Rush Line taking on purple hue ST. PAUL — The county’s Rush Line Policy Advisory Committee met for possibly the last time July 15, capping years of meetings as representative stakeholders in the mass-transit project. Management of the almost half-billion-dollar bus rapid transit (BRT) project is in the process of transitioning to the Metropolitan Council now that the environmental analysis phase is almost done.

The next step is project development under Met Council

guidance. The project will also be rebranded as the Metro Purple Line.

According to Met Council Rush Line BRT Project Director, Craig Lamothe, the process mirrors the 2017 Metro Gold Line BRT, as well as past rail projects.

New advisory committees will be formed in 2022, he said, and a new consulting team hired.

The county will still be involved with lingering responsibilities over the next several months that include completion of the environmental analysis (EA) phase; completion of the MnDOT

and municipal approval process for highway improvements; and making a funding commitment for the project development phase. “That is a key component,” he said.

The environmental assessment is now in the hands of the Federal Transit Administration, which will review the document through Aug. 5. A local and federal legal review follow with administrative approval of the environmental assessment due in late September. That determination will be published SUBMITTED

Minnesota enters drought warning phase The Minnesota Department of Natural Resources reported this week that Minnesota has entered the drought warning phase, with 52 percent of Minnesota now experiencing severe drought and 4 percent in extreme drought.

The warning phase for drought occurs when a significant portion of the state passes thresholds for severe drought conditions at major watersheds.

The warning phase for public water suppliers using the Mississippi River is also triggered when stream flows in the Twin Cities Metropolitan Area have dropped below designated levels, which is expected in the coming days.

Actions that are triggered in a drought warning include: • Convening the State Drought Task Force, a panel of state, federal, regional and local experts with water-related responsibilities. The Task Force was last convened in 2012.

• Notifying water appropriators with DNR permits that they should follow water conservation measures, such as reducing landscape irrigation, using more efficient irrigation equipment,

“DNR is taking the drought seriously. We have a robust plan in place, strong parnterships across the state, and continue to take actions to respond to the current situation,” said DNR Commisioner Sarah Strommen. “We understand that people are seeing the impacts of the drought in their daily lives and have concerns about water levels and availability.

While occasional water level fluctuations are natural, normal and beneficial to ecosystems, they can negatively affect tourism and recreation, agriculture, businesses and other activities that are dependent on water. Times of drought remind us all about the importance of water conservation.”

Minnesotans are encouraged to visit the DNR website to learn how much water they are using compared to the average American home and identify ways to reduce water use now and in the future.

Lakes, streams, and rivers are dependent on the amount of precipitation an area receives, how much of that moisture is contributed by runoff, how much water is recharged or discharged through groundwater, and how much water evaporates.

and checking for and repairing water leaks.

Water appropriation permit holders can contact the local DNR area hydrologist for technical assistance or with any questions.

• Notifying public water suppliers that it is time to implement their water-use reduction actions.

Residents and landowners should watch for communications from their municipal or public water supplier for details on local water use reduction actions and restrictions.

• Temporarily suspending or modifying some water appropriations in response to low stream flow conditions as necessary. As of July 15, the DNR has suspended water appropriations in 10 watersheds. Suspension of more surface water appropriations is expected, unless there is a dramatic change in the current precipitation pattern.

Under current conditions, it will take at least three to five inches of precipitation spread over a period of about two weeks to significantly alleviate the drought. Soils are more efficiently replenished by multiple rainfall events than by any single heavy rainfall event.

Drought is a naturally occurring feature of Minnesota’s climate. Some level of moderate and severe drought typically occurs in the state almost every year for at least a few weeks.

Drought conditions occurring across Minnesota are creating challenging conditions for people trying to get their boats into or out of the water at public boat launches, according to the Minnesota Department of Natural Resources.

When water levels drop during extended dry periods, the concrete ramps at boat launches may no longer reach all the way into the water and hazards such as propwash holes can become more problematic.

Prop-wash holes are caused by “power-loading” the boat onto the trailer instead of using the preferred method of cranking it on the trailer by winch. When water

levels are low, people are more likely to back their trailer past the ramp’s end and into a prop-wash hole if one is present.

“It can be pretty difficult to get a trailer unstuck from a hole like that,” said Nancy Stewart, DNR water recreation consultant. “And just beyond the prop-wash hole, there’s often a mound of material that boats may get stuck on after launching, preventing them from getting to deeper water.”

Extending ramps can help in some places, but not when shallow water persists beyond the boat ramp. Stewart offers the following tips for launching boats in low water conditions:

• Check the ramp, especially the firmness of the gravel at the ramp’s end, and the water depth.

• Visit an alternative access site, or a different lake or river altogether, if water levels are too low to safely launch your boat.

• Watch for obstructions in the lake, like large boulders or tree stumps.

• Expect delays at public boat launches and be patient with boaters who are having difficulty launching.

Summer freedom VER THE LONG Fourth of July holiday, people were getting out of town with a vengeance, traveling to their cabin, their favorite camping park, or visiting with friends and families.

The long winter with COVID and the high vaccination rate in Minnesota and Wisconsin gave people a sense of freedom and they took advantage of it.

FOR A GREAT fireworks show, you take 20 minutes and fire off multiple cannons continuously.

The sky lights up beautifully and the crowds ooh and aah and leave with a good feeling. The cost of fireworks for a display like that is $25,000. With the Fourth on a About the about Sunday night this year and beautiful weather, area lakes as usual had Town crowds on the shore and on the Gene Johnson water. Good job, volunteers.

LIVING IN YOUR 80s has an advantage when it comes to enjoying great-grandchildren. Kathy and I were invited to join four great-grandchildren at Inver Woods Golf Course in Inver Grove Heights for the Minnesota PGA Junior ‘Sota Series. Olivia Foster, age 8, from Indio, California shot an 80. Mara Schneider, age 9, from Chanhassen shot a 60 and took third place in her class. Conner Schneider, age 11, from Chanhassen shot a 43. Patrick Foster, age 9, from Indio, California shot a 79. Our eldest daughter, Julie Johnson, and her husband, Craig, are the grandparents and avid golfers.

The ‘Sota Series is comprised of four unique tours based on age and skill level. Each year they offer 180 individual events allowing children to play in as few or as many events as they would like.

IT’S ENCOURAGING TO have the Centers for Disease Control come out with their guidelines for COVID early enough for the schools this fall.

It will be good to have children back in the classroom so parents can plan their work schedules accordingly. That may provide necessary employment with so many stores, offices and restaurants having a difficult time hiring staff.

VACCINATIONS WILL HAVE to continue and some surveys indicate that people are looking for lottery tickets to encourage them to get vaccinated even more than gift card incentives.

MINNEAPOLIS CONTINUES TO be crime ridden with shootings, violence and damage to property. It’s been recommended they get more police on duty, but it’s not easy to find qualified people and get them trained. The police shortage in Minneapolis is long overdue.

Not all police departments carry individual body cameras. Is that a good idea to be considered for small towns throughout Minnesota and Wisconsin?

I have a question as to whether it’s necessary to chase vehicles in a city without regard to speed. Innocent people are getting killed. I thought a long time ago those kinds of chases by police were curtailed.

HEART ATTACKS AND other cardiovascular diseases are America’s number one killer. The American Heart Association provided stroke warning signs and heart attack warning signs.

Review them, post them and keep them in mind.

STROKE WARNING SIGNS Face drooping. Does one side of the face droop or is it numb? Ask the person to smile.

Arm weakness. Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward?

Speech difficulty. Is speech slurred, are they unable to speak, or are they hard to understand? Ask the person to repeat a simple sentence, like “the sky is blue.” Is the sentence repeated correctly?

Time to call 9-1-1. If the person shows any of these symptoms, even if the symptoms go away, call 9-1-1 and get them to the hospital immediately.

Assaults on local reporters a slap in the face of right to know

W

hen news is overwhelming — as it has been this past year — more people turn to local news than almost any other source.

And for good reason: Local news is often the best place to find what you need to know right now about what’s happening where you live.

You’re more likely to get just-the-facts journalism there than from social media, where most people expect to encounter Freedom at least some mis- or Forum disinformation, Karen Hansen or from more opinion-based cable shows.

Local news makes it easier to break through information overload. But it’s not always easy to get that news to you — and it’s getting harder.

One in five local TV stations across the country had news crews attacked on the job during 2020, a local news professional group found.

More attacks occurred in bigger cities, and many occurred while covering some of the biggest stories of the last year, like protests. Chances are, though, reporters at one of your local news stations were targets.

The U.S. Press Freedom Tracker documented 438 physical attacks on journalists during 2020, and more than 60 through the first half of 2021, including reporters thrown to the ground, pepper sprayed and punched in the face.

Each of these assaults on local reporters is a slap in the face to our right to know what’s going on in our communities.

They are part of a trend that should trouble all Americans who think of our country as an example of freedom to the world: The latest World Press Freedom Index issued by Reporters Without Borders ranks the

United States 44th of 180 nations ranked globally.

That’s up one spot from 2020, but the U.S. has lost ground in five of the past seven years.

Nearly 90 percent of TV news department managers say they have changed procedures to step up safety for their reporters.

Now journalists are asking for a reset, and some press freedom advocacy groups say more specific federal laws are needed to prevent and punish these literal assaults on the First Amendment.

Finding out what your city council is spending your tax dollars on, where to find vaccines and which local businesses are hiring is still as simple as opening your local news app.

As long as getting the news to us takes body armor, though, we’ve got work to do to regain recognition as a truly free country.

New grass in Birchwood Last year I followed the rules and filled out all the necessary forms and

applied for a permit. I was told I could not “disturb” my entire property at one time. So we did 8,000 square feet in the backyard. The permit cost was $31.25.

Plan for 2021. Sod the 6,326-squarefoot front yard. Figuring it would go smoothly and I could get a nice new lawn in the spring, I went ahead and killed all the grass in the front yard last fall.

I applied for another permit in early May, submitting similar plans as the year before. My contractor was ready to complete the job in 3 to 4 days in late May. Not a grain of dirt from my dead front yard has washed to neighboring properties or the street.

Weeks later, my permit was denied.

I was emailed a topographical photo of my property on May 25 which said my drawings were not good enough. I added overlays to the topo showing the area to get new sod, emailed a very large file on May 27, and hand-delivered a paper copy to the Village Hall. Figuring the permit would be given quickly, I set about repairing my sprinkler system and waited for a response.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A Minneapolis man, 43, was arrested at 2:31 a.m. July 4 in the 3400 block of Highway 61 for disorderly conduct after he was found tampering with motor vehicles at Barnett White Bear Chrysler Jeep and Dodge. Ramsey County Sheriff’s Office deputies found the subject in possession of multiple vehicle keys, registration items and other property that didn’t belong to him.

• A North Branch man, 41, was arrested July 5 for threatening staff and

customers at a business in the 1100 block of County Road E. The business banned him from their property.

• The Vadnais Heights Walmart in the 800 block of County Road E reported a known shoplifter for stealing more than $1,000 of merchandise on July 5 before leaving the area.

• Deputies took an intoxicated male into custody July 7 and transferred him to the detox center following a disorderly conduct report in the 1100 block of County Road E regarding a drunk male in a vehicle that didn’t belong to him.

• A Phoenix, Arizona, man was arrested July 8 at the Vadnais Heights Walmart for shoplifting.

• Deputies recovered a stolen trailer and two Jet Skis belonging to an Oakdale man at 1:33 a.m. July 9 in the area of Rice Street and Suzanne Avenue.

• A 22-year-old Mission, Texas, woman was arrested July 9 at the Vadnais Heights Walmart for possessing a weapon without a permit after she was detained for shoplifting.

• A St. Paul woman, 21, was arrested on two out-of-county misdemeanor warrants July 9 at the Vadnais Heights Walmart and cited for theft after she was caught shoplifting.

• A Vadnais Heights man, 53, was arrested July 9 in the Walmart parking lot in the 800 block of County Road E for

theft after he showed up for a Craigslist sale riding a bicycle stolen from St. Louis Park.

A Maple Grove man who had arranged to buy the bike contacted deputies after he realized the bike was stolen.

• A trailer containing tools was reported stolen overnight July 9-10 from a parking lot at Shadowlawn Estates in the 1100 block of County Road D after the hitch lock was cut.

• A White Bear Lake woman, 25, was arrested for DWI just after midnight July 10 in the 3500 block of Vadnais Center Drive after deputies responded to a property damage accident in which the subject turned herself in. The subject said she was driving a friend’s car and hit a parked

car. The driver failed field sobriety tests and registered a blood alcohol content of 0.22.

White Bear Township • A St. Paul man reported the catalytic converter stolen from his Mitsubishi Outlander Sport July 7 while it was parked in an employee lot in the 4400 block of Otter Lake Road.

• A resident in the 5500 block of Jenni Lane reported his $3,000 custom golf club set stolen from his unlocked vehicle overnight July 8-9 while it was parked in the driveway.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • An unidentified motorist was arrested at 12:23 a.m.

June 23 on Hall Avenue and Wildwood Avenue for driving on a license canceled for behavior inimical to public safety, following a traffic stop for an expired temporary license plate.

Dellwood • Items were reported stolen from a vehicle parked at a construction site on Gardner Lane overnight June 19-20.

Grant • A catalytic converter was reported stolen overnight June 22-23 from the 8000 block of 60th Street N. • A motorist was arrested for third-degree DWI at 10:13 p.m. June 23 on Highway 36 after he was observed crossing over the right fog line more than once. During the traffic stop, the driver showed all the classic signs of intoxication, and he admitted to drinking alcohol. Although the driver was unable to perform most field sobriety tests, he took and failed the portable breath test with a 0.17.

At jail, his blood alcohol content was 0.18.

• A motorist was cited

June 24 in the 9000 block of 107th Street N. for driving after revocation.

• An unknown male was cited June 25 in the 9000 block of Dellwood Road N. for speeding 67 mph in a 50 mph zone

by Washington County Sheriff Office deputies in their unmarked squad, who clocked him on radar. The driver admitted to going too fast and said he lived a few blocks away.

Northeast Metro friendly to the angler on foot

In the Land of 10,000 Lakes, it may be tempting to think that a boat is requisite equipment for the successful angler.

Those who are willing to hoof it in the northeast metro, however, have no shortage of opportunities to catch fish from piers and shorelines.

Most Ramsey County parks have fishing piers, as do many in Washington County. They often occur in the high-traffic areas, such as near the picnic area in Tony Schmidt Regional Park and near the boat launch in Bald Eagle-Otter Lakes Regional Park. Piers are usually long and/or spacious out at the end, allowing for many anglers to fish at once.

Commonly caught fish include bluegills, crappies, bullheads, catfish and bass.

But county parks departments aren’t the

only entities trying to encourage people to fish locally. Tim Ohmann, fisheries specialist with the Minnesota DNR’s Fishing in the Neighborhood (FiN) program, makes it his job to help people fish as close as possible to where they live.

He describes FiN as “an urban fishing program,” designed to bring fishing opportunities near residential areas and increase access and participation. Providing piers is a big part of that, along with some fish stocking. These efforts concentrate heavily on small bodies of water like the 8-acre Handlos Pond in White Bear Lake and 10-acre Lost Lake in Mahtomedi.

Ohmann indicates that when it comes to fishing piers, there probably isn’t room for many more. “Most lakes where there could be a pier, we’ve gone one.” Still, he is always looking. “I was just out at Linwood Lake

today, and I thought, ‘this lake could use a pier.’”

The DNR also cooperates with cities and civic organizations to establish, maintain and replace fishing piers. One example is the White Bear Lake fishing pier, a joint project between the city and the DNR. Such ventures make more piers possible, explains Ohmann, because the DNR does not have the resources to establish and maintain the total infrastructure involved, which includes accessible trails.

But a pier isn’t the only way to access fishable waters. Many anglers already know that shore fishing can get them close to the action, and even make it possible to access fish that others can’t.

One outstanding place is on the trail that winds between Vadnais and East Vadnais lakes in VadnaisSnail Lakes Regional Park.

There are no piers on either

lake, and surface use is prohibited (no watercraft).

A virtually untouched fish population awaits those on foot or bicycle.

Another popular spot is nearby along the creek between Highway 96 and the northwest corner of Sucker Lake in Vadnais Heights.

A perennial shore fishing favorite, this location was recently re-landscaped to protect the banks and provide designated places to catch the panfish that travel into the creek from Sucker Lake.

One lightly used shore fishing spot sits within a stone’s throw of Interstate 694 at Island Lake County Park. Hundreds of feet of shoreline offer easily accessed places to cast for bass, panfish, northern pike and catfish.

As it winds through portions of Ramsey and Anoka counties, Rice Creek also creates opportunities for the shore angler — especially in the high-water

periods in spring. A position just below the culverts at road crossings can be productive for sunfish, crappies, bullheads, bass and pike.

For aspiring anglers lacking equipment as well as fishing spots, some area parks can help fill the void.

FiN has partnered with Washington County Parks to provide “borrow poles” and tackle for visitors to check out in Big Marine Park Reserve and Square Lake Regional Park.

A similar arrangement can be made at William O’Brien State Park. Visitors can obtain equipment to take to the pier on Alice Lake or the banks of the St. Croix River. Alice has received stocked bluegills in the past to maintain the population. It is also occasionally inundated by the St. Croix, which introduces species not typically encountered in other lakes, such as sucker species, redhorse and shad.

RUSH LINE: Comments welcome as project transitions to Met Council FROM PAGE 1

in the Minnesota “EQB (Environmental Quality Board) Monitor” Oct. 4 and 11. The Federal Highway Administration will make a determination in fall 2021. That federal agency is involved in the environmental review since buses cross I-94.

According to county staff, 184 comments were received from the public regarding the environmental document, mostly online, as well as comment from six government agencies. The comment period closed June 25. There was nothing out of the ordinary. Common themes included questions and concerns on ridership and COVID-19 impacts, project costs, purpose of the project plus traffic and parking impacts. There were also questions about a proposed bus station/park and ride at Hwy. 36 near Harvest Park. Staff explained that

a 300-space parking structure will be phased over time starting with a 170-space surface lot. The decision “provides for greatest flexibility as the project advances.”

Senior Transportation Planner and Rush Line Project Manager Andy Gitzlaff said public comment is still welcome throughout the process for inclusion in the overall project record.

Comments on the EA will be published, along with the response, he added, as an appendage to the final environmental assessment document.

Engineer Jim Gersema, with SRF Consulting Group, told PAC members there is continued collaboration on project design issues and that the

project is “advancing through the MnDOT process” regarding bridge plans and right of way.

“A lot of work is underway” already at Met Council, which will “aggressively move forward next year with advancement of the development phase,” added Lamothe. A request to enter the phase will be submitted to the FTA’s capital investment grant program in August. Approval is anticipated in October.

Also taking place over the next two years is advanced station area planning that involves the half-mile area around stations. County Public Works Planning Specialist Frank Alarcon said the focus is economic development opportunities. The county is leading the effort but city partners have a huge role, he said, as do jurisdictions with land use authority.

“People ask me, ‘why are we still going forward with Rush Line?’”

Gitzlaff reminded her that the bus rapid transit project is a long-term investment. “We look out to 2040.

We are seeing good trends on use of frequent, all-day service. There will be a need for transit going forward,” he said, adding that 60% of jobs can’t be done remotely.

Gitzlaff pointed out there is flexibility in the system if adjustments must be made, such as using 40-foot buses instead of larger capacity, 60-foot buses.

Before the group adjourned, County Commissioner Victoria Reinhardt thanked PAC members for their input.

“If this is the last PAC meeting, I want to publicly thank you for the work you’ve done,” she said. “You have meticulously guided this process, which started in 1998. Thank you for your service.”

SYNESTHESIA: Artist sees colors and patterns in music, gains following FROM PAGE 1

interested people would be.

I remember feeling nervous about so many people learning about this part of my life, but quickly I realized there was a big community of people with synesthesia, and it helped them feel a little braver talking about their own synesthesia.”

Approximately 2-4 percent of the global population is estimated to have some form of synesthesia, but many people don’t even realize they have it because they’ve never heard of it.

Growing up in White Bear Lake and Mahtomedi, Kraning was always involved in the arts community, especially theater. She also grew up painting and drawing, including artwork inspired by the sounds she could see. It wasn’t until a college psychology class that Kraning suspected she might have auditory-visual synesthesia. She was working toward a minor in psychology for a career as a speech and language pathologist, and said she felt her face go hot when the professor described the condition.

A short time later, she took a synesthesia battery—a diagnostic test—and confi rmed that the sounds she

saw were always consistent, and that she did have auditory-visual synesthesia.

Her paintings are abstract representations of the colors and patterns she sees when listening to music or sounds.

High chimes, for instance, appear as a bright, sparkling white or yellow, while the sounds of screamo music appear something like TV static, with a lot of dots that are harsh and fast. The colors appear in her mind’s eye as she listens, and can even become distracting when she’s trying to focus.

“It’s like a little bit of a Fantasia situation where there are colors, shapes and patterns fading in and out as the music shifts. Classical music is always pretty interesting in that there are always a lot of colors, and that affects what I experience visually. I really love alt indie music; the more instruments and weirder the instruments, the better.”

Kraning was married to her husband, Jackson, for a year before she discovered he also had a rare form of synesthesia—the ability to taste words. There are more than 80 identified forms of synesthesia, where senses are neurologically cross-wired.

Jackson’s form is called lexical-gustatory synesthesia.

“I had never heard of his type of synesthesia; I thought he was pranking me at fi rst,” Kraning said. “It’s been a really interesting way to bond with this person I was already married to.”

Jackson has also taken on a starring role on Kraning’s TikTok account, responding to requests of what certain names and words taste like to him.

Kraning mentioned that nearly 25 percent of popular musicians have auditoryvisual synesthesia, including Lorde, Billie Eilish and Kanye West. Some scientists theorize that the reason so many synesthetes are drawn to artistic careers is because of their intense aesthetic sensitivity.

TikTok has allowed Kraning not only the ability to draw on her background in art and neuroscience, but to work with musicians and creators around the world. Her artwork has attracted the attention of many musicians, including an Australian singer named Elizabeth Riordan, who has commissioned Kraning to paint the cover for her next album. She’s also been requested to create artwork for the composers of a musical adaptation of the Netflix series “Bridgerton.” Locally,

she has also been invited to be an artist-in-residence this fall at Osseo High School, where she plans to make a live painting during a school band performance.

Equity concerns dominate public forum at school board meeting It was a routine housekeeping agenda for the school district’s first meeting of the 2021-2022 school year, but the public forum conversation was once again dominated by an intense discussion of racial equity within the schools.

All speakers agreed they were against racism, but racial equity was a different question. Equity is defined as “the quality of being fair and impartial”; in education settings, it is often interpreted to mean that all students receive the individualized level of support needed for their success. Depending on their specific circumstances, some students will need only a little support, and others require more.

The district’s current equity statement reads: “To nurture the whole student, we disrupt systemic inequities by recognizing, honoring, and embracing all cultures with humility and respect.”

Some speakers felt the school’s equity work would reduce students to their most super-

ficial traits, instead of recognizing them as complex individuals.

“Our young people should be taught to view one another not according to race or gender, but as individuals made in the image of God,” said one of the speakers during public forum.

“I don’t agree with this race equity stuff,” said another speaker. “I think it drives a bigger wedge between us. We don’t pay taxes for our children to be activists.”

Others spoke in support of the school’s effort to close the achievement gap, but questioned the accuracy of the equity audit completed in 2015 and asked for transparency about the district’s association with the Minnesota Equity Alliance.

A teacher of color also shared her thoughts at the podium: “Our young people need to know how to navigate change, how to navigate an increasingly diversifying population and to come up with constructive solutions for everyone,” she said. “Our community is changing, and race work requires race recognition.”

Another parent expressed similar thoughts.

“Pretending that we don’t see color or it doesn’t happen here is not only a lie, it pre-

vents us from looking at ways we can become a stronger, more inclusive and welcoming community,” she said. “Teaching about equity and history is not going to create racial division; racial division is already here.”

Several parents also expressed their concerns about whether the school district will require masks for young students in the upcoming school year. The CDC recently came out with a new recommendation that everyone ages 2 and older who has not been vaccinated should still wear a mask indoors.

According to the Minnesota Department of Health, children 12 years old and younger are not eligible to receive COVID vaccines.

Although summer safety guidelines are available on the district’s website, the district has not announced a formal decision on its policy for this fall at the time of publication.

White Bear Lake Area Schools school board notes: • Approved the 10-year long-term facilities maintenance plan. The next LTFM bond sale is planned for February 2023 in the amount of $16.5 million.

• Approved the long-term facilities mainte-

nance plan for Northeast Metro Intermediate School District 916 for the 2021-2022 and 2022-2023 school years. The budget is set at $142,000; each member school district shares a percentage of the cost. White Bear Lake will pay 10 percent, or $14,263.86.

• Approved a resolution to renew membership in the Minnesota State High School League for 2021-2022.

• Designated Superintendent Wayne Kazmierczak as the identified official with authority to manage the Minnesota Department of Education’s external user access recertification system for District 624.

• Postponed the assignment of board committees and school liaisons to the Aug. 9 meeting.

• Resolved that the filing dates for school board candidacy in the 2021 election will be July 27-Aug. 10.

• Established that the date of the school board election will be Nov. 2, 2021. Four school board seats will be open.

• Approved the first reading of updates to several district policies.

Judith Irene McCall (Bohn)

Age 82 of Brooklyn Park, passed away peacefully on July 8, 2021. Judy was born to Emil and Irma Bohn in Mason City, Iowa Following graduation from Mason City High School, Judy earned a Bachelor of Science degree in Home Economics Education from Iowa State University.

While attending summer school at the University of Colorado in Boulder, Judy met Edward “Ned” McCall and after both graduating from Iowa State, they were married and just celebrated their 60th wedding anniversary in 2020. Judy was a devoted wife and mother to three children and later in life, worked for the University of Minnesota Bookstores for 17 years.

Judy loved to spend time with her family and travel on many vacations and trips throughout the US and Europe. Judy loved to read, write thank you notes with her flawless handwriting, give presents, make gingerbread Christmas cookies and attend events her children and grandchildren participated in. Judy was an active member of First Lutheran Church in White Bear Lake, Minnesota. Survived by her loving husband, Edward “Ned”; children Scott (Denise) McCall, Cathy (Mark) Schmidt and Douglas (Kim) McCall; sister Mary (Don) Eichner; grandchildren James (Nikki) McCall, Andrew McCall, Matt (Nikki) McCall, Caroline (Preston Jasper) Schmidt and Jonny Schmidt; and seven great-grandchildren. Reid Smith Reid Smith, age 67, of Dellwood, passed away Sunday morning, July 11. Reid was preceded in death by his father, James Smith. Reid taught piano for 30 years at both Minnehaha and Mounds Park Academies while also maintaining a private piano studio. Reid touched the lives of hundreds of students and was a master at understanding what each student needed and how they could achieve success far beyond what they themselves dreamed possible. He was deeply honored when Thursday Musical named him their 2019 Teacher of the Year. Reid served on juries of, and also took his students to International Music Festivals in France, Italy, Spain, Mexico, Azerbaijan, and Russia.

Reid Smith was born in Hamlet, North Carolina and started piano lessons at the age of 3. He attended Boston University, The Juilliard School, the Hochschule für Music in Vienna and completed his doctoral degree at the University of Minnesota. Solo and concerto performances took Reid across the United States under Colombia Artists management.

He was the piano soloist for the Cleveland Orchestra’s Blossom Festival School, and appeared in New York, Philadelphia, Cleveland, and other major cities with the Si-Yo Music Society.

Reid was an avid gardener and was thrilled when his garden was featured in the Star Tribune. He also maintained over 25 bird houses of all sizes and was immensely proud when the National Wildlife Federation awarded his property an Advanced Certification as a Bird-Friendly Habitat. Reid wrote poetry and was an outstanding chef. He loved hosting dinner parties and home concerts.

Reid was hospitalized in mid-June and after 30 years of partnership, Reid and LaWayne Leno, were married at St John’s hospital on June 25, Reid’s birthday. Reid returned home under hospice care and was surrounded by the love and warmth of numerous friends, family, and students.

Reid is survived by his husband LaWayne, his mother Peggy and stepfather James Reske of Waverly Gardens, North Oaks, and his sister and nephew, Anne and Sergio Rangel, of Atlanta Georgia.

The public is invited to a Celebration of Reid’s Life on Monday, July 26 at 7 Vines Vineyard in Dellwood.

A social hour begins at 5:00 PM, followed by a memorial program and buffet dinner. The Vineyard has requested no flowers, and memorials can be given in Reid’s name to a wildlife organization of your choice.

Bruce Allen MacMullan

Richard “Dick” Hiniker passed away peacefully on July 10th. He was a man that lived for love, family, and justice. Dick was born on January 28, 1933 in Le Sueur, Minnesota.

He was an Eagle Scout and valedictorian of his high school class of 1951.

He attended St. John’s University for a year and then enlisted in the Army and served for two years in Stuttgart, Germany.

He returned after his service and completed his undergraduate education at the University of Minnesota, graduating in 1957. While in college, Dick met the love of his life, Elizabeth. From that moment on, she became his “everything”. Dick and Liz married in August 1957 and Dick went on to Law School at the University of Minnesota. By the time of his law school graduation three years later, they had three children. They moved to White Bear Lake in 1962 and two more children followed. Dick practiced law in White Bear Lake for many, many years, finishing his full-time career at Tousley Ford.

He continued working part-time for many years thereafter. After raising their children, Dick and Liz traveled extensively. Dick loved spending time with his family and many friends, working in his yard, refinishing old furniture, biking, playing tennis, and boating. His great loves were Elizabeth, his children, and grandchildren. Throughout his life Dick quietly helped people wherever he could. He never drew attention to himself and set an amazing example of humility, honor, grace and contentment. Predeceased by wife, Elizabeth (2019); he is survived by children, Lisa (Bob) Pocrnich, Kevin (Maria), Paul (Niki), Ellen (Bill Short) Hiniker, Chris (Dawn); grandchildren, Tom, Caitlin, Emily, Pat, Rylan, Maggie, Melissa, Sam, Lizzie, Jake, John, Rachel, Collin, Aoife. Mass of Christian Burial will be held at 11 AM on Saturday, July 24, 2021 at St. Mary of the Lake Catholic Church, 4741 Bald Eagle Ave, White Bear Lake. Bruce Allen MacMullan, a man of quiet strength and courage, passed away on Father’s Day- June 20, 2021, after a courageous battle with colon cancer.

Bruce was born on May 9, 1947, to Paul and Marjorie MacMullan and grew up in White Bear Lake with his three siblings, David, Julie, and Robert. Bruce graduated from White Bear Lake High School (‘65) winning the high school conference championships in tennis and went on to play for Macalester College (‘69). Bruce moved to Colorado in the late 1970s and enjoyed a long, successful banking career. Bruce met his wife Carol (Reese) and married in 1989. Both share a love for golf, tennis, travel, and dear friends.

Bruce was an accomplished metal sculptor in his retirement years, as well as a published author of a hilarious yet poignant book titled, “Zero to Sixty: Memoirs of an Explicable Scot”, about navigating (and surviving) some of his shenanigans growing up in MN. In his own words, “Time moves along as it always has and all we can do is hitch a ride, enjoy it as much as possible, appreciate family and friends, and hope to stay on board as long as we can.” It’s a wonderful lesson for us all. Bruce is survived by his wife, Carol, his siblings, children, Alyson and Kellie (DeMarco), and granddaughter, Piper Jean. A memorial service for family and close friends is being planned for August 7th in White Bear Lake.

Eugene (Geno) L. Mahoney Long-time resident of Mahtomedi. Gene passed away on June 21, 2021, age 85. Beloved husband, father, grandfather, great grandfather, and foster parent. Preceded in death by parents James & Camila, sister Patricia (Herman) Weber, and son Bill (Janine).

Duffy Guy Miller Duffy Miller of Lilydale, Minnesota died at home July 2nd following years of multiple cancers. Born February 18, 1950, Duffy grew up in White Bear Lake, graduating from WBL High School in 1968. He proudly served in the US Navy, Naval Construction Forces/Seabees, retiring as Master Chief. He went on to work for 13 years at Target Corp. The high point was being the OSR on the team that built the Musical Instrument Museum in Phoenix. Duffy was smart, athletic, stubborn, funny, clever, cartoonist, political junkie, collector, lover of hockey, coffee and hoppy beer. All will miss his wicked wit and mischievous spontaneity.

Preceded in death by parents, Caroline and Marty, brothers Daniel, Glenn and George. Survived by wife Virginia Tisdale; son Thorpe (Karissa), daughters Kristen Pine (Chris), and Jennifer Bonham all of VA; brother Ted (Lisa), Stillwater; five grandchildren, one great grandchild, many nieces and nephews.

Eugene was a proud World War II Navy veteran having served in the South Pacific.

Birchwood resident to root for grandson in Olympics

Dan Ferlic of Birchwood will be glued to the TV set July 29 for an event in the Olympics. So will his son Mike and three daughters, all former White Bear Mariner athletes.

That’s because Mason Ferlic — Mike’s son and Dan’s grandson — is a member of Team USA in the steeplechase event.

The semifinals will be held that day, and the finals Aug. 2.

“We are thrilled. I can’t even wrap my brain around it yet. It’s hard to fathom,” said Mike Ferlic, 59, of Roseville. He marvels at the “discipline and determination” that his 27-year-old son — a former Mounds Park Academy and University of Michigan athlete — demonstrated in reaching his goal.

When Mason qualified by placing third in the Team USA trials in Eugene, Oregon June 25, five delirious rooters were pressed against the rail cheering for him — Mike and Charlotte Ferlic, Mason’s girlfriend Catherine, and his brothers Nolan and Evan, all decked out in light blue tee-shirts emblazoned with “GO MASON.” “We had a perfect view of the final obstacle, which was right in front of us,” Mike said, “and he cleared that, and was ahead of another guy trying to get that

third spot. Anything can happen in the last 50 yards. We could not tell where they finished at the end, but we saw results on the scoreboard, and we all screamed, ‘Oh, my God, he got it.’ ” The group celebrated afterward at the home of a representative of Tracksmith, a running apparel company sponsoring Mason.

Dan Ferlic, 83, was home, watching on TV with friends.

“I kept thinking about things Mason said in an interview about strategy," Dan said, referring to how his grandson had stressed pacing himself both physically and emotionally.

Asked if the family discussed Mason’s Olympics chances over the years, Dan said not much. “We saw him keep improving, but he has had some setbacks, too.

But in this event, they say as you get older you get better.”

The steeplechase is a 3,000-meter race with four barriers (or hurdles) and one water pit per lap.

With seven laps, there are 28 barriers and seven pits.

Mason’s family will be watching the action on NBC, as no fans are allowed in Japan due to the pandemic. The Olympics will be held from July 23 through Aug. 8.

At Mounds Park Academy in Maplewood, Ferlic was state Class A champion in cross

country, the 1600 meters, and 3200 meters. He played soccer through his freshman year, but switched to cross country when a senior told him they needed another runner. “I tried to talk him out of it,” Mike said.

“Good thing he didn’t take my advice.”

Mason went to the University of Michigan for its aerospace program and to continue as a distance runner. The Wolverine coaches asked him to try steeplechase as a freshman. He won the event in his first meet and stuck with it.

Ferlic was the NCAA champion as a senior in 2016. In his career, he racked up five Big Ten championships, in steeplechase, 1500 run and 5000 run. Also a five-time All-American, he was named Michigan’s outstanding athlete (all sports) as a senior. He

was track team captain.

Ferlic earned a masters in aerospace engineering and remains in Ann Arbor pursuing a Ph.D. in statistics.

He went to Olympic trials in 2016 and placed fifth, encouraging in an event where athletes peak in their mid-20s to early 30’s. He kept training and competing the last four years while continuing his education.

“Mason has had plenty of setbacks and disappointments, but he never gave up on himself,” said Mike Ferlic.

Mike was a soccer player at White Bear Mariner, and his sisters Laura, Lisa, and Terry were cross country runners. Terry was a state qualifier in the 800 and in cross country. She placed at nationals five times for UW-Eau Claire, which all four siblings

attended.

Now Terry Brunner, she lives in Colorado where she is a teacher.

Her husband, a sports marketer, has worked in the past for the U.S. Olympic Committee in Colorado Springs. The couple attended the Olympics in Atlanta and Barcelona together.

“It’s just unbelievable,” said Terry, about Mason.

“We are very proud of him. My husband and I know a lot of Olympians.

We know you have to have that special touch, special gift, to get there.

Mason is a really smart person, and a smart runner.”

Nolan Ferlic, 25, was mainly a soccer player at MPA but joined cross country late his senior season and helped them place second in the state. Nolan and Evan Ferlic were part of a state champion 4x800 team.

Evan, 24, went on to the Minnesota Gophers, where he was cross country captain.

Asked about the athletic lineage of Mason and the other Ferlics, Mike cited his wife’s dad, Rollie Steltz, who played semi-pro baseball and basketball in the 1940’s.

“He was a great athlete. I could not beat him in ping pong until he was in his 80’s. But he’s bed-ridden now.” Dan Ferlic, who wrestled at a small school in Iowa, said his kids and grandkids must have inherited talent from his wife Marilyn, who passed away in 2015. “Quite a few of her relations have been runners,” Dan said.

All those vibrant gene pools have led to grand adventure for the Ferlic's in 2021 — watching one of their own compete in the Olympics.

White Bear Lake’s VFW baseball team captured the championship of a 16-team St. Cloud VFW tournament last weekend, boosted by strong pitching performances and one huge game-saving hit when they

were down to their last strike.

“This is a fantastic group,” said coach Cory Hazard. “They work super hard, they have fun, and from the top to the bottom of the lineup, everyone contributes.”

The Bears went 4-0 in the three-day event. All juniors-to-be, they have a 15-1-1 record with three games left.

Pitching got the Bears through the first two rounds Friday. Noah Jacka pitched a 4-2 win over Anoka, allowing just four hits and one walk, striking out nine. Tim Boncher went 3-for-4 at the plate. Jack Setterlund twirled a 1-0 shutout of Orono in the evening, allowing seven hits but no walks, striking out five. He was backed by errorless defense. The lone run came in the fourth as Kyle Gibson’s single knocked in Boncher, who’d been hit by pitch.

The Bears clipped Hill-Murray 8-6 in the semifinals Saturday after Gibson delivered a three-run double in the top of the seventh, on a 3-2 count with two outs, erasing H-M’s 6-5 lead. Gibson and Eli Reeves each rapped four hits as the Bears rallied from a 6-1 deficit. Matt Kaehler pitched four innings and Joel Siefred the final three, picking up the win.

“These guys are relentless. They’ve come from behind like that in a lot of games,” Hazard said, In the finals, the Bears topped Cherry, a small Iron Range town, 7-4. Reeves pitched the distance, yielding nine hits but just one walk, striking out five. Setterlund was 4-for-4, all singles, knocking in three runs.

Ex-Bear soccer star to coach perennial power Centennial

Christa Carlson, former White Bear Lake all-stater, is the new coach of Centennial’s perennially strong girls soccer team.

Carlson, already coaching director for Centennial Soccer Club, was hired as Cougar coach last December, succeeding Ginger Flohaug, who coached a state championship team, a runner-up and two third-place teams.

Flohaug is now assistant activities director.

Carlson she’s looking forward to taking over a program that has “a very good foundation” with excellent school and community support. ”I know the community really well,” she said, “after working with the club for two years.”

She will coach against her alma mater when Centennial meets the Bears on Sept. 11.

At White Bear Lake, Carlson was a four-year starter, two-year captain,

and all-state forward, graduating in 2009. At South Dakota State, she was captain as a senior, played on two conference champion teams, and was among the top 10 in points in Division I. She got her coaching career started there, too, serving as a graduate assistant the next two seasons.

Carlson also played a season of professional soccer in New Zealand, in 2019.

SPORTS BRIEFS Hole in One Ella Hietala of Hugo, a junior league player, made a hole in one at Gem Lake Hills Golf Course. She hit her driver 121 yards on hole #17.

Equipment issues knock out 2 scows Last week’s A-boat results had a familiar ring. W88, skippered by Larry Pardee, took first and second on race night July 12. Swapping places for second and first in the two races was Greg Nuss and his crew in M-64.

Only four boats raced July 12. Two scows, W2 and W7, had broken jib halyards and other boat issues that prevented them from racing. Taking third in both races was W-4, skippered by Mark Duvall; C1, skippered by Tom Austin, rounded out the four placings.

Led by Adler Siebenaler, the White Bear Lake Area High School Trap and Skeet Team made a good showing at a national meet recently.

Siebenaler placed 57th among 1,684 entrants in the USA Clay Target Trap Shooting National Championships in Mason, Michigan July 8-11.

Austin Stickler placed 293rd. The rest of the squad was Jax Bartholomew, Emma Hughes, Beck Rogers, and Jimmy Bergman.

The Bears, coached by Keith Steadland, placed 79th among 158 squads.

Siebenaler broke 97 of 100 targets Saturday, advancing to the finals Sunday, along with Sticker, who broke 95 targets. Siebenaler hit 97 again in the finals, finishing 194 of 200. Sticker hit 91 and finished 186 of 200.

Siebenaler and Sticker each had two straight 25-for25 rounds. Hughes and Rogers each had a 25-for-25 round.

As a team, the Bears broke 443 of 500 targets Saturday, finishing in the top half, 78th place, to advance to Sunday, when they hit 421 of 500 for a total of 864 of 100, dropping one place.

The six Bears all averaged 19 or better per round in the spring season to qualify for nationals. The team had 46 members in trap shooting and 11 in skeet shooting, in grades 9-12. Shooting in virtual meets, they placed 19th of 27 teams in the fall and spring season.

What if I told you the first three weeks of July have been....cooler than normal? Would you believe me?

Well, they have been. Except for a few days earlier this month, temperatures have been running colder than normal and most recently near normal. Of course that has changed this week as temperatures have gotten back into the 90's. The northern/northeast metro area has been one of the few areas of the metro where rainfall had picked up vs. the southern metro which has been drier this month. The jet stream, highway for storms, is poised to shift to our north, leaving us hot and dry this forecast period. The smoke from the Canadian fires (which have been around for about a week now) should be less noticeable if this pattern should take hold. Downtown doggies: Dog Days returns for 2021

Dog Days will return Saturday, July 24 in downtown White Bear Lake. The event is hosted by Indulge Salon and Spa on 3rd street in White Bear from 10 a.m. to 1 p.m. Community members are encouraged to bring their dogs, but everyone is welcome to come and feel the canine love.

Indulge was started in 2012 by owner Kim Schoonover and three business partners Linda Bailey, Vicki Clark and Joelle Garceau. Now almost 10 years later, the woman

owned and operated business has added 13 other employees to its fully equipped team.

“Our goal was to create a healing environment where people felt very welcome and also where we could get very involved in the community,” said Schoonover.

When Indulge first opened, Schoonover and her team put dog treats in front of the salon for oncoming dog walkers and the dogs of their clients. After getting to meet many of these dogs and visiting Paws on Grand, a dog event hosted

by Grand Avenue businesses in St. Paul, Schoonover and her staff decided to bring the same idea to

“I wanted to try and recreate something like that in White Bear,” said Schoonover. “I am a huge lover of animals and dogs in particular, and so is just about everybody else that works here at the salon.”

The Dog Days event will feature doggie pools, a smooch-a-pooch booth, free doggie treats and chances to receive doggie swag.

Indulge has also invited several Minnesota dog rescue and adoption organizations that will be hosted by other downtown businesses for people to learn more about rescue and adoption opportunities. Spot’s Last Stop Canine Rescue, Warrior

Dog Rescue and Northstar Great Pyrenees Rescue are a few of the participating organizations. The Ramsey County Sheriff’s Office and White Bear Lake Police Department will also be in attendance to talk about animal control.

Although her pyrenees, Louie, will not be in attendance, Schoonover is excited to see all of the community members and their furry friends.

“I’m just so excited to have the community come and bring all their dogs and see what an awesome downtown we have,” said Schoonover.
