Their missed connection turned into 63 years of marriage. Bernard and Diane Rappa, who now reside in Grant, have one of those love stories that make us wonder about the power of fate.

The pair originally met during their freshman year while they attended college in Chicago.

“I remember walking down the street with my buddy and seeing this girl, and I asked him, ‘Do you know that gal?’ and luckily, he did,” Bernard Rappa said.

Their first date was on a chilly day, as Rappa recalls. He had asked

Diane out to the local jukebox club across the street where song requests cost just a nickel.

“I was just smitten with her blue-green eyes and that infectious smile,” Rappa said.

Sign stirs controversy in ‘scenic, tranquil & a little quirky’ village A resident’s contentious sign, “Let’s Go Brandon,” is down now, but don’t be surprised if it reappears.

Birchwood resident James Nelson, who is not a fan of President Joe Biden, believes he has the constitutional right to display the sign, even if others find it offensive. The city disagrees.

For those who don’t know, the political slogan painted on his sign is a euphemism against Biden that got its start at the Talladega Superspeedway in Alabama. A sportscaster interviewing NASCAR driver Brandon Brown last October misheard a chant from the crowd, which wasn’t “Let’s Go Brandon,” but a much more vulgar phrase, “F--- Joe Biden.” Right-wing conservatives started using

the G-rated phrase to show party support.

In Nelson’s case, the sign represents his displeasure with Biden’s southern border policies and the administration’s strategies toward China.

Erected in his front yard sometime late November, the controversial sign drew chuckles from some and distaste from others.

Resident(s) complained to City Hall.

Project Manager Jeff McDonell, who works for Oakdale developer TiceHause Design-Build LLC, said the commissioners weren’t paying attention to the details of the demographics. Data shows people who downsize typically have one car, he said. They are also trying to be environmentally friendly and maintain green space on the property.

Not everyone agreed with the poor “fit.”

Commissioner Andrea West felt the design does fit the character of the area and “is a good option.” Commissioner Michael Amundsen concurred, noting even if it’s not a good fit now, “neighborhoods change over time.” They were the

Staff recommended approval of the proposal at the Jan. 31 Planning Commission meeting, noting the property is guided as low-density residential, which aims for a density range of three to nine units per acre. said. “There are misconceptions there will be a lot of cars, when these are only two-bedroom homes. I was hoping this would be a win-win. We worked with staff to make the front of the units even nicer. I don’t think anyone noticed.”

McDonell was talking about a non-steel panel garage door with increased detailing and decorative wall-mounted light fixtures. The stone base would also be expanded along the full length of the front.

Craig Tice, Rose Tice’s son, owns the company proposing the 1.85-acre development at 1788 Highway 96. City staff noted that a meeting with Rose Tice was held several years ago about development potential of the property. If Rose and Paul Tice had not

wanted to see the land developed, they could have placed covenants and restrictions on the land, but they did not.

If approved, the site has a right to access the Clarence Street end. The developer also planned to build a new road for the project, which would benefit neighboring property owners.

City Council planned to consider the application at its Feb. 8 meeting (after press time). If denied, it’s back to the drawing board for the builder, who has until the 14th to resubmit the application.

“We were disappointed, but city staff has been helpful,” McDonell said. “I feel bad it’s so emotionally charged due to the right of way; we haven’t really been able to focus on the project.”

Crosby emphasized the design provides increased opportunity for home ownership, which helps generate wealth in the community. She said duplexes are a type of housing unit that is not widely represented in the city.

“Providing diversity of housing is an important housing goal,” Crosby said.

Before the vote, Commission Chair Ken Baltzer reminded members of the October public hearing on the project. “The place was full, and they (neighbors) were adamantly against this project,” he recalled.

“This isn’t an easy call.”

Added Lynch, “I want people to know I’m not against development.

Some who came to the October hearing were against development and some were against the way it was laid out. I think this can and should be developed. I just don’t think four duplexes is the answer.”

Right-of-way issues tainted the project, stated McDonell, who still hopes the city will approve the subdivision as presented.

Project to oust baseball stadium track hazard moves ahead

Plans for a safer track and varsity baseball field have moved forward after the Mahtomedi School Board at its Jan. 27 gave the green light for the administration to advertise for bids for high school stadium renovations.

The project came about when the high school athletic director approached district officials to discuss the safety hazard posed by baseballs flying onto the track and field, said Board Member Lucy Payne.

The most hazardous part of the current stadium exists along the first baseline, which is adjacent to the track.

Plans to prevent participants in track and field events from being clobbered by foul balls include the installation of higher and longer chain-link fencing around the backstop and foul lines. The third baseline will have 136 feet of 8-foot-high black vinyl chain-link fencing and 32 feet of protective netting. The first baseline will have approximately 200 feet of 8-foot-high vinyl chain link fencing and 32 feet of protective netting. Improvements also include a new concrete backstop, a concrete walk, a maintenance strip and sod and site restoration.

Work is expected to start this summer and be substantially complete by fall, said Director of Finance and Operations Jeff Priess.

The estimated project cost is $350,000, which will be funded through a combination of operating capital and long-term facilities maintenance (LTFM) proceeds.

The district expects to award the work to the lowest bidding contractor in March.

After much board discussion, the project is moving forward, and creative scheduling has kept students out of danger until the project is complete, Payne said. "We can use the facilities more often and with more flexibility once the improvements are done," she said.

In other action from the Jan 27 Mahtomedi School Board meeting: The district will bond to finance the O. H. Anderson (OHA) ventilation improvement project, after the board approved the official intent resolution for the sale of $8,570,000 in general obligation facilities maintenance bonds, Series 2022A. Proceeds from sale are to be deposited in the building construction fund (06). Net proceeds from the sale are estimated to be $8,220,827, after deducting capitalized interest and the cost of issuance. The board will be asked to award the sale at its Feb. 24 regular meeting. The district expects to close the sale on March 17. The interest rate on the bonds is currently estimated to be 2.04%. Tax impact on a median value $400,000 home

will be approximately $29, which will be added to the taxes payable 2023 property tax bill, said Matthew Hammer, municipal adviser, Ehlers Public Finance Advisors. The tax will appear on property tax bills up through taxes payable 2029. This addition to the property tax bill will be the interest-only payments, with the goal of minimizing the impact of the debt while keeping taxes down, Hammer said.

Mahtomedi has many organizations throughout the district who continue to be generous with time and financial contributions.

The board formally accepted $36,213.28 in cash donations in November and December. Highlights from the $7,984.54 in November donations include $2,908.24 from the O. H. Anderson (OHA) Parent Teacher Organization (PTO) for OHA Scholastic Short Reads; $1,783 from Ludus LLC for Mahtomedi Middle School ticket proceeds; and $1,290 from the American Legion for Mahtomedi Middle School athletics and youth activities. Highlights for the $28,228.74 in December donations include $16,432 from the First Down Foundation to the high school football program; an anonymous donor gave $4,000 for community education programming; and the OHA PTO donated $3,415.96 for the OH Guided Reading Program.

Lifetouch donated $5,656.84 in reimbursements for all four schools.

The board has given its top administrator a positive vote of confidence: Board Chair Stacey Stout presented a statement on the superintendent's annual evaluation.

Overall, the board has full confidence in the work Barb Duffrin has done this year as superintendent; she has shown strong leadership, constantly monitoring the situation by adjusting and innovating, the statement said. Duffrin's communications on health and safety issues have been refined and concise, giving detailed information to parents and ensuring transparency when appropriate. These and Duffrin's successful budget and levy work are just a few of the highlights from the board’s evaluation.

COVID-19 case numbers are still high, but trending downward compared to where the district was when students and staff returned from winter break, Duffrin said.

Health officials are expecting this next COVID peak to top out very soon. Staffing levels plaguing other school districts are "hanging in there" in District 832, she said.

"We've had a lot of hands on deck."

The board next meets at 7 p.m.

And that’s a wrap

ime sure does go by fast. I can’t believe my competitive skating season is already over. Not sure what I’m going to do on Wednesday nights now.

I have been figure skating since I was 3 years old.

I have many fond memories of spending hours at the rink to prepare for tests, competitions, and my personal favorite, shows. Most of those years I skated individually. It wasn’t until my senior year of high school that I tried out synchronized skating. I wasn’t a huge fan of it for whatever reason, but I grew to absolutely love it while skating on my college team at the University of Minnesota Duluth.

After graduating college, I felt a huge void. Sure, I could lace up my skates and go to open skating here or there, but it just wasn’t the same as being a part of a team. I would skate for about 15 to 20 minutes or so before thinking, “Okay, now what?”

I was so thankful when I discovered that the only adult synchronized skating team in the state, just so Out & happens to practice virtually in my backyard. Since 2016, these girls have About grown to be some of my closest friends.

As corny as it sounds, these girls have Shannon grown to become my family.

Granholm Skaters on the team this year ranged from 19 to 33. The Leather & Laces adult synchronized skating team is a part of the Northern Fusion (Maplewood) Figure Skating Club. Our season usually begins in September and runs through January or February. We typically compete in two to three competitions.

I’m so proud of my team, especially this year. We had so much thrown at us, from the ongoing pandemic, to injuries and a pregnancy. Thankfully, we had three skaters who stepped in mid-season, right before a competition, so we could still compete. At our first competition in December, the Maplewood Synchro Classic, we placed first against one other team.

Competing at the Midwestern Synchronized Skating Sectional Championships in Kalamazoo, Michigan in the middle of a pandemic was quite an experience.

Before we left, each skater had to find a test, take it within a certain time frame of leaving/checking in, and of course, test negative. We were so nervous results weren’t going to come back in time, or someone was going to test positive.

Thankfully, we got all of our results back and all stayed healthy for the competition. Skating in masks was definitely something we had to get used to as well.

We ended up placing first out of six teams. Man did it feel good to be on the top of the podium.

The long drive home was full of adventure too, as one of our three cars ended up breaking down in the middle of Wisconsin. Just like family does, one of our cars thankfully went to rescue the others.

Because of the division we are in this year, Open Adult, our team is not eligible to compete at the U.S Synchronized Skating Championships in Colorado Springs, Colorado, but we have competed in that competition in previous years.

Now that our competitive season is over, we plan to fundraise, volunteer and host a couple of open houses for interested skaters for next season. I can’t wait, because I already miss it.

Thankfully, I can watch the Olympics to get my figure skating fix. I really enjoyed watching the team event, which just wrapped up. A Russian pair team had a really scary fall though, which was really hard to watch.

I’m looking forward to watching all of the individual figure skating events later this week and next week. In addition to the figure skating, I’ve also loved watching the other sports too and learning more about them.

ne of my favorite parts of serving in the Minnesota Legislature is getting to talk with people about issues that are important to them. Over the past three years, I’ve had the opportunity to speak with Minnesotans from many different backgrounds. The experiences and expertise community members have shared with me has directly shaped the legislation I’ve championed.

Economic security is a significant concern for Minnesotans. While our state is recovering from COVID-19 and in a strong economic position, we know this recovery isn’t being felt by everyone. Many people are still struggling and facing an uncertain future. We need to use the resources our state has to expand economic opportunity.

We also have a plan to address climate change. It invests in initiatives like the Pre-Weatherization and Weatherization Assistance Program, which helps Minnesotans make their

homes more energy efficient.

Like other parts of the plan, this program will create goodpaying jobs and lower energy costs in addition to addressing climate change.

The plan also contains funding to preserve our air, water, and land for future generations of Minnesotans.

As Vice Chair of the House Environment and Natural Resources Committee, this will continue to be a priority for me. I’ve introduced several bills to protect our health and our environment, and I hope to advance them this session.

Many Minnesotans are concerned about threats to reproductive freedom, such as the extreme abortion ban that was adopted in Texas recently.

While similar legislation has been introduced in Minnesota, we’re working hard to protect reproductive rights.

I’m proud to be a member of the Reproductive Freedom Caucus, a group of legislators that’s dedicated to preserving and expanding access to reproductive health care.

I hope this answers some of your questions and gives you an idea of what I’m working on. Whether you share these concerns or not, I hope you’ll reach out and tell me what’s on your mind. I always appreciate feedback from community members!

I would like to respond to Carter Johnson’s editorial, “Public notices are vital.” I was one of the council members open to discussion for an alternative place to publish legal notices, and cost was only one consideration. We all can agree that transparency is critical.

Time is also a factor; there have been decisions that have been placed on hold because Press only publishes once a week.

Posting legal notices on the internet will save time.

There are several points that I would like to contest from the editorial. One is when Mr. Johnson states, “Allowing a city to produce its own public notices and put them on the website, as some are advocating, is like the old adage of ‘the fox guarding the hen house.’” Mr. Johnson leads us to believe that the Press is writing legal notices.

The fact is, they are written, produced and submitted by city staff. So, Mr. Johnson, who is it that would be changing the information? This point is one of several veiled allegations, not facts, used to support the editorial point of view.

The second point is when Mr. Johnson states “…those watching may not get the full scope of the meeting.” The publisher alludes that there is

always a representative from the White Bear Press at council meetings. This is not true. Many times the Press has not attended a meeting but still reported what happened. So it seems that the Press still gets “the full scope of the meeting” from, I’m assuming, the internet broadcast. This point also carries another veiled allegation of elected officials violating open meeting law, which, has nothing to do with publishing legal notices.

Another consideration is, what does the public want? I would debate that most residents would prefer, and find it easier, to use the internet. Would the internet provide a broader access? I would again, answer, yes.

The council’s discussion was a good conversation, and I still support publishing legal notices in the White Bear Press. However, I will pursue a policy that legal notices are also published on the city website.

Bus line doesn’t seem like ruination

I keep asking, but still haven’t heard a good explanation on how a new bus line will ruin White Bear Lake. Some fear increased crime. See for yourself! Ride the A-line through Roseville, the 227

line through Arden Hills, the 446 in Eagan, or the 64 through Maplewood. You’ll find none of the syringes, vandalism, homeless camps or the other predicted bad behaviors. Sure, there are neighborhoods in the Twin Cities where you’ll find these problems near a bus stop, but you’ll see much more of the same in nearby alleys, parks and sidewalks, and no one is against having those in White Bear Lake. It’s the neighborhood, not the infrastructure. Buses don’t transfer those problems outward, or you’d see them along the existing lines in our — and other — suburbs.

Others focus on congestion, but with current traffic at 20,000 vehicles a day, an extra 150 or so buses on Highway 61 hardly matters. Hordes of people will still move to Hugo and points north, traffic will double in the next 30 years, and every day will have Marketfestlevel congestion. Increased telecommuting isn’t a magic solution. Metro areas with high remote workforces show lower morning congestion, but greater and longer afternoon congestion in the suburbs and exurbs. Buses are the cheapest way to reduce traffic once a corridor becomes chronically congested, something inevitable for Highway 61.

Finally, I bike commute the Bruce Vento Trail 200 times a

year, and the planned project will enhance the trail, not ruin it. It will extend the trail to downtown White Bear Lake and provide the first safe bikeway from south to north White Bear.

A bus passing on a separated lane every five minutes is much less dangerous than cars speeding past every few seconds in a shared lane on White Bear Avenue, McKnight Road or Buerkle Road. More Twin Cities cyclists will head north to spend their money in downtown White Bear Lake, it will give access to the metrowide bike trail system, and kids can ride to school protected from traffic.

It hardly seems like ruination to me.

Needed: A vision that sustains our city

Residents of southwest Mahtomedi are facing the construction of a three-story, 41-unit, 48-foot-high apartment building across from Wildwood Park and its ballfields. As proposed, the building would be less than 20 feet from Old Wildwood Road, and parking lot less than 50 feet from Lincolntown Avenue. It will dwarf any homes in the area, deprive nearby residents of sunlight (e.g., a shadow of

700 feet at 8 a.m. on February 2, 2022), and deny them the neighborhood feel for which they invested in the community.

It flies in the face of the stated goal of “guiding change in a positive way in ‘Mahtomedi 2040 Comprehensive Plan’ (https://www.ci.mahtomedi. mn.us/DocumentCenter/ View/354/Mahtomedi-2040Comprehensive-Plan--ADOPTED-PDF?bidId=) p. 3.

“But at its core, it’s really ‘A Vision to Sustain Our “Small Town” City’ so that the needs of current and future residents are met in a way that allows us to maintain the qualities of ‘Our “Small Town” City’ that we value.”

It is also inconsistent with p.

63 of the plan, “Utilize zoning tools to ensure that new housing respects neighboring properties and the character of the neighborhood.”

The proposal is on the agenda of the Feb. 9 Mahtomedi Planning Commission meeting.

If you favor more modest development on the site of the Lakeside Club, please attend the Feb. 9 meeting and the subsequent Feb. 15 City Council meeting to let your interests be heard.

Enter a guess in Press’ 2nd annual ice-out contest

Have you taken a peek at the ice lately?

While everything is probably pretty solid now, Press Publications is encouraging you to submit your prediction for when the ice will be off your local lake.

On our website presspubs.com, between now and March 4, folks in the Quad area can submit their predictions for Centerville Lake and those in the White Bear area can submit their predictions for White Bear Lake.

Gift cards from local businesses will be awarded to the participant who submits the closest date to when the ice officially goes out.

The ice-out tradition began in 1929 with White Bear Lake barber Benny Schmalzbauer, who diligently kept track

of the ice. When Schmalzbauer retired from record-keeping, he passed on his knowledge to his neighbor, Jan Holtz Kraemer. Today, Holtz Kraemer is the one making the calls to the Department of Natural Resources and the White Bear Lake Conservation District informing them the ice is out.

Holtz Kraemer recalls her family holding their own ice-out contests. Each member would put in a dollar with high hopes that their predictions would prevail.

“I love tradition,” said Holtz Kraemer about her many ice-out contests over the years.

After several decades of tracking the ice, Holtz Kraemer has a solid understanding of how the ice behaves. Since 1929, Schmalzbauer and Holtz Kraemer have maintained a graph that tracks the

ice-out date for every year.

So far, the earliest date was March 16 in 2016 and the latest was May 4 in 2018.

“It’s pretty odd that the earliest date and the latest date happened within just two years,” said Holtz Kraemer.

The ice can be deceiving, she explains.

It can appear the ice is going out one day but then it remains on the water for several days. Other years, a combination of wind and rain has taken out large patches of ice all in one storm.

For those of us who haven’t been keeping track of the ice for our whole lives, guessing the right date can be a pleasant surprise, as it was for Sue Peacock of White Bear Lake, who won last year’s competition.

“I had just passed the lake last year and was thinking about the Press competition and thought, ‘Gosh, how long could

The young artists of the Irreducible Grace Foundation (IGF) are sharing their reflections of “Black History for the Black Future” from noon to 1 p.m. Thursday, Feb. 10.

• Suspicious people reported moving around a vacant home in the area of Griffin Avenue and Hanson Road Jan. 10 turned out to be contractors hired by the bank that owns the home.

• A Wedgewood Drive resident at 5:07 p.m. Jan. 11 reported a motorist for hitting multiple mailboxes on her street after she heard a crash and looked outside.

She saw a male, whose features she could see

clearly, get out of his blue sedan and check the damage before getting back into the car and driving off. The complainant could not see a license plate and didn’t recognize the male.

• A Minnesota motorist was arrested at 1:33 a.m. Jan. 13 in the area of Stillwater Road and Wildwood Road for driving after cancellation due to behavior inimical to public safety. Deputies on patrol observed the vehicle without a rear license plate turn off Hilton Trail.

When deputies ran the driver’s status on their computer, it showed he needed to be driving a vehicle with an ignition interlock. Deputies transported the driver to jail without incident.

• An emergency call made

by a Century College student in the 3000 block of Century Avenue Jan. 13 turned out to be a student having technical issues with his phone while in class.

• A Breathalyzer was reported stolen Jan. 13 from a Stillwater Road address and later turned into the lost and found office.

• Deputies were called out Jan. 14 to an address on Warner Way to dispatch a deer with its leg stuck in a wrought-iron fence.

• A hit-and-run accident without injury was reported Jan. 14 in the area of Long Lake Road and Century Avenue.

Pine Springs

• A motorist was cited at 1:23 a.m. Jan. 9 on eastbound Highway 36 at Hilton Trail N. for driving after revocation. During the traffic stop, deputies

located marijuana in the vehicle.

• An unidentified motorist was arrested at 11:57 p.m. Jan. 15 on Highway 36 for DWI after deputies on patrol observed him unable to maintain his lane.

During the traffic stop, deputies noticed signs of impairment and conducted numerous field sobriety tests.

When the subject failed the portable breath test with a blood alcohol content of 0.13, he was taken into custody and his vehicle was left on scene.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• A Vadnais Heights woman, 50, was arrested for theft Jan. 22 in the 1100 block of County Road D, after Ramsey County Sheriff’s Office deputies responded to a package theft report at Shadowlawn Estate.

• A catalytic converter was reported stolen Jan. 22 from a Toyota Tundra while it was parked in an apartment building lot in the 800 block of County Road D. • A St. Paul woman, 21, was cited Jan. 23 at the Vadnais Heights Walmart in the 800 block of County Road E for shoplifting and issued a trespass notice. On Jan. 27, a North St. Paul woman, 57, was issued a citation for theft, along with a trespass notice, after committing the same offense.

On Jan. 29, a Vadnais Heights woman, 57, was cited for misdemeanor theft and issued a trespass notice after being caught shoplifting.

• Famous Footwear in the 900 block of County Road E reported two pairs of shoes stolen Jan. 23.

• A spare apartment key, a garage door opener and other items were reported stolen Jan. 23 from an unlocked vehicle in an underground parking garage in the 1200 block of County Road D. • Two would-be thieves face possible charges after they were caught trying to take items from a vehicle in the 100 block of Skyline Drive Jan. 24. After leaving prior to deputies’ arrival on scene, deputies were called back later that evening when the suspects returned and tried again to enter the victim’s car to steal more items. The suspects were identified, and some of the previously stolen items were recovered.

• Deputies recovered an unoccupied vehicle stolen inMaplewood Jan. 27 in the 3500 block of Vadnais Center Drive. The plates on the vehicle had been stolen in St. Paul.

• Residents in the 700 block of Hiawatha Avenue on Jan. 27 reported their mail stolen.

• A St. Paul man reported his vehicle stolen Jan. 27 after he left it running with the keys in the ignition while he went into a store in the 1100 block of County Road E for "two minutes".

• A resident in the 4200 block of Evergreen Drive on Jan. 28 reported being a victim of the Amazon account scam and losing $1,500 worth of gift cards.

• A catalytic converter was reported stolen overnight Jan. 28-29 from a Toyota Tundra parked in a driveway in the 4000 block of Stockdale Drive.

• A Forest Lake man, 27, was arrested Jan. 29 on I-694 at Rice Street for gross misdemeanor narcotics DWI

White Bear Township

• A White Bear Township man, 35, was arrested on a warrant Jan. 24 in the 1700 block of Whitaker Street, after deputies were dispatched out to assist the Minnesota Department of Corrections on a parole violation.

• A White Bear Township woman, 66 was arrested without incident on an active Department of Corrections felony warrant Jan. 26 in the 1900 block of Stillwater Street.

• A St. Paul man, 56, was arrested, and a St. Paul woman, 37, was cited Jan. 27 in the 5300 block of Anderlie Lane, after deputies conducted a traffic stop for speeding. The driver was arrested for driving after cancellation due to behavior inimical to public safety and for warrants. The passenger was cited for not insuring her vehicle.

PUBLIC SAFETY BRIEFS From being stuck in snowbank to being stuck in court WHITE BEAR TOWNSHIP ­— A Duluth woman, 22, faces up to one year imprisonment and/or a maximum $3,000 fine for second-degree DWI, a gross misdemeanor offense. Her sentence could be doubled if she is also convicted of seconddegree blood alcohol content of 0.08 or greater within two hours of driving, also a gross misdemeanor.

On Jan. 28 at approximately 6:39 p.m., Ramsey County Sheriff’s Office deputies were dispatched out to the scene of a single-vehicle accident with possible injuries on Otter Lake

Road near County Road H2.

On arrival at the scene, deputies located the single vehicle stuck in a snowbank.

As the driver was explaining that a broken axle was the cause of the crash, deputies could smell a strong odor of an alcoholic beverage. While in the ambulance being checked out for medical issues, the driver admitted to deputies that she had consumed two shots of alcohol before driving.

After the subject agreed to provide a preliminary breath test, she produced a blood alcohol content of 0.21 and was placed under arrest. She has a prior alcohol-related

license revocation from 2021 to enhance the charges against her.

White Bear Lake man sentenced for assault Zachary Tyler Murtley, 32, of White Bear Lake has been convicted of third-degree assault (substantial bodily harm) for an incident that occurred back in 2017.

According to the criminal complaint, on June 12, 2017 at 7:09 p.m., the Washington County Sheriff’s Office was dispatched to the 15800 block of 32nd Street South in Afton on report of an assault. When deputies arrived, they found a

victim bleeding from his face.

The assailant, later identified as Murtley, had fled the scene.

While speaking to the victim, a deputy noticed he had fresh lacerations above both eyes. The victim said the assault was unexpected and that he was caught off guard when the defendant began assaulting him.

The victim explained that the defendant owed him $380, which he had been asking for.

Prior to the assault, Murtley called the victim saying he was coming over to pay him. When the defendant arrived with another person, they lured the victim into the vehicle that

they had arrived in and then Murtley began hitting him in the face. Per the complaint, the victim was able to get out of the vehicle and run toward his home, but the defendant followed him and hit him in the back of his head and then took a large flower pot and hit the victim in the back of the head, creating a laceration.

Murtley was sentenced to a stay of execution for one year, five days of probation and 10 days in jail. He will also have to complete 56 hours of community service (in lieu of jail), pay $50 fine plus fees and follow a list of conditions.

convertible with the little money they had. On their fourth date, Bernard splurged on a date to the Chicago ballet, where the two saw “Swan Lake.”

Their courtship was cut short when Bernard was sent to basic training in Georgia, and he received the dreaded “Dear John” letter from Diane.

A couple of months later, Bernard finished out his time in the military and had gone back to school when a friend invited him on a ski trip in Loch Lomond, Canada. It was Bernard’s first time skiing, and he found himself stranded on top of the mountain while his friends sped off without him.

“I remembered being on top of the mountain and looking over, and there she was … Diane, my ex-girlfriend.”

To Bernard, this was fate. Of all the places in the world to find his ex-girlfriend, Bernard didn’t imagine it would be on top of a mountain somewhere in Canada. Diane was already dating another man at the time, but when the two returned from their trip, they connected once again at their college’s Covenant Club.

“I think it was once we had gotten off the top of the mountain that I knew she was the one,” Bernard recalled.

About 18 months later, the two were married.

Bernard and Diane on their wedding day more than 60 years ago.

After 63 years of marriage, Bernard says that he’s learned that marriage is a two-way street and that it’s important to respect each other and respect each other’s opinions.

When Bernard scrolls through his phone, he’s greeted with photos of children and grandchildren as well as several stunning photos from the couple’s vacations. But some of his most cherished photos are of Diane and him, grinning from ear to ear.

“We still like to goof off,” Bernard said.

The couple has five sons, 12 grandchildren and one great-granddaughter.

They’ve also managed to do some extensive traveling together, ranging from Hawaii to Jerusalem. Those trips represent a real upgrade from their honeymoon, which the two of them spent camping in a tent down in Mississippi.

Now in their ‘80s, you’ll find Bernard helping Diane zip up her coat as she smiles with that smile —the one Bernard was first smitten with more than 60 years ago.

Nelson, 17, has “shown the potential to be a rising star for U.S. Paralympics Nordic Skiing,” a USA Paralympics press release stated.

With college skiers to serve as his guide because they’re the only ones able to keep up with him, he won the Metro East conference meet as a junior and placed second as a senior last week.

Last year, he competed in world cups in Slovenia and Canmore, placing 14th in Canmore in a men’s visually impaired cross-country race.

In a profile of the Paralympic athletes on Yahoo sports, Nelson stated, “I got involved with skiing when I was seven years old. My dad introduced it to me.

And he’s actually not a skier. He got me involved. And fast forward six years later, I joined the high school team … winning the Metro East Conference for my high school team and getting to know the Paralympic coaches, it has been really awesome.”

Seven men, six women and one guide will compete in Beijing. Four years ago, Team USA won 16 medals.

This year’s team is a mix of relative newcomers and established veterans.

In the Paralympics, Nordic skiing encompasses both biathlon and crosscountry skiing.

SIGN CONTROVERSY: Birchwood resident issued citation for political display FROM PAGE 1A

involved and, if known, what ordinance is being violated. People can remain anonymous.

Once the complaint is received, city staff is tasked with conducting an investigation to determine if a violation exists. Staff may request assistance from the Washington County Sheriff’s Office and/or City Council members. Results of the investigation are to be summarized in a written report and placed on file. If a violation has occurred, staff “shall attempt” to work with the alleged violator and complainant to informally and expeditiously remedy the situation. If unsuccessful, staff may document the alleged violation in writing and serve notice on the alleged violator by mail or other method.

The notice shall set forth the nature, date and time of the violation, the name of the official issuing the notice, action the alleged violator shall take to comply and a deadline.

And this is where the process apparently failed Nelson when he received a citation in the mail from the county sheriff charging him with a misdemeanor crime punishable by 90 days in jail and/or a $1,000 fine.

His day in court was set as March 16.

Both Nelson and his wife Margie adamantly claim they were never notified by anyone at the city that they were committing a crime and would face charges if the sign wasn’t removed.

The code they were violating was cited as 601.020. The charge: Erecting unauthorized sign or maintaining authorized sign beyond allowed time by Code.

That code is 30 days or less in a 12-month period.

Nelson will argue his sign did not exceed the 30 days at any one time and would like the city

to prove the time frame.

“Who has the meter running?” he asked.

If they were out of town, the sign came inside. At night, the sign came inside. Nelson worried the sign would be vandalized if left overnight, like his election sign supporting Donald Trump. The first Trump sign was stolen and when he replaced it, that sign was burned to the ground.

“It gave me resolve,” said the grandfather of 14.

“The nerve of the woke DFL to silence people with a different opinion.”

Mostly, Nelson objects to what he considers unfair treatment by the city and lack of due process once a complaint was made. But how the matter was handled is only part of Nelson’s beef.

“I feel abused and violated and ask myself, ‘Why am I being singled out?’ We fail to see where we have a violation. The city is full of signs that have been up far longer than mine and to my knowledge, no one else has gotten a citation from the sheriff,” Nelson said.

He wondered how a sign like “Black Lives Matter,” is different from his or the “We Believe,” signs around Birchwood. “If I put up a sign that read, ‘I love Eagle Brook Church,’ would that draw a citation if someone complained?

“This infringes on my liberties; my right to free speech to say I’m not happy with this administration,” maintained Nelson. “Maybe they can stop me temporarily, but I have the right to put that sign out.”

Not everyone shares Nelson’s sentiment.

Council Member Jon Fleck said he heard from “a number of folks” offended by the sign. “I don’t recall ever being aware of a sign put up in Birchwood that required an expletive to translate

Asked if she thought “Let’s Go Brandon” was much different than “Black Lives Matter,” the mayor just said, “that’s a good point. Our city operates on the basis of complaints. If we received a complaint about it, we’d have to investigate and ask the person to take it down.”

Wingfield said she did field complaints about Nelson’s sign before Christmas and felt the issue had festered long enough. She feels the city ran out of options and involved the deputies assigned to Birchwood.

“They know their job is to ameliorate a situation before it escalates,” Wingfield said. “I think they did what they’re supposed to do.”

The mayor added that handcuffs attaching the sign to the post were also offensive to people. “It added a different element to what we’re talking about.”

When asked about the handcuffs, Nelson was incredulous. “Are they trying to paint me as a racist now?” he asked. “They burned my Trump sign down, so I came up with a system to secure the sign. They are carabiners, not handcuffs.”

Nelson went to City Hall last Thursday night to request a copy of the letter he should have received, per city code. The city administrator could not produce a letter nor did staff respond to a Press request to see any communication prior to the citation.

The lack of any kind of contact from City Hall particularly burns Nelson, a 20-year resident.

“I think it was a tremendous injustice to get a misdemeanor without even a phone call,

Fleck defended the city, stating he was sure the city administrator wrote letters to Nelson and another resident on Wildwood Avenue notifying them that their signs did not comply with city code and were the source of complaints.

“One person complied immediately, the other did not,” he said.

Fleck, by the way, displayed a large Black Lives Matter sign in his yard that has been removed.

“We are a complaintdriven city,” noted Mayor Mary Wingfield, who added she didn’t have

email or knock on my door,” he said.

“Ridiculous” is how neighbor Dan Werra describes the sign dispute.

“People are getting so thin-skinned about everything,” Werra remarked. “There was no profanity on the sign.

It actually makes me chuckle when I drive by. The whole thing is humorous — that what started from a sports announcer interviewing a race car driver took off like that.”

Another neighbor, Paul Langeslay, said he’s seen other Birchwood signs he finds more offensive.

“People are exercising their constitutional rights on their property to erect signs. Everyone is entitled to their own opinions. This involves freedom of speech, and that is what America is all about,” he told the Press. “You can hide behind your beliefs or stand up for them, and James has every right to stand up for his beliefs and I support that right.

“If an anti-Trump sign had been out a couple years ago, no one would have had a problem with it,” Langeslay added. “I think it’s a bias problem.”

The case will not go to court. If it had, Nelson stated he would have contested the charges.

Instead, City Attorney Alan Kantrud quickly dismissed the case and all charges a few days after Nelson received the citation and removed the sign. The case record is no longer online, but the dismissal indicated that the defendant removed the offending sign “in the interest of justice.” That wording didn’t sit well with Nelson, who feels he was bullied into taking it down by threat of jail time. He hasn’t decided if the sign will go back up.

He does intend to have a conversation with the City Council before it does.

MAHTOMEDI CITY COUNCIL The Mahtomedi City Council at its Feb. 2 meeting took the following action: The city continues to look for ways to save tax dollars and its budget. Council approved the League of Minnesota Cities Insurance Trust (LMCIT) liability coverage waiver form. LMCIT requires the annual form be approved by council, which can either waive or not waive the monetary limits on tort liability.

The city has chosen to not waive the monetary limits every year, which means the city is limiting the potential collection by an individual to $500,000 with a total $1.5 million per occurrence on claims to which statutory limits apply.

Council approved an agreement with SL-SERCO for meter reading services in 2022.

council approved his reappointment to the Park Commission, per Charlesworth's request. Prior to his appointment to the City Council, Charlesworth served for many years on the commission. His second term on the commission is effective immediately, and Charlesworth will serve a three-year term beginning in April. “I'm glad to see that former Council Member Jeff Charlesworth is willing to go back on the commission,” Council Member Richard Brainerd said. Council Member Jane Schneeweis agreed. “He is very good at it; he listens to all,” she said.

He or she who builds the road gets to keep the easements. Council approved a resolution authorizing the quit claim of certain easements to Washington County. The county will rebuild CSAH 12 from Century Avenue to Veterans Memorial Park in 2022.

As part of the project, the county needs to acquire certain drainage and utility easements for storm sewer piping.

The city is starting to receive donations from its citizens and approved a resolution accepting $300 from Paragon Pool for the fire department. As a statutory city, Mahtomedi is generally authorized by statute to accept gifts of real and personal property.

The Rite of Spring returns. Mahtomedi has held this community event for 14 years, until it was interrupted in 2019 and 2020. The return of Rite of Spring is scheduled for 10 a.m. to 1 p.m. Saturday, April 23, at Mahtomedi Middle School. The event is organized by the Environmental Commission and Mahtomedi Community Education, City Administrator Scott Neilson said.

If the state doesn't license massage therapists, Mahtomedi will. Minnesota is one of six states that doesn't license the massage profession, Neilson said. As a result, cities have taken that initiative.

However, lobbying to persuade legislators to issue statewide licensing of massage therapists is gaining traction. City staff recommends that council wait to see if legislation comes about to avoid having to rewrite any local licensing ordinance. If the state passes on the action, the city could then start the process to license massage therapists in town.

The council next meets at 7 p.m. Tuesday, Feb. 15, at City Hall, 600 Stillwater Road.

Many families wonder whether assisted living or memory care is the right choice for their loved one.

Both of these kinds of communities offer unique benefits, which strive to ensure necessary care while allowing residents to remain as independent and safe as possible.

Ashley Davison, of The Commons on Marice, explains the difference between the two options and how families can start to determine which level of care is right for their loved ones.

“We want them to have independence while also being safe and supported.”

Memory care communities are designed to help seniors living with Alzheimer’s, dementia or other cognitive impairments maintain a safe and enriched quality of life.

“Whether a family chooses assisted living or memory care, the biggest change families notice right away is the quality time between seniors and family members because it removes the stress and worry,” Davison says.

“I’m always amazed by how being part of a community, making friends, and participating in activities, can positively impact a senior’s life,” says Davison. “I’ve had many families comment that it’s like getting their mom or dad back for the fi rst time in years.”

Curling interest continues to increase, especially during the Winter Olympics

The interest in the sport of curling seems to increase in many countries during the Winter Olympics. This year figures to be no exception, certainly not here, at least, while area curlers represent the USA in Beijing.

The Peterson sisters — Tara, a White Bear Lake dentist, is the lead, and Tabitha, the skip — begin pursuit of the gold medal on Feb. 10 in the

round-robin portion of the event.

With that in mind, if you are among those who don’t know the basics of the sport, four more sessions of the Olympic Learn to Curl Open House are scheduled the weekend of Feb. 19-20 at the curling club, located at Fogerty Arena, 9250 Lincoln St. NE, Blaine.

John Benton, director of curling operations for the club — himself a former Olympian (2010) — considers it an opportunity to get people not only interested in the sport but also to help change how they view the sport.

“With every Winter Olympics, we see public interest rise in curling,” Benton said. “Experience curling for yourself at our open house, and you’ll see the Olympic sport and athletes with a whole new appreciation.”

Four sessions were held last month and four more will be held, two on each day: 10 a.m. to 1 p.m. and 3 to 6 p.m. Saturday, Feb. 19. On Sunday, Feb. 20, the sessions go from 10 a.m. to 1 p.m. and 1 p.m. to 4 p.m.

The first four sessions, Benton said, attracted about 150 attendees, but more are expected for the remaining four.

“We’re expecting double that many this time,” he said.

When Benton competed in the Olympics 12 years ago, he said there was only one active club — the St. Paul Club — in the Twin Cities. “Now there are five dedicated curling facilities and two or three more on the way,” he said. “That’s a lot (of growth) in 12 years.”

He’s excited about this year’s Olympics and the local representation in curling. The Peterson sisters are both University of Minnesota graduates. Tara is a dentist in White Bear Lake and Tabitha earned a Doctor of Pharmacy.

“It’s great to see them there, pretty exciting,” Benton said.

The instruction at the open house includes the basics — slide, sweeping and a overview on how the game is played. Cost is $10, which includes instruction, ice time and an appetizer buffet each session.

The buffet is prepared by Moe’s Ice House, which opened its on-site, full-service restaurant at the arena in December.

Benton invites everyone to “come out and try it.”

“Curling is accessible to people of all skill and interest levels. Anybody can play and from a recreation standpoint, we like to say from ages 8 to 80,” he said. “How many Olympic sports can say that?”

Gymnastics: Bears post best score to win final dual, over Woodbury

White Bear Lake’s fourth-year leaders both turned in exceptional performances as the Bears defeated Woodbury 140.00 to 125.05 in their final dual meet Wednesday evening. On Parents Night, the Bears’ season-best score gave them a final dual meet record of 5-3.

Grace Squires racked up 37.05 points and Laney Gunderson tallied 37.00, each with two firsts and two seconds. The third senior co-captain, Riley Robovsky, placed third with 33.475.

“It was a great night recognizing our wonderful parents who support these girls and all their hard work in helping our season run smoothly,” coach Kelly Rivers said. “The girls kept the energy up and had a blast showing off their routines for the last dual meet of the season.”

Squires won vault (9.30) and uneven bars (9.40), and took second on balance beam (9.10) and floor (9.25). Gunderson won beam (9.375) and floor (9.375), while placing second on bars (9.375) and vault (8.875).

At sectionals, Leather & Laces competed against the Austintatious Stars of Texas, Lake Effect Flurries of Michigan, Trine Uni-

versity of Indiana, Evolution of Michigan, and Kansas City Illusion of Missouri.

The team will also hold open houses for interested skaters from 6:50 to 7:50 p.m. March 30 or from 7:30 to 8:30 p.m.

Laney Gunderson is winding down an excellent four-year tenure in White Bear Lake gymnastics as an all-conference performer and state qualifier since ninth grade. A relatively tall gymnast at 5-foot-6, her best moves are her aerial-round off series on beam, her round off back oneand-a-half twist on floor, and her cast-handstand to bail on bars. “She is such a fun gymnast to watch, as her long lines and presentation are so elegant and show stopping,” assessed coach Kelly Rivers. “She brings a positive energy into the gym, always there to help lift others up.”

Gunderson’s personal bests are 37.0 all-round, 9.55 on bars and 9.75 on beam with the Bears, and 9.6 on vault and 9.8 on floor with her club team.

The Zephyrs cruised 74-50 against Centennial (3-14) on Monday, paced by Owen Carlson and Cole Armitage with 18 points each and AJ McCleery with 12. Tartan (13-2) stopped the Zephyrs 59-53 on Wednesday, taking a 3121 halftime lead with several three-pointers, then holding on with tenacious defense. Dec. 19, 1955 – Deceased Jan. 13, 2022 Age 66, of Gig Harbor, Washington and White Bear Lake, Minnesota.

Preceded in death by father Stilwell, brother Daniel, brother-in-law Dennis Morgenson. Survived by son Eric, wife Judy and her daughters, Mother Phyllis, sister-in-law Gail, sister Karen Beck (Nick) brothers Todd (Carol), Lee (Rodell), Grant (Karen) and many relatives and friends. He graduated from White Bear Lake high school, enlisted in the Navy. Served 4 years on the USS Saratoga Aircraft carrier, including four Mediterranean tours. Moved to Arizona then moved to Seattle and worked at the Bremerton Navy Shipyard, Washington until his retirement in 2021.

RATE INCREASE NOTICE

NOTICE OF PUBLIC HEARINGS FOR CENTERPOINT ENERGY MINNESOTA CUSTOMERS CenterPoint Energy has asked the Minnesota Public Utilities Commission (MPUC) to approve an increase to natural gas rates for distribution service. The requested increase is for about 6.5 percent or $67.1 million per year. The requested increase would add about $4.05 to a typical residential customer’s monthly bill.

The MPUC may either approve or deny the requested changes, and may approve a lesser or greater increase than was requested for any customer class or classes of service.

The MPUC will likely make its decision on our rate request in the fourth quarter of 2022. If final rates are lower than interim (temporary) rates, we will refund customers the difference with interest. If final rates are higher than interim rates, we will not charge customers the difference.

If you move before a refund is issued and we cannot find you, your refund may be treated as abandoned property and sent to the Minnesota Department of Commerce, Unclaimed Property Unit. You can check for unclaimed property at www.missingmoney.com. To make sure we can send you any refund owed, please provide a forwarding address when you stop service.

PUBLIC HEARINGS Administrative Law Judge Ann O’Reilly will hold two in-person public hearings and two virtual public hearings so that customers have an opportunity to comment on the company’s request. Any CenterPoint Energy customer or other person may attend or provide comments at the hearings. You are invited to comment on the adequacy and quality of CenterPoint Energy’s service, the level of rates, or other related matters.

John Harold Joseph Beloved Husband, Dad, Grandpa and Brother Died Jan. 31, 2022 age 73, res, White Bear Lake, Minnesota.

John passed away due to complications of Creutzfeldt-Jakob Disease on January 31 in Grand Forks, North Dakota. He is survived

by Diane Joseph, his wife of 45 years; his sons Hans (Marcelina) Joseph and Matthew (Kaitlin) Joseph; grandchildren James Joseph, Nicole Joseph, Amelia Joseph, Isabella Joseph, and Vivian Joseph; sister Ruth (Russ) Kinney, and nieces Susan (Trygve) Olsen, Michelle (Andrew) Reinink and Nina Paasche, great nephews Linus Olsen, Jacob Reinick and Benjamin Reinick, mother-in-law Esther Fjeld, sister-in-law Bonnie (Stein) Paasche.

Preceded in death by parents Harold and Esther Joseph.

Born on a snowy Christmas morning in 1948 on the west side of St. Paul, John was infused with the generous spirit of Saint Nick that influenced every aspect of his life henceforth. After graduating from Humboldt High School (class of 1966), John followed in his father’s footsteps and joined the post office and served proudly in the military in Korea.

Throughout his life, John was an avid gardener, woodworker, cook and fisherman. He also enjoyed volunteering with the Church and his beloved union. After 43 years of federal service with the USPS and USAF, John retired, allowing him more time to follow his hobbies. Each year he promised “this was the last year of tomatoes” but somehow always planted more than the previous year. Each winter for 46 years, he donned a red coat and black boots to match his snow white beard. Candy canes and chocolates filled his pockets and Christmas carols were his theme music year round.

John loved conversing with anyone he met, making everyone feel welcome—often with a hug.

He was quick to offer help, advice, a new recipe, or simply a friendly face. Once John and Diane had Grandkids, John had a new favorite topic to talk about. Unless you had an hour to spare, you had better not ask him “how things are going”….

John and his friendliness, warm demeanor and caring heart will be greatly missed, but his legacy continues with his beloved family, friends, and those who knew him.

July 8, 1961 - Jan. 30, 2022, Emily “Emmy” Marie JustFleck, Age 60, of Mahtomedi, Minnesota, peacefully took her last breath lovingly surrounded by family, her best friend, and her beloved kitties on Sunday, Jan. 30, 2022, after a 7 year battle with early-onset Dementia.

Emily was born on July 8, 1961, in Minneapolis, Minnesota. She was the second-youngest of 11 children, and grew up near the shores of White Bear Lake in the small city of Birchwood Village with her life-long friends, Colleen and Claudia Jefferson, and Nancy Maas. She graduated from White Bear Lake Mariner High School in 1979, and then on June 28, 1982, she married Randy Sorenson and they had 3 children, Nicole Marie, Jordan James, and Shelby May. In 1993, with 3 kids at home, Emily made the decision to go back to night-school, and completed her Nursing degree in the Spring of 1997. Emily was beyond proud of becoming a Registered Nurse - not only because she was able to show her children that success comes from working hard, but also because she was able to turn her love for helping people into a rewarding career. On Dec. 31, 2002, Emily married her soulmate, Daryle Just, and welcomed his 3 children into her family. Emily and Daryle were inseparable from that moment on.

Emily was a lifelong lover of animals, and that trend carried through until her very last breath. She began rescuing animals at a very young age. Dogs, cats, ferrets, rats, bunnies, birds - the list goes on and on. Emily loved them all and this was obvious to anyone that met her throughout her life.

Emily is preceded in death by her mother, Helen McKenna Fleck; her father, George Jackson Fleck; her brothers Gayl James and Dennis Charles; her nephews Brice Spinarski and Chevas Guertin; and her niece Kassey Fleck.

Emily is survived by her husband Daryle “Bubby” Just-Fleck; her children Coley “Coleybear” (Adam) Wogsland, Jordan “Jordo” (Bree) Sorenson, and Shelby “Miss Bee” Sorenson; her granddaughter Quinn Marie; her step-children Joshua, Julia, and Victor; her step-granddaughters Mira and Melinda; her siblings Laura Fleck, Elena Carrel, Alma (Mike) Bergmann, Kenneth Fleck, Martha (Tim) Halverson, Nathaniel (Victoria) Fleck, Margaret (Joe) Guertin, and Jonathan (Susan) Fleck; her many nieces and nephews; and her beloved rescue-kittens Patsy, Douglas, Timothy, Fussy, and Bogey.

Please help us to always remember Emily by taking a moment to think of her each time you wear purple, drink a Pepsi, eat fettuccine alfredo, rescue an animal, plant flowers, or sit out in the warm summer sun.

On behalf of Emily, we would also like to say a special thank you to her nurse Jessie and the entire staff at St. Croix Hospice - their soothing support was such a comfort to us all, and we are so grateful for each and every person that has helped us through this difficult time.

A celebration of life will be planned for Emily on July 8, 2022 (Emily’s Birthday) at Katherine Abbott Park in Mahtomedi, Minnesota.
