The theft of catalytic converters from parked vehicles has skyrocketed in the Twin Cities region, but a new pilot program from the Minnesota Automotive Dealers Association (MADA) aims to put a stop to these unchecked crimes.

The MADA received a Minnesota Automobile Theft Prevention Grant from the state of Minnesota. The MADA was able to

Grandma’s Bakery owner hangs up apron

Blood, sweat, tears and a lot of cake mix have gone into John Lupo’s baking business over the last 44 years. As the Grandma’s Bakery owner nears his 68th birthday, he’s retiring his flour-dusted apron and calling it quits.

But not to worry, faithful bakery patrons. New owners don’t plan to change a thing, according to Lupo. Unless you

count improvements such as the purchase of a fancy cookie-making machine as change.

Lupo won’t miss the 80-hour work weeks, post-COVID worries about supply chain shortages, vaccine mandates, staffing issues and other headaches that go with around-the-clock bakery production. A weekend off after the business deal closed Nov. 3 was the first time since he was 24, Lupo said, that he had no responsibilities.

"I did projects around the house. It felt good to do what normal people do on a weekend," quipped the longtime baker.

"People take normal for granted."

The new owners are Eric and Olga Shogren, who, Lupo assured, excel at running community bakeries. "When they shared their vision, I thought, ‘These guys get it. They will succeed,’" he said. The couple also

It’s a wrap for South Shore Boulevard

One cost that didn’t make the final cut was buried power lines along Schneider’s Bay. Trail proponent Scott Costello made a last-ditch plea at the meeting to improve the view along that stretch of South Shore by making power lines disappear.

"The city has three areas with open views of the lake: Lake Avenue, the marina area and Schneider’s Bay," Costello said. "The first two are completed and the results are outstanding.

This project is our once-in-a-lifetime opportunity to elevate the bay to the level of the other two areas. This would have value to the entire city and especially the neighborhood south of the lake."

Kauppi said project approval is at the "last hour" and getting Xcel on board could take months. Jones didn’t want to hold up the project and said if an extension is not possible, he’d let it go.

After the vote approving the design, the mayor apologized to Costello, saying it was "important to keep this project moving forward. We’ve been waiting a long time for this."

The effort was too little, too late, Costello admitted. "I had hoped to talk to council months ago, but I never got on the agenda," he said.

"I’m disappointed we couldn’t discuss burying the power lines before it became too late."

Costello added that decorative lighting and buried power lines will make the area more attractive. He admitted it will be tough to make improvements with no private money, something that Lake Avenue homeowners provided for their street.

Both Mayor Jo Emerson and Council Member Bill Walsh worried spending public money for a better view would set a bad precedent. Burying lines is also not cheap; one estimate was $400,000.

Council member Dan Jones sided with Costello and asked if final design approval could be postponed 30 days to get a cost estimate from Xcel Energy.

WHITE BEAR LAKE — “Road closed to through traffic” signs should appear in April as the rehabilitation of South Shore Boulevard and the adjacent Lake Links Trail gets underway.

The county and its design consultant are wrapping up plans for the project, which will go out for bids yet this fall.

Kimley Horn consultant Greg Brown took council on one last walk through the corridor before getting final design approval Nov. 9. Not much had changed. The boulevard will remain a county-owned two-way from White Bear Avenue to McKnight Road and become a one-way to Bellaire Avenue that will be "turned back" to the city.

There will be curb and gutter, improved crosswalks and parking bays. The trail along the lake will be separated by a 6-foot strip of lowmaintenance turf. Right-of-way issues have been few, but the county indicated it will take parcels by eminent domain if not resolved by Feb. 7.

"Based on the progress so far, we don’t expect any properties will get to that point," Brown told council.

"Support has generally been positive along the corridor. That is refreshing and pleasant."

He added that resident input has made the design better than it was a few months ago.

City Engineer Paul Kauppi said the city should "be on the hook" for about $400,000. There will also be a right-ofway cost share of about $128,000 for the 2022 project.

he international space station grew peppers for the fi rst time. To celebrate the crew prepared the peppers and had space tacos. The fi rst micro greens were grown and eaten in space about six years ago. It was recently reported one of our own, Josh Cassada, a 1991 White Bear Lake High School grad, will captain SpaceX Crew-5 to the International Space Station in September, 2022. Roughly 600 people have ever traveled to space, including several who consider Minnesota home: Karen Nyberg, Heidemarie Stefanyshyn-Piper, Duane Carey, Robert Cabana, Dale Gardner, and George Nelson.

I knew Josh and his family, and he was a newspaper carrier here at Press Publications. He was known for providing great service on his route. I often write about the unique opportunity it is for kids to have their fi rst job as a carrier, and share about the famous people who got their start delivering newspapers. It’s especially Publisher’s fun to have one of our own carrier alumni find the success that Josh has.

View We are hopeful he will pack a current of the White Bear Press with Carter Johnson edition him on his trip to space. Sending a White Bear grad to space is another fi rst for our community. Congratulations to Josh and his family.

Community Partners Partnerships between local organizations and municipalities have been more critical than many realize. Over the last 40 years, surveys have been conducted to discover what is needed to keep our communities moving forward with charm and vibrant storefronts. The fi rst Macomb Study found that our small town main streets needed community events to help combat the competition from malls and big box stores. Community events and food options and entertainment would help attract traffic to downtown areas. The study also highlighted the square footage needed for retail and parking.

I’ve heard horror stories from communities where partnerships have failed. Volunteers get overwhelmed, and bureaucracy for some of the events that have been taking place for years kills the volunteer spirt. This doesn’t seem to be happening here. We have a lot to be thankful for in our communities from the standpoint of volunteers and community support. Our volunteers and service organizations like Rotary and Lions clubs, to name a few, have helped organize countless community events, festivals and celebrations such as fireworks displays, parades, movies in the park, and farmers markets. These events would not be possible without such partnerships and the support we receive from our city staff, public works departments, police and fi re departments who help with promotions, logistics, porta potties, event set-up, and providing security.

Thank you for all you do to help keep small town community events alive. Check out community volunteers in action at the many holiday events that will be happening over the next several weeks. This fall I was privileged to be at the grand opening of Century’s new Applied Technology Center. As a member of the Senate Capital Investment Committee, I supported Century’s request for state funds to build this beautiful new center. It has the state-of-the-art labs and cuttingedge equipment that will train students for careers in highdemand fields.

prepare students for careers in engineering, welding, digital manufacturing, biofabrication and computer-aided design.

Last academic year, Century awarded scholarships totaling $515,810 to 341 students. For this fall semester 2021, the college awarded scholarships totaling $237,669 to 239 students.

In addition, Century gave out approximately $25,000 through their Acts of Kindness program as emergency funds for students in need.

The college has 41 percent students of color and 45 percent are first-generation college students.

Century generates $386.5 million in economic impact annually while supporting and sustaining 3,269 jobs.

High school students also can take advantage of Intermediate School District 916’s excellent Career and Tech Center on the campus of Century College.

Students can leave their home high school and attend a 916 program during the day. For

example, 916 has an excellent home construction program in which students actually build residential homes under the watchful eye of a highly qualified instructor.

Century also excels at offering skilled labor programming.

Skilled labor jobs have recently become much more in demand.

In fact, many companies across the state report that there are not enough qualified job applicants for open positions.

Century offers degrees in automotive service technology, heating, ventilation, and air conditioning systems, solar and renewable energy, and much more. Century’s website is www.century.edu.

Visit the websites of area school districts to discover other career and tech program options. The districts’ community education programs are excellent sources of ideas for furthering your career or increasing your skills.

There also are many services offered for older workers who want or need a retraining program. The Minnesota Career Pathways websites offer a variety of public programs that can assist older workers.

For those who are unemployed, there are many services dedicated to helping you find new work or retraining.

LETTERS TO THE EDITOR Mahtomedi’s continued excellence

I’m writing to commend and thank Mahtomedi Public Schools teachers, staff, administration, school board members and Superintendent Duffin for continuing to provide students with an exceptional education. I was disappointed to read letters here recently that unreasonably disparaged the quality of education provided by Mahtomedi Schools.

Rankings aren’t everything, but being the No. 1-ranked high school in Minnesota in 2013 (by US News and World Report) was absolutely something to celebrate. Mahtomedi’s current ranking, No. 8 among traditional Minnesota public high schools, should also be celebrated!

Scoring in the top 3% of all (US News)

ranked Minnesota high schools does not represent “mediocrity,” as I read in one of the letters. I hope we aren’t teaching our children that it’s No. 1 or bust, or the next generation is going to be marked by a lot of people who consider themselves failures.

Our two kids (12th grade and ninth grade this year) have been Zephyrs since kindergarten. From the “Engineering is Elementary” program at Wildwood to the “Visiting Artist” program at OHA, the Washington, D.C. trip at Mahtomedi Middle School, and a wide variety of AP courses and a first-rate Fab Lab at Mahtomedi High School, Mahtomedi students continue to have challenging and unique educational opportunities. Curriculum continues to evolve, such as the introduction of the 3M Young Scientist Challenge at

the middle school and phenomenonbased instruction at the high school.

Particularly for a district of our size, the academics, athletics and academic clubs available to our students are exceptional.

In addition to top-notch offerings in traditional academic subjects, I applaud Mahtomedi for teaching about empathy and working to create a culture of inclusion and accountability. Empowering students and expanding their view through a global lens is critical for them to be future leaders in whatever field they pursue. The sky’s the limit for our Zephyrs!

Local physician helps save life at theatre Dellwood resident and physician Dr. Rhiannon O’Connor saved a woman’s life at a Minneapolis theater Sunday evening, Nov. 14.

During intermission at the performance of “A Christmas Carol,” Dr. O’Connor overheard an usher calling on the radio for an ambulance to help a woman in distress.

Identifying herself as a physician, Dr. O’Connor assessed the woman and determined that she was

slumped over in her seat, was not breathing, was not responsive, and was turning blue.

Dr. O’Connor opened the guest’s airway and the woman slowly began to breathe. She kept the airway open for over 10 minutes while waiting for the paramedics to arrive and take her to the hospital. The woman began to revive under Dr. O’Connor’s care.

The woman survived, but it is unknown if she would have survived the lack of oxygen and asphyxiation if Dr. O’Connor had not intervened.

“Dr. O’Connor saved a woman’s life that evening,” said her husband, Scott O'Connor, who is also a physician. “No one took her name that night, but she is a true hero.”

Owning their own business has always been a dream of Rob and Erica Anderson, so when the couple saw the need for a barbecue store in the northeast metro, they jumped at the chance.

“We decided to take the leap in this part of town. There was one other barbecue store in Minnetonka. We saw there was a need in the Twin Cities,” says Rob Anderson.

Some might remember the days of the Outdoor Cooking Store, but since its closure in 2005 the northeast metro has been out of a location for barbecue supplies until now.

Since late June, Anderson

Barbecue Supply has been meeting the needs of beginning and master grillers alike.

Anderson began barbecuing when he was a kid. His dad traveled often when Anderson was young, so he saw grilling as a way to contribute to his family by helping out with dinner.

These days, you can find Anderson out grilling even in subfreezing temperatures.

He attributes advances in grilling to the technology of the pellet grill.

“You don’t have to stand outside for hours just to keep the fire going. It’s less of a problem with having a pellet griller. You can still get the grill fired up when it’s negative 10,

but we’re Minnesotans, so it’s not that big of a deal.”

At Anderson Barbecue Supply, customers can expect a wide variety of barbecue goods, all of which have been tried out

by Anderson himself.

“It’s all stuff I like or a product I really believe in,” he said.

The store even has a section dedicated to local products.

“We have stuff from Croix Valley Foods in Hudson, Jimmy Rays in Oakdale and Riffs in Arden Hills.”

Anderson wants his barbecue supply store to be welcoming to everyone, and hopes to ramp up some barbecue education with classes for anyone wanting to learn more cooking skills.

“This winter, we’d like to do a little bit of everything. We’ve thought about doing a date night class where couples can learn to break down a chicken or learn knife skills.”

The store can meet customers where they’re at with their grilling skills — not only individuals who are looking to cook for fun, but those who are interested in participating in barbecue competitions. The store also supplies a small handful of food trucks, like Northwoods Smokehouse in Cottage Grove.

Anderson Barbecue Supply is located in Vadnais Heights kitty-corner from the Village Inn. A product catalog is also available on the store’s website.

COMMUNITY BRIEFS Extension to offer food safety training webinar University of Minnesota Extension food safety educators Kathy Brandt and Suzanne Driessen will host a Cottage Food Producer Food Safety Training webinar and online course Dec. 4. The classes will fulfill the Minnesota Department of Agriculture food safety training requirements to register as a Minnesota Cottage Food Producer.

Those who register will qualify to make and sell non-potentially hazardous foods. Training focuses on food safety practices for all processes covered by the Minnesota Cottage Food law. Residents who have purchased or moved into a property in the past year should contact the county assessor to file a homestead application if

the resident or a qualifying relative occupy the property as a homestead on or before Dec. 31, 2021.

For agricultural property, a qualifying relative includes the child, grandchild, sibling, or parent of the owner or owner’s spouse. For residential property, a qualifying relative also includes the owner’s uncle, aunt, nephew, or niece.

Residents must apply on or before Dec. 31, 2021.

Once homestead is granted, annual applications are not necessary unless they are requested by the county assessor. Those who own or occupy a property as a qualifying relative should contact the assessor by Dec. 31 if the use of the property has changed during the past year. Residents who sell, move, or for any reason no longer qualify for the homestead classification are required to notify the county assessor within 30 days of the change in homestead status.

National group hosts workshop on race Many Faces of the White Bear Lake Area and Braver Angels Minnesota are sponsoring an interactive workshop on “Depolarizing Conversations About Race” on Saturday Dec. 4 from 9 a.m. to noon at the Hanifl Performing Arts Center. The free workshop enables participants to talk about race in an inquisitive, non-judgmental way, regardless of underlying beliefs or political leanings.

While the workshop is primarily intended for White audiences, all are welcome to participate.

The workshop has been organized by the Rotary Club of White Bear Lake with the assistance of Lakeshore Players Theatre.

The workshop was created and is facilitated by Braver Angels, a national citizens’ movement that seeks to depolarize Americans by bringing liberals, conservatives and others together at the grassroots level to understand each other’s points of view and look for common ground.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • Ramsey County Sheriff’s Office deputies issued a Keep Our Police Safe (KOPS) alert at 7:16 p.m. Oct. 31 after shoplifters at the Vadnais Heights Walmart in the 800 block of County Road E fled the scene. The suspects had stolen merchandise and later attempted to use credit cards fraudulently to purchase gift cards. Deputies spotted the suspect vehicle leaving the parking lot and attempted a traffic stop on eastbound County Road E. However, the vehicle fled southbound on I-35E, starting a three-minute, 3-mile pursuit that ended in the interest of public safety.

• Deputies tracked a vehicle stolen from a Farmington woman to the Walmart Nov. 1, following a report of suspicious activity. After finding the stolen vehicle, deputies determined the incident to stem from a breach of trust, and all five juveniles involved were identified.

8 Deputies were called to the scene of a dispute Nov. 3 in the 700 block of County Road D after the registered owner of a vehicle objected to having his vehicle towed due to repossession. His misconduct caused damage to the vehicle during the towing process.

• A resident in the 1000 block of Berwood Avenue E. reported his roommate for stealing some of his items while moving out Nov. 3.

• A customer at a business in the 900 block of County Road E reported leaving a bank envelope containing cash on a counter Nov. 3 after paying for merchandise. She did not find the envelope when she went back to retrieve it.

• A motor vehicle was reported stolen from the 3600 block of Edgerton Street at 8:34 p.m. Nov. 3 after its owner left it running in the driveway. When he went back inside his house to quickly grab items, the vehicle was gone when he returned a few minutes later. After the vehicle was entered into the National Crime Information Center (NCIC) database, St. Paul police recovered it on Nov. 5. The vehicle had sustained

some damage, and the keys were missing. However, the license plates were still attached.

• A St. Paul man reported items stolen from his auto overnight Nov. 4-5 after he had left it in a visitor parking lot in the 1000 block of County Road D. • A St. Paul woman, 32, was cited Nov. 5 at the Walmart for misdemeanor theft and issued a trespass notice after she was apprehended for shoplifting from the store.

• A Brooklyn Park man, 24, faces domestic assault charges following an incident at 4:31 a.m. Nov. 6 in the 1100 block of County Road E, after which a male needed to be transported to North Memorial Hospital.

• A Stacy man, 29, and a Forest Lake woman, 26, were arrested on active warrants out of Washington County at 5:15 a.m. Nov. 6 in the 1100 block of County Road E after deputies ran the license plate of a vehicle they observed in a parking lot while they were on routine patrol.

The occupants asleep inside the vehicle were found to have the active warrants and were transported to

jail without incident.

• A cell phone left behind in an unlocked vehicle parked in the lot at Sucker Lake Park in the 4500 block of Rice Street was reported stolen Nov. 6.

White Bear Township • A catalytic converter was reported stolen from a Kia Rondo at 2:37 a.m. Oct. 31 while parked in the 1300 block of Jonquil Lane after the victim was awakened by a loud, scratchy noise. When the victim turned on an outside light, a sedan parked outside on the street left the area.

• A White Bear Lake juvenile and a White Bear Township juvenile were issued a trespass order from a business in the 5000 block of Highway 61 Nov. 3 following a disorderly conduct report involving the two youths, who have a history of rude and disruptive behavior.

• A bicyclist reported finding a set of license plates Nov. 5 at the side of the road in the 5200 block of Centerville Road. The plates, stolen out of Washington County, were removed from the NCIC.

WASHINGTON COUNTY SHERIF’S REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • A Dellwood Road resident reported items stolen from an unlocked vehicle Oct. 17.

Grant • A male with a lacerated ear due to wearing a mask was arrested Oct. 17 at Mile 12 of the Gateway Trail on a Ramsey County warrant for misdemeanor arson after Washington County Sheriff’s Office deputies were dispatched out to that location regarding a male walking along the trail talking to himself and behaving strangely.

During the arrest search, deputies located a glass amphetamine-smoking pipe in his pocket.

• The subject admitted to smoking meth five hours earlier. At jail, deputies found an additional glass pipe and clear baggie of a white crystalline substance in another pocket. He was seen by a doctor at Lakeview Hospital before being returned to jail.

• A Minnesota motorist was warned about marijuana and paraphernalia in a motor vehicle Oct. 17 following a traffic stop for equipment

violation on Lake Elmo Avenue N. and 66th Street N. The items were confiscated for destruction.

• The driver of a gray GMC Jimmy was cited Oct. 21 on Highway 96 and Manning Avenue N. for failure to provide proof of insurance and misuse of a license plate after deputies on routine patrol pulled him over for displaying plates registered to another vehicle. The driver admitted to putting his father’s plates on his own vehicle as he had not yet transferred the title nor obtained insurance on his vehicle. Deputies gave the driver a courtesy ride home.

Mahtomedi • A Shamrock Way resident on Oct. 17 reported property theft.

• The Mahtomedi Fire Department on East Avenue reported an unknown male with a fire department access key for burglary after he entered the facility Oct. 18 and stole all the master keys from the office.

• A Loretta Lane resident on Oct. 19 reported receiving a suspicious package.

• An East Avenue resident on Oct. 20 reported credit card transaction fraud.

• A newspaper carrier at 3:49 a.m. Oct. 21 reported a bear for running into her vehicle while she was delivering papers in the 1000 block of Griffin

Avenue. When deputies arrived on the scene and checked the area, they reported no damage to the complainant’s vehicle and no bear. As Mahtomedi’s deer population is much larger than its bear population, deputies suggested a deer might have been at the root of all the consternation.

• Deputies working extra patrol for the Manning Avenue detour detail cited a motorist at 7:28 a.m. Oct. 22 in the 7000 block of Hilton Trail N. for driving after suspension after they pulled him over for because the driver’s side headlight was not illuminated. On routine presentation of the driver’s license, the motorist showed only a Minnesota identification. A quick mobile data computer (MDC) check revealed the driver to have been suspended. The subject was verbally warned for the malfunctioning headlight.

• A Loretta Lane resident on Oct. 22 reported items stolen from a motor vehicle. No suspect information exists.

Pine Springs • A motorist was cited at 12:32 a.m. Oct. 23 on Hilton Trail N. at Highway 36 for driving after revocation.

PUBLIC SAFETY BRIEF White Bear Lake woman convicted of drug possession Shannon Mary O’Brien of White Bear Lake has been convicted of fifth-degree possession of a controlled substance.

On Aug. 31, 2020, law enforcement responded to the area of the 100 block of 12th Street Southwest in Forest Lake on a reported 911 hangup by a male caller.

According to the criminal complaint, officers were flagged down at the scene by the caller, who reported that his girlfriend, Shannon Mary O’Brien, took the keys of the U-Haul he was driving and walked away. Law enforcement confirmed

O’Brien had two active warrants and promptly located her.

O’Brien denied that she had the key and prompted officers to search her purse. Upon searching, officers located a drug pipe containing a small amount of methamphetamine.

O’Brien said the methamphetamine was hers and admitted that another methamphetamine pipe and bag of methamphetamine was in the bushes near her. The officers found the substances in the bushes.

O’Brien has been sentenced to a stay of imposition, three years of probation and a $50 fine plus surcharge fees.

CATALYTIC CONVERTERS: Local auto dealers help victims of theft FROM PAGE 1

purchase 10,000 CatEtch labels with this funding. These labels, which are inscribed with the vehicle’s VIN, can be adhered to the underside of the catalytic converter, and are available to anyone who wants to protect their vehicle from theft.

White Bear Mitsubishi, Berkeley Honda and Maplewood Toyota are three of nine Twin Cities dealerships that have received these labels.

Catalytic converters, located on the underside of a vehicle, are designed to reduce the harmful air emissions produced by a combustion engine. Their construction includes small quantities of several precious metals such as platinum, palladium, rhodium and others. Criminals have

learned that crawling under a car and removing the converter can earn them as much as $200 in the value of the metals with almost no repercussions.

Catalytic converters are often manufactured three years in advance of the release of a new vehicle. This means that identifiable converters may not be a standardized solution for a few years yet. The label provides an effective short-term solution, explained Dan Louismet, general counsel for the MADA. “Even if they don’t deter theft, they provide a tool for both law enforcement and county prosecutors to actually go after the crooks,” Louismet said.

Technicians also paint the converters in a bright color, to warn buyers that the parts may be stolen.

The loss of a catalytic converter can lay a vehicle owner up for weeks since replacement parts are not easy to obtain. Catalytic converters don’t usually fail, so there is no existing stock of backups. Replacing the part may take up to nine months in some cases.

White Bear Mitsubishi owner Richard Herod emphasized that checking your insurance coverage is one of the most important things anyone can do to protect their vehicle.

“They’ve really been victimized more than once,” Herod said. “Not only did something get stolen off their car, they have this deductible, and then they have nothing to

drive. Educate yourself about your comprehensive insurance deductible,” he said. “Make sure you take a look at what your deductibles are for that type of vandalism.”

He also recommended car rental coverage, and that car owners check into getting a registration device or a protective clamp or shield installed.

“Local new car dealerships are at the forefront of helping their customers prevent catalytic converter theft and helping them get back on the road if and when they are the victim of a catalytic converter theft,” said Louismet.

own Woullet Bakery, Hans Bakery in Anoka and A Baker’s Wife in Minneapolis.

And that makes him happy. "I’ve invested so much of my life in Grandma’s, I don’t want this place to close. Bakeries play an important role on Main Street," Lupo said.

"We are an important part of the fabric of the communities we serve."

The lock, stock and barrel business deal includes both Grandma’s locations: the retail shop in downtown White Bear Lake and the production/retail facility on Buerkle Road that employs 125 people who produce 500 dozen cookies, 75 cakes, 2,000 pounds of bread and 8,000 doughnuts a day.

Over coffee at the Fourth Street bakery, Lupo said his greatest achievement was surviving COVID. "The pandemic was horrible," he stated. "I have worked harder than ever the last couple years to keep the business going. Wholesale basically dried up during COVID, so we relied on the retail side."

Pre-COVID, drivers delivered fresh bakery goods nightly to about 200 major customers around the Twin Cities that included Delta Airlines, the University of Minnesota, hospitals, athletic

venues like U.S. Bank Stadium and TCF Field, and major corporations. "That business was just gone," Lupo reiterated. "It’s coming back, but it’s not what it used to be."

Over-the-counter sales are better than ever, however, Lupo said. And he wants to thank the generous people in the area who are supporting downtown businesses.

Wife Deb is "over the moon" about the retirement, noted Lupo, who calls Vadnais Heights home. "She finally will have me around."

The former owner did agree to stay on six months to help the new owners with the transition. "Their group wants to learn our way. There’s a lot to know," he said.

Looking back, Lupo is most proud of being self-taught in a bakery business he started in 1978 as a Mr. Donut franchise in South St. Paul. He turned it into an independent bakery shortly after and eventually moved to White Bear Lake about 30 years ago.

Lupo credits his success to his involvement in his industry and community and, as mentioned earlier, a lot of hard work. He’s served as president of the Retail Bakers of America and helped establish September’s National Bakery Day to celebrate contributions neighborhood

bakeries make to their communities. He also served as chairman of the White Bear Area Chamber of Commerce in 2016 and chaired Manitou Days for several years.

The bakery owner is largely responsible for helping set the world’s largest sundae record at Marketfest in 2013 and the popular cakewalks at the summer festival. He created a 2-ton cake commissioned by the Minnesota State Lottery for Taste of MN in 2006 and once filled a last-minute order from Target for 15,000 gingerbread cookies for the Holidazzle Parade.

The Lupos plan to travel now that John is retired. A visit to see their daughter and her family in New York City is first on the list, followed by a 2022 trip to Hawaii. They have four grandchildren.

"I want to just be normal," Lupo confessed. "I want to do yard work and woodworking and tinker on my motorcycles." He has a collection of old Honda motorcycles that have regretfully remained in storage the last few years.

"We’ve had a great run," Lupo said. "I’ve lived the American Dream right here in White Bear Lake, and now I’m really looking forward to retirement."

Loon Chronicles VI: A hatch to celebrate!

This was a summer of loss, celebration, and appreciation.

Within days of ice-out in late April, Len, with help from Eric Hegland and the S.S. Minnow, launched two manmade nests on White Bear Lake. The first, in the same location as the successful 2020 hatch and the second, on the west side of the peninsula. After waiting out a variety of squatters, which included Canada geese, muskrats, and ducks, the Loon parents claimed the nest as their own, and laid two eggs on May 1st and 2nd. On May 27th and 28th, two spunky little chicks cracked through their eggs and appeared to be off to a great start. Unfortunately, after spending only one day together, as feisty siblings vying for attention and fish deliveries, one of the chicks did not survive. Maybe, this was nature’s way of improving the odds of survival for

the remaining chick, that was only heartbeat away from being served up as breakfast for the Eagles, muskies, and/ or turtles. Just like last year, the Loon parents spent time teaching their chick how to fish, preen, dive, make calls, fly, and stay safe. Although there were a few close calls, the chick managed to stay one stroke ahead of the Eagles throughout the entire summer and fall, thanks in part to the poor Coots.

The Loon parents stayed around a few weeks longer than last year, before leaving the chick entirely on its own, in early September. Since that time, the chick and a handful of chicks from neighboring lakes, have been spotted fishing all around the lake and gathering at sunset. Loon Whisperer Anne Sundal reported that, last week, she spotted the chick fishing near the nest markers, before it flew to the other side of the lake;

perhaps, a farewell. The chicks will not leave the lake until the ice starts to form, which could be soon, and will not return to WBL for at least three years. There were several reported sightings of a second Loon pair trying out the second nest, but still very much in the exploratory stage. 2022 could be their year. Next spring, we will be launching a third and newly designed nest in a choice nesting area, that is consistent with DNR recommendations and is supported by the lakeshore homeowners in that area. Again, we want to thank the White Bear Press for allowing us the privilege of sharing the story of the Loons with those who live on and around the lake. The support has been overwhelming. Fingers are crossed that 2022 will be a bountiful year for the Loons on White Bear Lake!

Sizable donation will help first-year students start strong

WHITE BEAR LAKE — Century College is the recipient of a $1 million grant designed to keep a diverse student body in school.

The White Bear Lakebased Manitou Fund awarded the money in support of Start Right, an innovative success program that identifies students within vulnerable populations and provides intentional intervention through their first year of school.

Implementation is anticipated spring of 2022 for the program, which will afford dedicated specialists who provide students with individual support and connections to just-in-time resources so they don’t feel lost. In addition, Century plans

to partner with area high schools to identify students early who can transition into the Start Right program upon entry to the college.

The goal is to curb a high attrition rate that first year when students are most at risk for dropping out.

"We frame it this way," said Century President Angelia Millender: "We want to improve persistence rates from the time students enter in the fall to the next semester. Once they persist through spring, we retain them to the second fall. If we do that, the second-fall student retains at our highest level.

"But what happens is we lose too many students that first semester," Millender maintained. "When you add components of demographics,

disparities, students of color and low socioeconomic conditions, regardless of race and ethnicity, you lose them at even higher rates."

Actual statistics from Millender’s office show students who enroll full time (12 credits) retain at 51%, and students who enroll part time (1-11 credits) retain at 42% at the end of their first fall semester. Regardless of enrollment status — full or part time — first-time-in-college students are retained at an overall rate of 47% at the end of their first fall semester.

The Manitou Fund is the sole contributor to the two-year program.

Century’s new Start Right initiative. "We look forward to positive outcomes through the enhancement of student learning experiences," they said in an email to the Press.

As one of the largest two-year colleges in the state, Century serves nearly 16,400 credit and non-credit students every year. The diverse population has 42% students of color. The college is an "open access" institution, meaning there are no entrance requirements.

Millender said she felt an exciting synergy in the meeting with Din and McNeely. "I feel like we were in the right place at the right time," she commented.

"This support from the Manitou Fund helps us ensure our first-timein-college students get through the first year,

which is the rockiest.

We can start something really great here in White Bear Lake and Minnesota through this partnership. I firmly believe when students start right, they finish right."

Share the Music program There is a second part to the Manitou Fund’s philanthropy.

A new Share the Music program will offer music outreach to seniors as a way to brighten the upcoming and future holiday season. Small groups of Century College Music Department students, supported by their music instructors and accompanists, will perform in the White Bear Lake area thanks to a $15,000 grant from the foundation.

The importance of such a music outreach

program is twofold: senior residents in institutional settings, ranging from independent living to assisted living to memory care, benefit greatly from live music experiences, and music students gain performance experience and learn the value of sharing their music with audiences in senior living and community settings.

The student musicians and their accompanists will be paid honorariums for time spent in preparation, rehearsals and in performance.

The goal is to start the program this holiday season. Senior care facilities wishing to book a performance can contact Century’s Share the Music coordinator, Elliot Wilcox, at elliot. wilcox@century.edu.

Vadnais Heights Elementary is Elementary nominating Lanah Yang for the Academic Achievement Award. Lanah is a hard worker, who puts in maximum effort in anything and everything she does! She is motivated to do her personal best in the classroom and outside of school. Her approach to facing challenges is admirable and motivating to teachers and peers. Lanah is a flexible learner who transitioned from distance learning to in-person learning with complete grace.

She was able to complete her daily tasks, collaborate and strengthen relationships with her teachers and peers all while being at home. She is happy to be back in person with her teachers and friends. Outside of school, Lanah participates and excels in soccer through the Minnesota Thunder Academy. Lanah also takes part in Skill Up, where Hmong youth come together to improve soccer skills while building community. She also heavily engages with her church, Hmong American Alliance, participating in Sunday school and other youth group programs. All of the above make Lanah a perfect candidate to be nominated for the Academic Achievement Award. Bears’ diver McLeod earns state trip to cap career

White Bear Lake diver Gianna McLeod will close an excellent career with her first state tournament appearance, earned with a fourth-place finish in Section 4AA on Friday at Stillwater.

McLeod, a consistent first- or second-place finisher on the team the last three years, will be the program’s first state participant since Melina Hughes went in 2017 in the butterfly and 50 freestyle events.

The senior three-sport athlete earned a score of 356.95, finishing behind

divers from Woodbury, Mounds View and Stillwater. Top four divers in each section advance. State meet prelims will be held Thursday evening at the University of Minnesota.

“Some of the best divers in the state are in our section so I am very happy with finishing fourth,” said McLeod, who placed fifth in the last two section meets. “I have been wanting to go to state ever since middle school, so I am very excited to make it this year.”

McLeod, who’s also in Nordic Ski and golf, holds school records for both six dives (240) and 11 dives (373).

“My best dives are my inward one and a half, and my front two and half,” she assessed. “My front one and a half and my reverse dive are the two that I struggle with the most.”

Head coach Tia Quirk cited McLeod as an “outstanding competitor but an even better teammate” who constantly lifts other girls up during practices. The divers are coached

by Annette Crews and assistant Elijah Heggernes.

Lucy Borofka, Bear sophomore swimmer, reached finals in two events, placing fourth in the 50 freestyle with 24.45 and fifth in the 100 free with 55.97, both season

bests. The top two advance to state in swimming events.

“Lucy is one of many underclassmen who really stepped up this season and left it all in the pool,” Quirk said. “Her hard work and determination really shined through in every event she swam.”

Also scoring points were: Lily Jenkins, 12th in the 50 freestyle; Ella Maas, 12th in backstroke; Emma Masso, 14th in butterfly; Gabby Perron, 14th in 500 freestyle; Grace Conroy, 15th in diving; and Madilynn Aubin, 16th, in diving. Tennis: Zephyr season honors announced Mahtomedi’s first-place tennis team had seven players named to the all-Metro East team, including Annika Munson, conference Player of the Year. The Zephyrs were 6-0 in conference and 16-5 overall, placing second in Section 4AA. Munson,

a sophomore, had a 22-5 record at No. 1 singles and qualified for state, reaching the second round there.

Also making all-conference were senior Nina Vander Louw (19-6, 1-doubles); juniors Campbell Albers (19-5, 1-doubles), Mari Meger (214, 2-singles), Sonja Potthoff (19-5, singles, doubles) and Megan Langer (15-5, doubles); and sophomores Munson and Kate Hoffman (18-6, doubles). Volleyball: Zephyrs list season awards, leaders Season awards and leaders for the Mahtomedi volleyball team have been announced by coach Angela Helle.

The Zephyrs were 15-14 overall and section runner-up. They were 5-2 in the Metro East, tying for third place.

Named all-conference were seniors Emma Berglund and Erin Noel and junior Katherine Arnason. Getting honorable mentions were senior Emily Short and juniors Abby Bruggeman and Camryn Petersen.

Ultimate Frisbee club team caps all season White Bear Lake Area High School has an Ultimate Frisbee League club team with seasons in the spring and fall. They finished the fall season with a 2-7 record, with over half of their 24 players (14 boys, 10 girls) being first-year players. Directors are Hannah and Curtis Cammack.

Captains were Alex Lohmann, Gunther Ahrens, Kaylee Zimmerman and Lea Schaefer. Games were played at West Minnehaha Recreation Center in St. Paul on Saturdays.

“It’s a chance for a kid who’s not in a school sport, or is not happy with the one they’re in, to join a team,” said Hannah Cammack. “No experience is necessary and we do not turn anyone away,” There is a fee, but funds are available for families who can’t afford it. Girls hockey: Rookies help Bears trip Mahtomedi 4-1 in opener Three players scored their first varsity goal as White Bear Lake defeated Mahtomedi 4-1 in their opener Thursday at home. “We have a lot of changes from last year and many young players have been asked to step up into big roles,” coach Elsa Shorey said. “It was great to see our leaders set the tone and our younger athletes gain confidence and play hard. WBLAHS senior competing in 2021 Trampoline and Tumbling World Championships WBLAHS senior Charlie Larson is on the USA Men’s gymnastics team and is headed to compete in the 2021 Trampoline and Tumbling World Championships in Baku, Azerbaijan. He will be there from November 1022, training the first week and competing Nov. 19 and 20. Charlie has been on the USA National Team for four years and is one of three male athletes representing Team USA on tumbling.

Hull gained 170 yards in 14 carries, lifting season totals to 1,100 yards and 16 touchdowns. Beiersdorf gained 47 in nine carries and Brandt 27 in six carries. Brandt

completed seven of 11 passes for 160 yards.

Morrell caught four for 83 yards. Loss had 72 yards on two catches.

Dvorak made nine tackles (five solo).

Arlandson made five tackles and the interception. Hull, Loss, Johnson, and William Harris were each in on four tackles.

Mahtomedi’s two losses came in succession in midseason, a 35-7 humbling

by Spring Lake Park at home, then a last-second 18-13 loss at St. Thomas Academy. They’ve outlasted both teams.

MAHTOMEDI SOCCER Cambelle Waldspurger capped a glittering prep soccer career as a state tournament hero for Mahtomedi, the Class 2A state champions. The senior midfielder was third on the team with 13 goals and delivered one of the most clutch goals of the season, a corner kick that curled into the net for the deciding point in a 2-1 semifinal win over Holy Angels. She made the all-tournament team and got her second all-conference honor. Coach Dave Wald cited Waldspurger for her overall technical skills, ability to aim corner kicks, and “perfectionist” mindset in soccer and the classroom. “She is extremely fast, has great endurance and is much stronger than she appears,” he said. “One of the most athletic and best players I have coached.”

The Zephyrs didn’t stop until they had a 28-0 first-period lead in the state Class 5A quarterfinals, and went on to defeat No. 6 ranked Rochester Mayo 42-20 at Woodbury High School.

The victory landed Mahtomedi in the state semifinals at U.S. Bank Stadium. The Zephyrs, 9-2 and unranked, will duel No. 10 Robbinsdale Cooper (9-2) on Friday at 2 p.m. Number 5 Rogers (10-1) faces No. 1 Mankato West (11-0) at 7 p.m.

This will be Mahtomedi’s first semifinals appearance since the 2007 team finished runner-up.

Rochester Mayo came into the game with a 9-1 record, averaging 42 points per game, but Mahtomedi overwhelmed the Spartans in the first quarter. It all started with Hull’s long sprint around left end, which put him over 1,000 yards and would be the first of his three touchdowns.

“I got a pitch, and was able to make the safety miss,” he recounted, “and it was pretty much clear sailing after that.”

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — City Council conducted the following business at its Nov. 9 meeting: • Took public comment on a proposed right of way vacation for Fifth Avenue.

An eight-dwelling twin-home addition has been proposed by TiceHaus Design Build LLC called Roses Park View at 1788 East Hwy. 96. The development of this parcel requires access from the Clarence Street end. The proposal would subdivide the property into six lots; one for an existing singlefamily residence, one for stormwater and four lots that would each contain two attached residences.

There is a convoluted history to the Fifth Avenue right of way, according to city staff. In short, in 1977, the right of way was vacated in error, the error was corrected and then, somehow within the past 10 to 15 years, the error was somehow re-created.

Neighbors presented a petition to council to leave the vacation as it’s been for 44 years and to allow the new owners of 1788 East Hwy. 96 to follow through with their purchase agreement and buy the property without the Rose (Tice) addition. The design build company is owned by one of her sons, Craig Tice.

As noted, development of the parcel requires access from the Clarence Street end, which results in land being taken from property owners at the end of Clarence, Park and Hinckley Streets for a public road.

Karin Doyle, who lives just east of the Tice property, told council she’s a St. Paul firefighter who bought her house on Clarence Street in 2019.

The land she purchased included a substantial portion of the vacated Fifth Avenue.

"I looked for a house that would keep me calm and give a sense of privacy and peace. That is what I thought I bought

into. Now all of a sudden one family member wants to develop this property.

They will take down all the trees and turn it into as asphalt cul-de-sac. It doesn’t fit the area."

In a letter to the city, Doyle’s attorney, Peter Frank, said residents believe the proposal would result in an unconstitutional taking of private land. He argued that Fifth Avenue was vacated in 1977 and there is no way for the city to reverse the vacation by resolution.

The issue is messy.

Legal complications require more research by the city attorney, so the vacation matter was

pushed to the Dec. 14 meeting.

• Heard first reading of an ordinance setting 2022 fee schedule.

Increases include ambulance fees, 3%; rent at Pioneer Manor, 4%; water usage and sewer rates, 3%.

Second reading is Dec 14.

• Heard first reading of an ordinance to amend the sign code to allow billboards, including dynamic display billboards in certain zoning districts.

Second reading is scheduled for Dec. 14.

• Resolution canvassing municipal election results.

Rose Marie Gustafson Rose Marie Gustafson, 96, passed away peacefully on November 8, 2021. She was born on July 2, 1925 in Minneapolis, MN and lived a full, rich life – always proud of her Swedish heritage and Twin Cities home. She never missed spending at least one long, entire day at the Minnesota State Fair.

Serving as a gracious, glamorous stewardess with Northwest Airlines provided an exciting early career affording travels near and far. It was followed by marriage to her husband of nearly 55 years, the birth and raising of three daughters, and many adventures. Rose was a non-traditional homemaker of her era. Cooking, entertaining, housekeeping, making crafts, shopping, and engaging in more typical “women’s” hobbies of the times were not among her favorite things. Her joyful focuses were family and community. The latter included – first and foremost her church, including faithfully attending weekly worship, participating in women’s circle and couples club, teaching vacation bible school, launching and managing a mission-driven, recycled card ministry for 25 years, and much volunteering. In addition, Rose enjoyed a deep, lifelong involvement with the Girl Scouts, League of Women Voters, YMCA Camp Widjiwagan, and more.

Rose and her husband Paul shared many passions, pleasures and adventures together.

Primarily due to Rose’s initiative – they partook of myriad local cultural events, traveled around the country and abroad, enjoyed Elder Hostel programs, local bicycling outings and cycling tours further afield, and loved happy times with family and close friends.

Rose had an insatiable curiosity, thirst for learning, love for reading and movies, and attentiveness to news and current events. Little held her back throughout her life well into her

90s. She took several trips to Wyoming on her own with the Girl Scouts and Sierra Club in her 60s, snowshoed and cross country skied into her 70s, snorkeled in Hawaii with her daughters in her 80s, and fully experienced the iconic Albuquerque balloon festival in her 90s. Rose had an unwavering, fierce determination to pursue her interests and to fully experience life right up until her passing.

She was one of a kind. Always radiating beauty with a sweet smile, displaying her generous warm heart, honoring birthdays and special occasions, trying to make the world a better place in her own quiet, unassuming way. And supporting her three daughters in their many pursuits, their partners, her grandchildren and great grandchildren.

Rose is preceded by her mother Alice Carlson, sister Beverly Johnson, and husband Paul Gustafson. She is survived by her daughters: Linda Gustafson (Roxy Port), Karen Crossley (Alan Crossley), Julie Gustafson (Gary McRae); grandchildren: Sam Crossley (Rachel Neymark), Hannah Crossley, Caleb Crossley (Rosie MalonePovolny), and great grandchildren: Uriah Onduto and Felix Neymark Crossley.

A Celebration of Life service was held Sunday, November 14, 2021, at Community of Grace Lutheran Church, White Bear Lake, MN. Dec. 24 1959 – November 3, 2021 Nick Charles Kronberg, 61 of Cusseta, Georgia passed away on Wednesday, Nov.3, 2021 at the Piedmont Medical Center in Columbus, Georgia.

Nick was born Dec.24th, 1959 to Ned Kronberg and Kay Nielsen Kronberg in Neenah, Wisconsin. He graduated from White Bear Lake Senior High class of ‘78. He served as a member of the United States Army 1978 to 1985 and has been a long-haul truck driver for 42 years currently leased to Overby Transport out of Lakeville, MN. Mr. Kronberg was a hard worker and enjoyed tinkering at home and on his truck. He enjoyed German food and watching the Green Bay Packers. A former resident of White Bear Lake, Minnesota.

Surviving members of his family are his loving wife Wendy “Echo” Kronberg, Father Ned Kronberg, son Charles Kronberg, step daughter Nichole Mason (Hannah) two grandchildren Kahlen Mason and Jackson Mason, sister Lisa (Jon) and two nephews Adam and Jeremy Fish. Private services will be held in Cusseta, GA.

Sean completed a senior art thesis in videography. Sean also enjoyed pottery, painting, computer art and photography. He appreciated being in nature and had a love of classic cars. Sean was working in the family business, Control House in White Bear Lake, doing sales and customer service.

Just then, stepping gaily over the threshold, was Phyllis Williams, the beautiful daughter of Norwegian farmers from Storm Lake. She accepted – and before the night was out, he was smitten. He walked her home and asked for another date. They fell in love and were married in 1948.

For Bob and Phyllis, fresh out of college and full of dreams and ambitions, the world was their oyster and everything was possible. Bob started a business making cabinets while Phyllis taught school. He never lost his love for carpentry, or the sensation of holding wood in his hands, nor the creative process of forming it into something useful. No matter where they lived, he always had a woodshop, and through the years, he made many beautiful pieces of furniture from cabinets to desks to spinning wheels.

When their first child, a son, came along, Bob took a job at the Oliver Corporation. Later, he worked for the Lennox Furnace company. In 1952, an even better job opportunity presented itself: working for the 3M Company in St. Paul. When he turned in his resignation and announced that he would be working for 3M, his boss at Lennox asked him: "Why do you want to go to work for the 3M Company? They’ll never amount to anything."

Never anything, indeed. He started at the 3M shop in St. Paul. Ambitious and a perfectionist, his talents didn’t go unrecognized, and he quickly moved up the ladder at 3M. By the end of his career, he was part of the leadership of the Data Products Division. He managed two plants, one in Oklahoma and the other in California.

Using company photographs, he memorized the names of each of the several hundred employees who worked in the two plants, and he could call each by name during his frequent visits.

Early in his career at 3M, two more children were born, a daughter and another son. Initially, Bob was based in St. Paul, but was transferred to Indiana where he worked at 3M’s Hartford City plant. In 1960, the family moved back to Minnesota, residing in White Bear Lake which became their home for many years and where the children grew up.

Despite his heavy work schedule, he found time to involve himself in the White Bear Lake community

Robert Clarence Watters did not go gentle into the good night. After being diagnosed with advanced cancer, he left on his own terms and on his own time schedule, just the way he lived his life. He died on the morning of October 21, 2021, twenty-two days after his beloved wife Phyllis.

Robert (Bob) was born on April 4, 1926 in Ida County, Iowa, the son of William and Alma Watters. He and his two older brothers were raised on the Watters family farm near Holstein, Iowa.

To get from the farm to school, he rode a pony, and sometimes in the winter, his father would take him by horse-drawn sleigh. In high school he played basketball for the plucky Holstein Pirates and he participated in school dramas.

In the summer of 1943, he started at Iowa State College in Ames. The stay was brief however. America was in the midst of World War II, and millions of young men were being called up. Volunteering to serve, Bob put college on hold and enlisted in the Army. After basic training, he attended officer training school, and as he liked to say, he rose to the lofty rank of second lieutenant.

Upon an honorable discharge in 1946, he was back once again in college pursuing a degree in engineering. Although his classes were challenging, he got high grades, thanks to his work ethic, his sharp mind and an unusually prodigious memory. He was gifted, but his modest nature wouldn’t allow him to recognize it in any public manner. He did well and did it quietly without fuss.

As in high school, he was active in clubs and college social events and activities. One night he was attending a dance at the college Memorial Union, and had gathered up his courage to ask for a dance from the next woman who walked through the door.

Harry R. Anderson Age 89, of White Bear Lake, Minnesota. Passed away peacefully on November 12, 2021. Harry was loved by many for his kindness, unassuming ways and quick wit. Always had a twinkle in his eyes and a smile on his face. He will be deeply missed by his family, beloved wife of 66 years, Dorothy; daughters Laurie (Gordy), Terry (Craig), Cathy (Greg), Nancy (Dave), and Jo (Tom); 14 grandchildren and 10 great-grandchildren. Harry retired from the US Postal Service after 35 years and was a favorite with people on his route. A private Mass of Christian Burial will be held at ST. PIUS X CATHOLIC CHURCH in White Bear Lake. Memorials preferred to St. Pius X Catholic Church or charity of choice.

and church affairs, particularly the nearby Christ the King Lutheran Church. Bob and Phyllis, with their three children in tow, had attended the first church service there when portions of the building still lacked windows and doors. He served as president of the first Board of Administration. Throughout their days in White Bear Lake, he continued to serve in various leadership roles at the church, and never thought twice about rolling up his sleeves to wash windows, sweep out closets and wax floors.

Upon retirement, he and Phyllis were living in nearby Mahtomedi, and for several years, they enjoyed traveling, roaming around the country in an RV, always stopping to visit their children – and always helping with a house project while there. In time, they moved to Woodinville, north of Seattle to be close to their two grandchildren, Elizabeth and Colleen. Bob, along with Phyllis, followed the two girls to school functions and soccer and basketball games, always with camera in hand.

As the grandchildren grew and went off to college, Bob and Phyllis settled into a quiet life at Woodland Terrace, an independent living residence in Bothell, Washington where they made many friends. Eventually, in the summer of 2021, first Phyllis and then Bob fell ill.

Although both are gone from this life, they had a strong Christian faith and are together once more. We can imagine them, young again, Bob with his disarming smile, Phyllis beside him, lovely in a new dress that she had sewn herself, walking together, holding hands, just as if it were 1948 when everything was possible.

Bob was preceded in death by the light of his life and wife of 73 years, Phyllis Watters (nee Williams), mother Alma Watters (nee Soellner), father William Watters, and brothers Vern and Paul Watters. He is survived by daughter Shelley Watters (Steven Malmberg); sons Ronald Watters (Katherine Daly) and Gary Watters (Susan nee Callahan); and granddaughters Elizabeth and Colleen Watters.

A memorial service is planned at First Lutheran Church, Bothell, Washington at 9:30 AM, December 6, 2021. Reception to follow.

Right-of-way issue prompts new look at trail design WHITE BEAR LAKE — It’s back to the drawing board for an engineering firm hired to do preliminary design work along Hwy. 96 for the Lake Links Trail.

City Council authorized an agreement Nov. 9 with Short Elliot Hendrickson Inc. (SEH) to design a roadway that shifts north within right of way between Ramsey Beach to East County Line. The move is intended to provide enough room on the lake side to construct the trail.

City Manager Ellen Hiniker explained to council that the bond request from the Lake Links Association assumed there was adequate right of way on the south side of the highway to construct a trail. However, it has since been concluded

by MnDOT, which has jurisdiction of the highway, that the assumed historic right of way could not be recreated; therefore, the prescriptive (established without specific right of way) would prevail.

As such, not enough right of way exists on the lake side to construct the trail without private property impacts, Hiniker said. However, because the roadway is not centered in the right of way, it may be possible to shift the roadway to the north and keep the trail on the lake side without significant private property impacts.

This Lake Links graphic from SEH is meant to give a sense of dimension to the roadway and 10-foot trail. The fence line on the south side should be ignored, since no access will be blocked. The roadway and trail require 33 feet from the centerline, or a total of 66 feet of right of way.

Those conflicts could mean either land purchases or use of eminent domain, Hiniker pointed out.

"It won’t be simple like South Shore," she said. "Moving the road to the north side is not an ideal alignment, but there is right of way."

To provide an option for consideration by impacted property owners, staff requested SEH prepare a scope of services to complete an alternative preliminary design option and related project cost

estimate for the north shore segment.

The city manager added that the trail/ roadway project will likely exceed the $500,000 received from the Legislature.

Council Member Kevin Edberg observed that "conversations regarding the trail are getting really expensive."

"I don’t have a picture of where the money is coming from. When do we start getting frugal?" he asked.

"I don’t disagree," Hiniker replied.

"We don’t have cost estimates. We are concerned it will cost more. This is not a project we initiated with the Legislature. It came to us through work of the Lake Links folks.

We have to decide by end of 2024 whether to proceed."

One homeowner along Hwy. 96 worries that her property will be taken for the trail project.

Geri Longville owns the parcel next to the community beach club

at the end of Portland Avenue. She doesn’t know how the city can fit a trail on the lake side, where there is no right of way.

"It sounds like the road was not laid out properly 100 years ago," Longville observed. "We want to know if that means they can take more of our property? We want to know exactly where the trail will go, but no one can tell us."

Longville said her unanswered questions make it hard to support the project.

Hiniker said the next step is to work with neighbors. "After this study is done, we will go back to property owners," she said.

Council also approved a joint powers agreement with White Bear Township to enter into a contract with SEH for the preliminary trail design work. The $25,300 fee will be split equally with the township.

Wolgamot concluded that the right of way of the trunk highway continues to exist to a width of 33 feet south from the highway’s centerline.

"Should MnDOT continue its baseless claim that right of way does not exist, it may be necessary to commence litigation to establish these very important facts," he said, adding

Lake Links has received private funding for that purpose if it should prove necessary.

"We are aware that a few landowners in the area believe that there are no road rights south of the south line of the highway, and we understand that their mistaken belief is held in good faith.

“As a matter of good will," the cochair added, "it may be appropriate to provide attractive fencing and notification that property beyond the 33 feet right of way is private."

Once known as the Rum River Road, Trunk Hwy. 96 dates back to 1849. It served as a pathway for indigenous people traveling from the Rum River in Anoka to Stillwater, and wasn’t paved until 1924 on right of way established 75 years earlier.

‘Powersports,’ American Sign Language among offerings for 2022-2023 school curriculum

The White Bear Lake School District is looking ahead to how it can serve students next year with a few tweaks and changes to the curriculum. Assistant Superintendent Alison Gillespie presented these changes to the school board at its Nov. 8 meeting.

Some course names will be changed for clarity. Biznology will become Business Applications, and the College in the Schools course, Writing Studio, will become University Writing, for example.

The automotive career pathway also received some changes—the full-year course titled Motorsports will be changed to the semesterlength Powersports.

Gillespie explained that this change will better align with industry while giving students flexible options.

The science curriculum will also receive some updates to align with 2019 Minnesota science standards.

Physical Science is currently taught at the sixth-grade level, while Earth Science is taught in eighth grade.

These timing of these two courses will switch places by the 2024-25 school year, starting with the sixth grade switch to Earth Science next year.

Beginning in 2022, a full-year American Sign Language (ASL) course will be offered to eighth-graders as one of the world language

offerings. ASL is one of the most accessible secondary languages, and there is a high demand for those who are fluent. The district

advanced placement (AP) 3D arts class to allow students to pursue complex 3D techniques up to a third level.

The study will provide guidance for the city and partners such as the school district to facilitate development of the area in the coming years.

MAHTOMEDI SCHOOL BOARD NOTES • After the disruptions of COVID-19, Mahtomedi School District building principals are focused on helping students catch up on their education while playing close attention to overall wellness.

During a presentation at the Nov. 10 Mahtomedi School Board meeting, the four building principals gave a brief review of their plans to connect with their students and to foster student wellness.

Wellness efforts in both elementary schools included daily recess and break time outside, social skills groups, individual brain/movement breaks and physical education wellness focus.

The midde school has started Zephyr time (including Wellness Wednesday), counselor-facilitated groups, behavior specialist on staff to support students, and physical education and health classes.

At the high school, every day Flex time consists of a variety of activities that rotate daily; two staff members meet with students during Flex time for a stress and time management class; counselors offer a variety of support groups that rotate according to student need; friends lunch groups are facilitated by counselors; and physical education and health classes are part of the routine. Student Representative Toluwalase Akintola stressed the importance of Flex time and more time for students to decompress as the path to recovering all that was lost during the COVID era. The board also directed the district clerk to perform other election duties. Donna’s first official board meeting will take place on Dec. 9.

It was a bit wet as we headed into the weekend; I totaled nearly an inch of rain on Wednesday and Thursday. It started snowing harmlessly on Friday and Saturday morning. There was no snow to be seen. As snow fell Saturday evening the warm ground melted it, but the snow would not be deterred. It kept falling and falling. I totaled nearly 2.0 inches (1.8 inches) while the airport totaled 1.2 inches.

Sunday morning roads were a bit treacherous, especially side streets with ice. Peppertree pond froze over the morning of November 15. Side note: My 2022 weather calendar will be out soon!
