Winkin’ Rooster voted best restaurant in Shoreview

The votes are in for the 2021 Reader’s Choice Best of the Press and readers have voted the Winkin’ Rooster the best restaurant in Shoreview for the second year in a row.

“I’m grateful for everyone who voted for us,” owner Doug McCulloch said.

“It’s really humbling, but at the same time validating. It’s proof that the hard work is paying off.”

Doug said he always dreamed of owning his own restaurant serving home-

“I didn’t really want a sandwich shop.

But after having ongoing conversations with the previous owners, I said, ‘I’m totally buying a sandwich shop,’” he laughed.

After buying the sub shop in 2017, Doug changed the name to the Winkin’ Rooster. The story behind the name of the Winkin’ Rooster restaurant is inspired by his son Henry. Doug said when Henry was about 2 years old, he had a favorite musician but could not pronounce his name correctly. After a

cooked meals, and he had the whole menu planned out with the favorite foods he grew up with.

“When I was younger, I was deciding on whether to go to college or culinary school, and I chose college. There was always a piece of me that always regretted not going to culinary school,” he said.

“The company I was working for pushed me to the maximum limits, and one day I just quit my job and said, ‘What am I going to do now?’”

Doug decided to go into the restaurant business and began searching for the perfect location. Doug said he wasn’t really looking in Shoreview, but there was

After 15 years of working for Northeast Metro Intermediate School District 916, Dr. Val Rae Boe has was named the new superintendent in July of the district after former Superintendent Connie Hayes retired.

Boe started teaching special education in the district in 2006 and felt she was making a difference with her students in the classroom.

Through the years, she expanded into leadership roles, including working at the district office as the director of education.

“I came to 916 because I wanted to work with the students that we serve,” Boe said. “My desire as an educator is to provide individualized services to students that have significant impacts on their ability to access learning.”

Boe grew up in rural Minnesota on a farm nine miles west of Milan. Her graduat-

Dakota State University. Henry, now 14, is a freshman at Highland Park High School. Doug said they help out at the restaurant when they can.

The family loves going to baseball games — mainly the St. Paul Saints.

There’s even a collection of baseball memorabilia on the wall in the Winkin’ Rooster which came from Henry’s collection. “We also cater for the the press box at half of the Saints games during the season,” Doug said.

The Winkin’ Rooster is located at 3600 Lexington Ave. N., Suite 106 in Shoreview. Hours are 9 a.m. to 6 p.m. Monday – Friday. The restaurant offers catering and online ordering.

concert, the musician was walking by and with as much joy as a 2-year-old can possess, Henry called out, “Dad, it’s Winkin’ Rooster!” and the name of the restaurant was born.

Over time, the Winkin’ Rooster grew into what Doug wanted. He said last winter they replaced the old tile floor, gave the place a fresh coat of paint and put his own style into the restaurant.

Each week, the Winkin’ Rooster offers three different kinds of Doug’s homemade soups, but the sandwiches are the most popular food on the menu. Doug said the Cubana hot sandwich, the bacon club hot sandwich, the chicken bacon avocado wrap and the California cold sandwich are the top four sellers at the Winkin’ Rooster.

Last fall, things got pretty rough for Doug and his family. He got COVID-19 and was admitted to the hospital on Oct. 31. He spent six days there and was one step away from being admitted to the intensive care unit (ICU). “I was on forced oxygen with a pump and didn’t leave the bed for four days,” Doug said.

Members of the community, family and friends ran the restaurant while Doug was in the hospital and recovering from COVID-19. “I was so grateful. The people are great in Shoreview, and this is such a great community,” Doug said.

Doug’s right hand at the Winkin’ Rooster is Judy Marxhausen, and his mother-in-law, Gail Christ, has become a valuable crew member as well at the restaurant. “She (Christ) showed up one day to get some soup and she saw the dirty dishes piling up and just started working. And since then, unless she is on vacation, she’s here every day,” he said.

“We have a fun crew, and we enjoy our customers,” Doug said. “Also, there are so many great businesses in the area that are so fun to work with.”

Time for term limits

ORE AND MORE people are advocating term limits for those serving on Capitol Hill in Washington. Many people once they are elected focus on making financial benefits for themselves rather than what’s best for the American people.

We have term limits for the president and for many state legislators, governors and mayors.

Why not for the senators and representatives in Congress?

Surveys show a high percentage of Americans want the terms limited.

To be truly independent and stand for what you are elected on and serve the best interests of the American people becomes nearly impossible.

Politicians and their friends in lobbying organizations will have nothing to do with term limits.

In order to accomplish term limits, it may take a petition of the American people to bring this as an amendment to the Constitution.

It’s time to consider term limits to affect the positive future of America.

THE SEASONS ARE changing and people in Minnesota and Wisconsin look forward to it. Signs of fall are hunters and their dogs getting excited and harvesting is well underway. The summer heat and drought was hard on the yields of corn and beans and has affected popular hunting areas.

Docks and boats are being pulled which gives a firsthand look at the lower water levels.

Children are back in school, for the most part with masks, and the medical people are continuing to encourage vaccinations as well as flu shots. A third vaccination is also being encouraged.

MORE AND MORE people who have had vegetable gardens are doing canning. That also includes fruits they are harvesting and purchased. It all helps the budget as food prices inflate.

HIGH SCHOOL AND college football is underway. These are exciting events in our local communities.

It may take more than patience to get through this season.

IN MY LIFETIME I have never seen a time when our society was so divided and hostile to each other. There is a lot of anxiety going on with Covid and the Delta variant. We seem to continue to get conflicting reports from the Centers for Disease Control and our government.

Unemployment is high and so is the demand for employees.

Shortages of staff are showing up in restaurants, supermarkets and all types of offices and manufacturing facilities. The people shortage is causing long waits on phone lines. You need to plan to take a day off if you want to get an airline ticket or information by phone.

The bonus employment compensation is ending and some people will be prompted to return or find a job. The high cost of child care is making some families think twice on whether or not they should have two incomes.

Many employers are allowing their employees to continue working at home. Restaurants are losing business and cutting hours and days open. Many signs in restaurants remind customers they are short of staff and they need to be patient.

STATE, COUNTY AND local elections are coming up shortly.

This newspaper will provide information so you have a better idea of who you want to vote for.

Voting is important. Every vote counts so be informed.

from hobby status to a commercial venture. Don died 15 years ago, but Molly has kept the business running since. She says, “So far so good.

Have I made mistakes? Uh huh. But I haven’t totaled us out or anything!”

Of her husband, she says “He was a real man of the earth. Without him, you wouldn’t be seeing, you know, what you see here today.”

Molly recently celebrated her 91st birthday, and doesn’t seem to want to be anywhere else. She says, “This whole orchard has been just a great pleasure to me. I love this place. I’m such a lucky lady to be living on it. I’m 91 years old, and I am still doing this doggone orchard. Would you believe that?”

Some may not believe it. It could be because of an ill-informed post on the Nextdoor platform earlier this year, but there have apparently been rumors that the orchard is in trouble. Molly would like to make it clear that is not the case.

“Let me set the record straight: I am NOT going out of business. I still have a manager and five employees.” She asserts she will continue “as long as I have life and breath!”

She is committed to making it work, and seems to have the support of the neighborhood. In fact, some

of her neighbors are her employees. This is not lost on her. “I have the goodwill of all of my neighbors around here — that’s really nice to know.”

The wider community has also supported Victoria Valley, including the city of Shoreview itself.

Papenheim is quick to express her gratitude: “The city of Shoreview has been so good to me. I compliment them; they’re very good to me. And I know the mayor, Sandy Martin. She’s a great gal and an apple customer. I always like to see her come.”

Community support may be more important to the orchard this year, in that 2021 has been a tough year for the apple business. And that’s not just another byproduct of the drought.

“This year we don’t even have 40% of a crop, and that’s not only here,” Molly says, explaining that other apple growers have had similar hardships.

“We had something bad happen to us weatherwise.

I think it was bad temperatures in the spring. It’s been a rough year.”

Still, they’re making it work, and she says the man who thins the apples helped maximize this year’s yield. “This is not the greatest crop we’ve ever had. But what is nice is the guy who does my thinning did a very good job of it, and so the apples

are pretty sizable.”

Victoria Valley has 21 varieties of apples for baking, cooking or eating fresh. Which varities are best sellers? Papenheim says, “Haralson is just a huge seller. And Honeycrisp; if you haven’t got Honeycrisp, I guess you haven’t got anything. They all want Honeycrisp — and SweeTango.”

Those three varieties were in season this last week. And while Victoria Valley is not a pick-yourown operation, customers have the opportunity to choose which apples they like and bag them up themselves. Papenheim says that has been popular: “They package their own apples. You can bring your own container if you want to, and people love bagging their own apples.”

They also sell apple donuts, pies made by Emma Krumbees, and locally-produced honey.

The orchard began its season this year on Sept.

10. It is open Thursdays through Sundays, from 9 a.m. to 6 p.m.

Community rallies together to support veteran

A local veteran recently laced up his running shoes and completed the nearly impossible — all to spur conversations and raise awareness of veteran suicide.

Forest Lake native Caleb Wedger served in the Minnesota Air National Guard for nine years. In 2012, he was deployed for six months. He spent half of his time in Kuwait and the other half in Afghanistan. Two weeks before he left for basic training, his father took his own life.

About a year ago, Wedger stumbled across a video on YouTube of Gov. Walz giving a press conference about veteran suicide and the fact that on average, 100 veterans take their lives each year in Minnesota.

“For whatever reason, that really grabbed my heart,” Wedger explained.

At the same time, Wedger was reading a book

by David Goggins called “Can’t Hurt Me,” in which Goggins shares his life story and illuminates a path that anyone can take to push past the pain, demolish fear and reach their full potential.

Goggins, a veteran, runs ultramarathons for charitable causes.

“That’s where 100 is TOO MANY was born, and I’ve been able to gain support and traction through local communities to pull it off,” Wedger said.

The fi rst Saturday of October is recognized as Veterans Suicide Prevention & Awareness Day in Minnesota. After an opening ceremony at Lakeside Memorial Park in Forest Lake, Wedger began his run north along the trail on Highway 61 to North Branch and then turned around to head back toward Hugo.

It was all in an effort to not only start a conversation about veteran suicide and the importance of mental health, but to raise money for the Freedom Fishing Foundation, a nonprofit organization whose mission is to help military and veteran families live healthier and more fulfi lling lives. That happens through fi shing trips.

“The reason I chose them was because I truly believe that they, and organizations like them, are in my opinion doing the hard work of keeping people out of that downward spiral that leads to mental health issues, in a lot of ways (accomplishing that) through connectivity and community,” Wedger explained.

“Our fi shing trips connect vets with other vets and with nature. We believe it is important to encourage healthy activity and connection,” said Freedom Fishing Foundation President Ben Enfelt. “Caleb believes that true help for vets will come through building community, and that’s what we’re trying to do … Through putting this event together, we’ve seen so many people step up to make a difference. Raising awareness to veteran suicide was part of the goal for this event and that mission has already been accomplished.”

Wedger has been training since last October.

Fun fact — he absolutely loathes running. The longest Wedger has run to date is 18 miles. “This just gave me an excuse to do something crazy,” he said. “I had no idea if I could do it or not. Statistically, and if you talk to the pros, I couldn’t, but

this really is the ultimate ‘If you put your mind to it, you can do it.’”

Well, he did it. Wedger completed the 100 miles in 35 hours, 36 minutes and 44 seconds.

In addition to his partnership with the Freedom Fishing Foundation, other organizations rallied behind Wedger: Lino Lakes Beyond the Yellow Ribbon Network, Quad Area Chamber of Commerce, Forest Lake Chamber Area Chamber of Commerce, Hugo Business Association, Lakes Center for Youth & Families and the Forest Lake Legion.

Now, more than ever, Wedger feels this is a conversation that needs to be held. He believes we all have our own unique role to play.

“I’m so grateful for everyone that is helping you spread the word and the message. I think our current environment is exposing a weakness that we all ultimately play a role in fi xing. Especially as leaders, we can do way more than we maybe think we can,” he said. “COVID has exposed in a big way that we could all use more connectivity, that these devices that are claiming to bring us together in all of these ways are sending us on a speeding bullet in the opposite direction.”

Zebra mussels confirmed in Lake Owasso The Minnesota Department of Natural Resources (DNR) has confi rmed the presence of zebra mussels in Lake Owasso, in the communities of Roseville and Shoreview in Ramsey County.

County partners found 13 zebra mussel shell fragments during a SCUBA survey of the lake and DNR staff found a live adult zebra mussel during a subsequent dive search.

The initial SCUBA survey was in coordination with a Ramsey County early detection program that includes eDNA (environmental DNA) analysis and water sampling for zebra mussel larvae.

“Minnesota counties are invaluable partners in helping to prevent the spread of invasive species,” DNR Invasive Species Unit Supervisor Heidi

Wolf said. “Early detection programs like this one are important, because early detection can help prevent spread to other lakes.”

Whether or not a lake has any invasive species, Minnesota law requires boaters and anglers to: • Clean watercraft and trailers of aquatic plants and prohibited invasive species.

• Drain all water by removing drain plugs and keeping them out during transport.

• Dispose of unwanted bait in the trash.

Some invasive species are small and difficult to see at the access. To remove or kill them, take one or more of the following precautions before moving to another waterbody: • Spray with high-pressure water.

• Rinse with very hot water (120 degrees for at least two minutes or 140 degrees for at least 10 seconds).

• Dry for at least five days.

Zebra mussels can compete with native species for food and habitat, cut the feet of swimmers, reduce the performance of boat motors and cause expensive damage to water intake pipes.

Anyone who suspects a new infestation of an aquatic invasive plant or animal should note the exact location, take a photo or keep the specimen, and contact a Minnesota DNR aquatic invasive species specialist.

Minnesota families will have access to more heath plan choices in 2022 The Minnesota Department of Commerce and MNsure has released information on 2022 health plan rates and options in advance of the open enrollment period, which begins Nov. 1.

On average, Minnesota families will save $684 per year and will be able to access more health plan choices than previous years. More Minnesotans than ever before are eligible to receive tax credits to lower monthly premium costs through federal funding provided in the American Rescue Plan.

Individual and small group health plans will continue to offer choices for consumers. Every county in Minnesota will have at least two insurers offering individual market plans with the majority (all but seven counties) having three or more insurers. Additionally, every county will have at least 22 separate health insurance plan options available in the individual market.

The individual health plan market is for people who are not insured through employer-based coverage and are not eligible for Medicare or Medicaid. Currently, about 3% of Minnesotans (163,000 people) have individual health insurance plans, including 107,000 Minnesotans who are covered by health plans offered through MNsure. Income-eligible Minnesotans will be able to fi nd a plan only through MNsure with monthly premiums that cost no more than 8.5% of their household income. To give Minnesotans additional time to shop and compare

health plans, MNsure’s open enrollment will be extended three weeks, running from Nov. 1 to Jan. 15.

For small group health insurance plans, which serve employers with fewer than 50 full-time employees and cover about 4.1% of Minnesotans (235,000 people), the fi nal average rate changes for 2022 range from 0.6% to 6.8%. For the individual health insurance plans, the fi nal average rate changes for 2022 range from 4.3% to 11.3%.

The actual price a consumer will pay for health insurance can vary depending on factors such as where they live, what plan they choose and their age. When consumers purchase plans through MNsure, they may qualify for tax credits to help lower the cost of their insurance, with more Minnesotans qualifying than ever before.

The state does not regulate self-insured health plans, which cover almost 40% of the state’s population.

The largest percentage of Minnesotans get their coverage through their employers’ self-insured group coverage. Medicare covers almost 19% of Minnesotans and Medical Assistance also covers almost 19% of Minnesotans. About 4% of Minnesotans are uninsured.

Minnesota’s obesity rate rose slightly in 2020 Data recently released by the U.S. Centers for Disease Control and Prevention (CDC) shows Minnesota’s adult obesity rate in 2020 was 30.7%, up from 30.1% in 2019. While the increase of 0.6% is not considered significant, it highlights ongoing public health concerns about obesity rates on a state and national level.

Minnesotans who are obese are at increased risk for severe illness from COVID-19 and other serious health conditions, including heart disease, stroke, Type 2 diabetes and some cancers. Obesity is also associated with poor physical and mental well-being, making now an important time for Minnesotans to focus on their well-being, being active and eating healthy.

Minnesota Commissioner of Health Jan Malcolm noted that the COVID-19 pandemic has made it more challenging than ever for Minnesotans and for health professionals to address chronic health concerns such as obesity. For many people, the COVID-19 pandemic has created high levels of anxiety, stress and feelings of social isolation, all of which impact a person’s weight, mental well-being and physical health. The pandemic has also interfered with the ability of Minnesotans to connect with their health care providers to address other health issues.

“Obesity and other chronic health challenges have been a priority for many years, but the COVID-19 pandemic has made progress more difficult,” Malcolm said. “Even as we work hard to address the impacts of the pandemic, we can’t afford to lose sight of the fact that those other health issues have not gone away. We encourage Minnesotans to safely fi nd ways to work toward a healthy weight by being active, choosing healthy foods and connecting with friends, family and health care providers to come up with a plan to make progress toward greater well-being.”

Poor physical or mental health prevented 41.8% of Minnesotans who are obese from engaging in their usual activities, according to self-reports

and analysis of Minnesota’s 2020 data from the Behavioral Risk Factor Surveillance System (BRFSS). This means Minnesotans who say they are obese were 1.4 times as likely as other Minnesotans to report that poor physical or mental health prevented usual activities for 14 or more days in the past month, according to analysis and the BRFSS survey.

“Turning the tide on obesity will require addressing well-being in all sectors of our communities,” said Malcolm. “We also need to acknowledge the existing health disparities and health inequities and address the social determinants of health, such as poverty and lack of health care access, if we are to ensure everyone can be as healthy as possible.”

Minnesota’s efforts like the Statewide Health Improvement Initiative (SHIP), #StayConnectedMN, as well as MDH programs focused on mental well-being, resilience learning and suicide prevention are working to support positive well-being in school, workplace, faith communities, health care and community organizations to facilitate communication around mental well-being, strengthen coping skills and encourage reaching to those around us.

CDC released state- and territory-specific data on adult obesity prevalence based on responses from a telephone health survey through BRFSS. MDH uses this data to inform the public about obesity rates in the state, track changes over time and support planning of public health interventions to reduce obesity.

The national adult obesity rate rose to 31.9%, up from 31.4% in 2019. The number of states in which at least 35% of residents are obese has nearly doubled since 2018, and disparities persist, according to CDC. Minnesota is not included in this group of states, as its obesity prevalence is below 35%.

The mornings have a crispness in the air that signals the fall season is upon us. What better way to celebrate the new season than visiting some local apple orchards?

There are several in the area that offer different varieties of apples, produce and other goods, as well as entertainment.

Aamondt’s Apple Farm

Pine Tree Apple Orchard Pine Tree Apple Orchard is located near Pine Tree Lake in Dellwood. The fi rst apple trees were planted in 1904.

Art and Dickey Jacobson purchased the orchard in 1958. The orchard is located at 450 Apple Orchard Road.

The large orchard spans more than 300 acres. In 1963, the Jacobsons purchased an additional orchard in Preston. The orchard is currently growing 25 varieties of apples. A full list can be found on the website at pinetreeappleorchard.com.

Apple season, which starts in mid August, lasts all the way through March.

Starting in September, Pine Tree Apple Orchard offers a variety of entertainment, including pony rides, wagon rides, a corn maze and pickyour-own pumpkins. In addition to apples, there are bakery products, fresh cider, gifts and more on offer.

The salesroom building is open from 10 a.m. to 5 p.m. seven days a week.

Applecrest Orchards Applecrest Orchards is located at 7306 24th Ave. N. in Hugo, right on the border of Lino Lakes. It has been around since 1985 and had a few different owners. Current owners Chris and Shelli Ellis purchased the orchard in November 2019. The 10 1/2acre property boasts about 1,400 trees surrounding an 1884 farmhouse.

Starting in August, the orchard is open from 2-6 p.m. Wednesday through Friday and 10 a.m. to 6 p.m. on the weekends, or by appointment.

Aamodt’s Apple Farm is located at 6428 Manning Ave. N. in Stillwater.

Founded by Thor and Lucille Aamodt, it has been family owned since 1948. The orchard is open from 11 a.m. to 5:30 p.m. Monday through Thursday and 10:30 a.m. to 6 p.m.

Saturday and Sunday.

Aamodt’s does offer pick-your-own apples for in-season apples. They also have a large barn where visitors may purchase homemade goods as well as gifts.

Traditionally, Aamdot’s has offered a variety of fun outdoor family activities, but some activities may be on hold due to COVID-19.

Aamodt’s Apple Farm also offers its very own Thor’s Hard Cider, named after its founder. The alcoholic beverage is made from fresh-pressed, full-strength, locally grown apples with no preservatives. The whole process happens at the orchard and the apples are all grown, harvested, pressed and brewed at Aamodt’s Apple Farm.

The drink is available for purchase by the glass or bottle in several different varieties. It is also sold at The Velveteen, Cozzie’s Tavern and Grill, Mad Capper and Whitey’s Bar. Aamodt’s is located next to Saint Croix Vineyards, so orchard guests may also stroll through the vineyards and enjoy wine tasting.

CITY COUNCIL SNIPPETS • Roseville Area Schools Superintendent Dr. Jennifer Loek gave a presentation at a recent Shoreview City Council meeting on the operating levy that will be on the ballot Nov. 2. She said there will be two questions on the ballot. The first question requests a renewal of the existing operating levy with no tax increase, and the the second question requests an increase in the operating levy.

“Question 2 is contingent on question 1,” Loek said. If both are approved, funds would help lower class sizes, invest in student mental health, maintain academic programs and expand career pathways to prepare students for various career choices after graduation. If it doesn’t pass, there will be a reduction of programs such as electives, co-curriculars and transportation services. Also, there would be an increase in athletic and activity fees and staff cuts. Council Member Emy Johnson asked how many students from Shoreview attend Roseville schools. Loek said that approximately 20% of Roseville students are Shoreview residents.

• A public hearing was held on the assessment roll for the first phase of the Edgetown Acres reconstruction street project at the Oct. 4 City Council meeting. According to Public Works Director Mark Maloney, the project reconstructed Pinewood, Terrace and Oakwood drives between Fairview Avenue and Aldine Street and Fairview Avenue from County Road I to the cul-de-sac. The project included utility improvements, concrete curb and gutter, street pavement, storm sewer collection and treatment and LED street lights.

The affected properties assessments are to be spread over 10 years. The council voted unanimously to adopt the assessment roll for the first phase of the Edgetown Acres reconstruction street project and Malney said notices will be mailed to affected properties.

• Council Member Cory Springhorn noted that with school board elections this year, there will be a forum for the Mounds View School Board candidates from 7 p.m. to 8:30 p.m.

Monday, Oct. 18. People can watch online, and the forum will be broadcasted on NineNorth.

Rotary teams up with area theaters for fundraising event When the Rotary Club of Arden Hills & Shoreview was considering alternatives for fundraising events to support its local and international charitable projects, it occurred to members that one of the other great community assets in the area might be able to help. Rotarians thought that perhaps Lakeshore Players Theatre in White Bear Lake might be persuaded to lend their talents with which they have entertained audiences for the past 68 years.

The result was a joint venture that served the purposes of each group by helping Rotary raise funds while spreading awareness in the Shoreview/Arden Hills area of Lakeshore Players and its co-occupants of the Hanifl Performing Arts Center, Children’s Performing Arts, as options for available and high-quality weekend entertainment.

Dubbed “Shoreview LIVE,” the event took place at the Shoreview Community Center last month where Lakeshore Players brought several extraordinary singers with live accompaniment and sound system expertise, plus two short plays that were simultaneously hilarious and thought-provoking. Children’s Performing Arts provided numbers performed by three young cast members from the musical, “Fame.” Together, the two theater groups wowed the audience of more than 100.

• Mayor Sandy Martin gave an update on a proposal for the Union Gospel Mission property on Highway 96 across from the community center.

“Last week the Planning Commission (at their meeting Sept. 28) reviewed the concept plan, and there were no votes taken at this point. It was simply an opportunity to hear from the public about the proposal and what’s being considered,” she said. According to Martin, many people attended the Planning Commission meeting to discuss the proposal.

She said the concept level review by the commission will come to the city council at the Oct. 18 council meeting. “No votes will be taken at that time. It’s simply an opportunity for the developer to hear from the community about what there concerns are and then hopefully make some accommodations or changes to the plan based on what was heard at those meetings. There is plenty of opportunity for public input,” she said.

• The council unanimously approved a conditional use permit submitted by Lake Wabasso Court Association for the continued historical use of their

Lake Owasso property but without a mooring boat dock, and with the following eight conditions: • No storage of vehicles, trailers, watercraft, ice houses is permitted.

• No boat lifts or other equipment for docking of watercraft shall be allowed.

• Fencing of area shall be such that access is controlled.

• No trailered watercraft or motorized water craft shall be launched from the beach tract.

• The swimming/fishing dock may remain and can continue to be used consistent with the historical use of the dock. The city dock must remain as per the easement agreement.

• Provision for the association to contract for rubbish removal.

• No recreational motor vehicles shall be permitted.

Annual ‘Rock the School House’ event a success

In early September, the Mounds View Schools Education Foundation (MVSEF) hosted its flagship event, Rock the School House — a fundraiser supporting the students in the Mounds View School District. After a year of “going virtual” due to the pandemic, community members, parents and Mounds View District staff were eager to gather in person to support the foundation’s efforts.

It was a successful evening of fundraising; nearly $65,000 was committed to support a broad range of programs for students throughout the schools, including the Intentional Social Interaction events and the Music Instrument and Equity Promise Scholarship programs.

“We appreciate the extraordinary generosity of contributors to the silent and live auctions as well as fund-our-mission,” said Erik Rasmussen, president of the MVSEF board of trustees. “It was special to be back in person, and we are exceptionally grateful for the support received by those in attendance as

well as the contributions by those in advance of the event.”

Guests had the opportunity to participate in the popular wine and spirits toss, sponsored by Jim and Shelley Diffley of Edina Realty. In addition, this year a fashion illustrator was added and was an extraordinary success. Sketch artist Claire Ward graciously sketched guests until the conclusion of the event.

It was an evening of fun but, most importantly, an opportunity to raise awareness and support for programs funded by the MVSEF. City invites public to observe interviews for city manager position The Shoreview City Council has announced three finalists for the city manager position. The finalists were selected from a group of eight semifinalists who were interviewed last week. The city received 45 total applications for the position.

Brad Martens currently serves as the city administrator for Corcoran, where he has been for eight years. Corcoran has 30 full-time employees and a budget of $9 million. Martens has 16 years of experience in local government, previously serving as city administrator in Winsted and community center manager for New Brighton. Martens has a Master of Arts in Public Administration from Hamline University.

Mike Mornson currently serves as the city manager for Hopkins, where he has been for 10 years. Hopkins has 110 full-time employees and a $22 million budget. Mornson has more than 30 years of experience in local government, and previously served as city manager for St. Anthony and city administrator for Big Lake. Mornson has a mini-masters of public administration from Hamline University.

Kevin Watson currently serves as the city administrator for Vadnais Heights, where he has been for eight years. Vadnais Heights has more than 30 fulltime employees and a $10 million budget. Watson has 15 years of experience in local government. He previously served as city administrator for Junction City,

Oregon, and assistant to the city manager in Keizer, Oregon. Watson has a Masters of Public Administration from University of Kansas.

“It is very gratifying to have such highly qualified and talented candidates for the city manager position. I am confident that the selected individual will help us continue to provide excellent service to the community into the future,” Mayor Sandy Martin said.

City department directors will interview the finalists Friday, Oct. 15. The City Council will conduct interviews Saturday, Oct. 16. The Oct. 16 interviews are open to the public to attend and observe.

Chance pen pal pairing lasts half a century

Circle Pines resident Mildred Rivera Severseike finally got to meet her pen pal. She’s been writing to her since she was in the fourth grade — almost 50 years ago.

Severseike was born and raised in Guaynabo, Puerto Rico. While in elementary school, her fourth grade teacher was friends with a fourth grade teacher in Michigan, and the two decided to do an exchange of names. Each student was paired with a student in the other teacher’s class.

“At my school they were teaching us English, so part of the reason we were doing this pen pal thing was to practice our grammar and our English in letter writing and also to learn from another culture,” Severseike explained.

She was paired with Carla Heck from Pleasant Lake, Michigan. The two started writing letters in the early ’70s. In the beginning of the relationship they wrote back-and-forth frequently.

“It was fun to write to someone and fi nd out about each other,” Severseike said. “In the beginning, it was more about learning each other’s cultures and learning about what life was like over there and over here, whereas later it was more of ‘What are you doing now? How’s your family? What’s the new thing that happened in your life this year?’”

She added, “Kudos to teachers. Teachers do things that impact students for the rest of their lives … It is nice to see friendship and positivity in this world. I learned about another culture. I practiced my English. I made a friend. These are all good things.”

Heck said, “I loved learning about Puerto Rico and her culture, that was added bonus. It was a way to learn something about another part of the country that we had no idea about.”

Throughout their high school and college years, the communication became less frequent as their lives got busier. They never lost contact with each other and always made sure to exchange addresses any time they moved.

Heck recalled living in Mexico for a few years, and Severseike happened to save one of Heck’s letters from that time. Severseike also held onto letters over the years that had important milestones in them, like one where Heck shared the news that she was expecting a baby.

Severseike eventually moved to the U.S. to attend Washington University in St. Louis, Missouri.

There she met her husband, Jeff, who was from Minnesota.

Both women got married shortly after college and started to have families of their own. For the past decade or so the two have mainly kept in contact via handwritten Christmas letters and photographs with yearly updates.

As technology evolved and connecting became easier with the advent to email, text messages and social media, the two preferred to keep communicating via letters.

“When you write a letter, your handwriting is part of you. It’s so personal. I enjoy writing … When I really want to express my heart, I handwrite because I feel like that’s me,” Severseike explained.

“There is nothing like new stationery, a new pen and writing your thoughts out to a friend.”

Heck added, “It takes the right kind of people. You need to be a person that is committed to the other person in kind of a unique way … You have to value it.”

The thought of meeting in person has always been in the back of both of their minds. In fact, several years ago, Severseike sent a newspaper article to Heck about two longtime pen pals who were finally able to meet in person. Severseike said, “Maybe this will be us someday.”

Around five months ago, Heck contacted Severseike via text message and informed her that she was planning a fall trip to Chicago and was thinking about making a stop in Minneapolis. On Sept.

18, they met each other for the fi rst time in a hotel lobby in Minneapolis.

“I was so nervous,” Severseike recalled. “I told my husband on the way there, ‘I feel like I’m going on a fi rst date or something.’” After a long embrace, the two sat down, in the company of their husbands, Jeff and Larry, and reminisced about the long friendship and looked at old letters and photos they had sent each other over the years.

After that, the Severseikes took the Hecks on a tour of Minneapolis. They visited the Sculpture Garden, Basilica of St. Mary, Saint Anthony Falls, Stone Arch Bridge and Minnehaha Falls, all while teaching them some history of Minnesota.

“We were being ourselves; it didn’t feel uptight at all. It felt like we were really both interested in each other, and we were just amazed at the similarities that our lives have had,” Severseike said. “I guess the teachers did a good pairing.”

Heck added, “We both grew to be the same type of person. We have the same family and faith values, we are both down-to-earth. We always focus on looking at the best side of any situation.” Jeff and Larry also got along really well and enjoyed the experience.

“It felt so warm and wonderful. It was such a perfect day,” Heck said.

When asked why it took so many years to meet each other in person, Severseike said they were both so busy with their own lives and focused on raising their children. Now that their children are grown, their schedules are a bit more flexible these days.

It will not take another 50 years for them to meet for a second time.

“We are going to see each other again,” Severseike said.

Until next time, they will stay connected via their yearly Christmas letters and perhaps try out FaceTime or Zoom.

Football: Mustangs blow big lead but nip Roseville, 29-28

By Bruce Strand Sports Contributor Four touchdown passes by Owen Wark, three of them caught by Tyler Nystrom, lifted Mounds View to a 2928 win over Roseville Area on Friday night in Roseville.

The Mustangs (3-3) led 21-0 before giving up four straight touchdowns in the second half. They pulled back within 28-27 on a Wark-to-Nystrom five-yard connection with 1:44 left in the game.

Coach Aaron Moberg elected to go for the win, and it paid off with Hunter Rask throwing to Ryan Counihan for the two-pointer. Previously, Ben Samuel kicked three conversions.

Wark hit Dylan Wheeler for an 11-yard score in the fi rst period, and found Nystrom for two second-period touchdowns, covering 46 and 11 yards, giving the Mustangs a 21-0 lead.

Roseville (0-6) roared back in the second half. Tylir Brookins ran 10 yards for a touchdown, and Isaiah Brown passed to Gabriel Dickhausen for a 26-yard score and to Isaac Ivy for a 39-yard score, all in the third period. Brown’s two-yard TD run with 8:23 left gave the Raiders a 28-21 lead, with Aiden Wright kicking his fourth conversion.

Wark completed 19 of 30 passes for 199 yards with no interceptions. He

threw to eight different receivers.

Nystrom caught four for 65 yards, Antoine Voz four for 35, Rask two for 36, and Counihan one for 26.

The Mustangs won despite just 33 net yards rushing in 16 attempts.

They gave up 171 rushing and 153 passing and were outgunned 324 yards to 232, but did get interceptions from Eric Pfenning-Wendt and Mitchell Thompson.

Roseville’s Brown hit 13 of 21 passes for 156 yards, and gained 66 yards on 17 carries. Brookins carried five times for 66 yards.

Mounds View will host Stillwater (6-0) on Friday.

Mustangs lose to Anoka The Mustangs lost to Anoka 31-24 on Oct. 1, giving up a touchdown with 18 seconds left after rallying for a 24-23 lead. Samuel kicked a 22-yard field goal with 8:43 left, and Wark threw to Nystrom for a 24-yard touchdown with 4:12 left.

Anoka quarterback Jacob Deutschman passed for 355 yards and one touchdown, a 30-yarder to Tommy Barrett. Deutschman scored the game-winner on a one-yard run.

Wesley Lawver ran for touchdowns of 10 and 20 yards.

Wark also threw a 14-yard touchdown pass to Pfenning-Wendt and Hunter Rask had a one-yard TD run.

Samuel kicked three XP’s.

Tennis: Mustangs eye section title Mounds View, looking to extend its dynasty in Section 4AA tennis, is top-seeded, and rolled past Spring Lake Park 7-0 in the fi rst round Thursday.

The Mustangs, once again Suburban East Conference champions, faced conference rival Stillwater in the semifinals on Monday. Barring an upset, they would face Mahtomedi or Roseville Area for the championship on Wednesday, 1:30 p.m., at White Bear Lifetime Fitness. The Mustangs (12-2) lost their regular-season finale to Blake 4-3. They had beaten the Bears 5-2 earlier in the season. Winning were Molly Austin and Katerina Smirchinshi in singles, and Emma Sun/Shae Crockarell in doubles.

Boys soccer: Mustangs hang on for Suburban East crown Despite losing their last two conference games, the Mounds View Mustangs captured the Suburban East championship, their fi rst since 2013.

Mounds View, coached by Joe Warren, had a 7-2 record for 21 points, followed by Woodbury and East Ridge, each 6-1-2 (20 points) and Stillwater 6-2-1 (19 points). A win is worth three points, and a tie, one point.

The Mustangs lost to Woodbury 3-0 on Thursday and Park Center 4-2 on Saturday, both on the road.

Park Center had a 1-3 record with five ties in conference.

The Mustangs had improved to 7-0 in conference, beating Spring Lake Park 3-0 and Roseville 5-0 the week before. They are 10-5 overall with nine shutout wins.

Next is the Section 5AAA tournament, Tuesday and Thursday this week and Tuesday next week.

Girls soccer: Mustangs keep winning as shutout streak ends Mounds View’s epic streak of 10 consecutive shutouts ended in the regular season finale but the Mustangs beat Spring Lake Park 3-2 on Saturday.

Unbeaten in their last 11 games, the Mustangs tied for second place in the Suburban East Conference, fi nished the regular season 12-2-2 and ranked No. 8, and headed into Section 5AAA seeded No. 2.

Stillwater was SEC champion with a 7-0-2 mark for 23 points. The Mustangs and White Bear Lake were each 7-1-1 for 22 points. (It’s three points for a win, one for a tie.)

The Mustangs last loss was to White Bear Lake 2-0 on Sept. 8. They’ve gone 10-0-1 since then, with 0-0 ties against Stillwater and Blaine.

Against Spring Lake Park, Ana Ranallo, Kyra Chervany and Lauren Ballinger scored for the Mustangs. SLP’s Brianna Finnegan and Addison Stephani ended their shutout streak.

They capped conference play with a pair of 1-0 wins — over Roseville on Tuesday, with Charlotte Deibert scoring (assisted by Ballinger), and Woodbury on Thursday, with Emily Johnson scoring.

The Mustangs hosted Park Center on Tuesday, with the winner facing Champion Park or Osseo in the semifi nals Thursday. The finals will be held Tuesday. The top-seed is Maple Grove (10-2-2).

Volleyball: Mounds View 12-7 entering last week of conference The Mounds View volleyball has a 12-7 overall record and 2-4 in the Suburban East and will end conference play with three matches this week.

Last week, Park of Cottage Grove edged the Mustangs 23-25, 25-23, 24-26, 25-18, 16-14 on Monday. The Mustangs beat White Bear Lake 25-11, 25-19, 23-15, 25-23 on Wednesday.

Mustang hitters are Audrey Kocon, Olivia Johnson and Tia Saxton on the outside, and Julie Wong and Hadley Streit in the middle. The lineup also includes setter Ella Hammerbeck, libero Emma Heidenreich and opposite Lauren Dolton.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Offi ce reported the following selected incidents in Shoreview: • A resident reported theft from auto at 1:12 p.m.

Sept. 21 in the 950 block of County Road I West.

The back left passenger window was smashed and a purse was stolen from the vehicle in the McCullough Park parking lot while the owner was walking her dog. Her credit cards were used in Circle Pines and Saint Paul before she was able to cancel them.

• An animal complaint was fi led at 7:45 a.m.

Sept. 22 in the 4500 block of Hodgson Road regarding seven abandoned cats left under the deck of a business. Four young male cats were captured and impounded at Saint Paul Animal Control Center and did not appear to be feral.

Live traps were set out for the remaining older cats.

• A resident reported an accident with property damage at the intersection of Hodgson Road and County Road J at 9:56 a.m. Sept. 22. A female driver put her car in reverse and accelerated, suddenly crossing Hodgson Road, where she struck a crossing light fi xture pole, causing it to break from the ground. No injuries were reported.

• A motor vehicle theft was reported at 1:16 p.m.

Sept. 22 in the 400 block of Harbor Court. The key fob inside the vehicle was stolen out of the attached garage as the owner was unloading

groceries inside her home. Acura was able to locate the vehicle through GPS. It was found unoccupied, with no damage, with both license plates and no key fob. The vehicle was towed for processing and the case is under investigation.

• A violation of a no-contact order was reported at 2:24 p.m. Sept. 24 in the 5000 block of Hodgson Road. A report was fi led and sent to the city attorney for charges.

• A resident in the 3500 block of Owasso Street reported he had two vehicles keyed sometime overnight between Sept. 24-25. A criminal damage report was fi led.

• A Shoreview man, 31, was arrested for DWI at 2:25 a.m. Sept. 26 on Tanglewood and Churchill Street after a deputy observed the man’s vehicle driving southbound in the northbound lanes of Lexington Avenue. The driver failed sobriety tests with a 0.22 blood alcohol content.

• Deputies responded to a report of theft of frozen meats underway in the 1000 block of Highway 96 W. on the afternoon of Sept. 26. The suspect loaded shopping bags while in the freezer section at a local grocery store and left the store, getting into the passenger side of a waiting silver sedan. The estimated loss is $300.

The resident said the check, placed in the mail on Sept. 28, was stolen before the mail carrier picked it up. The check was washed, written out to another name and intercepted by the bank while the presenter attempted to cash it.

• An Inver Grove Heights woman reported she was a victim of theft from auto in the 4300 block of Hodgson Road at 2:39 p.m. Sept. 27. The front passenger side window was broken and a purse stolen. The victim received a text about attempted fraudulent credit card use while the deputy was taking the report.

• Deputies responded to a report of a theft of a motorcycle in the 500 block of County Road E at 7:40 p.m. Sept. 28. The motorcycle was stolen from the employee parking lot. Review of the security video showed the vehicle being pushed away and driven behind a nearby business, where the motorcycle was recovered.

• A resident reported she was a victim of an online scam in the 5600 block of Heather Ridge Court on Oct. 2. The victim said she responded to a phishing email that contained an invoice for an item and a phone number for questions.

The victim then called the number and followed the scammer’s instructions that provided access to phone installing programs. Apporoximately $6,000 was taken from her bank account.

• A resident reported theft of a check in the 700 block of Harriet Avenue at 2:10 p.m. Sept 30.

RAMSEY COUNTY SHERIFF BRIEF Catalytic converter theft Deputies responded to an apartment parking lot in the 766 block of County Road F on a catalytic converter theft at approximately 4:30 a.m. on Sept.

19. Callers heard a grinding noise coming from the parking lot and saw someone underneath a vehicle and someone with a flashlight. The callers said the suspect vehicle was a gray minivan that was leaving the parking lot.

Deputies stopped a Toyota Sienna as it exited the apartment complex

parking lot with a male driver and two passengers in the back seat. The driver had a broken meth pipe in his jacket pocket and the deputies suspected meth was present in the watch pocket of his pants. The driver said he is homeless and the pants are not his.

Deputies saw numerous power tools and sawblades through the Sienna’s windows and removed and arrested the occupants. Officers saw two car jacks in the back area of the van and recovered two saws and sawblades from the floorboards.

Deputies also found a Hyundai San-

ta Fe in the parking lot that had one part of its catalytic converter completely cut through; a witness said she saw people by the Santa Fe. The Santa Fe’s owner said he parked the Santa Fe right underneath his bedroom window and awoke to the sound of grinding metal. He said he looked out and saw a strange minivan he had never seen before next to his Santa Fe and saw a light coming from beneath his vehicle. A male emerged from underneath his Santa Fe and got into the front passenger door of the minivan with something in his

hand. The vehicle the man got into was stopped by squads as it tried to exit the parking lot. The owner said the damage to the catalytic converter is new.

The suspect is charged with a felony possession of burglary or theft tools and faces up to three years in prison and/or a maximum fine of $5,000. The suspect was previously sentenced Aug. 10 on a separate motor vehicle theft in Ramsey County District Court.

Recalling last October, we enjoyed very similar temperatures only to have the bottom drop out from us. By mid October 2020, highs registered in the 40's and then after a 6.5" snow on October 20 we were fed a steady diet of highs in the 30's. in complex educational settings. “It’s my passion, because it is so hard to fi nd special education teachers in general; but in our settings, you need a high level of training and support to do this work,” she said.

Northeast Metro Intermediate School District 916 serves nearly 6,000 students through shared programming that includes career and technical education services, special education services, area learning centers, and care and treatment.

“In order to make sure we are targeting the individual needs of each student, we have to develop an opportunity to really get to the heart of what it is that they need as an individual — Who are they as a student? How are they coming to us? What experiences have they had? What are the skills that we need to help them with to develop, support and grow? Then to build the skills they need to return to their home school — that’s our ultimate goal with students.”

Boe said students are referred to Northeast Metro 916 from 13 member school districts — Mounds View, Centennial, White Bear Lake, Forest Lake, Stillwater, Mahtomedi, Roseville, Columbia Heights, Fridley, North St. Paul-Maplewood-Oakdale, South Washington County, Spring Lake Park and St. Anthony-New Brighton.

“We provide every student that we serve an individualized education plan (IEP), and we serve the most educationally vulnerable students,” Boe said.

One of Boe’s top priorities as superintendent is equity. She said she knows equity work requires

Boe stated that she is honored to be serving North Metro 916 as superintendent to partner with member districts and stand in service with staff as a trusted educational provider. She is also incredibly proud of the educators she has the opportunity to

work with and support every day.

Jasmine Smith, principal at Karner Blue Education Center in Circle Pines, has high praise for Boe. “I truly stand behind her culture of caring, her strategic plan for our district, and really supporting staff,” Smith said. “I feel very supported as a principal in this district. She’s a very approachable superintendent that has the best interests of her staff and students in mind at all times.”

On the weekends Boe likes to spend time with her husband, Barrett, and their two rescue dogs, Sprout and Pippa. “We take them biking, to parks and anything outdoors and in nature,” she said.

Two of their favorite places to go are French Regional Park in Plymouth and Lake Independence Regional Trail, which has 15.9 miles of paved trails.

“Both of them have really great bike trails,” she said.

Boe doesn’t have any children of her own but considers the students she serves as her children. She loves going to work every day.

“I’ve loved everything about my job since the first day I started and every role I’ve been in,” Boe said.

“My focus is always on the students and their needs regardless of the role I’ve been in, and that has always been my primary focus.”

SCHOOL BRIEF Summit Orthopedics has been named the official sports medicine partner for Mounds View High School District high school's for the 2021-22 school year. In this capacity, Summit will provide medical and athletic training support to Irondale and Mounds View Senior High Schools to meet the needs of their student athletes.

“Every day in the work I do as an orthopedic surgeon, my goal is to get athletes back to participating in the sports they love. As an athlete myself, I know how important it is to stay active for both our mental and physical wellbeing,” said Eric Khetia, M.D., an orthopedic surgeon and sports medicine physician with Summit who will work with Mounds View High School. “I’m excited to work with the student athletes and to help them overcome any injuries they sustain, so that they can continue participating in sports for many years to come.”

Dr. Khetia will be joined by athletic trainer Katie Espe, MS, LAT, ACT. Irondale High School will benefit from a rotating roster of Summit sports medicine physicians who will be supported by Amy Reimer, LAT, ATC, a Summit athletic trainer.

Members of the Arden Hills/Shoreview Rotary Club fabricated, assembled, painted, and installed four little free libraries in the Shoreview/Arden Hills area. Others are on Snail Lake Road north of Sitzer Park; on Glenarden Road in Arden Hills; and in the Brookside Mobil Home Park in Shoreview.

The libraries will be stocked with books that readers (especially young readers) may take at will, with the understanding that each reader will return or replace a borrowed book with another.

The efforst was led by Rotarian Anoop Mathur. “Each time a reader takes a book and leaves another, the stock of reading material is refreshed. No one should ever lack for an easily accessed good book to read,” Mathur said.
