Downtown development project draws neighborhood ire

Sun shines on Hockey Jamboree Dozens of youth hockey players from around the metro area participated in the U8 Hockey Jamboree hosted by White Bear Lake at the outdoor rinks in Podvin Park. Players between the ages of 6 -8 from Blaine, Forest Lake, Mahtomedi, Mounds View, Stillwater, St. Paul, White Bear Lake and Woodbury played in the relatively milder temperatures and sunshine that followed an arctic cold snap last week. Organizers reported that several items were donated from local businesses for raffle and two food trucks on site during the event donated a percentage of their profits. 100% of the proceeds goes directly back to White Bear Lake Hockey.

WHITE BEAR LAKE — Whether an apartment/parking ramp project at Third Street and Cook advances remains to be seen after neighbors gave the developer an earful at a meeting last week.

TE Miller Development LLC, an Eden Prairie company that owns and manages apartment communities, has the old, green house at 2229 Third St. on contract with the contingency that the project passes the many hoops required to break ground. The corner property sits behind the Armory and to the east of a public parking lot.

After “back and forth with city staff,” what’s being proposed is a 40-unit, four-story apartment building connected to an open-air parking ramp that will serve both the public and, in a separate area, tenants. Funeral home transitioning to wellness center

After six years of searching for a new address to relocate his chiropractic clinic, Dustin Carlson found the perfect building — Johnson-Peterson Funeral Home. It was a winwin for both parties.

Funeral home owner Ken Peterson was ready to sell his White Bear location and Carlson needed more space for an expanding practice. They closed on the sale earlier this month.

Peterson emphasized that he is not retiring from the funeral

service business. He and wife Sue are keeping their St. Paul Johnson-Peterson location and Ken will be partnering with a local funeral home to continue serving families in the White Bear area.

At 69, Peterson said he needed a plan for the future. “We explored options and this offer came up,” he said. “It sounded like something that could work.”

His father, G.K. Peterson, joined Robert Johnson in the funeral home business in 1934. Ken started his career in the family business in fourth grade, assisting at visitations and funerals. “I’ve washed

more cars, opened more doors and carried more flowers than anyone,” he quipped.

The funeral home owner maintained there’s been a lot of change in his field.

“Actual use of the building is not that much anymore,” Peterson said. “People are doing one-day funerals at church.

SCHOOL BRIEFS White Bear Secondary students return to hybrid learning Middle school and high school students in the White Bear Lake Area Schools will be back to hybrid learning this week. Students in the distance-learning model can choose to continue with that option.

Chad O’Leary, who teaches both Advanced Placement Biology and AVID 10 at WBLAHS - North Campus, got creative and developed an unusual lab in AP Biology. The class had been unable to complete traditional labs due to distance learning.

O’Leary’s assignment had students heading into a kitchen to learn about how to use cellular respiration in yeast for food production. Students were cast as “food scientists” hired by General Mills to test the effect of alternative sweeteners on bread dough rise and report their findings back in a professional letter. Challenging COVID-19

T WAS A year ago when the pandemic began to sweep across our nation as well as the world. It has upset our way of life in more ways than we could have imagined.

Our nation’s leaders working closely with pharmaceutical companies, both here and in Europe, were able to develop three approved vaccines in less than a year.

To curb the virus and its mutations, health officials have needed to quickly fi nd a way to vaccinate the majority of Americans, beginning fi rst with health care workers, then seniors, then the entire population including children.

Our children were anxious for us to be vaccinated while we were spending the winter in Ft. Myers, Florida, in Lee County. Some of our friends and two nephews were able About the to get their first vaccination in January. We heard all Town kinds of stories where people Gene Johnson used multiple phones and computers to try to schedule an appointment. One friend made over 130 calls to arrange his appointment. Some people we know drove over a hundred miles to be able to get their vaccinations.

My wife, Kathy, tried for appointments in Lee, Henry and Collier counties and was successful in getting on a list in Lee County to wait for a call for an appointment.

Ultimately our daughter, Julie, who spends the winter in La Quinta, California, was successful in getting us an appointment in Lee County. Our daughter, Stephanie, was also making regular contacts on our behalf.

On Feb. 12 we arrived early to our 10:30 a.m. appointment time at the old Southwest Regional Airport in Ft. Myers. We were amazed at the efficiency of the process, and it took us less than an hour to be vaccinated with the Moderna COVID-19 vaccine. On March 12 we will receive our second dose.

Lee County started vaccinations on Dec. 28. Our friends, Carol and Marv Market, formerly of Eau Claire, Wisconsin got their fi rst shot on Dec. 30 at 8 p.m. They waited in line for two hours at the Ft. Myers Rec Center.

AS A NATION we now need to be concerned that we reach “herd immunity.”

It is well- established science that once a percentage of the population has achieved immunity, a virus will begin to die out.

This means that a certain percentage of the population will have to become immune through natural exposure to COVID–19 or by receiving a vaccine to limit the virus’s ability to spread so it will eventually burn out.

AS WE LISTENED to Eagle Brook’s church service Feb. 14 it was announced that a tenth campus of Eagle Brook would be opening soon at Ham Lake. It was encouraging to know that a church which teaches and preaches God’s saving grace through the Bible is growing. The church formerly known as Horizons Church with Jimmy Jones as senior pastor, will join the group as Eagle Brook Ham Lake. Jones approached Eagle Brook Senior Pastor Jason Strand with the news that he would be retiring thereby setting in motion the congregation to vote on the merger of the church with Eagle Brook.

The genesis of illiteracy

espite high political tensions, I still believe we have more that unites us than divides us; more in common than not. With that in mind, I would like to discuss something we can all agree on — our kids’ literacy.

The latest reading data from the Minnesota Department of Education (MDE) is, to say the least, depressing. Only 55.7% of students meet or exceed forthgrade reading standards.

That’s correct: 55.7% reading proficiency for fourth graders, and it is worse for non-white students. It Legislator doesn’t need to be this way.

Lingo Within five Roger years we can get that number to Chamberlain 90%.

Going from 55% reading proficiency to 90% in only five years may sound like a dream, but it’s not. It’s within our reach. We don’t even need to rewrite curriculum, add 50 pages of new laws and mandates, or spend billions of dollars. It can be achieved by implementing a program with a proven track record of success in other states called LETRS. More on that in a minute.

First, I must say up front that I do not intend to lay blame for

our current failures on anyone’s proverbial doorstep — especially not teachers. But we can’t settle for the status quo.

How did we get here? Something called the “Reading Wars.”

Ideas about the best way to teach reading fell into two equally passionate groups: those who believe in language immersion (“whole language”) and those who believed reading instruction should follow a structured scope and sequence (“structured literacy”). For many years, the “whole language” faction was winning on college campuses as the preferred methodology. As a result, teachers were ill-equipped to properly and effectively teach reading, and our students shortchanged. We’ve been trying to climb out of that hole ever since.

Based on recommendations of the National Reading Panel, we know students best learn to read through structured literacy. That’s where LETRS comes in. LETRS stands for Language Essentials for Teachers of Reading and Spelling. It is professional development that provides teachers with the skills needed to master the fundamentals of reading instruction. Those fundamentals include phonological awareness, phonics, fluency, vocabulary, comprehension, writing and language.

LETRS has become the consensus approach to training educators on how to properly teach reading to young students.

It is backed by 30 years of scientific research with over a decade of proven success. Ohio, Mississippi and Alabama are all currently using LETRS as part of efforts to improve reading outcomes. It is even being used here on a limited basis. The teachers love it because it works; they have seen significant success.

Parents brought it to our attention. During their tireless work addressing dyslexia and literacy, they came across the work that was being done in Mississippi. Mississippi had declared war on illiteracy and is now leading the nation in reading progress.

It is a bipartisan agreement that enjoys the support of all stakeholders, including the teachers union, teachers, school board association, the Minnesota Department of Education (MDE) and, most importantly, parents.

We can all agree on the importance of ensuring students know how to read at an early age.

Getting to 90% literacy for fourth graders within five years is an achievable, important goal. And just as important, it’s something everyone can get behind, something that can help unite us.

LETTERS TO THE EDITOR Don’t rush the Rush Line project The Rush Line Bus Rapid Transit project is not the answer for sustainable transportation needs. We all want safe, reliable and available transportation that gets us from our homes to exactly where we want to go, when we want to go and at a fair price to all. The Rush Line does not provide that because it needs to be on a dedicated bus line, not does not just use available and flexible city streets. If the project used only our current city streets, it would not qualify for federal subsidies to help pay for the line, so they’re going to destroy a pedestrian and bicycle trail and turn it into a high-speed bus road and a safety concern for bikers. This government solution only goes from point A to B in a fairly straight line. If the needs of the bus riders change from point B to C, the dedicated bus line can’t be moved or be rerouted to service the riders. It also needs to use special bus loading docks that cannot be used by our current city buses due to the height of the passenger platforms. This means that in downtown St. Paul, we will lose more of the existing street parking because of these special bus ramps and that will harm small businesses because of poorer customer access. Based on the original projected Rush Line cost and its expected operating costs after subtracting income from rider fares, Rush Line passengers will be subsidized by taxpayers $5,000 per year to ride the bus. You could lease those bus riders a car that would take them anywhere they needed to go.

We may never see the number of past office workers returning to downtown because of the work-from-home option.

Most of the current downtown workers hold government jobs as the government grows and private business shrinks.

Considering the changes to how people work from home and the health and safety concerns of mass transportation, the Rush Line should be placed on permanent hold.

Writer has hidden agenda This is in response to the letter by Tim Cheesebrow browbeating Council Member Urban with regard to fearmongering with rising crime and, more alarmingly, the willful and cavalier label slapping of the racist tag, which he never said. I have a message for you, too. Cut it out.

I know that you have an agenda that you’re carrying, as part of the uber secret society of Vadnais4Change group, which has ties to the DFL Party and further ties to DFL PACs. It’s obvious that you love to tarnish anyone’s character that does not agree with your own.

There is evidence of rising crime, and evidently you conveniently overlook it because the ends justify the means to take every opportunity to mudsling against the next up-for-grabs council seat to win with another DFL puppet.

If the public doesn’t seem to realize it,

let me inform that a few years back, the DFL party decided to begin a strategy for nonpartisan seats in councils, school boards, sheriffs, DAs and even judges.

In the last November race in Vadnais, there was a very coordinated and highly placed effort with intimidation, mudslinging through social media, group letters, DFL roster mailers, door hangers and social media blitzes that were never claimed as having any in-kind value for marketing by the two DFL-endorsed sitting City Council members in Vadnais, to influence the race by the DFL party. No big deal? They have to follow big blue’s agenda.

I visited most residences in Vadnais in my nonpartisan race attempts for council, and there were a number of “hotspots” whose homes were burglarized in broad daylight while the owners were at work, whose garages were brazenly broken into, mounted security cameras everywhere, sawed off catalytic converters, of numerous packages/mail being taken, stolen cars, I could go on.

Sheriff Fletcher just sent out a notice to Neighborhood Watch Captains warning of the increased crime in Ramsey County. But then, that’s an inconvenient truth. Public safety is a focus of councils. Come 2022, your somewhat veiled threat of DFL council replacement is chilling, or is that just another dog whistle?

Need solutions to crime trends In response to the particularly nasty recent letter from Tim Cheesebrow, it remains true that Vadnais Heights is one of the safest cities in Ramsey County. Unfortunately, Vadnais Heights has not been immune to the rise in crime in our region, particularly when it comes to property crime. Property crime in our city increased by 17% last year and thefts from automobiles at our parks increased from two in 2019 to 46 in 2020, a whopping 2300% increase!

I am not sure how many reports of stolen packages, car break-ins or catalytic convertor thefts I am supposed to read before Mr. Cheesebrow believes the issue should be discussed. Perhaps Mr. Cheesebrow should have that discussion with the grocery store worker I met last week who now has to choose between replacing his stolen catalytic convertor for his car or paying rent. His idea that having this discussion is “barely concealed racism,” is disgusting.

Last week, the Ramsey County Sheriff reported 14 carjackings in the east metro, which included a particularly violent armed carjacking in broad daylight in neighboring Little Canada. Why is company still here?

We would like to publicly acknowledge our appreciation for the White Bear Area Neighborhood Concerned Citizens Group’s efforts and hard work.

They have held Water Gremlin and the MPCA accountable for the toxic poisoning that has been going on for over 20 years in our neighborhood, according to the recent White Bear Press article.

As neighbors of Water Gremlin, we were shocked to learn the extent of their irresponsible and illegal behavior that put many White Bear citizens at risk. We just have one question for our government leaders. Why is this toxic company allowed to continue in our community?

Lack of interest a sign of disrespect Our high school English teacher, Brother Richard (an excellent teacher), was giving a lecture. My classmate, Mike, was obviously bored to tears, slouched, facing down, shuffling papers.

Still lecturing, Br. Richard approached his desk. “Mr. Miller, I am sorry for boring you. I spent some time preparing for this class. Perhaps you could come to my office and help me make it more interesting. Right now, you are being rude and disrespectful to your classmates and me. Could you at least feign interest?” Message received.

I recalled this incident on Feb. 9. I heard on MPR Stacey Plaskett eloquently describing the events of Jan. 6. She vividly brought back to me visions of that day. Watching the news that night (Feb. 9) I observed senators sitting apart from the proceedings as if distancing themselves from the trial. Some were looking away, some shuffling through papers.

The Senate should hire Br. Richard.

I wanted to scream, “You smug, entitled, rude people! Who the hell do you think you are? Could you at least give a token of respect to your colleagues?

At least, could you do it for all of us who elected you? If not, do it for the four police officers, the 140 wounded, who provided you the luxury of sitting here today acting like you don’t give a damn! Your political gamesmanship is shameful. Do it for the 44 civilians who gave their lives on 9/11, crashing a plane

headed for this very building. Some of you were here that morning. Stacey was.

Your cavalier attitude dishonors them.”

Support Clean Cars Minnesota In 2007, Governor Tim Pawlenty signed the bipartisan Next Generation Energy Act. The law requires Minnesota to reduce our air pollution emissions by 80% by 2050 and sets interim goals to measure progress. Although we have made some progress, we have fallen behind the goals and will not meet them without renewed effort. We currently have an opportunity to take a big step toward getting us back on track.

Transportation is now the biggest source of climate pollution in Minnesota. The Minnesota Pollution Control Agency has proposed a new rule called Clean Cars Minnesota. The standards of the proposed rule will help to reduce carbon emissions and will increase the choices Minnesota consumers have when shopping for a new vehicle.

We’re not alone. Fourteen states and the District of Columbia have already adopted the same clean car standards and two others are currently considering them.

Clean car standards are critical for protecting the health of community members. Greenhouse gas emission and particulate matter from vehicles reduce overall air quality and have been attributed to serious illness and thousands of premature deaths annually in Minnesota alone.

The new standards would also require more low and zero emission vehicles to be available for purchase in Minnesota. Only half of the electric vehicle options sold in the US are available within our state borders. Bringing more electric vehicles to Minnesota means we can continue to build out our vehicle charging infrastructure. Building this infrastructure provides jobs, and electric vehicle owners save money due to the lower cost of electricity compared to fuel, and a stability in pricing and lower maintenance costs.

The proposed rule does not apply to heavy trucks or farm vehicles, does not apply to vehicles currently on the road, and doesn’t require anyone to buy an electric car.

The rule is currently being reviewed by an Administrate Law Judge and the MPCA is accepting comments on the rule until March 15. RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • Residents in the 900 block of County Road D on Feb. 7 reported a brother from St. Paul for threatening to kill the family. The St. Paul Police Department has been notified, and the case is under investigation.

• Persons suspected of stealing from the Vadnais Heights Walmart in the 800 block of County Road E were arrested by the Maplewood Police Department at 2:48 p.m.

• A St. Paul woman was cited for misdemeanor theft Feb. 11 at the Vadnais Heights Walmart in the 800 block of County Road E following a report of a couple seen loading merchandise into a cart.

Her male companion left the store with the cart full of stolen merchandise, loaded it into his vehicle and left the parking lot without his accomplice. His female companion, left behind, was trying to use an overdrafted card. When deputies apprehended the female in the parking lot, she was wearing a stolen coat. Deputies gave her a courtesy ride to the transit center.

• A St. Paul woman reported her credit card stolen while she was

at work Feb. 12 in the 800 block of County Road E. The card was later used for several online purchases.

The complainant contacted her bank and closed the account.

• A Vadnais Heights woman, 68, was arrested at 8:51 p.m. Feb. 12 in the 4300 block of Buckingham Court for violating a harassment protection order (HRO).

• A man from Sioux Falls, South Dakota, reported the catalytic converter stolen from his 2004 Honda CRV overnight Feb. 13-14 as it was parked in a lot in the 1100 block of County Road D while he was visiting his brother.

White Bear Township • A Stillwater Street resident reported fraudulent charges on his credit card Feb. 13 while it was still in his possession.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • A Birchwood Avenue resident on Jan. 26 reported a fraudulent account opened in his name.

• A vehicle was found off the road Jan. 26 and stuck in a snowbank in the 3000 block of East County Line Road along with the utility box it smashed. However, drunk driving or tailgating wasn’t the cause of the accident. The driver said she was watching her rear window being washed and almost ran into the vehicle in front of her. Washington County Sheriff's Office deputies inspected the rear window and found it recently washed with washer fluid.

Dellwood • A Minnesota driver was cited Jan. 25 on northbound Dellwood Avenue at Echo Street for displaying temporary registration that expired Jan. 20.

• A suspicious vehicle parked on Many Levels Road sporting a suspicious collector's plate Jan. 28 actually turned out to belong to the resident of that address.

Grant • A resident in the 8000 block of Kimbro Avenue N. on Jan. 27 reported being contacted by an unknown party claiming to be from the U.S. Border Patrol, who tried to obtain personal information from him. The complainant gave out no information.

Mahtomedi • A license plate was reported stolen Jan. 24 from an address on Hickory Street.

• An unidentified driver was cited Jan. 24 on Stillwater Road and Hilton Trail N. for driving on a suspended license and for possessing marijuana in a motor vehicle after deputies observed him swerving all over the road while looking down at his lap. After deputies smelled the pot, they searched the vehicle and found 46 grams of it, along with digital scales. A report will be submitted for formal charges.

• A Sterling Court resident on Jan. 25 reported an attempted email scam from an account belonging to a friend. Deputies advised the complainant to tell her friend to contact the county in which she lives and to change her password.

• A catalytic converter was reported stolen Jan. 26 from a vehicle parked on Homewood Avenue.

• A Wedgewood Drive resident on Jan. 27 reported three unauthorized charges on her debit card from Jan. 19, even though the card was still in her possession. All three transactions occurred at a Holiday station.

• A juvenile was arrested on a warrant at 12:02 a.m. Jan. 30 outside a residence on Edith Avenue and transported to jail.

• Gas drive-off from the Marathon station in the 1000 block of Wildwood Avenue was reported Jan. 30.

Pine Springs • Brothers were reported for fi ghting at 10:25 p.m.

Jan. 28 in the 3000 block of Long Lake Road. An argument had escalated into a wrestling match without injuries. It all started when two of the brothers returned home from hockey and found the door locked, even though the third brother was supposed to leave it open for them. When deputies arrived, the youths had settled down and were talking amicably.

Born in a local bike shop, Park Tool supplies the world

Park Tool has been in the area since 1963. The family-owned business, which manufactures tools and repair equipment for the bicycle industry, is now located in Oakdale — but it didn’t start there. Its roots were in Maplewood before the company moved to Vadnais Heights, then Mahtomedi, before moving to its current location.

Second-generation owner Eric Hawkins said, “We’ve been a part of the area for a long time.”

Hawkins gave a brief history of the business, which his father, Howard, and business partner, Art Engstrom, started several decades ago.

“The business actually started in the back of the Schwinn shop that was on White Bear Avenue and Highway 36,” Hawkins said.

The business may have begun in a bike shop, but soon Howard and Art were making tools and bicycle repair equipment.

According to the company’s website, parktool.com, one of the first time-savers the pair invented was a back-saving bike stand that allowed easy access to any part of the bike for repairs. As the story goes, “This original stand was put together using legs from a dining room table, an empty shell casing and a truck axle from a ’37 Ford.” It wasn’t long before other shops, and eventually Schwinn Bicycle Company, began to request a production model.

“It was at a time when the industry really needed specialty tools as the bikes became more and more complicated. We were kind of in the right place at the right time and doing the right thing,” Hawkins said.

Hawkins shared that he started working at the bike shop while he was in high school and at Park Tool in the early ’80s. His father retired in 2002, which is when Hawkins took over ownership of the business.

Park Tool moved from Maplewood to Vadnais Heights and then ran out of land to build on. The company then moved to Mahtomedi, where it re-

mained for 12 years. During that time, the building was enlarged until once again the company ran out of land on which to expand.

“Eight years ago, we moved to Oakdale and bought 23 acres, and we just added on two months ago,” Hawkins said.

The company’s tool design, engineering, manufacturing, packaging and shipping all takes place in their building. Hawkins estimates that 80% of the space is devoted to manufacturing and the warehouse.

Park Tool, which supplies products at a wholesale level, makes tools for all kinds of bicycles. Hawkins said the company makes more than 500 different kinds of tools and sells them to 75 countries.

“We are the largest bicycle tool manufacturer in the world,” he noted.

GUNDERSON CONSTRUCTION CHARGED WITH EXPANSION NEWEST EXPANSION Park Tool has utilized a local construction company for many of its expansion projects.

When Park Tool was still located in White Bear Lake, Gunderson Construction put on a 12,000-square-foot addition.

Several years later, when Park Tool moved to Oakdale in 2013, Gunderson Construction built the new structure, including 11,000 square feet of office space, 60,000 square feet of warehouse space and 6,300 square feet of mezzanine within the warehouse.

“This past summer and fall, we added another 20,000 square feet to the warehouse,” said Dick Gunderson, owner of Gunderson Construction.

Gunderson got started in construction when he was just 15 years old. He worked for a large general contractor until 1998. It was then that he started his own commercial general contracting business. In 2000 he built a new office building in White Bear Lake and has been there ever since.

Gunderson explained the company does work on a range of commercial properties, including hospitals, car dealerships, hospitals and schools. Those projects are typically located within a couple hundred miles of the Twin Cities area.

All three of Gunderson’s children also work for him. In addition, the company currently has six office staff and anywhere from 15-20 people in the field. The business stays busy yearround, and Gunderson said they have been fortunate to stay consistently busy the past year throughout the pandemic.

“We make 80% of our product in the U.S.,” he said.

The business has been steadily growing over the years but saw a rapid climb in business over the past year because of the COVID-19 pandemic.

“It has affected us by making it unbelievably busy.

The bike business right now is nuts. You can’t find bikes anywhere. You had kids home from school, parents home from work, no spring or summer sports.

Fitness clubs were closed, so the bicycle became the hot ticket,” Hawkins said.

He went on to say that it’s not only new bikes, but it’s hard-to-find replacement parts for older bikes. He said the current demand for their products is off the charts, and they are creating anywhere from 15 to 20 new tool types every year.

Hawkins said they are shipping more tools than ever before. “We feel very fortunate and blessed to be in the spot that we’re at,” he said.

Park Tool has about 70 employees. One of them is Andy Engen, from White Bear Lake. Engen has been with the company since 1995 and over those two decades, he has seen a lot of growth in the company.

“It’s been a challenge, which is good,” Engen said.

Engen wears many different hats, as he is both the production manager and floor manager. He spoke about the increased demand over the last year.

“The challenges have been all over. Finding the right people to fit within our (company) culture and keeping people healthy is a big challenge. We’ve done an exceptional job. We’ve had people who have tested positive, but we have not had an exposure case, so that goes a long way,” Engen said.

Over his time with Park Tool, Engen has moved locations along with the company.

“Starting from my original location in Vadnais Heights and moving into the building in Mahtomedi was like moving into the Taj Mahal. Watching that progress to where we are now has been exciting,” Engen said.

“It really happened,” she said. “It’s like a miracle.”

The COVID-19 pandemic has been a dark and challenging time for many families in the area, including the healthcare workers on the front lines of the crisis.

But for one ICU nurse working at St. John’s Hospital in Maplewood, 2021 got started on a much brighter note.

She and another Minnesota nurse were invited by the NFL to join about 7,500 other vaccinated health care workers at Super Bowl LV in Tampa, Florida.

Heidi Briski-Gainor became a nurse 22 years ago, and has spent most of her career at St. John’s while caring for her family in Pine City.

“When my kids were small I was too busy to get into football,” Heidi said. “But as they got older, I became a big Vikings fan – I try to watch all those games. And every year we have a Super Bowl party. I’m a fan of the Super Bowl no matter who’s in it.”

After a few years of experience in St. John’s intensive care unit Heidi thought she had seen everything. But then COVID-19 hit Minnesota, and she and the other frontline health care workers had to face the pandemic.

“My first COVID patient was March 28, and he was the sickest person that I’ve ever seen,” she said. “But by the grace of God he lived. Once we all saw that in the ICU, we knew we were in for ... what everybody had been talking about. It had officially arrived.”

She had come to expect medically challenging patients working in the ICU, but she wasn’t prepared for the grueling, day-to-day intensity of nursing the sickest COVID victims.

“We work eight to 12 hours shifts,” she explained. “A lot of people don’t get breaks, because you can’t walk away from your patients for 30 minutes. When you’re in a COVID room, you have to be wearing gloves, a gown, a cap to cover your hair, an N95 mask and a surgical mask over that – because you have to try to keep your N95 clean, because you re-use it for five shifts before getting a new one – and a face shield. So not only is it a lot mentally going on, but physically you’re sweating the entire time you’re in that room. And then you don’t want to come out, unless you’re complete with everything, because you’re reusing that protective gear – and the more you take it off and put it on, the more chance of contaminating yourself.”

“Other hospitals were airlifting people to our hospital from Alexandria and Wisconsin because there were no beds,” Heidi said. “And no beds means no beds for COVID patients, stroke patients, car accident victims.”

She kept it together in front of her patients and coworkers, but more than once she found herself on the long drive to and from work in tears.

“It’s emotionally draining, and physically draining as well,” she said. “It’s like, you could never get a break.”

The virus took a personal toll as well. She watched a number of her nurse friends get sick with COVID. And she lost a family member and good friends to the coronavirus.

But then, finally, there was hope.

NFL honoring health care workers Heidi said she was watching the Vikings when she heard the announcement that the NFL was planning on honoring health care workers by sending a number of them tickets to the Super Bowl on Sunday, Feb. 7.

There was no announcement of how they would choose who would go, so she and her friend Kelly Culver, an ER nurse, decided to write a letter and mail it to NFL Commissioner Roger Goodell.

They received an email response acknowledging the receipt of the letter. They thought that might be the end of it. But then, they received a second email.

Heidi and Kelly bought plane tickets and paid for their lodging in Florida. Then, before they knew it, it was the day of the big game at Raymond James Stadium.

“I wish I could have brought all my coworkers with me in my suitcase,” Heidi said. “They are awesome – we are a team.”

Her favorite thing? “All of it.” There was a pre-game concert for health care workers, a greeting and thanks from Dr. Fauci, the president and the first lady, and then the game itself.

Heidi and Kelly noticed there were members of the U.S. military seated a few rows in front of them. They went down to thank them for their service, and got to meet the very pilots who had done the flyover before the game.

“Everyone was saying, ‘Thank you, healthcare heroes,’” she said. “Then my heroes were sitting right in front of me.”

Heidi said she feels a great deal of gratitude to the NFL for honoring healthcare workers – and a great deal of humility as well.

“There are so many people who have suffered and have done so much,” Heidi said. “It has been a hard year for everyone, and there are a ton of people who went above and beyond during 2020. Nobody wants to be called a ‘hero’ or anything like that, but everybody has done their best in unforeseen circumstances and predicaments that we never, ever assumed we would be in when we became nurses.”

Heidi’s first day back at the St. John’s ICU was on Feb. 9. And her first patient was critically ill with COVID. “Right back in it,” she said. “But everything seems a little brighter now.”

MAHTOMEDI CITY COUNCIL NOTES • The citizens of Mahtomedi will welcome a new council member once Jeff Charlesworth has taken his in-person oath of office at City Hall. The Parks Commission will lend its chairperson to council for the next 10 months as Charlesworth serves out the term left vacant by the resignation of Council Member Steve Wolgamot. Charlesworth said at the Feb. 16 council meeting that he plans to return to the Parks Commission following the November election of a new council member for that seat. Wolgamot’s term will expire on Dec. 31. Mahtomedi residents who are interested in running for that seat have until July to fi le for candidacy.

• For the 29th year in a row, Mahtomedi’s fi nance department has received the 2019 Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). The GFOA certificate is the highest form of recognition in the area of government accounting and fi nancial reporting, Finance Director Scott Schaefer said as he presented the award. He thanked staff and management for repeating the achievement, and Mayor Judson Marshall thanked Schaefer for his work.

• The property owners at 483 Salem Place will now be able to have two lots on their property, after council approved a request for a minor subdivision. The Planning Commission voted unanimously to recommend approval, subject to six conditions.

• Vehicle owners will soon have to pay attention to updated parking rules in the Historic District, following a discussion about parking limits and one-way traffic on certain streets.

The fi re and public works departments studied the area and identified streets in need of such restrictions to allow emergency vehicles through, City Administrator Scott Neilson said. A map of the proposed parking changes can be found on page 119 of the Feb. 16 council agenda packet at www.ci.mahtomedi. mn.us.

• The city is one step closer to hanging vintage banners on decorative streetlamps along CSAH 12 when work on the road is fi nished. The city expects to hang the vertical banners by June and include planters as part of the festive look. The final selection is contingent on a fi nal decision by the city of Willernie.

• That helicopter flying low over town on Thursday was out conducting the city's deer count. The results of that inventory will be used to guide the herd thinning program next fall.

During the pandemic, many people are gathering outside, usually around a campfi re, to socialize with others.

Campfi res should also be limited to authorized areas within the park, he said. Residents should call the department's nonemergency number to report an unattended fi re, he added.

• The St. Jude of the Lake Church winter raffle is still on for April 11 after council gave the parish, located at 700 Mahtomedi Ave., approval to hold the gambling event.

• Council approved a proposal from LHB for professional services for Mahtomedi communitywide data collection. The city would have its energy, waste, GHG emissions and water data calculated for 2018-2020 as part of the Regional Indicators Initiative. The cost of the proposal is $3,500.

• Eligible residents will still be able to receive home visits from the Home Energy Squad after council approved an agreement with the Center for Energy and Environment to provide for the visits at a reduced rate. In 2019, the squad made 33 visits in Mahtomedi, and in 2020 it made 16 visits.

• Council awarded the contract for the phase 4 East-Historic District Improvements Project to T. A. Schifsky and Sons Inc. for its low bid of $1,486,872. Five bids were received on Feb. 4.

• Locals can now enjoy spirits at a new establishment, Bella Ciao Ristorante, 3156 Century Avenue N. Council approved a new liquor license application for the restaurant, contingent on the receipt of all appropriate paperwork, background checks and certificate of insurance.

• Anyone driving around conducting city business will now be paid 56 cents per mile, after the IRS mileage rate for 2021 was reduced from 57.7 cents per mile, beginning Jan. 1, 2021.

• City Hall will no longer be swamped with piles of papers and fi les, after council approved the proposal from CDI for property fi le scanning. The city will send its hard copy project fi les to be scanned, with the ultimate goal of going paperless by reducing the amount of paper fi les needing to be stored.

• Those interested in a summer job should be on the lookout for seasonal employment opportunities with the Public Works Department, after it was given permission to advertise for up to four seasonal employees at hourly rates between $13 and $15 per hour.

• Tree owners will now be responsible for treating their own diseased trees and removing nuisance trees, or face assessments if the city performs that work. Council passed a resolution approving the publication of a summary of Ordinance 2021-02. The

DOWNTOWN APARTMENTS: Neighbors upset about proposed complex FROM PAGE 1

“north of” $2,000 for a two-bedroom.

At this point, TE Miller would pay for the L-shaped apartment building and the city will pay for the parking ramp using tax increment financing and a possible Met Council Livable Communities grant.

Concept drawings shown at the meeting are preliminary, but Miller’s architect said they are striving for a “palatable development” with their design. “We want to enhance the urban fabric of downtown,” said Evan Jacobsen, an architect with Tushie Montgomery.

At a height of 47 feet, Jacobsen said they are “cognizant that this is a big building for downtown. While it’s an additional mass on Third, the building doesn’t become overly intrusive,” he stressed. “It’s not in your face.”

Miller pointed out that the project would not be viable if limited to three stories. In fact, they had more density when first proposed, but “ultimately, parking is the most important thing to the city,” he said.

The subject of parking, or the city’s lack of it, was an issue brought up many times during the 90-minute meeting. The developer contends the elevated ramp will service the downtown core with its 67 public stalls.

“We don’t want to lose any downtown parking, but improve the streetscape,” Jacobsen said. “We like to walk through neighborhoods to see their character. We know it’s incredibly important to residents of White Bear Lake, and we want to get it right.”

The 60-plus people attending the meeting, however, seemed to think it was all wrong.

White Bear Lake contractor Ed Cox lives down the street from the proposed project. He told Miller the proposal didn’t fit with city ordinances and “didn’t make sense.”

“I’m appalled the city let you in the door,” Cox stated.

“None of us want this.”

Cox told the Press he’s not opposed to a “good design” for the corner. “A good design makes money,” the contractor said. “It can’t be a prison wall 50 feet high. The developer is blowing smoke and mirrors trying to convince a bunch of really smart people this is a good idea.”

He contends that the proposal does not gain more parking. “We (taxpayers) currently own that (Third Street) property. This is our parking lot,” Cox said. “The public is getting 60 spots back that already exist.”

After the Feb. 16 meeting, Cox and his wife Emily, a Realtor, got busy on the phone talking to council members, city staff and the owner of the green house, John Casiday. “He’s more concerned about something good happening there instead of selling his property,” Cox relayed. “I told him perhaps the neighbors would

purchase the property as an LLC and build something in this commercial area that better suits the historic district.” According to Cox, at least 65 neighbors are voicing formal opposition to the city regarding the project.

“At this point, we’re hoping enough people speak up against it that the developer will go away,” Cox said.

Terry Kellerman, owner of Kellerman’s Event Center, is also steamed about the parking. “The property has

a footprint big enough to accommodate all our parking needs,” he argued. “They are giving away our best spot.”

Like Cox, Kellerman said he doesn’t know anyone who favors the project. And he was especially miffed the city didn’t ask for input sooner.

“They’ve been working on this a year, and this is the first we’ve heard about it. That’s not right,” he said.

“This influences my business, and we should have known about the project earlier. The same thing for the people remodeling expensive homes across the street from it.

“Urbanizing White Bear Lake seems to be the recurrent theme, just like the Rush Line project,” Kellerman continued. “This all fits that picture. Who will ride the bus?

Apparently, the 40 people who live in those apartments.”

City Manager Ellen Hiniker emphasized that last week’s meeting was the developer’s first opportunity to share the concept and seek input from the community.

“It’s the first step in a long process that necessarily begins with the neighbors nearest to the site. They are taking this initial feedback into consideration as they determine their next steps,” she said.

Someone asked Miller if he’d considered other locations for market-rate units. He replied, “not at this time.

But we’re open to it.”

A formal application to the city is not anticipated until late spring or early summer. If everything falls into place, construction would start spring of 2022.

FUNERAL HOME: Transition for one downtown business allows expansion for another FROM PAGE 1

He has hired a local contractor and architect to create “a modern, stateof-the-art chiropractic clinic” that will look drastically different from the 94-year-old building’s former interior. His four-doctor practice will expand to five in the much-needed, 4,000 square feet of space.

After 19 years, they have outgrown their space on Clark Avenue, said the owner of Carlson Chiropractic.

And on-street parking is an issue — especially during Friday’s farmer’s market, he added.

“The location checked every box.

It’s perfect,” Carlson said. “There’s good visibility and dedicated parking. And it’s downtown.”

Remaining downtown was a must, Carlson continued. “We love downtown White Bear and want to remain active in this unique, beautiful community. I’ve been looking for six years but there are

few properties that fit our criteria.”

The funeral home wasn’t listed, but commercial broker Mike Brass got wind of Peterson’s intentions and told Carlson, who by the way is the son of Paul “the plumber” Carlson.

A staff member wondered aloud if it might be morbid moving into a funeral home. Carlson feels the transition makes perfect sense. “We just did a complete 180. We’re turning it into a wellness center, keeping people young and healthy without drugs and surgery. That’s our mission.”

The chiropractor is currently going through the permitting process with the city and anticipates opening in the new space May 1.

As for the Petersons, who reside in Birchwood, many things will not change. Ken will continue to serve White Bear families, remain active in events like Manitou Days and continue sponsoring its button contest. “I’m not gone. We just sold the facility,” he said. “I do plan to retire someday, but it’s hard to retire out of a profession you like. At least I’ll have less sidewalk to shovel.”

New patio coming to Jimmy’s VADNAIS HEIGHTS — Come summer, residents will be able to enjoy a meal outdoors at Jimmy’s Food & Drink, 1132 East County Road E. The Vadnais Heights City Council voted unanimously Feb. 16 to allow the restaurant owners to build an expanded patio in the adjacent parking lot.

The patio will replace nine parking stalls next to

the building, seat 128 people, and feature a gas fire pit.

Two handicapped parking spaces will be moved to accommodate the patio, which will be surrounded by a 2-foot-high wall. A representative from Jimmy’s said the patio would tie the restaurant and event center closer to the Holiday Inn, which connects to Jimmy’s via a covered walkway.

Jimmy’s tried a temporary outdoor patio last summer. Because of the COVID-19 pandemic, they

expect people will want to continue to eat outside this coming summer.

The council held a public hearing on the plan, but there were no participants. Council Member Patricia Youker said she was excited about the plan. “It will be a great place to have a burger and a beer,” she said.

Council Member Erik Goebel agreed. “Whenever you can convert a parking lot into something humans can use, it’s a great thing,” he said.

In Hastings on Friday night, the Bears (6-14) lost to Mounds View (18-1) by 64-9, getting a 7-1 win by Christian Carlson and a pin by Matt Sloan, and to Hastings (16-4) by 71-6, with Sloan’s pin averting a shutout. On Saturday at South St. Paul, the Bears lost to the host Packers 42-28 and Forest Lake 71-3. Against SSP (15-4), Sloan and Theron Cartier got pins. Winning by decision were Isaac Kolstad (major), Carlson, and freshman Zach Carnes in overtime, his first varsity win. Against Forest Lake (17-4), Sloan again averted a shutout with an 8-3 win. the Zephyrs squeezed out two wins anyway, against North St. Paul 74-73 in double overtime at home Tuesday and Hastings 68-65 there Thursday. The Zephyrs are 8-1 and ranked No. 13 in Class 3A. Against North, Will Underwood tallied 31 points and Owen Carlson 25, including clutch baskets four times down the stretch. Carlson snagged 15 rebounds. Underwood had six assists, and his sixth steal, late in the second OT, sealed the win.

This one was a thriller. The Zephyrs led 58-42 but the Polars, who sank 14 treys in the game, surged ahead with a 22-3 run. Carlson tied the score with a 3-pointer in regulation, which ended 64-64, and hit another for a 67-66 lead in the first OT. North, up 69-67, missed a layup and two free shots with :08 left.

Mahtomedi boys lose to STMA, tie Cadets in OT duels Mahtomedi hockey had a grueling, winless week, going to overtime twice, losing to St. Michael-Albertville 3-2 last Tuesday and tying St. Thomas Academy 2-2 on Thursday, both on the road. Mahtomedi (6-4-1) led 2-0 at STMA on goals by Ryan Berglund and David Wolsfeld (power play) but the Knights (3-9) rallied with goals by Zach Miller (power play) in the second period, Max Miller in the third period and Miller again in overtime. STMA goalie Austin Dietrich had 26 saves, five in overtime.

Zephyr girls prevail twice The Zephyr girls basketball team won twice last week, over Simley 60-52 there Tuesday and Hastings 65-41 at home Thursday, improving to 10-1.

They are ranked 12th in Class 3A. Simley was a quickly-arranged fillin game, after North St. Paul had to cancel due to COVID. Ella Hronski sank 15 points, Sonya Potthoff 12, and Zoie Centers and Mickey Stockness 10 each against Simley (5-5). Against Hastings, the Zephyrs enjoyed balanced scoring with Hronski netting 14 points, Greta Schimnowski 10, Layla Gile and Centers eight each, Ella Kletti seven and Potthoff six. Nelson, a junior, finished in 24.50.8, nipping Tartan’s Nick Holton by 1.5 seconds, in action Friday at Lake Elmo. Also making all-conference for Mahtomedi was junior Mackinley Commander in sixth place in 26:42.8.

Mahtomedi also had junior Luke Larson placing 12th, junior Chris Benson 13th, seventh-grader Ethan Albrecht 16th, senior Finnian Falvey 17th, junior Elex Tell 18th, junior Jonny Nelson 19th, and junior Jonah Bechard 20th among 49 runners, all getting honorable mention. Sophomore Isaiah Horsager placed 23rd.

Tartan was champion with 462.

Mahtomedi was a close second with 457, followed by Hastings 417, Henry Sibley 380, St. Thomas Academy 368, Simley 359 and North St. Paul 134.

Will Underwood has emerged as one of the metro area’s top scorers as a sophomore in leading Mahtomedi boys basketball to an 8-1 record. The 6-foot-2 point guard is averaging 25.7 points, 6.8 rebounds and 3.8 assists. In two close wins last week, Underwood had 31 points, six assists, five rebounds and six steals in a 74-74 double OT win over South St. Paul, then 30 points and 11 rebounds in a 68-65 win over Hastings. Underwood averaged seven points as a freshman.

Makayla Fischer, a junior, took second in 26:52.8, thirty seconds behind champ Linnea Urban of Hastings.

Also making all-conference were sophomore Sarah Brings, finishing third in 29:33, junior Maya Tarnowski, fourth in 30:11, junior Liz Hansen, fifth in 30:12, senior Lauren Whiterabbit, sixth in 30:57, and senior Claire Brings,10th in 32:22.

Getting honorable mention were senior Jenna Halverson in 11th place and sophomore Greta Liner 13th.

Junior Maddie Noel placed 22nd and senior Lauren Johnson 25th among 41 entrants.

‘Perfect storm’ of factors contributes to spike in thefts at regional park

VADNAIS HEIGHTS—Visitors who arrive in the parking lots of Vadnais-Snail Lakes Regional Park may notice the “sea of broken glass” in the words of Mayor Heidi Gunderson—evidence of a darker underbelly to these beautiful outdoor spaces.

In 2020, there were 46 thefts from vehicles within Vadnais-Snail Lakes Regional Park—a steep jump from last year’s total of 2.

The issue was brought to the council’s attention by Councilmember Greg Urban, who noticed an abundance of crimes reported by community members on Facebook and the neighborhood networking website Nextdoor. Councilmembers discussed the problem with representatives from Ramsey County Parks and Recreation and the Ramsey County Sheriff’s Office at a Feb. 16 workshop meeting.

“We’re dealing with kind of a perfect storm this year because not only are people out of work and in an economic downturn, people are also new to the parks because there’s nothing else to do,” said Kristopher Lencowski, director of park operations for Ramsey County Parks. Unwary visitors, who often travel far from the parking lot while using the park, can create a tempting situation for a would-be thief looking to smash windows and steal credit cards or electronics.

Vadnais Heights is not the only community affected by a drastic spike in thefts—the trend has been nationwide during the past year, said Ramsey County Undersheriff Jeff Ramacher. The reasons are manifold. First and foremost, the pandemic has changed day-to-day life for millions. Kids who are not in school are bored and some become involved in criminal activities, Ramacher said. Other people have lost jobs and have become dependent on criminal activity to make ends meet. There is also a general change of attitude toward law enforcement, felt keenly in and around Minneapolis due to the murder of George Floyd at the hands of a law enforcement officer last summer.

This shift has emboldened some criminals.

Thefts from vehicles and carjackings are some of the most concerning incidents from last year. Ramacher believes incidents like these started in the heart of Minneapolis and St. Paul, and are now expanding outward to the edges of the metro.

“We had [a carjacking] last week in the city of Little Canada in broad daylight in minus 15 degree weather, on a Monday, during the day, in an area that we typically don’t see crime of that nature,” Ramacher said.

At least two Ramsey County squad cars have been targeted this way, and are now out of commission with up to a six month wait for new catalytic converters due to a nationwide shortage. Ramacher expressed frustration with a lack of legislation making this type of crime more difficult to carry out.

“Scrapyards will buy catalytic converters from these folks and they don’t have to register them, they just hand them over for a couple hundred bucks and they turn around and are probably selling them back to the people that got it stolen from in the first place,” he said.

The criminal justice system has also taken a hit from COVID-19, with court cases handled over Zoom and backlogs of

lower-priority cases, shared City Attorney Eric Hartmann.

Two things are certain about the people perpetrating theft in the Vadnais Heights area: they are young, and they are not from Vadnais Heights. Most of the suspects were in the 15-25 age range, and that many of them are coming from other communities and banding together in organized rings, according to Ramsey County Water Patrol Deputy Jeremy Bolen-Knutson.

“In the last 5 years, I’ve dealt with victims from Vadnais Heights, but I’ve never had a suspect from Vadnais Heights,” he said.

Juvenile offenders are often released from custody within a short period of time. This is a source of frustration

for law enforcement that has worsened under the conditions of COVID-19, which aim to reduce the number of people inside detention facilities.

Cameras are one of the best deterrents against crime and one of the most crucial tools in solving crimes when they happen, Ramacher said. But cost to the city and county can be a huge consideration, especially when the parks do not have easy access to a power source capable of keeping a camera running. Some cameras are solar powered, but Bolen-Knutson explained these can be unreliable at times of year when the days are shorter and there’s not enough sunlight to power them. Ramsey County has a mobile camera trailer that it moves from park to park to discourage and monitor criminal activity, but Lencowski likened this strategy to a playing a game of “whack-amole.”

“You’ve got no crime in one place because there’s a camera there; meanwhile they’re in another place,” he said.

Deputies patrolling the parks pay particular attention to whether valuables are visible in parked cars, and sometimes leave an informational flyer to let citizens know this can make them a target for theft. But with six deputies assigned to patrolling 22 county parks, resources are spread thin.

“What I would recommend is a permanent hardwired camera system,” Ramacher said.

COVID-19 has tightened budgets for just about everyone, but Ramacher said there may be options to partner with the city through capital improvement programs. He plans for the sheriff’s department to conduct research into establishing local camera registries and grant programs that would help fund security cameras for nearby homes and businesses.

The councilmembers and experts discussed a few other alternatives, such as increased signage and public awareness, added lighting, false cameras and retired squad cars, but consensus was that a security camera would be the most effective tool. In the near future, Councilmember Urban said he’d like the city to work on getting a camera system installed in at least one park location, with the possibility of expanding from there.

“I know our parks have had a lot of use this year,” Urban said. “A lot of people want to get outside, and that’s a great thing. We have probably the nicest park in the Twin Cities here with Vadnais and Sucker Lake Park. It’s something we want people to use and feel safe using.”

For the time being, Lencowski and the representatives from the sheriff’s department encourage citizens to stay aware, and not to leave valuables visible inside parked cars when visiting local parks.

Addie researched ways to calm dementia patients and found that gardening brought back happy memories and helped them relax. She worked with First Presbyterian Homes to design and build raised garden beds for the memory care unit. The beds are the correct height for resSUBMITTED idents in a wheelchair or who use a walker. Addie also created an informational booklet that describes the benefits experienced by memory care unit staff and families when dementia patients can get their hands in the dirt. The project was inspired by Addie’s grandmother, who suffered from Alzheimer’s disease and lived in the memory care unit for the last few years of her life.

The Gold Award is the highest achievement in Girl Scouting, and is awarded to fewer than 6% of Girl Scouts annually.

It's finally over. We experienced a 17-day period of below freezing temperatures when it finally came to an end on Monday. My average low from Feb. 5 to 20 was -10.9º while the average high was 7.4º, for an average daily temperature of -1.7º. We'll see that showing up in our gas bills this month. The good news is that there's nowhere to go but up. It's later in the winter season now and our average high is now above freezing. I think we'll be above normal as we head well into March. We'll still need to keep an eye out for some heavy snowfalls as I expect we'll be seeing some.

He made weekly visits with donuts to visit with the grandkids and shared his lemon drops! Fred was an avid Twins and Wild fan and loved golf. We will miss all the really corny jokes, family meetings with blackberry brandy, sharing a Miller Lite and Hershey candy bars.
