WHITE BEAR LAKE — Residents in the red zone are lawyering up for possible legal action against Water Gremlin, the township company that allegedly violated air quality regulations by spewing toxic trichloroethylene (TCE) for almost 20 years.

For its alleged mismanagement, the Japanese-owned fabricator of lead sinkers and battery terminals agreed to paid a $7 million penalty, the second-highest ever imposed by MPCA. A Minnetonka law firm that specializes in personal injury, wrongful death and worker’s compensation claims has held two community meetings to date at White Bear Country Inn to advise those living in a 1.5-mile radius of Water Gremlin of their legal rights.

According to the legal team of Schmidt & Salita, residents in the zone have an incidence of cancer three to four times higher than normal. They have neurological problems, respiratory issues and early dementia related to the TCE exposure, claim the attorneys, who are looking to get those victims just compensation.

Armory gets historic recognition WHITE BEAR LAKE — Minnesota's newest listing on the National Register of Historic Places is the White Bear Lake Armory, constructed in 1922-23 on the corner of Fourth Street and Cook Avenue. According to White Bear Lake Area Historical Society Executive Director Sara Hanson, it's part of a group of Minnesota armories that were constructed during the ’20s as part of a general effort by the National Guard to accommodate increased membership after the National Defense Act of 1920. The historical society is headquartered in the city-owned Armory.

An evaluation report to determine if the building was eligible for the recognition contained this excerpt: “The White Bear Lake Armory strongly reflects the transitional-period convention of retaining mild stylistic referents to the preceding castellated

era, but as elements of substantially more restrained designs and it is one of but a few that achieves this effect in Minnesota. The White Bear Lake Armory, additionally, is one of only two armories fully designed by P.C. Bettenburg during this period and is representative of his early work in Minnesota National Guard Armory design.”

The Armory was constructed at the edge of downtown White Bear Lake, with commercial buildings to the west and single-family homes to the east, a condition that remains today. The evaluation observed that newer buildings are not out of scale with the earlier construction and “do not greatly alter the character of the Armory's surroundings.”

Pizzeria Pezzo founder honored for organ donation In a flag-raising ceremony April 1 at Fairview Ridges in Burnsville, hospital staff honored the donors who save strangers’ lives. Among those donors is 35-year-old Gary Joe Bougie, a father of three who died unexpectedly in 2014 after he had routine gallbladder surgery (at a non-Fairview hospital). Gary had just recently opened Pizzeria Pezzo in downtown White Bear Lake when he died.

His father, Gary Bougie, said organ donation has been lifechanging for him as he processes the unimaginable grief of losing a child. When Gary received a letter that his son’s tissue helped repair the knee of a young tennis player, he said it was life-changing.

“Donating my son’s organs has given us hope, comfort and knowing that going forward, our son has a legacy,” Bougie said.

Gary's dad got a call 12 hours after his son unexpectedly passed away, asking if he'd give permission for him to be a donor. “When you lose a child it’s devastating,” Bougie said. “I wasn’t even thinking when I said ‘yes,’ but I’m so glad I did.”

The letter affected him so much, Gary called LifeSource and asked what he could do for the organization. He has been serving as a LifeSource Donate Life Ambassador ever since.

Nationally, about 50 percent of people have designated themselves as a donor (on their driver’s license/online registry/healthcare directive); however, in Minnesota, the rate is 67 percent.

Fairview hospitals started a program last year to honor donors who save strangers’ lives. Now, every time someone donates an organ at Fairview Southdale, Fairview Ridges or University of Minnesota Medical Center, the flag bearing the words “Donate Life” is raised, signaling that someone’s loss is giving life to someone else.

The Bougie family and other donor's families spoke at the flag-raising ceremony. The ceremony coincides with the beginning of National Donate Life Month, as declared by Donate Life America, a nonprofit dedicated to increasing the number of donated eyes, organs and tissue.

Mayors challenge: Do your part this Earth month Once again, White Bear Lake Mayor Jo Emerson is joining mayors across the country in asking residents to make a commitment to conserve water by taking part in a national contest aimed at drastically reducing water and energy use.

The Wyland National Mayor’s Challenge for Water Conservation is a nonprofit national community service campaign to see which cities can best inspire residents to commit to reduce water and energy usage by filling out a no-cost, online pledge that takes only one minute to complete.

Participants in cities with the highest percentage of residents who take the challenge in their population category are entered into drawings for hundreds of prizes.

When seconds count, finding closest AED could save a life WHITE BEAR LAKE — Boy Scout Zach VanDyke was presented a lifesaving award by White Bear Lake Fire for his work on an interactive program that directs those trained in CPR to public AEDs (automatic external defibrillators).

The South Campus senior from Troop 494 tracked 96 AEDs in the White Bear area, documenting GPS coordinates and including pictures of exactly where the device was located for an app called PulsePoint. The project helped earn VanDyke his Eagle rank.

Before presenting the award at the March 26 City Council meeting, Fire Chief Greg Peterson reported that sudden cardiac arrest affects 356,000 people each year in the United States. The survival rate is 11 percent. “That’s pretty dismal,” Peterson said. “Only a third of these people receive CPR. It’s a national problem; and Ramsey County fi re chiefs decided to get involved.”

One initiative was the PulsePoint software program, which notifies people trained in CPR

when a cardiac arrest is happening within a quarter mile. The information is automatically pushed out to people who opt in with the app on their phone.

VanDyke’s work makes it easier for responders to fi nd the closest AED in the area to treat victims of sudden cardiac arrest. “By far, it’s more information than any other city has in Ramsey County,” Peterson said, adding the department is “proud and appreciative” of the Scout’s work.

“Zach’s efforts will help save lives by reducing cardiac death rates,” added the chief.

The county launched the program about a month ago and so far, there have been 12 activations.

The app is available on Google Play and the App Store.

VanDyke said he was looking for “something unique and useful” for his Eagle project; when he heard about PulsePoint from a White Bear paramedic, he knew that could have a big impact. Cer-

tified as an emergency medical responder, a step below EMT, VanDyke has the app on his phone.

Asked if he was interested in the medical field, the Scout shared that he wants to be a detective someday. First, there’s another commitment to get out of the way: after graduation, he’s headed to boot camp for the Army National Guard. If all goes as planned, he’ll end his advanced individual training as a military cop.

Spoofing

H

ave you had any calls that show up on caller ID as a local number but when you answer, it’s a recording trying to sell a car warranty or help with pain? This trend is called ‘spoofing’ when they use a local prefix on the caller ID so that you pick up. Even if you’re on the “do not call” list, these calls can get through. Most of the calls I have received are recordings, however, we have had live people on the other end and pretty much all you can do is keep hanging up on them. It isn’t worth trying to call back because the number on your caller ID is not the real number for who called you.

You can block the caller, though the calls never seem to come from the same number. In the past few Publisher’s years, I have had hundreds of these calls on my cell phone. Then this View past week I received a vulgar text Carter Johnson message from someone begging for no more calls. When I responded and shared that it wasn’t me calling but that my number had been spoofed, the person finally understood it. The only recommendation I can suggest is that you don’t give out your cell number, always mark ‘do not solicit’ on anything you sign up for, and be cautious of any promotions you receive by text. It’s a frustration that hopefully the cell phone companies will figure out soon. So if you’re being spoofed, take down the numbers, time and call your service provider and share your frustration.

Dating today Things have changed since I was in the dating scene.

In middle school, we used to pass notes asking a girl if they wanted to “go out”, and they could check a “yes” or “no” box. If the answer was yes, we likely never actually went anywhere, but might have talked on the phone. From my observation, today’s middle school kids might send a text message or Snapchat to indicate their interest in going out with someone, but may never actually have a face to face conversation during the entire relationship.

When we were on spring break, we struck up a conversation with a group of college-age women from Texas staying next door who were all wearing yellow caps and t-shirts that said “Bumble.” I asked what it was and they explained that Bumble is an online dating site, similar to Match or OurTime, and one of the women in the group was the college representative.

I know that most single people around my age look to online dating sites to help narrow the field of prospects, but I guess I hadn’t considered that college kids were doing it, too. What ever happened to meeting on campus like in the dorms, in class or studying at the library, being set up by a mutual friend, at a party or though a co-ed broomball team? College seems like the easiest time of life to interact with others of similar age and interests in a close setting, but these girls reported it isn’t.

It will be interesting to see if the dating scene ever reverts back to hours-long phone calls, double dates, or love letters sent through the US postal service mail.

Harvard study A 1938 Harvard study called the Grant Study followed a group of 268 men for 80 years to research what makes people happy. It showed that close relationships help us live longer, healthier, happier lives. Relationships help “protect people from life’s discontents, help delay mental and physical decline, and are better predictors of long and happy lives than social class, IQ and even genes.”

Our communities are built on relationships among people – with loved ones, friends, neighbors, and involvement in organizations such as churches, athletic teams or clubs, or volunteer endeavors. Check out the roughly 12-minute TED talk video by Robert Waldinger titled, “What makes a good life?” He recommends dropping the screen time and reaching out to people and investing in relationships.

Trusting the process

uilding leaders have recently shared their “road maps” of where their school communities are heading.

These presentations focused on the outcomes of the year-long strategic planning process that is being wrapped up at each of our school sites.

This is the continuation of the strategic planning process we went through as a district during the 2017-18 school year when more than 200 volunteers engaged in the process.

This additional engagement at the Movers & building level has plans that, Shakers yielded when implemented, will directly impact Wayne and every one Kazmierczak each of our students.

For a refresher of some of the outcomes from that district-wide process, recall the district’s new mission statement: The mission of the White Bear Lake Area School District, the community at the forefront of educational excellence, honoring our legacy and courageously building the future, is to ensure each student realizes their unique talents and abilities, and makes meaningful contributions with local and global impact through a vital system distinguished by: • Students who design and create their own future • Diversity of people and ideas • Safe, nurturing and inspiring environments • Exceptional staff and families committed to student success

• Abundant and engaged community partners Additionally, the eight strategies identified to help align our actions with our mission and goals, are: • We will ensure that each student is the primary agent in their learning.

• We will provide expanding access to a broad range of opportunities for • All students.

• We will foster community engagement and partnerships.

• We will build organizational capacity.

• We will embrace all cultures with humility and respect.

Each building was tasked to build a plan that speaks to their unique identity, and the results have shown that each of our program sites has done just that. Plans were built through a process that mirrored the district’s. A representative Planning Team came together last fall to craft a site-specific mission statement, land on objectives, and identify tactics that will lead to the realization of the mission and objectives.

Once tactics were identified, volunteer members of the school community stepped up to serve as Action Teams members for an extended time period during the fall and winter. In the sharing out of the process and outcomes, “trust the process” has been a statement repeated time and again by multiple district and building leaders. Many of the stories shared revolve around

the idea that the teams weren’t quite sure what the outcome would be when they started, but that they continually reminded themselves to follow the process, trust in the process, and forge ahead into the unknown.

The results they were able to reach collectively by “trusting the process” are incredible.

As each of the schools and programs continue to share with their school families the outcomes of the strategic planning process, we will continue to provide a glimpse of the collective work through district share-outs, as well. Rest assured that the excellent schools and programs you see today are just a glimpse of what is to come. The future that has been built by our school communities, within the greater White Bear Lake Area Schools community, is a bright one. Trusting the process has gotten us to a terrific point from which to proceed as we courageously build our future.

I invite you to watch for updates from the district about the site-level strategic plans, and to connect with us about the overall strategic plan, as well. An opportunity to connect about this in person is coming up in April.

Vulnerable seniors need protection Fact: Minnesota Department of Health receives approximately 400 complaints each and every week about abuse, neglect and financial exploitation of Minnesota

seniors in long-term care residential facilities, including assisted living facilities and nursing homes.

The state lawmakers had an opportunity to address this deplorable situation in 2018 but failed to pass any meaningful legislation.

We want to thank Gov. Tim Walz, Rep. Ami Wazliwak and Sen. Roger Chamberlain for their commitment to rectify this oversight during the current legislative session. A bill in the state House of Representatives is gaining momentum but the companion Senate version needs to be strengthened and prioritized. We believe this legislation should include: a licensing requirement for assisted living facilities without delay; a provision that guarantees residents the right to place a camera in their private living space to prevent and/or monitor abuse; protection against retaliation for speaking out about poor care; and the immediate right to appeal arbitrary discharge.

Please join me in asking our lawmakers to pass legislation that fixes the systemic problems that leave so many of our seniors vulnerable to abuse and holds regulators and facilities accountable.

Minnesota seniors should not have to wait another year.

It's time to make Bald Eagle Blvd. safe I understand the view of many longtime residents around the southern portion of Bald Eagle Lake who don’t want traffic patterns to change. But people’s needs change, and in this case our community infrastructure must keep pace.

Bald Eagle Lake is no longer a rural lake of cottages and summer homes. It has become an inner-city lake with expensive homes and active citizens.

People today want to walk, run and bike, and they want to do these activities while enjoying our shared natural re-

source. Sadly, engaging in these activities — especially with younger family members — is not safe on Bald Eagle Blvd.

Walking and biking are activities that span generations. We live in a metropolitan area with amazing trails that support physical well-being. Many initiatives are underway to link these trails together to facilitate safe transit without cars. The proposed trail around Bald Eagle Lake is an integral piece in this plan.

Many people value the status quo in their lives to highly and miss the wonderful benefits possible by well-thought-out change. White Bear Lake went through a similar process of debate when they converted Lake Avenue to one-way, and the results have been spectacular to those living across from the lake and others who simply enjoy the trail.

I encourage people on both sides of this debate to voice their opinions.

Grateful for helpful, kind staff, volunteers I would like to respond to the article

by Andrea Kish-Bailey published March 20 on the “working poor” and the White Bear Area Food Shelf.

A few years ago, I found myself to be a newly single mother with little support but determined to make a happy new life for myself and child. Despite having a full-time and a part-time job, it was hard to cover our expenses. We lived frugally and at one point I was holding down three jobs. We were able to keep our heads barely above water until a genetic heart condition required surgery. Although we had health insurance, I missed time from work and medical bills amounted to almost $8,000.

So, I swallowed my pride and made an appointment at the White Bear Area Food Shelf. I was completely surprised that I was treated with such dignity and compassion. Everyone I encountered

reiterated that we all need help at some time, and even thanked me for trusting them to assist me. Bonus Saturday is always a pleasure. Rick or Austin at the front desk are warm and welcoming. Supervisor Matt keeps everything stocked and running smoothly. Volunteers are helpful, kind and nonjudgmental. Thank you to all of the staff, volunteers, donors and suppliers who make the White Bear Emergency Food Shelf such an asset to our community.

What about parking on Edgerton?

I read with interest the March 20 article, “County road construction projects announced,” in which readers learned of planned bike paths on Edgerton Street, with a future parking ban on both sides of Edgerton.

When people living on Edgerton wish to have family and friends over (graduation parties, holiday gatherings, summer barbecues, etc.), where are their guests supposed to park? Few homes along Edgerton have driveways that can accommodate several cars. Many families are already hard-pressed to have enough room for their own cars, much less those of guests.

I note that pedestrians, joggers and cyclists have used, and do use, Edgerton for those activities, without a bike path. Are homeowners on a street with no parking allowed really able to enjoy their properties fully? As property taxes in Ramsey County this year get hiked up significantly, there are more restrictions on those higher-taxed properties. Why not restrict parking on one side of Edgerton? Or why not let residents apply for temporary parking permits on a day when they wish to welcome guests?

There ought to be a way to avoid penalizing homeowners for living in a progressive community.

Eugene Barton Flowers “Gene” died peacefully, Wednesday, March 27 listening to his favorite music and surrounded by his loving family.

Gene proudly served in the U.S. Army and spent his career working for Sheet Metal Workers Local 10. Gene was a avid poker and cribbage player. He taught the kids and grandkids the art of a good clean cribbage game.

The kids tried for years and years and years to beat Papa Gene - rarely did they.

Gene loved music, singing, telling stories and had many jokes and life lessons he shared with the kids. Gene and Marge loved to travel and drove their motor home all over the country. He loved and missed Marge dearly.

Preceded in death by beloved wife Marjorie “Red”, dog Sam, parents Donald and Dione Flowers, sister Maureen Carrell, brother Michael Flowers, daughter Candy Bell, grandson Joseph Saros, and granddaughter Molly Williams.

The Military Order of the Purple Heart, Department of Minnesota (MN MOPH), recognizes America’s combat wounded veterans. The mission of MN MOPH is to foster an environment of goodwill and camaraderie among combat wounded veterans, promote patriotism, support necessary legislative initiatives and provide service to all veterans and their families.

Chartered by Congress for combat wounded veterans, MOPH is comprised of military men and women who received the Purple Heart Medal for wounds suffered in combat or by an act of international terrorism. Although membership is restricted to the combat wounded, the MOPH supports all veterans and their families with nationwide programs by chapters and national service officers.

• A Grant man, 28, was cited March 15 in the 11000 block of Julianne Avenue N. for fi fth-degree assault after he assaulted another resident at the Cedar Ridge facility.

• A resident in the 3000 block of East County Line Road on March 16 reported his neighbor for clearing drainage pathways in his yard that directed water onto the complainant's property. When Washington County Sheriff's deputies arrived on the scene, they could see the strategic pathways plowed into the neighbor's yard. The matter is now a civil case, as the complainant's property has sustained damage.

• A remodeling contractor in the 900 block of Warner Avenue N. on March 11 reported fi nding a coin purse containing what he suspected was a controlled substance. Inside the container were two baggies with a white powdery substance along with two sealed vials with small pills and a white grainy substance. When deputies spoke to the out-of-town homeowner, she told them that the previous owner from whom she had bought the house 20 years ago had been arrested for controlled substance violation.

Grant • A White Bear Lake man, 20, was arrested on an Anoka County warrant at 12:16 a.m. March 13 on Manning Avenue N. and Settlers Way after deputies on patrol conducted a random computer check followed by a traffic stop.

• A Forest Lake man, 30, was cited March 15 in the 10000 block of Highway 36 for failure to wear a seat belt.

• A Mahtomedi man, 49, was cited March 15 in the 11000 block of westbound 75th Street N. for speeding 65 mph in a 55 mph zone after westbound deputies clocked him on radar at 72 mph. Deputies described the attitude of the motorist as good.

• A Stillwater woman, 47, was cited at 5:35 a.m. March 12 in the 600 block of Stillwater Road for failure to stop at the stop sign at Warner Avenue N. and Stillwater Road by deputies on stationary patrol. The driver explained that she wasn't paying attention.

• Bags of clothing destined for donation were reported stolen March 12 from the 800 block of Stillwater Road. The complainant suspects her ex-boyfriend and will work with authorities on taking out a harassment restraining order against him.

• A White Bear Lake woman, 24, was cited March 12 on Stillwater Road

and Warner Avenue for driving after revocation and verbally warned for driving without headlights after deputies waiting at the stop sign ran a license plate check that found the driver to be revoked. After deputies conducted a traffic stop for the missing headlight, the motorist told them she didn't have a driver's license or proof of insurance.

• An employee at the FedEx depot on Long Lake Road on March 13 reported another employee for stealing six packages containing Apple airpods valued at $159 each, for a total loss of $954, after he caught the subject on camera stealing the items. Deputies tried to contact the suspected thief, but he didn't answer his phone. The case will be forwarded to the investigations department so that subpoenas can be issued and study of the surveillance video can be conducted.

• Suspicious footprints leading from the street to the front of a residence in the 300 block of Dartmoor Road were reported March 14. Deputies told the complainant that the prints were probably made by public works employees checking on water levels in the low-lying areas of the city following snowmelt.

• An unidentified motorist was arrested at 2:37 a.m. March 17 on northbound I-694 at Century Avenue for suspicion of DWI, failure to drive in a single lane, failure to provide proof of insurance and driving after revocation. Eastbound deputies on routine patrol

under the 694 overpass on Highway 36 observed it swerve from lane to lane. After the driver couldn't find her identification or follow directions very well, deputies observed all the sights and smells of intoxication. The subject registered 0.085 on the field sobriety test and was transported to jail.

Pine Springs • A resident in the 6000 block of Warner Avenue S. on March 14 reported receiving a letter by snail mail from a party claiming to be an account manager from Ontario, Canada, indicating that the complainant had just received $9.2 million from the estate of a relative who had just died. The letter advised the complainant to contact the accountant through the given e-mail account.

• A Mahtomedi woman, 47, was cited at midnight March 15 on 62nd Street N. and southbound Warner Road S. for speeding 39 mph in a 30 mph zone after deputies northbound on Warner Avenue S. observed two vehicles traveling over the speed limit and clocked the rear vehicle at 47 mph as it sped down the small hill at Bevins Lane.

Willernie • A resident in the 500 block of Donegal Place on March 12 reported an ex-female acquaintance for entering his residence without permission and stealing items from him.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following incidents:

Vadnais Heights • Deputies responded March 20 to a parking lot in the 1100 block of County Road E on a report of a man with a “medical issue.” The 47-year-old St. Paul man didn’t have a medical issue but did have a gross-misdemeanor warrant issued for his arrest. He was booked into jail.

• A 40-year-old Minneapolis man was arrested in the 3200 block of Highway 61 March 21 and charged with abducting a 63-year-old Minneapolis woman.

The investigation was turned over to an outside agency. No other details were provided.

• A shoplifter at Walmart was identified through use of store video on March 22. The 47-year-old Hugo woman was mailed a citation for theft.

• A female was spotted exiting Target on March 22 with a cart filled with stolen groceries. The woman

was gone when deputies arrived.

• Deputies responding to a March 23 report of people sleeping in a vehicle in the Cub Foods lot at Highway 96 and Centerville Road found the car, by then on the move, with no plates. The vehicle was driven by a 24-year-old homeless man and the plates, found inside the vehicle, proved to be stolen.

The driver claimed to have bought the vehicle from “a man in a bar” for $800. He was jailed on a possession of stolen property charge.

• Two vehicles were stolen from an auto dealership in the pre-dawn hours of March 23 in the 3300 block of Highway 61. The thieves gained access to the lot through a hole in the fence. The front gate suffered damage when the stolen vehicles were driven out of the lot through the fence.

• A couple consumed food and drink worth $34.53 at 3 a.m. March 23 at Perkins Family Restaurant on County Road E then bailed on the bill. No word on the tip.

White Bear Township • Deputies arriving in the 4400 block of Otter Lake Road on a welfare check March 17 found the 34-year-old subject was also wanted on warrants for her arrest. She was also in possession of narcotics and booked into jail.

• Deputies interrupted a fight between two juveniles the morning of March 18 at the Bellaire Education Center in the 2500 block of County Road E. Both were sent home to let their parents deal with it.

• A local woman was identified as the thief who copied a credit card number in a break room at her place of employment on White Bear Parkway the afternoon of March 18. The case was forwarded to the city attorney for consideration of charges.

• Ramsey County deputies assisted Carlton County law enforcement in arresting a local woman March 21 in the 1900 block of Stillwater Street on a felony warrant. The 63-year-old was booked into jail.

• A two-vehicle crash was reported in a private lot in the 4500 block of Centerville Road March 22.

• Officers found an 18-year-old Little Canada man with no driver's license.

The interior of the car smelled of marijuana. The vehicle and occupants were searched; they found digital scales, cash and a small amount of marijuana inside the car. No drug possession charges due to possession issues. A passenger, an 18-year-old Little Canada man, had a misdemeanor theft warrant out of Ramsey County and was taken to jail. The driver was cited and released.

• Fraudulent charges amounting to $1 were reported in the 1800 block of Birch Street March 22.

• A 20-year-old New Richmond, Wisconsin, man was arrested for fourth-degree DWI near Highway 61 March 23.

The White Bear Lake Police Department reported the following incidents: • Theft of items from a vehicle was reported in the 2100 block of Orchard Lane March 22.

• A business was burglarized and cash was stolen overnight in the 4600 block of Highway 61 March 22.

• Theft of two lighters, worth about $4, was reported in the 3100 block of Century Avenue March 22.

• A complainant in the 2000 block of Fifth Street received a call from a "granddaughter" that likely was the precursor to a scam attempt, but she asked the right questions and the caller hung up.

• A two-vehicle right-angle collision was reported at the top of the southbound ramp from Highway 96 to I-35E on March 22. One fatality, one injured.

Both vehicles were impounded. Blood was drawn from the surviving driver at the hospital. An investigation is underway.

• An officer responded to an accident at the intersection of County Road E and Century Avenue March 22. A pedestrian sustained minor injuries.

• A driver was cited for possession of marijuana and an open container of alcohol inside a vehicle near Dell Street March 23.

• Theft of $86 worth of packages was reported in the 4500 block of Bald Eagle Avenue March 23.

• An accident with injuries was reported near County Road E in Gem Lake March 23.

PUBLIC SAFETY WASHINGTON COUNTY Making an appearance in Washington County court for felonies and gross misdemeanors: • Andrew William Young, 32, of White Bear Township, appeared March 20 on charges of receiving a stolen car and knowing it was stolen, a felony with a maximum sentence of five years and $10,000; fleeing a police officer in a motor vehicle, also a felony; and a gross misdemeanor charge of aiding and abetting theft in a shoplifting incident.

Forest Lake Police were dispatched March 18 to a theft in progress involving multiple people at the Forest Lake Target Store. Officers observed individuals getting into a car driven by Young. He took off, attempting to elude officers and driving at a high rate of speed. Stop sticks deployed by the State Patrol at I-35E and Hwy. 96 deflated the vehicle's tires, but Young continued to drive on the rims, getting as far as Vadnais Boulevard and Edgerton Road. Two of the four occupants attempted to flee on foot but were apprehended. Value of the stolen electronics was $982.

When officers ran the vehicle information number, it came back stolen out of Marshfield, Wisconsin.

• Peter Victor Hartzel, 42, of Mahtomedi, appeared March 14 on charges of hiring an underage girl for sex, a felony with a maximum sentence of 10 years and $20,000. On Dec. 18, 2018, the East Metro Sex

stolen in the 3100 block of Century Avenue March 26.

• Theft of tools was reported in the 2600 block of County Road E March 26.

• Theft of about $700 worth of items from a vehicle was reported in the 2300 block of Birch Street March 27.

• A community service officer responded to a complaint of a raccoon wandering around in a yard at a day care in the 3800 block of Oak Terrace March 27. Upon arrival, the animal had left the area and was no longer seen.

• A 25-year-old White Bear Lake resident was arrested for third-degree DWI after a two-vehicle accident in the 2100 block of Orchard Lane March 27.

• Officers found a male slumped over in a vehicle in the 3200 block of White Bear Avenue March 28. The 26-yearold Brooklyn Park man was arrested for DWI. • Theft of about $600 worth of items from a vehicle was reported in the 1700 block of Fourth Street March 28.

• Fraudulent withdrawals amounting to $4,000 were reported in the 4400 block of Lincoln Avenue March 28. No suspects.

• Graffiti damage costing $100 was reported in the 1600 block of Birch Lake Avenue March 28.

• A hit-and-run accident was reported in the 1900 block of Buerkle Road March 28.

PUBLIC SAFETY BRIEF Trafficking Task Force conducted a sting to combat the demand-side of persons who seek to purchase commercial sex acts from minor children. An advertisement is posted by undercover law enforcement on a known commercial sex website or social media application where known commercial sex acts are brokered. They use decoy photos of adult females who may appear to be underage. A phone number is listed. After an exchange is confirmed via text message, a meeting location is set and once the individual arrives, they are arrested. Hartzel began texting the decoy two hours after the ad was posted. He agreed to pay $180 in exchange for one hour of sex and said he would bring a condom. The decoy stated she was 15 and the defendant acknowledged the age and agreed to meet at an address in Lake Elmo. He was arrested after knocking on the door. It was noted the defendant did not have money or condoms at the time of the arrest.

Coffee with a Cop events in April Deputy sheriffs will be at local grocery store coffee shops in April to simply talk with people about what’s on their mind about services provided by the Ramsey County Sheriff’s Office. Coffee with a Cop is a national initiative that brings police and community members together in an informal, neutral space to discuss community issues, build relationships and drink coffee. During the past three and half years the Sheriff’s Office has held 15 Coffee with a Cop events at various venues. Citizen’s group assumes Water Gremlin watchdog role

WHITE BEAR LAKE — Dubbed the “Fabulous Five” by an appreciative resident, some citizens are taking it upon themselves to “do more than talk.”

Calling themselves Neighborhood Concerned Citizens Group (NCCG), the five include Sherry Hastings, Kelly Tapken, Leigh Thiel, Catherine Sullivan and Sheri Smith. All live within the 1.5-mile radius of Water Gremlin impacted by toxic emissions of trichloroethylene (TCE).

“We were highly concerned with what we heard Water Gremlin had been doing for a long time and we wanted to take coordinated action,” Thiel said.

The group held a community meeting at City Hall March 28 to spread word of their mission.

“There are three pillars,” explained spokesperson Hastings. “The fi rst is understanding the health impacts to those living around Water Gremlin; second is to protect the future, making sure the community is informed about compliance efforts, and the last is accountability, includ-

ing regulatory and enforcement efforts.”

NCCG will watchdog the settlement agreement signed by MPCA and Water Gremlin March 1 and ensure it is followed. They are also focusing on getting TCE banned and preventing Water Gremlin from expanding until the company proves it is complying with state regulations.

The women have no background in political or environmental activision, but they are determined to make a difference. Members of the group helped legislators draft language for several House and Senate bills and they’re testifying at committee hearings to get the legislation passed.

One of the bills, SF2307, was heard by a Senate committee Monday. If passed, the $4.5 million paid as a civil penalty by Water Gremlin will return to the area of concern — the area in and near White Bear Township affected by unlawful emissions of TCE — “to assure we are safe,” Hastings said.

Co-author Sen. Chuck Wiger told NCCG he was confident the legislation would ultimately be part of the Environment Omnibus Finance

bill. There is a companion bill in the House, HF2368.

A second bill, SF2075, will ban TCE starting Jan. 1, 2021, in facilities required to have air emissions permits. A replacement chemical must be used that is less toxic to human health and approved by the MPCA commissioner.

Referred to the Environment and Natural Resources Policy and Legacy Finance committee in early March, the bill was recommended to pass March 27. The companion bill in the House is HF2276.

Retired resident John Bartholomew lives in the red zone near Water Gremlin. He has been attending the committee meetings regarding the bills, complimenting the “fabulous five ladies” for their advocacy work. “I am astounded at what they’ve been doing,” he said.

The NCCG will be meeting at 7 p.m. in the Expansion Room at City Hall on the second and fourth Thursdays of the month for anyone who wants to get involved in their efforts.

“This isn’t over,” Hastings stressed. “We should all be concerned about the long-term impact.”

One of the oldest bird species, the sandhill is also among Minnesota’s largest bird, standing about 4 feet tall and having a wingspan of nearly 7 feet. people March 28 that he got involved with the case through his veteran investigator, Bob Olson, a township resident who lives in the area of concern.

“We represent many people now,” noted Salita, adding the fi rm is looking for office space in White Bear Lake for the sake of convenience.

“We have put facts together and we are trying to fi ll in the gaps. We know that TCE is a carcinogen. It causes cancer, and many states outlaw it.”

Salita’s team is exploring several potential legal claims against Water Gremlin, including: • Personal injury claims for victims who have suffered illness.

• Wrongful death claims for the families of victims who have died as a result of exposure.

• Workers’ compensation claims for victims who have suffered injury due to exposure while they were employed at Water Gremlin. No one in the audience admitted to being an employee.

• Potential punitive damages based on what Salita termed “gross negligence” of Water Gremlin “and its fraudulent concealment of the problem.”

The fi rm is accepting cases for those affected on a contingency basis, meaning the client will not pay attorneys fees unless there is a settlement.

Information provided at the meeting listed several fi ndings from the MPCA investigation.

Among them: • From 2000 to 2018, Water Gremlin annually emitted at least three times more volatile compounds, including TCE, than was allowed in its permits. TCE, readers will recall, is an industrial solvent used to degrease lead battery terminals.

• In 2018, the company released 120 tons of the compounds, 12 times more than its permit allowed.

A stipulation agreement signed March 1 by Water Gremlin President Junya Inoue and MPCA Commissioner Laura Bishop revealed other infractions by the 80-year-old company.

• Water Gremlin underreported emissions since at least 2002. MPCA calculations estimate about 759 tons of hazardous air pollutant were not reported since 2002.

• There were multiple breakdowns of emission control equipment.

From July 2010 through December 2018, the pollution control equipment experienced many breakdowns, yet Water Gremlin never identified that it was not achieving an MPCA-required efficiency. At a meeting Sept. 20, 2018 with MPCA, the company was also unable to produce records detailing whether its equipment was operating prior to July 22. Water Gremlin stated it continued to operate even though its equipment was shut down, knowingly violating its permit.

• Accurate records that show equipment operated at its required 95 percent efficiency do not exist.

• Water Gremlin knew its emission exceeded 10 tons per year by at least June 28, 2018 when an audit was conducted.

• Water Gremlin was required to operate under a different permit in 2007 when it became a major source of hazardous emissions (more than 10 tons per year). Therefore, it had been out of compliance since January 2007.

• On Jan. 23, 2019, Water Gremlin voluntarily switched to a solvent called FluoSolv. On Feb. 6, all TCE was removed from the facility. On Feb. 13, Water Gremlin submitted TCE purchase, waste and estimated emission records from 2002 to 2008.

The settlement states that by entering the agreement, Water Gremlin is settling a disputed matter between itself and the MPCA and does not admit that the alleged violations occurred.

Added on page 1, “nothing in this agreement constitutes an admission by any party, or creates rights, that can be asserted or enforced with respect to any claim of or legal action brought by a person who is not a party to this agreement.”

Water Gremlin agreed to pay $4.5 million within 30 days of the signed agreement as a civil pen-

alty and $1.5 million for supplemental environmental projects. The company is also required to submit revised emission inventory reports within 30 days of the agreement and must complete a list of requirements regarding emissions control equipment, permitting and deviation reports.

MPCA stipulated that Water Gremlin preserve all documents for three years that relate to the agreement and any alleged violations.

Salita’s law partner, Doug Schmidt, pointed out that just because someone is in the zone and has cancer doesn’t mean they have a case. “I lay awake at night wondering how tough a job we are taking on,” he said. “This is a big international corporation. But we are committed to do it.”

The attorney added that their job is to litigate on an epidemiology basis, something he described as “connecting the dots between illness and TCE exposure.”

Several in the audience told their story. An unidentified man said his wife of 51 years has been battling a type of leukemia since 2002 and was recently diagnosed with non-Hodgkin’s lymphoma. “The treatment, we understand, is horrible,” he said. “If this (TCE) has anything to do with it, I’m going to feel horrible myself. Since 2002, our life has been thrown out the window. We are going to the doctor all the time to get her at a point she can live her life.”

Another woman said her dogs were sick; something the attorneys said is becoming more apparent as they interview residents. “We know a lot of people with dogs who died of cancer,” Schmidt said.

The man whose wife was ill asked Salita, “Are you capable of following this case to its conclusion?” “You have my word on that,” replied the attorney. “They (Water Gremlin) have a license to do business in this state. They had to follow rules and they didn’t have a right to murder anybody. You will have me until my last breath.”

Finally, integrity of feeling was considered “good,” meaning it conveyed a historic sense of a particular period of time.

The building did receive some mechanical upgrades to help preserve the society's collections, but the improvements did not affect the registry listing.

After five years of planning and fundraising, a new heating, ventilation and air conditioning (HVAC) system has been installed at the historical society's offices.

Hanson noted that the climate-control system is critical for proper care of the collections in the resource library.

“The HVAC project would not have been possible without support of mem-

bers and donors and partnership of the city of White Bear Lake,” she said. The society received a series of Minnesota Arts and Cultural Heritage Grants to fund various stages of the improvement project, which cost a total of $48,700. The historical society contributed $30,000 through grants and fundraising; the city picked up the rest.

Hanson said changes like that are OK for purposes of the national register if they don't deter from the integrity of the historical elements. “We were careful to make sure one did not impact the other as we worked toward both,” she maintained.

Anxiety doesn't discriminate

Kiah Sorenson, a therapist with Lee Carlson Center, says she has seen anxiety in children as young as age 5.

Sorenson, an elementary school therapist, and Lee Carlson therapist Rachel Kouba, who also serves in that role at a middle school, presented on the topic of anxiety in children at a Golden Lake PTA meeting last month.

Principal Christopher Gerst said it couldn't be a better time to create a dialogue on the topic, as elementary schools are seeing an increase in children who are dealing with anxiety.

According to the Anxiety and Depression Association of America, anxiety disorders affect 25 percent of children between ages 13-18. Based on the most recent data collected from National Survey of Children's Health, there was a 20 percent increase in anxiety diagnoses between 2007 and 2012 for ages 6 to 17.

“We have seen an increase in the number of students who have anxiety play a role into their day at school. Anxiety, in one way or another, can infringe on their ability to learn in the classroom,” Gerst noted. “Anxiety is more prevalent than people think.

Anxiety doesn't have a face; it is in students, it is in adults. A lot of adults are very good at hiding it, but kids aren't as good at hiding it.”

Gerst said that at the most extreme level, he has seen children with severe anxiety miss school.

Anxiety to some degree is normal and can actually be helpful, but when it takes over and disrupts one's ability to function, it can become a real problem. An example of that, Kouba explained, is excessive nervousness, fear or worry.

One parent shared a story about her child riding her bike. The fear of falling became so intense, even though she hadn't fallen, that she cried for three hours. Another parent said her child had chewed through six winter jackets in one season.

The causes of anxiety vary on a kid-by-kid basis.

Sorenson said, “It could be very specific, such as they are anxious for tests or anxious with dogs. It could be very broad, situational, environmental.”

Kouba noted that at the middle school level, she sees “kids in the classroom who are worried about being able to leave if they have to go to the bathroom, asking for help, being placed in a random group or speaking in front of the class.”

So what can parents do to help their children?

Sorenson said parents need to get out of the “fix-it” mentality.

“It is hard, because a lot of times as parents we want to protect or fix, but when you are playing that

‘fix-it’ role with an anxious child, they are not learning the skills themselves to problem-solve,” she explained. “We have to assist them in problem-solving and figuring out their own solutions, because if we fix it for them all the time, they may not learn how to deal with it and we can feed into their avoidance.”

It is important for parents to not only normalize and validate their child's feelings, but to also explain to their child that they get anxious too, and model how to deal with it. One tool that can be helpful is creating a “social story” where the child writes down a play-by-play of how they are feeling, what made them feel that way and how they got through it.

Of course, breathing can help too. Specifically four-square breathing, where you slowly exhale, slowly inhale, hold your breath and exhale again.

When asked if social media is causing more anxiety in youth, both Sorenson and Kouba said it is hard to say, but it can definitely play a role. Kouba said although social media is often talked about in a negative light, it is important to think of some of the pros. Sorenson added, “It can be viewed so negatively, but it can be positive. Sometimes that is all my kids have for social interaction because that face-toface communication is too much.”

Gerst said another problem they are seeing at the elementary level is chatrooms. “Your typical fourthand fifth-grade conversations that once took place on the playground now happen in a chatroom.” He said adding there is a lot of bullying and put-downs.

A popular game right now is Fortnight, where kids are dropped into a virtual world and play a game similar to Capture the Flag; however, it involves guns and trying to kill each other. Gerst said that in the chatrooms, kids will often threaten one another, which creates a grey area: is it a real threat, or just part of the game?

“These games don't have a beginning, middle and end, they go on forever. So students sometimes have a hard time transitioning because they don't know what it means to end something. It is just one more level ...”

One thing that is important for parents to know is just because their child is dealing with anxiety right now does not necessarily mean they will have it forever.

“There is no pattern,” said Gerst. “What works one day might not work the next. There is no book that says it all ... We figure out what works, we figure out some stuff that doesn't work for them, and that is okay.”

Art Tangwall January 31, 1932 — March 20, 2019 Art grew up Brainerd. He went to college at Gustavus, where he met his wife Char.

They were married for 52 years until Char’s death in 2008. Art and Char had four kids - Gary (Deanna), Karen (Jay), Diane (Bill), and Julie (Kurt) along with 12 grandchildren - Danielle, Karlee, Cassie, Natalie, Krista, Erik, Allie, Audrey, Tyler, Kaleb, Jake, and John. There are many fond memories of ski trips to Colorado and summers at the cabin. Art was the original owner of Hi Tempo Ski Shop in White Bear Lake. He also started Young Life club in White Bear in the 1960s. Art’s life was a testimony to his faith in Jesus Christ. His advice to his kids and grandkids was “Whatever you do, do your best.

Use the gifts that God gave you and enjoy life.”

Terrence “Terry” Slogar passed away peacefully on the afternoon of March 26, surrounded by his beloved family. He was 66 years old.

Terry was a bold, tenacious man with quick wit and a wonderful sense of humor, who deeply touched the lives of everyone he knew.

He was a light of hope, a voice of truth and an endlessly loving and compassionate man.

He is survived by his loving wife, Merri; son, Jason (Christina); daughter, Sheridan; grandchildren, Aaron, Erika, and Taylor, brothers Robert “Bobby Jo” (Carol Ann), Kim (Jean Quist); nieces and nephews, Jessica and Austen, Bruce Kochevar, Lynn Perrey and Brenda Erjavec; and many other friends and family.

Terry fought a long battle with illness and has finally gone to rest in God’s Peace.

Through this medium Motty wishes to thank all of his present and past friends for their loyalty during this time. The store has become an institution in this community, a place of never failing courtesy and service. Two generations of youngsters have pushed their pennies across the candy counter, ridden breathlessly along the country roads in the delivery truck “helping” Motty as he made his rounds….

Bears senior duo plays in state all-star hoops Two White Bear Lake basketball standouts closed their careers by participating in the state coaches association all-star games on Friday and Saturday.

Jeremy Beckler and Sam Schwartz were among 40 seniors chosen for a four-team tournament.

Schwartz, playing for Gold, won the three-point shooting contest on Saturday, sinking 14 shots in one minute.

Schwartz sank 16 points Friday night at St. Cloud State to help Gold beat Maroon 151-132, and had 10 points, seven rebounds and four assists as Gold beat Blue 134-131 on Saturday to win the tournament.

Beckler had 12 points for Maroon, making all five shots (two of them 3-pointers), in the loss to Gold on Friday night. He had 12 points and nine rebounds when Maroon beat Blue 113-107 on Saturday.

Zephyr girls basketball awards announced

Several tracksters place high in Mankato indoor meet

Mahtomedi girls basketball had two all-conference picks: Julie Salmen and Saley Underwood, both juniors. Three Zephyrs got honorable mention: senior Emily Hoffman and sophomores Ella Hronski and Anna Raney. Top scorers were Salmen with 13.5 points per game and Underwood with 10.4. The Zephyrs had a 9-17 record.

Salmen got the Zephyr Award, for most exemplifying “what we want the b-ball program to look like.” Other team awards, announced by coach Eric Prose, went to Raney and 8th-grader Zoey Washington (most improved), freshman Zoie Centers (best hustle), and senior Sydney Freking (Elmer’s, holds the team together). The UW-Stout studio art-ceramics major from White Bear Lake recently had the opportunity to see and hear about the impact of his art at the American Craft Council show Thursday to Sunday, April 4-7, at RiverCentre in St.

Patrick Levins, White Bear Lake freshman, has placed first in the biggest Kite Racing event in Minnesota two straight years in the juniors division. Levins won this year’s event by a wide margin at the Mille Lacs Kite Crossing held March 1-3.

This is a sport in which athletes on skis or a snowboard are propelled by a large kite. Levins is also a member of the Bears mountain bike, alpine ski and sailing teams.

After 100 years, Costa Farm & Greenhouse still growing strong

GRANT — The local food movement has gained momentum in recent years, but the Costa family has been practicing its tenets throughout the last century.

This year marks the 100th anniversary of Costa Farm & Greenhouse, which grows flowers and vegetables across about 150 acres in Washington County.

Amidst urban sprawl and competition from big-box retailers, owners Ron and Karin Costa have kept the family farm thriving into its third generation.

Costa Farm was founded in 1919 by Ron's grandfather, Peter Costa Sr., who emigrated from Sicily, Italy, shortly after the turn of the 20th century. Back in Italy, Peter Sr. had grown olives and nuts. After making Minnesota his home, he expanded his farming practice to include a wider array of produce.

“We started out in Little Canada and Vadnais Heights,” Ron said. “We used to rent land on County Road E, where Walmart and Target are now.”

Peter Sr. and his family sold their produce to restaurants, grocery stores and other local families at venues like the St. Paul Farmers Market. When he retired, Ron's father, Peter Costa Jr., took over, running the farm until about 1989, when Ron assumed the operation from him.

In 1990, Costa Farm was forced to move after Walmart and Target bought the land they had rented for years. Ron and Peter Jr. decided on a 65-acre plot of land on Highway 96 near the middle of Grant, almost exactly halfway between White Bear Lake and Stillwater. Karin joined the team after she and Ron married in 1991 and, throughout high school, their daughters Gina and Grace, now at college out of state, helped out as well.

Farming, Ron said, is the only job he's ever had.

“I started working when I was in junior high school, going to the farmers market and picking crops in the field,” he said. “Back then, we did a lot of green onions, beets, parsley, lettuce, romaine and green bell peppers. When we moved out here, we started growing other crops like sweet corn and zucchini. We've expanded quite a bit.”

Nowadays, Costa Farm grows all sorts of produce, from cucumbers and tomatoes to kohlrabi and Swiss chard. Their produce customers include big brands like SuperValu, which sells to Cub Foods and other major grocery stores, and Chipotle. “They buy a lot of green bell peppers and jalapeños from us,” Ron said.

Within the last several years, Ron and Karin have added community support agriculture shares, and plant and flower sales to support their business.

March and April are busy months for the husband and wife duo. As they plant flower and produce seeds and gear up for the opening of area farmers markets, it's not uncommon for them to log 80-hour, sometimes even up to 100-hour, work weeks. Farming, Ron said, makes for hard but satisfying work.

“When you're a farmer, you have to be a grower and almost like a chemist, with the fertilizers, and a mechanic and everything else,” he said. “But it's very rewarding. A lot of our crops, we'll start from just a seed … and we'll germinate those seeds in our greenhouse, then transplant them out in the field. We can take care of that crop and cultivate it and fertilize it and watch it grow, and a couple months later we're harvesting.”

University in New York, plan to pursue careers outside of farming.

“I don't know where it's going to go after us. We'll probably sell the land,” Ron said. “We'll probably be in it for another five to 10 years, and that might be it.”

But until then, he and Karin will work hard to maintain the business and be good stewards of the land on which they farm, and they extend an open invitation to consumers who want to know what they're eating and where it comes from.

“They can come and visit our farm here … and see who grows the produce,” Ron said. “It's a lot fresher than you might get in the grocery store—2,000 miles fresher.”

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The City Council took the following action at its March 26 meeting: • Denied a massage therapist and massage business license for WBL Asian Massage.

Applicant Yulan Zhao sought a license to operate a massage establishment at 1350 Hwy. 96, Suite 16. A massage therapist application was also submitted

by Lijuan Zou to practice massage at the establishment. Both women were denied based on background checks.

City Manager Ellen Hiniker said the two women omitted working at two separate establishments on their application. Both omitted the same business.

Staff noted in a memo to council that many of the massage parlors the two worked at are establishments that advertise on adult erotic websites, including adultlook. com and rubmap.com.

Zhao is a Chinese immigrant who lists her address as Anoka. She used an interpreter to speak to council on her behalf. Zou, also Chinese and from Coon Rapids, did not speak. The interpreter said the women's backgrounds are clean, that they have not been involved in illegal massage activity.

“They just want to make a living here,” the interpreter said, noting that Zhao found an opportunity to build a career in White Bear Lake.

The interpreter stressed that it was the women's employers who posted on the adult websites, not the applicants.

Councilman Kevin Edberg pointed out the women had no charges or convictions. He was also impressed they came before council to state their case. “There is

an absence of evidence of inappropriate behavior,” he said.

They explained through the process students, staff and community members will define what makes Mahtomedi Public Schools unique, who we aspire to be and how we will get there. The first step is the Planning Team, who will establish the district’s belief statements, mission and strategies to accomplish the mission statement. The second step includes Action Teams, who will create action plans to implement the six strategies developed by the Planning Team. Information on the strategic planning process, strategies and how to get involved are available on the districts’ website. The process will take place from January to August 2019, with the strategic plan being presented to the school board for approval at the August 22 school board meeting. Superintendent Duffrin thanked Seuffert and Crothers for all their work as the internal facilitators for the strategic planning process. • Zero instances of noncompliance that are required to be reported under Government Auditing Standards.

• Zero findings based on their testing of the school district’s compliance with Minnesota laws and regulations.

Presentation: Operating Norms Self-Evaluation Results Superintendent Hayes and Syreeta Wilkins, director of communications, facilitated an activity through which the school board reflected on the results of their self-evaluation. The board agreed to focus their development in the next year on communication strategies that promote respectful dialogue, and on developing a greater understanding of their roles as Northeast Metro 916 board members.

Presentation: Budget Update Jon VanOeveren, director of finance, shared information with the school board about the school district’s financial position. Currently, the school district is in good financial condition, it is taking steps to minimize financial risk, and it is committed to long-term financial planning. This presentation was a reflection of the district’s stated goal of informing the school board more frequently and in more detail about its finances.

Approval of School Board Policy This policy was presented at the November 7 meeting for review and comment. There were no changes made to the policy.

Adopted the following policy of the Board Policy Manual as follows: 406 Public and Private Personnel Data (revised) FY19 Revised Budget Approval The District budget procedure provides the Board with three opportunities to review the district’s annual operating budget. This action is taken in accordance with recommended guidelines from the District auditor. Preliminary Board approval was obtained in June 2018. Below is a motion to approve modifications to the preliminary FY19 budget, said modifications reflecting changes in revenue (i.e., grants, revised tuition) and in expenditures (i.e., salary contract projections and settlements, grants) which have occurred after the June approval. Revised budget revenues and expenditures will follow in the spring of 2019.

Approved the revised 2018-19 operating budget for Northeast Metropolitan Intermediate District #916 as presented.

Open Forum Member Timm provided a written report from Centennial with details on the passing of both of their levy questions (operating and capital); and three school board directors were elected to a four-year term. Member Forsberg reported on the MSBA Delegate Assembly and the six resolutions related to special education that passed. There were no resolutions for additional general funding. Member Kelly spoke to the resolution for a lawsuit against the federal government related to the cross-subsidy. Member Ptacek added that one of the special education resolutions received a unanimous vote. Member Forsberg reported on the AMSD meeting that the importance of accurate special education coding was emphasized.

Update: 2018 Joint Purchasing ge Pat Harris, purchasing manager for districts 916 and 287; presented a report on joint purchasing activities for the 2018 calendar year. Joint purchasing contracts are available for other school districts to purchase from; this practice increases the buying power of the contract, which in turn lowers prices for our member and non-member districts. We currently have joint purchasing agreements with 61 public entities, and in 2018 the combined total purchases made under these contracts was $8,477,814. Northeast Metro 916 will collect administrative fees totaling $84,778 based on these purchases.

Presentation: Proactive Measures Summer 2019 Theresa Wallace, consultation team member, shared the school district’s plan for a summer workshop series called Proactive Measures. This professional development opportunity aims to equip member district staff with the skills to enhance their existing programming and prevent placing students in level IV special education settings.

APRIL 3, 2019 Presentation: Equity Resource Library Jean Jordan, director of educational services, presented the Equity Resource Library to the school board. This library contains videos, infographics, tip sheets, and other tools to help staff from Northeast Metro 916 explore equity topics at their own pace.

Resolution Directing Administration to Make Recommendations for Discontinuance and Reductions Directed the Superintendent of Schools and Administration to consider the discontinuance of programs or positions to effectuate economies in the School District and reduce expenditures, and as a result of student enrollment variables, make recommendations to the school board for the discontinuance of programs, curtailment of programs, discontinuance of positions or curtailment of positions.

Approval of Annual Laserfiche License Renewal Northeast Metro 916 oversees the licensing and vendor support for several member districts’ Laserfiche business management platform. This is the yearly renewal for the licensing on that system. Due to additional member districts being added to the consortium, the renewal has exceed our $50,000 board approved threshold.

Approved the annual licensing renewal for the Laserfiche business management platform with OPG3 in the amount of $56,406.00.

2018 Pay Equity Report The district will be submitting the 2018 Pay Equity Report on or before January 31, 2019. Pay equity reporting is required by the Local Government Pay Equity Act M.S. 471.991-471.999 and Minnesota Rules Chapter 3920.

The report is designed to reduce pay inequity between women and men who have comparable jobs.

Approval of Contract with Nardini Fire Equipment Nardini Fire Equipment will provide an addition to the existing Notifier Fire Alarm System. Nardini will provide all parts, installation, and testing. They will add smoke detection in the egress hallways as identified on the plans. They will provide relays to release all locks on the building fire alarm per new drawing. The base bid price includes an electrical contractor to provide conduit and boxes for the gym which includes a lift, GRC conduit, floor protection, and painting of the conduit. This work is part of the Quora door hardware changes.

Approved the contract with Nardini Fire Equipment to add egress hallway smoke detection at Quora Education Center per the state fire marshal at a cost of $55,749.

Open Forum The Open Forum provides School Board members an opportunity to share in written format items of interest and information from their home district—no reports were submitted.

The MSBA Leadership Conference is January 17 and 18 at the Minneapolis Convention Center. The AMSD Legislative Preview Session was on January 4—the new education commissioner attended the event. SEE will have their meeting on January 11. Chair Forsberg shared some statistics from an AMSD Fact Sheet.

Member Ptacek was thanked for his service as board chair and board member representing the Stillwater School District.

Member Judy Schwartz announced this is her last meeting as the Mahtomedi representative to the school board. Kevin Donovan is expected to be her replacement. Business leaders recognized for community impact The Vadnais Heights Economic Development Corporation (VHEDC) presented awards to several individuals for their excellence in business and their valuable contributions to the northeast metro at Jimmy's Event Center March 28.

Two business leader awards were given. Chosen from nominations were Carter Johnson, publisher of Press Publications, and Pete Ingebrand, president of Twin Cities Metro Certified Development Company.

Johnson grew up around his father’s (Gene Johnson’s) newspapers in White Bear Lake, graduated from Bethel University in 1998 and went straight into the world of banking and finance for Norwest Financial. He later worked in the nonprofit domain for the North Star Council of the Boy Scouts of America. In 2010, Johnson purchased Press Publications and eight newspapers from his father. Today, he is publisher of 15 community newspapers. Having been raised in the White Bear Lake community, Johnson takes the word “community” seriously. He believes the local paper is a key connection for businesses to share their work, products and services, and operates the paper with utmost professionalism.

He has been a tremendous partner with the VHEDC on several projects, including the Northeast Metro Expo, job fairs and business expos.

Ingebrand has been president of Twin Cities Metro CDC, located in Vadnais Heights, since 1991. TCM is a nonprofit company, authorized by the Small Business Administration (SBA) to provide SBA 504 loans throughout Minnesota and within nine counties in Western Wisconsin. The SBA 504 program’s focus is on economic development, and TCM is a leading provider of SBA 504 loans — originating over 2,200 loans totaling in excess of $1.1 billion. Ingebrand leads a professional team that partners with private commercial lenders to provide loans to qualifying small businesses for the acquisition of fixed assets including land, building and long-life equipment. BizRecycling is a program to help businesses in Ramsey County and Washington County start, expand, improve and manage business recycling, including organic waste collection. Free consultations with waste management and recycling experts and grants up to $10,000 are available.

H.B. Fuller received the 2019 recycling award. H.B. Fuller is a global adhesives business headquartered in Vadnais Heights. It began its waste reduction initiative in 2016 to reduce the amount of materials that left their facilities in the trash; it has since added an organics recycling program for their more than 500 employees in two facilities and is on track to divert over 20,000 pounds of compostable materials from the trash every year.

Four awards were given to professionals under 40 years of age.

Hannah Parish is the volunteer program manager at Solid Ground, a local nonprofit that operates a variety of supportive housing programs throughout suburban Ramsey and Washington counties, serving over 100 families each year. Volunteers are essential to Solid Ground’s work and to the families it serves. Parish provides the leadership to various volunteer positions, including tutors, drivers and childcare assistants.

Jenny Moore is the career pathways navigator at White Bear Lake Area Schools. She is dedicated to ensuring students and businesses in the Northeast Metro are connected through the district's Career Pathways program’s four disciplines: manufacturing, health care, information technology and construction. Pathway students learn industry-specific skills and, in some courses, may earn free college credit and industry-recognized credentials.

Evan Cordes is an attorney at Liberty Mutual Insurance. He is a resident of Vadnais Heights and was a 2018 participant in the VHEDC Northeast Metro Young Professionals Program. Cordes has shown a commitment to the Vadnais Heights community by volunteering for the city’s planning commission, where he serves as vice chair. Also, he is a board member for the Vadnais Heights Area Community Foundation.

Anna Bosak is a community affairs specialist at H.B. Fuller. She coordinates all H.B. Fuller volunteers and philanthropic giving. Additionally, she ensures that H.B. Fuller meets its commitment to the community by representing her company as a board member for the White Bear Lake Area Food Shelf and board secretary for the Twin Cities Wide Corporate Volunteer Council.

In the Vadnais Heights area, Bosak works to improve the Nature Preserve and organizes the city’s annual food drive.

Mental health, special ed highlighted on commissioner’s visit

WHITE BEAR LAKE — In the Otter Lake Elementary resource room for students with autism, fifth-grader Dominic Stetz stood up to greet Minnesota Department of Education Commissioner Mary Cathryn Ricker.

“I have autism,” he confidently told the commissioner, and proceeded to discuss his reading and writing assignment. Dominic was just one of about a dozen students in the room getting extra help from paraprofessionals on assignments. He spends much of his day in his regular classroom; this room is where he can come to focus on his work.

But this year, the room also means something more to Dominic. “Sometimes I get angry,” he explained.

This room is where he has learned how to respond to his feelings and emotions through self-talk, which is part of schoolwide social-emotional learning program implemented this year. “I just tell myself to calm down,” he said.

All teachers and paraprofessionals at the school now wear lanyards outlining the steps any student can take to react to their feelings, said Principal Cynthia Mueller. The Second Step program teaches students how to stop a disruptive outburst, name their feelings and calm down through breathing, counting or self-talk.

When Mueller became the principal at Otter Lake two years ago, she noticed that a substantial number of students were struggling with misbehavior and friendships, early signs of mental health needs. She determined to start a social-emotional learning committee, on which 15 teachers volunteered to participate. Their research led to implementing Second Step schoolwide this year. It’s resulted in students being able to identify and understand their feelings.

“We teach them calm-down strategies for strong, uncomfortable feelings,” Mueller said. The program is implemented in every classroom and every day during schoolwide morning announcements, Mueller gives a mini-lesson on the topic.

The results have been staggering. Office referral numbers are on track to be down this year, Mueller said. Last school year, there were 124 referrals. This year, there have been 80 so far. Mueller has noticed students have been increasing in empathy for one another.

They are learning how it’s okay to express what they feel. They are learning how to be assertive, rather than aggressive or passive — and they understand and use those big words.

“It goes home, too,” said school board member Marge Newmaster, who is part of the school’s parent-teacher advisory group. “It’s a culture embedded.”

Mueller believes that the program may actually help prevent some students from needing special education services in the future.

tary to tour its special education facilities because the school is known in the district and the area for its programs. It has several rooms for both functional skills and academic learning for students with special needs. Families from outside the district seek to open enroll in the school because they have heard about it through the grapevine, Mueller said. About 20 percent of the district’s open enrollment students receive special education services, said Superintendent Wayne Kazmierczak.

Ricker said she was impressed with the school’s efforts to balance special education students’ needs for time to work on individual skills and opportunities to practice them in their regular classrooms. “It really matters,” she noted. “It’s the core of all special ed law.”

She saw the passion of the special education staff to provide the students with what they need. She said her office plans to work on increased resources to meet those needs.

“We really want to be able to add the funding for special education,” she said. Many districts across the state, including White Bear Lake, borrow money from their general fund to cover the cost of special education.

The Individuals with Disabilities Education Act, first passed in 1975, promised the federal government would fund 40 percent of the costs of special education, said Josh Collins, Minnesota Department of Education communications director. That has not happened, however. Currently, federal funds provide about 8 percent of

district special education budgets. Costs for providing special education services continue to rise.

“It’s been a growing issue for districts all across the country,” Collins said.

Ricker is working with Gov. Tim Walz to increase state funding for public education so that districts do not need to pull as much funding from their general budgets for special education. The legislation would increase every district’s basic funding formula by 3 percent in 2020 and 2 percent in 2021. For White Bear Lake Area Schools, the legislation would add an increase of $1.8 million in 2020 and $3.2 million in 2021, Collins reported. The legislation would also put $91 million toward special education funding statewide.

During her visit to Otter Lake, Ricker read “The Feelings Book” by Todd Parr to students. They had questions for her afterwards. “How does it feel to work for the governor?” one asked. “It feels like a lot of responsibility,” she answered. It’s like getting an assignment that you are both excited and nervous about, she added.

To a question from the Press about how she feels about the status of special education funding in the state she said: “I feel like it’s the crisis that our school partners have been pointing out.”

Since Ricker was appointed by Gov. Tim Walz and began her duties in January, she has visited 12 schools across Minnesota in order to learn about the successes and needs of students. Her first visit was to Hibbing High School, where she graduated.

Teacher’s writing work showcased Mahtomedi High School teacher Sarah Lorntson’s work is currently featured on the Minnesota Writing Project’s (MWP) Teacher Showcase online.

Lorntson participated in the MWP Invitational Summer Institute in 2017.

The organization that aims to improve kindergarten through college literacy in Sarah Minnesota is housed with- Lorntson in the Center for Writing at the University of Minnesota-Twin Cities. MWP is a local site of the National Writing Project.

“Writing does not have to be a mindless academic task that is all about meeting standards and passing tests,” Lorntson said. “Writing can be a rigorous and educational activity that is fi lled with joy and purpose. Construction season begins in Mahtomedi Washington County is scheduled to begin the initial stage of its road construction project of Stillwater Road and 75th Street the first week of April.

This construction project will impact Stillwater Road and 75th Street between Highway 244 and Hilton Trail.

The county was scheduled to close access to Stillwater Road/75th Street between Highway 244and Wildwood Road April 1.

Mahtomedi Public Schools buses will be rerouted east on Hickory Street and south on Warner Avenue to rejoin Stillwater Road. The rerouting plan may change, depending on traffic flow.

When the county closes additional sections of Stillwater Road and 75th Street, local traffic will be rerouted via Dahlia Street.

During the road closure period, Washington County recommends that families use State Highway 36 and County Road 29 (Hilton Trail) to access school buildings.

Antiques still in style after 35 years

Treasure hunters, romantics and those with an eye for the rare and extraordinary can always find a prize that sparks a memory and a smile at Antiques White Bear.

Tucked into the modest retail complex on the northwest corner of Eighth Street and Highway 61, Antiques White Bear is an old-style emporium with an astonishing array of kitsch and curiosities. Primitive farm tools, strap-on skis, vintage cast iron toys and pop culture collectibles beckon.

If you’re lucky, you will meet Sally there. Like her shop, owner Sally Anderson has a colorful history. A mother of four and great-grandmother to 14, Sally has run Antiques White Bear for the past 23 years of the store's 35 years in business. Prior to that, she spent several years there as a vendor until the previous owner left the industry. “I might be the oldest thing in the store,” she mused.

The seasoned building was the original home of Winterstein’s dairy and cheese shop, which had customers nationwide. “They made wonderful cheese,” Anderson said. “Many customers still ask about it.”

Anderson has been a single mom since 1981 when she lost her beloved husband, Art. A small smile raises her lips when asked what her husband might have thought about her enterprising ways. “My ‘Bud’ would definitely have approved,” she said. “He knew I had the feel for it. I had some good instincts for running a business.”

Grieving the loss of her husband, Anderson had to “get her head straight and stop thinking about sickness,” so she went back to school at Century College. But the nurturer remained: she also secured her CNA certificate

to work with hospice and home care patients. “I have never not worked. I raised the kids, ran our home and I helped Art with his flooring business. I also had a way of spotting unique little things at yard sales that I could resell.”

A woman of straight talk and deep faith, Anderson’s countenance hints at her pluck and self-reliance. “I guess I’m just a tough broad,” she admitted. As for riding out economic and retail trend shifts, Anderson’s adage is, “Change follows change. You just have to be patient.”

Anderson is humorously self-deprecating and impatient with compliments. She never studied antiques but has learned by reading, researching and collecting. “Researching the value is the real value of my work.” Her personal favorites are still the Asian Cloisonne, Champleve, ivory and soapstone.

Antiques White Bear features 13 “mini” shops run by longtime collectors with unique expertise. Every vendor pays rent and must manage the mall three days per month. All the vendors share responsibilities and customer inquiries so after two “new” knees and shoulders, Anderson feels confident that the store “is just fine in my absence.”

The coffee is always on and there are cookies on the counter. “I just love the customers. For all of us, the customer is our first priority.” Many customers are moved by nostalgia and many just love to talk and have somebody listen, but Anderson’s “feel” extends past her eye for treasures. She connects with her customers and she is quick with a hug.

She has a special fondness for kids and she revels at their astonishment over rotary dial phones or typewriters with paper on the rollers.

form along uninterrupted walls. Sleek displays would be out of character in Antiques White Bear. A metal tool chest with a warm patina and a blacksmith’s box act as props and pedestals.

Glass-eyed dolls and rare stuffed animals with their plushness cropped by cuddles might lose their sweet charm in a glossy boutique.

A trove of vintage jewels and novel accessories gleam behind glass. Many hearken to a glamorous time of pins, pendants and snappy dressers.

Anderson respects real craftsmanship and authentic aging over manufactured defects and shabby chic. Intentionally distressed home furnishings make her scowl. “Why ruin beautiful things that have earned their nicks and worn spots? That is their beauty,” she said.

At her farm in Grant, Anderson is surrounded by photographs of her

grandchildren and great-grandchildren, the objects of her fondest affection. “Every now and again, one of them requests something special, a rare teddy or a cuckoo clock, perhaps, and it’s fun to see them play with an item from the past that still provides so much joy.”

It saddens Anderson when she can’t buy your grandma’s bowls and dishes for the value they once had. So, she offers an alternative. “Wrap up one of the precious plates with favorite cookies or a cake, and give it to a beloved friend or grandchild. Memories are shared as a gift that way.”

At Antiques White Bear, Sally Anderson and her family of vendors offer a touchable memoir — a rich narrative of our past. And although antiques are her business, Sally’s message of patient resolve will never be obsolete.
