Anti-Rush Line group wants project scrutinized

WHITE BEAR LAKE — Calling the Rush Line rapid transit project a "bus invasion," a small coalition is working to stop it. Or to at least have the need for a $457 million project reassessed.

One of the organizers is Tim David, a 50-plus-year resident who didn't realize the extent of the Rush Line opposition until he read letters to the editor in the White Bear Press.

"I contacted a collection of people around here, including letter writers, council members and business owners. They are adamant that the bus rapid transit project isn't a fit for the community," David said. "We decided it was important to get our message out so people understand what this means."

A former project analyst for the city of Minneapolis, now retired, David said the group, which calls itself the No Rush Line Coalition, or NRLC, isn't trying to stop public transportation. "That's important. But we think this is a project initially designed back in 2015 that we don't feel is being responsive to community pushback. We think (prepandemic) ridership numbers are outdated."

Local athlete to swim in Tokyo Paralypmics Born without a right hand, Summer Schmit took up swimming as a Paralympic sport when she was 11. Within a year, she set a lofty goal for herself.

The 17-year-old from Grant achieved that ambition June 20 when she was one of 34 swimmers named to the Team USA squad for the Tokyo Paralympic Games.

“Making the Paralympic team has been my top goal for the last five years,” said Schmit. “It will be the top achievement of my swimming career.”

Schmit, who made the team in trials June 17-20 at the University of Minnesota, is slated to swim five events in Tokyo between Aug. 25 and Sept. 2.

Schmit has a congenital disarticulation of the right wrist and, consequently, no right hand.

“Since I don’t have a second hand, I rely on my legs more because I need a stronger kick to propel me forward,” she said.

“I also use my left arm to help me swim straight and get a strong pull.”

Schmit is a member of St. Croix Swim Club, coached by Olga Espinosa.

spiritual journey of Lewis and his conversion into one of the most influential Christian writers of the 20th century. Crystal’s lecture titled, “The Most Scandalous Prophet,” will follow. It will tackle Sayers’ influence on Lewis and his spiritual life as well as her role in one of the biggest religious scandals in 20th-century England. The presentation will conclude with a dialogue titled “Feisty Friendship,” as the Downings bring the two authors to life by reading letters written between Lewis and Sayers.

“Yes, they are academic; yes, they are brilliant, but they both are a lot of fun,” said Stan Bakke,

Jeannette’s husband and fellow Wheaton College graduate. “They just get along very well.”

The lecture will be followed by a social gathering with coffee and cookies and a chance for attendees to speak with the Downings. The event is free of charge and is open to the general public. A livestream will also be available at live. saintandrews.org for those unable to attend in person.

Lewis and Dorothy Sayers.

David’s expertise is on C.S. Lewis, and Crystal’s expertise centers on Dorothy Sayers.

David has since published four books on Lewis, and Crystal has published five books, two of them focused on Sayers. Now professors in the English department at Wheaton College, the Downings will bring their insights to the northeastern Twin Cities.

“They have deep resources that nobody else has, but they present them in a way that everybody would enjoy listening to,” said Wheaton College graduate and St. Andrew’s member Jeanette Bakke.

Workers needed Local workers are beginning to go back into the office environment. It might be a good idea to take it slow, as many lives and work habits have changed over the past year. I know I am thankful to reduce my screen time on the dreaded video conference calls. Looking back and thinking about the pruning process with trees and plants, pruning can often yield fuller leaves or more fruit.

Many businesses have learned this too, and how to operate with less staff and less revenue. Thankfully, many businesses are now booming. The harvest is great and they can’t keep up with demand. Help wanted signs are up all over town. Businesses need workers at all levels, from entry-level positions to those requiring specialized training. Many businesses are offering hefty referral or signing bonuses and willing to offer more flexibility.

It’s a great time for new workers to get a first job.

And for those contemplating getting back into the workforce or a career change, now may be the time.

A formula for education success is ‘SIMPLE’

T

he largest single component of the state budget is the education of our kids. It is also arguably one of the most important responsibilities for the legislature.

The Senate’s Education Finance and Policy Committee, which I have the privilege of chairing, faced a daunting task this year. Not only did we have to put together a budget, but we also had to address the consequences of school lockdowns, mental health, declining academic outcomes, declining enrollments, increasing the number of teachers of color in classrooms, and, of course, dealing with Legislator the reality of the only divided state Lingo government in the country.

Roger It took longer than Chamberlain expected but we got it done. The result was one of the best education bills this state has seen in years. I thought it appropriate to take this opportunity to share some highlights.

We created priorities for the session using the acronym “SIMPLE”: Student-focused, Innovation, Mandatefree, Parent involvement, Literacydriven, and Efficient. I am happy to report we achieved most of those goals. There was a second reason we used this acronym. It was a constant reminder that the ask from schools and educators was a simple one:

program with a strong track record of helping those kids struggling to read.

• Math Corps: We funded this proven intervention effort to boost math achievement.

• Mental health: We provided funding for suicide prevention training, and $1 million in grants to LiveMore ScreenLess to proactively address Digital Well Being and the extreme negative impact of social media on children.

Finally, but just as important, we included very few mandates in our legislation. The ones that are included are relatively small, and would only impact a few schools that may not already have the required policies in place -- for example, a prohibition on shaming students who can’t afford school lunches. The few mandates mean schools keep more money to spend according to the needs of their community.

That is it! It is what the schools asked for: “Money, Not Mandates.”

SIMPLE. Focused, true game changers for Minnesota’s students that address teachers in the classroom, literacy, math and digital health.

It’s a great bill for Minnesota students and families.

“Money, not Mandates.”

First the numbers. While there are many worthy causes and programs, we stayed focused on our priorities.

The Senate supported the largest student formula increase in fifteen years – a 2.5% increases for 2022 and 2% for 2023. That is $296 per pupil. Senate Republicans actually pushed for more, but in the end, we compromised with the House, who wanted less per-student funding.

Overall spending for education increased six percent, to $21 billion.

Total local, state, and federal spending will be $31 billion for 2022 and 2023.

In other words, schools are fully funded. They will have more than enough resources to deliver on their promise to students.

We also had other priorities that needed to be addressed: • Teachers of color: We more than doubled funding to attract, hire, and train teachers of color. Students of color make up about twenty percent of the student population while teachers of color make up only four percent of licensed teachers.

Research shows that hiring more teachers of color improves the performance of students of color. The benefits include stronger reading and math scores, higher graduation rates, more interest in higher education, and fewer disciplinary issues.Students have reported feeling motivated by having teachers of color as role models, as well as a stronger sense of belonging.

Bombardier’s niece makes her contribution to history books

Many families in America share a common experience; they have loved ones who served their country, came home, and never spoke a word about their story.

The horror of what they went through was too much to speak of, so their memories were lost when they died. It wasn’t until 1983—nearly 40 years after the end of World War II—that Barbara Wojcik of White Bear Lake learned the amazing survival story of her Uncle Bud. Second Lt. James “Bud” Wilschke had been shot down over France during World War II, but made it home safely thanks to many French citizen “helpers.”

“I only found out about Bud’s story because my dad mentioned it during one of our weekly calls. He said his sister, Rosemary, and her husband, Bud, had traveled to France to meet the people who helped him during the war,” Wojcik said.

At the time she learned about her Uncle Bud’s story, Wojcik was busy raising her family, but she tucked the information away. Twenty years later, in 2013, she started exploring it.

did. That part of the story was met with disbelief, but I knew it had happened in real life. I decided right then and there it was time to research my own family story,” recalled Wojcik.

Getting started wasn’t easy. Wojcik’s family and Bud’s had fallen out of touch. “As I was growing up in Chicago, other than significant holidays like Thanksgiving, Christmas and Easter, I didn’t see much of that side of the family, even though Bud and his family lived nearby,” said Wojcik, who decided the time had come to reach back out.

She called Bud’s son, her cousin Jim, who eagerly handed over a box filled with war memorabilia.

“His dad had told him very little about his war experiences, but the puzzle pieces were there,” said Wojcik, who dug through the box. Inside, she found a treasure trove.

Photographs, newspaper clippings, letters and war memorabilia yielded the information she needed to build a timeline of what had happened and start work on the manuscript that would eventually be titled, “Bud’s Jacket: An American Flyer Evades the Nazis in Occupied France.” The book was published by 4 Square Books of Stillwater in November 2020.

The story begins with an air battle on May 17, 1943, in the skies over the Bay of Biscay off the western coast of France.

As bullets and flak tore his B17 plane apart, the

bombardier jumped out an escape hatch, his first and only jump. Hurtling toward the sea, Bud pulled his parachute ripcord and hoped for the best as he drifted toward land.

He crash-landed onto a wooden fence in the commune of Ploemel in the Brittany region of France, and was knocked out. When he came to, he began his six-month effort to find his way home.

Using the materials in her cousin’s collection, extensive research she did on the incident and inperson interviews, Wojcik reconstructed Bud’s odyssey in “Bud’s Jacket,” which includes the story of another airman who survived the crash and became Bud’s fellow traveler, radio operator Bob Neil.

It turns out Bob was better than Bud at keeping notes about what had happened in France. His daughter, Linda, scanned all the materials he had left behind in a box of his own and shared them with Wojcik. She then used the information to track down the families of many of the helpers who had aided Bob and Bud after their crash and helped them find their way home.

“The most surprising thing I discovered while working on the book was the incredible danger Uncle Bud and Bob Neil were in the whole time they were trying to escape capture. During our 2017 trip to France, I also gained a better understanding of how

On returning to the U.S. from that tour of Bud’s route, she was diagnosed with stage 4 metastatic breast cancer.

“Barbara’s vision and research have always been the driving force of it all, but the writing process became a joint effort,” explained Jim Wojcik, Barbara’s husband of more than 40 years. “Her energy and focus were changed by her illness, and I jumped in as a writing partner to help finish the book,” said her husband, whose name is also on the cover.

The book isn’t Barbara’s only contribution to the historical record.

She posted a lot of the information she found about the others involved in the crash and rescue on Ancestry.com, Findagrave.com and on the Facebook page for the book: Facebook.com/

budsjacket. She also sent information to the local newspapers in each of the towns where the airmen in Bud’s B-17 had grown up.

“In each generation, somebody is going to get curious and have a genealogy bug, and they are going to click on the links and find the information posted there,” Barbara said. “We’re doing this so the stories don’t get lost.”

RAMSEY COUNTY SHERIFF'S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A St. Paul man, 30, was banned from a business in the 1100 block of County Road E after Ramsey County Sheriff's Office deputies were dispatched June 28 on a disorderly conduct call reporting that a man was harassing the customers.

• A Minneapolis woman, 23, was arrested June 28 for theft after deputies were dispatched to shoplifting in progress at the Walmart store. She was also cited and issued a trespass notice; she had multiple active warrants for her

arrest on theft-related offenses.

• A handgun was reported stolen overnight June 29-30 from a vehicle parked in a lot in the 800 block of County Road D. The firearm was entered into the National Crime Information Center database (NCIC).

• The rear license plate was reported stolen June 30 from a vehicle parked in a lot in the 1000 block of County Road D. • Deputies recovered a vehicle stolen out of Oakdale in the 3600 block of Talmage Circle July 1. The license plate on the vehicle turned out to have been stolen out of St. Paul. • Famous Footwear in the 900 block of County Road E on July 1 reported a male and female for grabbing

multiple pairs of shoes and running out the door.

• A White Bear Lake man reported having breakfast at a restaurant in the 1000 block of County Road E at 10:52 a.m. July 2 and emerging only to find that the catalytic converter had been stolen from his Mitsubishi Outland Sport parked in the lot.

• A St. Paul woman, 33, was arrested at the Vadnais Heights Walmart July 2 on one misdemeanor and two felony warrants, and a St. Paul man, 23, who was with her was arrested on multiple felony warrants, after deputies were dispatched on a theft report of a shoplifting device (a security key) from the store. A brand new felony theft of a burglary tool charge was added on scene to

the male's resume. The couple was also permanently banned from the store.

White Bear Township • A White Bear Township man, 60, was arrested for DWI June 27 in the 2600 block of Mallard Ponds Blvd. after causing an accident with injuries. The Ramsey County Attorney's Office is waiting the results of the subject's blood draw at Regions Hospital to determine the charging level.

• A Minneapolis woman, 41, was arrested on a Washington County Sheriff's Office warrant July 3 in the 5700 block of Auburn Avenue and turned over to Washington County.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • Road rage was reported at 8:40 a.m. June 16 on Wildwood Avenue after a resident flipped off the driver of a construction materials delivery truck for blocking the roadway. The resident verbally harassed the truck driver, who became angry.

Grant • A driver who ran over bags of mulch at a local business was arrested for DWI at 5:22 p.m. June 12 in the 10000 block of 60th Street N., following a complaint of intoxicated behavior. As deputies rushed to the scene, dispatch advised them that the vehicle was fleeing the scene. Deputies caught up to the subject, who showed obvious signs of impairment. The driver performed poorly on the field sobriety tests and registered a blood alcohol content of 0.12.

• Road rage and property damage was reported June 17 on Keats Avenue N. and 75th Street after an unidentified party threw a metal lock at the

The driver said she knew she wasn't supposed to be on the phone and was checking her work email.

• Multiple juveniles reported at Mahtomedi Beach in the 1000 block of Park Avenue after hours at 10:49 p.m. June 14 were asked to leave. Deputies took two additional calls this week of juveniles at Mahtomedi Beach after hours but advised the complainants that

Pine Springs • Deputies on stationary patrol cited a Wisconsin motorist June 19 on eastbound Highway 36 for not wearing a seat belt. When deputies conducted the traffic stop, the driver was still not wearing the seat belt.

Zeus Chassis displays its new electric heavy-duty work truck.

Electric truck company hosts delegation The Minnesota Pollution Control Agency (MPCA) visited a White Bear Lake-based electric truck company last month to highlight new grant funding. State legislators accompanied MPCA Commissioner Laura Bishop (now former commissioner, after she resigned last week) in a tour of Zeus Electric Chassis Inc. The tour helped promote $3.5 million in grants available to help businesses, local governments, tribal nations and other

organizations purchase new heavy-duty electric vehicles like the work trucks made by Zeus.

The purpose of the grant program is to reduce polluting emissions from older diesel vehicles in the state by replacing them with all-electric, cleaner diesel or alternative fuel models.

According to Zeus CEO Wayne Kugel, 15 states in the U.S. Climate Alliance have signed agreements to require 30% of their fleets to be electric by 2030.

Drivers passing by the closed shop on Hwy. 61 will miss the humorous signs posted out front.

that includes statistics like number of buses in downtown White Bear every weekday — 89; buses downtown every Saturday — 76; and buses downtown every Sunday — 68.

At a capacity of 200 passengers per bus, that's 17,800 people a day during the week, David pointed out.

"It's overbuilt and beyond common sense," he said. "It's just not appropriate postCOVID. "The American Public Transportation Association said transportation will come back differently," David noted. "We have to adjust to changes.

That is why we're asking leaders in our community to reassess.

There is a better way to invest in public transportation than an outdated mega bus line."

Also on the "Pain Points" list is elimination of 8 miles of green corridor that

is the Bruce Vento Trail. According to the coalition, the segment will turn into a 100-foot-wide swath to accommodate a two-lane bus route and adjoining sidewalk.

In the opposition's court is City Council Member Bill Walsh, who told the group he plans to bring a municipal consent vote before council.

"Leading up to that vote would be community discussion on the project," Walsh said.

"One of my objections to this whole process is I don't think we've had a communitywide discussion. We are making these little decisions before we have the big conversation about ‘Do we want this?’”

Does he think the project can be stopped?

"Yes, if people are listening," Walsh replied. "The county is the main driver. If commissioners see

Schmit also tried gymnastics and soccer as a child, but swimming won out.

“I love that in swimming you get results based on how hard you work every day in practice,” she said. “I have the potential to set high goals.”

At the trials, Schmit swam personal bests of 4:57.86 in the 400 freestyle and 1:24.07 in the 100 breaststroke.

In April, she swam at the Lewisville, Texas, Para Swimming World Series, which was also a Paralympics qualifier. Her times were 1:06.53 in 100 freestyle, 1:06.62 in 100 butterfly, and 2:39.60 in 200 individual medley (IM), all personal bests.

Schmit has competed nationally for three years.

In the 2019 Para Swimming World Series in Indianapolis, she placed first in the 200 IM, second in 400 freestyle and butterfly, and fourth in 100 breaststroke and 100 freestyle.

At the same event in 2018, she placed third in 200 IM and 100 breaststroke, fourth in 100 and 400 freestyle, and fifth in 50 freestyle.

She explains the tentative plan for Tokyo is to leave the U.S. on Aug. 14, attend a team camp at an Air Force base in Japan, and move to the Athlete Village a few days before competition starts Aug. 20.

She’ll swim the 400 on Aug. 25, the breaststroke on Aug. 26, 100 freestyle Aug. 31, individual medley Sept. 1 and butterfly Sept. 2.

David isn't so optimistic. "We've talked about whether we can stop it. The Metropolitan Council (which will take over the project) is a powerful force with very little accountability and transparency. We're not sure we can stop them but we hope to impact the size and design and cost," he said.

County Commissioner Victoria Reinhardt assured that reassessments will happen as the project moves further along. "I agree, we need answers to ridership questions and we will get them," said the commissioner.

"But you don't stop and go backwards. We rely on the scientists and experts to give us the information, and so does the federal government.

I'd like to add that this process started in 1998. It has not gone fast or without intense

discussion, observation and community input."

Reinhardt iterated that the Met Council will be making final decisions on the project, not the county. "That is the way the Federal Transit Administration set it up to make sure the entire region is being served," she explained.

The project grabbed another coalition member's attention when it morphed from a commuter train to Rush City to a rapid transit bus line more than a decade ago. Greg Lees grew up in White Bear Lake, moved away, and returned years later to raise a family. "People move to White Bear because it's historic and quiet," he said. "Now they're telling us we have to deal with bus rapid transit and the crap that comes with it.

Eighty-nine buses a day is insane."

At this point, the dozen or so members of the multicity coalition

is working to get their message out to the broader community in hopes people will contact their elected officials with concerns.

The timeline for the 15-mile bus line between downtown White Bear Lake and Union Depot in St. Paul remains the same, with the environmental assessment now under review by the federal government and the county, which will split the project cost.

Suzanne Cuff Suzanne Cuff, 82, of Dellwood died on June 28, 2021 at the Minneapolis Veteran’s Home after a lengthy battle with Alzheimer’s.

Suzanne is survived by James, her husband of 55 years, son Shawn (Angie) Cuff, daughter Jocelyn (Tim) Walton, sister Nancy (Carl) Peraino and brother James (Deborah) Gibson. Also survived by five adoring grandchildren Courtney, Brittany, Olivia, Reece and Dawson. Preceded in death by her parents Reverend Robert Gibson, mother Edna Gibson and granddaughter Angel Rose Cuff.

Suzanne was born in Clearfield, Pennsylvania and grew up in different towns in western Pennsylvania moving as her father accepted new ministerial assignments. After high school she attended Juniata College in Huntington, Pennsylvania, and then enrolled at Columbia University in New York City where she earned a B.S. degree in Nursing. Her nursing career included positions at the University of Wisconsin Diagnostic Center in Madison, WI, psychiatric nursing at St. Paul Ramsey Hospital (now Regions), school nursing in Columbia Heights and geriatric nursing.

Suzanne’s love of children led her to Concordia University in St. Paul where she earned a degree in Early Childhood Education. Upon graduation she then embarked on her second career as an Early Childhood teacher in the Roseville school district and loved every minute of being with and teaching children.

Music and travel were also a big part of Suzanne’s life. She was an accomplished pianist playing everything from Beethoven to Scott Joplin. She loved to go through the Scott Joplin playbook and fill the room with his incredible lively ragtime music.

Suzanne and Jim and their extended family made annual trips to their unit at the Omni Cancun in Mexico. Other trips Suzanne enjoyed were a Russian river cruise, bicycle trips in the Loire River Valley in France and in Germany and Austria along the Danube River. Birding trips in Chile and the Amazon jungle in Brazil were among her favorites.

A private service has been held. Interment at Ft. Snelling National Cemetery. Memorials may be made to the Alzheimer’s Association.

Alice Thompson Shephard, 94 of White Bear Lake, passed away peacefully on May 25, 2021 in Bradenton, Florida one week shy of her 95th birthday.

Alice was born to the late Alpha and Ben Thompson, June 1st, 1926 graduating from Mahtomedi High School, Class of 1944. She married John Shephard from White Bear Lake in 1948 and after several moves throughout the United States, settled back in White Bear in 1990. Alice is survived by four children; Cindy Burroughs (Bradenton, Florida), Debby Carr (Kekaha, Hawaii), Ben Shephard (Troy, Virginia) and Jay Shephard (Cincinnati, Ohio) their spouses along with 11 Grandchildren and 4 GreatGrandchildren. She was preceded in death by her loving husband, John, in 1987.

A true Norwegian, Alice was a master storyteller providing riveting detail of old White Bear Lake & Mahtomedi. She had countless friends and was known by many White Bear area residents through her stories and the White Bear Variety Store, she coowned with her daughter Cindy from 1990 thru 2004.

Never one to sit still, she was always knitting hats for preemies and donating them to the local hospitals, making crazy socks & teddy bears for friends or tending to her fairy garden she created to the delight and pleasure of many in the neighborhood.

Alice was an avid Minnesota Vikings fan proudly wearing her football jersey customized with John’s football number for every game, waving pom poms and always cheering loud enough the neighbors always knew the Viking game was on TV. A private family celebration of life will be held at Fort Snelling on August 3rd, where she will be buried next to her loving husband, John.

Bruce Michael Jerabek Bruce Michael Jerabek, of Turtle Lake, Wisonsin, died on July 5, 2021 at Cumberland Healthcare.

He was born January 17, 1939 in Silver Lake, MN to Edmund and Josephine (Lhotka) Jerabek.

Bruce grew up in Saint Paul, MN. After graduating from Washington High School in 1957, he served in the US Air Force from 19571961. He married the love of his life, Judith McCorkle in Los Angeles, California on September 15,1962. In 1966, Bruce and his family made their home in White Bear Lake for 39 years. He retired from Cummins Diesel after 35 years; Bruce was the Union Steward and took pride in negotiating on behalf of his coworkers.

Bruce coached his children in softball, baseball, basketball and soccer for over two decades, including winning two Minnesota State soccer titles. Bruce and Judee retired to Turtle Lake, Wisconsin in 2005.

In retirement, Bruce enjoyed spending time and traveling with his family, especially their recurring trips to Oak Island, North Carolina. He was thoughtful and cherished small acts of kindness, such as providing the trash hauler a cold beverage on a hot day or giving his grandchildren $2 bills, and instilled that value in his children.

Bruce is survived by his wife, Judith; seven children: Dawn (Paul) Klus, Brian (Peggy) Jerabek, Stephen Jerabek, John (Angela) Jerabek, Todd (Stephanie) Jerabek, Heather Jerabek, and Erin (Patrick) Heelan; 14 grandchildren; Matthew, Daniel, Sarah Jaine, Lydia, Cody, Zackary, Miranda, Brittany, Haley, Jonah, Jamie, Hannah, Varina, and Ellis; three great grandchildren: Ames, Jackson, and Olympia; sister, Judith (Roger) Ringdahl; and many other family and friends. Bruce was preceded in death by his son, Lyle David; great grandson, Quinn Malin Szekeresh; parents, Edmund and Josephine Jerabek; and brother, Father Brian Jerabek.

Wyn John Age 93 of Lake Elmo, Saint Paul and White Bear Lake Wyndham Morgan John — Wyn to his friends, Taid to his grandkids — passed away on June 27, 2021, somewhat unexpectedly after a short illness.

Born in Carmarthen, Wales, Wyn worked for 3M in the UK before being transferred to Minnesota in 1974. A skilled engineer, he was assigned to various 3M divisions, including OH&SP, Magnetic Products and Optical Recording Products, before retiring in 1993.

The John family lived on Lake Jane for many years. In the 70s, issues with flooding on Lakes Jane, Olson and Demontreville, prompted Wyn to enter public service as a long-standing member of the Tri-Lakes Association and the Lake Elmo Planning Commission.

Wyn also served two terms as mayor of Lake Elmo, running unopposed in his second election. He had a deep love for the local area and was strongly opposed to rapid and unchecked expansion. He certainly had his opinions, but Wyn didn’t have anything to gain personally. He was honest, open-minded, logical and, above all, unbiased. Ultimately, the only thing he cared about or voted for were policies he believed would be for the betterment of Lake Elmo and for future generations of its residents.

Wyn served as an officer in the Royal Air Force for three years and was stationed in Egypt during the Suez Crisis in 1956.

Wyn had a lifelong passion for rugby — especially the Welsh national team — and it was at a dance to celebrate Wales winning an international tournament that Wyn met Myrtle, his wife of 67 years.

We light Luminaria to remember those we’ve lost, celebrate cancer survivors, and show everyone affected by cancer that we are the light in the darkness.

One person can make a difference. In May 1985, Dr. Gordon “Gordy” Klatt walked and ran for 24 hours around a track in Tacoma, Washington, raising money to help the American Cancer Society with the nation’s biggest health concern: cancer.

As he circled the track, he though of how he could get others to take part. He envisioned having teams participate in a 24-hour fundraising event. The next year, 19 teams were part of the first Relay at the historical Stadium Bowl and raised $33,000.

Gordy spent a grueling 24 hours circling the track at the University of Puget Sound. Friends, family and patients watched and supported him as he walked and ran more than 83.6 miles and raised $27,000 through pledges to help save lives from cancer.

Gordy passed away August 3, 2014, at the age of 71, from heart failure after battling stomach cancer.

But his legacy lives on. He helped shape an idea that started as one man walking and running a track and helped turn it into a global event raising over $5 billion to help save lives throughout the world.

CAPITOL RECAP: Area legislators share top successes of special session

Sen. Chuck Wiger (DFL) District 43 The state’s $52 billion balanced budget helps Minnesotans recover from the pandemic and strengthens our state going forward.

The budget includes a 15year record increase for education, $250 million for payments to frontline essential workers, several million dollars for small businesses recovering from the pandemic, nearly $600 million to support child care needs, about one billion in tax cuts and more.

My top priority—education—did very well, and should: students are our future.

Accordingly, the largest part of the budget (about $21 billion) invests in students, staff and programs. Among the provisions: • Funding formula increase-2.45 % next year, 2% in 2023 • Teachers of Color, American Indian teacher recruiting, training and retention, $35 million • Voluntary pre-k funding, $46.5 million • Special education and English language learner aid, additional literacy program training, digital/screen time well being and safety, math corps, civics education, suicide prevention training • Safety notice to parents, students and staff if environmental hazard occurs, which I authored, working with the White Bear Area Neighborhood Concerned Citizens Group.

Century College, plus other schools in MN State and the U of M, received additional funds as they navigate recovery.

We also approved: • Over $16 billion to support families and individuals addressing childcare, home and community based services, disability aid, mental health care and

substance abuse treatment • Full funding for the Department of Veterans Affairs and National Guard to continue their important mission. I serve on the Senate committee overseeing these recommendations.

• Increased funding for affordable housing, rental assistance for tenants and landlords, including pandemic relief, and a catalytic converter theft prevention pilot program.

Several strong policy provisions include fixing the definition of mentally incapacitated as it applies to sexual assault cases, eliminating the statute of limitations for certain sexual crimes, and several reforms around policing.

Planning ahead, we meet in mid-September to address recommendations for payments to frontline workers. We may also consider infrastructure requests if an agreement is reached. I’m pleased we finalized approval for Willernie’s new maintenance building. I continue advocating for Birchwood’s crucial need for a wastewater lift station.

Sen. Roger Chamberlain (R) District 38 Back in December, I said my agenda for the year was focused on improving the way we deliver education. By that measure, this year was a success -- but we still have room to improve.

• Education: We approved the largest per-student funding increase in 15 years and invested new resources into student literacy and mental health, and added virtually no new mandates. This is exactly what schools had asked for all year -- money, not mandates. While we were forced to give up the most important, transformational reform on the table -- school choice -- we should not overlook how good this session was for schools.

They have the resources they need to deliver on their promise to students.

• Emergency Powers: We finally succeeded in ending the governor’s emergency powers. At the outset of Covid-19, we gave Gov. Walz wide latitude to use emergency powers to make quick decisions to respond to the unfolding pandemic. But the governor abused those powers long after they were necessary. We convinced him to reopen schools and managed the pandemic effectively. Getting Minnesotans out from the cloud of emergency powers was an important achievement.

• Relief for Main Street businesses and workers: We approved substantial tax relief for small, Main Street businesses and workers who were hammered by Covid-19 business closures. Many were facing big tax bills, but we successfully passed relief that will allow them to keep more money in their pocket and stimulate our economy.

• Reduced health care costs: I am sure most of you remember the catastrophic rollout of MNsure and the double digit annual premium increases that accompanied it. The program that stabilized the market was something called reinsurance. This year we extended that program for another year, so Minnesotans won’t have to deal with soaring health care costs again. We also invested additional resources into mental and behavioral health, and made improvements to our leading telehealth program to improve accessibility for routine health care procedures.

Sen. Jason Isaacson (DFL) District 42 This legislative session, we faced a significant amount of gridlock from across the aisle. It was truly disheartening to see how legislation fell so short of serving Minnesotans in a truly meaningful way.

However, although there is much more that could have been done in terms of meeting the needs of Minnesotans, there are a select number of DFL- led wins that made it into the final budget agreement that are worth highlighting and celebrating.

This session, I introduced SF 1385 to

help strengthen our forests and combat climate change. This bill aims to plant more trees in Minnesota’s forests in an effort to prepare for the looming infestation of Emerald Ash Borers (an invasive species of beetles known to have devastating impacts on our native trees). This bill also tasks the Department of Natural Resources (DNR) with the responsibility of establishing and enacting goals of carbon sequestration (a method of decreasing the amount of carbon dioxide in the atmosphere) in Minnesota’s forests. I am proud of this initiative and what it will do to improve forest health in Minnesota and in carbon sequestration strategies.

Additionally, when the E-12 omnibus bill passed, Senate Republicans gloated about how their bill supported teachers of color, improved equity in our education system, and supported parents and students. In reality, the DFL and I worked tirelessly to make changes to the GOP language that would have otherwise only amplified disparities. For example, we fought tooth and nail to remove language involving the use of vouchers that would have removed $250 million from public schools to be given to private schools that charge tuition. Vouchers also have deeply rooted racist origins as they were first created to fund non-public schools that wanted to evade desegregation laws. Even today, huge racial and class disparities exist in public schools versus schools funded by vouchers.

In addition to these wins, the DFL also saw improvements such as tax relief and funding-investments for working families, clean energy initiatives such as solar projects for schools and university students and loans for state-owned buildings for energy efficiency upgrades, and a continued fight to combat GOP-led voter suppression laws.

recover from the challenges many of us faced over the past year and thrive as we move forward.

One of our top successes was delivering the largest investment in public schools in 15 years. We voted to increase per-pupil funding by 2.45 percent next year and another 2 percent the following year. This funding will help schools retain teachers, keep class sizes from growing, and provide academic and emotional support to students who experienced learning disruptions and other challenges during the pandemic.

We also secured significant investments in child care. The new budget we developed will expand access to affordable child care in our community and communities across the state. It includes bills I authored to create more child care options for children with disabilities, support child care providers, and offer incentives to keep early childhood professionals in the field.

Helping Minnesotans emerge from the pandemic was a priority this session. We secured tax cuts for workers and small businesses impacted by COVID-19, including those who received unemployment insurance benefits and federal Paycheck Protection Program (PPP) loans. We also delivered financial support for Minnesota’s frontline workers, who risked their own health to keep the rest of us safe and healthy.

We took several steps to improve our health care system and expand access to affordable care. One notable accomplishment was providing a pay raise for personal care attendants (PCAs) and additional support for home- and community-based services to help Minnesotans live independently.

Supporting survivors of sexual assault has been a priority of mine for many years, and I’m pleased to report we made meaningful progress in this area. For example, we closed the voluntary intoxication loophole that prevented survivors from getting justice if they consumed alcohol or drugs prior to an assault. This important step and other legal changes we made will help Minnesotans get justice and the support they need to heal.

Rep. Jamie Becker-Finn (DFL) District 42B We came into this session with the only divided legislature in the nation, an ongoing pandemic, and an uncertain economic outlook.

We ended the session with a strong two-year bipartisan budget, over 70% of Minnesota adults with at least one dose of a vaccine, and an economy that is ready to recover. While there are important bills that were left on the table, this session was an overall win for Minnesota.

I had the honor of chairing the Judiciary Finance and Civil Law committee.

We got to work immediately hearing and passing bills designed to modernize and reform our judicial system so it serves everyone justly and fairly. We updated Minnesota’s sexual assault laws to give victims of intimate partner violence better outcomes after hearing suggestions from a survivor-led working group. We created the new office of Missing and Murdered Indigenous Relatives aimed at preventing the shocking and disproportionately high rate of missing and murdered Indigenous people. We also took action to decriminalize poverty by reforming Minnesota’s civil forfeiture law, updated the state DWI law by expanding the use of ignition interlock to keep people safe on the road, and recognize the right to fair representation by increasing funding for public defenders and court interpreters.

As your Representative, I made sure to shepherd legislation that benefits our entire community. I worked to ensure that “No Child Left Inside” was funded at the Minnesota Department of Natural Resources. This amazing program works to get children from every background into our great outdoors so they can learn and experience it firsthand. On a similar note,

I led the effort to fully fund our Outdoor Heritage Fund proposals in the Legacy budget bill, and we were also able to finally pass two years worth of LCCMR proposals. These projects benefit all Minnesotans by protecting our natural resources and investing in our great outdoors for future generations.

Our community has been through a lot over the last year and a half, and while this session wasn’t perfect, I’m proud of what was accomplished. I believe that Minnesota is on the path towards recovery, and I am committed to making sure everyone in our community will have the opportunity to thrive moving forward.

Peter Fischer (DFL) District 43A Legislators came together to make meaningful progress this session.

We developed and passed a new state budget with some historic investments to help Minnesotans recover from the COVID-19 pandemic and thrive for years to come.

Increasing funding for schools was one of our most significant accomplishments.

Under the new state budget, per-pupil funding will increase by 2.45 percent next year and another 2 percent the year after that. Additional funding will provide pre-K opportunities to thousands of children and help schools maintain special education services and programs for English language learners. These investments in public education – the largest our state has made in 15 years – will help all students get the world-class education they deserve.

Another highlight was delivering financial support for workers and small businesses impacted by COVID-19. Thanks to the tax cuts we approved, refunds will be issued to approximately 560,000 Minnesotans who received unemployment insurance benefits or federal Paycheck Protection Program (PPP) loans.

As chair of the House Behavioral Health Policy Division, I led bipartisan efforts to support Minnesotans struggling with mental health issues, addiction, and substance abuse disorder. Due to the growing demand for behavioral health services, many people find it difficult to get the care they need. We took steps to address this problem, reduce disparities, and improve treatment outcomes.

Supporting individuals and families who are at risk of or experiencing homelessness was one of our priorities this session. We provided new aid for county-level efforts to prevent family homelessness and increased funding for emergency shelters and services. We also took steps to expand the supply of affordable housing and delivered rental assistance for tenants and landlords impacted by COVID-19.

While there is more work to be done in these areas and others, I am proud of what we accomplished this session. I hope to continue working with community members and make more progress at the Capitol next year.

Kelly Moller (DFL) District 42A The Legislature worked in a bipartisan fashion to deliver a state budget helping Minnesotans emerge from the COVID-19 pandemic with opportunities to succeed and thrive. We delivered historic new funding in Minnesota classrooms, recognizing the enormous challenges students faced over the past year, not to mention the unique challenges for educators and parents. Our education budget also invested in special education, voluntary pre-K, and efforts to recruit teachers of color and American Indian teachers.

I’m extremely proud our final budget agreement included my legislation to protect survivors of sexual assault. In 2019, lawmakers charged a working group – consisting of survivors, attorneys, advocates, and law enforcement – with rec-

ommending changes to our current laws.

Our Public Safety budget incorporated the overdue reforms from the working group to give prosecutors the tools they need to ensure survivors are able to receive the justice they deserve.

Our bipartisan Health and Human Services budget included bold investments to improve local public health, reduce health disparities and expand access to affordable health care. The budget also improves the quality of life for people with disabilities, delivering overdue wage increases for Personal Care Attendants to help recruit and retain dedicated workers in these critical roles. I’m also excited the budget included two provisions I chief authored. The first invests in customized living quality improvement grants to help home and community-based service providers innovate and provide more efficient, higher quality services. The other bill – developed in partnership with people with disabilities and advocates – creates a person-centered approach to providing services to people with disabilities.

It was also vitally important to help workers, families, and small businesses recover COVID-19’s economic impacts.

We put together a $70 million package of investments targeted to the smallest of the small businesses, plus technical assistance to new businesses, support for tech startups, and loans for entrepreneurs.

We also addressed the growing lack of affordable child care with a historic investment to increase the number of child care providers across the state.

Rep. Donald Raleigh (R) District 38A The 2021 session was unique in so many ways.

Meetings that would normally be conducted in person were instead offered via zoom.

This led to a series of challenges that confined the ability for

the free flow of ideas and conversation.

Despite these challenges there were many successes that came out of the 2021 regular and special sessions.

The first success, and perhaps the most important, was the passing of the budget bills that kept the state of Minnesota from being shut down. The brinkmanship that was displayed was on par with the most contentious that I have ever seen and a situation that should not be repeated in the future.

Another major success was one of the largest increases in K-12 education funding in many years. Along with this increase in funding was a $70,122,000 cross-subsidy reduction in Special Education. This means there will be more money kept in the special education account and not “borrowed” to pay for other priorities.

Special Education is something I am asked about repeatedly from constituents and I am proud to share that it was included in the bill that I voted for.

Personally, a top success in this session was an amendment I offered in the Public Safety bill. My amendment creates a misdemeanor crime to disseminate a law enforcement official or family member’s personal information if doing so poses an imminent and serious threat to the officer or family’s safety. I pledged to our community that I would back our police and this new law does just that.

For our business community we passed a 100% exclusion on forgiven PPP loans and a $10,200 subtraction of unemployment benefits for tax year 2020. For our businesses this will provide the type of relief that will directly impact their bottom line and help ease the burden that was the COVID-19 emergency.

Legislation is about compromise. There are parts of the bills that I did not agree with, and others that I fully supported.

Writing contest winners share thoughts on “Bears together” The White Bear Lake Area Schools teamed up with the 2021 Manitou Days festival to sponsor a writing contest for students in grades K-8. The theme- “Bears Together” inspired writers to capture the ways the community has worked together over the last year.

Blind and Deaf educator Helen Keller once said, “Alone we can do so little, together we can do so much.”

The reason why I chose a Helen Keller quote is because it is true we can do so much when we work together as not just a community but as a family.

“Bears Together” to me this means our community as one big family; I believe that if we work together as a family we will overcome this pandemic. So if you are a part of our White Bear Lake Community we must work together and make not only a difference in our community but in the world.

I know it has been a struggle to keep up with the pandemic. Ever since Covid started it has been a struggle trying to keep everyone safe. It all started when the sickness was small and little and was not such a big deal in our state.

Then as the Virus kept spreading it reached our state and then we had to start wearing masks everywhere we went. We had to make changes and sacrifices so then we can make changes in our community and schools so that we can become more comfortable with the Virus. Some examples of the changes and sacrifices we had to make was: sports were shut down for 2-4 weeks; schools had to go from 6 classes

to only 3 classes a day; we had to go distance learning for about a year and we also went back and forth by going to school every other day then being all distance.

Now, picture you are at an art show and you see this beautiful painting and it has so many colors. So now when the person made the painting, no matter how hard the person mixed the colors together it would always be an amazing color not a gross grey. This is exactly how I see us as a community. You see as we mixed as a community it makes a great family like us, it makes everyone feel comfortable in a community and safe even when the pandemic is still happening. My job in my community is to help people feel safe and to know they have a meaning in this community.

Some things we can do together to make this environment a better and safe place is to pick up garbage outside, wear masks, stay home if you feel sick, ect. There are so many things you can do to make every person feel welcome.

In conclusion I am stating that even if you are a part of this community we need you to help us so we can work together to make a difference in this community. I believe if we can be one person together we can do so much. If you remember what I am stating you can not only make a difference in this community, you can make a difference in the world. So next time ask yourself “Am I doing what is best for my community and environment?”

Baseball restarts for Mahtomedi Legion team

The Mahtomedi Legion baseball team, with three regulars from the lineup of the Class AAA state championship team, has started its summer campaign with a 1-5 record.

“We don’t have the big arms like we did on the high school team,” said John Arlandson, the Legion coach. “A lot of our (high school) starters are playing club ball. But other kids are getting a chance to play.”

Catcher Kyle Oswald is the lone Zephyr all-conference player suiting up for the Legion team. The other seniors are infielder/pitcher Wyatt

Miller, pitcher Joe Boyle and outfielder Sam Ruzynski. The only other player who saw action this spring is Billy Arlandson, junior shortstop.

Top hitters so far are Oswald, Miller, and outfielder Perry Johnson.

Handling the pitching are Miller, Boyle, Arlandson, Dom McCollough, Sam Ross and John Diffley.

Zephyr all-conference junior outfielders Ethan Loss and Jordan Hull are playing with club teams. There’s a much longer season, more coaching, out-of-state tournaments and good college exposure on club teams. Other Zephyrs have also joined them.

“Kids are allowed by state rules to double-roster if they want to play for

both Legion and club teams,” said Arlandson, “but we decided not to go that route. We tell them to pick which team they want to play for.”

The two dominant left-handed pitchers who led the Zephyrs to the state championship are not available.

Tony Neubeck signed with the University of Missouri and, like many college players, has already enrolled to take summer classes and get acquainted with the baseball program.

Luke Loughlin encountered back problems during the high school season, Arlandson said. “We have shut him down for the summer, for pitching anyway,” the coach said. “He is on the roster and could play outfield but hasn’t

been in a game yet.”

Meanwhile, Johnny DeVore, winning pitcher in the state finals after missing most of the season with arm trouble, will play college football and is done with baseball.

The team has just a 13-game regular season, mainly due to having no weekend tournaments. It’s normally around 20 games.

“We decided we’d have no weekends and just play during the week,” Arlandson said.

However, after the 2020 Legion season was canceled entirely due to the pandemic, there will be district and state tournaments again, and Mahtomedi will enter them.

VINTAGE BASEBALL BRIEF

Vintage Base Ball reigns in Stillwater this weekend Five Vintage Base Ball Clubs from Minnesota and Wisconsin will gather in Stillwater Saturday, July 17, at the Old Athletic Field, located at the corner of Orleans Street and Sixth Avenue.

The clubs will exhibit the game as it was meant to be played. Clubs from Fillmore, Afton, La Crescent, and Rum River, Minnesota, as well as a club from Menomonie, Wisconsin, will cross bats to show the way base ball was played in 1860.

The St. Croix Base Ball Club, an educational outreach program of the Washington County Historical Society, is in its 23rd season. The St. Croix’s are the reigning vintage base ball champions of Minnesota and have been since 2002.

Loon Chronicles VII: NOTABLE GROWTH We are pleased to report that the chick survived the Fourth of July weekend and continues to thrive. Over the last two weeks, the chick appears to have nearly doubled in size once again. Every morning the chick is left to fend for itself while the parents spend time socializing with the growing group of rafting bachelors. While alone, the chick dives and fishes at a frenetic pace. When the parents make their way back to their chick, they are hard-pressed to keep up with it. We have not seen as many fish deliveriesanother sign of the chick’s increasing independence.

Molting is well underway and soon all of the chick’s fluffy brown baby feathers will be replaced with brown and cream-colored contour feathers.

Our trip to Big Mantrap Lake was fascinating. Barry, the Loon expert, took us on a seven mile tour and checked out each of the 22 nesting sites. Earlier in the summer, the egg count was in the 30’s. Unfortunately, some of the eggs

never hatched or were destroyed, and several chicks did not make it after a few days. We counted 14 chicks, ranging in age from a few days to several weeks, with one more hatch underway. The female Loon doing the Penguin dance in the montage has a sad story. She has been sitting on the nest for more than 40 days, well beyond 28 day incubation period, and remains very protective. We saw her suddenly launch into the Penguin dance when a group of Loons swam by her nest. They quickly took off, but she circled around dancing on her feet, rowing her wings, and calling for several minutes before returning to her nest. We hope she can find some peace. Barry told us that it is becoming less common for pairs of chicks to survive, which certainly was the case on his lake this summer. Barry and his group of “Looners” started the Big Mantrap Lake Loon Nesting Program in 1990 and through their efforts have averaged 24 nesting pairs. Amazing story!

“This type of base ball allows people from age 7 to 70 to play and have a great deal of fun,” said Brent Peterson, WCHS executive director. “It is a great way for one generation to connect to another using the game of base ball as the link through their history.”

One school district question on fall ballot In addition to voting for a school board candidate this fall, Mahtomedi voters will also have the opportunity to vote on whether to renew the Capital Projects Levy for Technology for another 10 years.

Jeff Priess, director of finance and operations for the district, said the administration recommended that the board place only one question on the Nov. 2 ballot. "We're not looking to add an increase (in taxes)," he said at the July 8 meeting.

The board voted unanimously to pose the following question on the Nov. 2 ballot: "Shall the capital project levy authorization proposed by the board of Independent School District No. 832 be approved?"

Revenues raised from the proposed capital levy authorization will be used to provide funds for district technology, including the acquisition, installation, replacement, support and maintenance of software, software licenses, computers, improved technology equipment, technology systems related to security and operation, and to pay the costs of technology-related personnel and training.

The technology levy will provide support in four

areas.

In the classroom, levy dollars will allow for the replacement of classroom SMART boards with updated devices for students and staff, based on teaching and grade-level learning needs.

For infrastructure and data security, the levy will allow the district to remain reliable and up to date through a consistent replacement cycle, be able to react and upgrade when needs change and annually and proactively audit technology and data systems.

In the area of instruction, the district will create a system to provide real-time support for innovative instruction.

For teachers and staff, the levy will ensure proactive maintenance, data and online security, ongoing professional development, cross-training, and an emphasis on coordinated, ongoing training for staff.

Renewal of the tech levy will not result in an increase in the amount taxpayers are already paying for technology.

The proposed capital project levy authorization will raise approximately $742,512 for taxes payable

in 2022, the first year it is scheduled to be levied.

The estimated total cost of the projects to be funded over that ten-year period is around $7.4 million.

"This is how we funded our technology for 2020," said Board Vice-Chair Stacy Stout. "It's important that we renew it moving forward." In 2020, the district provided devices and wireless technology for all its students during COVID-19 distancelearning.

"It's fiscally responsible to not have a tax increase," said Director Kelly Reagan. "We can be innovative without a tax increase. I'm excited to see what we can do with this."

"It's not always money that makes us innovative," said Board Chair Lucy Payne via Zoom.

"Mahtomedi has great teachers and administrators.

We can be leaders in the metro area and cutting edge with renewal. But that doesn’t mean we won’t be innovative without renewal."

Absentee voting starts on Sept. 17.

The board next meets at 7 p.m. Thursday, Aug. 26 at the District Center, 1520 Mahtomedi Avenue.

MAHTOMEDI CITY COUNCIL NOTES The public will now be able to attend public hearings, school board meetings and City Council meetings in person and without masks, after the Mahtomedi City Council at its July 6 meeting passed a resolution approving the termination of the existing local emergency declaration. Council led the way on July 6 by holding its first in-person council meeting since March 2020. Following the statewide declaration at that time, Mayor Judson Marshall declared that a local emergency existed due to the pandemic.

After the state declaration of peacetime

emergency ended, it was recommended that council formally rescind the local emergency declaration in Mahtomedi.

Neighbors opposed to a construction project proposed by the property owner of 1 Williams Wood Road saw council vote unanimously July 6 to reconsider a resolution it passed at the June 15 council meeting. The June 15 action overturned an administrative decision to issue a building permit; council subsequently amended that original motion. Property owner John Garske proposed to build a 1,200-square-foot, 16-foot high metal-sided accessory

structure that opponents said would violate the ordinance provisions that require consistency between a new structure and its surroundings. At the June 15 meeting, council agreed with the subjective definition of what constitutes compatibility with surrounding structures. On July 6, council clarified its earlier decision and opened the door for Garske to submit a revised proposal and to let city staff determine whether the new application fits within the parameters of the city ordinance.
