A sister city relationship between Shoreview and Einhausen, Germany has created brothers across the ocean.

Matt Schnell, a senior at Mounds View High School, visited the Koob family in Einhausen last summer as part of an exchange program through the Shoreview Einhausen Sister City Association.

This summer, Samuel Koob, 16, visited the Schnell family in Shoreview for two weeks. “We became friends,” Samuel said. “They invited me to come over.”

Community Affairs Officer Bev Shogren, of White Bear Lake, oversees the sheriff’s office stuffed animal operation. Each week, she organizes and bags donated stuffed animals and blankets for deputies to offer to children they encounter during crisis situations.

Shogren is selective and thoughtful as she sorts through donations. “I do the sniff test,” she noted. Recently she paired up a fluffy stuffed moose with

a handmade, forest-themed blanket.

Blankets are made and donated by the Shoreview Sewing Guild. The sewers stitch “binky patrol” on the blankets. The guild also makes duffel bags for children to pack clothes and favorite belongings in if they have to leave their home quickly due to crisis situations. In the bag with the moose also went a forest-themed duffel bag.

Many deputies carry several stuffed animal and blanket packs in their squad as they patrol cities in the northeast metro, including Shoreview, Vadnais Heights, Gem Lake and White Bear Township. They hand them out at the scene of accidents or SEE STUFFED ANIMALS, PAGE 10

Summertime is the season of butterflies

Butterfl ies abound in summertime, and it’s impossible to resist the temptation to take a closer look at the brightly colored wings and incredibly detailed patterns of Minnesota’s native species. Of the more than 170 species of butterflies in Minnesota, how do you tell what it is? Here are a few of the most common butterflies around Minnesota, with some tips on how to identify them when you encounter them in your gardens or communities this summer.

Painted Lady—The painted lady is distinguished by the large eyespots on its hind wings, as well as its dusky orange, black, brown and white color scheme. These butterflies feed on many of Minnesota’s native grassland plants, such as thistle, aster, blazing star, milkweed and many others.

Question Mark—The underside of a question mark butterfly’s wings resemble a dead leaf for camouflage purposes, but the upper side of its wings are a brilliant orange with black spots. Its wings are a distinctly angular shape. Some believe that a small silver mark on the underside of its wings, which is composed of a curved semicircle and a dot, resembles a question mark.

Eastern Tailed Blue—The tiny eastern tailed blue butterfly is easy to recognize by its diminutive size and dusty light blue color. This species prefers to feed on legumes such as clover, and secretes a substance that is attractive to some ant species. This can cause the ants to protect the butterfly larva from predators.

Area concert features quartet

Cerenity Care Center is once again hosting its annual free community music concert at Jack Yost Park on Thursday, Aug. 2. Music will be provided by the Larry McDonough Quartet from 6-7 p.m.

Survey: People love community newspapers A 2018 survey by the National Newspaper Association showed that 90 percent of respondents say their community newspaper informs them. Seventy-three percent of the 1,000 people who responded to the readership survey also value the community newspaper because of the advertisements on local shopping.

In addition, 64 percent said they read their community newspaper either online or in print and community newspapers rate as the most popular advertising medium when it comes to making decisions on what to buy and where to shop.

Of the 64 percent who said they read their community newspaper, 74 percent said they look forward to seeing the newspaper in their mailbox.

Also, 66 percent say they share the local paper with additional people.

Respondents also gave a high score to the importance of public notices in newspapers as a way to keep an eye on what government is doing with taxpayers’ money.

This is the fi rst year of the survey, however, that the TV news edged out newspapers as the most prominent news medium that people rely on. Other sources of news like the internet, social media and radio did not fare too well in the survey.

The poll was done for the National Newspaper Association by Susquehanna Polling and Research in Harrisburg, Pennsylvania.

County Road J being resurfaced

The surface layer on County Road J between Highway 61 and Portland Avenue is being removed and replaced with new, smooth pavement. Land surveying crews are working in the project area before, during and immediately after construction.

The work began on July 12 and should last three weeks. The road will be closed for through traffic so drivers are asked to use alternate routes. Driveway access and business access will be maintained.

Real ID cards launch this fall, new design this summer

Minnesotans will be able to apply for a REAL ID-compliant card in October 2018, but they will have two years to obtain one if they choose. That means Minnesotans will be able to use their standard licenses and ID cards for federal purposes, including boarding domestic flights, until Oct. 1, 2020.

The state also released new driver’s license designs, that will be available beginning Aug. 6.

The new look includes vertical and horizontal ID designs and State of Minnesota branding. Minnesotans do not need to obtain a new driver’s license or ID card unless their current card is expiring or they need to change their address or name. The current design and new design will be in circulation for the next four years, and both are valid forms of identification until they expire or are canceled.

NAMES IN THE NEWS Los Angeles based singer/ songwriter Lauren Nikohl, a Shoreview native, released her first EDM single “Against the Wind” July 20. The producer on the track is Grammy-winning and Billboard-charting artist, Robert

Eibach. The two have worked together a few times before, once on a remix for her debut EP “The Night,” and once more for a charity song recording of “We Are One” by David Longoria and friends. The music video for

SCHOOL BRIEFS Education foundation appoints new board members The Mounds View Schools Education Foundation announced the appointment of two new board members: Ann Claridge and Kim Gulli, both North Oaks residents.

Claridge and her family have lived in the community for over 20 years. She has a degree from the University of Saint Thomas in accounting and has worked primarily in service industries in the areas of finance, marketing, operations and technology. She belongs to various Mounds View booster clubs and volunteers with Reading Corps at Pike Lake Kindergarten Center. Claridge and her husband Denny are North Oaks residents and have three sons.

Gulli and her family have lived in the community since 1995.

She is an ophthalmologist who left full-time practice several years ago and now travels primarily to Central and South America several times a year to perform cataract surgeries as part of medical mission work. Gulli serves as treasurer of the Mounds View Boys Lacrosse Association and is co-president of the Mounds View Alpine Ski Team. Gulli and her husband Ben are North Oaks residents and have a son and a daughter.

Serving my country by waiting

T

he week of July 9, I had the opportunity to serve my country. I arrived at Ramsey County City Hall in downtown St. Paul at 8:15 a.m., ready to be diligent. After passing through security, checking in, and watching an orientation video, I sat in a plush chair in the Jury Assembly Room and waited.

And waited.

And waited.

Then we were dismissed for lunch. When lunch was over I came back and waited some more when I could fi nally leave at 2:30 p.m.

Intern The next day I waited fi fteen minutes before we were called Insights to … the courtroom.

There we had to fi ll out a quesJanice Collova tionnaire. What is your occupation? What is your education?

Have you, or someone you know, ever been a victim of a crime? If yes, please explain. Have you, or someone you know, been convicted of a crime? If yes, please explain. Ugh. How much did these people want to know about my life?

While the judge and attorneys processed the questionnaires, we waited two-and-a-half hours until the clerk fi nally said, “Come back tomorrow.”

I was called back for verbal questioning at 10 a.m the next day. I thought, “Perfect! I don’t have to wait! I can leave after thirty minutes!”

But — you guessed it — I had to wait.

I waited four hours. I was nervous the entire time. No period drama novel fi lled with romance could distract me.

Then I was called to the courtroom. There I felt like I was stretched out on an operating table for everyone to poke at me with vulnerable questions. But the main one that really jabbed me was, “Do you think you can be fair and impartial on this case?”

“I don’t know,” I said.

After the questioning, I was immediately dismissed from the case. I was instructed to go back down to the jury assembly room for any further assignments. Instead of an assignment, though, I got a sticker. Just like that, jury duty was officially over.

I was glad. No more waiting for anything. I could actually do stuff on my own accord.

But I was also confused. I just didn’t know if I could have been fair and impartial enough for the case I was questioned for. Had I just missed the whole point of jury duty?

Over 200 years ago, our Founding Fathers were tired of the British government passing over complaints and deciding what was what without reviewing the facts. When they declared independence, they demanded a trial by a random, unbiased jury so that justice could be dealt fair and square. Fast forward to the week of July 9, 2018, and our country is still trying to honor that demand. Did I just wait all those hours only to botch my chance to participate in our country’s judicial legacy of being fair and impartial?

Maybe not. I did swear an oath to be as honest as I could when I was questioned. And if I had to be honest about not knowing if I could be fair and impartial about a particular case, then so be it. I was probably doing everyone a favor. No one would have to wait for me while I struggled to come up with a verdict. Also, my dismissal could have helped somebody get a fair trial after all.

That is good news. What is also good news is that I get to be exempt from all this stress for four years.

I

Building a mental health care system that works

n recent weeks, I’ve spoken with many people in our community about mental illness and mental health care. One of the challenges in addressing these issues is the stigma that still exists around mental illness. I recently hosted an event with Kate Eifrig, a speaker with the Minnesota chapter of the National Alliance on Mental Illness (NAMI). In her Legilslator presentation, Kate shared her own experiences Lingo as a person with mental illness Jamie and also shared Becker-Finn ways each of us can help create a caring community for everyone.

Regarding stigma in particular, she talked about all of the words and phrases we use every day — “crazy” “nuts” “wackjob” etc.

— and how those words can be particularly harmful.

One in four American adults will experience an episode of mental illness per year, and four million children per year in the United States suffer from a serious mental disorder. Despite significant numbers of people experiencing mental illness in our communities each year, the language we use is alienating and dismissive. We don’t have derogatory terms for people experiencing heart disease or

diabetes, but when it comes to mental illness, the words we use are often hurtful. This can lead to those experiencing mental illness to avoid seeking help, which is detrimental to individuals and the entire community.

You often hear or read how we need to fi x Minnesota’s mental health care “system.” The problem with this statement is that it assumes there is a true system to begin with. In fact, we do not have a comprehensive mental health care system, and continuing to neglect this fact will not move us any closer to solutions.

As with most policy decisions, it is best to start with those directly affected. In speaking with people who experience mental illness, as well as mental health providers and staff, there are many areas where we could improve our state laws and funding.

In my conversations with constituents, I’ve heard of parents with children in crisis who are forced to drive 30 miles one way in order to see an “in network” therapist. I’ve heard of intensive residential treatment programs forced to release recently-stabilized clients to homelessness, only to see those same clients destabilize and cycle back through the criminal justice and civil commitment processes. I’ve heard of small business owner therapists forced into bankruptcy by health insurance companies demanding thousands of dollars in a short amount of time due to that company’s own

billing errors.

We do not have to accept these current problems as inevitable.

There are legislative steps we can take to improve the lives of those affected by mental illness and their families. Some examples: (1) increase funding for school-based mental health programs so that children and families can better access providers and services; (2) require health insurance companies to improve their credentialing processes and mental health networks to provide greater access to therapists; (3) address the need for true parity in mental health care compared to physical health care; (4) increase reimburse rates for providers of residential mental health treatment services.

Building a mental health care system that works will not be an easy task but it is well worth the time and effort of policy makers throughout our state. By better addressing the mental health care needs of Minnesotans, we can reduce long-term costs within our criminal justice system and of lost productivity. Real progress will require real work, and some of us are ready for the challenge.

Transparency: Those who can hide it, will We can’t rely on public officials to voluntarily surrender information

T

he commissioners in Guilford County, N.C., voted this year to move all public notices required by state law from local newspapers to the county’s website. Four companies that publish newspapers in the county recently filed suit to have the ordinance — and the statute that enabled it — ruled unconstitutional. If the lawsuit fails, Guilford will become the first county in the U.S. to completely arrogate to itself the responsibility Notes on for publishing its notices. There are many reasons why this is a spectacularly bad idea.

Perhaps one of the best is simple human nature: If you give people the ability to hide information that is embarrassing or otherwise inconvenient to reveal, nine times out of 10 they will hide it.

Earlier this month, elected officials and government employees in Robeson County, N.C., provided us with a timely illustration of how they hide unpleasant information when presented with the opportunity to do so. According to the county’s largest newspaper, the names of close relatives of two county commissioners were omitted from a delinquent-tax notice published in a local weekly paper. The Robesonian also reports it was the second straight year the names were excluded from the

“If you give people the ability to hide information that is embarrassing or otherwise inconvenient to reveal, nine times out of 10 they will hide it.” list, so it’s clear it wasn’t the result of a simple mistake. A public official in the county whose identity has yet to be revealed made it happen.

Perhaps even a better example came to us recently from Michigan, where late last year the state’s environmental agency published a notice about a Nestle Waters proposal to pump more groundwater from public wells for its Ice Mountain bottling plant in the state.

The agency knew it was a controversial matter since earlier attempts by Nestle to use public groundwater met with widespread opposition. Yet the only notice the agency provided about the proposal was posted on its own website.

The notice had been buried on that website for 41 days before a reporter from the Grand Rapids Press discovered it and wrote a story about the proposal. For those 41 days, the notice had attracted zero public attention or comment — not even from an environmental organization that has for many years fought Nestle in court to reduce the amount of water the company can withdraw from Michigan wells. Within the first three days after the newspaper’s story was published, the agency received 3,000 comments and the public

Traditionally and effectively newspapers—that are intended for general circulation, published regularly at short intervals, containing intelligence of current news of general interest— have published public notices because newspapers spark the curiosity and are delivered to the interested public.

The purpose of public notice is to display information in places where the public is likely to come into notice. The important premise is that information about government

Public notice laws in this country serve to outline the most effective method of reaching the public. Before a state designates a newspaper to publish public notices, states generally require the newspaper to have a paid circulation, a minimum percentage of news content, a local publishing address, and a continuous publishing history. The latter requirement ensures stability in the venue for public notices, so that the public will have a reliable place to search for public notices.

LETTERS TO THE EDITOR Minimize divisiveness and partisanship Two weeks ago in a letter to the editor, Mr. Edinger of Shoreview correctly stated the Legislature and the Governor approved nearly $420 million in trunk highway bonds to repair our state’s highways. This was part of a larger bonding bill that included significant investments in the University of Minnesota, the Minnesota State campuses, municipal water treatment plants, and other state projects including highways. The final bill (HF4425) received my vote and the votes of the majority of my Democrat and Republican colleagues (a vote of 113 to 17). Ensuring safe roads for Minnesota citizens is a bipartisan effort with full support of our Governor. Why Mr. Edinger would recommend his candidate of choice as a vote for opposition to such broad bipartisan action is puzzling.

Earlier this year, I advocated and voted for pension reform legislation that was a bipartisan act of support for our teachers, state law enforcement personnel, fi re fighters, and state employees. On that occasion, Mr. Edinger thanked me for my efforts and expressed his appreciation.

I fully stand behind both of these 2018 legislative actions. They represent the best of collaboration and cooperation for the benefit of members of our community as well as for citizens across our state. Minnesota is recognized as one of the top ‘good governance’ states in the country. Let’s continue that performance and minimize the divisiveness and partisanship we see elsewhere in our nation.

Committed to protecting the lives of children I was somewhat surprised to be characterized as one-third of an “avalanche of leftists” attacking Chris Wolff (Marina Mnushkina’s letter to the editor, July 10). First, three people strike me as a rather circumscribed avalanche. Secondly, I’m not a “leftist.” I’m an independent who used to be a moderate Republican before the party lost its morals and ethics and rushed to support Donald Trump.

It is unfortunate that Marina apparently knows so little Russian or German history. Neither Stalin nor Hitler had to confiscate guns because the mid-

dle class didn’t own fi rearms. Hunting guns were expensive and owned only by the upper classes. All of the desirable hunting land was privately owned.

The middle class wasn’t allowed to hunt on those properties so there was no reason to own fi rearms.

It is also unfortunate that Marina apparently didn’t understand me. I thought that I very clearly stated that I was not interested in repealing the Second Amendment as it lost its relevance more than two hundred years ago.

I am committed to protecting the lives of my children and my grandson. I don’t want my grandson to be shot in his classroom by some teenage boy with a social problem and an assault rifle. I want high-capacity magazines, bump stocks and assault rifles to join hand grenades, machine guns and pipe bombs on the list of arms that the people are not allowed to keep and bear. I also want Randy Jessup removed from the Legislature because he is apparently more concerned about his political career than he is about the welfare of my grandson.

He refuses to address gun control issues in any effective and meaningful way. He prefers to avoid the issue.

Leadership: Let’s talk about that Recently, I’ve seen ads touting Rep. Randy Jessup for “Leadership.” The ad comes from the Coalition of Minnesota Businesses, an independent group spending money to influence elections in our district. Rep. Jessup is, in fact, an assistant majority leader in the Minnesota House for the Republicans.

The two biggest public safety issues in the state, in my view, are gun violence and opioid addiction.

Following recent school shootings across the nation, Minnesotans of all ages came out in droves asking for universal background checks for gun purchases. Most Minnesotans think this is a good idea. What did the House Republican leadership do about it? Nothing. Where was Rep. Jessup’s leadership on this critical issue?

Opioids are highly addictive drugs that are responsible for the deaths of scores of Minnesotans.

Governor Dayton proposed a penny-per-pill fee on drug companies to pay for prevention and treatment. In a stellar example of bi-partisan cooperation, Republicans and Democrats in the Minnesota Senate approved this idea overwhelmingly. What

did the House Republican leadership do? Nothing.

Well, almost nothing. They put some funding without the fee in the 989-page omnibus budget “garbage bill” that no one had time to read but that passed with hours left in the session, resulting in a veto from Governor Dayton. Once again, Rep. Jessup lacked in showing leadership on this issue.

I’m supporting Kelly Moller for State Representative in 42A this November. As a prosecutor, she fights on behalf of regular people to create safer communities. Daily, she demonstrates the common-sense leadership we really need.

Skip the straw We have all heard about the plastic pollution in the oceans and observed those graphic images of dead marine life with plastic-fi lled stomachs, sea turtles trapped in plastic bags or with straws in their noses. “The world is now producing nearly 300 million tons of plastic every year, half of which is for single use. More than 8 million tons of plastic is dumped into our oceans every year,” (Plastic Oceans Foundation, 2018).

I always assumed straws were being recycled along with the other recyclable plastic but they’re not. The size of a straw is the biggest barrier to recycling. They’re too hard to pick out so they’re going to landfi lls or ending up in the oceans.

This is a daunting problem, but I believe it is not too late to reduce plastic pollution in our oceans and ultimately, produce less waste for the planet.

Just this week Starbucks announced that they are phasing out the use of plastic straws. American Airlines is planning to do the same thing.

I didn’t even think about skipping the straw until it became an internet sensation. Despite the movement being a sensation, doesn’t mean it is a fad.

Skipping the straw at cafes, bars, and restaurants is the right thing to do. The next time you’re eating out, ask your server to skip the straw. Better yet, ask the management to stop automatically serving drinks with straws and provide them only on request. Remember, just one simple step is all it takes to start out on the journey of producing less waste.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents:

North Oaks • A pricey Cartier Tank Divan watch was reported missing July 7 in the fi rst block of Skillman Lane. The owner said she actually had not worn the timepiece for about a month. The watch was valued at $3,500.

• A thief drove away with an enclosed trailer from the driveway in the fi rst block of Rapp Farm Boulevard the night of July 9. All that was in the trailer was a $900 chair.

• A deputy checked the welfare of a man asleep behind the wheel the afternoon of July 12 in the parking lot of Village Center Drive. The 29-yearold, out of Fargo, tested 0.16 percent BAC, twice the legal limit. He was checked into the Ramsey County Jail on a gross misdemeanor DWI charge.

Shoreview • A law enforcement officer caught a wrong-way driver just before midnight July 1 after spotting the Columbia Heights man in a 2016 Mazda going east in the westbound lanes of Highway 96. The 26-year-old was booked into jail on a third-degree blood-alcohol test refusal charge.

• Thieves used a stolen Target debit card to rack up $1,100 in charges spread between four area stores to try and throw off suspicion. That didn’t work and the law is hot on the trail of the videotaped thieves who began in Shoreview June 28 and concluded, so far, at the Target in Marine-on-theSt. Croix.

• When the customer at Kowalski’s was writing a check for the $750 worth of groceries consisting of mostly seafood July 3, the clerk called the manager, who agreed that despite the driver’s license and other ID provided, “things just didn’t look right.” The three ladies, surprisingly polite about the declined transaction, went on their way, leaving the $750 check behind.

• When deputies spotted the pair of teens staggering and apparently impaired the evening

CITY OF NORTH OAKS ORDINANCE 127 AN ORDINANCE REGULATING WATER SERVICE AND RATES AND PROVIDING FOR COLLECTION OF WATER CHARGES THE CITY OF NORTH OAKS ORDAINS AS FOLLOWS; § 127.01 PURPOSE APPLICABILITY AND AUTHORITY 1) It is the purpose to establish standards for the proper construction, use, operation, maintenance, improvement, reconstruction, enlargement and financing of municipal water systems in order to protect the public health, safety and general welfare.

2) This ordinance shall apply to all centralized water systems in the City of North Oaks serving more than one user, whether publically or privately owned.

3) This ordinance is adopted pursuant to the authority granted in M.S. Chapter 444. § 127.02 DEFINITIONS For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.

WATER WORKS. Waterworks systems including mains, valves, hydrants, service connections, wells, pumps, reservoirs, tanks, treatment plants and other appurtenances of a waterworks system.

WATER SPRINKLING SYSTEMS. Any systems used for lawn sprinkling or irrigation. § 127.03 ACCOUNTS. 1) All accounts shall be carried in the name of the property owner who personally or by their authorized agent applied for such service. The owner shall be liable for water and any water related service consumed by the property, whether they are occupying the property or not. The owner shall be liable for the water or water related service consumed by the property even if the property is rented or used by other persons.

2) Owners or users of property within those areas where municipal water is available (meaning physically available and deliverable to the property) may not use a non-municipal system or private well for water use without a specific written agreement with the City of North Oaks. § 127.04 WATER RATES 1) The rates for water usage shall be determined periodically by the City Council of North Oaks and shall provide an adequate reserve for future maintenance and repairs of the water system. § 127.05 BILLING 1) Water usage bills shall be calculated on a quarterly basis based on the proceeding quarter’s usage. All charges shall be due on receipt and considered delinquent immediately after the due date.

2) A penalty of 10% shall be assessed on the unpaid portions of all bills not paid by date established on the quarterly bill. The unpaid portion and the penalty shall be due immediately. Additional late charges on the past due amount shall be added each billing period the account is delinquent.

3) Any unpaid charges shall constitute a lien against the property and shall be subject to assessment along with any administrative fees on the property owner’s property taxes.

4) Tampering with a water meter to avoid charges for water is a violation

of July 3 at Gramsie Road and Mackubin Street, they wrote them up, took them home and released the 18-year-olds to their parents.

• A Woodcrest Avenue caller alerted county animal control the morning of July 3 to a city opossum, or one that practices traffic awareness by repeatedly turning its head to the left and to the right. The dispatcher thanked the resident for calling.

• Two men arrived at the Best Western Plus hotel parking lot July 5 but never went inside. The Shoreview pair, found by patrolling deputies draped over the front seats, were arrested on narcotics-related felony charges and booked into jail. An investigation is underway.

• Burglars broke into a carpet business over the weekend of July 6 in the 600 block of County Road E making off with a safe containing cash and gift cards. Details of the safe’s contents were not released.

• A vehicle stolen out of Circle Pines the evening of July 8 was spotted by a Falcon Heights deputy at Lexington and Hamline avenues and the chase was on. The driver, wanted on a felony warrant and exhibiting poor driving skills, flipped a pursuing deputy the bird before rear-ending a vehicle with the stolen 2014 Nissan Pathfinder and sideswiping another. The 31-year-old St. Paul driver was finally brought to a stop in Hastings and brought to Regions Hospital with serious injuries.

• A heavily intoxicated 49-year-old man carrying a medical bag while staggering along Hodgson Road July 10 was mis-identified as an escaped mental patient and brought to county detox by deputies.

• A sharp-eyed deputy spotted license tabs that did not match the plates they were on a vehicle July 10 at Carmen and Vivian avenues. The 30-yearold woman with no permanent address, who was driving the vehicle, was arrested for no driver’s license, no proof of insurance and expired vehicle registration. The vehicle was impounded.

• A Cushman utility vehicle, priced at $4,800 when new the owner reported, went missing July 10 in the 4400 block of Harbor Place Drive. No suspects.

5) At the written request of a property owner the City shall have the meter tested. The fees for testing shall be paid upfront by the property owner. If the meter is found to be faulty the testing fee shall be returned.

6) City staff shall have the ability to adjust water bills for up to $250.00 without prior Council authorization. § 127.06 WATER CONNECTIONS 1) No water service shall be provided without authorization via a permit from the City.

2) No person shall turn on or off any hydrant or water connection or gate valve to any service main or the water supply at any curb stop without authorization from the City.

3) No more than one dwelling or building shall be supplied from one service connection except by special permission of the City Council.

4) The property owner shall be responsible for the costs of installing a service stub from the water main in the street to the home.

5) Any water access charges (WAC) shall be paid at the time the water connection permit is applied for.

6) WAC charges shall be based on the number of units served. Nonresidential units shall be determined by assigning one water unit for each sewer availability charge (SAC) unit assigned to it by the Metropolitan Council Environmental Services. § 127.07 SERVICE PIPES 1) The service pipe from the water main to the house is the property of the property owner. This pipe must be protected and maintained by the property owner. Any damage occurring to any part of the pipe between the water main and house is the responsibility of the property owner. In the event the property owner fails to make any necessary repairs to the service pipe immediately after being notified by the City, the city has the authority to disconnect the premises from the municipal water system.

2) The cost of all repairs and/or replacement of any plumbing or service pipes between the water main and the property shall be borne entirely by the property owner. If such repair and/or replacement work is done by the City, the cost of the work shall be assessed against the property owner. § 127.08 WATER SHUT OFFS AND TURN ONS 1)2) The City shall not be liable for any deficiency or failure in the supply of water to customers whether occasioned by water shutoffs or for any other reason whatsoever.

2) Water may be shut off as part of fire response to insure an adequate supply for firefighting.

3) When making repairs to existing infrastructure or construction of new infrastructure, water may be shut off at any time and kept shut off as long as necessary.

4) Water may be shut off to a property upon intentional violation of any provision of this ordinance after notice by first class mail.

5) Water may be shut off to any vacant property if it is found that running water to the property creates an unsanitary or unsafe condition to anyone who may enter the property after notice by first class mail.

• A 19-year-old Mounds View woman was nabbed for shoplifting July 11 at Target in the 3800 block of Lexington Avenue. She was cited and released.

• His gas tank was as low as his wallet so it was time for a fi ll and flee. The drive-off amounted to $22.25 at the station in the 5900 block of Rice Creek Parkway on July 12.

• A shoplifter was collared outside the Shoreview Target store July 16 with a baby monitor he had not paid for. The 33-year-old New Brighton man had wrapped the $300 monitor in foil to defeat security. That didn’t work and he was booked into jail on a felony theft charge.

Mother, daughter killed by boulder fallen from vehicle SHOREVIEW — A mother and daughter were killed by a boulder that fell off a commercial vehicle in Rosemount July 9.

Karen Christiansen, 67, and Jena Christiansen, 32, were both Shoreview residents. They were pronounced deceased at the scene of the accident, according to the Rosemount Police Department.

The mother was driving north on Rich Valley Road when a boulder was dislodged from a vehicle traveling south on Rich Valley Road about 5 p.m. The commercial vehicle did not stop.

Police detectives identified Czeck Services as the owner of the vehicle and the driver of the vehicle at the time as Joe Czeck, the owner of the company. Czeck, 33, of Hastings, was arrested in Inver Grove Heights July 11.

6) Shut offs requested by a property owner may be done by the City after payment of a fee set by the City Council.

7) Turning water back on after it is shutoff is subject to a fee. § 127.09 WATER USE RESTRICTIONS 1) Owners or users of a municipal water system for lawn sprinkling or irrigation shall be subject to any restrictions or limitations imposed on said use by the owner of the municipal water system or by State law or Minnesota Courts. Such restrictions may include odd/even water restrictions, restricted hours of use or even a total ban on use of the municipal water system for lawn sprinkling or irrigation.

2) While exceptions from any such restrictions on water use may be granted by the City of North Oaks, such exemptions will typically only include allowing the watering of new sod, trees or landscaping for one season or until they are established.

3) Violations of water use restrictions will result in a warning letter for the first violation and administrative fines for additional violations. Fines will escalate for each violation and will be placed on their property owner’s water bill or assessed on the property owners taxes.

4) Hand watering of flowers or gardens is permitted unless specifically banned. § 127.10 PRIVATE WATER SUPPLIES 1) Users of a municipal water system may not install a private well for irrigation or any other water use.

2) No municipal water system may be connected with any pump, well or tank that is connected to any other source of water supply. If such a connection is found, the City Administrator shall order the owner to disconnect the same and, if not done immediately, the municipal water supply shall be turned off to the effect property. § 127.11 FIRE HYDRANTS 1) No person, unless authorized by the City, shall be allowed to use any fire hydrant in the City for any purpose whatsoever without first securing a permit from the City. Payment for the water used, except for firefighting, shall be made in accordance with the rate schedule duly adopted periodically by the City Council. A hydrant meter permit to use water from a fire hydrant may be obtained at City Hall. An upfront deposit is required. § 127.12 APPEAL PROCEDURE 1) Any resident or property owner may appeal any portion of this ordinance to the City Council. Appeals must be made in writing and delivered or emailed to City Hall at least one week before any regularly scheduled City Council meeting in order to be heard at that Council meeting.

The appealing resident or property owner must attend the City Council meeting in order to present their case to the City Council. § 127.13 CONFLICTS WITH OTHER ORDINANCES 1) Any other ordinances or parts of ordinances in conflict with this one are to the extent of such conflict hereby repealed.

Traffic trial rescheduled The trial regarding the case involving the death of two Mounds View High School students killed in a car accident in 2016 has been rescheduled to Oct. 1.

The trial was delayed from the previous date of July 16 to give the defendant and prosecution time to review and submit briefi ngs from a hearing held this spring, according to court documents fi led by Judge Thomas Gilligan.

Rachel Diane Kayl, 33, is charged with two counts of criminal vehicular homicide, two counts of manslaughter and one count of criminal vehicular operation due to speeding at the

time of the accident. Two students, juniors Bridget Giere and Stephanie Carlson, died at the scene of the accident. The driver, Samantha Redden, survived life-threatening injuries.

Defense attorney Adam Johnson has moved for dismissal of the trial, stating that Kayl’s speed was not a proximate cause of the deaths since the student did not have the right-of-way.

State prosecution argues Kayl’s speed was a proximate cause of the students’ deaths. Kayl’s speed one second prior to impact was calculated at between 77 and 85 mph by State Patrol Sgt. Daniel Dixon. Driving 27 to 35 mph over

the speed limit caused Kayl to forfeit her right-of-way, according to Minnesota state statute, state prosecution has argued.

Dixon calculated that if Kayl had been going the 50 mph speed limit, the teenage driver would likely have had time to clear the intersection, where she was turning onto southbound Old Highway 10 from westbound Highway 96 on her way to school.

Various analyses have put the speed of Kayl’s vehicle between 63 and 85 mph.

If a plea agreement is reached, a trial would not be held.

Schilling Leadership Institute, which aims to advance development of a highly competent workforce to meet needs related to the unprecedented aging of our population. The institute is named for its benefactors, Hugh K. Schilling and Margaret S. Schilling, who have had a long-term association with PHS. Hugh Schilling serves as Chairman of the Board of Horton Holding, Inc., a manufacturing company headquartered in Roseville. Schilling is a former resident of North Oaks where he lived at Waverly Gardens, a senior living community of Presbyterian Homes & Services.

Schilling’s relationship with PHS crosses four decades, including serving as board chair and chairing the Executive Committee, Finance Committee and Strategic Growth Committee. The vision then, as it is now, was to create more opportunities for more older adults to live well by keeping quality and innovation front and center for the residents and families PHS served.

Schilling and his wife Margaret (Peggy), who died in February 2017, began their relationship with PHS as children of residents. Their mothers, Ruth Schilling and Emogene Simmons, lived at Johanna Shores, the location of the fi rst Presbyterian Home.

“Our mothers received wonderful care, as did Peggy when we lived at Waverly Gardens. After Peggy’s passing, I moved to Johanna Shores. In some ways, our connection with Presbyterian Homes & Services has come full circle,” Schilling said.

domestic crises. Stuffed animals are also given to comfort child visitors at the Ramsey County Jail in St. Paul.

“They will use those to comfort kids that are in distress in a time of need,” said Randy Gustafson, communications coordinator. “In a time of need, there is nothing like a teddy bear to comfort a kid.”

Deputies sometimes share stories with Shogren of how the animals were helpful. Last summer, a woman at a shopping center was in crisis and her three children were crying. The three stuffed animals the deputy stored in his squad calmed them right down, she noted.

Shogren also sorts stuffed animals for purposes other than crisis situations. She stores stuffed animals in her fi le cabinet for use in demonstrations by the animal control unit. She sorts Beanie Babies to be given away to children at Hog Dog with a Deputy events during the summer. Deputies launch them into the air with a t-shirt launcher hooked up to an air tank unit from the water patrol unit. Crowds of excited children have caught about 100 Beanie Babies so far this summer.

“I am in need of Beanie Babies,” Shogren said.

She procures many of the stuffed animal donations herself, through word of mouth. She often fi nds people have large stuffed animal collections they don’t know what to do with when their children head to college. She inspires donations by saying it is easier to let go of them if they will help someone.

Shogren has been overseeing the sheriff’s office stuffed animal operation for about a decade.

She has had many other duties as a community affairs officer over the years alongside her stuffed animal work. She has directed traffic, assisted with water patrol, searched for a missing person

and helped escort former Vice President Joe Biden when he came to the Twin Cities. She’s also been a participant in active shooter training and taken a few pellets.

“I’ve had so much fun,” Shogren said.

The sheriff’s office has about 30 active community affairs officers and all are volunteers, Gustafson said. They each volunteer at least 120 hours a year but some do more.

Shogren said she was led to the volunteer opportunity when she attended the Marketfest festival held in downtown White Bear Lake on Thursdays during the summer. She decided to join the sheriff’s office Community Emergency Response Team (CERT) and then later applied to be a community affairs officer.

She wasn’t very impressed with her fi rst assignment to clean a closet but she soon took over the stuffed animal operation, something more up her alley. “They are so soft and fluffy,” she said.

Shogren grew up just across the Wisconsin border and remembers saving her quarters, nickles and dimes to buy a Flower the Skunk stuffed animal from the Bambi story at a store in Stillwater.

She still keeps a few stuffed animals at her apartment in White Bear Lake. On her desk at the sheriff’s office, she keeps a dancing chicken for inspiration. “I like the ones that squeak and dance and walk,” she noted.

Shogren hasn’t just been a philanthropist in her golden years. She was named Lay Woman of the Year by the Archdiocese of Saint Paul and Minneapolis and Citizen of the Year by a Lions Club for starting a philanthropic thrift store in Forest Lake about 40 years ago: Community Helping Hand. Shogren started the store out of her garage to raise funds to feed those in need.

Shogren has three children, five grandchildren and four great-grandchildren.

Build a strong relationship with your pet’s vet Routine wellness visits are an important part of maintaining overall health for adults and children. The same can be said for ensuring family pets are thriving, as well.

Veterinarians should be consulted for more than just illnesses. Their input is a key component of proper pet care. Having a solid relationship with the vet is in the best interests of the pet and its owner.

Open communication and familiarity with companion animals helps to avoid health issues before they appear, according to Dr. Krista Magnifico, DVM, and founder of Pawbly.com. Wellness exams facilitate discussion when the animal is not under duress and the general health of the pet can be properly assessed. According to the pet resource iHeartDogs.com, common components of wellness visits include the vet asking questions about exercise frequency, appetite, behavior, and any breed-specific issues. A vet will examine the pet, check gait and movement, as well as look at the eyes, ears and mouth. Routine vaccinations also are typically discussed and administered.

Veterinary Practice News advises taking a new pet to the vet a few days after he or she comes home, even if the pet’s medical history has been documented extensively. This establishes a clinical file and a relationship between pet and vet and vet and pet owner.

The frequency of vet visits is often determined by the veterinarian, breed and age of the animal, and the preferences of the pet owners. Changes to hormones and major systems of the body may occur rapidly in aging pets, and more frequent visits can help discover illnesses, such as canine diabetes. Vets also can be an educated sounding board for facing an elder pet’s end-of-life issues.

Construction underway to manage high water Roads and trails around Vadnais-Snail Lakes Regional Park have seen construction activity ramp up as projects are underway to optimize drainage of high water in the area.

Most notably, a reinforced earthen berm is being constructed along the northeast shoreline of Grass Lake. The project is designed to help contain the lake within its banks during periods of heavy rain. In addition, a new overflow for Grass Lake and a culvert was installed beneath Gramsie Road in early July, the latest step in a process to manage flood risk for nearby homes and property.

Over the past two years, the Ramsey-Washington Metro Watershed District has coordinated an in-depth study of the complex hydrology around Grass Lake and Snail Lake, which have experienced persistent high water conditions after several years of high precipitation, including the record rainfalls of 2016.

So far, the study has yielded several construction and maintenance projects designed to optimize drainage and make the most of available flood water storage in undeveloped wetlands around Grass Lake. Also being considered are larger, more complex options that could potentially manage area lakes and wetlands at lower water levels.

The Grass Lake and Snail Lake system of ponds, wetlands, parkland and residential neighborhoods includes parts of Shoreview, Roseville and Vadnais Heights. While area homes have not experienced signifi cant flooding, high groundwater and surface water has impacted Ramsey County trails and forced closure of the Snail Lake public beach.

The district is working with county and city partners to deal with high water in this area, but there are no simple solutions. The low-lying system tends to drain slowly as it flows southward to its ultimate outlet, a relatively small 15-inch pipe under I-694. This outlet was designed to restrict flow because of downstream fl ood concerns, particularly around Owasso Basin (immediately downstream in Little Canada) and Gervais Lake.

Drainage improvement projects Drawing on expertise from Barr Engineering, the district has identifi ed a number of maintenance projects to improve drainage. Work completed so far includes dredging along Grass Lake’s east shoreline, new twin culverts under the county park trail, plus sediment and cattail removal in adjacent wetlands.

The Grass Lake berm project is well underway with an emergency overflow path and constructed wetlands nearly completed to the south of the berm. According to District Water Quality Technician Dave Vlasin, “By creating a new flow path south of the berm, we’re utilizing available fl ood storage that wasn’t fully being put to use.”

The contractor will next build up the berm itself with compacted layers of clay, sand and topsoil, and then replace trail sections that have been removed to complete the work.

To follow are two more culvert projects at the south end of West Vadnais Lake, which lies at the downstream end of the Grass Lake and Snail Lake system. A new pair of 22-inch by 13-inch culverts under West Vadnais Boulevard should improve drainage southward toward the lake’s outlet. In order to keep the West Vadnais Lake outlet from being clogged with vegetation, a larger opening, riprap and new trash guard will be installed at the intake of the 15-inch pipe running under I-694.

Larger projects under consideration In addition to the drainage improvement projects underway, the District Board of Managers is also considering the feasibility of larger infrastructure projects in the Grass Lake and Snail Lake area. Two pumping options have been ruled out at this time, each projected to cost at least $2.5 million. One option would have involved pumping water from Snail Lake (which is landlocked) to Sucker Lake, and the other from West Vadnais Lake to East Vadnais Lake.

The district is also studying the subsurface connection between West and East Vadnais lakes, including a proposed geotechnical survey of the berm separating them. This will help determine how the respective water levels and seepage between those two lakes may affect the drainage of the Grass Lake and Snail Lake system.

The Ramsey-Washington Metro Watershed District manages about 65 square miles that eventually drain into the Mississippi River, including 20 lakes, fi ve streams and over 1,000 wetlands. More information, along with an interactive project map, is available at rwmwd.org.

GERMAN EXCHANGE: Friendships form across Atlantic Ocean FROM PAGE 1

April, along with Matt and their eldest son Tim, took Samuel sightseeing around Minnesota and Chicago.

Matt visited the Koobs as an add-on option to a Mounds View High School trip to Germany. He has studied German for two years. The whole Schnell family, including grandmother Ruth Schnell, flew to Germany to take a heritage and sightseeing tour before dropping Matt off at the Koobs.

Eric is 100 percent German ethnically and his wife is also a percentage. Tim has studied German for six years. “It was fun to talk with the Koob family,” he noted. A senior at Hamline University majoring in political science, he hopes to snag an internship in Germany related to his major and visit the Koobs for an extended period himself.

“We’ll have a little back and forth going between Shoreview and Einhausen with our family,” Tim said.

Einhausen has a population of 6,100.

It is located in the German state of Hesse between Frankfurt and Heidelberg near the Rhine River. The region is dotted with castles and vineyards.

Matt noted the small, concentrated cities in that area of Germany differ from the sprawling suburbs of the Twin Cities metro. Samuel concurred after his visit to the American suburbs.

“Everything is bigger,” he said.

“The streets and how the houses are arranged in this area — it is huge.”

The “markets,” Cub and Target, are also big, he said.

So are the restaurant portion sizes.

He ate about ¼ of his breakfast at Randall’s Pancake House in Elgin, Illinois. Another difference at restaurants is that the employees really have conversations with the guests.

In Germany, people don’t talk to strangers as much, he said.

During his stay, Samuel also visited another student from Mounds View High School who stayed in Einhausen last summer, Kyah Ivy. He also met Mayor Sandy Martin and Bill Kiehnbaum, president of the Shoreview Einhausen Sister City Association.

high school students visited Einhausen on a tour arranged by German teacher Cheryl Wason. Five years later, the president of the Einhausen Partnership Club suggested starting a sister city partnership with a city in Minnesota.

The partnership has been the launching point for many friendships that have been built over the years between residents from both places, said Bill Kiehnbaum, president of the Shoreview Einhausen Sister City Association. Friendships often begin with a connection made through the partnership and then turn into informal visits, as in the case of the Koobs and Schnells.

“It is fairly common that Shoreview area residents will in subsequent years travel and visit with people they have met because of a student exchange. They will come here and go over there,” Kiehnbaum said.

The partnership plans group trips that include adults every three to four years. Later this summer, 25 people from the area will visit Germany with the association and celebrate Einhausen’s 1250th anniversary. The mayor of Einhausen invited the citi-

Many travelers will likely build friendships and take independent trips in the future. “I call it an international social club,” Kiehnbaum said.

The creation of one-to-one authentic friendships is what the sister city partnership is all about, said Mayor Sandy Martin. She has met the former mayor of Einhausen in the past.

Shoreview achieves step four in being green The League of Minnesota Cities recognized Shoreview for its step four achievement in the Minnesota GreenStep Cities program this summer.

GreenStep Cities is a free, voluntary program designed to help Minnesota cities meet environmental sustainability goals through the implemen-

tation of 29 best practice actions. There are currently 119 cities and three tribal nations making a total of 122 program participants since the launch of the program at the League’s 2010 Annual Conference.

GreenStep Cities’ 29 best practice actions are separated into five categories and tailored to all

types of Minnesota cities. The actions focus on cost savings, energy use reduction and encouraging innovation.

Cities achieve step one recognition by passing a resolution to become a GreenStep City. Step two-designated cities implemented up to eight of the program’s best practice actions, and step three-designated cities implemented up to 16 best practice actions.

Step four cities tracked and submitted metrics from a selection of categories, such as energy and water use, vehicle fleet efficiency, community and economic development, and more. Cities achieve step five status by documenting and demonstrating improvement on step four metrics.

Nearby cities completing steps included Arden Hills at step two, White Bear Lake at step four and Maplewood at step five.

Homeplate hug lands Mustang pitcher on Good Morning America with honorary ESPY

Pitching in the biggest game of his young life, Ty Koehn came through with a 4-0 shutout of Totino-Grace to clinch the section championship for his Mounds View Mustangs.

But it’s what Koehn did instinctively at the end of that game that turned into an enduring story, one that led to an appearance on ABC’s Good Morning America, and a special award from ESPN, on July 18.

The final out at CHS Field in St. Paul was Koehn’s strikeout of Jack Kocon, after which Mounds View players made a beeline toward their pitcher, whooping and bounding, for the traditional dog-pile celebration in the infield.

Curiously, Koehn was oblivious to them, sprinting right past his catcher and past his teammates charging from the dugout.

In a moment it became clear why. Koehn first wanted to give Kocon a hug and words of consolation. The embrace lasted several seconds before Koehn sprinted away to join the celebration. This wasn’t a case of comforting an opponent who had cost his team the game, as Kocon was merely the final out for a team that was four runs behind with nobody on base, but it turned out that they had been Little League teammates, and still good friends.

Koehn’s concern for the dejected batter made for a very touching scene, especially when it was caught on videotape.

A family friend, Jim Moberg, had a cell phone camera aimed at the infield in anticipation of the celebration, and social media being what it is, the hug at home plate was quickly viewed by thousands of viewers and picked up by local news outlets such as Bring Me The News MN and KARE 11.

And eventually, ABC. That’s why Koehn and Kocon found themselves on “Good Morning America” on July 18, being interviewed by anchor Robin Roberts, in the studio in Times Square in New York.

“I knew I had to win the game first for my team,” Koehn told Roberts. “But after the (final) pitch, after it was all said and done, it was kind of instinct to go over there and be there for a friend when he was at his worst and I just had to go there and kind of console him. I felt like it was the right thing to do.”

Kocon expressed his appreciation for that.

“I had my head down and thought it was one of my teammates. When I saw it was (Koehn), that just meant the world to me. I said it before, but in 20 years I won’t remember the score of the game, but I’ll remember what Ty did for me.”

During the program, the youngsters had a big surprise

as Koehn was given an honorary ESPY award, which is ESPN’s sports version of the Oscar.

Adding to that thrill was seeing who the presenter was: Green Bay Packers star Randall Cobb, by videotape.

Koehn happens to be a Packer fan.

Roberts, who worked for ESPN before ABC, probably had something to do with the honorary ESPY. Cobb told the duo: “I just wanted to tell you that both myself and my teammates take inspiration from the kind of sportsmanship you demonstrated at that game. I’m excited to also let you know that ESPN has selected you to be a recipient of an honorary ESPY award. Thank you for being a great example for all of us.”

Both boys jaws dropped at that message, followed by huge smiles.

“I got a trophy just like the ones presented at the ESPY Awards in L.A.,” said Koehn, referring to ESPN’s awards show the same week.

Both of their mothers made the trip with them and were sitting in the studio audience.

“We ate out at a nice old-fashioned Italian place called Carmine’s. We went shopping and sight-seeing around Times Square as well,” said Koehn about his trip to the big city.

Koehn, currently playing for the Tri-City Red Legion team, will continue his athletic career playing football and baseball at Bethel University.

After several weeks of high humidity and dew points, we finally had a weekend with low dew points and fairly comfortable temperatures. Morning lows were right where they were supposed to be as well as the highs. Even winds were light, making my afternoon kayaking less of a battle, even though I’m pretty sure the sail boaters would’ve preferred more of a breeze. This weekend is gone and the final days of July are upon us. Two-thirds of summer is over! Noooo!. So far, it’s been a wet, warm summer with very little severe weather, aside from our July 19 deluge. I’m not expecting any surprises this August, as it tends to be a quieter month.

Clinic opens in new location along Highway 96 HealthEast Clinic – Vadnais Heights will be delivering patient care in a new location beginning July 30.

The new clinic at 480 Hwy 96 East is less than two miles down the road from its current Centerville Circle site.

Built over the past year, the new Vadnais Heights location incorporates recommendations from a 2017 patient survey, as well as the input of an employee design team.

Patients shared their top three priorities for improving the patient experience: separation of sick and healthy

patients, increased privacy and convenience while receiving care and use of advanced technology.

“To the best of our knowledge, no other local health care system offers all of the features that our new Vadnais Heights location will,” said Elizabeth Wegner, MD, site medical director. “We made a commitment to more user-friendly appointments that bring greater value to patients and their families.”

Features include a roomier, well-lit welcome area to separate well from ill visitors,

lab and other services that come directly to the patient’s room, multi-purpose rooms to eliminate waiting for a special procedure room, and a confidential registration area.

When possible, clinic staff will also aim to immediately room patients who feel ill so they do not need to stay in the general waiting area.

The clinic will also incorporate innovative technology, such as chairs that can take a patient’s weight then convert into exam tables, oversized monitors for reviewing imaging results and a new vitals

machine to capture temperature, blood pressure and other readings.

HealthEast, now part of Fairview Health Services, has been serving Vadnais Heights for more than three decades.

“It’s very exciting to be able to offer an improved patient experience and continued partnership in health to this vibrant community,” said Wegner. “We invite residents to stop by during our open house on Sept. 29.”
