North Heights Lutheran Church in Arden Hills launched the pantry last spring and has seen increased participation over the year, said John Oldfield, the church's senior director of finance and administration. About 200 people come for food on the second Saturday of each month.

There are no residential limits or income requirements to participate.

Congestion cited as reason to keep slip numbers at bay WHITE BEAR LAKE — A crowded Commercial Bay is forcing the lake's lawmakers to take a hard look at slip numbers, especially since learning two marinas want to expand their operations.

The White Bear Lake Conservation District discussed the requests by marina owners on Jan. 21, the deadline for 2020 applications.

Docks of White Bear Lake owner Brian McGoldrick applied for a permit asking for 250 slips this year, including 10 tie-overs or transient slips. Last year, the marina was permitted for 260 slips.

The district's lake utilization committee studies permit applications and makes recommendations to

the board prior to each monthly meeting. Committee Chairman Mark Ganz said they were reminded by member Mike Parenteau of a decision made 20 years ago to put a moratorium on growth in the bay. Aquatics expert Steve McComas was part of an environmental study in 1999 that showed negative impacts to the bay as a result of boat congestion. According to Parenteau, the board agreed to extend the moratorium in 2006, although he couldn't find the meeting minutes and believes they were inadvertently thrown away.

Slip numbers didn't change much in the bay until the expansion of Docks of White Bear, Parenteau said.

"The marina had 186 slips, crept up to 200 and now is requesting 260. Our obligation is for the betterment of the lake," the White Bear Lake representative told

the board. "Commercial Bay is extremely congested.

The proposed configuration is very tight. The area will be muddier than ever in very stagnant water.

Environmentally, it is not in our best interests and, as good stewards, we have to be aware of the impact."

Ganz said the utilization committee agrees.

"Growth has been allowed," he said, "but now it should be pared back."

Parenteau recommended approval of 225 slips with 10 transient spots for patrons of Admiral D's. The board approved the motion. Signs must also be posted for the 10 tie-ups to say, "No overnight parking."

Counsel Alan Kantrud reminded the board the applicant can appeal the decision.

Nigh 500: Quilters sew record number

The Community of Grace Lutheran Church quilters sewed up a storm in 2019, sending 492 quilts to 17 various organizations that will give them to people in need.

The quilters’ secret to philanthropic success is working together in mass production. Two groups meet weekly — one on Monday morning and one on Thursday evening.

The Monday morning group has about 25 participants who each have a job to do, said Pat Ponath, who has been quilting at the church for about 25 years. Each quilt goes through the assembly line and is constructed, tied, pinned and stitched by different quilters. The Monday group is mostly made up of seniors who have been at it for as long as anyone can remember. One member just turned 100 years old.

The ladies launched a second group several years ago to pass on the love of benevolent quilting.

“A couple years ago we started an evening group because we felt the need for something available for younger people and gals (who are) working,” Ponath said. The quilting group is ecumenical and open to anyone in the community, she added. Prior quilting experience is also not necessary. Coordinator Caryl Aanenson joined four years ago after she retired and hadn't quilted before.

“I think quilting gets in your blood,” she said. The

ladies enjoy the camaraderie and giving. “It is so heartwarming to be able to give somebody something that is homemade and it's theirs,” she explained.

The group is known in the area and receives all the fabric it needs through donations.

“It is just amazing how much fabric we get in from all over,” Ponath said. Often, it is when a quilter or seamstress passes away. “Anybody who sews usually has quite a bit of fabric on hand,” she noted. The quilters sell quilts a couple of times each year to raise funds for batting, scissors and other supplies. The ladies’ group at the church also funds the quilters’ efforts.

The quilts are given to a variety of organizations locally, regionally and internationally. Often, an organization is chosen because a particular quilter has a connection and knows of the need. Quilt recipients include Bridging,

Brittany's Place, Camp Knutson, Camp Wapogassett, Global Health, Journey Home, Lutheran World Relief, Magnuson Christian School, Project Home, local police, Ramsey County Care Center, Ramsey County Sheriff's Office, Slumberland, Union Gospel Mission, the Veterans Administration, Brooklyn Park Vet Center and Vinland National Center in Loretto, Minnesota.

Ponath and Aanenson recall traveling to Loretto to visit the Vinland Center facility for people with brain damage. They were able to meet a person who was a recipient of one of their quilts. “(She) got up and asked if she could give us a hug, that her quilt meant so much to her,” Aanenson remembered. “She was so pleased with us, and that made us feel good,” Ponath added.

“The more you give the more you get back, in a personal way,” Aanenson said.

Post-Guillain-Barre, time heals most things

As Paul Auger gets three years behind him since suffering a paralyzing illness, he is both introspective and droll.

The longtime business owner and former mayor wants people to know "I didn't die," and that he considers himself lucky.

"It's not something I want to remember, but to have something that tries to kill you but doesn't and you recover to almost 100%, it's like divine intervention," said Auger, who was struck down with GuillainBarre syndrome Jan. 17, 2017.

It started with tingling in his foot.

Within 24 hours, Auger was in intensive care hooked up to a mechanical ventilator to breathe. Every muscle in his body became immobile as white blood cells attacked the myelin sheath around his nerves, disrupting the electrical impulses to the brain and spinal cord. Even his eyes were stuck open because he couldn’t blink.

Auger spent 10 months in a hospital bed, relearned how to walk and still doesn't drive.

He'll never forget the dreams he had while stuck in a "twilight zone."

Still today, those recurring dreams remain vivid — probably because they helped him keep his sanity.

"I had only my consciousness," Auger recalled. "I could not move any part of my body; it was nonexistent. I remember thinking if this is death, with just my spirit floating in space, I can live with this. Because of that, I have no fear of dying."

Auger was sitting in his favorite chair last week for a three-year anniversary interview at the automotive garage that’s been in his family since 1919, watching two buddies play cribbage and joking with the mechanics. His wrenching days are over, but he can hover over a car hood, troubleshooting by ear, and order repair parts on his laptop.

Due to the severity of his condition — in the top 1% — it is taking longer for Auger to fully recover. He may never get there. His internal thermostat, for instance, remains slightly out of whack. "My body will think my feet are hot and the circulation slows down in my legs. Sometimes my feet are like ice cubes, or one foot will be warm and one foot cold."

He wears a lower brace on both legs due to something Auger describes as "toe drop." He can push his feet down, but not up, due to poor ankle function. His grip is

weak and he's lost dexterity in his hands. Still, there are small achievements. He can now stand still and remain balanced. Last summer, he drove a golf cart.

Hitting the greens is a huge goal, said Auger. "I'm 66 years old. If I can't work on cars again and in enforced retirement, I want to get my golf swing back." His clubs sit in the corner waiting for him to pick them up.

Always a people person, Auger is glad to have the garage so he can BS with customers. His daughter Lindsay technically owns the fourth-generation business, so he calls himself the public relations manager. "I still have customers who say, 'Gee, I thought you died.'"

Auger jokes that "they were ready to throw dirt on me," but he never thought he would die. GuillainBarre is seldom fatal. He can understand why his family would feel doom and gloom, though.

"I dropped 50 pounds really fast because my body wasn't absorbing nutrients. I couldn't show proof of life. It was ‘Knock-knock, nobody home.’ But I talked to my Maker a few times, and He told me He wasn't ready for me."

Treasure hunting

B

eing a community journalist is like being a treasure hunter.

I’m always on the lookout to write about something new or unique that other people might like to know about. I also personally enjoy looking for and writing stories about people making a difference in their city or the world.

Whether it’s people volunteering or working in a professional capacity, I’ve found a lot of treasure in the northeast metro over the last four years.

This community is truly rich with people who are well-educated and have a passion to serve.

Ironically, one of my latest discoveries in the northeast metro will now put my journalistic treasure hunting on a hiatus.

But before I go into labor, I must share it with you. It’s just down the street.

It was a three-year journey for my husband, Andrew, and I to be able to have a child. I faced several health issues but little did I know that I often drove by the final answer in my long Story quest. Near the intersection of I-694 and Highway 96, hidden Chaser just off White Bear Parkway, Sara Marie Moore is a gem: AALFA Family Clinic. How many times had I crossed that bridge to and from the Press office to write about events and community treasures in the northeast metro?

But destiny awaits an appointed time.

I couldn’t afford, nor was I personally interested in, assisted reproductive technology, such as in vitro fertilization. So, when I heard about AALFA Family Clinic’s unique and natural approach to fertility treatment through a friend, I booked an appointment. The clinic uses NaProTechnology (Natural Procreative Technology) to discover underlying issues that may be preventing a woman from getting pregnant.

After several hormone tests, a practitioner discovered I had an endocrine disorder. Notably, my progesterone levels appeared to be too low to support a baby. Progesterone is the lifesupporting hormone that surges in a woman’s body after ovulation. But the tests showed my levels were dropping unnaturally.

The discovery was monumental to me because the hormone imbalances appeared to have been affecting more than just my ability to carry a child. When I started taking the supplements and medication prescribed by my practitioner, I started to feel better than I have in years — that is, until I started puking two months later!

Pregnant!

Now our little baby boy is kicking in my womb as I write this. I wonder who he will be, where he will go and what stories will come from his life. When he is older, I hope to bring him to White Bear Lake and tell him the story of how he began — how God used people to facilitate the miracle of his life. I’ll send him on a treasure hunt to show him the clinic, the spot where I cried and prayed after I discovered what was wrong and where I rejoiced after our pregnancy was confirmed.

We’ll stop by the newspaper office and look at what new treasures are to be found in the northeast metro. We’ll swing by Cup and Cone for a treat to celebrate life, love and treasure hunting. And maybe watch the sun sparkle on the lake and talk about the treasures I wrote about when I worked at the newspaper.

What is treasure? People. Behind every treasure I’ve written about in this community are ordinary people who use their skills and gifts to make a difference. I’ve discovered over the years that during many interviews I don’t need to ask much more than one question — how did this begin? The story is birthed from there.

Priorities for the 2020 legislative session

hen I was sworn into office last year, my primary goal was to make sure that your voices were heard. Democracy works best when elected officials are accessible and accountable to the people they represent, so I made it a priority from day one at the Capitol. I’ve met and gotten to know many of my fellow community members since then, and they’ve provided valuable ideas and feedback that’s helping make our community Legislator and state an even better place to live.

I look forward to Lingo continuing our Ami Wazlawik work together during this year’s l i l ti session i and beyond. legislative Since the 2020 legislative session is just around the corner, I wanted to share some of the things that I’d like to get done this year.

First on the list is a statewide ban on TCE, a dangerous chemical that can increase risks for cancer and other serious health effects. Last year state officials discovered that Water Gremlin, a manufacturing plant in White Bear Township, had been emitting high levels of this toxic chemical for more than

a decade. I responded to concerns from the community by introducing bipartisan legislation to ban TCE in Minnesota. My bill passed in the Minnesota House of Representatives with a 120-7 vote. While it wasn’t adopted into law, it received overwhelming support from the community and legislators from both sides of the aisle. This year is the time to get it done.

Water Gremlin’s TCE emissions were the first in a long series of problems that put workers and residents in jeopardy. I’m working with community members and local and state officials to ensure that a situation like this never happens again. When the Legislature reconvenes in February, I plan to introduce legislation that protects the health and well-being of Minnesotans and strengthens the regulatory process. I’ll also continue to closely monitor the independent investigation into what happened at the Water Gremlin facility and how it was handled.

Infrastructure needs will be a top priority this year. Communities throughout the state have requested state assistance for a variety of needs, such as safety upgrades for roads and bridges, aging buildings, and park and trail improvements.

Legislators must decide which projects will receive an extra boost of state investment. I’ll be

advocating for several local projects that would benefit our community and the entire state, including an I-35E interchange and road improvements along County Road J. I’m proud that we secured strong investments in our youngest Minnesotans last year, but there’s more work to do in this area. I’ll continue working on policies to support family child care providers and to ensure that all Minnesotans have access to affordable, highquality child care.

As my second year in office begins, listening to community members and seeking bipartisan solutions that bring us together will continue to be a priority. Lake association aims to restore the shore The Bald Eagle Lake Association is offering a matching fund program in 2020 for shoreline restoration projects around the lake.

The association will provide matching grants to help fi nance projects that the Rice Creek Watershed District RCWD approves for Bald Eagle Lake residents in 2020. RCWD created a grant program to provide homeowners with technical and financial assistance to install projects that reduce or reuse stormwater runoff, prevent erosion and fi lter pollutants.

Eligible projects for this program may include the installation of raingardens or pervious pavers; projects that stabilize shoreline erosion or restore degraded wetlands; or the implementation of improved agricultural water quality practices.

For typical projects, the RCWD may fund 25-50% of total project costs up to a maximum of $5,000.

If a project is highly beneficial to water resources, such as a curbcut raingarden, RCWD may fund 75% of eligible materials and contracted labor up to a maximum of $7,500.

In light of the Ramsey County Conservation District’s March 2012 report for Bald Eagle Lake, which stated that 20% of the lake’s phosphorus was coming from watershed runoff (and that figure is probably over 30% now with the successful alum treatment targeting the worst culprit, internal loading), the Lake Association determined that matching grants are an appropriate use of Bald Eagle Area Association funds to further the mission of making Bald Eagle Lake the best that it can be.

In 2020, the Bald Eagle Area Association (BEAA) will contribute to shoreline restoration, rain gardens and other water quality improvement projects that directly affect Bald Eagle Lake runoff. BEAA will only match grants for those projects previously approved by the

Science is clear about climate crisis

RCWD for their own 2020 water quality grants program. The Bald Eagle Area Association has established a $15,000 fund for 2020. This fund will allow grants of up to 30% of an individual project for a Bald Eagle Lake homeowner. For example, the RCWD could pay 50%, BEAA would pay 30% and the homeowner would pay the remaining 20%. BEAA will follow RCWD’s sequence of approvals to grant the BEAA funds. Age 81 of White Bear Lake.

Jennie Laverne Snidarich of White Bear Lake, passed away peacefully on January 21st, 2020.

Born on June 15th, 1938 to Adolph and Jennie Lind of Forbes, MN. She was preceded in death by her husband Floyd Snidarich.

She is survived by her four children Jerry (Sherry) Snidarich, John (Gail Tasch) Snidarich, Peggy (Kevin) Streier, Jennie (Chad) Larson. Jennie very much enjoyed spending time with her family. She had nine grandchildren; Kayc (Ryan) Kincade, Brandie Snidarich, Carrie (Mitch Gotschall) Snidarich, Eric (Jennifer) Snidarich, Jared (Emmy) Snidarich, Hannah Snidarich, Maxine (Mike) Orzechowski, Nick (Kylie) Bonngard, Taylor (Cody Klein) Bonngard. Also survived by seven great grandchildren.

Jennie’s family will have a private celebration of life.

Passed away peacefully on January 20, 2020. Survived by his loving family: wife Linda, children: Michelle, Sean (Katrina), Kevin (Mary) and Scott (Suzie), stepdaughter Pamela Huber-Nelson, sister Micha’el Tallant, sister-inlaw Joyce Simonson, niece Heather Hall (Ken), nephew Brendon Brinkman, and 10 grandchildren Rob, Alexis, Macklin, Nickolas, Devin, Mandy, Cody, Cole, Amanda and Rory Jr. Preceded in death by sister Melody Catan, parents Donald and Helen McKinney. Clarke was the owner of Freedom Cars Mobility Store in White Bear Lake. He made the store special and was proud that he was able to help so many wonderful people with mobility concerns. He had dementia for many years but never allowed it to get him down. His charming smile, kind ways and quick wit never left him and will always be remembered.

Memorial service 3 p.m. Saturday, Feb. 8 at Mueller Mortuary in White Bear Lake, with visitation beginning one hour prior and a reception following service.

Recent letter-writers have written at length to convince us that we are delusional about the relationship between heat-trapping carbon dioxide and methane emissions and rising global temperatures (“More inconvenient facts,” and “Mass delusion about CO2,” Jan. 8, 2020). A key point in their argument is that the scientific community is not to be trusted.

They seem convinced that scientists are somehow in cahoots with the government, spewing out decades of research to endorse the idea of man-made climate change for the purpose of satisfying the government’s bidding. Moreover, this shrewd, conniving plot is ostensibly happening not only in the United States, but worldwide, no matter what sort of government, or what political persuasion is in charge. How could this possibly be?

Are we to believe that even during the eight years of the George W. Bush administration, with an ex-oil executive as vice president and the fossil fuel industry heavily subsidized by the government, that the government was still similarly in cahoots with science?

I beg to differ. At that point and now, with Republican leadership, the federal government has done its best to squelch information about climate science. I recall traveling to national parks during the Bush years; when we asked questions about receding glaciers and disastrous insect infestations destroying forests, park rangers quietly confided in us that they were not allowed to speak of the impact of rising temperatures on the flora and fauna within the park.

So far, the Trump administration has rolled back, eliminated or gutted about 85 environmental regulations that protected air, water, land and public health from climate change and fossil fuel pollution. Eliminating these regulations can increase premature deaths from pollutants and produce higher levels of greenhouse gas emissions. If “we all want a clean world,” as one of the letter-writers states, weakening countless environmental regulations has the opposite effect.

Shame on you Shame on the Vadnais Heights City Council for not listening to your constituents, for just “going through the motions” and wasting everyone’s time and for listening to guidance from those that aren’t even residents of Vadnais Heights rather than your constituents’ wishes.

I would like to express my sincere disappointment in the Vadnais Heights City Council vote at the Jan. 21 council meeting. Not one of the council members supported the constituents of this city in the request to deny the rezoning of the vacant lot on McMenemy and Highway 96 from office to residential. And not one of you will be supported by my household when re-election time is here.

Thanks postal workers For the past couple of months, many White Bear Lake residents have noticed their mail coming much, much later than normal. Many of us have made multiple trips to the mailbox, including up to 7 or 8 p.m., and maybe the mail will be there — or not. Residents may have to go out in the dark and navigate slippery sidewalks and streets to check on their mail; many are concerned it might get stolen.

Due to a number of factors, including priority given to packages and not first class mail, the volume of mail, temp workers and a shortage of workers, current mail carriers are performing extraordinary service to deliver mail. Many work six days a week and 50-70 hours a week or more to serve us. The Postal Service is trying to hire more workers but is having a difficult time. If this challenging situation continues, perhaps mail should be delivered every other day or not on Saturdays, so that we can get our mail at a reasonable time and carriers can have a more normal workday. In the meantime, thanks postal workers, for your hard work.

Man on probation for shooting WHITE BEAR LAKE — A man was put on probation last month for a shooting at Solid Ground.

Ernest Xavier Breland, 28, of Minneapolis, fled police after he fired a gun at Solid Ground on Century Avenue in November 2018, according to court documents. He was charged with gross misdemeanor possession of a firearm by a prohibited person (due to a prior felony conviction). He pleaded guilty in December 2019 and was sentenced to two years of probation. A charge of fleeing police officers on foot was dismissed.

A White Bear Lake Police Officer saw the suspect leave a vehicle in the area and run into the woods. A Ramsey County Sheriff's Office K-9 came to the scene and officers locat-

ed Breland after they heard a loud cracking noise in the woods. A Solid Ground security guard witnessed the shooting incident. The guard's report was consistent with security camera footage.

Police returned to search the area the next day. A 9mm Luger Hi-Point Model 09 handgun was found in the woods near where they found the suspect. The casings inside the magazine matched one found near an outbuilding in the area the day of the shooting.

Feds take over robbery case

JANUARY 29, 2020

2nd suspect in Keys burglary sentenced to prison WHITE BEAR LAKE — A man was sentenced to prison last month in connection with a robbery of Keys Café in downtown White Bear Lake and Gold Liquors in Vadnais Heights in April 2018.

Cory Jay Rosillo, 48, of Forest Lake, was charged with two burglary-related felonies that summer. He pleaded guilty to second-degree possession of a tool to aid burglary. He failed to appear for a hearing regarding the case the following spring and a warrant was issued for his arrest, according to court records. He was arrested last month. A hearing was held and he was convicted for burglary tool possession, a felony. Charges for aid in a third-degree burglary were dismissed.

Rosillo was sentenced to about two years and two months in prison, according to court documents. He was given credit for about 600 days. He was also ordered to pay restitution of $650.

The other suspect, Jeffrey Joseph Krieger, 46, of St. Paul, was sentenced in Ramsey County District Court in November 2018, according to court records. He pleaded guilty to third-degree burglary, a felony. A second-degree burglary tool possession charge was dismissed. He was sent to prison for 17 months.

At Gold Liquors on County Road E, Rosillo apparently attempted to steal a cash register. The incident was caught on store surveillance video. Later in the day, he was caught on surveillance video at Keys Café in downtown White Bear Lake taking $200 from a front cash register. Krieger was apparently seen entering a back office with bolt cutters and allegedly cut two locks on a file cabinet and stole cash.

WHITE BEAR LAKE — The state recently dismissed robbery charges against a suspect in several bank robberies because the federal government took over the case.

Hennepin County Attorney Michael Freeman dropped state charges last month because the federal government has indicted the defendant for the same incident, according to court records.

William Manuel Villanueva, 38, was charged with two counts of second-degree aggravated robbery in Hennepin County District Court last fall. Villanueva reportedly robbed six banks in Minnesota and Wisconsin last August.

Mid-West One Bank in White Bear Lake was robbed on Aug. 19, according to the criminal complaint.

Multiple law enforcement agencies assisted with the investigation, including the White Bear Lake Police and FBI. Villanueva has reportedly admitted to the robberies.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A White Bear Lake woman at 1:44 a.m. Jan. 13 reported the theft of her phone and credit card by a fleeing boyfriend while they were at the Speedway in the 1000 block of County Road E. Ramsey County Sheriff's Office deputies searched the area for the boyfriend without success.

• A Ham Lake man, 24, was arrested on several active felony warrants out of Washington and Aitkin counties at 4:43 a.m. Jan. 13 in the 1100 block of County Road D by deputies monitoring the area for criminal activity following multiple catalytic converter thefts. The vehicle from which the subject exited and fled had a history of being seen and associated with catalytic converter thefts in a nearby suburb.

When arrested, the subject was in possession of a hammer tool used for breaking windows, Sawzall blades used for cutting out catalytic converters, drug paraphernalia and needles, and credit cards of all sorts belonging to multiple individuals.

• A Lino Lakes man and a Roseville man reported the passenger-side windows of their vehicles were broken in Jan. 16 while they were parked in the employee parking lot at their place of employment in the 1200 block of Willow Lake Blvd. A lunch bag was stolen from one vehicle; nothing was taken from the other.

• A Mahtomedi man, 37, was arrested Jan. 17 for shoplifting two Dyson vacuum cleaners and

a bath towel, value of $1,009.97, from the Vadnais Heights Target in the 900 block of County Road E. The subject, who was known to loss prevention officers, was captured on store video choosing the items, placing them in a shopping cart, proceeding to the front entrance and leaving the store without paying for any of the items. The subject had a pending Hennepin County theft case and a prior theft conviction in 2013.

White Bear Township • A Maplewood woman, 31, was arrested Jan. 13 at Cub Foods in the 1000 block of Meadowlands Drive for shoplifting after loss prevention personnel observed her place $569.06 worth of merchandise into a cart and push it out of the store without paying. The subject was apprehended; all the merchandise was recovered.

• A student was reported for assault Jan. 14 at the Bellaire Education Center in the 2500 block of County Road F. Another student was reported for disorderly conduct and threatening staff. Both reports were sent to the county attorney for consideration of charges.

• A former employee is suspected of stealing lottery tickets Jan. 15 from the Holiday Gas Station in the 5900 block of Highway 61.

• A Vadnais Heights woman, 36, was arrested Jan. 16 and cited for misdemeanor theft after shoplifting from Cub Foods in the 1000 block of Meadowlands Drive.

• A Maplewood man reported his vehicle was stolen from the street outside his place of employment in the 4100 block of Hoffman Road Jan. 17.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A resident in the 2100 block of South Shore Boulevard found an open window and door Jan. 16 and realized someone had been inside their home and stolen their keys.

• Someone stole a candy machine from a store located in the 2700 block of County Road E East Jan. 16.

• An 18-year-old Hugo resident was found in possession of a small amount of marijuana in the 2200 block of County Road E Jan. 16 and was cited for that offense.

• Burglary was reported in the 2300 block of Circle Drive Jan. 16. About $50 worth of items was stolen.

• Theft of items from a vehicle was reported in the 4400 block of Centerville Road Jan. 16.

• Theft was reported in the 4300 block of Lake Avenue S. Jan. 19.

The suspect was located and cited for theft.

• A 25-year-old was arrested for third-degree DWI test refusal in the 3200 block of White Bear Avenue Jan. 20. He had reportedly been doing donuts and crashed into a snowbank.

• Vehicle license plates were stolen in the 1800 block of Birch Street Jan. 20. They were later recovered

by Elk River police.

• A driver's side window was smashed out by an unknown object in the 2100 block of Floral Drive Jan. 20. Nothing went missing.

• A tenant in the 3100 block of McKnight Road interrupted an in-progress theft of vehicle rims or tires Jan. 21. Unknown suspects.

• An employee in the 3800 block of Highway 61 found the east gate lock cut Jan. 17. Staff later determined that a 2020 white GMC Sierra Denali crew-cab pickup was stolen overnight. The vehicle was recovered, and the driver was arrested by the Blaine Police Department.

• Theft of a package worth about $900 was reported in the 3600 block of Bellaire Avenue Jan. 21.

• Burglary was attempted in the 1400 block of Highway 96 Jan. 17.

• Burglary and loss of about $1,500 worth of items was reported in the 3400 block of Savannah Avenue Jan. 21.

• A forged check was passed at a bank located in the 4600 block of Highway 61 Jan. 17.

• A vehicle was stolen from driveway in the 2200 block of Orchard Lane Jan. 17 while warming up.

• Theft of a vehicle was reported in the 3600 block of Hoffman Road Jan. 17. A possible suspect was identified.

• Burglary was reported in the 1500 block of Fifth Street Jan. 17.

• A 62-year-old man was arrested for fourth-degree DWI near McKnight Road and Woodlynn Avenue Jan. 17. Blood alcohol level was 0.08.

• Theft of items from a vehicle was reported in the 2100 block of Orchard Lane Jan. 17.

• Theft of tools worth about $1,200 was reported in the 3600 block of Scheuneman Road Jan. 21. A possible suspect has been identified and the incident is under investigation.

• A warrant service attempt near the 2100 block of Randy Avenue Jan. 21 found the person in possession of methamphetamines, narcotic paraphernalia and methamphetamine production supplies; an ineligible passenger was also carrying pepper spray. Both individuals were booked at the Ramsey County Law Enforcement Center on felony charges.

• Theft of diesel fuel worth about $80 was reported in the 3100 block of Century Avenue Jan. 22.

• A 42-year-old was arrested for domestic assault in the 4500 block of First Avenue Jan. 22.

• Theft was reported in the 4600 block of Bald Eagle Avenue Jan. 18.

• Officers took a counterfeit bill report over the phone in the 1000 block of Highway 96 Jan. 22.

• Theft and criminal damage to property were reported in the 1800 block of Birch Street Jan. 19. The estimated loss is $350.

• A 61-year-old and 40-year-old were arrested for narcotics in the 3200 block of White Bear Avenue Jan. 23.

Axe throwing bar now open in Stillwater When Sara Jesperson was looking at starting a new business in Stillwater last year, she did research on various bar experiences that would be more engaging than darts and other activities.

A small bowling alley was among the ideas. But with her Northwoods background, axe throwing hit the target.

Jesperson, who also owns fitness facilities, opened Lumberjack Axe Throwing Bar in downtown Stillwater.

The Lumberjack will be a bar for small or large groups to have fun while learning—and perhaps even mastering—axe throwing. Groups of varying sizes throw at wooden targets for one-hour time slots. Prices are based on the number of people in the group. And patrons

aren’t just given an axe and a target.

Trained coaches are there to help teach the techniques, as well as games and scoring … after waiver forms have been signed.

For those who want to get a little more serious, or have more fun, axe-throwing leagues have been formed.

Shuffleboard and board games are also available. Drinks are a mix of craft and domestic beers, wine and cocktails, and the menu features food items from The Velveteen. Both are located in the lower level of the JX Building at 123 Second Street.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A female motorist was cited Dec. 21 on eastbound 60th Street N. at Manning Avenue N. for hands-free phone violation subsequent offense, following a conviction for the same offense in October. Washington County Sheriff's Office deputies in their unmarked squad observed the subject to their left holding a cellphone in her hand as she drove. The driver told deputies she had the phone on Bluetooth but was still holding it in her hand, and that was “stupid.”

• A key to a Honda vehicle was reported found Dec. 21 in the 7000 block of Jamaca Avenue N. after an eastbound walker on the Gateway Trail spotted it in the snow. Deputies took the key and placed it into evidence.

• A resident on Maple Street reported that someone had gone through his mailbox Dec. 22 before leaving all the mail in the ditch. The complainant said that nothing of value was in the mail.

• Six open mailboxes were reported at 7:43 a.m. Dec. 27 on Jamaca Avenue N. and 68th Street N. • The driver of a blue pickup truck towing a trailer was cited Dec. 27 on eastbound Highway 36 at Manning Avenue N. for semaphore violation by southbound deputies in an unmarked squad car. Deputies watched him and his rig fly through the intersection after their own arrow to turn left had already turned green. When asked if he knew why he was stopped, the driver said no. He did explain, however, that he thought he could make it and didn't want to slam on the brakes.

Mahtomedi • A male driver was cited Dec. 20 on I-694 and Century Avenue for speeding 78 mph in a 60 mph zone by deputies on stationary patrol who clocked him on radar. The driver admitted to speeding while on his way home.

• A resident of Warner Avenue N. on Dec. 21 reported finding a purple suitcase that didn't belong to her filled with clothing left on her driveway. The reporter said she didn't know when it arrived or why it was there. No identifying information was found in or on the bag, which was placed into evidence.

• A resident of Wedgewood Drive on Dec. 26 reported mail and a bottle of Brown's medication taken from his motor vehicle.

• A bicycle was reported stolen Dec. 22 from an unsecured detached garage on Juniper Street.

• An unnamed woman was cited at 2:31 a.m. Dec. 28 on Stillwater Road and Mahtomedi Avenue for possessing marijuana and drug paraphernalia in a motor vehicle. Deputies on patrol had noticed a vehicle left running for an extended period of time at Triangle Park. When deputies made contact with the woman at the wheel, they noticed the paraphernalia in plain view. A searched turned up the marijuana and more paraphernalia.

• A suspicious vehicle parked outside a residence in the 100 block of Dahlia Street at 5:17 a.m. Dec. 22 turned out to be the occupant of that residence talking with the driver acting as her sober cab.

• A resident of Doover Lane on Dec. 22 reported finding an opened package delivered to him found on the ground down the street from his mailbox. The item the complainant had ordered was still in the package.

• A son-in-law on Dec. 28 reported his mother-in-law's unoccupied house on Old Wildwood Road broken into. Four fur coats were missing from the house. Instead, a jacket, Carhart bibs and butane lighter fluid that didn't belong there were found in the house.

• A resident on 70th Street N. on Dec. 23 reported himself for providing his Social Security number to a possible scammer. Deputies advised the complainant about the steps he should take to protect his credit and ID.

Willernie

• A resident of Gosiwin Avenue on Dec. 25 reported finding two pieces of open mail in the street near his home.

• Two landlords on Stillwater Road on Dec. 22 reported a tenant for causing damage to their rental property.

• Residents on Maple Street and on East Avenue reported mail theft on Dec. 26. On that same day, deputies were contacted by a resident of 80th Street in Grant about piles of mail strewn around that neighborhood. Deputies returned items from that pile of mail to residents on Imperial Court, Deer Oak Run, Hickory Street and East Avenue. Later,

• A resident of Kimberly Road reported a wallet stolen from her unlocked vehicle overnight Dec. 24-25.

The wallet contained two debit cards that had yet to be used by the thief. Video footage showed a black Chevy Avalanche dropping off a white male and white female, who rummaged through the vehicle.

• A resident in the 1000 block of Griffin Avenue on Dec. 20 reported a package was stolen.

• A Birchwood man was cited Dec. 21 on westbound Stillwater Road and Warner Avenue S. for stop sign violation. South-facing deputies on stationary patrol at that intersection had observed him slightly tap his brakes before proceeding through the stop sign without stopping. The driver was verbally warned for driving after suspension and made to walk the rest of the way home from Birchwood Road and Lost Lake Court.

In fact, when people of various income levels participate, it allows the pantry to offer food for free to those who can't afford the $20 share fee that month, said Mark Mueller, site coordinator and church member.

“There are no qualifications for this,” Mueller said. “You just need to eat.”

The $20 share covers the cost of transportation and cold storage. The food is given for free from food distributors and producers who have excess food on hand that would otherwise go bad.

“It repurposes food that would otherwise go to waste,” Mueller noted.

For many, it also makes a big difference for their monthly budget and their stomachs — Oldfield said he once heard a child ask his mother, “Does this mean we can eat tonight?” Earlier this month, a grateful father with nine children made his way through the line.

“We have no idea what their need is,” she said.

For this reason, the church also sets up a community care table where participants can learn about other resources. There is a prayer booth where participants can drop off prayer requests.

“We pray throughout the month for them,” said Tasse Swanson.

The once-a-month operation takes about 70 volunteers, Oldfield said. They arrive at 6 a.m. in the morning to greet the trucks delivering food and set up the food line. The food distribution begins at 9 a.m. and lasts until 10:30 a.m.

As the pantry winds down, volunteers who'd like to food share that month go through the line.

Whatever is left over is delivered to other nonprofits, like the Union Gospel Mission or a food shelf.

Church member and volunteer Catherine Holmeoe said she is glad to see the pantry fi nally popped up in the northeast metro. She used to attend one in Isanti with her sister and thought it would be a great outreach for the church. Plus, she goes through the line herself since she has children with special needs and lives on a tight budget.

“So, it helps us a lot, too,” she said, before lining up for that month's pantry — lefse, piz-

Last year, McGoldrick was allowed 250 slips after he went to the Department of Natural Resources, which shares jurisdiction with the district, to revise his permit.

“That was unbeknownst to us,” Ganz said. “We were caught by surprise, but we decided to allow it and see how it worked. Apparently, that was too crowded.”

Ganz noted the VFW and Docks of White Bear Lake are the only marinas in compliance with city ordinance for number of boats per foot of frontage. “The city of White Bear Lake must write themselves a variance every year because they can’t meet the ordinance,” he said.

Topography, water level and vegetation should also be taken into consideration, Ganz added. “Docks of White Bear may have 700 feet of shoreline, but if half is cattails, it’s not really viable. We took that into consideration.”

The board also agreed to disallow a “stub dock” that appeared to be in Tally’s authorized dock usage area at the end of Whitaker Street.

2020 slip prices were not listed online but have been around $2,500 in the past for bay marinas. The municipal marina in front of Boatworks Commons has 160 slips with

annual rental fees posted as $2,295 online.

Next up for board purview was Tally’s Dockside, which Ganz described as “a bit of a mess.”

Their application is for 65 boats but the marina’s DNR permit allows 42. “We can’t extend that,” Ganz said, “so the committee approved 42, which is what the DNR allows.”

During his report to the board, attorney Kantrud pointed out that Tally’s owners have applied to the DNR for expansion of their water use permit. “The process is not done. We knew this was coming back in November and asked the DNR to extend its comment time, since we did not meet in December. They are waiting for our comments.” Kantrud said the board’s position goes back to what was already approved. “There is no justification to go beyond that. The bay is crowded and busy.”

Other marinas in the bay, Lake Avenue Properties in front of Acqua, the VFW, and the municipal marina had no changes from last year and were approved.

In other business Jan. 21, the board: • Approved the second reading of an ordinance change regarding buoys.

District code will be amended to read that no swimming floats, buoys or markers shall be located in the lake outside the authorized dock use area without a license from the board. That includes ski jumps, slalom courses, diving towers or other structures. Language also states that no dock, buoy, mooring or other structure shall be located in the way of navigable waters or other dock or come within 10 feet of a structure. Ordinance 12 would be repealed. No one spoke during a public hearing.

• Heard from Ganz that former Dellwood board member George St. Germain is resigning from the lake utilization committee. “He will be missed,” Ganz said.

Icy roads test mettle of annual bird counters

Slick conditions made things hazardous for the volunteers who participated in the annual Christmas Bird Count last month.

“The people who were out, it shows their motivation level,” said Jim Howitz, coordinator of the Northeast Suburban Christmas Bird Count.

The CBC is a tradition organized by the National Audubon Society, and goes back 120 years.

It began when early conservationists proposed a less harmful alternative to the destructive “Christmas hunts” that were popular around the turn of the century. By counting birds instead of shooting them, citizen scientists across the country have collected a scientific record of bird behavior that reveals important long-term patterns in the natural world.

Bird counts take place across the nation in December and January. The Northeast Suburban CBC, which includes portions of White Bear Lake, Hugo, Stillwater and Marine on St. Croix, always occurs on the fi nal Saturday of December.

For the past few years, the designated day has provided volunteers with a myriad of weather challenges.

The freezing rain that started in the morning kept many of the volunteers indoors for the fi rst half of the day, and when temperatures warmed enough to melt the ice, not many birds were out and about in the weather.

“Our count was significantly lower than we expected, in number of individuals,” Howitz said.

“We just didn’t have the number of people in the field, and with the rain, the birds aren’t flying.

Hawks, eagles, even stuff like crows; you’re just not going to see as many.”

Only one red-tailed hawk was observed on the count: highly unusual, considering that you can fi nd one perched along the metro freeways on almost any given day.

“Freezing rain is the worst possible weather for lots of animals,” Howitz said. “It makes that layer of snow impenetrable. Predators can’t blast through it to get to mice and shrews underneath.”

However, Howtiz said the lower numbers will not affect the long-term trends of data the CBC has collected for 120 years.

“The important thing is the long-term perspective,” Howitz said. “A bad year doesn’t pick up that; it picks up the bad weather. You feed that in as one of the factors that goes into the model.”

Some counters stayed indoors to watch home feeders. Smaller birds such as sparrows, blue jays and cardinals showed up at plenty of home feeders in the count area.

“Our species count wasn’t that bad, historically,” Howitz said. “We got 48 in one count day, so we weren’t that far behind (our typical numbers).”

One group of volunteers went out at 1 a.m. to look exclusively for owls. They managed to fi nd four species, including the rarely seen longearned owl.

Uncommon sightings included two white-throated sparrows and four snow buntings.

Howitz said it’s the fi rst time he’s seen a snow bunting on this count: these birds often spend winter further north. Observers in Stillwater were also treated to a sighting of a varied thrush, a bird of the western U.S. that occasionally shows up in Minnesota.

Howitz managed to visit the public access area next to the Xcel Energy Allen S. King plant in Bayport. The power plant keeps that part of the St. Croix River open, attracting waterfowl and other birds. This has been a reliable place for the CBC to gather observations for years, but Howitz wonders how the future closure of the plant will affect the bird density and diversity in the area.

“A lot of the open water in the state is going to disappear when fossil fuel plants close,” he said.

Combined with the generally warmer winters, it’s difficult to predict how much it will affect the birds that choose to spend the winter in Minnesota instead of migrating south.

The 2019 CBC observations were consistent with the trend of southern species such as turkeys and red-bellied woodpeckers moving northward in range. Northern species such as evening grosbeaks are appearing less and less frequently in this region, suggesting a link to changing climate conditions.

As bird population trends continue to shift, neither ice nor snow will keep the CBC citizen scientists from their yearly mission.

“None of our people were killed or injured, which is pretty good,” Howitz said.

MAHTOMEDI CITY COUNCIL NOTES The Mahtomedi City Council took the following action at its Jan. 21 meeting: • Unanimously (4-0; Councilman Steve Wolgamot was absent) approved a request from the property owner at 1157 Park Ave. for a conditional use permit (CUP) to allow for a reduction in the front yard setback requirement and an increase in allowable building coverage for the purpose of building an attached garage in the R1-E-Historic District. The Planning Commission held a public hearing Jan. 8 and unanimously recommended approval. The front yard required setback is 20 feet, and the proposed front yard setback is zero feet. The allowable building coverage is 29.2%, and the proposed building coverage is 30.2%. “I don’t know why the extra 1% of coverage was needed,” Councilman Jeff Ledermann said. “I would ask that people try to stick to the standards.” Mayor Judson Marshall agreed. “We are built out here in Mahtomedi, and there will probably be more and more (building additions) coming. Do we draw a line or bow to the variances?”

• Approved a jurisdictional transfer of Trunk Highway (TH) 244 from the Minnesota Department of Transportation (MnDOT) to Washington County.

This resolution is required because the highway is located within the city’s boundary. MnDOT has determined that the best jurisdiction of the portion of TH 244 from TH 120 (Century Avenue) to County State Aid Highway 12 (Stillwater Road) is as a county state aid highway. The transfer from a trunk highway to a county state aid highway already occurred on May 7 last year, and signs presently posted on the roadway reflect that transition.

• Approved cablecast equipment updates as quoted

by Alpha Video & Audio Inc., which will utilize assigned fund balance money to pay for the new cable equipment. The Ramsey Washington Suburban Cable Commission (RWSCC) recommended updates

and obtained a quote from Alpha for $115,196.71, according to University of Minnesota contract pricing. Of this amount, $98,000 will be reimbursed to the city from the RWSCC. The remainder will be paid for by assigned reserves of the general fund balance for cable equipment, the proceeds of which came from cable TV franchise fees. The city's original cablecast equipment was purchased in 2007, with some control updates in 2011. Cameras and monitors were updated in 2014. The project is expected to take 13 weeks to complete.

• Scheduled the council planning meeting from 5 to 8 p.m. March 5 in the Public Works Conference Room. The meeting is held every two years.

• Declined to waive the statutory tort liability limits as part of liability coverage provided by the League of Minnesota Cities Insurance Trust. The city annually declines to waive the monetary limits.

• Approved an agreement with SL-SERCO for meter reading services for 2020. The provider will charge $1.60 per visit to Meter Population Sensus Touchpad Routes and $1.20 per visit to Meter Population Beacon Routes. Technical support and consulting will cost the city $145 per hour. The company will provide the city quarterly on-site meter reading and will bill the city monthly.

• Approved the city's Pay Equity Implementation Report. Every three years, the city is required to submit a pay equity implementation report to the Minnesota Department of Employee Relations. The city completed four tests for compliance with the state's Local Government Pay Equity Act. A labor consultant from Springsted completed the report, which will be sent to the state upon approval by council.

• Appointed election judges for the March 3 presidential nomination election, statewide primary and general elections. Precinct 1 is located at the

District Education Center, 1520 Mahtomedi Ave., and Precinct 2 is located at St. Andrew's Lutheran Church, 900 Stillwater Road. City Clerk Jerene Rogers assured the public that a City Council member is allowed to be an election judge as long as he or she is not listed on the ballot.

• Following a discussion, directed city staff to look into the possibility of selling a small portion of city land to the adjacent property owner at 240 Dwinnell Ave. to enable that property owner to install a new septic system to replace his old non-compliant system. Due to the topography and makeup of the owner’s property, there is no feasible site on which to install a new compliant septic system. The property owner had approached the city about acquiring adjacent city property for the new septic system. Although the city had its property appraised in 2017, there is much work to be done to prepare the parcel for sale to a private buyer, Councilman Richard Brainerd said.

The council next meets at 7 p.m. Tuesday, Feb. 4, at City Hall, 600 Stillwater Road.

1920 Our enterprising Hardware dealer, Mr. Gerken has laid the foundation and stared the erection of an eight room model residence, between 4th and 5th streets on Stewart Avenue, which will be pushed to completion as soon as weather conditions will permit.

1945 After his long, hard service in the South Seas, and returning after affected with malaria, Johnny Swanson has recuperated enough to enter business. A few days ago he completed a deal whereby he took over the Standard Oil station at Lake avenue and Stickley boulevard. He will do car washing, sales and re-charges, batteries, does lubricating, greasing, and all such work.

White Bear Lake resident Tim Mackey retired from his job with the Laborers’ International Union of North America (LIUNA) Minnesota and North Dakota on Jan. 24. Mackey was born and raised in White Bear Lake and started as a general construction laborer with Mortenson Construction in 1987. He rose over the decades from being a rank-and-file member to becoming the business manager and president of LIUNA Local 563. Mackey often said, “United we stand, divided we fall.”

He lived by those words, consistently pushing LIUNA, the building trades unions and the larger labor movement to join forces and act collectively.

After his successful election, Gov. Tim Walz invited Mackey to serve on the Walz-Flanagan administration’s One Minnesota Transition Advisory Board.

The governor proclaimed Jan. 24 as “Tim Mackey Day” to recognize his outstanding career impact as a union leader.

White Bear Lake boys basketball won two of three games in a fiveday stretch last week, pushing at 8-7 overall and 5-4 in conference.

The Bears held off Irondale 56-52 Tuesday, Jan. 21, at home, after leading by 16. They deployed five guards down the stretch, with one center injured and another fouled out. Jack Janicki netted 16 points, Kanye Raheem 14 and Brice Peters 10. Ahmad Berry hit 16 and Iggy Ejiofor 14 for Irondale (9-5).

“Irondale runs a twopost offense, so we had difficulty closing out,” coach Keith Lockwood said. “Our five-guard lineup gutted it out for a solid home win. We are young and inexperienced, so the more we face adversity like this and come out on top, the better.”

That was the Bears’ fourth straight win.

The streak was snapped

by No. 3 ranked Cretin-Derham Hall 95-52 at home Wednesday.

Raheem tallied 17 points and Janicki 13. For the Raiders (14-2), Amari Carter hit 19 points, J’vonne Hadley 16, and Curtis Jones and Will Burke 14 each.

That is, until the hard-working senior forward led a 60-45 win over Irondale (412) on Tuesday, Jan. 21. Anderson tallied 17 points and snagged 12 rebounds.

“I’m not good at shooting and dribbling,” said Anderson, who’s got a soccer scholarship to South Dakota State. “What I do best in basketball is making the hustle plays and getting the ball to my teammates. Anything to help the team win.”

Coach Jeremy Post welcomed the scoring boost from Anderson, whose previous career-high was 12 points.

“Kayla was everywhere,” Post said.

“She shot all layups and free throws. She had nine offensive rebounds; that may be more impressive than 17 points.”

Lauren Eckerle added 11 points and Julia Juelich 10.

Anderson, averaging 6.4 points, tallied 10 more points to help the Bears beat Park of Cottage Grove 66-50 at home Friday. Neveah Hughes led with 16 points. Tristian Lehner added 10 points and Eckerle nine.

Ayanil Satcher scored 17 for Park (4-13).

The Bears are 9-9 overall, 6-4 in conference, after winning four of their last five. When the Bears beat Stillwater 69-44 on Dec. 17, they snapped a 35-game conference win streak by the Ponies.

Bella Frattalone Mahtomedi Gymnastics Mahtomedi senior gymnast Bella Frattalone broke the school vault record with 9.90 at an Eagan meet Saturday while winning all-around (38.05), vault and beam (9.65). With a Yerchenko Layout vault, Frattalone topped the record of 9.825 set by Casey Lenarz in 2017. “Bella’s form is always good, meaning her legs are together, toes are pointed and she shows a layout position throughout the vault,” coach Debbie Driscoll said. “On Saturday she was able to stick the landing.”

Frattalone also shares the all-around record of 38.75 (set last year) with Mindy Myhre (Class of 1994).

White Bear Lake girls hockey was stymied twice last week, losing to Forest Lake 5-0 on Thursday evening at home, and to Roseville Area 4-1 there Saturday evening, getting outshot by the Rangers 46-16 and by the Raiders 3614. Against Hastings (5-16), Megan Johnson knocked in two goals (one on a power play) and Avrie Whitmore, Erika Broten, Molly Burglund and Terah Skillings one each. Lauren Hamme had 24 saves and gave up two goals in the last two minutes. Scoring against Mound-Westonka (14-6-2) were Karen Miller and Broten (power play). Hamme stopped 23 of 24 shots, giving up a third-period goal.

Dogs and skiers work as a team in winter sport of skijoring

Cabin fever strikes humans and canines alike in the dog days of winter, but the classic sport of skijoring is one way for Minnesotans and their furry friends to fight the winter blues together.

Like a fusion between dogsledding and cross-country skiing, skijoring involves a partnership of dog and human, attached to each other by a tow line. Skijoring is an ancient activity, named from the Norwegian word for â&#x20AC;&#x153;ski driving.â&#x20AC;? This old-fashioned sport has been among the rise in Minnesota parks in the last few years.

For Lino Lakes resident Kevin Murphy, it provides both a way to bond with his dog partner, and to appreciate the Minnesota winter landscape in a new way. He began skijoring more than 25 years ago, when the Twin Cities had few opportunities for people interested in the sport.

Murphy and a few others banded together as The Midwest Skijorers Club in order to create partnerships with local parks and winter sports events.

Breed isnâ&#x20AC;&#x2122;t important â&#x20AC;&#x201C; almost any type of dog can be used in the sport, although larger, high-energy dogs such as huskies are usually the most adept. â&#x20AC;&#x153;Dogs naturally love to run, and youâ&#x20AC;&#x2122;re giving them an opportunity to do something they want to do every moment of every day,â&#x20AC;? Murphy said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re always telling them heel, stay. In skijoring we say â&#x20AC;&#x2DC;letâ&#x20AC;&#x2122;s go,â&#x20AC;&#x2122; and off they go.â&#x20AC;?

In addition to a well-trained dog and basic skiing ability, skijoring requires a few items of special equipment: a pulling harness for the dog, a comfortable skijor belt and a tug line in between.

The Midwest Skijorers Club has grown phenomenally, and now hosts a five-part race series across the Midwest. However, not everyone skijors for the thrill of outracing the competitors. â&#x20AC;&#x153;One of the most important things is for people to figure out is, what is the skijoring experience theyâ&#x20AC;&#x2122;re looking for? Some want to go whipping down the trail at 20 miles an hour; some, all they want to do is walk their dog on their skis. It has that range of capability. You donâ&#x20AC;&#x2122;t have to go flying down the trail,â&#x20AC;? Murphy said.

This year, SkijorUSA organized a partnership with the Twin Cities Obedience Training Club. The series of workshops, held in December, included a humans-only informational overview, and a hands-

on workshop with dogs. The earliest part of starting to train a dog to skijor is trying on the belt and harness and seeing whether or not the skier and dog are working well as a team. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s kind of a checkpoint for the dog to make sure it has interest and capability before they make any kind of investment,â&#x20AC;?

Murphy said.

Washington County Parks Manager Alex McKinney knows the joys of skijoring firsthand. He picked up the sport when he worked for Three Rivers Park District. Working with Skijor USA and other partners, he helped to organize the first ever dryland skijor clinic in Washington County this past September.

The event took place at Lake Elmo Park Reserve, and focused on skills that dogs and trainers could work on before snow season.

Many skijorers practice commands with their dogs on their usual walksâ&#x20AC;&#x201D;skijor dogs are usually taught the same words as traditional sled dogs (â&#x20AC;&#x153;geeâ&#x20AC;? means right; â&#x20AC;&#x153;hawâ&#x20AC;? means left, and â&#x20AC;&#x153;whoaâ&#x20AC;? means slow down). Some skijorers also keep in practice with canicross: running with a dog lead attached to the runnerâ&#x20AC;&#x2122;s belt.

McKinney hopes to host a dryland clinic in Washington County at least once a year to help skijorers hone some of these off-season skills. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a good opportunity for people to

Now that the snowy season has arrived, there are ample opportunities to explore Washington County Parks via skijoring.

All regional park trails marked multi-use are available for skijoring; Lake Elmo Park Reserve has the longest network of trails, but McKinney recommended St. Croix Bluffs and Pine Point Park as great places for beginners to try it out.

Multi-use trails do not require a Minnesota Ski Pass, but all Washington County Parks require a vehicle permit ($7/day, $30/year). Maps can always be obtained at the parkâ&#x20AC;&#x2122;s front office or online. McKinney encourages park visitors to download the smartphone app Avenza, which allows you to download maps and see exactly where you are on a trail.

Tim Walz on the impact of Youth Skills Training (YST) grants on district Career Pathways programming. The event was hosted by Teamvantage, a manufacturing company that partners with White Bear for their Gen Z summer internship program. YST grants have provided significant funding for Manufacturing and Healthcare Career Pathways, and Governor Walz and the district representatives discussed the success and ongoing development of these pathways programs.

Otter Lake Elementary wins candy buyback Signature Orthodontics awarded Otter Lake Elementary with a $1,000 check as this year’s winner of the Signature’s Annual Candy Buy Back program. Following Halloween each year, Signature Orthodontics holds a candy buyback competition among the White Bear Area schools and their students. This year, Signature had its most successful candy buyback year: 1,166 pounds of candy were collected. The students of Otter Lake made a particularly excellent contribution to this cure, collecting 482 pounds of candy, or about 0.8 pounds per student. The students bring their candy into the orthodontic office and receive tokens that can be used toward prizes. In addition to distributing individual prizes, Signature tracks the number of pounds of candy collected by each area school, determining which school’s students turn in the greatest number of pounds of candy per student. Signature delivers the collected candy to children and families who are experiencing life-threatening health issues and are unable to trick or treat on Halloween.

SHOREVIEW — The Mounds View School Board’s fi rst meeting of 2020 began with the swearing in of its newly elected members.

Heidi Danielson, Jim DeMay, Jonathan Weinhagen and Sandra Westerman took the oath of office at the Jan. 14 board meeting. They will each serve four-year terms that expire in January 2024.

DeMay is the sole newcomer to the board; the others are incumbents.

The board also elected officers for the upcoming year. Weinhagen will again serve as chair, Diane Glasheen as vice-chair, Westerman as clerk and Shauna Bock as treasurer.

The board took the following additional actions at its Jan. 14 meeting: • Heard a presentation on budget assumptions for the 2020-21 fi scal year from Executive Director of Administrative Services Carole Nielsen and Director of Finance Bridget Peterson. The fi nal assumptions, which will be presented for approval on Jan. 28, will be used to determine the fi nal budget that will be adopted in June.

• Approved a 2% salary increase with no changes in benefits for non-affi liated employees for the 2020-21 fi scal year.

• Discussed issues and updates related to Northeast Metro 916 and the Association of Metropolitan School Districts.

The board’s Jan. 28 fell after press time. It meets for a board work session 6 p.m. Feb. 6 at the District Center, 4750 N. Victoria St., Shoreview.

Zoey the toy poodle returns home after 18 months ADVICE FOR DOG OWNERS: • Get your dog microchipped.

• Make sure your yard is secure. If you have a fenced yard, make sure the gates are closed and check around the bottom of fence to make sure your dog can’t slide under. If you have a big dog and only have a 4-foot fence, your dog should be monitored when it is outside.

• Leash your dog. New dogs should be double-leashed — that is, they should have a harness and a collar with a leash attached to both for the first two to three weeks until you know what the dog’s habits are and how you can handle your dog. If you have just adopted a dog or you are fostering a dog, the dog needs to become acclimated to its surroundings. Let the dog wear a leash in the house so that if a door gets open, you can quickly put your foot down and secure the dog.

• Don’t use a retractable leash.

• If you have people coming over, especially for the holidays, secure your dog. Consider securing your dog in a bedroom, putting it in a kennel or leashing it indoors.

• If your dog does get out, do not chase them.

They will think it is a game and continue to run.

About The Retrievers The Retrievers was founded by four individuals to find lost golden retrievers.

Requests started pouring in for other dog breeds, and the organization quickly expanded. The group now consists of around 50 volunteers from all over Minnesota.

In response to a search for Missy, a golden retriever who had repeatedly refused to enter a crate-sized trap, founding member Greg James designed a trap

and built it from materials commonly available at hardware stores and farm supply retailers. Missy was caught the second night the trap was set. The Missy trap is constructed of horse fence panels and assembled in the field with quick clips. When triggered, the gate drops and latches. The trap can triggered in two ways: by the dog when it pulls on a piece of bait, or manually by switching off an electromagnet from a distance.

The Retrievers have also developed the Raytripper, a method using a photoelectric sensor (similar to a garage door sensor), which drops the gate when a dog enters the trap and steps into the beam.

The Retrievers openly share their invention and how to make it with others. In fact, just last year the group was contacted by a group in Norway that watched one of their how-to videos and successfully captured a dog who had been missing for quite some time.

The nonprofit organization will help distribute signs, track the dog's whereabouts with a sightings map and try to predict where it will go next, based off patterns. Volunteers then try to lure the dog near and eventually into the trap with smelly food.

“Anytime I called them, they were there to help me,” said Kissner. “If I felt really depressed and needed someone to talk to I could always call them.

“It has been a year and a half, and they didn't stop,” she said. “I can't say enough about how fantastic they are. It was unbelievable, they were always there.”

HUGO — After 18 heart-wrenching months during which she never gave up hope, a Hugo resident was reunited with Zoey, her 10-year-old toy poodle.

Owner Karen Kissner says Zoey went missing Aug. 8, 2018. Her husband let Zoey and their other dogs out into the yard to go to the bathroom while she was at work and when she got home, Zoey was nowhere to be found.

“She would always be the first to meet me at the door. She didn't meet me at the door, so I started searching the house and calling outside for her,” Kissner recalled.

To this day, they are not sure what happened, but guess that Zoey got spooked by something and escaped through the fence gate.

Kissner immediately began spreading the news that Zoey was missing. She put up posters at gas stations, handed out more than 3,000 flyers, placed advertisements in various publications and talked to people on the street from Hugo all the way north to Pine City. “We did everything we could possibly do trying to locate her,” she said.

On Aug. 15, a few people reported seeing Zoey wandering on I-35E, where she was picked up by a male in a white pickup truck. “At that point we were thinking ‘She is safe and they will get her home,’ but we never heard anything,” said Lynn Walton, a volunteer with The Retrievers.

The Retrievers is an all-volunteer team that offers tools, experience and expertise to help rescues and individuals find their lost dogs.

For many months multiple sightings were reported, but the dogs never turned out to be Zoey. “Karen never gave up. She worked so hard and spent so much money trying to get her home,” Walton said.

Kissner said, “Zoey needed me just as much as I need her.”

On Jan. 22, Walton received a phone call from the Animal Humane Society (AHS) in Woodbury. They had a dog that matched Zoey's description. The dog had been found strolling the streets of downtown Hinkley with a pit bull. “We couldn't believe it. We were absolutely floored,” Walton said.

When AHS opened up the next day, Kissner was there to greet Zoey. “She was very scared and timid, but she curled right up into my neck and I knew it was her,” she recalled. “My stomach is still in circles. My legs haven't quit shaking, but it's just going to keep getting better. It's been a long haul.”

Walton said that of all the dogs The Retrievers have helped find, Zoey is one of the dogs who were missing for the longest time.

Kissner has the following advice for others who may find themselves with a missing dog, “Do not give up hope, and keep getting the word out. Make sure you get their photo out there, cover all the gas stations and major intersections. People need to see what your dog looks like so they recognize him/her.” In addition, people should also alert Lost Dogs of Minnesota, post on Craigslist, Facebook, Nextdoor and other social media sites.

Kissner says Zoey is still malnourished and scared, but they are working with her to get her acclimated and back to her normal, energetic self.
