Easement donation helps soften challenging trail segment

In the post-2020 bonding bill era, a trail group is hoping others follow the lead of Joe and Taffy Benson of Dellwood.

The couple was fi rst to offer the Lake Links Association an easement to improve a segment of trail along a bad stretch of Hwy. 244.

In the Bensons’ case, the donated land is a significant piece of abandoned railroad bed they have owned since

the mid ’80s.

“To put their generosity in perspective, the length of the entire trail in Dellwood is 8,000 feet,” noted Mike Brooks, Lake Links Association co-chair. The Bensons donated 1,000 feet between the yacht club and Meadow Lane.

Brooks and Washington County co-chair Steve Wolgamot, a Mahtomedi councilman, have been leading the charge to develop the 10-mile trail around White Bear Lake, with help from

passionate volunteers and area political leaders.

Since the state Legislature assigned $2.6 million to the Dellwood segment in this year’s bonding bill, Wolgamot has been working closely with the city’s decision-makers, as well as Washington County and MnDOT, which owns Hwy. 244, on making sense of the trail alignment.

WHITE BEAR LAKE — The longtime nursery on County Road E, famously landmarked by a witty sign, will likely be plowed under for homes.

The Planning Commission recommended approval of a preliminary plat to subdivide one 5-acre parcel into nine single-family residential lots at 1800 County Road E. A local limited liability company (LLC) called 321 Group made the request. The LLC is working with the family of the late Don Rooney to develop the property.

Rooney, who died a year ago at age 96, was famous for his humorous message sign that carried quips, quotes and observations about life. The World War II Navy veteran lived on the small farm since 1937 and raised eight children there with his late wife, Catherine.

During peak years, his nursery was a 10-acre piece offering plants, shrubs and trees. In 1987, the property was replatted to 4.6 acres.

ongratulations to Minnesotans for achieving top ranking for the best credit scores in the country for the eighth consecutive year. According to Experian, Minnesota had the highest average FICO Score in the second quarter of 2019 - 733, up from 732 in 2018. By comparison, the average FICO score in the US was around 703 in 2019. A credit rating that is considered â&#x20AC;&#x153;goodâ&#x20AC;? is typically 670-739.

North Dakota, South Dakota, Vermont and Wisconsin follow close behind. Being highest in the nation says a lot about the responsible, hardworking people of this state. I even sold a rental property a few years ago through a classiďŹ ed listing. I have also tested Craigâ&#x20AC;&#x2122;s List, offer up, Facebook Marketplace and a few others. Sometimes it works. Other times it will drive you nuts. Iâ&#x20AC;&#x2122;ve found you can plan your day around meeting someone to sell something and they might not show up. No matter how you sell things, you have to be aware of the scams.

When I sold a snowmobile a few years ago, I remember you could pick up a 1999 Polaris for $250 -$500; today those same sleds are going for more than $1000. I just heard that ice houses are selling for three times the value of just a few years ago - talk about ďŹ sh stories. Last summer, Sea Doo Sparks personal watercraft were sold out in many markets, and now itâ&#x20AC;&#x2122;s snowmobiles and the newer UTV side by sides.

A family friend sold a cabin in Hayward and was shocked at what the market was like for vacation homes. It is hot. It seems like used cars are in high demand - good luck ďŹ nding one with less than 100,000 miles and a price within the book value. Over the summer we heard about the run on bicycles, boats, kayaks surfboards and wakeboards, and this time of year it seems to be hot tubs.

We all have heard about the COVID puppies even the price of dogs has skyrocketed. People are spending thousands for non-AKC registered dogs. If youâ&#x20AC;&#x2122;re in the market for a dog, do a few reference checks and research online before you buy. Itâ&#x20AC;&#x2122;s even good to check with the local veterinarians, groomers and kennel clubs.

As always when youâ&#x20AC;&#x2122;re selling something, cash is king. Write a bill of sale and it never hurts to meet a seller or buyer at a public setting like the local bank to make the transaction.

The bank is the best place to check the bills. If you have something sitting around not being used - either start using it or get it listed in our classiďŹ ed section. It can be rewarding to lighten the load by getting rid of things.

Glimmer of hope in budget forecast

On the path of recovery, but more help is necessary

s the 2021 legislative session rapidly approaches, our focus will be on creating a state budget. Every two years, it is our responsibility to come together to craft a budget that funds the services and agencies Minnesotans depend on.

On Dec. 1, we received the November budget forecast from the Minnesota Management and Budget ofďŹ ce â&#x20AC;&#x201C; the agency responsible for monitoring our economic status. they had Legislator And good news! We are projected to Lingo have a positive Chuck Wiger budget balance of $641 million. Our economy is on the road to recovery!

This is a 180-degree change from where we feared we would be in the spring. When COVID-19 arrived, we had to take steps that were difďŹ cult on our economy, but necessary for public health. Our economy was thriving before, but we had to dramatically limit our economy, requiring major sacriďŹ ces for our workers and small businesses. We were afraid these challenges would devastate

our economy.

However, we also did everything we could at the state to provide economic aid. We took steps to offer economic assistance to our small businesses throughout the state with grants, tax relief, and regulatory changes. We provided direct aid for workers who were facing reduced hours or the loss of their job.

We also beneďŹ tted from federal relief that provided over $2 billion in aid from the CARES Act. This helped our local, county and state government respond to the virus, and prevented cuts to essential services.

While we are on the path of recovery, hundreds of thousands of Minnesotans are still facing challenging circumstances. Many remain under or unemployed due to the restrictions caused by this deadly pandemic, and many businesses cannot operate under these conditions. While we must beat this virus ďŹ rst, we must help each other get through it.

This forecast is the ďŹ rst step in our budget process. This will be a different budget year than usual, as the virus requires us to continue to do most of our work remotely. This will be a challenge, but we have worked hard to ensure virtual meetings and hearings will be ready to

go. I have no doubt we will be able to come together and get a budget that reďŹ&#x201A;ects the needs of Minnesotans completed by our Constitutional deadline in May. Our state budget reďŹ&#x201A;ects our values and we must ensure no one gets left behind. We must take steps to support continuing recovering and rebuilding from COVID and provide further economic assistance to those workers and small businesses who have been most affected by the virus. I hope we can pass an immediate economic aid package through the legislature and get it signed into law by Gov. Walz.

LETTERS TO THE EDITOR Public safety workers always there Thanksgiving weekend, I was awakened by a familiar beeping sound. Oh no!! This always happens on a weekend or a holiday.

There was no fire or smoke, so I suspected it may be an alarm that needs a new battery. Not having family here to call for help and being a senior with precarious mobility, I wasn't going to try to climb a ladder to fix it myself. I called the nonemergency fire department number.

Luckily, they weren't on a serious call and came within an hour and fixed it. As they were leaving, he cheerily said, "Have a good day."

I was touched!!

I recalled a time about five years ago when I called the police department. Someone had broken into my home when I was out of town attending a funeral for a family member. I was struck then, and now, by their prompt response, professionalism and genuine concern for my situation.

A simple thank you wasn't enough. People should know about this — how they are always there for us 24/7, holidays, weekends and all hours of the day and night.

I decided to do a thank you post on the NextDoor app. Apparently, I'm not the only one who is grateful for the wonderful fire and police department we have in White Bear Lake. As of this minute, there are 266 "likes". I'm sure by the time you read this, there will be 300-plus.

Letter to Gov. Walz Dear Gov. Walz: I have never been much interested in politics.

But for me, especially this year, it has become apparent what a difference great leadership can

make for its citizens. You, sir, are great leader.

I have heard your press conferences, I have seen you speak.

I have never been prouder to be a Minnesotan. You have shown honesty, integrity and the courage to be fully present in a crisis. It has made me feel safer, knowing you are making the best decisions you can, at every step of this pandemic and unrest. You display humanity, rather than a politician’s desire to be popular.

I would not want to be in your shoes. A leader like yourself, who genuinely cares, is under extraordinary stress during such hard times.

To the people who cut you down or disdain your decision to impose restrictions: I respect your right to disagree with Gov. Walz, but please acknowledge that he is making each decision with our interests in mind, not his own. I do not believe you could make better ones.

Please be understanding This letter is in response to Jon Connerton’s letter to the editor about wearing a mask. I just want to point out that some people, myself included, cannot wear a mask.

It’s not about hating or disrespecting anyone, but it is a medical issue. If I wear a mask, I feel faint and get heart arrhythmias, as I have a heart condition and need proper oxygen intake.

I understand your fear, and I understand it is a real virus. I had it early on in the year. But I am also asking for understanding for those of us who cannot wear a mask for medical reasons. It is unfair to just assume something about someone without knowing the person. With the wide range of how people’s symptoms manifest to the COVID virus, or any virus for that matter,

isn’t it safe to assume that people will have a wide range of physical reactions to wearing a mask that inhibits oxygen intake? If we want to talk about personal stories, I know of two people who have almost died from a bacterial lung infection from wearing masks: One a little boy and one a teenage girl. Everybody is different.

Please, Mr. Connerton, instead of spreading anger and hatred toward those who choose not to cover their faces, please have the same understanding that you desire. That is all I am asking for: understanding.

Observations of an election judge I had the privilege of serving as an election judge this year. After completing several training sessions provided by Ramsey County, I served for six days of early voting at the White Bear Library and then at the Lakeshore Players/ Hanfil PerformingArts Center on Election Day. All of us were absolutely committed to treating every voter, and every ballot, with respect. Our core job duty was to confirm who every voter was, and where they lived.

At the library, waiting times were an hour or more. We felt badly for those in line because we had temperatures in the low 30’s, and brisk winds. We felt especially bad for the elderly, people with disabilities, and those with young kids.

Some memories: • The vast majority of voters were respectful and patient. Even after waiting in long lines, I have never been called “sir” so many times in my life.

• We had one judge work the waiting line, inviting the elderly, people with disabilities, and those

with kids to skip to the front of the line. None of the voters who were skipped over objected.

• One judge found someone in line who was just shaking. The judge asked if she was cold, and she replied that she was “SO AFRAID.” She had not left her home since March 15 until now, and because of underlying health issues, was afraid of catching COVID. We offered her the option to vote from her car, which she gratefully took advantage of.

• We had several parents who voted from their car because their kids, with severe disabilities, would not have been able to be left alone.

• We had several people who voted from their cars who reported they were COVID positive.

A shout-out to the great folks at the Lakeshore Players/Hanfil Performing Arts Center who thoughtfully provided us with coffee and snacks. Finally, I wanted to recognize all of the election judges I served with, both the friendliest judges in White Bear, and also those throughout the state that made our elections go so smoothly.

Letter to Vadnais Heights City Council Council members have a difficult task when considering “in-fill development”. Finding the balance between City needs, developer desires and minimizing adverse impact to surrounding residents can be an onerous task.

The proposed urban development “PUD” process is designed to assist this task by ensuring local residents have an opportunity to provide input. This process is not best served unless “transparency” exists between the City Planning Office and the Public.

Transparency is not present relative to the Bluebird Grove PUD. While the city planners worked with the developer to present a “concept plan”; the supporting records are not made available to the public as a part of the “Application Review”. Whether intentioned or oversight, I addressed this concern at the City Council meeting on December 1, 2020. I challenged the Council to “demand” change to current procedure.

The Bluebird Grove Concept PUD proposes substantial fill in a wetland area. It requires encroaching on delineated wetland buffer areas and, in effect, replacement of wetland with retention ponds. Such activity is not in concert with the Federal or State Wetland Conservation Acts, VLAWMO goals, the City of Vadnais Heights 2040 Comprehensive Plan or current City Code. This proposal offers nothing to current residents already facing drainage issues in the spring. The plan also creates more health and safety issues concerning traffic than it minimizes.

To make City desired “road connections”, the City must, in turn, provide flexibility to enable the developer to recoup those added costs of construction. Never mind that one such connection is so intrusive that it will force a young family out of their home.

The “Balance” between City, Residents and Developer is not being achieved with the Bluebird Grove PUD. This plan, in it’s current form, is weighed heavily in favor of the City and the developer. Why must nature and the current residents, surrounding the proposed new development, always be the ones to bear the adverse burden for new development?

Marion Catherine Grossman

Marion Catherine Grossman, age 93, of Mahtomedi died peacefully at her home on Sunday, November 29, 2020. A graveside service was held at Fort Snelling National Cemetery on Tuesday, December 8, 2020 .

Honsa Family Funeral Home was entrusted with the arrangements, 651-429-6172. Marion was born in Saint Paul, Minnesota on May 6, 1927 to Mathias and Frieda (Liefert) Mais. She was raised and educated in Saint Paul. She graduated from Wilson High School in 1945 as salutatorian. Marion married her high school sweetheart John E. Grossman on October 4, 1945 and moved to Seattle until his discharge. They returned to Saint Paul where she worked while John got his Teaching degree. They lived in a small apartment over a store in Parkers Prairie for a few years before moving to an apartment over a garage in Dellwood, and finally to Mahtomedi in 1953 where she lived her life in the house that she helped build. In April of 1953, their daughter Jean was born. Their son Donald was born in April of 1956. Marion became a stay-athome wife and mom making her children and family her number one priority. She always had a vegetable garden and flower gardens that kept her busy. Visiting flower gardens was always on the itinerary in her travels. She excelled at clipping coupons and finding the best deals that financed summer vacations.

Marion loved to travel. She was a born tour guide and kept the family on course. After retirement Marion and John started going on cruises and joining up with tours. One cruise took them around the World.

She also enjoyed doing crossword puzzles, playing bridge, singing in the choir, and sailing. Marion was a member of the Order of the Eastern Star, United Methodist Church, and Mahtomedi Garden Club.

She was preceded in death by her husband John E. Grossman and her parents Mathias and Frieda Mais.

Marion is survived by her son Donald J. Grossman of Mahtomedi and daughter Jean E. (Terry) Mitchell of Glendive, Montana; her grandsons Jonathan (Angie) Mitchell and Karl Mitchell; and great granddaughter Emilie Mitchell.

Vera Ann Mathson (Tomlenovich)

Vera Ann Mathson, (Tomlenovich), of White Bear Lake, Minnesota, passed away on December 2, 2020, at the age of 80.

Preceded in death by her mother, Catherine Dean, and her father, Tom Tomlenovich.

She is survived by Robert, her husband of 59 years, children Mary and son in law, Mark Braun, Julie and son in law, Doug Dillon and John Mathson and special friend, Kaci. Loved and will be missed by her family, including very special grandchildren: Jordyn (Ben) and Madelyn Lehman, Thomas Mathson, Zach Dillon, Aidan Braun and Kristen Mathson. Her children and grandchildren her most precious gifts.

A private burial will be held in Crosby, Minnesota, with immediate family.

Neely, Joseph Arnold “Joe”, 55, of Wyoming, passed away peacefully on Wednesday, December 2, 2020. Preceded in death by his parents, James and Dona Neely.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A Minneapolis woman, 58, was cited Nov. 23 at the Target store in the 900 block of County Road E for misdemeanor theft after she was caught shoplifting.

• Two Walmart employees reported being assaulted with pepper spray at 10:55 p.m. Nov. 23 at the store in the 800 block of County Road E by two shoplifters as they left the store with unpaid merchandise. The case is under investigation.

• Heavy construction tools were reported stolen Nov. 25 from a work van parked in a driveway in the 3200 block of Costa Drive after the doors to the van were pried open.

• A resident in the 1100 block of County Road D on Nov. 25 reported her vehicle damaged following an attempt to steal the catalytic converter from it.

• An Oakdale man, 37, was arrested Nov. 26 at the intersection of Snail Lake Road and Rice Street on an active felony warrant out of Scott County and for DWI after Ramsey County Sheriff's Office deputies were dispatched to the scene of a traffic accident with injuries. The case has been sent to the city attorney for consideration of charges.

• A St. Paul man, 24, was arrested Nov. 27 in the 3300 block of Centerville Road for misdemeanor assault and disorderly conduct after deputies were called out to investigate a motor vehicle theft.

• A citizen in Sucker Lake Park in the 100 block of County Road F reported finding a set of car keys Nov. 28 and turned them over to deputies. The keys were later placed into property.

• A White Bear Lake woman, 31, was cited Nov. 28 in the 900 block of County Road E for accident hit-and-run after deputies responded to a report that the driver was located in the Kentucky Fried Chicken parking lot.

Nov. 25 reported fraudulent charges on her checking account.

• A resident in the 5200 block of Lakeview Avenue reported a suitcase and bag stolen from her vehicle overnight Nov. 27-28 after a window was broken in.

The suitcase was later found in North Oaks. Two other vehicles in the area also had vehicle windows broken and bags stolen.

• A resident in the 5500 block of Otter View Court reported a diaper bag stolen from a vehicle overnight Nov. 27-28 after the auto's rear window was broken in. Two other vehicles in the area reported windows broken.

• An elderly shopper at Cub Foods in the 1000 block of Meadowlands Drive reported her wallet stolen from her shopping cart Nov. 28.

• A juvenile female was arrested Nov. 28 for stealing an Uber driver's vehicle from the 1000 block of Meadowlands Drive after the vehicle was later located near her home. The juvenile was transported to the Juvenile Detention Center, and the case forwarded to the county attorney.

Birchwood • A Birchwood Avenue resident reported a sign at the end of his driveway damaged Nov. 10.

Dellwood • Identity theft to a business was reported Nov. 9 on Apple Orchard Road.

Grant • An unidentified motorist was arrested at 3:15 a.m. Nov. 8 on Highway 36 for

During the traffic stop, deputies noted a faint odor of marijuana, and a subsequent search turned up 5.45 grams of pot in a clear baggie, inside another bag in the center console. The vehicle was left parked, and deputies drove the subject home.

• Deputies cited a motorist Nov. 10 on Highway 36 for driving after suspension and failure to provide proof of insurance.

• A resident in the 10000 block of Kimbro Avenue Court N. Nov. 12 reported receiving a phone call demanding $4,000 to help the complainant get his grandson out of jail. The complainant

Mahtomedi • A resident in the 1000 block of Prestwick Place reported unknown persons gaining access to the residence overnight Nov. 7-8 through an unlocked garage service door to steal purses, a checkbook and other financial items.

• A resident on Dunbar Way reported finding a purse and its contents scattered around her backyard when she let her dogs out on the morning of Nov. 8. Deputies located the purse's owner who said the purse had been in her car inside her garage and may have been involved in a burglary.

• A Wedgewood Drive resident reported receiving a scam call from the mythical publishers' clearinghouse sweepstakes Nov. 9 and was to pay $799 a claim fee, which she refused to do.

• Residents on Oak Grove Lane and on Kenwood Street reported theft from vehicles overnight Nov. 9-10.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following selected incidents: • Christmas decorations worth $150 were damaged in the 4800 block of Debra Street Nov. 25.

The driver told deputies that everyone else was going just as fast and that he normally doesn't speed because he “knows deputies always sit there”.

Local man caught at hotel with minors Anthony Aguilar Trejo, 22, of White Bear Lake has been charged with two counts of possessing pornographic work involving a minor and one count of using a minor in pornographic work. All three charges are felonies. The two counts of possessing stored pornography each carry a possible prison sentence of up to five years and/or a maximum $5,000 fine. The charge of using a minor to create pornography carries a prison term of up to ten years and/or a maximum $20,000 fine.

Shortly after midnight on Oct. 29, White Bear Police responded to a hotel in the 4000 block of Highway 61 on a report that banging and screams for help could be heard from a third-floor of the hotel. On arrival, officers found several people outside the room, including two teenaged girls. Inside the room they found Trejo passed out on the floor.

After being revived, Trejo admitted to officers that he'd had sexual intercouse with both girls and said they were over 18. He bought alcohol for the girls, who were both under 18, and paid for a hotel room for them.

After he filmed the girls in the pool in their underwear and later having sex, one of the girls said she received numerous SnapChat requests from random men the following day.

Although Trego said the sex was consensual, officers received information that it was nonconsensual with at least one of the girls.

Trejo's phone contained sexual photos of both girls.

In June, officers investigated another sexual misconduct incident at the same hotel involving Trejo.

Water Gremlin attorneys ask judge to dismiss class action suit

ST. PAUL — Attorneys for Water Gremlin describe a class action suit brought by a White Bear Lake resident as a “sprawling, 49-page complaint that relies on Minnesota Pollution Control Agency (MPCA) press releases, media articles, statements by elected officials and Wikipedia to tell a complex story of alleged misconduct.” And they’re asking a Ramsey County district court judge to dismiss the case.

The complaint does not meet the state’s motion-to-dismiss standard, maintains a Dorsey & Whitney LLP team of attorneys representing the township manufacturer.

Leading the defense is Thaddeus Lightfoot, the same legal counsel Water Gremlin retained in its state case involving lead migration.

That standard, according to the motion filed late last month, requires “a complaint sufficiently allege Water Gremlin has affected the plaintiff in a legally compensable way. The complaint does not meet that standard,” Lightfoot advised District Judge Leonardo Castro, the same judge hearing the state case.

The plaintiff, Robert Sharot, filed a class action suit against

Water Gremlin in October, saying the plant’s release of toxic TCE into the air and its widely publicized contamination has harmed his home value.

The case alleges 4,000 homes in the “area of concern,” outlined by state health and pollution officials on a map, have suffered property damage as a result of the excessive TCE release. The Detroit law firm Liddle and Dubin, specialists in class action suits, has taken on the case.

Water Gremlin attorneys call Sharot’s personal allegations “quite narrow.”

“The plaintiff alleges he lives close enough to the plant that Water Gremlin’s alleged emission of ‘hazardous substances’ causes Sharot to believe his property value has decreased and identifies an MPCA ‘area of concern’ for TCE emissions,” Lightfoot maintained. “But the plaintiff does not live within that area, nor does the complaint cite sources for his allegations, which also claim the property has been and continues to be physically invaded by hazardous waste.” Sharot’s address is listed in the motion as 1872 Third St. Attorneys for the defendant argue a negligence claim should also be dismissed because Sharot does not allege he was injured.

the “class” allegations. “Even if plaintiff’s complaint survives defendant’s motion to dismiss, this matter should not proceed as a class action,” stated Lightfoot, writing, “Plaintiff and his claims are so obviously ill-suited to resolution on a class basis that rejection of the claims is appropriate, even early in this litigation.”

The plaintiff, they continued, apparently proposes to represent a generalized class (the entire MPCA “area of concern”) of

which he is not a member (his residence is not within the area of concern). They argue that the plaintiff makes no attempt to identify those properties actually contaminated or allegedly at risk, only claiming that the alleged harm affects “the homes of about 5,500 residents.”

The issue of contaminants, including a chemical found in groundwater, brought up by the plaintiff was also argued at length. Attorneys wrote in the

19-page motion that “even if the plaintiff were near the sample wells he discusses (instead of the opposite direction), he fails to explain how 1,4-dioxane at concentrations ‘significantly less than the 1 ppb health-based drinking water guidance value’ affects his property value.”

Claims that Water Gremlin owed damages under the Minnesota Environmental Response and Liability Act (MERLA) were also denigrated by the defense.

“The plaintiff does not allege he incurred response costs from the release or threatened release of a hazardous substance on his property,” Lightfoot wrote.

“The plaintiff, as an individual, lacks standing to sue to recover natural resources damages. The plaintiff also fails to meet the standard to plead an economic loss under MERLA.” Sharot’s lawsuit is the only class action filed to date against Water Gremlin.

Mahtomedi city budget set for 2021 An increase in the tax levy is coming The Mahtomedi City Council conducted its annual Truth and Taxation hearing Dec. 1.

As happens every year, the hearing was sandwiched between a budget presentation from Finance Director Scott Schaefer and council's unanimous approval of the final 2021 budget.

At the same time, council also approved the 2021-2025 Capital Improvement Plan in the amount of $11.3 million, approved the proposed tax levy for 2021 and canceled the debt levy in the amount of approximately $1.9 million for taxes payable in 2021.

The proposed 2021 general fund budget is approximately $6.79 million. This total includes the debt service transfer of $1.9 million.

General fund expenditures of $6.8 million represent an increase of slightly more than $532,000, or about 8.5%, over 2020.

What will the city be spending taxpayer money on?

Notable increases in the budget were brought about by transfers to other funds for debt service requirements in the amount of about $414,000, or 27.6%; to the street lighting department for planned streetscape improvements amounting to $26,500, or 45.7%, and to the administration department for a planned document imaging and retention project amounting to $27,000, or a 4.3% increase.

Expenditures of $6.8 million is made up of debt service at $1.9 million, or 28.2% of the expenditure pie; public safety at $1.9 million, or 27.7%; running the government at $1.2 million or 18%, and public works at just short of $716,000 or 10.5%. The other important pieces of the expenditure pie are parks, fixed asset replacement and contingency funds.

By law, municipalities must present a balanced budget.

Therefore, the 2021 general fund revenues are proposed to increase by about 8.5% to $6.79 million. The debt levy represents about 77.7% of that increase, or about $414,000 of the total revenue increase.

In September, the council approved the preliminary 2021 budget. The preliminary tax levy was certified Sept.

30 at slightly more than $5.21 million but was reduced by $20,000 at the Oct. 20 joint meeting between council and its finance commission, Schaefer said. The proposed tax levy is now $5.19 million, which is still an increase of about 7.5% from 2020.

The median-value home in Mahtomedi of $346,400 in 2020 is anticipated to increase in value by 4.7% to $362,700 in 2021. That home will pay $1,333 in payable 2021 city taxes, or $112 monthly.

In other action, council: • Following a presentation from City Engineer Nick Guilliams and public hearing, passed a resolution order-

ing Phase 4 East-Historic District Improvements and authorizing the preparation of final plans and specifications, the advertisement for bids and the preparation of the preliminary proposed assessment roll for pending assessment reporting purposes. The project is expected to cost $2.6 million with the larger part of costs funded by street improvement funds. The project will involve reconstructed roads with new pavement and aggregate base on Spruce Street from TH 244 to Tamarack Street; on Rose Street from TH 244 to Tamarack Street; on Quail Street from TH 244 to Briarwood Avenue; on Tamarack Street from Spruce Street to Quail Street and on East Shore Avenue from TH 244 to Juniper Street.

Work includes existing water main replacement, minor sanitary sewer replacement and upgrades to the existing storm sewer. Special assessments will contribute $468,000 to the costs. Bids for the project will be opened in February; construction is planned for summer 2021, and the assessment hearing is anticipated to take place in the fall.

• After a public hearing, approved an ordinance adopting an annual fee schedule, pursuant to Minnesota Statutes, Section 462.353,4A. Proposed increases for the 2021 fee schedule impact rates for ambulance transport, city equipment rentals, utilities, city facility rentals, and assessments. Water meter and accessory prices were updated for 2021, along with building construction and electrical permits.

• Passed a resolution authorizing preliminary support of conduit revenue bonds to finance a multifamily housing development in the amount of $10.5 million and taking certain actions with respect to the Lincoln Place and Vadnais Highlands housing projects. On Nov. 17, council held a joint meeting with the Finance Commission to discuss the scope of the project and the request for conduit financing.

• Approved an agreement with Washington County to transfer Mahtomedi Avenue from Washington County to the city of Mahtomedi. In the 1950's, the state gave Mahtomedi Avenue, from Stillwater Road (CSAH 12) to Mahtomedi Avenue (TF244), to Washington County.

Although the city has been plowing and maintaining this road during most of that period, the county recently became aware that the road was part of its jurisdiction.

During road improvements along CSAH 12, the county milled and overlaid this section of roadway, and the city had new water main installed over this segment.

• Approved a resolution accepting cash gifts for the fire department. The city of Pine Springs donated $9,655 to the department and was publicly thanked by council members. The gifts will be used to purchase two Motorola APX 6000 Series portable radios for the fire department.

• Passed a resolution for a pension benefit level increase for the Mahtomedi Fire Department, with no budget-

ary impact to the city. The department asked council to increase the vested members' pension from $5,200 per year of service to $6,100 per year of service. The pension benefit level increase will be effective Jan. 1.

The previous pension increase of $300 was implemented in 2016. Schaefer noted that the Mahtomedi Statewide Volunteer Pension Plan is well funded, and the increase was recommended.

• Heard an update from Public Works Director Bob Goebel that four deer were harvested halfway through the Nov. 30 – Dec. 1 hunt on city-owned property, sponsored

by Birchwood Village and the Metro Bowhunters Resource Base.

• Scheduled a joint work session with the Planning Commission for 5:30 p.m. Dec. 15 to discuss zoning updates.

The council next meets at 7 p.m. Monday, Dec. 17, at City Hall, 600 Stillwater Road, or by videoconference.

The White Bear Lake Armory was originally completed in February of 1923, but suffered a ďŹ re in 1928 that destroyed the front portion of the building. A remodeled version was completed in 1929 and has been used as a military and community site for decades. In the 1990s the structure was decommissioned and the City of White Bear Lake acquired the building for a community center. In order to make it accessible and elevator was added and some areas were remodeled. Since its renovation the armory has been home to the White Bear Center for the Arts, the White Bear Lake Lionâ&#x20AC;&#x2122;s Club and the White Bear Lake Area Historical Society.

Staff noted at the Nov. 30 Planning Commission meeting that the site is guided “low density residential,” which aims for an overall density of three to nine units per acre, according to the city’s Comprehensive Plan. The proposed development would be 1.96 lots per acre, which is lower than desired.

Also noted was the family’s desire to keep the residence and associated structures (Lot 4).

That makes Lot 4 larger than average, over an acre in size.

Therefore, if both Lot 4 and the stormwater pond are removed from the calculation, the density is 2.54 — considerably closer to the desired number.

Staff recommended approval of the project, with conditions, as it provides additional housing sites “that fit within the character of the established neighborhood.”

Commission members unanimously supported the project, which now goes to City Council.

afraid of what a trail would do to my privacy and property values and who knew what would go on in our woods. I was a skeptic, but I didnâ&#x20AC;&#x2122;t not want to have a voice after the train left the station, either.â&#x20AC;?

So Benson, a longtime Realtor in the area, invited Brooks to his office to talk about the trail.

Brooks was frank with him. â&#x20AC;&#x153;The â&#x20AC;&#x2DC;Village of Noâ&#x20AC;&#x2122; is how I framed Dellwoodâ&#x20AC;&#x2122;s attitude on anything bike and ped when I fi rst talked with Joe about the trail going through Dellwood,â&#x20AC;? he said.

Still not totally convinced, Benson asked Brooks and Wolgamot for a second meeting, this time at his house on Meadow Lane. He had a change of heart, or, as Brooks describes it, â&#x20AC;&#x153;Joe saw the light between the spokes.â&#x20AC;?

Benson was sold on the need for a trail. â&#x20AC;&#x153;Mike and Steve gave a great sales pitch. They convinced us that a trail enhances property values, enhances community and certainly enhances safety,â&#x20AC;? he said.

For years, the Bensons and their two kids used the easement to get to the White Bear Yacht Club and remembers them waving to the conductors before the tracks were abandoned. Joe said his daughter claims to have constructed 22 tree forts on the property. As for the safety aspect, the family knows fi rsthand how dangerous the stretch of 244 can be.

Taffy used to run on a regular basis on the road, which has no shoulder and utility poles that practically abut the pavement. â&#x20AC;&#x153;Sheâ&#x20AC;&#x2122;s had several close calls,â&#x20AC;? Joe said. â&#x20AC;&#x153;Twice an oncoming car passing another car almost hit her; darn near took her out.â&#x20AC;?

The Bensons bought the almost 2-acre easement from the White Bear Yacht Club, which had purchased the abandoned rail beds from the railroad. He remembers the sale was brokered

by Dellwood attorney Jim Oppenheimer. Joe and Taffy already owned a 3.4-acre piece theyâ&#x20AC;&#x2122;d acquired from Jamie Slade.

If that surname is familiar, itâ&#x20AC;&#x2122;s because Jamieâ&#x20AC;&#x2122;s dad, George â&#x20AC;&#x153;Normanâ&#x20AC;? Slade, owned almost 800 acres of Dellwood at one time. He milked cows and grew crops on land that stretched from Hwy. 96 north to west of Pine Tree Lake and into Grant Township.

Norman Sladeâ&#x20AC;&#x2122;s mother (and Jamieâ&#x20AC;&#x2122;s grandmother) was Charlotte Hill, the daughter of railroad baron James J. and Mary Hill. Charlotte and her husband George bought the farm around 1910.

The homestead where his dad lived is still occupied at 40 Hwy. 96 across from the country club, according to Jamie, a retired attorney who lives in St. Louis Park. By the time Norman Slade died in 1975, much of the property had been sold. He gave Jamie 15 acres around the house, which was subdivided into small acreages. Benson bought his last lot on Meadow Lane.

trains rumble through Dellwood when he was a child, and riding the streetcar from Mahtomedi to St. Paul. In the winter, he watched workers cut huge blocks of ice at the north end of White Bear Lake and load them on rail cars.

The White Bear Area Historical Societyâ&#x20AC;&#x2122;s Sara Markoe Hanson said freight trains continued through the area long after passenger service ended. The St. Paul and Duluth Railroad carried passengers to White Bear Lake until the late â&#x20AC;&#x2122;60s but freight continued to the downtown depot until the 1980s.

Dellwood was incredibly slow to develop, Hanson said at a presentation a few years back. In 1920, the population was 87. There were 19 homes. â&#x20AC;&#x153;Today it is some of the most valuable land around the lake,â&#x20AC;? she pointed out. â&#x20AC;&#x153;A century ago, that was not the case. People didnâ&#x20AC;&#x2122;t want to live there. Transportation was difficult.â&#x20AC;?

As bicycles become an ever more popular mode of transportation, Lake Links members are stepping up to make trail sections safer for people like Benson, who invested in an electric bike. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t really like this (Dellwood) section,â&#x20AC;? he admitted. â&#x20AC;&#x153;Trying to get out of this neck of the woods and someplace safe is challenging.â&#x20AC;?

Lake Links leaders hope other families along Hwy. 244 who own former rail bed will consider a donation to change that. â&#x20AC;&#x153;Some property owners are on board with extending land for trail use, some are on the fence and some we have waited to formally approach until we secured funding for the Dellwood section,â&#x20AC;? Brooks said. â&#x20AC;&#x153;We will pursue again in the new year once everything gives way to a more normal pace. Dellwood,â&#x20AC;? he added, â&#x20AC;&#x153;is now the â&#x20AC;&#x2DC;Village of Yes.â&#x20AC;&#x2122;â&#x20AC;?

Meals for local families on Thanksgiving and year-round Turkeys and all the fixings for a Thanksgiving meal were provided to more than 500 families at the Give a Gobble Market at the White Bear Area Emergency Food Shelf Nov. 23 and 24. Kowalski's helped provide turkeys, and numerous local businesses sponsored The food shelf is serving an average of 375 households per week through its curbside pickup model of food distribution, which allows clients who pick up food to make their own choices for their grocery order.

Call for local entries in juried art show White Bear Center for the Arts invites local, national, and international artists to be part of this year's Northern Lights Juried Art Exhibition. The exhibition accepts a variety of mediums, including paintings, drawings, fiber, pottery, photography and sculpture. A panel of judges is selected; each member is esteemed in their mediums and come from diverse cultural

Foundation grants over $50,000 to local organizations The Greater White Bear Lake Community Foundation has awarded grants totaling $50,750 to 21 local community organizations. Of the total, $23,500 was awarded to 11 organizations for specific projects or programs and $27,250 was awarded in grants to cover 2021 operating expenses for 10 organizations that have been significantly impacted by the COVID-19 pandemic.

This support is made possible due to the generosity of the many individuals who donated to the 2020 Community Partners Fund.

Grant recipients include: $1,500 to Children's Performing Arts; $1,000 to Lakeshore Players; $3,500 to the Mahtomedi Area Educational Foundation's Angel Fund; $2,500 to the Mahtomedi Area Food Shelf; $2,000 to Northeast Youth & Family Services’; $2,000 to Treehouse; $4,000

to Tubman; $1,500 to Valley Friendship Club; $1,000 to the White Bear Area Emergency Food Shelf; and $3,000 to the White Bear Lake Area School District 624.

Grants for operating expenses were awarded to: Ashland Productions ($1,250); Consortium of Lake Area Senior Services ($1,500); H2O for Life ($1,000); Mahtomedi Public School District 832 Preschool ($1,500); Newtrax Inc. ($5,000); Phoenix Alternatives Inc. ($3,000); Solid Ground ($1,000); St. Andrews Community Resource Center ($5,000); White Bear Lake Area Historical Society ($3,000); and YMCA-White Bear Lake ($5,000).

These 2020 grants, along with grants made through the foundation’s new Community Recovery Fund, bring the total awarded by the foundation in the past four years to $214,600.

Additionally, the foundation has awarded nearly $1.2 million in grants from its donor-advised funds.

The foundation will host a virtual event from 5 to 6 p.m. Thursday, Dec. 17, to recognize this year’s grant recipients and to honor its outgoing board chair, Bill Foussard. COVID-19 hasn’t stopped adoption journeys

Adoptions and foster care placements have continued throughout the COVID-19 crisis, but both children and families are facing additional challenges due to the ongoing pandemic. Thankfully, in Minnesota there are many organizations with resources to help them navigate such challenges.

One of those organizations is MN Adopt, which creates permanent placement for children in Minnesota by providing online resources, services, support and training. The organization’s mission is to have “zero kids waiting” for loving, lifelong homes.

Through raising awareness, providing referrals for families interested in foster care or adoption, and offering education, support and resources, MN Adopt finds and strengthens adoptive, foster care and kinship families.

Heather Van Brunt is the manager of MN Adopt’s HELP Program, which provides post-adoption support to Minnesota families. “Our job is to highlight the resources and support and tailor them to what their needs might be,” she said of the program.

“One of the biggest things that we do is connect people to adoption-competent therapeutic resources. We also help people connect to community organizations that might not be labeled as adoption support or post-adoption support but still might fit for a particular family at a particular juncture with things that they’re experiencing.”

The COVID-19 pandemic has changed day-to-day life for families, including those who have adopted or are seeking to adopt children, and so MN Adopt’s operations have had to change somewhat as well.

“At fi rst we had a brief period of time where we just didn’t hear from as many families as we thought we would,” Van Brunt said. “This was in March and April when things were new. I think everybody was a little bit more in a frozen kind of mode. But since then, it’s been going back up to previous levels of engagement with families.”

Van Brunt said that much of the support MN Adopt is offering through its HELP Program these days centers on increased time at home. “With being at home together more, families need more support,” she said. “And so because there’s been an interruption for so many people with some of the in-person services at school and therapy, families

are engaging with us to see what other options are there.”

Throughout the last several months, families have been utilizing telehealth services for therapy and counseling more often than they did with in-person services prior to the pandemic, Van Brunt said.

“You have disruption with what school looks like these days and what work looks like and what families’ work-life balance, so a lot of them are looking for extra support,” she said. “One theme that we have seen is more families accessing therapeutic support because they can do it through video in their own home. They’re not running here and there and everywhere for these kinds of services.”

Raising children comes with challenges no matter how those children came to be a part of the family, but Van Brunt says the highs outweigh the lows—especially with support along the way.

“We try to help people prepare for all the joys and challenges of children and how they come to them and the unique aspects about them,” she said. “Specialized support and being surrounded by other families who are having that same lived experience is really, really helpful.”

Shoreview resident Deirdre McCarrell Otis can attest to the joys brought by adoption in her own life. She and her husband, Sheff, have nine children, five biological and four adopted, between the ages of 4 and 20. Deirdre said that adopting children has long been a priority for her.

“I think that came from being an only child, and I was raised kind of all over the world. I traveled a lot and was exposed to different things,” she said.

“I think part of it was just really wanting to create community and feeling a drive, almost, like this young, fresh energy and proving that you can create community without biology. It was a really strong value that I had.”

That value, Deirdre said, has primarily been informed by her faith.

“We’re Catholic, and that definitely is part of who we are as a family,” she said. “But it also was a sense that it is possible to create a community without blood ties, and we built our family on that concept.”

When Deirdre and Sheff first sought to adopt, they did so internationally.

“We were newlyweds and we traveled to Russia.

Our son had severe special needs, to the extent where we were told in the orphanage, ‘Are you sure you want to do this? You’re so young.’ We were almost dissuaded from the experience,” she remembered. “But we really said, ‘We’re going to dedicate this energy we have to a child and to diving into this world.”

Though those fi rst few months and years were not easy, Deidre said, they still made for an invaluable experience.

“Looking back now, 20 years later, I think it really created a desire to learn about children’s needs, trauma (and) what it means to be a parent to someone who needs you to constantly be learning,” she said.

Deirdre and Sheff have since opened their home to more children, both through adoption and the foster care system. “We started with international adoption, and through that process our eyes were opened to how much it takes to be an adoptive parent. It’s something where you really need to educate yourself, and we realized how much we had to learn,” Deirdre said.

That realization brought them to seek out education and support from local organizations like MN Adopt which, in turn, made them increasingly aware of the local need for adoptive and foster care families.

“We hadn’t known about that before,” Deirdre said. “At that point, we were having biological children and raising children who were adopted internationally, and then we became foster parents in 2014 through Ramsey County.”

Since their fi rst foster care placement in 2015, Deirdre and Sheff have opened their home to more than 20 children in Ramsey County’s foster care system and have continued to do so since the COVID-19 pandemic struck.

“To us, the best language (to describe foster care), is bridge or support a child going to a family who’s really hoping to adopt, because in foster care, when (children) come to your door, you don’t know what’s going to happen. Our goal through foster care is really to be a safe landing spot,” Deirdre said. “We really went into it wanting to serve, wanting to be safe and help kids heal and help families heal.”

Broadway dancer opens fitness studio in hometown Hugo

The bright lights of Broadway beckoned Samantha Zack of Hugo as soon as she graduated from high school, and the talented dancer spent 13 years in show business in New York City.

Zack, 33, has been back home for a year now, and opened Full Circle Fitness this past July. She feels her life in dancing serves her well to help clients.

“I’ve been dancing since I was 2, and dancers have the best body awareness in general,” she said. “I’ve been teaching kids to work on themselves since I was 13. Dancers are training in front of a mirror and look at each other all day long. I feel like we can look at someone and see if they have any injury or something is wrong. Any client that comes into my gym, we can do a fitness assessment.”

Zack’s multiroom studios are located in her father Larry’s Fresh Paint Inc. building at 13497 Fenway Blvd. North. This new fitness center focuses on functional movement, mobility, strength and flexibility training. Dance classes will soon be added. She started doing personal training in July. A ribbon-cutting scheduled for November was delayed by the state shut-down, but she remains open.

Larkin Dance Studio, headed by Michelle Larkin, was the center of Zack’s world from preschool through high school at Hill-Murray, from which she left early each day to spend up to nine hours at the studio. Her school years consisted of year-round dance competitions.

The Hill-Murray theater department asked her to join them, but she was too involved with Larkin.

Zack earned an academic scholarship to Arizona State, but Michelle Larkin said, “Nope, you’re going to New York.”

Zack happily complied. Michelle was “like a second mom” and her actual parents, Larry and Maggie, were on board as well. “My parents were fully supportive,” she said. “They treated it just like my old-

er sister Alaina going to her four years of college. It was as if I was at a college.”

Within two weeks of arriving in the Big Apple, she was dancing behind Durand Durand at Radio City Music Hall.

At age 19 she joined the cast of “Wicked” — succeeding on her sixth audition — and spent three-plus years with the production, alternating between Broadway and Los Angeles and touring other cities, performing 17 different roles. She toured with 30-some performers, including 18 dancers (nine male, nine female) in casts headed by first Megan Hilty and then Nicole Parker.

Her resume includes two appearances on “Saturday Night Live” and one on Jimmy Fallon’s “The Tonight Show.” She also did a Snoop Dogg concert and appeared on NBC on “Spartan Ultimate Team Challenge” in 2017 with a team of five dancers.

On “Saturday Night Live,” she danced in opening numbers behind hosts Jane Lynch and Kanye West. Asked if the dancers mixed with the famous SNL talent, she said that was the case, being in the studio for long days. “I got to know Jason Sudakis really well,” she said. “It’s a small world (show business), and we had mutual friends.”

On Jimmy Fallon’s show, she danced in a group with Kevin Bacon for a revival of his hit movie, “Footloose,” and a Fallon skit called, “What Does the Fox Say?” Another highlight was spending a year and half in a revival of “How to Succeed in Business Without Really Trying,” which starred Daniel Radcliffe of Harry Potter fame. “It was athletic, stylish dancing,” said Zack. She created the role of a character called Lily, working with a choreographer. For Lily, she was nominated for an Astaire Award for best female Broadway dancer in 2011.

“I loved New York so much,” she reflects. She especially enjoyed dance and singing lessons, running along the Hudson River, and cast fellowships. She did some clubbing at first but “got that

out of my system before I was 21.” More fun were the cast parties they referred to as the SNOBS Club (“Saturday Night On Broadway”) organized after the second show each Saturday night.

Another fun activity was participating in Fantasy Football during the “How to Succeed” run. “We’d get there early before Sunday shows to watch football,” said Zack, adding that star Radcliffe, a native of England, was an avid participant.

She left New York when the jobs for ensemble casts became harder to find; she got an opportunity to work for Equinox Sports Club in San Francisco. “They scouted me and offered a good job,” she said, so she switched coasts and careers, working as a fitness and dance instruc-

tor. She had been training young dancers since her teens, so that was no stretch.

Zack spent a year and a half in San Francisco and loved the job but “never felt at home there,” and was robbed four times. Once she was riding a scooter and was sideswiped by a car, which knocked her off the scooter, and “then they drove my scooter away, too.”

After all that, and breaking up with a boyfriend, she decided to head home in November 2019. She has been living with her parents while starting the new business, choosing the name “Full Circle Fitness” as a nod to her own return to her hometown and studio roots.

Rep. Becker-Finn previously worked as an Assistant Hennepin County Attorney at the Domestic Abuse Service Center and as a district court clerk. She currently serves as Vice Chair of the House Environment and Natural Resources Policy Committee and as an Assistant Majority Leader.

“As chair of this committee, justice and equity will be my top priorities,” said Rep. Becker-Finn. “I am committed to ensuring that our shared values as Minnesotans are reflected in our legal systems.”

Representative Peter Fischer, District 43A , will chair the newly created Behavioral Health Policy Division.

“The COVID-19 pandemic has highlighted the importance of behavioral health, which is often undervalued and underfunded,” said Rep. Fischer. “The creation of this division reflects our commitment to meeting the mental health needs of Minnesotans, during and after the pandemic.”

Two retail stores are closing downtown and a restaurant was compelled to change its name. A third store has also temporarily relocated.

Alleycatâ&#x20AC;&#x2122;s Gourmet Sandwiches was formerly the Meet Market at 1971 Whitaker St. Owner Alan Landreville, who purchased the six-year-old restaurant June 2019, told the Planning Commission last month that he and his partner really liked the Meet Market name and wanted to trademark it.

While performing a search, he said they attracted the attention of a West Palm Beach, Florida, restaurant called The Meat Market, which threatened to sue if the White Bear Lake restaurant didnâ&#x20AC;&#x2122;t change its name. â&#x20AC;&#x153;The cost of the lawsuit would have outweighed the costs involved with a name change,â&#x20AC;?

Landreville said. â&#x20AC;&#x153;We were left with no choice but to concede to their demands and change the name.â&#x20AC;? Landreville also co-owns Sakâ&#x20AC;&#x2122;s Sports Bar. He told the commission that â&#x20AC;&#x153;changing the restaurantâ&#x20AC;&#x2122;s name is the last thing we wanted to do. This latest stretch of December weather has been rather extraordinary. High temperatures have ranged in the upper 30's and low to mid 40's, allowing for an extended period of "fall cleanup." Rather than firing up the snow blower, folks are still using their lawnmowers to take care of leaves. We've had a few chilly mornings and with the low sun angle, area ponds have frozen over. White Bear Lake still has some open spots but I witnessed a young skater out along Lake Ave during my run. At this time last year ice houses were starting to show up on the ice. Back in 2018, LeeAnna Stinar and daughter Skylar Lamminen, an athlete at White Bear High School, were frustrated with the lack of healthy food options in the area. They found themselves driving long distances to find good choices. One day Skylar suggested they open their own shop. Initially more of a whim than a dream, the idea quickly evolved.

Their initial goal of catering to the needs of young athletes has become much more since then. The mother/daughter team love being there for people to help them along their own personal fitness and nutrition journeys. They did their research, including driving to Blaine for several months to work for a health and nutrition restaurant and learn the trade. In April 2019 the “whim” became reality and Bear Nutrition opened in Birch Lake Square.

LeeAnna describes their operation as a Shake Bar with Smoothies and other nutritious and creative offerings like Protein Oat Bowls – a hot healthy breakfast chock full of fiber and nutrients. On the weekends they offer protein waffles – the beauty is any shake flavor can be made into a nutritious waffle. Their smoothies offer a well-balanced combination of protein, carbs and low calories, and are a great supplement after that

workout. They also offer an Immune Booster drink that is a favorite. “In these times taking care of your immune system has never been more important,” says LeeAnna. Sugar-free, Aloe based teas are another signature item.

The ladies take pride in staying true to their commitment to local athletes – sponsoring youth sports teams and helping teach young athletes the value of proper nutrition. They are grateful to their loyal regulars for their continued support and are looking forward to celebrating their second Anniversary in April.

Current General Manager Matt Schirmer was working at the Meet Market, in 2019 when the business went for sale. Matt, who studied culinary arts is happy to be working in “his dream job.” He shared his experiences of seeing the restaurant’s successes in the White Bear Lake restaurant community and how that has continued today, even through this pandemic. When the restaurant came on the market, current owners Al Landerville and Dave Cossak saw an opportunity to expand their restaurant footprint and made what has turned out to be a great move. Al and Dave have a long pedigree in the local restaurant industry, including concepts such as Champs and Saks Sports Bar. The name has recently changed to Alleycats, but the menus and high quality, scratch cooking have remained, of course with constant improvements along the way.

Some of the customer favorites include: Nashville Hot Chicken Sandwich; Italian Club (Matt’s favorite); the Gyro; ChickenWild Rice Soup; and their excellent Cuban Sandwich. During normal times, the restaurant also offers beer and wine. With the beautiful location close to the lakefront, it’s a great place to share a lunch and beverage on

any beautiful Minnesota day.

“Alleycats makes great efforts to ensure a safe experience for our customers and staff,” says Matt. They are among the many who have taken the Safe Dining Pledge. Due to their business model which has always included a strong take-out component, there business has fared better than some and their call-ahead and third party delivery options have helped quite a bit. The call-in number is 651-407-2607, and Door Dash has been the most used delivery service. The team at Alleycats is grateful for the support they have received from the city, community and most of all their many loyal customers. They look forward to being a strong member of the restaurant community for years to come.
