‘We the people’: Sept. 17-23 marks annual Constitution Week

There are two documents central to the formation of the United States—the Declaration of Independence and the Constitution. Each September, Constitution Week commemorates the formation and signing of the latter. It kicks off on Sept. 17, a Friday this year, on what is known as Constitution Day. This Sept. 17 also marks the 234th anniversary of the signing of the United States Constitution.

On that day in 1787, 39 delegates gathered at Independence Hall in Philadelphia, Pennsylvania to formally endorse the Constitution, the product of the four-month-long Constitutional Convention.

Constitution Week has been observed since 1955, initiated by the Daughters of the American Revolution (DAR), a lineagebased membership service organization for women who

are directly descended from a person involved in efforts towards American independence during the Revolutionary War. The organization has approximately 185,000 members nationwide and chapters across the country, including the St. Croix River Valley chapter in Stillwater and the Harriet G. Walker chapter in Shoreview.

Constitution Week is largely the culmination of the advocacy efforts on the part of the DAR. In the mid-1950s, DAR members petitioned Congress to dedicate a week of each year to commemorate the Constitution, and on Aug. 2, 1956, President Dwight D. Eisenhower signed the congressional resolution into law.

In 2002, President George W. Bush officially declared the inception of Constitution Week, setting aside Sept. 17-23 each year.

Jacci Krebsbach doesn't live far from where she grew up on Rustic Place in Shoreview.

“My grandparents came here in 1939 from Duluth. My grandfather was Fred Denfeld, and his dad was Robert Edward Denfeld, who Denfeld school in Duluth was named after,” Jacci said.

“My grandfather came to Shoreview because he got a job at the state Capitol as director of public property for the state.

My mother and dad built a tiny little house across the street from them, and that’s where I grew up on Rustic Place from 1946 to 1955. I’ve always been associated with being a Rustic Place kid.”

Jacci attended fi rst grade at Wilbur Lake School, a one-room school in Shoreview; she went on to Lake Johanna Elementary, Edgewood Junior High and Mounds View High School, where she graduated in 1964.

She started working at the Shoreview Pharmacy in 1964 and worked there until 1980. “I was a cosmetics buyer and a gift buyer,” she said.

She married her husband Mike in 1968 and the couple moved to White Bear Lake.

“I loved White Bear, and we were renting a duplex at the time … my husband graduated from White Bear Lake in 1964, and we lived there for a year,” Jacci said.

While living in White Bear Lake, Jacci received a call from someone who told her the cottage her grandpa owned was for sale.

DAR members nationwide remain strong advocates for the celebration of Constitution Week to this day. According to the organization, the purpose of the annual observance is to “emphasize citizens’ responsibilities for protecting and defending the Constitution; inform people that the Constitution is the basis for America’s great heritage and the foundation of our way of life; and encourage the study of historical events which led to the framing of the Constitution.”

“The framers created a Constitution that translated into law the ideals upon which our nation was built,” said DAR President General Denise Doring VanBuren. “Their vision was so forward-thinking that their words still guide us today. No American history education can be complete without

a thorough understanding of the impact the Constitution has had on the lives of American citizens past and present.”

Traditionally, DAR chapters across the country have celebrated Constitution Week by supplying classrooms with flags and reference materials, creating displays in public areas like libraries and courthouses, obtaining proclamations from public officials, and distributing copies of the Constitution to educate the public about the principles on which the U.S. was founded.

A special event typically rings in the week-long celebration—literally. The DAR encourages churches, fi rehouses, schools and municipal buildings, as well as individuals, to ring bells for one minute as a part of “Bells Across America,” 3:30 p.m.

Redevelopment of the former Union Gospel Mission site has been proposed to the Shoreview Planning Commission. Tycon Companies has submitted a concept plan application using a planned unit development. The plan creates a mixed-use development with an apartment building next to HWY 96 with access to HWY 96 and a total of 6.89 acres. The plan also includes single-family housing with a mix of lakeside and villa lots with access from Harbor Court and a total of 11.55 acres.

The planning commission will review the plan at their meeting Tuesday, Sept. 28 at 7 p.m. at City Hall, 4600 Victoria Street N. in Shoreview and live via Zoom. Due to spacing limitations, staff recommends that the public participate via Zoom. A link will be available before the meeting begins.The intent of this meeting is to review the high level proposal and to get comments from the staff, public, planning commission, and city council. While comments are taken, no formal recommendations are made at this stage.

Lessons I learned

V

ERY FEW FAMILY businesses go longer than three generations. I have been reminded over the years by successful people of a quote, “Shirtsleeves to shirtsleeves in three generations.” What it comes down to is the first generation works hard, the next generation has it a little easier, and by the third generation they have to roll up their sleeves and dig in and work as hard as the first generation.

Our son Carter has taken over a number of our newspapers with great success and I’m proud of him. I have reminded him of the quote.

THE OTHER DAY I was looking through my suggested column idea file and found “Lessons I Learned” from the April-May 2011 issue of Upsize magazine. Craig Kruckeberg, CEO of Spray Control Systems, Inc., wrote the following lessons in August 2006: “In 1999/2000 I became CEO, taking over from my father. I think we just broke a million at that point. My father didn’t teach. He didn’t sit me down and say, here’s what to do. I had to keep one eye on him and one eye on my job.

We used to have some serious fisticuffs.

There would be a million times when I’d walk About the out. I’d say I’m done. My mother would get in between us and tell us to work it out.

Town One thing I learned from my father was the Gene Johnson work ethic. He’d be down here on Saturday and Sunday. I started doing that. Last night I got home at 5:30, and everybody looked at me saying, are you sick?

At first, I would just buy advertising on the sly. Now I spend $22,000 a month on advertising, but my father was old school.

That first ad was $400, and we got calls. I kept telling him, people won’t just wake up with our phone number in their head.

He slowly brought me into it. He and mom would go to Arizona and leave me in charge, first for two weeks, then three weeks, then six weeks. It was do or die.

He said, don’t be spending a lot of money to buy equipment because if someone goes out of business, we’ll get the equipment cheaper. We’d buy spray paint and paint our own brackets, not powder-coat them like we do now.

If you’re good to me, I’ll be steadfast and loyal. I have vendors that go back for 22 years.

If you keep your books in order, you’re so much better off.

There are times you don’t want to look at your books because you’re sick to your stomach. But it’s better to know.

No matter what the size of the business, it’s all the same problems, just one more zero. I can’t look at the dollars because I’d be in the bathroom throwing up. You just have to look at it as one more zero.

We’ve just slowly grown, 20 to 22% a year. Now it’s a snowball rolling downhill. You do 20% growth, and then 20% again, and then you hit 40%, like we’re at now, and it gets kind of hazy.

I read about companies that are going to grow 256% and I say, OK, I want to talk to you, because how can you control that?

We’re up 40% this year over last year. We have a great product and it just takes time. We’re getting notoriety. Customers don’t want to talk to you when you’re small, because they need parts from you for 50 years.

I know a lot of people that want a quick million, but that’s not how it works. You don’t want that kind of growth. Growth has to come. I’ve learned you’ve got to be patient.”

A family business can be a wonderful experience and at the same time very difficult when it comes to time of transition.

I know firsthand mothers are good referees. Also, it can be difficult to have a bunch of family members in the operation, but if you do, job descriptions are going to have to be clear and one president or CEO is held accountable. I hope those in family businesses who are reading this will find it helpful and encouraging as Carter and I have.

GARY JOHNSON RETIRED from MSP Communications in July. In his final column he makes a point about social media and reminds us of the old maxim, “False knowledge is even more dangerous than ignorance.” He makes another point that we have grown to mistake opining and commentary for journalism.

In conclusion, he recommends seeking good information, support its best practitioners with your subscription and advertising, and keep up the good fight. It’s a job won for the better world.

AT THE LAST moment before Kathy and I were scheduled to be at the Letterpress Museum at the Minnesota State Fair, due to COVID-19 and the Delta variant increasing, we decided not to go. Our next scheduled visit on Sept. 2 was also canceled. The museum continues, but our health was a greater consideration.

Historic infrastructure bill will improve lives in Minnesota for generations

W

hen the U.S. Senate passed a once-in-a-generation bill to make historic and long-overdue investments in our nation’s crumbling infrastructure this month, we achieved something that has eluded our nation’s lawmakers for decades.

The strongly-bipartisan measure will mean people in Minnesota and across the country will soon see a transformative injection of funds to fix roads, bridges, highways, water systems, railroads, ports, and electric grids. It also $65 Legislator provides billion to bring quality, affordLingo able broadband networks to Tina Smith communities — especially those in rural America — that for too long have struggled to thrive without modern high-speed internet.

In Minnesota, it will jumpstart the economy and help push to completion hundreds of local projects in communities of all sizes and in every corner of the state. The resulting improvements will create and support good-paying jobs across the

country and bolster our nation’s efforts to combat climate change.

The need for infrastructure investment is clear. For decades, Minnesota has suffered from a lack of funding that has restrained efforts to modernize our systems, made travel less efficient, and hindered economic growth. In fact, the American Society of Civil Engineers gave Minnesota a C grade on its infrastructure report card.

Earlier this year, a top state transportation official told the Minnesota legislature that there are more than 800 bridges in need of repair or replacement in the next decade that are not part of Minnesota’s 10-year funding plan.

He also said that without additional funding, Minnesota will be in “unprecedented territory” in the coming years for the number of highways in poor condition.

Fortunately, the Senate-passed infrastructure bill responds to those needs by sending $4.5 billion to Minnesota for highway improvements, $302 million for bridge replacement and repairs, $856 million for our transit systems, and at least $100 million for broadband across the state.

That will mean that people in communities across Minnesota could see the funding necessary to more quickly finish long-needed upgrades to highways, roads, bridges and other projects.

While the infrastructure bill is historic, we still have work to do to make needed investments that give our nation the tools to succeed, cut taxes and lower costs for working families. Shortly after the infrastructure bill passed, the Senate also approved the broad outlines of our “Build Back Better” budget. Under that budget agreement, Congress will work this fall on detailed efforts to significantly improve our nation’s housing, education, childcare, and clean energy infrastructure as well as lowering prescription drug costs.

One of my top priorities will be to continue my push to transition our nation toward a clean energy future by enacting a clean electricity standard that over time achieves net-zero emissions in our electric sector. It will be central to our efforts to fight climate change, put the United States at the forefront of technology innovation, and create millions of good-paying jobs.

With passage of the infrastructure bill, we’re no longer just talking about infrastructure, we’re actually delivering results that will make life better for millions of Minnesotans, create a generation of jobs and economic growth, and position our country to succeed in the 21st Century.

1879 Thomas Th Edison Edi applied li d for f a patt ent, but not just any patent: it was for the incandescent light bulb. At the same time, a red oak seedling started near where Harbor Court ends. It’s now 40-plus inches diameter … and probably the largest in Shoreview. It has stood through the industrial revolution, two world wars, bootlegging operations, dance hall and the first campers in the 1930s. Thousands of kids have played baseball where a white oak now stands, shading everyone of them since the ’30s.

The last remaining parcel of undeveloped land in Shoreview, at 580 Hwy. 96 — all 17 acres will now be developed.

So, what will replace this gem? Just look east of Island Lake School. Eye-catching, right? So how does one maximize the property and get a return on something you paid too much for? Not by taking advantage of the terrain, or the trees? No, you hire a hack, probably using some fancy graphical tool to strip it clean, put up a big “lovely” apartment building, and pack in the “villas” (that is a fancy name for overpriced, close together cookie-cutter houses). But don’t worry, the dozens of “landmark” trees will have a legacy. There is talk of a table in the apartment lobby and a promise to plant a lot of starter trees, none of which will be around as long. Can you imagine the year 2170? That would match the age of something we are ripping out now. Finally, for those who like to bet, I have a sure winner for you: NONE of the people responsible — from the buyer to developer to those who can influence the direction — will be on hand to witness the destruction (on the the plus side, the extra property taxes will help feed the “wanna be more like Edina” fixation down the street).

Support the fight against global poverty I would like to bring attention to a cause that many people brush off as something that they can’t help.

This cause is global poverty. The average citizen believes that they can’t have a powerful impact on global issues, but this is untrue. In our community of North Oaks, everyone is aware of this issue, but more people need to be proactive and do what they can to help.

As an advocate for the Borgen Project, I have been introduced to so many ways that the average citizen, such as the readers of this newspaper, can do their part in the fight against poverty. The Borgen Project works with U.S. congressional leaders to reduce global poverty through our foreign policies. You are probably wondering how you can be a part of this important battle. Support a price on carbon Does the ferocity of the wildfi res out West and the recent storms across the South and in the Northeast make you wonder if our future holds more of the same? How about the intensity of the widespread drought here in Minnesota this summer, accompanied by day after day of blistering heat?

What if the drought is more intense next time and the heat wave is longer and even hotter?

We know that something is just not right with our climate. Many of us are hoping that Congress will take significant action to reduce the greenhouse gas emissions that are the cause. It is time to put a price on carbon. Why? Because it’s the one measure that is effective enough and fast enough to get us to a 50% carbon emissions reduction by 2030.

Congress has a golden opportunity right now to put a price on carbon by including it in the budget reconciliation package that it is currently negotiating.

Let’s make sure they hear from us. Contact Congresswoman Betty McCollum and Sens. Tina Smith and Amy Klobuchar and urge them to support a price on carbon because a big problem like climate change requires a bold solution, and we need it now.

Dear Editor, In the Aug. 17 edition of the Shoreview Press, you published a letter from Brian Peters thanking Rep. Raleigh and Sen. Chamberlain for supporting his organization’s agenda in the Legislature. Why did that letter run in the Shoreview Press? Neither legislator represents any portion of Shoreview.

In that very same issue, as part of your newspaper’s letter guidelines, you published: “Letter writers must live, work, or have another connection to the Press Publications’ coverage area.” What is Mr. Peters’ connection to Shoreview? Does he live or work here?

Also in that same issue, Mr. Carter Johnson, in his “Publisher’s View” column, writes about your newspaper’s desire to keep out “chain letters” in order to publish letters that are “authentic and representative of the community.” After a quick internet search, I discovered that newspapers in Hutchinson, Worthington and Litchfield also published Mr. Peters’ letter exactly as it appeared in the Shoreview Press with only the names of the local legislators changed.

Doesn’t that make it a chain letter? Not very authentic and representative of Shoreview, if you ask me.

And all this from the newspaper that charges authentic Shoreview residents $25 to express their opinions of candidates running for office.

Moller, police agree on forfeiture reform

Policing is on everyone’s mind lately. Communities are discussing what safe communities look like and what changes policymakers should enact to make that vision a reality.

Clearly, anyone following the news and social media will see that law enforcement and advocates for change are not always in agreement. One area where lawmakers found success in bringing different sides together was in forfeiture reform. Our state representative, Kelly Moller, led the charge in the Minnesota House of Representatives to make necessary changes.

The governor signed this legislation into law in July.

Existing laws created incentives for police to seize assets like cars and cash as a way to weaken crime “kingpins.” If you used a vehicle for a major crime, you could lose it to the police.

The reality was that most people who forfeited these assets had very low incomes and were not the “kingpins.” In many cases, as documented in a KSTP-TV report July 1, assets were seized even when someone was not charged with a crime. A law with good intentions was clearly creating the wrong incentives.

Rep. Moller worked with stakeholders to place limits on these forfeitures. Her bipartisan work received the support of the Minnesota Police and Peace Officers Association and Minnesota County Sheriffs Association, among others. This is the kind

Paul Skrip One day after his 51st wedding anniversary, Paul Skrip passed away on 8/30/2021 at age 75.

Fully vaccinated but immunocompromised, COVID was one challenge too many. Paul was born in Chicago on September 8th, 1945, to Aloysious and Helene (Mroczek) Skrzypczynski. He grew up in Bridgeport on Chicago’s southside, across from St. Barbara’s Catholic Church. On a scholarship through his mother’s janitress work at Chicago Tribune, he attended UC-Berkeley, majored in engineering, and became a first- generation college graduate. Before turning 18, he received legal paperwork announcing his name change to Skrip. He earned a master’s degree in engineering from Cornell University and an MBA from Harvard Business School. Paul’s employers were McDonnell Douglas Corporation, The Trane Company, Perkin-Elmer Corporation, Ver Sa Til Associates, and Digital Biometrics.

Paul and Cathy lived in Long Beach, CA, Melrose, MA, and LaCrosse, WI before building a home in Shoreview, MN in 1982.

Paul was a multi-pitch rock climber, downhill skier, sailor and wilderness adventurer, until a heart attack and stroke in 2000 forced some changes in lifestyle; but, with the help of “Sparky” his defibrillator, his zest for life and capacity to care for others never diminished.

Paul is preceded in death by his parents and brothers Ronald and Thomas Skrip. He is survived by his wife Cathy (Jirsa) Skrip; children Carrie (Reed) Ackerman, Christie (Nate) Larson, and Jon (Kara) Skrip; grandchildren Loralee, Lilliana, and Carsten Ackerman; extended family; and honorary family members, Ranjana, Avesh, Tara, Renu and Nikki.

Our family extends heartfelt thanks to the staff at M Health Fairview University of Minnesota Medical Center and Tufts Medical Center, and especially to Dr. David Benditt and Dr. Kenneth Warner for giving Paul the last 21 bonus years of life.

Football: Mustangs win big, lose big to start season

The Mounds View Mustangs have been on both ends of lopsided outcomes in the first two games of the football season, downing Totino-Grace 31-10 there Friday, Sept. 3, then falling to Osseo 41-0 at home last Friday. The Mustangs will play at White Bear Lake (1-1) on Friday.

Mustangs 31, Totino-Grace 10 A furious pass rush and big plays by receivers were two of the elements that gave the Mustangs an opening win.

“Really proud of the boys and the level in which they competed for 48 minutes,” coach Aaron Moberg said. “We knew it was going to be a physical football game and the boys answered the bell.”

The Mustangs sacked the quarterback six times.

Mitch Thompson had two sacks and Andrew Molenaar, Wes Berlien, John Rasmussen and Ryan Edelman one each. Five came in the first half, and Rasmussen’s caused a fumble that he recovered, setting up Ben Samuel’s 27-yard field goal that tied the score 3-3.

Dylan Wheeler, a basketball standout, made his debut as a football player catching six passes from Owen Wark for 133 yards, two for over 40 yards.

The senior wideout’s last catch was an eight-yard touchdown.

Ty Nystrom, a sophomore receiver, caught a 10yard touchdown pass from Wark — and threw a touchdown pass himself, on a trick play early in the second half, hitting a wide-open Hunter Rask from 49 yards out.

Antoine Voz had the other touchdown on a 17-yard run, and Samuel kicked four extra points.

Defensively, Andrew Molenaar was a disrupter in the middle, making 12 tackles and an interception.

Linemen Mitch Thompson, Wes Berlien, and John Rasmussen played both ways. Thompson, a returning starter on the defensive line, kept busting into the Eagle backfield and made 4 1/2 tackles for loss.

Osseo 41, Mustangs 0 The Orioles rushed for 304 yards and five touchdowns while intercepting three passes and returning one for a touchdown.

“We got punched in the mouth and did not respond,” Moberg said. “Against an offense like Osseo, it is critical that you have 11 guys sold out to doing their job. I am confident our group will grow from this and take a big step as we head into White Bear week.”

Work completed six of 25 passes for 91 yards. The Mustangs had 48 yards rushing with Volz gaining 24 in six carries.

Mounds View has a 2-2 mark after pummeling White Bear Lake 6-0 there Friday evening with goals by Bryce Dullum, Sam Hoyt, Henry Elias, Simon Greer, Sam Saybe and Foster Conlin. The shutout was goalie Aidan Petrich’s second of the season. The Mustangs’ other win 1-0 over Cloquet-EskoCarlton in Cloquet on Aug. 30 with Hoyt scoring, assisted by Swallen. The Mustangs have lost to Duluth East 2-1 and Minneapolis Washburn 3-2.

The Mounds View girls won their first three matches by shutout, then got blanked twice themselves. The Mustangs beat St. Paul Central 1-0, Apple Valley 3-0, and Simley 3-0, with returning all-conference goalie Lauren McAlpine in the nets, before falling to White Bear Lake 2-0 and Champlin Park 1-0.

Shrinking rosters of refs are a growing prep sports problem

They show up in small groups for every sporting event, nattily uniformed, toting whistles, well-versed in the rules, ready to make every call, settle every dispute, shrug off every taunt (up to a point), and generally keep order on the field while the kids battle it out until the outcome is decided.

The men and women generically known as officials (or referees, umpires, linesmen, judges) are absolutely essential to sports.

And they’ve always been taken pretty much for granted. There’ll always be umps and refs, right?

Well, not so much any more. Officials are increasingly in short supply, and it’s a headache for the schools who need them and the organizations who assign them. A graying workforce, the pandemic, and reluctance of young people to enter the profession are the main reasons.

“MSHSL has been trying for years to recruit new and younger officials,” said Jim Galvin, Mounds View activities director. “We all knew this problem was coming. Now it is here.”

Games are being shuffled to non-traditional days of the week, officials are working more evenings, lower-level teams are playing shorter seasons.

“There was already a shortage, especially for lower levels of these sports,” Galvin said. “The pandemic made it worse. Some officials were not comfortable because of their age; it

was not safe.”

Every Suburban East Conference soccer team had to move two games to a non-traditional night, Galvin reported. All Class 6A football teams had to move one or two games and All SEC schools had to move four basketball games off traditional nights.

“Schools have always had trouble finding officials for lower level games in lacrosse and soccer. In other sports this was never a problem until this past year,” Galvin said, “We have not cancelled games, but we do play some lower level games that the coaches have to referee because there were no officials available.”

Abusive fan behavior dampens the experience for both officials and student athletes, many believe, and is a factor in officials quitting, especially younger ones.

“Fan abuse is significant.,” Galvin confi rmed. “Normal people do not want to be screamed at for making a bad call. They are providing a service and we should be grateful to them.”

Dan Pelletier, assignor for St. Paul Cap City Football, reports there’s been “a steady decline in the roster of officials, I would say for about 10 or 15 years.” The pandemic, he said, was a big jolt, resulting in 15 to 20 percent of his group’s officials dropping out last year, although a few returned this fall. Cap City has approximately 100 officials at this time, he said, and “I would love for that number to be in the 125 to 150 range.” Football officials definitely prefer Friday night games, he said, but most are willing to work

two a week when necessary.

The graying of officials is a major concern. Pelletier said the average age is mid-50’s, with more of them over 60 than under 30, according to statistics he’s seen. Abusive fan behavior is “a major factor” as well, he said, in making it difficult to recruit and retain new officials, many of whom “have the perception that being an official means getting yelled at by everyone involved.”

Nevertheless, Pelletier sells officiating as a rewarding experience.

“There are a great many positives about being an official which definitely outweigh the perceived negatives,” he said. “It is incumbent on everyone involved to do everything possible to make it appealing, and to ensure an enjoyable experience for new officials.”

Tyler Livingston, a Cap City ref who’s been doing prep football for eight years and basketball for 20, said he and his cohorts are handling the increased workload OK at this time but are “more worried about the trend if this keeps up — what about five years, ten years down the road?” With the shortage of refs, he and many others have some two-game weeks, along with one or two lower-level games. He is starting college games this year, too, which is one benefit of all the Covid retirements, he said.

Livingston serves as a mentor to young refs in the association and tries to help them weather the occasional storms of fan abuse. “You hear it less as you get better (at officiating),” he

said. “The newer refs might feel a little awkward and look less confident, and fans see that. But you get better, and develop a thicker skin, too.”

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Offi ce reported the following selected incidents in Shoreview:

The license plate number has been entered into the National Crime Information Center (NCIC) database.

• A Shoreview woman, 26, was arrested for DUI at 1:47 a.m. Aug. 22 on Hodgson Road and Highway 96. She has been charged in Ramsey County Court.

• An Eden Prairie resident reported an unsuccessful attempt to steal the catalytic converter from his Toyota RAV4 as it was parked in a lot in the 4100 block of Lexington Avenue N. overnight Aug. 25-26.

• A Shoreview man, 27, was arrested Aug. 22 in the 1700 block of Terrace Drive, in response to a Keep Our Kops Safe (KOPS) alert from the Alexandria Police Department.

• A business in the 1000 block of Gramsie Road reported a possible burglary at the store overnight Aug. 30-31 after a video surveillance camera showed a suspicious person near the unlocked door, but not entering the business.

• A Shoreview woman, 64, was arrested for DWI late Aug. 26 on Tanglewood Drive and Kent Drive and charged in Ramsey County District Court.

• A Casselberry, Fla. man was banned Aug. 22 from an address in the 3800 block of Lexington Avenue N. for drunk and disorderly conduct.

He was transported to the Ramsey County Detoxification Center.

• A Shoreview man, 23, faces charges for violating a Domestic Abuse No Contact Order (DANCO), after being reported Aug. 27 in the 500 block of Harriet Avenue for the offense.

• A Minneapolis man, 55, was cited Aug. 22 in the 4700 block of Victoria Street N. for violating an Order For Protection (OFP).

• A Shoreview woman, 25, faces charges for assault, following a domestic family relationship incident at 11:15 p.m. Aug. 22 in the 3100 block of Rice Street. The disputing parties agreed to separate for the night, and a report was sent to the city attorney for consideration of charges.

• A front license plate was reported stolen Aug. 27 from an automobile parked on the street in the area of Hamline Avenue N. and Lexington Avenue N. • An Oakdale woman reported her purse stolen Aug. 28 from the hood of her car after she left it in a parking lot in the 200 block of North Owasso Blvd. to enter an office building.

• A resident in the 700 block of Heather Drive at 11:24 p.m. Aug. 22 reported a bank card used by a family member without authorization. The case is under investigation.

• A resident in the 600 block of Lake Pine Drive on Aug. 23 reported being conned out of $50,000, following a June phone scam, in which the scammer claimed she was involved in an international crime and faced imprisonment in a foreign country. The transaction used bitcoin for payment.

• Dual exhaust catalytic converters were reported stolen overnight Aug. 24-25 from a Toyota Sequoia parked in a driveway in the 1100 block of Bucher Avenue.

• A St. Paul man was warned about driving after revocation at 3:18 a.m. Aug. 30 on Hodgson Road and Highway 96. Ramsey County Sheriff's Office deputies made the driver legally park the vehicle and fi nd other transportation.

• A Shoreview woman reported a bag stolen from her vehicle Aug. 30 while it was parked at the Rice Creek Dog Park in the 5900 block of Lexington Avenue. Thieves broke in to gain access.

• A Shoreview man, 36, was arrested for assault Aug. 30 in the 500 block of Arner Avenue. He has been charged in Ramsey County District Court.

• A North Oaks man reported his 2018 Honda Odyssey stolen overnight Aug. 30-31 from a driveway in the 1000 block of Lawnview Avenue after he left a spare key in the vehicle.

• An Audi Q5 with the keys left inside was reported stolen Aug. 31 from a driveway in the 5900 block of Keithson Drive while its owner was mowing the lawn. The vehicle has been entered into the NCIC. • A Shoreview woman in the 1411 block of Paul Kirkwold Drive reported harassment Sept.

2. Deputies advised her to fi le a harassment restraining order (HRO).

• A Shoreview woman reported her vehicle broken into Sept. 2 while it was parked at the Rice Creek Dog Park. An unknown person smashed the passenger window to gain access and steal the victim's purse from the front seat of the car.

The thief then used the victim's debit card to make more than $600 in purchases before the card was canceled.

• A Chippewa Falls, Wisconsin, woman was reported for violating an HRO Sept. 3 in the 700 block of Gramsie Road.

• A Shoreview woman, 34, was arrested at around midnight Sept. 4 in the 500 block of County Road J for disorderly conduct and obstructing the legal process after she was reported for attempting to remove property involved in disputed ownership from that address. She also refused offers to leave and come back at another time under supervision.

RAMSEY COUNTY SHERIFF BRIEFS Trouble getting out of parking lot results in DWI A Shoreview woman, 64, faces up to one year in prison and/or a maximum fine of $3,000 for second degree DWI. Her sentence could be doubled if she is convicted of a second count of third degree operating a motor vehicle under the influence of alcohol.

At 8:55 p.m. Aug. 26 Ramsey County Sheriff's Office deputies were dispatched out to the area of Tanglewood and Kent Drives on a vehicle driving recklessly in circles around a parking lot and almost hitting the medians. When deputies arrived on scene, they observed the vehicle driving with the left turn signal on for several blocks without turning, crossing over the yellow line and stopping in the middle of the intersection of Hodgson Road and Hodgson Connection.

The motorist drove on for seven blocks after deputies tried to initiate the traffic stop.

After deputies noticed all the classic signs of intoxication, they administered several field sobriety tests, on which the subject performed

poorly. A portable breath test resulted in a blood alcohol content of .19.

The suspect has a prior DWI conviction from 2013.

Sober cab driver arrested for DWI Her duties as a sober cab driver didn't go as well as planned for a Shoreview woman, 26, after she couldn't maintain her lane and was arrested for DWI. At 1:47 a.m. Aug. 22, Ramsey County Sheriff's Office deputies on routine patrol on Hodgson Road observed a vehicle crossing the center line several times and nearly striking oncoming traffic. When he pulled the vehicle over, it struck the curb before coming to a stop.

As the motorist was telling deputies she was the sober cab driver for a friend, they smelled the odor of an alcoholic beverage coming from the vehicle.

The driver then admitted to drinking earlier in the night. After she performed poorly on the horizontal gaze nystagmus, the driver registered a blood alcohol content of .142 on the portable breath test.

The subject faces up to one year imprisonment and/or a maximum fine of $3,000 for third degree DWI. Her sentence could be doubled if she is convicted of a second count of third degree operating a motor vehicle under the influence of alcohol. She has a prior DWI conviction from 2015.

Group home resident faces assault charges A Shoreview man, 36, faces up to five years in prison and/or a maximum $10,000 fi ne for thirddegree assault with substantial bodily harm following an Aug. 30 incident at a group home in the 500 block of Arner Avenue.

On arrival at the scene, Ramsey County Sheriff's Office deputies found a male resident unconscious and down on the floor, bleeding from his face with swelling on the left side of his face.

Witnesses reported that they had just finished eating when the defendant took his dishes to the sink, then returned to the table and attacked the victim for no apparent reason. He hit the victim repeatedly in the face and knocked him to the floor, where he continued to punch him. Staff and other residents could not stop the assailant because he was too strong. One resident said it appeared that the defendant was hitting the victim as hard as he could and that he was trying to kill the victim.

Deputies located the suspect smoking a cigarette by the garage. The suspect admitted to beating up the victim because he was making a copy of the suspect's body and sexually assaulting that copy.

The defendant has a history of mental disorders with drug dependency, along with convictions for dangerous weapons, DWI and misdemeanor assaults.

Shoreview City Council approves preliminary tax levy

Finance Director Fred Espe recommended that the Shoreview City Council establish a preliminary city tax levy of approximately $14.1 million and a preliminary Housing and Redevelopment Authority (HRA) tax levy of $280,000. The public hearing date on the budget will be held at 7 p.m. Monday, Dec. 6, 2021.

“The county has indicated that the median home value in Shoreview for 2022 is $341,800 and that is an 1.6% increase from 2021,” Espe told the council. This represents an increase in the city’s portion of property taxes on the median value home of $40.31.

The city of Shoreview is required to certify a preliminary tax levy and public hearing date for the city and HRA to the county auditor by Sept.

30, announce the date and time for the budget hearing during the council meeting when the preliminary levy is adopted, hold a public budget hearing at a regularly scheduled council meeting between Nov. 25 and Dec. 28, and certify a final tax levy to the county

According to Espe, the increase in the general fund share of the levy is due primarily to increases in the police and fi re contracts, about $348,000.

The police contract is increasing by 9.6% and the fi re contract is increasing by 5.2%. General fund wage and benefit adjustments for city employees make up $201,000 of the proposed tax levy increase.

“By contracting out to the Lake Johanna Fire Department and the Ramsey County Sheriff's Department, we still are saving money,” Council Member Sue Denkinger said during the Sept. 7 council meeting. “It would be more expensive as a city if we had our own fi re and police departments.”

Mayor Sandy Martin noted that the contract increases for the fi re department and sheriff's office account for more than half of the levy increase.

“I just want to remind the public that this is a not-to-exceed levy amount, and that there is still an opportunity for reductions based on additional information that we may

get between now and Dec. 6, but we are required to establish this maximum levy,” Martin said. “We have all as a council looked at this and looked at all the reasons for the increase and we will do so with much more clarity and detail Dec. 6.

So, tonight we are just being asked to establish this maximum levy and establish a date.”

Other council actions • A public hearing was held at the council meeting for an application for an intoxicating liquor on-sale license and an intoxicating liquor Sunday sale license for Churchill Street restaurant. No one from the public spoke at the hearing.

Council Member Terry Quigley asked when the restaurant is planning on opening. Churchill Street owner Carly Gatzlaff approached the council and said they are planning on opening late October due to construction issues. “We just can’t wait. We’ve been busting at the seams for a long time and feel like the city is, too,” Gatzlaff said.

The council unanimously approved the liquor license.

• A public hearing was held on the resolution ordering the improvements for the Lexington Avenue reconstruction. According to City Engineer Tom Wesolowski, the proposed improvements include: • Reconstruction of the pavement and curb and gutter with four through lanes, continuous median, and dedicated turn lanes and improved geometrics at all signalized intersections.

• Upgrade signal systems at Red Fox Road and Grey Fox Road and install a new signal at the south Target Road ingress/egress.

• Widening of trail on east side and installation of sidewalk on the west side.

• Replacement of cast iron water main and VCP sanitary sewer system.

• Stormwater collection and treatment improvements.

provide a cost share for improvements related to traffic signal work, replacement of the water and sanitary sewer infrastructure, and stormwater improvements in accordance with Ramsey County's cost-share policy.

Shoreview's estimated total cost share for the upgrades to the existing traffic signals and installation of the new signal totals $340,000, and the estimated cost for the replacement of the water and sewer is $686,000, for a total cost of $1,026,000. The council unanimously approved the resolution. Martin said, “We look forward to the improvements, but not the construction.”

• Council Member Sue Denkinger commented on the progress of the destination playground construction at Shoreview Commons. “It’s so fun

to watch that. The difference between last week and this week is amazing.

I’m so excited, and I’m sure the kids and the community are as well,” she said. She also announced that the Friendship Garden sculpture is due to be delivered; an event is planned at 7 p.m. Sept. 22 to commemorate the garden.

The next Shoreview City Council meeting is at 7 p.m. Monday, Sept. 20, in the council chambers at City Hall, 4600 Victoria Street North in Shoreview.

Proposed budget submitted to county board

Ramsey County Manager Ryan O’Connor proposed to the Ramsey County Board of Commissioners a biennial budget of $772.8 million for 2022 and $781.9 million for 2023. This represents a 3.2% increase of $24 million in 2022 and a 1.2% increase of $9 million in 2023.

“This proposed budget sustains and scales the transformative change initiatives launched in 20202021 to drive Ramsey County ahead as a people-centered organization that is equipped for continual adaptation and excellence in service of our community,” O’Connor said. “As we continue to fight through and recover from the COVID-19 pandemic, this budget provides support for our residents, businesses and other stakeholders – with a focus on those who are the most vulnerable – while incorporating the lessons and improvements from this past year-and-a-half to our service delivery, community engagement and racial equity.”

Revenues About 43% of the proposed 2022 budget is funded through property taxes. The 2022-2023 budget calls for an increase in Ramsey County’s property tax levy of 1.55% ($5.1 million) in 2022 and 4.54% ($15.1 million) in 2023.

During last year’s 2021 supplemental budget process, commissioners voted to reduce a proposed property tax increase of 4.5% for 2021 to 0% as an adjustment to community impacts following the COVID-19 pandemic.

Property taxes are calculated and levied based on properties’ market values. In the proposed 2022

budget, the owner of a median-valued single-family home in Saint Paul ($228,700) would pay an additional $112 per year in county taxes on a projected property value increase of $12,900. Roseville median-valued single-family home values ($296,500) are close to the average of median-valued single-family homes in Ramsey County’s suburbs; Roseville owners would pay an additional $153 per year in county tax on an estimated property value increase of $15,900.

The other primary revenue sources in 2022 are intergovernmental revenue at $225.2 million (29% of total revenue) and charges for services at $153.8 million (20% of total revenue). The proposed budget also includes $20.15 million in federal (intergovernmental) American Rescue Plan Act funding. The 20222023 budget is the first to utilize the levy authority of the county’s Housing and Redevelopment Authority (HRA) – approximately $11.1 million will be raised in each year to support affordable housing and other initiatives outlined in Ramsey County’s Economic Competitiveness and Inclusion Plan (ramseycounty. us/EconomicInclusion).

“The board looks forward to reviewing this proposed budget in detail in the weeks and months ahead,” Budget Chair Victoria Reinhardt said. “In each budget, we strive to balance needed services with our community’s ability to pay for them. We encourage every resident, business and community stakeholder to provide their feedback throughout this 2022-2023 budget process - we value and rely on your input.”

Expenditure

The 2022-2023 budget includes sustained funding for transformative change initiatives introduced in the 2020-2021 budget, as well as new funding for “Foundational Excellence”, a related initiative that dedicates resources to meet community expectations through operational supports.

In addition to O’Connor’s presentation, Ramsey County Assessor Luis Rosario presented a mid-year update on property values, Ramsey County Auditor/Treasurer Heather Bestler discussed property tax trends, Policy & Planning Director Elizabeth Tolzmann provided an update on community indicators, and CFO Alex Kotze presented a 2021 financial overview and fund balance report.

Next steps The Ramsey County Board of Commissioners will adopt a maximum tax levy on Sept. 21 and is scheduled to vote on a final budget Dec. 14, 2021.

Throughout the budget process, residents, businesses and other stakeholders are encouraged to provide feedback via the Chief Clerk’s Office or at two public hearings: • Sept. 14 at 4:30 p.m. at Saint Paul City Hall – Ramsey County Courthouse.

German exchange student visits Shoreview

This summer, the Brownlee family of North Oaks welcomed 17-year-old German student Julian Glaser to Shoreview. Glaser decided to spend his summer vacation here in Minnesota, his first visit to the U.S. Julian resides in Lorsch, the neighboring town to Shoreview’s sister city, Einhausen, which lies in the German state of Hessen approximately 62 miles northeast of Frankfurt.

The teen enjoyed everyday life in the area and was also able to participate in several adventures during his stay. His host siblings, Jett and Zoe Brownlee, introduced him to American life as a teenager. Julian even traveled with the Brownlee family through Chicago to bring their son, Jett, to college for the first time. “He’s a great kid,” host parent Heidi Brownlee said.

“He's very easygoing and polite, and he fit right in with our family.”

This trip was possible because of the friendship between the Brownlee family and Aurin family in Einhausen. Julian’s stepsister, Dani, visited the same family in July.

Members of the Shoreview-Einhausen Sister City Association (SESCA) also organized enjoyable outings with Julian: a tour of Allianz Field stadium, going to the movie theater, Minnesota Capitol and grounds sightseeing, the Minneapolis Sculpture Garden and various food excursions (the teen discovered that American cheeseburgers were his favorite). Mounds View and Irondale German teacher Jill Hallenberger organized a food packing session at Feed My Starving Children where the group of five, along with other volunteers, packed more than 18,000 meals for children in Haiti.

Shoreview resident Jen Leach introduced Julian to her son, Jack,

age 15, and the two hit it off immediately. “Julian and Jack share a love for the same style of music, so it was fun to let them turn up the volume and enjoy songs in both English and German.”

This year marks 20 years of SESCA, and fostering exchanges is a top priority for the partnership.

The first exchanges occurred 34 years ago (in 1987) with Mounds View and Irondale High School students. The fostering of exchanges and subsequent long-lasting friendships began with former Mounds View German teacher Cheryl Wason, who continues to travel to Einhausen regularly. SESCA officially became a nonprofit organization in 2001.

Debbie D.W. Smith, retired from 35 years of volleyball officiating, is an assignor for Metro Volleyball.

“We have 120 officials now, but need more,” Smith said. “We need 100 available every Tuesday and Thursday night. We cut it off at (officiating) 40 matches. This year we are requiring conferences to move matches to different nights some weeks. Every sport is doing that. Schools have been very understanding.”

Smith said the roster of volleyball officials is in a little better shape than other sports.

“They’ve been signing up some parents who watched their kids play for years and they miss it, so they came over to what we call 'the dark side officiating' along with college women who played prep volleyball,” Smith said. “Where else can a college kid make 30 bucks an hour and do her own scheduling? And an infusion of some older guys who can’t do all the running for football and basketball any more.”

Chatting with a veteran soccer official at a season opener last week, we were told: “It’s no different with us. Our younger officials are not staying long, and the older guys are quitting at a significant rate. I heard that we had 4,500 nationally registered officials in the state a few years ago, and it’s down to 3,200 now. And there’s just as many games as there’s always been. You’ll be seeing some games with just two officials (rather than three) and some games will have to be canceled. It’s the same all over. I did a tournament in Las Vegas and it was the same situation there.”

job she had during high school in an office at the State Capitol. “I remember telling my mom, ‘I’m never working in an office ever again; it’s so boring,’” Jacci laughed.

For 15 years Jacci hosted a cable show called the “Tale of Ten Cities,” which featured the cities of Shoreview, North Oaks, Mounds View, Lauderdale, Roseville, New Brighton, Arden Hills, Falcon Heights, Little Canada and St. Anthony.

She was interviewed on one of their fi rst shows and was later asked by the producer if she could fi ll in as a co-host for someone who was going on vacation. After that, she was asked to host the show permanently.

“It was a half-an-hour show, and we featured people, places and events from the 10 cities,” she said. “I just liked meeting all the people, and it really was a lot of fun.”

Jacci is now nearly 75 years old and wears many hats. She is the board chair of the Slice of Shoreview com-

will be back this winter on Feb. 17 at the Shoreview Community Center.

She said she came up with the idea because she was looking for a winter fundraiser for the Slice of Shoreview fi reworks.

“It’s called the Taste of Shoreview because a lot of the Shoreview restaurants can’t do the Slice in tents. They can’t be showcased, and they can be recognized at the taste,” Jacci said.

Jacci dabbles in writing and was the sports editor for the Mounds View High School newspaper “The Viewer.”

She writes the newsletter “Historical ShoreVIEWS” for the Shoreview Historical Society.

When she’s not organizing an event, working at the Historical Society or running the Chickadee Boutique, Jacci is in a book club and a neighborhood Bunco group. “People in this neighborhood (known as the Rustic Place neighborhood) are close, and work as a unit.”

Every year in her neighborhood, Jacci and Mike host a Fourth of July picnic at their home.

“I invite everyone in the neighborhood and 85 to 100 people come here.

We do a parade and the kids decorate their bikes and throw candy,” she said. “Generally, it’s been in our backyard, and we've been doing that for 41 years since 1980. It’s a great tradition.”

Mike and Jacci have three grandchildren and have always loved sports. “We had North Star season tickets for at least five years and are really big hockey fans,” she said. “We also love to go on drives to Duluth or wherever the road takes us.”

After 28 years as city manager, Terry Schwerm will retire later this year. Schwerm has been instrumental in developing Shoreview into an outstanding and vibrant community.

Some key accomplishments from his career in Shoreview include: • Maintaining a AAA bond rating.

• Maintaining the city’s high quality of life.

• Expanding the community center twice.

• Creating a destination playground at Shoreview Commons.

• Renovating the maintenance center and building a water treatment plant.

• Continuing development of a comprehensive trail system.

In 2016, Schwerm was recognized for his leadership and dedication with the James F. Miller Leadership Award. This is the League of Minnesota Cities’ highest award for appointed officials.

Prior to Shoreview, Schwerm served as the assistant city manager for the city of Minnetonka and administrative assistant for the Village of Glencoe, Illinois, where he began his career in 1981.

Jacci said after all these years, she still gets excited every year for Taste of Shoreview, Slice of Shoreview and the Chickadee Boutique.

“All these different groups are so much fun to be with,” Jacci said. “My Slice committee is amazing, and my assistant at Chickadee, Lana Hendricks, has been with me for over 30 years, and she’s just amazing to work with.”

fi rst-born daughter, Amanda, was born, they built a home on the property in 1977 because “my daughter needed a bedroom,” Jacci said.

The cottage they lived in became the Chickadee Boutique.

“Basically, the story of how the Chickadee started is I had girlfriends that were all young moms, and they all crafted, and they wanted to get together once a month and make stuff. I can’t craft, I don’t craft, I hate to craft — I just got together to drink wine and visit,” she laughed. “But I love working retail, I love doing displays, and I like that part of it, and that’s how the Chickadee began.”

In addition to Amanda, Mike and Jacci have twin girls — Emily and Elizabeth.

“When the girls were born, I didn’t go back to work because I couldn’t afford day care ,and the girls were preemies so I tried to make the Chickadee work so I could be here with them,” Jacci said.

When her twin daughters started school, Jacci decided to take a six-week career counseling class at Lakewood State Junior College (now Century College). At the end of the class, the professor went through career options best suited for her.

“I remember one was a florist and one was a politician … I laughed at that one,” Jacci said. “She (the professor) said, ‘What you need to do is own your own business in sales.’ I told her, ‘That’s what I’m doing,’ and she said, ‘You’re living your perfect life and you don’t even know it.’

“Then she came back and said, ‘Let me tell you why. You need a job with a beginning and an end like a teacher does. You could not work in a job that is year-round. You need to work with people, and you wouldn’t flourish in a job that was the same people every day.’”

Minnesota’s water creatures: What’s lurking beneath the waves?

When they wade in, most swimmers don’t give a thought to what is lurking just out of sight.

Some may fear getting bit by big fi sh or turtles, but such occurrences are rare. The truth is, most creatures that inspire fear or disgust are completely benign, and those that pose actual threats to life or safety are usually downright invisible.

One well-known nuisance is the group of parasites that cause swimmer’s itch. Their life cycles involve several stages of development, including a host such as ducks or geese, as well as a gastropod (snail) host. We humans are affected when the waterborne parasite leaves the snail and embeds itself in our skin, causing an itchy rash that can last for weeks. Lakes in our area with reported outbreaks of swimmer’s itch in 2021 have included Johanna and White Bear.

When it comes to actual “biting,” the giant water bug, a.k.a. “toe biter,” is known for inflicting a painful sting. Regarded as efficient and voracious predators, giant water bugs prey on invertebrates in shallow water. They catch and hold their prey with their front legs—which resemble pincers but are not—then inject a toxin to kill. They grow to 2 or more inches in length and are fast swimmers. They are also known to leave lakes and fly toward artificial lights. Anyone of a mind to handle these bugs is advised to exercise extreme caution.

At just one cell, the brain-eating amoeba Naegleria fowleri is the smallest but deadliest on this list. It lives in freshwater lakes—especially warm ones. It is introduced into the body when infected water enters through the nose, and is fatal in an overwhelming majority of cases. Fortunately, the overall number of infections is low: 34 cases in the U.S. between 2010 and 2019.

Long thought of as a problem of the southern U.S., N. fowleri has claimed victims in Minnesota in recent years. In fact, two children died after contracting the amoeba from the same lake— Lily Lake in Stillwater—in 2010 and 2012.

Another creature that may be encountered in our lakes is one of many kinds of horsehair worms. They live in freshwater environments and grow to over a foot in length. Worms begin life very small and wait to be ingested by an invertebrate host. Inside that host (upon which they feed), they develop until they reach adult

status. They then exit the host, killing it, and reenter the water.

Horsehair worms may be observed in knotlike balls, which inspires their nickname, “Gordian

worm,” after the mythical Gordian knot. Though they may be mistaken for intestinal worms, they cannot infect humans, pets or livestock.

No doubt many have been traumatized by photos of sea lampreys, which have horrific-looking mouthparts and occasionally latch onto humans.

The good news is that they aren’t native to Minnesota and are confi ned to Lake Superior and its tributaries. You may, however, eventually come face to face with one of Minnesota’s five lampreys, which are, in fact, native.

Our native lampreys live in rivers, streams and their connected lakes. The St. Croix River is home to four of the five. Unlike sea lampreys, only two of the five species are parasitic, and don’t have much impact on fi sh populations.

The mudpuppy, resembling something coughed up by the netherworld, is found in rivers and lakes of Minnesota but is seldom seen. They typically sport a dark skin with darker spots, red external gills, a paddle-like tail, and can grow to over a foot in length. Those who handle them will fi nd them covered in an abundance of slime.

Some believe mudpuppies to be poisonous or venomous, though they are not.

The mudpuppy (Necturus maculosus) is a species of special concern in Minnesota. It is the only known larval host for the state-endangered salamander mussel, and therefore a critical link in its survival. DNR Nongame Research Biologist Krista Larson, who has been involved in studying Minnesota’s population, describes mudpuppies as “sensitive to changes in water quality.”

Relatively little has been known about this typically nocturnal member of the salamander family, so a statewide survey began in 2010 to determine their status. Larson says that in general they are “difficult to fi nd” due to their habits, but the study helped establish a known baseline for the overall health of the population. She reports that locally, mudpuppies are doing “really well in the St. Croix watershed,” as well as in the Minnesota River.

Though the study concluded, the Minnesota Biological Survey is interested in reports of mudpuppy sightings—especially from places other than the St. Croix. Encounters may be reported via email to mcbs.e-report@state.mn.us.

DNR invites comment on proposed sunfish regulations ber of lakes with reduced bag limits to approximately 210 by 2023, up from 60 before the initiative began.

Although anglers have told the DNR they are satisfied with sunfi sh numbers, they have voiced increasing concerns about sunfi sh size quality.

They also have voiced concern about the added pressure on fi sheries as a result of electronic fish fi nders and other technological advancements, including rapid social media communication between anglers when fish are biting.

“Sunfi sh grow only about an inch per year, so a large sunfi sh can be more than a decade old. It’s critical to protect these large fi sh from excessive harvest because they aren’t easily replaced,” Weitzel said.

In addition to the 50 lakes where the DNR is proposing new special sunfi sh and crappie regulations, the DNR also is proposing minor changes to 63 lakes that already have special reduced possession limits. Under these changes, the reduced possession limit will change to a reduced daily limit, which will allow an angler to take a daily limit from a lake multiple days in a row until reaching their statewide possession limit (20 sunfi sh, 10 crappie). The change will create consistency with the newly implemented Quality Sunfi sh Initiative regulations and is not projected to have additional biological impacts.

Minnesota fi shing regulations use sunfi sh as the generic name for bluegill, pumpkinseed, green sunfi sh, orange-spotted sunfi sh, longear,

The Minnesota Department of Natural Resources (DNR) encourages to the public to weigh in on proposed special fi shing regulations that would allow anglers to keep fewer sunfi sh from 50 lakes.

The proposed regulations are part of the ongoing Quality Sunfi sh Initiative.

“These new regulations would continue our response to angler concerns about the declining sizes of some of our state’s most prized and frequently caught fi sh,” said Dave Weitzel, DNR fi sheries supervisor. “We’re aiming to protect and improve sunfi sh sizes on select lakes with the biological potential to produce large sunfi sh.”

The proposed lower bag limits on 50 lakes would go into effect in March 2022. Under the proposal, sunfi sh daily bag limits would be reduced from the statewide limit of 20 sunfi sh to five sunfi sh on some lakes and 10 sunfi sh on others. Some lakes also have similar proposals for lower crappie daily bag limits.

Comments on the proposed regulation changes may be submitted in multiple ways, including through an online survey that is open through Sunday, Oct. 31; by contacting an area fi sheries office; or by attending an in-person meeting this fall. Details about the meetings will be posted and publicized later this summer. More information about comment options, including a link to the survey, is available on the DNR website.
