years, as well for older kids with balancing activities, climbing activities and (it) has other elements to it as well.”

Mounds View baseball opened the season with five home games, winning just two of them, struggling at the plate but pitching well.

The Mustangs, batting just .183 as a team with nine runs, lost to Roseville 6-4 and Park 2-1, beat Irondale 2-1 and Forest Lake 2-0, and lost to East Ridge 4-0. Nine pitchers have combined for a 2.47 ERA per seven innings.

Will Rogers led the win over Park, striking out 13 batters in five innings, including 11 in a row, and singled home the go-ahead run. Rogers also pitched six strong innings (two runs) in the loss to East Ridge.

Combining for a two-hit shutout against Forest Lake were Ben Rosin (five innings, nine strikeouts) and Andrew Boeser (two innings, one strikeout).

Top hitters so far are Reid Thurston (.308) and Logan Grimm (.286).

Amy Binder notched four goals as Mounds View girls lacrosse beat Roseville 6-4 on Friday, squaring their record at 2-2. Volunteer group finds new homes for refurbished bikes

Have an old bike just sitting in your garage collecting dust?

Consider donating it to MNRecyclery, a bike repair shop that refurbishes old bikes and donates them to organizations throughout the area.

The shop is run by 11 volunteers led by Vadnais Heights resident Lynn Kapaun. Group members share a love of tinkering with bikes and refurbishing them to working condition.

MNRecyclery was founded by Jim Muellner of White Bear Lake.

“Jim was doing it out of his garage, and he owned the bike shop, Just Two Bikes, in White Bear Lake.

He just started dabbling into fi xing bikes up for kids,” Kapaun said.

After reading an article in The White Bear Press about the bikes, Kapaun decided to volunteer.

Two days later, Muellner handed him the keys and said, “You’re in charge now.”

Volunteers spend five days a week working on the bikes. Kapaun said they sometimes cannibalize some of the old beat-up bikes for parts. Currently, he is having a hard time getting parts for the bikes and is having parts shipped in from all over the country.

After 10 years, the operation has grown with volunteers and donations.

“Last year we did 696 bikes, which is our biggest year ever,” Kapaun said.

“The year before we were at 450 bikes, and we thought that was a big year.

It’s really grown this past year.”

MNRcyclery donates to White Bear Lake, Mahtomedi and Roseville schools; Solid Ground; and Victims of Torture Center in St. Paul.

“To get bikes from us, it has to go through an organization. Sometimes, they come through social workers or they are referred to us through churches. Basically, (recipients) pay nothing and bikes get donated from

the White Bear area,” Kapaun said.

“The Victims of Torture Center is a place where people who have been tortured by their government come in with basically just the clothes on their back, and it’s a highlight of the places we send bikes to. We’re really proud of that.”

The repair shop also sells bikes that are in good shape. Kapaun said the profits generate income to help pay bills. He said he usually puts those bikes on Craigslist.

The operation has branched out to rural areas in Minnesota. Last year, the shop sent 25 bikes to a drug rehabilitation center in Cloquet. For approximately seven years, Kapaun brought bikes up to a thrift store in Ashby, Minnesota.

Kapaun recalled his most memorable moment during his 10 years at MNRecyclery when he delivered bikes to a family of Russian immigrants in White Bear Lake.

“None of them spoke English except for the grandma, who could say ‘hello,’ and that was about it. We took four bicycles there for four boys between the ages of 8 to 16 or so.

grin on their faces was unbelievable. Now they could ride their bikes and expand their horizons,” Kapaun said. “We still get thank you cards, text messages, letters and photos where the kids have a big grin on their face.”

If you have a bike to donate, it can be dropped off at Muellner’s rental property at 2100 Fourth St. in White Bear Lake. Leave the bike on the bike rack behind the house near the garage. Kapaun asks that bikes not be left in the front yard.

In-person prom, graduation feels like a small victory for class of 2021 From distance learning to canceled activities to social distance in the classroom, the class of 2021 has endured a lot in their final year of high school. In light of the isolation of COVID-19, the fact that students will be able to celebrate prom and graduation in person this year is more meaningful than ever.

Last year, most of the major milestones for seniors weren’t able to happen in person at all. This year’s seniors are fully aware of how lucky they are to be able to take part in these important senior milestones, even if those events look a little different.

“Each and every one of us had already settled on that we were not going to get it, so it’s like a nice little end of the year goodbye that we at least get to have something,” said Centennial High School senior Elizabeth Timothy. “I feel like a lot of people in quarantine were struggling with depression because of all the things that we lost, and I think getting them back is going to really help put a smile on people’s face.”

The Centennial, Mounds View and White Bear Lake school districts will all have modified in-person events to allow seniors to have these important experiences.

Centennial will hold prom and graduation outdoors in the school stadium. This year, tickets are free, and students must arrange to attend in “pods” of six. These pods are encouraged to stick together during the dance, and the dance floor will be marked off into several separate areas to allow for social distancing.

Before they get their tickets, students are also required to go through a health screening to ensure they have no fever or other COVID-19 symptoms. Students will wear masks during the dance, and there will be no food served, only water.

“We had kind of a virtual prom last year, which was better than having nothing,” Centennial High School Principal Tom Breuning said.

“These seniors have missed out on a lot, so it’s very important for them to have a prom.”

Spectators will be allowed in the bleachers for the grand march, with appropriate social distancing.

Breuning anticipates fine weather, but there is a contingency plan to move into indoor recreation areas in the case of inclement weather.

Graduation will be held in two shorter sessions to reduce the number of people present at one time. Usually the event is held at Roy Wilkins Auditorium, but Centennial has opted to use the school stadium instead.

Mounds View and White Bear Lake are taking similar precautions to ensure that students get the quintessential high school experience without endangering their health

and safety. Mounds View will hold a modified prom on Saturday, May 15, which will include a day of fun activities and a virtual grand march before an evening at the Mall of America where the Nickelodeon Universe theme park will be closed to the public and students can ride unlimited rides.

“Being able to participate in rites of passage not only allows us students to participate in a hard-earned ceremony, but it also provides us with a sense of normalcy, especially after a year of anxiousness and

irregularity,” said Mounds View senior Christopher Wikstrom.

Mounds View will hold its graduation ceremony on Tuesday, June 8, at Mariucci Arena, with two tickets per student.

“I think it means the world to these students that they get to celebrate prom and graduation,” said Mounds View principal Stephanie Bruggers. “There has been much isolation over the past year, and they are very much looking forward to celebrating safely with friends and family.”

White Bear Lake seniors will also be able to attend in-person prom, with multiple grand marches and dance sessions to ensure adequate distancing is maintained.

“The year has been challenging for all students but especially the seniors,” said South Campus High School principal Don Bosch. “The changes in learning formats has not been easy for our seniors, but they are a resilient and great group of students.”

Students and parents are also getting creative in planning senior parties. In the past, many schools have had an all-night, lock-in-style party, but Centennial has chosen to modify it into a drive-through experience instead.

Although most schools in the region are back to in-person learning, there are still hundreds of students who have opted to continue their schooling from home. For seniors like Centennial student Owen ReynoldsLillibridge, the ability to attend prom and graduation is not only a rite of passage but a vital chance to spend time with peers before everyone embarks their post-graduation path.

“I like being able to come back to something that feels somewhat normal,” Reynolds-Lillibridge said.

Breuning noted that students in all grades have shown incredible strength and adaptability in managing the vagaries of this unusual school year.

“I’m incredibly proud of the senior class,” Breuning said. “They have been through adversity, they’ve developed a lot of wisdom going through what they’ve had to endure with different learning modes, with living through a pandemic. I’m excited we can do something to give them an experience and honor them.”

Something Press readers may not know about Loeks, who has appeared in the newspaper multiple times for his charitable causes: He won a Rap-off contest at First Avenue in 1988.

Loeks dusted off his vocal cords and put his singing talents to use again by recording a rap song called “Rockstar” with the Devon Worley Band. The song, now available on iTunes and Spotify, was recorded as a thank you to health care workers and law enforcement “for what they have done during COVID,” Loeks said. “I know firsthand working at a hospital. It changed everyone. It’s a nod to them.”

Both his son Marshall and stepson Kyle played guitar on the song.

He admits he detests rap music now, “but I was really into it back then. You couldn’t pay me to listen to it.” A record release party is planned at the brewery in the near future.

As for “Cause for Paws,” apparel sales are going gangbusters all over the country, Loeks said.

“I’ve probably done 25 big events since starting the charity, and this one has exploded. I can’t keep up. It’s been unreal.

I think it gives people a way of supporting law enforcement who are hesitant to do it publicly.”

MOUNDS VIEW SCHOOL BOARD SNIPPITS • The school board accepted 18 gifts for schools and programs for a total of $13,297.04 at the April 13 Mounds View School Board meeting. There were 42 gifts received for the Ralph Reeder Food Shelf for a total of $55,772.00. The total of gifts received so far for this school year is $789,251.16. Treasurer Shauna Bock extended thanks to the donors for all they do for the community.

• Board chair Jonathan Weinhagen read the following statement from Mounds View Public Schools: “Schools are a reflection of our communities, and our communities are struggling. As a district, we are angered by the police shooting in Brooklyn Center that ended the life of Daunte Wright. We extend our deepest condolences to his loved ones and to all who have been impacted by the unnecessary and tragic loss of yet another Black man.

Events like these can understandably trigger trauma in children who are trying to make sense of the world around them. These events include the recent shootings in Boulder and Atlanta — as well as the ongoing trial of Derek Chauvin in Minneapolis.

• The school board approved a recently revised 2021-22 school year calendar. The calendar was updated with a modified start date of Wednesday, Sept. 8, due to the Jewish holiday Rosh Hashana. The previous start date was Tuesday, Sept. 7.

• Superintendent Chris Lennox said he participated in a panel discussion with the Ramsey County League of Local Governments, which included leaders from all the Ramsey County school districts. The topic was the impact of COVID-19 on the school district. “Much of the conversation focused on health and safety, as well as enrollment funding, and the ongoing shifts to learning models that we've had over the

course of the last 12 months. It was nice to have the opportunity to share our story and it was great to see the support of the league members as well others who were part of that meeting and opportunity,” he said.

• Lennox said they have been getting a lot of questions regarding high school graduation. Both high schools, Irondale and Mounds View, are making plans for in-person graduation ceremonies this spring. They will take place on Tuesday, June 8, and they will be held at Mariucci Arena at the University of Minnesota. “The schools did consider outdoor ceremonies at each of their sites, but after looking at all the capacity, Mariucci actually ultimately provided the best option for guests even with the gathering restrictions,” he said.

The ceremonies will be livestreamed for the community and recorded for future viewing.

The next Mounds View School Board meeting will be Tuesday, May 11, at the District Office.
