Legislation banning TCE unveiled; DFLers want polluters held accountable

ST. PAUL — As promised, area legislators wasted no time introducing a bill banning trichloroethylene (TCE), the toxic chemical that made headlines in the Water Gremlin pollution fiasco.

Vowing to protect the well-being of Minnesotans, Rep. Ami Wazlawik (DFLWhite Bear Township) and other House democrats outlined a new plan Feb. 13 to prevent similar public health disasters from happening again.

“With input from many community members and my House DFL colleagues, I’ve assembled a package of legislation that protects workers, communities and the environment,” announced Wazlawik.

“Our plan addresses many of the concerns that Minnesotans shared with me and other legislators whose communities were impacted by the problems at Water Gremlin, including gaps in processes, lack of public engagement, and worker safety.”

The representative wants no Minnesotan to experience preventable health risks from exposure to toxic chemicals.

“The changes we’re proposing help ensure nothing like what occurred at Water Gremlin ever happens again,” she said.

At the top of the proposed legislation is a statewide ban on TCE, an industrial solvent that can cause serious health effects, including increased risk of certain types of cancer. The Environmental Protection Agency (EPA) classifies TCE as a “known human carcinogen.”

Kenya 2nd home for missionary couple

For 22 years, Nancy and Bob Brydges of Birchwood have been returning to their beloved Kenya to minister to abandoned and orphaned children.

They are helping children like 3-year-old Neema, who was just an infant when she was found on the bank of a crocodile-infested river.

She will get a second chance in life because of a children's home near Nairobi named after the Brydges.

A water main break was located in a White Bear Township water line on East County Line Rd. on Feb. 17. The water from the break inundated the City of Birchwood’s sewer lift station at Wildwood Park and several Birchwood residents experienced sewer backups. Pies with purpose: Sara’s Tipsy Pies opens storefront

For the last several years, Sara’s Tipsy Pies have been a staple at the Minnesota State Fair. Now that owner Sara Hayden has opened a retail storefront in Stillwater, locals need not travel far (or wait until August) to get their fix of her handheld pies, which come complete with a little boozy kick.

Sara’s Tipsy Pies grew from Hayden’s lifelong love of baking, which she inherited from her mother, along with a secret pie crust recipe. At the encouragement of a friend, she made the leap from home baking to professional baking around 2012, first baking in a community kitchen and later out of the basement of the Marine General Store. Her pies debuted at the Minnesota State Fair in 2015 and were immediately a hit; Hayden sold over 13,000 that first year alone.

The new home of Sara’s Tipsy Pies rests on the corner of Fourth Street and Churchill Street in Stillwater’s South Hill neighborhood. The move into the new space marks the first time Hayden, who lives in Oak Park Heights with her husband, Chris, and their five children, has had a brick-and-mortar location to not only bake pies but also serve them.

“This is a big step for us, because we never had a place that people (could) stop in and buy a ready-made pie,” she said.

The space also includes a viewing window, so that customers can catch a glimpse of the pie-making in action. “I

remember being a little girl and going over to Goggin’s (Candy), and you can watch the ladies dipping the candies into the chocolate,” Hayden said. “People always want to see us making pies … and a lot of pies aren’t handmade anymore; they’re made by machine. So, there’s that joy that we’re excited to share.”

Joining Hayden in the new digs are Shelley Scholtes of Silver Spoon Baker and Vivian Gurdian of Willow Coffee, whose products will also be available for purchase.

The desire to give back is at the heart of Sara’s Tipsy Pies, as Hayden donates a portion of the profits to the Down Syndrome Association of Minnesota, a cause near and dear to her, as her daughter

Madi was born with Down syndrome.

Hayden has big dreams for the future of her business, such as hosting baking classes and birthday parties, but for the next few weeks, she’s just trying to get through the rush of the holidays.

Willow Lake students take over Donatelli’s

We interviewed customers who came during the fifth grade Donatelli’s take-over on February 11. Guests included Roger Chamberlain (a member of Minnesota Senate), Chris Streiff-Oji (the principal of Willow Lane Elementary), Anne White and Kent White (parents of Zach White), Sandy Peters, Jenn Grace and Debb Hibbard (the third grade teachers at Willow Lane Elementary).

Sen. Chamberlain said, “It’s a great experience for the fifth graders, and is a great learning experience for the kids.” He also said it’s important and fun, but sometimes a lot of work. “My server was fast with my water and food, and I would rate this a 10 out of 10 because it’s a great project.” Mr. Chamberlain said.

Chris Streiff-Oji, principal of Willow Lane Elementary, said, “It’s an amazing, wonderful leadership opportunity. Marquis, our server, was excellent even though this was his first party of 17.” She rated it a 15 out of 10

because she loved the opportunity the fifth graders got.

Anne and Kent White said, “We love it because it’s an awesome experience for kids to think about working and it’s so great that they are helping HopeKids!

It’s wonderful because I feel like some of the kids have met Zach.” We asked if they are still in touch with HopeKids, and they said “Yes. We just sponsored a HopeKids movie and gave tickets away.”

They said they do a movie every month, especially in December, which is Zach’s birthday month. “The movies are very nice for the kids. We have been doing a Star Wars theme because those movies were Zach’s favorite.” We also asked them how they would rate their experience, and they said it was a 10 out of 10 because the food is great, Willow Lane is great, and it’s so amazing that the tips go to HopeKids!

City looks into electric charging stations downtown BROOKE WOHLRABE CONTRIBUTING WRITER

WHITE BEAR LAKE — The City Council was plugged in to the topic of installing electric vehicle charging stations at its Feb. 11 meeting. Council members heard from John Haine, regional general manager of Cummins and city resident, who spoke about the feasibility of installing the charging stations.

City Manager Ellen Hiniker said marketing personnel, both in White Bear Lake and Shoreview, investigated placing electric charging stations in a downtown White Bear Lake parking lot. Cummins is located in White Bear Lake and Shoreview, so the two staffs teamed up with Cummins team members to look at the installation of electric charging stations downtown as part of a city project.

“As I think people are aware, the city has a large parking lot reconstruction project coming up in spring 2021 and we want to talk about the possibility of including electric vehicle charging in the parking lot as part of that project,” Haine said.

Haine shared that Cummins was

founded in 1919 and opened in White Bear Lake in 2002. There are about 200 employees in White Bear Lake and 1,800 in the Twin Cities area. Haine said part of their company culture is community involvement. While Cummins mainly produces diesel engines, it produces a number of other products well, including an electric school bus, a product that was launched last year.

Haine said an electric vehicle charging station would attract travelers and visitors looking for a charging station and provide a good reputation for the city, as it shows it is environmentally aware. Shoreview, Edina, St. Louis Park and Elk River all have electric charging stations located in city parking lots. Haine said there is also potential for generating revenue.

A survey showed that 20% of Americans said their next vehicle will be electric, Haine said. A chart also showed a projection of the sale of electric vehicles over the next 10 years, which depicted a large incline.

“In the past two years alone, the market has seen new electric offerings from Ford, Porsche, Hyundai … and many other major manufacturers that are getting on the electric vehicle train,” Haine said.

Councilman Douglas Biehn shared that he owns a Tesla and can attest to the fact that finding chargers when he’s out and about is very useful. Biehn said the city wants to have one because if other nearby communities have one, people will travel there to charge their vehicle.

“We can either lead or be left behind, and I don’t want to be left behind. By all means, I will be supporting something like this,” Biehn said.

Councilman Dan Jones said that while he supports the idea, he’s not in favor of giving preferential parking treatment to those who have electric cars.

Councilman Bill Walsh wondered why, if such a large increase in electric vehicles is expected in the near future, is there a need for the city to put in charging stations now, when they will be popping up in a few years?

Hiniker said there’s a need to talk about the possibility prior to the parking lot reconstruction project.

“From staff's perspective, we will continue to look for opportunities to be involved in issues related to the work we’re doing with the climate smart action plan and opportunities to work

with our companies that want to explore different options,” she said.

In other business, the council: • Considered a variance request at 2490 East County Road F. The property owner requested two setback variances in order to locate a freestanding monument sign near the northeast corner of the property.

During the public hearing process, a neighbor expressed concerns about brightness when the sign is illuminated. Some noise complaints were also received at that time. The planning committee suggested approval with the understanding that noise complaints would be addressed. The council approved the variance.

• Approved a resolution supporting community development grant funding for the Pioneer Manor window replacement project.

About $450,000 was allocated from CBDG funds for the window replacement project. The lowest bid for the project came in at $321,000.

Rationing toilet paper

A

friend of ours and his family recently moved to Hong Kong after taking a job with an international company. His new job requires him to frequently visit China and Vietnam. Wondering how the family of four was doing cooped up by the coronavirus quarantines, we were delighted to see an update from them this week. She writes that her husband described the last flight back to Hong Kong from the U.S. as “a little eerie.” Now in Hong Kong, he has been working from home since he would be subject to a 14-day quarantine each time he travels. That would be 28 days round trip. The family has been juggling virtual schools, virtual workspace and a Wi-Fi band with overload. “In honor of the virus seeing its shadow, school is delayed another two weeks (now up to March 16).”

This week they put on their masks and headed out to see a movie where everyone had their temperature checked before they entered. It was great to see they had confidence enough to go out and enjoy a movie as a family. As we enjoy our freedom to move about in the U.S., at this point without masks and temperature scans, let’s all say a prayer for those affected by the virus, and for our doctors, medical teams and scientists to find a vaccine or cure to bring this to an end quickly. To all our friends and families affected, we want you to know we’re keeping you in our thoughts and prayers.

Lakeside Club As a kid, I remember the bustling, smoked-filled dining room at the Lakeside Club. More than 30 years later, three generations of our family have dined there together. The restaurant was best known for its steaks. The spunk and personality of the sisters who owned and operated it in the later years was also a draw for patrons. Over the years the stories go, you “get what you get” when you dine at the Lakeside. I loved the history, the stories that went with the photos on the wall, the old printed list of members on track-fed paper, the nickel-plated grill and much more.

My wife and I wanted to go one last time last week, while our kids were at confirmation class.

Due to the packed dining room, wait list and line out the door, we grabbed the only spot available in the building — at the bar. We didn’t mind a longer than usual wait for drinks as we took in the atmosphere and conversation with Mike and Jill from Mahtomedi, who were sitting next to us at the bar. We learned they were regulars at the Lakeside and they were fun to talk to. Jill mentioned they had gone to the Lakeside Club three times that week because they wanted to eat different dishes. We talked to the bartender, Nick, the grandson of the owners, and asked for a few of the famous popovers. He said they were sold out by 6 p.m. The meal was great, meeting and getting to know new people, and what topped off the night was getting Sue’s signature wave when I asked for something extra. She looked at me from the other end of that bar, made so famous by the movie “Fargo” and carefully adjusted her glasses with her middle finger. It was the perfect end. Thank you to the Mahmood family for being a hidden treasure in our community for more than 60 years.

You and the Lakeside will be missed!

Working with community members for a productive 2020 session

s I start another year serving our community in the Minnesota House of Representatives, I’d like to share what I’m working on and some opportunities for Minnesotans to get involved.

Vote in Minnesota’s Presidential Primary First, I encourage you to participate in Minnesota’s 2020 presidential primary. No matter what your party affiliation is, it’s important to cast your vote and help ensure that our government represents our shared values. Minnesota’s presidential primary will take place on Tuesday, March 3, but absentee voting has already begun. You can check your voter registration status or request an absentee ballot at the Minnesota Secretary of State’s website.

Minnesotans will participate in a presidential primary rather than Legislator a caucus this year, but precinct caucuses will still be held on Lingo Tuesday, Feb. 25. More information about the new process is available on Peter Fischer the Minnesota Secretary of State’s website: sos.state.mn.us Be counted in the Census The 2020 Census is just around the corner as well.

This once-in-a-decade count provides crucial data that determines how much federal funding our communities receive for schools, fire departments, hospitals, roads and bridges, and other crucial services that Minnesotans need and deserve. It’s also used to redraw congressional and state legislative districts to account for population changes. We must get a complete count to ensure that resources are distributed fairly and people have equal representation.

In March, the U.S. Census Bureau will begin sending information to every home in the state.

Please complete your census form so you can be counted. The future of Minnesota depends on it.

Share Your Priorities for the 2020 Legislative Session As the 2020 legislative session gets underway, I’ll continue to honor our shared Minnesota values of respect and cooperation. Last year, in one of the only divided legislatures in the nation, my colleagues and I were able to deliver a balanced budget that protected our core Minnesota values. I hope to build on that momentum this year.

One of our key priorities is making sure all Minnesotans have access to affordable health care.

We passed legislation to help address the rising cost of prescription drugs last session, but we can make more progress in this area.

Early care and learning is also a top priority. Every Minnesota child deserves a great start in life, but too many families are struggling with the high cost of child care. Expanding early care and learning opportunities doesn’t just help our state in the short run; it’s a critical investment for our state’s future success.

When numerous health and safety issues arose at the Water Gremlin facility last year, community members came together to call for change. I’m working closely with residents and state and local officials to improve the regulatory process so nothing like what happened at Water Gremlin ever happens again. I’ll keep fighting to ban TCE statewide, hold polluters accountable, strengthen worker protections, and protect the health and well-being of Minnesotans.

LETTERS TO THE EDITOR Free exchange of ideas needed I’m writing in response to Mr. Jim Brunzell, Jr.’s letter to the editor entitled “Senate Republicans sell out” on Feb. 5. He quoted MSNBC political contributor Jason Johnson’s opinion that the Republican U.S. senators are afraid of our president and that he is lawless.

I would like to refer him to Alan Dershowitz’s defense of the president and that he committed no crime worthy of impeachment. Mr. Dershowitz’s credentials as a lawyer, academic and scholar of the United States Constitution and criminal law is far more worthy of consideration than Jason Johnson, who is an associate journalism professor. It should be noted that Mr. Dershowitz is a liberal Democrat who voted for Hillary Clinton in 2016.

Jonathan Turley, a professor of public interest law at George Washington University, noted that the House hearing on impeachment lacked testimony from firsthand witnesses. He concurred that there was no proof that laws were broken by the president.

If Mr. Dershowitz and Mr. Turley are correct, the Republican senators were only voting the way they should based on what the Constitution says.

Lastly, Mr. Brunzell talks about courage, conscience and character and yet throughout his letter resorts to vicious name-calling. Name-calling only pushes us farther apart. I believe you can disagree with members of Congress on either side of the aisle, or the president, but let’s be civil and make sure the information one has is based on the facts and hopefully from multiple sources.

We need the free exchange of ideas both inside and outside of the government if we are going to retain the liberty this republic has afforded us for over 240 years.

Immature attacks In classic Trump style, a letter in last week’s Press contained an off-color personal attack on a private citizen who had used his Constitutionally protected freedom of speech right (which our great nation’s soldiers have fought and died for) to express an opinion about elected representatives.

Instead of providing any sort of reasonable and informed defense of Republican senators, the writer chose to stoop to the type of low-level attack used daily by our simple-minded, bullying president. We can only assume the writer has no actual argument in support of the senators’ weakness in allowing Trump to control their actions.

I’m a little surprised that Press Publications chose to publish the juvenile and offensive comments of the writer.

Of course, he, too, is entitled to freedom

I was very disappointed to read a letter to the editor that consisted of only name-calling. Under submission guidelines, it is stated that letters containing derogatory (or libelous) statements will not be published.

As a retired school psychologist, I worked in a White Bear Lake elementary school and worked hard along with all the school staff to teach students that name-calling was not appropriate. It is then very discouraging to read such a letter in the White Bear Press.

On the other hand, the letters about climate change have been enlightening about understanding different viewpoints, because while there have been some negative statements about people who don't agree with the writer, there have also been reasons given for the writer's point of view.

Granted, science is not without its share of errors. I, myself, take special pleasure in rejecting papers failing to pass statistical and/or experimental soundness. Regrettably, many peer-reviewed papers are published demonstrating unsound scientific aptitude, including poor experimental setup, incorrect statistical analyses, confirmation bias, or even reference use incorrectly. I would like to know where that list may lie on a scale of proficiency.

Climate change is real. Human causation is real. Reams of scientific literature across the world indicate it, heads of state recognize it, even the Pope claims it to be true. Mr. Nash, you are more than free to wear that skepticism badge proudly. However, your scientific and logical ignorance, whether purposeful or not, quickly devolves into anti-science mania that is the antithesis of common sense. I dread that you may be company to the likes of flat-earthers, anti-vaxxers or chemtrail believers who fail to use science and logic correctly.

I encourage you to reach out to me should you wish to engage in proper debate to speak about this, or most any scientific matter. I will buy the first cup of coffee, and all are welcome.

I think our local editor should review the Letter Guidelines published on page 4A of the White Bear Press: "Letters containing derogatory statements will not be published.”

The one-sentence "Not ready to fly" consisted solely of a derogatory attack on a reader without addressing any issue or idea. If I want to read crass insults, I'll check Twitter; I don't expect to read this in my local neighborhood paper.

In 2013 Al Gore said, “400 ppm of CO2 is a sad milestone. The fate of the world hangs in the balance.”

Renowned climatologists have declared doubling, even tripling CO2 levels would not have a major impact on the earth’s climate or temperature.

Einstein’s successor, renowned physicist Freeman Dyson of Princeton’s Institute of advanced study, said, “I like CO2, it’s good for plants, food production and civilization. The effects of CO2 on the climate is really poorly understood. Climate change experts have set themselves up as guardians of the truth and that is a dangerous situation” (June 1014).

In 2007, Gore claimed, “Temperature increases solely because more CO2 in the atmosphere traps more heat.”

Robert Giegengack, former chair of the Department of Earth and Environmental Sciences at the University of Pennsylvania: “That’s just wrong! For most of the earth’s history, the globe has been warmer than the last 200 years.

Variations in planetary alignment are most likely responsible.”

In “Inconvenient Truth,” Gore intentionally or accidentally omits the fact that temperatures rise before CO2 increases.

In 2006, according to the Science & Public Policy Institute, the peer-reviewed literature is unanimous in finding that CO2 changes have historically

Anti-science is antithesis of common sense In regard to Mr. Nash’s opinion, “Skeptical of climate change,” I am thoroughly unimpressed with his attempt at victimhood as a pariah of skepticism towards climate change.

His stated examples were weak on substance. Most notably his third point, which shifted into gross forms of unexplained distant governance that crept to the edge of conspiracy theorist territory.

As an agronomic scientist, I balked at your statement about “seeing” a list of peer-reviewed papers calling into question aspects of climate change. I would love to access that list. I have read hundreds of papers to the contrary.

I know that the vaccines given over the last 20 years will save over 700,000 lives and stop millions of hospitalizations.

Some of our neighbors refuse to see the good that vaccines have done and imagine false harms, but the vast majority of Minnesotans know that vaccines are worth celebrating.

Letter intimidates Shame on the Press for publishing the letter from Luke Michaud (“Not Ready to Fly”). It was nothing but a personal attack and failed to address the subject of Mr. Brunzell's original letter. We see and hear enough of this sort of name-calling and bullying in our national politics. It is disheartening to see it in our community newspaper, and it only serves to intimidate and silence others who may consider writing a letter to the editor. The Press can do better.

Robert “Bob” Baynton

Robert Austin Baynton, 85, of White Bear Lake, died peacefully on February 12, 2020. He was the loving husband of Linda; father to Brett (Josephine), Dannah (Chris), and Scott (Tricia). Grandpa Bobby loved and doted on his grandkids, Maddie, Sophie, Charlie, Meredith, and Molly. He is also survived by beloved family in Canada. Bob was born in Shoal Lake, Manitoba. He graduated from the University of Manitoba and served in the Royal Canadian Navy.

He had a long, successful business career, and volunteered for many years with St. Paul SCORE, helping new businesses. He will be sorely missed by all who knew him. Our sincere thanks to his caregivers/cribbage opponents Gina and Alyssa, and to the nurses, doctors and aides from St. John’s Hospital 1st floor, who so lovingly cared for Bob during his recent time there. MOUNT HOREB, WI - Pearl V. Vierima died on February 15 in Mount Horeb, Wisconsin. She was born on January 8, 1923, in Gary, Minnesota, to the Rev. and Mrs. Joseph S. Halvorson (Nettie Johnson) as the youngest of 10 children. She was married to William Jan Vierima, who died in 1985. Pearl is survived by daughter Teri Vierima (David Hoffman) of Mount Horeb, and son Scott W. Vierima (Carol) and grandson Christopher C. Vierima (partner Melissa LeDoux) of Florida. She is also survived by a sister, Ida Nordvall, of Thief River Falls, Minnesota.

Pearl lived in White Bear Lake until 1993. She was a secretary for the White Bear Lake School District and retired as secretary to the Superintendent of Schools.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following selected incidents:

Vadnais Heights • An employee of a business in the 1100 block of County Road E reported finding six counterfeit $5 bills Feb. 4.

• A 46-year-old Coon Rapids woman was cited for misdemeanor thefts and arrested on Anoka County warrant charges at the Kwik Trip in the 3200 block of Highway 61 Feb. 4.

WHITE BEAR POLICE REPORTS

• A man was transported to a medical facility for alcohol poisoning Feb. 5.

• A 44-year-old La Crosse, Wisconsin man was arrested Feb. 7 for attempting to use fraudulent checks at the Kwik Trip in the 3200 block of Highway 61.

He was booked at the Ramsey County Law Enforcement Center. The case was submitted to the Ramsey County Attorney's Office for review.

White Bear Township

• A report of an assault was taken in the 900 block of County Road E Feb. 5. No evidence of an assault was found after investigation.

• A diamond ring was reported stolen from a residence in the 5700 block of Lake Avenue Feb. 2. The case is under investigation.

• Officers responded to a call reporting a suspicious vehicle in the 3200 block of Fanum Road Feb. 5. A 31-year-old Duluth man was taken into custody.

• A 26-year-old White Bear Township man was arrested on warrant charges in the 5700 block of Auburn Avenue Feb. 5.

• While on a bus, a 52-year-old woman on a bus fell forward and hit her head on the handrail when the bus driver slammed on the breaks to avoid collision Feb. 5. She was transported to St. John's Hospital.

• A resident in the 1500 block of Seneca Trail reported a suspicious vehicle approaching children at a bus stop Feb. 5. The investigation found no criminal intent, and the complainant was satisfied with the outcome.

The White Bear Police Department reported the following selected incidents: • A White Bear Lake woman reported Feb. 6 that her credit card number had been fraudulently used in Nevada. She was refunded by the credit card company.

• A theft was reported in the 3100 block of Century Avenue North Feb. 7.

• Criminal damage to property in the 1800 block of Birch Street was reported Feb. 8.

• A 41-year-old White Bear Lake man was arrested for second-degree DWI during a traffic stop Feb. 9. He was booked at the Ramsey County Law Enforcement Center, and his vehicle was held for forfeiture.

• A man was arrested for driving under the influence of a controlled substance during a traffic stop in the 1700 block of Fourth Street Feb. 9.

• Theft of lottery tickets was reported in the 4500 block of Centerville Road Feb. 10. The lottery tickets were invalidated, so there is no apparent loss at this time.

• Theft of a tailgate from a city work truck was reported in the 4700 block of Highway 61 Feb. 10. The loss is estimated at $600.

• A 22-year-old man was arrested on a warrant during a traffic stop on County

Road F Feb. 10. He was transported to the Ramsey County Law Enforcement Center for processing.

• A theft was reported at a business in the 2100 block of Orchard Lane Feb. 10.

• A 28-year-old driver was arrested for driving under the influence of alcohol during a traffic stop on Highway 61 Feb. 10.

• Vehicle registration tabs were reported stolen in the 2500 block of Oak Court Feb. 11.

• A 2011 Silver Mazda 3 was stolen from the 1900 block of Buerkle Road Feb. 12 after the victim's bag, containing his car keys, was stolen from an unlocked locker.

• A license plate was stolen at a business in the 1800 block of Buerkle Road Feb. 12. The plate was later used to steal gasoline from a nearby business. Video surveillance was obtained, and suspect identification is in process.

• A vehicle was stolen from a driveway of a home on the 3700 block of Van Dyke Street Feb. 12. No suspect information is yet available.

• A stolen vehicle was located and recovered near the intersection of Southwood Drive and Hazel Street Feb. 13.

Fire chief retires at month’s end

VADNAIS HEIGHTS — After more than 15 years with the city of Vadnais Heights, Fire Chief Ed Leier is retiring. His last day will be Friday, Feb. 28.

Leier announced the decision in a letter to staff on Friday, Feb. 14.

“This has been a difficult decision. The only reason I am retiring is because I am at the best spot for vacation and sick time accumulation,” he wrote.

“This is a great job, and the support from elected officials, the city employees and the community members has been wonderful.”

Leier's career in public safety spans 41 years. In 1979, he started as a volunteer firefighter with Maplewood's Parkside Fire Department, where he also served as chief from 1989 to 1997. He worked for the State of Minnesota before being hired as Vadnais Heights' first full-time fire chief in 2004.

In his letter, Leier said that the Vadnais Heights Fire Department is “the best in the state, because that is what the citizens deserve.”

“When I was hired 15 years ago, the council gave me a few goals: organize the department and answer every call, with the best trained firefighters, with the best equipment and at a reasonable cost,” he said. “We have greatly exceeded those goals, and I see the challenges ahead, but the men and women in this department will be up to the task.”

Throughout his retirement, Leier said, he will stay engaged in the community, particularly through teaching and involvement with area organizations.

“This is not a goodbye; it is a thank you to all the people who have been a part of my career,” he said.

Face facts on climate change

Watershed ignoring real problems

I don’t suppose anything I have to say about climate change will carry much weight with my White Bear neighbor Jim Nash. If he feels qualified to conduct his own literature review of studies on the topic and draw conclusions contrary to worldwide scientific consensus he’s not likely to listen to plain old me.

It does puzzle me though how smart people like Jim arrive at such conclusions. History shows that we’ve been here before. One case in point; when scientists linked DDT to the eminent extinction of Bald Eagles many scoffed. It was suggested by some that large scale efforts to ban widespread use of DDT were a conspiracy of some kind. Business interests cried "unfair". The science was questioned by those not even close to being qualified to do so.

Sound familiar?

Happily cooler heads prevailed, something we should all be thankful for each time we see one of these magnificent birds flying around our community. The same story has played out many other times, from worldwide campaigns to control diseases, to the banning of asbestos in building materials.

Arguably, the idea of human activity drastically affecting the whole climate is a lot larger issue than those I’ve named. But the science is there, as it was with the aforementioned. Also, solutions are there. Not just wild-eyed ideas from who’d recklessly ignore economic realities, banning mining and such, but solid partnerships between business and government that would enable a transformation to a prosperous and profitable green economy, creating jobs not destroying them.

But we won’t get there by ignoring the facts Jim. We’ll get there by facing facts and getting to work.

Leaving such things up to God to fi x as you suggest (and yes I believe in God and the Bible) seems to me akin to leaping from the Temple and trusting God to save us. I don’t think that’s the way it works, Jim. Denying reality is nothing to be proud of. It’s too bad really; you’re a smart guy. You could help. But I guess we'll have to figure it out without you.

Miss Tanner does a nice job at romanticizing the work of Vadnais Lake Area Water Management Organization (VLAWMO) when in fact the VLAWMO Board has failed the citizens of the Watershed by wasting money on failed projects and on frivolous experiments while ignoring the real problem that exists.

The real problem is created upstream by the City of White Bear Lake. WB drains most of their storm water runoff to and through Vadnais Heights via Lampert Creek including water from WBL’s old septic pond.

Water runoff generated by a storm event could be fi ltered and sent into White Bear Lake instead of sending it down stream to Vadnais Lake and then asking tax payers to pay for a pipeline to send water back from Vadnais Lake to White Bear Lake to maintain lake water level.

This would alleviate a large portion of pollutants coming down stream and would allow for proper ditch maintenance to stop the flooding issues which are occurring now during normal rain events.

VLAWMO has ignored proper ditch maintenance for more than 30 years.

The biggest treat form water pollutants going forward is going to be a large scale flooding caused by climate change and lack of preparation for such an event. The thoughtful management of existing water levels in our wet lands and regular maintenance of our system of ditch’s would allow our wetlands to drain down and be better prepared for the next rain event. To the contrary, VLAWMO’s policy of not maintaining ditches has eliminated our wetland storm water capacity.

When wetlands are at full capacity all additional runoff passes though and creates flooding downstream.

A better management of our storm system would do wonders in keeping our water clean.

by Wazlawik. The legislation passed in the House with bipartisan support but failed to pass in the Senate.

House DFLers are committed to holding polluters accountable, stated the District 38B representative. The House DFL plan creates a pathway for filing criminal charges against polluters and increases penalties for those found guilty of certain felonies, including some permit and rule violations, Wazlawik said.

A bill that offers incentives to encourage whistleblowers to come forward if companies are committing violations or putting communities at risk will be introduced by Rep. Peter Fischer. He also wants to pave the way for data sharing between agencies and county attorneys. “We’ve found in this whole process that sharing pertinent data is difficult due to data privacy laws. That needs to change,” he said.

“Many White Bear area residents were dissatisfied with community engagement efforts following the events at Water Gremlin,” Wazlawik noted. “The House plan would address many of the concerns they shared with legislators.”

Sen. Chuck Wiger will introduce companion bills on the Senate side. “This movement is gathering lots of momentum,” he said. “It is our highest priority.”

If passed, a ban on TCE would take effect in 2022.

Lobbyists denounce TCE; provide fodder for ban WHITE BEAR LAKE — There is no dispute as to the toxicity of trichloroethylene (TCE), according to the Minnesota Department of Health.

That statement and more are among “talking points” provided by Conservation Minnesota, a nonprofit lobbying for a 2020 ban on TCE. Two staff members — Nels Paulsen, policy manager, and Cheryl Appledorn, policy analyst — were guest speakers at last week’s meeting of the Neighborhood Concerned Citizens Group, a watchdog organization that formed in 2019 after the Water Gremlin pollution scandal.

TCE is a dangerous industrial chemical and known human carcinogen, said the Conservation Minnesota staffers. “So why should we ban TCE?” asked Appledorn. “There are known undisputed health risks associated with this chemical. I don’t have to tell this group about TCE and health. The key takeaway is there is no dispute as to toxicity; the dangers of TCE have been

known as far back as 2001.”

Exposure to TCE can cause central nervous system damage and respiratory problems, affect fetal development during pregnancy, and cause kidney cancer and non-Hodgkin’s lymphoma.

“All over Minnesota, TCE is contaminating our air and drinking water,” continued Appledorn.

“The Environmental Protection Agency has identified TCE as one of the most frequently detected volatile organic compounds in groundwater in the United States,” she noted.

In Minnesota, TCE groundwater pollution has required communities like Bayport, New Brighton, Fridley and Edina to shut down wells or install treatment equipment to provide safe drinking water. The Minnesota Pollution Control Agency (MPCA) has identified 626 previously closed groundwater contamination sites that need to be reevaluated to determine if TCE is affecting drinking water, she added.

Other communities, including the Como neighborhood of Minneapolis, Mound, St. Louis Park and St. Paul’s Midway, are dealing with toxic vapors from contaminated groundwater. “It’s like radon and pretty dangerous,” Appledorn said.

While the use of TCE has declined, at least 14 facilities across Minnesota have permits to use it in significant amounts, says Conservation Minnesota.

Appledorn stressed that the state needs an end date for TCE use so all users have time to shift to safer alternatives. “A date provides a sense of certainty,” she said.

The European Union banned TCE in 2014.

Conservation Minnesota and the citizens group hope residents will contact their legislators regarding a ban.

“This is an important issue,” Paulsen said. “This is not just a White Bear issue. It affects the entire state. Many communities have been impacted by TCE.” Debra Neutkens

Bill introduced to finish final leg of Lake Links Trail ST. PAUL — Legislation was introduced by Sen. Chuck Wiger (DFL-Maplewood) last week to complete the fi nal segment of the 10-mile Lake Links Trail.

“This legislation funds the fi nal segment necessary to complete the Lake Links Trail, a local and regional resource, but also a statewide destination,” said Sen. Wiger. “I want to thank advocates with the Lake Links Association for being so passionately behind this project, and I hope we can get this included in our 2020 bonding bill.”

The bill, SF 3053, appropriates $4 million to fi nish the trail and is co-authored by Sen. Roger Chamberlain (R-Lino Lakes). The companion bill in the House will be carried by representatives Ami Wazlawik and Peter Fischer.

As a member of the Senate Capital Investment Committee, Wiger and his colleagues on the committee personally toured the incomplete segment that would receive funding in January.

They were met on the tour by over a dozen Lake Links supporters and received a presentation from Michael Brooks, co-chair of the Lake Links Association about the project.

"We are so close. Completing this fi nal segment will make real a nearly 20-year vision to put in place a safe, nonmotorized facility interconnecting multiple communities in two counties around White Bear Lake. This project is a vital part of the region’s biking and walking planning. It will provide access to state and regional trails. And, when it’s all in place, someone using the trail will be able to reach the lake via any of the identified 40 public access points,” said Brooks.

The Lake Links Trail Network Master Plan was approved by the Legislature in 2000. When the plan is completed, its segments will connect eight communities within two counties and link the greater White Bear Lake area to the Gateway and Brown’s Creek state trails.

BETTER SAFE THAN SPOILED – Manufacturers put dates on food products for a reason.

Sometimes the reason is for safety, in which case the product might say “Expires On”, “Use By”, or “Use Before”. In most cases, the dates on shelf stable foods are mostly for quality & are there to let customers know the food might not be as good as it could be after a certain date. Quality dates might say “Best By”, “Sell By”, or “Best if Used Before”.

There are national efforts to make date marking on products consistent, so customers know if the date is for safety or quality. Generally, if a product is perishable & requires refrigeration, it’s safest to use it by the expiration date. If a product is packaged & shelf-stable, the date is probably specific to quality instead of safety. However, there are some exceptions. For instance, powdered infant formula should never be sold or used after the expiration date listed on the container.

frightening futures. Some are preteen girls rescued from arranged marriages or children orphaned by HIV and left to fend for themselves under appalling conditions.

The growing orphanage and school center is named after its principal benefactors: Bob and Nancy Brydges. For the last two-plus decades, they’ve been spending winters in Kenya to help lead the faith-based nonprofit children’s home. During their tenure, more than 500 students have graduated from a program that provides education from preschool through primary with opportunity for secondary and trade school. There are currently 127 students on the 5-acre complex.

The center runs primarily on donations from individual and organizational contributors. The Brydges, retired from careers as a substitute teacher in the White Bear school district (Nancy) and as an IT executive for Burlington Northern Railway (Bob), are busy fundraisers and active in several ministries.

They met Rosemary Wafula, founder of the center, through Mission: Moving Mountains. Wafula started the orphanage in 1995 and named it after the Brydges, who helped her son finish college in the United States.

“If these children hadn’t walked through our door, they would probably be dead,” Nancy said. “We’ve had babies left in garbage heaps to die, left in a pit, or on

the side of a road. We’ve had 8-year-old girls who were going to be married off to 80-year-old men. Or they resort to a life of crime. Their life would be awful.”

Added Bob: “We refer to it as moving them from hopelessness to hope at the Brydges Centre.”

In an earlier Press story, the Brydges noted they were drawn to international missionary work because their dollars and time make such a broad impact. “A little goes a long way here,” Bob said. “There is no sense of entitlement. They appreciate every blessing so much.”

The center’s leaders are working to reduce a reliance on charity by producing much of their own food.

A windmill powers a water well pump and a solar energy system is planned to hopefully someday eliminate the electric bill.

Bob, who formerly served as executive pastor at Rockpoint Church in Lake Elmo, said visitors are always welcome at the school. “Kenyans refer to visitors as blessings,” he said. “A visit would bless us and the children we are helping become productive citizens with Christ as their compass for life.”

1945 Saturday evening 5:05 White Bear firemen were called to fight one of the worst fires in many years when the entire loft of the Reed garage was discovered to be on fire, in fact it was a roaring furnace. When it is considered that the dimensions of the building are 80x120, some idea may be gained as to what it meant to face the situation when it was ablaze. There was no way of getting at the fire as the back stairway leading from the large oil room was roaring.

WHITE BEAR LAKE — The City Council considered a conditional use permit (CUP) and variance request from a resident at 4264 Cottage Park Road Feb. 11.

Community Development Director Anne Kane said the applicant, Richard Herod, came before the White Bear Lake Planning and Zoning Commission last month with two requests: a CUP for two additional curb cuts to access Cottage Park Road, and a 2-foot variance from the 4-foot height limit for a fence abutting a public right-of-way.

Kane noted that one curb cut is proposed to access the rear of the eastern yard. Staff and planning commissioners agreed that alternative access can be accomplished in a different way.

It was pointed out that Cottage Park Road is planned

for reconstruction this summer, so the applicant wanted to be proactive in discussing the curb cut request prior to the street project.

Kane explained that last August, a contractor was hired to install a fence on the property. When work began, the applicant checked with city staff to make sure a permit had been pulled and it was not. Work was halted immediately, and a permit was obtained, but the approved plan was not followed.

City code allows a 6-foot fence, but it has to be set back 12 feet from the property line. Code would allow the fence in its current location if it were 4 feet high.

To keep it at its current height, it would need to be moved back. It was pointed out that a small portion of the fence is also in the right-of-way.

Kane said the required setback would reduce the rear yard space by about 816 square feet, but would still leave a significant amount of space for the property owner to enjoy.

“Staff and the planning committee did not support the variance for a variety of reasons. Historically, height variances have been granted along high-speed, high-volume roads … Cottage Park does not have a high amount of daily vehicle traffic,” Kane said.

She added, “Additionally, staff and the planning committee found that White Bear Lake is a natural resource that belongs to the public and everyone should have the opportunity to view it. As it stands, the fence in its current location reduces the community's visual availability to partake in the enjoyment of that scenery.”

Councilman Dan Jones said, “I’m not buying the lake thing. He owns the property; he doesn’t have to provide a view of the lake.”

Herod said, “I feel like I’m in a very unwinnable situation, no matter what happens here tonight.” Herod shared that he reported himself to the city as soon as he realized a permit was not properly pulled. “I had no reason not to trust the process … I tried to do everything right,” he said.

He said he was bothered by the statement from the planning commission that stated the fence blocked others from seeing the lake.

“To me, the fact that that even entered into the public dialogue is a troubling precedent for me as a landowner in White Bear Lake. We have plenty of public beaches and access for people to enjoy. It is not the duty of the property owner to provide a proper view through their backyard to the lake,” Herod said.

Herod shared that he wants the 6-foot fence to better protect his dogs. He went on to say that he understands rules are rules and understands that as the owner of the property, he is in error.

Several neighbors were in attendance to support Herod, and said they have no problem with the fence as it is. They also mentioned the fact that the fence was custom-built.

“At the end of the day, I want to protect my dogs and I want my privacy,” Herod said.

Jones said he thinks it’s a hardship asking a resident to give up a portion of their property, no matter how big the yard is.

“It seems to me to be a contractor issue and we can’t grant a variance just because a contractor did bad work or didn’t read the instructions and screwed up,” said Councilman Bill Walsh.

The council unanimously approved to grant a CUP for one additional curb cut on the west side of the property and denied a CUP for a curb cut on the east side of the property, claiming access can be gained in other ways. The council denied the resolution for the fence variance on a 3-2 vote (councilmen Walsh and Steven Engstran voted against the resolution.)

“Adding a pike to my yurchenko on vault helped my score in that event, and probably made the most difference in my all-around score,” said Ryan, who beat her PR’s of 9.375 for vault (when she did a tuck) and 37.35 all-around.

Mahtomedi had three of six state qualifiers in floor exercise as Greeder took fifth (9.25). Savanah Huber was eighth (9.15) on floor. Sisters Zoe and Abbey Bush tied for eighth in vault with 9.175. On balance beam, Zoe Bush was ninth (9.05) and Huber 15th (8.825). On bars, Abbey Bush placed 11th (8.875) and Huber 15th (8.50).

The Mahtomedi gymnasts faced a new challenge this year. And, as the saying goes, they came, they saw, they conquered.

Bumped up to Class 2A, the Zephyrs, led by senior stalwarts Bella Frattalone and Kate Ryan, captured the Section 4AA championship by posting the program’s alltime best score of 147.65 Saturday at Stillwater.

After warding off challenges by newly-paired Mounds View/Irondale and three-time defending champion Stillwater, the No. 5 ranked Zephyrs will compete in state Class AA team on Friday evening at University of Minnesota.

“All season I have been telling my team that they are resilient, and that they handle ups and downs so well,” coach Debbie Driscoll said. “They did that again today.

There were some struggles and the girls never stopped believing in themselves.”

Frattalone, Class A state all-around champion last year, won three events and all-around at sectionals, missing a sweep due to a rare fall on balance beam.

“It was an exciting new challenge,” Frattalone said.

“We were pretty sure we’d win (sections) last year but this year there were more good teams. It made us work harder.”

Ryan tallied a personal-best all-around to place third, along with second-, third- and fourth-places in events.

“Being in Class AA put a lot more pressure on us, competing against bigger schools, to hit our routines, and we did just that,” said Ryan. “I was really proud of the way everyone rose to the challenge.”

Frattalone, Ryan and Caylee Greeder, who qualified in floor exercise, will compete in state individuals on Saturday evening.

Mahtomedi’s 147.65 eclipsed the team record of 147.125 set last year when they won Section 4A. “No individual PR’s were set today,” Driscoll said, “but we hit 18 out of 20 routines and it added up to a new school record.”

Mounds View/Irondale scored 145.70, Stillwater 144.90, White Bear Lake 140.975, Roseville Area 136.375, Tartan 116.125, St. Paul Central 114.75 and North St. Paul 114.10.

Under Driscoll, Mahtomedi has 28 state appearances and 10 state titles (most recently 1996) in Class A. This is their second time being bumped up to Class 2A. They went to state once (1999) during their previous tenure in the big school class.

Frattalone won all-around with 38.225, floor exercise (9.70), vault (9.80) and uneven bars (9.70), in which she tied White Bear Lake’s Grace Squires. A fall on beam, just her third in two seasons with the team, relegated her to 10th place (9.025).

Bears gymnasts Squires, Gunderson head back to state meet

White Bear Lake boys hockey is seeded third in the Section 4AA tournament after losing their conference to champion Cretin-Derham Hall 5-4 Thursday.

The Bears (16-8-1), who were section champs last year for the first time since 2011, will open Saturday at home against No. 6 Woodbury (6-18-1), 3 p.m. Hill-Murray is top seed and Stillwater No. 2.

The Bears snapped a three-game losing streak with a 2-0 win over over Forest Lake (13-9-3) on Tuesday, Feb. 11 with Tyler Steffens stopping 27 shots for the shutout while Billy Rose and Triston Johnson had the goals.

Lleyton Roed pumped in three goals against Cretin-Derham Hall, one of them short-handed, but the Raiders (19-5-1) clipped the Bears for the second time. Rose had the other goal. Jack Nei sparked CDH by scoring short-handed at 12:38 of the second period and again on a power at 16:28 to open a 4-2 lead.

In the Suburban East, the Raiders finished 16-2, Stillwater 14-3-1 and he Bears 13-5 for the top three spots.

Bear icemen lose to champ Raiders 5-4, get 3-seed for section

Maggie Blanding was tactful, focused, and fearless at the state Alpine Ski meet last Wednesday.

The sophomore from White Bear Lake used all that to place eighth, earning all-state honors for the second time, at Giants Ridge in Biwabik.

She moved up from 14th place a year ago.

“Maggie skied to eighth place out of a pretty stacked field of racers,” Bears coach Fred Feirn said.

“She skied the courses very tactfully, and even took a chance near the fi nish of the fi rst run with an extreme line to gain time over her other competitors.”

Blanding’s times were 41.15 on the red course (ninth place) and 36.78 on the blue course (eighth place) for a total of 1:17.85.

“Making sure to fi nish,” Blanding said, asked what her game plan at state was. She said the eighth-place fi nish satisfied her goals for the season. With plenty of winter left, she said she still has some USSA events to compete in.

Meanwhile, Bear sophomore Patrick Levins placed 24th in the boys competition, and junior Garrett Thom had a did-not-fi nish. Top 20 make all-state. There were 88 state qualifiers in each competition.

Levins’ times were 38.55 on the red (25th place) and 38.19 on the blue (29th) for a total of 1:16.74.

“Patrick just ‘sent it’ on both runs and fi nished 24th for his fi rst time at state,” Feirn said. “He skied a great line and took chances that paid off.”

Thom fi nished the red course in 38.35 (33rd place), then fell on the Blue.

“Garrett crashed out on his second run,” Feirn said. “You have to take risks at this level and sometimes it goes the other way.”

Individual champions were senior Luke Conway of Minneapolis Washburn with a total time of 1:10.44 and Eagan eighth-grader Sophia Palmquist in 1:14.25. Team champions were the Lakeville North girls and Lakeville South boys.

Dylan Duckson had one each. Ben Dardis stopped 34 of 36 shots. Against Mounds View (10-15), Duckson drilled two goals, and Johnson and Hagstrom one each. Dardis had 18 saves for the shutout. Johnson made four assists in the two games.

In Metro East Conference play, the Zephyrs were 7-3-1 for third place behind Hill-Murray (7-1-1) and St. Thomas Academy (8-2-1).

Dancing and dining at 41st annual Nightclub The White Bear Lake Music Boosters held its 41st annual Nightclub dinner and dance on Feb. 8, featuring the seventh annual Alumni Band. This year’s band featured three generations from one well-known White Bear area family, the Perrons. Anna Rose Perron, a senior at White Bear High School, orchestrated the reunion with her father, Jerry, and his mother (her grandmother), Joyce. Jerry and Joyce graduated from White Bear in 1989 and 1954, respectively.

Joyce, Jerry, Anna Rose and her brother Arthur (a sophomore who also performed on Saturday) have together played more than a dozen instruments, including the piano, accordion, melodica, ukelele, mandolin, guitar, bass guitar, trumpet, flugelhorn alto and bari saxophones, clarinet, drums and vibrophone.

Matoska fifth graders Leigha Wong and Ava Carsrud hosted a food drive to support the White Bear Area Emergency Food Shelf on Feb. 8 as their civic action assignment for fifth grade. They collected donations from 9 a.m.-noon at Kowalski’s. Their donations focused on fun cereal for kids, but they accepted any item someone was willing to donate, including cash. In three hours, the girls accumulated more than a dozen bags of groceries and $600 in cash donations, which they brought to the food shelf.

They say they are eager to plan a second food drive.

White Bear Lake’s Lauren Loppnow, after scrambling to earn the last state qualifying slot at the Nordic Ski section meet a week earlier, was near the back of the pack at the state meet Friday. Loppnow, a junior, placed 140th of 160 entrants in a total time of 41:43 at Giants Ridge in Biwabik.

Mahtomedi extended its basketball win streak to six games with a 68-53 win over Henry Sibley last week, then saw it snapped by South St. Paul 76-74. “It was a very good game,” coach Keith Newman said about the close home loss Friday. “We did everything we could to win, but didn't shoot free throws well (10-for-20).” Alonzo Dodd powered the Packers (15-8) with 31 points. For Mahtomedi (12-9), Brody Fox hit 23 points, Cole Chapman 16, Cal Greene 15, and Luke Ricker 15 along with 10 rebounds. Hitting 3-pointers were Ricker (4-for-7), Fox (3-for-6) and Green (3-for-6).

Behave Your Best equips teachers and parents with tools “It is not that parents are doing something wrong, or bad, it is just that reacting to the problem isn’t going to fix the problem”

Picture this: You are walking through the store filling up your cart with groceries when your 2-year-old starts throwing a tantrum in the middle of the aisle because you told them they can’t have the Baby Shark toy.

Jamie Waldvogel, a Lino Lakes mother of two, founded a consulting business named Behave Your Best that helps parents and early childhood educators learn how to deal with that situation before it even begins.

“Our purpose is to divert unwanted behavior as early as possible so they are not waiting for 2- and 4-year-olds to continue practicing those unwanted behaviors,” Waldvogel explained.

“We are intervening earlier.”

Waldvogel has a bachelor’s degree in psychology and a master’s degree in behavior analysis and therapy.

For around 10 years, she worked for a company serving children who have autism. While she was pregnant with her first child, she decided she wanted to be around more to be a mother to her children and help others when she was able.

Behave Your Best was founded in 2011.What originally started as a part-time consulting business to help parents with potty training has completely transformed and grown into a team of consultants in Minnesota and Chicago. “I am a woman of faith, and I realized that this is part of my journey of what I am supposed to be doing on this Earth,” Waldvogel said.

The business has helped more than 200 families in 2019 and mainly works with children ages 1-7, but has served families with children of up to 12 years old. The idea is to be proactive and learn how to deal with unwanted behaviors before they become a big

The business serves families throughout the Twin Cities as far north as Hugo and as far east as Stillwater and Woodbury.

Problems can arise if a child doesn’t know how to tolerate “no,” has difficulty transitioning from something that is fun to something that is not so fun, or doesn’t want to follow instructions the first time they are given.

“It is not that parents are doing something wrong, or bad, it is just that reacting to the problem isn’t going to fix the problem,” Waldvogel explained. “The child has already used that behavior, so we are too late.

We have to get ahead of it; we have to teach the child a different response to that situation.”

She added, “We teach parents that their child can only learn a new skill when they are at their best. If they are upset or frustrated with something, it isn’t going to work, that is not the time to teach. You wouldn’t try to teach them their ABC’s or 123’s if they are in the middle of a tantrum.”

gardens Child Development Center in Hugo, said that is one of the main takeaways she and her staff have learned from working with Behave Your Best since 2013. “So many people — I was one of them — when a child is misbehaving, you sit down right afterward and talk to them about what they did and they are not hearing you, because they are not wired that way. Their brain is tuning you out,” she said. “The best way is to practice. You practice the piano to get better, you have to practice anything to get better. Practice teaching those social skills when they are open to learning.”

Kindergardens began working with Behave Your Best to help with challenging behaviors that can arise when children are in a group setting.

“We want to try to look ahead of that behavior, what is happening prior to that challenging behavior occurring,” Ketchel said.

In addition to the two visits a month from the business, the Behave Your Best has also helped with parent education. Ketchel says many parents have chosen to have a consultant come to their home.

“Jamie and her team are phenomenal. They are very knowledgeable and have given us a better understanding of child development as a whole,” she said. “We are facilitating a lot of social skills and social interaction.

Social skills are some of the biggest areas that are needed for success in kindergarten, not just the academic and cognitive skills.”

Planning for new schools underway

Several groups are being formed to plan the design of the construction projects at every school across the White Bear Lake Area Schools district, with the over $300 million bond referendum approved by voters last fall.

Two district-wide committees have been meeting over the last few months to plan the overall vision for the construction projects. “We've been hard at work over those past three months,” reported Tim Wald, assistant superintendent of finance and operations, at a Feb. 10 school board meeting.

Wold Architects and Engineering has been contracted to assist the district with design planning.

“It's an enormous undertaking and will unfold over time,” said Paul Aplikowski, of Wold.

“Every building will have a planning group.” The planning groups will be made up of

teachers, parents, administration and students, for the older age groups. The core planning groups will assist in developing the floor plans.

There will also be planing groups that gather detailed input on specific spaces, Aplikowski said. “We will take every room in the district in the project affected and talk in great detail,” he explained. “In doing that we will touch hundreds of people across the district that will be part of the project as we go.” Staff should be moving into a room they helped design, he explained.

Sal Bagley, of Wold. The design process for the elementary school is expected to last until the end of 2020 and for the high school, through early 2021. Construction of both would begin in 2021. The new elementary school is expected to open in 2022.

Students would transition to the new high school in phases over four years.

Design work on the new, additional gym for the future middle school at South Campus gym has also begun. It will have two full-size courts, noted Superintendent Wayne Kazmierczak.

Plans for the bond referendum money include updates at all schools, including maintenance projects, safety and security improvements, and new flexible furniture across the district.

The current middle school location will become the senior center and early childhood center, as well as district offices. Central Middle School will expand to

Oneka Elementary will become a K-5 school with the advent of the new elementary school in Hugo and Hugo Elementary will become an early childhood site.

SCHOOL BRIEFS was gifted to Mrs. McDermott’s classroom the day before Bryant’s accident, and was one of the last books he signed before he passed away. Mrs. McDermott shared the following, “All of us are in awe that our hands can hold a book that Kobe once held. We will cherish the book as a memory of an individual that many students looked up to and are incredibly grateful for the opportunity to have such a special item in our classroom.”

Michael Conzemius and Kristina Hildebrandt were selected for membership in the Minnesota Band Directors Association (MBDA) 9-10 Grade State Honor Band for the 2019-20 school year. Two hundred sixty students auditioned, and Conzemius and Hildebrandt were two of the 89 students selected for a position in this group. Participating students will have the opportunity to work with some of the finest music

educators in the state as their section coaches and will be conducted by Jacquie Dawson, director of bands at the University of Manitoba. The students will perform a concert at 2 p.m. Sunday, April 19, at the Schwann’s Performing Arts Center at Marshall High School in Marshall, Minnesota.

Superior rating for Mahtomedi Jazz Band The Mahtomedi High School Jazz Band earned a superior rating at the recent Section 4AA Jazz Competition.

Black Excellence Showcase All are invited to attend the Black Excellence Showcase, complete with cultural dances, skits, speeches, poems and music, in celebration of Black History Month.

Classroom gift helps students remember Kobe

WHITE BEAR SCHOOL BOARD NOTES The White Bear Lake Area Schools Board took the following action at its Feb. 10 meeting: • Approved the revised 2019-2020 budget. The preliminary budget was approved in June but it is usually revised mid-year after more details come in. After the 2018-2019 school year, revenues exceeded expectations by about $750,000, said Tim Wald, assistant superintendent of fi nance and operations. The fund balance ended at 11.7% rather than 11.4%. That helped this year's budget, plus the state allocated more money for special education. “We ended up being in a pretty good place,” Wald said. There was $1.7 million more for the special education budget. Instead of drawing $527,000 from the fund balance, there should be a positive balance of $531,000. The fund balance is expected to be at 12.4%, just below the board policy of 12.5%.

“We didn't expect we would get to it that close this year,” Wald added.

• Approved an annual resolution regarding reductions in programs and position. There are no significant budget reductions this year.

• Accepted bids for partial roof replacements at Matoska International IB School for about $142,000 and White Bear Lake Area High School – South Campus for about $1.3 million. The projects are part of the long-term facilities maintenance plan, not from the bond referendum, Superintendent Wayne Kazmierczak explained.

• Approved tentative agreements with custodial and transportation staff for 2019-2021.

• Heard a presentation on a $1,000 grant received from the Walser Foundation. The grant will allow automotive tech students in the Career Pathways program to gain certification, reported Jenny Moore, career pathways coordinator.

Just what makes CBD products and brands “craft,” anyhow?

In a surge of excitement — and competition — for the best CBD and hemp products, it is often too easy to be led astray by misleading and at times dishonest representations.

At the forefront of these phis is the pretension that some large, massively-funded brands are “craft” CBD. Though the question emerges with wrinkles, caveats and complications, Nothing But Hemp chatted with Minny Grown CBD’s Zach Rohr to find out the true meaning of “craft cannabis.”

Zach founded Minny Grown CBD to offer a truly local and hand-grown and cultivated hempand CBD experience for Minnesotans, provided by Minnesotan farmers and processed at Minny Grown’s facilities in Cannon Falls.

Rohr compared the need for hand-grown, lovingly-raised cannabis to an easy analogy in the food industry.

While big box stores may be interested only in their profit margins when dealing with meatpacking plants across the country and the globe, an entire network of local farmers and ranchers has sprung up where people are conscious enough of how they consume and what they put in their bodies.

“We’re really trying to produce something locally and give to people who are from here. I think there’s a lot to be said for these phytocannabinoids that are produced in the Minnesota sun. It is the same thing with food,” Zach said. “Eat what is in your area seasonally.”

Rohr said while larger mega-grower hemp operations may excel at simply extracting CBD isolates or manufacturing hundreds of acres mechanically for uses in textiles, rope and other industrial applications, nothing quite compares to the personal touch when it comes to CBD wellness products.

A Sunday morning snowfall totaled anywhere from 4-5 inches here in the northern metro; our first snowfall of the month and first shovelable snowfall since a January 21-22 snowfall. It was a bit treacherous driving for a while Sunday but the snow was low in water content and easy to shovel.
