WHITE BEAR LAKE — The port-a-potties have to go, but everything else should remain the same for a popular waterfront restaurant and marina.

City Council granted a 20year lease to Tally's Dockside for public property at the end of Whitaker Street. Rent will be based on annual gross income earned from pumping high-octane gas at the marina.

The council vote Nov. 13 was not unanimous.

Councilmen Bill Walsh and

Steve Engstran voted no.

Walsh felt the rent should have a land value component since the 50 feet of public right of way Tally leases from the city is valuable waterfront. He maintained that slips could be added at the site, adding a higher value to the property. “I'm having trouble just looking at gas revenue,” Walsh said.

Council last discussed the lease agreement with Tally's in June and agreed then that fuel sales were in the public's interest for White Bear Lake.

Mary LaValle: A supercentenarian

“Grma Mary” is a special little lady, said Caren Cunningham about her grandmother. Special is certainly a worthy descriptor.

Mary LaValle turned 110 on Nov. 17 and is now considered a “supercentenarian.”

She lives at Cerenity Care Center – White Bear Lake in a regular room with a roommate, just like

the 80-year-olds. “Mary takes little medication and is doing great,” according to Cunningham, who describes LaValle as “a very kind person who always says 'thank you' when anyone does something for her and is always smiling.”

Born Nov. 17, 1908, to German immigrants Joseph and Magdelena Kostuch of White Bear Lake, Mary married Raymond LaValle of Hugo in 1926 at age 18. They had one son, Leonard LaValle, who is Caren's

father. They grew vegetables on their small White Bear Lake farm, which is now part of Tamarack Nature Center. Ray died in 1991; Leonard in 2007.

New staff at Cerenity always want to meet Mary, Caren said, probably because they've never seen anyone that old. “She's an inspiration to the family,” said Cunningham, who visits three times a week. “I love her to pieces.”

How did turkey become the Thanksgiving bird?

At Thanksgiving dinner, it’s all about the turkey—but how did the American tradition of turkey at Thanksgiving come about?

It’s difficult to separate myth from truth in the story of the first Thanksgiving among the Pilgrims and indigenous people of North America.

One fact that seems to be generally agreed upon by historians is that turkey probably wasn’t a menu item at that historic meal.

Venison was the main course. So why do most families roast a turkey at their annual get-togethers today?

NPR correspondent Robert Krulwich reported in a 2011 article that part of the responsibility might be due to 19th-century magazine editor Sarah Josepha Hale. Hale exerted a certain influence on women’s fashion and literary education.

Some of her writings include lavish descriptions of tantalizing meals— including one from her novel “Northwood” of a

dinner featuring roast turkey. Followed by beef sirloin, pork, gravy, vegetables, duck and chicken pie, of course—quite the menu.

Hale was one of the top personalities who lobbied Congress and President Abraham Lincoln for a national Thanksgiving holiday. Lincoln officially declared the holiday in 1863, in the midst of the Civil War. The shift toward turkey at the Thanksgiving table was gradual, but there’s no doubt that it is the main staple of the holiday dinner today.

Turkey was an important part of the diet of many indigenous cultures in North America.

Ancient Mesoamericans were the first to domesticate this species—its meat and eggs provided food, while its feathers were used as important decorative items. Today, most domestic turkeys are white in color, thanks to the hand of human selection. Their white coloration makes pinfeathers (or developing feathers in the bird’s skin) less visible, making for a more

aesthetically pleasing meal.

The selective breeding that changed the turkey’s color is also responsible for creating heavier birds that are unable to fly. Domestic turkeys also have shorter legs, which means they cannot run as fast as their wild relatives.

Benjamin Franklin famously commented in one of the letters that he believed the turkey would be a better national symbol than the bald eagle. One of the reasons he cited was the turkey’s fearlessness against all intruders—a fearlessness many Minnesotans are familiar with as troops of turkeys parade into their

back yards and across roadways at dusk. In a viral video released last year, the South Minnetonka Police were called to a Shorewood home to help shoo out a turkey that had crashed through a window and become comfortable in the living room.

Turkeys have something of a reputation for being unintelligent—in his letter, Franklin defended them despite the

In doing so, though, he was not delivering a critique of the Great Seal but a new medal issued by the Society of the Cincinnati, an association of Continental Army veterans.

“For my own part I wish the bald eagle had not been chosen as the representative of our country,” he wrote. The Founding Father argued that the eagle was “a bird of bad moral character” that “does not get his living honestly” because it steals food from the fishing hawk and is “too lazy to fish for himself.” fact they are “a little vain and silly.” But a 2013 article in Scientific American reported that wild turkeys lead very complex social lives. Male turkeys generally live in closely bonded sibling groups that stick together for life. Flocks of turkeys also have a strict social dominance structure, which can lead to aggressive conflicts

between birds. Since domestic turkeys are often kept in very large groups, hyper-aggression between turkeys can be a problem.

Understanding the behavior of these birds is crucial to ensuring healthy, sustainable practices on the farm, and a delicious entrée at the Thanksgiving table this year.

Thanksgiving traditions

W

hether you’re traveling to a Thanksgiving meal or hosting one of your own, it’s a favored tradition for most of us. Growing up, our family would often travel to Park Rapids to join my grandparents; as I got older we went on family ski trips to Colorado, as it was timely with a downhill race camp I would attend. More recently the holiday has been with my in-laws around our table, as my parents and siblings have created new traditions. It’s great because my cooks a 20-pound Publisher’s mother-in-law turkey for four adults and two kids, so we can eat leftovers for several View days. And she still makes the Carter Johnson cranberry Jello mold, even though I am the only one who still likes it.

While many of us think of a big turkey dinner, Thanksgiving isn’t all about the food. I talked to some colleagues and friends about what Thanksgiving means to them. Several mentioned getting together with family they don’t get to see as often as they would like. One said their mother has everyone go around the table and say one thing they’re thankful for. She said they made fun of it as kids, but now she really appreciates it. Another spoke of a drunk uncle who gets loud and tells the same jokes. Another mentioned the love of trying new side dishes and will be making the butternut squash soup recipe by our ‘Wild Chow’ food columnist, Lisa Erickson.

Her family is also into doing the Thanksgiving 10K runs so they can justify an extra slice of pie.

My parents talk about how my oldest sister Julie would bundle up and join Art Ramberg and family for a walk around White Bear Lake each year.

One activity we have enjoyed is the Thanksgiving Meals on Wheels coordinated by Bill Foussard. I have volunteered when possible the past several years with my kids and father-inlaw. It’s a few hours in the morning that leaves us humbled and inspired. Now in it’s 48th year and stationed out of Cretin Derham Hall High School in St. Paul, this program will serve more than 18,000 meals to families over the metro area on Thanksgiving Day. You want to be part of this. You can show up at 2 a.m. to help pack meals, or arrive at 7 a.m. and pick up a delivery route. We have always delivered meals, which is typically to a half dozen homes. The key is having two people in the car so one can drop the meal while the other stays in the car for fast and efficient delivery. Cretin Derham Hall is located at 550 South Albert St. in St. Paul.

This Thanksgiving, think of the things you are thankful for, both big and small. May your home be filled with the smell of melting butter and gravy; may you take on a new challenge, such as a family walk, fun run, or volunteer opportunity; and may you be surrounded by the people you love continuing to create fond memories.

Mid-term Election In many ways it was a wild ride this election season. There were many change-ups at the state and national level, as well as here locally.

Local elections in Grant brought in two new faces, Mahtomedi, Forest Lake and Centennial school district levies and the Ramsey County Sheriff’s race were something to watch. The Vadnais Heights City Council seats were so close that an automatic recount was necessary. Voter turnout showed a positive trend with early voting numbers. One letter to the editor writer asked that we get our Voter’s Guide out earlier. We will strive to do that. Elections are important to all of us, even if we tire of the junk mail and commercials. Get to know your local representatives, city council, and school board members so you know where they stand on the issues that affect your family and neighborhood.

Statutes of limitation “You snooze, you lose.”

hat phrase, in some respects, summarizes the legal doctrine known as the Statute of Limitations.

It holds that if you wait too long to begin your lawsuit, you lose the right to do so — even if you had the best legal claim that ever existed. Why this be?

As time passes, memories fade and witnesses become harder to fi nd. The best and most reliable evidence can normally be found closer in time to the event which leads to a lawsuit.

The idea of a time limit to bring a claim in court exists for both civil lawsuits and in criminal cases — where the state wishes to bring charges against someone.

Let’s say you buy a car at Sneaky Pete’s Car Sales (at the corner of Scam Avenue and Fraud Street).

Pete promises, in writing, that the car has a clean title, is in perfect working condition, and, even though it is 20 years old, the 15,000 miles on the odometer are accurate. You pay him and drive away — but you don’t drive very far.

The car breaks down. A mechanic tells you that the odometer has been tampered with, the transmission is in shambles, and the engine is worn out. The mechanic estimates the car has over 400,000 miles on it. You try to register the car and fi nd that it has a “salvage” title and has been reported as stolen. Sneaky Pete refuses to return your money.

You would likely do pretty well in a civil suit. However, you can’t wait too long to bring your claim.

In Minnesota, a clock starts to

run on your claim as soon as it arises. In this case, that might be from the date of the sale or from the date when you fi rst knew, or should have known, of the breach of contract. Minnesota’s civil Statutes of Limitation vary quite a bit depending on the type of lawsuit. They can be as short as 2 years or as long as 6 years — with others being set at 3 or 4 years.

Sneaky Pete might also be in jeopardy of being charged criminally. Criminal Statutes of Limitations typically vary from 3 years to 9 years — except that for murder the clock never runs out. For either civil or criminal cases, there are also a variety of circumstances that can cause the clock to be paused or “tolled.”

Bottom line: It is a fairly complicated area of the law.

If you have a legal claim, it would be wise to pursue your legal remedies in a timely fashion.

You don’t want to sleep on your rights only to wake up and fi nd that they are gone.

What are you thankful for?

I

usually start planning our Thanksgiving meal about a month in advance, not because I’m preparing complicated food, but because I’m excited to cook.

Thanksgiving is a foodie’s dream holiday.

Does it get any better than cooking a tasty meal for family and friends?

Wait. What if some family members are not there? Is it still fun?

This year is different for me. This year we will be going to someone else’s home. I don’t know what I was thinking back in July when I accepted the invitation—actually I do. I was overwhelmed and sad about the passing of my beloved dad. The thought of having a holiday without him sounded painful and very…unfun. I miss my Pops.

Pops always made the stuffing, baked apple pies, and carved the turkey. My dad was a genius in the kitchen. He was not a formally trained chef, he just loved to cook, and cooked for everyone he loved.

Growing up, we’d go out to eat at

some restaurant, and he would spend the next few weeks trying to master whatever he ordered. It didn’t matter if it was French fries or filet —he was game. He’d bake cookies and send us around Wild Chow the neighborhood delivering them doorLisa to-door. He wanted to share his love of Erickson cooking and baking with everyone he knew.

He’s the reason I can cook or bake at all. He was a great example. If you’re feeling the same way I am, I understand. Loss is painful and change is hard—especially when someone you love will not be sitting with you this Thanksgiving.

I keep thinking, what would he want me to do? I know he would not want me to be sad. He’d say something like, “Lisa, chin up. What did I teach you?

You only get one life. Don’t spend it thinking about what has been, but what will be.” He’s right.

This year, I have an abundance of butternut squash, which works well as soup. The addition of saffron makes this soup shine. The color is as bright and cheery as fall leaves. I only add a dash because saffron is expensive. Feel free to omit it if you don’t have it.

Butternut Squash Soup 1 1/2 lbs. butternut squash, roasted** 3-4 Tbsp. butter 1 onion, chopped 1 clove garlic, minced 2 carrots, chopped 2 1/2 cups water 2 1/2 tsp. chicken bullion Dash of powdered ginger 2 tsp fresh lemon juice 1/2 cup whipping cream, plus more for serving Saffron, optional

In a Dutch oven over medium heat, melt the butter. Add the onion and the carrot; cook for 5 minutes until slightly tender. Add the garlic and sauté for 1 minute.

Add water and bullion. Bring soup to a boil and reduce heat to a simmer.

Cook for 20 minutes. Add the butternut squash, ginger, and lemon juice and simmer for another 5 minutes. Remove from heat & add the whipping cream.

Transfer soup to a blender or use an immersion blender; blend until smooth.

Return to cooking pot and reheat. Serve with a small swirl of whipping cream and sprinkle a few threads of saffron on top. **To roast butternut squash, preheat oven to 350 degrees. Cut squash in half and remove seeds. Cover a baking sheet with foil. Place squash cut side down. Bake for 1-1 1/2 hours until squash is tender. Cool and scrape the flesh from the skin. Discard skin. Use immediately or refrigerate.

Church celebrates 75 years The yearlong celebration of the 75th anniversary of the founding of South Shore Trinity Lutheran Church, 2480 South Shore Blvd., White Bear Lake, will culminate in a celebration weekend Dec. 1-2 with special services at 5:30 p.m. Saturday and 8 a.m. and 10:45 a.m. Sunday.

There will be a special program at 1:30 p.m. on

Sunday. The Rev. Daniel Keinath, a former pastor at South Shore Trinity, will be the preacher at the services. Former pastor Rev. John Christensen will be the speaker and master of ceremonies for the afternoon program.

DNR reminder: Avoid early ice With ice forming on Minnesota lakes, outdoor enthusiasts may be tempted to get out before ice is thick enough to support foot traffic. The Department of Natural Resources (DNR) conservation officers have a message — stay off the ice until at least 4 inches of new, clear ice is present.

“Each year we see people going out on the ice before giving it enough time for a solid freeze. People unexpectedly fall through and sadly lives have been lost because it was just too soon to be out on the ice,” said regional enforcement manager Capt. Cory Palmer. “While no ice is 100 percent safe, we recommend following the DNR ice thickness guidelines before heading out.”

“On average, 3 to 4 people have died each winter season on Minnesota water over the past decade,” cautioned Lisa Dugan, DNR boat and

water safety outreach coordinator. “Most of those deaths occurred with someone operating a snowmobile or ATV on the ice.”

Ice thickness may vary greatly across a single body of water, making it important to check the ice conditions before heading out.

“In addition to checking conditions and being prepared with an ice safety kit, the most important piece of equipment to have on the ice is a life jacket,” Dugan said. “By wearing, not just carrying, a life jacket the odds of surviving a fall into extremely cold water increase and could save your life.”

Once out on the ice, a safety kit is a good idea, should the ice give way. An ice safety kit should include rope, ice picks, an ice chisel and tape measure. Tell someone where you are going and when you expect to return.

at 6 p.m. Saturday, Dec. 1 follows a free lasagna dinner at 4:30 hosted by Great Hope Church of the Nazarene in White Bear Lake. Bid on wrapped gifts for the holidays and bring in toiletry or winter items to receive a free raffle ticket.

Items will be sent to local shelters. Proceeds from the auction benefit the Nazarene Well House in Rochester.

OBITUARY NOTICE

Thomas M. Ryden Age 74 of Hugo died on Thursday, November 8, 2018 at home under the care of Allina Hospice.

Tom was born October 20, 1944 in Minneapolis to Marvin and Ruth (Stewart) Ryden. He married Margy Swenson and that reunion produced Lon Thomas Ryden. They later divorced.

He then married Mary Taylor on October 20, 1995.

Tom owned and operated Tom’s Sewer Service for 35 years retiring in 2008. He made many friends over the years as a business owner.

He loved to work with his hands and his vast collection of tools. Tom loved his trees that he had us all plant on his Hobby Farm and spent many hours walking through them.

Tom is survived by his wife of 23 years, Mary; son, Lon (Brigette) Ryden of St. Louis; step-children, Terry (Debbie) Swenson of Forest Lake, Becky Swenson of Riverside, Calif., Wendy (Dale) Clark of Eau Claire, Wis., Mark (Kristina) Taylor of Milwaukee, Wis.,

Joy Baranowski of Hugo; 12 grandchildren; 10 greatgrandchildren; and many friends.

He is preceded in death by his parents; brother, Jerry; step-daughter, Sherry Swenson; step-son, Dean Heath.

A Celebration of Tom’s Life is 6 p.m. Friday, November 30, with visitation beginning at 4 p.m. until time of service at Roberts Family Life Celebration Home, 555 SW Centennial Drive, Forest Lake. In lieu of flowers, memorials can be made to Hugo Good Neighbors Food Shelf or a charity of the donor’s choice. Tom bequeathed his body to Mayo Clinic Anatomical School for Medical Research.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A suspicious vehicle with front end damage and deer fur stuck on it reported at 6:29 a.m. Nov. 6 parked in front of a house in the 6000 block of Inwood Court N. turned out to be one of the complainant's in-laws who had hit a deer earlier and parked the vehicle at the site.

• A resident of a group home in the 11000 block of Julianne Avenue N. was transported to Regions Hospital for evaluation Nov. 9, after he was reported for walking naked in the halls. Employees advised Washington County Sheriff's deputies that the subject was seen snorting something earlier in the day.

Mahtomedi • Possible violation of an order for protection was reported at 4:57 p.m. Nov. 5 in the 300 block of Warner Avenue S. after the complainant entered the home of her ex-husband to look for a sports jersey their daughter needed.

While the complainant was in the residence, her ex-husband came home, yelled at her and shoved her

out the door. The ex-husband told deputies the complainant's story was all true except for the shoving and touching. He stated instead that he shut the garage service door on her.

• A tenant in an apartment building in the 70 block of Mahtomedi Avenue on Nov. 6 reported another tenant, “Horace,” for having ongoing nonphysical disputes with him. The complainant said he had bought a can of chemical agent to protect himself from Horace and other residents he has having issues with. When deputies chatted with Horace, he told them that he was surprised the complainant had called the sheriff's office and said the issues had been blown way out of proportion. The complainant applied for a harassment protective order.

• A patron of Marcus Theaters in Oakdale reported losing his phone at the complex on Nov. 6 and at 7:53 a.m. Nov. 7 used its tracker to locate the phone at a residence in the 400 block of Barrington Place. The resident said it was impossible for the phone to be there as she had been out until after midnight and had not been to the movie theater.

Deputies were given permission to walk through the residence with the complainant but did not fi nd

the phone.

• A Grant man, 41, reported a Chisago City man, 48, for harassing him Nov. 7 after the Chisago City man anonymously called the police on the complainant a few days earlier to have him arrested in the 90 block of Mahtomedi Avenue on outstanding warrants. The complainant told deputies he thought that the anonymous tip was a violation of the no contact order he had in place against the Chisago City man. Deputies advised the complainant that because his nemesis had not contacted him directly or through a third party, it was not a violation.

• A resident in the 200 block of Hallam Curve reported his vehicle damaged overnight Nov. 8-9 while it was parked in the driveway. Unknown persons had smashed out a passenger side window to gain access to the vehicle, even though it was unlocked, and had stolen a backpack fi lled with schoolbooks belonging to the complainant's grandson.

• A snake was reported stolen at 2:25 p.m. Nov. 9 from a science class at Century College in the 3300 block of Century Avenue after an animal science professor brought her ball python into class to use as a demonstration. The snake, which

had been left in the classroom overnight, was valued at $1,200.

• A Mahtomedi man, 35, was reported at 5:14 a.m. Nov. 11 on Neptune Street for getting into an argument with his female drinking companion, throwing her to the ground and using his knee against her head to hold her down while he force-fed potato chips into her mouth. The complainant said that the subject also placed his hands around her neck and choked her.

Pine Springs • A suspicious grass fi re was reported at 9:31 p.m. Nov. 7 on eastbound Highway 36 to the southbound ramp to I-694. The Mahtomedi Fire Department said that the fi re may have been set deliberately because of the large puddle of gasoline located in the grass and roadway.

• A resident in the 6000 block of Warner Road S. reported his vehicle broken into overnight Nov. 8-9, and a black backpack containing his wallet stolen from it.

• Another resident in the 6000 block of Warner Road S. reported his vehicle broken into overnight Nov. 8-9 and $20 in change, his insurance card and a copy of the vehicle's title stolen.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A Florida resident called Nov. 9 to report that she was sexually assaulted at a location in White Bear Lake sometime in 2015.

• License plates were reported stolen Nov. 9 in the 2300 block of Jansen Avenue. Suspects placed two different license plates on the complainant's vehicle. A database showed the plates were stolen.

• An officer responded to the 3900 block of Haven Lane in Gem Lake Nov. 9 for a fraud report. A sophisticated online scammer attempted to defraud the victim by gathering personal information in an attempt to reallocate investment funds in crypto-currency.

The attempt was unsuccessful but the victim expressed concern about having personal data obtained during the transaction. No financial loss at this time.

• A 36-year-old man was arrested and charged Nov. 9 for third-degree DWI at Bellaire Avenue and Orchard Lane after officers conducted a traffic stop. Breath test registered 0.16.

• A 43-year-old man was arrested and charged Nov. 9 at Highway 61 and 96 for fourth-degree DWI after officers conducted a traffic stop.

Breath test registered 0.10.

• Officers responded to the 2200 block of Randy Avenue Nov. 10 for a disturbance complaint in which people were yelling and fighting in front of the address. Officers eventually spoke to a resident, who initially declined to answer the door at the behest of possibly intoxicated friends. The resident was sternly reminded of the noise ordinance and to curtail any further disturbances if they wished to avoid citation.

• Theft from auto was reported Nov. 10 in the 3800 block of Hwy. 61. Unknown suspects.

• Officers responded to the 1900 block of Elm Street Nov. 10 in response to a report of an aggressive dog at large. The dog was returned to its owner, who was subsequently cited for violation of White Bear Lake City Ordinance 701.010.4 "Dogs: Running at Large."

• Theft from auto was reported Nov. 10 in the 3100 block of Century Avenue. No suspects.

• A juvenile male employee was assaulted Nov. 10 in the 2000 block of County Road E by a 25-year-old St. Paul man. The man was cited for misdemeanor assault and disorderly conduct.

• A 33-year-old man was arrested and charged with third-degree DWI Nov. 11 after officers conducted a traffic stop on the 2200 block of Woodlynn Avenue. Breath test registered 0.14.

• Officers responded to the 1800 block of Cedar Avenue Nov. 12 in response to a physical domestic involving a juvenile.

• A White Bear Lake man, 44, was arrested for third-degree DWI, domestic assault and interfering with a 911 call Nov. 12 in the 3400 block of Willow Court.

• Police arrested a 37-year-old White Bear Lake woman Nov. 13 at Wood Avenue and Fifth Street for four outstanding arrest warrants and possession of hypodermic needles.

• A 40-year-old St. Paul man was arrested for four outstanding warrants Nov. 13 near Willow Lake Boulevard and International Drive in Vadnais Heights.

• A 39-year-old White Bear Lake man violated a no contact order Nov. 13 by electronic mail in the 3400 block of White Bear Avenue. The case was forwarded to the city prosecutor's office.

• A suspect was cited for misdemeanor theft Nov. 13 after stealing $107 worth of items on Nov. 9 that were recovered in a parking lot in the 4300 block of Lake Avenue South. Loss prevention manager requested the suspect be trespassed.

• A complainant in the 2100 block of First Street reported a scammer who asked them to buy $ 500 worth of iTunes gift cards Nov. 13. The complainant was able to stop some of the transactions from processing, but not all of them, suffering a total loss of $ 300.

• Officers responded to the 2500 block of Homewood Place Nov. 13 on a weapons complaint. It was determined the subject was shooting small rodents with a pellet gun.

• Domestic assault was reported Nov. 13 in the 3500 block of Century Avenue. The suspect fled prior to squad arrival.

• A Hugo man, 68, was unable to perform standardized field sobriety tests due to his

intoxication level when his vehicle was stopped on White Bear Avenue Nov. 13. Breath test registered 0.18. His vehicle was towed and license plates destroyed. He was booked for gross misdemeanor third-degree DWI. • Following a test drive in the 3800 block of Hwy. 61, a prospective customer stole the keys and fled Nov. 14 in a 2018 GMC Sierra. Loss $ 65,500.

• Debit card fraud was reported Nov. 15 in 4800 block of Birch Lake Circle. Someone was using the victim's debit card info to make purchases.

The complainant was in possession of her card.

• Theft of tools was reported Nov. 15 in the 1900 block of Buerkle Road. Loss $411.

• Theft was reported near the 1200 block of Bay Cove Nov. 15. Estimated loss $ 300.

• Vehicle theft was reported Nov. 15 in the 4500 block of Centerville Road.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

Vadnais Heights • Deputies responded to the 900 block of Pondview Court the night of Nov. 11 on a report of a narcotics overdose.

Narcan was administered and a 26-year-old male was transported for medical treatment.

• Deputies looking for an injured wild turkey in the 4200 block of Bridgewood Terrace the morning of Nov. 8 that was reported having trouble crossing the road and may be a traffic hazard, found a “rafter” of birds roosting nearby. Because it was impossible to spot the gobbler with a bad leg among the flock of roosting birds, deputies closed the case.

• A caller reported that his ex-girlfriend climbed into his bedroom in the 900 block of Pondview Court Nov. 12 through an open window, punched him and his new 18-year-old girlfriend, pulled the new girlfriend’s hair out, punched the 26-year-old caller and smashed his head into the wall before fleeing the scene. An investigation is underway.

• A school bus driver was observed by school staff “watering” the bushes behind the bus on Vadnais Boulevard on school grounds the morning of Nov. 7.

A citation for disorderly conduct was mailed to the

42-year-old Maplewood man.

• Forgers were able to cash two checks totaling $2,443 at a bank in the 3500 block of Highway 61 on Nov. 8. That was so easy, the trio, a male and two females, tried to cash a third check a day later. When a suspicious teller went to call and confirm the account, one of the suspects grabbed the check and the threesome made tracks. Photos of the three were put into circulation.

• A Facebook scam occurred Nov. 12 to a Parkside Drive resident that cost her $500, but at least the suspect got nothing. The 61-year-old woman received a message that she was on a “winning list” for a grant of a quarter-million dollars. All she had to do was purchase a $500 gift card and give the suspect the code. She purchased the card but she didn’t give the suspect the code.

• A 27-year-old Center City woman complained that her ex-boyfriend, also from Center City, had been following her, and showing up at her workplace. A deputy spoke to the 30-year-old ex who was advised. At that point, the ex-girlfriend offered counseling resources to help the ex-boyfriend out.

• Four juvenile girls, ages 16, 15, 14 and 13 were collared for shoplifting at Target in the 900 block of County Road E on Nov. 8. The quartet was taken into custody, searched and numerous stolen items were recovered.

The teens were turned over to a relative and will be

petitioned into juvenile court.

• Students working on a biology project Nov. 7 brought a bone to school in the 100 block of Vadnais Boulevard that a teacher believed to be human. After speaking with researchers, the bone was determined to not be human.

• A female driver was found draped over the wheel of her vehicle in the 1000 block of County Road E on Nov. 9 at 2: 51 a.m. A needle was located outside of her vehicle, and no further action was taken.

• A prowler broke the rear side window of a vehicle parked Nov. 10 in the 3400 block of Arcade Street and stole a 19-year-old St. Paul woman’s clothing and iPad. The loss totaled $590.

White Bear Township • A 41-year-old local woman begin receiving notifications from her bank regarding money being transferred from a “Zelle app,” $10,435 so far, by an unknown person. An investigation is underway.

• A woman concealed 23 items totaling $83 on a baby’s person at Cub in the 1000 block of Meadowlands Drive but was stopped by employees in the parking lot. The 56-year-old was cited for theft and released. The baby was not charged.

WEATHER TIDBIT Folks made up for lost time last week. We enjoyed a couple of “normal” days with highs in the low 40’s which allowed folks to get out and finish up a little yard work. I noticed that warmer temps didn’t melt all the snow in the shaded areas so if you were still doing leaves you might have had to deal with a little bit of snow. It looks like we’ll get another chance for yard work this week as temperatures moderate. You’ll have to do it while you’re cooking your Thanksgiving turkey though. Weather looks good for Thanksgiving Day travel.

wanted the gas tank to be relocated underground and the portable toilets removed. Councilman Dan Jones was “dismayed” over the two outhouses by the lake, according to meeting minutes, and “apologized to the public for the lack of fiduciary responsibility represented by a $1,200-per-year lease for the space.”

The Whitaker Street end, as it's known, has been used for gasoline storage since 1990 when Jan and Keith Dehnert purchased Tally's Anchor Inn from Mildred and Ralph Blommer. They replaced a leaking gas tank with a new 500-gallon above-ground tank at time of purchase and, in 1994, repositioned the tank using public property at the end of Whitaker Street.

In 1999, a lease agreement was formalized with the city to allow for parking and storage of marina equipment for $100 per month. The same year, the city approved a new conditional use permit to allow for operation of a 42-slip marina.

In 2004, a larger, 2,000-gallon gas tank was placed on the street end. A year later, rent was increased to $375 per month based on property value but was reduced back to $100 the next year in consideration of rates for surrounding city-leased properties.

The new lease with the Dehnerts will be based on income generated by their fuel business. City Manager Ellen Hiniker said staff looked for a rent/lease structure that acknowledges the value of public right of way, balanced with reasonable expectations for rate of return on a private enterprise.

“We wanted a rent structure that captures a percentage of profit vs. flat rate,” Hiniker said. The appraiser came up with the recommended lease price, which is 5 percent of gross profit (annual fuel sales less cost of fuel). Insurance requirements have also been increased.

Figures provided to council showed that in 2017, gross income from gas was $42,400; net income was $14,750. In 2015, those numbers were $25,900 and $2,100 respectively. Based on 2017 numbers, rent under the new formula would be $188 per month.

A neighbor to the south thinks the exclusive lease amount is ridiculous for lakefront property.

public right of way,” noted Brian McGoldrick, owner of the Docks of White Bear marina next to Tally's and Admiral D's restaurant.

“We think anyone should be able to lease it, but we weren't given opportunity to bid,” he said. “We've talked to council about this in the past and were led to believe when Lake Avenue was done, it would be a public area.”

Still, he doesn't begrudge the Dehnerts. “If you can get a deal like that, good for them,” McGoldrick added.

Basing the lease rate on fuel sales makes sense, noted Keith Dehnert in an email to the mayor. Fuel sales change with the economy, lake level, weather, etc., which allows both parties to benefit or minimize losses when these variables change.

If fuel sales are high, more rent will be paid; if fuel sales are low, “we minimize the chances of losing money with a lower rent paid,” he explained.

Councilman Kevin Edberg felt the rent was fair considering the dollars involved. “There is no pot of gold

here,” he said. “Our public is not being deprived of much value. The operation is less profitable than expected.”

Dehnert also made it clear he does not need the Whitaker Street end to operate the business, only to offer the service of fuel sales and temporary parking for boaters to visit the area.

Tally's preferred to keep the two port-a-potties, but the city said no. Signage and a shed must also be removed.

The fence will remain.

It should be noted that the city can opt out. The lease may be terminated with nine-month notice by city council for an alternative public use. But for now, at least, the city is making sure fuel service is provided on the lake.

And patrons should not despair about the porta-potties. State plumbing code requires Tally's to construct permanent restrooms at CG Hooks Eatery across the street and there are public restrooms across from the VFW.

Medical manufacturer’s products likely made for someone you love

It turns out the bits of adhesive material manufactured beyond her lobby desk will save her niece's life.

Kari Ennulat, sales and marketing assistant at Innovize, a medical manufacturing company in Vadnais Heights, was shocked to find out that the electrical insulator film in her 19-year-old niece's cardioverter-defibrillator came from the place where she works every day.

The medical manufacturing company produces materials that are used by major medical device companies, said Dave Jessen, co-owner and vice president of sales and marketing.

Ennulat discovered Innovize produces the adhesive used in the batteries of her niece's defibrillator to prevent the battery from shorting out, she explained. Her niece, a pre-med student at Butler University in Indiana, was found passed out at a health club last year. Doctors discovered an electrical issue with her heart. The implanted cardioverter-defibrillator will shock it back, should it malfunction again.

“So, it will save her life,” Ennulat said.

The products made by the company are used in all Minnesota hospitals and across the country. “We do a lot of component parts and we also make a lot of finished devices,” Jessen said. The products are sold to internationally known medical device companies that in turn supply medical providers.

Examples of products include patient and personal care products used for wound care, eye patches, breathing tube adhesives and wearable sensors.

Innovize produces a sensor that monitors blood glucose and displays the levels on an iPhone. It also continues to manufacture the components that stick to the skin for traditional blood glucose monitoring.

It is working on a new product that will help detect breast cancer without requiring a mammogram. It also produces wound care products for veterinary care.

Innovize often works directly with its clients to engineer their designs in order to reduce costs and create innovation, Jessen said. Many of Innovize's supplies for production come from 3M nearby.

A $2 million production of items that test for water purity was moved from Mexico to Vadnais Heights because Innovize was able to make the process more efficient through its use of rotary printing and cutting, he added. The Mexican manufacturer had been using a flat-sheet production method.

The company uses high-tech machines and robots that run at the command of the company’s 150 employees and 20 temporary workers. It has never had a technology-related layoff. It has three shifts and three buildings located in northwest Vadnais Heights.

The culture of the company is well known in its field. Jessen said he hears that employees enjoy working where they can make a tangible difference in people’s lives. The company’s purpose of “Creating a culture and products that improve people’s lives” brings all the workers together, he noted. The starting wages are a little above average — $1415 per hour for a technician and $17-23 for an operator, said Ia Yang, human resources generalist.

Innovize gives back to those it seeks to help through its business. It donated a $100,000 room at the University of Minnesota Masonic Children’s Hospital for long-term recovery. The room was the first-ever to have circadian rhythm-based lighting in partnership with Philips Lighting, according to the University of Minnesota Foundation. The room housed one of the born-conjoined twins Paisleigh and Paislyn Martinez in 2017 during the child’s recovery from separation surgery.

Innovize also holds an annual run at Community Park in Vadnais Heights to raise funds for the hospital. Employees participate in other activities to benefit the hospital as well, such as making fleece blankets for children.

Innovize is celebrating 60 years this fall.

The company began as GML Specialties (for founder Scott’s wife’s initials Gail M. Ledy). Scott’s son John now operates the company with Jessen. The two are high school friends. The company began manufacturing parts for computers and electronics. Fifteen years ago, it chose to focus on the medical field. The firm has been located in Vadnais Heights since 1987.

Attorney general calls for distracted driving reforms Minnesota Attorney General Lori Swanson issued a report last month calling on state policymakers to enact legislation to require hands-free only cell phone use while driving, to increase the penalties for texting while driving, and to require the suspension of the driver’s licenses of repeat offenders.

Calling distracted driving an “epidemic,”Swanson was joined by police, business and labor groups, and families who lost loved ones to distracted driving. She said her findings were based on an assessment of how other states have handled the issue.

Swanson’s office also examined texting while driving charges in Minnesota and noted that the problem is not limited to the youngest drivers. In 2017, drivers age 16-29 represented 22 percent of drivers but 47 percent of texting while driving; drivers age 30-49 represented 33 percent of drivers but 42 percent of texting while driving.

Swanson’s office, which has handled over 15,000 driver’s license revocation cases after impaired driving arrests in the last three years, studied the distracted driving reforms utilized in other states. Her report makes the following recommendations.

• Prohibit handheld cell phones while driving. The Legislature should require hands-free cell phone use while driving. If enacted, Minnesota would be the 17th state to do this. This would improve driver safety and make it easier for police to distinguish whether a driver is making a call or texting.

• Increase penalties for texting while driving. The Legislature should increase the fine for first-time texting while driving to $175. Minnesota law current-

ly imposes a fine of $50 (the same as fine imposed for driving below the posted limit). The Legislature should also increase the fines for repeat offenders, using a graduated schedule like many other states (i.e. the fine for a second offense is more than the first, etc.)

• Suspend licenses of repeat offenders. The Legislature should require the mandatory suspension of a driver’s license for repeat texting while driving offenses. Several states already do this. For example, Maine requires the imposition of 30, 60, and 90 day suspensions for second, third, and fourth time offenders, respectively. Minnesota should follow suit.

• More funding for public awareness. The Legislature should appropriate additional funds to the Minnesota Department of Public Safety to implement comprehensive, multi-faceted, anti-texting while driving campaigns paired with periods of heightened, visible law enforcement activity. Such campaigns can be modeled after successful public awareness efforts that — along with enforcement actions — have led to reduced DWI fatalities in Minnesota in the last decade.

The Legislature should also modify Minnesota law to make sure the state does not lose out on federal distracted driving grants. This would include banning all cell phone use by minors while driving, placing the minimum fine for repeat offenders in state law, and requiring Minnesota to adopt a rule requiring distracted driving and texting while driving to be covered on all driver’s license examinations.

In Minnesota, there are more than 50 deaths each year in proven cases of distracted driving, although the actual number of deaths and injuries is likely much higher. From 2013 to 2017, 265 people were killed in Minnesota and 1,080 suffered serious injuries in distracted driving crashes. One in five crashes resulting in death or serious injury during that period was caused by distracted driving.

1918 Ernest Zimmer Dies on the Battle Field...Ernest is the fi rst, and as far as known to date, the only White Bear boy who has made the supreme sacrifice abroad for his country, and who died in action. Ernest Zimmer was the son of Peter Zimmer, whose farm is in the neighborhood of Birch Lake. On the 20th of last November he was married to Anna Miller...soon after the marriage he was drafted for the war. [Note: Ernest Zimmer is one of two soldiers for whom the Keep-Zimmer Post 1782 of the VFW at White Bear Lake is named.]

1968 Because of the alarming increase in the frequency of infectious hepatitis cases in the state, White Bear Lake school children have been

asked not to bring home-made treats to school during the holiday season.

However, commercially prepared treats may be purchased for Christmas parties and other functions in the classroom.

1993 Avid railroad buff and community activist Carroll R. Mattlin, a lifelong resident of White Bear, died Nov. 21 following a short illness.

He was 79. Mattlin was heavily involved in the refurbishing of the White Bear Lake Railroad Depot and Museum on Highway 61. He also once owned the Little Red Caboose, which now sits near the depot along Highway 61, and was active in raising funds to keep the caboose in White Bear.

Community foundation announces 2018 grant awards The Greater White Bear Lake Community Foundation has awarded $41,150 in grants to 23 projects serving people living in the communities that make up the White Bear Lake area. These awards are being given from the Community Partners Fund and from foundation field-of-interest funds: girls in science, social justice and conserving the environment.

“Thanks to the generosity of the 62 individuals who contributed to the Community Partners Fund this year, the foundation was able to respond to needs described in the grant proposals,” said Carol McFarlane, chair of the grants committee. “These contributions illustrate how our community can collectively make a difference.”

Many of the grants awarded this year focus on children and youth — including projects to teach students about philanthropy and helping others and projects to provide opportunities in the arts, science, technology, health and wellness, the environment, mentoring and community service.

Seniors, low-income individuals and families, and people with developmental disabilities will also benefit from projects funded this year.

The 2018 grants represent an increase of 28 percent over the amount awarded in 2017. The grants committee, which in addition to McFarlane consists of Susan Alnes, Bryan Belisle, Beverley Driscoll, Marilyn Muellner, John Redpath and Mark Sather, reviewed grant requests totaling $82,400, more than the amount available for grants.

“We recognize the good work being done by local organizations and groups to address needs,” said McFarlane, “and we encourage people in the community to partner with the foundation in supporting them by contributing to our Community Partners Fund.

Coaches Class AA all-state picks were Erika Townley, senior midfielder, and Kayla Anderson, junior forward. Anderson had 21 goals and 14 assists, and Townley seven and four. The two worlds of a Zephyr volleyball star

The dual realms in which Kyndra Hansen displays her prodigious volleyball skills are drastically different.

Last summer, the Mahtomedi senior was among 11 Minnesotans on the Northern Lights club team that won the USA Volleyball national championship for 18-and-under in Detroit.

An agile, powerful 6-2 outside hitter signed by the Iowa Hawkeyes, Hansen was one of three from that team named all-tournament, a de facto all-American honor.

Then the high school season came along.

Mahtomedi is excellent in many sports.

Not volleyball. Even with Hansen patrolling the net, the Zephyrs finished 7-19.

Nevertheless, she savors the high school experience.

“Playing for the high school, I love the atmosphere. It’s such a different experience from club. It’s so cool to be playing for your friends and parents and the teachers,” Hansen said. “Anybody would want to win more, but the record doesn’t really matter.”

Club tournaments are where you earn college scholarships but they are held in huge arenas with several courts going, and the spectators (largely parents and scouts) are “kind of scattered everywhere,” she said.

While her Northern Lights teams placed third, fifth and first at nationals at the age 13, 15 and 18 levels, she was a six-year starter on Mahtomedi teams that went 6891 with early outs in playoffs every year.

Most of her club teammates wound in state tournaments; this year, four of them

played in the Class 3A championship.

In her six years on varsity, Hansen played with a revolving door of teammates. “Girls I played with are graduating from college, and I’m just graduating from high school,” she said with a giggle. Her best Zephyr team was 17-9 as a freshman and they lost in the second round of playoffs to North St. Paul. “We’d always win one, then lose to North,” she said about the team that ended four of her six seasons.

Mahtomedi got a new coach this year, Eric Poppelman, former small college coach and current Northern Lights 17-and-under coach. “I am really excited for the program,” said Hansen, ever true to her school. “He is going to get the youth involved and he knows what he is doing.

It’s going to be great.”

Hansen and her parents were disappointed that she was not one of the 42 players, 14 in each class, named to the coaches association all-state team this year. That’s one of the drawbacks for playing in the obscurity of a 7-19 team.

However, the Star-Tribune placed Hansen in its All-Metro second team. The metro paper had a writeup about Northern Lights at the start of the high school season (quoting Hansen in it) and their 12 picks included all the metro players on that team.

Hansen logged 1,611 kills in her career along with 1,130 digs, 240 blocks, 228 aces, a .306 hitting percentage (.250 is considered excellent) and five all-conference awards.

She earned that all-metro honor — no small feat in Minnesota, which in recent years has become renowned for churning out heaps of Division I volleyball prospects, owing largely to vibrant club teams

like Northern Lights.

“The best states (for players) are Minnesota, Texas, California and Florida,” declares Hansen, who should know, having traveled the nation for tournaments throughout her teen years.

Hansen’s parents Tim and Joleyn were multiple-sport athletes in Turtle Lake, Wis. (Joleyn played volleyball for Minnesota-Duluth “but I was nothing like her,” she said, motioning to her daughter.) Kyndra was in four sports herself until fifth grade, when she locked in on volleyball. Things are different now. Recruiting starts early.

Kyndra’s suitors started calling in eighth grade.

“My wife and I, in a small town, we were in every sport. That’s one thing that bothers me, that Kyndra can’t do that,” said Tim. However, the club experience is mostly positive. “It's a safe environment, it's healthy, and you grow up around kids with similar personality and goals,” he said.

Hansen has one more club season, starting in January, before joining the Iowa Hawkeyes, whom she chose among several Big Ten and Big Twelve suitors, including, she said, Minnesota. She got acquainted with the Big Ten early, serving as one of the Gophers ball girls during grade school.

“I always knew I wanted play there, not Minnesota but the Big Ten,” she said.

Poppelman, who has coached many D-1 bound players, thinks Hansen has what it takes for the mighty Big 10.

“Kyndra has dynamic power,” he assessed. “She is a 6-2 athlete, very physical, very strong, with a wide variety of shots, and an excellent blocker. She has a high IQ to ‘read’ the game and put herself in good position to make plays. She holds herself

to high standards. She always wants to be the best player in the floor. She'll be in the best conference in the country and will have a good chance to play next season.”

The White Bear Lake swimming season ended at the Section 4AA meet on Saturday, Nov. 10 in Stillwater with no state qualifiers. Grace Johnson placed third in the 50 freestyle (24.96) and sixth in the 100. Bear star missed senior season but look for him in Big Ten next year

One of White Bear Lake’s most valuable athletes missed the entire season, his senior season, this fall.

Fortunately for soccer star Loren Altman, his career is far from over. Five months into his recovery from a knee injury, he looks forward to joining the Wisconsin Badgers next year.

But it was a huge setback to his team. If there was one player a Bear team could not afford to lose this fall, it was Altman. He scored 15 goals on a 7-8-3 team as a junior, and his coach regarded him as a Mr. Soccer contender.

“Losing Loren prior to the season was a massive blow and we struggled to find any consistency in front of goal because of it,” said Karl Jende, whose team managed just eight goals all season and finished 2-11-2 despite a respectable defense.

Altman acknowledged that this was a frustrating autumn, spent in rehabilitation and coaching youth soccer, attending most of the games and wishing he could be out there alongside the guys he grew up with.

“I have been a piece of the puzzle since my freshman year, and this time around I was bound to play a bigger role,” he said. “Being the leading goal-scorer junior year made me excited to see what I could do senior year. Turning excitement into wisdom is what I tried to do, but that didn’t work out the way I wanted to, clearly.”

The torn ACL in his right knee occurred May 1, playing with his summer team, Prior Lake. “I knew

right away,” said Altman, who had a relatively minor injury to his other knee as a freshman and could tell this one was season-ending.

“Before the injury occurred, my goal was bringing the team to the state tournament, and hopefully winning Mr. Soccer,” Altman said. “Once my injury happened, my goals changed, and I just wanted to be a role model.”

He strived to show teammates how to be optimistic Loren Altman while sidelined, and serve as a good example of “what a White Bear Lake student athlete should be.”

Altman became a varsity starter in ninth grade as a back line defender, moved to midfield as a sophomore, and transformed into a scorer at forward his junior season. It was in 10th grade that he gave up all his other sports — he’d been in football, hockey, tennis, track and baseball — to concentrate on soccer.

The six-foot, 185-pound athlete committed verbally to Wisconsin in March, having attended a Badger camp the previous summer. Wisconsin is a strong program, placing second in the Big Ten this fall. Ohio State, Drake and Creighton also recruited him. He will formally sign on Nov. 14, and plans to major in journalism.

Trail marathoner qualifies for national team

Former White Bear Lake grad and marathoner Rachel Drake, 27, earned a spot on Team USA as part of the U.S. Trail Running Association. The Portland, Oregon, resident, and daughter of Craig and Gloria Drake of White Bear Lake, won the Moab marathon trail championship in Salt Lake City, Utah, earlier this month.

She earned an automatic spot on Team USA to compete at the 16th World Long Distance Mountain Running Championships in Villa La Angostura, Argentina, Nov. 16, 2019. The Moab Trail Marathon attracted some 600 runners who set out on a course with elevatoins ranging from 3800 to 5200 feet. Drake posted a time of 3:36:10. She is working on a PhD in neonatal metabolism at Oregon Health and Science University.

Privy diggers uncover backyard treasures

Mark Youngblood and Brian Mann have been digging for treasure across Minnesota and Wisconsin, but the prizes they seek are in spots few might think to look.

“I dig outhouse pits, mainly,” Youngblood said. “Old ones, where the smell is gone, of course. The stuff has decomposed.”

Outhouse pits were often used as a garbage dump for turn-of-thecentury families. Now that the organic material has decayed, privydiggers like Youngblood can find a remarkable array of old glassware and other historical items buried in the old pits.

“Dentures, phones, glass breast pumps, pottery, doll heads, porcelain signs, marbles, kids toys, plate glass,” Youngblood said. “It’s just endless.

We did a dig in Rockport, Minnesota.

We found glass negatives, there was a bunch of them in the pit. There were bones, there was depression glass.”

Youngblood said the roots of his avocation can be found in a hobby that started in the 1970s: collecting beer cans.

“It was a big fad,” said the White Bear Lake archaeologist. “I’d go out into the woods and construction sites and county roads. Places where people would party and do whatever they were going to do. They’d throw their beer cans in the woods and I’d go look for them.”

He began exploring resort dumps.

He often found that other collectors had brought home the best beer cans already – but they tended to leave something else behind.

“Some people didn’t pick the bottles,” Youngblood said. “I was finding cool soda bottles from the 1930s and 1940s in these spots. So I just decided ... I’m going to collect bottles.”

He found more bottles in lake dredging and construction sites.

Meeting with other collectors, he heard that some people were making great finds in old outhouse pits. He then found some pits laid open at construction sites and realized the potential in them for reclaiming collectibles.

Lots and pits Youngblood said he started seeking out lots that had a good potential to have old privy pits on them, and asking the property owners for permission to dig.

“I prefer city lots,” he said. “On a farm you can put the privy anywhere.

On the city lot you can put it in only so many places – you have a better chance of hitting them. And I look for a house, or a spot that held a house.

I’ve just got to know that there was a house there around 1910 or earlier and I can find the outhouse pit.”

He partnered up with friend Brian Mann, and the duo developed their own tools for exploring possible pits.

“We use spring-steel rods about a quarter-inch in diameter, and we poke the ground,” Youngblood explained.

Once he has determined where a privy pit has been dug, he probes around to determine the boundaries of the pit. Then it’s time to start digging himself.

Buried treasures Youngblood and Mann carefully cut the sod and dig into the ground, making sure both sod and dirt stay on tarps they’ve laid out.

full of old glassware and other items, but they often get lucky.

“Some pits are loaded,” Youngblood said. “On Wednesday I went to this spot. At about the six-foot level the glass started coming up left and right.

An unbelievable amount of glass.”

He said that privy pits are also a trove of heirloom seeds that have not been genetically altered. At a recent dig, he said, there were 20 people pulling up seeds from the dirt and storing them in plastic bags.

“There’s organic seeds down there that people can plant,” he said.

“Sometimes they’ll grow, other times not so much. We told them to keep them in a dark spot until next spring and plant them in the spring and see if something grows.”

Some of the bottles and other items Youngblood and Mann keep for themselves, others they save for the homeowner.

“We’ll donate to the historical society if there’s someone around who wants to take it [to them],” he said.

“If it’s nothing anyone wants it gets reinterred. We just throw it back in the hole.”

He said they always try to leave the site just as they found it. Once, a homeowner told them he couldn’t even find where they had been digging in his yard.

Youngblood said he and Mann plan to keep probing, digging and uncovering treasures for as long as they can – just as long as they keep discovering new sites worth exploring.

“The experience of a dig is quite interesting,” he said. “It has been a great hobby.”

Youngblood said they are always on the lookout for lots to dig in, and noted that they will share whatever they find with the homeowner.

Viker reported on the WBWF goals which are: school readiness, reading by grade 3, closing the achievement gap, career/college ready and graduation rates. School board members were updated on the district’s MCA Math, Reading and Science tests results compared to the State results from 2014-2018 and what is being implemented to close the achievement gap between special education/free and reduced lunch students and other students. The district’s Grade 11 average composite ACT scores from 2013-2018 compared to the State’s results and the 2018 Advanced Placement test results were also presented. Boice explained MDE’s increased focus on the whole child with the North Star Accountability System and how social emotional learning is being implemented in all grades in the Mahtomedi School District, along with efforts to increase student attendance, which is showing positive results in reducing the number of at risk students.

C) Mahtomedi Community Education Facilities Improvements-Cathy Wyland, Mahtomedi Community Education Director, reported for the last 3 years Community Education has been working with various community groups such as the Mahtomedi Baseball, Basketball, Hockey, Lacrosse and Softball Associations, along with the Building & Grounds Department and school staff to improve various facilities throughout the district. Wyland highlighted a few of the 2017-2018 improvements which included: a new hand washing fountain for early childhood, navigational signage at the Middle School, added acrylic plexiglass to 5 ticket booths, added matching dugout covers to 3 ballfields, repaired fencing and a new gate at the hockey rinks and a new softball scoreboard (thanks to an anonymous donor). Wyland shared pictures of the renovation of the gym at the District Education Center, which included a new floor surface for a pickle ball court and an early childhood permanent playground structure. All improvements were paid for with Community Education funds along with help from the City of Mahtomedi and Community Groups. ACTION ITEMS-There are no action items this month. DISCUSSION/INFORMATION ITEMS –A) CogAT Testing Implementation and Identification of Gifted & Talented Students-Mike Neubeck, Mahtomedi Middle School Principal, explained the CogAT (Cognitive Abilities Test) was added last year to the identification process of gifted and talented learners. This test captures the ability of a student and provides information for teachers and parents on how a student learns. It is only one part of the identification process. Lynne Viker, Assistant Superintendent of Learning, explained after the 2018-2019 school year all students in Grades 1-6 will have had or will take the CogAT. Kirsten Bouwens, O.H. Anderson Elementary Principal, explained the test is given over 3 days of 30 minute sections. All families receive the results at parent/teacher conferences in the form of a paper copy of a student narrative with a step by step guide to reading the results. Teachers are receiving training on reading and using the reports to identify students suited for advanced course work and to identify areas where students may need additional support. Jennifer Israel, Gifted & Talented Coordinator, explained how the CogAT is used in combination with other achievement tests along with teacher and parent input to identify gifted learners. Parents can request the test for their child and new students will be given the CogAT if needed to determine placement at the Middle School level. B) Enrollment and Quarterly Financial Update-Bill Menozzi,

Director of Business Services, gave an update on the October 1, 2018 student enrollment and on the first quarter of the 2018-2019 fiscal year, which included a budget summary comparison of the current year with the two previous years.

The October 1 enrollment is two more than the school board target enrollment.

Menozzi summarized the full and part-time classroom teachers added based on summer enrollment projections received from buildings and larger than predicted class sizes in first grade and leveled classes in math, Language Arts and French. The total percentage of budget spent in the general fund is comparable across years. Menozzi stated that he would review the elementary and secondary regular instruction budget in more depth, and potentially suggest mid-year budget adjustments reflecting the staffing additions discussed above. Each quarter the administration will provide an enrollment and budget update for the school board in order to analyze the current budget, anticipate any budget variances or necessary adjustments and to provide financial clarity. SCHOOL BRIEFS Century hosts Sioux Chef at free event Century College is hosting an award-winning chef Nov. 27 for a lecture, book signing and a catered tasting from his James Beard Awardwinning cookbook, “The Sioux Chef's Indigenous Kitchen.” Sean Sherman, founder of The Sioux Chef, k a fforward-thinking d hi ki approach to takes indigenous cuisine. The lecture begins at 1 p.m. at Century followed by a book signing and refreshments, catered by the Sioux Chef team, free and open to the public. Sherman was born in Pine Ridge, South Dakota, and is a member of the Oglala Lakota.

Tamarack teacher receives educator award

Heidi Faris, naturalist educator at Ramsey County’s Tamarack Nature Center, was presented with the 2018 Minnesota Association for Environmental Education formal educator award Nov. 4. With 15 years of experience as an environmental educator, Faris is starting her fourth year at Tamarack Nature Center. She’s the naturalist teacher for ECFE classes and works in the preschool classes. She spent the previous 10 years in the zoo world, where she specialized in connecting families to nature through play experiences.

“I am honored to receive this award,” says Faris. “It validates the commitment and dedication I have shown to environmental education.” In addition to teaching students, Heidi trains early childhood professionals on how to engage children in the outdoors.

Beyond the classroom, Faris is an adviser for the Conservation Education Committee with the Association of Zoos & Aquariums and chair of the MN Children and Nature Connection, which works on local initiatives to connect families with nature. She enjoys animals, kayaking, roller-skating, snowboarding and going on outdoor adventures with her two boys. Two of her former students attended the ceremony to cheer her on.

Economic impact of community college Minnesota State, the system of 30 state colleges and seven state universities, estimates Century College contributes $368.5 million and 3,269 jobs to the regional economy. Its president, Angelia Millender, noted in a Nov. 13 press release, “At Century College, student success is our top priority. But the college also plays a vital role in both the state and the local economies. Our operations and the economic activity generated by our faculty, staff and students touch virtually every corner of the region.” The study was commissioned by Minnesota State and was conducted by Parker Philips, a nationally recognized consulting firm specializing in economic impact analysis.

The study also calculated tax revenues generated by this level of economic activity, including sales, property, personal income and corporate income taxes, and concluded that Century College generates about $21.9 million in tax revenues for state and local government.

School board recognizes project promoting inclusiveness among students

WHITE BEAR LAKE — A multimedia project initiated two years ago to bridge social barriers had its final exhibition at the school board meeting Nov. 12, when Kim Ford and Bon Sommerville, board members of the White Bear Center for the Arts (WBCA), distributed the project in its published book form to board members.

The project, entitled “What Do You See?”, was a collaboration between the WBCA, White Bear Lake Area High School and photographer Wing Young Huie. Over the course of the 2016-2017 school year, Huie asked 1,500 students at both high school campuses to create art or write words on chalkboards to express how they viewed themselves, their classmates and their school’s culture. The artwork and writings were then exhibited throughout the halls of the schools.

The goal of the project was to encourage participants to be honest about themselves, confront their perspectives of others and have open dialogue about social norms and prejudices.

The book handed out by Ford and Sommerville at the meeting featured only some students’ artwork and writings, as well as photographs of the works displayed in the school halls and some student reflections of the project.

The book was published by the WBCA and distributed throughout the high schools in the hope that students would continue the dialogue started by the project.

“We wanted to inspire students to talk with each other,” said Sommerville, “... to reach out for more inclusiveness … to maybe help to get rid of some of the bullying and the cruelty that shows up in schools.” Sommerville added that she hoped the book would inspire students to

Although the project was difficult for Huie because of the large number of participants, Ford said, the project became successful — so successful, in fact, that

the McKnight Foundation granted Huie $50,000 to turn “What Do You See?” into a nationwide curriculum.

Ford and Sommerville ended their presentation with a quick notice about WBCA’s new Teen Art Forum program.

The group meets every second Monday of the month and was created to encourage teens to continue pursuing art long after their elementary school years.

WHITE BEAR LAKE SCHOOL BOARD NOTES WHITE BEAR LAKE — The school board took the following action at its Nov. 12 meeting: • Accepted seven Ryan Family Fund art grants approved by the White Bear Lake Area Educational Foundation. The grants total $4,650 and will fund art curriculums and classwide projects.

• Approved a draft of the academic calendar for the 2019-2020 school year. While presenting the draft, Assistant Superintendent Sara Paul also mentioned the district’s consideration of closing school for students on Election Day next year. Cur-

rently, four schools in the district are used as polling places while school is in session. After this past election, students and staff from those schools expressed safety and traffic concerns, which inspired the consideration of closing school on Election Day in the future.

Paul also noted that the district is communicating with other districts that have already enacted a no-student day on Election Day for further feedback.

• Approved proposals to change select 6-12 secondary courses.

Names and term lengths of some classes were changed,

while other classes were realigned (i.e. one class was split into two, and vice versa). These changes were made either to clarify the content taught in a course, to better reflect the academic performance of students taking a course or to provide more opportunities for students seeking college readiness.

• Approved a proposal for administrative services of the district’s health insurance plans to be enacted by PreferredOne during the 2019 calendar year.

Administrative services were formerly enacted by HealthPartners but, when compared,

the 2019 rates of the PreferredOne plan were considerably lower.

• Approved a 2 percent increase in health insurance premium rates effective Jan. 1, 2019. As a result, some employees can expect to see an increase in their monthly premium costs while others can expect a decrease.

The overall 2 percent increase will create a cushion of positive revenue to help offset costs should claims ever dramatically increase one year (as was the case in 2016).

• Approved a tentative agreement between the district and the 70

full-time and part-time union custodial staff.

• Approved a tentative agreement between the district and the union bus drivers and bus aides.

Reviewed and discussed feedback for several recently updated school policies.

• In honor of Veteran’s Day, observed Nov. 12, the board also gave special thanks to those who have served, as well as their families and spouses.

Board member Scott Wilson was among those thanked at the meeting.

City hires public works director/engineer The city of White Bear Lake has hired Paul Kauppi as the next public works director/ city engineer. Kauppi will vacate his current position as assistant city engineer with the city of Woodbury, where he has served in various capacities since 2002. Prior to his time in Woodbury, Kauppi worked for the Howard R. Green Company as a project engineer consultant. Kauppi has a bachelor’s degree in engineering from North Dakota State University and became a professional engineer in 2001. His first official day of duty with the city will be Nov. 26.

“Paul has an impressive breadth of experience,”

said City Manager Ellen Hiniker. “In addition to his well-honed project management skills, he has extensive experience building and managing departmental and long-range capital improvement budgets. These and other skills, along with his approachable and warm personality, will make him a great addition to our organization.”

Invention deters spread of invasive species, makes boaters’ lives easier

After Michaela Anderson spent an hour cleaning off her boat last summer, she was determined to make her life, and the lives of other boaters, easier.

This September, Anderson and her boyfriend, Justin Kofoed, launched the sale of a new tool, the Aqua Weed Stick.

Anderson graduated from Centennial High School in 2011 and graduated from the University of St. Thomas with a double major in marketing and operations management in 2015.

She was then hired as a supply chain analyst at the 3M Plant in Hutchinson, where she now works as a team leader (crew supervisor). For 10 years, another big part of Anderson’s life has been bass fishing in tournaments around the country.

“In Minnesota, we have laws that require boaters to remove weeds any time they take their boat out of the lake.

Being that I fish tournaments, I am going from lake to lake quite a bit, and a lot of them have weeds in them,” she explained. “One common problem I was running into was that my boat was so big that I just couldn’t reach them all, so I was crawling under the boat a lot to try to get them all off. You can get a fine, I don’t want to spread any invasive species and I like to keep my boat looking clean as well.”

One day last summer Anderson spent an hour cleaning her boat.

“When I pulled my boat out of the lake, you couldn’t even see any of the trailer beam, it was just all weeds. By the time I was done, I was full of gravel and dirt, I was wet and had weeds all over me.

It was really frustrating,” she recalled.

On her drive home, Anderson got to thinking there had to be a solution. She came up with an idea and recruited Kofoed, an engineer, to turn her idea into a reality.

Last fall the two purchased a 3-D printer and began experimenting with different prototypes for the Aqua Weed Stick. After about 30 versions, they came up with a product they felt was ready for boaters. The product launched in September.

Anderson said the product is made in the U.S., as they

use a company located in Plymouth for the injection molding process. The product is available in different sizes for boats of different sizes.

Although the product is currently only available online, Anderson said they hope to expand availability to local retail stores. For more information, visit aquaweedstick. com.

Pippy the dog provides nonjudgmental reading practice

Pippy the therapy dog is becoming quite the celebrity around Washington, Anoka and Ramsey counties.

Three-year-old Pippy, who is thought to be a border collie-cattle dog-whippet mix, is a part of the Dog Gone Reading program at the Hardwood Creek Library in Forest Lake, which takes place from 4:30 to 6:30 p.m. the second Thursday of each month.

Pippy was Hugo resident Ashley Erickson’s first foster dog. Erickson quickly realized that her “foster fail” would make a great therapy dog.

“I was looking for a way to get more involved in the

community and our dogs are such a huge part of our lives, so any excuse I can find to incorporate my dog into what I am doing, the better,” she explained. “It seemed like a good fit. She has the perfect personality and temperament for this work. She is such a gift, I wanted to share her with other people. She is so good, sweet and sensitive.”

In May 2017, Pippy was certified after completing an eight-week course at Total Recall School for Dogs in Hugo. Once a dog and its handler are certified, they are automatically sent a newsletter from Therapy Dogs International (TDI).

that have requested a visit from a therapy dog.

“I saw the request (from the library) and thought it was such a good fit for Pippy. She loves kids and I love the idea of a nonjudg-

mental reading practice partner,” Erickson said.

The Dog Gone Reading program dates back to when the Hardwood Creek Library opened its doors in 2007. Over the years there

have been different therapy dogs, but Pippy has filled the role since last summer.

“My favorite thing is seeing the kids light up when they see her. She has become a little celebrity.

Her pictures are on all the computer screens and there are posters and fliers with her all over,” Erickson said. “I love seeing their excitement about her, and of course it is a proud mama moment watching her be an awesome dog.”

Pippy is so popular, the two-hour window is almost always booked solid.

“A dog is nonjudgmental, they are not correcting you: you just get to read to them. They soak it all in and are grateful for the time,” said Librarian

Suzanne Yoch. “It is really sweet, a lot of the kids try to pick out books that a dog would like. There are a lot of children who don’t have pets, so getting that exposure and being around an animal is really important.”

Erickson added, “We have had readers run the gamut from very advanced to kids who are working on it and struggling. Pippy has no ability to tell the difference between the two, she is just happy to spend time with them. She is a good listener for kids who might be nervous about working on their reading skills.”

Pam Lauderbaugh, of Lino Lakes, regularly attends the program with her 7-year-old son James and her 1-year-old daughter Harper.

“Especially at his age right now, he is supposed to read 20 minutes every night. A lot of his schoolwork and at-home time is spent learning how to read,” she explained. “This definitely helps him not to be so shy when he reads out loud. It just gives him more practice, which is fantastic.”

Pippy is also a regular visitor to senior living facilities such as Birchwood Senior Living in Forest Lake and Bickford of Hugo, formerly Bickford Senior Living. Every other Friday morning, she also visits Phoenix Alternatives Inc. (PAC) in White Bear Lake, a nonprofit organization that serves people with developmental disabilities.

Grandmother adopts a drain to help Goose Lake For the past year, Connie Winterhalter has volunteered for local water resources by adopting her nearest storm drain. Only a few dozen feet from her White Bear Lake home, Connie spends time with her granddaughter clearing leaves, grass clippings and other debris that becomes caught in the drain.

Doing this keeps the trash and debris from entering her backyard pond and helps protect Goose Lake, the water body into which the pond drains.

Winterhalter heard about the adopta-drain initiative while Vadnais Lake Area Water Management Organization (VLAWMO) was conducting studies and tests on Wood Lake/Oak Knoll pond. The pond collects stormwater runoff from 138 acres of nearby neighborhoods, and eventually directs this water to Goose Lake. Because East and West Goose Lake are designated as impaired water bodies, improving

their water quality is a top priority for VLAWMO. Goose Lake eventually drains into Vadnais Lake, which is the reservoir of drinking water for the Saint Paul Regional Water Services. Efforts to improve water quality on the front end help support efficiency in the water treatment process, and long-term security of this valuable resource.

So what was her motivation for adopting a drain? “We adopted our drain because we live on a small lake that runs into Goose Lake,” she said. “Years ago, kids would swim in this lake all the time, but not anymore. I wanted to help clean up Goose Lake water quality at the same time as cleaning up our pond’s water quality. I live on Wood Lake, also known as Oak Knoll pond.

Utility rates hiked, again WHITE BEAR LAKE — City Council approved the first reading of an ordinance establishing the 2019 annual fee and utility rate schedule, but not before a little complaining about the utility bill.

Councilman Bill Walsh questioned the increase in sewer and water fees for the third year in a row. The Ward 1 councilman wanted to go on record to say the reasoning for rate hikes is always the same: that the city needs a cushion and needs to keep the fund balanced, and that the Metropolitan Council keeps raising fees. “We are hitting people pretty hard,” he said.

Finance Director Don Rambow agreed the fund deficits have been a “frustration” in the last couple years. This year the water fund was quickly depleted due to five water main breaks that required a transfer of money from another fund to offset the “extraordinary costs.” Up to $100,000 was budgeted for repairs, but this year the city has already spent $150,000 on water main breaks.

The city's rate structure is based on consumption, which offers a conundrum: as people use less through conservation, the city needs to increase rates to balance the fund.

Asked about the litigation fee tacked on to utility bills, Rambow said residents are still billed $4 every quarter to pay for the lake lawsuit litigation. It generates about $160,000 per year. Rambow said there would be a threeyear payback if the city wasn't still spending money on attorney fees, but the case has not settled. He figures legal costs will be $105,000 in 2018; $100,000 has been budgeted for 2019. At the end of 2017, the city had spent $535,000 on the lawsuit. “We will need the fee for several more years,” Rambow said. Walsh promised to ask about the fee next year.

As for the sewer increase, Rambow said 75 percent of the charge goes to Metropolitan Council Environmental Services, which is raising its rates 6 percent per year. The rate adjustment should provide an adequate operating reserve with money available for infrastructure improvements.
