Scott Bishop hopped on his motorcycle after attending a work party at a warehouse in Minneapolis on Aug. 26, 2016. Putting on his trusty helmet that he always wears and beginning his route back to his home in White Bear Lake, Bishop was unaware that such a familiar habit would save his life. As he cruised east through the city on Interstate 94 and among the traffic around him, Bishop arrived where the freeway merges with Interstate 394. Unfamiliar with the road and the

sharp nature of the turnoff, his motorcycle clipped the side of the ramp, sending him over the side — 15 feet to the highway below.

Bishop, a 36-year-old product manager at Twin Cities software company Total Expert and season 13 competitor on “Ninja Warrior,” suffered breaks to all of his limbs. A lover of water skiing and other physical activities, he was told by doctors that he would be able to walk again, but running and other athletics would be very unlikely after the serious injuries he suffered.

The hair is donated to Locks of Love, a nonprofit that provides hairpieces to children who have lost their hair due to a medical condition or cancer treatment.

One of Weisner’s longtime clients is a regular participant in the charity, at

least as regular as it takes to grow her hair a minimum of 10 inches. “Val’s not taking an expensive vacation because of me,” joked LeeAnn Meyer, who hasn’t cut her hair in three years.

Wildwood Library celebrates first birthday

The remodeled Wildwood library re-opened in July, 2020.

Washington County Library will host a first birthday celebration for Wildwood Library in Mahtomedi from 4 to 6 p.m.

Tuesday, July 20, at the library.

The new Wildwood Library opened July 20, 2020, after being closed for 12 months of construction. While an official grand opening ceremony would typically be held for the new space, last summer’s celebrations were postponed due to COVID-19 capacity and social distancing restrictions.

Instead, the library is planning a celebratory event one year after the reopening to commemorate the new building and thank the many individuals who helped make it a reality. Wildwood Library staff are planning a range of family-friendly library activities throughout the day. A short ceremony will be around 5 p.m.

“Over the past year, the new Wildwood Library has been a wonderful space for residents to stay

connected and access invaluable resources, especially during the pandemic,” said Commissioner Stan Karwoski, District 2. “We’re excited to celebrate this investment in the wellbeing of our community as we look to the future.”

Community members are invited to attend this family-friendly event. Join library staff and partners during the birthday celebration for cupcakes and other light refreshments, unwrap new play equipment for the library, and participate in games and activities.

Visitors may also learn more about the history of Wildwood Library while touring the new building.

While graduation rates increased statewide for most racial and ethnic student groups, the graduation rate for Black students declined slightly from 2019 to 2020.

American Indian students

saw a significant increase of 4.9 percentage points for a graduation rate of 55.7%.

In the previous five years, the four-year graduation rate for American Indian students had remained between 49% and 51%.

Fewer students are dropping out of high school. From 2019 to 2020, the overall statewide high school dropout rate decreased from 4.4% to 3.7%, and it also dropped for every major student group. This continues a trend from 2019, which had also seen a decrease in dropout rates statewide and in every major student group compared to 2018.

“Seeing dropout rates continue to decrease is incredibly promising,” Mueller said. “When our school communities rally around students to help them complete high school, we can make a real difference. Dropout prevention begins the moment students walk in the door of our elementary schools and continues until they make it to graduation.

I am excited to continue working with school leaders to share effective practices in this critical area.”

ROSEVILLE — The Minnesota Department of Education (MDE) released the class of 2020’s graduation rate data on June 10. Overall, Minnesota high school seniors reached another historic graduation rate high of 83.8% (56,684 students) who graduated in 2020. This continues an upward trend for Minnesota’s statewide four-year graduation rate, which has increased by 1.3 percentage points in the last five years.

Additionally, 3,490 students from earlier classes also earned their diplomas in 2020, graduating five, six or seven years after beginning high school.

“The class of 2020 graduated while we were all just learning how to navigate the COVID-19 pandemic. This was a time of great uncertainty, and the perseverance of our students, educators and families demonstrates their commitment to rise to this moment and reach the end of their pre-K through grade 12 journey,” MDE Commissioner Dr. Heather Mueller said. “While we have so much to be proud of in Minnesota, we know that we still have work to do to close gaps and increase access, participation and representation to ensure every single student

Making 5-pound bass club

F

ishing is very competitive in my family for those of us who love to fish. It’s a friendly competition; but a competition, none the less.

We spend a lot of our time fishing at our family cabin in Wisconsin. It’s a place I’ve gone to my entire life to swim, water ski and most of all fish.

Ever since I can remember, I’ve loved to fish. My dad took me, my two sisters, Holly and Stephanie and brother Matt out fishing as soon as we could walk. Holly, Matt and I caught the fishing bug while Stephanie found it rather boring (unless she was catching fish).

We’ve caught many fish throughout the years and always tally the numbers on how many fish each of us caught and who caught the biggest.

My dad even has a fishing log dating back thirty years or so.

Fishing has taught me many valuable lessons throughout my life with the most important one learning the art of patience.

Noelle’s One summer a few years ago, the Notes largemouth bass fishing was on fire.

All of the bass we’ve caught and Noelle Olson released throughout the years finally had gotten nice and big.

My son Lukas, k my nephew Logan and Holly all caught their first 5-pound bass that summer. My dad had already caught at least 10 and even a few six pounders. I started to feel the pressure! It got me thinking about maybe getting a plaque for the cabin and have it read, “The Big Wood Lake 5-Pound Bass Club.” When I mentioned it, everyone thought it was a great idea.

As usual, I raced up to the cabin one Friday night anticipating a great night of fishing. It was my sister Holly’s birthday and she had driven the long drive from Balaton to spend time at the cabin. There’s only room for three people in our fishing boat, so Holly, my dad and I went out to fish for the evening after dinner. We were all using 7-inch sinking pumpkin seed Gulps for bait (very stinky).

My dad has named all of the fishing spots on Big Wood Lake, and we headed to a few of them that August night, but none of us even had a nibble. We are all getting frustrated. The sun was starting to set so we decided to go to the south of the isle bar which is a long bar connected with a double island, and try the spot before we headed back to the cabin.

I told Holly and my dad that even though I hadn’t caught a five-pound bass, I was still going to buy a plaque for the cabin with the names of everyone in the family who had caught the big one.

As soon as I said that, I cast my line out and ... boom!

A hit! I set the hook and I could tell it was a big one.

I was really hoping it wasn’t a catfish or a northern because I really don’t like taking those fish off the hook. Suddenly the bass jumped out of the water and I was excited! I let my drag out, and told my dad to get the net. There was no way I was going to lose this one.

I reeled the bass in and my dad said, “it looks like you made the club” with a cigarette in his mouth.

I looked at Holly and said “happy birthday” with a smile on my face. She was laughing so hard and I asked her what was so funny and she said “do you realize that you caught this bass right after you said you were going to buy that plaque for the cabin? It’s divine intervention.”

I thought I had my largemouth bass to mount and put on the wall at the cabin. However, my dad weighed the bass and it was nearly six pounds. I questioned his rusty weight scale from the 1960’s and he said I should put it back in the lake and wait until I catch one that is at least six- pounds.

So after Holly took a picture of me with my bass, I said a bittersweet goodbye and put it back in the lake.

Another fishing story for the books. I did get the plaque with the names of the five-pound bass club members of Big Wood Lake. They are: my uncle Del, my dad Jerry Logan, Lukas, Logan, Holly and me. But there is still room for more.

Students, parents, free speech win in cheerleading case

T

he U.S. Supreme Court delivered a significant victory for student First Amendment rights in its first-ever social media case at the K-12 level. The decision also protected parental rights and reaffirmed the core principles of a seminal student speech decision of more than 50 years ago.

The case involved the suspension of Brandi Levy when she was a freshman at Mahanoy Area High School in Mahanoy City, Movers & Pennsylvania.

Upset in part at not making the varsity Shakers cheerleading David squad, Levy posted a Snapchat Hudson Jr. on a Saturday afternoon from outside a convenience store that read “F— school f— softball f— cheer f— everything.”

School officials suspended Levy for a year even after she apologized for the profanity. She and her parents sued, alleging a violation of her First Amendment free-speech rights. Both a federal district court and a federal appeals court ruled in her favor. The school district, however, appealed to the U.S. Supreme Court for muchneeded guidance in an unsettled area of student-speech law.

On June 23, the court ruled in favor of Levy. The court ruled 8-1 that public school officials lacked the authority to discipline Levy for her off-campus social media post.

“The school went too far, and I’m glad that the Supreme Court agrees. …Young people need to have the ability to express themselves without worrying about being punished when they get to school. I never could have imagined that one single Snap would

turn into a Supreme Court case, but I’m proud that my family and I advocated for the rights of millions of students.” — Brandi Levy, former high school cheerleader STUDENT RIGHTS First and foremost, the opinion provides a great deal of protection to student speech that takes place off campus. In his majority opinion, Justice Stephen Breyer emphasized that school officials normally have far less justification to regulate students’ off-campus, online speech than they do speech that takes place on campus.

He identified three key features of off-campus speech that compel such a finding: 1. Schools generally do not act “in loco parentis,” or in place of parents, when regulating off-campus speech. It is parents’ responsibility to discipline kids for off-campus expression, not school officials.

2. Regulation of off-campus speech would require schools to monitor expressions made at any point, 24 hours a day, and this could result in the censorship of much religious and political expression. The court explained that school officials would have a “heavy burden” to censor such speech.

3. The school has a strong interest in protecting off-campus speech that is unpopular, because as Breyer wrote memorably, “America’s public schools are the nurseries of democracy.”

PARENTAL RIGHTS The Supreme Court’s decision also protected parental rights, as the court emphasized that parents generally do not give up their rights to discipline their children when it comes to off-campus speech. Parents have a fundamental due process right to rear their children as they see fit.

The court recognized this, writing that “there is no reason to believe B.L.’s parents had delegated to school officials their own control of B.L.’s behavior at the Cocoa Hut.”

Justice Samuel Alito, in his concurring opinion, stressed parental rights. “In our society, parents, not the State, have the primary authority and duty to raise, educate, and form the character of their children,” he wrote. “Parents do not implicitly relinquish all that authority when they send their children to a public school.”

CORE PRINCIPLES OF TINKER The court also emphasized and reaffirmed the core protections identified more than 50 years ago in its landmark decision in Tinker v.

Des Moines Independent Community School District: First, the court reiterated Justice Abe Fortas’ proclamation in Tinker that students do not “shed their constitutional rights to freedom of speech or expression at the schoolhouse gate.”

Second, the court agreed that school officials can discipline such speech only if they can show that the student speech likely will cause a substantial disruption of school activities or invade the rights of others.

Third, the court emphasized that school officials must point to actual facts of disruption rather than rely on “undifferentiated fear or apprehension of disturbance.”

This case leaves some unanswered questions. Future litigation likely will arise to fill in the gaps of the “features” identified by Justice Breyer, who acknowledged that schools still have interests in some types of student social media speech off-campus, like cyberbullying and harassment. But, in the meantime, the landmark student speech victory in the Brandi Levy case gives students, parents and educators a path to embracing student expression.

LETTER TO THE EDITOR Helping horses If people love horses, they should not be participating in the horse racing industry. (See “Making their mark on state’s racing industry,” White Bear Press, June 30, 2021.)

There are many abuses to horses in the industry, reported in the May 24, 2021, New Yorker magazine. Many horses sustain injuries to the delicate bones in their ankles and legs. They are

often whipped nonstop to force them to run. Some are still given drugs like Lasix to make them urinate before a race, so they are carrying less weight. That means they are running thirsty.

When they’re not generating money anymore, many are sent to Mexico or Canada, where horses can be legally slaughtered. There are wonderful people who provide care and rest for abused

racehorses in sanctuaries.

Maybe think of doing something like that if you can afford it and love horses.

An Appetite for Helping Others

One organization in our community that represented “Bears Together” this past year is the White Bear Area Food Shelf. The reason that I picked this organization is because they have helped a lot of people during this past year which was an especially rough time. Before the pandemic, they helped over 1,200 people annually but after the pandemic started and people lost their jobs they now serve over 2,000 people which is a 60% increase! Did you know that they let anyone outside of White Bear Lake come and get food as well as people within the city? In addition to food you can get baby wipes, toilet paper, paper towels and diapers.

Bears came together to contribute donations and time.

People even donated food from their home gardens!

Lots of churches like mine, Community of Grace, collected donations to donate to the food shelf. Many businesses also helped out. One of the businesses that donated to the food shelf is the Carlson Clinic.

Even kids helped out. One way that I helped is that I am a Girl Scout, and we went door to door to collect food donations.

Lots of Bears helped by volunteering their time. There are 3 ways to help, one way is to help distribute food. Another way you can help is to sort donations. The last way you can help is to attend a kid pack assembly event.

The food shelf is a great example of “Bears Together” because people all over the community can donate or volunteer to help those who are really in need of the food and supplies the organization provides. People helping people!

If we are talking about bears being people whom we look up to, then I believe Martin Luther King Jr. is one of the biggest bears in the world. Since MLK became an activist, he has done many remarkable things around the whole world to help people and prove to them that everybody is important.

On January 30, 1956, MLK’s house was bombed by white supremacists. This angered many people around the globe because they knew MLK was all about trying to help others peacefully. People wanted to uprise and revolt. Some even wanted to fight back with violence, but not MLK. He told his angry followers that violence is never the solution, but peace is. MLK’s actual words were: “Darkness cannot drive out darkness only light can do that. Hate cannot drive out hate, only love can do that.”

This act shows people that they should choose peace over hate.

This relates to what the White Bear Lake community believes, which is being kind to others and respecting them no matter what. There have been multiple ways this has been expressed this year.

A major recent example that showed racism, happened in our very own South high school. A person was using social media to target Black students at the high school.

This has made people feel like they are not important, unsafe, and not a part of our

community. Central middle school changed this. They told everybody that they are important and allowed students’ voices to be heard.

Our school counselor reached out to us and has been allowing us to share our feelings via healing circles and share via padlet how we can help others feel included so our school community is a welcoming place. The schools supported peaceful protests by students immediately following the event. I believe that the students made the district aware that there are a lot of inequities, including in the curriculum we are taught.

They even have a new equity plan for school staff, board members, students, and even people in our White Bear Lake community. A centralized reporting system has been put into place for students to report any racist acts, discrimination, or bias, culturally responsive training for staff and school board members is being done, as well as having town hall meetings to continue the conversation as a whole community. As a person of color myself, I believe MLK’s message of love for all and non-violent ways to get one’s voice heard, is what has happened in our district and community. As a result, I feel safer going to school.

The last way MLK’s message has influenced us this year, is by helping us get through the racist acts that have occurred towards Asians due to Covid 19, generating in China. These acts of racism are not Asians’ faults. Fortunately, people are speaking up for Asian’s and saying that this blame is not okay.

If MLK were alive today he would say that we are in this together and to help each other, not bring one another down.

Just like what White Bear nation has done this year. He showed people all around the world that racism, segregation, and prejudice are wrong.

When MLK said on August 28, 1963 “I have a dream that

my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.”

This statement showed that he hoped his children would not be affected by prejudice. There have been lots going on within our school community, locally, nationally, and internationally in regards to prejudice, racism, and injustice. How White Bear Lake has managed these, I feel, shadows MLK’s way of working towards justice in a peaceful way, working together. As bears this year, I have seen first hand how we are all in this together.

Bears together means being respectful, responsible, and safe. Meaning not littering, wearing your masks or other necessities correctly, and just being a kind, caring citizen. Together, us bears can work together, and help our community stay an amazing environment.

Littering affects people’s lives every day. Around 5 pounds of trash is littered every day, meaning almost 2,000 pounds a year. It is hurting our wildlife,

affecting our water qualities, and it can lead to wildfires.

Even masks are being littered.

Masks should be disposed of, or kept somewhere safe, not on the side of a road. I believe, someday people will forget all about littering, learn more about it, and we will all live on clean streets with no trash or other things we have to step over or clean up after others.

Masks can be very hard to keep track of. Having to stop suddenly after realizing you’ve forgotten them, or remembering that they should be worn over your nose and mouth. It can be annoying. Many people believe that masks don’t do anything, but they’re wrong.

When people talk, sing, cough, or sneeze, small droplets come from their mouths and it makes others sick. The masks are sort of like a divider between people, so they can actually be a big help when they are worn correctly! Cloth masks are the most effective, but disposable, or tightly woven masks work great too. Masks are a big help in our lives!

Being kind can brighten anyone’s day. A simple smile, wave, or “hello” can make someone feel amazing. Our health care workers, essential workers, small business owners, or other workers are playing a big part in this pandemic. They are working long, tiring hours to suit our needs. Healthcare workers are figuring out how to get everyone vaccinated and ready to be out and about - without a mask. If we keep wearing our masks correctly, wash our hands, and stay a safe distance of 6 feet, we will say goodbye to this pandemic!

I know some days it feels like our hearts just can’t take it anymore and we just want to lounge on our beds, and do nothing. Just know you are not alone in this pandemic. You can do it. We all have our stressful days, but we all get through them. We bears are strong. We will get through anything! Let’s all keep our environment a warm and welcoming place!

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A St. Paul man, 34, is suspected of driving over a mailbox in the 1200 block of County Road D overnight June 19-20. He was captured on doorbell video at 1:30 a.m. taking out the mailbox.

• An Oakdale woman, 27, was cited June 20 at the Vadnais Heights Walmart in the 800 block of County Road E for shoplifting after she was detained by loss prevention employees and banned from the property. The dishonor roll of shoplifters from the Walmart during this crime reporting week include two juvenile females caught shoplifting June 20 who were escorted home by deputies and turned over to an adult on scene. That case has been sent to the county attorney. A fourth shoplifter was reported caught June 21. After the shoplifter was stopped by loss prevention personnel at the door, the suspect returned all the items and fled. A

fifth thief, a St. Paul woman, 49, was cited and “trespassed” from the store on June 24.

• A St. Paul man, 59, was arrested on multiple warrants June 21 at a gas station in the 1000 block of County Road E after squads were called to conduct a welfare check on a person asleep in a car parked in front of the gas pumps.

• An ice auger and generator were reported stolen June 21 from an ice house in the 100 block of Mayfair Road after the front door hinges were damaged.

• A backpack was reported stolen from a vehicle June 21 while the victim was in a restaurant in the 1100 block of County Road E. No damage to the vehicle was reported.

• A Wyoming man, 25, was arrested June 22 on Highway 36 in North St. Paul for fleeing a police officer after deputies tried to conduct a traffic stop on I-694 at Rice Street for speeding 88 mph in a 65 mph zone. The motorist pulled over, and as a female passenger exited the vehicle and walked toward deputies, the driver drove off and led deputies on a 20-mile chase that

lasted 26 minutes. On arrest, the suspect claimed to have ingested drugs and was transported to Regions Hospital before his eventual stop at jail.

• A resident in the 1000 block of Pondview Court reported 11 potted plants stolen from a parking space at an apartment complex June 22 after they were placed there during building maintenance work.

• A Lino Lakes man reported his vehicle stolen overnight June 23-24 after he dropped it off for service at Barnett Chrysler in the 3400 block of Highway 61 and left the keys in the dropbox. Employees could not find the vehicle when the owner called to see if service was complete.

• After its lock was cut, an electric bicycle was reported stolen overnight June 24-25 from an underground garage in an apartment complex in the 4100 block of Centerville Road.

• A Rogers man, 33, was arrested for DWI June 25 after deputies were called out to a dispute between people fishing at Vadnais Lake Park. One person drove away before returning to the parking lot, where they almost ran over

deputies. The suspect registered a 0.13 blood alcohol content on the Data Master test.

White Bear Township • An Oakdale man, 43, was arrested on a warrant June 21 in the 1000 block of Meadowlands Drive and for narcotics after deputies were dispatched out to check on a person sleeping in a vehicle in a parking lot. A computer search turned up active warrants, and a vehicle search turned up controlled substances and drug paraphernalia.

• A White Bear Township man, 46, was cited at 10:09 p.m. June 21 in the 5300 block of Bald Eagle Blvd. for trespassing in a condemned building, after deputies answered a suspicious activity call.

• A Maplewood woman reported the catalytic converter cut off her Chevrolet Trailblazer during the June 24 workday as it was parked in an employee lot in the 4100 block of Hoffman Road. A Maple Grove woman reported the catalytic converter stolen from her Jeep Compass that same day while it was parked at the same location.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • A boater on White Bear Lake on June 5 reported another boater for damaging his boat.

Grant • Washington County Sheriff’s Office deputies tried to arrest an unidentified man June 4 in the 11000 block of Julianne Avenue N., when he broke away from them and started running. When deputies caught up to the subject and tried to double handcuff him due to his size, he fell unconscious and was transported to Lakeview Hospital on the assumption

he’d ingested drugs while attempting to flee.

• A barn burglary was reported June 7 in the 8000 block of 60th Street N. • A senior prank was reported at 12:11 a.m. June 10 in the 8000 block of 75th Street N., following a disturbance complaint.

• A Minnesota driver and his passenger were cited at 7:36 p.m. June 11 for not wearing their seat belts after deputies saw the pair in their vehicle waiting for the light to turn green at the intersection near the 11000 block of 75th Street N. Another Minnesota driver and passenger combo were cited at 9:09 p.m. that same evening in the 8000 block of 60th Street N. for the same violation. When deputies first saw the pair, they weren’t wearing seat belts,

but when deputies passed the vehicle, the driver was suddenly wearing his seat belt. The latter couple both admitted to not wearing their seat belts and said they forgot.

Mahtomedi • A catalytic converter was reported stolen Sunday morning June 6 from a vehicle parked in the St. Andrew’s Church lot on Stillwater Road.

• Road construction equipment on Forest Avenue was reported vandalized overnight June 6-7.

• A Glenmar Avenue resident reported a drive-by yelling obscene language June 8. The complainant thinks the incident had to do with his wife’s friend, who stayed with them after a fight.

• A motorist was cited June 9 on Lincolntown Avenue and Wildwood Road for driving on a license that expired in March 2020, following a traffic stop for a missing front license plate. The driver said she couldn’t renew her license due to COVID and that she had to retake the driving test. When she did retake the test, she couldn’t renew her license because she forgot more paperwork, she said.

• A boater was stopped at 9:07 p.m. June 9 on White Bear Lake for a lack of boat lights.

• A Park Avenue resident reported a vehicle taken without permission June 10.

White Bear Lake • Deputies assisted White Bear Police in identifying parties involved in a

drunken family dispute at 2:51 a.m. June 6 at the Speedway station in the 3000 block of Century Avenue N.

Willernie • An unidentified male was escorted to the Ramsey County Detox Center at 5:02 p.m. June 10 after deputies on patrol noticed him leaning on the stop sign on Paddington Road and Wildwood Road. The male, who showed signs of having urinated on himself, agreed to take a portable breath test and blew a 0.312. The male said he was a diabetic and hadn’t checked his insulin for about three hours.

Medics arrived to check him out before he went willingly to detox.

POLICE REPORTS The White Bear Lake Police Department reported the following selected incidents: • A vehicle successfully fled officers in the area of Cedar and Highland Avenues June 24.

• Charges are being reviewed in a domestic disturbance incident that occurred in the 2400 block of Oak Drive June 24.

• Financial exploitation of a vulnerable adult was reported in the 3600 block of East County Line Road June 24.

• Assault was reported in the 3700 block of Van Dyke Street June 24.

• Burglary that had occurred at a residence in the 5000 block of Division Avenue in the past week was reported June 24.

• Officers mediated a domestic disturbance in the 2300 block of Sixth Street June 25.

• Officers assisted with a hit-and-run in the 2500 block of Orchard Lane June 25.

• Officers responded to a report of shots fired in the area of County Road E

East and Auger Avenue June 25 but did not find anyone.

• A Maplewood man was arrested for third-degree DWI and test refusal in the 3200 block of Highway 61 June 26.

• Disorderly conduct was reported in the 1900 block of Florence Street June 26.

• A suspicious man walking around and asking for rides in 2100 block of Fourth Street June 26 was gone when officers arrived.

• Officers responded to a report of a dog left unattended in a vehicle in the 4300 block of Lake Avenue June 26.

• A White Bear Lake man was arrested for making violent threats in the 4800 block of Centerville Road June 27.

• A White Bear Lake man who violated a domestic abuse no-contact order by assaulting a victim in the 3600 block of Hoffman Road June 27 was gone when officers arrived.

POLITICAL BRIEFS Candidate filing period begins end of month The candidate filing period for city offices will open Tuesday, July 27, and close at 5 p.m.

Tuesday, Aug. 10. The city of White Bear Lake will have three seats up for election, including the mayor’s seat and two City Council seats (Ward 2 and Ward 4).

Election Day is Tuesday, Nov. 2.

House passes ban on PFAS in food packaging The Minnesota House of Representatives passed the Environment and Natural Resources budget following a bipartisan agreement reached with the Senate. The compromise budget includes a provision authored by Rep. Ami Wazlawik, District 38B, to protect

Minnesotans from harmful chemicals.

The measure originally authored by Rep. Wazlawik prohibits using per- and polyfluoroalkyl substances (PFAS) in food packaging. It will help reduce exposure to these chemicals and decrease the number of products containing PFAS in Minnesota landfills, a

common source of groundwater contamination. The new provision will take effect on Jan. 1, 2025.

Willernie tapped for state funding Sen. Chuck Wiger’s office announced June 28 that a proposal by the city of Willernie will receive state funding. The

Senate unanimously agreed in special session to grant Willernie $160,000 for a new maintenance building. A bill supported by Rep. Peter Fischer, HF 52, also passed the House. The governor was expected to sign the public infrastructure bill, which becomes effective immediately.

PUBLIC SAFETY BRIEFS White Bear Lake man convicted for DWI WHITE BEAR LAKE — George Edward Moore, 82, has been convicted in Washington County Court on one of two counts of DWI and sentenced to a stayed 90-day jail sentence. In exchange for jail time, he has been given two years probation, during which he must remain law-abiding with emphasis on no alcohol or drug-related offenses or driver’s license violations. He must also obtain a chemical dependency evaluation and follow its recommendations, as well as appear before the MADD Impact Panel.

The Judge also fined him $1,000, of which $700 has also been stayed for two years and $300 will become surcharges and fees. If he violates any of the previously listed behavioral conditions, he will have to pay the entire fine.

At 5:30 p.m. Nov. 17, 2020, Washington County Sheriff’s Office deputies were dispatched to a driving complaint on Manning Avenue in May Township. A Ford Edge was reported for swerving and driving very slowly. When deputies located the vehicle on Highway 96 in Dellwood and activated their lights to stop the vehicle, it didn’t pull over. That gave deputies an opportunity to observe the vehile, so they watched it cross the centerline of the roadway. This time, deputies activated their siren and the vehicle pulled over.

Moore told deputies he had come from the American Legion, where he had consumed four beers.

Deputies observed all the classic signs of intoxication, and conducted a number of balance tests on Moore. He failed them all and displayed all six clues for intoxication in the horizontal gaze nystagmus test. At the county jail, Moore’s blood alcohol content at 6:38 p.m. was 0.10.

Man brandishing gun falsely identifies self to police A New Brighton man, 29, has been charged with giving a false identity to peace officers after Ramsey County Sheriff’s Office deputies responded to the scene of an altercation at 10:38 p.m. May 26 at the Speedway station at 1010 County Road E. According to witnesses, the subject got into an argument with them and left the Speedway store in a black Yukon occupied by a female. The subject brandished a handgun out the vehicle window as they drove away. The witnesses retrieved the vehicle’s license plate number, which deputies used to locate the vehicle and the subject at an apartment complex.

The female occupying the vehicle resided at the apartment, and there deputies found the subject wearing the clothing witnesses had described. When deputies asked for the subject’s name, he stated aloud and spelled out on a piece of paper the name of a man who lived in Michigan.

But the computer picture of the Michigan man did not match that of the subject.

One of the deputies recognized the subject from prior encounters and used the Integrated Biometrics identification system (IBIS) to identify him. A check of the suspect’s fingerprints on IBIS revealed his true identity — and that he had three outstanding warrants for his arrest.

The defendant faces up to one year in prison and/or a maximum fine of $3,000 for gross misdemeanor giving a name belonging to another person to a peace officer.

Avoiding bunny lands woman in ditch … and jail VADNAIS HEIGHTS — A Vadnais Heights woman, 31, has been charged with second-degree refusal to submit to a chemical breath test.

On May 14, deputies were dispatched to the scene of a vehicle in the ditch near southbound Rice Street near Rustic Place in Vadnais Heights. On arrival, deputies noticed a motor vehicle completely off the roadway and submerged in mud and marsh.

When speaking with the driver, deputies immediately observed all the classic signs of intoxication.

The defendant admitted to drinking three beers and swerving into the ditch to avoid “a bunny” that had hopped across the road in front of her vehicle.

Deputies ordered the driver out of the vehicle to perform a number of standardized field sobriety tests (SFST’s).

Although the defendant exited the vehicle, she refused to take part in the tests and was taken into custody.

At that point, the subject became increasingly belligerent and uncooperative, saying at one point, “Y’all are gonna have to carry me!” as she resisted arrest. At the law enforcement center, the subject refused to take the DataMaster breath test, despite having been read the breath test advisory.

A person who violates section 169A.20, subdivision 2 (refusal to submit to chemical test crime), is guilty of second-degree driving while impaired if one aggravating factor was present when the violation was committed.

If convicted, the defendant could receive up to one year in prison and/or a maximum fine of $3,000. Her sentence could be more severe due to a prior DWI conviction from 2018.

Monitoring report shows progress WHITE BEAR TOWNSHIP — The quarterly report on Water Gremlin provided by a third-party monitor to District Court June 30 indicated that overall, the company’s housekeeping practices and activities have reduced lead levels at the facility.

The status report from Wenck Associates, an environmental consultant retained by Water Gremlin as a result of the 2019 court order, included lead surface sampling on two

different dates and employee testing.

The consultant’s report indicated spot checks of employees’ hands, hair, face and neck, and random shoe tests, revealed no positives for lead, concluding, “data supports the positive impact that employee hygiene behaviors have in effectively reducing lead contamination and take-home lead.”

Regarding that part of District Court Judge Leonardo Castro’s order

requiring residential lead testing and cleanup, the report indicated that the Minnesota Department of Health sent notices to current and former employees regarding the option and nine were identified as wanting to move forward.

Blood lead level monitoring is also part of the court order. According to the report, the company conducted testing for full-time production employees in May. Water Gremlin

indicated average blood lead level was 6.9 µg/dl (microgram per deciliter), which was down from the 2020 average of 8.2 µg/dl.

The judge recently changed the monitoring requirement from monthly to quarterly. The next report is due for filing by Water Gremlin’s legal counsel Sept. 30.

Susan Christine Korfhage

Susan Christine Korfhage passed away on June 24, 2021 surrounded by family. Born with brain damage on 2/10/1951 to Patricia and Bud Korfhage, Susie far exceeded expectations and graduated from White Bear Lake High School, being mainstreamed before that was a thing. Subsequently, she proudly worked a variety of jobs before setting in for a decades-long position of dishwasher at Keys in White Bear Lake where she enjoyed interactions with staff and customers. Susan had a strong faith nurtured by the wonderful congregation at the Kingdom Hall in White Bear Lake. The Jehovah’s Witnesses warmly embraced Susan and included her in religious and secular activities and celebrations. She enjoyed playing cards, knitting, bowling, watching professional sports on tv, especially the Vikings and oddly, watching the Weather Channel.

She loved to talk and tell stories. Preceded in death by her parents, Susan is survived by her sisters, Karen Kadel of White Bear Lake and Megan Ricke of Arden Hills; 3 nephews, Jerad, Joseph, and Nikolos Kadel; 3 nieces Katharine, Margaret, and Isabel Ricke; and many extended family and friends; including special friend, Pam Martens, who always looked out for Susie. Age 96 of White Bear Lake, died on June 18th, 2021. She led a full and active life touching the lives of many people.

Judith Ann (Burrows) Weinig

Judith Ann (Burrows) Weinig passed away at home in White Bear Lake, Minnesota on December 28, 2019 at 83 years young with her children at her side. She was born on September 11, 1936 in Sheboygan, Wisconsin to Olive Elizabeth (Hanks) and Albert Theodore Burrows.

She graduated from Lake Mills High School, then attended Carleton College and got a history degree from the University of Wisconsin-Madison.

After raising a family, earning her Master’s degree in education at the University of St. Thomas, working as a teacher, and completing a career with the Minnesota Department of Transportation, Judith really wanted to see the world. So she did! She found a group of like-minded travelers and joined them to cruise, fly, safari, and otherwise find her way to many local and international destinations.

Her family always enjoyed hearing about where she’d been, what the next adventure would be, and who she met along the way.

Judith was actively engaged in her community, which she felt wasn’t just local but ranged far and wide. She cared deeply about the people in her life, let them know it, and thus had a circle of friends and family who cared as deeply for her.

Judith was at peace when she passed, having accomplished much, traveled the world, and enjoyed the love of an extended and vibrant group of family and friends. She was preceded in death by her longtime life partner, Jay Hardy. Her surviving family includes her brother, Maury Burrows; sons Walter (Dorrie) Weinig and Gus (Seema) Weinig; grandchildren Dane, Kyle, and Blaise; Jay’s children John Hardy, Jim Hardy and Jo Ann (Hardy) Wienrank (who has since passed); and Jay’s granddaughters Jessica and Emily and great-grandson Kace.

A memorial service and celebration of life will be held at 1:00 pm on July 5 at the White Bear Unitarian Universalist Church in Mahtomedi, Minnesota.

Cremation rites have been held and her cremains will be interred in Westfield, Wisconsin on July 6.

Court order remains stalled as water permit holders await hearings

WHITE BEAR LAKE — It's been three-plus years since the Department of Natural Resources (DNR) amended water appropriation permits, per court order, for municipal well owners within a 5-mile radius of White Bear Lake.

Of the 17 entities demanding a hearing to contest those amendments, which is their legal right, not one has yet gone before an administrative law judge.

Until they do, the court order is stayed that requires enforcement of a residential irrigation ban when lake level is below 923.5 feet; a phase-down of daily per capita residential water use to 75 gallons; contingency plans for partial or total conversion to use of surface water and a requirement that all groundwater permittees report annually to the DNR on their collaborative efforts toward those mandates.

The DNR caused an uproar among municipalities holding water appropriation permits within 5 miles of the lake when it amended pumping volumes as part of the 2017 District Court order favoring the plaintiff, the White Bear Lake Restoration Association, in its lake level lawsuit against the DNR. Seventeen permit holders, including 10 municipalities, three country clubs, several businesses and St. Paul Regional Water Services, formally contested amendments to their water permits (see accompanying list).

At last month's North and East Metro Groundwater Management Area meeting, two DNR managers updated the advisory committee on the status of the 2017 court order, stating those permit holders

who appealed amendments "have been sitting there."

Randall Doneen, manager of the Conservation Assistance and Regulations Section, indicated the DNR has contacted the Office of Administrative Hearings to say the cases, 17 of them, can resume.

"It probably won't be a short process. It could take a year," he said. "That is where we sit. We are done with district court except, interestingly enough, it has jurisdiction over compliance."

Doneen reminded the group the amendments are not active during the contested case process.

One of the municipalities demanding a hearing is White Bear Township. Town Attorney Chad Lemmons confirmed via email that a hearing has not yet been scheduled, nor had they heard from either party in the case. There is an update, however. Retired District Judge Margaret Marrinan has set a status conference with the attorneys for July 21.

The decision by the administrative law judge, when it comes, can be appealed. Keep in mind, the process would further delay implementation of Marrinan's order.

As far as other elements of the court order, the DNR is still working on setting a collective annual withdrawal limit for White Bear Lake, Doneen said.

Meanwhile, the DNR cannot issue any new groundwater appropriation permits or authorize increases in existing permits within 5 miles of the lake, at least not until there is sufficient data to understand impacts on water levels and the underlying Prairie du Chien aquifer.

Also speaking to the advisory group about new groundwater modeling technology was Jason Moeckel, manager of the DNR’s Inventory, Monitoring and

Analysis Section. He said the DNR is analyzing the effect of wells within the radius using modeling that was not available to the agency during the court case.

Regarding water use trends, Moeckel said despite population growth in the northeast metro, communities are using less water. "There have been conservation efforts," he said.

Several years ago, St. Paul Regional Water Services stopped relying on groundwater to meet its needs. "That was a significant decision," Moeckel said. "St. Paul was using up to two billion gallons of groundwater to blend with its surface water source."

The last few years have seen continued decreases in per capita use, he continued.

Every year by March 30, permittees report water conservation figures to the DNR. In the 2021 residential water conservation report, White Bear Lake recorded per capita use at 57 gallons per day while Woodbury registered 79.

Other reported usage numbers showed White Bear Township at 74 gallons; Mahtomedi at 64 and Hugo at 63 gallons per day.

If all permittees reduced water use by 40%, modeling shows they could achieve the 922 feet protected elevation, at least when the lake is ice free, according to the DNR's Jason Moeckel. During winter months, the lake potentially could go below 922 feet.

WHITE BEAR LAKE — New signs posted around the lake hope to encourage boaters to heed the warnings.

Posted at boat launches and marinas, the signs inform watercraft operators of ordinances and common courtesies that make water activities more pleasant for everyone, said Scott Costello, board member of the White Bear Lake Conservation District (WBLCD) and the main person responsible for initiating the project.

“There has long been a WBLCD ordinance limiting speeds on the lake to 35 miles per hour, but few are aware of it because it’s not posted,” Costello pointed out. “Besides excess speed, the two biggest areas of complaint are loud music and large wakes that disturb other boaters, kayakers,

fishermen, wildlife and shorelines.”

Costello worked with his daughter Kim Costello, a graphic designer, to create the signs that focus on the three key areas. The WBLCD spent less than $600 on the signs and offered them at no charge to public and private marinas and the county.

“A sign won’t stop bad behavior on the lake, but it communicates a standard of behavior to the entire community of people launching their boats into White Bear Lake,” Costello said. “Traffic on the lake is at an all-time high. With the board voting to double our budget for water patrol, we hope to make a difference this summer for everyone’s benefit.”

‘NINJA WARRIOR’ : Motorcycle accident survivor pursues his dream FROM PAGE 1

“I kind of took that as a challenge,” said Bishop.

For the next four months, Bishop was bedridden while his wife Liz and brother Mike there to take care of him.

“Between her and my brother, they basically made sure I survived that recovery period,” said Bishop. “It’s amazing how much time they were willing to dedicate to making sure that I was at least semi-OK.” Unable to live a normal life and with lots of time on his hands, Bishop began to take an interest in the popular NBC show, “American Ninja Warrior.” As he laid in bed watching the entirety of the show’s eighth season, he became fascinated with the thrill and excitement the show has to offer. Despite being told by doctors that he would never again reach full athletic capacity, Bishop began rehab with a dream of competing on the show.

As he began recovery, Bishop attended rehab sessions in Plymouth where he underwent short, 10-minute workout routines to slowly build back some of his strength.

“When you are bedridden for that long, you end up losing almost every muscle you have,” said Bishop.

As his body gradually began to heal, Bishop began regaining some of his strength and his hope. In December 2016, he walked for the first time since the fateful accident and was able to leave his house under his own power in early

Over a year later, after a full recovery and hours spent rehabbing, Bishop felt ready and healthy enough to take on his dream. He began training at Five Star Ninja Warrior in Roseville, where he met Bethel University senior and fellow Ninja Warrior competitor Ben Martin. Bishop watched in admiration as the 5-foot-4-inch Martin scampered up the warped wall at the Roseville training facility. As they got to know each other, the two became training partners.

“He’s become not just a training partner but just in general a guy who pushes me to get better, and we hold each other accountable,” said Bishop.

Bishop spent the next year working to regain his athletic ability and strength to the point where he was able to put an audition video together. In 2019, he was invited to test out the course for season 11 of

the show. He continued to train for the next year to try and get cast for season 12, but because of the pandemic and the limited number of contestants that were allowed to participate, Bishop did not receive a call. Despite the bump in the road, he felt a strong sense of fulfillment owing to the work he had put in and the strides he had made after the accident.

“Training for Ninja really improved my overall quality of life,” said Bishop. “It has been a way to keep progressing, keep getting better and get my body back to a point where I can just live a fairly normal life.”

Finally, almost five years removed from his tragic accident and years of training both at Five Star Ninja Warrior and Ninjas United in Maple Grove, Bishop’s audition video was accepted for the show's 2021 return and 13th season.

compete on the show, but to do it with the people who help push you to get you there,” said Bishop. “To be invited to be a part of it, I’m just profoundly grateful.”

Bishop and Martin traveled together to Tacoma, Washington, to compete at the Tacoma Dome with the more than 400 athletes in this year's competition. In his first time competing on the show, Bishop was overcome with feelings of appreciation and pride after the long road it took to get there.

“I wasn’t exceptionally nervous. I think I was just excited and had this overwhelming feeling of gratitude for getting to be a part of the experience,” said Bishop. “There is nothing like getting to see the real thing up

close and in person.”

Before starting his run, Bishop brought out the battered helmet that saved his life almost five years prior as a reminder to himself — and everyone watching — of the importance of safety.

“That’s my message that I’m really hoping to use my platform to spread,” said Bishop.

“Just wear the helmet. If not for your own safety, do it for the people that love and care about you.”

After defying the odds and reaching his goal of competing on “American Ninja Warrior,” Bishop credits his family for their love and support helping him through such a difficult time in his life.

“I think in some ways, hopefully it is rewarding to them; by

helping me get through it, they gave me a chance to go chase a dream, and I will never forget that,” said Bishop.

“My wife is extremely understanding and supportive of that as well. It’s not a smalltime commitment.”

Despite living out his dream, Bishop is far from finished with his “American Ninja Warrior” endeavors.

Still training four to five times a week, he continues to enjoy the grind in hopes of returning to the show next season.

“I will be submitting ‘Ninja Warrior’ tapes until there is no more ‘Ninja Warrior,’” said Bishop.

Bishop’s “American Ninja Warrior” episode is scheduled to air on NBC July 12.

Cozying up with Gove’s goats

Nestled in the city of Lake Elmo lies a small goat farm called Gove’s Goats.

The owners, Scott and Tina Gove, have turned their love of goats into a business by providing services to clients that involve the presence of goats: a party with a goat, goat pizza parties, goat bingo and goat yoga. The couple also has a unique venue for rent that includes goats.

Before the COVID-19 pandemic, the Goves would transport their five goats to a party.

“We would take them out with our goat trailer and we were all over the place. We worked with Stanley’s Bar in north Minneapolis and Lift Bridge Brewery, which was great to work with. I hired a yoga instructor and we were there almost every Wednesday night — people were having a blast,” Scott said. “We started to get very busy and then COVID hit.”

Last summer, the couple had friends and family over for outdoor pizza parties and said they were a big hit. It

got them to thinking, “Maybe we can bring the people here to party with the goats.”

Tina said they started to open up their farm on certain Friday nights, and it just picked up from there. “Last year because people couldn’t go out, they were going stir crazy, so this was very COVID-friendly,” she said. “The pizza parties started last fall, and now we offer pizza parties twice a month just for fun. We love our goats, and it’s a good way for us to share the goats.”

Scott said the neat thing about having the goat parties at their farm is that it’s family-friendly and they don’t have to haul the goats around the cities. “What I found out when we were at some of these bars, (is that) people would get intoxicated and start picking up the goats and stuff like that. Here, we don’t have to worry about that, and our goats are safe,” he said.

Tina said their goats are friendly, sociable and love being fed. People need to be aware that the goats could pee or poop at any time and

occasionally like to jump on the tables, but they are the veritable life of the party.

Gove’s Goats offers parties on Thursday nights. Scott noted that children’s birthday parties are a big hit with both kids and their adults.

“They can make tie-dye shirts, play goat bingo, ride the kid train and feed the goats,” he said.

In July, pizza parties are switching to every other Saturday. The Goves are considering hosting Sunday parties in the fall.

“There’s something about these families that come here. I’ve had couples come up to me and tell me, ‘Families don’t do stuff like this anymore, it’s all games and stuff online,’” Scott said. “It’s been really rewarding. You know how they say, ‘Find something you like to do and try to make a living at it?’ It’s really true. I look forward to these Friday night pizza parties even after a long day at work, and it doesn’t seem like work to me.”

LOCKS OF LOVE: Neighbors compete in growing hair for cancer patients FROM PAGE 1

Meyer, 78, has donated her still-brown hair to Locks of Love four times. She also recruited her neighbor, Devan Hanson, 13, to grow his hair in a friendly competition that started with the eighth-grader’s older brother Braeden.

The Press featured the duo in a 2015 story about losing their long locks together. Meyer lives on Orchard Lane and the Hanson family lives around the corner on Bellaire Avenue.

Like she did then with Braeden, Meyer took Devan and his parents to her salon of choice, Birch Lake, after school got out.

Experienced at giving cuts that produce the most ponytails, Weisner makes it easy for donors by taking care of the freshly shorn hair. She stores the locks in a “treasure chest” in her office to await pickup by a Relay volunteer.

A caring kid “who always wants to help people,” according to dad Chris Hanson, Devan was ready to lose the long hair to

When Weisner was finished with her scissors, Devan had 16 snipped ponytails to donate. Meyer had four.

the Hansons exclaimed, admiring their son’s new cut. “It’s mousse time,” Chris chided. “Now you can gel it back.”

The pair hope their act of kindness brings awareness to Locks of Love and Relay. Both the Hansons and Weisner have been affected by

cancer. Chris lost his mother to breast cancer and Weisner lost her father to lung cancer.

“It’s in everyone’s life,” Weisner said.

“That’s the sad part.

I like that we can do something in our business to help.”

“I can’t believe Adelaide Buonincontro baked this banana bread yesterday. It has that buttery crispy texture as though it just came out of the oven,” the reporter pretending to be Mary Berry said. “It’s got a good color, and it’s not too dry or soggy. I can taste banana and possible citrus notes,” she went on.

Adelaide Buonincontro, young baker of Mahtomedi, is not even 10 years old — and already she means business.

From her presentation at curbside to her methods of building and keeping a loyal clientele, Adelaide “Addie” is a pro. She even designed the logo for her business, Addie Bakes You Take.

Her business is baking and giving things to people. “It’s fun to give stuff,” she said.

She keeps half her baking proceeds in one pocket of her red checked apron and the other half in the other pocket to donate to the fight against Parkinson’s disease, in honor of her grandfather.

It all started when Adelaide baked for her grandma and mom. “People said I was good at baking at a young age,” said Addie, who will turn 10 and attend fourth grade at O.H. Anderson Elementary School this fall.

Addie’s mom, Megan, taught her how to bake and how to run a kitchen. “This has been a good growing experience for her,” Megan said. “All this is teaching her how to manage multiple things going on between her activities and school.”

Generally, Addie experiments a lot and doesn’t necessarily want to follow certain steps that need to happen, Megan said. “But yesterday, we worked on a system to be efficient and to keep things clean and organized,” she said.

As Addie has grown, her kitchen has had to keep up, and it was renovated last year.

“Now it’s my kitchen,” she said to her mom.

Addie has benefitted from having a mentor, Pam Powell, a Mahtomedi resident who is in the salad dressing business.

Powell gave her the apron Addie wears during business hours, along with some sage business advice. “She told me to keep trying even if I don’t get that many customers — and it worked,” Addie said.

Addie is behind her wicker cart on the corner at Locust Street and Summit Avenue a couple of weekends each month and sells her wares well into the fall and sometimes partly through winter.

“When it gets super cold, I’ll stop and start back up again in the spring,” she said. Addie has stayed at her stall in all kinds of weather — dressed appropriately for the sun, rain or snow.

It is not unusual for her to be selling right before Christmas and to hold a customer appreciation bake, giving out items for free. “A lot of people get behind in their baking at that time of year,” she said.

Her customers have even asked Addie to set up her cart at their garage sales to sell her baked goods. She has also

been asked to make custom orders. One of Addie’s neighbors said the key lime tarts Addie made were so good that she ordered a couple dozen for a party.

For a recent Saturday sale, Addie baked on Friday, wrapped her breads that evening and woke up at 6:30 a.m. to get ready. “I like to be early,” she said.

The interview crew and tasting judges of this publication arrived at Addie’s stand right at opening at 9:03 a.m. and they were her third customer. By the time the newspaper crew left half an hour later, three other customers had bought most of Addie’s products.

Addie said she would probably sell out by at least 11:30 a.m. that day. If not, she would transfer her wares to a cooler and wagon that doesn’t rumble and take them around to the neighbors. “I will ask them if they would be interested in something from Addie and tell them I’m right up the street — come and see!’”

Addie usually features a select item from her menu at each sale. Her repertoire includes sugar cookies, monster cookies, apple tarts, key lime tarts, cheesecake brownies, blueberry bars, raspberry-lemon Bundt cake, lemon curd bars, truffles and more. For Father’s Day, she featured peach cobbler crisp.

On Saturday, June 26, the featured bake was banana bread in three sizes.

Addie’s next sale will be from 9-11 a.m. Sunday, July 25, and will feature brownies and blondies.

Like any dedicated baker, Addie watches baking shows on television. Her favorite is “Nailed It” on Netflix. The show is about bakers who aren’t exactly the best at what they’re trying to do. “It’s funny and I like the special seasonal shows, like the Christmas show,” she said.

The way Addie is going, by the time she is 11, she could be fully capable of being the first Star Baker from the U.S. on The Great British Baking Show. Mary Berry and Paul Hollywood will be asking for her advice.

“I want to shake your hand.

I like what you’ve done about keeping the bread from getting crumbly and falling apart when you spread margarine on it,” the faux Paul Hollywood told Addie last week.

OK, clearly, these weren’t the real Mary and Paul, but they are truthful reviews.

Muskies still a rewarding catch for anglers

predators alike, and DeBates says that if anglers don’t adapt their approach, they may simply conclude there are fewer fish. He suggests the same may happen on Forest Lake, where Zebra mussels have also appeared.

“Time will tell.”

McMahon fishes Forest Lake often, and recognizes it as having its own unique characteristics. “It’s really cool. It has a good topwater bite and a good shallow water bite.” Locally, he splits his time between Forest, Bald Eagle and White Bear lakes, sometimes hitting two in one day. He stresses the importance of keeping abreast of what the fish are doing at any one time: “You have to stay on your toes.”

Another thing keeping the muskie crowd on its toes is the sheer popularity of the sport. Both McMahon and DeBates mention how muskie anglers have increased in number over the years. Lakes managed for muskies, however,

number fewer than 100 statewide.

As a result, relatively few adult fish encounter lures on a regular basis.

These “educated” fish show signs of reluctance, which makes catching them more difficult over lifetimes that can last 20 years or more.

All changes and complicating factors aside, McMahon continues to ply local muskie waters regularly.

Despite increasing difficulties catching fish, he derives satisfaction from providing clients what he calls “a fun, exciting experience.”

“I enjoy the cat-and-mouse game aspect of it. It’s always a rewarding and interesting process.”

When asked if muskies are truly “the fish of 10,000 casts,” he says, “No. I’m not sure where that idea comes from. Especially nowadays, with the technology we have and what we know about the fish, they should not be. There are no guarantees, but you should be able to have a good shot at catching one in less than 10,000 casts.”

Anglers in the northeast metro area have been stalking the mighty muskellunge for decades. The muskie following today is stronger than ever, but one word is on the lips of anglers and fishery managers alike: change.

Ryan McMahon lives in Mahtomedi and has been fishing muskies for 25 years and has guided clients for the past 10. He knows the northeast metro lakes well and has had a front row seat to changing dynamics in Owasso, Forest, White Bear and Bald Eagle lakes. “They’ve all gone through so many changes,” he says, citing the introduction of Zebra mussels and other aquatic invasive species. He added, “weed growth has changed tremendously.”

In general, McMahon reports a “steady decline in the last couple years” in the overall quality of muskie fishing, which means fewer fish seen and fewer catches. In his estimation, “2012 was the last good year.” In late 2013, Lake Owasso experienced a fish kill, and he says he’s waiting until that lake is about a decade out before he goes back.

East Metro Area Fisheries Supervisor T.J. DeBates generally cites all the same changes McMahon has observed. One complication in responding to those changes is a relatively recent statewide stocking guide, which dictates the stocking of fingerling-size muskies in many lakes, including Forest and Owasso.

That is in contrast to White Bear and Bald Eagle, where DeBates is allowed

to stock yearlings and adults — which fare better against competition and predation by other predator fish.

However, the same plan that controls the stocking regimen also mandates getting a better handle on muskie demographics through a two-year lake sampling process.

It promises to help managers finetune individual resources. “It’s a high priority in our area,” explains DeBates. “Our goal as biologists and managers is to collect the best data we can. In the next five to 10 years, we’ll have a real good picture (of each lake’s population).”

Initial results are beginning to paint that picture through population estimates. Before COVID-19 interrupted survey efforts, East Metro Fisheries managed to survey Bald Eagle Lake and DeBates was “very impressed with the numbers and size of the fish.”

But numbers don’t always translate into catches. McMahon notes recent difficulty finding and enticing the fish on Bald Eagle. He knows muskie behavior changes often, and laughs it off: “it’s not my favorite lake right now.” He fishes it often, along with nearby White Bear, which he characterizes as deep and “crazy clear.”

White Bear Lake has been known for its clear water, but Zebra mussels have augmented that clarity since they were introduced. DeBates notes that changing water clarity may cause behavioral changes in muskies.

For one thing, as lake water becomes clearer, weeds tend to grow at depths previously unseen. Changes in weeds influence the location of bait fish and

Tennis standout helps save college team

Olivia Paradise, leader of Mahtomedi’s state tennis championship team in 2016, recently led a fight by University of St. Thomas players to keep their team from being cut.

The St. Paul school announced May 11 that it would cut men’s and women’s tennis to reduce sports from 22 to 20 next year due to its impending move to the Division I Summit League, whose schools have 20 teams.

The team got the bleak news just before regionals in Whitewater, Wisconsin.

“In Whitewater, it was hard to focus on playing,” Paradise said. “We were angry. We decided not to wear anything from St. Thomas. No purple.

We wore white and black, some gray.”

However, the 11 women on the team had already decided to fight UST’s decision.

Paradise made some calls to hire Arthur H. Bryant, a California attorney who’s had considerable success

in Title IX cases. Paradise and her doubles partner and roommate Brooke Habuku led the effort. Paradise, granddaughter of the late, great hockey coach Herb Brooks, was interviewed last week on WCCO Radio about the case and was quoted in articles by several news agencies.

“St. Thomas broke our hearts and the law. It told us it was eliminating our team just before we left for the NCAA regional tournament— and it violated Title IX by doing so,” Paradise summarized. “We could not let that stand. We had to fight for what is right.”

Even though both women’s and men’s tennis were being cut, this was a Title IX issue, Paradise explained, because the college’s enrollment is 47% women, but only 38% of the athletes are women, so cutting women’s tennis would drop them even farther below Title IX compliance.

Another reason UST gave was that the college didn’t have facilities to support Division I tennis, but

Paradise said the players rejected that argument, pointing out that several other Tommie sports didn’t yet have DI-level facilities yet either.

Bryant, from the firm Bailey and Glasser in Oakland, California, charged that St. Thomas “blatantly violated” Title IX, and threatened a lawsuit.

The administration reversed its decision June 17. While maintaining that their reasons for cutting tennis “remain sound,” the overriding factor, the administration said, was the high cost of fighting a lawsuit, funds which could instead be spent to support the program. Women’s tennis was reinstated, but not men’s tennis. The school also had to pay the women’s attorney fees of $64,000.

Paradise said the women got “everything we wanted” — an agreement to keep the program for at least five years, to develop a gender equity program within three years, and fully comply with Title IX within

three years — except that they also wanted the men’s program to continue.

Thus, her senior season was salvaged, to begin in the fall, against a Division I schedule.

“I never thought I would ever have to do something like this. Our girls never thought we would have to bring a lawsuit against our school,” said the 6-foot-3 athlete. “But I think it will feel even better this fall, knowing that we are able to play because of what we did.”

Paradise played No. 1 singles for Mahtomedi for six years.

In her junior year, she came back from an injury just before sectionals and helped the Zephyrs capture the state crown and dethrone Edina, which had won 19 consecutive titles.

This season, Paradise helped the Tommies post a 14-4, win the Minnesota Intercollegiate Athletic Conference (MIAC) playoffs and reach the round of 16 in NCAA Division III. Paradise was 12-3 at No. 2 singles and 14-1 at No. 1 doubles. She got MIAC player of the week in late March.

HUGO — A 7,000-square-foot restaurant with a 2,500-square-foot patio overlooking Egg Lake may be coming to downtown Hugo.

The developer of the project, Dennis Properties, announced last week that it has entered into a letter of intent for leasing the restaurant and patio to Patrick Conroy. Conroy, a Hugo resident, owns 11 restaurants in the Twin Cities, including Muddy Cow, Muddy Chicken, Mad Cow and MC’s Tap House.

“We are a family-friendly establishment where good food and family fun are served daily,” Conroy said. “We look forward to broadening our dining services with youth sports and other community organizations around Hugo.”

The City Council approved a purchase agreement for $1 for the city-owned property across Highway 61 from City Hall last December. At that time, the plan included 89,000 square feet of building space with 200 parking stalls. Some key features of the project could include a downtown pier and a pedestrian-friendly Main Street.

Tennis: Bears honors, leaders listed White Bear Lake tennis had two allconference picks: eighth-grader Will Fleming, who went 6-5 at No. 1 singles and 3-0 at No. 4, and senior Caden Anderson, who went 8-7 at No. 2 singles. The Bears had a 9-7 overall record.

Dennis Properties is working with SRF Consulting to assist with planning and permitting and with Collage Architects for the design of the buildings and the site.

The Downtown Hugo proposal is still in the planning stages, and needs to go through a myriad of approvals and permits. The development would likely be built in five phases, with the first phase to include the restaurant. Trooien said construction is expected to begin later this year and be complete in 2022.

Community Development Director Rachel Juba said Dennis Properties has not applied for any land use approvals as yet, but is working on a plan and meeting with various entities.

“This is an exciting and ambitious project” Trooien said. “We’re going to do this right and when we’re done these buildings will look very historic.”

SCHOOL BRIEFS New leaders announced The Mahtomedi School District has filled two key leadership positions.

Jason Miller has been announced as the new principal of Mahtomedi Middle School. He has most recently served as Assistant Middle School Principal

with Forest Lake Area Schools, and well as in administrative roles in Becker Public Schools and Mounds View Schools. He also taught middle school science in Minnetonka Public Schools for 12 years.

Jennifer Reichel joins Mahtomedi Public Schools as the director of teaching and learning. She has

20 years of experience in teaching and learning leadership, most recently as director of teaching and learning in the Hastings School District. Her background includes teaching language arts and theater, as an associate principal, and as assistant director of a charter school.

At least one tech levy question headed for November ballot The general election of 2020 is long behind us, but the Mahtomedi electorate still has important work to do this coming Nov. 2.

The Mahtomedi School Board at its June 24 meeting began the process of forming at least one question for the November ballot this fall.

About to expire is the district’s technology levy, which must be renewed every 10 years.

The technology levy will expire at the end of the 2021-22 school year if it is not renewed by voters on Nov. 2. There will be no tax increase with the renewal, district officials said, just a continuation of an existing tax as part of the annual school district portion of property taxes.

However, if the board adds a second question to the ballot to increase the tech levy to finance enhanced technology, a tax increase will result from that portion of the levy if voters pass it.

The technology levy is part of the capital projects levy revenue, the amount of which is based on the district’s net tax capacity.

Net tax capacity is essentially the value of all property in the Mahtomedi School District. Tax capacity values trend up or down, and so does the amount the district receives from the technology levy each fiscal year.

The tech levy dedicates approximately $700,00 per year to technology in the district.

For example, during the 201314 school year, the tech levy amount was $569,470. In 2020-21, that amount was $697,423.

Technology funds impact staffing, student digital devices, critical technology infrastructure, training, tech support and esssential teaching and learning tools.

Before beginning the process of preparing the technology levy ballot question, the district

administration gauged whether voters will renew it Nov. 2.

The 2021 Community Survey conducted in May by Morris Leatherman generally indicated that more than 75% of participants rated Mahtomedi schools highly overall and valued the schools’ technology opportunities. At all four school buildings, more than 86% of families surveyed rated technology as very important, compared with absolutely essential or not important at all.

If the levy renewal were to fail at the ballot box, taxes dedicated to technology would go down.

However, classroom tools and devices could quickly become outdated, more costly to maintain and unreliable. Replacing computers for staff and students could become delayed. If the district needed to spend money on essential technology needs, that money would have to be drawn from the general fund, which would take dollars away from other needs.

Superintendent Barb Duffrin asked the board to give direction to the administration about preparing ballot language to be presented for a board vote at the July 8 meeting.

“I hear support for moving forward with recommendations (to renew the levy) and acknowledge the board’s desire to see more innovation and the use of technology and instructional technology,” Duffrin said at the end of the discussion. “That would be the goal for those of you saying we should go after a higher level ask because the goal ultimately is to see more innovative practices using instructional techology in the district,” she said.

In other words, district residents should not only expect a ballot question on Nov. 2 asking voters to renew the 10-year technology levy, but probably a second question

asking for an increase in the 10year technology levy amount.

Other action from the June 24 Mahtomedi School Board meeting: The district is expected to remain in good financial stead for the 2021-22 school year, after the board approved the 2021-22 preliminary budget. The district will spend more for wages, salaries and benefits — including increased staff, but will also receive more in basic general education aid, Finance Director Jeff Priess said.

The general fund revenue for the 2021-22 school year is estimated to be $43,533,715, and the general fund expenditure budget for the 2021-22 school year is estimated to be $43,245,170. The district will see revenues exceed expenditures by $288,545. By law, the school board must have a budget adopted for the upcoming school year before July 1. Preparation of the preliminary budget started in January, but figures needed from the Legislative session weren’t yet calculated into the budget. Those figures will be included in an upcoming revised budget, Priess said.

The district’s facilities will continue to be looked after financially after the board approved the 2022-2023 version of the long-term facilities maintenance (LTFM) 10-year plan. To participate in the revenue program, the board must approve the plan every year to be included on the payable 2022 tax levy.

Funding for the 2022-23 school year is estimated at $1.2 million.

District 832 will be paying its fair share of the Northeast Metropolitan Intermediate School District 916 LTFM 10-year plan after the board approved the contribution of $4,596 as its proportionate share of the $142,000 budget.

Candidates may file an affidavit of candidacy in the school district clerk’s office from July 27 through Aug. 10. The $2 filing fee must be paid before 5 p.m.

Aug. 10. The two-year term on the board will expire on Jan. 2, 2023.

The board next meets at 4 p.m.

Area business owner continues family business 4 generations later

Since its inception, Tjernlund Products has been able to adapt to fit its own needs and the needs of consumers. Whether it be restructuring how furnaces were manufactured in the 1940s or developing auto draft inducers that could be wholesale distributed in the 1950s, its unique ability to provide for others is what has made the company successful throughout four generations of the Tjernlund family.

Now that consumers are buying more products online than ever before, Tjernlund has once again adapted to its environment by becoming the largest supplier to Amazon in the industrial space.

Hugo resident Andrew Tjernlund, owner of Tjernlund Products with two of his cousins and uncle in Hugo and White Bear Lake, began working at the family company in 2006 after graduating from college. After using Amazon to sell a majority of their products, Tjernlund and his relatives have grown a strong relationship with the multi-billion-dollar company while offering more than 300,000 different products for Amazon to sell.

“We’ve just kind of transitioned and tried to follow the trends of where consumers

are going,” said Tjernlund. “When they need help getting access to certain types of products or certain brands, they come to us because we have a knack for getting that for them. We are the supplier to them, kind of behind the curtain, for tons of products.”

Tjernlund Products manufactures a few hundred different products on its own. The company’s top-selling products reside in the heating and air conditioning industry. The rest of its inventory is made up of other brands that are bought and resold to Amazon for sale online.

“We sell (anything) from lice removal combs to industrial motors,” said Tjernlund. “We are going to be closing in on a half-million different products, so it’s all over the place.”

As inventory continues to grow, Tjernlund Products was in need of more space to house products constantly coming in and out. In March, the company closed a deal on the old Glamos Wire building on 152nd Street in the Peloquin Industrial Park in Hugo.

Now Tjernlund Products employs 50; 40 work in the White Bear Lake location and 10 work in Hugo. With such a small number of employees, the company has truly embraced the culture of family on which it was built.

family,” said Tjernlund. “We’ve had a long history of longstanding employees.

We’ve got multiple employees who have been there 40-plus years.”

Throughout the COVID-19 pandemic, Tjernlund Products was able to survive due to the nature of its products and its relationship with Amazon.

“We were pretty fortunate; we make a lot of needs, not wants, and so our equipment you really can’t not have when you’re doing certain (types of) construction,” said Tjernlund. “Amazon didn’t suffer during the pandemic, they had plenty of traffic.

Being a supplier to Amazon, we were able to ride those coattails.”

As Tjernlund Products enjoys its new home in Hugo and continues to grow, Tjernlund is hopeful for the future of the company.

“I’m excited to hopefully continue to expand in the area,” said Tjernlund. “We want to add more employees, we might even want to add another location. This is a great area to live, it’s a great area to work, it’s great working with great people, so I’m looking forward to continuing to build a footprint out here.”

thought, ‘if we win this, then we’re on to something,’ so just after that we took it more and more serious.”

Outside of competing with Pig Booty BBQ, the brothers also use their talents to give back to their colleagues at the Ramsey County Sheriff’s Office.

“In a week in May, we take the whole week off and cook for hundreds of correctional officers,” Brett said. “It’s a highlight of the week for all of the officers getting to cook for their different shifts and different days of the week, and they give us the days off to do it.”

For the rest of the year, the brothers will be doing more competitions and working on their recipes for the future.

“Next year we’ll hit it hard, as this year COVID-19 made things unsure and we didn’t get it to enter much,” Brett said. “We’ll be practicing more on chicken, as the competition is leaning more toward that. Later on down

Later this year, Brett will also be getting married. It is unknown if Pig Booty BBQ will provide the wedding din-

ner. However, the brothers’ team has become a marriage of family values and a passion for barbecuing — a partnership that continues to bring them success.

White Bear Lake natives Brett and Brad Borowske are brothers-in-BBQ and champions of their craft.

The Borowske brothers founded the Pig Booty BBQ competition team that won first-place People’s Choice honors at this year’s Hugo RibFest.

The brothers work with their older brother, Ben, who helps them with the pellet grills and their cousin, Nick Swenson, who has worked with them at nearly every competition since the team was founded in 2013.

Pig Booty BBQ began after Brett purchased a pellet smoker and began smoking ribs. They competed at their first competition in Brainerd in 2014.

“We didn’t know what we were doing and didn’t know anyone in Brainerd, but we had a cabin close by,” Brad Borowske said. “We

figured we’d enter among the 25, 30 teams.”

“In 2013, we were probably the ones among 30 teams using a pellet smoker,” Brett Borowske noted. “We were catching a lot of heat from other teams not knowing what they are or who we are.”

The brothers finished third among 30 teams and were “hooked from there,” according to Brett. Since 2014, the brothers typically participate in six competitions each year.

Pig Booty BBQ won first place at Stacy RibFest in 2016 and 2017 and first-place People’s Choice honors at Smokey’s Fest in East Bethel in 2018.

In 2018, they won first place in the Backyard division of the Minnesota in May competition, which is the biggest Minnesota competition for their division.

“It’s the championship you want to win and look forward to winning all year,” Brad said. “It’s the state championship of our division, and we
