Veteran ice boater falls through on Bald Eagle

A longtime ice boating enthusiast plunged through the ice on Bald Eagle Lake on Sunday.

Brett Smith was able to escape his predicament quickly with the help of good equipment, training and assistance from two companions.

“Went for a swim today,” he quipped on social media, in reporting the event.

The 58-year-old resident of Bald

Eagle Lake is offering a list of safety tips for anyone entering the ice. See pages 15.

Smith said he’s been ice boating for 20 years and never had this mishap before but knows about 30 guys who sail and “most have gone in once.”

About his own experience, he said: “Three of us were out testing the ice and exploring the lake. We drilled holes in several spots to see how thick it is.”

“The Food You Grew Up With,” the tagline for Keys Café certainly captures the heart and soul of this penultimate family operation. Their story began in the early 70s, when Barbara Hunn and her daughter Celine, current owner of Keys - White Bear Lake, were working at Dairy Queen in their St. Paul neighborhood.

Mom and daughter quickly realized that food and service were “in their blood.” In 1973, Barbara purchased Mr. D’s restaurant on Raymond in St. Paul and named it “Keys” because her business partner was moving to the Florida Keys. Mom taught the kids well and instilled a serious work-ethic as the business grew. It was not uncommon for the school nurse to get a phone call releasing one of the siblings from school that day because the restaurant needed a dishwasher.

Glimmers of hope

R

ecalling a memory from Christmas past, I remember looking through a telescope my brother had set up outside on the deck of our parents home in Duluth and seeing for the fi rst time, directly with my own eyes, the planet Saturn. I’d seen the iconic image of the ringed planet that has captivated humans for centuries many times in photographs, but actually seeing it clearly through a telescope in the crisp winter air was kind of surreal and awe inspiring.

As we experience the waning days of December, the darkest month, skywatchers have had the opportunity to observe an end-ofyear celestial treat in what has become known as “Christmas Star,” in reality, the planetary conjunction of Jupiter and Saturn.

For the past couple of weeks the two planets have been easily visible Angle of in the evening sky, culminating on the night of the winter solstice, View Dec. 21, in a “great conjunction.”

According to the NASA.gov Paul Dols website, what makes this year’s conjunction so rare is that “it’s been nearly 400 years since the planets passed this close to each other in the sky, and nearly 800 years since the alignment of Saturn and Jupiter occurred at night,” giving people around the world a chance to see them. I try to imagine what the level of knowledge and enlightenment in the world around him was like when in 1610, the Italian astronomer Galileo Galilei “pointed his telescope to the night sky and discovered the four moons of Jupiter – Io, Europa, Ganymede, and Callisto.” And in that same year, he also discovered “a strange oval surrounding Saturn, which later observations determined to be its rings. These discoveries changed how people understood the far reaches of our solar system.”

Humans have a long history of drawing inspiration and comfort from the night sky and I personally find the simple, physical act of taking a deep breath, pulling my shoulders back and looking up at the sky to be a useful component in a stress relief strategy. The winter lights we see glimmering around us today have a long symbolic history dating back to pagan rituals. Many of the modern traditions we associate with Christmas have origins in Germany. An entry on the History.com website references an enduring legend about the inspiration for the Christmas tree: “Late one evening, Martin Luther was walking home through the woods and noticed how beautifully the stars shone through the trees. He wanted to share the beauty with his wife, so he cut down a fi r tree and took it home.

Once inside, he placed small, lighted candles on the branches and said that it would be a symbol of the beautiful Christmas sky.”

The wide array of lights we see today are the manifestation of years of technological advancement that started in 1882 with light-bulb inventor Thomas Edison and his friend and partner Edward Johnson. Johnson created a popular window display to showcase a tree decorated with the new-fangled lights. The fi rst manufactured strings of lights were strictly the domain of the wealthy. In 1900 you could rent a string of lights for the holiday season for $12, the equivalent of about $350 today. Now holiday lights are accessible to pretty much anyone with the desire to participate in the festive annual ritual.

I don’t think I’m imagining things when I look around this season and see what appears to be some extra special effort being put into the light displays illuminating city streets and homes around the area. In what has been an unusual and challenging year on multiple fronts, these optimistic bursts of light seem to offer glimmers of hope during the long December nights that signal the end of the year.

Not believe in Santa Claus!

You might as well not believe in fairies! You might get your papa to hire men to watch in all the chimneys on Christmas Eve to catch Santa Claus, but even if they did not see Santa Claus coming down, what would that prove? Nobody sees Santa Claus, but that is no sign that there is no Santa Claus.

The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that’s no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world.

You may tear apart the baby’s rattle and see what makes the

noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived, could tear apart.

Only faith, fancy, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, VIRGINIA, in all this world there is nothing else real and abiding.

No Santa Claus! Thank God! he lives, and he lives forever.

A thousand years from now, Virginia, nay, ten times ten thousand years from now, he will continue to make glad the heart of childhood.

LETTERS TO THE EDITOR Bike, pedestrian safety important

The Mahtomedi City Council and staff deserve a big thanks for taking the time to hold two workshops this fall on bike and pedestrian safety improvements in the city. Working with citizens, PTO members, educators and its engineering fi rm WSB, the city conducted a comprehensive traffic safety review. It identified more than a dozen low-cost improvements that can be put in place in coming months, especially near routes to schools.

People of all ages and abilities will travel more safely by foot, bike or wheelchair to schools, churches, businesses and parks. This includes those of us in Willernie, Birchwood, Dellwood, Pine Springs, Grant, White Bear and beyond who come to town.

The city's support for Lake Links and other connecting trails is much appreciated.

Citizens can add more input right now during Washington County's open comment period on future improvements to County Road 12/Old 244 in Mahtomedi. Share your views before Dec. 31 on the interactive site at https://www.co.washington. mn.us/WildwoodRoad.

Small businesses have families attached

As I write this letter, I hope our eyes and hearts are open. There have been many headlines on the election, COVID-19, the vaccine and the new rules put in place by the governor.

However, not in the headlines are our neighbors, the small-town, family-owned shops and restaurants that have met our needs over the years.

The places we would go to meet with friends and family, the shops we would go to where they would help us fi nd that perfect gift.

What should be in the headlines are the families attached to each of these businesses. The business owners are not only worried about how they will pay rent on their building, pay for the product they have in the stores and restaurants so just in case we come in they have it, and pay for overhead costs such as lights and water, but how they can still keep their employees employed with little to no business. Each owner has a family and they also have a heart for their employees who have families.

One shop owner can employ as few as four employees to well over 100.

I can only imagine the stress that is on the shoulders of each of these owners. Christmas will come and go, the restaurants and coffee shops have to have their doors closed during the busiest time of year with the slowest time of year in January to March.

If we don't step up as a community, more stores and restaurants will close and we will lose the wonder and beauty of our charming downtown. The restaurants, coffee shop and bakery have the rules set from the governor that limits them during the busiest time of year. Please don't forget them. As a community, let’s rally up now and in January 2021 to support our small family-owned businesses.

Contradictions with COVID-19

I thoroughly enjoy the White Bear Press, particularly in these past months of staying at home! I have noticed many striking contradictions as I read the Press. While the Obituary Notices page is splashed with the word COVID-19, there is a front-page leading story about a bus driver who has the riders singing on the bus.

Singing is a superspreading activity, even with masks on. Students are not singing in music class this year but are doing music appreciation and rhythm work to keep from spreading the airborne particles or singing during the safety of a home Zoom music session. I feel compelled to ask any bus drivers to switch to playing soothing background music with no voices, so kids do not sing along.

There were also numerous pictures (Spotted Around Town, sports page, Around the Lake page) where no social distancing was evident in the photo. The CDC recommends masks and 6 feet of distancing. COVID fatigue is real, but so are the numbers of deaths spiraling ever higher. Stay safe, people, the end is in sight with vaccinations. Let's do our part to get back to a world with no COVID as soon as possible!

Towing should be illegal

I have again been the victim of illegal towing of my vehicle. My van was properly and legally parked in the parking lot at Pinehurst Apartments from Dec. 10 until sometime during the night. It was not there on the morning of Dec. 11. I had parked in a handicapped space and neglected to put my handicap tag on the rearview mirror. This is a matter for the local

police. They were not involved in this tow except that they were notified of the tow. They seem to think that this somehow makes the theft by towing legal. It makes the police department complicit in the illegal towing of vehicles.

This entire scam of middle of the night towing of personal vehicles from the owner's place of residence absolutely must be stopped.

The property owner has a contract with the towing company. The towing company initially wanted $257.10 for the tow. The property manager called me back a few minutes later to tell me that the tow company would accept $150 as full payment. This raised a huge red flag. This entire scam cries out for an investigation.

The middle of the night, theft of vehicles by towing companies is a violation of the U.S. Constitution, Article 4 and the Minnesota Constitution, Section 7 and possibly Section 2.

At the very least, the police must be on the scene of any tow from private property, but especially tows that occur in the middle of the night. The tow driver must call the police and request their presence at the site of the tow. Until an officer has arrived and allowed the tow, the tow driver must sit in his truck. Fifteen minutes is a reasonable time period.

At best, tows from private property must be totally and completely outlawed.

Thanks for saving my life

On December 19 I was ice skating on the southwest bay of White Bear Lake. I skated past the marina and near fishermen. As I continued northward, the ice suddenly gave way and I fell into the water. Initially I thought I could climb out by myself, but the ice kept breaking with each attempt.

After about a minute I started calling for help hoping one of the fishermen would hear me. I continued to struggle for about ten minutes and started to lose strength. By that time, I was having trouble keeping my head above water. I started to think that I was going to drown and worried about leaving my wife alone. I knew I could only keep up the struggle for a few more minutes. Then my angels appeared and threw me a rope. They hauled me out of the water, dragged me to shore, and helped me into a waiting ambulance. I was groggy during the ordeal. I wasn’t seeing faces, and I have no idea who rescued me. Some witnesses told me that fishermen and hockey players were involved. So to you fishermen, hockey players, and emergency crew members who rescued me, I will be eternally grateful. You saved my life.

I had a dream

I dreamed I was in a huge tent. There were thousands of people within and outside of the tent, dressed in red clothing.

At the front was a long table at which a hundred nicely dressed official-looking men and women were seated, also dressed in red.

Everyone was in rapt attention listening quietly to one portly man with unkempt yellow hair who was screaming, ranting, yelling and shouting in a tirade which could not be understood to any degree, except for a word now and then such as “fake,” “fraud,” “rigged” and “media.”

He invited all to partake of a cup of what he called “Kool Aid” and, incredibly, all promptly drank up, as if in a trance, obediently and without question.

I myself woke up screaming.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A Vadnais Heights man reported his vehicle broken into Dec. 6 while it was parked in the Lake Vadnais south lot, and a backpack and cell phone stolen.

• A suspicious package containing narcotics was reported recovered via mail Dec. 6 in the 4300 block of Thornhill Lane. Investigators will work with postal inspectors to watch for similar mail found in the future.

• Target employees reported a shoplifter Dec. 6 at their store in the 900 block of County Road E. • A resident in the 600 block of Liberty Way reported a burglary Dec. 7 after thieves gained entry by smashing in the front living room window. They ransacked a bedroom and stole a cell phone before leaving by the back sliding door.

• A St. Louis Park woman, 30, and a Maplewood woman, 31, were both cited Dec. 10 at the Walmart in the 800 block of County Road E for theft and booked on various other charges.

• An Albany man, 36, was arrested for fleeing a police officer and a Brandon woman, 33, was arrested on an Anoka County warrant at 3:30 a.m. Dec. 11 on Highway 96 and Evergreen Drive following an 11-minute, 15-mile vehicle pursuit. Lino Lakes police started the whole thing by attempting a traffic stop on the couple.

• An Inver Grove Heights woman on Dec. 11 reported her vehicle broken into and a credit card stolen.

The card was then used fraudulently at the Vadnais Heights Target in the 900 block of County Road E.

White Bear Township • A Hudson, Wisconsin, woman on Dec. 6 reported her vehicle broken into while it was parked at Tamarack Nature Center in the 5200 block of Otter Lake Road.

• A White Bear Township man, 70, was arrested Dec. 12 in the 1900 block of Stillwater Street for domestic assault after he punched a woman, 65, in the head multiple times, after which she needed to be seen at Regions Hospital.

• A Roseville man, 20, was arrested Dec. 8 on Stillwater Street and West Avenue on a felony warrant and for drug possession.

• A North Branch man reported a trailer carrying a 2015 Polaris Brutus stolen overnight Dec. 10-11.

Pine Springs • The driver of a gold minivan was cited Nov. 22 on Highway 36 at I-694 for speeding 85 mph in a 55 mph zone by deputies on stationary patrol in the center median. During the traffic stop conversation, the driver admitted to having pot in the vehicle. A search brought out the MJ along with four pieces of drug paraphernalia. The driver was cited for possessing those, too.

• An eastbound motorist was cited at 12:44 a.m. Nov. 25 on Highway 36 for

Willernie • A Milford Lane resident on Nov. 25 reported his neighbor for cutting down a tree on his property. During the past 12 years, the neighbor has allegedly cut down the complainant's clothesline several times; put holes into a new garage; poisoned his dog, squirrels and rabbits; and blown leaves into his yard. When the complainant told deputies he'd confronted the neighbor several times without result, deputies advised him to research the use of cameras, as well as think about taking out a harassment restraining order.

Dyer catches fire at local laundromat The White Bear Lake Fire Department responded to a fire at Hometown Laundry, 4680 Highway 61 N., White Bear Lake around 9:30 a.m. Monday, Dec. 21. A patron reported a fire in one of the machines. According to a department spokesperson, firefighters “arrived within a couple of minutes and found fire coming out of one of the dryers, which was beginning to extend into the wall and duct work attached to it.”

The fire was extinguished and the smoke was removed. No one was injured and the cause is under investigation. The Lake Johanna Fire Department was also on the scene.

Howard William Dunleap, 19, of White Bear Lake has been charged with attempted first-degree criminal sexual conduct with a dangerous weapon and second-degree criminal sexual conduct with a dangerous weapon in connection to a Dec. 13 incident.

According to the criminal complaint, the North St. Paul Police Department responded to the area of Henry and 6th Avenue Dec. 13 on a report of a female screaming in the street while being grabbed by an unknown male. A witness reported hearing the woman say “you pulled a gun on me.”

Police subsequently located Dunleap at the Holiday Gas Station on 2099 Division Street and found he had the victim’s cell phone. The victim told police that she was at a gas station in Maplewood when she saw Dunleap standing outside. She offered to give him a ride. A short time later, Dunlap told her to pull over, and pulled out a gun. He took her wallet and forced her to do crude things.

The victim eventually was able to get out of the car and start running but Dunleap chased after her. Dunleap eventually fled the scene after neighbors started to notice something was wrong.

Dunleap faces a maximum penalty of up to 25 years in prison and/or $35,000 fine. An omnibus hearing is scheduled for Jan. 15.

The Christmas Bell

I have a friend, Phil, who several years ago suffered the unthinkable tragedy of losing his son in a swimming accident. Danny was a bubbly 6-year-old, happy as Christmas, the day on which he was born, and his death sent Phil and his wife into a deep and prolonged grief that I can only imagine.

Phil sought relief by keeping himself busy. He worked long hours at his job as a traveling salesman and volunteered for community projects at every opportunity. When his church formed a committee for a building addition, Phil agreed to help.

Phil was assigned to work with the architect designing the addition. After reviewing several different plans, Phil was attracted to one that could be modified to include a bell tower. The architect replied that the addition of the tower still fit the church’s budget, but without the bell, which would be quite expensive.

How expensive? Phil asked.

Thousands, 5-figure thousands, was the reply.

Still impressed with the idea of a bell tower and undaunted by the estimate, Phil chose the tower option and declared that he would purchase the bell himself and give it to the church as a memorial to Danny.

The project was scheduled for a late-autumn completion. Phil pledged to get the bell in time so that its first ringing could be on Danny’s birthday, Christmas morning, in a special ceremony on the most special day.

He started by looking for a new bell but was disappointed to learn there was only one foundry in the entire world, in a small town in Germany, that could cast a bell of the size and shape he was seeking. Including freight, the bell would cost twice the architect’s estimate. And the waiting time was almost two years.

Phil chose not to place an order with the foundry but remained optimistic. When the architect asked what he should do, Phil answered, “Build the tower.

I’ll get the bell.”

He began looking for a used one, making phone calls, sending letters, and searching the internet. He placed ads in newspapers and magazines. He grew tired hearing the same lame joke: “I hear there’s a nice one in Philadelphia, but it’s cracked.” He was advised to follow auctions and estate sales. Meanwhile, the church addition was built with a beautiful, but empty, tower. As Christmas came and went, Phil vowed to keep his promise to the congregation and to his son.

Then, the following spring, he got his first break. He learned of an upcoming auction in Milford, Wisconsin, a small town 200 miles away, at which a bell of an appropriate size was to be auctioned. Phil drove to Milford early on a Saturday morning in April, only to discover that the bell had been removed from the auction the week before and purchased directly by a local resident.

Phil asked to see the bell and was given directions to a nearby farm. He drove there and parked his car on the edge of a highway at the end of a long, winding driveway. The bell was at their intersection, mounted on a pedestal of stone and wood. Phil was impressed

by its austere beauty, and drawn to the engraved letters encircling it to spell out a biblical message, “For God so loved the world, that he gave his only begotten son …” Disappointed that he was deprived of a chance to bid on the bell, Phil got in his car and drove home.

Another Christmas passed. Phil’s work often took him to Wisconsin, and on one trip he passed through Milford and discovered that the bell was gone.

He drove up to the farmhouse and got out and knocked on the front door. He was met by a middle-aged man who introduced himself as the owner of the property. He told Phil that after enjoying the bell in his yard for almost a year he had sold it to the local school board. It could be seen at the local high school.

Phil went there and found it on a brick foundation at the base of a flagpole.

Again, he drove home disappointed.

With no other opportunities to buy a used bell, he returned to Milford again and again with a curiosity about this bell he couldn’t understand. When he was home, he thought about it often. Finally, on a trip through Milford one autumn day, he steered into the high school parking lot and, after spending a few minutes admiring the bell up close, went inside.

He met the school’s principal and asked if he knew the bell’s history. The principal politely said that he didn’t. “But the village librarian,” he said, “has been around longer than I can remember. She might know.”

The librarian found evidence in her records that the Village of Milford had owned the bell 50 years ago.

He had come too far to give up. So, he went to the village hall.

Had the village been the bell’s original owner, he asked the clerk? She didn’t think so. The village owned it for only a year, but she thought the bell had once hung in the tower of the First Lutheran Church on the other side of town. Before heading home, Phil decided to make one last stop.

At First Lutheran, he met Pastor Lyle Fenwell, a tall, silver-haired man who proudly professed to having been a member of the church for most of his life. He had been baptized, confirmed and married there, and after moving around the state to serve other congregations had returned to First Lutheran 25 years ago to become its head pastor in what would be his last call.

“What can you tell me about a bell?” Phil asked.

Pastor Fenwell leapt at the question. “The church had a bell once,” he said with excitement. “In 1920, 10 years before I was born, a bell was hung in the church’s tower. I know. From age 6 to 16, it was my job to ring it every Sunday morning. Oh, I remember it well, those cold winter mornings, me in my mittens.”

As he spoke, his face widened with a proud smile.

Phil noticed that the church lacked a tower.

“Where was the bell placed?” he asked.

“Well,” Pastor Fenwell said, “that’s the sad part of the story. There was a fire in 1947 and much of the original church was destroyed, including the tower.

The church was rebuilt without a tower. The bell was undamaged, and sold to the village. Then the village sold it. I don’t know what happened to it after that.”

Phil told him that the bell was nearby at the high school, and for the second time in the conversation Pastor Fenwell showed surprise. Together, they drove to see it, and along the way Phil explained his interest in the bell and his quest to build a lasting memorial to his son. They got out and the pastor walked up to the bell.

“My, my,” he said. “The memories ...” His voice trailed off and his eyes teared up as he ran his hand over the words, “For God so loved the world …” Then he straightened and expressed content that at least

the bell was still in the village.

Phil thanked the pastor and said goodbye. They stayed in touch, even exchanging Christmas cards the following year. In the summer, Phil drove to Milford and had dinner with the pastor and his wife. The pastor announced his intention to retire at year’s end.

Phil was faced with a difficult decision about what to do next, whether to continue searching or to concede that a new bell cast from German iron would be just as nice. His search was entering its fifth year.

Meanwhile, the tower at his church still stood empty.

Maybe it was time to finish the project. He gathered specifications for the bell he would purchase, and on a November morning was ready to make a phone call to a factory in Germany when, instead, he received another call.

It was Pastor Fenwell.

“Have you found a bell yet?” he asked.

Phil replied that he had not.

“Well, then, can you arrange to get a flatbed truck here next weekend?”

“Sure,” Phil said. “Why?” “Because the congregation of the First Lutheran Church of Milford has an early Christmas gift for you. They have purchased the bell from the school and would like you to have it.”

Phil was speechless, so Pastor Fenwell spoke for him. “I think it’s about time your church’s bell tower was finished, don’t you?”

Phil trembled as he tried to express what he was feeling in his heart. “I’ll accept the gift on one condition,” he finally said.

“And what is that?”

“That you be my guest on Christmas morning to be the first to ring it.”

“I graciously accept your offer,” Pastor Fenwell said.

The bell was placed in the tower two weeks before Christmas. The church bulletin on Christmas Day contained a story about the bell’s history, including the role played by Pastor Fenwell. As Phil escorted the pastor and his wife into church, he asked, “What did I do to deserve this? What compelled your congregation to be so generous to someone they’ve never met?”

“Well, I feel like we’re old friends,” Pastor Fenwell replied. “But the real reason is what you intend to do with the bell. When you told me that it would hang in a church tower, I thought that’s where it’s belonged for 50 years, in a place just like where it started. It’s going home. A little closer to heaven. It completes a circle, don’t you think?”

Pastor Fenwell was directed to stand at the tower’s base and given a pair of white gloves with which to clutch the rope hanging from above. His wife sat in a pew next to Phil, and as they listened to the bell ring, she leaned over to whisper in his ear. “When the good people of First Lutheran asked Lyle what he would like for a retirement gift, he said he wanted his bell back.”

Many journeys ended that day, not just Phil’s.

As the bell rang over and over, Phil’s heart lifted.

He closed his eyes and pictured in his mind hands pulling on the rope to create the wonderful sound he was hearing, but the hands he saw were not in white gloves; they were in mittens, the small hands of a child, a 6-year-old sending a message across time and space to another 6-year-old, connecting in a Christmas miracle.

2021. The district decreased debt service by about $9.6 million but increased by about $13 million. The district had a $200,000 bond refunding savings in October, Wald added. There was a nearly $2 million decrease due to adjustments from last year’s levy. Levies can be retroactively adjusted based on adjusted estimates.

School districts can levy up to 40 different categories

of taxes, Wald said. Most districts, including White Bear Schools, don't levy the maximum amount.

The board certified the levy after a virtual public hearing where no comments were submitted. Superintendent Wayne Kazmierczak was alone at the district center while other staff and board members tuned in virtually.

Schools plan for in-person elementary learning White Bear Lake Area Schools announced that it will plan to reopen in-person learning for elementary students on Jan. 19.

Elementary students have been doing full-distance learning since the end of November. A hybrid model including in-person and at-home learning was used through the early fall.

The announcement was made Dec. 16 after Gov. Tim Walz issued guidance allowing districts to phase in elementary in-person learning in mid-January.

Youth sports practice can also resume in early January, per Walz and the district.

Middle and high school students will stay in distance learning for now, according to the announcement on the district's website. The district will reevaluate the secondary learning models in January, according to Superintendent Wayne Kazmierczak, considering local data and guidance from the Minnesota Department of Education and Minnesota Department of Health. “Thank you for your flexibility and patience as we work with this new guidance to build a safe learning plan that begins to bring students back to in-person experiences,� Walz noted.

WHITE BEAR LAKE SCHOOL BOARD NOTES The White Bear Lake Area School Board took the following action at its Dec. 14 meeting: • Heard a report on the 2019• 20 World’s Best Workforce Summary and Achievement from Assistant Superintendent for Teaching and Learning Alison Gillespie. A goal the district reached was to increase the four• year graduation rate from 88.1% to 89.4% by June 2020. “We surpassed that goal,â€? Gillespie said.

Most property owners in the White Bear Lake Area Schools district can expect to see a slight decrease in district taxes for 2021.

One factor contributing to the decrease is decreased enrollment in the district due to the COVID pandemic, Assistant Superintendent for Finance and Operations Tim Wald reported during a livestreamed school board meeting on Dec. 14.

The districtâ&#x20AC;&#x2122;s voter-approved operating levy portion of the overall levy is based on the number of students enrolled in the district, according to state regulations.

Due to the district being down about 250 projected students, that part of the levy decreased by about $700,000, Wald explained.

Most homeowners will see just a slight decrease in the districtâ&#x20AC;&#x2122;s portion of property taxes, from about $20 to $80 per month, according to estimates. â&#x20AC;&#x153;In every home value of $600,000 or less, you actually see a decrease for 2021,â&#x20AC;? Wald said. Several factors influence property taxes, including home value estimates, he noted. Homeowners should have received information on their personal property taxes in November. Many commercial properties can also expect a decrease.

The decrease in the levy could cause budget issues for the district next year when enrollment may again increase. The levy does not necessarily align with the budget for the next school year, Wald said.

Overall, the levy will increase about $1.1 million from about $55.9 million in 2020 to $56.9 million in

Mahtomedi schools budget and levy to increase

Following the annual truth in taxation hearing, the Mahtomedi School Board at its Dec. 10 meeting fi nalized the 2020 pay 2021 levy it proposed back in September.

After a presentation from Jeff Priess, director of fi nance and operations, followed by a public comment period, the board approved the fi nal levy in the amount of slightly more than $15.15 million. This levy represents an increase of 2.15% from last year's levy.

The levy provides the district funds for the 2021-22 school year and fi scal year beginning July 1, 2021.

As promised in September, homeowners will see an increase in the market value of their homes and in the school district portion of their property taxes. According to fi gures provided by Washington County, the 2021 residential market value has increased by 4.31% from 2020.

That means that a home valued at $250,000 for taxes payable 2020, having paid $1,397.04, will be valued at $260,775 for taxes payable 2021 and pay $1,429.99. The tax bill will increase by $32.95, or 2.36%.

A home valued at $500,000 in 2020, having paid $2,794.08, will be valued at $521,550 in 2021 and pay $2,859.98. The tax bill will increase by $65.90, or 2.36%.

Property taxes provide the school district with 28% of its sources of revenue. The State of Minnesota provides 60% of the district’s revenues; federal sources provide 4%, and other local sources provide 8%.

In other action, the board: • Heard an overview on the general fund and revised budget from Priess. The board approves a revised budget (general fund only) based on updates to information and estimates — such as salaries, wages, benefits and enrollment — that were not known at the time of the preliminary budget development. For example, during the 2019-20 fi scal year, actual revenue

sources were $42,276,195, with a surplus of $1,890,034, compared with revenues spent. The 2020-21 preliminary budget presented in June amounted to $42,778,204, and the revised 202021 budget is now at $43,587,521. The preminary 2020-21 budget showed a surplus of $280,843, and the revised 2020-21 budget shows a surplus of $310,245. The board will adopt the revised budget in January.

• Following a presentation, approved the 20192020 fi scal audit. Jim Eichten from MMKR, the district's certified public accounting fi rm, presented the audit. The audit opinion for the fi scal year ending June 30 was clean and the highest audit opinion the district could receive, Priess said. State law requires that a school district publish a set of audited fi nancial statements.

The fi nancial statements are above and beyond the normal statements the district is required to prepare, Eichten said.

• Formally accepted $4,817.22 in donations over the past month. Highlights include $2,000 from the Mahtomedi Parent Teacher Organization (PTO) to Wildwood Elementary for recess equipment and $1,300 from the PTO for the Wildwood Elementary Music Program.

• Approved a resolution fi lling a school board vacancy by appointment. On Nov. 19 the board interviewed candidates and unanimously chose Tony Vosooney to replace Mike Chevalier.

Vosooney's appointment begins Dec. 21, and his fi rst meeting will be Jan. 7.

• Discussed the board member calendar for December and January. Board Chair Lucy Payne highlighted two events in January — the AMSD legislative preview on Jan. 8 and the MSBA leadership conference, scheduled for Jan. 14, 21 and 28.

• Heard an overview of school board members' responsibilities from Payne in preparation for the Jan. 7 organizational meeting. As the board will be seating two new members, vacancies have opened up on the slate of committees. Current members were asked to study the list and note any preferences, and incoming members

will be mentored in their review of committee assignments. The board chair will designate committee appointments based on preferences and sound representation.

• Heard the Safe Learning Plan update from Superintendent Barb Duffrin and reviewed current COVID-19 data from Washington County.

The case numbers had been climbing sharply from late-summer fi gures of fewer than 30 cases per 10,000 population. Over the past two weeks, however, case numbers have started to decline.

During the period from Nov. 8-21, case numbers were 155.97 per 10,000. However, during the the two-week period from Nov. 15-28, case numbers were 132.48 per 10,000. Distance learning for all students is required for more than 50 cases per 10,000. No date has yet been set for a return to hybrid learning.

• Recognized outgoing Board Member Judy Schwartz, who has served on the board for 32 years. Schwartz was a calm presence during difficult times, Duffrin said. Schwartz also kept the conversation focused and kept meetings moving along, Payne added. Duffrin displayed a school bell, which she will present to Schwartz at a later date.

• Heard an update on Mahtomedi Community Education from Director Kate Andersen. Updates included current programs, the impact of the COVID-19 pandemic, the annual report and upcoming programming.

• Heard a report from Student Representative Ismail Bah, who gave updates on the short list of virtual events at all the school buildings following the return to distance learning. He thanked teachers, parents and staff for their hard work during the distance-learning era.

• Adjourned to a closed meeting to discuss a personnel matter pursuant to Minnesota Statute 13D.05, Subd. 3(a) and conduct the superintendent’s mid-year review.

The board next meets at 7 p.m. Thursday, Jan. 7, by videoconference.

MAHTOMEDI CITY COUNCIL NOTES The Mahtomedi City Council at its Dec. 15 meeting took the following action: • By a vote of 4-1 (Council Member Jeff Ledermann opposed) passed a resolution providing for the supplemental vacation of a street easement pursuant to Minnesota Statutes 412.851 and 462.358, Subd.

7. A public hearing on the vacation of an alley in the Hanson Addition was held prior to the vote; no one spoke. At the Sept. 15 meeting, council approved the vacation of the city-owned alley from Griffi n Avenue to 904 Warner Ave. Due to errors in titling and description in the document fi led with Washington County, statute dictated the action be redone, City Attorney Bridget Nason said. Ledermann said he opposed the original vacation because the alley was beneficial to the trees on it and created an open space that could be used as a trail.

• Unanimously approved the joint powers agreement (JPA) with North East Metropolitan Area Municipal Internetworking Collaborative – Metro-INET, effective Jan. 1. Council also approved Finance Director Scott Schaefer and City Clerk Jerene Rogers to serve as directors on the board.

A new internet technology (IT) complex has been formed to serve 44 municipalities throughout the Twin Cities with user support, hardware, network and assistance.

The city will need most of 2021 to fully transition into the Metro-INET JPA at a cost of $56,521; more administrative costs are expected in 2022. City Administrator Scott Neilson noted that until recently, the fi re department, public works department and City Hall each had separate servers. “The level of expertise is wonderful for what we're getting, and it keeps costs down,” he said.

• Approved a five-year professional services agreement with WSB for engineering and planning services. WSB has proposed a retainer-type of agreement at a rate of $3,000 per month for engineering services and $4,500 per month for planning services. WSB will impose a cost increase of 3% during each year of the agreement.

Other services will be billed on an hourly schedule at a rate of $59 to $197 per hour. Under this new structure, the city expects to save approximately $30,000 annually for engineering and planning.

• Approved an ordinance temporarily prohibiting the use of pervious pavers as a substitute for a pervious surface. For many years, the city has allowed property owners to use so-called pervious pavers, which are designed to allow water to seep through the surface, to pave more of their property over even after exceeding the allowed surface area of impervious pavement. The pervious pavers have become impervious over time due to poor maintenance, City Engineer John Sachi said, and have allowed more runoff to occur. The city won't outlaw pervious pavers, but won't count them as a pervious credit, he noted.

• Passed a resolution accepting the feasibility report and calling for a public improvement hearing for the 2021 street improvement project. Council also gave staff direction to return to the Jan. 19 meeting with ways to fund future trail improvements to accompany street improvements. The $1.2 million project will cover a wide cross section of streets from various parts of the city, Engineer Nick Guilliams said. It will be paid for with $424,000 from the street improvement fund; $88,000 from the water fund; $84,000 from

the sanitary sewer fund; $18,000 from the city of Willernie; $16,000 from the storm sewer fund and $624,000 from special assessments.

Public improvement hearings are planned in January, bid opening in February, and construction is anticipated in the summer. Assessment hearings are planned in October.

• Approved the audit letter of engagement with CliftonLarsonAllen for the 2020 audit at a cost of $36,500.

• Passed a resolution approving the donation of $9,888.14 for the Southwest Park Playground (Aaron's Playground).

• Passed a resolution approving the acceptance of gifts for the fi re department.

• Approved a waiver and accumulation of vacation for the city administrator. Due to the COVID-19 situation, the city administrator requested approval to carry over approximately 69 hours of vacation time to be used in 2021.

• Approved an agreement with Northeast Youth and Family Services, a nonprofit social service agency whose mission is to meet the unmet developmental needs of at-risk youth and families within their community environment.

The city will pay $16,080 for services in 2021, an increase of 14.7% from 2020.

• Scheduled a work session for Jan. 19 at 5:30 p.m. to discuss survey questions.

• Approved construction pay voucher No. 7 for Phase 4 West – Historic District improvements for $54,411.34 to Geislinger and Sons Inc. • Approved construction pay voucher No. 7 for $82,055.97 to Meyer

Contracting Inc. for the 2020 street improvement project and the Birchwood Road/Lost Lake Court project.

• Approved construction pay voucher No. 5 in the amount of $85,534.11 to Park Construction Company for the Bevins, Bichner and Talahi Utility Extension project.

• By resolution, approved amendments to the Municipal State Aid Street System. These amendments include revoking Quail Street from Mahtomedi Avenue to Briarwood Avenue and adding Warner Avenue from Stillwater Road to the south junction of Dahlia Street and Warner Avenue.

• Passed a resolution committing the general fund balance to fund incomplete construction projects.

These projects consist of interim construction fund projects that remain open.

• Approved the five-year contract, ending Dec. 31, 2025, and HIPAA agreement with Expert T Billing for ambulance billing services.

• By resolution, approved the publication of a summary ordinance adopting the 2021 city fee schedule.

• Heard a report from Public Works Director Bob Goebel that the twoday deer bow hunt that began Nov. 30 yielded four mature does. The venison was donated to an area resident and the Asian Food Shelf.

At last count, the herd contained 27 deer. With the taking of the four does, the herd will contain 8-10 fewer fawns come spring.

The council next meets at 7 p.m. Tuesday, Jan. 5, at City Hall, 600 Stillwater Road, or by videoconference.

Foundation shares its wealth as founding chair steps down

WHITE BEAR LAKE â&#x20AC;&#x201D; A mission to inspire philanthropy and enrich lives of those who share the lakeâ&#x20AC;&#x2122;s shores continued in 2020 with the Greater White Bear Lake Community Foundationâ&#x20AC;&#x2122;s (GWBLCF) announcement of grant recipients.

The foundationâ&#x20AC;&#x2122;s outgoing chair, â&#x20AC;&#x153;Mr. White Bear,â&#x20AC;? was also feted and the incoming chair introduced at its Dec. 17 â&#x20AC;&#x153;Holly Jollyâ&#x20AC;? virtual meeting.

Normally, the annual December grants announcement is made at the White Bear Country Inn. The pandemic changed the venue to Zoom, and more than 80 people attended to celebrate the awards and toast Bill Foussard, who is stepping down as founding chairman.

Vice Chair Carol McFarlane, who has headed the Community Partners Fund since the start, will take over the reins from Foussard. She offered a glimpse of the foundationâ&#x20AC;&#x2122;s work, which this year, â&#x20AC;&#x153;a year like no other,â&#x20AC;? she said, raised $50,000 for the partners fund and $76,000 for community recovery â&#x20AC;&#x201D; a new fund to offset the impact of COVID-19. â&#x20AC;&#x153;It was my honor to lead the grants committee again this year,â&#x20AC;? noted McFarlane, a White Bear native and former legislator. â&#x20AC;&#x153;In addition to our program and project grants this year, we widened our reach to allow organizations impacted by the pandemic to apply for operating grants. There were 11 that received $23,500 (for programs and projects) and 10 received operating expense grants totaling $27,250.â&#x20AC;? A list of recipients is provided in the sidebar.

Since its inception in 2015, the GWBLCF has raised $5 million in donations with $3.4 million in assets under management. The Community Partners Fund and Community Recovery Fund has granted $200,000 during that time frame.

Hanson said, noting that the foundation made that effort more attainable.

The society has also been a â&#x20AC;&#x153;proud recipientâ&#x20AC;? of foundation grants to replace windows at the Fillebrown House, add historical markers at the old Town Hall and rehouse archives. â&#x20AC;&#x153;We believe strongly in the foundationâ&#x20AC;&#x2122;s mission,â&#x20AC;? Hanson asserted. â&#x20AC;&#x153;It truly wouldnâ&#x20AC;&#x2122;t be here without the passion and vision of Bill Foussard. His enthusiasm and belief that we all do better when we all do better is unparalleled.â&#x20AC;?

In a toast to Foussard, Zoom participants raised their Bill on a Stick (obtained by mail prior to the event) and filled the â&#x20AC;&#x153;chat roomâ&#x20AC;? with accolades.

Foussard, a business owner (the White Bear Country Inn and Rudyâ&#x20AC;&#x2122;s Redeye Grill) who typically downplays his role in the community, said it takes a talented team to accomplish lofty goals. And

speaking of goals, the outgoing chair set a new foundation target of $10 million in assets.

Foussard firmly believes that is attainable, retelling a story of how he got the idea for a White Bear foundation back in 1985. He was talking to business leaders seated at a table in his St. Cloud hotel restaurant. They told him they were starting a community foundation. Today, 35 years later, that foundation is worth $125 million.

Those who said a few public words about Foussard during the toast had similar themes: his commitment to the area and his boundless energy. Rotarians Nancy Oakes and Kevin Donovan said, respectively, their friend was an â&#x20AC;&#x153;icon of White Bear Lake, next to the big bear,â&#x20AC;? and â&#x20AC;&#x153;if there is good happening in our community, Bill isnâ&#x20AC;&#x2122;t far away.â&#x20AC;?

McFarlane called Foussard a â&#x20AC;&#x153;visionary and cheerleader for the area. I donâ&#x20AC;&#x2122;t know what weâ&#x20AC;&#x2122;d do without him,â&#x20AC;? she said, quickly adding that he will remain on the board of directors.

For their kind sentiments, the St. Paul guy admitted he loves White Bear. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s such a cool town,â&#x20AC;? Foussard said. â&#x20AC;&#x153;Thanks for letting me be part of it.â&#x20AC;?

Water Gremlin waits on permit for solvent-free coating process

WHITE BEAR TOWNSHIP — Water Gremlin’s patent-pending coating process that emits almost zero pollutants has to wait a little longer before getting approval from the Minnesota Pollution Control Agency (MPCA).

The battery terminal maker applied to the state Sept. 28 for what’s called a minor permit amendment that allows one of its 23 coating machines to switch to ultraviolet light (UV). A solvent called Fluosolv, which uses tDCE, would no longer be used in that coater.

Water Gremlin says the move reduces plant emissions of volatile organic compounds (VOCs) by 25%.

Any change in a permit holder’s process requires an application for MPCA review. Minnesota rules require that MPCA issue a minor amendment within 90 days of receipt of an application. In Water Gremlin’s case, the agency needs more time to accept and review public comments, a deadline for which ended last week. A decision isn’t expected until early next year.

“If MPCA believes there will be public concerns, we ask for comment,” explained Sarah Sevcik, air permit engineer. “We know this community has concerns about changes at Water Gremlin and we want to make sure you have input on this decision,” she told those attending a virtual meeting Dec. 10.

Water Gremlin switched to tDCE when the Legislature banned TCE earlier this year. Both TCE, a carcinogen, and tDCE are VOCs regulated by MPCA. Since making the switch, the manufacturer has been researching alternatives to the solvent that are VOC-free.

The UV process is one of its most promising.

In a community Zoom meeting earlier this month, Water Gremlin President Scott Schulz said the company’s longterm goal is to eliminate VOCs. “Today, we have made substantial reductions in our solvent usage. This has primarily come from using water-based materials; however, the process doesn’t work for all applications, so we continue to develop alternatives.”

The company has been working the past three years to develop a UV process that is nearly 100% VOC-free. The method involves spraying a plastic-like material on battery terminals and instantly curing it with UV light.

Schulz said neighbors were invited to tune in to the prerecorded presentation to hear independent and uncompensated experts talk about UV technology. “Our hope was, and is, that better communication and knowledge will help with the objective of rebuilding trust and confidence in Water Gremlin,” he stated. “Plus, we learned from prior experience that we needed to do a better job of explaining the significant health and environmental benefits that come with change.”

The Neighborhood Concerned Citizens Group (NCCG) called the company’s effort to reach out “encouraging after almost two years of silence.” However, many questions remain unanswered, said spokeswoman Sheri Smith.

“We want to understand how Water Gremlin and the MPCA plan to properly monitor and control the new chemical,” Smith added, specifically how the company will ensure particulate matter will not escape the facility.

Particulate matter is the overspray that occurs in the coating process. One of the experts in Water Gremlin’s presentation was Mike Idacavage, an environmental science professor at the State University

of New York. He pointed out that overspray is easily captured in industrial spray booths and no more harmful than coatings found in a hardware store. UV is used in thousands of applications, he added, including dental fillings, vehicle headlamps and floor coatings.

Rita Loof, with the UV trade group RadTech International, also presented on behalf of Water Gremlin. She said UV products do not evaporate, unlike conventional coatings, and no VOCs are generated. Therefore, there is no need to install air control pollution devices.

MPCA’s Sevcik is working on the minor amendment. She has “a lot of ongoing concerns for this facility,” she said. The engineer showed a slide of before and after VOC air emissions with the UV coater, explaining that the 7.03 pounds per hour of VOC is equivalent to 30 tons per year; the 0.006 pounds per hour is equivalent to 0.03 tons per year.

Isobornyl acrylate is the largest component of VOCs after the change to Coater No. 6. The rates allowed under the permit keep risk below its health benchmark, Sevcik said. Health concerns are unknown. Particulate matter was not a calculated emission but based on modeling.

“It’s (the UV coater) really a significant step to reducing solvent emissions from the facility,” Sevcik added. It does not eliminate tDCE from the facility.

Water Gremlin President Scott Schulz talked about a new coating process at the plant that eliminates the need for solvents.

About 500 households were invited to the company’s presentation earlier this month.

Fourteen people attended the webinar.

Air Inspection Manager Kari Palmer noted that levels of particulate matter are expected to be very low, meaning ambient air monitoring will not be necessary in the minor amendment. “Particulate matter 10 and 2.5 is not significant,” she said. MPCA is not currently monitoring for particulate matter in ambient air.

Doug Wetzstein, industrial division director, assured the company’s neighbors that Water Gremlin will continue to be monitored. Two ambient air monitors were removed — one at Birch Lake Elementary and one at Columbia Park — but five remain at the facility.

“A year of monitoring measured low to no TCE or tDCE at these two locations,” Wetzstein reported. Water Gremlin is required to continue monitoring for the chemicals near its facility for MPCA review. Soil and water investigations also continue both on and off site for both lead and VOCs; the administrative order and stipulation agreement remain in effect.

The amendment will be folded into Water Gremlin’s major MPCA air permit, expected early next year.

NCCG’s Smith said the group is concerned other actions initiated by Water Gremlin will detract from the importance of the major permit which, she adds, is long overdue.

They were on the north end of the lake. In bright sun, with no snow, the ice was a clear, polished sheen. Smith didn’t see a pressure ridge, which pushes the ice down and leaves open water.

“I went straight into open ice,” he said. “Mike Bradley and Bill Reed were sailing right behind as I went in at about 40 mph.”

Due to thick clothing, including a float coat, he did not feel severe cold from the water. Having watched a safety video on You Tube with fellow ice boaters multiple times, he and his companions knew what to do.

“First, stay calm. Then, swim to the edge of the ice. Take two deep breaths.”

He pulled out the ice picks he carries and stabbed them into the ice and pulled himself out.

“So thankful to have good equipment including a float coat, ice picks and throw line,” he said.

“With the float coat and ice picks, I was able to get out of the water and on my own fairly quickly.”

Bradley let him take his boat to go home, warm up and change clothes. Hypothermia had started to set in, but a warm shower took care of it. After texting the others, he returned to the scene and the three of them pulled the boat out of the water.

Reed had his canoe and rescue rig ready to go on his trailer.

“So nice to have good friends that spent the rest of the day helping me get the boat out of the water and back again sailing,” said Smith.

Unfazed by the incident, he has continued to sail every day. But he added, “The public needs to understand the danger of this circumstance

and respect how little time one has in the water before hypothermia takes away one’s ability to get themselves out.”

He made this list of safety tips for anyone on the ice, whether they are skating for fun, playing hockey, ice fishing or ice boating: • Wear ice picks to pull yourself out in the event of falling through.

• Wear floatation. A float coat is preferred, but a life jacket works.

• Check ice depth throughout the area of usage for at least 4 inches, following safety guidelines for ice depth and weight. See the DNR chart below.

• Look for pressure ridges or surface variation that can be a clue to unstable ice. This should be done each time you go on the ice, as wind and temperature changes can create openings that were not there the previous day.

• Make sure you have good visibility. Going out at night, in fog or in heavy snow makes it hard for you to see unstable ice and for others to help you.

• Communicate your intentions to others with details of where you are going and when you’ll be back.

• Go on the ice with other people. This is safer and more fun.

• Carrying a throw line is helpful to rescue someone else or throw to someone to help you out of the water.

• Carry a cell phone. This can be a life saver in a crisis.

1st COVID-19 vaccines arrive in Minnesota

The fi rst shipments of COVID-19 vaccines arrived in Minnesota last week, and more are on the way, offering a glimmer of hope that the end of the pandemic may well be in sight.

Gov. Tim Walz laid out the state's distribution plan in a recent press conference. Frontline health care workers and residents of long-term care facilities will be the fi rst to receive the vaccine and could be vaccinated as soon as the end of the month.

The vaccines come from two manufacturers, Pfi zer and Moderna, which have both sought emergency use authorization from the Food and Drug Administration (FDA). The agency gave the green light to the Pfi zer vaccine late Friday, Dec. 11, and is expected to do the same with the Moderna vaccine within the coming days.

Approval comes as good news

following a week where the state's death toll from COVID-19 surpassed 4,000.

“This day is real … It's happening. It is ready,” Walz said of vaccinations. However, he encouraged Minnesotans to remain cautious.

“We are at the worst part of the worst part of this pandemic,” he said. “Just because this vaccine is coming now, it is not a panacea to get through this.”

Minnesota is expected to receive 183,400 doses by the end of December, which is not nearly enough to cover everyone in the state. Accordingly, those early vaccinations will fi rst go to health care workers and long-term care facility residents, following a recommendation made by an advisory group to the Centers for Disease Control and Prevention.

All Minnesotans will be able to get vaccinated for free, but officials caution that availability will not be widespread for some time.

“Vaccine will be rolled out in a phased approach, and this is be-

cause we won't have all the vaccine that we need or want right away,” said Kris Ehresmann, Minnesota Department of Health (MDH) infectious disease and control director.

After health care workers and long-term care residents, officials anticipate that essential workers— including teachers, fi rst responders, public transit workers and others— will be next in line, per guidance from the National Academies of Sciences, Engineering and Medicine on equitable allocation. People with underlying health conditions and/ or those 65 and older are expected to follow.

Both the Pfi zer and Moderna vaccines require two doses within roughly a month of each other, so an individual who gets vaccinated will not be immune from COVID-19 right away.

“If you consider that it takes our body's immune system a little while to develop immunity, we're saying that it takes about six weeks from the time someone receives their fi rst

vaccine and when they might expect to have protection from COVID,” Ehresmann said.

As the state rolls out its vaccine distribution plan and Minnesotans wait to get vaccinated, officials recommend continued precaution against contracting and spreading coronavirus, particularly mask-wearing and social distancing.

“It will be probably six months before this humongous vaccine campaign is really well underway,” said MDH Commissioner Jan Malcolm. “We are not going to stop our efforts until everyone is vaccinated that wants to be, but in the meantime, we ask for your patience and your continued collective work and individual work to do the things we know will slow the spread of this virus.”

Gallatin, Roed sign with colleges; families have long Bear hockey history

Owen Gallatin and Lleyton Roed, members of two Hugo families who’ve been long intertwined in White Bear Lake hockey, recently signed with Division I teams.

Roed, a forward, committed to Bemidji State University. Gallatin, a defenseman, committed to University of Minnesota-Duluth. Both are seniors playing juniors hockey this year, Roed with Minnesota Magicians and Gallatin with Fargo Force.

“They've been friends since they were about four years old. They won the Bantam AA state tournament together as Bears, played summer hockey together, and are best friends,” said Dan Gallatin, Owen’s father.

The boys started playing together in kindergarten. They last skated together in the winter in eighth grade when they led the Bantam AA team to the state title.

Gallatin moved to the Bears varsity team in ninth grade, then left home to play in the USA Hockey’s National Team Development Program in Michigan as a sophomore and junior. Roed joined the

Bear varsity as a sophomore and led the team in goals the past two seasons, totaling 38 in 55 games.

“This is their time,” said Dan Gallatin.

But he also provided a chronology of the two families and all the members who played for the Bears.

“It is an interesting reflection on the deep history of White Bear Lake hockey and the family bonds created by it,” he said.

The first two were Tony Roed (Lleyton's uncle), a goalie, who graduated in 1992, and Dan Gallatin, who graduated in 1993.

Peter Roed (Lleyton's dad) and Randy Gallatin (Owen's uncle) graduated in 1995. Both played minor league pro hockey after high school. Peter, drafted by the San Jose Sharks in the second round, played a long stretch in Germany.

Shawn Roed (Lleyton’s uncle), a 1997 White Bear Lake graduate, played for the Minnesota Gophers for a semester and played minor league pro hockey.

He also played on the first ever USA Hockey’s National Team Development Program.

Currently, Randy Gallatin’s son Grady is a Bear sophomore. Two sons of Peter Roed and one son of Shawn Roed play in

the youth program.

Mickey Stockness, senior outside back defender, was a key member of the Mahtomedi girls soccer team that posted an 8-2-1 record. “She anchored our defense this year, as well as scored a goal and had a few assists,” said coach David Wald. “Mickey combines speed and strength that allows her to beat opponents on the outside and set up teammates in front of goal.”

Stockman, 5-9 and 135 pounds, was the leader of a defensive corps that yielded just six goals in 11 matches, including five shutouts, as the Zephyrs captured the Metro East Conference title and placed second in Section 4A. Stockness, who also plays basketball, will continue her soccer career at Concordia-St. Paul.

Austin Luecke, White Bear Lake athlete who qualified for the World Axe Throwing Championships, reports he had a good meet.

“The tournament went quite well, as I placed 13th in Big Axe and 33rd in Hatchet, although I didn't make it onto ESPN,” said Luecke, 25, about the competition in Atlanta Dec. 4-6.

Luecke, five-time league champion at the Big Axe club in Minneapolis, qualified by ranking in the 128 in the world for Standard Axe and top 64 in Big Axe. He was recently featured in the Press as one of the top metro throwers in this growing sport.

Luecke was disappointed to have a poor opening round in Big Axe that dropped him into the B bracket, but came back strong.

“I normally throw big axe without stepping, and threw so bad my first match that I changed my throw on the fly, and started stepping into my throws — and managed to win the next four matches.”

Hoping to qualify for a 2021 pro league in hatchet, he didn’t place high enough, but is pursuing other avenues to qualify.

State High School League. The league announced later that day that winter sports may start practice Jan. 4 while the first date for competitions was not yet determined.

Erich Martens, MSHSL executive director, stated: “While we recognize that our students, coaches and families are anxious to return to activities and athletics, the Jan. 4, 2021, date aligns well with many member schools’ calendars as they return from extended breaks.

This opportunity to participate in athletics and activities also comes with great responsibility. It is critical that all students, coaches, directors and officials maintain the highest standard of health and safety, both in and outside of school. Everyone must actively share the responsibility of reducing the spread of COVID-19 and keeping themselves and others safe and healthy.”

Luecke competes at axe throwing world meet

White Bear Lake and Mahtomedi intend to start winter sports practices on Monday, Jan. 4, the date designated by Gov. Tim Walz last week in his Executive Order regarding the state’s response to COVID-19. Winter sports include basketball, hockey, wrestling, alpine skiing, nordic skiing, gymnastics, dance team and boys swimming and diving.

“Currently we are scheduled to start with practices on January 4th. At this point there is no guidance on when we will be able to start competitions,” said Brian Peloquin, White Bear Lake activities director.

“We are hopeful we will be able to begin on January 14th, which allows for the standard 10 days between the first practice and first competition per MSHSL

bylaws. My biggest concern right now is that pools are closed. With Boys Swim and Dive scheduled to begin on January 4th, all high schools are currently without the ability to use their pool for practice.”

Aaron Forsythe, Mahtomedi activities director, also confirmed: “We're starting practices on January 4th, and will play games as soon as we're allowed to.”

Gov. Walz’s original four-week shutdown of school sports, restaurants, fitness clubs, and other aspects of life, issued in November, was due to expire on Dec. 18.

The governor updated his orders on Wednesday, Dec. 16.

"This is a killer virus that we've learned much about and have a lot of tools to fight," Walz said, "but we've got a little left to fight."

Social distancing is no obstacle for Christmas Bird Count

Bird nerds, rejoice: Not even COVID-19 can break a winter tradition 121 years in the making. The annual Audubon Society Christmas Bird Count will go on in the Northeast Suburban area on Dec. 26, with some alterations to reduce the risk of virus transmission. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really the perfect isolation activity because itâ&#x20AC;&#x2122;s just people and birds,â&#x20AC;? said Jim Howitz, Christmas Bird Count coordinator for the Northeast Suburban region. The Northeast Suburban region is centered on Withrow and includes areas of Hugo, Marine on St. Croix, Stillwater and White Bear Lake.

A few bird counts wonâ&#x20AC;&#x2122;t be happening this winter on account of pandemic precautions, but many counts plan to go forward. In past years, the bird count has included some in-person volunteer meetings to strategize routes or join up for lunch or potluck afterward. This year, in-person gatherings are canceled, and carpooling is only allowed among existing social pod groups, such as family members who share a household.

Volunteers who come from separate households may participate in a caravan of vehicles as long as they maintain social distancing outside and wear masks. This separation is a challenge to newer counters, who are supposed to go into the field under the guidance of more experienced birders. For anyone wanting to participate for the first time, Howitz recommends staying home to conduct a feeder watch instead. This is also one of the cozier options, as the bird count has been beset by cold drops in the weather and freezing rain in the past few years.

The Christmas Bird Count allows average citizens to be a part of long-term data that can help scientists understand the lives of birds and their wider ecosystems.

This winter may be a particularly interesting one for bird counters, as many have noticed large numbers of birds from the far north in the Twin Cities area this fall. These include pine siskins, redpolls and evening grosbeaks. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve noticed that a lot of good birds are turning up, which means there are people there to find them,â&#x20AC;? Howitz said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a really good isolation activity. You can go out with one or two people or by yourself, and a lot of people really need to just get out. Birding is a very rewarding yet solitary activity.â&#x20AC;?

Itâ&#x20AC;&#x2122;s also a good way to look closer and get to know the ecology of your local neighborhood.

The trends are a lot more accurate as the counters get better at finding birds,â&#x20AC;? Howitz said. â&#x20AC;&#x153;Once youâ&#x20AC;&#x2122;ve found a good bird in a spot, you always go back. It works. I got bluebirds at Cedar Creek maybe 20 years ago, and then a few years ago, there they were again.

The habitat was good. It makes sense. If youâ&#x20AC;&#x2122;ve got bushes or something with a lot of berries, or food for cattle or chickens, it makes sense youâ&#x20AC;&#x2122;ll find birds.â&#x20AC;?

Frank â&#x20AC;&#x153;Mooseâ&#x20AC;? Goheen was born in Saint Paul on February 9, 1894, but the family soon moved to White Bear Lake where he grew up and learned the game. After playing on White Bearâ&#x20AC;&#x2122;s team, he joined the St. Paul Athletic Club.

The Athletic Club and other community organized teams were the highest level of play available in the U. S. at the time. Moose would go on to compete in the ďŹ rst Olympic Ice Hockey games in Antwerp, Belgium in 1920 where the USA brough home the silver medal.

Nyquist filmed, edited and produced the film, composed and recorded the musical score and provided the narration. The festival will be held online Feb. 18 through March 1.

Vadnais Lake Area Watershed Management Organization (VLAWMO) is pleased to announce the 2020 winners of its annual award program, which celebrates success stories and partnerships in water resources education, management, and planning.

Ceci Shapland of Vadnais Heights received the Water Steward Award. Shapland has volunteered 180 hours toward service projects and education programming as a VLAWMO volunteer, is certified as a Minnesota Water Steward with the Freshwater Society and helped complete the Junior Watershed Explorer booklet for children.

She has also coordinated a summer neighborhood garden tour, led a native plant swap, and led storm drain cleanup and labeling efforts.

Connie Taillon of White Bear Lake received the Watershed Partner Award. Taillon volunteered 120 hours to help implement the Birch Lake Fourth Street and Otter Lake Road sand-iron filter. She helped the city of White Bear Lake with a feasibility study, site survey and acquisition of a vacant property. The sand-iron filter reduces nutrients flowing in with stormwater runoff, which helps

They say weâ&#x20AC;&#x2122;re all kids at heart and become more so as we get older, so Iâ&#x20AC;&#x2122;m taking that advantage in writing to you. Iâ&#x20AC;&#x2122;m sure you have been busy all year getting ready for this Christmas, but Iâ&#x20AC;&#x2122;m sure even so youâ&#x20AC;&#x2122;ve noticed itâ&#x20AC;&#x2122;s been a tough year for kids and their parents everywhere around the world.

With this in mind Iâ&#x20AC;&#x2122;ll keep my list short to only one thingâ&#x20AC;Śwell, ok, maybe two things.

First, could you get me a vaccine against COVID-19 so that I and other older kids like me can stop being so afraid of going out in the community? It sure would be nice to go back to spending some money in our stores and restaurants, to see our friends faceto-face, and be able to hug our grandkids again (remember, I told you I was an older kid). This one thing would be really neat, Santa, so please give it your best shot.

I know I mentioned a second thing, which is kind of a big thing too, so I can understand if this might need to be shared among kids of all ages including mine. Can you give us some sort of peace so that ½ of us are not so angry with the other ½? I gotta leave this to your creative imagination, maybe a group effort with the elves involved.

Iâ&#x20AC;&#x2122;m not very truthful, Santa. There is actually a third thing Iâ&#x20AC;&#x2122;d like â&#x20AC;&#x201C; Iâ&#x20AC;&#x2122;d like to be alive in 2021. If you work really hard on my ďŹ rst thing then this one might be really easy. Youâ&#x20AC;&#x2122;ve got your work cut out for you this year, thatâ&#x20AC;&#x2122;s for sure. Good luck on making your deliveries in time for Christmas. Iâ&#x20AC;&#x2122;ll leave an extra facemask with the milk and cookies. Please take it even if you have one, then you can give it to someone who needs one.
