Office wins over retail space in ordinance dispute

WHITE BEAR LAKE — Instead of forcing a tenant out of a downtown building, city code will be amended to allow the landlord to rent to a real estate office.

A request by Bree LLC for a variance at 4701 Banning Ave. to increase the amount of ground floor office/professional use to 65% gross square feet and 51% of linear street frontage, when code allows only 30% for each, was denied by City Council. But the landlord didn't give up.

The building's owners, Gretchen and Christian Peterson of Hugo, explained to council that Summit Pilates was struggling due to the pandemic and needed to downsize. The couple, who acquired the property as an investment in 2018, allowed the studio owner to break the lease for less space, then leased the vacated area to Realty One Group Vertical.

When council heard the request, the realty company was already occupying the space.

The Petersons were unaware of the limit on office space in the central business district. A third tenant, CHE Enterprises, already leased back office space in the T-shaped, 4,200-squarefoot building, which counted toward the 30% limit.

The Planning Commission was first to hear the variance request and recommended denial,

2021 J. Stanley and Doris Hill Legacy Award recipient named tensive volunteer service to the White Bear Lake/Mahtomedi area and beyond its borders.

Born in 1947, Wolgamot grew up in Albert Lea. He attended the Webb Institute of Naval Architecture in Glen Cove, New York, receiving his Bachelor of Science in 1969. He worked for the U.S. Coast Guard designing Icebreakers from 1969-1972. He then returned to Minnesota and earned his

Juris Doctor from the University of Minnesota in 1975. He and his wife, Karen, have been married for 52 years. They have two children, Megan (Mike) and Doug (Christy) and four grandchildren. He is an avid sailor, water skier, neighborhood float builder and a founder of Camp White Bear, a neighborhood organization.

Estate items available to highest bidder WHITE BEAR LAKE — Betty Wold Johnson’s philanthropy extends beyond the donation of her Dellwood mansion to Lakeshore Players Theatre (LPT). Items from Johnson’s estate are listed in an online silent auction that is part of the theater’s “Raise the Curtain” gala May 20.

Johnson, who died in 2020 at age 99, left her summer lake home to LPT. She was married to Robert Wood Johnson III, grandson of the co-founder of the pharmaceutical giant Johnson & Johnson.

Bidding started last week and ends at 8 p.m. Thursday, May 20.

Among items from Johnson’s home in the fundraiser: a baby grand piano manufactured by Chickering before 1900 (piano moving included up to 30 miles

from the Johnson home), a Leupold telescope, a scenic painting of a Stillwater bridge, and sterling silver spoons.

There are other items in the auction, too, like a champagne party for six with tickets to Lakeshore’s outdoor production of “Company,” pontoon rides with wine and cheese on White Bear Lake, and vacation destinations. To see the items and register for the auction, go to www.lakeshoreplayers.org.

veryone has favorite establishments in our community, from professional services to food, entertainment and live music. We’re happy to announce The White Bear Press is launching the Readers’ Choice Best of the Press, for the second year. To do this we need your help to nominate your favorites to be included. There are more than 90 categories on our nomination ballot and we want to hear from you. The groups that comprise the categories are: eating and drinking; arts and entertainment; health and fitness; services; local; shopping; and sports and recreation.

Here’s how it works. Go to presspubs.com/ white_bear/bestof and nominate your favorite places — from the best appetizer to the best local park.

Nominate as many as you like in as many categories as you choose, or nominate only one if you prefer. The website has a tool that will find the correct spelling and location of the place you are nominating.

The nomination period runs from May 5-21. After we have the ballots Publisher’s finalized, we will move on to voting to determine who has the best View hamburger in the Press area. If we Carter Johnson receive two or more nominations in a category, that category will appear on the ballot. If only one nomination is received, the category won’t be on the voting ballot. It’s not because the one business that was nominated isn’t deserving. We believe to have a contest you need to have more than one participant. So if you are nominating in a category where there might not be a lot of choices, perhaps submit a second nominee.

Voting on the ballot will run from July 14-Aug. 8. The ballot will be in the same spot, presspubs. com/white_bear/bestof . You will be able to vote once every 24 hours.

When voting closes on Aug. 8, we will tally the results and prepare a special section of the Press to announce the winners. All winners will be announced Sept. 29.

What will the winners get? We will provide a certificate and window cling to the winners and a logo that the person or business can use to promote themselves online and in print. More importantly, they will have bragging rights.

When the coronavirus entered our lives last year, we learned to appreciate the local people who do so much to make our community a great place to live.

Don’t forget to pause for military mommas I got the biggest surprise last weekend. My son came home for a short visit and he’s coming back in a couple of weeks to spend Memorial Day weekend with us.

For many people, picnics and BBQs kick off the summer in the north on Memorial weekend.

Who doesn’t love spending time with family and friends?

I’ll be honest, I didn’t think much about Memorial Day. I enjoyed having an extra day off. I knew it was a hard day for some people, but I didn’t feel connected to it.

That was until my son joined the Air Force. Now, when I think about Memorial Day, I get a hollow feeling in the pit of my stomach. Actually, anything to do with the military tugs on my heartstrings. Recently, I was walking into a store and the American Legion was selling poppies. I immediately thought of my son, my dad and my brother— my eyes teared up. Then I thought of all the mommas whose sons and daughters won’t be coming home.

The sacrifice our former military service members have made and continue to make is reason to pause for a moment on May 31 this year.

Being a military mom can be frightening, sad and lonely at times. I miss my son dearly, but I am so proud of him and his commitment to serving our

country and protecting the freedoms we have. But that doesn’t take away the fear that he may not come home.

There is nothing wrong with having fun—just don’t forget that weekend is really hard for some people.

I will be making my son’s favorite summer foods - BBQ ribs, potato salad and strawberry short cake. We will have fun just being together. I will hug him multiple times throughout the weekend, then I will have to say goodbye not knowing when I will see him again.

Strawberry Short Cake 1 cup flour 2 Tbsp sugar 1 ½ tsp baking powder Dash of salt

4 Tbsp butter 1/3 cup half and half 1 egg 4 scoops of vanilla ice cream 2 cups strawberries, sliced and sprinkled with ¼ cup of sugar Whipped cream or whipped topping such as Cool Whip Preheat oven to 450 . Spray a 6-inch cake pan with cooking spray.

In a small bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter with a fork until the mixture resembles coarse crumbs. In a small bowl, combine egg and half-and-half; stir into crumb mixture until moistened—there will be some loose crumbs.

Spoon the batter into the prepared round baking pan.

Bake until the top is golden brown about 13-15 minutes. Cool completely.

Cut cake in half horizontally.

Place the bottom layer on a serving plate; spread with the ice cream. Top with half of the strawberries. Place the top cake layer over the strawberries. Pour the rest of the strawberries over the top. Serve with the whipped cream.

LETTERS TO THE EDITOR PUD needs more scrutiny

I want to thank the Vadnais Heights Press for making a sincere effort to provide residents with an unbiased source of local news. But Bear Avenue North residents have questioned the information in the April 28 article “Neighbors push back against Bluebird Grove PUD.” The planned unit development (PUD) proposal

by Martin Harstad would use an easement that has been “unopened” since 1939 for a road and a stormwater basin. Both the road and basin would be used solely for the benefit of the PUD. The retaining wall and berm that were mentioned would also be used solely for the PUD and would provide no benefit to current residents.

Martin Harstad states he can extend the current Bear Avenue North cul-de-sac using a straight plat (comply with all city and state codes). So why does the Blue Bird Grove PUD use the Bear Avenue North easement for Basin 3? This basin should be on the PUD property being subdivided.

Neither the proposed extension of Bear Avenue North nor the creation of stormwater Basin 3 are authorized uses of the unopened easement in the Vadnais Heights Comprehensive Plan. The article seems to suggest that Vadnais Heights’ Comprehensive Plan is no more than a wish list. If this were true, residents would not have authorized the expense to create the Comprehensive Plan (and certainly would not authorize it in the future). The 2040 Comprehensive Plan shows the unopened easement as a trail or open space, not a road or basin. There are other elements of the 2040 Comprehensive Plan that relate to this PUD that are in dispute as well, and residents have been working to resolve them.

Residents of Bear Avenue North have been working with the mayor and the members of the Vadnais Heights City Council to resolve all of these issues.

Protocol for pullovers

We hear about all the different reactions that are happening when there is a police stop. What is the protocol for each of us to follow when stopped by the police? What are the rules that are to be followed?

We were told years ago to put the window down and place our hands on the steering wheel. Has this changed? If it has, let’s all get updated! We should all know what the proper rules are and when stopped, follow them.

We are fortunate to have outstanding police departments in our area.

Maybe the police department here in White Bear Lake would be willing to bring us up to date on the proper action the auto driver should follow. We would like to see it printed in our newspapers for all to see.

Phyllis J. Olson Age 84 of White Bear Twsp, Passed away May 12, 2021. Phyllis worked at Honeywell and later Macy’s where she loved helping countless customers fi nd their sense of style. Phyllis was known for her great style and was always impeccably dressed for any occasion. She loved dancing and sporty cars and most of all shopping.

The phrase “shop till you drop” was invented for Phyllis. Phyllis especially loved fi nding treasures at garage sales and a family favorite was opening garage sale gifts at Christmas. Phyllis was devoted to her family and cherished her grandchildren and great grandchildren. Phyllis will be remembered for her fun-loving spirit and generosity. God has you in heaven, but we have you in our hearts.

First grade teacher Becky Lynch of Frassati Catholic Academy in White Bear Lake was selected to receive a $1,000 award for herself and the school.

Phillip Leland Zink Phillip Leland Zink was born on July 17, 1934 to parents Leland and Mary (McKibben) Zink in Sandwich, IL. He grew up on the family farm in nearby Plano, just outside of Chicago, where his lifelong love of the Chicago Cubs was cemented after a family trip to Game 7 of the 1945 World Series.

After earning degrees in both Mechanical and Agricultural Engineering from Iowa State University (ISU), Phil married his college sweetheart Anne Chapin Booth on August 4, 1957. They lived in the Detroit area for 2 years, where Anne taught high school math and Phil worked at Ford Tractor and Implement. They then moved to the Twin Cities where Phil worked for Daffi n Co. and received a patent for inventing the Center Delivery Hay Rake. The next seven years brought four children, four relocations to 3 different states, and a Master’s degree from MIT’s Sloan School of Management. In 1969, Phil and Anne settled in Marshalltown IA where they raised their family over the next 20 years. Phil worked for Lennox Industries as an executive on the research and design team developing the world’s first highefficiency gas furnace. He later taught in the Business School at ISU, his alma mater.

Phil was known to his family and friends as a very kind, warm and thoughtful person, quick with a silly joke or a light-hearted prank. Retirement brought Phil and Anne back to Minnesota in search of better snow in 1989, where they have been living in the White Bear Lake area for the past 32 years. He and Anne enjoyed many years of cycling and crosscountry skiing with friends and family in Minnesota and in other states and countries around the world.

Phil groomed local ski trails for several years as a volunteer. He was thrilled to finally celebrate a World Series victory for his Cubs in 2016.

Phil departed this world peacefully in home hospice care on May 12, 2021 surrounded by his family. Preceded in death by his brother Frank and sister Dorose, he is survived by Anne, his loving wife of 64 years, children Dave, Lori, Frank, and John, daughters-in-law Karen, Katie, and Eileen, son-in-law Mike and grandchildren Cristin, Colby, Linnea, Dylan, Simon, Daniel, Monica, Aidan, and Declan. The Zink family would like to thank the phenomenal Northern Stars Home Care team for their wonderful care. In lieu of flowers, the family suggests donations to support children’s sports and recreational programs at the The Loppet Foundation or the American Birkebeiner Ski Foundation. A picnic celebration of Phil’s life will take place in North Oaks MN at a future date when it’s safe again for extended family and friends to gather together.

He received exceptional clearance and prosecution was declined, due to elements beyond the control of law enforcement that prevented them from arresting and/or formally charging the suspect.

• The Walmart in the 800 block of County Road E reported more than $500 in merchandise stolen by fraud May 2 by suspects who fled eastbound on County Road E toward southbound I-35E. • A Minneapolis man, 52, was arrested May 2 at the Vadnais Heights Walmart on a felony warrant out of Pine County after he was detained for shoplifting and identified. For his shoplifting, the subject also received a citation for misdemeanor theft.

• A Roseville man reported a purse and wallet taken from a vehicle during the evening of May 2 as it was parked in a

• A St. Paul woman, 62, was arrested at 10:04 p.m. May 5 on Labore Road and Willow Lake Blvd. for fourth-degree DWI after deputies responded to a single vehicle-on-tree accident. The driver failed several field sobriety tests and registered a blood alcohol content of 0.12.

• A muffler was reported stolen off a bus belonging to Academy for Sciences and Agriculture High School in the 100 block of Vadnais Blvd. over the weekend of May 8-10.

White Bear Township • A White Bear Lake man, 48, was arrested May 2 in the 2600 block of Suzanne Circle for felony assault following a fight that landed another man in the hospital. The case is under investigation.

• A 31-year-old Grantsburg, Wisconsin, man was arrested May 4 for felony burglary, theft and criminal damage to property after he damaged items and stole a bicycle from a locked garage in the 5500 block of Bald Eagle Blvd. He is also suspected of stealing a pontoon boat earlier that day. The case has been sent to the county attorney for consideration of charges.

• A juvenile faces charges for assault following a May 7 verbal confrontation that became physical in the 3800 block of Lakewood Avenue. One of the participants was seen at St. John's Hospital.

• A diaper bag was reported stolen May 8 from a vehicle parked at Otter Lake Elementary in the 1400 block of County Road H2 while a family was at the playground. The front passenger window was broken in for access. The bag and diapers were recovered at Polar Park the same day.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A Minnesota motorist was cited at 1:16 a.m. April 12 on Highway 36 for driving after revocation following a traffic stop for loud exhaust. The driver told deputies he had ripped his muffler off after bottoming out. While listening to the driver's rationales, deputies conducted a random computer check and found him to be revoked. The driver was also verbally warned for loud exhaust.

• An eastbound motorist was cited at 7:03 a.m. April 12 in the 11000 block of 75th Street N. for speeding 73 mph in a 55 mph zone by westbound

deputies in their unmarked squad, who clocked her on radar. The driver said she didn't realize she was going that fast and thought she was only going 60 mph. To explain possible speeding, the driver told deputies she was running late for work.

• A young motorist was cited at 8:47 a.m. April 12 in the 7000 block of Lake Elmo Avenue N. for a passing violation after deputies in their unmarked squad observed the vehicle ahead of them pass two vehicles while in a clearly marked no-passing zone. The driver knew why deputies stopped her and said that she was choking, so she was trying to get to her friend's house.

• A Jarvis Avenue resident on April 12, an Irish Avenue resident on April 14 and a resident in the 8000 block of Kimbro

Lane on April 16 all reported unemployment insurance benefits filed for in their names.

All had received applications from the Minnesota Department of Employment in the mail. All contacted the department and were advised of steps to take to avoid financial loss.

• A resident in the 7000 block of Jamaca Lane N. on April 16 reported credit card fraud.

Mahtomedi • A Long Lake Road resident reported her front driver's side window smashed overnight April 10-11. Although the vehicle was partially rummaged through, nothing of value was missing.

• A motor vehicle was reported stolen overnight April 11-12 from Woodland Drive.

• A trespassing male was reported April 12 at a store in the

1000 block of Wildwood Road.

Pine Springs

• A Grove Street resident at 12:51 a.m. April 13 reported someone trying to enter her car. Deputies searched the area without seeing any signs of attempted tampering.

• A Minnesota motorist was cited April 21 on Highway 36 for speeding 71 mph in a 55 mph zone by deputies, who clocked him on radar at 525 feet. After deputies smelled alcohol, they administered field sobriety tests on the driver, who registered 0.076 and was released.

Deputies described his attitude as good after he admitted to drinking.

• A Warner Avenue resident on April 13 reported an unemployment insurance scam after she received a fraudulent application in the mail. The account was frozen without monetary loss.

• A catalytic converter was reported stolen overnight April 13-14 from a vehicle in Wildridge Road.

• Suspicious activity reported at 1:02 a.m. April 16 in Lakeview Cemetery on East County Line Road turned out to be two groups of people “ghost hunting.” After finding no crime or damage, deputies told the groups to leave the area.

• Three motorists were all cited for speeding during the evening of April 23 on westbound Highway 36 and I-694.

Willernie • A Steward Road resident on April 12 reported unemployment insurance fraud after receiving a letter of application. The account was frozen without monetary loss.

District moves forward with plans to build equity in schools

Superintendent Wayne Kazmierczak delivered an update on the school district’s equity planning efforts at the May 10 meeting of the White Bear Lake school board.

The district has accelerated its efforts to address racial inequity in the schools since the incident of racial harassment of several students via social media in early April. These efforts have included planning community forums and reviewing policies, curriculum and reporting procedures. School staff has begun to take Intercultural Development Inventory (IDI) assessments to receive coaching and individual growth plans to build intercultural competence. The district aims to have nearly 80 staff members receive IDI coaching by fall 2021.

The district has also developed a three-year professional development plan designed for district leaders to build leadership around equity, racial equity, anti-racism and change management.

The district will receive support from Paula Forbes and Dr. Derald Wing Sue to inform its progress. Forbes is a facilitator and lawyer who has worked with Reimagine Minnesota, an initiative created to address equity, integration and excellence in Minnesota schools. Sue is a nationally recognized psychologist and expert in microaggressions, or subtle forms of racism that appear in day-to-day interactions.

“We continue to work with students, community members, consultants and parents as we plan to engage in community forums to address racism, school culture and climate, and building unity to create an anti-racist community,” Kazmierczak said.

The school board also approved a resolution of its intent to sell facilities maintenance bonds up to the amount of $31.1 million. District 624 has a number of older buildings, which makes it eligible

for state long-term facilities maintenance revenue (LTFMR) funding.

“These bonds will largely finance projects at North Campus, while the addition to the building is being built,” said Tim Wald, assistant superintendent of finance and operations. The bonds will be presented for proposals June 14, and the results of the sale will be shared at the next school board meeting.

“Fortunately, White Bear Lake was one of the larger districts that was grandfathered in,” said Shelby McQuay, a representative of Ehlers Inc., the district’s municipal advisor. “Because of your size and your building age, you have been allowed to issue bonds and generate additional dollars through board action, not through going to the voters, to keep up your facilities.”

As a requirement for the LTFMR program, the district also submitted an updated 10-year plan to the Commissioner of Education.

In other action, the school board: • Recognized student achievements for state and national level honors via virtual presentation.

• Recognized student liaisons Jennifer Adams and Bemnet Tessema for outstanding performance in their roles as representatives to the 2020-2021 school board.

• Congratulated Matoska International kindergarten teacher Kendall Gonzalez on being named the White Bear Lake Area Educators’ 2021 Teacher of the Year.

• Approved St. Paul Beverage Solutions LLC as the school district’s continued supplier of milk. The district goes through about 3.2 million pints of milk in a year.

• Changed the 2021-2022 school calendar start day for grades 6-12 from Sept. 7 to Sept. 8 in deference to the Jewish holiday Rosh Hashanah. Sept. 7 will instead be a staff development day.

Former convent converting to nursing home WHITE BEAR LAKE — The long-vacant two-story building on Highland Avenue, once a convent for St. Pius X Catholic Church, has found new life.

A request for a conditional use permit by 3881 Property Group was granted May 11 by the City Council to reuse the building as a 24-bed nursing home.

The Planning Commission recommended approval of the permit with one contingency, that the city allow use of the 20-stall public parking lot at Stellmacher Park next door. City code requires 12 spaces and the former convent, converted to office space years ago, only has four. A nursing staff of six is anticipated; they will park in the city lot to leave the four stalls for visitors.

City Planner Anne Kane said lease of the park's spaces is consistent with previous office use. She told council the building has sat vacant nearly 10 years and staff believes the arrangement is a win-win. The city will lease the lot for $1 per year for 10 years with the lessee responsible for maintenance and repair.

Aquatic ecologist Joe Bischoff explained how alum binds P in bottom sediment to stop its release, which drives algae blooms. About 88% of the P in Goose Lake comes from its sediments. Alum treatments are very effective if the goal is high water quality, he said, and "by far the cheapest way to remove P from a lake." Staff with Vadnais Lake Area Water Management Organization will return at the next council meeting with the Barr experts to talk about what to expect post-alum treatment and how to balance recreational use and aquatic vegetation. A meeting with the lake's 30 property owners is also planned this summer to discuss

possible treatment to restore East Goose.

• Reaffirmed sale of water revenue bonds in amount of $4,495,000. The bonds will be sold May 25 to offset costs of the water meter replacement project and other water system capital improvements.

• Amended the traffic control policy. Changes will include detail as to how, when and where radar speed signs and instreet pedestrian crossing signs will be considered. The changes are in response to complaints regarding traffic and pedestrian safety.

• Awarded bid to Pearson Bros. Inc., Hanover, for the 2021 seal coating project. The lowest bid was $63,400.

Seniors recognized in American Indian graduation ceremony

Last year, there were seven—this year, 26. There are more graduates in the American Indian Parent Advisory Committee (AIPAC) program this year than ever before, adding extra joy to the American Indian Graduation Honoring Ceremony scheduled for May 29.

“It’s a big deal, and it really speaks to the overall growth and diversity in our school district year after year,” said Jordan Zickermann, Native American cultural liaison for White Bear Lake schools. “Our numbers are only going to keep going up.”

AIPAC is an education program for American Indian students in the White Bear Lake school district, run by parent volunteers and facilitated by Zickermann.

The community event will be held 5-7 p.m. May 29 at Lakewood Hills Park, and will include a Native drum group, traditional dancers, an Indigenous food vendor and representatives from local nonprofit Dream of Wild Health. In addition to being a good way to honor the graduates, the ceremony has the added benefit of supporting community partners that have no doubt been feeling the effects of the pandemic on their businesses and lives, Zickermann said.

The drum group from Red Lake Nation will perform traditional honor songs, and Dakota and Ojibwe elders

will lead the ceremony and facilitate the event. Every senior will be awarded an eagle feather—a deeply meaningful symbol in many Indigenous cultures, and one of the only permitted additions to high school graduation garb.

“This has to be done by an elder, traditionally with prayer,” Zickermann said. “I couldn’t just hand them a feather. Our students are gifted these eagle feathers, and in policy that’s the only thing the students can wear during the official commencement ceremony on their cap. AIPAC fought for that right for our students.

“There are districts out there (where students are) not able to wear eagle feathers on their cap for graduation. It allows personalization for our students in a culturally relevant way.”

The event has been altered somewhat for COVID-19 precautions. In past years, AIPAC students of all ages were honored in the ceremony, but this year the event honorees will be limited to seniors. Clock ticking for Rush Line public comment ST. PAUL — The 45-day public comment period is now open for the Rush Line Bus Rapid Transit (BRT) environmental assessment. Calling the report a "major milestone," Ramsey County personnel said the assessment documents the project's potential transportation, social and environmental benefits and impacts; identifies mitigation strategies for anticipated impacts; and satisfies requirements of both the National and Minnesota Environmental Policy Acts.

Released last week, the document is available online at rushline.org and in public libraries, including the White Bear Lake branch, as well as at Vadnais Heights City Hall. Comments can be emailed at info@rushline.org or online at rushline. org.

Ramsey County will also host three online open houses to share information about the environmental assessment and collect public comments from noon to 1:30 p.m. Wednesday, June 2, and 5:30-7 p.m. Thursday, June 3. The Federal Transit Administration and Ramsey County will review all comments. Substantive comments will be responded to in the environmental decision document issued after the public comment period ends June 25.

The project transitions to the Metropolitan Council in late 2021 for final design, construction and operation. Construction is expected to start in 2024.

Major road construction project coming to Hwy 36 and Manning

The start of spring means road construction is not far behind, and visitors to Stillwater will notice.

The Washington County Board of Commissioners approved a $21 million contract with Shafer Contracting Co. Inc. to construct the Highway 36/Manning Avenue interchange at its meeting May 11.

The Highway 36/Manning Avenue interchange will be at the intersection of Stillwater, Lake Elmo, and Grant. Washington County was awarded federal and state funds to lead the development and construction of the interchange, which will include a bridge on Manning Avenue that will go over Highway 36.

“This is a big project which took five years to plan and will take two years to complete,” Washington County Public Works Design Engineer Frank Ticknor said.

Goals for the project: • Address the existing deficiencies, including the inadequate intersection spacing, increased congestion and delays, and safety concerns.

• Apply access management guidelines to the Manning Avenue corridor while accommodating access needs of existing businesses, residential properties, potential development and individual property owners.

• Improve safety, capacity and operation of the Highway 36 and Manning Avenue intersection and surrounding area.

• Utilize a comprehensive agency and public engagement process to achieve community acceptance.

• Consider bicycle, pedestrian and ADA facilities along the Manning Avenue corridor.

Construction will start in mid-May and continue into 2022. According to Ticknor, Manning Avenue north of 36 will be closed and a detour will be provided. “We are also building a temporary road south of 36 for the Sanctuary neighborhood,” he said.

An intersection realignment on Osgood Avenue (County Highway 24) and Highway 36 in Stillwater will begin sometime in August or September and will take approximately two months to complete.

Boys golf: Zephyrs hold 2nd place

The Mahtomedi Zephyrs picked up two wins this week, beating White Bear Lake 12-2 there Monday and Hastings 14-5 Wednesday at home. The Zephyrs are 7-4.

Offensive leaders in both games were Levi Lemke with five goals against the Bears (2-3) and six against Hastings (4-3), and E.J. Charpentier with four against the Bears and five against Hastings, along with two assists in both games.

Mahtomedi won two Metro East Conference meets last week and continued to hold second place behind St. Thomas Academy, going into the full conference tournament Wednesday, May 19, at Keller. The Zephyrs beat Tartan 154 to 169 on Tuesday at The Royal. Low scorers were senior Noah Schmidt and eighth-grader Jacob Wilson, each with two-over-par 37. On Thursday the Zephyrs shot 154 to beat Sibley and South St. Paul. Low scorers were senior Nick Gambeski and eighth-grader Riley McGrane, each with one-over-par 37. Season leaders in stroke average are Wilson with 76 and McGrane with 77.

Boys track: Zephyrs 5th in MEC meet The Mahtomedi boys placed fifth of nine teams in the Metro East Conference mid-season meet on Thursday, May 6. Host school Henry Sibley was champion. Top Zephyr scorer was Kole McKeown, who won the 300 hurdles (42.21) and triple jump (40-5) and took second in the 110 hurdles (16.84). Jacob Schetinski was second in shot put (43-0) and fifth in discus (104-7). Placing third were Jonah McCormick in 110 hurdles (17.42) and Wyatt Siess in pole vault (9-0). Lucas Granec placed fourth in the 800 run (2:13.07) with a personal best by 10 seconds.

The 4x400 and 4x800 relays both placed third.

The Mahtomedi girls finished 5-2 in Metro East Conference dual meets for third place. The conference season will conclude with the conference meet Thursday, May 20, and Highland National Golf Course. The Zephyrs lost a close match to first place Simley 167 to 175 in their final dual meet. At that meet, they honored seniors Maddie Simon, Carley Pakonen and Kayla Meslow.

Tennis: Zephyrs cap perfect Metro East season The Mahtomedi tennis team, ranked No. 7 in Class 2A, completed a clean sweep of Metro East Conference matches with a 7-0 win over Tartan last Tuesday. The Zephyrs were 8-0 in conference, and every match was 7-0. Also last week, the Zephyrs lost to No. 8 Rochester Mayo and No. 10 Rochester Century, each 4-3, in Rochester on Monday. They were missing a No. 1 doubles player in both matches. Against Mayo, their No. 2 singles player was ahead 6-2, 2-1 when he had to forfeit due to cramps. Lockwood resigns as Bears basketball coach Keith Lockwood, head coach of the White Bear Lake boys basketball team for 16 seasons, has resigned.

Lockwood, a physical education teacher, compiled a 188-233 record with the Bears. A Winona native who played football for Winona State, he also became the Bears boys tennis coach this spring.

“I would like to thank White Bear Lake and its basketball community, which I have been a part of for the past 22 years,” said Lockwood, who assisted in the girls and boys programs for six years prior to becoming head coach.

“I have many great memories of the young men and women I was given the opportunity to work with and the incredible coaches I have networked with over the years.”

Softball: Bears (13-4) cruise twice, lose to East Ridge in 10th

The Bears won their White Bear Lake Invitational Thursday with 128 points, followed by Mounds View 89, Forest Lake 80, Woodbury 38 and Cretin-Derham Hall 22. The scoring format was combining each team’s three entrants in each event. Individually, first-place performances for the Bears were turned in by Gavin Rogers (long jump, 20-0), Bennett Gilson (triple jump, 41-9 3/4), Nick Svir (discus, 121-9), Luke Williams (1600 run, 4:33.54), Trevor Locke (3200 run, 9:40.16), and the 4x800 team of Sage Durdle, Alex Brown, Mike Hoffman, and Tony Perfetti (9:13). The White Bear Lake Boxing Club, in operation since 1978 and located on Highway 61, is seeking financial help.

“The gym has been hit very hard this year, as have many, many other organizations,” said Kristen Christenson, representing the club. “We are seeking donors and sponsors to keep the doors open. We are secure for the next couple of months, but we are seeking help moving forward.”

Donations will help provide protective gear (mouth guards, gloves, hand wraps, head/body gear) and other equipment (heavy/speed bags, jump ropes, treadmill, weights); support for boxers while traveling for bouts; operating costs (rent, water, electric, garbage, insurance); and sanitizing materials (hand soap, cleaners, paper towels, wipes).

Christenson said her 10-year-old son has benefitted from membership.

“James has found his passion. (The club) has given him a place to be himself and grow in his self-confidence.”

Wolgamot led the charge to build consensus and get resolutions of support from each of the five communities and two counties. He wrote letters, contacted people to get abandoned railroad land donated, engaged local legislators, and wrote legislation to get almost $8 million secured for the Lake Links Trail around the lake.

Wolgamot’s passion has been kids and to make a more connected community. When interviewed, he stressed the importance of teamwork, collaboration and finding the right people for the task at hand. He said, “I am honored by this recognition, but I am really happy that it brings to light and mind the vision of what this community can be.”

A reception honoring Wolgamot will take place on Tuesday, June 8, at the Lakewood Hills Park Pavilion (behind the YMCA), 2110 Orchard Lane, White Bear Lake. The event, open to the public, will begin at 7 p.m.

and in passing 10 referenda in 10 years to fund much-needed school repairs for the existing schools. He led the charge to establish the FAB Lab and Engineering program. He researched and executed physical security measures for the Mahtomedi schools. He donated his stipend for being on the school board to MAEF every year that he sat on the board.

Wolgamot served on the Mahtomedi Park Board in 2016 and served on the City Council from 20172020.

Wolgamot has served on the board and construction committee for the White Bear Center for the Arts since 2015. He worked on expanding the footprint and education programs for the arts in the White Bear Lake Area.

DUMPING INTO STORM DRAINS IS NOT JUST WRONG – IT’S ILLEGAL! It’s illegal to dump or discharge waste or pollution in storm drains.

A common misconception about storm sewers is that they go to a waste water treatment plant. This is not the case.

Storm sewers transport stormwater (rain and melting snow) to the nearest river, lake, stream or wetland. Anything that enters a storm drain will go directly to the nearest body of water without treatment and may cause serious environmental damage.

‘A contagion beyond COVID-19’: Racism in White Bear Lake

It may not look the same as it did in the 1950s.

To some, it may even look like it’s gone. But racism is a part of every community in the U.S., and White Bear Lake is no exception.

“Racism is a chameleon that changes with the times,” said Dr. Marcellus Davis, director of Equity and Engagement for White Bear Lake Area Schools. “Sometimes colleagues look for 1950s racism as an example of what is happening today, but the truth is, it morphs.”

Davis and district staff from the office of Equity and Engagement recently met with the White Bear Press to talk about the presence of racism in the White Bear Lake community, and the next steps to address it.

In the worst cases, racism looks obvious— threats, physical violence and even death. But racism is present in many subtle, everyday ways that often fly under the radar.

“We’re all conditioned with racist ideas, from the time we were little, to now,” Davis said.

“Every time we watch the television. Every time we pick up the newspaper. We have to be able to see the conditioning so we can work against the conditioning.”

Most people don’t consider themselves racist.

They don’t personally wish harm on members of the Black, Indigenous and People of Color (BIPOC) communities. But the harmful assumptions related to racism crop up in ways that people might not even realize are racist. It might look like conversations that tiptoe around racial assumptions with phrases such as “bad part of town” or “crime coming into the community.”

It might be baked into school curriculum. Or it might appear as legislative policies that disproportionately affect BIPOC communities.

The Centers for Disease Control and Prevention has identified racism as a high risk to physical and mental health, as ethnic minority groups

across the nation experience higher rates of illness and death than white Americans.

“It’s impacting children every day, and some, it’s killing,” Davis said. “It is a contagion that is far beyond COVID-19, and I don’t say that to diminish COVID-19, but for this plague, there has not been serious research put into an antidote.”

Minnesota has been in the global spotlight after the police killing of George Floyd last summer, but there is a long history of racial violence in the state. In April, students at White Bear Lake High School endured a slew of racial attacks and threats via messages over social media. The person behind the messages was an unidentified student wanting to draw attention to the handling of racial incidents within the schools, but the pain and anger that resulted from the messages were felt throughout the community.

“You have the Chauvin trial, you have COVID-19 harming communities of color at a higher rate, and then this situation,” Davis said.

“Tension is at its highest level. The city can’t take much more, especially when we’re not having enough spaces to have discussion.”

For Davis, the most important thing in talking about racism is having a clear definition of what racism is. There are several to choose from—one of the simplest Davis likes to employ is that racial prejudice + power= racism. “Racism always deals with power,” he said.

Davis was clear that the criticisms of racism in the school and community are not meant to be an attack on the school district or community, but a call to do better.

“What we are trying to articulate is that we have a problem. That’s what our students and families are telling us,” he said. “We are trying to be that district that does better for every student, in particular students of color.”

That responsibility includes students who are not members of the BIPOC community, Davis said. All students can benefit from the commu-

nication and listening skills required to have an effective discourse about race.

“Eradicating racism in the White Bear Lake Area Schools community is going to be a concerted effort by all of us. Not just a few,” Davis said.

“This is a community problem, and the school district is included in the community.”

Some of the district’s direct actions to address racism include creating spaces where students can process and deconstruct. Healing circles are one of the ways the district is doing this. This activity is based on an Indigenous practice of working through problems in a small group setting, said Patricia Ferrell, who has worked with students and facilitated the healing circles.

“It’s a way for all people to get all their feelings out in a respectful way,” Ferrell said. “We’ve had some awesome circles with staff and with children. The things that come out would really surprise people. Even if they don’t talk, they’re listening, taking it all in. They may not say anything, but at the end, they’ll pull you aside and say, hey, I learned a lot, I didn’t know XYZ. Nobody ever told me this. I didn’t know I was affecting people like this. It’s a beautiful thing.”

“You have to have a bottoms-up approach,” said Aaron Turner, who also works with the office of Equity and Engagement. “It does start with the youth, working your way up to adults so that we can have a long-lasting approach.”

Student leaders are working directly with administrators to develop strategies of transformative change in the classroom. Student-led groups such as Culture Club, Latinos Unidos and the Black Excellence Club are providing supportive spaces for student connections and growth.

District staff hopes to see some of the dialogue techniques, such as the healing circles, happen in the wider community sometime in the future.

The path forward requires openness, difficult questions and hard truths, but Davis and school staff attested that the district is ready to do the work.

In a statement provided to the Press, the city of White Bear Lake will no longer be implementing a local mask mandate, in response to the lifting of the statewide mandate. The city will defer to statewide guidance for industry-specific requirements and recommendations, which can be found at staysafe.mn.gov.

Atlas available for all

The Natural Resources Research Institute at the University of Minnesota received state funding to take some of the functionality of powerful geographic information system (GIS) tools and make it accessible and free. The Minnesota Natural Resource Atlas has launched statewide and is ready to use.

The Atlas provides users access to nearly 400 layers of data in 10 categories: agriculture, biota, boundaries, climate, environment, geology and topography, imagery and land cover, infrastructure, society and economy, and water.

While the target audience for the Atlas is communities, industries and smaller governmental and non-governmental organizations that might not have access to a robust and expensive GIS team, it’s gaining popularity with

the general public. Anyone can access information on public fishing sites, lake depths, wetlands and wild rice lakes, or a new park or trail to explore.

County adds free entrance days at parks

Washington County Parks will have free entry for National Get Outdoors Day June 12. Held every year since 2008, National Get Outdoors Day is a day intended to inspire and motivate communities to get outside for a healthy and fun day of outdoor adventure and to celebrate nature exploration.

Washington County Parks will designate the second Saturday in June as a free day to visit county parks without purchasing a vehicle permit. This will replace Explore Your Parks Day, which had traditionally been on the first Saturday in June. Filing deadline approaches for mayor, council

This year the seat of Mayor, Councilmember Ward 2 and Concilmember Ward 4 for White Bear Lake will be up for election. The applicant filing period opens Tuesday, May 18, 2021 and closes at 5 p.m. Tuesday, June 1, 2021. If more than two people file for any of these offices, there shall be an August Primary Election to determine two candidates for the General Election.

Loon Chronicles VI: The work never ends eggs, and gently lower herself on top of the eggs, is nothing short of amazing. All movements are slow and deliberate. Last week was not easy for the Loons. Anne Sundal spotted the Eagles dive bombing the Loon on the nest and landing on the large abandoned Goose nest, a few feet away. At one point, the Loon on the nest joined her mate in the water, and they both tried to distract the Eagle to keep it away from their nest. This went on several times during the day. The Loon experts on Mantrap Lake assured us that Eagles will not attack or kill a Loon on the nest.

They will only annoy and agitate nesting Loons, while waiting for the chicks to hatch. Softshell turtles have taken to sunning themselves on the same abandoned Goose

nest. Softshell turtles are notorious for destroying eggs in nests, which is exactly what happened to the Loon pair in 2017. The noisy Yellow-headed blackbirds have been courting, fighting, and making all sorts of noise near the Loon nest. The skittish Coots continue to dart about near the nest, as well. In spite of it all, we often catch the Loon, with nesting duty, sound asleep on the nest. We continue to watch the other Loon pairs, as they periodically check out the other two manmade nests. There is still time.

Another very busy two weeks and so much to report. As predicted, the second egg was laid on May 2, 2021. The eggs are huge and the pigment almost looks golden in the early morning sunlight. We are still counting on the two day hatch to take place during Memorial weekend. The Loons have established a fairly predictable routine. Just like last year, a third Loon spends almost every morning with the Loon pair. The female Loon, who is usually on the nest during the morning shift, will slide off the nest to join her mate and the third Loon as they circle each other and duck and bob in the water. After several minutes, the female typically returns to the nest to resume her position on the eggs. Watching her climb up onto the nest, turn the

In a presentation for members of the local sailing community that included slides and video clips, she shared details about the history of her sailing career that started with lessons at the White Bear Sailing School in an Optimist Dinghy, at right.

She later raced X-boats at the White Bear Yacht Club, became an instructor at the White Bear Sailing School (WBSS) and went on to race at Eckerd College, the Inland Lake Yachting Association and other high level sailing venues.

White Bear Lake Rotarians have been busy this week building the trusses for the Saputo Station rest station and picnic shelter that will be installed this spring at Bellaire Beach Park along the Lake Links Trail. The facility was made possible with a $25,000 legacy program grant from Saputo. Mark Sather is leading the Rotary team. — Greg Bartz

Youth For Christ (YFC), an international mission-based and Christ-centered youth organization, will launch a ministry in White Bear Lake with a kick-off event May 21, from 4 to 6 p.m. at Podvin Park.

Geared toward local middle school children attending Sunrise and Central Middle Schools, the free event features games, ice cream and football.

“It promises to be a great event,” says Davey Neubauer, director of Campus Life at the new Twin Cities YFC. “We are looking forward to working with the middle schoolers to share the good news of Jesus Christ in White Bear Lake.”
