WHITE BEAR LAKE — A few ‘for sale’ signs may be popping up in front of Linden Avenue townhomes.

About a half-dozen homeowners said they will likely sell if an apartment complex is built on the corner of County Road E and Linden Avenue. The four-story complex, property owners complained, will bring too much traffic, too much noise, obstruct their view and take parking spots already in short supply.

Area residents had a chance to voice their concerns at a public hearing before the Planning Commission Feb. 4. Most, but not all, were opposed to the 189-unit building, referred to as White

Bear Apartments.

Minneapolis-based Schafer Richardson, a development and investment company, is under contract to purchase five parcels totaling 4.6 acres from the owners of The Village Sports Bar at the Stadium. The property is adjacent to the restaurant.

Planning and zoning coordinator Samantha Crosby introduced the project to the commission, notingthat its proximity to the future Rush Line bus station and Bruce Vento Trail make it “appropriate for higher density, transit-oriented development.”

Pollution investigation caught town board by surprise

WHITE BEAR TOWNSHIP — Town leaders were taken by surprise when they learned the Minnesota Pollution Control Agency and the Department of Health are investigating excess trichloroethylene (TCE) emissions by Water Gremlin, said Board Chairman Ed Prudhon during a meeting Feb. 4.

“We were caught flat-footed on this, too,” Prudhon said, speaking to a resident who expressed concerns about the emissions.

The town is cooperating with the investigation, Prudhon said, adding the town was notified on Jan. 31 — the same day a press conference was held pertaining to

the investigation.

According to previous White Bear Press reporting, TCE is used during a manufacturing process to degrease metal parts. Exposure to TCE can cause negative health effects. The MPCA asked Water Gremlin, which manufactures fishing sinkers and battery terminal posts, to shut down part of its operations on Jan. 14 after the agency discovered the company was emitting excessive levels of TCE. “We apologize for the concern and inconvenience this has caused,” International Manufacturing Vice President Carl Dubois said in a statement. “We are working with the Minnesota Pollution Control Agency to permanently resolve any issues by switching to an alternate

solvent that is not a hazardous air pollutant. We will not restart our operations until we are in full compliance with MPCA requirements.”

The agency is investigating how long and how much TCE was emitted, according to previous reporting.

Asked what he knew about the investigation the day of the press conference, Town Clerk/Treasurer Pat Christopherson said staff is telling residents “we know as much as you do.” He commended Water Gremlin for being “proactive” in acknowledging the equipment malfunction to the MPCA, adding, “We are withholding judgment until we know the facts.”

A public informational meeting scheduled Feb. 7 with MPCA and Department

of Health staff was canceled due to weather. Plans are to reschedule; a date and time was not set by Press deadline.

In action at the Feb. 4 meeting, the board: • Continued a public hearing on a 6,000-square-foot addition to Calvary Church to Feb. 20. The space would be used for classrooms.

• Approved a membership with MRA, an employer’s association that provides human resources expertise and business tools and information. The membership will cost $650 per year.

• Approved a request for a solicitor’s license for seven people who work for Renewal by Andersen. People are able to solicit from 9 a.m. to 8 p.m. Monday through Saturday with a license.

Legislators co-author ‘ask’ for Rush Line Almost a dozen legislators put their name behind House and Senate bills asking for state money to fund the Rush Line Corridor.

The bills, HF 528 and SF 726, request a $2 million appropriation from bond proceeds for predesign and design, including environmental work, of the Rush Line Transitway from Union Depot in St. Paul to White Bear Lake.

Introduced Jan. 31, the House version is co-authored by Reps. Peter Fischer, Tim Mahoney, Leon Lillie, Ami Wazlawik, Alice Hausman, Frank Hornstein and Jamie Becker-Finn.

The bill was referred to the Transportation Finance and Policy Division. A companion bill in the Senate was introduced by Sens. Sandra Pappas, Foung Hawj, Chuck Wiger and Carolyn Laine. It was referred to Capital Investment.

The Metropolitan Council would direct the funds to the Ramsey County Regional Railroad Authority, which is managing the Rush Line project.

A bullet point in White Bear Lake City Council notes (Jan. 30, 2019) indicated that property along Highway 61 and Hoffman Road was being considered in closed session for purchase by the city.

It was brought to our attention the parcel identification numbers were mistakenly provided for properties south of the existing Public Works site, rather than north between Saputo and the city’s property.

Following the closed session, the city submitted a letter of intent to purchase four parcels of land that lie between Saputo and Public Works. Staff plans to submit a purchase agreement to council for consideration at its Feb. 26 meeting.

Running for President

O

nce again we have a Minnesotan who has put their name in for the nomination for president. On Sunday, Sen. Amy Klobuchar announced her run. Over the past few years I have attended a few functions where Sen. Klobuchar was the keynote speaker. This will be an interesting race. A Democrat, Sen. Klobuchar seems to win her re-election campaigns handily, an indication she has broad appeal to Minnesota voters of all political persuasions. The last Minnesotan to attempt a run for president was Tim Pawlenty, but he didn’t get very far in the primary against Donald Trump. This looks like will be a historic race on the Publisher’s itDemocratic side in terms of the number of women who have put View themselves in the ring.

Clear snow from hydrants Carter Johnson and mailboxes With the recent snowfall, it’s critical that neighborhoods adopt fi re hydrants to keep them clear of snow in case of emergencies. If it is kept up, it is pretty easy to keep accessable. Think about how much space the fire departments would need to hook up hoses. Taking the average snow blower around the hydrant three to four times should do the trick. Also, make a wide path to the street.

As you’re out shoveling sidewalks and driveways, consider the postal carrier. It is important to clear the space along the street in front of your mailbox for your postal and newspaper carriers.

After driving my son and daughter on newspaper routes for the last six to eight weeks, I know fi rsthand that delivery is brutal when the snow is not cleared. It is nearly impossible to deliver a paper when you can’t get near the newspaper box. I can’t imagine what the postal workers go through. So take an extra few minutes to clear away that snow, and be sure to touch up after the plow trucks come through.

Cold snap reduces Emerald Ash Borer The U.S. Forest Service is reporting that the polar vortex may have an effect on the invasive Emerald Ash Borer population. It will greatly reduce the larvae, putting it a few years behind its current pace of killing millions of ash trees.

However, it would be highly unlikely that it would knock out Emerald Ash Borer. The cold will also have an effect on Asian beetles. Short of a whole winter of minus 40, these pests will still be around Minnesota.

Each year in January hundreds of newspaper reporters, editors, salespeople and publishers come together to further their education and hear from presenters about the latest trends in the industry. The two-day conference includes an awards banquet, and Press Publications took home a few awards from among over 4,000 entries across the state. Our papers enter in the largest division for weekly newspapers. Entries are judged by another state’s newspaper association.

The White Bear Press received second place in the “general excellence” category, a highly sought after award. The judges consider design, reporting, photography and editorial content.

The White Bear Press also received second place for “best advertisement.” The Shoreview Press received fi rst place in the “investigative reporting” and “social issues” categories.

Sitting at the awards banquet, it was pretty humbling to be next to a group of such talented newspaper staff.

Big challenges ahead

overnor Tim Walz was clear when he asked me to be the Chair of the Metropolitan Council – he wanted a mayor for the job. A mayor has a good perspective on the work of the Council. Whether planning for economic development opportunities and growth, ensuring diverse and adequate housing options, or maintaining infrastructure such as roads, transit and wasteMovers & water, the Council’s work touches Shakers every community in the seven-counNora Slawik ty metro area.

During my time as mayor off M Maplewood, I found that my job was really a mix of policy-making, budgeting strategies, and inspiring residents and staff with a vision for the future. No matter the mix of any given day, being a mayor requires the most important skill of problem-solving.

Of course, there are very few problems that any one agency or community can solve on its own.

It’s the reason the legislature created the Council more than 50 years ago - to address issues too big for any individual city or county to do on its own. We do that through regional partnerships.

As Chair of the Met Council, one of my top priorities is to ensure our region remains economically competitive in a global market-

place. This means attracting employment and opportunities for the people of our region compared to peer regions like Denver, Seattle, Atlanta and Boston.

But it’s about more than just attracting and retaining business.

We need to not just be a region where people can live, work, and raise a family, but a place where people want to live, work, and raise a family. It’s about mobility, and being able to get to work or school, have housing that’s affordable, great parks, strategic infrastructure, and smart plans for the future. That is something the Council plays a critical role in.

Today, our region faces a housing crisis. As our population grows, diversifies, and ages, we simply don’t have enough housing options for people in all life stages or of all economic means. Housing stability impacts nearly all aspects of life, including outcomes for health, education, and income.

We also aren’t keeping up with the growing demand for mobility.

Our region is projected to add 700,000 people over the next 20 years. We need to be investing in maintaining and expanding our transportation system, which includes roads, bridges, transit, bike, pedestrian and more. Whether they’re trying to get to their workplace each day in a car or fully reliant on public transit, or simply stretching their dollar trying to get by as a one-vehicle household, the Council is planning regionally to help make it work.

My second top priority is to ensure our region is a place where all people - not just some - can be prosperous. In too many areas to count, our region has chronic disparities that are holding us back. True economic competitiveness means everyone needs to be benefitting, and we have a lot of work to do to realize that we can close our gaps in employment, home ownership, and health for our residents.

And finally, I want to embrace the Walz-Flanagan vision of One Minnesota. This means practicing collaboration each and every day, in everything we do. It means focusing on how to move our entire state forward; our region forward; and our communities forward.

Our future depends on all of us coming together to tackle our shared challenges.

As a mayor and as a seven-term state legislator I learned that together we can achieve One Minnesota. I’m inspired by the commitment from Governor Walz and Lt. Governor Flanagan and know it’s the most successful path forward.

We have big challenges ahead, but I truly believe that none of these problems are insurmountable. So long as we work together, listen to our partners, and develop lasting, long-term solutions, we can move our region forward and be a place where everyone can thrive.

Advocate Ad t ffor d dementia ti care standards t d d In Minnesota, over 94,000 adults ages 65 and older are living with Alzheimer’s — that number may increase to 120,000 by 2025. On Feb. 4, I joined other Alzheimer’s advocates at the State Capitol in St. Paul to lend my voice on behalf of those 94,000 Minnesotans. At this Alzheimer's Rally Day, we learned that during the 2017 legislative session, the Office of Health Facility Complaints reported a 600 percent increase in maltreatment reports since 2010, which is why I spoke to my state legislators about the importance protecting our elders from abuse.

I also advocated in memory of my mom, Chris. She lived with Alzheimer's disease for 11 years, the final three of which were spent in a long-term care setting after my dad, her husband of 40 years, passed away. The decision to move mom from her house weighed heavily on my sister and I. We had no experience and found there to be an extreme lack of data to guide us as we sought a safe home for her. Her situation declined and so did her care. Did you know there is no required assisted-living license that includes dementia care standards or certifications? Many facilities offer safe, high-quality care, but not all. Our experience isn’t unique, and we must do something.

While the efforts to address this issue in the 2018 session were ultimately unsuccessful, the Alzheimer’s Association worked with a broad group of stakeholders to continue these discussions in the legislative interim.

In the fall of 2018, Minnesota Department of Health Commissioner Jan Malcolm asked the Alzheimer’s Association to lead a Dementia Care Standards work group, one of six work groups she convened on the topic of safety and quality care in long-term care settings.

Please join me in contacting your legislative leaders in St. Paul and asking them to support improving the safety and quality of care in Minnesota long-term care facilities.

Life-shattering events can happen to everyone. The problem is, nobody knows who will deliver it. It could be a stranger, family, a friend, a trusted adult, anyone.

People can be driven to do bizarre things for a variety of reasons. Knowing the signs of emotional distress can help a person to give the right kind of help to those who would do harmful things to themselves or others.

It was my first month at a new school in White Bear Lake when a student committed suicide. I didn’t know the student because we never got a chance to meet, but everyone was devastated, crying and emotional. In hearing stories about him told by fellow classmates, I began to see what an awesome person he was and that he had a lot to live for. I regretted not being able to meet him sooner and get to know him because it seemed like he helped a lot of students. People speculated why he did it: the reasons that came up the most were the ones linked to depression, not accepting one's self, and feeling alone. Those were the emotional distress challenges that he was facing, but nobody recognized them until he passed.

It all starts at an early age, but we don’t understand it until it’s too late. As a start in the right direction, the White Bear Area school district should embed a self-harming/causing harm on others lesson, assignment and project about it in health classes. How to spot the signs, how to help and, more importantly, who they can contact if they have reason to believe someone could hurt themselves or someone else. The more people are aware about how to help someone wanting to commit a murder or suicide, the more likely that person is to get the proper care and treatment needed before they commit it.

I attended the hockey game at Stillwater High School between Hermantown and Mahtomedi on Feb. 2. I have been going to hockey games back to the North Stars and many of the high school’s games. I have never seen anything like what transpired at this game. In my opinion, this wasn’t a game — it was a brawl. Forget the skating or passing the puck, as there wasn’t much of that going on.

From the very beginning it was penalty after penalty.

A couple of times there were three members of each team in the penalty box. I saw one player face down on the ice and an opposing player grabbed his helmet and smashed him face first to the ice. Another incident was where a face mask was grabbed and the player swung around. There was a pileup at the net where there were so many players involved that the referees had to take the players, who were all swinging, off one by one.

These incidents could have caused some major damage.

I was really upset at the end of the game when Mahtomedi lined up to shake hands and Hermantown just skated off the ice. What happened to sportsmanship or common courtesy? Where were the coaches? Why didn’t the referees stop this insanity and call the game off? Do the referees have the authority to call a game?

I do not have a child playing at this time, but as a parent I would not want my child to be a part of what went on. The actions or lack thereof should not be allowed to continue. Kids are being hurt physically, as well as mentally, to say nothing of what these actions are teaching the younger kids.

Born on January 14, 1940, to George W. and Louise Bremer Benz, in St. Paul, Minnesota, passed away on February 1, 2019 in St. Paul. He was a descendant of the Hamm’s Brewing, the Jacob Schmidt Brewing and Bremer Bank families. George was a graduate of The St. Paul Academy and Summit School in 1958, Williston Academy in 1959, University of Munich and Goethe Institute (Germany) in 1961, Colgate University in 1963, and The University of Minnesota Aeronautical Engineering and Business Law in 1965. George married Karen Bassett of Mora, MN in September, 1972. He was preceded in death by his parents and sister, Josephine Benz Carpenter. George is survived by his sons, George and Theodore (Derek); daughters-in-law Stephanie and Elizabeth and two grandchildren, Theodore (Finn) and Hendry, as well as a sister, Louise Benz Plank of Buffalo, Wyoming.

George was the Chairman of the Board of American National Bank and Trust and Co-Chairman and CEO of American Bancorporation, Director of Commercial State Bank, Lake City State Bank, and American Bank and Trust of Moorhead. He was also CEO of George Benz and Sons and Owner of Oak Grove Dairy, and President and Director Jacob Schmidt Company. Along with his professional career, he cared deeply for many local associations serving as Vice President and Director Indianhead Council- Boy Scouts of America, Vice President and Director Minnesota Club, Vice President and Director Minnesota Chamber of Commerce, Trustee Children’s Hospital of St. Paul, Treasurer and Director Ramsey County Lung association, Treasurer and Director Minnesota Society for Crippled Children and Adults, Trustee of the Courage Center Foundation, Director Junior Achievement of the Upper Midwest, Director Optimist Club of St. Paul, and Founding Financial Advisor Mounds Park Academy. He also served on the boards of the United Arts Fund, the United Way Fund, Norwesco, Horton Manufacturing, Bellanca Aircraft Corporation, Quintero, White Bear Yacht Club, and Desert Mountain golf clubs.

George’s love of flying began at age sixteen when he earned his single engine pilot’s license. While attending Colgate he furthered his flying dreams by attaining his Commercial, Certified Flight instructor, air land and sea, multi engine and instrument ratings. He was Vice President and Director of Aqua Float Corporation, Vice President and Director of the Cessna dealership, Wings Inc. and then worked his way up to Vice President at Cessna Aircraft Company where he met the love of his life and co-pilot, Karen. Together they dedicated their lives to various philanthropic endeavors and traveled the seven continents. He shared his love of golf, winning the White Bear Yacht Club Invitational Championship, as well as a Mr. and Mrs. Championship; his love of skiing by producing the film “Alta Man”; sailing, hunting, boating, fishing and hockey with his family.

Auto parts store robbers caught, convicted

WHITE BEAR LAKE — In November 2017, O'Reilly Auto Parts on County Road E was robbed and an employee at the store shot his personal fi rearm in self-defense as the robbers fled.

It turns out the robbery was part of a string of six auto parts store robberies in the Twin Cities metro beginning earlier that summer, according to United States Attorney Erica H. MacDonald.

The case was federal because the four men charged and convicted violated the Hobbs Act, which relates to robbery affecting interstate commerce, according to the District

of Minnesota U.S. Attorney's Office.

Since so many O'Reilly Auto Parts stores, an interstate chain, were robbed, the case went before a federal jury in Minneapolis at the end of January.

The jury found Tony Lendell Reed, 32, of Tennessee, guilty of six counts of interference with commerce by robbery Feb. 1. Three other men have also pleaded guilty to Hobbs Act robbery in connection with the case. Orlando Lorenzo Harris, 36, of Minneapolis, pleaded guilty to two counts of Hobbs Act robbery. Derf Reglan Rahine Reed, 46, of Chicago, pleaded guilty to one count. Tyrell Dandre Campbell, 24, of Minneapolis pleaded guilty to one count.

The White Bear Lake Police Department helped investigate the robbery in White Bear Lake.

Two men wearing masks entered the store just before closing time at 2027 County Road E, according to Press archives. They detained three employees in the back room of the store, displayed a weapon and fled with money. The employee who escaped the ties and fi red at them as they ran away was lawfully in possession of a small-caliber handgun.

The Minnesota Bureau of Criminal Apprehension DNA-tested zip ties used in some of the other robberies. The results were linked to Reed, according to a criminal complaint fi led in U.S. District Court. The Minnesota FBI obtained

call records from Reed’s cell phone via court order.

Federal investigators built their case around the cell phone data, which showed it in close proximity to each of the robberies.

On Nov. 29, one of the defendants asked residents in White Bear Lake to use their cell phone because he was running from gunshots. He had emerged from the woods sweaty and covered with leaves, the witnesses reported. They allowed him to use their cell phone. Cell phone data showed he called the same number that had just called his phone minutes earlier.

Officers found money along the path between the store and where he emerged from the woods.

• A 49-year-old North Branch woman reported the fraudulent use of her credit card in the 1200 block of White Bear Township on Jan. 30.

The charges were reversed by the credit card company.

• A shoplifter was apprehended at Cub Foods on Meadowlands Drive for practicing his craft the afternoon of Feb. 2. The 26-year-old local man was jailed on two felony warrants for assault and theft from Anoka and Hennepin counties and on a misdemeanor warrant out of Ramsey County for disorderly conduct.

• A 54-year-old North Oaks man reported on Jan. 31 the theft of a trailer from a business parking lot in the 4000 block of White Bear Parkway.

The trailer was last seen on Jan. 20.

• An unknown male made off with energy drinks valued at $30 the morning of Feb. 2, according to footage observed on store video at Cub Foods.

• Deputies responded to a domestic incident the afternoon of Feb. 2 in the 1300 block of Jonquil Lane. An adult female reported that she was

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • A resident in the 300 block of Wildwood Avenue on Jan. 31 reported two snowmobiles stolen.

• The deputy treasurer for the city of Birchwood reported damage to the lift station by unknown persons who drove a vehicle into Wildwood Park at the intersection of Wildwood Avenue and Owl Street overnight Jan. 31-Feb. 2.

Dellwood • A resident in the 40 block of Eldorado Circle on Jan. 28 reported fi nding mail belonging to a White Bear Lake resident at a utility box near the end of his driveway.

Deputies returned the mail to its owner.

• A resident, 80, in the 100 block of Dellwood Avenue on Jan. 31 reported being a victim of fraud after she received a phone call from a party posing as her grandson who stated that he needed money to get out of jail. As instructed, the complainant bought $2,000 in Best Buy gift cards and called the party back to give him the numbers on the gift cards. The complainant was contacted the following day by the same party, who told her she needed to send him an additional $2,000 by buying Target gift cards and giving him the numbers, which she did. Washington County Sheriff's deputies educated the complainant about frauds and advised her to contact her credit card company to report the fraud.

• A Morris woman, 49, was arrested at 2:40 a.m. Feb. 3 for DWI after deputies came upon the subject

and her vehicle off the road at the bottom of a steep hill near Dellwood Road and Heron Avenue N. After deputies assisted the subject up the steep hill, they administered the field sobriety test, on which she tested at more than twice the legal limit.

Grant • A resident in the 9000 block of Ivy Avenue N. on Jan. 28 reported his mailbox damaged.

• A resident in the 11000 block of Lockridge Avenue N. on Feb. 1 reported receiving a phone call from her bank's spoofed caller I.D. asking for personal information.

The complainant did not give out personal information but phoned her bank instead to ask if they had tried to contact her. When she tried to call back on the spoofed number, she received a recording that said, “This is not a good number.” Deputies advised the complainant to change all her passwords and codes.

• A West Lakeland Township woman, 58, was arrested and charged at 12:15 a.m. Feb. 2 on Manning Avenue N. and McKusick Road N. for fourth-degree DWI and third-degree test refusal after being pulled over for speeding 98 mph in a 55 mph zone and displaying drunken conduct.

Mahtomedi • A St. Paul woman, 49, was cited at 11:18 p.m. Jan. 23 on Lincolntown Avenue and Robert Street for driving after revocation. She was issued a written warning for equipment violation and for failure to provide proof of insurance after being pulled over for an inoperable headlight. The motorist told deputies that she sometimes needs to

hit the headlight for it to turn back on. The motorist also told deputies that she did not have a license and that she had just purchased the vehicle. Deputies conducted a computer check and discovered why she didn't have a license.

• A resident in the 90 block of Wildwood Beach Road reported his neighbor for trespassing on his property Jan. 25 and wanted her charged with trespassing because she drove over a small corner of his yard whenever she backed out of her driveway. When deputies inspected the scene, they noted tracks in a very tiny piece of the complainant's property, the neighbor's large pickup truck and the extremely narrow road over which the neighbor must maneuver. When deputies spoke to the neighbor, she stated she was not driving on the small corner of the complainant's yard on purpose.

Deputies advised the complainant that they would not be charging his neighbor with trespassing and advised him to put up a fence.

• A Woodbury man, 20, was arrested Jan. 25 for violating a domestic abuse no-contact order after he contacted the party in the 100 block of Ridge Way who had an order out against him. The complainant told deputies she has been constantly contacted by the subject through Facebook, Snapchat and by phone. The complainant said that when she blocks those numbers and accounts, the subject creates new fake accounts to contact her again and again until she blocks those new accounts.

• A resident in the 200 block of Kenwood Street on Jan. 25 reported the theft of her Waste Management garbage can the previous morning.

• A White Bear Township woman, 27, was cited at 7:42 a.m. Jan. 26

on westbound Wildwood Road at Wedgewood Road for speeding 46 mph in a 30 mph zone after deputies northbound on Mahtomedi Avenue and Crocus Street clocked her on radar. When deputies asked the motorist if she knew how fast she was going, she said she didn't know. A computer check showed the driver with an extensive history of speeding. After receiving her citation, the subject sped away from the traffic stop scene.

• A wallet was reported found by a customer near the gas pumps at the Freedom Valu Center in the 1000 block of Wildwood Road Jan. 27 and turned in. As its owner lived near the gas station, deputies returned the wallet to her immediately.

Pine Springs • A 27-year-old New Richmond, Wisconsin, woman was cited Feb. 1 on the ramp to northbound Hilton Trail N. from westbound Highway 36 for speeding 70 mph in a 55 mph zone after she passed westbound deputies and accelerated to 77 mph on a portion of the highway where the speed limit drops from 65 mph to 55 mph. When deputies asked the motorist if she saw them and why she would pass a squad car, she said she didn't know.

Willernie • A dispute over parking was reported Jan. 28 after a resident in the 300 block of Stillwater Road argued with the owner of a neighboring business over parking issues.

The business owner said that the subject cursed at him and tried to enter his place of business. The subject then became upset when deputies told him he had to move his vehicle in accordance with the city's parking laws.

PUBLIC SAFETY BRIEFS Handicap parking violation leads to drug charge A Vadnais Heights woman was charged with felony fifth-degree drug possession in Washington County court Jan. 11 after Woodbury police noticed a handicap placard violation in the Marshall’s parking lot Jan. 9. Penny L. Walker, 43, was identified as the driver and sole occupant of the vehicle. She admitted the placard was not hers. After the officer ran her information through the computer, it returned a felony drug warrant out of Ramsey County. Walker was taken into custody on the warrant. An officer also observed a purple “dugout” and marijuana pipe in plain view in her vehicle and found a scale and small amount of marijuana in her purse, plus an unmarked bottle of pills identified as traxodone hydrochloride. A sunglasses case contained a glass pipe and small baggie with a white crystal-like rock confirmed as methamphetamine. A review of Walker’s

history also showed prior felony drug possession in Carlton County. Maximum sentence is five years and $10,000.

Area woman charged with felony drug possession A White Bear Lake woman was charged with fifth-degree drug possession, a felony, in Washington County court Jan. 18. Sarah R. West, 28, was arrested Jan. 17 at the Woodbury Walmart after a female customer was observed ripping a tag off a purse at the store and putting her own purse inside it. The woman paid for several items in the self-checkout lane, but not the purse. Law enforcement was called. During a search incident to arrest, police located multiple prescription pills in the purse, including controlled substances Lorazepam and Clonazepam for which West has no prescription. She was also charged with misdemeanor theft. Maximum sentence is five years and $10,000.

Driver crashes into police squad A White Bear Lake Police officer was hit while on patrol in his squad in the 1400 block of Highway 96 the afternoon of Feb. 8. He received minor injuries and was transported to the hospital. The officer is expected to fully recover, reported Capt. Dale Hager.

The Ramsey County Sheriff’s Office is investigating the incident. The other driver was cited for driving after revocation, no insurance, failure to yield and a windshield covered with frost, according to Coordinator Randy Gustafson, sheriff’s office communications.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • Theft of a vehicle was reported in the 3500 block of Century Avenue Jan. 31.

• A man reportedly stole $175 worth of scratch-off lottery tickets in the 2400 block of County Road F Feb. 1.

• A 44-year-old Stillwater driver was arrested for DWI in the 4600 block of Highway 61 Feb. 1.

• A bar fight was reported in the 3200 block of White Bear Avenue Feb. 2. There were no arrests or citations from the mutual fight.

• A 36-year-old driver was cited for fourth-degree DWI in the 3200 block of White Bear Avenue Feb. 2. His breath test recorded a 0.15 concentration level.

Wright was right: form and function fuel design

Iconic architect Frank Lloyd Wright was guided by the philosophy that “form follows function and imparts the character of a structure.”

Avid water sports and iceboat enthusiast John Stasieluk and contractor Mark Olson of Applewood Builders are applying Wright’s philosophy. They have designed a barn that is functional and architecturally unique for Stasieluk’s vintage boats and a 38-foot Johnson showpiece iceboat named Phantom.

“I interviewed a half dozen contractors before I found a guy who understood my vision. Mark Olson just gets it … and he’s a master carpenter,” said Stasieluk. Both men share pride in a project that is an ode to persistence and history.

A new-fashioned barnraising by an old-fashioned home A barn with sleek lines but old-fashioned flavor is rising just a stone’s throw from the eastern shore of Bald Eagle Lake. The august solidness of the madeto-measure barn and the intoxicating balm of roughsawn Ponderosa pine impart both awe and comfort.

The barn is noteworthy in design, but its form and character are clearly inspired by its predecessor a grand old home. The barn shares many features with John and Linda Stasieluk’s 90-year-old Tudor manor 20 steps away, designed in 1929 by Ellerbe Architects for oil company executive A.W. Gutterson. A quaint guest cottage that once served as a stable is the residence of Andy and Linda Power, whose family were former owners of the small estate.

The main house has style hallmarks of the era: quirky elevation changes, iron sconces, elaborate plumbing, ceiling beams and a robust use of wood. Its façade evokes an English cottage with Tudor elements and a Dutch hip roof. Extended eaves, known as hay hoods, enhance the storybook charm.

Owners John and wife, Linda Stasieluk, a graphic artist and product designer, spend their weekends “up north” on Bald Eagle away from their current residence in Edina. They love their lakeside Tudor.

John noted, “We’ve been plotting our departure from the western suburbs to White Bear Township for more than five years.” Renovations on the home will be scrupulously made over time.

With a forthcoming move and a passion for sailing and iceboats, the Stasieluks needed a spacious storage structure that would echo the historic homestead, appeal to neighbors and meet the standards of the township’s oversight.

The design checklist was growing: lengthy clear spans for tall masts and imposing ice boat gliders, and architectural replications of the home’s distinct features including hay hoods, Tudor trim, Dutch hip roof accents and Oxford brown material to match the home’s clay tiles.

Not your grandfather’s barn Stasieluk’s persistence is paying off in a comradeship with Mark Olson of Applewood Builders, who loved the idea of building a post-and-beam barn.

“After 40 years in home construction, we’ve done all sorts of remodels and renovations but this is a unique opportunity. It’s been great collaborating with John because I have always wanted to build a barn like this,” Olson said.

With input from White Bear architect Scott Mower of Progressive Architects, Stasieluk and Olson decided upon a 26-by-44-foot custom-designed post-and-beam structure from Sand Creek Post and Beam of Wayne, Nebraska. Sand Creek designs and engineers custom wood barn kits with soaring ceilings and architectural details directed by their customers. The sturdy post-and-beam system incorporates brawny bents that support the rafters that are then attached onto solid wood beams and braced with plates and bolts.

Stasieluk, Olson and Sand Creek zeroed in on a

final design after 10 revisions and constant focus on character, purpose and function.

Olson toured Sand Creek’s Nebraska assembly plant to evaluate the design process. He had never constructed from a kit of pre-engineered materials. He said, “I had some trepidation until three semis rolled onto the site with perfectly ordered lumber and 100 pages of engineering plans. The kit was so complete, the only modifications were a few additional windows.”

Their collaboration is only a few weeks from completion and Stasieluk’s regard for Olson has grown along with the barn. “Mark has the ability to pass on his tribal knowledge, a wealth of information to younger guys. He and his crew do what they say they’re going to do.”

administrative side of their business and their “Carpenter and the Artist” blog found on ApplewoodRemodelers.com. They started Applewood Builders in 1983 and offer full-service home renovation and, now, post-and-beam barns.

Folding chiseled and scarred hands, Olson accesses his long career in building. “My goal has always been to love what I do and to do it right. I don’t have a customer who isn’t still a friend … like John.” He credits Stasieluk for his tenacity and vision, and both men laud Sand Creek’s designers and engineers.

Back in the barn, kerosene heaters purr as the Applewood crew places the loft’s weighty stair stringers into place. There’s a bold twist on tradition going up on the sunrise side of Bald Eagle Lake. Its history will speak for itself.

lation, something the city included in its 2011 strategic plan, read a memo to commissioners. With a 1 percent vacancy rate, there is “pent-up demand” for such rental units that the proposed project will help alleviate.

According to Schafer Richardson Project Manager Trevor Martinez, rent will range from $1,100-1,300 for a studio to $2,020-2,200 for a three-bedroom apartment. Their primary market, according to Martinez, are people making at least $50,000 a year.

When he heard the rates, Commissioner Erich Reinhardt observed that rents are well above an average mortgage. “This is not poor-people housing,” he said.

In fact, the city tried to negotiate with the developer to get a percentage of units set aside for affordable housing, but they refused.

Karen Bushee bought her Linden Avenue townhome 24 years ago. “This will have a dramatic impact on my quality of life,” she stated, singling out both noise and traffic as issues.

When she told commissioners some of her neighbors are considering moving, others in the audience muttered, “me too.”

“That is sad,” Bushee said.

A representative for the developer feels the project fi lls a need for rental housing.

“Schafer Richardson is very interested in White Bear Lake,” said Maureen Michalski, vice president of development. “We think we can contribute to the community in several key ways. One is an increase in tax base and second, beyond the vacancy need, is a product type not available in any quantity here.”

According to Crosby, the developer is investing $30 million in White Bear Lake. An equivalent investment in single-family construction would require 45.5 acres of land and only produce 135 units.

Asked what the project would provide in tax revenue, Crosby said about $450,000 in property taxes; $75,000 of which would be the city’s portion.

Laura Kunde, president of the Linden Place Townhome Association, was blunt in voicing her opposition.

“Homeowners do not want it here,” she said of the project. “I’m concerned about a parking shortage and traffic doubling in the area. We don’t see this as a positive thing. We’re asking you to take into consideration people who

live here and pay taxes.”

A traffic study predicts an increase of 936 trips per day, or almost double current vehicular traffic. Of that number, 42 percent is expected to access County Road E and 57 percent will access the site via Linden Avenue. As for parking, city code requires two parking stalls per unit, half of which are fully enclosed. The proposal provides 1.45 stalls per unit.

A newer townhome owner, Dierck Oosten, moved to the city for its quality of life — meaning low-level structures and interaction with nature. “I can safely say I would not have purchased my townhouse if this structure existed. It’s a monstrosity,” he said.

Speaking in favor of the project was Tom Snell, executive director of the Area Chamber of Commerce. Snell told commissioners the development will “have a positive and transformative impact on the County E corridor, offering a rental choice for both younger people looking to become permanent stakeholders in the White Bear area and older people looking to downsize.”

In Commissioner Mark Lynch’s view, if the city is going to have projects like White Bear Apartments, the County Road E corner is the place to do it.

but such a development is overdue,” added Crosby. As a fully built-out community, the city has few parcels of this size to accommodate future growth.

The Planning Commission, minus Mary Alice Divine and Marvin Reed, recommended approval of the concept plan 5-0 to the City Council. The council will yea or nay the plan Feb. 12.

Once a concept plan is approved,

there is little authority to deny the next stage of the review and approval process as long as it complies with the concept plan. The applicant has six months from the date of City Council approval to apply for a development stage planned unit development.

Once a building permit is issued, construction is expected to take 16 months and conclude in the fourth quarter of 2020.

Parenteau and John W. Johnson shared their historical connections to European settlement in the area from the late 19th to early 20th centuries.

Parenteau comes from a long line of French Canadian and Irish settlers, she said. She is related to the Vadnais lineage, for whom Vadnais Lake in Vadnais Heights is named. She also comes from the Peltier lineage, a common name in White Bear Lake area history. Parenteau said her research shows that a large migration of French Canadians to the area may have been a parish that followed a priest to the area.

St. Mary of the Lake Catholic Church still has connections to this history, she noted.

John W. Johnson shared how his grandfather emigrated from Norway in 1893 to work with a Norwegian sailor in White Bear Lake. He eventually started his own boatbuilding business, Johnson Boat Works.

About 10 percent of the population of Norway left the nation in the late 1800s due to the U.S. Homestead Act that offered 160 acres of free land after five years of farming. The prospect was highly advertised in Norway, where farmland was scarce for the growing population. Most of the emigrants were poor, adventurous farmers.

Although the immigrant population of Minnesota was growing, not many people began settling in

the White Bear Lake area until the 1930s, said Sara Markoe Hanson, executive director of the White Bear Lake Area Historical Society.

The year-round population of the area in 1860 was 350. By 1930, it had climbed to 6,300. From 1870 to 1910, the area was a summer resort destination, spurred by a railway from St. Paul to Duluth and streetcars from the city to the lake.

Guests often stayed for a month or the whole summer, in cottages if they were well-off or in resort

rooms or camping if they were middle-class. Guests brought beds, furniture and wall hangings to put in their tents for the summer. The lake destination was advertised in the south as a place to escape mosquitoes and malaria. Southern visitors were advised to take a steamboat up the Mississippi to Minneapolis and then hop the new train to White Bear Lake.

Resorts lined the western shore and an amusement park was located on the eastern shore. A steamboat carried guests to different destinations on the lake.

A full orchestra played on a boat in the evenings and people danced along the shorelines as the vessel traveled up and down the lake.

As the resort era dwindled due to the advent of the automobile, the White Bear Lake area became home to more European settlers. On the west side of the lake, there were significant populations of French Canadians, Germans, Swedes and Norwegians. On the east side were significant populations of Luxembourgers, Danish, Irish and English.

In those days, diversity in White Bear Lake was mostly linguistic and cultural, not racial. Immigrants continued to speak their native languages in churches and at home, but those languages largely faded away with the passing years.

Part of her work involved interviewing refugees, which was meaningful to her because her parents emigrated from Rwanda to Canada as refugees when she was a child.

“Compared to other states, Minnesota is a very welcoming state to refugees,” she said.

The president sets the ceiling for the number allowed in each year.

1919 The merry crew broke loose again last Saturday night. This time a sleigh ride was substituted for autos; and 28 members strong, they burst in upon R. J. Bloom and wife at White Bear Beach. It was a surprise party and were nearly all in costume as little boys. Our informant’s countenance was one broad smile whilst recalling for our edification the parts taken by each little boy in his performance; and evidently his recollections of the occasion were both vivid and pleasant….

1944 Henry Hoffman has just received another carload of fruit from his Rio Grande river groves. This lot contains oranges, grapefruit, tangelos and temple oranges. Henry is just starting his tangelos and this is the fi rst and a small crop. Henry is making a success of his fruit business. One attraction of his fruit is it is ripened on the trees, which means much….

The Mahtomedi gymnasts won the Metro East Conference meet for the 11th straight season and had the top three individuals in action Saturday at Henry Sibley.

The Zephyrs, who went 6-0 in conference duals, rolled up 145.15 points.

They were led by Bella Frattalone, who won all-around (37.5), vault (9.55), bars (9.65) and floor (9.35). Kate Ryan was second in all-around (36.55), bars (8.85), beam (9.2) and floor (9.3), and third in vault (9.2).

Kerri Manders won balance beam (9.3) and took third all-around (35.55).

The team “stuck” all five routines on beam (no falls), with Zoe Bush placing fourth (8.9) and Annika Daniels eighth (8.0). Caylee Greeder took fourth on floor (9.05), and eighth on vault (8.25) and bars (7.65).

“After being forced to reschedule the conference meet due to (cold) weather, we weren’t sure who we would have competing early Saturday morning,” said coach Debbie Driscoll. “But everyone was there. This team shows up for each other and they show up to win.”

Bears send ski racer to State Ninth grader Maggie Blanding of the White Bear Lake Alpine Ski Team placed third at the Section 7 Championships at Giants Ridge Feb. 5 in Biwabik. She will challenge the state's best racers Feb. 13 at Giants Ridge.

Blanding also led the girl's team to sixth place out of 20 overall at the section meet. White Bear skiers included Alexandra Weinberg (who placed 27th individually), Caroline Grubs, Chloe McCalla, Lydia Jungman and Anna Lomoro. Stillwater placed first overall in both the girls and boys races.

“This is Maggie's second year in a row qualifying for the state meet,” noted Alpine coach Fred Feirn. “She is also the top ranked skier in the SEC conference. Maggie has put in a lot of quality training time and effort this season and it has paid off. Course conditions at the section race were great. Maggie skied the steep pitch aggressively compared to the other girls and carried her speed through the flats all the way to the finish line.”

Meanwhile, Luke Parzyck notched his 100th victory, and it came by Centennial’s Luke Breuning in a duel of highly-ranked 285-pounders. Parzyck, ranked No. 2 in Class 3A, won 4-0 over Breuning, ranked No. 6. The Bears beat Tartan 48-15, North St. Paul 63-14 and Centennial 59-18. They lost to No. 3 Totino-Grace 5-1, beat No. 8 Orono 3-1 and lost to No. 1 Hermantown 2-1 in overtime. Meanwhile, the Zephyrs have lost twice to Class 2A’s No. 5 ranked St. Thomas Academy, 4-1 and 7-1.

Myers earns 3rd state trip in Alpine Trygve Myers of Mahtomedi placed sixth in the Alpine Ski, Section 7 meet, qualifying for state, on Tuesday, Feb. 5, at Giants Ridge in Biwabik.

Myers, a senior, had times of 38.68 and 39.24 in his two runs for a total of 1:17.92. The champion, Kaarl Damberg of Mounds View, had 1:14.90.

The state meet will be held Wednesday (Feb. 13) at Giants Ridge. Myers placed 24th at state last year and 39th in 2017.

The 6-6 junior guard broke the school record of 50 set by Mike Patterson in 1961, after coming close with 48 on Jan. 15 in a 82-67 win over Hastings.

Against the Pioneers, Hadley was on fire, sinking 22 of 26 field goal attempts, including all four 3-pointers, and was 4-for-4 on free shots. He is averaging 30.1 points.

White Bear Lake wrestler Luke Parzyck notched his 100th victory last week, becoming just the second heavyweight to achieve the milestone in coach Craig Nasvik’s three decades. The big kids have to wrestle older opponents for most of their career so it’s harder for a 285 pounder to reach 100. Also an all-conference offensive lineman in football, Parzyck is 26-1 this year and ranked No. 2 in Class 3A. He’s 100-26 in his career with 29 pins and two state trips so far.

Bears’ two standouts head back to state in Nordic ski

Olivia Schwintek earned her fi fth trip to the state Nordic Ski meet and will be joined by Tryg Solberg after each placed high in Section 4 last week.

Solberg was runner-up and Schwintek placed third, a career high, at Hyland Park Reserve in Bloomington. Forest Lake was champion in both races.

“State meets are very exciting, and the atmosphere is great, with lots of good competition,” said Schwintek, who made all-state the last two seasons with 12th- and 20th-place fi nishes.

“I get nervous for state meets because I want to have a solid race as the culmination of the entire season. I know a lot of the people I compete against, and we all have enjoyed getting to know each other over the years.”

Solberg’s total time of 27:12 was 11.5 seconds behind champion Matthew Bourne of Mounds Park

Academy. Solberg fi nished the classic in 14:36.6 and the skate in 12:35.4.

Schwintek’s total time was 32:31.1 including 17:29.5 in classic and 15:01.5 in skate.

The two Bear seniors will compete in the state meet Thursday at Giant Ridge in Biwabik. This will be Solberg’s second trip; he placed 29th last year.

The Bear girls placed fourth among 11 schools. Clarise Larson placed 20th, Lauren Loppnow 27th, Emily Brockberg 34th, Megan Ryan 60th, Maddie Bystrom 62nd and Camden Bachmeier 66th.

The White Bear Lake boys fi nished seventh.

International musical connection Music Without Borders, an international musical evening, was held at Mahtomedi High School Jan. 31. The 2019 International Exchange marks the 18th year of this program and the eighth reciprocal exchange where Cedes Don Bosco has traveled to Minnesota. Academy receives Bush Foundation Grant Level Up Academy, a free, public K-8 charter school in White Bear Lake, has been named the recipient of a

$47,000 grant from the Bush Foundation. The grant will be used to develop the school’s individualized learning program. Six teachers will develop a curriculum allowing students, teachers and families to have personalized learning plans. Using a technology platform to earn badges along the way, all learners at Level Up Academy will document their growth and take ownership of their learning journey.

The Minnesota Department of Education (MDE) is looking for eligible schools and organizations to sponsor the SFSP and provide free meals to Minnesota children 18 and under during the summer when school is out. MDE provides sponsors with SFSP training, on-site technical assistance and meal reimbursement funding for providing meals to children 18 and under in areas of economic need. Program sites are often located at local schools, recreation and community centers, parks, family housing complexes and other locations operated by youth, cultural and faith-based organizations.

SECTION 4. SEVERABILITY. Should any section, subdivision, clause or

Up until a few weeks back, it had been a rather uneventful winter. How quickly it can change.

After getting slammed by the Siberian Express (that’s the term used before the Polar Vortex), snow finally made its way into the picture.

Heading into this month I totaled 18.6” of snow; as of Feb 10 we totaled 16.4” with more expected. If you don’t have a plow service, you can take comfort in that the snow has been dry and “easy” to shovel. We’ve had snowfalls of 4.0, 8.0 and 4.3”. I should mention I still have a layer of thin ice under the snow from the February 4 ice event. Get out there and enjoy!

2019 SUMMARY BUDGET The purpose of this Report is to provide summary 2019 budget information concerning the City of Mahtomedi to interested citizens. The budget is published in accordance with Minn. Stat. 471.6965. This budget is not complete; the complete budget may be examined at Mahtomedi City Hall, 600 Stillwater Road. The City Council approved this budget on December 4, 2018.

PLANNING COMMISSION PUBLIC HEARING NOTICE The City of White Bear Lake Planning Commission will hold a public hearing in the City Council Chambers at City Hall, 4701 Highway 61, White Bear Lake, Minnesota on Monday, February 25, 2019 beginning at 7:00 p.m. to hear and make a recommendation to the City Council on the following requests: A. Case No. 19-1-Cup & 19-1-V: A request by Walser Polar Chevrolet for a Conditional Use Permit for vehicular sales and showroom in the B-3 district, per Code Section 1303.140, Subd.4.h; a Conditional Use Permit for site plan approval in the Shoreland Overlay district, per Code Section 1303.230, Subd.6; and the following variances: • A variance to reduce the minimum building size requirement from 20% of the lot area to 14.2%, per code section 1303.140, Subd.4.h.1.e; • A variance from the 30% maximum impervious area to allow 81.8% impervious area, per code section 1303.230, Subd.5.a5; • A 10 foot variance from the 15 foot hard surface setback from the south property line, per code section 1302.050, Subd.4.h.17.a.1; • A 10.5 foot variance from the 20 foot hard surface setback from the east property line, per code section 1302.130.

Customers may be local, regional or national. Westerling prefers the local business because he loves interacting with customers.

Often, he says, people come in wanting to buy something tangible thinking that the price will go up.

Sometimes a customer will inherit an item or a whole estate, with no clue what they have. Westerling and his

team go into the home and make a list of every item, with their offer price.

The biggest mistake people make, Westerling said, is to clean an item.

“Do Not Clean,” he emphasized. “It totally destroys the collector value of any coin. Just box them up and bring them to us. We’re happy to sort and itemize and we can do it much faster.”

Westerling and his store manager Aidan Kelly, both love to be in the shop every day, “not knowing what

will walk in the door next.” And of course, Sonny, the labrador retriever, is in the shop every day to greet visitors.

CHURCH BRIEFS Restorative justice and healing from clergy abuse scandal In the wake of the clergy abuse scandal, the Archdiocese of St. Paul and Minneapolis has looked for ways to heal the harm.

St. Mary of the Lake Catholic Church will host Janine Geske at a restorative justice and healing event from 7 to 9 p.m.

Feb. 20. Geske, former Wisconsin Supreme Court Justice and Marquette Law School professor, has led conversations on restorative justice at the Vatican and throughout the world. Justice Geske will be joined by Father Dan Griffith from Our Lady of Lourdes in Minneapolis.

Father Griffith will introduce restorative justice in a biblical and theological context. Justice Geske will then share more about this work from her experience and introduce and conduct a healing circle.

Free parenting class Community of Grace Lutheran Church began Parenting 226 this month, a smallgroup series on parenting. Parenting 226 is inspired by Proverbs 22:6 and is focused on pointing children in the

right direction. Discussion groups are expert-led. Sunday mornings at 9 or 10:30 a.m. through March 3, Children’s Ministry Director Rachel Thoren will facilitate the small-group series “FamilyLife’s Art of Parenting.� A series on youth will be held by Youth Ministry educator Tiger McLuen from 6:30 to 8 p.m. Feb. 13, 20 and 27. Legislators push for funding to complete Lake Links Trail ST. PAUL – Sen. Chuck Wiger (DFL-Maplewood) introduced bipartisan legislation last week necessary to bring the completion of the Lake Links Trail closer to reality.

Sen. Wiger is chief author of SF 824 and co-author on SF 818, which would fund more than $4 million worth of construction on the multiuse trail. The legislation is being authored by Rep. Peter Fischer (DFL-Maplewood) and Rep. Ami Wazlawik (DFL-White Bear Township) in the House.

“Completing this trail has been a priority for me at the Capitol and is only possible thanks to the strong work of local partners like the Lake Links Association in advocating for its need,” said Sen. Wiger. “I also want to thank Sen. Roger Chamberlain for joining me in supporting new funding for this important trail. This trail will provide recreational opportunities for thousands of residents for many years to come.”

SF 824 and SF 818 will complete one segment of the trail around White Bear Lake (see accompanying map). The total appropriation for the two pieces of legislation totals $4,080,000.

“Finishing the Lake Links Trail will mean safer mobility and connectivity for people of all ages and abilities, and will do wonders for our region,” said Steve Wolgamot, Washington County Chair of the Lake Links Association. “We’ve been discussing this trail since 2001 and want to thank Sen. Wiger for being a leader in prioritizing this legislation at the Capitol. Once completed, we know that the Lake Links Trail will be a jewel in our community for accessible and safe walking and biking.”

Advocates like the Lake Links Association anticipate construction will conclude by the end of 2021 but will largely depend on how quickly the

engineering is completed. The Lake Links Trail Network Master Plan was approved by the Legislature in 2000. When the plan is completed, its segments will connect eight communities within two counties and link the Greater White Bear Lake Area to the Gateway and Brown’s Creek state trails.

City renews partnership with social health partner

MAHTOMEDI — Like he does every year, Jerry Hromatka, executive director of a nonprofit that provides mental health and social services, updated City Council on the agency taxpayers help fund.

Based in Shoreview, Northeast Youth and Family Services (NYFS) serves people of all ages and backgrounds in the northeastern suburbs. Its three major program areas are mental health, day treatment and community services.

Council approved the partnership agreement with NYFS at its Jan. 15 meeting and formally approved its 2019 contribution of $13,100.

As one of 50 municipalities in part-

nership with NYSF, Mahtomedi's contribution is but a small part of the organization’s $3.3 million annual budget that is supplemented with monies from contracts, fees and grants, Hromatka said.

NYFS has found that 80 percent of students do well in a normal classroom setting, but 15 percent need special services to be successful and 5 percent need to be pulled out of the regular classroom altogether and put in a special situation.

“We are solution-oriented and believe people can change,” Hromatka said.

“We don't ever ask, 'What's wrong with you?' We ask, 'What happened to you?' and 'How would you like it to be?'”

Hromatka quoted evangelical Christian Pastor Rick Warren, who said,

"We're products of our past, but we don't have to be prisoners of it."

As part of the process, NYFS promotes citizenship and being part of something bigger than oneself. “Kids who volunteer and give to others change their perception of themselves by giving and not receiving,” Hromatka said.

NYFS also emphasizes mindfulness — being in the moment. In an atmosphere of stress, NYFS recommends being in the moment by unplugging.

For example: don't go on a beach vacation just to sit on your phone, he said.

“Mindfulness works for people who have been traumatized — for them to be in the moment, rather than be stuck with what happened before,” Hromatka said.

Everyone in a partner community is eligible to receive services. Those communities also benefit through those helped by NYFS. The services provided by the organization help youth get ready to learn so they can be part of our workforce, Hromatka said. In addition, there are more adults living alone today than ever before, but these adults are less lonely because they have learned ways to connect to other people through services provided by NYFS. “We serve all ages, but the 5-to-21 age group is the major population we serve,” Hromatka said. In all, NYFS serves 4,000 youths, plus adults and families.

MAHTOMEDI CITY COUNCIL NOTES MAHTOMEDI — The City Council conducted the following business at its Feb. 5 meeting: • Approved the master service agreement and sales order form with Comcast. The company will provide communications and other services to the city for 60 months. Under the sales order form, Comcast will provide 100 Mbps Ethernet service to the Public Works facility at a rate of $486 per month.

• Hired Ken Bell for the Public Works maintenance operator position, contingent on successful completion of background checks. Bell has been an independent contractor/remodeler since 2001, on the Mahtomedi Fire Department since 2013 and captain since 2017. “The city interviewed four of the five applicants and chose a very good candidate who also works for the city,” Public Works Director Bob Goebel said.

• Hired Jerene Rogers as city clerk/administrative assistant. Rogers, who has been employed with the city for 18 years, has been the accounting clerk.

She will now serve a six-month probationary

period as city clerk/administrative assistant. Her salary will start at $67,184 annually in accordance with Step 3 of the classification schedule.

The city received 61 applications from all over the state. “It’s not surprising that the person we were looking for is the person we already had,” said Mayor Judson Marshall.

• Approved fi refighter housing lease agreements of paid, on-call fi refighters for the upper and lower duplex units at 198 Hallam Ave. • Approved a professional services proposal from WSB for an amount not to exceed $9,600 to help the city meet Rice Creek Watershed District (RCWD) permit requirements for the Wedgewood Park infi ltration system monitoring project.

In 2015, a pumping system was installed at Wedgewood Park Pond to meet RCWD permit infi ltra-

tion requirements for Phase 2 of the Historic District. The pumping system has endured many difficulties, such as pump failures, water level issues, monitoring inconsistencies and venting issues, said City Engineer John Sachi. The pumping system still has not met RCWD pumping and infi ltration permit requirements. The watershed district could cite the city for violation of the permit requirement unless Mahtomedi can come up with a solution to pump the required water and infi ltrate it into the ground at Wedgewood Park.

• Approved the 2019 mileage rate increase from 54.5 cents per mile to 58 cents per mile after receiving information from the Internal Revenue Service.

The city has relatively little personal vehicle use but will compensate mileage at the appropriate rate.

The council next meets at 7 p.m. Tuesday, Feb. 19, at City Hall, 600 Stillwater Road.
