Six members of Mahtomedi’s 2018 state champion baseball team are still teammates. They’ve been suiting up with the Metro Knights this summer.

South Shore trail inching closer to final design phase WHITE BEAR LAKE — County planners have narrowed roadway options to three along South Shore Boulevard to fit a trail: two-way, one-way or a combination of both.

The frontrunner is a hybrid design that starts as a two-way road from White Bear Avenue to McKnight, then becomes a one-way road east to County Road F. Direction of traffic, whether west to east or east to

west, has not been decided along the 1.5-mile route. At this point, eastbound appears more popular.

The favored layout comes from an online survey by the country during a “virtual open house” in May. Ramsey County Public Works Deputy Director John Mazzitello, Project Manager Rachel Broughton and Kimley Horn consultant Greg Brown summarized survey results for City Council July 28.

Results support previous studies of the Lake Links segment that showed a preference for a one-way.

At this point, the design shows an 8-foot trail, but a

10-foot path is more desirable.

Broughton said safety is a priority to those taking the survey. On-street parking and impacts to delivery services and school buses were also high on the concern list.

The survey had 171 responses with 200 comments on the online Wikimap.

“It was almost unanimous for the desired outcome; most wanted one-way or a hybrid,” Brown pointed out.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — There were no action items at the July 28 council meeting, but city leaders heard two presentations, as well as communications from staff, all via Zoom.

A presentation on the ReGrow WBL initiative was followed by Ramsey County staff updating City Council on the South Shore Boulevard trail (see page 10).

Staff also provided the following communications: • A report from City Manager Ellen Hiniker that the city has received money from the state through the CARES Act. Allocation to cities is

by population; White Bear Lake has opportunity to get $1.9 million. Much of the money will be used to reimburse city costs incurred in response to COVID-19. Staff is accounting for the costs, which will be provided to council members. That which is not captured will be moved out to the community through small-business relief and to organizations providing basic services, Hiniker said. A meeting was planned Aug. 4 with council to discuss utilization of funding.

• The pavilion at West Park has been removed to make way for a new 20x40foot structure. City Engineer Paul

Kauppi said $115,000 was budgeted for the new pavilion, which will have upgraded electrical service to host major events.

• Kauppi thanked the White Bear Lake Lions for a donation to replace a split rail fence at Lions Park.

• Heard a report by Ramsey County Elections Manager David Triplett. The increase in voting by mail is historic and represents a fundamental shift in the way voters are choosing to cast their ballots, he said. By July 21, 2016, vote-by-mail requests were 1,450. In 2020, ballots sent by July 21 in response to requests numbered 65,645.

• A closed meeting was held on the lake level litigation between the White Bear Lake Restoration Association and the Department of Natural Resources prior to the regular meeting. Hiniker said the city remains committed to intervening on the side of the defense (the DNR) in the lawsuit appeal.

• Before adjournment, Councilman Jones expressed his condolences to Mayor Emerson on the death of her husband, Sam. The mayor said she appreciated all the support from city staff and the community.

Summer vacation

‘T

is the season for vacation... or is it? Summer is typically one of the most popular seasons people choose to use up their vacation days. Kids are out of school, and people want to take advantage of the gorgeous weather in Minnesota and neighboring states.

Of course with the COVID-19 pandemic, many plans have been altered or canceled and people are choosing to not go on vacation.

That was not an option for my family and me.

It has been a tradition in my family to go to Wisconsin Dells every year, usually around the end of July (my birthday) or the beginning of August. I always look Out & forward to floating on the About lazy river, riding some waterslides, attending Shannon the Tommy Bartlett Granholm Show and eating pizza at Moose Jaw. This year when it came time to make our annual reservation, it kept getting pushed back because the resort we stay at was shut down for a while. After things started to open back up a bit (with many restrictions in place) and more staff started to go back to work, we were fi nally able to make a reservation.

We were hopeful that by the time our vacation rolled around, coronavirus cases would be down and we would be “back to normal.” As the date kept getting closer and closer, it became clear that we were in no way out of the woods yet.

Even though there is research that suggests the coronavirus doesn’t like certain environments, that you are relatively safe outdoors and that chemicals like chlorine can actually kill the virus, my family and I did not feel comfortable with the idea of floating around in a pool or waiting in lines for waterslides with hundreds of other people not wearing masks.

We were running out of time and quickly decided to try to arrange a Plan B. My husband and I really enjoyed our trip for our five-year anniversary with the fur babies to Gunflint Lake near the Canadian border last month, so we decided to try to fi nd something similar.

We began to look all over Minnesota and Wisconsin for a resort or cabin. It was a challenge to fi nd something on such a short notice that was big enough for all of us and dog friendly. Many of the places we looked into were already booked or were not pet-friendly. Thankfully, we ended up finding a beautiful lake home available for rent in August near Rice Lake, Wisconsin.

Even though our vacation will look very different this year, I am so happy that we will still be able to get away for a little while. I am thrilled that I get to bring my dogs Frosty and Twinkie along for some fun too, which would not have been possible with our original vacation plans. Now, we will pray that the weather cooperates.

Summer never lasts long enough in Minnesota, so be sure to get outdoors and make the best of it. Just because pretty much everything has been canceled at this point, including our city festivals, doesn’t mean we can’t still have some fun.

rom White Bear Lake to Worthington, Mahtomedi to Mankato and beyond, people all summer have asked: what’s the plan for school this fall? This is a difficult challenge, one of the biggest ones facing Minnesota—and the planet—during COVID-19.

Gov. Walz recently provided guidance. The Safe Learning Plan (SLP) gives school districts and charter schools flexibility and the final say on adopting one of three options: in-person, distance learning, or a mix of both.

Local officials, staff, parents and students are now reviewing and preparing for which option works best.

The SLP is guided by three principles: Legislator • The safety, health, and wellbeing of Lingo students, staff and families Chuck Wiger • Using science, research and data to make the best decisions • The importance of local school districts and their expertise in making the best decisions.

Experts at the Departments of Education and Health, plus local health professionals and more, are actively working to assist our schools.

The reopening decision depends partly on county health data - the number of

COVID cases per 10,000 people over 14 days. For example, if there are zero to 9 cases, in-person instruction for all is recommended. If there are more than 50 cases, distance learning for all is recommended. A hybrid model is recommended if there are cases numbering between 10 and 49.

In addition to updated health data and trends, local officials need to weigh how adequately each school is prepared to accommodate social distancing, staffing, resources and related matters.

It’s admittedly complex, but crucial for student and staff safety.

Families will have the option to choose distance learning for their student throughout the school year. The governor also requires school districts to allow teachers and other school employees to work remotely to the extent possible.

Understanding that some populations are more at risk for this virus than others is key to much of the planning.

We know that transmission is less likely for younger children and that in-person learning is particularly critical for their development. That’s why in-person learning is being prioritized for our elementary age children.

This is a very challenging time for everyone. To help address safety concerns, the governor announced that $250 million will be used from the federal CARES Act to fund • Face coverings for all students and staff; one cloth mask will be provided for each student and staff. All teachers will be issued a plastic face shield.

• Virus testing plan for staff in the event someone becomes ill or there is a school outbreak.

• Operational costs, including cleaning and added transportation costs • Extra mental health and social supports for students and families.

We at the legislature stand ready to provide additional resources. It’s our duty to support the safety, health and wellbeing of students, staff and families.

Bravo to our local school boards, administrators, teachers and staff teams for their heroic work in planning this summer plus earlier efforts last spring when they had less than two weeks to convert to distance learning.

All hands on deck! Kudos to students and parents for doing their best to cope and adapt.

LETTERS TO THE EDITOR PAID LETTER Not only students need to be educated Upon reading the opinion editorials this week, I was pleasantly surprised and totally excited to see that this week the theme was upbeat and positive, the letter writers had done their research and used facts and statistics, and their emotions didn’t control and skew their opinions. Several weeks ago, the theme was mostly negative and little knowledge, research or truth was used. Most opinions were based on anger, condemnation, defamation of character charges (as in Roger Chamberlain, our state senator), and reasons why it’s OK to replace actual history, as well as how history will now be taught, with politically correct alternatives.

No. 1. Mr. Chamberlain is not in a position, nor should it be expected of him or his editorial, to suggest how schools should go about getting students into a safe, sheltered, precise way of doing things to ensure that all procedures are safely followed during the upcoming school year. It’s up to each individual school district, as recently decreed by the governor, as to how this should be approached, enacted, and followed.

No. 2. That is not a job of the legislative branch. Making laws (usually, but not now, since the past five months our state has been controlled, and all “mandates” have been made by the governor), are what the legislative branch does.

No. 3. Calling a legislator “lazy” when it is done so without even knowing that legislator, is called defamation of character. I have gotten to know, have spoken to and actually observed Mr. Chamberlain at the state capitol in session. Have you?

How on earth could you name-call without even knowing if what you say is the truth, or were you just wanting to take the easy way out, and name-call?

Lastly, No. 3. Changing, rewriting, choosing altered versions of how history is taught or how it is believed to have been wrong, won’t make it right! It happened. It’s recorded history. Like it or not, it is our country’s past, and true history. I’ve been in education for over 28 years, so I believe I know a little bit about it. So, people, adults also, need to be educated.

Should we pay for riots?

Not sure all Minnesota taxpayers should be paying for Mayor Jacob Frey's decision to let the crazies run riot in Minneapolis for four days before doing a d--thing to stop it. If a tornado hit the town, sure, we can all pay for that. Tornadoes and other natural disasters can happen to anyone.

But that rookie mayor, that weak leader, let his town burn and did nothing. Let Minneapolis taxpayers pay for it and maybe next election they won't vote for such a weakling for a mayor. I think Gov. Walz is covering for Frey, his fellow Dem, by trying to get all Minnesota taxpayers to foot the bill for Frey's screwup. Bad idea.

More surveillance at parks In late February of this year we met our son, daughter-in-law and two young grandchildren at the south Sucker Lake parking lot to do a walkabout to see the trumpeter swans and ducks. Upon returning to our vehicles we were shocked to see broken glass on the pavement on the passenger side of our son and daughter-in-law’s vehicle. A thief — or, more likely, two thieves — had broken into the vehicle and stolen a diaper bag that unfortunately had some valuables in it. We noticed another car parked in the same lot also had broken glass next to it.

The Ramsey County Sheriff’s Department was called and a deputy dutifully responded and recorded all the relevant information. At the end he said we were the sixth break-in in that parking lot to date.

Since that time, we’ve noticed that just about every week in the Vadnais Heights Press’ Ramsey County Sheriff’s Report there have been several additional reports of vehicle break-ins and subsequent thefts, in both the north and the south parking lots, near Sucker Lake. It’s evident some sort of regular crime ring is at work targeting these two parking lots.

Easy pickings evidently!

Unfortunately, we no longer use these parking lots. Why would you? It’s a shame to see this pattern of theft simply be allowed to continue. Seems like a beefed-up surveillance of these two parking lots is warranted by the Ramsey County Sheriff’s Department. This has gone on for far too long! Why not use

video surveillance of the parking lots to put this ongoing threat to rest and, in the process, help to reclaim the use of our beautiful parks?

Better explanation needed The July 29 article about the White Bear Lake schools’ dealings with students of color indicated that there was an inequity.

The article didn’t give much detail on the data that led to this conclusion, and so it is difficult to evaluate the basis for this conclusion.

Assistant Superintendent Allison Gillespie is quoted as saying: “We are paying more attention to them in terms of behavior, and overpolicing is the word that our researchers used, meaning we are just more vigilant with our students of color in terms of looking for misbehavior,” Gillespie said.

Two thoughts come to mind.

How thoroughly was the data detailed?

For example, was there a breakdown on the names of the students that were disciplined? If Sam was disciplined 10 times, was that seen as a problem with Sam, or a problem with the system?

Was any analysis done on what the basis was for the discipline? Was being tardy given the same rating as striking another student or employee? Overpolicing?

I don’t know the answers to these questions. But I hope careful thought is given to these and other issues before any dramatic change in disciplinary policies is enacted. All students need to be held accountable for their actions and to not do so will impact the future of those who are treated differently.

Less self-praise, more humility I am writing in response to the letter “History Matters” by Melissa Johnson (July 29).

First, the assertion that America has been the most free and most prosperous country in world history not only sounds like Cold War hyperbole at its worst but shows a marked ignorance of the world and the United States. The concept of national prosperity is unquantifiable historically and thus means little. Even if it was, wealth for wealth’s sake is equally meaningless. Far more important is identifying who has the wealth and how any wealth is used? That is the true measure of a nation’s prosperity. Furthermore, although America is a relatively free country, it is far from being (and has never been) the most free. The USA is categorized as a “flawed democracy” in the Democracy Index, well below the top tier of countries, and in every significant study on liberty barely makes the top 20 of freest nations (State of the World Liberty Index, Human Freedom Index, and Freedom in the World). This does not make us a bad or lesser country, but we would do well to reject self-praise and Pharisee-like self-aggrandizement and embrace the greater, and far more honorable, virtues of modesty and humility.

Secondly, deconstruction is the analysis of text and meaning and has nothing to do with Marx (although it can be applied to Marx’s work). And the quote attributed to Marx about rewriting history is pure fabrication (which has been widely disseminated on various social media and websites recently). Ironically, it was Marx who castigated nations for using distorted, varnished and self-glorifying histories as a means of control and the creation of blindly loyal and unquestioning citizens. Far from advocating the rewriting of history, Marx vehemently opposed it. By using fabricated quotations and exaggerating America’s status in world history, it seems the letter writer is herself guilty of trying to rewrite history.

Paul J. Springer of White Bear Lake passed away unexpectedly on July 25, 2020 in White Bear Lake, at the age of 51.

Paul was born in Hackensack, New Jersey to Keith and Nancy Springer on January 26, 1969. He went to school in Toledo, Ohio and Dawson, Minnesota. He graduated from high school in White Bear Lake, Minnesota. He married Jennifer Martinez on July 23, 1994.

Paul worked for 30 years as a machine maintenance specialist at the Water Gremlin Company in White Bear Lake. He enjoyed playing golf and watching sports on TV. He loved his children and cared for them. He also enjoyed family events.

Paul is survived by a daughter, Kimberly, age 20 and a son, Matt, age 18, as well as the mother of his children, Jennifer Springer. Paul had two sisters, Rebecca Springer of Peterborough, New Hampshire, and Mary Springer of St. Paul, Minnesota. Paul is also survived by his parents, Keith and Nancy Springer, of Cambridge, Minnesota.

A short graveside service will be held at Cambridge Lutheran Church Cemetery at 2:00 pm, Saturday, August 1, 2020, with Pastor Keith Kolzow presiding.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • Three juvenile males were arrested at 1:16 a.m. July 20 in the 1100 block of County Road D for stealing a catalytic converter, following a report of people underneath a car producing sounds of sawing. The report has been forwarded to the Ramsey County attorney for consideration of charges.

• A resident in the 4300 block of Bramblewood Avenue on July 21 reported being the victim of a phone scam after giving information to confidence tricksters claiming to be with the Texas Social Security Administration.

• A Welch man on July 23 reported his unlocked vehicle stolen from an employee parking lot in the 4200 block of White Bear Parkway after the keys had been left inside. The vehicle's identification number has been entered into the National Crime Information Center (NCIC) database.

• Employees of the Vadnais Heights Kwik Trip in the 3200 block of Highway 61 reported a male for shoplifting Minnesota Lottery scratch-off tickets July 24 after the clerk was distracted looking for other items the male had asked for. The male snatched the unattended tickets and fled the store.

• Employees of Tou Fong Automotive in the 1500 block of Buerkle Road on July 25 reported cash taken from the cash register while the clerk was working in another area. A Keep Our Police Safe

(KOPS) alert was issued for the vehicle that sped away after the thief was spotted.

White Bear Township • A resident in the 4200 block of Homewood Avenue on July 25 reported an empty envelope addressed to him from an investment company found in his mailbox. Its contents, including 401K information, were removed.

• A purse was reported stolen overnight July 25-26 from a vehicle parked in a driveway in the 5800 block of Meadowview Drive after the front passenger window was smashed in. A credit card from the purse was discovered to have been used at 5:56 a.m. July 26. The case is under investigation.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • A property damage hit-and-run accident was reported on Cedar Street at 9:30 p.m. July 16.

Dellwood • A resident on Dellwood Road N. reported a purse containing credit cards stolen from a vehicle after the passenger side window was smashed in. The credit cards were already in use by the time the complainant discovered the theft.

Grant • A set of keys was reported found July 12 on the Gateway Trail between Jamaca Avenue and Jeffrey Blvd. N. Washington County Sheriff’s Office deputies met the reporter at his residence to collect the keys.

• A motorist was cited July 15 on Dellwood Road N. and Jamaca Avenue N. for speeding 80 mph in a 55 mph zone.

• A contractor reported his steel storage container at a job site in the 7000 block of Lone Oak Trail N. was broken into overnight July 15-16, after the lock was cut. Numerous power tools, such as hammer drills, a drill and bit were taken.

• A motorist was cited July 13 in the 4000 block of Wildwood Road for failing to yield for a pedestrian in the crosswalk.

The passenger was cited for open container violation after deputies noticed the open container of alcohol in the vehicle during the traffic stop. Nine other motorists were pulled over that same evening at the same location for failure to yield to pedestrians.

• An attempted Xcel Energy phone scam was reported, with negative results for the con artist.

• A resident on Jesse James Lane reported her vehicle was rummaged through overnight July 14-15. Nothing was taken.

Mahtomedi

• A resident on Ideal Avenue N. reported mail containing money was stolen July 16.

• A pressure washer was reported stolen July 12 out of a residence on 70th Street N. • Miscellaneous items were reported taken from a motor vehicle parked on Glenmar Avenue July 12.

• License plates were reported stolen off a vehicle in the 7000 block of East Avenue on July 13.

• A bicycle was reported stolen July 13 from Hyde Avenue N.

• A bicycle reported discovered July 16 at the side of the road in the 1000 block of Morgan Street was found not to have been stolen and left at the complainant’s house.

• While deputies were dispatched out to a stolen mail call on Warner Avenue July 17, they discovered a purse in the bushes. Items in the purse identified its owner as the same person whose name

PUBLIC SAFETY BRIEFS Vandals strike Ingredients Café patio The patio at Ingredients Café was vandalized overnight July 27. In a Facebook post, the restaurant indicated that flower plantings were destroyed and fencing knocked over. Owner Ben Pratt said that the restaurant is offering a reward for any information leading to the identification of the vandals. Contact 651-426-6611 with details.

Shots fired at Ramsey County deputies Two Ramsey County Sheriff’s deputies were conducting a traffic stop on westbound Highway 36 west of I-35E when occupants of a vehicle driving eastbound fired multiple shots at them and fled at high speed. No one was injured.

Upon taking fire, the deputies immediately released the driver they had pulled over for safety reasons and broadcast the suspect vehicle description on the radio. While deputies were retrieving shell casings found at the scene of the shooting, they learned a Maplewood police officer observed a vehicle matching the suspect’s description. The suspect was located nearby and taken into custody.

A gun was also recovered.

Multiple law enforcement agencies assisted in locating the suspect, and the case remains under investigation.

• A resident of Bevins Lane reported his vehicle damaged overnight July 16-17.

Pine Springs • A Minnesota motorist was cited at 9:02 p.m. July 16 on northbound I-694 to the westbound Highway 36 ramp for speeding 72 mph in a 55 mph zone by deputies on stationary patrol who clocked him on radar at 362 feet. Six additional motorists were cited at that location between July 15-19.

• A resident in the 3000 block of Long Lake Road reported items stolen from two motor vehicles overnight July 16-17.

Willernie • A resident on Charing Lane reported property stolen from her neighbor’s vehicles overnight July 16-17 after a window had been broken in. Three hours later, the complainant’s neighbor called in to report the crime herself.

WHITE BEAR LAKE POLICE REPORTS Deputies eventually located the man hiding in a crawl space. He told them he “happened to have” a knife but didn’t think he went after the victim with it. At jail, the man told the victim to tell authorities that nothing happened.

Man gets lift as well as the car A St. Paul man has been charged with stealing a motor vehicle and fleeing police officers July 21. After he was dropped off at his apartment by a woman he knew, he asked her to step out of the car and talk to a man who’d been standing nearby.

When she did, the man jumped into the car and took off.

An onboard surveillance system located the vehicle in Little Canada. After a half-mile pursuit at high speed, the Chevy Malibu stopped abruptly in the area of Banker’s Drive and Star Circle in Vadnais Heights.

• A motorcyle was stolen in the 3900 block of Linden Street July 22.

• A passerby reported a man holding an offensive sign at the corner of Highway 96 and Centerville Road July 19, but the sign was deemed within the person's First Amendment rights.

• Narcotics were reported in the 4600 block of Bald Eagle Avenue July 19.

• Officers arrested a local man for possession of narcotics and fleeing a vehicle July 23 in the 1700 block of 4th Street.

• Disorderly conduct stemming from a neighbor dispute was reported in the 4900 block of Johnson Avenue July 20.

• A motorcycle fled a traffic stop at a high rate of speed at the intersection of County Road E and McKnight Road July 20. No pursuit was initiated by officers.

Eric Hayne and Olivia Herrick captured the club titles on June 27-28.

Hayne shot 75-79-154 to edge Jason Hoescht by one stroke. Hoescht had 7976-155. Tying for third were Bror Herrick with 78-78-156 and Steve Poganski with 77-79-156. Poganskiâ&#x20AC;&#x2122;s 156 earned him the senior championship.

f you asked the average golfer what shot they dread the most it’s the greenside bunker shot. If you understand how the club works, and match that with a good set up you’re well on your way to hitting this shot successfully.

The sand wedge is the only club where the trailing edge is higher than the leading edge. And yes, you need a sand wedge to hit this shot. This design allows the club to slide into the sand rather than dig straight down into it. Most players who have difficulty in the sand do two things; let the leading edge of the club lead, and decelerate through the shot. The deceleration is caused by the leading edge digging in first.

First, play the ball off of your left heel with your weight on your left side. You’ll want a slightly wider stance.

Tee Next, with a lighter grip pressure make sure your hands are slightly behind the ball. This makes it easy to slide Time the clubhead through the sand. Open the face slightly before you get your grip.

Betsy Larey Your right elbow slides back along your side as you turn your hips. Remember, you need to keep your weight on the left side during the backswing. From there, you simply throw the clubhead down and allow the trailing edge (bounce) to slide through the sand to get the ball up and out. You enter the sand anywhere from 1-2 inches behind the ball. The will depend on what type of sand you’re in, and how far you want the ball to travel. After impact, the right palm is still facing up towards the sky. Finish with your chest facing the target, up on your right toe.

The one mistake I see players make is this – they pull with the grip end instead of throwing the clubhead through the sand. That shot is not coming out of the bunker. You have to let the bounce of the sand wedge work its magic and I think this method is by far the easiest way to do just that.

Gov. Tim Walz announced Minnesota's Safe Learning Plan for the 2010-21 school year July 30.

According to a press release from the governor's office, school districts and charter schools will begin in one of three models: in-person, distance learning or a hybrid model. Experts at the Minnesota Department of Health (MDH) and the Department of Education (MDE) will partner with local school districts and charter schools to help determine which learning model they should use to start the school year. The decision-making process centers on the health, safety and well-being of students, staff and families by using the level of viral activity in the surrounding county and other factors such as the district’s ability to meet mitigation requirements. White Bear Yacht Club gets major makeover A $2.4 million infusion into the White Bear Yacht Club and its renowned golf course is now complete.

Much of the remodel centered on the clubhouse dining area, which still offers an atmosphere of elegance with a come-as-youare area for hungry members who just came off the tennis court.

"Members wanted an atmosphere that was warmer and more welcoming," said Chris Nathlich, general manager and golf director. "The clubhouse was dated. We wanted to create a space where members are comfortable. It is still classy, but more casual."

Voting members (those who hold a proprietary membership) agreed last year to pay an assessment for the redesign, which also includes significant improvements to the Par 72 golf course.

Until the early 1900s, sailing was the main activity at the club, founded in 1889. As its history goes, golf was added to club entertainments in 1912 with nine holes designed by Scottish architect William Watson. Golf was in its infancy in this country at the

Ranked among the top 100 classic courses in the country, the yacht club course has changed some over the years with deleterious effect. Too many trees were creating too much shade and drainage issues made it tough to keep the turf manicured. The decision was made to allocate $750,000 to restore the course to its original state as part of the Sunlight Expansion Project.

"Every change that is made has his blessing," the golf pro said. Drainage has been improved on 12 of the 18 greens and about 450 trees removed to increase air movement and sunlight for turf quality.

The sport is extremely popular among the Dellwood club's 260 or so members, with most retaining the golf package.

Membership and marketing director Laura Lewis said membership remains steady. The demographic is noticeably trend-

ing towards families with young children, she noted. "People are hearing about what is going on here, there's a buzz," added her boss.

A new option for the yacht club is the lakeside membership. It provides access to everything on the lake side of the club, including clay tennis courts, pool and dining, but no golf. There is also a sailing membership.

Initiation fees range from $20,000 for the proprietary membership (40 and older), $10,000 for associate (under 39) and $8,000 for the lakeside membership. Monthly dues

range from $960 to $374.

Whichever package members choose, Nathlich believes the lake is part of the appeal. "The yacht club offers a change of pace from urban living," he said. "It has that feel of an escape to the lake — a weekend getaway for families who don't have a cabin up north."

he mentioned that several Zephyr teammates were looking for a team. Meehan scouted first baseman Henry Laue and outfielder/second baseman Shane Brown at junior college games, got acquainted with them, and brought them on board.

Meehan didn’t get to see Carter Shook, who had a medical redshirt in the 2019 college season, but, needing a shortstop, signed him up and is glad he did. “He has completely transformed our infield defense in the two years he’s been with the Knights,” Meehan said, adding that Shook is a fine leader as well.

This year, the Knights added two more Zephyrs in pitcher Leo Bustos and outfielder Andrew Murphy. Bustos pitched a few innings but had arm soreness and shut down.

Jerylo, who’s 2-0 on the mound with a 2.37 ERA in 19

innings, and otherwise plays third, is elated to have so many hometown teammates.

“It’s always great to play baseball to begin with,” said Jerylo, “and it’s really nice to keep playing with some guys you grew up with, too.”

Last year, the Knights were a surprise state tournament entrant with Jerylo supplying a dramatic moment. They caught fire in the playoffs and upset top-seeded Stockman’s Irish in a best-two-of-three series. In game three, Josh Gaworski had a 3-0 lead after eight but ran into turbulence in the ninth. Jerylo relieved with bases loaded and two outs and got the saves, snapping off a curve ball for strike three on a 3-2 pitch.

At state, Metro Knights won twice before losing twice to fi nish fourth in Class A, the metro division. (There’s also Class B and C, mostly outstate teams.)

The Knights, based this summer at Polar Lakes Park in White Bear Township, have existed since 2008. Normally their home field is Century College in Mahtomedi, but facilities there are closed for the summer.

Meehan, 40, an attorney, is the only player from the 2008 inaugural season still with them.

Moore has the second-longest tenure, joining in 2011, the year he graduated from White Bear Lake. About a half-dozen ex-Bears played then but he’s the only one remaining. The 6-1 left-hander has played in two Class A all-star games. His best season was 2017 with a 4-1 record and a 1.88 ERA. “We get some really good kids on the team, and talent is there, too,” said Moore about why he’s stayed around for a decade. “They love baseball and it’s fun to see them make progress.”

When Meehan became fulltime manager in 2016, he made Moore the pitching coach. “Not having a pitching background myself,” Meehan said, “I rely on Shane for advice regarding pitching strategy, and to work with our pitchers in-game to make adjustments, talk through what’s working and what isn’t, and so on.”

The Knights have been right around .500 for seven or eight years, said Meehan. The 2016 team posted the most wins, 22, while losing 23.

This season didn’t start until June 20, after restrictions due to the Covid-19 pandemic were loosened.

Next for the Knights are Class A state playoffs. There’s six pools, from which the top two will advance to state. The Knights face Macstrength Grizzlies at home Thursday, 7:30 p.m., then Lyon’s Pub on Sunday, noon, at Parade Stadium.

Regardless of the final alignment, a trail will be much safer for users, Brown told council.

Construction is tentatively scheduled for 2022.

In addition to a trail, the road is slated for a 2-inch mill and overlay; not a full reconstruction.

City Manager Ellen Hiniker said staff supports a one-way. There is also a question to be resolved about turnback of the roadway from the county to the municipalities. Part of the road goes through White Bear Township. A recommendation will be on a future agenda as an action item, she said.

a month ago. “He seems very get-it-done oriented,” Brooks observed.

Lake Links endorses the two-way design from White Bear Avenue to McKnight with a 10-foot shared use trail on the lake side.

Judging by the drawings presented at the council meeting, Brooks feels the Kimley Horn people and the county see the design as viable. “There is ample right of way in that section to accomplish this, and keeping two lanes to McKnight helps with traffic flow,” he commented.

Brooks does not support a boulevard between the trail and the road. “It’s just extra costs all around with the potential of limiting sight lines,” he said.

Wolgamot agreed. “The boulevard was widely panned in the public investigation and trees in any boulevard even more frequently rejected. Where the trail is separated from the lake by private land, the tree cover is overwhelming. Where it is not so separated, nobody wants the

view obstructed. This makes trees in the boulevard a useless frippery in the opinion of many.”

Wolgamot feels “the right course” is to continue the Lake Avenue profile.

Brooks also has concerns with the timeline. “It has been four years since the Legislature provided the generous funding of $2.6 million to advance the South Shore segment of the Lake Links Trail,” he pointed out. “I think a lot of us are wondering why, given the direction from the public in the recent virtual open house is the same

direction stakeholders received from the public in the 2017 preliminary engineering open house meetings held by then contractor HTPO, why the project needs to wait an additional year for their slated construction in 2022? Perhaps in the next virtual open house everyone can learn more about these required steps, why they are consuming so much time and whether any of them can be condensed to meet a 2021 construction season.”

A second virtual open house on a refined design is planned late summer or early fall.

The design shows a landscaped boulevard between the trail and the road. Lake Links leaders don’t think a boulevard is necessary.

The existing trail down Old White Bear Avenue terminates at Hazel. The trail would continue east with a transition at McKnight Avenue. Daily traffic averages 5,600 vehicles on the west end of the boulevard, and 2,600 on the east.

THE CLERK’S CORNER – Greetings from the Township! I don’t mean to pile on as I know this has been a tough year thus far, but brace yourself nonetheless. If you have not heard by now, we had to make the very difficult decision to cancel Township Day 2020. We held off as long as we could to be fair to our residents & vendors alike, but with the current state of the global pandemic, & communities all around the State cancelling their events for safety concerns, we were really left with no choice. We are hoping for a return to some normalcy enough to hold the event in 2021. In the meantime, remember that primary elections are coming up on August 11th, either vote by mail or visit your regular polling location. And our road construction projects are ongoing around the Township as part of our 10 year plan to improve the Township’s infrastructure.

Restaurants hit hard, finding ways to make it

In January, Scott Carter knew a crisis was coming.

“We all heard about this thing in China in January,” he said, referring to COVID-19, “and when February came along, I knew it was bad. In my gut I thought we were in trouble, watching the news and connecting the dots.”

Carter runs Manitou Grill and Event Center. Restaurants are one of the businesses hardest hit by the worldwide pandemic and the resulting upheaval on economic, social and recreational normalcy.

What’s needed, he said, is “the public’s good nature and positive attitude going forward and their trust in our company and the other businesses in downtown White Bear Lake. We all need each other to do this.”

The Press contacted independent local restaurants on how they are dealing with it.

Ben Pratt, owner of Ingredients Café, is a little angry.

“The landlord is not budging on his rates, so maybe the government can. After all, they are the ones that destroyed our business. This epidemic is a national disaster. The insurance companies refuse to admit that. No help from them, either. This is very important, and criminal on their part.”

Celine Carlson says it’s a “survival mode” time for Key’s Café and Bakery, which she’s run for 30 years.

“We have been in constant change, and still are. It’s like opening a new restaurant with a new concept.”

Reed Vanderzee, president of the White Bear Lake Economic Development Corporation, urges the public to step up.

“The danger is that we are going to lose restaurants, and it will take a long time to get them back. And they are a big part of the culture of a city. We need to raise awareness that restaurants need additional business to survive.”

Studies show that savings and checking accounts are at record levels, he noted, because there are fewer places to spend money.

“People have money to spend. People enjoy restaurants. It’s just a matter of helping any restaurant, whether it’s takeout, or eating on the patio, or out on the street where we have set up tables.”

Manitou Grill and Event Center The governor’s shutdown order came on Tuesday, March 13. The Manitou Grill and Event Center reopened the following Monday with curbside service that continued through April and May. “And I’m glad we did. It was a nice transition,” Carter said. Later, the restaurant resumed sit-down dining on the patio, with limited seating (50 chairs). Many customers prefer to stay outside, although that only works when it’s 65 to 80 degrees.

The volume of business is “about 30 to 45 percent of where we were last year,” Carter reports. “I cannot complain.”

Carter has run Manitou for nearly two years, after returning to his hometown from Los Angeles, where he did similar work for 35 years.

“Our goal is same as before, for our guests to have a nice time and to make their day better. We have straightforward food with quality product that’s really well made. Live music is great too, and we are slowly starting to bring that back.”

Carter and his chef, Jason Gunderson, conferred on planning the menu and how to do curbside. Fortunately, they had just started a new POS (point of sale) system called “Toast” on which customers could order meals online.

“This was really useful, and we were lucky to be in front of the curve on that.”

Manitou normally has 55 to 60 employees. He laid off the entire staff, with the exception of four people. But since then, everyone who wanted to come back has come back, he said;

some concerned about health issues did not return.

There were mild complaints early on about masks and distancing, Carter said. But Manitou heeded the governor’s guidelines. He designed a T-shirt that said “6 Feet Please.” Stringent cleaning policies were imposed.

“Restaurants are always clean,” he said. “Now we are super clean.” When customers object to wearing masks, he said, they are politely turned away.

“We are open, getting bills paid and our needs met,” Carter said. “We are not breaking any records. But we have 30 to 35 people working. We have a nice tight little unit right now.”

Key’s Café and Bakery Key’s Café and Bakery never closed, said Carlson. She reports that business now is about 75 percent what it was, and that she has lost 25 percent of her staff due to the pandemic.

“We take pride in everything and work hard every day to maintain the quality, cleanliness and consistent good service. We all love what we do.”

Since the pandemic, she said, “Everything is just that much more intense.

We are all under a microscope. I need to work at a much higher level so that everyone else learns and understands the seriousness of all of what’s going on.”

Many of her regulars, she said, have not returned. “So many are just not ready to take a chance on having a meal out.”

Asked what needs to happen to stay in business, Carlson summarized: “I still need help to pay staff and rent.

There is not enough money coming in daily to have any cushion for repairs or equipment. Sales are down, yet I have to have more staff due to the stations now required to run my business due to COVID.”

Ingredients Café Ingredients Cafe had to close the doors from March 17 to April 22, and it was a bitter, hard hit.

“Fifteen years of blood, sweat and tears was taken away, just like that,” said Pratt.

Business is down 65 percent, he said. Many regular customers have not come back. His staff of 30, preCOVID-19, is now 15.

Pratt takes pride in his team. His employees make Ingredients and its customers “feel as though we are one big family.” The mindset during the pandemic is “a positive and supportive work environment,” he said. “Everyone feeds off caring vibes. These days, it’s an absolute must.”

That said, he has some grievances.

“As restaurants, we were forced to close, takeout only. Next, just outdoor dining. Now, operate at 50 percent capacity.”

The government, he said, should make landlords charge rent on a percent monthly basis for restaurants that are 6-8 percent off gross revenue by industry standards.

“That is where the government needs to step in and help us. Force them.”

Pratt says he’s not being political.

“Just stating the facts. God bless the USA.” The costs of complying with government mandates are daunting.

“We had to get new point-of-sale (POS) systems — very costly — at the Burger Bar and Ingredients to handle online ordering and redesign a menu that would be more suited to takeout.”

He and his team keep innovating daily because the restaurant model has to change.

“And it will. I just don’t want it to lose that neighborhood, family feel.”

Pratt loves to open restaurants and has done so five times, but he’s never experienced anything like this. “I thought everything would go back to the way it was. Didn’t happen, and probably will not for the foreseeable future.”

However, he vows, “I will never give it up.”

ReGrow initiative kicks off 2 contests WHITE BEAR LAKE — Marketfest Director Lisa Beecroft shared updates on the ReGrow White Bear Lake campaign at the July 28 City Council meeting. The initiative began early this summer with a group of community organizations, small business owners and city staff brainstorming ideas on how to promote tourism and commerce during the pandemic.

New to ReGrow is a game called BinGROW, a bingo knockoff that encourages people to shop locally at locations shown on the playing card. If someone gets bingo, they are instructed to take a picture and share it on social media at #ReGrowWBL. Prizes will be given away beginning Aug. 10.

A second contest is called Bear Hunt. Visit White Bear Lake businesses and restaurants, and when you

spot one of the official decorated ReGrow WBL Bears, snap a photo of it and post on Twitter, Instagram and/or Facebook with the tag #ReGrowWBL. Be sure to note at which business you found the bear. Steps are being taken by the White Bear Branch, American Red Cross, to establish a Red Cross Hospital at White Bear to take care of the sick in the territory adjacent to the village.

1945 Attendance records for all time will be set at the Ramsey County Fair at White Bear Lake this week, in the opinion of directors of the Ramsey County Agricultural Society.

1970 White Bear Lake school board at its last regular meeting approved the architect’s concept of the new south senior high school and authorized Haarstick, Lundgren and Associates to proceed with contractors’ documents.

1995 The Reverend Frank H. Davenport, former rector of the Church of St. John-inthe-Wilderness, passed away Tuesday morning, July 31, 1945 at St. Luke’s Hospital in St. Paul, after a prolonged illness which caused his retirement from active ministry in February, 1944.

Reverend Frank Davenport served as the rector at St. John In the Wilderness Episcopal Church from 1928 to 1944 and left quite an impression on its members. He is often remembered for his passion for having a large choir for the church and an active Sunday school for the children.

White Bear Lake

Outside his church duties, Davenport served the community by acting as secretary of the local welfare board. During Davenport’s time as rector, St. John’s received a sizeable donation from the Fulton family to reduce their debt. The parish house was named Fulton Memorial Hall and was used as a community gathering place, ensuring support for the church beyond its membership.

Vigilant inspector spots zebra mussels on anchor A vigilant Washington County watercraft inspector stopped the introduction of zebra mussels into Big Marine Lake, according to Adam Doll, DNR watercraft inspection program coordinator.

The inspector said the sides and bottom of a boat entering Big Marine appeared to be clean. Upon looking more closely, however, she spotted live zebra mussels on vegetation that had not been cleaned from the boat's anchor. The operator said the boat had been on White Bear Lake earlier that day where zebra mussels were confirmed in 2014.

The investigation is ongoing.

Local man seeks to ease stress with folksy podcasts

Nearly 1,000 inspectors were hired this year and trained by the DNR to prevent the spread of aquatic invasive species. Funding for the program comes from a $10 million grant counties received to train watercraft inspectors.

Whether or not a lake is known to have invasive species, Minnesota law requires boaters and anglers to: â&#x20AC;˘ Clean watercraft and trailers of aquatic plants and prohibited invasive species. â&#x20AC;˘ Drain all water by removing drain plugs and keeping them out during transport. â&#x20AC;˘ Dispose of unwanted bait in the trash.

The White Bear Lake resident is reaching out with a new project this year, a podcast thatâ&#x20AC;&#x2122;s also light-hearted in tone but addressing a more serious purpose: COVID-19 stress. â&#x20AC;&#x153;2020 has been a hard year for everyone,â&#x20AC;? he said. â&#x20AC;&#x153;I started the podcast because I think there is a lot of anxiety out there. And a lot of young kids are looking for that â&#x20AC;&#x2DC;cool uncleâ&#x20AC;&#x2122; to give them life advice but (who) isnâ&#x20AC;&#x2122;t their parents.â&#x20AC;?

His goal is to relate that heâ&#x20AC;&#x2122;s dealing with all the same stuff in hopes that â&#x20AC;&#x153;it makes people feel a little less alone.â&#x20AC;?

The half-hour podcasts, named â&#x20AC;&#x153;Sunday Morning Coming Down,â&#x20AC;? have been running for 15 weeks now, with 10 minutes of banter, 15 minutes of answering â&#x20AC;&#x153;big life questions,â&#x20AC;? and a five-minute drinking story to fi nish.

He reports that heâ&#x20AC;&#x2122;s getting close to 1,000 loyal listeners and thinks itâ&#x20AC;&#x2122;s cool that many of them tune in when new episodes come out Sunday morning.

ing cigars and telling stories afterwards at my house in White Bear,â&#x20AC;? King related.

King was a football player at Edina High School. Heâ&#x20AC;&#x2122;s worked in advertising for more than 20 years but plans to switch careers in August to start a sports and entertainment company called Owner with a partner.

Financial relief for Washington County homeowners

Though Marketfest was canceled this summer, the Marketfest committee has come through on its commitment to find other ways to celebrate the White Bear Lake community: enter Music in the Park concerts in August.

Joe Flip will perform on Aug. 6, and Ember Island will play Aug. 13. The concerts are from 6 to 8 p.m. at the Gazebo stage at Railroad Park.

Concertgoers are encouraged to order takeout and beverages from a local restaurant and enjoy the performance while sitting at one of the numerous picnic tables along the adjacent Washington Square.

Additionally, live pop-up theater performances by Children's Performing Arts are being planned at the stage from 6-7 p.m. Thursdays, Aug. 20 and 27. The performances will include hits from the group's 15-year musical history.

Homeowners in Washington County who have experienced a reduction in income because of the COVID-19 pandemic may apply for one-time grants of up to $10,000 to help make housing payments. The grants are made possible by money the county received through the CARES Act to assist small businesses, homeowners and renters.

Assistance payment will be made directly to the entity owed. The delinquency or financial hardship must be due to a COVID-19-related financial impact and must be documented. Assistance may be used for payments of a home mortgage/loan, homeowners’ association dues, manufactured home community lot rent and land payments for community land trust properties on the household’s primary residence. Other terms apply, and homeowners will be required to provide documentation of need.

The program will be managed by the Community Development Agency, which will be accepting applications after Aug. 1 at washingtoncountycda.org.
