The Mahtomedi girls are not to be denied when they play in state championship games — not even when

facing a team that pummeled them 7-0 earlier in the season.

Despite rumors, there will be no tent cities in county parks ST. PAUL — First, Ramsey County commissioners do not intend to open parks 24 hours a day. They do intend to expand hours countywide from 5 a.m. to 11 p.m.

The recommendation about doubles the hours parks are open during winter months, which suits ice fishermen using boat launches, stargazers and those who enjoy skiing trails by moonlight.

Park hours currently in the county extend from 30 minutes before sunrise to 30 minutes after sunset.

Hours were one of three key areas considered by county commissioners at a Nov. 2 workshop to review staff recommendations for the park

ordinance project, which seeks to revise usage rules that haven't changed in 15 years.

Park hours, tobacco use and penalties for violations were included in an online survey this summer asking residents their thoughts before the county drafted a revised ordinance.

According to Parks and Recreation Director Mark McCabe, of the 8,700 comments received, the "overwhelming concern" was 24/7 park hours. Residents were worried that parks would post signs allowing 24-hour access, which could result in overnight encampments or "tent cities."

McCabe assured commissioners that current policy does not allow

overnight camping in county parks and that the policy does not change with any revisions to the ordinance.

The director acknowledged his department's hard work on the yearlong project, telling commissioners he thinks the draft ordinance is "reflective of community feedback and an update that advances racial equity." Key participants in an internal review also included the sheriff's office, county attorney and the parks racial equity leadership team.

Participants in the survey totaled about 1,500, with 9% of respondents identified as racially and ethnically diverse, McCabe noted, adding it was "not as high as we would like."

Subscription boxes from Minnesota with love

If you haven’t heard of subscription boxes yet, read on. Even if you have heard of them, read on because chances are good someone on your gift list will enjoy a box filled with Minnesota goodies.

Called Love Minnesota Box, the White Bear entrepreneur behind the concept is selling hundreds of them.

It all started in 2020, when Alan Haskins dipped his creative toe into the box work.

He owns Nimble Impressions, a fullservice marketing agency based in White Bear that, like a lot of companies, "ground to a halt during COVID." With time on his hands, the branding expert decided to "have some fun and do some good."

Boxes can be purchased on LoveMNbox.com. The next box ships mid-December with a signup deadline of Nov. 30.

Each box costs $65 and includes shipping.

According to Haskins, subscription boxes are taking retail by storm.

"If you look at trending data, the boxes show a skyrocketing trajectory of growth. It’s so accessible.

A small entrepreneur can start a box company in their basement," he said.

In his case, the business is above a detached garage on Bald Eagle Lake where Haskins and wife Katie recently moved with their two teenage daughters, Mia and Eva. The Love Minnesota Box is purchased on a quarterly subscription and meant to celebrate Minnesota-made products. As its website states, the box was "created with the goal

of helping Minnesota’s makers and artists share their creations and passions."

Seasonal products in the boxes include gourmet foods such as baking mixes, jams and jellies, sauces and snacks; natural bath and body products; hand-poured candles; and unique accessories.

The special edition winter box contains goodies inspired by a collaboration with Stephanie Hansen of Makers of Minnesota.

"Without even thinking too hard, there are so many fun ways to play with that phrase and spark the creative juices," Haskins said. "Since we do design, create custom packaging and get swag for clients, this was a natural fit."

the marketing. Local products in the box came from Pa’s Sauce And Such, The Olive Branch Oil & Spice Co., Grandma’s Bakery and Sweet Life Lane.

Haskin’s growing family of box concepts fall under called an umbrella company he dubbed Elevated Boxes LLC, which is part of Nimble Impressions. More boxes on the horizon will feature themes like camping, skiing, horse enthusiast (which comes from his two equestrian daughters), an expectant mothers box, golf box and cooking box. And the list goes on.

The operation above the garage includes daughter Eva, 14, whom Haskins calls his chief boxing officer. A freshman at North Campus, Eva is learning about business, says her dad, and is astute at quality control. "She is very protective of the way items go out," he said. The father-daughter partnership has been a great way for the two to connect and for Eva to earn money.

"I helped Mia create a private tennis lesson business for herself, and Eva latched on to this," Haskins said. "She gets a job and I get to connect with my daughter."

Arts, cultural and education study seeks feedback from neighborhood The White Bear Lake Arts, Cultural and Education Study, or ACE, is pursuing input from White Bear residents who will be affected by the proposed recommendations of the study.

The affected area is defined as west of Hwy 61 and north of Sixth Street, and includes White Bear Center for the Arts, White Bear Lake Area Schools and the Hanifl Performing Arts Center.

Planning and landscape architecture firm Hoisington Koegler Group Inc (HKGi) was hired to conduct a study of the area, which included gathering information and conducting interviews to see how the city’s plans fit in with the existing neighborhood. The study focused on elements like shared spaces like parking, wetlands, sidewalks and pedestrian crossings.

After the City Council’s review, the ACE study’s findings were then shown to community members during a neighborhood meeting Nov. 1 to garner more feedback. After a short presentation from Community Development Director Anne Kane and Rita Trapp with HKGi, neighbors were encouraged to share their views on the project by posting sticky notes to posters while Kane and Trapp answered questions.

Trapp explained that the purpose of the meeting was to share some of the ideas found by ACE. “Right now

it’s just a study, not a plan. We want to be cognizant of the neighborhood (affected residents) live in.”

But neighbors were not without their concerns. Rachelle Chambray expressed her concerns about the new development making her neighborhood busy, which worried her as a parent of a young child.

“I’m worried about the safety of kids trying to cross the street in the area.

My son’s day care is right by, and I’m worried about his safety.”

Other neighbors said they felt like the neighborhood was becoming overbuilt.

“I don’t want to always be paving paradise, you know,” says Heidi Sommers, who recently moved to the neighborhood. “I’m all about supporting the arts, but I do have environmental concerns.”

Among safety and environmental concerns, several neighbors mentioned that summer concerts at the Hanifl Performing Arts Center added excess noise to the neighborhood. Some neighbors like Chambray recall having to call the police because of a noise complaint.

As feedback rolls in, citizens are reminded that the recommendations of the study remain informal while more information is gathered.

Freedom isn’t free

O

n Nov. 11 the nation will celebrate Veterans Day by honoring our nation’s soldiers. It’s a national holiday to remember the sacrifice of our past and current men and women who wear the uniform to defend and protect our country.

According to the Department of Veterans Affairs, over 42 million Americans have served our nation in uniform during wartime and of that number there are over 16 million living wartime veterans. There are another 5 million living veterans who served in the military during peacetime.

Throughout the years, I have met and talked to many veterans from World War II, the Korean War, the Vietnam War and the wars in Iraq and Afghanistan. Their stories are captivating and humbling.

What struck me the most was their humbleness and how they talked about their fellow soldiers — not about themselves.

My dad and uncle both served during the Vietnam War. My dad enlisted in the Navy in 1965 and my Noelle’s uncle received his first draft notice in 1963; but since he was married, he Notes didn’t have to enlist in the military.

However, in 1966, he received another Noelle Olson draft notice and had to enlist because President Lyndon B. Johnson rescinded the draft deferments for married men in 1965 that President John F. Kennedy had put into place.

My dad served in the Naval Air Reserve in Lakehurst, New Jersey near where the Hindenburg crashed and burned leaving behind my mom who was seven months pregnant with my older sister.

Eventually, my mom and sister moved to New Jersey and my dad stayed on US soil as a duty driver and he was also on the Navy bowling team. He was an E-2 when he arrived and ended his six-year commitment as an E-9.

My uncle attended basic training at Fort Leonard Wood in Missouri. During the next year, he was sent off to Fort Belvoir in Virginia, Fort Stewart in Georgia and finally to Fort Carson, Colorado where he was trained as a heavy equipment mechanic. After that, he set sail on a ship to Vietnam. He said he couldn’t believe how hot and muggy it was in Vietnam when he got there. He spend a year in Vietnam and at the end of his tour of duty, he was an E-5. He received a Good Conduct Medal and an Expert Marksmanship Badge. My uncle never used to talk about Vietnam when he was younger, but he started to open up about his service while he was in his 60s. He said he saw a lot of “bad stuff” and lost a dear friend in his platoon who was killed in action.

I asked them questions about their service and the one thing they both said was how bad American soldiers were treated when they came back from Vietnam.

Ken Moffett, an American art curator, museum director and author who passed away in 2016, wrote an article in 2001 titled, “Coming Home: A study in contrast,” which states, “Perhaps the cruelest aspect of the war was the treatment of the returning soldiers.

Unlike the hero status given to the returning soldiers form World War II, the soldiers that served in Vietnam were portrayed as baby killers, psychos, drug addicts and war mongers. It was not an uncommon scene for returning soldiers to be confronted at airports by protesters carrying signs with anti-war slogans.”

My dad said the way police officers are treated now in our nation reminds him of how soldiers were treated when they came home.

The sacrifices are great for those who have served and continue to serve in the military. These brave men and women leave their families and continue to fight for our freedom and keep us safe.

I personally want to thank my dad, uncle and all the veterans in our nation for their sacrifices. When you see a soldier on the street or in your community or you run into a veteran at the VFW or American Legion, thank them for their service. They will appreciate it and always remember that freedom isn’t free.

Eating local year-round

J

ust a few short weeks ago there were still green beans, tomatoes and peppers in our gardens. As we hunker down and prepare ourselves and our gardens for the winter season (sigh) those sunny summer days full of strawberries and fresh salads can seem like a lifetime ago… Unless you preserved some of that summer flavor while it was in season.

If you grow your own strawberries Gardener’s or visited a pick-your-own Grapevine farm you likely have some of Michelle Bruhn that summer flavor stashed away in either your freezer or a jar of jam. And those delicious summer flavors in the depths of winter are just one reason to eat more local.

Eating local is healthier for you and the environment. As a rule, the fresher the food, the better it is for you. Food loses around 30% of its nutritional value within three days of harvest. Much of the food that is shipped to stores spends much longer than a few days

in transport. And then there’s what transporting does to the climate. The closer the food comes from, the better for the economy as well. Studies consistently show that roughly three times the amount of money spent on local food at a farmers market stays in the community compared to money spent on packaged processed foods.

So how do we eat local when the ground is frozen for months at a time?

I focus on three basic ideas to weave together my local food eating throughout the year: Grow Your Own, Know Your Farmer, and Preserve Fresh Food.

And let’s not forget the farmers that work hard yearround to produce local meats and dairy products. There are also local family run grain farms that supply local flour mills.

Eating with the seasons is a great way to start eating more local foods. But winter in Minnesota usually puts an abrupt end to that joy. There are a few pioneering Minnesota farmers that are using Passive Solar, and Deep Winter Greenhouses to grow produce year-round. Growing a few salad greens or microgreens under a grow light is another

way to eat fresh through winter.

But for most of us, eating local will look more like choosing locally grown food (either from a garden or a farmers market) while it is in season and preserving it- either by freezing, dehydrating, fermenting or canning. Every meal of locally grown food makes a huge difference. Even into November many farmers have winter storage crops available like potatoes, winter squash, rutabaga, radishes, onions, garlic and dried beans.

And I’m thrilled to bring together some of the best local farmers and craft food makers for the 5th annual White Bear Lake Winter Farmers Markets this year. The three monthly markets will run 10 a.m.-2 p.m., November 13, December 11 and January 8. We’ll be gathering in front of Tamarack Nature Center to celebrate the best of local food into our winters.

LETTERS TO THE EDITOR Institutions play vital role Most of us believe that all children should have the freedom to pursue their dreams, so I want to thank voters in the White Bear Lake Area school district for electing school board candidates who have pledged to equip every school with the resources to provide quality education that prepares every child for the future, no matter their color, background or neighborhood.

I also want to thank the local institutions that played a vital role in this election, because they provided voters with the means to hear the candidates’ positions on important issues facing education today, in the candidates’ own words. The White Bear Press published the Voter’s Guide. The White Bear Lake League of Women Voters held a Candidate Forum.

Coalition 624, an affiliation of local residents, sponsored a Candidate Town Hall.

The forums were recorded and made available online.

I had many conversations with undecided voters in the last two months and every one of them was grateful to be made aware of these resources so they could cast an informed vote.

Our community and our country are stronger thanks to the efforts of our institutions who are committed to giving candidates a venue to tell us in their own words what they stand for and to giving voters the basis to make an informed decision. We are making this an even better community for our children to grow up in.

• Kate Heinsch of Grant, daughter of Greg and Sandy Heinsch, has been named a National Merit Semifinalist, qualifying her to advance in the competition. Kate’s score puts her in the top 16,000 of entrants nationally, representing less than 1% of high school seniors. Kate is a senior at Visitation School in Mendota Heights. National Merit Finalists will be named in February.

• First-year Iowa State University student Cindy d’Almeida of White Bear Lake was invited to participate in the 2021-22 President’s Leadership Class. Each fall, approximately 25 students are selected for the class, which meets weekly to discuss leadership topics with the university president and other key leaders. D’Almeida majors in biology.

Vadnais Heights and White Bear Press to keep me informed. It is a staff member of the newspaper who attends council meetings and writes up the highlights, complete with drawings and diagrams of proposed housing developments, new or expanding businesses, street improvements, updated playground equipment, etc. We also rely on the paper to learn about community celebrations, fireworks displays, area arts and music. Featured articles have alerted us to opportunities to view delightful holiday lights and dance the Macarena on the beach of White Bear Lake. (The latter was also in the dead of winter, and all participants were in winter garb of parkas and snowsuits — unforgettable!)

Other articles and advertisements have drawn us to area restaurants and other businesses. We have discovered favorite places to gather with friends, and we even started attending a church after reading a brief notice in the paper for a speaker they were hosting!

We also value the opportunity to voice our opinions within the Letters to the Editor, and always watch for the Voter’s Guide that precedes

Election was close The November 2021 elections are over and there were some very good outcomes in Minnesota and throughout our country. In Minneapolis, the mayor is the chief executive and the previous dysfunctional City Council is now a legislative body. Additionally, the Minneapolis Police Department will not be defunded so it can once again attack crime in Minneapolis. A Republican governor was elected in the blue state of Virginia because of high inflation, the poor economy and school boards that have ignored parents. And Phil Murphy barely won in the very blue state of New Jersey; this despite having 1 million more registered Democrats in New Jersey.

This pandemic allowed parents in many states to observe what their children were being taught through online learning. The majority of parents were shocked and angered by what they saw and heard.

Unfortunately, teachers unions and school boards did not want to listen to parents. The Biden Department of Justice shamefully regarded concerned parents as domestic terrorists, when in actuality what was being taught to their children terrorized parents since it was contrary to our Judeo-Christian values and American values.

The overreach by leftist school boards, teachers unions, representatives, senators, governors and our president ignored the fact that we are a moderate country and we expect our elected officials to truly represent the people and not Marxist socialist university idealogues. This overreach and ignoring all the people they represent will be a deciding factor in the 2022 midterm elections.

I sincerely hope the new White Bear Lake School Board recognizes the seismic shift of parents since their election was very close. It is time for the White Bear Lake School Board to listen to all parents and not simply be a rubber stamp for Education MN. I hope they step up to this difficult challenge.

Car dealership to get a makeover

Buerkle Hyundai and Honda will undergo a makeover, now that the Vadnais Heights City Council approved a variance at its Nov. 3 meeting that allows the plan to go forward.

The dealership, located at 3350 Hwy. 61 North, will build an addition on the east side of its building that will provide new service bays. Approximately 30 parking stalls will be eliminated.

A variance was requested because the addition will encroach slightly onto the property’s required 50-foot property line setback. The building will also undergo an

appearance upgrade in keeping with Hyundai’s brand standards.

Current lighting will be switched out with energy-saving LEDS, and the site will add a stormwater handling system, which it does not have at this time. The dealership will also add overhead fire sprinklers to the building’s interior.

The council voted to table a proposed amendment to a development agreement with At Home Apartments for the Reserve at Sono. Council members expressed reluctance to approve the amendment, which would have eliminated berms along McMenemy Street and Oak Grove Parkway that were intended to

screen the view of the apartments from residents on the west.

The developer proposed to replace the 3-foot berms with more trees. The developer said there was not enough room on the property to construct the berms.

Council members instructed Community Development Director Nolan Wall to go back to the developer and get more details on the numbers, sizes and species of trees they would use to replace the berms.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • Washington County Sheriff’s Office deputies at 3:49 p.m. Oct. 11 cited a motorist for speeding in the 11000 block of 75th Street N. They cited another motorist at the same location on Oct. 15 for the same offense.

• The driver of a blue sedan was cited at 5:49 p.m. Oct. 12 in the 8000 block of southbound Manning Avenue N. for speeding 69 mph in a 55 mph zone by northbound deputies on stationary patrol who clocked him on radar. The driver, whose attitude was described as “good,” admitted to 65 of those 69 mph.

• A vehicle’s rear window was reported shattered at 10:44 a.m. Oct.

14 in the area of Dellwood Road N. and Jamaca Avenue N. • Deputies conducted three traffic stops Oct. 14 for motorists passing on the shoulder: at 8:28 a.m. in the 9000 block of Dellwood Road N., at 1:53 p.m. in the 7000 block of Manning Avenue N., and at 1:57 p.m. in the 7000 block of Manning Avenue N. • A resident in the 8000 block of Imperial Court on Oct. 15 reported finding mail on the roadway that had been outside for several days.

The mail appeared to have been run over by vehicles and was ripped open. Deputies brought the beatenup mail to its owner, along with their business card.

• An unidentified motorist was arrested for DWI at 1:16 a.m. Oct. 15 on 60th Street N. after deputies observed a vehicle parked sideways in the lane of traffic with the motor running. The driver was passed

out at the wheel. When the driver exhibited signs of intoxication, deputies administered several standard field sobriety tests (SFST’s), all of which the driver failed.

• A motorist was cited at 10:36 a.m. Oct. 16 in the 8000 block of Manning Avenue N. for driving after revocation, following a traffic stop for speeding 70 mph in a 55 mph zone. He was also verbally warned about his speed, expired registration and failure to provide proof of insurance.

• A Minnesota motorist was cited at 11:48 p.m. Oct. 16 in the area of Fourth Avenue and Dellwood Lane for driving without a license, failure to provide proof of insurance and multiple equipment violations after being pulled over for the latter.

Mahtomedi • A Ridge Way resident reported his mailbox knocked over by a vehicle overnight Oct. 10-11. Deputies provided the complainant a case number for insurance purposes.

• Deputies cited a motorist at 1:31 a.m. Oct. 13 on Long Lake Road for driving after cancellation.

• Management at the Holiday station on Stillwater Road at 8:34 a.m. Oct. 14 reported that a counterfeit bill was passed at the business.

Pine Springs • Deputies cited a motorist at 5:32 p.m.

Oct. 11 in the 6000 block of Hilton Trail N. for speeding.

• An unidentified motorist was arrested at 1:17 a.m. Oct. 14 on eastbound Highway 36 at I-694 for narcotics possession.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A Vadnais Heights man, 53, was arrested via displayed stun gun Oct. 22 on County Road D and Walter Street N. for being in possession of burglary tools.

• Two females were reported at 6:46 p.m. Oct. 22 for shoplifting from Famous Footwear in the 900 block of County E after they were observed stealing 17 pairs of shoes before running out the door. Famous Footwear on Oct. 26 reported a male and female for entering the store, grabbing items and leaving without paying. Later that day, the store reported a male for entering the store, placing eight to 10 pairs of shoes into a bag and leaving without paying.

• A resident in the 800 block of Parkside Drive reported his license plates stolen Oct. 24 after being pulled over by Minneapolis police for displaying impounded plates. When he went around his vehicle to look at the plates, he didn’t recognize the plate numbers. He then realized his own plates were likely stolen from a Roseville grocery store parking lot on Oct. 23.

• A St. Paul woman, 26, was arrested on an active Dakota County felony probation warrant Oct. 24 at the Vadnais Heights Walmart in the 800 block of

PUBLIC SAFETY BRIEF Drunk driver stuck in ditch can’t escape capture VADNAIS HEIGHTS — A St. Paul man, 24, faces up to one year in prison and/ or a maximum fine of $3,000 for seconddegree DWI — a sentence that could be doubled if he is convicted of a second DWI offense — after he drove himself into a ditch near Highway 61 and County Road E Oct. 29 while intoxicated.

Just before midnight Oct. 29, Ramsey County Sheriff’s Office deputies were dispatched to the scene of an accident and located a motor vehicle stuck in a roadside ditch. The driver was trying to drive out of the ditch

when deputies arrived on the scene.

Deputies told the driver to stop trying to drive out of the ditch and to step out of the vehicle, due to the vehicle’s precarious position in the ditch.

Achieving firm footing didn’t matter because the driver was unstable all by himself. When deputies administered standard field sobriety tests, the subject registered a blood alcohol content of 0.199.

The defendant has two prior DWI convictions from California within the past 10 years, a factor which will be used to enhance the current charges against him, according to Minnesota Statute 169A.03.20(7).

A St. Paul woman, 29, was cited Oct. 25 at the Walmart for shoplifting and was trespassed from the store after she was observed in the self-checkout repeatedly ringing up items with a UPC of 50 cents, regardless of the actual price and not ringing up other items in her cart at all.

• Residents in the 3300 block of Greenbriar Street reported their garage burglarized overnight Oct. 30-31 and items stolen.

• A St. Paul woman, 30, was arrested on an active Dakota County warrant for financial card fraud Oct. 27 at Jimmy’s Food and Drink in the 1100 block of County Road E after she tried to pay a bill with a fraudulent credit card. The case is under further investigation.

• Multiple power tools and other miscellaneous tools were reported stolen Oct. 29 from a detached garage in the 900 block of County Road D. The garage appeared to have been left undamaged.

• A resident in the 700 block of Clearbrook Lane reported a credit card account opened in his name Oct. 29 on which fraudulent charges were made.

• A St. Paul man, 24, was arrested for DWI at 11:20 p.m. Oct. 29 in the 3400 block of Highway 61 after

White Bear Township • A juvenile was reported for assault Oct. 25 at a school in the 2500 block of County Road F after he brought a knife to school and became combative after being told he would be suspended. He went on to assault four staff members before they recovered the knife. He was turned over to parents, and a report filed for review with the county attorney.

• A catalytic converter was reported cut but left intact during the afternoon of Oct. 26 while the vehicle was parked in a church parking lot in the 4600 block of Greenhaven Drive.

• A resident in the 5700 block of Hobe Lane on Oct. 27 reported losing $5,000 to a romance scam.

• A Centerville man was arrested on outstanding Anoka and Hennepin County warrants Oct. 27 in the 5300 block of Centerville Road following a suspicious activity report of a vehicle parked on vacant property.

White Bear Lake man sentenced for role in gang-related shooting Brandon Maurice Baker, 29, of White Bear Lake, has been convicted of two counts of aiding an offender-accomplice after the fact for his role in a gang-related shooting in October 2019.

Several 911 calls came to the Ramsey County Emergency Communications Center on Oct. 27, 2019, reporting a shooting at Kent Street and Central Avenue in St. Paul.

According to the criminal complaint, Shawn Jones, 28, of St. Paul, was found slumped over the steering wheel at Dale Street and St. Anthony Avenue. Officers discovered that he sustained a gunshot wound and he was subsequently transported to Regions Hospital, where he died.

Officers saw Jones’ vehicle was covered by 10-11 bullet holes.

Per the complaint, prior to the shooting, a group of individuals met at Central and Kent to make a rap video that included lyrics that could be construed as taunting rival gangs.

An investigation revealed that while two vehicles were parked next to each other, a white van pulled up next to the vehicles, shot at both vehicles and drove away. The van was later tracked to 4091 Geneva Ave. N in Oakdale, where security cameras picked up footage of the suspected vehicle.

On Nov. 5, 2019, police stopped a 2002 GMC Envoy on Highway 120 just north of I-94. Brandon Baker was driving the vehicle and his brother Marcus Baker was in the passenger’s seat. Police recovered a .40-caliber handgun

in the car and arrested both men.

The brothers are known by police to be associated with a gang that rivals the gang gathered to create the rap video, according to the criminal complaint.

Two counts of second-degree murder were dismissed. Brandon Baker was convicted of two counts of aiding an offenderaccomplice after the fact. For one count, the judge sentenced Baker to 86 months in prison.

He will also have to pay $136 in fees, and may be required to pay restitution, depending on the judge’s decision. On the second count, the judge did not execute the full sentence available for Baker, and no precise length for Baker’s sentence was provided, as an incentive for cooperation.

The board of Independent School District No. 832 (Mahtomedi Public Schools) has proposed a capital project levy authorization of 2.73% times the net tax capacity of the school district. This authorization would renew the school district&rsquo;s existing capital project levy authorization for technology which is scheduled to expire after taxes payable in 2021. The revenue raised from the proposed capital levy authorization will be used to provide funds for school district technology, including the acquisition, installation, replacement, support and maintenance of software, software licenses, computers, improved technology equipment, technology systems related to security and operations, and to pay the costs of technology related personnel and training. The proposed capital project levy authorization will raise approximately $742,512 for taxes payable in 2022, the first year it is to be levied, and would be authorized for ten years. The estimated total cost of the projects to be funded over that time period is approximately $7,425,000.

Ramsey County League of Local Governments ready to tackle mental health

The Ramsey County League of Local Governments (RCLLG) has teamed up with the National Alliance of Mental Illness (NAMI) to advocate for mental health in the community.

The RCLLG is a group made up of local city governments, Ramsey County Commissioners, school districts and organizations.

“The RCLLG is lining up with NAMI to have conversations with lawmakers that serve the Ramsey County area in January,” said Shoreview City Council member Sue Denkinger. “This year we’re going to talk with NAMI about what they think needs to happen legislatively from a mental health perspective; what NAMI wants to see adopted into law; and then we will get behind them with support. It’s a great way for us to collectively create something.”

For the past two years, RCLLG decided to do its collective work on mental health. In addition

to teaming up with NAMI, the organization has developed programs dealing with mental health issues, including the impact of COVID-19 on schools and internet accessibility for students during the pandemic.

“We had school superintendents from Roseville, Mounds View and White Bear Lake share the impact of funding, student capabilities and mental health issues on their schools during COVID,” Denkinger said. “The school district stuff was so enlightening with what they were going through.”

Another compelling program on mental health offered this year by RCLLG involved local police departments.

“We wanted to talk about how policing has been affected by the recent civil unrest and mental health of police officers,” Denkinger said. “They talked about everything from recruitment to training to inclusion and equity. I wish more people could hear these police chiefs and how much work they are doing that doesn’t get recognized.”

At a recent RCLLG meeting, held Oct. 8, the topic was homelessness. Denkinger said Maplewood Mayor Marylee Abrams brought in people from the county and discussed what cities can do to prepare for homelessness, because there was a homeless encampment in Maplewood. The police department hired a social worker to provide mental health services for welfare checks and for the homeless camp.

RCLLG Vice President and White Bear Lake School Board member Scott Arcand said the group has done a lot of talking, and that now it’s time to move forward.

“How do we work with our county and local governments to move forward? We can hear about what other cities, school districts and law enforcement agencies are doing in their communities, and it’s getting us a network of resources when things come up, and we can work together and have a common goal moving forward,” said Arcand.

Phyllis Maureen Biebighauser Age 95 of White Bear Lake, Minnesota went to be with the Lord Jesus Christ on September 28, 2021. Phyllis was preceded in death by her husband Harlan Biebighauser.

Phyllis is survived by her daughter Karen (Roger Kropelnicki) Charpentier Kropelnicki; sons Kenneth, Paul (Jo), and Thomas (Dee); grandchildren Kevin, Joy, Scott, Dan, Mark, Jeff, Lynn, Eric, Emily; and 23 greatgrandchildren. A piece of local craftsmanship now crowns a spectacular marble church near Ground Zero.

The thick, aluminum cross was built at MG McGrath, an architectural sheet metal company in Maplewood, for the Saint Nicholas Greek Orthodox Church and National Shrine adjacent to the World Trade Center.

The creative team that built the holy symbol of Christianity included ‘07 White Bear Lake High School grad Brad Kath, who is foreman of the welding shop. His parents, Robert and Roberta Kath of White Bear Township, alerted the Press to Brad’s involvement, noting their son is modest about his work. Robert retired from the company after 35 years.

The 4-by-5-foot cross was difficult to fabricate and weld, the younger Kath said, adding

it was "cool to be part of the project," which was "a bigger deal" than he expected.

A solemn thyranoixia ceremony (Opening of the Doors) Nov. 2 in Manhattan was presided over by Ecumenical Patriarch Bartholomew, the spiritual leader of global Orthodox Christianity. The archbishop blessed the cross with holy water and participated in its elevation atop the marbled dome of the church. The 54-minute ceremony can be viewed on YouTube.com by searching for "Thyranoixia at Saint Nicholas at the World Trade Center."

The day marked the patriarch’s 30th anniversary of his enthronement as archbishop of Constantinople, hence the significance of the date.

Saint Nicholas was the only house of worship destroyed in the terrorist attack on 9/11.

When the twin towers collapsed, the original church was buried under tons of steel and concrete.

Some sacred relics survived and were displayed at the ceremony.

The archbishop opened his remarks by stating, "We stand here today, on this Hallowed Ground at the World Trade Center, where the world changed in a cruel and terrible moment 20 years ago." He called the crowning of the church by the holy cross "our sign and symbol of victory over evil."

Kath, who lives in Hugo with wife Kayla and young son, said he has no desire to visit New York City, but if he does, he’ll tour the site to view the Greek marble and glass church his company built and its symbolic gold cross, made in Minnesota, proudly perched on top.

COUNTY PARKS: Proposed ordinance to extend hours, revise fines FROM PAGE 1

Regarding park hours, White Bear Lake Commissioner Victoria Reinhardt said she preferred an earlier, 10 p.m. close.

“We don’t have lights in most parks, and I don’t see someone having a picnic at 11 p.m.,” she observed.

Commissioner Joy Frethem supported the earlier close as well, but the other board members said if there was a change, they’d opt for midnight.

In the end, the commissioners decided to stay with the original 11 p.m. recommendation.

Other changes moving forward in the revised ordinance: • Smoking and tobacco use. This currently varies by municipality. Both the county and city of White Bear Lake have no ban.

Washington County bans use within 100 feet of beaches, playgrounds or buildings.

The recommendation is to address use within a countywide ordinance for better clarity and consistency.

• Fines and penalties for violations. All violations are currently a misdemeanor with a maximum $1,000 fine and 90 days in jail. “If

someone dumps massive waste in a park, which can happen, or if someone walks on a cross-country ski trail, they are subject to the same fine,” McCabe pointed out. “So there’s room for improvement.”

The proposed ordinance will decriminalize violations in favor of administrative fines in a tiered system.

Serious offenses that include property damage, dumping and discharge of weapons and fireworks face a $300 fine. Violation of permits, vehicle operation or damage to natural resources face a $100 fine and things like littering, violation of park

hours and loud audio devices face a $50 fine.

Law enforcement can choose to charge someone with a more severe penalty so the change does not take away the ability to utilize state statute.

• Proposed changes also include an inclusivity statement; allowing foraging of fruits, nuts and berries; modernizing parks for electric bikes and drones; adding geocache placement rules; allowing 10x10 canopies; adding protections regarding dumping liquids in parks; and allowing crossbows for adaptive use.

Next steps in the project include finalizing the ordinance and holding a public hearing. Early 2022 is the final approval target.

“We learned a lot through this process,” McCabe said. “We arrived at recommendations we feel good about and in alliance with what we heard.

“Posted park hours help protect people and property,” he continued. “There were concerns about the need to protect wildlife. They should be given time to not be disturbed. Park lands benefit from a rest from human interaction.”

Township signs off on Otter Lake Elementary CUP

The White Bear Township Board signed off Nov. 1 on a conditional use permit (CUP) that will allow significant changes to be made at Otter Lake Elementary School.

The most visible change will be an addition to the northeast wing that will enlarge the media center, which will provide space for STEM projects.

Renovation also includes a specialist classroom for music and four additional classrooms.

Other changes to the building include the addition of a storm shelter capable of withstanding an F-4 tornado and upgrading student restrooms to make them ADA-compliant.

Outside, a more efficient layout of the parking lot will add 15 more parking spaces, and both the entrance and exit will be widened to three lanes for easier left and right turns out of the lot.

Traffic flow in an area used for parent pickups and drop-offs will also be improved.

The CUP was approved by the township board Nov. 1.

Tim Wald, White Bear Lake Area Schools assistant superintendent for finance and operations, said the changes will be made to meet future demand.

He said enrollment at Otter Lake is currently “a little over 500,” and added, “COVID is slowing things down.”

The district expects changes in attendance boundaries and a population increase to bring the school’s population up to 700 in the next five to seven years.

A representative for Kraus-Anderson Construction said bidding for the project had come in under budget. She said a long lead time was necessary because steel for the project is coming from overseas. Construction is expected to start in April 2022 and continue through the middle of the following school year.

MAHTOMEDI SCHOOL BOARD NOTES No changes to COVID-19 mitigation efforts are in sight yet, Superintendent Barb Duffrin noted in her regular report at the Mahtomedi School Board Oct. 28 meeting.

According the most recent news she received from the Washington County Public Health Department, COVID-19 transmission levels are still on the high side. District and public health officials had originally estimated Oct. 18 as the date that COVID-19 transmission rates would have peaked and started to decline.

"At that point, we would have begun talking about changes to the district's COVID policy," Duffrin said. To start thinking about removing mitigation layers, COVID transmission in Washington County would need to start approaching moderate levels with three weeks of downward trending data, Duffrin said. At present, the student vaccination rate is 66.7%. Since the meeting, the FDA has given emergency authorization to use the PfizerBioNTech vaccine in children ages 5-15.

Mahtomedi School District’s books are in order, after the board accepted and approved the audit of fiscal year 20202021 financial statements presented by James Eichten, CPA, of the MMKR auditing firm. The results of the annual required audit are an unmodified opinion, which is the highest and best opinion the district can receive, said Jeff Priess, director of finance and operations. In the audit for the year ended June 30, 2021, continued financial improvement within the general fund was shown. The audit also showed the district's compliance with state laws and

regulations and timeliness in preparing its books. The audit demonstrates that the district's fund balance is going in the right direction, Priess said.

The unrestricted fund balance in 2020 was $4.6 million, and in 2021 it is $6.3 million, the audit said. If the district received no money from anywhere and had to use up monies in the general fund, it could operate for three to four weeks, Priess said.

On acceptance of the audit, the financial statements will be filed with the Minnesota Department of Education, as required by law.

The district is always updating its budget to reflect changes in the revenue stream as well as costs. The latest enrollment and first quarter of fiscal year 2022 financial figures reflect changes from the June 2021 updates, said Priess. Revenues are up to $44.2 million from June's amount of $43.7 million, he said.

Expenditures are also up to $43.7 million from June's amount of $41.7 million. Priess also provided new enrollment figures. The previous weighted average daily membership (a term that can be taken to mean the number of students in school each day throughout the district) was 3,610. The current weighted average daily membership is 3,592.

Duffrin gave one last push for the capital project levy, reminding the district that the funding amount for technology services is based on the district net tax capacity and has not changed since 2002.

Funds for staff and student devices, critical technology infrastructure, training and tech support will expire at the end of the 2021-22 school year; the levy was approved by voters Nov. 2. With renewal, the levy tax rate will be maintained, but not increased, she said.

Each year, the district reviews and updates its policies. At the Oct. 28 meeting, the board conducted the first reading of those policy reviews to give the public an opportunity to

School District System Accountability; and Policy 806, Crisis Management.

The Policy Committee reviewed all the updates.

The district continues to receive donations from the community to provide needs above and beyond staffing and buildings. This month, the district received donations of $7,580; the St. Paul and Minnesota Foundation donated $4,950 for Mahtomedi High School girls' soccer, and the Mahtomedi Area Education Foundation (MAEF) donated $1,600 in turbine blades for the district.

At the Oct. 28 meeting, Akintola provided news that parent-teacher conferences are in the offing, as well as days off school, teacher workshops and picture days. After giving a rundown of high school sports teams in upcoming state tournaments, Akintola said, "As you know, a lot of our sports are doing very well."

In looking for flexibility in state statutes to foster innovation to serve the interest of students, the board unanimously endorsed the 2021 Delegate Assembly Proposed Legislative Resolution from St. AnthonyNew Brighton ISD 282.

The board next meets at 7 p.m. Wednesday, Nov. 10, in the District Center, 1520 Mahtomedi Ave. The change from the usual schedule is due to the Veterans Day holiday.

Veterans Day, previously known as Armistice Day, as it was first called on Nov. 11, 1919, marked the first anniversary of the end of World War I, which at the time was referred to as the Great War. But the holiday didn’t begin back in 1919; in fact, establishing Veterans Day as we know it today comes with some important dates in history.

Congress first passed a resolution in 1926 for an annual observance on Nov. 11, but it wasn’t until 1938 that Veterans Day became a national holiday.

The holiday got a revamp in 1954 when President Dwight D. Eisenhower officially changed the holiday’s name from Armistice Day to Veterans Day. When the Uniform Holidays Bill was passed

by Congress in 1968, Veterans Day was brief ly moved to the fourth Monday in October when

Mahtomedi is 10-1 in state championship games and has won the last four state tournaments played, all under coach Dave Wald, who has six titles and a 257-48-23 record in his tenure. There was no tourney last year, when they lost in the section finals.

Asked if the humbling loss was a motivator, Wald affirmed, “Oh, yes, we used it the entire season. In the history of Mahtomedi soccer, we have never had a game like that.” He added: “Redemption is a word we used a lot this year.

These girls never took a day off. I’ve never had a team do that before.”

Benilde-St. Margaret’s was playing in its eighth state title game, of which they’ve won four, most recently 2016.

The Red Knights (181-1) reached the finals beating Alexandria 5-0 and Cloquet-Carlton 3-0, their 15th and 16th shutouts.

“Obviously, we are extremely disappointed,” BSM coach Scott HellingChristy said. “Last time, they (Mahtomedi) had their nightmare game and we had our game of the season. Today, it was the reverse. We created some chances; unfortunately they didn’t go in.”

Barry, always the fastest player on the field, simply outran the Red Knights defenders while launching pinpoint shots at full gallop. She scored in the fifth and eighth minutes and again late in the half, giving her 18 for

the season and five in the tournament.

“We knew she is their most dangerous player,” Helling-Christy said.

“We had a plan for her and unfortunately it didn’t work. We lost track of her three different times and she made us pay for it.”

About her ability to win footraces, Barry said it’s her favorite part of playing soccer: “I love it.”

The other goal was a rebound after Cambelle Waldspurger set it up with a shot that was blocked.

Zephyr goalkeeper Paige Janssen made six saves. She stopped a fierce close-range shot in the 25th minute, then, a minute later, leapt to tip away a looping shot that would have gotten under the bar. In the second half she soared to deflect a shot with her left hand.

BSM got its goal from Sydney Drees in the 67th minute. They had some tough luck, too, with one shot rattling between the posts and another crashing into the crossbar.

Janssen stayed on high alert, with the 7-0 loss always on her mind: “I felt that they could come back at any moment and score three times in five minutes.

I really had to dig deep and not think about the stress at all.”

BSM was missing a key player, Maddie Shannon, who had three goals in that win over Mahtomedi. She had 14 goals in 12 games before being injured. Scoring leader Ava Wegener (21 goals) was held in check Saturday.

The Zephyrs and Janssen (five saves) made the lead stand up.

Holy Angels took a 1-0 lead in the 16th minute on Audrey Garton’s 25th goal, zipping the ball past a drawn-out Janssen, from about 15 yards.

Barry knotted the score in the 20th minute, also a highlightreel goal. With the Zephrys racing up the field, Lauren Coy played a long pass that led Barry perfectly. She

beat the goalie to the ball and touched it into the net.

Holy Angels coach David Marshak said the big challenge about Mahtomedi was their speed and size. “They are so physical. Their transition from offense to defense is so fast,” he said. And, offensively, he said, “There’s not a lot of space in there to work with.”

Looking ahead to the finals, Barry said everyone is well aware of the team legacy. “We work really hard every day, always getting better. We know a lot is expected of us.”

They are good friends and trained together at a pre-season camp.

“The race went by faster than any 5K I’ve ever run,” Mattson said. “I knew I had to find a good pack up front and hang on for the ride.”

He and McArthur ran side by side, like teammates, for a majority of the race. “Which was comforting,” Mattson said, “considering we were up against some guys that I rarely compete against.”

Mattson fell back a bit, near the last kilometer, but used his natural

(The SEC had four teams in the state meet). He’s not done. The Bears will run in the Nike regional meet Sunday in Sioux Falls.

The individual champion was Nick Gilles, Minnetonka junior, in 15:22.81.

Top five teams were Wayzata 96, Minneapolis Southwest 118, Mounds View 125, Minnetonka 135, and Rosemount 170. The Bears had 249 points.

The Bears top five also had sophomore Luke Williams in 63rd place (16:47), senior Michael Hoffman 89th (16:59), freshman Isaac Kolstad 116th (17:20), freshman Vaughn Larson 117th (17:21) and senior Sador Williamson 118th (17:22) among 160 runners.

“It is important in this meet to be in a good position at the mile because (that) is where you are going to finish within 10 places,” coach Dan Kovacich said. “Ernie ran those first 1,000 meters really smart, as well as the other kids.” The Bears, he said, followed instructions to watch “two groups ahead” and move when they move, holding the 10th position throughout the race.

Ernest Mattson of White Bear Lake achieved the highlight of a glittering senior season with a fifth-place finish in the state meet Saturday, leading the Bears to 10th place.

Mattson covered the St. Olaf College course in 15:36.27. He is the first Bear to finish in the top five since the 1960’s, according to Don Glover, former longtime coach who started in the early 70’s. Mattson was also the first Bear section champion since Matt Glover in 2000.

ZEPHYRS SPORTS BRIEFS Volleyball: Zephyrs 15-14, section runners-up The Mahtomedi Zephyrs lost a five-game battle to Chisago Lakes in the Section 4AAA championship match Thursday evening, after advancing with two victories. The Zephyrs finished 15-14, their first winning season since 2016.

The Zephyrs swept St. Paul Harding (5-17) 25-9, 25-12, 25-18 and Hill-Murray (11-15) 25-22, 26-24, 2517 to reach the finals, giving them five straight wins without dropping a set.

The Zephyrs, coached by Angela Helle, were trying for the school’s first-ever state trip in volleyball.

However, top-seeded Chisago Lakes CONTRIBUTED (14-9) edged them 25-27, 25-15, 27-25, Camryn Petersen (5) and Ellie Mustar 18-25, 15-6, led by Ashley Peltier with were the Zephyr setters.

Zephyr boys place 3rd in state soccer

The Mahtomedi boys placed third in the state Class 2A soccer tournament after losing to Holy Angels 3-2 in the semifinals and beating Willmar 1-0 in the thirdplace game last week.

Mahtomedi finished 19-3 with 12 shutouts.

They beat CloquetEsko-Carlton 2-1 in the quarterfinals Oct. 26 .

The Zephyrs kept fighting until the final seconds against Holy Angels Wednesday after trailing by two goals twice.

Aidan Smith booted all three goals for the Lumberjacks—on a free kick in the 29th minute, a penalty kick in the 49th minute after a tripping infraction, and a penetration down the middle in the 69th minute — as his team took leads of 2-0 and 3-1.

Zephyr coach Dominic Smith said “we talked all week” about Smith’s strong leg on set pieces and how important it was to avoid that situation. “He got two of them,” Isaac said. “One penalty kick and free kick from outside the box and he buried them.

We knew anywhere inside 30 yards, he was dangerous.”

Collin Potvin scored for Mahtomedi in the 61st minute, from close range off a bouncing ball, assisted by Yassin Hussein, to make it 2-1. Leonardo De La Torre scored in the 71st minute, pouncing on a rebound after a free kick from David Wolsfeld, making it 3-2.

In the final 15 seconds the Zephyrs had a twoon-two opportunity in front of the net and fired off two shots. Charles

When another Zephyr quickly launched a follow-up shot, goalie McDermott Franklin smothered it.

The Zephyrs have mostly won by scores like 1-0, 2-0 and 2-1 this year, said Isaac. “We’ve always battled to the end,” he noted.

Holy Angels lost to Orono 1-0 in the title game.

Football: Zephyrs pummel Tartan 44-6, advance to state The Mahtomedi Zephyrs cruised into the state tournament with a 44-6 rout of the Tartan Titans in the Section 4, Class 5A tournament at home Friday evening.

The Zephyrs (8-2) will face Rochester Mayo (9-1) in the quarterfinals Saturday, noon, at Woodbury High School. Other pairings are Alexandria vs. Robbinsdale Cooper, Andover vs. Rogers and St. Thomas Academy vs.

Mankato West.

Mahtomedi had already beaten Tartan (3-8) in conference 31-0.

Tartan’s offense came alive in the sectionals with a pair of 40-point games but the Zephyrs shut them down again.

Zephyr quarterback Charles Brandt passed for 189 yards, hitting nine of 15, with three touchdowns, to Ethan Loss from seven yards, Ramsey Morrell from 40 yards and Gunnar Woods from 47 yards. Woods caught three passes for 97 yards and had a 44-yard kick return.

The Zephyrs rushed for 234 yards. Billy Arlandson scored on seven- and 30-yard runs and totaled 69 yards in eight carries. Nicholas Beiersdorf carried nine times for 61 yards, and Jordan Hull nine for 36 yards. Corey Bohmert had a four-yard TD. Joey Heinsch opened the scoring with a 36-yard field goal, was 5-for-6 on extra points, and averaged 55 yards on eight kickoffs, with four touchbacks.

Mahtomedi led 30-0 before Tartan’s Maurice White returned a kickoff 94 yards. The Zephyrs held the Tartans to 63 yards passing and 50 rushing. Caden Donahue, Sam Garry and Eric Buttke sacked the quarterback. JohnPaul Johnson made six tackles.

Cross country: Mahtomedi boys, girls both 12th at state The Mahtomedi boys and girls each placed 12th among 16 teams in Class AA, middle of three classes, in the state cross country meet Satur-

day at St. Olaf College.

Ryan Malvey, a senior, led the Zephyr boys, placing 68th (17:43), followed by senior Chris Benson 91st (17:58), senior Mackinley Commander 104th (18:06), junior Wyatt Siess 112th (18:22), and junior John Gibbens 122nd (18:33) among 160 runners.

Gabby Fox, freshman, led the Zephyr girls, placing 52nd (20:23), followed by junior Sarah Brings 62nd (20:38), senior Makayla Fischer 98th (21:25), senior Claire Wirka 102nd (21:31), and senior Anna Thompson 137th (22:38).

The Zephyr girls placed first and the boys second in their section meets to qualify for state.

Team champions were the Big Lake boys and St. Paul Highland Park girls.

Individual champions were Breck’s Aiden Keller (15:53) and Hutchinson’s Isabelle Schmitz (17:59).

MAHTOMEDI CITY COUNCIL NOTES The annual cycle of city construction rolls over once more, as the Mahtomedi City Council at its Nov. 3 meeting held a public hearing to discuss the city’s 2022-2026 capital improvement plan and its 2022-2026 parks capital improvement plan. The total estimated cost for capital improvements for the next five years is expected to be $17.9 million. For 2022 alone, $1.9 million will be spent for street improvements (Warner Avenue, Maple Street and Locust Street); the Lincolntown storm sewer project; the Greenwood storm sewer project, the CSAH 12 project (STH 244 turnback); and the sanitary sewer maintenance program. The total cost for the 2022-2026 parks capital improvement plan will be $898,000. For 2022 alone, $95,000 will be spent on the Dahlia Street trail extension; the 4 Seasons trail extension and general improvements.

The city has a number of enterprise funds to pay for the improvements, as well as bonds, grants and state aid funds.

Could massage salons be coming to Mahtomedi? Council revisited the possibility of licensing both massage businesses and massage therapists. The city currently licenses a small number of businesses, such as refuse haulers, pawn brokers, tree trimmers and adult-oriented businesses, said City Attorney Bridget

Nason. However, the city does not yet license massage businesses or massage therapists. Such licensing was up for discussion as recently as 2016. Although council members were supportive of the idea, they noted the attention needed to get the details right in an ordinance licensing massage businesses and therapists.

Council gave city staff direction to move forward to prepare an ordinance licensing massage businesses and massage therapists. Once the details have been finetuned, the city will circulate particulars of the ordinance to stakeholders to study before passing the ordinance into law.

Two parcels at 181 Kale St., one of which is vacant, will have their special assessments for the Phase 4 East – Historical District Improvements deferred. City staff found that all the information the property owner provided meets the requirements for the deferment.

Property owners granted deferments must apply annually for continuation of the deferment, which will continue to accrue interest for the length of the deferment.

The cities of Mahtomedi and Pine Springs will continue their seasonal maintenance bartering, as they have done for many years. Council approved a request from the city of Pine Springs for 2021-2022 snow plowing and de-icing

of Warner Avenue from O. H. Anderson Elementary School south to 62nd Street and on 62nd Street east to Hilton Trail. In exchange for snow removal services, Pine Springs will provide summer maintenance for the south end of Oakdale Drive. Mahtomedi will continue to bill Pine Springs for time and materials, using the approved 2021 fee schedule. With an average of 12 to 15 snow events in any given year, the total annual cost to Pine Springs will be approximately $1,200 to $1,500.

Residents in the Edith Pond neighborhood will have to wait a little longer for Robert Street to reopen as the city finalizes work installing a lift station, Public Works Director Bob Goebel said. In the meantime, residents in that area will have to drive all the way around town to go to most places. The pipe between ponds has been installed, and the roadbed has been prepared.

Although blacktop is expected to be placed within the week, the project in its entirety won’t be complete for another month or more, as the pump and panel will take that long to be constructed.

City Administrator Scott Neilson thanked City Clerk Jerene Rogers for her work organizing the two polling precincts in town for the

Nov. 2 municipal election. Election turnout was 54%, which is a very high percentage for an off-year municipal election, Neilson said.

The deer are definitely on the move now during this rutting season, Goebel said. “Last month’s hunt was successful, and we’re optimistic about success this time, too,” he said. The second of three hunts took place Nov. 5-7 in three cityowned parcels around Mahtomedi.

Council scheduled a joint work session for Nov. 16 at 5:30 p.m. with the Environmental Commission to discuss the draft sustainability plan.

Council adjourned the Nov. 3 meeting to enter into a closed session, as allowed

by Minnesota statute and pursuant to the attorney-client privilege, for discussion with the city attorney on matters relating to the special assessment appeal by the owners of the Ramsey Building for Phase 4 Historic District improvements.

The council next meets at 7 p.m.

Tuesday, Nov. 16, at City Hall, 600 Stillwater Road.

The main objective of the district is keeping the students safe while keeping them in school. Duffrin pointed out the uptick in in cases in Washington &RXQW\ VWLOO ULVLQJ DQG QRW JRLQJ GRZQ 'XIIULQ WKHQ FODULÀHG WKH GLIIHUHQFH EHtween indoor public spaces versus a school setting. The vaccination rates for students are not as high as adults because of the eligibility of vaccines meaning transmission rate is higher in schools compared to indoor public spaces.

Duffrin explained that they do not ask students if they are vaccinated but usually parents will let the school know if they are. At this time the current student and staff vaccination rate is near 70%. Tony Pierce, Director of Student Support Services, then explained that Mahtomedi Public School was able to JHW 5DSLG &29,' 7HVWLQJ .LWV IURP WKH VWDWH DQG GLVWULEXWHG WKHP WR DOO WKH schools. Pierce described that when a student is sent home with symptoms they are able to take a kit home and that the test comes with 2 tests. Counselors are making plans for students when they are out and on their return meet with the students so they are not overwhelmed. Duffrin then said as we move forward to possible unmasking, Mahtomedi Public Schools did hire a Contact Tracing nurse. Math in 2019 was at 76.7% where in the Spring of 2021 it was at 66.7%. Some of those problems of the pandemic was the option for parents to opt out of testing.
