City budget, tax levy projected to stay the course for 2021 Most Shoreview residents will see little to no change in their property taxes next year if the city's proposed budget and tax levy are approved this week.

Finance Director Fred Espe presented the proposed 2021 city budget and tax levy to the City Council at its Dec. 7 meeting. The total tax levy is increasing by approximately 5% to $13.5 million, up from $12.8 million in 2020. No one spoke at the Truth in Taxation hearing, also held during the council meeting.

Finance Director Fred Espe said that a majority of the increase will go to the city's general fund, which is increasing by approximately $457,000. Police and fire contracts are responsible for most of that increase, followed by adjustments to staff wages and benefits.

The value of most homes in Shoreview is likewise increasing.

Per the Ramsey County assessor, 80% of homes will see a value increase, 15% will see a decrease and 5% will see no change in value.

However, property taxes will either decrease or stay the same for 69% of homes.

the city median of $ 336,450 can expect to pay $4,553 in property taxes next year. Of that amount, $1,065 will go to the city, $1,572 to Ramsey County and $1,637 to Mounds View Public Schools (if the home is in the Mounds View school district). School district tax for Roseville for the same $ 336,450 home value would be $1,596.

With in-person gatherings posing a public health risk, Shepherd of the Hills Lutheran Church has moved its services to the parking lot since. Come Christmas Eve, the congregation members will do the same.

“If Jesus was born in a barn, it only seems right that we celebrate his birth in a parking lot,” Pastor Renee Peterson's reasoning goes.

Services will be held in the church parking lot at 5 p.m. and 7 p.m. on Christmas Eve, Thursday, Dec. 24. Attendees are asked to enter at the southern-most part of the lot and make their way toward the north part. Bulletins to follow along with the service can be printed out beforehand or accessed via phone, but will also be available prior to the service, along with communion supplies. The services will be broadcast on 88.5 FM as well as streamed online.

A prerecorded candlight service from the Shepherd of the Hills sanctuary will also be available to stream at www.sohsv.org at 10 p.m.

Brad Reis, lead pastor at the 700-member church, is an energetic breath of fresh air amidst all the negative pandemic news. When everything hit in March, Reis said they learned on the job how to livestream. “We ‘MacGyvered’ stuff, and that was about it,” he laughed, “but we needed to learn how to do it. What’s amazing, we actually increased our base of viewership and members.”

Reis said that the pandemic has allowed church leaders to see their community and its needs with new eyes. “Sometimes it’s so much ‘come to us, come to us on Sundays.’ During a pandemic, that doesn’t work. We have to go the other direction. It woke us up to the gospel, and we got eyes for the first time to see where the need was.”

The church did not have any COVID breakouts, and Reis explained that they were having a “great run” up until last week, when they had five reported cases. “We were practicing all the things the CDC recommends,” he said. “We’re not quite sure how it happened, but we’re shut down for a while longer, and will reopen on Dec. 20, Lord willing, just to be safe.”

St. Joseph of the Lakes in Lino Lakes, however, is doing its best to make in-person Mass still available to people. “It’s hard to not be able to welcome more people to more Masses, that’s what we do!” said Andi Million, lead administrative assistant. “Usually, our 4 o’clock Masses get between 1,200 to 1,500 people, so it’s difficult. Capacity now is only 250.”

The constraints due to the pandemic have forced Million and the staff at St. Joseph to think creatively, which isn’t a bad thing. She stressed that parishioners must go online on the church website to register to attend Mass.

That is how they keep track of the numbers and stay at 250. For example, the Christmas Eve, 4 p.m. Mass is already full. “It filled (up) in six minutes,” said Million.

There is still room at Christmas Eve 10 p.m. Mass, and Masses on Christmas Day at 9 a.m. and 11 a.m., but they are filling up, she said. Million added that staff will record the 10 p.m. Mass and post it on the church website by 8:30 a.m. Christmas Day for people to watch at home.

Million said those who plan to attend Mass in person must register beforehand and wear a mask. “The pews are all spaced out 6 feet apart for you. We’re being very careful as far as sanitizing,” she said.

For those parishioners who just show up, not knowing about advance registration? “We’re going to try and give them a blessing or communion. Again, it’s so hard to turn people away, but we have to. Be kind and understanding, and be like Christ to one another, which is what we’re called to do,” said Million.

St. Joseph has also been busy in the community leading up to Christmas. From 6-8 p.m. every night during the week through Dec. 26, St. Joseph has a

Eagle Brook Church is also doing its part.

The church, which has eight locations throughout the Twin Cities and one in Rochester, stresses that its mission is to reach people for Christ. While the pandemic has not change its mission, Eagle Brook has had to change the way church leaders organize their services.

Eagle Brook Church is offering both in-person services (limited capacity) and online services. “We’ll have services beginning Dec. 19th through Dec. 24th and they are all identical services,” explained Karianne Langfield, the church’s communications director.

“We will have 71 opportunities for people to take in a service in one of our nine locations or watch online.”

Some of Eagle Brook’s local campuses are located in Anoka, Blaine, Lino Lakes, Spring Lake Park and White Bear Lake.

Production quality, festive music and good old-fashioned holiday spirit are just some of the details that on which Eagle Brook focuses. “Eagle Brook has an ability to lighten the mood a little bit,” said Langfield.

“Even though 2020 has been quite a year, Christmas isn’t cancelled, and our services are designed to bring hope and peace and joy into people’s lives so they can discover a relationship with Jesus.”

Langfield said services will be 60 minutes in length, and it doesn’t take a lot of time out of the day to digest and experience. She did stress that no advance registration is required; however, masks are. They also have a cap of 250 for in-person services.

Eagle Brook’s online experience will be identical to the in-person service, Langfield said. If some folks are more comfortable taking in the experience from home, they aren’t missing a thing.

2020 has been a year of challenges. It has also been a year with its share of faith and grace amidst the pandemic, when many have needed them most.

This year’s Christmas season will look very different from past Christmases. Nevertheless, as Minnesota’s COVID numbers increase and restrictions are placed on indoor gatherings, area churches are learning how to adapt. In doing so, congregations have found inspiration in the season and within their church communities.

The church is still able to roll out its “High 5 Club” contribution of meals to the community and will be offering outdoor drive-up meal delivery for families beginning Dec. 19. Families can pick up meal packages that feed a family of seven. There will also be outdoor carolers, candy canes for the kids, and more.

Reis said this year and during this time of the season, everyone needs an extra high-five. Families must register ahead of time on the church website.

WillowBrook’s Christmas Eve production will livestream at 4 p.m. and be aired again on Christmas Day. “This is the first time in our 20-year history that we are not going to offer an in-person Christmas service,” he said, “but our livestream will be a 45-minute production for the entire family, and it’s going to be a very inspiring time to be at home. It’s not a competition; if you want to go to another church in person, we encourage that. At this point, with what’s happened with us the last 10 days, we shifted and decided to go with just livestream. We wanted to be cautious and so far it’s been very well supported. The church never really closes when it’s doing what it’s supposed to do, getting out in the community. We believe church is essential, but not just on Sundays. The community of the church is important.”

DPS asks public to make care packages for homeless

To help those who are experiencing homelessness, the Minnesota Department of Public Safety (DPS) will again create and provide “Care on the Go” packages with basic necessities including toiletries and clothing items.

These packages will be handed out by the State Patrol, staff from other DPS divisions, and local law enforcement agencies (who wish to participate) when they encounter someone who is homeless throughout the year, but especially during the winter season.

Along with DPS employees, the agency is asking the public to help by donating the following items to fill the packages: • White T-shirts (size large or extralarge)

• Personal/travel size toothbrush and toothpaste

At 10 a.m. Saturday, Jan. 9, Rep. Jamie Becker-Finn (DFL – Roseville), Rep. Kelly Moller (DFL – Shoreview) and Sen. Jason Isaacson (DFL – Shoreview) will host a Virtual Town Hall Meeting to hear from area residents about their ideas and priorities for the upcoming Minnesota legislative session. The Ramsey County Board of Commissioners has approved the 2021 Supplemental Budget of $748,919,298.

Ramsey County uses a two-year budgeting process. 2021 is the supplemental year of the 20202021 budget. The 2021 budget includes a 0% increase to the property tax levy. This was reduced from a 4.5% increase that commissioners initially approved for the two-year budget on December 17, 2019. The levy was reduced from a 4.5% increase to 0% following the impacts of COVID-19.

The 2021 supplemental budget that was approved today includes $1.45 million in additions to the budget proposed to commissioners by the Ramsey County manager on August 25 of this year. These additions were made through board actions and are primarily attributable to a contract shared between Community Corrections and the County Attorney's Office and will be paid for through the existing fund balance.

Glimmers of hope

R

ecalling a memory from Christmas past, I remember looking through a telescope my brother had set up outside on the deck of our parents home in Duluth and seeing for the fi rst time, directly with my own eyes, the planet Saturn. I’d seen the iconic image of the ringed planet that has captivated humans for centuries many times in photographs, but actually seeing it clearly through a telescope in the crisp winter air was kind of surreal and awe inspiring.

As we experience the waning days of December, the darkest month, skywatchers have had the opportunity to observe an end-ofyear celestial treat in what has become known as “Christmas Star,” in reality, the planetary conjunction of Jupiter and Saturn.

For the past couple of weeks the planets have been easily visible Angle of two in the evening sky, culminating on the night of the winter solstice, View Dec. 21, in a “great conjunction.”

According to the NASA.gov Paul Dols website, what makes this year’s conjunction so rare is that “it’s been nearly 400 years since the planets passed this close to each other in the sky, and nearly 800 years since the alignment of Saturn and Jupiter occurred at night,” giving people around the world a chance to see them. I try to imagine what the level of knowledge and enlightenment in the world around him was like when in 1610, the Italian astronomer Galileo Galilei “pointed his telescope to the night sky and discovered the four moons of Jupiter – Io, Europa, Ganymede, and Callisto.” And in that same year, he also discovered “a strange oval surrounding Saturn, which later observations determined to be its rings. These discoveries changed how people understood the far reaches of our solar system.”

Humans have a long history of drawing inspiration and comfort from the night sky and I personally find the simple, physical act of taking a deep breath, pulling my shoulders back and looking up at the sky to be a useful component in a stress relief strategy. The winter lights we see glimmering around us today have a long symbolic history dating back to pagan rituals. Many of the modern traditions we associate with Christmas have origins in Germany. An entry on the History.com website references an enduring legend about the inspiration for the Christmas tree: “Late one evening, Martin Luther was walking home through the woods and noticed how beautifully the stars shone through the trees. He wanted to share the beauty with his wife, so he cut down a fi r tree and took it home.

Once inside, he placed small, lighted candles on the branches and said that it would be a symbol of the beautiful Christmas sky.”

The wide array of lights we see today are the manifestation of years of technological advancement that started in 1882 with light-bulb inventor Thomas Edison and his friend and partner Edward Johnson. Johnson created a popular window display to showcase a tree decorated with the new-fangled lights. The fi rst manufactured strings of lights were strictly the domain of the wealthy. In 1900 you could rent a string of lights for the holiday season for $12, the equivalent of about $350 today. Now holiday lights are accessible to pretty much anyone with the desire to participate in the festive annual ritual.

I don’t think I’m imagining things when I look around this season and see what appears to be some extra special effort being put into the light displays illuminating city streets and homes around the area. In what has been an unusual and challenging year on multiple fronts, these optimistic bursts of light seem to offer glimmers of hope during the long December nights that signal the end of the year.

A major victim group, K-college students, endures a second year of ruined education. Many are already in mental health crisis from home isolation; COVID-19 will leave lasting adverse effects on young people already traumatized by school shootings. Great nations don’t eat their children.

Will Republican Grinches seriously undertake fi xing America’s No. 37 health status? Their “cover” story is “national security.” Providing universal quality health care means caring about people.

1st COVID-19 vaccines arrive in Minnesota

The first shipments of COVID-19 vaccines arrived in Minnesota last week, and more are on the way, offering a glimmer of hope that the end of the pandemic may well be in sight.

Gov. Tim Walz laid out the state's distribution plan in a recent press conference. Frontline health care workers and residents of long-term care facilities will be the first to receive the vaccine and could be vaccinated as soon as the end of the month.

The vaccines come from two manufacturers, Pfizer and Moderna, which have both sought emergency use authorization from the Food and Drug Administration (FDA). The agency gave the green light to the Pfizer vaccine late Friday, Dec. 11, and to the Moderna vaccine on Friday, Dec. 18.

Approval comes as good news following a week where the state's death toll from COVID-19 surpassed 4,000.

“This day is real … It's happening. It is ready,” Walz said of vaccinations. However, he encouraged Minnesotans to remain cautious. “We are at the worst part of the worst part of this pandemic,” he said. “Just because this vaccine is coming now, it is not a panacea to get through this.”

Minnesota is expected to receive 183,400 doses by the end of December, which is not nearly enough to cover everyone in the state. Accordingly, those early vaccinations will first go to health care workers and long-term care facility residents, following a recommendation made by an advisory group to the Centers for Disease Control and Prevention.

All Minnesotans will be able to get vaccinated for free, but officials caution that availability will not be widespread for some time.

“Vaccine will be rolled out in a phased approach, and this is because we won't have all the vaccine that we need or want right away,” said Kris

Ehresmann, Minnesota Department of Health (MDH) infectious disease and control director.

After health care workers and long-term care residents, officials anticipate that essential workers—including teachers, first responders, public transit workers and others—will be next in line, per guidance from the National Academies of Sciences, Engineering and Medicine on equitable allocation. People with underlying health conditions and/or those 65 and older are expected to follow.

Both the Pfizer and Moderna vaccines require two doses within roughly a month of each other, so an individual who gets vaccinated will not be immune from COVID-19 right away.

“If you consider that it takes our body's immune system a little while to develop immunity, we're saying that it takes about six weeks from the time someone receives their first vaccine and when they might expect to have protection from COVID,” Ehresmann said.

As the state rolls out its vaccine distribution plan and Minnesotans wait to get vaccinated, officials recommend continued precaution against contracting and spreading coronavirus, particularly mask-wearing and social distancing.

“It will be probably six months before this humongous vaccine campaign is really well underway,” said MDH Commissioner Jan Malcolm.

“We are not going to stop our efforts until everyone is vaccinated that wants to be, but in the meantime, we ask for your patience and your continued collective work and individual work to do the things we know will slow the spread of this virus.”

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview: • A Shoreview woman, 38, was arrested Nov. 29 in the 3900 block of Gramsie Court on two warrants out of Ramsey County. One warrant was a felony and the other a gross misdemeanor.

• A resident in the 17000 block of Hillview Road on Dec. 1 reported being the victim of a scam. He had turned over thousands of dollars via gift cards to a so-called antivirus software phone scammer.

• A resident in the 4100 block of Lexington Avenue N. reported two packages stolen from the front door step after they were delivered Dec. 2.

• A resident in the 4800 block of Hanson Road reported the catalytic converter stolen from her vehicle as it was parked in the driveway overnight Dec. 2-3.

• The North Suburban BP station in the 400 block of Highway 96 on Dec. 4 reported its business credit card was used fraudulently. The complainant reported the incident because the charge dispute required a police case number.

• A Shoreview man, 58, was arrested for domestic assault Dec. 4 in the 800 block of Nancy Circle after Ramsey County Sheriff’s Office deputies were dispatched out to the scene of a domestic.

• Deputies on patrol at 2:42 p.m. Dec. 5 in the Grass Lake County Park lot came upon a vehicle parked there with its driver’s side window broken in. The registered owner, a Shoreview woman, 29, reported that a backpack containing toys had been stolen. Deputies later recovered the backpack with toys intact and returned it to the victim.

• A Minneapolis woman, 22, was cited at 5:51 p.m.

Dec. 5 at the Shoreview Target in the 3800 block of Lexington Avenue N. for shoplifting. A known shoplifter, the subject was observed on video placing items in her cart, bypassing all points of

sale and placing the items in a waiting car. She then reentered the store, concealed items from the liquor store and again bypassed all points of sale before leaving the store entirely. She then entered the waiting car and drove off. The citation for misdemeanor theft was mailed to her address.

• A complete set of license plates belonging to sewer and water contractor C W Houle Inc. was reported stolen over the weekend of Dec. 3-7 from a vehicle parked at the business in the 1300 block of County Road I. • A Blaine man, 22, was arrested Dec. 7 in the 4100 block of Lexington Avenue N. for violating a domestic abuse order for protection after he contacted a Shoreview woman on Facebook while the order was in place. On Dec. 6, the subject contacted the woman again, asking for pictures of their daughter. Charges have been fi led with the Ramsey County attorney.

• A Roseville youth reported a wallet stolen from his vehicle Dec. 6 while it was parked at Island Lake Park in the 3600 block of Victoria Street N. A debit card from the wallet was used at the Shoreview Target. A suspect has been identified, and the case has become an active investigation.

• A Burnsville man, 48, was cited Dec. 6 for causing a hit-and-run accident at the intersection of Mackubin Street and Suzanne Avenue. The citation was mailed to the offender after his license plate number was retrieved at the scene.

• A Bloomington woman reported her motor vehicle stolen at 9:16 p.m. Dec. 6 while it was parked in front of a restaurant in the 5900 block of Rice Creek Parkway. The vehicle was warming up with the keys still in the ignition. The vehicle has been entered into the National Crime Information Center (NCIC) database.

• An iPhone 12 was reported stolen from an unlocked vehicle parked in the 5600 block of Chatsworth Street N. overnight Dec. 6-7.

• A Proctor woman reported criminal damage to her vehicle following an attempted theft of its catalytic converter while it was parked in a clinic parking lot in the 4100 block of Lexington Avenue N. during the morning of Dec. 7.

• A resident in the 3500 block of Nancy Place on Dec. 7 reported that someone applied for unemployment benefits using her identity.

• An employee of a clinic in the 4100 block of Lexington Avenue N. on Dec. 8 reported a thin, tall male for entering her offices to steal a wallet from one victim and take the credit cards from the purse of a second victim before he was interrupted in the act and fled the building.

The cards from the second victim were then fraudulently used.

• A resident in the 5100 block of St. Albans Street N. on Dec. 9 reported fraudulent charges on her debit card while it was still in her possession.

• A Shoreview woman reported a purse stolen from the front passenger seat of her vehicle while she was at the Snail Lake Park and Beach in the 4100 block of Snail Lake Blvd. with her children during the afternoon of Dec. 9. As a result, unauthorized charges were made on her credit cards. A video of the transactions was placed into evidence.

• An Andover woman reported her vehicle broken into Dec. 11 as it was parked in the Grass Lake Park Nature Preserve parking lot in the 500 block of Gramsie Road. After thieves broke in the driver’s side window, they stole a purse from a seat and made unauthorized charges on her credit cards. The empty purse was found on a trail in the park the next day and returned to the victim.

• A Minneapolis man reported the catalytic converter stolen from his Toyota Prius during the workday of Dec. 11 while it was parked in the lot of a business in the 1800 block of Park View Drive.

Shoreview gives $15K for mental health services

Following a unanimous decision by the City Council, Shoreview will donate $15,000 in an effort to increase access to mental health services throughout the ongoing COVID-19 pandemic.

The city will give the money to Northeast Youth and Family Services (NYFS), a nonprofit that offers counseling and other mental health services. NYFS has locations in Shoreview and White Bear Lake.

“Unfortunately, the ongoing impact of the pandemic, social isolation and financial hardship have both increased the need for NYFS mental health and community services and the need for financial assistance of clients who are (uninsured) or underinsured,” she said in the organization's request to the city.

request at a recent workshop meeting as a part of its review of Coronavirus Aid, Relief and Economic Security (CARES) Act funding. Shoreview received approximately $2 million in CARES Act funds, the majority of which have gone to police and fi re salaries, small business support and improvements to the air handling at City Hall and the Shoreview Community Center to reduce the airborne concentration of COVID-19, said City Manager Terry Schwerm.

The city also received CARES funding requests from St. John's Hospital, Regions Hospital and the YMCA. However, council members said that they were more inclined to support NYFS due to its focus on mental health.

“I know (these other organizations) serve a very, very important purpose. The only thing in my mind is health needs seem to be being met in many ways by the federal government. They're contributing to hospitals and health causes,” said Mayor Sandy Martin. “I don't think that mental health is being addressed in anywhere near the same fashion and, for that reason, I think the need is greater for us to do something just specific to that.”

Because the state deadline to spend CARES Act funding has passed, the money will be taken from the city's general fund instead. It will be used to cover fees for mental health services for Shoreview community members who are without adequate health insurance.

Shifting gears: School bus drivers miss their kids A few weeks ago, Press Publications received a letter from a bus driver in School District 624. The letter, from Daniel Giossi, was about his experience as a bus driver for White Bear Lake Area Schools.

The letter read, “Over the years I’ve had many kids on the bus. Some, of course, more introverted than others.

With the very limited time I have, I try to be friendly, learn names and work to get them out of their shell.�

Giossi’s letter went on to describe a kindergartner this year who was filled with confidence, smiled and called him by name. Giossi loved seeing his kids on the bus, but with so many who are now studying from home, it’s been harder for him to check in with them, provide support or interact with both the kids and parents in the community.

He hopes the kindergartner he knows won’t crawl back into her shell.

Among many of the worries that parents are facing amid the pandemic are concerns that their children will regress in their education and social skills. There’s also the worry of how different industries and employees, including school bus drivers, are handling the sudden shift to athome learning. The bus drivers who transport Centennial and White Bear Lake Area school students are doing their best to stay positive. “Last spring COVID-19 hit, and our spring break went on all summer.

Aside from delivering meals, I had extra time to work in my garden,�

Giossi said.

Giossi noted that he is still working, delivering meals and driving kids who are having trouble with distance

learning, but much has changed. “School started in September with a hybrid model. This left us with far fewer passengers but more training, mostly with (personal protective equipment) and cleaning the bus after each group,� Giossi said.

And, like employees in other industries, they have faced new challenges. “The obvious ones are extra training, dealing with PPEs and all the extra cleaning. Not so obvious is the unknown. Things change so fast no one knows. Management does the best they can, but even they can’t tell you what they don’t know,� Giossi said.

Giossi’s school district is not the only one experiencing these new challenges.

A driver and an aide from Rehbein Transit Company Inc., which serves Centennial Schools, described this year as less structured as before. “With school on and off, we are a bit discombobulated,� Betty Baily and Cheryl Edberg told Press in an interview.

Edberg has been a driver with the company for six years, Baily has been an aide for four. They said they are taking whatever routes they are assigned to and are grateful for them. “We love our kids, and we are never sure how long or which ones will be there tomorrow. Everything seems so up in the air,� Baily said.

One of their biggest challenges is ensuring the young kids wear their masks properly, but they’ve found creative ways to encourage this. “With the variety of masks, it's a way to engage them. We get them singing songs, we have some toys for some that need to feel comfortable,� Baily said.

With busy ice ďŹ shing season expected, DNR offers tips for safe, successful season With the kickoff of the ice fishing season, the Minnesota Department of Natural Resources reminds new and veteran anglers alike of their responsibility to keep themselves safe and to be a considerate member of the ice angling community.

Some of Minnesota’s most popular winter fisheries, such as Upper Red Lake, have drawn remarkably high numbers of anglers already this season, while in other places people are patiently waiting for a cold snap to make the ice thick enough to walk on. “Conservation officers have seen higher-than-usual numbers of people on the ice where it’s thick enough, and we expect that to continue,� said Rodmen Smith, director of the DNR Enforcement Division. “We just want to make sure everyone has a safe season.�

The recommended minimum thickness for walking on new, clear ice is 4 inches.

Wait for 5 to 7 inches before heading out on an ATV or snowmobile, and keep cars off until there’s 8 to 12 inches. Anyone planning to drive out in a truck, should wait until there’s at least 12 to 15 inches of ice. Double these minimums for white or snow-covered ice. • Wear a life jacket or float coat on the ice (except when in a vehicle). • Carry ice picks, rope, an ice chisel and tape measure. • Check ice thickness at regular intervals; conditions can change quickly. • Bring a cell phone or personal locator beacon. • Don’t go out alone; tell someone about trip plans and expected return time. • Before heading out, inquire about conditions and known hazards with local experts.

If you see someone fall through, remain calm and call 911. Do not attempt a rescue unless there is a means of self-rescue. Throw the person any piece of buoyant gear available, as well as a rope, jumper cables or other object to pull them out of the water or away from thin ice. Let go if they start pulling you toward dangerous ice.

Be a positive member of the ice fishing community Following are some things for all ice anglers to keep in mind: • Pick up after yourself. Anything but an impression left on the ice is litter. • Do not go onto private property unless you have permission to be there. If you are traveling to Upper Red Lake, know the Red Lake Indian Reservation is closed to people who aren’t members of the band. Stay east of the longitudinal coordinate of 94 deg. 43’ 12.0� to ensure you are on state waters. • Maintain a social distance of at least 6 feet from members of other households at public access sites and on the ice. If the access is full, try another lake or try again at a lessbusy time. • Minimize noise, and remember to keep a respectful distance from other anglers.

school districts are doing their best to continue to engage with the kids on their routes. “Most interactions happen when kids enter and leave the bus, so I still talk with the kids that ride but just as they pass. Kids are no longer allowed in the front seats, so talking while waiting to leave school is difficult,� Giossi said.

And although this year has been hard, Giossi has seen his efforts impact the lives of children over the years, so he continues to engage as best he can. “One young lady had some emotional issues. She would sit quietly in front with her brother. This gave me the opportunity to talk with them before we left school in the afternoon. Over the course of driving them three years, she learned to trust me,� Giossi said.

They had some nice talks, and he will always remember them. Outside of encouraging his students and bringing them out of their shells, Giossi also has experience helping them cope during stressful situations with his other positions. “Everything breaks down, even buses. A middle school bus broke down while a hurricane was slamming Florida. While waiting for another bus, I explained how storms like that

happen. Kids told me I should have been a teacher,� Giossi said.

Another example of his success at encouraging his young charges was when shortly after leaving the elementary school with a nearly full bus — including 11 kindergartners — the bus broke down after just two stops. “I was very worried that these kids would get scared and start crying, etc.

Instead, they had a ball. The next day one young man asked if we could do it again. Can’t say, but I like to think I had something to do with them staying comfortable,� Giossi said. “There are always some challenges in dealing with kids. None (of the children) are perfect, but we treat them as if they are as much as we can. We are a team on our bus,� Edberg said.

As with everything during this pandemic, the return to school, bus rides and normalcy are unpredictable. “Until there’s a vaccine, COVID-19 will continue to change everyone’s lives. I don’t know if we’ll be going back to school this school year or not,� Giossi said.

Until then, the drivers will continue to do what they love in the best way they can, while keeping the kids on their routes safe.

Mounds View prepares to reopen elementary schools

Following Gov. Tim Walz's announcement on changes to Minnesota's COVID-19 restrictions, Mounds View Public Schools is preparing to move elementary school students back to the classroom next month.

Beginning Jan. 18, all elementary schools in the state can open for in-person instruction provided

they follow a newly expanded list of restrictions, which include requiring staff to wear both a mask and a face shield, and making COVID-19 testing available every other week. Middle and high school students will remain in distance learning for the time being.

Walz said that the decision comes from a clearer understanding of how COVID-19 spreads as well as concern over the long-term effects of distance learning on students, particularly

young students. Recent studies suggest that children under 10 are less likely to contract and spread the virus.

“We aren't out of the woods yet,” Walz said in announcing the new plan. “This way forward will help bridge the gap to vaccination by continuing to protect hospital capacity while prioritizing getting our kids back in the classroom and supporting Minnesotans' quality of life.”

Districts can open elementary schools as soon as Jan. 18.

Superintendent Chris Lennox said that Mounds View district staff members are working through the details and expect to announce specific return dates in early January. Families can still opt to have their students continue with distance learning if they do not wish to have them attend class in-person.

“Early (this) week, we will send

families detailed information describing what each learning model will look like. We will then ask them to indicate their intent (in-person learning or distance learning), so we can begin to staff appropriately,” Lennox said in an email to families last week. “With this information, we believe that by Jan. 8 we can announce return-to-school dates for our kindergarten and elementary schools.”

Schools are closed for winter break Dec. 23 through Jan. 3, after which students will continue in distance learning. Sports teams are allowed to resume practice on Jan. 4, but games are not allowed to take place due to the risks that specating and socializing pose.

1st female Mounds View police officer retires

When Kirsten Heineman joined the Mounds View Police Department (MVPD) no other woman had served on the force full-time. Now, after more than a decade of service, Heineman is retiring in order to devote herself to her other full-time job: motherhood.

Prior to her role with the Mounds View Police Department, Heineman worked as a Behavioral Intervention Specialist at Forest Lake Area High School and as a Community Service Officer with the Columbia Heights Police Department. She said that she has long been interested in a career in law enforcement.

“I think I knew in my heart that I had a calling towards law enforcement, but I wasn't sure what that would look like,” she said. “I had family … who thought I would be a good fit for that.”

In college, Heineman majored in psychology, which led her to an internship in juvenile corrections. That internship, in turn, she said, led her further down the path to other jobs in law enforcement.

“I was very fortunate,” Heineman said of her career path. “I've always been employed and have always been in law enforcement.”

As the first fully-licensed woman serving with MVPD, Heineman said that she faced challenges related to her gender, but none that detracted her from the calling she felt.

“I know there were challenges. I think they were more subtle than overt,” she said. “And I think I wanted from the very beginning to show that I was willing to work hard. I really wanted to show everybody that I could do the job and that I was a reliable partner.”

Heineman's hiring also led to other firsts for the department.

“I was the first officer to utilize maternity leave,” she said. “That was new for the agency.”

After 11 ½ years with MVPD, Heineman retired earlier this month in order to spend more time with her two children, ages 4 and 6.

“I'm going to enjoy the mom life,” she said of her next steps. “I'm just going to enjoy watching them grow up. I'm sure I'll move onto something else eventually.”

Though she is leaving law enforcement behind, Heineman said that she is grateful that her career path led her where it did, particularly to MVPD. “I feel so blessed to have worked for Mounds View,” she said. “Everything in my career is truly a blessing. I'm very grateful.”

Twins 40% of powerful Mustang tennis lineup

Two sets of twin sisters in both the singles and doubles lineups helped the Mounds View tennis team go 14-0 this fall with conference and section championships.

Katia and Elena Bartels, fraternal twins, have played mostly No. 3 and 4 singles over the past two years.

Hannah and Annika Lindgren, identical twins, played doubles.

“It is rare to have two sets of twins

on a team, let alone having them be the same graduation year,” coach Scott Sundstrom noted. “Both sets of twins pushed each other to be better. When one of the twins made varsity, the other worked harder.

Annika made varsity last but played outstanding tennis her senior year.”

Sundstrom never had either set of twins play doubles together, or even play singles against each other. They are “far too competitive with each other,” he said, especially Katia and Elena.

Hannah Lindgren played No. 2 or 3 doubles this year with Sanjana Pattanaik. Annika Lindgren played No. 3 with Ella Roesler or No. 2 with Katerina Smiricinschi. Katia Bartels occasionally played doubles with Emma Sun. Hannah and Katia started playing varsity as freshmen, and Elena moved up from JV late that season.

Annika broke into varsity as a junior. All four joined the program in seventh grade. Katia was a cocaptain as a senior.

The foursome helped the Mustangs place third in the state tournament as juniors. This year, the season ended with Mounds View’s 4-3 win over Mahtomedi in the section fi nals duel of unbeatens.

There was no state tournament due to the pandemic.

“They set a strong example for other players on the team," the coach said, "with their effort, focus, and commitment to a team-fi rst mentality.”

Cole Sandahl was named defensive MVP for the Mounds View High School football team. The 6-foot-2-inch, 190-pound outside linebacker made 60 tackles, 15 of them for losses. He blocked two punts that were recovered for touchdowns, one of which he scored himself. He also caught four passes for 73 yards on offense.

“Cole was a beast for us this year,” said coach Aaron Moberg. “He has an incredible motor and high compete level. Proud of his development in our program both on and off the field. Cole’s future is bright.” Sandahl intends to play college football.

Five Mounds View football players were named to the all-Suburban East Conference team, including the team’s Most Valuable Players, Tate Lahr and Cole Sandahl.

The all-conference picks are quarterback Lahr, outside linebackers Sandahl and Drew Lindgren, offensive lineman Ethan Elmes and defensive lineman Bill Ketola, all seniors. Ketola and Lindgren each repeated as all-conference.

Getting honorable mentions were wide receiver Joey Bruggers and offensive lineman Nuh Misirli, both seniors; and running back Antoine Voz, defensive lineman Mitchell Thompson and inside linebacker Andrew Molenaar, all juniors.

Tate is team MVP for offense and special teams and Sandahl for defense. Ketola was named best O-lineman and Bruggers top receiver.

Other team awards went to Nick Shaw and Carter Whalen for offensive and defensive scout team MVP; Ben Hollister for Mustang pride; and Owen Pfelsticker for hardest worker in the weight room.

They say weâ&#x20AC;&#x2122;re all kids at heart and become more so as we get older, so Iâ&#x20AC;&#x2122;m taking that advantage in writing to you. Iâ&#x20AC;&#x2122;m sure you have been busy all year getting ready for this Christmas, but Iâ&#x20AC;&#x2122;m sure even so youâ&#x20AC;&#x2122;ve noticed itâ&#x20AC;&#x2122;s been a tough year for kids and their parents everywhere around the world.

With this in mind Iâ&#x20AC;&#x2122;ll keep my list short to only one thingâ&#x20AC;Śwell, ok, maybe two things.

First, could you get me a vaccine against COVID-19 so that I and other older kids like me can stop being so afraid of going out in the community? It sure would be nice to go back to spending some money in our stores and restaurants, to see our friends faceto-face, and be able to hug our grandkids again (remember, I told you I was an older kid). This one thing would be really neat, Santa, so please give it your best shot.

I know I mentioned a second thing, which is kind of a big thing too, so I can understand if this might need to be shared among kids of all ages including mine. Can you give us some sort of peace so that ½ of us are not so angry with the other ½? I gotta leave this to your creative imagination, maybe a group effort with the elves involved.

Iâ&#x20AC;&#x2122;m not very truthful, Santa. There is actually a third thing Iâ&#x20AC;&#x2122;d like â&#x20AC;&#x201C; Iâ&#x20AC;&#x2122;d like to be alive in 2021. If you work really hard on my ďŹ rst thing then this one might be really easy. Youâ&#x20AC;&#x2122;ve got your work cut out for you this year, thatâ&#x20AC;&#x2122;s for sure.
