J.T. said to become an Eagle Scout, people need to take 24 to 40 hours of classroom time compared to eight to 12 hours to earn a Merit badge.

“Our troop has completed 2,400 hours of just classroom time and merit badges,” J.T. said. “To earn the rank of Eagle Scout you need to complete 14 Eagle required merit badges, plus another seven merit badges of his or her choice.

They commonly require us to study a topic and then apply the knowledge over a three months.”

Recently, three Scouts got the rank of Eagle Scout — Logan Baltzer, Sean Koskie and Lucas Younce.

“Only 6% of all Scouts nationwide obtain the rank of Eagle,” J.T. said. “In 2023 our

Plugging along

I’

m in the third year of a voluntary experiment — initiated by simple curiosity — and am discovering that things aren’t turning out quite like I thought they would. Overall, the experience of driving an electric vehicle (that isn’t a Tesla) has been a mostly positive experience. The vehicles are quite impressive, with quiet, quick acceleration and highway passing abilities similar to the experience of a motorcycle. The more affordable EVs, with ranges of around 220 to 260 miles per charge, are more than adequate for the vast majority of daily driving needs in and around the metro area. Skipping the gas station and plugging in at home has also worked out favorably. I can typically plug in about once a week for an overnight charge, timed for off Angle of peak hours, that provides sufficient mileage for an average week of View driving. These weekly plugins, still significantly less than the price of Paul Dols gas, have only modestly increased the monthly electric bill.

So, for the most part, these vehicles appear to work quite well for activity around town — even in the depth of winter when the overall range is reduced.

It’s when you add a long distance road trip into the equation that things start to get more complicated.

Perhaps the biggest surprise, so far, is that the charging infrastructure in Minnesota, instead of improving, has actually gotten worse in the the last two years.

A recent StarTribune article by reporter Christopher Vondracek described his experience driving an EV (a Nissan Leaf) around rural Minnesota to cover stories. He described a sequence of events including a broken charger and another charger blocked by an overnight parked car, that led to a missed in person meeting and a nearly drained battery. I found it odd that he chose to call the car a dud when the problems he described related to poor infrastructure maintenance and inconsiderate (maybe even passive aggressive) parking etiquette.

In the comments section I offered kudos to him for actually driving and field testing an EV before sharing his opinion about their future viability, adding that if he had researched the vehicle he was using, he would have discovered it was an excellent commuter car, but more extended road trips test the limits of its range and take some planning (and good luck).

I could relate to his situation because I’ve taken a comparable vehicle on road trips up to Duluth to visit family and know what it’s like to see the range drop and feel the tension rise on your way to a charger that you’re hoping is available. There is only one fast charger in Duluth for non Tesla drivers. If it’s not working the next closest is in Moose Lake. However, it does look like there are some positive future developments. The PlugShare app, an important tool for any EV driver, shows six more fast chargers under construction in Duluth and Tesla has revealed plans in 2024 to open up its charging network to select non Tesla carmakers. I hope corporate and government planners listen to early EV adopters when they decide where to place and maintain future charging stations. In my opinion and experience, restaurants, diners, grocery stores and even coffee shops are ideal locations for a chance to charge up and stretch your legs on a road trip.

I entered into this experiment as a fact finding mission without any preconceived bias. Ultimately, I just want a dependable and economical vehicle. At one point, I did seriously consider going back to a car with an internal combustion engine (ICE), but after checking out a prospective vehicle, it just felt like taking a step backward, so I’ve decided to keep plugging along and would encourage anyone who’s curious to take an EV for a test drive.

Minnesota water – some getting better, some getting worse

ast week, the Minnesota Pollution Control Agency (MPCA) issued a draft list of impaired waters for 2024. The updated list adds new impairments to 54 lakes, rivers and streams that are no longer meeting water quality standards and removes impairments from 27 water bodies that have been restored to good health.

In the Twin Cities east metro, improving lakes that are set to Movers & be “de-listed” include Bone Shakers Lake – Scandia Angie Hong (Comfort Lake – Forest Lake Watershed District); White Rock Lake – Scandia, Bald Eagle Lake – White Bear Township, and Golden Lake – Circle Pines (Rice Creek Watershed District); La Lake – Woodbury (South Washington Watershed District); and Kohlman Lake – Maplewood (Ramsey-Washington Metro Watershed District). These lakes benefit from more than a decade of watershed restoration work and illustrate the different strategies needed in urban and rural settings.

Kohlman is a shallow, urban

lake, located at the north end of the Phalen Chain of Lakes in Maplewood, that was added to the state’s impaired waters list in 2002. It provides exceptional habitat for water birds and is filled with white waterlilies in the summer. Within the densely developed watershed surrounding Kohlman Lake, the Ramsey-Washington Metro Watershed District (RWMWD) identified Maplewood Mall as a key location for reducing stormwater runoff pollution.

Between 2008 and 2012, the watershed district completed a multi-phase project that uses tree trenches, raingardens, permeable pavers, and a 5,700-gallon cistern to treat 67% of the stormwater runoff from the mall property.

In following years, RWMWD also constructed raingardens at Lakeview Lutheran Church and Redeeming Love Church and partnered with the University of Minnesota to manage invasive carp in Kohlman, Gervais, Keller, and Phalen Lakes.

In contrast with Kohlman, Bone Lake is located in a rural setting in Scandia, surrounded by farms and open space. It is a popular destination for fishing and boating that once had a reputation as a “Grade F” lake. It has been on the state’s impaired waters list since 2004.

The Comfort Lake – Forest Lake Watershed District (CLFLWD)

spent several years conducting diagnostic monitoring in the Bone Lake watershed before executing a multi-year water quality improvement effort that included wetland restoration, invasive carp management, and pollution reduction projects at nearby farms. Importantly, the CLFLWD also worked to reduce nutrients in a small lake located upstream, which previously contributed large amounts of phosphorus to Bone Lake.

The Minnesota Clean Water Fund, created by a voterapproved constitutional amendment in 2008, played a significant role in the delisting of both Kohlman and Bone Lakes. Since 2010, the Fund has dispersed $1.36 billion statewide to support watershed protection and restoration efforts, including numerous projects in the Twin Cities east metro.

New water quality impairments in our area include Clear Lake in Forest Lake (declining fish biodiversity); Battle Creek in Maplewood-St. Paul (total suspended solids and E. coli); and Hardwood Creek in Hugo-Lino Lakes (declining macroinvertebrate diversity).

LETTERS TO THE EDITOR

A recent letter on the editorial page of this publication ("Food Waste," Nov. 8) pointed out that the number one way for the average person to reduce greenhouse gas emissions and slow climate change is to reduce the amount of food they waste. In an ideal world, we would never waste anything because we would only buy what we need and could consume in a reasonable period of time. But it's not that easy, partly because food labels are confusing and unclear about what that reasonable period of time actually is.

Some food items are labeled "Best by.” Others say "Use by."

Some have an expiration date.

Others have a date, but no explanation of what that date means.

Another common label is "Sell by." I don't want to throw away something that might still be good, but I don't want to get sick from eating spoiled food, either.

To learn more about what these different labels actually mean, I took the quiz “Test Your Date Label Knowledge” by ReFED. This quiz helped clarify many of my misconceptions. It’s found at https://policyfinder.refed.org/ spotlight-on-date-labeling/quiz.

But the consumer shouldn't have to take a quiz or read through pages of text to understand what the food safety labels on their purchases mean. There should be label standardization, so shoppers will be confident that

BUSINESS BRIEFS a label will have the same meaning no matter who produced the food item. Nationally, the only thing that has mandated food safety labeling is infant formula.

Minnesota's food date labeling laws are limited to dairy products, eggs, shellfish and perishables. That helps, but confusion about labels on other food products results in a lot food being thrown away that would have been safe to eat. Laws requiring uniform, easy-to-understand food labeling would go a long way toward reducing waste and consequently reducing greenhouse gas emissions. I encourage everyone to talk with your legislators about how requiring uniform, standardized food safety labels will improve your family’s life as well as the environment.

General election coming Precinct caucuses are Tuesday, Feb. 27, at 7 p.m. The presidential primary is March 5. Also, Sen. Amy Klobuchar and Rep. Betty McCollum are up for reelection.

We have a crisis on the southern border. Millions of people came from 160 different countries.

Thousands of them got away.

Criminals? Spies? Drug dealers?

Gang members? Child traffickers?

U.S. citizens have been killed and their property damaged. We also

have people coming across the northern border. It appears we have little information on them.

Or the government just isn’t telling us.

I have heard nothing constructive from Klobuchar or McCollum regarding illegal immigrants.

Where do they stand on the economy and the safety of the American people?

Our economy is in the trash and our president is the laughingstock of world leaders. He has shown nothing but weakness on the world stage.

I urge you all to think long and hard about who you wish to have leading this country come January 2025.

I would also like to point out that we have had a military presence in the Middle East for some time to ostensibly protect our interests. Over the years, our military men and women have been attacked on occasion by local bad actors. Since Biden has been president, our military personnel have been attacked over 80 times, with little or no retaliation. In the last month or so, they have been attacked over 40 times with minimal retaliation (source: Fox News). These are acts of war against the United States government essentially going undefended.

include adding bike route connections, modifying access points and intersections from Highway 61, improving pedestrian crossings and incorporating one-way and pedestrianfocused streets.

Nolan explained different ways to improve the parking experience, such as shifting the community’s perception that parking may not be right in front of the destination business, supporting some on-street parking in adjacent neighborhoods, directing downtown business employees to park in designated areas and utilizing private

parking lots through agreements.

Mayor Dan Louismet said it is important to preserve what the community likes about downtown while making improvements.

Council Member Kevin Edberg asked how residents are engaged in on-street parking in adjacent neighborhoods.

Public Works Director and City Engineer Paul Kauppi responded by saying even during the busiest times, there isn’t much parking activity in the neighborhoods except households right next to the downtown district.

He noted that people in those neighborhoods will be mailed an

announcement for the next open house.

He also said the study will help create solutions which could be implemented over an extended period.

“Every issue will not be resolved immediately due to cost constraints, but there could be a plan in place,” Kauppi said. “The Minnesota Department of Transportation is working closely with the city on future plans for improving Highway 61 intersections, with work estimated to commence in 2027.”

Council Member Heidi Hughes is on the steering committee. She questioned the sustainability of added features of the downtown area and the ongoing

effect on other city resources, including more staff time needed to maintain any added trees.

“What I don’t want to do is change the face of downtown so that all of a sudden it looks like some other kind of cookiecutter environment,” Hughes said. “I would hate to do this total facelift on the entire thing and lose some of that old charm.”

Survey says: Residents love small-town feel of White Bear

The results are in for the White Bear Lake housing community survey.

The city of White Bear Lake hired The Morris Leatherman Company.

“We spoke with 400 randomly selected residents across the city,” said Peter Leatherman, chief executive officer. “Then we did a balloon sample of over 55-year-old residents.”

Leatherman said the demographic results help ensure a fair representation of various ages and help identify differences in opinions between demographic groups.

“There's more homeownership, which obviously then leads to what you've seen when you look at the housing trends,” Leatherman said.

“There's more people staying and there's ownership in the community as opposed to the transient nature sometimes of rental properties.”

According to Leatherman, demographic results showed household ownership versus renting, type of housing, income range, gender, full or part-time occupations, financial situation and ward designation.

“We asked an open-ended question and we asked for what they like most about living in the city of White Bear Lake,” Leatherman said. “Both samples are pretty in sync with a small town feel, the sense of community, safe, friendly people, parks and trails. People view this community as a small town in the middle of a suburban oasis.”

Regarding the most serious issue facing the community, Leatherman said most people responded nothing, then taxes and growth as the next highest report for issues. Both groups rated the city as excellent and good as a place to raise children and retire.

“This is kind of unique because oftentimes communities cater to one end of the age spectrum and folks here see the city as offering opportunities on both ends of the raising the child part and then the retirement part,” Leatherman said.

Leatherman said cities typically see one or the other, but said White Bear Lake shows that it caters to both. When surveying residents about their residence, they reported liking their friendly neighbors, their

dwelling, safeness and proximity to services. When surveying what residents think is the most serious issue, the biggest response at 25% reported “nothing.”

According to Leatherman, single-digit percentages of respondents reported on various other issues, including traffic, taxes and crime.

When asked how big of a factor the cost of housing is when moving to the area, approximately a quarter of residents said it was a major factor.

The rest reported it was a minor factor or not a factor at all, meaning they were moving here for other reasons.

Mayor Dan Louismet thanked Leatherman for the report and asked him to expand on White Bear Lake as a unique suburb that mirrors a small town in Minnesota.

Leatherman said most residents would highly rate the location and convenience of where they live but White Bear Lake residents specifically noted the sense of community, which is not common for a suburb in the metropolitan area.

“There was a discussion about the downtown and the friendly people,” Leatherman said. “All of those things trickled down from the macro view of the city into the micro of their home and why they value living here,” he said.

City Manager Lindy Crawford shared comments from a local business owner who said, “I chose to relocate my business here from a different Ramsey County community because there's a sense of belonging.”

When Crawford asked a prospective resident, why do you want to move here? She said, “Because every time I visit here, there's a sense of belonging. I feel like I belong in this community versus the community that I'm in right now.”

COMMUNITY BRIEFS Support students, families with gift to Holiday Angels fund The White Bear Lake Educational Foundation has kicked off the annual Holiday Angels program, a fundraising initiative supporting the WBLAEF's Angel Fund. The Angel Fund provides funds to cover the expense of winter coats, boots, hats, mittens, backpacks, school supplies, basic food, clothing and temporary housing for local students and families in need.

The needs of students and families in the district has been increasing each year. To make a donation, go to the

foundation's website, wblaef.org, and give online or download a form to mail in with a check. Donors can also choose to make a gift to the Angel Fund in someone's honor, and the WBLAEF will send a card to the person to let them know.

Washington County homestead application deadline approaches Washington County property owners who have had a change in ownership and/ or occupancy and whose property is eligible for homestead classification should contact the county to file a homestead application on or before Dec. 31. Homestead classification will affect the amount of property tax paid in 2024, and it may affect eligibility for a property tax refund.

before Dec. 31 to file a homestead application if one of the following applies: you purchased a property in the past year and you, or a qualifying relative, occupy the property for homestead purposes on Dec. 31, 2023; or you, or a qualifying relative occupy a property for homestead purposes on Dec. 31, 2023, and the property was previously classified as non-homestead.

Once property owners have been granted the homestead classification, no further applications are necessary unless they are specifically requested by the county.

If property owners should sell, move or for any reason no longer qualify for the homestead

classification, they are required to notify the county within 30 days of the change in homestead status. If a property owner fails to notify the county within 30 days, the property may be assessed taxes due as if the property were non-homestead.

Oh, we came oh so close to setting a record for least amount of snow in November. Snowfall on Saturday evening and Sunday totaled just over a half a inch. The record is a trace, which has occurred four times, most recently in 2009. Up until then the Airport had totaled zero. The little snow we did receive did make for some slippery roads on Sunday. The coldest air mass of the season filtered in behind the snow but looks like it will be very short-lived.

MAHTOMEDI SCHOOL BOARD MEETING NOTES • The Mahtomedi Public Schools School Board hosted the Zephyr Showcase, an event held periodically during the school year. Students from all four district buildings conduct a "show and tell" for the public to see what they've been learning. The Nov. 16 Zephyr Showcase featured students working on the District Care Closet, where students can pick up personal items they need. Belonging Signage is a way for students at all levels to show that the district is a place where all feel welcome. "Students get more excited to come to school, and this shows what we value as a district," said Student Representative Fatimah Bah. Attendees at the Zephyr Showcase were served free hot cocoa by students in the high school's special education Work-Based Learning Program. Fifth graders showed off their music skills from the O. H. Anderson (OHA) Elementary Guitar Program, directed by OHA Music Specialist Rob Pontious. "I love every opportunity we get to talk to our students," said Board Chair Stacey Stout after the board's review of the evening's activities.

• The board honored Pontius for his leadership in the K-12 Music Department during the 29 years he's taught in the district. Pontius, who has worked at every level in the district, has been the OHA Elementary music teacher for the past six years. He has also been the high school choir director, program coordinator, middle school music teacher and Wildwood music teacher.

He is part of the Wildwood Artist Series Faculty Concert to support the Music Department. He is also noted for his innovative instructional practices, by playing instruments, composing and using innovative technology. Students play instruments, compose their own music and strive for Musician of the Week honors. "When I’m not having a great day, I go into the music class,

trips and career exploration. Upcoming adult education opportunities include the Dec. 4 Holiday Community Lunch, Foundation for Retirement, technology classes (how to use Uber, Venmo and cellphones), day trips to the Swedish museum and SideKick Theatre.

• Fundraisers held in the district continue to provide programs with much needed funding, after the board unanimously approved $33,572 in donations from October. Highlights include $9,500 from the Minnesota State Fair for the high school boys' soccer fundraiser; $8,680 from the high school choir fundraiser; $5,545 from the high school football fundraiser and $5,467.50 from the high school band fundraiser.

• Following the 2023 Minnesota Legislative Session, the district has reviewed its policies pertaining to substance use and conducted the final reading of policies that deal with those activities and require multiple readings. Superintendent Barb Duffrin said she hadn't heard any comments or questions about the readings since the last meeting, so the board approved the final reading for Policy 418, Drug-Free Workplace/DrugFree School and Policy 419, Tobacco-Free Environment.

Duffrin explained the reasons for the changes in Policy 616, School District System, prior to its second reading.

She also noted that no comments or questions resulted from proposed changes to two other policies after their first reading. Policy 514, Bullying Prohibition and Policy 524, On-Line Learning Options, also received their second reading due to changes brought about from legislative activities at the last session. Those policies will be brought up for action at the next meeting, Duffrin said.

• The Mahtomedi Area Education Foundation (MAEF) Fall Fund Drive is underway and is more than halfway to its goal of raising $50,000, said Mara Winke in her presentation. MAEF supports Mahtomedi public schools with $67,700 in classroom grants for teachers; $9,000 in grants for student enrichment and staff recognition; $71,000 for district initiatives, such as strengthening literacy; $30,700 for basic necessities for families both in and out of the classroom; and $53,600 for student scholarships. Winke said MAEF was seeking 100% board participation with a gift or personnel pledge and showed the board how to contribute. The drive has brought in 17 new district staff participants for a total of 40 district staff participants, Winke said.

• Food Truck Fridays will be back next summer, promised Community Education Director Kate Anderson in her update that featured secondary (grades 6-12) enrichment and adult and senior programming.

Enrollment in secondary enrichment programs in the middle school increased from 557 in 2021-22 to 845 in 2022-23, Anderson said. In the high school, enrollment in these programs fell from 292 in 202122 to 215 in 2022-23. Adult and senior programming enrollment increased from 1,194 in 2021-22 to 2,853 in 2022-23, she said. Highlights from the secondary enrichment program included Zephyr showstoppers, the Midde School Cooking Club, Zephyr Cooking Club, Cooking Life Skills, Leaving the Nest and field trips. Highlights from adult and senior programs included easy partner dancing, strength and balance, A Parent’s Guide to Tik Tok, a day trip to the Mill City Museum and Learn to play Mah Jong. Day to vote on Spirit Day and held an arts and crafts fair. The middle school held a Scrips Spelling Bee as part of new events for students to challenge themselves. The high school sports teams enjoyed success in fall sports, Bah said. The swim and dive team went to state, the football team won the section championship game and the volleyball team went to state. The high school blood drive was held on Nov. 16, she said.

• The district earned the 2023 College Board School Honor Roll Gold Award, Duffrin said in her superintendent's report. The high school held an academic awards breakfast to honor students who earned an academic letter the previous year, and each school held a Veterans Day ceremony. In her facilities survey update, Duffrin said the district will seek 400 survey responses from residents via phone beginning the week of Nov. 27. The survey will ask overall questions about the district, issues facing the district and facilities improvements. The results of the survey will be presented to the board on Jan. 3.

to Boy Scouts and I was always in the meetings right along with the boys,” Rylee said. “I've raised my fair share of paper boats and my fair share of Derby cars.”

In elementary school, Rylee said she had many opportunities to join Girl Scouts but she didn't want to.

“My friends in Girl Scouts are not nearly as active as my brothers in Scout BSA and I refused to sell cookies,” she said.

In 2018, Scouts BSA became a co-ed program and allowed girls to join.

“When I was eight, I suddenly had the opportunity to register,” Rylee said. “I said no. I had enough boys in my life already and I didn't want to be the only girl in the Troop. It took four leaders and three years to convince me to finally join.”

Her first outing was a popcorn fundraiser.

“For hours I was asked if I had any peanut butter cookies,” Rylee said. “I almost quit right then and there. But I'm so glad I didn't. Scouts takes me on a lot of different adventures just like the boys. I can make my journey my own.

I've learned so many new things through Scouting.”

During Rylee's first year at Scout camp, she took the horsemanship Merit badge. She got to have her own horse for a week. She took care of the horse, cleaned up after it and learned how to ride.“It was a blast,” she said.

“I also learned that first year how much I hate archery,” Rylee said.

“I learned how to pitch my own tent and also

set a rifle. Also, I was no longer afraid of the bear that walked by my tent every night. I learned how to be a better leader, look for new perspectives and try new things.”

Rylee said she knows change is not easy and having girls in Scouting is a change. She also knows allowing Scouts to be co-ed can bring safety concerns.

“The adult leaders take this on behind the scenes,” Rylee said. “They now have to tell us where to pitch our tents and the buddy system is also way more complicated. Scouts travel everywhere with a buddy for safety and require your buddy to be the same biological sex. If that's not an option, then we need to travel in a set of three.”

Troop 494 has made co-ed Scouting a positive thing for Rylee. “Just look at all of those cool things I have had the opportunity to do in Scouts. Just last week, I held a falcon and I also got to sit in the back of a torpedo tube,” she said.

She continued, “It was a change to start something awkward and new but just as I was doing something new the boys were also doing something new too. We all have to give each other opportunities.

Co-ed Scouting can bring different interests, talents and opinions together and teach people to accept one another and together we make each other stronger.”

Irrigation rates point of contention for homeowner associations DEBRA NEUTKENS STATT WRITER

WHITE BEAR TOWNSHIP — Members of half a dozen homeowner associations (HOAs) came prepared to argue their water bills at the Nov. 20 town board meeting.

The problem isn’t the cost of domestic water, but the cost to irrigate common green space, which residents living in townhomes feel is unfair.

Representatives from several HOAs say they’re being charged at the wrong tiered rate just because they meter water used for irrigation.

In 2022 citing water conservation, the town’s utility commission recommended and the town board approved a higher separate residential irrigation rate. There was a request to have that rate moved back to tier 3, but after much discussion the commission, citing conservation and large open spaces within the associations that could go without irrigation if they wanted to lower cost, recommended leaving the residential irrigation rate at $6.75 per thousand gallons. Commercial properties pay $7.

Water rates increased by 57% from 2021 to 2022 at Weston Woods, pointed out Roger Ocel, who has lived at the 153-unit townhome development for 18 years. He told the board the units are occupied by retired empty nesters who go south in the winter or north in the summer.

“Water usage averages less than 10,000 gallons per quarter.”

Southwind’s HOA treasurer said their water bill is double their $9,000 budget, despite upgrades in irrigation sensors and close monitoring of moisture levels. Their dues increased by 20%. He appealed to the board to charge the associations the same as a single-family home with a sprinkler system.

At this point, utility rates for 2024 will remain unchanged, with the exception of stormwater, said Finance Director Tom Kelly. That means the six or so HOAs in the township will continue to pay slightly less than the commercial

“We are here to protest keeping rates the same,” Roger Ocel Resident Town attorney Chad Lemmons pointed out that although the townhomes are considered single-family units for tax purposes, the issue is the common area. He added that the flat rate changed in 2012 because the DNR told the township to switch to a conservation rate. “They would not renew well permits until the town had that system of billing,” he said. “Then we had the White Bear Lake level lawsuit. Watering, or lawn irrigation, was one of the biggest factors the plaintiffs hounded on. The township fought that lawsuit. What you are seeing in terms of rates are, to an extent, influenced by the decision reached in that lawsuit.”

Single-family homes don’t have separate meters for irrigation, but associations do, Lemmons emphasized. “The meters were put in as part of a plan to satisfy the DNR’s requirement,” he said.

Lemmons reminded residents that if the lake drops below 923.5 feet, there will be no irrigation allowed, period.

“Next year, when this lawsuit

finally washes out, we will be forced to hire a water officer,” added Prudhon. “The DNR will be coming down on us to make sure we are following court mandates. We’ll have to use water police to cite you if the lake drops below 923.5 feet. This is getting ugly.”

The township has huge expenses to recapture through its utilities, Prudhon pointed out, noting that just painting a water tower costs $1 million. “We still have the same infrastructure, even if you use less water.”

Still, another Weston Woods resident asked that the board reconsider at which tier HOAs are billed. “Our land is less than the average lot per unit, yet we are being charged at a higher level,” reiterated Steve Lavarro, HOA vice president. “We probably use a lot less than a single-family home (that isn’t metered). Why should we be penalized (by being charged more) for having meters?”

Supervisor Scott McCune sits on the utility commission and suggested the discussion resume at its December meeting. “Intuitively, the comments make sense.

I want to run it by this group and take another look,” he said. The HOA spokespeople were invited to attend, as well.

As mentioned earlier, there was one rate change for next year, Kelly said. Stormwater rates went up 50 cents per quarter. The increase is due to the number and cost of stormwater projects and projected cash flows. He reminded the board that the goal of the town’s utility rates is to cover 100% of operation costs and 75% of depreciation.

In his staff memo, Kelly also noted that the water fund cash flow projections show a negative estimate in 2027. This is due to a possible $13 million water treatment facility. If this facility is needed, Kelly said the town would more than likely issue bonds to pay for the project and build future bond payments into future water rates. The sewer fund has positive cash flows at its current rates, so no rate change is needed at this time.

Town Chair Ed Prudhon told Buck he “resented” her accusations that she is not being treated as a resident. “That is totally unfair,” he said. “These associations have common properties that are being watered. We have to make a determination.”

Mahtomedi freshman Abigail Wright earned third- and fourth-place medals at the state Class 1A swimming meet, along with seventh-place in a relay.

The Zephyrs, who qualified for state in 10 events, scored in five of them and placed 12th. The state champion was Visitation, which dominated Mahtomedi’s section.

Wright placed third in the 100 freestyle with 51.85 and fourth in the 200 freestyle in 1:53.18 at the University of Minnesota.

Bear football honors, leaders listed Six White Bear Lake seniors were named to the all-Suburban East Conference team after a 3-6 season — linebackers Austin Gibson and Aiden Akins, defensive backs Devin Mueller and Isaac Kibagendi, running back Kesean Lipscomb, and offensive lineman Jack Peterson.

Kibagendi was named team MVP. Other awards went to Lipscomb (offense MVP), Akins (defense MVP), Nick Watson (most improved), and Ben Watson (special teams MVP). Getting honorable mentions were seniors Sam Ganyaw,

Dom Anderson and Evan Chang, and juniors Malike Doumbia, Cam Oxton and Porter Cleary.

Lipscomb was the rushing leader with 145 carries for 799 yards and three touchdowns.

Avian Atkins had 44 carries for 297 yards and four touchdowns. Tomi Animasaun completed 44 of 87 passes for 595 yards (three touchdowns, one interception). Alex Doroff was 20-for-58 for 256 yards (two touchdowns, two pickoffs). Kibagendi caught 17 passes for 268 yards, Mueller 13 for 178, Vinny Villella 16 for 144 and Gibson 11 for 158.

Parker Fox, 2017 Mahtomedi graduate, is playing for the Minnesota Gophers after missing two straight seasons with separate knee injuries.

Buckley placed 12th in the backstroke with 1:00.37, moving up two places from the prelims.

In the consolation finals, the medley relay of Buckley, Audrey Carlson, Ruppel and Dumermuth,

Watson, the placekicker, was 15-for-17 on extra points and 3-for-3 on field goals. Kibagendi led with four interceptions and five pass breakups.

Akins was the leading tackler with 103 total (17 solo), 25 for losses, and five sacks. Gibson had 78 tackles (22 solo), 11 for losses and four sacks.

Tyrese Behnken made 10 tackles for loss and Mueller nine.

Mahtomedi had four players named to the All-District team after a 6-5 season in which they won their section championship and lost a close state game to unbeaten, top-ranked Chanhassen 28-22.

They are halfback/ defensive back Alec Mahoney, halfback/linebacker Cole Saenger, and linemen Tyler Gunderson and Brett Swystun, all seniors.

Saenger was a Star-Tribune All-Metro second-team pick. Mahoney was one of 11 finalists for the Pioneer Press East Metro Player of the Year.

Team awards went to Mahoney (offensive MVP), Saenger (defense MVP), Eric Buttke (line MVP), Jacob Hauer (scout team MVP) and Charlie

Brandt (ultimate team member). Getting all-district honorable mentions were seniors Brandt, Mason Hughes, William Newman, Max Strecker and Mikey Kasel.

Mahoney was the rushing leader with 170 carries for 1,309 yards and 15 touchdowns. Saenger had 51 carries for 453 yards and three TD’s, and Brandt 74 for 247 and eight TD’s.

Brandt completed 64 of 124 passes for 890 yards and 11 touchdowns with six interceptions. William Newman caught 37 for 278 yards and three TD’s. Michael Barry caught 12 for 279 yards and five TD’s in just three games and part of a fourth due to injury.

Brandt, in three seasons, completed 190 of 365 passes for 3,007 yards and 27 touchdowns, with 15 interceptions. He ran for 16 touchdowns.

The Ramsey County Sheriff's Office reports the following selected incidents in Vadnais Heights and White Bear Township:

• An officer responded Nov. 15 to the area of Highway 96 and Interstate 35E of a report of a hit-and-run accident involving a cyclist. No injuries reported. No suspect information.

• An officer took a report Nov. 15 of a fraud that occurred in the 3500 block of Rooney Place.

• Officers mediated a dispute Nov. 15 in the 2500 block of County Road E. • An officer took a report Nov. 15 of a theft of a motor vehicle in the 3600 block of Linden Place. No suspect information.

• An officer took report Nov. 16 of a theft from business in the 4400 block of Highway 61.

• Officers responded Nov. 16 to a report of a verbal dispute between two people in the parking lot of a business in the 1800 block of Buerkle Road. The dispute was mediated and both people were advised by officers.

• Officers checked the area of Lake Street and 5th Avenue Nov. 16 of a male who was yelling. Officers told him to keep the noise down.

• Disorderly conduct report on Nov. 16 in the 2500 block of Spruce Place.

• Officers responded to a disorderly individual Nov. 16 near the intersection of Clark Avenue and 2nd Street.

• A report of motor vehicle theft was reported Nov. 17. A 2018 black Toyota Camry was stolen overnight in the 3700 block of Linden Place. $16,000 loss. No suspect information.

• A theft from auto was reported Nov. 17 in the 1600 block of Highway 96. A wallet was taken from an unlocked vehicle and the victim's debit card was used at a nearby business. Surveillance video was obtained.

• Officers assisted Ramsey County Sheriff deputies Nov. 18 in pursuit of a vehicle near White Bear Avenue and County Road D. White Bear Lake police officers attempted to get into position for stop sticks but were out of position.

• Officers received a report Nov. 18 of a stolen generator from a building/construction site over night. It is a $1,500 loss.

• Officers conducted a traffic stop Nov. 18 of a vehicle near Highway 96 and Interstate 35E. The 62-year-old female driver seemed to be impaired by alcohol.

She performed poorly on field sobriety testing and was arrested. She provided a DMT sample of a 0.09 BrAC and was booked at the Ramsey County Law Enforcement Center on 4th Degree DWI charges.

• A theft was reported Nov. 19 in the 2500 Block of Sumac Ridge.

• A theft from auto was reported Nov. 19 at Matoska Park.

• Identity theft was reported Nov. 20 in the 1700 block of County Road E. The victim's personal information was compromised and used at a local community college.

• An investigation was opened of criminal damage to property incidents Nov. 20 in the 5000 block of Division Avenue.

• Officers responded to a report of a disorderly male Nov. 21 in the 1600 block of 9th Street. Officers found the male to live at the address and was just trying to get back inside. Officers assisted.

• A disturbance reported Nov. 21 in the 1900 block of Elm Street.

• Officers were dispatched to a domestic report Nov. 22 in the 1800 block of Webber Street. Officers conducted their investigation and the case will be forwarded to the city attorney for charging review.

• A Milwaukee, Wisconsin, man on Oct. 21 reported persons for trying to use his credit cards in the 3200 block of Highway 61 after he had previously lost his wallet.

• A Vadnais Heights woman, 23, was arrested Oct. 22 on an active warrant out of Hennepin County after Ramsey County Sheriff's Office deputies were dispatched out to the scene of suspicious activity in the 20 block of County Road F. • A resident in the 4200 block of Evergreen Drive reported fraudulent purchases on his credit card Oct. 22.

• A woman reported her wallet stolen Oct. 23 while she was shopping at Marshall's in the 900 block of County Road E. • A Vadnais Heights wom-

• A Minneapolis woman, 25, was arrested for theft Oct. 26 on southbound I-35W after she had fled from a business in the 900 block of County Road E with hundreds of dollars worth of unpaid-for merchandise. Deputies caught up to the suspect in her 2005 Acura TSX, recovered the stolen items and took the woman into custody.

• A resident in the 4300 block of Evergreen Drive reported a package stolen from his front step on Oct. 27.

• A resident in the 3700 block of McMenemy Street reported that someone driving a Dodge Dart struck the back end of his vehicle Oct. 27 while he was backing

it out of the driveway.

The motorist then drove away.

• A St. Paul woman, 65, and a Minneapolis woman, 33, were cited for disorderly conduct at 7:11 p.m.

Oct. 28 outside the Black Diamond Bingo Hall in the 3500 block of Labore Road, after deputies responded to the scene of a fight involving four to six juveniles. The two older woman were also trespassed from the bingo hall for one year.

• RCSO deputies assisted the White Bear Lake Police Department Oct. 23 in executing a search warrant in the 4400 block of Otter Lake Road.

• A raccoon was reported for loitering around a storm drain near Martin Drive and Lakewood Avenue on Oct. 23. Deputies advised the caller that raccoons sometimes call storm drains home, and to keep her children away from them.

• A resident in the 4100 block of Oakmede Lane reported her mail stolen Oct. 24, after deputies took a report involving a fraudulent phone account.

• Residents in the 10000 block of Manning Avenue Court N. on Oct. 25 reported a pole barn broken into and a table saw stolen while they were on vacation.

• Deputies conducted a traffic stop Oct. 26 on 75th Street N. and Lake Elmo Avenue N. and cited the driver for speeding. At 12:07 a.m.

Oct. 28, deputies cited a different motorist for expired registration on Highway 36. At 11:30 p.m. Oct. 28, another motorist was cited on Highway 36, this time for failing to drive in a single lane, after being pulled over for that same conduct.

• Juveniles were reported for playing ding-dong-ditch in the 1000 block of Harmony Drive at 9:56 p.m. Oct. 17. Deputies located the youths at a nearby residence and told them to knock it off.

• A motorist was cited Oct. 19 on Glenmar Avenue and Chelsea Avenue for driving after revocation.

• An unidentifiable motorist was cited at 8:56 p.m. Oct. 19 on Wildwood Road and Century Avenue N. for failure to carry a valid driver's license, following a traffic stop for a nonfunctioning license plate light. After trying to determine the driver's identity, deputies discovered that he, or she, had no driver's license. The subject was advised to contact a valid driver.

• A Mahtomedi resident met deputies at the fire station on Stillwater Road Oct. 23 to report posting items for sale online, only to have a male respond by saying what she called “very inappropriate things” to her via text.

• A southbound motorist was cited for speeding 75 mph in a 25 mph zone at 5:36 a.m. Oct. 24 on Lincolntown Avenue at Dunbar Way by deputies on stationary patrol who were monitoring morning rush hour traffic speeds due to an increase in speed complaints. The motorist stated he knew he was going too fast and was on his way to work. Due to technical difficulties with the squad computer that couldn't print the citation, the driver was mailed his ticket. The radar gun, however, was working just fine, as it had been checked for accuracy pre-shift. Additionally, there were no other vehicles in the area at that moment, and no radio

frequency interference was detected. Therefore, the motorist was indeed speeding 50 mph over the limit.

• A Ledgestone Drive resident on Oct. 24 reported his brother for refusing to leave his residence after the brother had stayed with the complainant for an entire month because his car had broken down. Deputies persuaded the complainant to try to persuade his brother to leave on his own without deputies having to be on scene to play the heavy.

• Deputies on patrol overnight Oct. 24-25 reported making contact with two individuals parked in Wildwood Park on Lincolntown Avenue after hours. Both were sent on their way at 12:13 a.m. Later, while cruising along Highway 120, just south of Century College, deputies encountered a male on a bike without lights and advised him about the dangers of his equipment choices.

• On Oct. 18, deputies cited a different motorist for expired tabs and a burnt out headlight on Hilton Trail N. and 62nd Street N. • At 1:11 a.m. Oct. 21, deputies conducted a third traffic stop on Hilton Trail and 62nd Street N. and cited the driver for undisclosed offenses.

EMERGING ARTIST EMILY RIPPENTROP

hen one thinks of senior superlatives, titles like Best Dressed, Class Clown, or Most Likely to Trip at Graduation might come to mind. Mahtomedi Senior Emily Rippentrop, however, received a more unique moniker from her peers: Next Picasso.

“I would describe my painting style as bright and positive while also honest and vulnerable, using surrealism and illogical scenes to express feelings that are otherwise inexplicable,” Rippentrop explains. “Most of my paintings are personal, so I enjoy conveying my ideas and feelings in hopes of connecting with the viewer.” Rippentrop’s artistic style, though, hasn’t always been so modern and expressive.

“My favorite memories are spending afternoons painting with my grandma,” beams Emily, “continuing to learn so much from her.” Using these familial experiences, Rippentrop says that she painted her first piece in middle school where she realized that she loved art and took off from there.

Initially, she painted landscapes while relying on her natural ability and talent.

That all changed, however, her sophomore year of high school.

“I then learned the names of techniques I had been using all those years,” Rippentrop recounts, “Gradually I shifted from painting realistic landscapes to more abstract and expressive pieces.” Once Emily became more familiar with her voice and style, she submitted three pieces into a show at the White Bear Center for the Arts (WBCA). Two were accepted.

“It was the first time I was able to step back and realize that I identified myself as an artist…” Emily describes.

The WBCA is only one point on a line of exponentially impressive achievements.

Emily took AP Drawing her junior year, and The College Board gave her portfolio a passing evaluation. Rippentrop was then presented with what she calls “the most wonderful opportunity”: A small business in downtown Stillwater called Sticks The Ice Pop Shop asked her to paint a mural next to their store!

“I went on to paint five more murals, painting over each one every month…”

Emily states, “I am a huge advocate for mental health and I want that to show in my paintings. Immediately, I found it easy to resonate with Sticks The Ice Pop Shop’s message of spreading love…”

This year, hoping to reach further heights, Emily is back in AP Drawing. Says Rippentrop, “This year I am focusing on self-discovery and individuality, which has been such an intuitive experience for me as I plan for my future.”

Fittingly for a mural artist, Emily’s future also has big plans. “Next year I plan on attending college to study art, and I am interested in graphic design,” Emily reveals, “I am excited to learn from artists there who are at a higher skill level and to expand my own skills.”

Should Emily ever get carried away, though, she can always rely on her teacher, Ms. Wilma’s, advice. “Typically I think big ideas and can get carried away…” Emily admits, “She reminded me that every once in a while it is important to still think those big ideas, but portray them in a smaller space.”

Running concurrently is The Armory’s Festival of Trees—a contest in which local nonprofits decorate Christmas trees based around their cause’s theme. The League of Women Voters runs the contest, provides stickers for attendees, and charges nothing for admission! This event is so fun, Santa is even rumored to have heard about it—and may attend!

One event Santa will DEFINITELY attend is Children’s Story Time at The

Fillebrown House, from 6:30-8pm on December 7th and December 12th. Cocoa and cookies will be served and pajama outfits are proper attire. Attendees can expect a timeless Christmas experience with Santa as his jolliest self as well as a reading of ’Twas the Night Before Christmas. A photo opportunity will be available, though children attending MUST have an adult present with them.

Tickets are $10 per person, whether child or adult.

When asked why children had to have adults present, Allison took a long sip from her coffee. “Santa runs a workshop,” she smirked, “not a daycare.”

Long Avenue, now nicknamed “Avenue of the Arts,” is right off of Eighth Street just north of downtown White Bear Lake. The reason for the nickname is that Lakeshore Players, Children’s Performing Arts, and White Bear Center for the Arts all neighbor each other. Readers familiar with the area are also likely familiar with the “quirky” potholes in the road and the odd, geometric shapes of the buildings’ parking lots. Though geographically close, the buildings weren’t traversable for artists or patrons.

As of this past fall, that reality has changed.

n mid-September, I visited the White Bear Center for the Arts (WBCA) to interview Sam Thein, this page’s emerging artist for October 2023. As I was leaving, I did a double take, noticing a new bridged pathway between WBCA and the Hanifl Performing Arts Center.

“It’s done!” I remarked in surprise to Monika Rogge, WBCA’s Visitor Services Staff Member.

Monika sighed, satisfied, before smiling. “Isn’t it so nice?” She asked.

“They did such a great job.” I had to agree; the walkway was so obvious in its utility, my brain initially assumed that it’d always been there. The truth, though, is that the pathway is the culmination of a shared desire between the buildings, a local donor, and months of coordination and hard work.

“There was literally a fence beforehand,” remarks Chris Scholl, Executive Director of the White Bear Center for the Arts, “Now we have this beautiful-yet-functional bridge for both patrons and staff!” Indeed, visitors of one building can now easily hop to the other, the reasons being nigh endless: theater audiences can view art galleries before a show, painters can easily transfer set backdrops, and actors can model for drawing students.

“We have so much we can offer each other, our visitors, and the community” concludes Scholl, “I’m thrilled for White Bear!”

Dan Arcand, of Hugo, is a 20-year veteran. As a Marine who was deployed six times, he has been to a lot of funerals.

“The reality is that with multiple combat deployments to both Iraq and Afghanistan, I’ve lost more friends to suicide than I have to combat,” he said.

“My second chapter is trying to make an impact on the veterans suicide rate.”

Arcand, 38, says he knew he wanted to be in the military, specifically the

Marines, at the age of 3. His father, Scott Arcand, served in the Marines for three years. Several other family members have also served in the military.

He recalled when he was in preschool and his preschool teacher asked him, “What do you want to be when you grow up?” and he responded, “A Marine.”

“I’m 100% certain a lot of it had to do with seeing pictures of my dad in the uniform, him talking about it,” Arcand said. “I mean there’s something appealing about a challenge, they have

a certain type of reputation about them.”

Arcand enlisted as an infantryman and actually left high school early to head to boot camp. During his 20year military career he was deployed six times. Back in 2010, while he was in between deployments, Arcand launched a nonprofit called American Spartan to help veterans who were wounded in action.

That nonprofit ran until 2017. Arcand explained that the nonprofit wasn’t

“It’s an empty feeling, because it isn’t like they were sick or had cancer or an illness that you could kind of mentally prepare yourself for. It a sudden death,” Cowles said. “I never expected to outlive my children.”

Ahlbeck, to a fentanyl overdose Aug. 16, 2022, while he was in the Stillwater prison. He was serving his fifth year of a seven-year sentence. He leaves behind three children, ages 12, 9 and 6.

“I got a phone call from the prison saying that he had passed away. I was in shock,” she recalled. “At first, they couldn’t tell me what had happened, and then about two weeks later, they finally told me that he had passed from a fentanyl overdose… How does fentanyl get in a prison?”

Art Lab RX provides art therapy on the go “Put it on a bus.”

That’s how it all started.

Lisa Lounsbury is a licensed marriage and family therapist, board certified art therapist and board-approved clinical supervisor. She is also the founder of Art Lab RX, a mobile mental health counseling agency that specializes in art therapy services and wellness programs.

Lounsbury was working in corporate America in sales, but didn’t find it to be fulfilling.

When she lost her job in 2008, she

didn’t know that she would quickly discover what she was meant to do. She created this workshop centered around exploring your identity. She brought her workshop to a treatment center.

“The impact from those women in this two-hour workshop, their response, impacted me so deeply.

John Patrick’s heartwarming comedy, “The Curious Savage,” is coming to Mounds View High School Nov. 9 - 12. The play tells the story of Mrs. Ethel P. Savage. Upon her husband’s death, Mrs. Savage inherits $10 million, then plans to establish a fund to support dreamers with whimsical aspirations. Her stepchildren strongly disagree, so to prevent her from sharing their family’s wealth, they have her committed to a sanitarium. It is there that Mrs. Savage, played by Anja Horsman, finds kindness in the residents of “The Cloisters.”

“This play is an engaging experience that presents the true importance of charity and kindness in a world that is often motivated by greed and dishonesty,” says Horsman, a senior at Mounds View High School. “It’s an honor to play the role of such a logical and humorous woman.”

The Mounds View High School Theater Company is under the direction of Matthew van Bruggen, who has worked with several theater arts organizations, including the Minnesota Fringe Festival and Hennepin Theatre Trust. Before accepting the role as district performance facilities manager for Mounds View, he was the assistant theater director at Irondale High School.

This most recent appointment process went a lot faster than the arduous search to replace retiring Council Member Michelle Lakso. Dr. Raye Taylor now serves in Lakso’s former seat.

RAMSEY COUNTY BRIEF Former Army Ammunition Plant adds homes

In 2013, Ramsey County purchased a 427-acre parcel of the former Twin Cities Army Ammunition Plant from the U.S. Government with the intent to redevelop and return the property to the economic engine it once was.

The site was renamed The Rice Creek Commons in 2014.

The development project in Arden Hills is considering adding 500 housing units to the former ammunition plant. It will also feature businesses and retail in hopes to build an inclusive economy, have long-term sustainable development and develop an energy-forward community by providing housing at a variety of income levels.

Work to clean and clear the former ammunition plant has been completed. The site was cleaned to residential standards. The U.S. Environmental Protection Agency and Minnesota Pollution Control Agency have removed the site’s soil and surface water from the state and federal Superfunds list. The U.S. Army will continue to operate the existing groundwater cleanup system.

Born in St. Paul, MN in 1928, Donna lived a life of devotion to faith, family and friends until passing on November 14th at the age of 95.

In 1948 she married Richard (Dick) Baumann.

They moved to White Bear Lake in 1953, where they lived until Dick passed away in 2006. During those years they became two of the founding members of St. Pius X Catholic Church.

Throughout her life Donna was generous with her time and talents; volunteering for a wide range of church, school and community activities.

Donna is preceded in death by her husband Dick, son John, brother Harlan, and grandson Nick. She is survived by sons Bill, Tom (Kathy), Mark, and daughter Pam (Bill) Greene; grandchildren Reid Baumann, Kelsey Baumann (Max Fritz) and Tony Greene; and great-grandchildren, Myles and Nash Fritz.

A Mass of Christian Burial will be at 10:30AM on Monday, December 4th at St. Pius X Catholic Church, 3878 Highland Ave, White Bear Lake with visitation 1 hour prior. Interment at Fort Snelling National Cemetery. Memorials preferred to St. Pius X or the Alzheimer’s Association.

Mary began teaching elementary education at Mahtomedi in 1953 and retired in 1996 but continued substituting for several years. She was named Mahtomedi Teacher of the Year in 1996. Mary was an award-winning quilter and also enjoyed Bridge, Red Hats, sunbathing and giving guided tours of Mahtomedi to new teachers.

Preceded in death by husband of 65 years Fred “Bud” Miller, grandson Brandon Miller and parents Bill and Edna O’Reilly. She is survived by sons Michael (Shelly), Patrick (Carol) and Kevin (Xiuxiu); grandchildren Kaleigh, Allie, Wyatt, Keegan, Ryan, Reese and SuChang; siblings Jack (Pat) O’Reilly, Bill (Judy) O’Reilly and Kay Gainey, many nieces and nephews.

Mass of Christian Burial on Friday December 15 at 11:00 am, visitation 1 hour prior, at St. Jude of the Lake, 700 Mahtomedi Ave, Mahtomedi, MN. Interment Acacia Park Cemetery. In lieu of flowers, memorials preferred to donors choice.

(née Ness) of White Bear Lake, Minnesota, died Monday, November 20, 2023, at United Hospital in St. Paul, Minnesota.

Born May 2, 1966, in Edina, Minnesota, to Mr. and Mrs. John M. (Jacqueline) Ness, Sarah Bennetts grew up in Bloomington, Minnesota.

She graduated from Bloomington Jefferson High School in 1984. In 1988 she graduated from the University of Minnesota, Duluth, and worked for Fairway Foods and the University of St. Thomas before earning a master’s degree in counseling and joining Nystrom & Associates in 2008 as a licensed marriage and family therapist. For her entire adult life, Sarah lived in White Bear Lake, where she and Troy Hoover raised one daughter, Melynda Hoover (Derek Kreidler), now of Seattle, Washington. On October 31, 2015, she married James Bennetts of Virginia, Minnesota.

Sarah was a member of the White Bear Center for the Arts. She was a prolific artist, producing many pieces in a variety of media. In addition to art, Sarah loved music, playing both piano and ukulele.

During her life, Sarah traveled extensively. Among her favorite places was Cozumel, Mexico, where she frequently returned to scuba dive among the rich sea life and corals. Everyone who met her knew her as the life of every party. To her family and friends, she was a caring mother to all.

In addition to James and Melynda, Sarah is survived by her mother Jacqueline (Emery) Ness, White Bear Lake, Minnesota; her brother John (Denise) Ness, Heathsville, Virginia; stepdaughter Sarah (Ian) Connel, Little Canada, Minnesota; stepson John (Stephanie) Bennetts, Providence, Rhode Island; step-grandsons William Connel and Gabriel Bennetts; step-granddaughter Claire Connel; and Quincy, her beloved dog. Preceding her in death were her father John and sister Julia.

Family will host a celebration of Sarah’s life on Saturday, December 2nd, from 1 to 5 pm at Kellerman’s Event Center in White Bear Lake.
