GRANT — Plans for a community ice arena were approved unanimously at a City Council meeting last month. The 42,500-square-foot ice arena will be located next to playing fields east of the high school and middle school. The land is owned by Mahtomedi Public Schools, which approved a 20-year land lease agreement for $1 per year in 2016. The school district will get a 5 percent discount on ice time, said Alex Rogosheske, one of the organizers of the nonprofit organization Rinc 2. Earlier this winter, the Planning Commission recommended the City Council approve an amended conditional use permit since the land was previously approved for athletic use but not for an ice arena. The commission added a condition that the city of Grant would not incur any unforeseen costs related to the ice arena, but that Rinc 2 would be completely financially responsible for it. Rinc 2 has an exit strategy to cover the cost of $200,000 to tear it down if needed. A $500,000 escrow deposit was mandated by the school district. The ice arena plans went through environmental reviews over the last couple of years. The property was used for disposal of municipal, solid and industrial waste from the 1950s to the 1970s, according to the Minnesota Pollution Control Agency (MPCA). It was cleaned up in the 1990s. Rinc 2 plans to remove 50,000 cubic yards of dirt and waste and replace it with clean fill, per the MPCA's recommendation. In 2018, the MPCA authorized Rinc 2 to disturb the soil; a restrictive covenant in 2007 stated no soil disturbance below 2 feet could occur without the approval of the MPCA commissioner. Rinc 2 will excavate 25 feet down. The MPCA will monitor construction and give final approval of the building. The ice arena will also have a vapor mitigation system. “We appreciate your patience and your diligence and your attention to detail,” said Councilman Denny Kaup. “I think you addressed every question we have. WHITE BEAR LAKE — Water Gremlin was forthright in coming to the Minnesota Pollution Control Agency (MPCA) in July 2018 to reveal there was a trichloroethylene (TCE) emission problem. But the company did not disclose the extent or magnitude of the problem, said the agency’s Jeff Smith at the second of two public information meetings. It took six months for MPCA to determine the seriousness of the emission and shut the operation down. Smith puts that lag time on Water Gremlin. The industrial section division manager explained
to a standing-room-only crowd at North Campus March 7 that the permit holder is obliged to self-report whether it is operating within permit parameters. The agency issues 18,000 permits, 4,000 of which are air permits inspected by a staff of 10. “If things aren’t operating the way they should, a permit holder is obligated to tell us,” Smith said. “I think that is the heart of the matter. Did the company disclose that the facility didn’t operate the way it was supposed to? The answer is no.” Smith went on to say Water Gremlin representatives have been very

Event partners included several scout troops and members of the Minnesota Geocaching Association. The deep snow made it difficult to find trash, but more than 300 pounds was still collected. The White Bear Lake VFW treated volunteers to a free lunch following the event.
