Using city storm sewer systems as a trash receptacle is illegal, but in 2019 some Shoreview residents needed a reminder.

During the Shoreview City Council’s June 15 meeting, held via teleconference, Public Works Director Mark Maloney presented the 2019 annual report on the city’s compliance with its Municipal Separate Storm Sewer System (MS4) permit. Each year, Shoreview is required to hold a public hearing and presentation as a part of its report to the Minnesota Pollution Control Agency (MPCA).

Maloney said that throughout 2019, there were eight identified illicit discharges in Shoreview’s storm sewer system.

“In layperson’s terms, these are just things that are getting into the storm drainage system and into our chain of water bodies that shouldn’t be,” he explained. “Examples of these things were people putting SEE STORM SEWERS, PAGE 3

After closing for nearly three months, the Shoreview Community Center is open to the public again as of June 15. But with the COVID-19 pandemic still posing a public health risk, the building is operating at limited capacity for the time being.

The full reopening of the community center will come in phases.

For now, it is open only to members, but City

Manager Terry Schwerm said that new members are welcome to join at any time.

“We signed up 10 new memberships today, which was exciting, because we’ve had a lot of membership cancellations because of the COVID situation,” Schwerm told the council at its June 15 meeting.

The Shoreview City Council took the following actions at its June 15 meeting, held via teleconference: • Approved the vacation of public right of way in the southeast quadrant of the intersection of North Owasso Boulevard and West Owasso Boulevard.

As a part of the city's reconstruction of North Owasso Boulevard, the alignment of a curve near Dale Street needs to be modified to meet Municipal State Aid design standards.

STORM SEWER: Dumping waste into system illegal

Julia Fixsen, pole vaulting star from Mounds View, had a superb freshman season for the University of Georgia, earning All-America status and qualifying for the Olympic trials.

Fixsen vaulted 14-7 1/2 inches at the Southeast Conference meet at Texas A&M in March, placing second behind Lisa Gunnarson of Louisiana State, who had the same height but fewer misses.

An Arkansas athlete had the same height and finished third. They all qualified for the NCAA meet, which unfortunately was canceled due to COVID-19.

Fixsen topped 14 feet four times that day, after never doing so previously. She tied for the sixthbest vault nationally and was the only freshman in the top 20. She was named to the NCAA Division I All-America team.

Battling an ankle injury, her previous season best in five meets was 13-10, which won an invitational meet.

“I’ve been waiting so long and working so hard for this moment, and now that I’ve gone over the 14 feet barrier and even higher, I think it’s just beginning,” Fixsen said. “I’ve had some fire in me that has been caged up for so long, and that’s what my coach has trying to get out of me.”

ESPN coverage of her last two successful jumps at the SEC meet can be seen on Facebook. Her mother, Laura, reported that the announcer kept highlighting her personal bests “so the entire crowd was really into her last three heights. The place was going nuts every time she made it.”

MOUNDS VIEW SCHOOL BOARD NOTES

Before the SEC meet, her career best was 13-11 1/4 in 2018 at the U.S. Junior Nationals in Bloomington, Indiana. She holds the Minnesota state high school record of 13-9 1/4, set while winning the state title her junior year.

The SEC meet was the end of the season: nationals were canceled due to the pandemic.

Fixsen and her teammates were in Albuquerque, New Mexico, practicing for nationals when they were canceled.

The 2020 Olympics were also canceled and moved to 2021. Fixsen said she will have to requalify for the Olympic trials next year.

This summer, track and field is shut down, along with most sports activities.

“I am not able to pole vault during this time,” Fixsen said. “I am, however, working out every day focusing on maintaining strength, stability and flexibility.’

Several Mounds View schools are currently under construction. When the Public Works Department becomes aware of instances like these, Maloney said, “we are triggered into action.” However, knowledge of such violations can be hard for the city to come by, according to Maloney, especially as residents aren’t always aware that what they are doing is illegal.

“More work was needed to educate the public and staff, (so) we developed a training module and we trained all of our outdoor maintenance staff in this area in 2019,” he said.

The Public Works Department has also done significant work to ensure that city ordinances regarding stormwater runoff at construction sites are standardized and being followed, Maloney said. In 2019, the city issued 81 written notices for violations of the erosion control standards.

“It involved both public and private development monitoring, meaning we (the city) aren’t exempt from these rules either,” Maloney said. “Our own

projects are subject to the same sort of scrutiny and rules for stormwater management as private projects are.”

Construction sites are inspected biweekly during the construction season and following rain events, then monthly in the winter.

Last year, the Public Works Department conducted 261 total inspections: 191 on construction sites larger than 1 acre and 71 on sites smaller than an acre.

Maloney said that such inspections were the direct result of the city having been granted a MS4 permit.

“This is a part of our business here in our Public Works Department in Shoreview that never existed in the past,” Maloney said.

“This was driven by the requirements of this federal permit, and so we’ve done our best to absorb these responsibilities into our staff and, in some cases, we’ve created relationships and partnerships outside of our organization in order to perform these inspections.”

A public hearing was held as a part of the June 15 presentation, but no residents signed up to comment.

Don’t abuse freedoms

T

he First Amendment of our Constitution provides five important freedoms, and they don’t deserve to be abused.

The First Amendment reads, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

The First Amendment protects the rights of citizens to protest the Minneapolis police killing of George Floyd.

Protests and demonstrations are not new in this 200 year old democracy.

The protests of the 60s ranged from the Civil Rights movement to our involvement in the Vietnam War. Subsequently, we have experienced movements for gay rights, the environment, and several other issues.

We have experienced a great deal of social change because of these movements, made possible by the First Amendment.

The First Amendment allows us to speak to issues and redress government regarding its policies and legislation. The recent protests are an excellent example that there is a need for change in police culture and how we provide safety and protection of citizens.

It’s becoming clear that we may have expected police to perform too many roles.

It’s also clear the training of officers is not adequate, and discipline and accountability are not adequate in some departments.

The protests/protestors are rightfully calling attention to this. But action by those who damage property, injure people and place economic burdens on neighborhoods should never be acceptable and distract from the goal of the protest.

Racism is so deep–seeded we haven’t been able to overcome it. In the George Floyd case, people around the world were witnesses to a crime and saw no one take immediate action when the officer was taking Floyd’s last breath away. Are we going to continue to be witnesses to injustice?

Protests will continue to be in order but if you are protesting the state government, go to the steps of the State Capitol; if you are protesting county government, go to the County Courthouse; if you are protesting issues in your own city, go to City Hall and clearly state your issue.

America has changed but tough questions have been ignored. We’ve made some progress with equal opportunity and equal rights, but I do not think there is justice for all.

Hopefully, now is the time we no longer ignore the tough questions on racial inequality. The current protests will result in a major shift in America so there is more equal opportunity, equal rights and justice for all.

Protecting our elections and the right to vote

n the past few months, we’ve seen the challenges associated with holding an election during a public health crisis.

In Wisconsin, hundreds of polling places were closed due to a lack of volunteers. In Georgia, voters had to wait in line for hours to cast their ballots. What happened in these other states wasn’t a fair or democratic process by any measure.

It’s our responsibility to ensure that all Minnesotans can cast their Legislator vote safely and securely. We need Lingo to prevent issues like those we’ve Jamie seen in other Becker-Finn states and take proactive steps to safeguard the health of voters and election officials. Our state has led the nation in turnout in recent elections. That’s something to be proud of, but more needs to be done to maintain our status as a national leader and build on that success.

Earlier this year, legislators passed a bipartisan bill to protect the safety and security of our elections. The bill allows our state to use federal Help America Vote Act (HAVA) funds

disenfranchised from voting as full citizens. Restoring the vote to Minnesotans who have served their time is a significant step we can take to address these inequalities and help people fully rejoin their communities.

Ultimately, citizens hold government accountable by voting. If people are excluded from our elections, our state won’t work as well as it should. We can’t come together to build a state that works better for everyone if some people are silenced at the ballot box. I’m committed to ensuring everyone who is eligible to vote can participate in our democracy – no matter where they live or what they look like.

to prepare for COVID-19-related disruptions and keep voters and volunteers safe. The funding can be used to prepare for increased absentee voting, open new polling locations, purchase sanitation and disinfectant supplies, and expand public outreach for implementing social distancing guidelines related to voting. The legislation also included needed funding to improve accessibility and modernize cybersecurity.

This will help protect our election system from hacking and foreign interference.

The COVID-19 pandemic has highlighted and exacerbated inequalities in our current election system. Changes are needed to protect our seniors, people with disabilities, and other Minnesotans who are vulnerable to COVID-19. We can’t force people to choose between casting their vote and risking their health. We need to provide ways for our most vulnerable citizens to make their voices heard.

In addition, we need to break down barriers to voting that disenfranchise certain categories of people. People of color and lower-income Minnesotans, many of whom were hit particularly hard by the pandemic, are disproportionately harmed by our current public safety system. That means they’re also disproportionately

Front lines of Lyme disease

It's that time of year to be tick aware, particularly for the blacklegged bugger that causes Lyme disease.

According to the Centers for Disease Control (CDC), the number of Americans diagnosed with Lyme disease each year is around 300,000. It is the most common vector-borne disease in the United States and caused by the bacterium Borrelia burgdorferi, which is transmitted to humans through the bite of infected blacklegged, or deer, tick.

Lyme disease is not new. It was first diagnosed in 1981 in Minnesota. Yet health problems persist for the unfortunate person whose illness goes undiagnosed.

"We see a lot of chronically ill folks in our practice," noted Dr. Jonathan Otten, a naturopathic physician with Northern Lights Medicine who specializes in Lyme disease and other tickborne illnesses. "Every week I diagnose someone who has been suffering from Lyme for more than a decade."

Early symptoms of Lyme disease include a rash at the site of the bite, fever, chills, muscle and joint aches, muscle pain or swollen lymph nodes. Note that about 30% of people never develop an erythema migrans, a telltale rash.

Chronic issues that can be Lyme related are still "underappreciated" in the medical community, Otten said. If not diagnosed and treated early, Lyme can become persistent or chronic. Years later, the disease can be mistaken for multiple sclerosis (MS), Lou Gehrig’s disease (amytrophic lateral sclerosis, or ALS), fibromyalgia, chronic fatigue syndrome, Parkinson's or mental illness.

The White Bear Lake practitioner spent last fall in Germany working with a top Lyme doctor who has pioneered a new test for Lyme. Otten is using the cutting-edge test, called EliSpot, through Infectolab in Oakdale. The lab was founded by the German doctor Otten worked with, Dr. Carsten Nicolaus, CEO, who

realized the growing problem with tickborne diseases in the United States and saw the need for advanced diagnostic tools. They also test for COVID-19.

The development of an accurate blood test has long been a problem for diagnosing Lyme. The typical test that clinics use around the country, and the Centers for Disease Control and Prevension uses for tracking Lyme, is a two-tiered system that involves an antibody titer and Western Blot, according to Otten.

"That testing is missing at least 50% of cases," he said. "Imagine if HIV testing was that poor."

Long-term antibiotic therapy has been the treatment of choice for Lyme sufferers, but Otten reports some exciting developments in that area, as well.

"Research out of Stanford showed a new drug called disulfiram, used for treating alcoholism, was a potential candidate for persisting Lyme," Otten said. "So far it looks really promising. People who've had chronic, relapsing Lyme, people who have been treated with antibiotics, then relapsed, then treated, then relapsed, given disulforam haven't had to be retreated. That is very exciting."

Otten is using the drug, which goes by the trade name Antabuse, on patients at his White Bear Parkway clinic.

The CDC says 14 diseases are carried by six species of ticks. All six live in Minnesota. Recently, a new species, B. mayonii, has also been identified as a cause of human disease, and nine cases have been reported in Minnesota residents since 2013, one in 2018, according to the state Department of Health. In Minnesota, the same tick vector also transmits the agents of babesiosis, human anaplasmosis, one form of human ehrlichiosis, and a strain of Powassan virus.

If there is one take-home message, Otten says it's this: If people have unexplained illness with no clear diagnosis, and they have joint pain, brain fog, neuropathic conditions like numbness, tingling and headaches, and a physician hasn't been able to clearly say 'This is what's driving it,' the patient needs to be

carefully evaluated for Lyme and other co-infections.

"You can't rule out Lyme with a negative test," added the practitioner.

He is not sure why the disease is on the upswing, but Otten said Lyme is endemic in this area and spreading around the globe. Climate change is expected to keep ticks and Lyme disease on the rise. One theory, based on work by Canadian researchers, is that warming causes tick life cycles to speed up, allowing more to survive and reproduce. Experts predict rising temperatures will boost the number of Lyme disease cases by more than 20% by mid-century.

Interestingly, the U.S. Environmental Protection Agency uses the number of Lyme disease cases as an indicator of climate change.

RESOURCES ON LYME DISEASE There are many resources for Lyme disease. One is the Minnesota Lyme Association, which meets the second Tuesday of the month (under normal times) at the School District Center in White Bear Lake. The group’s website, mnlyme.org, contains links to state and federal health groups, videos of credentialed speakers and case studies and support materials for people affected by Lyme and other tickborne diseases. There are also prevention tips to avoid a tick bite with DEET repellent and permethrin.

If you find a tick, the Minnesota Lyme Association advises placing it in a small vial or sealable bag with a damp towel so it doesn’t dry out. For a cost of $50, a comprehensive report is available that provides a list of disease-causing microbes the tick may be carrying. To learn more, visit tickreport.com.

2 cousins earn every Boy Scout badge

Thanks to their involvement in the Boy Scouts of America, two distant cousins are now friends and can lay claim to a feat that few other fellow scouts can.

In December 2013, Charlie Aasen attended a merit badge class in North St. Paul with his mom. They happened to be standing in the check-in line directly behind Conrad Gausmann and his dad, whose last name Aasen's mother immediately recognized as her maiden name. As it turned out, the two families are related.

“They talked for a while, and they were able to fi nd out that we share a great, great, great, great grandfather,” Gausmann said. “I think that's so cool that they would be able to make that connection there.”

That night, the two 11-year-olds made a pledge to each other. They were going to every Boy Scout merit badge possible—all 137 of them. Now, as two recent high school graduates— Aasen of Mounds View High School and Gausmann of Hopkins High School—they can say they've fulfi lled that promise.

Aasen says that a little friendly competition kept him and Gausmann motivated throughout the years.

“We have a spreadsheet where we can both see who earned which merit

badge. Ocassionally, I'd see he (Gausmann) had earned more badges than I had, so I'd try to one-up him,” he said. “We'd go back and forth like that throughout the years.”

Aasen earned his final badge in October 2019, and Gausmann followed shortly after in January 2020. They are now a part of an elite group of Boy Scouts who have earned all merit badges possible, only about 250 since the organization's founding in 1910.

Both Aasen and Gausmann say that their experiences in Boy Scouts helped them discover new interests and potential career paths. Aasen works as an Emergency Medical Technician in Minneapolis, where he applies the fi rst aid skills he developed through scouting every day. In the fall, he will go to paramedic school, after which he plans on pursuing a bachelor's degree in environmental science.

Gausmann said working towards the many environment-related merit badges piqued his interest in environmentalism and sustainability. It also inspired his Eagle Scout project, in which he built an assembly line to package upwards of 75,000 milkweed seeds to restore monarch habitats throughout the Twin Cities. Come fall, Gausmann will attend the University of Manitoba where he also plans on studying environmental science.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents in Shoreview:

A Keep Our Police Safe (KOPS) alert was issued, and the case is under investigation.

• An abandoned vehicle was reported found, locked and leaking oil in the area of I-694 and Gramsie Road June 1. Before the vehicle was towed, the Lake Johanna Fire Department spread quick-dry under it.

• A wallet containing a bank card was reported stolen overnight June 3-4 from a vehicle parked in the 3500 block of Owasso Street. The bank card had already been used prior to the discovery of the theft.

• The city of Shoreview reported offensive graffiti sprayed on the sound barrier wall at Soo Street and County Road E on June 2.

• A Hugo woman reported her credit and debit cards stolen June 4 from an employee break room in the 1000 block of Highway 96 W.

• An ex-girlfriend was reported for damaging a back window, side mirrors and windshield wipers of her ex-boyfriend’s vehicle June 3 while it was parked in the 4100 block of Lexington Avenue N.

•Hit-and-run to a parked vehicle was reported June 4 in the 1500 block of Knoll Drive. A broken passenger side mirror from the sideswiping vehicle was left behind.

• An Apple Valley man, 24, was arrested June 4 on Highway 96 and Lexington Avenue N. for seconddegree DUI and fi fth-degree narcotics by deputies on patrol, who were flagged down by a citizen reporting a vehicle that was “all over the road.”

The vehicle was towed and the subject booked and released, pending blood draw results.

• Lakes Area Mortgage in the 1000 block of County Road E on June 5 reported fraud after initial account instructions on a wire transfer of funds were not appropriate. The transaction was stopped in time before money was lost. The case is under investigation.

• A resident in the 4700 block of Kevin Lane on June 5 reported receiving notice of attempts to use his identity to apply for unemployment benefits.

• A dog walker in Rice Creek Dog Park in the 5900 block of Lexington Avenue N. on June 5 reported finding vehicle keys and reading glasses. The items were turned over to deputies for safekeeping since no one was around the items at 9:41 p.m.

• A Shoreview woman, 39, was arrested at 11:18 p.m.

June 5 in the 700 block of County Road F for DWI. She was booked at the law enforcement center for test refusal, and the case has been forwarded to the city attorney to review charges.

• A Shoreview man, 39, was arrested June 5 in the 200 block of Poplar Drive for violating an order for protection (OFP).

• A Honda minibike was reported stolen from a residence in the 800 block of Arbogast Street during the morning of June 6 while the garage door was open. The theft was entered into the National Crime Information Center (NCIC).

• A Shoreview man, 20, was arrested on a probation violation warrant June 8 in Little Canada after Ramsey County Sheriff’s Office deputies conducted a welfare check following an assault on a family member in the 700 block of Woodland Drive.

• Residents in the 500 block of Tomlyn Avenue on June 9 reported a burglary after an unknown person entered the home during the early morning hours and stole their wallets, purses and mobile devices. The case is under investigation.

• A 2019 Audi was reported stolen during the afternoon of June 9 from a garage in the 400 block of Harbor Court and recovered by St. Paul Police just after midnight on June 10.

• A stolen vehicle was recovered by deputies at 3:56 a.m. June 9 in the area of Debra Circle and Debra Lane after they responded to a suspicious activity call.

• A Missouri man reported items stolen from his unlocked vehicle June 9 as it sat in a parking lot in the 4600 block of Kent Street during the early morning hours.

• A resident in the 100 block of Hawes Avenue on June 10 reported grand theft via check fraud after the case was forwarded from the Brawley Police Department in California. That 2019 case is now being investigated by the Ramsey County Sheriff’s Office.

• A 2001 Honda CRV was reported stolen overnight June 10-11 from the 1500 block of Hall Street. The case has been entered into the NCIC. • A resident in the 5100 block of Saint Albans Street N. on June 11 reported mail theft after the complainant placed envelopes containing checks into the mailbox in the evening with the flag raised for mail pickup. In the morning, the mailbox was found open, empty — and still flagged.

• A Minneapolis man, 29, was arrested June 12 in the 900 block of County Road I for second-degree assault following a report of a man with a taser and knife threatening people in McCullough Beach Park. The case has been referred to the county attorney for consideration of charges.

• A juvenile male is suspected of a strong-arm robbery of a phone from another juvenile at Turtle Lake Beach Park in the 4900 block of Hodgson Road on June 12. Deputies located the suspect in the 800 block of Cedar View Court. The case has been forwarded to the county attorney.

• A bicycle was reported stolen June 12 from a driveway in the 1900 block of Bluestem Lane.

There are no suspects.

• Employees of the Kowalski’s in the 400 block of Highway 96 reported two $43 bottles of liquor stolen from the counter June 13 while the clerk was distracted.

Local COVID-19 response fund awards grants The Suburban Ramsey COVID-19 Response Fund has awarded four grants to nonprofit service providers to address food and housing instability that has resulted from the COVID-19 crisis. The fund was set up through the Suburban Ramsey Emergency Coalition, a partnership of local service clubs (Lions, Rotary, Kiwanis and Optimists), the Roseville Area Community Foundation and the Shoreview Community Foundation.

Grants of $5,000 were awarded to Community Support Center, Keystone Community Services, Neighborhood House and Quincy House. Funds will be used for emergency food and crisis housing assistance in the communities within the Mounds View and Roseville area school districts.

Local nonprofit groups estimate the need for food shelf and crisis housing services increased by at least 30% in these communities because of the COVID-19 pandemic. Keystone Community Services will use part of the grant funds to

purchase food for mobile distribution at seven community sites at churches and community buildings. Quincy House will provide food for vulnerable students and their families during the summer and further support for disconnected teens with housing instability.

Prior to COVID-19, Neighborhood House reported that about 12 families a month in suburban Ramsey County needed assistance to maintain housing. Currently, they are working with approximately 65 families from our area to meet housing-related needs. Funds from grants will be used for counseling, fi nancial assistance and referral for these families by Neighborhood House throughout our suburban area and the Community Support Center in New Brighton that serves residents of New Brighton, Mounds View, Shoreview and Arden Hills.

While donations to the fund are now over $50,000, more donations are urgently needed to fund

banned, people need to remove any grains, fruits, nuts and other food placed in ways that could entice deer. People who feed birds or small mammals need to make sure that deer cannot access the food. The feed should be kept at least 6 feet above ground level. Normal agricultural, forest management or wildlife food-planting practices are allowed.

In areas where the attractant ban is also in place, people must remove any liquid food scents, salt, minerals and other natural or manufactured products that attract deer.

CWD is an always-fatal neurological disease that affects the cervid family, which includes deer, elk and moose.

Deer feeding and attractant ban takes effect July 1 Following the discovery of chronic wasting disease in a wild deer in Dakota County in March, the Minnesota Department of Natural Resources will expand current deer feeding and attractant bans to include Dakota, Hennepin, Ramsey, Rice, Scott and Washington counties beginning July 1. “To prevent the spread of chronic wasting disease, it’s important to limit close contact among deer,� said Michelle Carstensen, DNR’s wildlife health program supervisor. “By keeping feed and attractants out of our backyards, Minnesotans can discourage the congregation of deer that spreads this deadly disease.�

additional grant requests from local nonprofit service providers that are pending. The summer will be a critical time for food insecurity and crisis housing instability for those at risk of eviction, foreclosure or homelessness. Funding of additional crisis needs will be added as funds are available.

Since CWD was first detected in a captive elk in Minnesota in 2002, the DNR has tested more than 90,000 wild deer. To date, 88 wild deer have been confirmed positive for CWD in Minnesota. Test results, including locations of confirmed positive test results and statistics, are available on the DNR CWD webpage.

Keeping Minnesota’s wild deer population healthy remains the goal of the DNR’s response to CWD. The DNR’s three-pronged approach to prevent the spread of the disease was detailed in an earlier news release. The agency’s CWD response plan can be found on the DNR website, dnr.state.mn.us.

ORDINANCE 981 AN ORDINANCE IMPLEMENTING A GAS SERVICE FRANCHISE FEE ON NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION, ITS SUCCESSORS AND ASSIGNS, FOR PROVIDING GAS SERVICE WITHIN THE CITY OF SHOREVIEW THE CITY COUNCIL OF THE CITY OF SHOREVIEW, RAMSEY COUNTY, MINNESOTA ORDAINS: SECTION 1. The City of Shoreview Municipal Code is hereby amended to include reference to the following Special Ordinance.

Subd. 1. Purpose. The Shoreview City Council has determined that it is in the best interest of the City to impose a franchise fee on those public utility companies that provide natural gas services within the City of Shoreview. ‡ 3XUVXDQW WR &LW\ 2UGLQDQFH D )UDQFKLVH $JUHHPHQW EHWZHHQ WKH City of Shoreview and Northern States Power Company, a Minnesota corporation, its successors and assigns, the City has the right to impose a franchise fee on Northern States Power Company, a Minnesota corporation, its successors and assigns, in an amount and fee design as set forth in Section 9 of the Northern States Power Company Franchise and in the fee schedule attached hereto as Schedule A. Subd. 2. Franchise Fee Statement. A franchise fee is hereby imposed on Northern States Power Company, a Minnesota Corporation, its successors and assigns, under its gas franchise in accordance with the schedule attached here to and made a part of this Ordinance, commencing with the NSPM JanXDU\ ELOOLQJ PRQWK This fee is an account-based fee on each premise and not a meter-based fee. In the event that an entity covered by this ordinance has more than one meter at a single premise, but only one account, only one fee shall be assessed to that account. If a premise has two or more meters being billed at different rates, WKH &RPSDQ\ PD\ KDYH DQ DFFRXQW IRU HDFK UDWH FODVVLÀFDWLRQ ZKLFK ZLOO UHVXOW in more than one franchise fee assessment for gas service to that premise. If WKH &RPSDQ\ FRPELQHV WKH UDWH FODVVLÀFDWLRQV LQWR D VLQJOH DFFRXQW WKH IUDQchise fee assessed to the account will be the largest franchise fee applicable to D VLQJOH UDWH FODVVLÀFDWLRQ IRU HQHUJ\ GHOLYHUHG WR WKDW SUHPLVH ,Q WKH HYHQW DQ\ entities covered by this ordinance have more than one premise, each premise (address) shall be subject to the appropriate fee. In the event a question arises DV WR WKH SURSHU IHH DPRXQW IRU DQ\ SUHPLVH WKH &RPSDQ\·V PDQQHU RI ELOOLQJ for energy used at all similar premises in the city will control.

Subd. 3. Payment. The said franchise fee shall be payable to the City in accordance with the terms set forth in Section 9 of the Franchise.

Subd. 4. Surcharge. The City recognizes that the Minnesota Public Utilities Commission may allow Company to add a surcharge to customer rates of city residents to reimburse Company for the cost of the fee.

Subd. 5. Enforcement. Any dispute, including enforcement of a default regarding this ordinance will be resolved in accordance with Section 2.5 of the Franchise Agreement.

Subd. 6. Effective Date of Franchise Fee. The effective date of this Ordinance shall be after its publication and ninety (90) days after the sending of ZULWWHQ QRWLFH HQFORVLQJ D FRS\ RI WKLV DGRSWHG 2UGLQDQFH WR 1630 E\ FHUWLÀHG mail. Collection of the fee shall commence as provided in above.

It was nice that winds also backed off this past week. I was able to take the kayak out without being blown backwards.

organized by local youth, many of them either current students or recent graduates of Mounds View Public Schools.

“As the young people of this community, we are obligated to speak up and be active in the Black Lives Matter movement,” said organizer Sarah Conlin-Brandenburg, a 2015 Mounds View High School (MVHS) graduate, in an email. “In light of racial injustice across the nation, we desire to take reasonable and tangible action at the local level to ensure that such a tragedy will never occur in our community.”

The protest, which drew a crowd whose size rivaled recent protests in Minneapolis and St. Paul, remained peaceful. Protestors gathered outside of Shoreview City Hall, where organizers collected food and supply donations for St. Paul's Midway neighborhood and North Minneapolis, which were both significantly impacted. Others helped attendees register to vote, shared antiracist educational resources, or handed out masks to minimize the spread of COVID-19.

Marchers then headed down Highway 96 to Arden Hills City Hall, where black youth shared speeches, poetry and song.

Bri Sislo-Schutta, a 2018 MVHS graduate and current student at the University of MinnesotaTwin Cities, called racism “a public health crisis in Minnesota.”

“In the suburbs, it is easy to distance yourself from injustice, but do not be mistaken. It is no accident that our communities are predominately white. It is the result of redlining, blockbusting and segregationist housing policies,” Sislo-Schutta said.

Sislo-Schutta urged attendees to commit themselves to anti-racist work.

“It is time to stop being complicit. It is time to stop being complacent, and it is time to start demanding change. It is time for white Minnesota to fi nally add its voice to the chorus of communities who have been fighting for justice for years,” she said. “If you are here today, your ignorance must end today, and you must remove the knees from our necks … I ask you, what are you going to do with your breath?”
