The White Bear Lake Area Historical Society's popular house tour is cancelled this year due to COVID, but the organization was not to be denied its biggest event of the year. An ambitious alternative is being arranged for area history buffs that same September weekend, which happens to coincide with the society's 50th anniversary.

Think of it as a virtual visit to bygone times. In honor of the golden anniversary, there will be 50 hours of pre-recorded and live segments highlighting local history. A segment will be released on the hour throughout the weekend of Sept. 25-27.

The decision to cancel the annual house tour was difficult, admitted the society's Executive Director Sara Markoe Hanson. "Obviously with COVID and its challenges, hundreds of people walking through homes on the tour is not something that can happen this year," she said. The same went for library presentations that have been held online instead of abandoned altogether.

Adding that the pandemic is having a significant impact on society coffers, Hanson noted that virtual programming has had a silver lining. "We're reaching more people; some of whom are out of state who became members after watching our programs."

District helps fund study on impact of boat wakes

The University of Minnesota used crowdfunding to finance a study that will look at the impact of large wakes generated by powerful boats for surfing.

The University of Minnesota is researching the impact of boat wakes on state lakes and launched a crowdfunding campaign earlier this summer to finance the study.

The $94,000 goal was reached last week when White Bear Lake Conservation District board members voted to give $2,000 to the university at its Aug. 17 meeting.

“The board has received complaints about excessive wakes over the past few years, but there is as yet no solid scientific data to support any action,” noted district member Scott Costello of White Bear Lake. “A bill was introduced in the state Legislature to limit wake boat operation to more than 200 feet from shore, but that didn’t go anywhere. We are hoping that with better data, we’ll be able to make a more informed decision in the future.”

The one-year research initiative will look at the height and energy of waves and depth and force of propeller wash generated by wake boats and other large watercraft to better understand and quantify the impacts on lake bottoms and shorelines. The information can help build understanding on how best to manage and protect lakes and rivers in the future,

according to the campaign website.

Wake surfing is one of Minnesota’s hottest lake sports. Surfers cruise behind boats that create massive wakes, sans tow ropes. Opponents worry that the large waves are eroding shorelines and disturbing vegetation and sediment.

The project at St. Anthony Falls Laboratory also intends to develop a prototype wave monitoring sensor station and training program that will enable interested citizen scientists and organizations to collect data on their lake of interest.

Reaching the goal will allow researchers to activate a fall 2020 field campaign looking at both wake and propeller wash impacts, as well as develop the wave monitoring system for 2021.

Costello said the conservation district has a tradition of funding research. In 2014, for example, the board purchased equipment for a climate station to support research on water level fluctuation in White Bear Lake.

Interment with honors for past commander Before former VFW Post 1782 Commander Rick Gwynn died Aug. 11 of liver disease, he asked the White Bear Lake Honor Guard to be present at his burial.

Squad Leader Jerry Briggs called it a great honor to attend to last week's interment, especially at Ft. Snelling National Cemetery.

Gwynn appeared on the pages of the White Bear Press several times. There was a story about his double life during the holidays when he became the Man in Red; his fundraising efforts to erect a monument at Veterans Park; and how he worked to expand the VFW's reach when he served as manager.

His obituary tells of a love for animals, fishing, winemaking and seeing joy on the faces of military children when he played Santa Claus at their Christmas parties.

A Navy veteran, Gwynn was most in his element playing Santa, a tradition that started while he was stationed on the USS Midway in Japan. He never charged anyone for his services as jolly old St. Nick, and it was undoubtedly his favorite gig.

During his tenure as Post commander, Gwynn was instrumental in getting the monument honoring veterans and

war dead from all branches at White Bear Lake's Veterans Park. He also researched and arranged the brick pathway for families who wished to honor their service members.

He helped with the Beyond the Yellow Ribbon hamburger nights at the VFW and helped coordinate the National Association of Medal of Honor recipients winter fishing trip in 2016 on White

He researched and acquired M1 rifles from the U.S. Army to be used for veterans' funerals, in addition to enough ammunition to last well into the future.

He was a rifle squad member himself of the Ft. Snelling Honor Guard.

A Vietnam veteran, Gwynn moved to Hugo in 2000. He served eight years on the Hugo Planning Commission and was a school bus driver in the Mahtomedi district. He also had a 21-year career at Eastman Kodak until the company closed its doors in Minneapolis.

Widowed in 2014 at age 61, Gwynn met Carla Halverson, who happily played the part of Mrs. Claus. They married in 2016 at St. John in the Wilderness church where he was a member.

Gwynn always called the VFW’s role in a veteran’s life and involvement in local activities a win-win for the community and for him personally.

“When I can do something to help a veteran, I will do that,” he once said in a Press story, “and be part of the community at the same time.”

Mark Andrew Mitchell passed away peacefully after a courageous fight against cancer at Essentia St. Joseph’s Medical Center in Brainerd, Minnesota on August 18, 2020. Funeral services were held Sunday, August 23, 2020 at Trinity Lutheran Church in Brainerd, Minnesota. Interment will be at Vaale Cemetery.

Mark was born to Jeffrey and Heidi (Petters) Mitchell on July 28, 1975. He graduated from White Bear Lake High School, and then went on to attend St. John’s University and Hamline Law School. He married the love of his life Megan Morrissey on June 19, 1999 in White Bear Lake. He was an attorney for over 20 years, practicing law most recently at the Crow Wing County Attorney’s Office.

He loved hockey and was a youth hockey coach for 16 years. He also enjoyed fishing, especially with his son Jacob.

He is survived by Megan Mitchell, his wife of 21 years; son, Jacob Mitchell; parents Jeffrey and Heidi Mitchell; Grandma Marceline Mitchell; sisters Kay (Jason) Morris and Sally Hanson- Dan; Father-In-Law Michael (Josie) Morrissey; Sister-In-Law Jennifer (Mike) Mackley; nieces and nephews Brian, Jackson, Tate, Tessa, Izak, Casey, Croix, Huck, and Macklin; and many cousins and friends.

He was preceded in death by his Grandfather John Mitchell; Grandma and Grandpa Petters; Mother-InLaw Jeanne Morrissey; and his niece Ailie Jeanne Mackley.

Janet Ruth Hess

Janet Ruth Hess, of White Bear Lake, passed peacefully into the eternal presence of her Lord and Savior, Jesus, on August 16, 2020. She was in the comfort of her own home and surrounded by her loving family.

She was diagnosed with stage 4 multiple myeloma (cancer of plasma cells) in February 2019. She faced her foe with grace, courage, and dignity. The family wishes to thank the staff at Maplewood Cancer Center, Regions Hospital, Maplewood Care Center, and especially HealthPartners Hospice, for their caring professionalism and comforting compassion.

Jan was born in Wilmington, Delaware on March 7, 1932. She was preceded in death by her parents Howard and Ruth (McCallister) Layton, brothers Curtis and Richard Layton, and grandsons Tyler Horrisberger and Peter Leonard. She graduated from Delaware Hospital nursing school as a Registered Nurse (RN). After graduation, she used her love and gift for serving others as a RN in Labor and Delivery at Wilmington Hospital, University of Minnesota Hospitals, and the Newborn Nursery at Children’s Minnesota - St. Paul Hospital.

She loved people and her entire life was about serving others, first and foremost her family. She was a loving and devoted wife, mother, grandmother, sister and neighbor. She loved life and brought immense joy to everyone she met. Her life was a living example of this bible verse: Matthew 22:37 & 39 — ‘You shall love the Lord your God with all your heart, and with all your soul, and with all your mind’ and ‘you shall love your neighbor as yourself.’

Jan is survived by her husband of 65 years, Thomas “Dick” Hess, their son Mark (Dee) Hess and daughters Ann Horrisberger, Patty Hess, and Mary Beth Engst; grandchildren Nicole Trost, Ryan and Katie Horrisberger, and Molly Henry; seven great grandchildren; sister Carolyn (Don) Jones and brother David (Claire) Layton. All of these she loved and touched deeply.

Boating safety

D

id you know kids as young as 10 can starting driving a boat after they get their boater’s safety license?

Both of our kids completed their boater safety course a few years ago on a Christmas break road trip and have been driving our boats ever since, averaging 100+ hours a season. Our lakes are part of Minnesota culture. Anyone who wants to spend time on a lake, whether in a motor boat, sail boat, Personal Water Craft (PWC), kayak or paddle board, should complete a boating safety course. It is dangerous to venture out onto one of Minnesota’s lakes without understanding the fundamentals and rules of boating safety.

This summer has been especially dangerous with reported accidents.

Several times I have witnessed inexperienced people on boats who were stranded because they didn’t know how to operate them. Multiple times our family has pulled paddle boarders to safety after and paddling down wind and getting into trouble, or a group of kayakers trying to cross the lake on a weekend.

A few weeks ago, I saw two close calls because kayaks had formed a long single file line as a group and tried to cross open water, blocking all boat traffic. It was both dangerous and inconsiderate. Likewise, boaters have to make good decisions about their speed, when and where to tow a water-skier, surfer, wakeboarder or tuber, like avoiding busy intersections and being considerate on non-motorized watercraft and fisherman.

If you’re taking to the water, it is recommended that you read the Minnesota Boating Guide put out by the DNR. acing a fierce public outcry, the U.S. Postal Service is “suspending” its sudden cost-cutting moves — tossing out high-speed sorting machines, uprooting collection boxes, reducing Post Office hours and eliminating carrier overtime — that have slowed mail delivery and threatened the ontime delivery of mail-in ballots for the presidential election.

That’s all to the good, but it’s important to understand that the changes to USPS that Postmaster General Louis DeJoy and the current administration have in mind for after the election could permanently damage this quintessentially American institution — and citizens’ access to far more Movers & than ballots for Nov. 3.

Shakers Already, the controversy over Dean Ridings the go-slow edicts have aroused public l b t the th effects on nearly every alarm about household. These effects aren’t just theoretical: Many have experienced delayed or missing deliveries of prescription medication, paper Social Security or payroll checks, legal documents, packages of the wide array of purchases during the pandemic lockdown and more.

To these impeded services, add a vital source of local news for many Americans — the daily or weekly newspaper delivered to their mailboxes by a postal carrier.

In the public imagination, kids on bikes earning a bit of money before or after school still toss the local newspaper to the doorstep of subscribers. They were long ago replaced by adults with cars — but even that has changed at many local newspapers.

Finding the independent contractors willing to deliver before dawn is a challenge for many newspapers, and sometimes the shrinking sizes of their routes make no economic sense for the newspaper or the driver.

Newspapers discovered over the years, too, that their “alternative delivery” strategies for distributing advertising materials were becoming prohibitively expensive. The most cost-effective alternative for these newspapers is often the Postal Service.

Newspapers and the USPS over the years have had their “frenemy” moments, with publications ever alert to changes in postage rates — with their arcane distinctions such as “in-county carrier routed sorted” or “Saturation/High Density Plus/ High Density flats” — that have their roots going back to 1775 when the Post Office founded by Ben Franklin set purposely low rates so that newspapers could bring information quickly to the Colonies in the throes of revolution.

But just as the newspaper is a local

business, the local Post Offices and distribution centers are staffed not by faceless bureaucrats but neighbors and community residents. Newspapers’ partnership with the USPS has so far ensured that readers usually get their copies the same day that’s printed on the front page.

Delivering newspapers is just one of the important services of an institution that has “service” in its very name.

Unfortunately, the USPS is being treated as if it is a commercial enterprise that now “loses” money, a standard never applied to the Department of Defense, say, or FEMA. Nor has another agency, or private enterprise for that matter, been forced by law to pay upfront the cost of postretirement health benefits going 75 years into the future. The Institute for Policy Studies, a non-partisan think tank, figures this mandate costs the USPS more than $4 billion a year.

Delivering the mail, including delivering newspapers, throughout the nascent and soon to be sprawling United States was so important to the framers of the Constitution that in its Article I they empowered Congress “To establish Post Offices and Post Roads.”

With this crisis that’s been forced upon an already wounded United States Postal Service, it’s time to remind Congress that it also has a duty to sustain this vital wellspring of democracy and American identity.

LETTERS TO THE EDITOR PAID LETTER Must build public trust The recent not-talked-about-enough event in Hugo is tragic. That residents would be subject to a form of tyranny is bad enough. But the assault on public trust, without which our republic and its institutions of freedom break down, is far more pernicious.

Recent conversations with Elliott Engen (he’s my neighbor) have highlighted again the need for statecraft, reasoned and reasonable dialogue surrounding the issues, questions and needs of both the people and their government. If all are (as John Lewis preached and lived) made in the image of God, then each should be addressed with utmost respect, not with reductionist labels, epithets and threats. If we are indeed all in this together, then we are as citizens, not as partisans.

Mr. Engen did not merely assent intellectually, but committed himself to a campaign that seeks to build, strengthen and maintain public trust. May we all be in that together as well.

PAID LETTER Violence, name calling shuts down peaceful community event This letter needs to be written, it needs to be read, it needs to be processed and thought about by everyone who begins to read it. Our community was going to put together an event open to all people, with no violence, with no threats, the theme to stop this divisiveness of different races, organizations and beliefs.

We had lined up speakers and messages and music for every type of diverse group of people who would have wanted to come and would have come peacefully, and who would have had the heart and desire to try and mend what has happened to our community and our country. Instead, we

were met with terroristic threats, we were called KKK and white supremacists for even thinking of trying to pull together diverse cultures and races. Peacefully. Open to all. This was highly unwarranted, this was slander, this was bullying to the first degree.

In our schools, we have had many videos, meetings, lessons to the students about bullies and how to report bullying and how to prevent bullying and how to not be a bully. Why aren’t adults expected to follow these same lessons? Why aren’t adults taught this? I work in the schools, I know what’s going on, and this is infringing upon our First Amendment rights and should not have been allowed in our community.

The current legislator who represents us released a comment that a certain person’s “vulgar language� was something that should have been, and I guess was, apologized for. Not that blameless people in Hugo who were just living their lives in their neighborhood got called evil names, were terrorized, children and teenage girls got called white bxxxx, chants and threats of “Fxxx you, Hugo, Minnesota� was proudly shouted and there were threats of burning down the City of Hugo. There were pinata effigies made to look like targeted people, designed and used to try to beat these people’s effigies in violence. Our event was meant to take some of the hate out of our community. And the threats that our hosting members got while trying to put this event together was despicable, horrendous and unacceptable.

I pray that people look inside their souls and try to understand what do they really want. Do they want unity? Or do they want power over other people? And to try to trample down other people’s rights and individuality and freedom of speech? I ask you to look inside your souls, your hearts, try to find your conscience.

Is it incomprehensible that there are people out there who do want peace and unity and do not want constant hate and divisiveness? And, we don’t need wishy-

washy current legislators who refuse to address the real issue by skirting around things. Or not returning phone calls.

Or not returning emails. Which is what many acquaintances and friends of mine and I have experienced with the current legislator. I am ready for a change to try to get unity back, to try to get sense and rationality back into our community.

And that is not under the current leadership of our local house representative. Be strong, be honest, stand up for what you believe. And if it isn’t the current, popular stance on certain issues... be brave and follow your heart and soul.

PAID LETTER Vote to remove Commissioner wrong Senate Republicans Vote to Remove Commissioner Leppink, Someone Who Protected Children and Workers from Water Gremlin Lead Exposure The removal of Commissioner Nancy Leppink of the Department of Labor and Industry by State Senate Republicans last week was completely unacceptable.

Commissioner Leppink has been a strong leader for worker safety across the state, but specifically regarding Water Gremlin’s lead exposure in our community.

When it was discovered Water Gremlin employees had elevated blood lead levels linked to their job site conditions, Commissioner Leppink and Health Commissioner Jan Malcolm took swift action to cease operations and protect workers.

Commissioner Leppink worked alongside the Department of Health to inspect and explore the conditions at Water Gremlin and discovered a number of employee families with young children who also had dangerous blood lead levels. The Commissioner and her team investigated the facilities themselves and identified many practices and safety violations that exposed workers to excess lead which they unknowingly tracked home resulting in exposing their families.

The lead exposure to Water Gremlin workers and families, including young children and babies, was so serious that Commissioner Leppink ordered an immediate shutdown of Water Gremlin for clean-up and to bring hygiene practices into safety compliance.

Commissioner Leppink and her team at the Department of Labor and Industry worked diligently to ensure workers and their families would be safe from dangerous lead exposure when Water Gremlin did eventually reopen. She secured adequate cleaning facilities, personal protective equipment, improved containment practices and more.

This kind of swift, efficient, and empathetic leadership is exactly what we need in state government, and yet our Senator voted to remove her. I demand Senator Chamberlain answer for this and explain to his constituents why he voted to remove a Commissioner who has done so much for the health and safety of our community, Water Gremlin workers and their families.

On Saturday night, a perennial favorite, the gangster tour, will be featured, along with a program on prohibition. There will be a demonstration on mixing 1930s-era cocktails, including recipes, and a live trivia contest.

Hanson has been with the WBLAHS for 20 of its 50 years. She was hired after the city acquired the old Northern Pacific Depot in downtown White Bear Lake and invited the historical society to move in after the area chamber moved out. The 1935 depot also served as a visitor center and museum and the city felt it needed a permanent staff person. Hanson was a perfect fit. She holds a masters degree in public history and museum studies and grew up in White Bear Lake.

Her passion for history was instilled by her dad, David Markoe, Hanson said.

“He told stories about his past in White Bear that intrigued me,” recalled the society director, whose great-great grandfather William Markoe fi rst set eyes on the lake in 1857 from a hot-air balloon. “He was fascinated with flight and very adventurous. He fell in love with White Bear Lake so he bought land and a cottage, staying here until he died at age 96.”

She believes people living around the lake recognize the area’s strong heritage and place a high value on that connection to the past.

In the 1950s and ‘60s, there was a renewed focus on heritage and history, Hanson noted. The state’s centennial was 1958 and former White Bear Press owner Aaron Litman served on the state celebration committee. White Bear got involved with a railroad excursion and parade. From there, things continued into the ‘60s, which saw a lot of changes, she said. “People were looking back as things shifted. There was a kind of movement going on.”

The chamber of commerce kept the impetus going. Its heritage subcommittee grew to the point that a decision was made to start a separate organization.

On Sept. 25, 1970, the area historical society officially incorporated with Dr. Richard Wright serving as its fi rst board president.

One of the society’s most significant events the last 50 years is acquiring the Fillebrown House, which Helen and Arthur Fillebrown donated. The house transferred ownership in 1978 when both siblings had passed. The 1879 cottage on Lake Avenue is the focus of many society events.

From the beginning, the historical society has represented the five communities around the lake, hence the word “area” in the name. “That’s an important piece to remember,” Hanson emphasized. “The focus has been the lake and communities around it; not the city.”

The weekend history segments next month continue the society’s mission “to connect a community to its past,” Hanson said. Her vision is a Jerry Lewis-type of telethon, which may or may not include corny antics.

Sponsorships are welcome for the unique event, which is how the cancelled House tour would have raised money, and there will be a membership and donation push. The rest, as they say, is history.

to make this a family farm. We want it to be a destination that people can come to. These are experiences that need to be more attainable for families.”

In March, Mel-O-Dee Stables owner Donna Meline passed away at the age of 90. Before she died, Marx had several conversations with Meline about the future of the property.

“She would say things like, ‘I can’t imagine this being anything but a horse farm,’” Marx recalled, adding that she, too, could not envision the property without horses.

Reins of Love’s lease ends Nov. 30. The property is currently listed for sale on realtor.com for $995,000.

Without the funds to purchase the property, Reins of Love will not be able to fulfill its dreams in support of the equine community and community at large.

Time is also of the essence. Reins of Love not only has right of first refusal until November, it is eligible to receive significant benefits if it purchases the property by the end of September, Marx said.

When Lino Lakes resident Sarah Marrinan heard Reins of Love was in need of funds, her first thought was to take out a loan herself to help. “I panicked when the idea of this opportunity going away crossed my mind. This has become a staple of our lives,” she said.

Marrinan then decided to start a GoFundMe crowdfunding. She lives in the Clearwater Creek development and has many fond memories of walking by MelO-Dee Stables with her two daughters to pet the horses.

Back in March, Marrinan and her daughters found out they could become volunteers for the organization;

by April they were on the schedule. “I don’t know who was more pumped to scoop horse poop, me or my kids!” she said, laughing. The chores the volunteers perform are rewarding and teach important lessons, Marrinan noted.

“Volunteering at the stables doesn’t involve much time with the horses. So much of it is fixing things,

scooping poop, cleaning, washing water buckets and a few minutes of walking the horses out to pasture,” she said. “Where else is there something that instills such a work ethic and happiness? … so many people don’t know it is available, and the community could lose it.

It doesn’t matter who buys it, if this isn’t their (Reins of Love) vision, I see it as a loss.”

2002 White Bear Lake Area High School grad Tim Ngo also volunteers his time at Mel-O-Dee Stables and said Reins of Love is where he found his purpose in life.

Ngo, an Iraq War Army veteran, was injured in combat and lost a piece of his skull after a grenade attack in 2004.

He was in a severe depression last fall when a friend of his suggested he check out Reins of Love.

He said, “I went to check it out and I ended up bonding with one of the horses” (Trigger). “Finding

something like this that is therapeutic is amazing, because I didn’t want to be one of the 22 veterans that commits suicide (each) day. It gives me a reason to get up in the morning, to be able to come out and help with the barn, bond with the horses. It is amazing what a horse can do.”

In addition to launching Mel-O-Dee Stables’ GoFundMe page gofundme.com/f/save-melodeestables-from-development, Marx also started a petition on Change.org in an effort to see if neighbors truly want Mel-O-Dee Stables to continue.

“The response has been overwhelming,” she said.

“They do want it to continue.”

The board had previously authorized improvements to the township’s water management system at its March 2 meeting. Those improvements included expanding the capacity of Well No. 4.

The Otter Ridge Road and Peterson Road improvements were also given the go-ahead at previous board meetings.

The Polar Lakes Park restroom project bids came in at $60,000 less than township estimates. Designs for the two buildings were to be sent to the Park Board for its input and approval.

The board also authorized spending $180,000 to upgrade the parking lot at Columbia Park.

Handicapped parking stalls will be added, as well as an ADA-compliant ramp that will tie into the asphalt walking trail. A dry pond 5 to 6 feet deep will be dug to catch runoff. Overall, “It’s a more efficient use of the space,� Prudhon said. Township staff was authorized to advertise the project for bids.

The White Bear Lake Police Department reported the following selected incidents:

Shooting at White Bear home According to a press release from the White Bear Lake Police Department, at 03:46 a.m. Aug. 22, White Bear Lake police officers responded to a shooting at a private residence in the 2300 block of County Road E. A resident of the house called 911 to report multiple suspects forcibly entered the house, shots were fired and one person inside the house was shot. This injured person was transported to a hospital for injuries that are reported to be non-life threatening.

The suspects left prior to police arrival and no one is currently in custody. The residence where the shooting occurred is still an active crime scene being investigated with the assistance of the Minnesota Bureau of Criminal Apprehension. The department does not believe it was a random incident, nor is there a threat to the public.

Anyone with information on the crime is asked to call the White Bear Lake Police Department, 651-429-8511.

The department said no additional details will be released at this stage in the investigation.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A Minneapolis woman, 21, was cited Aug. 9 in the 700 block of Manor Street for domestic assault, after a verbal argument between her and her ex-boyfriend turned physical.

• A Vadnais Heights man, 46, was arrested Aug. 9 in the 200 block of Woodridge Drive for felony domestic assault and Domestic Abuse No-Contact Order violation.

• A juvenile was arrested for felony theft Aug. 10 at the Vadnais Heights Target in the 900 block of County Road E. The case has been forwarded to the county attorney for consideration of charges.

• A Vadnais Heights man, 71, and an Isanti man, 38, reported assault Aug. 10 in the 3100 block of Centerville Road. The case has been referred to

the city attorney for consideration of charges.

• A Cambridge man, 38, was arrested at 3:07 a.m.

Aug. 10 in the 4500 block of Oakhurst Avenue for burglary, after he was found in the bedroom of a minor. A criminal complaint was fi led.

• A Grant man reported an aluminum utility trailer stolen overnight Aug. 14-15 from the 600 block of Hiawatha Avenue. The vehicle has been entered into the National Crime Information Center (NCIC) database.

• A resident in a multi-housing complex in the 500 block of Belland Avenue reported being assaulted Aug. 15 by a neighbor motivated by bias.

• An unidentified driver was arrested for DWI at 2:19 a.m. Aug. 15 in the 3600 block of Willow Lake Blvd.

White Bear Township • Ramsey County Sheriff's Office deputies were engaged in a two-mile vehicle pursuit starting

at 7:10 p.m. Aug. 10, after they attempted to conduct a traffic stop on a suspect vehicle near Tamarack Nature Center in the 5700 block of Otter Lake Road regarding a string of theft from autos in their area. The case is under investigation.

• Credit card fraud was reported Aug. 10, after an unlocked vehicle in the 4700 block of Fisher Street was rummaged through and a debit card taken and used.

• A child's bicycle left unattended was reported stolen Aug. 11 from Bellaire Beach on White Bear Lake. The complainant's child had left the bike with several others while swimming with friends.

• An antique tackle box was reported stolen Aug. 13, after a boat cover in the 1300 block of Jonquil Lane was sliced.

• A resident in the 5900 block of Mallard Ponds Drive on Aug. 14 reported a BB pellet shot into a glass sliding door and causing damage.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood • A resident of Hall Avenue on Aug. 4 reported fi nding mail in the road. The mail had been earlier reported stolen.

• Washington County Sheriff's Office deputies advised a resident on Wildwood Avenue on Aug. 5 that he would be cited for violating city ordinance if he didn't remove his boat lift from the front yard or come to a resolution with the city

by Aug. 14.

Dellwood • A resident on Dellwood Road N. on Aug. 8 reported her vehicle broken into while it was parked at a business.

Grant • A wallet was reported taken July 30 from a vehicle parked in the 9000 block of 60th Street N.

• An African-American male was reported at 5:59 p.m. Aug. 1 for soliciting, after he walked up a long driveway to a home in the 7000 block of Lake Elmo Avenue N. to sell cleaning products. The complainant reported that when questioned, the subject made “outof-sorts” comments.

• A fi ght was reported Aug. 3 at Cozzie's Bar in the 11000 block of 60th Street N., after Washington County Sheriff's Office deputies were dispatched on an assault report. The assault was mutual, and there are no charges at this time.

• A resident in the 6000 block of Keats Avenue N. on Aug. 6 reported theft from a motor vehicle.

Mahtomedi • An apartment resident on Stillwater Road reported the upstairs neighbor for making noise July 29. After the complainant didn't want deputies to speak to the neighbor, they directed the complainant to talk to the leasing office about finding a new unit.

• Approximately 15 protesters against the Line 3 pipeline were reported

at 10:50 a.m. July 29 on Mahtomedi Avenue.

• A citation for assault was issued at 1:17 p.m. July 29 on Griffin Court, following a physical altercation.

• A business on Stillwater Road at 7:11 a.m. July 30 reported receiving three counterfeit $10 bills.

• A resident on View Road reported mail theft on July 30.

• A resident on Dartmoor Road reported a vehicle rummaged through overnight July 30-31 with nothing of value taken.

• A resident on Forest Avenue reported items stolen from a motor vehicle on July 31.

• An unidentified motorist was cited at 10:07 p.m. July 31 on Stillwater Road for driving with a phone in hand.

Pine Springs • A male motorist was cited at 12:26 a.m. Aug. 2 on the eastbound ramp to Highway 36 from northbound I-694 for driving after revocation, after being pulled over for speeding. A computer check showed the

vehicle to have been reported as stolen. The driver stated that his vehicle and wallet had been stolen one week earlier. The driver was issued a temporary tag, because his vehicle was displaying improper license plates. The passenger had a valid driver's license and drove the vehicle from that point.

• A Minnesota motorist was cited Aug. 2 on Highway 36 for speeding 77 mph in a 55 mph zone by deputies on stationary patrol who clocked him on radar at 413 feet.

Willernie • A resident on Wildwood Road on Aug. 4 reported another party for refusing to come and pick up property.

Deputies advised the complainant to contact his civil attorney to see if an agreement could be reached to arrange for property retrieval.

• An unidentified person was arrested Aug. 7 on Chatham Road and Kimberly Road for DWI, following a complaint about a car parked in the roadway and occupied by a posible slumper.

Palmer recently returned to South Carolina to start the new school year, where she is currently studying management with an entrepreneurial concentration, and a minor in marketing. She said that since her supplies are here in Minnesota, the business has slowed down, but she thinks it will pick back up once she gets settled in.

Palmer said that so far, she is excited to know that people like what she’s putting out there.

“If I’m walking down the street or out with friends and see someone wearing a shirt I’ve made, that’s exciting. It’s a good feeling to know that people like what I’m creating,” Palmer said.

Nineteen-year-old Bella Palmer is the face behind DETOUR, a clothing business she launched several months ago.

Palmer, originally from Lake Elmo, is a 2019 graduate of Mahtomedi High School. She is currently entering her sophomore year at Coastal Carolina University in South Carolina.

Like many other college students across the country, Palmer was sent back home to Minnesota early on during the coronavirus pandemic.

“I was home for about six months,” she said. “I have an entrepreneurial spirit. I’ve always been into business. I wanted to do something over quarantine, and I thought this was a good use of my time.”

Palmer said her dad got a heat press years ago and Palmer said she’s always wanted to use it.

“I found it in the garage, whipped it out during quarantine and start-

ed making shirts,” she recalled.

Right now, she’s making and selling T-shirts, hats and masks, and recently created a few sweatshirts. Palmer describes the line as comfortable, streetwear clothing.

Palmer’s friend, Molly Farrell, who is also a Mahtomedi grad, owns a photography business and agreed to take some pictures for the brand.

Palmer created an Instagram page for her business where she posts photos of merchandise. She has sold some of her clothing through that social media platform.

She has plans to launch a website in November, which will be found at detourwear.com.

A signature of the clothing are the coordinates on it. Palmer said they are the coordinates for St. Paul, but people can have customized coordinates added, too.

Where did she get the name of her business? Palmer said, “In life, I’ve learned that there’s not always going to be an exact path. Or you plan a path and you can’t take it, so you have to be flexible. Whether

Hands-free sting nets violators across state Extra enforcement of the hands-free and distracted driving law earlier this month resulted in 1,403 citations. Forty of those were in White Bear Lake.

Drivers are making dangerous choices, according to a Department of Public Safety report.

In St. Paul, a 37-year-old man admitted to playing Pokemon Go while driving.

In Crookston, a trooper stopped a 31-year-old driver who admitted to holding his phone and changing music. In Austin, police cited a driver steering with his knee with both hands on his phone.

Still, parking the phone may be making a difference in distraction-related crashes. In the year since the law went into effect, 19 of 324 fatalities, or 6%, were distraction-related. The year prior, 10% of fatalities were considered distraction-related.

Don't hold your phone while driving. A driver can use a cell phone to make calls, text, listen to music or podcasts and get directions, but only by using voice commands or single-touch activation without holding the phone.

Penalties for the violation can be more than $120 plus court costs for a fi rst offense and more than $300 plus

court costs for subsequent offense. If you injure or kill someone under the handsfree law, you can face a felony charge of criminal vehicular operation or homicide.

By far, the most citations during the Aug. 1-8 extra enforcement period were issued in St. Paul — 449, one-third of all its citations. White Bear Lake was in the top 10 of the 230 agencies listed.

The hands-free law went into effect Aug. 1, 2019. A total of 20,811 drivers have been cited across the state since the law took effect.

Preliminary numbers show 89 people lost their lives in drunk driving-related crashes in 2019, the most since 2015. Nearly one out of every four deaths on Minnesota roads is related to drunk driving. Black Lives Matter protests head to suburbs

HUGO — Residents out and about the afternoon of Saturday, Aug. 15, likely noticed a heavy law enforcement presence around town.

The presence of sheriff deputies and police officers was an effort to be prepared in the event things got out of control at the Black Lives Matter rally, scheduled for noon to 4 p.m. outside of the home of Minneapolis Police Federation President Bob Kroll.

The group gathered in the Sears parking lot on Rice Street in St. Paul and traveled to Hugo.

Washington County Sheriff’s (WCSO) Office Cmdr. Doug Anschutz said the event was not a surprise to the WCSO. “When the Sheriff’s Office was made aware of the protest, we immediately developed an action plan, in addition to having a contingency plan in the event the protest grew. We had a large amount of deputies and officers on scene,” Anschutz said.

“The Sheriff’s Office took the protest seriously and was prepared for it. Our top priorities were to ensure public safety and protect private property while allowing people to exercise their First Amendment rights.”

The WCSO requested assistance from the Anoka County Sheriff’s Office, Forest Lake Police Department, Lino Lakes Police Department and the Minnesota State Patrol.

According to Anschutz, he estimates there were around 150-200 people in attendance at the rally.

He would not say if any roads or intersections had to be temporarily closed, but he did mention that the protestors used “road guards” to help facilitate their caravan to Hugo. The State Patrol monitored intersections near Highway 61 and I-35E in the event that traffic became a problem while participants were arriving and leaving Hugo.

Comments, photographs and videos from the event quickly began circulating on social media.

St. Paul DFL House candidate John Thompson has since received a lot of criticism for his words and actions at the event.

In a press release, Washington County Sheriff Dan Starry and County Attorney Pete Orput wrote, in part, “John Thompson spoke and chose divisive, hurtful and inflammatory rhetoric to include berating children who were present. We have both received much communication regarding what was said. After investigation, the comments made by Mr. Thompson, though grossly inappropriate, do not

violate any felony statute. We will continue further review of any other violations of state law or city ordinance, while allowing for First Amendment protected speech.

“Furthermore, Mr. Thompson chose to admonish the men and women wearing the Sheriff’s Office uniform that were present to protect all citizens in this instance. We stand by the deputies that serve Washington County on a daily basis and are proud of their selfless and honorable service.”

Comments were made on social media that protestors were jumping on cars. Anschutz said that the WCSO did receive a report of people jumping on cars, but deputies in the area determined that that did not actually happen. He said there were no

arrests; however, one person was cited for falsely reporting a crime. A person believed to be a participant in the protest alleged that he was assaulted by someone in the neighborhood.

“Our investigation determined that to be untrue, so he is being charged,” Anshutz said. “We have been working with both the County Attorney’s Office and the City Attorney to determine if any other criminal charges are appropriate related to the conduct of any of the participants that attended, (and) our investigation and review by the attorneys is ongoing.”

MAHTOMEDI CITY COUNCIL NOTES The Mahtomedi City Council at its Aug. 18 meeting took the following action: • Gave conditional approval to a request from Holcomb Rev. Trust for a minor subdivision at 182 Bevins Lane to create three single-family lots, along with three variances. The 39,152 squarefoot parcel is zoned as R1-C, Low Density Residential. The parcel includes 2,258 square feet of wetlands. The city project extending public utilities to these parcels is now underway. The three variances involve Parcel A, which has an existing home on it. The presence of the large wetland and the parcel's frontage on the cul-de-sac have created the need for the variances. The three variances pertain to the minimum required net area of 11,900 square feet, the required minimum lot depth of 125 feet and the required front yeard setback of at least 30 feet. At their Aug. 12 meeting, the Planning Commission unanimously recommended approval.

• Approved with conditions a request for a minor subdivision at 175 Bevins in the R1-C Low-Density Residential District to create three single-family lots. The city is currently extending public utilities to the original 74,358 square-foot parcel that already contains a single-family home. The Planning Commission at their Aug. 12 meeting recommended conditional approval. “It's not a surprise that we're seeing all this development with the extension of the sewer and water in this area,” Council Member Jeff Ledermann said. “Let's look to protect these natural areas that are pretty important to us,” he said. “I look at owners' rights as well -- we can't lose sight of that as a council,” Council Member Richard Brainerd said.

• Approved an amended request for a Conditional Use Permit (CUP) to allow for reductions to the front and side yard setback requirements in order to add onto the home at 67 Grove St. The parcel

is located in the R1-E Historic District. Council tabled this item at its July 21 meeting to allow the applicants to revise their request. Their revised plan now requests a six-foot side setback where a seven-foot setback is required and a 29.5 foot front setback where a 45-foot setback is required – a reduction of two feet on each of the two setback requests. • Passed a resolution modifying the permitted hours for running pumping stations and dewatering wells necessary for the completion of the Bevins, Bichner, and Talahi Utility Extention Project. The resolution permits the contractor to operate three portable dewatering/pumping stations along Bevins Lane for 24 hours a day from Aug. 18 through Sept. 11. City code contains prohibitions on construction noise between 10 p.m. and 7 a.m., but also provides for various exceptions to noise prohibitions. If the dewatering pumps are shut off each night, the sanitary sewer and lift station will never be installed, City Engineer John Sachi said.

• Passed a resolution declaring the sufficiency of petition for a street vacation and scheduled a public hearing.

• Heard from two citizens proposing a safe walk to schools route for this coming school year and moving forward, as school buses will be starting the school year half empty.

The chicks continue to amaze us with their growth and hilarious antics. The chicks’ fluffy “baby feathers” have been replaced with well-defined brown and cream colored flight feathers. Their emerging white chests make it easier to spot them in the waves. Our sunrise visits have become more challenging because the chicks are traveling longer distances and often will explore new sections of the lake on their own. We had a few unsuccessful trips without a chick in sight, after scouting the entire lake. Fortunately, the chicks have attained celebrity status and Loon lovers, all around the lake, have been keeping us posted. We thank our newest Loon family fan, Kirsten, for sending us a video of the chicks at play on one of the days we went without a sighting. The parents continue to deliver fish, which keep getting bigger, but also leave the chicks to fend for themselves to develop their own fishing and diving skills. The chicks are slowly mastering the skill of turning the fish, head first in their bills, before swallowing to avoid internal tearing from sharp fins. Watching the chicks’ necks expand, while swallowing the squirming fish, is something else. After successfully receiving and swallowing a fish, the chicks often will vie for their parents’ approval and affection by circling and trying to hug their parents’ necks. The moment is fleeting, because the parents like to keep moving.

After fishing on their own, the chicks always find their way back to each other and greet each other by pulling and pecking at each other’s feathers and getting in each other’s “face”. If the Loon family stays on schedule, flying lessons should get underway this week.

Back in action!

After lost spring season, Bear & Zephyr fall teams ready to play White Bear Lake and Mahtomedi will resume high school athletic competitions this week for the fi rst time since early March.

Prep sports have been absent since the COVID-19 pandemic caused cancelation of the remaining basketball tournaments and the entire spring sports season. â&#x20AC;&#x153;We are fortunate to be playing, and hope to complete the season,â&#x20AC;? said John Dierkhising, co-head coach of Bear girls soccer. â&#x20AC;&#x153;There are a lot more protocols this year to be aware of,â&#x20AC;? Dierkhising noted, mentioning no Wednesday team dinners, no big allteam program kickoff potluck, and the Bears being on the home sideline for the fi rst time with visiting team and fans on the other side. â&#x20AC;&#x153;But when we start practice and cross the

lines we feel some normalcy so that has been good for everyone.â&#x20AC;?

On Thursday, the Bears will host a soccer double header against Cretin-Derham Hall with the boys starting at 5 p.m. and the girls at 7:30 p.m. Also Thursday, the girls swim team will open at Irondale at 5:30 p.m.

Boys and girls cross country will open Saturday at Roseville Area, 11:10 p.m. Meets will be limited to three teams.

The Zephyr girls tennis team opened Tuesday hosting South St. Paul. The soccer teams will open with a double header Thursday at Simley with girls at 5 p.m. and boys at 7 p.m.

The Zephyr swimmers will open against Hill-Murray on Sept. 3 at Maplewood Middle School. Cross country will open at Hastings on Sept. 10. Meets will be limited to three teams.

A limited number of fans will be allowed.

Under state pandemic rules, outdoor events can have as many as 250 people in attendance as long as they are socially distanced.

Football and volleyball, regarded as the most risky during the pandemic, have been moved to sprint, scheduled to start in late March.

WHITE BEAR AREA SENIOR PROGRAM The White Bear Area Senior Center has re-opened to some of our groups. Coloring, Woodcarvers, Friends Who Care, Yarn Bâ&#x20AC;&#x2122;s, In Stitches, and Readers Chat are all groups that can socially distance in the Center. Our craft corner opens on September 10 and will be open 2nd Monday of the month and Thursdays from 11:30-3pm. If you are interested in joining any of these groups please contact us. New members (all adults) are welcome.

Membership is $20 for the 20-21 year and required to attend programs and activities.

The WB Senior Center relies on membership dollars, grants, and donations for our daily operations. We are looking for volunteers who would be interested in grant writing to help support the center. NAMES IN THE NEWS Virginia Mancini, an English teacher at Mahtomedi Middle School, is a recipient of a 2020 WEM Outstanding Educator Award, an honor that is accompanied by a $15,000 award from the WEM Foundation and Synergy & Leadership Exchange.

Mancini has been teaching for 21 years and currently teaches seventh grade English.

Mancini is being recognized as the Teacher Achievement Award state honoree. The teacher achievement award recognizes exemplary teachers who support, inspire and assist students to attain greater learning as evidenced by student achievement. Candidates demonstrate exceptional command of their subject area; keep course content current by integrating new technology, research and innovations; support active, hands-on and continuous learning for all students; and effectively use differentiated instruction.
