Changes coming to Whitaker Street intersection

WHITE BEAR LAKE — The City Council vote was close, 3-2, but MnDOT got its municipal consent to improve the Whitaker Street/Hwy. 61 intersection.

A stoplight is planned, as well as a realignment, which requires closing access from Hwy. 61 into the strip mall on the

northeast corner of the intersection. Permanent right of way will also be acquired from the city for stormwater ponds.

The long-desired improvements are being triggered as part of the Rush Line Bus Rapid Transit project, as well as for the planned future extension of the Bruce Vento Trail through White Bear Lake. Municipal consent is required by state

statute when a project alters access, changes traffic or requires acquisition of right of way in a municipality.

Reasons for the access closure are proximity to the new signalized intersection and proximity to Rush Line's proposed Whitaker Street station.

School district addresses achievement gap

The effects of COVID-19 on young learners are not yet fully understood, but reading scores and achievement gap measurements from the 2020-2021 school year show that the White Bear Lake School District has some catching up to do.

Dr. Alison Gillespie, assistant superintendent of teaching and learning, presented a summary of the past school year’s World’s Best Workforce achievement and integration summary at the Oct. 11 school board meeting.

The World’s Best Workforce Plan is an initiative from the Minnesota Department of Education that addresses five achievement goals to improve teaching and learning. These goals ensure that all students are ready for school, all third graders can read at grade level, all racial and economic gaps between students are closed, all students are ready for a career and college and all students graduate from high school.

The summary showed the White Bear Lake district lags in third grade reading scores, falling from 62.6 percent reading proficiency on the MCAIII assessment in 2019 to 54.6 percent in 2021. The goal is for that number to increase to 68.1 percent

by June 2023. This drop was accompanied by a 14.3 percent decrease in participation, as parents are able to opt their students out of MCA testing.

In some years, MCA participation has been as high as 99 percent, so this decrease is significant, Gillespie explained. This could cause a negative impact, as participation rate is part of the district’s evaluation.

Better late than never: Firefighters recognized for service Observing that 2020 was a "lousy year for all of us," White Bear Lake Fire Chief Greg Peterson said department recognitions have been a "long time coming."

The time came Oct. 12 during the regular City Council meeting. First on the recognition list was Steve Engstran, a firefighter/EMT who retired as a captain last year after 30 years of service. The chief said the department is "proud of what Steve's done" and noted a number of retirees were in the council chamber to help him celebrate. Engstran also represents Ward 5 on City Council.

"There's a story to go with this," Peterson said. "On April 2, 2020, we received an alarm for a fire at a townhouse complex. Fortunately, two firefighters were already at the complex attending to a medical emergency. Rob went to the unit and found it filled with thick smoke with zero visibility.

When he called out, he heard a faint and scared voice respond.

He entered the unit with

no gear or breathing protection, felt his way through the smoke and found a 60-yearold woman on the kitchen floor next to her wheelchair. There was an active fire on the stove and cupboards above. He took her to safety. She was transported to a local hospital and treated for burns to her hands, arms and face and smoke inhalation. She made a full recovery after a couple weeks in the hospital."

Weidman's act of valor was above and beyond the call of duty, Peterson said. The paramedic exhibited exceptional courage, presence of

mind and swiftness of action regardless of his personal safety in an attempt to save a life.

The department medal serves to recognize his bravery and courage.

Three full-time firefighters were also officially promoted to captain during the meeting: Jeremy Andert, Matt Stallings and Dylan Berglund.

Family members pinned on their badges.

Finally, a dozen firefighters took their oath of office from the city clerk. All then retired to the public safety training room for celebratory cake and coffee.

Purple Line clears major environmental hurdle ST. PAUL — The Federal Transit Administration (FTA) has cleared the environmental assessment for the Metro Purple Line, formerly known as the Rush Line bus rapid transit project.

In an Oct. 13 press release from Ramsey County, it was noted the FTA issued a favorable decision regarding the assessment. The decision document, called a finding of no significant impact, or FONSI, is the final stage of the environmental review process for the Purple Line project under the National Environmental Policy Act. The county has also issued a findings of fact and conclusions document to comply

with the Minnesota Environmental Policy Act. Construction is scheduled to begin early 2024 with service starting late 2026 on the 15-mile transit system.

"We're pleased by the progress this project is making to advance equity and access to jobs in Ramsey County by providing another transportation option in areas underserved by transit," said County Commissioner Victoria Reinhardt, a White Bear Lake resident. "The Purple Line will be critical connector for residents, workers and businesses."

The environmental assessment was open for public comment in May and June. All comments received and responses to "substantive comments" can be found in FTA's findings document.

The decision is "a key milestone" required of projects readying for or advancing through FTA's capital investment grants program.

The Purple Line is part of the regional Metro system operated under the supervision of the Metropolitan Council.

It will stretch from St. Paul to downtown White Bear Lake.

Social media: Journalists worst nightmare

A

s a journalist in today’s society, social media can often be helpful. I’ve stumbled upon amazing story leads, found events to attend and area photographers to highlight. In many ways social media can make the job easier, but in many ways, it makes it harder.

Over the past few years I have often found myself growing more and more frustrated with social media, not only for the straight up nastiness I have seen, but also because of how fast misinformation and rumors spread to thousands.

I cannot tell you how many times we in the news room have gotten a phone call or email about something that someone saw on social media that ended up having absolutely no truth to it whatsoever.

Just last week, there was a Out & NextDoor post circulating that alleged criminal activity at a About homecoming game. The author of Shannon the post said things were stolen from the opposing football team’s Granholm lockers and strewn about outside.

The post said student athletes were missing cell phones, AirPods and clothing and many of their things were vandalized. It didn’t take long for the post to gain lots of traction through shares and comments.

A call to local police department revealed that if any of that did in fact happen, not one person reported it to the authorities. I find it very hard to believe that those allegations did in fact take place, that not one coach, parent, student or bystander called the police to report it.

Another recent example was a post circulating NextDoor and Facebook that claimed that an area apple orchard that has been around since 1966 that was in trouble and neighbors were running the operation in an effort to keep it going. The post said if someone didn’t step up to take the orchard over, it would close.

One of our reporters reached out to the owner who set the record straight and said that is not the case. Although the owner is in fact 91 years old, the orchard is not going out of business and she has a manager and several employees to help run the business.

I’m sure you have heard it time and time again — Don’t believe everything you read on social media, but I will say it again. You cannot believe everything you read on Facebook, Instagram, Twitter, NextDoor, TikTok etc. Newspapers have long had standards about what can be published, but there are few rules on social media and virtually anything goes. There is no one vetting those posts and comments to see if they are truthful, and it only takes a matter of minutes, sometimes seconds, for something that may have started off as true to quickly become far from the truth.

I plead you to consider subscribing to your local newspaper. We can’t just print something we heard from a friend of a friend or overheard in the grocery store checkout.

We like our first amendment rights – whatever they are

mericans deeply value their First Amendment rights to freely worship and to freely voice their views, but we are deeply divided on how to apply and regulate those freedoms, a newly released survey discloses.

Therein is the 21st century challenge: Balancing long-protected freedoms against shortcuts through the First Amendment in the name of combatting society’s ills or protecting individual beliefs.

“The First Amendment: Where America Stands” is a survey commissioned by the nonpartisan Freedom Forum.

The survey sampled a representaMovers & tive group of more than 3,000 AmeriShakers cans on their attitudes and values Gene Policinski about the freedoms of religion, speech, press, assembly bl and petition.

For those who see these five freedoms as essential to democracy, there are welcome results in the survey: 94% of respondents see the First Amendment as vital and 63% would keep the 45 words of the amendment as adopted in 1791.

But — no surprise in our polarized society — 23% of all those polled would make some changes. A smaller group, 15% of respondents, said our core freedoms go too far.

The results reflect a time when Americans are much more active in testing both the protections of and limits on our freedoms.

For example, 36% percent of us would add new limits on free speech to battle “hate speech” — raising the deep challenge that what some see as hateful speech may be seen by others as simply the expression of a deeply held view or belief.

Some results may forecast a lessening of support for the five freedoms: 45% of people say they have not expressed an opinion for fear of negative reaction, with younger Americans more likely to say they have self-censored. The survey found 49% never have shared a political opinion on social media. Just three percent say the right of petition — to publicly seek change in government policies or laws — is the First Amendment freedom they value most; 69% of us never have participated in a rally, protest or march.

In an echo of Freedom Forum surveys since 1997, the new “Where America Stands” found many of us lack fundamental understanding of the First Amendment. About one in five (18%) couldn’t name one freedom in the amendment. Of those who could name at least one: 78% could identify free speech, followed by 49% naming religion, 39% assembly, 34% free press and 14% the right of petition. Just nine percent correctly identified all five.

Some findings are more in the vein of wishful thinking than practical suggestions — which doesn’t mean we should ignore the sentiments. The survey found that 72% would outlaw political ads that “misrepresent the truth.” In an era of constant battles with misinformation, particularly online, that’s certainly a worthy goal. But the sentiment raises a multitude of conflicting questions: What is “truth?”

How can we apply such laws without raising the specter of partisan censorship?

Then there is public opinion regarding a free press. A majority — 58% — see the news media as an essential watchdog on government, one of the core reasons the nation’s founders provided such strong protection for independent journalism — even the highly partisan newspa-

pers and journals of their time.

But only 14% of respondents expressed strong trust in the news media of today, with public broadcasting rated highest. The survey also confirmed widespread polling in recent years that shows a majority of us live in so-called “news bubbles” — just 38% of respondents look to news outlets with different perspectives than their own.

More than two-thirds of those responding to the survey (69%) said social media companies should be responsible for what’s posted on their sites. But that desire raises the likelihood that in holding Twitter, Facebook and others accountable we will prompt much tighter restrictions by those companies on what we are able to post — with some predicting the death of social media as we know it — and the installation of cumbersome government regulations and processes.

More than any other, that social media quandary typifies the survey findings. New technologies and deep political and social divides challenge our traditional shared notions of freedoms. We have heavy debate and momentous decisions ahead.

But the survey shows far too many of us lack basic knowledge about the First Amendment to debate and decide in an informed way.

When it comes to our core freedoms, “ignorance is not bliss,” particularly when combined with fear and lack of engagement that can drive hasty actions and prompt political opportunists.

Ignorance about our rights is dangerous for democracy.

LETTERS TO THE EDITOR PAID LETTER Hire character “Hire character” is a motto used in business to describe the way to get the best workforce.

We need to look at a candidate’s character every time we vote, because we are hiring that person to work for us.

In addition to ability and experience, White Bear Lake City Council Member Doug Biehn has an outstanding character.

After the untimely death of their daughter Kathy at age 17, Doug and his wife, Mary Beth, turned tragedy into service by becoming foster parents to more than 20 infants and children. Many of their foster children were dealing with significant health issues. Some had a short life expectancy. Doug and Mary Beth devoted themselves to making every moment count for these children. Doug and Mary Beth eventually adopted their youngest child from the foster care system.

The manner in which Doug lives his life leaves no doubt that his decisions are based on what will create a safe and healthy community for the next generation. We are lucky to have the opportunity to vote to reelect Doug Biehn as our council member in Ward 2 of White Bear Lake.

PAID LETTER I don’t support the Rush Line The Rush Line transit proposal is a federal government cash grab, and comes with all the strings attached that one should expect—including the destruction of our downtown community feel and increased spending waste. It will destroy the work completed down Highway 61, mandating an additional transit-only lane on both sides of the highway through White Bear Lake to the end of the route. Those same requirements will add almost 100 buses during the day from 5 a.m. to 1 a.m., with no flexibility if the route and ridership of this bus line don’t pan out as predicted.

This funding also requires a 50% match by Ramsey County taxpayers. While the federal government provides almost $235 million, the county — all of us — will then be responsible for the other $235 million, plus ongoing expenses.

I support transit. I support a many-layered approach for getting to work, as well as around the city, including safe walking and biking paths and well-maintained roads and parking. Busing is another way to travel to St. Paul or Minneapolis, but for $475 million, the Rush Line won’t take people to the YMCA or the food shelf or Century College, and it won’t take people from their neighborhood to the grocery store.

How about if Ramsey County simply spends the $225 million they will tax from us, and provide busing people will actually ride, going to places people want to go, without destroying the fabric of our city? Spending half the amount of money could give us a 100 times better system.

I’ve heard members of the White Bear Lake City Council say there is nothing to be done — but that’s simply untrue.

There are two votes coming up in the next two months that,

while not outright stopping this plan, could very well slow it down and cause smart people to take a second look. These are important votes, and I encourage everyone to contact their representative, especially those in Ward 2, because your elected representative publicly supports this boondoggle.

Also, please vote for me in November.

I served with Paul on the Mahtomedi High School RBI (baseball booster) Club and most recently on the Mahtomedi Area Education Foundation, which he leads as president. I have volunteered in the four Mahtomedi public schools, which our three sons have attended, for 17 years.

Paul is a man of character who calmly listens and considers all perspectives, critically analyzes circumstances, respectfully offers recommendations, motivates others to act and decisively leads—with kindness.

As a professional tutor for 25 years supporting Mahtomedi and East Metro public and private schools, I have observed students reaching their academic potentials because of dedicated, exceptional teachers reinforced by key policy decisions and best practices. I have also noted students held back or limited by lowered expectations and practices.

School districts are simultaneously addressing the pandemic, racial inequity and social injustice: these issues demand and deserve our attention, but not at the expense of our children’s academic experience. These challenges require school boards to offer recommendations that both optimize overall academic performance and prepare students to be forces of good while facing societal issues.

To mitigate challenges for students unable to meet certain academic expectations, some practices or resources are often diminished. For example, reducing or not assigning homework, decreasing recognition of academic achievement or limiting resources specific to the individualized needs of unique learners become acceptable options. PAID LETTER Say no to status quo White Bear Lake spends more money per student than Mahtomedi and a lot more money than St. Croix Prep, but White Bear Lake's third grade reading proficiency is quite a bit worse. White Bear Lake teachers are the eighth-highest paid in the state based on average salary, again higher than Mahtomedi and much higher than St. Croix Prep. It seems the folks in White Bear Lake have made the investment and should be getting better results for their tax money. Say “no” to the status quo of the current school board. Vote John Ficcadenti for school board on Nov. 2.

PAID LETTER Protect history in our schools As a professional historian who has taught history for over a decade, I am very concerned with the actions and agenda of an extremist group known as the Patriot Parents, who have disrupted several recent ISD 624 school board meetings.

More concerning, the Patriot Parents (who have rebranded themselves White Bear Lake United) have put forward a number of school board candidates who are committed to promoting what they call “patriotic history” in our classes.

Essentially, these candidates want to ban teaching or discussing any material critical of the United States.

This concept of “patriotic history” is not history at all; it is simply a code word for white-nationalist propaganda. Such an education would severely harm our students.

By cherry-picking only the positive parts of our history, we would ignore the full reality of our past. History is complex, messy and, yes, sometimes unpleasant. However, you cannot expect students (or our society in general) to be able to understand and successfully engage with the complex and diverse world we live in without a solid grounding in honest history.

One refrain I consistently hear as a history teacher is “Those who do not remember their past are condemned to repeat their mistakes.” I ask any supporters of “patriotic history” this: How in the world are we supposed to learn from the mistakes of the past if we don’t admit making any? In essence, “patriotic history” strips any real educational value from studying the past and would leave our students woefully unprepared for the complexities of the workplace and our world in general. That is why I am supporting candidates such as Deb Beloyed, Jessica Ellison, Chris Streiff-Oji, and Kathleen Daniels. These candidates trust our teachers to present history in a truthful, meaningful and engaging manner. They also trust our students to tackle complex ideas and engage in challenging conversations.

Please join me in supporting the teaching of accurate, honest and complex history in our schools, and say no to the hyper-politicization of the Patriot Parents.

PAID LETTER Building for the future Now that Don Mullin’s children are grown, he is ready to make the time to serve as mayor of White Bear Lake. We are lucky to have him as a candidate.

When Don Mullin and his wife, Kellie, chose White Bear Lake as the place to raise their young family, it was a benefit to both the Mullin family and the people of White Bear Lake.

Don quickly became an active volunteer by coaching youth football, serving as an adult education enrichment instructor, and in numerous trade, education and community efforts. When the pandemic put families in crisis, Don stepped up to help put food on their tables as a volunteer with the Farmers to Families Food Box Program.

As a second-generation worker in the construction trades, Don learned early on the importance of a strong work ethic. He knows how to work hard and build things. While many people like to tear things down, Don works to make things better. He does that both with buildings and with people.

He has proven his ability to do so many times since we elected him to serve on the school board.

PAID LETTER Right the ship The Mahtomedi school board and administration have lost their way. The policies that led to Mahtomedi’s rise as an academic powerhouse are being strategically dismantled by a current majority of our school board, captained by superintendent Barb Duffrin. Look no further than the Mahtomedi High School mission statement. Absent from it is any semblance of expectation for continued academic greatness. Mediocrity is not only acceptable now, it is embraced and has been redefined by the district leadership to be synonymous with success. Priorities have changed, and a first-rate education no longer even makes the list. Go read it. They have plotted their course, and it doesn’t include a return to the Mahtomedi schools you used to know.

Mahtomedi has attracted world-class teachers. But constrained by the administration’s changed policies and values, these teachers can no longer teach to their students’ true potential. Test scores are sinking along with the district’s once-upon-a-time No. 1 ranking.

The district is jettisoning families like mine who have been lifelong Zephyrs. Multiple-generation families are part of what makes Mahtomedi schools so unique. The number of longtime Mahtomedi families, including second- and third-generation children, who have left the district is staggering, and it is unlikely the next generation of these families will return to Mahtomedi. Change is needed, and it is needed now.

We need a new voice that understands how to restore the reputation that Mahtomedi schools at one time had earned. We need a person that can refocus the school board’s priorities and bring academic excellence back from the depths. Paul Donna is that person. Dellwood • A Dellwood Avenue resident on Sept. 21 reported two political signs stolen.

Grant • The drivers of two vehicles were both cited Sept. 11 in the 6000 block of northbound Lake Elmo Avenue N. for passing on the shoulder after deputies in their unmarked squad observed them use the clearly marked right shoulder to pass a third vehicle slowing to make a left-hand turn onto 62nd Street.

• A resident in the 9000 block of Joliet Avenue N. on Sept.

11 reported his neighbor for possibly driving a side-by-side off-road vehicle on his property after seeing the off-road vehicle parked near his property line.

• A Coach wristlet wallet was reported found Sept. 9 at a school in the 8000 block of 75th Street N. and turned in. Deputies contacted the owner, who alerted the school that she’d be back to pick up her property.

Nothing was reported missing from the wallet.

• Money was reported stolen Sept. 19 from the boys’ locker room at a school in the 8000 block of 75th Street N. • Deputies issued a Keep Our Kops Safe (KOPS) alert for a older model silver van after it was observed Sept. 19 pulling into a driveway in the 6000 block of Lake Elmo Avenue N. and loading up a dirt bike belonging to the complainant into the back of the van.

The complainant followed the van to Highway 36 and Hilton Trail N. and recorded its license plate number.

The plate was registered to a Spring Lake Park address, but when Spring Lake Park

police checked with its registered owner, they learned the plate had been stolen, unbeknownst to that owner.

The investigation continues.

• A resident in the 11000 block of Lockridge Avenue N. on Sept. 20 reported her daughter’s phone stolen from her purse while she was in Minneapolis. The daughter was not aware her phone was stolen until Apple alerted her that the phone was pinging in Florida. Deputies advised the complainant to file a theft report with the Minneapolis police.

• A resident in the 8000 block of 114th Street N. on Sept. 22 reported receiving a check that she cashed into her bank account. The complainant isn’t missing any money, but has shut down her account.

• An unknown motorist was cited Sept. 22 in the 10000 block of Manning Avenue N. for driving after suspension and possessing marijuana

and paraphernalia in a motor vehicle, following a traffic stop for failing to signal 100 feet before turning.

• A resident in the 10000 block of 83rd Street N. on Sept. 23 reported observing a male trying to steal the Honda Accord parked in the neighbor’s driveway.

• A Minnesota woman was cited at 3:07 p.m. Sept. 23 in the 8000 block of 75th Street N. for hands-free violation after deputies observed her tapping on her phone screen as she drove past them. The driver admitted to using the phone to advise her child’s school she was going to be late. She also received a verbal warning for expired tabs.

Mahtomedi • A motor vehicle was reported stolen Sept. 10 from Wildwood Road.

• A motorist was cited Sept.

21 in the 7000 block of Stillwater Road for driving

after suspension, cell phone violation and failure to wear a seat belt.

• A verbal dispute was reported Sept. 21 on Woodland Court after a neighbor’s child threw a water bottle at the complainant’s son’s head.

When the neighbor’s parents arrived home, the complainant went over to discuss the matter, but found herself in an argument instead. Deputies advised the neighbors to stay away from each other.

• A male was cited Sept. 24 on Mahtomedi Avenue at Birch Street for driving after suspension after deputies parked at the Holiday station on East Avenue ran a random license plate check of his vehicle and found it to be suspended. Deputies then waited to see whether that registered owner got behind the wheel and started driving.

When the person matching the registered owner’s photo did so, deputies pulled him over.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A resident in the 3200 block of Highway 61 on Oct. 3 reported the lock on her storage unit cut, boxes knocked off their shelves and empty boxes taken.

• A Columbia Heights woman, 28, was cited for misdemeanor theft Oct. 3 at a store in the 800 block of County Road E by Ramsey County Sheriff’s Office deputies on proactive foot patrol who were summoned to the self-checkout lanes about a suspect leaving the store with unscanned merchandise that was not paid for.

• Deputies responded to a report of gunshots Oct. 4 in the 3500 block of Rice Street and found three bullet casings, but no places dinged by bullets.

• An Oakdale man reported his vehicle broken into Oct. 4 in the 1000 block of Kirsten Court after a passenger window was smashed out. A wallet was stolen during the break-in, so the victim canceled his bank card.

• A Mounds View woman, 20, was cited for theft Oct. 4 at the Vadnais Heights Walmart in the 800 block of County Road E, and the two juveniles with her face charges for shoplifting, following an incident during which the three people were caught concealing merchandise. The parents of the juveniles were contacted and informed of their behavior.

• A resident in the 4000 block of Alpine Avenue reported the passenger window of her vehicle broken in as it was parked in the driveway overnight Oct. 4-5. A bag of clothing was stolen from the vehicle.

• An unclaimed vehicle was reported vandalized Oct. 5 in the 1200 block of County Road D Circle after it was found with its rear window smashed out.

• A passport and paperwork belonging to a Little Canada woman were reported found Oct. 5 on the side of the road in the 300 block of Bankers Drive by a person out for a walk. The items, which were part of an earlier case involving theft from auto, were returned to their owner.

• A motor vehicle reported abandoned Oct. 5 in a lot in the 1000 block of County Road E turned out to have been stolen out of St. Paul, after it was checked out by the towing company.

Now it sits in an impound lot while the investigation continues.

• A Mountain Iron woman, 49, was arrested for DWI Oct. 6 in the 900 block of County Road E following a two-vehicle property damage accident in a shopping center parking lot.

After deputies smelled alcohol on the subject, they conducted field sobriety tests, on which she failed with a blood alcohol content of 0.14.

• A North St. Paul man, 39, and a North St. Paul woman, 20, were both issued trespass notices from the Vadnais Heights Walmart Oct. 7 following a disorderly conduct report during which the two panhandlers refused to leave the premises when asked to do so.

• A Brooklyn Center man, 46, was arrested at 2:35 a.m. Oct. 8 in the 500 block of Witt Court after making terroristic threats. After a Keep Our Kops Safe (KOPS) alert was issued, the suspect was

arrested by Minneapolis Police on Oct. 9 and transferred to the Ramsey County jail.

• A resident in the 3800 block of Tessier Trail on Oct. 8 reported that a package she received had been opened and items stolen from inside.

White Bear Township • A homeowner in the 2500 block of Blue Bill Circle on Oct. 4 reported interrupting a burglar in his attached garage. Although the subject was gone when deputies arrived, they did find a stolen vehicle that could have been involved in the intrusion. The vehicle was towed to the impound lot for processing.

• A White Bear Township man, 51, was arrested on a Minnesota Bureau of Apprehensions warrant Oct. 5 in the 1300 block of Brandlwood Road.

• Approximately $6,000 in fishing equipment was reported stolen Oct. 7 from a fishing boat parked in a driveway in the 5800 block of Red Pine Blvd.

Provide feedback about Vento Regional Trail Extension project A community meeting to learn more about the options and design details for the Bruce Vento Regional Trail Extension project from Whitaker Street to County Road J and share feedback will be held from 4:30 to 6:30 p.m. Thursday, Oct. 21. The in-person meeting will be held in the Boatworks Commons Community Room, 4495 Lake Ave. S. in White Bear Lake.

The community discussion is part of Phase 2 of the project that will determine the trail alignment corridor for the last section of the regional trail from Whitaker Street to County Road J in the cities of White Bear Lake and White Bear Township. The preferred trail alignment corridor was selected in 2020 as a result of a planning study and public engagement process from 2018–2021, and a preliminary schematic design was developed in February 2021. The proposed regional trail corridor will follow Bald Eagle Avenue, Bald Eagle Boulevard, Taylor Avenue and Hugo Road to County Road J. Ramsey County cites the following goals for Phase 2 of the project: • Basis for final design and construction documents and future grant requests from Whitaker Street to County Road J. • To facilitate public involvement with meaningful engagement to obtain feedback representative of the population living within the project corridor for regional trail improvements.

• Provide high quality community spaces that promote an enriched culture for all people, all ages and all abilities.

• To provide a regional trail facility, amenities, and site components that complement the natural resource base and incorporate sustainability and green infrastructure for long-term resiliency.

• Provide trail connections to Rush Line BRT, downtown White Bear Lake, and other trail systems.

Lake Links Public Meeting to Discuss Highway 96 Trail The Lake Links Association will hold a public meeting Nov. 8 to discuss ideas for a nonmotorized bicycle and pedestrian trail along Highway 96 on the North Shore of White Bear Lake. The meeting will be held at 7 p.m. at the Mahtomedi District Eduation Center, 500 Mahtomedi Ave. The 2020 Minnesota Legislature assigned $500,000 each to the cities of White Bear Lake and White Bear Township to complete the trail along Highway 96. The meeting will give interested persons an opportunity to view and discuss Lake Links’ visualizations of a possible trail alignment and options.

The Lake Links Association does not have a say in the trail alignment, but is offering suggestions as a way to keep the conversation going. The visualizations and a detailed explanation are available at lakelinks.net.

Wiger will not seek reelection State Senator Chuck Wiger (DFL), who represents District 43 in the Minnesota Senate, announced that he will not seek reelection in 2022. District 43 includes the Press circulation areas of Mahtomedi, Birchwood Senator Chuck Wiger Village, Willernie and part of White Bear Lake.

Wiger was first elected to the Minnesota Senate in 1996, and now serves as the ranking DFL member for the E-12 Education Policy and Finance Committee.

He has been in public service since first being elected to the District 622 school board in 1973 at the age of 21. He was also elected to the Ramsey Soil and Water Conservation District, and has served on the Metropolitan Council.

“It’s truly been an honor representing our great area,” said Wiger. “I have so many positive memories and have made many great friends in this role. I love public service, helping people and addressing policy challenges. This will be my 50th year in public service, and is the right time to transition. My mentor, former state Sen. Jerry Hughes, often emphasized, ‘Your health is your wealth.’ I am very thankful to be in excellent health and want to spend more time with my family, traveling and hiking. Catherine “Trina” Oswald Age 77 of Hugo Loving Wife, Mom, Nana & Sister passed away unexpectedly on October 12, 2021 due to complications from surgery. Trina taught 1st grade in the White Bear Lake School District for 35 years. She loved to travel with friends and was passionate about collecting Angels. Rita (Recke) Hennig A devoted and compassionate caregiver to all she knew Rita Recke Hennig, 91, passed away peacefully Wednesday, October 6, in North Oaks, Minnesota, with family by her side.

She was born February 4, 1930, in Halle (Saale), Sachsen-Anhalt, Germany.

By God’s grace she survived a difficult early childhood and WWII. At the age of 18, she began working as a domestic helper for the Rick family in Bremen, Germany. At 20, her church helped her find employment with the Roberts family in Piltdown, Sussex, England, where she helped farm hops and assisted with the family’s children. In 1956, she moved to America, arriving in New York on December 8th.

After a brief stay in Chicago, she settled in St. Paul, once again finding domestic employment with the Hensel family of Minnetonka (1957–58) and the Liss family of Minneapolis (1958–59). Each of the families she served cherished her compassion for their children, her diligent and trustworthy work ethic, and her pleasant demeanor.

In 1960-61, she studied for her nursing license and became an LPN at Bethesda Hospital. While living in the nursing dormitories, she gained her US citizenship. In 1963 she joined the staff of Dr. Loken at the Como Clinic. During her time at the clinic, she cared for a patient named Rolf Hennig who had grown up 10 miles from her birthplace. They kept in close touch, and they were united in marriage in 1967, making their home in White Bear Lake with Rolf’s children, Volker and Christine.

The couple retired in 1978 to a 40-acre hobby farm in Milaca, Minnesota, where they lived out many happy years riding horses and taking care of cattle, turkeys, ducks, cats and springer spaniels. Rita was an avid gardener, and she provided excellent care to the entire farm. All of Rita’s pets lived long, happy lives. She always enjoyed hosting friends and family, sharing her excellent cooking and the love only Oma could give. She cared for Rolf for many years as his health declined until his passing in 2009. With the help of friends and neighbors, she was able to remain at the farm until 2018 when she moved to town. In December 2020, she moved to Brookdale Senior Living where she was well-cared for and visited daily by friends and family until her passing.

She was preceded in death by her parents, and by her husband of 42 years, Rolf. She is survived by children Volker (Carole) Hennig of White Bear Lake, Minnesota; Christine Hennig of Berlin, Germany; grandchildren Erich (Erica) Hennig of Dolores, Colorado; Andy (Valerie) Hennig of Vadnais Heights, Minnesota; Marie (Paul) Wonders of St. Paul, Minnesota; 5 greatgrandchildren; and many, many friends.

A memorial service will be held Saturday, November 27th, at 1pm at Estes Brook Evangelical Free Church, Oak Park, Minnesota (16937 80th St, Oak Park, Minnesota 56357), followed by light refreshments. Private interment at Forest Hill Cemetery, Milaca.

Ginie Ann Cramer, age 75, of Lake Elmo, formerly of White Bear Lake, passed away peacefully, surrounded by family and friends, on October 13, 2021.

A Celebration of Life for Ginie will be held at 11:00AM, on Saturday, October 23, 2021, at Bradshaw (4600 Greenhaven Drive).

Carolee Marie Cox (Carter) Beloved wife, mother and grandmother, passed away peacefully on Monday, October 4, 2021. She was born in Fort Dodge, Iowa in 1934, child of Lillian Hogan and Lynus Carter.

Her family later settled in Des Moines, Iowa, where Carolee attended East High and Drake University. In 1954 she married James Cox, and they soon moved to Minnesota, raising their family in Maplewood and Woodbury. In 2012, Carolee and Jim moved to Lake Square Apartments in White Bear Lake.

A professional writer, Carolee worked in public relations: first in healthcare, and later for a major accounting firm in Minneapolis. She and Jim took advantage of 3M Company’s many social offerings, including tennis, golfing and picnicking at Tartan Park. An avid bridge player and lifelong reader, she also loved to sing and was active in Sweet Adelines and community theatre in Woodbury. Stylish and creative, she had an eye for color and design, and has a couple of patents in her name. Some of her happiest memories were childhood years in Fort Dodge and living along the Des Moines River. Her greatest joy was her family.

Carolee is survived by her husband of 67 years, James Cox; Daughters Cathy Kohler (Patrick) and Teresa Cox (Mark); Sons Stephan Cox (Patti) and David Cox (Debra). In addition, there are 8 grandchildren (Mike, Matt, Alyssa, Nick, Alex, Jessalyn, Elizabeth, Patrick) and 7 great-grandsons (Gavin, Kohler, Cameron, Quinn, Henry, Hudson and Silas).

Our family gives special thanks to White Bear Fire and Rescue and the emergency room crew at Allina United Hospital, who treated us all with care and compassion. Graduated from Johnson High School class of 1957 and went on to graduate from St. Catherine University with a degree in early childhood education. June went on to teach in Montessoris and religious education in Hastings, Hopkins and other small towns. She became interested in addiction treatment and this led her to a career helping people with addictions for over 35 years, ending with her retirement from Hazelden in January of 2009. Kate A Miller Miller, Kate A., 44, of White Bear Lake, passed away suddenly on Friday, October 15, 2021. The world lost a bright shining star when we lost Kate. Her smile would light up the room when she entered it. Her passion in life was helping other people. She attended Mounds Park Academy from kindergarten through grade 12 and was part of the first graduating class of the school. She was very special and made a living out of helping others. She was truly beautiful inside and out. She was kind, genuine, full of life and laughter, beyond generous, hardworking and driven. BUSINESS BRIEF Manufacturer names new president MME Group Inc. of Vadnais Heights, a full-service medical device and consumer product contract manufacturer, announced that Phil Boeke has been named president of the

company. He will succeed owner Robert Archambault, who will maintain his role as owner and CEO. Boeke was previously director of human resources for the company, and has served in executive roles as

human resources director and vice president of human resources within the manufacturing industry. He lives in Hugo.

Retail giant opens in Vadnais Heights Apparel and home fashion retailer Marshall’s opened Oct. 14 at Vadnais Square in Vadnais Heights. Marshall’s Maplewood store closed on Oct. 10.

WHITE BEAR LAKE CITY COUNCIL NOTES Legislature to partially fund the public safety project.

• Authorized purchase of all-inclusive playground equipment for Lakewood Hills.

To date, the White Bear Lake Lions Club has donated $300,000 to fund construction of the playground. Additional funding is still needed to finish the project, expected to cost $550,000. The club expects to raise the additional money through fundraising and an expected grant from Lions Club International. The city also applied for and received a $117,000 grant through the playground equipment manufacturer, GameTime.

The club was told two price increases are coming so wanted to lock in the purchase order now. The city will buy the equipment on the club's behalf. The backlogged equipment probably won't arrive until next May or June.

• Approved the downtown special service district levy.

On June 1, 2021, the Main Street board approved a petition seeking renewal of the special tax levy totaling not more than $45,000 to promote and beautify the downtown district for a twoyear period.

WHITE BEAR LAKE — City Council took the following action Oct. 12 on a full agenda that ranged from variance requests to an expensive plan to save energy: • Authorized the city manager to execute a contract with Wold Architects for completing construction documents, bidding and administration phases for the public safety building expansion.

To recap, the North Station's fire apparatus bay, built in 1961, will be replaced and a garage constructed for indoor storage of 34 patrol cars and administrative fire and police vehicles.

The fire apparatus bay includes living quarters to accommodate overnight crews.

Approval indicates council's intent to move forward with the project, estimated to cost $12.5 million. The city will rely on the sale of general obligation capital improvement bonds for financing.

City expects to receive bids in March or April 2022 with the project commencing soon after.

Construction is anticipated to take 12 to 16 months.

Council Member Bill Walsh suggested asking the

A neighbor objected, saying it would impact his view of the lake. The Planning Commission was split 3-3 on the application and forwarded no recommendation.

Council considered putting the pool in the front yard but decided that would set the wrong precedent.

The owner told council he is removing a large tree and swing set, which in his opinion will actually improve the view for his neighbor. He provided a photoshopped rendering to illustrate the change.

Eventually, the pool was allowed to stay where it was with the variances approved. It can't have a slide, however. Walsh pointed out before the vote, "there is no constitutional right to a view of the lake."

• Approved second reading

amending zoning code for renewal of a home-based business permit. Instead of annual renewals, the permit may be reissued every three years and at a lower cost, $ 85 versus $160. Planner Anne Kane said the process is more streamlined and simplified due to limited concerns by the city.

• Authorized the city manager to enter into a performance contract with Trane Technologies for energy improvements at the Sports Center and citywide lighting upgrades.

Projects identified by the Trane team would have a return on investment of almost eight years, excluding the racquetball court roof and furnace, which are maintenance projects. Total project costs are $763,000, of which $372,000 has already been identified in the city's capital improvement plan. The difference is $391,000. Of that amount, the 2022 American Rescue Fund would pay $360,000 for energy-related improvements, leaving $31,000 to be paid from the park improvement fund.

Also included among the Trane recommendations is a solar array for the Sports Center roof. The $ 802,500 investment would be paid

for with bond revenues and paid back with energy savings.

Trane will guarantee the pricing and subsequent operational savings according to a pro forma.

Walsh made a motion to remove the solar piece of the contract. "I'm going to say something unpopular. Solar is stupid," he said. "There are two dirty little secrets to solar. One is the cost. While we might feel good as a city, our constituents around the Sports Center will pay more to Xcel Energy. Second, there is not enough metal to do these panels. It takes cobalt, which comes from the Congo, which uses child labor, and China, which controls much of it. Do your research," he suggested to council.

Walsh's motion to delete the solar project failed 1-4.

The original resolution that included solar passed 4-1.

Councilman Kevin Edberg suggested a creative way of financing the center's solar.

"I'd like to throw an idea around," he said. "Instead of borrowing in bonds, we should give thought to borrowing from our citizens. We have money in our community. We could allow our citizens to lend us money at a secure interest rate."

First, the CDC recommends that school children wear masks. With your position that this should be a parental choice, I would like to know why you would disregard that guidance. Would you extend that parental choice to currently required vaccines or other health and safety issues, such as weapons in schools?

Second, you earn your living selling financial advisory services to school districts.

How will you avoid conflicts of interest with your past and current employers and other companies with close working relationships to your firm?

In addition, Paul served on our Mahtomedi Middle School Strategic Plan Committee, is on the Board of Trustees for the Mahtomedi Baseball RBI Club and has been a coach and mentor for student athletes.

Paul continues to give his time and talent to benefit our students, teachers and classrooms. Paul believes schools are meant to be institutions of academic excellence and will not allow the Mahtomedi Public Schools to be anything but. In an election year where change is needed, Paul will not compromise for our children, Paul will fight for them.

I was surprised to read that a local teacher’s organization recommended one candidate over another. Looking at their social media from the 2016, 2018 and 2020 elections, they have never voiced support for any political candidate, so why now? Their recommendation was posted prior to the one public forum offered in our community, so I reached out to Paul Donna to see what information the locally formed Mahtomedi Education Association (MEA) asked for when they contacted him as they were making their determination for which candidate to support. Paul Donna was never contacted by the MEA to learn more about his views or ideas pertaining to the Mahtomedi School District.

Our school board candidates have made themselves available to the public so that the parents of students and community members of the Mahtomedi School District can make an informed choice on who will represent them on the Mahtomedi School Board.

An informed choice would be one that has taken the time to understand the experience, knowledge, values and ideas of all candidates. Teachers have a large, powerful network — the NEA — to support the values, views and interests of educators at a national, state and local level, while parents and community members have only the local school board.

LETTERS TO THE EDITOR PAID LETTER Fighting City Hall — thwarted but not done The No Rush Line Coalition has been working hard to get the message out to all White Bear Lake area citizens that we are not against public transit; we just want transit that will actually help people, like picking them up at their homes.

But on Tuesday, Oct. 12, at a public meeting at White Bear Lake City Hall, we lost big-time at the hands of White Bear Lake City Council members’ 3-2 vote in favor of MnDOT’s efforts to “improve” the intersection of Whitaker/Highway 61 by sealing it off and setting the stage for construction of a Rush Line bus station.

Private property by Alleycats will be taken.

However, we can still fight back.

On Tuesday, Nov. 2, there is a White Bear Lake election for White Bear Lake City Council. One of the council members, Douglas Biehn (Ward 2) voted in favor of the Whitaker/Highway 61 intersection fix and Rush Line.

I urge you to not vote for him, but to vote for Heidi Hughes instead. She opposes the Rush Line, as it will not take people to the grocery store or the food shelf or Century College. We need door-to-door service.

PAID LETTER Council members support Rush Line More than 70 concerned citizens waved their NoRush-Line stickers at the City Council meeting on Tuesday, Oct. 12. This did not stop Doug Biehn (Ward 2), Dan Jones (Ward 3) and Kevin Edberg (Ward 4) from approving the resolution of municipal consent for changes to Whitaker Street. These changes are required for construction of a bus station for the Rush Line project.

Here are a few details on the Rush Line project: · The cost to build is $475 million. · 89 articulated buses will come into White Bear Lake every weekday from 5 a.m. to 1 a.m. · Most of the route will rebuild Vento Trail as a dedicated bus guideway that only buses can use and will remove the trees along the route.

Doug Biehn recently stated “about 20% of his constituents oppose the Rush Line project, 20% support it and 60% are noncommittal.” The 60% who are noncommittal do not know what the project involves. Doug Biehn should have done a better job of informing them.

The Rush Line Project had one open house at White Bear City Hall, which was attended by only 120 people on Jan. 10, 2019. The City Council has not made an effort to inform residents about the project. This will be the largest project of the century for White Bear Lake, and most residents know nothing about it!

Heidi Hughes, candidate for Ward 2 and Dan Louismet, candidate for mayor, both oppose the Rush Line and promise to ensure that residents’ voices are heard by their local government.

The No-Rush-Line Coalition is not against mass transit. They want the Metropolitan Council to substantiate their outdated, pre-COVID ridership data. There are better options for providing transportation to seniors, the handicapped and others needing point-to-point transportation.

Even if you do not ride a bus, the BRT will affect you when on Highway 61 or on the Vento Trail. Do you like diesel fumes from 89 buses, 60 feet long and nearly empty, driving by every 10-15 minutes?

The Rush Line (Purple Line) BRT project must be re-evaluated, as it is not needed and it does not fit in White Bear Lake.

City Council leadership?

On Tuesday, Oct. 12, I observed the White Bear Lake City Council demonstrate weak leadership. MnDOT requested a permit to acquire right of way from a private business owner, change Hwy 61 capacity and alter access to allow a bus station for the Rush Line BRT to be built by Ramsey County (aka Metropolitan Council) at Whitaker Street and Hwy 61 in front of Alleycat’s.

Council Member Dan Jones stated there is nothing we can do — we can’t stop Ramsey County. That is weak leadership.

The City of White Bear Lake could have said no, or they could have said yes and demanded conditions that need to be met. Did Dan Jones just give up the autonomy of the City of White Bear Lake to Ramsey County? The residents live in this great community called White Bear Lake, they do not live in the City of Ramsey County. In an attempt to cover weakness, as is often done, Dan then bullied and berated the audience, scolding them on why they didn’t stop Ramsey County.

That’s the point, Dan, that you and some other leaders in White Bear government don’t get. In case you and a few other local leaders aren’t listening, residents and businesses have been raising their voices to Ramsey County for three years, and it doesn’t seem to matter.

The residents of White Bear Lake then turn to their most local elected officials for help, and what they got from Council Member Jones is “…there is nothing we can do.” You could have stopped the county and the Met Council; you could have asked them to reassess the outdated pre-COVID ridership numbers and submit a new project design. The residents and businesses of this community need local leadership to stand up to Ramsey County and the Met Council. Otherwise, Dan Jones is the first resident in his community called the City of Ramsey County.

From Mahtomedi to the majors: Baumann reflects on month with Orioles In Mike Baumann’s first four games with the Baltimore Orioles last month, he quickly got a taste of both the highs and lows in the big leagues.

The 26-year-old pitcher became Mahtomedi’s first major leaguer when the call from the Orioles came on Labor Day. Before driving from Norfolk, Virginia, to Baltimore, he phoned his mom and FaceTimed his brother. The two of them quickly

summoned a host of family and friends to trek to Baltimore for his Sept. 7 debut.

Baumann gave his gallery a treat as he picked up a victory on that very first day on the job, in relief against Kansas City, throwing 3 2/3 innings, allowing just two hits, a walk and one run (unearned), as Baltimore beat the Royals 7-3.

“I just remember everything being blur,” Baumann said. “In that first game, I just wanted to go out there and attack the zone.

My mindset was to just be myself and not try and do too much and be somebody I’m not.”

Then Baumann got welcomed to the big leagues. The Toronto Blue Jays and Boston Red Sox took turns hammering the 6-foot4 rookie right-hander, which will result in him having a 1-1 record and 9.90 earned-runaverage, along with five strikeouts in 10 innings, on the stat line for 2021 on the back of his first baseball card.

three innings, including a two-run homer by Lourdes Gurriel Jr., in a 22-7 rout of the Orioles on Sept. 12. The Red Sox peppered him for five earned runs in two innings, including a three-run homer by Xander Bogaerts, in a 9-3 rout on Sept. 18.

“Games like that have happened before, and they’re going to happen again,” Baumann reflected. “They’re good teams. I’ve just learned over the years to build off the good and learn from the bad.”

He had a good one to quit on, though, against Texas Sept. 23, going 1 1/3 scoreless innings in a 3-0 win, allowing one hit and two walks.

“It was nice to be a part of a team win in my last appearance,” said Baumann, who didn’t appear in the Orioles’ last nine games as they had other call-ups to look at.

There are few calls a mother can get more cheerful than her son letting her know he’s going to the big leagues.

Leslie Baumann had visited Mike for a week in Norfolk, where he was playing Triple A, and had just returned home Labor Day when her unpacking was interrupted at 8:30 p.m.

“Mike called and asked me how my flight was back,” she said. “After answering, he asked how I would like turning around and getting back on another plane?

It took a second, and I asked, ‘Do you mean, to Baltimore?’ We laughed and cried. I pretty much freaked out.”

Mike then Face-Timed his brother Nick, who was driving home with the family after getting some ice cream.

Leslie and Nick went scrambling to get flights in time for the next night’s game. With little sleep, they were on a plane at 6:30 a.m. “Those were one-way tickets,” Leslie said, “since we had no idea when he was going to pitch.”

At Camden Yards that night, the gallery included Leslie; Nick and his wife, Kristy, and their kids Kaylie (3) and Milo (6 months); Mike’s girlfriend, Nicole, from Jacksonville, Florida, where he played college ball, and her parents from Michigan; Mike’s uncle Greg; his cousin Billy from Washington, D.C.; and Mike’s host parents for his season of Class A ball in Frederick, Maryland.

This season, he pitched at the A, AA and AAA levels, posting a 4-3 record, 3.34 ERA and 77 strikeouts in 71 innings.

During the non-season of 202, Baumann had a flexor mass strain in his forearm that delayed his shot with the big club.

“The medical staff did a great job helping me get back,” he said, “and it made getting the call feel that much sweeter.”

Baumann said he’ll spend most of the offseason in Jacksonville to “focus on training and get ready for next season” when he’ll try to stick with the big league club for good.

Loon Chronicles VI: Forever grateful for Coots of Coots gathered in huge rafts all around the lake. The Eagles hover above, waiting for one of the weaker Coots to be pushed to the outer edge of the flock, before making their move. Compared to Loons, Coots have a pretty miserable existence. Coot clutches range from 8-12 eggs, but only a handful of chicks survive after the first few days. Mother Coots are famous for preferentially feeding their offspring.

During the first six days of a Coot chick’s life, they will have bright orange plumes, referred to as chick ornaments, on the front of their bodies. The mothers will feed the chicks with the brightest chick ornaments first. To add insult to injury, Coots often are hard pressed to find enough food for their large broods, and can be brutal to their young, by attacking

their own chicks when they beg for food. These attacks focus on the weaker chicks, that eventually give up begging and die. Muskrats are notorious for taking over and using the Coots’ nests. After breeding season, the Eagles become the Coots’ biggest threat. On some lakes, Coots have been known to comprise more than 80% of the Bald Eagle’s diet.

Seldom do you see Coots at ease. Always in a constant state of frenzy and agitation. I wonder if the Loon chicks know how lucky they are, especially right now. If the weather holds, we plan on keeping our boat in the water for the next two weeks. Stay tuned.

The last two weeks have been picture perfect for watching the Loon chicks. Last year, early October was simply hideous, with freezing temperatures, high winds, ice, and rain. This year, sweaters are optional and we cannot wait to get out in the boat. The Loon chick continues to fish and preen with one of the other chicks throughout the day and gather with the remaining group of six chicks at sunset. The chick tends to start its days on the north side of Manitou Island and work its way to the middle of the lake, often found near the Mahtomedi shore at sunset. The chick looks healthy and strong and on target for a successful migration in November.

Other than a few Pie-billed grebe, we have yet to spot other migratory fowl. What we have seen are burgeoning flocks

ACHIEVEMENT GAP: School district must make up lost ground to meet goals FROM PAGE 1

said. “It’s really about district accountability, and it’s been made about individual student accountability, and I think that’s really hard when you’re looking at a test score and thinking what does this mean for my student.”

Standardized testing is a concern for many parents, since not all students learn the same way. Although it is a critical tool for the evaluation of the district, Gillespie acknowledged that the district needs to use multiple forms of measurement to show what White Bear students really know and are able to do.

There is a separate set of goals for Willow Lane Elementary, which qualifies as a racially identifiable school as at least 20 percent of its students come from “protected class” backgrounds such as racial and economic

minorities. The goal is for 100 percent of students to be at or above their reading level, but only 46 percent of students were on track at the end of the 2020-2021 school year.

The district also saw a slight dip in graduation rates—90.1 percent of students graduated in 2019, compared to 91.2 percent in 2019. The end goal is 96 percent graduation for June 2023.

Some of the goal items were too complicated

by COVID-19 complexities to measure. These included integrated learning field trips, staff development and student access to culturally responsive teachers.

Although some ground was lost, the district has met or is on track to meet several of its other goals. Its greatest success has been in school readiness. The district aimed for 75 percent of preschool students to be able to accurately count to 20 and recognize at least 10 upper and

lowercase letters, especially in their own name.

Of enrolled preschoolers, 75.1 percent were able to count to 20, and 85.2 percent were able to recognize at least 10 upper and lowercase letters by the end of the school year. The district also appears to be on track to prepare students for college and careers across racial backgrounds.

In other action, the board: • Welcomed its two student liaisons, junior Lauren Collier and senior Bemnet Tessema.

• Heard a first reading of revisions to the district’s bullying prevention policy.

• Approved a bid package for the addition and expansion of Birch Lake Elementary School in the amount of $1,913,701.

• Approved a bid package for the addition and expansion of Lakeaires Elementary School in the amount of $1,758,379.

WHITAKER STREET: Stoplight, stormwater pond planned for Highway 61 intersection FROM PAGE 1

A council vote on the consent request was delayed after a Sept. 28 public hearing on the matter while stakeholders waited for release of the federal government’s decision regarding Rush Line’s environmental assessment. A determination has since been released: the Federal Transit Administration found no significant environmental impacts along the project’s corridor.

Council Member Bill Walsh said he didn’t understand the land acquisition piece at last week’s meeting. He questioned the need to acquire private property for stormwater management — specifically, a triangular parcel that holds the sign listing businesses in the mall. City Manager Ellen Hiniker explained that the land in the consent resolution for stormwater is city-owned right of way.

She added that preliminary drawings do show a need for acquisition of private property for the bus station, but that is between MnDOT and the property owner.

“Private property acquisition does not trigger consent,” she iterated, adding that MnDOT has not yet initiated any negotiations with property owners, including the city.

Walsh retorted that if it wasn’t for Rush Line, the city wouldn’t be talking about this project. “And (property owner) Richard Eitel wouldn’t be facing lopsided negotiations with the state for his land. A negotiation that is stacked (against him). I’ve been on council six years, and we’ve never come close to taking land from property owners. This is a big deal, and

At this point, Mayor Jo Emerson asked opponents in the audience to put down their signs. “It’s not your right to disrupt a City Council meeting,” she warned.

Council Member Dan Jones agreed signage for the businesses should be protected. And he understands the need to close the access north of the intersection, noting there are still two other access points.

“What will be impacted is Mr. Eitel’s use of public land. He’s using 16 spots on public right of way that he doesn’t pay property taxes on. The city leases it for $1 a year to the strip mall,” Jones said.

The council member added that there will be more benefits to improving the intersection if Rush Line continues. “Is this intersection perfect?

Nothing is perfect, but it makes sense if Rush Line goes through.”

If the bus transit project didn’t go through, Jones said he’d want to revamp the intersection anyway, even if it means using city funding. He also liked the stormwater management piece, as it will help Goose Lake water quality.

Joining Walsh in voting “no” to municipal consent was Council Member Steve Engstran, who called the intersection “dangerous.” He did agree

the driveway should close for safety reasons but said he doesn’t like the project and would prefer a pedestrian bridge over the highway.

Council all agreed the crossing at Whitaker was perilous for pedestrians. But at what price? “To get it more safe is a bus line with 86 buses a day?” Walsh asked. “We’re ignoring the price. I reject that.”

Walsh suggested taking crosswalk signs down to encourage people not to cross at Whitaker.

Councilman Kevin Edberg asked MnDOT project engineer Sara Pflaum whether the improvements will be made if Rush Line is not approved.

“MnDOT isn’t funding this, Ramsey County is,” she replied. “The county wouldn’t be interested in doing this but for the Rush Line project.”

Council Member Doug Biehn maintained that the city has at least influenced the Rush Line design.

“The turnaround would have been

We can’t. But we can influence it.”

Biehn added that there are supporters of Rush Line in his ward who don’t have a speaking platform.

He was talking about the anti-Rush Line Coalition, members of which crowded council chambers.

Jones followed by saying he doesn’t have a problem with the group but questions some of their arguments.

He asked the mayor’s permission to read an email, which was granted.

“There is nothing here for thugs and degenerates to see or do except rob, rape and pillage our community,” he paraphrased. “I got more than five emails with that type of verbiage representing this group. Don’t let it represent your voice,” he told the anti-Rush Line supporters.

Walsh said he too, received that email and deleted it. “That was a ridiculous email. Most have been very good. The debate has been good and the public hearing respectful.”

In a last-ditch effort before the vote, Walsh again said he was disturbed by the property taking and the fact there has never been a citywide discussion on “do we want this?”

“I thought it was stupid to move the downtown station to Beartown. It’s out of walking distance. It doesn’t fit there. We also bought houses north of that. That was a terrible decision, too.

“We’ve been doing this all along— picking the wallpaper for a transit station before we say we want this,” Walsh said. “The project doesn’t fit White Bear Lake. A ‘no’ vote today is a ‘no’ vote on the entire (Rush Line) project.”

Following the Oct. 12 approval giving municipal consent, comments like “unbelievable and traitors” could be heard from audience members as they filed out. The mayor said to close the doors after they left. “They like to be disruptive,” she remarked. “Polite is not one of their attributes.”

Football: Mahtomedi runs wild to beat Simley 49-21

Rumbling for 436 yards and seven touchdowns on the ground, the Mahtomedi Zephyrs got back in the winning column with a 49-21 rout of Simley at home Friday evening.

Jordan Hull led the way as he scored touchdowns of 11, three and 10 yards while rolling up 178 yards in 18 carries, with a long of 33. He also intercepted a pass.

Mahtomedi (5-2) led 36-21 at halftime, and was coming off losses to the two

strongest teams on the schedule, Spring Lake Park 35-7 and unbeaten St. Thomas Academy 18-13.

Nicholas Beiersdorf dashed for eightand nine-yard touchdowns and totaled 105 yards in 14 carries. Quarterback Charlie Brandt broke away for a 54yard touchdown on his lone carry. He completed eight of 13 passes for 65 yards with one interception. Corey Bohmert had a 12-yard TD and totaled 79 yards in 11 totes. Joey Heinsch booted six extra points.

Matt Sloan, senior linebacker, sacked the passer four times. He forced a fumble with his first sack that was recovered by Aiden Aikens and led to a 55yard scoring drive. He smothered the passer on a two-point conversion attempt. His last two sacks came back-to-back on Osseo’s final series.

One sack Sloan didn’t get was a play where Osseo quarterback Caden Fitzgerald slipped out of his grasp, veered to the sideline and blazed 65 yards for the Orioles first touchdown. Bartlett said Fitzgerald is “ probably the fastest guy we’ve faced this year.”

The Bears (5-2) clinched their first winning season since 2012. They will close the regular season at Totino-Grace (1-6) on Thursday evening.

WHITE BEAR LAKE SOCCER Jenna Maloy delivered two straight hat tricks, sparking a pair of White Bear Lake section soccer wins, last week. The freshman mid-fielder had all three goals in an overtime 3-2 semifinal win over East Ridge, after booting three in the first 10 minutes of an 8-0 win over Tartan. Maloy wasn’t a starter until the 13th game but now leads the Bears (13-4-1) with 13 goals. “We knew she was one of the top freshmen in the state coming in,” co-coach John Dierkhising said. “She had the speed and technical skill. We just needed to see where her skills fit best.” Maloy is adept at attacking off the dribble and seems to have a nose for the goal.

Buoyed by a kickoff return for a touchdown, and a defensive touchdown after a safety stole the ball, White Bear Lake fended off an Osseo rally 41-27 Friday night in Osseo.

Rayshaun Brakes fielded the opening kickoff of the second half near the left sideline, swiveled past tacklers in the middle of the field, and accelerated the rest of the 80 yards into the right corner of the end zone, giving the Bears a 27-6 lead.

“He made a great run,” said coach Ryan Bartlett about the team’s first kick return touchdown since Brice Peters in 2018 against East Ridge.

After Osseo pulled within 34-27, then stopped the Bears on downs at their own 14 with 4:16 left in the game and had the ball and the momentum,

The senior safety yanked the ball from Owen Dakowitz’s arms at the 19 and dashed to the end one untouched, holding the ball aloft as he crossed the goal line, restoring a 14-point lead.

“Coaches were telling me all game I had to strip the ball,” Delaney said, beaming, after the game. “(Linebacker) Chris Heim was tackling him low, and I went for the ball. My last touchdown? That was in ninth grade when I was playing quarterback.”

Bear fullback Anthony Lewis-Royal carried 25 times for 113 yards and scored from the one, four and 12 yard lines, lifting his season totals to 822 yards and 18 touchdowns. Tennis: Zephyrs finish 16-5, lose section final to Mustangs The Mahtomedi tennis team finished runner-up to Mounds View for the third consecutive season, losing to the Mustangs 7-0 last Wednesday at White Bear Lifetime Fitness. The Zephyrs, ranked No. 8, nipped Roseville Area 4-3 in the semifinals Monday and finished with a 16-5 record. The Zephyrs lost to Mounds View 4-3 in the 2020 and 2021 finals but the No. 3 ranked Mustangs were in complete control this time.

Mahtomedi’s Annika Munson is 18-3 at No. 1 and Mari Meger 19-2 at No. 2 singles, but Mounds View’s No. 10 ranked Molly Austin beat No. 7 Munson 6-4, 6-4, and Katerina Smiricinschi beat Meger 6-0, 6-2. The Zephyr boys got past Columbia Heights 2-0 in a morning match, with Kyle Schmidt and Yassin Hussein scoring while goalie Cavanaugh Bruner made six saves. The Zephyrs had gotten a forfeit from Fridley in the first round as the Tigers reportedly didn’t have enough players.

The Zephyr girls eclipsed Chisago Lakes 5-0 in a noon match Saturday, after cruising 10-0 against Harding on Tuesday. Katelyn Beulke logged three goals and three assists in the two games. Also notching goals were Maddie McCoy (two), Kate Holst (two), Campbelle Waldspurger (two), Anabel Hillstrom (two), Cece Emery, Aynslea Ulmschmid, Lauren Coy, Kaila Och, and Lily Lindquist. Paige Janssen made seven saves against Chisago Lakes.

Both Mahtomedi teams are topseeded. The Zephyr girls (13-2-1) faced No. 3 Totino-Grace (11-4-2). (The Eagles upset the Zephyrs’ arch-rival, HillMurray, on penalty kicks.) The Zephyr boys (16-2) faced No. 2 Hill-Murray (16-2). The victors advance to the state tournament. First-round games are slated for between Oct. 26 and 28.

Volleyball: Zephyrs 2-2 at tourney Mahtomedi volleyball has a 12-13 record with one conference match left, after winning two of four in a tournament at Benilde-St. Margaret’s on Saturday. For six straight seasons, White Bear Lake had lost in the girls soccer section semifinals. They were 64-273 in other games, but 0-6 in semifinals.

On Saturday, the Bears finally broke through that barrier with a 3-2 overtime win over East Ridge, their longtime nemesis, at home, with all three goals by freshman Jenna Maloy.

The No. 8 ranked Bears (13-4-1) faced No. 4 Stillwater (12-3-2) on Tuesday evening in the finals, seeking their first state trip since 2012.

It helps that the Bears had some new blood, especially

Maloy, one of three freshmen starters. “Our freshmen didn’t have anything to do with that (losing streak),” said John Dierkhising, cocoach with Dave Ashley.

So it was just another tournament game for Maloy, who struck for the first two goals, early in the second half. She punched in a shortrange rebound shot, then crushed one over the goalie from about 20 yards.

East Ridge (10-6-1) pulled even with a pair of goals that bounced in.

Early in overtime, Maloy found an opening down the middle of the field, dribbled past defenders and launched a knee-high shot, off the goalie’s hand and into the net.

It was Maloy’s sixth goal of

the playoffs and 13th of the season.

“This feels great,” said captain Lauren Eckerle, who, with the other seniors, were ousted by East Ridge the last three years, ending strong seasons.

Dierkhising said “relief” is a good way to put it. “Losing in the semi’s all those years with a Top 10 caliber team really overshadowed how good our program has been in the past seven years and change,” he said. He was glad the opponent was East Ridge again, giving “added incentive” to the seniors.

East Ridge almost won it in the first minute of OT but Bear goalie Autumn Maki smothered a shot with a dive to her left.

Pietig's previous theater credits include Ashland Productions’ “Shrek,” “Cinderella,” “Guys and Dolls,” and “Beauty and the Beast,” as well as a part in the “Schoolhouse Rock” performance at Lakeshore Players last summer.

White Bear grad to pilot mission to space White Bear Lake native Josh Cassada is headed to space. NASA recently announced that it has reassigned Cassada and fellow astronaut Nicole Mann to the agency’s SpaceX Crew-5 mission. The two astronauts will be headed to the International Space Station as part of the Commercial Crew Program. Cassada will serve as the pilot for this mission.

Space Center in Florida. Their mission is to conduct science activity for the benefit of humanity and exploration.

Over the last 20 years, NASA’s global effort has had astronauts continuously living in the International Space Station. By fall of 2022, Cassada will join the ranks of the 246 people who have joined this two-decade mission for discovery.

The moment a person is diagnosed with cancer can elicit a variety of emotions. Fear of what’s to come is a common reaction to such a diagnosis, and some people may feel alone upon learning they have cancer. But no cancer patient should face their diagnosis and treatment alone. In fact, a strong support network can be vital to patients’ recoveries.

According to Weill Cornell Medicine, recent changes in the healthcare industry have shifted the burden of care from the hospital to the home.

That underscores the importance of a strong support network. Many of the challenges cancer patients face in the months after diagnosis will be new, and patients can expect a range of emotions. According to Breast Cancer Now, a charitable organization that funds one-third of breast cancer research in the United Kingdom, women may experience emotions such as shock, anger, disbelief, anxiety, and sadness after being diagnosed with breast cancer. Having loved ones there to help them make sense of those emotions and stay positive as they navigate their way through the treatment process is essential.

In addition to providing emotional support, loved ones

of breast cancer patients may need to take on additional roles as they help their friends or family members face the challenges that lay ahead. Because of the industry changes noted by Weill Cornell Medicine, cancer caregivers and support networks may need to prepare themselves to take on the following roles, each of which is vital to cancer patients’ survival.

• Monitor the disease: Support networks may need to keep track of how their loved ones’ disease is progressing and if there are any complications from treatment.
