Intervenors join state in appealing lake lawsuit ruling

WHITE BEAR LAKE — Both the city and township are following the Department of Natural Resources’ lead and filing an appeal in the lake level lawsuit.

The firm representing the city, Greene Espel PLLP, filed the appeal May 14; the township gave its attorney the go-ahead to file May 21.

The office of the attorney general filed May 11 on behalf of the DNR to appeal the judge's Aug. 30, 2017 ruling, which favored the plaintiff, the White Bear Lake Restoration Association (WBLRA), and its intervenor, the lake homeowners association. Included in

the appeal were other judgments by District Court Judge Margaret Marrinan made over the course of the case, which dates back to 2012.

The litigation focuses on allegations by the plaintiffs that groundwater pumping by municipalities near White Bear Lake is adversely affecting its elevation. The WBLRA sued the DNR, which manages groundwater appropriations through a permit process. The city and township joined the suit as intervenors on the side of the defense.

WHITE BEAR LAKE — The city's a good financial risk.

Standard & Poor's thinks so, and upgraded the city's bond rating. The announcement came days before the sale of two general obligation bonds May 22.

After an extensive review of the city's financial data and budgets, its sizable economic developments and strong tax base, the financial company stamped White Bear Lake with a AA+ rating.

“The city's bond rating is now just one step below the highest possible rating, which is AAA,” noted Finance Director Don Rambow.

A higher rating means lower interest costs.

“They noted strong improvements in economic development like the K-mart site, the waterfront, Water Tower Crossing and potential development with the Rush Line,” Rambow told the City Council at its May 22 meeting. “The city is considered to be in good, strong shape.

We are growing our reserves back up.”

“Most of the heroin we're buying now has fentanyl in it,” Anderson said.

Sheriff Dan Starry shared that in 2015, the number of deaths from opioids in Washington County surpassed the number of deaths from traffic accidents — right in line with national statistics.

One of the most pernicious misconceptions about the opioid academic is the image people have of who is affected, said Washington County Attorney Pete Orput.

“We're getting over 400 young people a year coming in with possession of drugs. Is that a good idea to give all of them a felony and throw all of them in county jail, and then tell them, 'Now try to recover with a felony on your back?' That's really hard. We're trying to find some other approaches,” Orput said. “This isn't what it was maybe five, six years ago where we look at somebody as a drug addict and go, 'Well, you're a moral failure.' That's not what we see today. We see good people, really good people. They fall down the rabbit hole almost invariably by following the orders of their doctor and taking their pain medication. And when that runs out, then they're stuck with an addiction.”

For many, addiction starts early, often while they are still in high school. Woodbury Detective Kim Richardson is a former school resource officer who saw firsthand the ways that drugs make their way around the schools.

“A lot of kids do use Xanax and Adderall, right,” Richardson said. “But there are those kids that decided they don't need it anymore, or say they need it, and then turn around and sell it. It doesn't matter if they're a straight-A student or failing miserably. It affects everyone.”

No community is immune to the wider trends of drug addiction, but the experts from Washington County hope that events such as “A Night to Know the Truth” can help equip the community with the tools it needs to fight addiction.

Plans approved for new township neighborhood

WHITE BEAR TOWNSHIP — Work continues on Cambridge Downs, the proposed development between Centerville and Peterson Roads.

The White Bear Town Board voted to approve plans and specifications and advertise for bids for the major subdivision. Supervisor Ed Prudhon abstained from both votes as he lives on Peterson Road and would be affected by the development.

“The argument or rub was that this was the last rural area of the township and the flavor of the name makes it sound uppity when, in fact, they’d like to have the rural character recognized going forward,” said board member Steve Ruzek.

North Oaks Company plans to develop 11 of 28 acres the company owns by building 28 single-family, mostly single-story homes known as Cambridge Downs. A 32foot road would also be constructed.

“It’s going to be a nice development,” added Prudhon.

Residents had expressed concerns about the development at previous meetings.

The lot is currently vacant and the zoning allows up

to 32 homes. The full cost will be on the developer with no assessments. The township will contribute to a trunk watermain on Centerville Road and sanitary sewer stub to the south existing properties.

“I’m rather shocked by the density of the development,” said resident Leif Eischen. “It seems to me it does not fit in with the character of the township. I’m going to have three backyards on the side of my property.

That seems like a lot. I’m also very concerned about the traffic.”

More than 98 percent of the town is developed, and the Metropolitan Council will start requiring redevelopment projects to build at a minimum of five homes per acre, Town Planner Tom Riedesel said at the previous meeting.

The homes will be marketed to people 55 years or older, with a price point around $400K-plus. Proposed lots are 70 feet wide and average 13,000 square feet. Homes will have three bedrooms, and the main floor will be 1,600 square feet. Half will have basements.

The board previously approved a preliminary plat and a planned unit development.

The opening date for bids will be June 14. The development will come back before the board on June 18. Con-

struction work is scheduled to be completed by late fall.

In other action at the May 21 meeting, the board: • Approved a special three-dog license through March 31, 2022 for 5941 Otter View Trail. The township reserves the right to revisit the action if complaints are received during the license period.

• Continued a public hearing for improvements for Centerville Road, on which the city of White Bear Lake, Ramsey County and White Bear Township are cooperating. The improvements will be from Ramsey County Highway 96 to the intersection of Cub Foods and Water Tower Drive.

• Authorized advertisement of bids for the rehabilitation of lift station No. 10. Bids will be opened June 14.

• Approved replacing the tennis court fences at Eagle Park for a price of $17,585 received from Town and Country Fence and paid for from the Park and Recreation fund.

• Held a closed session for nearly 40 minutes to discuss the Minnesota Department of Natural Resources lake level lawsuit.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The City Council conducted the following business at its May 22 meeting: • Approved a request to extend the Comprehensive Plan due date to May 31, 2019.

City staff hopes to have a draft ready for review for a public hearing next March before sending the document to the Metropolitan Council.

• Heard a presentation by Jerry Hromatka, chief executive officer of Northeast Youth and Family Services (NYFS).

He thanked council for the city's continuing financial support, noting the nonprofit served 4,000 youth/families last year ranging in age from 5 to 21.

Mental health programs are offered in four main school districts and the agency partners with 15 municipalities.

Issues are getting more complex, Hromatka noted, with trauma a major component. “Ninety percent of the kids that go through our day treatment program have experienced some sort of trauma in their lives. A common

denominator is a sense of isolation and despair. Kiddos are disconnected. It scares me,” he said. “We need to look for those youth who get lost or missed.”

White Bear Lake provides $39,000 of NYFS' $3.3 million budget. Four percent of the organization’s budget goes to administration.

• Authorized Bellaire Center tenant rental agreements with the exception of the Suburban Cable Commission/ Comcast lease, which is still being negotiated.

The city has four tenants at the center, located at 2446 County Road F: the cable commission; White Bear Dance Center, owned by Jenny Landry and Katie Morales; Garden of Hope Montessori School and Sunrise Draperies, owned by Debra Pittman.

• Approved change order No. 1 for the 2018 seal coat project. Instead of pea gravel, which is no longer available, the city will use trap rock as a cover aggregate. The trap rock is a hard, crushed rock that will add $19,000 to the $230,000 project.

• Approved fire department automatic aid agreements with Hugo, Lake Johanna and Maplewood.

The agreement ensures better response times, benefiting all departments, noted Chief Greg Peterson.

“This type of agreement has become standard practice as staffing challenges continue with all departments,” he said. The department already has agreements with Mahtomedi, Vadnais Heights and Lino Lakes.

• Approved a massage therapy license for Donggen Liu of Red Dragonfly Massage, 1350 E. Hwy. 96. It was formerly Peaceful Lake Massage.

• Received updates from City Manager Ellen Richter.

She informed council that the DNR cannot enforce water permit amendments with passage of the new law signed by the governor (see separate story).

Residents still need to mind the city ordinance for lawn sprinkling. Watering is not allowed between 10 a.m. and 5 p.m.

The Whitaker Street end lease will be discussed at the June 19 council meeting. The lease is currently held by Tally's Dockside.

She noted the developer's next neighborhood meeting on 4 Square Flats is at 6 p.m. Wednesday, June 6.

Councilman Kevin Edberg said there is a “ton of interest” in how the four apartment buildings fit on the parcels at the intersection of Bellaire Avenue and County Road E. Councilman Dan Jones pointed out that the newest market-rate apartments south of County Road F are 60 years old.

The next step in the project is to bring a concept plan before the Planning Commission, which could happen in July.

ny first job is one to remember, whether a good experience or bad. We learn from doing-some of us even more than others. Summer jobs for first-timers range from lawn mowing, landscaping or working at restaurants or retail counters. Some of my friends from high school to this day talk about working at Wild Mountain Ski Area with the alpine slides, canoe rental and riverboats. Others tried their hand at Pine Tree Apple Orchard or with the Parks and Rec programs. A few of my friends had paper routes, or caddied at the Dellwood and White Bear Yacht Club. My sister was a nanny. Most of these jobs are still popular locally Publisher’s today. However, with minimum wage on the increase, small busiView ness employers have been priced out of the market. Starting seeing kids and bikes Do you remember the bright yellow “Start Seeing Motorcycles” bumper sticker from the 1980s? It was a brilliant campaign created by great minds right here in the northeast metro. One of our neighbors was involved in the campaign and tells the story of being distracted and accidentally hitting my brother as he crossed Lake Avenue on his new blue Schwinn bike. Back then, the accident was not caused by texting on a cell phone. Accidents happen even when you are paying attention. This summer as schools let out around our communities and kids are out walking, biking and skateboarding, lets all do our best to start seeing kids and bikes.

Beekeeping Last week my 13-year-old daughter and I suited up and tended to our two bee hives. As rookie beekeepers, it’s pretty intimidating to open up a hive for the first time, and I know that staying calm is important. Abbey and I both were interested in finding the queen bee, which she has named “Beeyoncé.” As we inspected the 10 frame boxes, it was truly amazing to see thousands of dark golden colored honey bees at work.

As we finished up the inspection we felt like all signs pointed to adding a second box to each hive.

One task is smoking the bees, which helps keep them in the hive. We used a traditional smoker and burned a combination of burlap sack and clean blank newspaper. As we worked on the hive you could hear the bees’ tone change. We quickly got acquainted and only a few of the bees seemed ticked off at us. Those were clearly the protectors of the hive. It’s been fascinating to learn about the different roles of the members of the hive. If you are curious about beekeeping, take a course, then find a mentor, and lastly buy the equipment. I found my hives with a tiny ad in this newspaper. Remember to check with your city or township regulations.

I started the process on Nov. 11, 2017 with a bee permit. It required permission from all neighbors within 100 feet of the property. Getting permission was easy. The hard part was meeting my city’s requirement for bee keeping, since it’s an uncommon permit. You really need to plan a year ahead.

Reflecting on a remarkable career

I

n January, the school board accepted my retirement at the end of the 2017/2018 school year. It’s easy to be a little nostalgic after 35 years in education. These last nine years have been the highlight, spent in what I consider to be the best school district in the state — Mahtomedi. My education career started in Le Center, Minneteaching Movers and sota, English. A lot has changed Shakers in 35 years and there have Mark Larson certainly been technological advances that I couldn’t have imagined. There were no Smart Boards, just a chalkboard. There were no telephones in the rooms, and certainly no smart phones. There were no video tapes or DVDs, so a “multi-media” experience for students was a reel-to-reel projector or, more likely, a fi lmstrip. There were no Google searches or instant access to information from all over the world, and defi nitely no email.

Back then, the futurists talked about the 1980s as being a new age — the Information

Age. The age of working in the factory with our hands was giving way to people going into offices to work with their minds. Now, we’re moving past the Information Age, and I believe those who will be most successful in the future will be those who operate in the next age — the age of the heart.

The skills of empathy, collaboration, and caring will be the most important.

Although a lot of the tools of education have changed for the better, there are some things that are eternal. K-12 education is an intensely personal, intimate environment with human interaction at its core. In every building, teachers, staff and administration guide, direct, and challenge our students to meet their potential and exceed it. When you see our outstand-

ing teachers show compassion for their students and passion for their craft, it’s inspiring.

When you see students showing initiative and future-ready skills, it’s amazing. And when you see the support of a community that values education, it’s gratifying.

There have been a lot of great things that our students and staff have accomplished these last nine years. I am proud of the work that has been done to provide our students with future ready skills like creating, innovating, and turning ideas into action. It is rewarding to see the hard work of staff and students result in outstanding academic achievement. It is impressive to watch and listen to the magnificent student performances on stage and the field.

I am grateful for my time as superintendent in Mahtomedi, specifically for outstanding students, dedicated and professional colleagues, and a community that values education. Having served in several school districts in many capacities, it is very clear that Mahtomedi is the most remarkable.

Fictional suicide show lacks safe messaging

T

he fi rst season of the fictional show, “13 Reasons Why” depicts a 17-year-old girl, Hannah Baker, who lives with undiagnosed depression and dies by suicide.

This show is dangerous for youth to watch because Movers and it lacks safe messaging Shakers and resources Catherine (Cat) Gangi to deal with the challenging topics covered in the show such as gun and domestic violence, sexual assault, suicide, and depression. We have seen an increase in emergency room visits since the airing of the fi rst season of 13 Reasons Why here in Minnesota. In season one, Hannah blames 13 people for the events that led up to her death.

The show doesn’t reflect the reality of what may happen for an individual

experiencing suicidal thoughts, and it glorifies the experience of someone dying by suicide.

Season Two was released on Netflix Friday, May 18, 2018. Netflix has now provided a short warning video at the introduction of each episode that addresses some of the topics covered in the series and encourages teen viewers to watch the show with a trusted adult. It also connects viewers to the link 13reasonswhy.info, which provides additional resources. Netflix also has added a content warning on the TV series to educate parents on more graphic topics that will be displayed in the show.

Based on the season two trailer NAMI Minnesota and other mental health advocates continue to have concerns and are worried about how different topics such as potential gun violence, bullying, and domestic violence will be handled. It is highly recommended that young children not watch this show. If a parent decides to allow their child or teen to watch this

show we advise the adult to watch it beforehand to understand the content.

Parents are encouraged to watch the show with their child or teen to help debunk the misconceptions and address any concerns or questions that may arise while viewing the show.

Certain types of messages about suicide can increase the likelihood that at-risk individuals will consider or attempt suicide themselves. This includes: details about suicide method or location, portraying suicide as a common or acceptable response to adversity, glamorizing or romanticizing suicide, and presenting simplistic explanations for suicide.

Recommendations for public messaging are based on research showing that certain types of media reports about suicide deaths may spur imitation of suicidal behavior among vulnerable individuals (people in despair or already thinking about suicide).

Warning signs of suicide • Increase of drug and alcohol use • Isolating themselves from family

and friends • Too much or too little sleep • Withdrawing from activities • Giving away prized possessions • Experiencing aggression or fatigue If you or a loved one is at risk of suicide, please contact the National Suicide Prevention Lifeline at 1-800273-8255, or reach out to Mental Health Provider. Another resource to be shared with youth is the Crisis text line: Text MN to 741 741.

Additionally there is a book, “13 Reasons Why: An Episode-by-Episode Mental Health Resource Guide for Parents” by Dequincy A. Lezine, Ph.D., created to help parents understand what is happening in the TV series and provides resources for each of the topics addressed.

Think New York, Detroit, Chicago, Milwaukee, Minneapolis, St. Paul, St. Louis, and on and on. They built water filtration and treatment plants for their water needs using the surface water from their rivers and lakes. When suburbs grew, they did it the cheap way by drilling a deep well and putting up a water tower instead of building a filtration plant using surface water.

Now that it's evident that underground water sources have finite limits, we need to return to using more surface water. This costs more, but is the only way to achieve long-term sustainability.

But rather than each suburb trying to solve its own water supply problem, this can most cost-effectively be done on a metrowide basis. Of all the projects our Metropolitan Council has done, the design and construction of the metropolitan sanitary sewer system is conceded by all to be its crowning achievement.

Now is the time for the Met Council to "complete the circle" and construct a surface water purification and delivery system to serve the entire metropolitan area.

Resources studies of White Bear Lake as well as his conclusion that our Minnesota representatives and senators displayed a lack of leadership and a lack of knowledge of our lake in passing HF4003 and SF3573.

Let me add a few additional points to McCarthy’s recent letter to the editor.

Previous generations knew that lake levels on White Bear Lake fluctuated and installed high-capacity wells to maintain the lake level for fishermen, for sailors, for swimmers and for general recreation by Twin Cities residents.

Previous generations simply did not know why our lake fluctuated, but they knew our community relied on our lake for both commercial and recreational uses.

Fast-forward to today: two “static” studies by the USGS and the most recent “dynamic” study by the DNR confirm we are depleting our aquifer through the use of municipal wells and that our aquifer can no longer recover from today’s high water usage during the summer months. In other words, the use of our aquifer for drinking water is no longer sustainable.

Judge Margaret Marrinan and her staff studied all the research on White Bear Lake levels and recognized the Twin Cities obtained 70 percent of our drinking water from surface water, i.e. the Mississippi River, 50-plus years ago; however, today 70 percent of our drinking water comes from groundwater, i.e. the Prairie du Chien-Jordan

Aquifer. Judge Marrinan simply said the DNR has a legal requirement to protect our natural resources for future generations and provided incentives for our communities to restore the use of surface water as a source of our drinking water.

My grandchildren applaud Judge Marrinan’s decision but not that of our Legislature.

Agree with school board

I applaud the recent decision by the White Bear Lake Area School Board to discontinue the International Baccalaureate Program at both the Central and Sunrise Park Middle Schools.

The board’s decision shows its ability to move ahead within the context of its strategic plan. I am sure it was a difficult decision, but it was based on a thorough and objective evaluation by the Center for Applied Research and Educational Improvement at the University of Minnesota.

Man taken into custody after standoffwith police

WHITE BEAR LAKE — A man was arrested May 24 after a standoff with police that caused temporary closure of a portion of Highway 61.

The East Metro SWAT team and Ramsey County Homeland Security provided police support as they attempted to apprehend the potentially dangerous man holed up in a duplex in the 2100 block of First Street.

Troy Stra Tro Strawn n White Bear Lake Police were called to a domestic situation earlier in the afternoon, said Capt. Dale Hager.

“The victim, who was not injured, met officers outside and reported she was threatened with a knife by her boyfriend who was still inside the house,” reported Capt. Phil Henry.

The man, Troy Allen Strawn, 37, talked with officers from the doorway but refused to surrender and retreated into the house. Offi cers spoke with him over the phone but he refused to come out of the house. Offi cers received information that Strawn may have knives and possibly a firearm.

The SWAT team assisted the police in apprehending Strawn. Chemical irritant was used and Strawn was struck by a less-lethal “bean bag” round.

During the incident, traffi c was diverted off Highway 61 from Highway 96 to Second Street for about three hours.

Nearby homes were evacuated.

The man was taken into custody by 5:15 p.m. and Hwy. 61 reopened shortly thereafter.

Strawn was charged with three felonies: second-degree assault, threats of violence and domestic assault by strangulation. He allegedly held a knife to the woman’s throat and choked her, according to court documents.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

Vadnais Heights • Two Target shoplifters, seen in the swimwear department May 16, made tracks — one petite female and one heavier set, according to store video. An inventory of women’s swimwear showed two pair missing — one in size small and one in size XL. The loss totaled $209.

• A pair of tires were taken off the back of a truck parked overnight May 18 in the 4200 block of Centerville Road, according to surveillance video. The loss totaled $300.

• Solving this crime will not be easy. Two sets of golf clubs, luggage and a wallet were stolen overnight May 19 at the Fairfield Inn in the 1100 block of County Road E but not reported until the next day. The plates on a suspect vehicle leaving the scene were found to be stolen.

• A 19-year-old Mahtomedi teen was found un-

conscious by a friend and thought to have overdosed in an apartment on May 19 in the 800 block of County Road D. Lake Johanna Fire and deputies got the male to Regions Hospital where he is recovering. If you can save a life, even though illegal activity may have occurred, save the life. There won’t be any criminal charges.

• Suspected drug activity in the Walmart parking lot was reported by a passerby on May 20.

A vehicle was stopped and a 21-year-old female from White Bear Lake was found to be in possession of nine hypodermic needles. A 20-yearold Vadnais Heights man was cited for driving after license revocation. Pot was found but no charges other than the DAR were issued.

White Bear Township • A local woman fell victim to the IRS scam May 16 and is out $16,900 converted into bit coins following a series of three phone calls from a scammer demanding payment of “back taxes.”

A fourth demand occurred but the 29-year-old victim had no money left so she called her father. Dad suggested calling 911 and that was the end of the scam. Readers are reminded that the IRS does not call taxpayers; does not “demand” payments; and does not deal in “bit coins or gift cards.”

• A man from Ankeny, Iowa, in the area doing work on the White Bear Township theater, parked his 15-foot American Hauler rig overnight in the 1100 block of County Road J. In the morning the truck, valued at $6,000 and tools inside, worth $5,000, were gone.

• A deputy spotted a truck May 22 that had been reported stolen on Stillwater Street and arrested the driver, a 38-year-old local woman.

The truck plates were stolen and the driver was found to be in possession of meth. She was booked into jail on felony possession of a controlled substance.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A person was arrested after fl eeing officers on foot from a fi ght at an establishment in the 4900 block of Highway 61 May 18.

• Theft of a bicycle worth $200 was reported in the 2100 block of Orchard Lane May 18.

• A White Bear Lake woman, 27, was arrested for fourth-degree DWI near White Bear Avenue May 19.

Her blood alcohol level was 0.10.

• A scam and a loss of $50 was reported in the 1800 block of Third Street May 19.

• A homeowner in the 2100 block of First Street was cited for dogs running at large May 20.

• A 22-year-old man was arrested for second-degree domestic assault in the 1800 block of Cedar Avenue May 20.

• Theft was reported in the 1800 block of County Road F May 20.

• A 24-year-old man was arrested for third-degree DWI near Highway 61 and Cedar Avenue May 21. His blood alcohol level was 0.16.

• Theft of a transit tool worth $1,600 from an unlocked truck parked in the street was reported in the 3900 block of Van Dyke Street May 21.

• Theft was reported in the 3100 block of Century Avenue May 21.

• Theft of a vehicle was reported in the 2000 block of Dotte Drive May 21. A suspect has not been identified.

• A resident reported losing $50 to an internet scam May 21.

• Theft was reported in the 3800 block of Hoffman Road May 21. A suspect has not been identifi ed.

• Theft of $280 worth of liquor was reported in the 1200 block of Gun

Club Road May 21. A suspect has not been identified.

• Theft was reported in the 3500 block of Century Avenue May 21.

• An 18-year-old from Forest Lake was cited for driving without a license in the 1800 block of Florence Street while an offi cer investigated a harassment complaint.

• A 35-year-old man was arrested for a presumed stolen credit card when an officer investigated a vehicle parked in the 1900 block of Buerkle Road May 23. The man admitted he used the credit card that was not in his name to make purchases at a nearby gas station, but the card was declined. The man was also arrested for possess-

ing drug paraphernalia.

• Theft was reported in the 3100 block of Century Avenue May 23.

• Shoplifters stole about $100 of personal hygiene products and fled the scene in the 4800 block of Highway 61 May 23.

• Theft of items from a vehicle was reported in the 3100 block of Glen Oak Avenue May 23.

• Wisconsin police reported a New Richmond resident's credit card number had been used fraudulently at two businesses in White Bear Lake May 14. The card was not physically stolen. Surveillance video has been requested.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A Grant man was mailed a letter of violation May 11 after a May 7 incident in which he drove through a school bus stop arm in the 9000 block of Jamaca Avenue N. • A Grant man, 48, was reported for driving through a school bus stop arm May 11 in the 9000 block of Jamaca Avenue N. • An unidentified motorist was issued a written warning at 2:08 a.m. May 12 on 75th Street N. and Hilton Trail N. for possessing marijuana in a motor vehicle. The driver was pulled over for making an improper turn while changing lanes and crossing over the fog line several times before abruptly correcting. After the traffi c stop, deputies smelled pot in the vehicle and noticed two underage children as passengers.

• An unidentified female motorist was cited May 15 on Manning Avenue N. and 80th Street N. for speeding 71 mph in a 55 mph zone.

The motorist told deputies she was in a hurry because she was late for golf.

• A Marine on St. Croix woman, 47,

was cited May 15 on Manning Avenue N. and Dellwood Road N. for speeding 70 mph in a 55 mph zone.

• A Mahtomedi man, 48, will be paying some $800 in damages after he struck a vehicle belonging to a Hugo man May 15 at Mahtomedi High School in the 800 block of 75th Street N. and caused minor damage to that vehicle's grill.

Mahtomedi • A Hugo man, 51, was mailed a letter of violation May 11 after he drove through a school bus stop arm on Mahtomedi Avenue May 4.

• A resident in the 100 block of Maple Street on May 11 reported a license plate missing.

• A St. Paul man, 29, was cited at 12:20 a.m. May 12 on Woodland Court and Woodland Drive for driving after revocation after he was pulled over for no front or rear license plates.

• A Mahtomedi man, 64, was cited May 12 on Wildwood Road and Birchwood Road for passing on the right shoulder.

• A Mahtomedi man, 28, was cited May 12 in the 3500 block of Century Avenue N. for driving after suspension by Washington County Sheriff's deputies on stationary patrol who conducted a random computer check. The motorist told deputies he was not suspended, because he was able to produce a

citation he had received in Blaine earlier in the year. Deputies said, “whatever,” and advised the motorist that a ticket did not mean violations were deleted from his record but, instead, were added.

• A St. Paul girl was reportedly jumped by two youths and later many more youths in the parking lot of the Wildwood Road Freedom gas station May 12 after she had posted something on Facebook they didn't like. The victim requested then refused an ambulance.

• A Blaine woman reported her boat possibly stolen from a lot in the 800 block of Stillwater Road at 3:07 a.m. May 13, after she discovered the motor of the boat was missing.

• Construction workers in the 500 block of Cedarleaf Point were reported for violating the noise curfew ordinance May 13 as part of an ongoing issue. Deputies showed up at the site to raise their awareness.

• A 10-speed bike was reported found at 5:45 a.m. May 14 on Hanson Road and Griffi n Avenue.

• A St. Paul man on May 15 reported checks stolen from an account belonging to his mother in the 100 block of East Avenue. Unknown

persons forged a check for $350.

The investigation will continue.

• A Mahtomedi woman, 51, was issued a verbal warning May 15 for expired tabs on her vehicle, which was parked on Quail Street.

The owner of the vehicle said she would take care of the matter in the morning.

Pine Springs • A motorist headed westbound on Highway 36 just east of I-694 reported another motorist for hitting her vehicle May 14, then driving away.

Willernie • A combative male was reportedly thrown out of Frigaard's on Stillwater Road at 12:53 a.m. May 12 after which he hung out in front of the bar and caused a scene until deputies were summoned.

• A resident in the 600 block of Stillwater Road reported being scared May 15 by all the fighting and narcotic activity going on in her apartment building.

PUBLIC SAFETY BRIEFS Level 3 sex offender notification meeting

The White Bear Lake Police Department announced Brian Joseph Smith, a Level 3 sex offender, moved to White Bear Lake earlier this month. Smith has served the sentence imposed on him by the court and is transitioning within the community. A community notification meeting is scheduled for 6 p.m. May 31 at Saint Stephen Lutheran Church, 1965 County Road E East, White Bear Lake. Use the north entrance to the church. Representatives from the Department of Corrections, the Jacob Wetterling Resource Center and the White Bear Lake Police Department will be available to provide you with useful information on public safety.

Charitable gambling yields small chunk to charity

Merrick Inc. is the top-grossing charitable gambling organization in the state but due to taxes and prizes only 15 percent of the organization's 2017 net receipts went toward the nonprofit's mission to provide meaningful employment and activities to those with disabilities.

In fiscal year 2017, Merrick grossed $25.1 million, the highest in the state, according to the Minnesota Gambling Control Board. Most of that went back into prize winnings — $21.4 million.

Merrick's net receipts were a total of $3.7 million in 2017 but that doesn't mean that total amount was gained for charitable causes, said Karen Herrera, Merrick’s development and communications director. About $600,000, or 15 percent, of the money made by the organization after prizes were given went toward its charitable causes. About $1.3 million went to taxes and fees and $1.9 million went to allowable expenses, such as gambling product, employee compensation and rent.

Prize limits, taxes and allowable expenses are regulated by the state.

“Our payouts remain competitive to encourage customer play,” Herrera said. “Lawful purpose expenditures are reviewed and approved by a committee comprised by members of the organization and monitored by the Minnesota Gambling Control Board and Minnesota Department of Revenue.”

The average prize payout percent for pull tabs in Minnesota is 82 percent, said Minnesota Gambling Control Board Compliance Offi cer Gary Danger.

The maximum allowed is 85 percent. There is no minimum. “Higher payouts generate more sales,” he noted.

Organizations are rated by the state based on the percentage of net receipts that go toward taxes and charity. Organizations need to spend 30 percent or more of net receipts on taxes and charity or they will be put on probation, Danger said. If organizations remain out of compliance a second year, they will be fined and eventually could lose their license.

“It causes organizations to take a look at operating costs to ensure they are spending money toward charitable (causes),” Danger said. “The whole purpose of charitable gambling is to raise money for good causes.” Charities are rated on a 5-star scale by the state based on the percentage that goes toward taxes and charity versus allowable expenses. Those below a 3-star rating, or 30 percent, go on probation.

Merrick had a 4-star rating in 2017.

Merrick is proud of the fact that its charitable gambling also provides jobs to people who staff its 16 gambling sites, through its allowable expenses.

“We are proud to say we actually employ 50 people,” Herrera said. Staff members oversee pull tabs, bingo, raffl es and Minnesota Tri-Wheel games.

“What's left after operations and taxes and benefits goes to Merrick's clients,” Herrera said. The nonprofit mostly runs on government funding and donations. Its charitable gambling proceeds comprise less than 3 percent of its annual revenue.

“The proceeds from Merrick's charitable gambling operations help narrow the gap between governmental reimbursements and the actual cost to provide life enrichment and work support for the clients at Merrick,” Herrera explained.

The third highest-grossing charitable gambling organization in the state is the White Bear Lake Area Hockey Association (WBLAHA).

threshold of 30 percent of expenditures and the city’s capacity to sustain increased debt burden.

Council had approved the sale of up to $9.235 million in two general obligation bonds to finance street reconstruction and sports center renovation at 3.2 and 3.3 percent interest. Rambow figures the city saved $100,000 in interest because of the bond rating adjustment.

One bond for $5.85 million will finance 2018 street improvements and Sports Center refrigeration equipment; the second bond for $3.3 million will finance improvements to the Sports Center facility.

Shelly Eldridge of Ehlers and Associates presented a framed bond to the mayor in recognition of the rating increase. The rating was last reviewed in February 2016 and was affi rmed at AA/2 or stable.

“The new rate recognizes a strong economy, strong performance and strong budgeting,” she said.

Rambow congratulated the council for its accomplishments over the past few years in developing and implementing long-range economic plans and financial policies that led to the better rating. Only a handful of cities in the metro have a triple A rating, Woodbury, Edina, Eagan and Roseville among them.

Statewide in 2017, Charitable gambling grossed $1.7 billion and $1.4 billion in prizes was given. About $276.4 million was netted by organizations and about 24 percent of that, or $65.1 million, went to charity.

That's 4 percent of the total gross that went toward charity.

The state instituted a gambling control board in 1984 to regulate gambling in the state and established a 10 percent state tax after prizes. When the Legislature legalized electronic pull tabs for charitable gambling in 2012, taxes were put on a progressive scale. Some of the taxes helped build U.S. Bank Stadium.

There are about 1,100 nonprofit organizations in the state that participate in charitable gambling.

“Charitable gambling in Minnesota is the largest of all the states,” Danger said. “It's just been very popular throughout the years. It is cultural.”

Veterans, fi re and Lions organizations are the most common types of organizations that conduct charitable gambling, together comprising over half of all organizations at 27, 15 and 14 percent, respectively. Youth hockey organizations comprise 8 percent of all organizations.

New law bars DNR from enforcing judge's order in lake lawsuit

ST. PAUL — The Department of Natural Resources won't be policing municipal water use near White Bear Lake this summer.

Legislation to postpone for one year state enforcement of court-ordered water restrictions was signed into law by Gov. Mark Dayton on May 21.

Rep. Linda Runbeck (R-Circle Pines) was chief author of the House bill that prohibits enforcement of the judge's ruling until July 1, 2019.

It gives 11 municipal permit holders within a 5-mile radius of the lake, including St. Paul Regional Water Authority, a reprieve from water use restrictions set to go into effect immediately. Among the restrictions was a sprinkling ban tied to lake level, limits on per capita water use and a requirement that permit holders provide a surface water conversion plan.

"The judge's orders were overreaching, difficult to enforce and would have increased, not decreased, water use," Runbeck said.

Her bill passed, 83-36, on May 16. A companion bill co-authored by Sens.

Roger Chamberlain (R-Lino Lakes)

and Chuck Wiger (DFL-Maplewood) passed the Senate 42-25.

The organization that brought the lawsuit against the DNR more than five years ago believes the law is shortsighted.

“Our efforts were solely based on saving the lake,” said Greg McNeely, a Dellwood resident and chairman of the White Bear Lake Restoration Association. “The current political unrest regarding water policy appears to be driven by cities wanting to protect water enterprises.

With that said, the legislators have jumped on board to represent their constituents, well knowing that there are too many straws in the cup. It continues to be an upward battle trying to protect White Bear Lake. It's extremely disappointing that the science and hard facts are still in question.”

The new law coincides with appeals made by municipalities challenging the DNR amendments. Those appeals will be heard through an administrative hearing process. The impacted cities and township had already indicated they did not intend to comply with the permit conditions while that process is underway.

According to Clerk/Treasurer Bill Short, White Bear Township has spent $162,205 as of May 2018.

Loon Chronicles III: Still homeless Time is of essence! One year ago today, the Loon pair had established their nest and laid two eggs. The bulrushes were thickening and turning green and there was more than enough nesting habitat for all to claim. That is not the case this year. The Loon pair remains homeless and in search of a permanent nesting site. The new bulrushes have yet to emerge, making it even more of a challenge to establish a nest with natural camouflage.

Many of the abandoned mounds and Muskrat nests have been claimed by the Canada Geese, Herons, Egrets, and turtles. Len’s manmade nest remains vacant. Hopefully, the Loons will spend some more time in Ordway Bay this weekend and discover the nest with their names on it. This will be a critical weekend. Incubation takes 28 days. To stay on track for fall migration, this all has to happen in the next 5 to 10 days. Memorial weekend boating traffic will make things even tougher for the Loon pair. Fingers are crossed that the Loons can stay one stroke ahead of the jet skis and propellers of every stripe.

Not all, but some funding approved for lake trail ST. PAUL — Calling the amount “significant,” despite it being less than needed, Sen. Chuck Wiger (DFL-Maplewood) said an appropriation of $4 million was received as part of a larger public construction bill approved Sunday, May 20.

Wiger co-authored a bipartisan plan to complete the design and construction of the Lake Links Trail around White Bear Lake, estimated to cost $10 million. The state bonding bill provided $4 million in funding, which will enable construction of part of the route, namely South Shore Boulevard and Mahtomedi.

The bill language approved by the Legislature reads as follows: • $2.6 million of the appropriation is for a grant to Ramsey County to design and construct trail improvements, consistent with the completed preliminary engineering, along South Shore Boulevard between White Bear Avenue and marked Trunk Highway 120 and to pave an existing dirt path within the Ramsey County Beach and Water Park from the entrance to the park at Highway 96 to the north-

east edge of the park.

• $1.4 million of the appropriation is for a grant to the city of Mahtomedi to design and construct and designate elements of the trail and route along or proximate to Birchwood Road, Wildwood Beach Road, and on or in the proximity of Briarwood Road, consistent with the completed preliminary engineering and final design and specifications, subject to approval of the Commissioner of Transportation with regard to elements of the trail and route that are within or adjacent to the right-of-way of marked Trunk Highway 244.

The Legislature also approved $22,000 that will be divided between White Bear Lake and White Bear Township. This corrects a technical problem that arose from the trail funding that was approved last session.

“Funding will enable construction of quite a lot of the route,” noted Steve Wolgamot, Lake Links' Washington County co-chair. “In amending the bill to reduce its amount, the Legislature omitted

White Bear grad earns prestigious Fulbright research grant When Anna Waller was a student at the University of Wisconsin-Eau Claire, she never dreamed of traveling to another country to conduct research that could improve the quality of life for a generation of newborn babies, but that is what the alumna will be doing in 2019.

Waller, of White Bear Lake, graduated from UW-Eau Claire in 2015 and is currently enrolled in a graduate program at the University of Illinois where she is studying food science and human nutrition. Waller recently was awarded a prestigious Fulbright research grant to conduct her Ph.D research in Mexico next year.

The Fulbright Scholarship Program sponsors U.S. and foreign students for exchanges in different areas of study to increase mutual understanding. Waller says this opportunity will not only help her academically, it will allow her the chance to see the big picture and make an impact.

“In the current political climate, I think it’s important now more than ever to continue establishing positive collaborative relationships with other countries,” Waller said. “The Fulbright allows me the opportunity to be an ambassador for the United States, both in terms of culture and research scholarship.”

food science and human nutrition, her unique combination of interests at UWEau Claire set the stage for her upcoming six-month mission. A triple major in chemistry, Spanish and Latin American studies helped prepare Waller for her upcoming research trip to Mexico.

Breastfeeding rates in Mexico are among the lowest in Latin America. In

fact, only 14 percent of women breastfeed their children exclusively in the first six months, according to a recent National Public Radio story. Waller’s goal is to develop and validate a portable vitamin A sensor to test the nutritional value of breast milk.

Poverty and poor nutrition are among the main reasons why women aren’t

breastfeeding in Mexico. Waller knows that being able to create an inexpensive way to analyze breast milk to help more mothers feed their infants naturally could have an astounding impact on millions of newborn babies.

“The development of technologies that are simple, inexpensive and require little-to-no personnel to operate are practical for many settings, but particularly resource-limited settings,” Waller said.

“We are trying to address both of these points for the context of Mexico, and hope that it can be applied to other foods as well as implemented in other parts of the world.”

After Mexico banned the giveaway of free infant formula in 2015 in an effort to increase the number of mothers breastfeeding, Waller’s work to develop technologies that address nutritional gaps for infants and mothers is not only relevant but critical to future generations.

In terms of advice for current and future alumni, Waller said students should get involved with as many opportunities outside their comfort zones as possible.

Working side-by-side with talented professors and mentors, some of whom have become lifelong friends, helped Waller accomplish goals she never dreamed possible.

Bear girl tracksters nab fi rst SEC title since 1999

White Bear Lake girls track has captured its first conference championship since 1999, edging Forest Lake by scoring points in all 18 events.

The Bears tallied 188 points, followed by the Rangers with 181 and Mounds View 166 for the top three among nine teams at East Ridge, May 22 and 24.

Needing to win the final event to overtake Forest Lake, the Bears 4x400 team of Yajaira Lansiquot, Jordan Gast, Danielle Madden and Erika Townley came through, hitting the tape in 4:03.04.

The team was pleased to present the trophy to longtime coach Richard Samuelson, who has sat out this season due to cancer treatment. It was an emotional moment for “Coach Sam,” the athletes, and the coaches who’ve worked with him for years, including Patty Percival and Tyler McCormick, serving as co-head coaches this year.

Townley won the 100 hurdles (15.39) and 300 hurdles (45.49). Claire Odmark took second in the 400 (59.98), fourth in the 200 and shot put, and anchored a second-place 4x200 team.

The Bears also won the 4x800 with Olivia Schwintek, Tori Taugner, Emily Brockberg and Madeline Verkerke (10:13).

Also putting the Bears over the top was getting three of the top six in both hurdle races (Lansiquot third and fifth, Sophie Verkerke sixth in each) and the 400 (Jordan Gast third, Brockberg sixth). Alexys Guidry and Opeoluwa Olusi were 3-4 in shot put.

White Bear Lake boys track earned the championship of the Suburban East Conference, their fi rst since 2002, edging a talented Mounds View squad.

The Bears had 191 points, Mounds View 185.5 and Roseville Area 144.5 for top three among nine teams in competition May 22 and 24 at East Ridge. Mounds View had placed second in the state true-team meet a week earlier.

“The boys all competed really hard in adverse conditions — it was really hot and windy — and we were able to beat Mounds View, a very good team,” said coach Tom Paulson.

The coach for 33 years said it was a great day for Bears track, with the girls also winning.

“We had not won it since 2002, and the girls had not won it since 1999,” he pointed out. “Both teams being champions, that’s the fi rst time that has happened in all the time I’ve been here.”

Cooper Anderson, junior in his third year as White Bear Lake tennis No. 1 singles player, and fifth as a varsity starter, has a 13-5 record against the other teams’ top players. His threeset win against Harding helped the Bears (10-4) upset the Knights 4-3 and reach the Section 4AA finals.

Another highlight was beating a Mounds Park Academy player ranked No. 1 in Class A. Anderson is also the football team’s quarterback, a defenseman on the hockey team, and a 4.22 GPA student.

Trenten earned 33 merit badges. He is a Brotherhood member in the Order of the Arrow. He participated in National Youth Leadership Training (also known as Grey Wolf) and was on the Grey Wolf staff. He served as Assistant Senior Patrol Leader and as Senior Patrol leader of Troop 494.

In May, Trenten was awarded the Star of the Future from the Many Waters District, Northern Star Council. Trenten is a senior at White Bear Lake High School. His parents are James Younce and Alicia Anderson.

Playoff upset highlights good season for good-timing tennis team

White Bear Lake boys tennis coach Christine Anderson feels that there’s much to enjoy about the Bears program.

“We have guys that have been on the team for five years,” she said. “We’ve had the same coaching staff for seven years.

“We have a no-cut program.

“We have guys playing tennis as seniors that have never played before, and just want to try something new, and fall in love with the sport.

“We have the only guy in the state that uses a two-handed racquet.

“We have a female coach .... coaching males.

“We have a tradition of a wood racquet tournament.

“We have multi-sport athletes, and our kids are some of the brightest in the community.”

This year, the Bears racked up some nice wins, too.

In late April, they journeyed to Hibbing and dominated an eight-team tournament, getting championships from Cooper Anderson, Garrett Cain and Sam Andres in singles, and Bennett King/James Williams and Nate Wilke/ Charlie Sass in doubles.

The Bears topped that thrill in the final week of the season when, as No. 3 seed in Section 4AA, they upset No. 2 St. Paul Harding 4-3 in the semifinals May 21.

The section finals? Well, their section includes the state’s top-ranked team, Mounds View, also a conference rival. The Mustangs blanked the Bears 7-0, all in straight sets, for the Section 4AA championship May 23 at the University of Minnesota, and will pursue their fifth state championship this week.

“We played well in the quarters, and the semifinals, but today, you just have to give Mounds View credit, they are really good and they played very well,” said Bear senior co-captain Matias Erickson.

In the Harding match, Cooper Anderson beat Tou Ger Xiong 6-7 (7-2), 6-1 6-1 at No. 1 singles. Harding players beat Cain, Andres and Blake Gressen at 2-3-4 singles.

The Bears were all smiles about their season, despite losing in the section finals.

In doubles, King and Williams beat Dang Lee/Jerusalem Thao 6-4, 3-6, 6-3; Orion Knutson and Erickson beat Meng Vang-Tou Yang 2-6, 6-3, 7-5; and Wilke and Sass — in the final match completed, with the team score 3-3 and everybody watching — prevailed over Mouachee Thao-Vilal Her 6-2, 1-6, 7-6 (7-5).

After the section finals, Erickson was asked if the Bears surprised themselves this season.

“I thought we’d have a good team,” he said. “We had a lot of returning starters, after a pretty solid season last year, reaching the (section) semifinals. I thought we could make a deep run this year.”

Coach Anderson said this was the first time the boys have reached section finals in her seven-year tenure, and couldn’t speak for before that, except to note that the team was 1-15 the year before she took over.

The longtime assistants are Jackson Farley (JV) and Seth Salenger (B), both head coaches in other sports.

Oh, the guy using the two-handed racquet? That would be Cooper Anderson, who is Christine’s son. He has a 13-5 record at No. 1 singles. He said he met the owner of the company that makes them, a former pro, used one of them and switched. He thought it was “a really cool concept … huge adjustment to get used to, but worth it.”

On the subject of racquets, Coach Anderson has a huge collection of wood racquets used in a bygone era (replaced now by forms of metal). She hosts a tournament each year for players on all three squads and some coaches and the winner gets to choose a racquet from the bin. Cooper Anderson won this year, but they gave the racquet to runner-up Wilke.

The Bears still had the section singles and doubles competitions to play May 25 (which occurred after the early deadline for this issue due to Memorial Day). The lineup was Anderson (No. 3 seed) and Cain in singles, and King/ Williams (No. 3 seed) and Erickson/Gressen in doubles.

White Bear Lake softball started Section 4AAAA scoring 23 runs in two games — losing to a team they beat twice in conference, then toppling a team they had lost to twice in conference.

The No. 6 seeded Bears fell to No. 3 Roseville 12-11 in eight innings after scoring six runs in the top of the seventh to tie the score at 11. Katie Cannon started that rally with a single and capped it with a two-run single. Parker Nordstrom had a solo homer, single and two RBIs in the game.

The Bears (6-11) kept their bats going and defeated No. 2 seeded Roseville 12-7.

“A complete team win for us,” said coach Kaity Wightman. “Our entire lineup contributed to multiple runs whether by a hit, sac but, or walk.”

Kari Breuer belted a solo homer and double, knocking in two runs. Annika Koll had two hits and three RBIs. Beth Lilygren was 3-for-4 (three runs, two RBIs), Bailey LeTourneau 3-for-4, Natalie Dumas 2-for-5 (RBI), Emily Price 1-for-2 (three walks), Katelyn Cannon 1-for-2 (RBI). Nordstrom pitched, allowing nine hits but no walks, striking out four.

The Bears next opponent was to be Cretin-Derham Hall. The tournament concluded May 31.

Bear diamond men head into sectionals 4-13

White Bear Lake baseball lost a pair of close conference games in the last week of the regular season— to Forest Lake 4-3 and Woodbury 2-0 — and headed into sectionals with a 4-13 record.

Those were well-pitched games by the Bears. Connor McMurtry went the distance against Forest Lake, allowing just two hits, no walks, and two earned runs.

Trent Schroberl threw 6 1/3 innings against Woodbury, striking out eight, yielding just four hits and one walk. McMurtry got the last two outs.

At the plate, McMurtry was 2-for-3 (two RBIs) and Cal Rivard 2-for-3 (RBI) against Forest Lake.

Section 4AAAA is being played from May 29 through June 5.

Bear boys lacrosse took 8-5 mark into playoffs

White Bear Lake boys lacrosse closed the regular season with a 17-5 win over Forest Lake that snapped a four-game losing streak during a grueling part of the schedule. The Bears headed into Section 4 playoffs (slated for May 29 through June 6) with an 8-5 record.

The previous four games, they lost to Mahtomedi 18-5, Park 13-5, East Ridge 8-6 and Wayzata 16-5, four teams with a combined 37-12 record.

MAHTOMEDI SPORTS BRIEFS Zephyr softball still going in sectionals

Mahtomedi softball (11-9) stayed alive in Section 4AAA with two victories last week while losing to top-seeded Hill-Murray. The No. 4 seeded Zephyrs outlasted Totino-Grace 10-7 with Haley Rosenthal pitching, then were nipped by Hill-Murray 3-1, as Rosenthal pitched well in a duel against Pioneer ace Jayna Witzany. The Zephyrs beat Fridley 12-2 in five innings with eighth-grader Emily Lopez winning her first varsity start. Everybody had at least one hit, and freshman catcher Lauren Laviano continued her torrid hitting; she is close to .700 for the season. The Zephyrs were off until Tuesday when they were to face Totino-Grace again. All the action is at Lexington Memorial Park.

Zephyr girls lacrosse finishes conference 7-0

Mahtomedi girls lacrosse wrapped up the Metro East Conference championship by defeating Hastings 14-2 in the league finale on May 22. The Zephyrs were 7-0 in conference, and made it a Mahtomedi sweep of MEC titles as the boys team was 6-0 in conference. The Zephyrs remained unscathed overall at 11-0 with a 17-11 conquest of Forest Lake on May 22. They had one game left prior to the Section 4 tournament slated for May 29 through June 6.

CITY OF MAHTOMEDI WASHINGTON COUNTY, MINNESOTA ORDINANCE NO. 2018-03 AN ORDINANCE RENAMING TRIANGLE PARK AS VETERANS’ MEMORIAL PARK PURSUANT TO MINNESOTA STATUTES, § 412.221 THE CITY COUNCIL OF THE CITY OF MAHTOMEDI ORDAINS AS FOLLOWS: Section One. Statutory Authority to Change Park Name by Ordinance.

Minnesota Statutes, § 412.221 provides the City Council of Mahtomedi with the statutory authority to “layout, open, change” parks, as well as the statutory authority to “by ordinance to name and rename the streets and public places of the city.” More specifically, Minnesota Statute 412.221, Subd. 6 and Subd.

18 provide as follows: M.S.A. § 412.221, Subd. 6 and Subd. 18 412.221 SPECIFIC POWERS OF COUNCIL Subd. 6. Public ways and grounds. The council shall have power to lay out, open, change, widen or extend streets, alleys, parks, squares, and other public ways and grounds and to grade, pave, repair, control, and maintain the same; to establish and maintain drains, canals, and sewers; to alter, widen or straighten watercourses; to lay, repair, or otherwise improve or discontinue sidewalks, paths, and crosswalks. It shall have power by ordinance to regulate the use of streets and other public grounds, to prevent encumbrances or obstructions, and to require the owners or occupants of buildings and the owners of vacant lots to remove any snow, ice, dirt, or rubbish from the sidewalks adjacent thereto and in default thereof to cause such encumbrances, obstructions, or substances to be removed and the cost to be assessed against the property as a special assessment.

Subd. 18. Street names, numbers. The council shall have power by ordinance to name or rename the streets and public places of the city and to number or renumber the lots and blocks of the city, or any part thereof. It may make and record a consolidated plat of the city.

A. The City has recently completed improvements to Triangle Park which enhanced access to and centralized the veterans’ memorial existing in the park. These recent park improvements were funded with the assistance of local veterans/civic organizations.

B. The Parks Commission recommends that the City would be better served by renaming Triangle Park (which was apparently named based on the shape of the park) to Veterans Memorial Park.

C. The Council does hereby ordain that pursuant to the authority provided

by Minnesota Statutes, § 412.221 that Triangle Park is hereby renamed as Veterans’ Memorial Park as of the effective date of this ordinance.

Section Three. Effective Date. This Ordinance shall be in full force and effect upon its publication as provided by law.

Presentation: Ramsey County Mental Health Video Dan Porter, lead social worker, introduced a film called The Whole Story, a documentary-style training film about children’s mental health and trauma.

Narrated by a teen with mental illness, this film uses real stories from families and providers across multiple systems.

Presentation: Proactive Measures (A Summer 2018 Workshop Series) Theresa Wallace, teacher; shared the school district’s plan for a summer workshop series called Proactive Measures. This professional development opportunity aims to equip member district staff with the skills to enhance their existing programming and prevent placing students in level IV special education settings.

Presentation: Gender Equity Commitment Jean Jordan, director of educational services, gave the board an overview of the school district’s newly adopted commitment to gender equity, which addresses guiding principles, relevant laws, and a commitment to fostering a gender inclusive school and workplace.

MAY 30, 2018 Rupp says that new district protocols be established. The two issues to solve in Mr. Rupp’s recommendation are: (1) having official board action for the meals; and, (2) ensuring that participants recognize this as a taxable benefit.

Moved that the cost of the dinners be reflected in school board compensation and members of the Board will pay for their dinners.

Board Compensation The annual survey of member district school board compensation for 2017 was shared with the board. It was suggested that next year compensation rates be included for the other three intermediate districts.

Maintained compensation levels for members of the School Board for 2018 at the 2017 rate as follows: Directors $5,000 Chairperson $5,700 Vice-Chair $5,100 Clerk $5,200 Treasurer $5,100 and directed the administration to survey the member districts and intermediate districts annually for their established board compensation levels.

Resolution Directing Administration to Make Recommendations for Discontinuance and Reductions Directed the Superintendent of Schools and Administration to consider the discontinuance of programs or positions to effectuate economies in the School District and reduce expenditures, and as a result of student enrollment variables, make recommendations to the school board for the discontinuance of programs, curtailment of programs, discontinuance of positions or curtailment of positions.

Resolution Authorizing Tax Allocation Benefit One of our construction partners, Kraus Anderson, has requested the district adopt this resolution, which is part of an IRS Tax Code provision, allowing a private taxpayer entity to claim a qualifying income tax deduction for proven costs associated with construction projects where energy-savings benefits can be demonstrated. On a public school project, where the district does not file an IRS tax return, the district is not eligible, but as “owner” of the project, it can confer this status to a firm (construction manager, architect, engineer, contractor, etc.) that designed, worked on, or implemented the portion of work qualifying for this credit.

Authorized and directed the School District administration to allocate potential Section 179D deductions to Kraus-Anderson in relation to the Karner Blue and Pankalo construction projects.

Approval of Contract with New HR Director Ilissa Ramm is the candidate selected to become the district’s Director of HR. She is a trained attorney and will also be able to provide some of the district’s legal guidance. She is currently Associate General Counsel for the National Joint Powers Alliance in Staples, MN which is one of the original ECSUs that reformed into a broader collaborative organization. Her other experiences include being a labor and employment attorney for Crow Wing County, an assistant county attorney for Crow Wing County, an assistant county attorney in Windom, MN, and a law clerk for the MN Department of Information-Information Policy Analysis Division (where she worked on the Minnesota Data Practices Act.). Superintendent Hayes noted that moving expenses up to $5,000 and a performance incentive up to $5,000 is included in the contract.

Approved a contract with Ilissa Ramm, Director of Human Resources, at an annual salary of $147,531, effective February 5, 2018.

Approval of Delay in Implementing Federal Procurement Standards In December 2013, the OMB issued new Uniform Guidance which includes a number of changes with the federal Single Audit process. Among these changes were new procurement standards which included, at times, more restrictive compliance requirements than Minnesota Statutes. As a District, we are allowed to consider whether or not we will utilize the federal government grace period provided for non-federal entities to comply with the new procurement standards in the Uniform Guidance. We must document in writing whether we will be in compliance with the old or new procurement standards. As a district, Northeast Metro 916 receives very few federal funds except as the host district for the Perkins consortium.

Elected to extend the optional “grace period” for federal procurements and delay implementation of the procurement standards under Uniform Guidance for all federal grants through June 30, 2018. The District will continue to use existing procurement policies and procedures under the old standards for any federally funded procurements through June 30, 2018.

Approval of Technology Purchase for Quora Education Center The purchase of these interactive whiteboards for Quora Education Center is made through the state contract MNS-CPV 21594. This approval is necessary given there was no money allocated in the construction budget for technology.

Approved the purchase of interactive whiteboards for Quora Education Center in the amount of $100,234.00 from Tierney Brothers.

Youth writers, artists recognized by arts center Area youth were honored at the White Bear Center for the Arts WriteNow! High School writing contest and visual arts exhibition awards this spring.

This year's contest named 30 winning writing pieces from 180 entries in poetry, persuasive essay, creative nonfiction, short story and one-act play categories. Entries were accepted from all high school students in the northeast metro area. Entries were judged by three independent judges in each category and were anonymous to the judges. Students won cash prizes.

Students also submitted visual art pieces. Judges chose 77 student works to be displayed for a juried show and 10 received special recognition.

Century College receives funding for tech center

Century College will receive $6.3 million to create an Engineering and Applied Technology Center on East Campus as a result of the passage of the capital investment legislation by the Minnesota Senate and House May 20, the last day of the Legislative session. The new center will be located next to the Fab Lab. An adjacent welding laboratory will be upgraded. Century also will receive an estimated $5 million to fi x roofs, replace windows, restore masonry and upgrade heating and cooling systems.

That money will come from the Higher Education Asset Preservation and Renovation (HEAPR) funds included in the capital investment bill.

“The need for graduates who are trained in engineering and technology continues to grow,” said Sen. Chuck Wiger, chief author of the Century funding bill. “This program will produce graduates ready for high-demand, high-wage careers.”

Century President Angelia Millender commented, “Century College is pleased that we can continue our great work to educate the workforce of the future within its new Applied Technology Center, and also appreciates the opportunities to repair and restore our facilities through HEAPR funding.”

The bill is going to Gov. Mark Dayton for signature.

Grant expands student manufacturing program

Mold Craft, a custom injection mold manufacturer located in Willernie, presented $3,000 to the Vadnais Heights Economic Development Corporation (VHEDC) for the expansion of the Gen Z Connection: Skills and Careers in Manufacturing program earlier this month. The funds were recently granted to Mold Craft from the American Mold Builders Association (AMBA), which includes over 250 mold makers from around the country. In late 2016, the AMBA Board of Directors set aside $100,000 for grants to member companies to support their businesses and local communities.

In 2017, Mold Craft was one of four Northeast Metro manufacturing companies that collaborated with VHEDC, White Bear Lake Area Schools (WBLAS), Ramsey County and other community partners to create the Gen Z summer internship program for four students to gain hands-on manufacturing skills through paid internships. The 2018 Gen Z summer internship program will be expanded to include eight students and eight manufacturing companies.

“Mold Craft is passionate about the art and craft of injection mold making and believes it is important to instill that passion in young men and women who may become the mold makers of tomorrow,” said Justin McPhee, Mold Craft co-owner. Additionally, Mold Craft will award a $1,000 scholarship to a White Bear Lake High School student interested in pursuing a career in CNC Toolmaking at St. Paul College and $1,000 to allow other area high school students to attend the summer manufacturing camp at St. Paul College.

“Scholarships and employment opportunities like these are examples of how collaboration between employers and schools help students become engaged, productive citizens and address workforce shortages,” said Jenny Moore, WBLAS career navigator.

Students recognized for law essays

Two White Bear Lake Area High School students, Lauren Loppnow and Alec Rautenberg, submitted winning essays for the Ramsey County Bar Association Law Day Essay Contest. The students were invited to attend a special awards ceremony to be recognized for their hard work and creativity.

White Bear schools comply with radon testing

White Bear Lake Area Public Schools tests all ground-level rooms every five years as recommended by the Minnesota Department of Health. All of

the schools and ground-level rooms were tested in 2013, and all results were normal. Test devices were once again placed in all schools from November 2017-April 2018. The district is currently awaiting lab results of these tests. Once received, results will be shared with the Minnesota Department of Health and the school board.

Free farmers markets at school

The White Bear Lake Area Emergency Food Shelf will hold free farmers markets for all from 9 to 10:30 a.m. Saturdays at Willow Lane Elementary: June 16, July 7, July 21, Aug. 4, Aug. 18, Sept. 1, Sept. 15, Oct. 6 and Oct. 20. The school is located at 3375 Willow Ave., White Bear Lake. There will also be a free market at Redeemer Lutheran Church from 11:30 a.m. to 1 p.m. Tuesdays: June 12, July 10 and Aug. 14. Bring your own bags.

Participate in library summer reading programs

Community members are invited to participate in Ramsey County Library's R.E.A.D. program from June 9 through Sunday, Aug. 12. Children ages 4 and under can receive a prize for reading 100 books.

Youth age 5 to 11 can complete activities for a prize.

Youth ages 12 to 19 can write a book review to win gift cards. Visit the library to learn more.

Summer conference on youth learning disorders

Canvas Health will hold a conference on neurodevelopmental disorders in youth from 7:30 to 10:30 a.m. July 23 at the Dellwood Country Club.
