ST. PAUL — Rosary clutched in hand and staring at a crucifi x, her head was bowed as she awaited her sentencing Dec. 19 at the Ramsey County Courthouse for killing two teenagers and injuring a third by speeding.

Rachel Diane Kayl, 33, of Maple Grove, pleaded guilty in Ramsey County District Court in September to two counts of criminal vehicular homicide for the deaths of 16-year-olds Stephanie Carlson and Bridget Giere, who died at the scene of the crash at Highway 96 and Old County 10 in Arden Hills Dec. 1, 2016. She also pleaded guilty to one count of criminal vehicular operation causing great bodily harm for injuring their friend, Sammy Redden, the other driver. The girls were on their way to Mounds View High School when Kayl crashed into them going about 80 mph in a 50 mph zone.

In question at the sentencing hearing was whether or not Kayl should go to the Ramsey County Correctional Facility for a year. She was to be put on probation for the three felonies per her plea agreement SEE SENTENCING, PAGE 8

God didn’t write on a wall after their daughter and sister died in a tragic traffic crash. He put a message on a more befitting place — their license plates.

When several of the Giere family members got new license plates on their vehicles this year they all happened to start with the letter B, said mother Marilee during an interview at their Arden Hills home this Christmas season. Hers — BES 250 — stands for Bridget Elaine Smiles and includes the date of her daughter’s birth. Her tabs renew in May and Bridget was born May 25th.

Christmas at the Moon

Sometimes we look up to the sky to be entertained. Or to be inspired. We marvel at celestial events like rainbows, Northern Lights and shooting stars. At the edges of the day the rising or setting of the sun can paint the sky in bright, dazzling colors. And when the Earth inserts itself between the sun and moon, we watch in awe as our shadow moves across the lunar surface. These are just a few things we see without a telescope.

We might call these events heavenly, and for good reason. Ancient cultures would read divine messages in sightings like these.

Our fascination with the sky started when we were children. We learned that the stars were so far away their light took years to get here, and that we could connect them into the shapes of animals and other figures. At Christmas, our parents told us to look up and find Santa’s sleigh. They would point to a satellite and say, “Look.

There he is. Right on time. Now it’s time for bed.”

In Sunday School, we learned there had been a star above Bethlehem to mark Jesus’s birthplace. After that, we never lost our interest in the night sky at Christmas. There is something about Christmas Eve that makes us want to look up in wonder. Maybe another guiding star will appear and send us a modern message that we need today, like God’s promise of peace and joy despite all the troubles in the world.

There was a Christmas Eve exactly 50 years ago, some of us may recall, when we spent the evening gazing at the sky to fi nd peace and joy. Millions of us, all at once, were looking up. What happened that night was extraordinary. It was called Apollo 8, and it was on a mission that came to be known as Christmas at the Moon.

To understand how important the event was, you fi rst have to know

something about the year that was ending. 1968 had been turbulent, tragic and divisive. It had been a year of assassinations, war, dissent, racial unrest and political upheaval. Some called the year apocalyptic. Even the Olympics were smeared with protest.

A national despair hung over us. As the year came to a close, we needed a lift to our spirits.

The country was eight years into the decade in which our president had pledged to put men on the moon, and time was running out. Mission schedules were moved up and Apollo 8, a necessary fi rst step for the moon landing that would occur the following summer, took off just a few days before Christmas. We cheered as its three-member crew—Borman, Lovell and Anders—became the first humans to leave Earth’s orbit and head off into space.

It took them three days to reach the moon, arriving on Christmas Eve. Using high-tech rocketry, precise instruments and principles of physics few of us understood, they steered the spacecraft from a straight-line direction into a lunar orbit. An on-board camera captured and beamed back to televisions on Earth the closest images of the moon’s surface anybody had ever seen. We saw what the astronauts saw: a barren and forbidding landscape of mountains and craters, void of any color or signs of life. At its crisp edge, the moon’s sun-bright surface was in sharp contrast to the blackness of eternal space. The images were historic and breathtaking, if not exactly comforting. After all, it wasn’t cheerful entertainment to be reminded of the vast emptiness of the universe.

Then it happened. Apollo 8 continued its orbit around the moon’s backside until the camera picked up an object in the distance. There was something out there in the universe.

A colorful body was peeking over the moon’s horizon. An arc of blue and white, it rose in the dark sky until we could see that it was round — and then

we knew what it was. It was our Earth.

It cleared the horizon just like when our sun or moon comes up. Earthrise was a word we had never used before.

Our planet looked like a frosty blue ornament, not perfectly round, not quite full, but with a shadow on one side. For the fi rst time, we were seeing our planet from space. And it looked wonderful. The seas and continents were partially hidden by swirls of clouds in a portrait of life, our home in the universe.

But that wasn’t the end of the evening’s show. Apollo 8’s crew didn’t need to be reminded it was Christmas Eve. Earlier in the mission, they had been told a celebration was in order.

“Do you have anything in mind?” they asked the flight director.

“Just do something appropriate,” was the reply.

And they did. In advance, they had prepared a reading.

“In the beginning,” one of the astronauts started, “God created the heavens and the Earth.”

They took turns reading from Genesis, the fi rst 10 verses. They ended with, “God called the dry land Earth, and the waters that were gathered together He called Seas.”

A quarter million miles away, we watched the astronauts on television and listened to these words of our faith, not realizing that we had become the largest audience to ever listen to human voices. Then we went outside and looked up at the sky. After what we had just seen on TV, there couldn’t have been a better text to express what we were feeling. The despairing year was ending with a message of hope. On the night we were celebrating God’s gift of his only Son, we thanked him for his original gift as well: his gift of life. We stood in our yards and stared up at the moon and, even though we couldn’t see the tiny dot of the spacecraft, we rejoiced as if we were on board with our heroes. We forgot about the problems of the world and instead thought only about God’s grace and about how precious life is.

We know that not everyone shares our Christian story of creation. We live by a faith that is not accepted by some. So, it was no surprise that after Apollo 8 returned home a protest was fi led against the crew’s right to use the spacecraft as a pulpit and Genesis as a sermon. We get that. But we all must believe in something, and it would have been impossible for anyone to have such a unique and profound experience as viewing our precious planet from space and not feel deeply emotional about the wonderful gift of life. What other words could have matched that emotion? The three Christians of Apollo 8 used Genesis to express how they felt. If they had been poets, they might have found their own words. But to them, Genesis was poetry.

After Earthrise, Apollo 8 orbited the moon 10 times. It was now Christmas Day. On the last orbit, the ship’s captain, Jim Lovell, had to perform a precise rocket burn to escape the gravity of the moon and steer the spacecraft back to Earth. The burn was critical. Failure would leave Apollo 8 and its crew in a lunar orbit forever.

And because the task took place on the moon’s backside where communication was lost temporarily, for several suspenseful minutes we didn’t know if it had worked. The world held its breath.

Finally, Jim’s voice was heard. This time, he secularized his message.

“Tell everyone there is a Santa Claus,” he said. “And we’re coming home.”

Parking changes at Mounds View High School Mounds View Public Schools has purchased the property directly across the street from Mounds View High School from First Student Inc. Beginning Jan. 2, the bus garage property will become a parking lot for staff and students who already have a permit that was independently sold by First Student. Students who already have a school-issued permit will not experience any changes. Parents/ guardians and visitors will not experience any changes in parking. Winter Reads kick-off

Students named officers Mounds View High School senior Vidhya Mallikarjunan and freshman Jackie Pennington were elected SkillsUSA Minnesota State Officers. They will attend officer training in December and January. The training includes an interview with the SkillsUSA MN Board of Directors, which will determine the office they will hold. Vidhya was the 2018 Secondary State President.

The Mounds View Public Schools Board took the following action at its Dec. 11 meeting: • Heard a construction update.

Wold architects and engineers provided an update on the participatory planning and design process that is being used at the high schools. District administration and staff from Wold shared insights about how the process is working and the progress that has been made to date.

• Heard a report from Carole Nielsen, executive director of administrative services, who spoke about 2019-2020 fiscal year budget assumptions which are developed with input from the School Board through work sessions. Budget assumptions will be used in financial projections and in determining the final budget. The final 2019-2020 budget will be adopted in June 2019.

• Approved a resolution to certify

the 2019 property tax levy. The fi nal certification will be forwarded to Ramsey County for processing of the final property tax statement. The tax statements will be sent out in March 2019. The property tax revenue will be available to the District for the 2019-2020 school year. The total levy amount is about $50.4 million which is 1.16 percent greater than the 2018 tax levy. •Approved a resolution to keep non-resident enrollment options closed for the 2020-2021 school year. There are multiple measures that indicate that the district’s resident enrollment will continue to see growth for the next several school years. Based on the current capacities of school buildings and the projected growth in resident enrollments, the district will need to remain closed for non-resident enrollment options.

Looking up

I

t’s been 50 years since the historic year of 1968 came to a close, so I thought it was the appropriate time to revisit a topic that has been noted in previous columns and also in a contributed story in the Shoreview Press this week.

When the stress and emotions of the season start to weigh heavy, I can still find simple pleasure in the various light displays decorating homes and yards as I drive across the area. Like interactive sculptures, the lights appear to move, flicker and twist as you roll past. Ranging from a single, small decorated tree glowing like a colorful gumdrop, to elaborate installations with thousands of lights, it appears that anyone with Angle of the spirit and desire can in some way participate in this seasonal View expression of light.

Growing up in a rural area far Paul Dols enough away from the light of an urban center, I grew accustomed to the dense cluster of stars that appeared in the night sky. I remember one of the first things I would do when I came back home to visit my parents, after being away at school, would be to look up at the sky.

The night sky in the city seemed muted and pale in comparison. I’m not suggesting that the seasonal enjoyment of Christmas lights is contributing to the loss of the night sky, I suspect urban sprawl and wasteful, sometimes unnecessary, lighting practices are more likely the culprits.

According to an article on light pollution by Andrew Fraknot at pbs.org, during power outages in large population centers in southern California, officials answered 911 calls describing strange, glowing clouds hovering in the sky that turned out to be the Milky Way, a celestial phenomenon that an estimated 80 percent of the people alive today have never seen. I believe that the gradual and continued degradation of the night sky is among the influences of modern life that is subtly diminishing the scope of our imaginations and the ability to physically experience a connection to something infinitely beautiful and larger than ourselves.

As part of the 1968 exhibit currently at the Minnesota History Center, an actual size replica of a space capsule is on display in a section dedicated to the Apollo 8 mission that carried the first humans out of the earth’s orbit and around the moon. It was also the first time humans viewed their home planet in its entirety. It’s difficult to believe such an influential experience could have happened by accident, but while the astronauts concentrated on their primary mission of documenting the surface of the moon for future landings, a small, blueish smudge was first seen rising in the distance. Contrasting with the stark surface of the moon, the Earth was a beautiful oasis floating in the vastness of the universe. Astronaut Bill Anders is credited with taking the iconic Earthrise photograph of the scene and has been quoted saying that, “We came all this way to explore the moon, and the most important thing is that we discovered the Earth.”

Although the moon landing garners more attention, some argue, for a variety of reasons, that this reconnaissance mission was the real breakthrough moment in history. In retrospect, the importance of what they were experiencing at the time appears to have resonated with the astronauts and 50 years ago on Christmas Eve in 1968, astronaut James Lovell inspired millions of people back on Earth as he quoted from the Book of Genesis while viewing our planet from the Apollo 8 spacecraft as it orbited the moon.

It took unbounded imagination and a huge amount of collaborative effort to achieve this historical feat and for a brief time, near the end of a tumultuous and violent year in our nation’s history, we were all collectively looking up.

Insurance tips to survive the Minnesota winter

E

very winter, deep-freeze temperatures, snowstorms and ice cause plenty of headaches, and worse, for Minnesotans.

It’s important to make sure you have the insurance coverage you need in case your home, car or other property becomes a victim of winter weather. The Minnesota Commerce Department, which oversees the insurance Movers and industry in the state, offers these Shakers winter insurance tips.

Minnesota Your Home Dept. of Understand Commerce what your homeowners insurance covers. A standard policy typically covers damage caused by fi re, wind, fallen trees, water damage from ice dams and other accidental causes, and structural collapse from the weight of ice or snow. Damage from frozen pipes may not be covered if it is due to negligence, such as failing to maintain an adequate temperature in the house. Damage from a backed-up drain or sewer is typically not covered.

Update your home inventory.

Take photos or video of every room. Keep detailed information, including receipts, for all high-value possessions. Put your

home inventory in a safe place.

Filing a claim will go a lot easier if you have a comprehensive, upto-date record of what’s in your home.

Review your coverage. If you have remodeled your home or bought any expensive new items, make sure your insurance policy is updated to reflect the added value. Most home insurance policies have standard limits for big-ticket items like electronics, art, jewelry or sporting equipment.

Your Car Drive with care. Winter weather is a challenge for all drivers.

While some accidents can’t be avoided, you should always drive defensively and without distractions. When roads are slick or snow-covered, slow down and keep extra distance between you and the vehicle ahead.

Know what to do in case of an accident. Always keep a copy of your insurance card in the car.

To take the stress out of fi ling a claim, the National Association of Insurance Commissioners (NAIC) created the free WreckCheck smartphone app to help you gather information after an accident, including photos. You can then email the report directly to your insurance agent. It’s available at www.insureuonline.org/insureu_ games_apps.htm Review whether you need collision or comprehensive coverage. Collision insurance covers damage to your car from

colliding with another vehicle or non-moving object such as a tree or pothole. Comprehensive insurance covers damage caused by other factors such as flooding, hail, a falling tree or hitting an animal. If your car is older and no longer worth a lot, keep in mind that the maximum insurance payout will only be the car’s current market value.

Your Winter Fun Decide on coverage for your snowmobile, ATV or ice fishing house. Minnesota law does not require insurance for snowmobiles or ATVs. Generally, they will not fall under your auto or homeowners insurance, so you will need a separate policy to cover damage to your vehicle and liability for damage to others. If you have an ice fishing house, check with your agent to see if your homeowners policy has it covered.

Carefully consider the costs versus benefits of travel insurance.

If you plan to escape the cold for a warm vacation, you may be considering travel insurance. Review the details of what’s covered and what isn’t, especially any conditions or exclusions. Coverage that is too limited or restrictive may not be worth the price. Plus, your credit card may already include insurance.

When Christmas feels blue

hristmas is a time of the year where many of us feel like we should be celebrating. The majority of Americans say that they look forward to spending time with family and friends the most when it comes to Christmas. What can happen to a lot of us though is that Christmas becomes a reminder of empty chairs, missing face and silent voices For me that person is my Grandpa. Every year on Christmas Eve, we would get together as a family at his house for dinner before we went to worship together. He was never a man of many words but those gatherings were a time together that formed and shaped me.

Now with him gone, Christmas doesn’t quite seem the same.

It’s missing something. I know that we cannot compare grief

but I believe that we all can understand that holidays can bring grieving.

Christmas can become a time of healing.

It becomes an opportunity for us to fi nd faith and discover our purpose here on earth.

Many of us have questions. Is God real? Does He care for me?

Does He know me? The birth of Jesus is a resounding “Yes!” to all of these questions. Jesus came

to earth because he loves you and he has a plan for your life.

In the midst of our darkness and pain Jesus comes as a light and as peace for all of us. In Isaiah chapter 9 the prophet tells us that Jesus is the Prince of Peace.

A relationship with Jesus this Christmas is our miracle and encouragement.

We have all experienced loss and grief but in the midst of that grief we can find hope knowing that the birth, death and resurrection of Jesus was to banish death. Those who believe in Him find hope in that truth. While I know my Grandpa won’t be at Christmas this year, someday we will be reunited.

Living with Lyme disease inspiration for foundation

For 16 years, Lisa Najarian had symptoms she couldn’t explain for an infection she couldn’t treat.

That changed in 2015 with a positive diagnosis for Lyme disease and with her newfound energy, Najarian and her husband Pete have launched a foundation to help others battling the malady.

It is the mission of the Grant couple to connect people to Lyme-literate physicians through their Twin Cities Lyme Foundation. Launched in July, the nonprofit foundation is dedicated to early detection and accurate diagnosis of Lyme disease.

Lisa Najarian considers the foundation her calling now that she’s able to lead a more normal life.

She’s not completely recovered from Lyme disease — there is no cure for the tickborne illness — but once diagnosed, a regimen of oral antibiotics has given her a semblance of her life back.

There was a time Lisa couldn’t get out of bed.

It was 2010 and the couple and their two children had moved to Connecticut to be closer to Pete’s work. The former pro football player-turned-investment-analyst was commuting to New York City for CNBC. Bedridden with migraine headaches and vertigo, Lisa didn’t know what was wrong.

“I could hardly move,” she recalled. “I remember standing in front of the kids and wondering what was going on with me. I said to them: ‘You guys don’t understand. I have worms in my brain trying to get out.’ That is what it felt like. It took a really long time to get my brain intact.”

Najarian believes she was bitten by an infected deer tick years earlier when living in Chicago. She was an avid gardener but unfamiliar with Lyme.

She doesn’t know if she had the telltale target rash.

Her fi rst of many symptoms was hearing loss and tinnitus. Then came the vertigo, migraines, arthritis and heart palpitations. She visited one specialist after another, but the Lyme went undiagnosed.

Finally, in 2015 a blood test proved positive for Lyme.

By then the Najarians had moved to Minnesota to be closer to family. Pete’s father is Dr. John Najarian, the world-renowned transplant surgeon, now 91 years old and in a memory care facility. Pete was a linebacker for the Minnesota Gophers and went on to play for Tampa Bay and the Vikings, retiring in ‘92.

He hosts a TV show called “Fast Money” and still commutes to the Big Apple, only now it’s from Minnesota.

The state is the country’s No. 2 hotspot for Lyme, according to Lisa. Almost 145,000 Minnesotans have tested positive for the bacterium in the last 10 years and the number is growing. There are more Lyme cases reported by the Centers for Disease Control and Prevention than hepatitis C, colon cancer, HIV and breast cancer, she added.

people that Lyme is often misdiagnosed.

“It is called ‘the great imitator’ for a reason,” she said. “Lyme can mimic symptoms of many diseases. If left undetected and untreated, Lyme may advance into a much more insidious disease. Fifty percent of people who live with Lyme don’t know they have the disease.”

That’s where the foundation comes in. The Najarians are working to raise money to assist in getting a diagnosis. An assessment tool on the website is the fi rst step. Symptomatic visitors are invited to answer questions online before a determination is made directing them to a Lyme-literate physician for a two-hour consultation.

Funding for the patient is paid up to the point of diagnosis. The cost is about $1,000.

There are already 250 people waiting in the queue, noted Lisa, who gets at least a half dozen emails a day from people looking for help.

As for her lifestyle, Lisa focuses on wellness, with help from her daughter Alexis, who majored in “mind, body and soul,” as her dad describes it, from the University of Nebraska. She is a fitness nutrition specialist and maintains a website called Nutrifit by Lex. Her daughter holds her “accountable,” Lisa said, as she focuses on a gluten-free diet, stress reduction and sleep, all critical aspects of her health regimen in addition to long-term antibiotics.

The Lyme bacteria is embedded in her system, Lisa said, and can be fatal. “It will take a really long time for me to be asymptomatic,” she added.

“We hope it will happen.

“In other parts of the country there is more familiarity with Lyme,” Lisa maintained. “Symptoms are easily recognized by doctors who are trained in proper detection and can successfully diagnose the infection. We’re hoping to bring that awareness and common practice to Minnesota.”

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents: • A St. Paul woman, discovering a tow truck driver about to remove her vehicle from a lot in the 4100 block of Lexington Avenue the morning of Dec. 5, “jumped behind the truck,” according to the driver, and then suffered an injury when the truck ran over her foot. The 32-year-old was transported to a local hospital for a foot evaluation. An investigation is underway.

• A Sylvia Lane resident contacted 911 the morning of Dec. 6 and reported that an opossum had taken up residence in her garage. She was provided a list of resources for wildlife removal.

• A deputy was hit in the head the morning of Dec. 6 by a teenage girl and transported to a local hospital for evaluation. The 16-year-old was charged with fourth-degree assault and booked into the county Juvenile Detention Center. The incident, which occurred in the 3400 block of Lexington Avenue, remains under investigation.

• A resident in the 500 block of County Road J reported that she was the victim of a phone scam on Dec. 6 and gave money to a scammer via gift cards. No other information was released.

• An Island Lake Avenue resident called Dec. 7 to report that a domestic rabbit has been living in her yard for the past month. The rabbit was picked up and transported to the St. Paul Animal Control Center.

• A 41-year-old man sideswiped another vehicle the morning of Dec. 7 at County Road J and Rice Creek Parkway. The Maple Grove man was arrested on charges of driving after license revocation, no proof of insurance and driving without an interlock device. His vehicle was impounded.

• A man reported that his grandfather was confronted by a pair of thieves near midnight on Dec. 7 in his home in the 5700 block of Turtle Lake Road. The intruders held him down on the floor and threatened him, implying they had a weapon, although no weapon was shown. Before fleeing the scene, the pair went through a closet and an unknown amount of cash and jewelry items went missing. An investigation continues.

• A 77-year-old Reiland Lane resident received a call Dec. 7 from an unknown male stating that she had won cash. The woman was instructed to fax a copy of her driver’s license to the man, which she did. No financial loss has been reported to date. The victim also reported the incident to the DMV. • A prowler broke the front driver’s side window of a vehicle parked Dec. 8 at the YMCA lot in the 3700 block of Lexington Avenue and made off with a Coach backpack valued at $300, according to the 30-year-old male victim from St. Paul.

Sheriff-elect Bob Fletcher announces initial leadership team Sheriff-elect Bob Fletcher announced appointments for several key positions at the Ramsey County Sheriff’s Office in January. Chief Deputy will be Dave Metusalem, the current executive director of the Minnesota Police & Peace Officer Association (MPPOA). Metusalem previously served at the sheriff’s office as chief deputy. Community Relations undersheriff Bill Finney and Court and Security Services undersheriff Tina McNamara are from the St. Paul Police Department. Public Safety Services undersheriff will be Jeff Ramacher, who has served at the sheriff’s office 21 years. Regional Services undersheriff will be Mike Martin, current assistant director of emergency management at the University of Minnesota and previous Minneapolis Police Department staff. Public information officer will be Roy Magnuson, a St. Paul Public Schools teacher and coach. Inspector for Youth Crime Prevention Programs will be Chy Nou Lee of the sheriff’s office, the fi rst Hmong American to serve on a senior leadership team in a Minnesota law enforcement agency.

Text-to-911 reports successful 1st year The fi rst year of Minnesota’s statewide Textto-911 system is showing that the service is saving lives and making it easier to contact fi rst responders. The Department of Public Safety

Emergency Communication Networks division reports that dispatchers received more than 4,500 texts since the program’s deployment in December 2017, an average of 375 texts per month. Textto-911 can be used when calling 911 would put you in harm’s way or if you are deaf or hard of hearing. People have also utilized the service when signal strength was lacking or when their microphones/speakers were inoperable. Textto-911 should only be used in emergencies and when speaking is not an option. The following are examples of how Text-to-911 was used to seek help: • A suicidal individual did not feel comfortable talking to someone, so they texted for help instead.

• An abducted woman texted 911, leading to her captor’s arrest.

• Children who were fearful of being overheard when calling 911 have texted when their parents were in a verbal or physical conflict.

• A hunter became lost in the woods on a cold night and didn’t have enough signal strength to call 911 but did have enough to text 911.

• A person had difficulty breathing from a panic attack and could not speak, so they texted 911.

Death by suicide increases 5 percent statewide The Centers for Disease Control and Prevention released a report that shows Minnesota saw a significant increase in the number of suicides in 2017.

In 2017, 783 Minnesotans died by suicide, an increase of 5 percent from 2016. Suicide is increasing in other states, as well. Suicide is the eighth leading cause of death in Minnesota and 10th nationally.

“Minnesota faces a growing public health challenge related to suicide,” said Minnesota Commissioner of Health Jan Malcolm. “While we have made some progress in suicide prevention, as the state saw a 10 percent decrease in suicides among women, there was also a 9 percent increase among male Minnesotans, particularly in the seven-county metro.

“While it is natural to focus on the overall numbers, we want to emphasize that suicides are preventable, and depression and other mental illnesses that often contribute to suicidal behavior are treatable. Suicide is not inevitable. Most people find the hope and help they need to make their way to a brighter future. That is why we must continue to invest in suicide prevention efforts such as access to crisis services, limiting access to lethal means and creating supportive communities.”

SENTENCING: Driver’s license revoked for 6 years, 1 year in workhouse FROM PAGE 1

in September. It was up to Judge Thomas Gilligan to determine the terms of her probation at the sentencing. Gilligan sentenced her to a year in the workhouse after hearing from attorneys, the victims’ families and Kayl herself.

Ramsey County Assistant Attorney Hassan Tahir, the prosecutor in the case, argued there should be a concrete consequence for killing two students on their way to school.

“This wasn’t an accident,” Tahir said. “This crash was completely preventable. It simply never should have happened.”

Tahir said that throughout the case investigation Kayl never stated why she was driving so fast. His best educated guess was that she was late for work since she was supposed to be there soon after the crash occurred.

When Kayl was arrested in May 2017, Tahir said, she acted playful to the officer, saying it was a beautiful day outside and she’d like to go for a run, her friends wouldn’t believe she got arrested, and how uncomfortable the cuffs were. “Not once did she spare a thought or word for two

people dead,” he added.

It took two years for her to say she was sorry.

“When people asked me if she was remorseful, I would say I am not sure,” said Bridget’s mother, Marilee Giere, during the victim impact statements, prior to Kayl’s apology.

“She seemed upset at the plea bargain, but I am not sure if she was remorseful.” Marilee was clear she was looking for accountability, not vengeance. “Our family is a jigsaw puzzle with a piece missing,” she said.

Since she was charged in spring 2017, Kayl retained a lawyer to try to mitigate, deny and absolve herself of the fact that the girls were “violently slaughtered,” said Stephanie’s father Steve Carlson. “I’ve seen no signs of sorrow or remorse or anything close to an apology,” he noted.

“Bridget and Stephanie did not die on Dec. 1, 2016,” added Stephanie’s mother Catherine Carlson. “They were killed by a deliberate action.

The outcome might not have been intended but (there was) a willful intention to drive over the speed limit.”

“To me, justice will never be served,” said Redden, who still lives

with pain from the crash. The scars on her body from surgery to fi x her collapsed lung are a constant reminder of when she woke up and couldn’t breathe, her steering wheel pushed up against her chest. “This has impacted my well-being in ways I can’t explain,” Redden said. She will live with “lifelong heartache” over the loss of her friends.

Kayl gave an apology before Gilligan made his decision. “I live with constant guilt,” she said. “I would give anything to go back in time to slow my speed so that Bridget and Stephanie could be with us today.

I beg other drivers to slow down.

That two minutes you save is not worth it.” She said she prays for the girls and lights candles for them at church. “I want everyone to just know how sorry I am,” she added.

Kayl’s attorney Adam Johnson requested Kayl be put on electronic home monitoring instead of going to jail because she has multiple medical issues and goes to doctor appointments three to four times a week. She uses several electronic devices, several medications, has panic attacks and visits a psychotherapist.

“The mere fact that she has a num-

ber of physical ailments should not be treated as a Get Out of Jail Free card,” Tahir argued.

The Ramsey County Correctional Facility sent a letter indicating an inmate with such medical needs would be an undue burden, Gilligan said, but added a year in the workhouse to her probation terms.

He said he would hold another hearing Nov. 29, 2019, near the anniversary of the crash, to determine how she could serve her workhouse time after more is learned about her medical needs and how the workhouse might be able to accommodate her.

Other terms of her probation include that her license be revoked for six years and she be required to pay about $3,000 in restitution. If she violates the terms of her probation, she would be sent to prison for 10 years.

“I hope you spoke from your heart and you mean it,” Gilligan told Kayl about her late apology.

To the crowd gathered in the courtroom, he said, “I can’t mend broken families and broken hearts. …This sentence is an imperfect solution, and there’s nothing I can do to put this all together.”

Snippets like this from heaven, inspirational books and support from church have kept Marilee going since a speeding driver killed her daughter on the way to Mounds View High School two years ago.

Bridget, along with friends Stephanie Carlson and Sammy Redden were on their way to school 7 a.m. Dec. 1, 2016, when Rachel Diane Kayl, of Maple Grove, crashed into them going about 30 mph over the speed limit at the intersection of Highway 96 and Old Highway 10. Carlson also died at the scene. Driver Redden was severely injured but has recovered. They were all 16 and juniors.

Inspirational books aren’t much solace for Bridget’s father Marty. “To me, it is a tragedy that has turned into a travesty of justice,” he said, referring to the drawn-out legal process that concluded with a sentencing Dec. 19, two years after the crash.

Kayl was charged in Ramsey County District Court with two counts of criminal vehicular homicide and one count of criminal vehicular operation causing great bodily harm in May 2017. A lengthy case followed.

“Her attorney filed lengthy frivolous briefs trying to throw out the evidence,” Marty said. The judge originally assigned to the case was arrested for DWI and a new judge had to be assigned. The Ramsey County Attorney’s Office added two manslaughter charges about a year ago. Kayl’s attorney continued to fight and a plea agreement was reached September 2018, with the additional charges dropped and probation instead of prison.

Marty said he wasn’t in favor of the plea bargain. He wanted a trial.

The county attorney explained to the families that a jury could deliver no conviction at all. Three of the four parents opted for the plea agreement.

Marty knew the evidence was there and wanted to see it stand trial after all this time. But he was looking forward to getting the sentencing over with the week before Christmas.

“Whether it had been a jury trial or a plea bargain, it’s not going to bring Bridget back,” he said.

Besides, something that wouldn’t have been discussed at the trial is one of the things that bothers him most — no toxicology report was completed after the accident, only a breathalyzer test that was clean, Marty said.

“To me, if someone dies in an accident they should do a toxicology report because the driver could have been under the influence of drugs,” he noted.

“That bothers me.” Even cold medicine contains warnings about dosage and driving, Marilee added. Marty wants to know if Kayl was on any mental health medications but medical records from the time were not released.

During hearings, she acted like she didn’t comprehend what was going on, he said. He noted the sheriff’s investigator reported that when Kayl was arrested she said she was too pretty to go in the back seat, an odd reaction.

He’s not sure if he will pursue a civil case or accept what Kayl’s car insurance is offering.

Marty said he will never forget hugging and kissing Bridget’s body at the morgue. He cries every day. Her bedroom has been left mostly intact.

The Gieres have a table in their dining room full of photos and items people gave them to remember Bridget, including a Hardanger embroidery cross given anonymously.

They are still trying to figure out the anonymous person who made the large wooden crosses for Bridget and Stephanie at the site of the accident the weekend following the crash.

The crosses now stand in a memorial garden at neighboring North Heights Lutheran Church. The garden is for anyone in the area who has lost a child; they can engrave a stone there in their memory. Marty helped build the garden and his heart goes out to parents who have lost their children’s future.

“The last year of her life she just blossomed and understood what life is about,” Marty said. “She was a good student. She could have done anything she wanted in her life. She was good at English. That’s what is so sad is you can never see them achieve what their talents are and see them live a productive life.”

Marilee enjoys sharing the inspiration she has received through several grief books with others. “God is always there,” Marilee said. “I believe that I will see Bridget in heaven.”

Sheriff-elect fined for campaign disclaimer violation

Ramsey County Sheriff-elect Bob Fletcher was fined $500 for not properly citing his campaign committee on signs, his website and promotional video.

Judges at the Office of Administrative Hearings determined Dec. 13 that Fletcher violated the Fair Campaign Practices Act that requires campaign material to include a disclaimer with the name and address of the committee or person that supported the material, according to state documents.

One of Fletcher’s campaign volunteers accidentally put “Bob

Fletcher for Ramsey County Committee” on campaign signs instead of the official committee name, “Bob Fletcher for Sheriff Committee.”

Also, there was no address included. The volunteer left off disclaimer information from a promotional video that was on YouTube. The home page of Fletcher’s campaign website also had no disclaimer.

After James Daly, a former Ramsey County Sheriff’s Office lieutenant, fi led a complaint about it, the committee corrected the signs with stickers and added appropriate disclaimers to the video and website.

The panel of judges determined the error was

“negligent” but likely had minimal impact on the election.

The civil violation for negligence to include a disclaimer requires a fine between $250-600.

The panel of judges determined a $500 fine was in order for Fletcher because the errors appeared in multiple places and he “is an experienced candidate, having run for elected office several times,” according to state documents.

Fletcher is currently mayor of Vadnais Heights. He was previously Ramsey County Sheriff for four terms.

He also served on the St. Paul City Council.

They didn’t really know their priest before but now he is a friend, he added.

“I don’t blame God — I blame Satan and the evil in the world,” Catherine said.

Catherine said her feelings vary from day to day on the judicial process and whether or not she feels the family got justice. Ultimately, she said the state’s laws and justice system isn’t about truth and justice anymore anyway. “It’s attorneys selling opinions,” she said.

Rachel Diane Kayl, 33, crashed into the girls going about 30 mph over the speed limit at the intersection of Highway 96 and Old Highway 10. In May 2017, she was charged with two counts of criminal vehicular homicide for Stephanie and Bridget and one count of criminal vehicular operation causing great bodily harm for injuring the other driver, Sammy Redden.

A lengthy case followed with Kayl’s attorney trying to absolve her. In September, she pled guilty and was expected to be put on probation. She would get about 10 years in prison if she violates the terms of her probation.

“What bothers me is it took two years,” Steve said.

“She dragged us and the Gieres through this hell for two years.”

Ultimately, the Carlsons accepted the plea agreement because Assistant Ramsey County Attorney Hassan Tahir told them Ramsey County judges are lenient and a stricter sentencing would be unlikely, Steve said.

Catherine said grief sometimes makes them feel angry, sometimes sad. “I can’t wear eye makeup anymore because I never know when I am going to cry,” she noted. Just this month she started looking again at some of Stephanie’s things and gifts from the community that she had put in bins. She picked out a large poster signed by students at Mounds View High School the day of the crash to roll out at the courtroom sentencing.

“We are very grateful and thankful for the people that have reached out and shown kindness to us,” Catherine said. The Shoreview quilter’s club made quilts for the Carlson family, including Stephanie’s four older siblings. Catherine said she tells her older children they should move to Shoreview or Arden Hills because it is such a great community and so many people supported them, including a local church, North Heights Lutheran Church, that donated land for a memorial garden for the girls near the site of the crash.

Only Stephanie attended Mounds View High School after the Carlsons moved to Arden Hills in 2011. Stephanie was thinking about being a nurse like her mother; she worked as a nursing assistant. “She had a lot of promise,” Steve said.

“She was looking forward to growing up and being out in the real world.”

1,000-plus presents for 1,000 children takes 100 volunteers

She scours the thrift stores all year long for this.

Gwen Larson, of Shoreview, was busily sorting books preparing for 1,000 children to come through LifePoint Church’s doors in an hour the afternoon of Dec. 12. She has been volunteering for five years to gather and organize books for the church’s Toys for Tots annual distribution event.

The books, as well as hats and mittens, personal care products, a free meal and drawing for 10 bikes, are part of the extra gifts the church adds to the Marine Toys for Tots Foundation distribution event, said Pastor Peter Vogt.

The church also offers parents the opportunity to pick out a toy for their child rather than just handing out a preselected toy like some Toys for Tots sites do. “We really want to give the people that come a dignified experience,” Vogt noted.

The church offers child care if parents want to keep their shopping a surprise.

The church transformed its rooms into shopping areas for various ages for the event.

Bill Weigel, of Vadnais Heights, volunteered in the teen room. He has enjoyed volunteering at the event since it began.

The spectacular holiday light display on Bald Eagle Lake is in its fi nal year.

After 35 years and considerable time and expense, John Cretzmeyer and wife Barb Jacobson announced that 2018 is the last.

The display's fi nal year was supposed to be 2014, but the couple changed their mind after a surprising outpouring of cards, emails and even presents from people urging them to continue the tradition.

“People were dropping off bottles of wine,” recalled Cretzmeyer, whose favorite story was the note with $5 from a college student. “He said it was his beer money and that we couldn't quit. He'd been coming since he was 3. So we kept it going.”

At this trade school, students earn while they learn

Every day, hundreds of vehicles pass the old Gall Elementary School on White Bear Avenue.

Many of those drivers don’t realize the job opportunities that await inside.

The building is home to the Sheet Metal Workers Training Center, a trade school that quietly churns out journeymen tinners, as they are called, who earn up to $42 an hour, plus benefits.

Sheet metal can be a pretty good gig for kids who don’t choose college.

“If apprentices behave themselves, everything is paid for,” said Darryl LeMire, a welding instructor at the school and a retired tinner.

Once accepted to the program, an apprentice is indentured for three to five years, depending on prior schooling. They are expected to attend the school two days a month while working full time in the industry.

Tuition is reimbursed through the union at the end, as long as the apprentice attends class and stays in their employer’s good graces.

It takes 8,000 hours to become a journeyman and there is 100 percent placement, according to Pat Alfonso, an instructor at the school since 2001.

A career bending and shaping metal offers many specialties.

“Tinners do multiple things and the jobs are good,” noted LeMire.

tectural sheet metal, heating and ventilation, or commercial stainless steel fabrication. Fire life/safety is a newer specialty and a lucrative one. LeMire said a 24-year-old can be a journeyman making $80,000 inspecting and testing fi re dampers in ventilation ducts.

The demand for sheet metal workers is out-stripping supply, Alfonso added. “The majority of those coming out of high school are focusing on college and not the building trades. Trades are a hidden gem.”

Instructors at the school are looking for students with aptitude for mechanics and math, craftsmanship and, last but not least, work ethic.

And then there is the artistic, creative part.

Projects on display at the school look like pieces that belong in an art show.

“That has always frustrated me,” LeMire admitted. “What we

do is very artistic, but because of its practical applications, it’s not looked at as art.”

The trade school is 100 percent self funded through Union Local 10 members. Everyone contributes the same amount to the local’s apprentice fund or 52 cents per hour. The school has about 500 apprentices; 18 percent are minorities, including 15 females.

Forty three are veterans.

There are about 3,200 sheet metal workers in the three-state area (Minnesota, North and South Dakota).

The school’s “principal” is Carl Zitzer, apprentice coordinator, sheet metal journeyman and a former St. Paul College vocational teacher who lives in Mahtomedi. His father was a sheet metal worker, too. Zitzer has his 1957 indentured papers on his office wall.

The term indentured hasn’t changed much in 300 years, Zitzer said. “It means you’re promising to learn a trade with a master craftsman. You make a promise to Local 10, yourself and to the state of Minnesota.”

Recruitment is a 12-month job for Zitzer who tours high school students, Boy Scouts and other groups through the school to generate interest in the trade.

“We’re here to help these kids, get them on the right path,” he said.

LeMire considers it an obligation to pass on his knowledge. The White Bear Lake resident was tapped to teach welding at the center a couple years ago. He was thrilled to join the staff as a way to give back to the profession. “Tinners are a tight bunch and

“People driving by this building don’t know what this is,” LeMire added. “We probably

don’t advertise it very well. People don’t realize that sheet metal workers graduating from this program make the air we breathe (inside a building) good air.”

Living the ‘Dang Good’ life

One evening in early 2017 while grilling steaks, White Bear Lake resident Linda Triplett (aka Suzy-Q) had an “aha moment.”

Deciding to add a salad to the meal, Linda dug into her trusty recipe box for an old salad dressing recipe she’d had since the early 1970s. Not only tasty on salads and fondues, it had always been “just dang good” with steak and shrimp, she said; like a marriage made in heaven.

While eating dinner that evening, Linda’s husband, “Cowboy” Mark, remarked, “This is so dang good! You need to bottle this, seriously!”

“A thought came to me that maybe I should do just that - bottle it!”

Linda recalled. Though she had never canned in her life, the mother of two began researching the internet in earnest, calling regulative authorities, and learning how to safely bottle the special dressing using the warm water canning process per the Minnesota Department of Agriculture’s Cottage Industry Guidelines.

Longtime fans of the Mahtomedi Farmers Market, Mark and Linda inquired if there was an opening to sell their dressing there. “Yes indeed,” was the answer, “there sure is a spot for you!” Calling their special dressing “Suzy-Q’s Dang Good Western Dressing,” they created labels with a country look, and bought dozens of pint jars. That fi rst Saturday at the Mahtomedi Farmers Market, they sold 48 jars. They were in business!

venture that’s still going strong. Hundreds of jars later, the Tripletts no longer use their small kitchen blender and big blue speckled canning pot on the stove. It’s a big Ninja blender now, and two turkey fryers in their garage, where Mark can “cook” 38 jars at a time. They sterilize the jars, fi ll them with the dressing, and then process the jars for 20 minutes to ensure purity in the canning process, in compliance with the standards of the Minnesota State Department of Agriculture. Instead of chopping onion after onion, Linda now buys big bags of chopped onions from Bix Produce Company.

But they still make each pint with all the goodness of natural flavors and ingredients they’ve used since the beginning.

What’s in it? Onions, tomatoes, vinegar, white sugar, some spices, canola oil - “very basic,” Linda said. “It all blends together really beautifully.” And yes, it’s gluten free.

“I get a lot of people saying, ‘I grew up with this, we always had this

at Sunday dinner . . . my dad and grandpa loved it,’” she said. Some have purchased the dressing by the case; others have come up with new uses, like mixing it in with macaroni and cheese, dabbing it on a burger, or drizzling it on walleye instead of tartar sauce.

“Sales have been so good. I’m not getting tired of it,” Linda commented. “I do when we’re making it - we’re making 12 cases right now. But we go to these markets and they’re so much fun.”

Last year, the Tripletts alternated between farmers markets in Mahtomedi and Lake Elmo before trying the White Bear Lake farmers market. Next year they’ll try Oakdale, Linda said. For the near term, they’ll have a booth at the White Bear Lake Winter Farmers Market at Tamarack Nature Center Dec. 8 and Jan. 12.

Married nearly 50 years, the Tripletts both grew up on the east side of St. Paul. After retiring from a 30-year career with the phone company, Mark drives a school bus for White Bear Lake schools and is an author, speaker, wedding officiant and photographer. Linda is a teacher’s assistant for Mahtomedi schools, working at Preschool Pals and the Early Childhood Family Education center. “We don’t believe in being bored,” she said.

For more than 20 years, the couple managed the nonprofit LNF Ministries (Love Never Fails), an organization they founded to help other bereaved parents, after the tragic death of their son, Adam, in a fatal airplane crash in 1997. With the approval of their Board of Trustees, the Tripletts closed the nonprofit in early 2018 after serving thousands of people.

The ability to connect with others is a gift and a blessing, Linda said.

“I was brought up to believe in using your gifts - if you give of yourself, you get a whole lot more back.”
