Developer abandons apartment project BY DEBRA NEUTKENS EDITOR
WHITE BEAR LAKE — The proposed development called Four Square Flats has been abandoned, like the corners it would have occupied. The developer has called off plans to build apartments at the intersection of Bellaire Avenue and County Road E, an area considered blighted for the last 10 years. Community Development Director Anne Kane broke the news to City Council June 12. “The developer has decided not to proceed to the applica-
tion step,” she said. “There was not enough wiggle room in his project performa to make significant modifications.” Those modifications mostly had to do with a size reduction in the three-story buildings. Changes in density would make the project financially nonviable, Kane said. “And this was on top of having to go to council to ask for significant tax increment financing (TIF) to support the project.” The number of apartments on the four corners, a total of 99, was a major point of contention for the 250-some residents who gathered this month to
voice an opinion, albeit loudly. Many sitting in the Century College theater complained about the number of apartments, believing it would increase traffic, crowd narrow streets with parked cars and impact pedestrian safety. “Many residents questioned the market demand for the product and how much the developer had studied it,” Kane told council. “The more urbanized design concept and density was contextual with a suburban setting, many folks said. ‘Prayer changes things’ for this year’s Tour de Bar nominee BY DEBRA NEUTKENS EDITOR
A wife and mother from White Bear Lake who is battling ovarian cancer is this year’s Tour de Bar beneficiary. This is the 30th year for the bicycle benefit that has helped the sick or injured with medical costs and in some cases, paid burial expenses. Tour chair Mike Shearen announced that Amy Hansmann is this year’s recipient. The theme is “Amy’s ovarian cancer battle — a decade of miracles.” Hansmann’s cancer journey started in June 2008 when stage 3 ovarian cancer hit her “out of the blue without hereditary reasoning.” She has undergone four major surgeries, “all kinds of chemo” and endless trials, Hansmann said. “More importantly, however, throughout this entire experience, I have received prayers and blessings from family, friends and complete strangers.” An unshakable faith has kept her going strong the last 10 years. Her cancer is growing, Hansmann noted, but very slowly. “Although I am in some pain, it is little and manageable,” she wrote in a press release for Tour de Bar. “I am surrounded with love and support from family and friends and I could
