White Bear Lake is slated to host Hockey Day Minnesota in 2022 or 2023 following an initiative taken by a local group headed by Corey Roberts.

It will be a prestigious achievement to join the list of hockey-prominent communities that have hosted the event since 2007.

“They don’t just hand this out,” Roberts said. “There has to be a lot of interest from the community, and there has to be lots of hockey history and tradition there.”

a joint effort of Fox Sports North and the Minnesota Wild on one end, and the local community and a group representing it on the other end.

“They (FSN and the Wild) internally have told us we will follow Mankato,” said Roberts.

Mankato is slated to host the 2021 HDM with White Bear Lake on tap for 2022.

If the event is not held next season due to the pandemic, it will be Mankato in 2022 and White Bear Lake in 2023. The official announcements will come in a few months, Roberts said.

Supreme Court reverses appeals decision in lake level lawsuit

ST. PAUL — The state’s highest court affirmed a portion of the Court of Appeals decision regarding the lake level lawsuit and reversed a portion. Then they sent it back to the three-judge appeals panel.

In a decision issued July 15, the Minnesota Supreme Court said plaintiffs

Golf pro had soft spot for vets Sam Emerson spent most of his life on a golf course. He grew up caddying at Hillcrest Country Club near his home on St. Paul’s east side and continued his passion for the game as a golf pro and teacher throughout his life.

“He always said how lucky he was to have the best office in the world,” said Sam’s wife, Jo Emerson, mayor of White Bear Lake. The two celebrated 28 years of marriage before Sam succumbed July 5 to complications from Parkinson’s disease.

He was 82.

Sam never served in the military but he had a sister who was a career Air Force officer, a fatherin-law who was career Army and a stepson who served in the Army. “He loved veterans,” Jo said, which led Sam to found a nonprofit organization called Eagles Turf in 2012. The program teaches golf to disabled veterans and those suffering from PTSD, including his stepson.

Sam was visiting him at a VA medical center when he noticed something that bothered him.

The patients weren’t doing anything. There were no activities. So the White Bear Lake resident decided to introduce them to an activity he knew best: golf.

Friend Pat McFarlane, who served on the board of Eagle’s Turf, said Sam’s niche was working with the disabled. He taught them to swing and putt and provided camaraderie and confidence.

“It was a huge deal for him,” McFarlane said. The organization is now under United Heroes League in Hastings and going strong.

Sam’s affinity for teaching the game he loved earned him the Minnesota PGA’s Section Teacher of the Year Award in 2014. He was also honored with the Section PGA Horton Smith Award in 2003.

A favorite story from McFarlane is how Sam wanted to donate his hat collection to Eagle’s Turf. “He had a lot of memorabilia from all these golf courses. One was a visor with a famous signature from one of the U.S. Opens. I said, ‘Sam, do you want to donate this one signed by Arnold Palmer?’ He said, ‘Maybe we better keep that one.’”

Sam was a life member of the PGA. He played in multiple U.S. Open and Senior Open tournaments.

He also loved trout fishing and hunting, a good single malt scotch, music of all kinds, dancing and time spent with family and friends, noted his obituary.

for their wonderful care of Sam. He moved to the facility a couple years ago after never quite recovering from a surgery.

He was unsteady on his feet from Parkinson’s and suffered dementia, also related to the disease.

Jo was unable to visit Sam at the care center due to COVID-19, but they talked every day and used Zoom and FaceTime. Towards the end, his caregivers brought his bed down to an area divided by glass.

“The staff was amazing,” she said. “We all had to wear masks, which didn’t help him recognize us, but we could at least see each other. It was hard.

He hated not being able to walk or teach golf.”

The mayor also noted that the care center has not had one case of COVID-19.

Sam is preceded in death by his parents, a sister and son Samuel Jr. He is survived by Jo; three children, Dawn (Larry) Giese, Jeff and Barry (Julie) Emerson; and by his “bonus” children, Barbara (Chris) Sabal; Dave (Julie) Karle; Pamela (Thomas) Frame and Douglas (Shana) Karle; as well as 19 grandchildren and eight great-grandchildren.

A celebration of life will be held when it is safe to gather. Jo said Sam had a lot of friends, including his Johnson High School classmates, and a celebration is warranted.

They had a lot of good times and good memories, his wife said. “Sam was a lot of fun. We had a good ride. That’s what Sam would have said.”

Repercussions

W

hen I find myself feeling perplexed, mystified and even angered by the behavior of people who are doing things that are beyond my control, I go back to an incident on one of the busiest thoroughfares in Minneapolis that I thought was going to end tragically. We were sitting at a table outside Bob’s Java Hut, a popular destination for motorcyclists from around the metro area, having coffee on a busy Saturday morning when a young woman arrived on the scene with her unleashed dog. It didn’t take long before the high level of activity outside the coffee shop, combined with the traffic on Lyndale Avenue started to agitate and confuse the animal, who appeared to be relatively young and still in the process of being trained. While his owner was busy socializing, he escaped her attention and suddenly darted out into the busy street.

The commotion got h attention i off the dog’s owner, who panicked the and started to call for him while he stood visibly confused on the other side of the street as cars continued to whiz past.

Quickly and without fanfare, a guy sitting next to us with his girlfriend got up, waited for a momentary break in the traffic and then swiftly crossed the street and nabbed the dog by the collar. He waited for another break in the traffic and then calmly led the dog back across the street and without judgment returned him to his owner, who thanked him. When he sat back down I complimented him on his quick and decisive action while also marveling at his restraint for not unleashing with an angry lecture, which I personally thought the dog’s owner deserved. He simply replied that with certain people you know it’s probably not going to matter what you say, so it just isn’t worth it.

I can only hope that his good deed and restraint had a positive impact on the future behavior of the dog’s owner, but who knows? His actions certainly made a lasting impression on me.

I don’t believe the young woman was acting with any malicious intent when she decided to disobey a citywide ordinance and walk her dog along a busy street without a leash. However, given all of the variables in play at a busy intersection, she did create a potentially dangerous situation that could have resulted in negative repercussions for her dog and many people beyond herself.

I realize that there were conflicting messages and contrary information concerning masks in the beginning stages of the COVID-19 crisis in the United States, but I still think it’s profoundly disappointing that the simple act of wearing a face covering to help control the spread of a potentially deadly virus became politicized.

In countries around the world that have had to deal with previous infectious disease outbreaks (like SARS) wearing a mask in public is considered a sign of respect and altruism, not weakness. A recent article in The Atlantic titled “Refusing to wear a mask is an empty act of defiance,” offered the perspective that masks were not empty symbols but tools of public health. The article also provided survey results showing the proudly maskless to be societal outliers and that a majority of Americans participating in the survey agreed that wearing a face mask when in public and near other people was a sign of respectfulness. I personally view the act of wearing a mask as a minor inconvenience when you consider the alternative.

In an effort to slow the spread of COVID-19, White Bear Lake Mayor Jo Emerson has issued an emergency proclamation requiring face coverings in indoor areas accessible to the public effective 12:01 a.m. on Friday, July 17. I respect her decision.

Congress considers legislation that would support local news organizations

n the past five months, Congress has responded to the coronavirus public health crisis with several emergency relief measures, including the stimulus checks sent to individuals and households, payroll protections to small businesses, expanded unemployment payments, fee waivers for borrowing against 401(K) plans and more.

The Local Journalism Sustainability Act, introduced on July 16, is a bipartisan bill cosponsored by U.S. Representatives Ann Kirkpatrick, a Democrat from Arizona, and Dan Newhouse, a Republican from Washington state.

In brief, the legislation provides for tax credits for subscribing to a local newspaper, payroll credit for paying journalists who provide local news, and credit for advertising in local newspapers and local media.

This act responds to the insidious way the pandemic has deeply damaged American communities in a malevolent cycle. It forced the shuttering of many local businesses

that stopped advertising in their local paper. Newspapers, which have seen their revenues plummet, responded by laying off the people who bring the news or dropping the days they publish. That threatens the access to vital news by people in the community who themselves may be out of a job temporarily or permanently and can no longer afford newspaper subscriptions.

Here’s how the Local Journalism Sustainability Act would help everyone: Credit for advertising in local newspapers and local media.

Businesses with fewer than 1,000 employees would be eligible for a five-year non-refundable tax credit to spend on advertising in local newspapers or local radio or television stations. The credit, up to $5,000 in the fi rst year and $2,500 in each of the next four years, would cover 80% of advertising costs in the first year and 50% annually thereafter. This provision helps local businesses as well as local media companies.

Credit for local newspaper subscriptions. The act provides for a non-refundable tax credit of up to $250 per year to help cover the costs of subscriptions to local newspapers, in print or digital form, that primarily produce content related to news and current events. The credit would cover 80% of subscription costs in the first year, and 50% thereafter and helps consumers while incentivizing support of local news organizations.

Payroll credit for journalists.

This five-year refundable tax credit could be used by local newspapers

on compensation of its journalists up to $50,000 a year. This provision will go a long way toward ensuring that communities keep their local news coverage.

This simple yet comprehensive legislation helps the three keys to trustworthy, fair and accurate local journalism: citizens, business owners and journalists. This is not a bailout or handout to any of these elements of a thriving community — but an urgently needed assist with a strictly limited timeframe responding to an unprecedented public health and economic crisis.

LETTERS TO THE EDITOR Human Rights Commission needed “Equality” is a word that conjures up strong emotions in people. It is a value we aspire to but it is hard to achieve and even harder to maintain.

Creating a Human Rights Commission in Vadnais Heights will provide a transparent forum to confront a problem that is pervasive and often unseen in society.

A Human Rights Commission will be a focal point for citizens who want a meaningful dialogue about race and structural racism.

A Human Rights Commission will shine a light in the dark places where inequality is not questioned.

A Human Rights Commission will ensure equal opportunity in employment, housing, public services and education.

A task force isn’t enough. A conversation isn’t enough. A public poll isn’t enough.

The time is now for Vadnais Heights to stand on the side of justice and formally approve a Human Rights Commission.

Look into trail plans White Bear Township’s trail plan has great promise! But I suggest one imminent township trail-building project sorely needs three things: Dose of common sense. Closer look at conserving taxpayer dollars. Simple-minded respect for nature’s bounties.

This new trail project: Approximately 1,100 feet starting from Deer Meadow Park’s “walking path” and dead-ending at “the Stable property” (development uncertain, a tangled-web saga, though bids are now invited).

Project specs: “10-foot wide bituminous trail.”

“Trim trees as necessary, approx 25%.” Numerous smaller trees/shrubs must be removed entirely.

Engineer says: Also 1-foot gravel shoulder each side; 2 turns more than 90 degrees “challenging.”

This asphalt “trail” would be on an existing grassy berm bordered by lovely trees and shrubs.

Berm more than 10 feet wide in spots. But also narrower than 10 feet in spots, where additional fi ll and earth moving would be needed. Part of an overall “trail plan” (2040 Comprehensive Plan, no mention of asphalt for this section) which envisions connecting parks to … streets to … woodchip trail across wetlands to … narrow path awkwardly squeezed between homes to … sidewalks to …etc. When all gaps are completed, a “chain of trail segments” that nearby residents can enjoy (mostly hiking, surely), at least selectively.

But, I suggest this short trail section could be better built with all-natural materials (crushed fi nes, chips, etc.). Maybe 3 to 5 feet wide, which some trail organizations deem adequate for lightly used walking paths. Let it wind through beautifully natural, wildlife-rich surroundings, so no trees need be trimmed or removed. Spend fewer taxpayer dollars. Cause far less damage to terrain and to nearby natural areas where construction equipment must travel.

That’s a quick preview of the impending catastrophe — unnecessary “road-building style” construction; disruption of a beautifully natural area; greater public cost than necessary — a “new 12-foot-wide ‘trail’ (10-foot asphalt) to nowhere”?

Can we get a conversation started before it’s too late? I’m sending this to Township Planner Tom Riedesel, one of the best public servants around.

Ensure students safety with back to school plan Sen. Roger Chamberlain wrote in the July 15 issue of the White Bear Press that schools must reopen in the fall. I couldn’t agree more. But I was disappointed (and not surprised) that in his lengthy article, he offered exactly zero recommendations on how to do that in a safe, thoughtful and practical manner.

He argues that schools need to reopen because 64% of parents want their kids back in school. I was saddened by how low that number is. What that statistic tells me is that an astounding 1 in 3 parents don’t feel comfortable having their kids attend in-person school in the fall. This is alarming and clearly shows a need to have an organized and detailed plan in place instead of our politicians lazily saying “Unlock the doors the day after Labor Day and send the kids in.”

He also notes that the American Academy of Pediatrics (AAP) is adamantly in favor of schools re-opening because of the adverse affects kids can

suffer by not being in school. Mr. Chamberlain fails to mention that AAP walked back its blanket statement about how all schools need to reopen.

AAP then went on to point out that, “We should leave it to health experts to tell us when the time is best to open up school buildings, and listen to educators and administrators to shape how we do it.” Mr. Chamberlain wants our schools open but isn’t worried about HOW it can happen safely.

My wife and I expressed in a survey from White Bear Schools that we want our children to be in school five days a week. But we also believe that a thoughtful, proactive and concrete plan is necessary to ensure the safety of students, teachers and other stakeholders. Sadly, like our current president, Mr. Chamberlain takes the lazy route and says open up the schools but offers no ideas on how. He seems to not have the energy or desire to fi nd solutions and work with others to ensure a safe and productive transition back to school. Our students and community deserve better.

Think for yourself I’m tired of all the letters written by obviously Democratic-leaning persons (union or education people tend to lean Democratic most of the time)!

Recently someone criticized Sen. Roger Chamberlain about a comment he made that they totally disagreed with. I believe it involved a “racial” issue. If you disagree with something, fine — everyone I know says or does something I disagree with. However, there’s usually many more things they say or do right.

Whether you are a Republican or a Democrat, look at all of their positions. I have friends who switched parties both ways because of the party’s stand on some issue, but simply taking a position one way or another over one or even several things is super ridiculous. If you’re a Republican or a Democrat, consider more than the “kool aid” promoted by the party platforms, and/or simply what your professional organizations tell you. Use your own judgment, not what’s being given/pushed on to you. Thank you.

Don’t roll dice on student health and safety Should I be angry? Should I be disappointed?

Right now I am both.

Sen. Chamberlain’s column in the July 15 issue of the White Bear Press is, to me, horribly misguided. No one wants to keep students from their schooling. What is missing in the senator’s message is that schools must open safely.

Children under the age of 18 are getting the virus, according to the CDC. People can become infected and spread the disease to family members before they even know they are ill. The effects of the virus can be long-lasting. We are just beginning to understand the many issues involved with COVID-19.

Assume that schools do reopen in September.

Bus schedules will have to change to accommodate social distancing. We will need additional custodial help and sanitizing equipment for every inch of every building. Students will not be able to eat in the cafeteria because that would mean sitting close to classmates who might be ill. Classrooms will have to be reconfigured to keep students an appropriate distance from each other. What accommodations will be made for students or school staff who have preexisting health concerns or who live with someone who does?

What happens if the chemicals used to sanitize the schools make some students ill? How often will school rooms have to be cleaned? Computers, books and other classroom materials probably will be contaminated by the virus. How will they be cleaned on a regular basis? If school staff become ill with the virus, will the district be able to fi nd enough substitutes to keep the schools going?

Parents and grandparents have stepped up heroically during this period of distance learning, and it has been a strain on everyone. But now is not the time to look for a quick fi x. I don’t want to roll the dice on the health and well-being of students or anyone who works in our schools. Do you?

Lake Links statistics, thumb on the scale?

After reading the article on the Lake Links statistics; I couldn’t help but wonder if Ingrid

Schneider was putting her thumb on the scale.

After all, we’ve all experienced statistics that manipulate opinion without necessarily giving the whole picture.

First, the test period was taken during a pandemic. Most of us have observed an uptick in people walking and biking, so the figures will not always be the same. Are the trips figured as round trips, or all single one-way? That could skew the numbers of people using the walkways by half. Are many of these people counted as all different people, or was the fact that many people do a morning and evening walk or ride accounted for? This again cuts the numbers to another plausible scenario.

Do we know what the costs are for these walkways? Will homeowners at some point be asked to pay for the upkeep via assessment? The township does not receive gas tax money, so will future road work and maintenance be the sole expense of the homeowners/taxpayers being affected? Are the neighbors being asked to bear the brunt of the inconvenience of accessing their homes, people who already bear a larger burden of property taxes?

Are their wishes being tallied in some measurable way? The people a block off the proposed one-ways: Are they going to be happy with the uptick in traffic through their neighborhoods?

The weather plays a big part in the usage of the walkways. In the winter, it’s substantially less, most especially if there is a north wind cutting across the walkways.

Maybe the less intrusive solution is the cheapest one. Drop the speed limits. Neighbors have done a great job with sharing the road.

Stronger together “The greatness of a community is most accurately measured by the compassionate actions of its members.” The words of Coretta Scott King have never rung more true than these past few months. As we navigate a global pandemic, civil unrest and extreme partisanship, the community has rallied around Solid Ground. Volunteers and supporters have donated food, cleaning supplies and other basic needs; made face masks for our staff and residents, big and small; and reached out to check on our program participants to make sure they’re okay.

Many individuals, businesses and foundations have increased their giving to Solid Ground, which has allowed us to increase the number of families we can serve and the help we can provide. The Greater White Bear Lake Community Foundation and St. Croix Valley Foundation both provided emergency grants to help us support extra rental assistance along with staffing and cleaning costs related to the pandemic. A grant from the Patrick & Aimee Butler Family Foundation is helping us purchase low-cost computers and internet access for Solid Ground residents who don’t have technology of their own. This will allow us to convert our traditionally in-person classes in dialectical behavior therapy, tenant training, budgeting and parenting to online classes to help keep residents moving forward in their goals. Redeemer Lutheran Church has reached out to provide both fi nancial and emotional support for our residents.

These are but a few examples of the partnerships Solid Ground is fortunate to have and for which we are extremely grateful. Our work to prevent and end homelessness for families with children has never been more critical. We recognize that we cannot do this work alone, and we thank each and every person and organization who has been a part of this work with us. If the greatness of a community is measured by the compassionate actions of its members, then our community is truly great indeed.

Culture reboot In response to the July 15 “In Defense of Sen. Chamberlain” letter and the absurd claim that the woman used to depict Aunt Jemima died happy and wealthy, that claim (appearing on social media) has been fully debunked.

The Aunt Jemima character originated in an 1850’s minstrel show, played by a white male made up in “blackface.” Blackface characters were whites who painted their faces black to entertain white audiences by making fun of blacks by using racial stereotypes.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A resident in the 3700 block of Pineview Drive reported $1,000 in fishing rods and tackle stolen from a boat parked at the side of his house overnight July 6-7. The fishing rod lock box may have been left unlocked.

• A resident in the 600 block of Berwood Avenue W. reported the back license plate of his vehicle stolen July 7 while it was parked in the driveway.

• A resident in the 4600 block of Weston Woods Way on July 7 reported his vehicle windows smashed, but nothing taken.

• A St. Paul man, 24, was arrested July 8 in the 1000 block of Kristen Court for DWI after Ramsey County Sheriff's Office deputies found him asleep in the driver's seat of a vehicle blocking traffic. The subject failed the portable breath test and was trans-

ported to Region's Hospital for a blood draw. He was also booked in at the Law Enforcement Center.

• A resident in the 4300 block of Bramblewood Avenue reported a bicycle stolen from his front yard sometime overnight July 9-10.

• A resident in the 4300 block of Heritage Drive on July 10 reported being defrauded out of $18,500 after receiving a phone call claiming to be her son in jail and needing cash to be sent via FedEx for bail and fees. Bank employees advised the victim of the likely scam and to contact law enforcement. The case is under investigation.

• Employees of the Kwik Trip in the 3200 block of Highway 61 on July 10 reported five cartons of cigarettes stolen around midnight July 7 from behind the counter while the store clerk was led away from the register by an accomplice. The delay in reporting came after staff had viewed video surveillance showing the theft.

• A Brooklyn Center man reported his motorcycle stolen at 10:28 p.m. July 11 from the 3200 block of

Highway 61, where it was parked at 11:30 p.m. the previous night following a breakdown. After the complainant's friend gave him a ride away from the scene, they returned to the site the following night only to fi nd the bike gone. The theft has been entered into the National Crime Information Center (NCIC).

White Bear Township • A resident in the 5300 block of Reed Place on July 5 reported miscellaneous items stolen from an unlocked vehicle parked in the driveway after it had been rummaged through. The house floodlights had been turned away from the vehicle.

• A resident in the 5500 block of Jenni Lane on July 7 reported her mailbox blown up by fi reworks. A juvenile suspect has been identified, and the case has been sent to investigators for petitioning.

• A child's bicycle was reported stolen July 9 while its rider was playing in a park in the 1700 block of Highway 96. The theft has been entered into the NCIC.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • A resident on Peninsula Road reported being defrauded July 1 while money was exchanged.

• A resident on Dellwood Avenue on July 2 reported theft from a motor vehicle.

Grant • A resident in the 8000 block of Jamaca Avenue N. on June 30 reported a phishing phone call claiming to be for Social Security matters.

The complainant ignored the call.

• A resident in the 8000 block of Jody Avenue N. on July 1 reported a Publisher’s Clearing House scam attempt.

• A resident in the 9000 block of 60th Street N. on July 2 reported a motor vehicle stolen.

• An unidentified motorist was arrested at 9:17 p.m. July 3 in the 6700 block of Manning Avenue N. for DWI and driving after revocation.

• A DWI rollover accident with injuries was reported at 5:23 p.m.

July 4 in the 9000 block of Manning Avenue N. The driver, who admitted he was impaired, was transported by ambulance to Lakeview Hospital in lieu of being transported straight to jail. Washington County Sheriff’s Office deputies obtained a search warrant for a blood draw, a sample of which they took before the subject left for the hospital.

• A woman driving a VW was cited July 4 in the 9000 block of southbound Manning Avenue N. for speeding 68 mph in a 55 mph zone by northbound deputies who clocked her on radar. The driver said she didn’t realize she was going so fast and introduced deputies to her lone passenger, her small dog named Brady.

• A disgruntled male was reported at 8:14 p.m. July 4 at the Cedar Ridge

facility in the 11000 block of Julianne Avenue N. for threatening office workers and escalating a verbal confrontation. Employees calmed everyone down before removing the instigating male from the scene.

Mahtomedi • A resident on Warner Way on June 29 reported identity theft.

• The Holiday gas station on Stillwater Road reported two gas drive-off incidents on July 1. In the fi rst incident, deputies assisted employees to contact the party, who agreed to come pay for the gas. In the second incident, however, the surveillance video showed no facial images because the subject was wearing a mask. On the other hand, the license plate was not wearing a mask and came up as stolen.

• A bicycle was reported stolen July 1 from Wildwood Road.

• Mail was reported stolen July 1 from the 1000 block of Lincolntown Avenue.

Pine Springs • A Minnesota driver was cited at 12:40 p.m. July 1 on eastbound Highway 36 at the Hilton Trail ramp for speeding 66 mph in a 55 mph zone by deputies on stationary patrol, who clocked him on radar at 318 feet. Fourteen other motorists were pulled over that same day at the same location, where the speed limit drops abruptly from 65 mph to 55 mph.

• A resident in the 3000 block of Oakdale Drive on July 1 reported two checks taken from his mailbox. The complainant was able to cancel the checks before they were cashed. No fi nancial loss was suffered.

• A Minnesota motorist was cited July 4 on Highway 36 for speeding 69 mph in a 55 mph zone by deputies on stationary patrol, who clocked her on radar.

Willernie • A resident on Warner Avenue S. on July 1 reported her vehicle tampered with overnight June 30-June 1. Nothing was taken, and no damage was caused.

who worked as a live-in household slave in white homes, taking care of white children, cooking meals, cleaning house, etc., usually for no pay and no days off. The stereotype was that the “mammy” was ecstatically happy to have the opportunity to live with the whites and do all the work. Nancy Green died in 1923 and was buried with a very modest headstone in a black cemetery in a poor part of town. Nobody has found documentation of how much she was paid for her portrayal of Aunt Jemima, but there is documentation to show that in 1910 she was still working as a household cook.

If she was making a fortune selling syrup, it is unlikely she would have needed to work in a household at the same time. Nobody has proof of claims she was wealthy.

More recently, a newer “Aunt Jemima,” Anna Harrington, sued the syrup company, Quaker Oats, on behalf of herself and Nancy Green. She claimed that they both were exploited and were not allowed to share in the profits.

The letter writer, and a minority of Americans like him, are using the term “cancel culture.” I believe what is happening is more of a “culture reboot.” The majority of Americans do not want to maintain 100% of a culture that was at least partially built on white supremacy, exploitation and racism. We don’t want to cancel everything. Just the bad stuff.

Nondivisive leaders needed In regard to the letter about Sen. Chamberlain’s Twitter account, I thought Republicans left hatefi lled retweeting to Trump. It turns out, our own Sen. Chamberlain is right down there with him.

Personally, I find both of their tweets and retweets offensive and intended to divide us.

Retweeting misinformation like this shows that Sen. Chamberlain clearly has zero ability at critical thinking, a trait we all can agree would be good in a state senator. Especially in these difficult times, when we need leaders who bring us together, not divide us. Leaders who see the truth of our issues and have the skills to lead us to better days.

That is not Sen. Chamberlain.

Please, don’t take my word for it. Follow his account and see that he is clearly in love with many debunked right-wing conspiracy theories.

I fi rst became aware of Sen. Chamberlain’s unfitness for office when I happened upon a broadcast of a Senate committee he was on a year or so ago.

At fi rst, I thought I was watching a white male being demeaning, condescending and disrespectful to a fellow white female senator. I was appalled.

Then I figured out he was my senator. Wish I had a copy of that interaction.

George Floyd statement As a local public service organization dedicated to serving some of our most vulnerable neighbors, it is Giving Gardens’ responsibility to make known our thoughts and organizational worldview following recent events involving Mr. George Floyd.

In this time of challenge, Giving Gardens stands in solidarity with our brothers and sisters in the BIPOC (Black, Indigenous, and People of Color) community in saying that we condemn police brutality and racism in all of its forms. Schools shouldn’t open until safe State Sen. Roger Chamberlain’s cry, “Schools must reopen this Fall,” is simply an echo of Donald Trump’s wishes. Their desires are not about the safety of students and teachers. It is about political considerations. The White House Press Secretary said yesterday, “Science shouldn’t get in the way of schools fully reopening.” That should tell you all you need to know about their thinking.

Our children are our most precious resource for our future. Why would we risk even one child becoming ill or even dying to give a boost to our economy? Why would we put teachers and staff at risk for the same fates?

Even experts don’t know what risks are in reopening K-12 school buildings. Minnesota went to distance learning March 30 because of the dangers of COVID-19. March 30, our state had 576 cases and 10 deaths from COVID-19. July 15, Minnesota had a total of 44,387 cases and 1,566 dead. Now we are going to open the schools as the virus rages?

Everyone wants students back in school. We have a safe alternative in distance learning until we can get the pandemic under control. Teaching is challenging in the best of times. We can continue to work to make distance learning even more effective at meeting the needs of every student. We must be able to make sure every student has access to appropriate tools. We certainly can figure out ways to hold students accountable for their schoolwork. We need to fi nd ways to support parents as they balance work and their children’s education.

Do we create a federal program to recruit an army of nannies to help parents supervise their children in the home? Corps of Distance Learning Teacher coaches? There must be ways to do this.

No one knows how the hybrid scenarios taking shape might affect student and staff safety since they are unprecedented. We don’t know how successful all our best precautions will be. The risks to all are too great. Distance learning is the safest option until this disease is beaten back.

I am not wearing a mask … kidding This letter is in response to the mayor’s proclamation requiring face coverings in indoor areas accessible to the public, which went into effect on Friday, July 17. A press release from the Centers for Disease Control and Prevention dated July 14, 2020, states, “We are not defenseless against COVID-19” (CDC Director Dr. Robert R. Redfield).

He continues, “Cloth face coverings are one of the most powerful weapons we have to slow and stop the spread of the virus — particularly when used universally within a community setting. All Americans have a responsibility to protect themselves, their families and their communities.”

Let’s say only half of the total reported deaths to the CDC are from COVID-19. As of July 17, there were 136,753 COVID-19 deaths. Half would be 68,376, which surpasses the high end of the influenza death rate. This number is for only four months, half of the flu season. Is that not enough reason to wear a mask?

How about wearing a mask for your grandparents, parents, cancer patients, immune compromised people and a myriad of other people who are at risk of becoming seriously ill or dying from this disease?

So, why is it so hard to think of others? What if “they” are wrong about wearing masks, but you wore one because you were concerned for others?

What if you just did the “right” thing for everyone? I think this has become a political statement, which is sad. I think people are not thinking of the bigger picture, which is the state, community, neighborhood and neighbors, family and friends

that they love. All these people and places you love are at risk, whether you think so or not. All I am saying is, what can a mask hurt, other than all that you love?

I would like to thank Mayor Emerson for instituting the proclamation. It is the right thing to do for everyone.

July 4 tradition reimagined Many traditional summer celebrations have had to be creatively altered because of COVID-19. We were treated to one this month.

For the past several years, around the Fourth, a neighbor family has invited a dozen or so neighbors to their front lawn on West Bald Eagle Blvd. for a holiday ice cream social. It’s a wonderfully warm (usually in more ways than one) opportunity to spend an hour with delicious ice cream, toppings and conversation.

We had just concluded a highly modified family celebration of our own on July 3 when our doorbell rang. There at our front door were members of this family pulling a small cooler on wheels. They reached in and handed us each a small carton of ice cream. They then wished us a Happy Fourth and continued down the street to the next neighbor, sort of an ice-cream-social-distanced mini food truck.

Their generous adaptation to the “new normal” was, for us, a wonderful, subtle example of how to best celebrate Independence Day — with simple human thoughtfulness.

How do you want to be remembered?

This has been a long, steady process of reading, researching, thinking about and trying to understand two main differences in different groups of people’s way of thinking. I have come up with a conclusion that there is one specific group that consistently uses what I will refer to as the three C’s. It starts out with Criticism, it then Condemns, and fi nally it Calls names. Then there is the group that needs to employ the use of the three D’S. The order in this one doesn’t really matter. This group has to Defend itself, Deflect criticism and Debunk the mistruth in what is being said, as well as being misquoted in many, many instances. The problem with this is that one group will perpetually harass and badger the other group of people. The sadness in this is that it seems it will never end. I would hate to be one of the group of the three C’s, where every day one gets up angry, upset, totally emotional and trying to “get back” at the group of the three D’s. I would detest waking up each day feeling this way and knowing that it was eating away at me constantly how to best other people and other groups, how to always have “one up” on another group of people, and always need to win, win, win, at another’s expense all the time. The point of this letter is actually to hopefully have some people see how this is not the humane way to treat others, to act, to always live one’s life. The hope of this letter is that maybe some of you will realize that always being better than someone, or insulting someone, or taking down someone’s dreams, ideals, morals, values, or ethics it’s not the way that we were meant to behave as human beings. And so, I beseech anyone reading this letter, to seriously look within yourselves and see how you want to be remembered, how you yourself want to be treated and looked at. Because someday it defi nitely will matter.

Disposal method criticized for outdated books

Calling a dumpster full of history books behind Sunrise Park Middle School “disgusting and sickening” on social media, a father of two is watching his post go viral.

When he heard that hundreds of history books were piled in an outside recycling bin at the school, Ryan Swanson jumped in his car to see for himself.

The sight made him emotional, he said.

“Books regarding our flag, those that served and our Constitution should never be placed in the trash,” Swanson stated. “The books included black history and civil rights, Native Americans, the Holocaust; even Mister Rogers was in the dumpster. All were nonfiction.”

Well aware that he’s “caused a ruckus,” Swanson’s July 10 Facebook post has been shared at least 10,000 times, much of that through a group called Minnesota Rising. “It ticked people off to see these books in the dumpster,” he said.

Shortly after his lament appeared, Sunrise Principal Christina Pierre posted this explanation to parents on the district website: “We are aware that you may have seen a recent social media post made by a community member that has been

circulating. The post contains a photo of outdated library books in our recycle bin, as Sunrise’s media specialist was recently weeding through the collection.

“Before removing the outdated books, the proper book disposal protocol was followed by checking in with partner organization ‘Better World Books’ to donate as many of the materials as possible, giving books to teachers in the

district for classroom purposes and distributing them to Little Free Libraries placed throughout the White Bear area.

Additionally, Sunrise’s media specialist had also reached out to multiple other organizations to donate books that either didn’t meet a specified criteria because of the outdated content, required a fee or aren’t accepting donations with COVID-19 restrictions.”

Pierre assured parents the school community places “great value” on repurposing outdated materials (10 years and older). She added that the weeding procedure is important to ensure that materials are keeping up to date with the needs of ever-changing curriculum, school goals and student needs.

Swanson said he found the district response unsatisfactory and spoke to Pierre directly to explain why he was upset. “I wanted to make a point that the district should have offered them to the community. I brought a bunch of books home and my 3- and 6-year-olds thought they were cool. Another couple was filling bins with books to send to children in Africa. There was a better way to handle this.”

Added Swanson, “I explained to Ms. Pierre that perception is everything, especially in these trying times. The country is divided for more reasons than George Floyd. I told her the timing was terrible and that it appears to be trying to wipe away history. I suggested the next time they purge, they notify our community first using the internet.

She agreed it could have been handled better and promised to work with the community first regarding these situations in the future.”

Awaiting state decision, local schools anticipate hybrid plan

Awaiting a decision on what form the academic school year will take during the pandemic, the White Bear Lake Area School District and the Mahtomedi School District have been preparing for all scenarios.

Schools are directed by the Minnesota Department of Education (MDE) to choose between three options: 1. In-person learning for all students; 2. Hybrid learning with strict social distancing and capacity limits; or 3. Distance learning only.

Gov. Tim Walz, in partnership and consultation with MDE and Minnesota Department of Health (MDH), is expected to make an announcement by July 27.

Dr. Wayne Kazmierczak, White Bear Lake’s superintendent, anticipates a hybrid plan.

“Obviously, we would love to have students back in school learning with us and back to ‘normal’ so we would prefer to be in-person 100 percent of the time,” stated Wayne Kazmierczak, “but that seems unrealistic, given the nature of the pandemic.”

“A hybrid model seems more realistic, and we are largely focusing our planning efforts on this, while bolstering our approach to distance learning. We are confident that our hybrid model, which includes distance learning, will be high quality and will meet the needs of our students.”

He pledged: “No matter what happens, we will be ready.”

Kazmierczak said “a combination of these three” is likely.

Safe transportation of students is a key issue, he said, and the district is exploring strategies for the in-person and hybrid models.

“Social distancing on a bus is challenging, and adding significantly to the size of the district’s fleet is not realistic or financially prudent. The number of students who rely on district provided transportation will need to be reduced, which means we will need to partner with families and encourage more parents to transport their children to school.”

Kazmierczak acknowledged that “achievement gaps” - kids who fell behind during distance learning in the spring – are an issue. “This is a significant concern for schools throughout the country,” he said.

He said the district has worked hard to ensure that families have proper devices and internet access for students but it is only part of the solution. “The district is determined to provide more time kids can spend with classmates and teachers to learn simultaneously, whether in-person or through technology.”

“We are hopeful that some level of in-person education will be part of the coming school year,” he said, “because we believe that students will get the support they need and ultimately learn best when they can physically be at school.”

The district sent a brief survey to families in June and received almost 6,000 responses. The district gathered more information in July using a platform called “thoughtexchange,” in which families are able

to provide thoughts, rate thoughts shared by others, and see a snapshot of the conversation. Over 2,500 people participated. The most common concern, he said, is “the importance of safety in any of the plans the district creates.”

Asked about feedback on distance learning in the spring, Kazmierczak reported that some families were “thankful for the learning that occurred” and their child “received positive individualized attention.” Others found distance learning to be “extremely difficult to navigate” and that their children were “not engaged” and struggled.

The district will be far more prepared than last March, when the school was rushed into distance learning after the stay-at-home order.

“We are so proud of how well our students and families weathered the spring semester, which looked differently than any of us could have anticipated when we began the school year last fall.” said Kazmierczak. ”We look forward to connecting with students this fall, no matter what delivery model is in place. This crisis has provided all of us with an opportunity to learn and grow, and we are confident our school system will be even stronger as a result.”

Mahtomedi families support options 1 and 2; devices provided to all students A survey of families in the Mahtomedi School District found most prefer an in-person or hybrid scenario.

“The Mahtomedi district leadership team has worked with staff and families to prepare for a unique school year, one that delivers exceptional learning and that also adheres to health and safety guidelines,” said Alice Seuffert, the district’s communications specialist.

The district surveyed families at each of their school buildings about the three potential scenarios and received 2,300 responses.

More than 75 percent of Mahtomedi families at each of their schools indicated that their child would continue their enrollment under scenarios 1 and 2.

Secondary families showed the highest support for a hybrid model, and elementary school families showed the highest support for in-person learning.

The highest number of uncertainties expressed by parents was seen under scenario 3, a sole distance learning model.

The district surveyed parents about their spring 2020 distance learning experience and asked both educators and families for suggestions on improvements should the 2020-21 school year require distance learning components.

Based on this feedback, Seuffert said for any distance learning models the district will focus on scheduling (how live and recorded instruction is used), relationships (connection with classmates and teachers) and instruction (commitment to rigorous instruction and personalized feedback and support).

the need for the district to ensure all teachers and students have a reliable, common, district-provided device with a microphone and webcam.

The district announced that it is able to support all students and teachers with a district-provided device starting with the 2020-21 school year. Support for the “Device for Every Learner and Teacher” program is made possible by a multiyear district investment into infrastructure upgrades and device purchases, Mahtomedi Area Educational Foundation (MAEF) grants for device purchases and a lease payment plan that allows the district to both budget for the devices and replace devices as they become obsolete.

“They are also accelerating the timeline to provide devices for all learners out of necessity and the availability of funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act,” said Seuffert.

In addition to surveying families, Mahtomedi conducted a districtwide survey of its staff regarding the potential scenarios.

The staff survey identified several health- and safety-related concerns about returning to in-person teaching. The survey also asked staff about their intention to seek accommodations under in-person models, which is allowable under the MDE and MDH guidance for employees with a high risk for illness.

Feedback about the educational models also took place during staff listening sessions the week of July 13 and at family focus group sessions held the week of July 20.

Superintendent Barb Duffrin said, “Our first priority is the safety of students and staff. Regardless of the scenario we must follow, our decision and plans for the 2020-21 school year will be driven by establishing relationships that foster academic and socio-emotional growth, providing technology access and training, strengthening instructional rigor and engagement and maximizing face-to-face learning opportunities for students who need the most direction and support.”

White Bear Lake requires masks in indoor areas Face coverings are now required in all indoor areas accessible to the public in the City of White Bear Lake. City Manager Ellen Hiniker released the following statement explaining the new rules regarding face coverings: In an effort to slow the spread of COVID-19 in our community, Mayor Jo Emerson issued an emergency proclamation requiring face coverings in indoor areas accessible to the public effective Friday July 17. Children age two and under and persons with medical conditions that make breathing difficult are not required to wear face coverings.

A growing body of research indicates

wearing face masks reduces the spread of COVID-19. Furthermore both the CDC and Surgeon General have issued recommendations to wear masks in public. In addition to the public health benefit, it is anticipated to create consistent expectations for residents and visitors, give leverage to businesses to enforce any existing face covering policies, as well as create confidence the City of White Bear Lake is a safe place to live, work, shop and dine. The City of White Bear Lake joins a growing number of communities requiring face coverings in public indoor spaces including Duluth, Edina, Excelsior, Mankato, Minneapolis, Minnetonka, Rochester, Saint Paul and Winona.

Gymnasium project ready to roll South Campus is getting a new gymnasium. But that's not all. Along with the sizable addition are restroom facilities accessible from the outside.

The project is part of the bond referendum that voters passed fall 2019.

In a letter to the city, District Director of Building Operations Dan Roeser said the added gym space will help accommodate a growing need for physical education classrooms, athletic programs and increasing community demand for more indoor recreational space.

The new gymnasium and restrooms will be angled off the northwest corner of the existing building to serve both physical education classes and exterior athletic events. Nearly all the satellite toilets will be removed.

The request for a conditional use permit was granted by City Council July 14 for the 19,200-square-foot expansion. District officials explained that student population projections for the middle school grades that will eventually occupy South is prompting the request.

Originally constructed in 1974 as Mariner High School, the 54-acre facility has expanded a number of times over the years to accommodate a growing student population.

Zephyrs’ Hronski to join long list of relatives as college athlete

Ella Hronski’s family tree is filled with college athletes, and the Mahtomedi senior-to-be will add her name to that group next year.

“I’ve had a lot of conversations and heard many stories from all of them, and what it was like to be a student athlete in college,” said Hronski, who will follow both parents, three uncles, an aunt and a cousin into college athletics.

The 5-foot-9 sharpshooter recently verbally committed to the University of Minnesota-Duluth, a strong Division II program. The Bulldogs were 26-6 last year.

“I really like the campus, the city and the lake,” Hronski said. “UMD has a very successful program and has great coaches and nice facilities. UMD just really stood out to me during the recruiting process,” Hronski averaged 10 points on a balanced, 20-8 Mahtomedi team as a junior. She has made 58 three-point shots.

Her father, Mark, played basketball at Bemidji State (where he held the single-game record of 42 points for a time) and Winona State. Her mother, Lisa Blaisdell, played basketball and volleyball at St. Mary’s in Winona. Both went to Mounds View High School, where Mark scored 1,069 points.

Her cousin Ali Greene starred for

Mahtomedi, notching 1,678 points and 860 rebounds, and played Division I basketball at Creighton.

“I grew up watching and looking up to Ali and she was like a big sister to me,” Hronski said. “She was a great role model, and I was lucky that I had someone like her.”

Her aunt Vickie Greene is a Hall of Famer at St. Mary’s for basketball and volleyball. Her uncle Dan Greene played basketball there, uncle Willie Wilson played football at Winona State, and uncle Brian Hronski was an all-conference baseball player at Winona State.

“They all had great things to say about the memories playing in college and great friends they made with their teammates,” Hronski said. “They also said how much playing sports in college had helped them be prepared for life after college.”

Mark Hronski mused, “When we were playing, we never really thought about that, but when you look back, it’s quite a list.”

Mahtomedi coach Erica Zizzo assessed Hronski’s talents: “Ella is a fantastic, long-range threepoint shooter. Her range is very impressive. Along with her sharp shooting, Ella is also a fantastic defender who is often tasked to guard one of the opposing team’s best players. She is a student of the game who loves to learn and improve.”

The site chosen for the games, he said, are two soccer fields in Polar Lakes Park in White Bear Township.

Roberts owns The Minnesotan, an apparel store downtown White Bear Lake. He played hockey for Forest Lake, and his father, Mick, was a center in White Bear Lake’s region runner-up team in 1958.

He wanted to fi nd a way to “get involved in the community,” and with his hockey background, he decided to throw the town’s hat in the ring for Hockey Day Minnesota. Site exploration started in 2017.

The puck is now in White Bear Lake’s zone, so to speak, after getting the nod.

“They don’t just hand this out, there has to be a lot of interest from the community, and there has to be lots of hockey history and tradition there.”

In addition to constructing an

outdoor rink with plenty of seating, the hosts must provide elements of the Minnesota Hockey Day experience such food trucks, beer garden, a bonfi re pit and merchant booths.

Roberts said his group proposed a significant change in the format: four-team boys’ and girls’ tourna-

ments with a trophy, rather than single games for each team, which has been the custom. Fox and the Wild were “intrigued,” he said.

White Bear Lake played in the 2009 event, losing to Duluth East 6-3 at Xcel Energy Center. (It was moved inside that year due to poor outdoor ice.) This would be the Bears’ fi rst appearance since then.

The event also includes Wild and Gopher games and two more college games, all at other locations, and several preliminary events at the host site. Roberts said they plan to have the facility operating for 14 days, with all the youth association teams getting a chance to play there.

So far, Roberts has been assisted

by Jon Anderson and Nick Guzzo.

Plans are to assemble a committee of six to eight people, Roberts said, adding that they will plan as though they will host in 2022.

LAKE LEVEL: Court divided in decision FROM PAGE 1

Justices further concluded that the homeowners association failed to state a claim under the public trust doctrine, agreeing with the Court of Appeals on that issue, although on different grounds.

The restoration association and the homeowners association petitioned the high court in 2019 after the appeals judges overturned a ruling that the DNR violated MERA in managing groundwater pumping permits.

The homeowners association asserted claims both under MERA and the public trust doctrine, which accused the DNR of failing in its duty as trustee of the lake. Both groups sought an order requiring the DNR to amend groundwater appropriation permits in municipalities within a 5-mile radius of the lake.

In the opinion, Justice David Lillehaug wrote that the appeals court misunderstood the homeowners association’s contention that the DNR permitted the degradation of White Bear Lake by “abdicating its duties as trustee to manage groundwater and surface water levels.”

“Although we affi rm the court of appeals result on this issue, we do not adopt its reasoning,” he said. “The court of appeals determined that the public trust doctrine did not apply on the theory that groundwater is non-navigable and is therefore not protected as a public water.”

The Supreme Court determined that the association did not allege that groundwater is held in the public trust or that the doctrine should be extended to include it.

Since fi ling the lawsuit nearly eight years ago, the restoration association and intervening lake homeowners have asserted DNR mismanagement under MERA Statute 116B.03. Arguments made before the high court in January claimed the agency inappropriately issued permits for groundwater extraction that caused White Bear Lake levels to drop, harming its value as a recreational and aesthetic asset.

Restoration association Chairman Greg McNeely considers last week’s decision a clear win for the lake. “The Supreme Court said citizens have the right to challenge the DNR when it fails in its duty to protect the environment. That’s a huge deal.

Suing the government is tough. It’s been eight years. Bottom line is, we defended our lake and got a positive judgement to protect it,” he said.

Legal claims still afloat The lawsuit is far from over, however. Justices are remanding to the Court of Appeals remaining issues raised in the DNR’s district court appeal.

There are seven issues presented by the DNR that the appeals court did not address in the fi rst go-around. The attorney general’s office believes the district court judge erred by 1) denying summary judgment on the ground that respondents (plaintiffs) failed to exhaust administrative remedies; 2) that the court refused to require joinder of affected permit holders not parties to the case; 3) interpreting MERA to require the DNR to reopen and amend permits; 4) failing to give deference to DNR’s permitting decisions; 5) violating separation of powers principles, which deals with whether a judge can order municipalities to work on surface water alternatives; 6) requiring DNR to amend existing permits without holding administrative hearings; and 7) making clearly erroneous factual

fi ndings.

Remanding those remaining issues could be interesting, noted White Bear Township attorney Chad Lemmons. “The big one there is whether they (the plaintiffs) should have named cities in the 5-mile radius (No. 2). If the Court of Appeals fi nds that cities like Hugo, Vadnais Heights and Mahtomedi are necessary parties, the case could go back to district court. We would have to retry it because each city would have the right to present its own case.”

Lemmons said a claim issue dealing with MERA is another “big one” (No. 3).

“The court erred in requiring the DNR to retroactively reopen permits. That involves the safe har-

“The statute can’t be used to attack permits that have been granted by a state agency. It’s a defense that will be used by the municipalities if they’re allowed to come in.”

“Any one of those issues could result in the case going back to trial. We’ll see what the appeals court does. The order could simply be amended.”

McNeely said he doesn’t expect a decision from the appeals court until January at the earliest.

His lawyers don’t feel the case will go back to the Supreme Court, he added, and don’t expect much to change. Lemmons isn’t so sure. “It could go back up there again,” he said. “Either side could petition the high court following the appeals decision.”

An emailed statement from the DNR said the agency has no substantive comment on the decision at this time. “Our priority remains ensuring that White Bear Lake and its underlying aquifer are managed sustainably under the standards set forth in state law.”

Court divided in decision The court decision was not unanimous. Justice Barry Anderson agreed with the court’s holding that the public trust doctrine does not apply in the case. He did not agree with the court’s holding that the term “any conduct” in MERA statute includes executive branch agency decisions.

In his dissent, the justice pointed out the injunctive relief sought by appellants from district court that requires the DNR to restore water levels to a protected elevation of 923.5 feet “reeks of impermissible encroachment by the judicial branch into executive branch authority.”

“An interpretation of MERA that allows a district court to serve as a quasi-executive agency, deter-

mining the appropriate water elevations to which the DNR should manage the lakes, violated the constitutionally required separation of powers,” he stated.

Justice Anderson contends that the DNR’s decision to issue permits, which is an executive branch administrative agency decision, simply is not conduct under MERA. Chief Justice Lorie Skjerven Gildea joined him in the concurrence and dissent.

Decision includes lake level facts Included in the Supreme Court decision were statements regarding water levels that have been recorded since 1924. The lake has experienced significant fluctuations, it was noted, spanning a range of more than 7 feet. In 2013, the lake was 918.84 feet, an all-time low. Other notable low-water periods are 1924-39 and 1988-93, which correlate to the Dust Bowl and a statewide drought.

Also noted was the hydrologic connection between the lake and the Prairie du Chien aquifer below it. Annual withdrawals from the aquifer have more than doubled since 1980, from 1,873 million gallons to 4,557 million gallons in 2007. Allegedly, many of the DNR’s appropriation permits to municipalities are “evergreen,” which means they have no expiration date.

Home at last The Brydges are home.

An email from Bob and Nancy Brydges announced that they arrived home at midnight July 10 tired, but happy.

For months, the Birchwood couple weathered the COVID-19 storm in Kenya as flight after flight back to the United States was canceled.

A special KLM repatriation charter flight arranged through SUBMITTED businesses and the U.S. Bob and Nancy Brydges Embassy took them on the first leg from Nairobi to Amsterdam. Then it was Amsterdam to Atlanta and Atlanta to Minneapolis.

“We did not have to get tested for COVID before traveling,” Bob noted. “Nancy was very happy about that, she was dreading the nose poke. I got the impression that KLM made that decision.”

Kenya was serious about COVID-19, he added, masking, distancing, sanitizing and temperature-taking.

“Amsterdam and good old USA seem much more relaxed about it.”

They feel sad about leaving their Kenyan friends and the Brydges Centre family but are thankful to be home and anxious to be with family and friends.

The couple plan to self-quarantine for two weeks, which Bob said, “would be a real stretch for Nancy’s obedience.”

COMMUNITY BRIEFS Club donates money for trail Lake Links Association co-chair Steve Wolgamot reports that the Bellaire Community Club donated $5,000 to the trail group. The money will be used for benches along the trail in that neighborhood. "This is wonderful, of course, but one thing makes it truly extraordinary," noted Wolgamot. "The Bellaire Community Club has been inactive for decades. This remarkable gift lets all of us know that neighborhoods reside in people, in history and in traditions, not in institutions. The fact that the very distinctive Bellaire neighborhood still believes in its individual identity and traditions is a wonderful thing." The gift is particularly timely since the Bellaire neighborhood is in the area that will soon be improved as part of the Lake Links trail around White Bear Lake.

Input needed on station design The Ramsey County Rush Line bus rapid transit team is looking for input. Residents are asked to take a station design survey by Aug. 1. Input is needed as design for the route's 21 stations advances over the next few years to prepare the project for construction starting in 2024. Rush Line wants to learn how people access transit and their priorities for station amenities and boarding. Go to rushline.org and click on the link in blue to take the 10-minute survey.

Walz extends peacetime emergency Gov. Tim Walz has extended Minnesota’s peacetime emergency through Aug. 12. The emergency has been in effect since mid-March due to the COVID-19 pandemic. In a statement, Walz's office said that the extension allows the state to respond to the pandemic most effectively and “the peacetime emergency has provided us tools to save lives and mitigate the impacts of this pandemic.” Forty-nine of the 50 states currently have a peacetime emergency in effect.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — At its July 14 meeting, the City Council conducted the following business: • Failed to rescind the mandatory mask order. A last-minute resolution was voted down 2-3 to reverse the mayor’s emergency proclamation requiring face masks (see separate story).

The issue was under the discussion portion of the agenda but changed earlier that day when Mayor Jo Emerson proclaimed mandatory use of face masks in indoor settings. The proclamation became effective July 17 for 30 days in White Bear Lake. It will not be a criminal offense, but those not wearing a mask will be asked to put one on.

Emerson called it a public health issue, not a political issue, and felt a two-week delay until the next council meeting put people at risk. “If people are going to be thoughtless and reckless (by not wearing a mask), we need to do this,” she noted. “This virus is real, and we need to protect ourselves.”

Council Member Bill Walsh voted against the mandate, saying council didn’t have enough opportunity to discuss it and questioned why the city is forcing a mandate now.

“I think the (COVID-19) numbers are misleading. Our fatality rate is quite low in Minnesota. The goal was to flatten the curve; not to stop spread of the virus.

That was never a goal. The numbers are going in the right direction, so I’m not sure this is the time to act.”

Walsh described the proclamation as an overreaction to the virus.

“I have a mask, and they’re not a bad thing. I wear one,” he added. “But the mandate is a problem. It sends a message adding to the fear.”

Council Member Doug Biehn asked city attorney Troy Gilchrist if there was a possibility of getting sued. “I’m not concerned about being challenged and

losing,” Gilchrist replied.

Council Member Steve Engstran also supported rescinding the proclamation.

• Approved the White Bear Center for the Arts planned unit development (PUD) to expand the existing center and parking lot and occupy property the center acquired on Division Avenue to the west.

A city condition regarding future restoration of residential units was deleted.

The addition includes a new gallery, spacious atrium, administrative offices and ceramic clay department.

• Approved a memorandum of agreement with the Vadnais Lake Area Water Management Organization (VLAWMO) for construction, operation and maintenance of a boat launch access on East Goose Lake.

The access is on city-owned right of way at Highland Avenue.

The two entities share water quality and ecological goals for East Goose Lake and wish to facilitate longterm and safe access for VLAWMO to conduct water quality management activities. The lake is listed on the state’s impaired waters list. The city will take care of tree and brush removal. The boat launch is not intended for public access.

• Approved a request by Children’s Performing Arts (CPA) to use Railroad Park for “popup” singing performances. The free, live entertainment is planned from 6-7 p.m. Thursdays, Aug. 20 and 27.

• Approved a 5-foot variance from the 25-foot setback required along a side abutting public right of way.

The request was made by Husnik Homes on behalf of Dave and Jane Linden, who are building a single-family home at 4796 Bald Eagle Ave. Debra Neutkens

SharronAnn was born in St. Paul on August 11, 1944, the daughter of Patrick and MaryAnn Nowland. Following her graduation from Mankato State University, she became a teachers’ aide within Beech Elementary School. After the school closed, she became an emergency dispatcher for White Bear Lake where she worked for over 16 years. SharronAnn had the biggest heart and was extremely generous and giving. In February of 2020, she went into the hospital after living independently at her home in White Bear Lake. She moved to Elk Ridge Memory Care Center in Maplewood where she received phenomenal care from their staff as well as the staff from Kindred Hospice. SharronAnn passed away peacefully on the morning of July 13, 2020. Preceded in death by parents, Patrick and MaryAnn Nowland. Survived by sons, Roger (Mary) and Shane (Tina LaBarre); brother, John “Jack” Nowland; youngest brother, Patrick “Pat” Nowland; grandchildren, Nicholas “Nick”, Brandy Payne, Melissa (Donny Jung) Payne, and Gabriel; great-grandchildren, Hailie Payne, Olivia Jung, and Bailey Jung; and many other family and friends.

What is probably a record in fire department history of recent years has been established during the past two months, the last run made by the department being that of the street car which burned at the wye about the middle of May.

Ground breaking ceremonies for the $954,000 Northeast Family Branch YMCA were held Saturday, July 18 at 10 a.m. Construction at the 11 ½ acre site in White Bear Lake near Orchard Lane and White Bear Avenue will include an outdoor Olympic sized swimming pool, wading facilities and a park-like area for family picnics.

1995 Starting this week, White Bear Lake’s Armory Center, built in 1922, will get a face lift.

The White Bear Lake Armory was originally constructed in 1922 and rebuilt in 1929 after a fire destroyed much of the rear portion. The architect for both the original design and the remodel was P.C. Bettenburg who would spend his career specializing in armories across the state of Minnesota.

Over the years the armory has served as home of the White Bear’s National Guard Unit and a community gathering place. When the final unit serving at this location was transferred to Roseville in 1992 the building was decommissioned and offered to the city. Since the 1990s the structure has served as the site of many community events and the home of the White Bear Center for the Arts, the White Bear Lake Lion’s Club and the White Bear Lake Area Historical Society which is housed in the former club rooms on the upper floor of the head house. In March of 2019 the building was listed in the National Register of Historic Places.
