Several street construction projects are planned in northern Ramsey County this year. The largest will be reconstruction of the Rice Street bridge at I-694. The I-694 eastbound exit ramp to Rice Street and the ramp to I-694 westbound were expected to close March 18, according to the county. It is expected to be closed for five months. Detours will be posted. The construction, which includes interchanges with roundabouts, is expected to be completed by November 2020. It will affect Shoreview and Vadnais Heights from North Owasso Boulevard to Vadnais Boulevard. PAUL DOLS | PRESS PUBLICATIONS

There are 800 children and youth in Minnesota waiting to be adopted. Minnesota’s Waiting Children, many of them teenagers, are currently in foster care, MN Adopt Foster Care Specialist Kim Young told those who attended a panel event on adoption through foster care March 11. The presentation, entitled “Debunking the Myths,” was held at Ramsey County Library – Shoreview. MN Adopt is an organization that provides resources to families considering adopting from foster care and after-adoption care, said Kim Sacay, recruitment coordinator. On its website is a list of some of the
youth who are looking for families and can be adopted through various agencies. There are several myths that circulate about adopting from foster care, Young said. First, it is not expensive, as some people believe. Traditional infant adoption or international adoption can be expensive, but there are minimal fees involved in adopting from foster care. Many children adopted from foster care are also given a stipend from the state for medical and mental health services. Another myth about foster adoption is that you have to be a certain type of family. Single parents and same-sex couples can adopt children from Minnesota's foster care system. There is also no age requirement beyond being age 21 or older.
People also often wrongly believe that all that children need is a loving home and they will be fine, Young said. Families adopting from foster care need to be willing to learn new parenting skills and make a lifetime commitment. Many children in foster care have special needs because they have gone through traumatic experiences. It is also a myth that children adopted from foster care instantly feel thankful for being adopted. “It is really important to remember that they had to be removed from their biological family,” Young explained. Many wish they could go back home to that family even though parental rights have been terminated,
