If you think this sounds like a verse of “The 12 Days of Christmas,” you’re not far off—it’s a list of last year’s results of the annual north suburban Christmas Bird Count, a holiday tradition as time-honored as Christmas cards and snow angels.

The National Audubon

Society organizes the Christmas Bird Count (CBC) in communities across America, Canada and South America; all of which take place in December or January.

The tradition began in 1900 at the suggestion of an ornithologist who thought that the practice of Christmas day bird hunts might be better replaced with bird observation instead.

Sports dome proponents draw up wish list

VADNAIS HEIGHTS — The “Save the Turf” group advocating to repair the Vadnais Sports Dome is quickly getting its ducks in a row, so to speak.

At the group's second official meeting earlier this month, coaches, club representatives and soccer moms gathered to draft a dome wish list for the Ramsey County Board of Commissioners.

“We are asking the board to consider the dome from our perspective,” said Shannon Hartinger, spokesperson for the group and developmental director for the White Bear Soccer Club.

They figure the county has three options: return the damaged dome to the way it was before the April snowstorm (preferred); downsize to accommodate more parking; or move it somewhere else in the northeast metro. If it is moved, the group feels it would make sense to erect a dome with a removable roof.

That way it can be used during the summer months and bring in year-round income.

“Time is getting away from us,” said Hartinger, who worries that the county isn't moving quickly enough on a decision, as clubs and softball leagues scramble to find indoor turf elsewhere.

Fighting cancer from the tennis court LAKEVILLE — Each August, over 110 of the area’s top men’s and women’s tennis players take to the courts at Life Time in White Bear Lake for the Pine Tree Apple Tennis Classic (PTATC). The annual mixed-doubles tennis tournament raises funds for childhood cancer research at Children’s Minnesota.

On Dec. 13, the Pine Tree Apple Classic Fund Board presented Children’s Minnesota staff with a check for $260,000 from funds raised at this year’s PTATC. “In this 33rd year of the PTATC and first operating as our own nonprofit organization, we’re thrilled to make this contribution to Children’s Minnesota on behalf of our PTATC 2018 players, sponsors and donors,” said Kevin Werwie, PTACF president. “This is the second-largest fundraising year in our event’s history.”

Funds raised by the PTATC support research to find better ways to treat children with cancer and to keep them active and strong during and after their treatment.

Since its inception in 1986, the PTATC has raised more than $5.5 million for cancer research at Children’s Minnesota.

The story of the Pine Tree Apple Tennis Classic (PTATC) is an amazing one. Ron and Mary Ann Peterson created the PTATC in 1986 when their 12-yearold daughter Julieann was diagnosed with leukemia.

Their mission was to raise money to provide the medical professionals at Children’s Minnesota a means and a way to research, while still being able to perform the crucial efforts of treating children with cancer.

At that time, there were no meaningful tumor registries and protocols for how to treat many cancers with a high degree of success. The Petersons wanted to give back after receiving such great care for their daughter and contribute towards the fight to end pediatric cancer. The Jacobson family of the Pine Tree

White Bear Country Inn owner Bill Foussard plans to ring in the New Year with a bear drop from Rudy’s roof.

The owner of Rudy’s Redeye Grill and White Bear Country Inn is starting a new tradition. Borrowing the idea from the Times Square New Year’s Eve ball drop in New York City, Bill Foussard is installing a 30-foot pole on top of the restaurant from which to drop a 7-foottall white bear. The bear, sporting a top hat, will slide down the pole as the countdown begins towards midnight on New Year’s Eve. Atomic Props in Oakdale built the fiberglass bear using a 3-D routing process. The company, owned by Pat and David Pearson, has been building props for movie sets and advertisers for 35 years. They specialize in the design and fabrication of unique props and effects.

“We want to keep doing fresh things,” said an excited Foussard, who was like a kid at Christmas when the boom lifted the bear on top of the roof. He’s been mulling over the idea for about four years.

The bear will operate by remote control and will be illuminated with colored lights year-round. The hotel/restaurant owner is also hoping to have an ice bar on Rudy’s Rooftop by New Year’s.

The white bear will get some extra publicity in features Dec. 28 on WCCO’s “Mid-Morning” show and KARE11’s 4 p.m. news with Pat Evans.

The lease has been extended one year for White Bear Lake’s independent bookseller. Co-owner Susie Fruncillo said the rent is higher, at market rate, but landlord Tyler Conrad of GoodThings has agreed to pick up some of their expenses to offset the increase. “That buys us more time to look for an affordable space downtown,” she said. One possibility is the Bear Patch quilt store on Fourth and Banning Avenue, which is closing end of year. Fruncillo said they have been in contact with the building owner, John Rog of Grant, but the space is too large, so she is hoping he will subdivide.

“Our hearts have been warmed by the outpouring of support from the community,” the Lake Country owners wrote in their newsletter. “We feel the love and it will, no doubt, propel us forward with optimism in our search.” The book store, located at 4766 Washington Square, has been in White Bear Lake since 1980.

Woodworkers won’t take sawdust home After three years on the market, the Zappa’s building has sold in White Bear Township. Fred Zappa closed his sporting goods store at 5966 Hwy. 61 (behind Holiday) in 2015. The new owners, Theresa and Tom Lendway of Vadnais Heights, are turning the 10,000-square-feet of space into a do-ityourself workshop called White Bear Makerspace. Described as a shared woodworking shop for the community, it’s the fi rst of its kind in the White Bear Lake area. It will be members only, similar to a gym membership.

There will be classes and a member kitchen and lounge, in addition to a huge woodworking shop with power tools, 3-D printer, laser cutter and CND machine, a sanding room, finishing room and storage space for projects. “Eventually, members will be able to make anything here,” Tom said. Owner John Kass wanted to avoid confusion when he opened a new retail store in Maplewood Mall, so he changed the downtown location to White Bear Lake Records. Three of his best friends are managing the vinyl store: Chris Valenty, Tom Novak and Drew Miller. “The head honcho is still at Maplewood Mall,” Kass said. Looking up

I

t’s been 50 years since the historic year of 1968 came to a close, so I thought it was the appropriate time to revisit a topic that has been noted in previous columns and also in a contributed story in the White Bear Press last week.

When the stress and emotions of the season start to weigh heavy, I can still find simple pleasure in the various light displays decorating homes and yards as I drive across the area. Like interactive sculptures, the lights appear to move, flicker and twist as you roll past. Ranging from a single, small decorated tree glowing like a colorful gumdrop, to elaborate installations with thousands of lights, it appears that anyone with Angle of the spirit and desire can in some way participate in this seasonal View expression of light.

Growing up in a rural area far Paul Dols enough away from the light of an urban center, I grew accustomed to the dense cluster of stars that appeared in the night sky. I remember one of the first things I would do when I came back home to visit my parents, after being away at school, would be to look up at the sky.

The night sky in the city seemed muted and pale in comparison. I’m not suggesting that the seasonal enjoyment of Christmas lights is contributing to the loss of the night sky, I suspect urban sprawl and wasteful, sometimes unnecessary, lighting practices are more likely the culprits.

According to an article on light pollution by Andrew Fraknot at pbs.org, during power outages in large population centers in southern California, officials answered 911 calls describing strange, glowing clouds hovering in the sky that turned out to be the Milky Way, a celestial phenomenon that an estimated 80 percent of the people alive today have never seen. I believe that the gradual and continued degradation of the night sky is among the influences of modern life that is subtly diminishing the scope of our imaginations and the ability to physically experience a connection to something infinitely beautiful and larger than ourselves.

As part of the 1968 exhibit currently at the Minnesota History Center, an actual size replica of a space capsule is on display in a section dedicated to the Apollo 8 mission that carried the first humans out of the earth’s orbit and around the moon. It was also the first time humans viewed their home planet in its entirety. It’s difficult to believe such an influential experience could have happened by accident, but while the astronauts concentrated on their primary mission of documenting the surface of the moon for future landings, a small, blueish smudge was first seen rising in the distance. Contrasting with the stark surface of the moon, the Earth was a beautiful oasis floating in the vastness of the universe. Astronaut Bill Anders is credited with taking the iconic Earthrise photograph of the scene and has been quoted saying that, “We came all this way to explore the moon, and the most important thing is that we discovered the Earth.”

Although the moon landing garners more attention, some argue, for a variety of reasons, that this reconnaissance mission was the real breakthrough moment in history. In retrospect, the importance of what they were experiencing at the time appears to have resonated with the astronauts and 50 years ago on Christmas Eve in 1968, astronaut James Lovell inspired millions of people back on Earth as he quoted from the Book of Genesis while viewing our planet from the Apollo 8 spacecraft as it orbited the moon.

It took unbounded imagination and a huge amount of collaborative effort to achieve this historical feat and for a brief time, near the end of a tumultuous and violent year in our nation’s history, we were all collectively looking up.

Insurance tips to survive the Minnesota winter

E

very winter, deep-freeze temperatures, snowstorms and ice cause plenty of headaches, and worse, for Minnesotans.

It’s important to make sure you have the insurance coverage you need in case your home, car or other property becomes a victim of winter weather. The Minnesota Commerce Department, which oversees the insurance Movers and industry in the state, offers these Shakers winter insurance tips.

Minnesota Your Home Dept. of Understand Commerce what your homeowners insurance covers. A standard policy typically covers damage caused by fi re, wind, fallen trees, water damage from ice dams and other accidental causes, and structural collapse from the weight of ice or snow. Damage from frozen pipes may not be covered if it is due to negligence, such as failing to maintain an adequate temperature in the house. Damage from a backed-up drain or sewer is typically not covered.

Update your home inventory.

Take photos or video of every room. Keep detailed information, including receipts, for all high-value possessions. Put your

home inventory in a safe place.

Filing a claim will go a lot easier if you have a comprehensive, upto-date record of what’s in your home.

Review your coverage. If you have remodeled your home or bought any expensive new items, make sure your insurance policy is updated to reflect the added value. Most home insurance policies have standard limits for big-ticket items like electronics, art, jewelry or sporting equipment.

Your Car Drive with care. Winter weather is a challenge for all drivers.

While some accidents can’t be avoided, you should always drive defensively and without distractions. When roads are slick or snow-covered, slow down and keep extra distance between you and the vehicle ahead.

Know what to do in case of an accident. Always keep a copy of your insurance card in the car.

To take the stress out of fi ling a claim, the National Association of Insurance Commissioners (NAIC) created the free WreckCheck smartphone app to help you gather information after an accident, including photos. You can then email the report directly to your insurance agent. It’s available at www.insureuonline.org/insureu_ games_apps.htm Review whether you need collision or comprehensive coverage. Collision insurance covers damage to your car from

colliding with another vehicle or non-moving object such as a tree or pothole. Comprehensive insurance covers damage caused by other factors such as flooding, hail, a falling tree or hitting an animal. If your car is older and no longer worth a lot, keep in mind that the maximum insurance payout will only be the car’s current market value.

Your Winter Fun Decide on coverage for your snowmobile, ATV or ice fishing house. Minnesota law does not require insurance for snowmobiles or ATVs. Generally, they will not fall under your auto or homeowners insurance, so you will need a separate policy to cover damage to your vehicle and liability for damage to others. If you have an ice fishing house, check with your agent to see if your homeowners policy has it covered.

Carefully consider the costs versus benefits of travel insurance.

If you plan to escape the cold for a warm vacation, you may be considering travel insurance. Review the details of what’s covered and what isn’t, especially any conditions or exclusions. Coverage that is too limited or restrictive may not be worth the price. Plus, your credit card may already include insurance.

Snowmobilers granted access to Big Marine Lake

WASHINGTON COUNTY — This year, snowmobilers in Washington County have access to Big Marine Lake, something that did not happen overnight.

John Udstuen, longtime president of the Hugo chapter of the Washington County Star Trail Association, said the group has been working with the county for at least six years to complete a section of trail that grants snowmobilers access to Big Marine Lake.

“If you live on a lake, chances are you water ski, you fish, you boat, you jet ski. Typically, you are a recreational individual.

“Lakes are destination points for snowmobilers,” Udstuen explained.

“For years we have had people complain on both sides; we have taken all of these complaints from people who are wanting to access Big Marine Lake and we would tell them, ‘Sorry, we don't have a way to access the lake’ ... Then we have people who live on the lake who say, ‘I live here, I allow my friends to ride through my yard, but now I have half the city going through my yard because they see a track.’”

Despite complaints on both sides of the fence, the county and the Washington County Star Trail Association came to an agreement to connect the existing trail to a new portion of trail, half of which goes through the woods on public parkland. The new trail is located right next to the Veterans Campground in Marine on St. Croix.

“It's a beautiful trail,” Udstuen said.

“We have provided a recreational outlet for people to get on and off of the lake. It has been a long time coming.

The non-snowmobilers, as well as the snowmobilers are very, very excited about this because it is a safe outlet on and off the lake. It benefits everyone.”

Hugo Snowmobile Club The Hugo Snowmobile Club is responsible for “policing” the sport, cleaning up brush and maintaining and grooming the trails.

“We do policing of our sport. We are real proud of that,” Udstuen said, adding the club follows up on every complaint.

In addition to keeping both the snowmobilers and non-snowmobilers happy, the club also volunteers its time to groom trails at least three times a week with the goal of having them in pristine condition for the busiest days: Fridays, Saturdays and Sundays.

This year will mark the third winter the city of Hugo has had access to the county's very own Tucker Terra Snow-Cat groomer. Brand new, the machine would have cost around $500,000, Udstuen said. However, the county was able to obtain a federal grant and purchased the machine for $75,000.

The club also volunteers to groom the city's cross-country ski trails once per week.

A new snowmobile trail through the woods now gives users of the Washington County Star Trail access to Big Marine Lake.

Association consists of 10 snowmobile clubs that groom, sign, mark and maintain a total of 140 miles of snowmobile trails within the county.

The association is funded through the Minnesota Department of Natural Resources as part of the state’s Snowmobile Trails Assistance Program (grants-in-aid funding).

The purpose of the Washington County Star Trail Association is to

preserve, protect and promote snowmobiling and provide safe, maintained and designated trails within Washington County. Members from each of the snowmobile clubs that make up the Star Association are welcome and encouraged to get involved.

Meetings are held the second Tuesday of every month from October through April at Stillwater Bowl.

Rush Line proponents counting on public’s passion to wane Kudos to Debra Neutkens, White Bear Press editor, for publishing the “Back to square 1 for downtown bus station location” article in the Dec. 12, 2018 White Bear Press.

It was only after the public’s ire was raised about the downtown bus station that former supporter Commissioner Victoria Reinhardt stated “I personally don’t see the Clark Avenue site working....” How incredibly disingenuous.

I’ve checked into the Rush Line meetings schedule. The only meeting where the public is allowed to comment is being held on Jan. 31 at the Maplewood Community Center from 2:30 - 4:30 in the afternoon — not exactly convenient for the working public to attend. But that seems to be their pattern to want to impact our lives on their schedule. “Just sit down, little man, we know what’s best for you.”

In their defense, I imagine that Beth Bartz from the SRF Consulting Group is only taking direction from the folks that hired them and will focus where they’re told to go.

Ken Vollbrecht’s comments about the absurdity of this idea were spot on and Maplewood Mayor Nora Slawik (a career politico) showed her true colors by saying “you can’t please everyone.” I read that as her saying “so, we’ll do what we want to do.”

I believe that the Rush Line/downtown White Bear Lake hub proponents are counting on the public’s passion for stopping this thing to wane over the Holidays when folks have other diversions and commitments. They are planning to “present an alternative” to the City Council on Jan. 22. Heck, that’s before anyone who cares about it is allowed the chance to speak up.

Stop the northern reach of the Rush Line route by making its terminus at the I-35E and County Road E Park & Ride by Walmart. Build your ramp there. It’s way more convenient for folks coming from the north to stop there than to wander into downtown White Bear Lake.

I watched Stillwater get back to being a destination instead of being trampled underfoot by traffic. White Bear needs to be a “you gotta want to go there” place.

County offers info for child care licensing Washington County residents interested in becoming a licensed family child care provider in the county may take the first step and attend an orientation from 6 to 8:30 p.m. Thursday, Jan. 10.

Washington County contracts for detox services Washington County will contract with Ramsey County for detoxification services after the Washington County Board of Commissioners approved a joint powers agreement between the counties Dec. 18.

Since 2016, the county has spent an average of $175,204 on detoxification services annually. The average daily census of Washington County residents using detoxification services since 2016 is 2.3.

The current rate for services at the Ramsey County Detoxification Center is $258 per day and the average length of stay per admission ranges from one to three days, depending on individual circumstances. Securing the guaranteed two beds at the Ramsey County Detoxification Center at a yearly cost of $188,600 helps to ensure the county will be able to meet its statutory requirement to provide detoxification services.

Detoxification services are provided 24 hours a day, seven days a week, with assessment and referral to appropriate treatment programs.

Board sets salaries for county officials The Washington County Board of Commissioners set salaries for 2019 for several elected and appointed officials Dec. 18, including salaries for board members.

Commissioners set their salary at $69,000 for 2019, the first increase in commissioner salaries in nearly a decade, with the last increase in 2009.

The board also set salaries for Attorney Pete Orput, at $180,159; Sheriff Dan Starry, at $161,570; and Administrator Molly O’Rourke, at $185,161.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Offi ce reported the following incidents:

Vadnais Heights • One of the disruptive guests asked by Holiday Inn management in the 1100 block of County Road E to hit the road the night of Dec. 11 was found to have an outstanding Hennepin County warrant for her arrest. While on her way to jail, the 36-year-old Apple Valley woman told deputies she had swallowed drugs. She was transported to an area hospital instead.

• Havoc was wreaked overnight Dec.12 at the management office of an apartment complex in the 1000 block of County Road D when someone threw a landscaping block through the plate glass window. Unknown suspect. Unknown loss value.

• A man told deputies Dec. 13 that he and a friend (now a former friend) drove to Chipotle in the 1100 block of County Road D and he went into the store. When he returned, his former friend and his vehicle, a 2001 Daewoo Leganza, were

gone. He has been unable to reach the former friend and has seen no trace of the Leganza.

• An incident involving an adult offering liquor to a juvenile occurred Dec. 14 in the 1400 block of County Road E. Deputies made contact with the suspect, a 49-year-old Farmington man, who admitted the indiscretion. He was charged with “gross misdemeanor liquor purchase, sell, barter, or furnish to a minor,” and booked into jail. The juvenile’s parents were informed.

• An adult female customer paid for auto repairs Dec. 14 in the 3400 block of Highway 61with a $600 check returned by the bank noted “altered or fictitious.” An investigation is active.

• It was all in a night’s work for the thief who smashed the back window of a vehicle parked at the Fairfield Inn, making off with a backpack containing school books and an Apple iPad valued at a total of $940. No suspects.

• Fists flew as sibling rivalry manifested itself Dec. 15 in the 1000 block of Greenhaven Drive when a pair of brothers, ages 18 and 19, traded punches over ongoing issues. Both were cited for misdemeanor assault and disorderly conduct.

• On Dec. 15 an adult male used two different credit cards to make purchases in the 3200 block of Highway 61. That went so well he came back and tried using a third card to buy more stuff. That did not go well and an investigation is underway.

White Bear Township • An 11-year-old boy acting out Dec. 11 by kicking, pushing and shoving staff members at the Bellaire Education Center was arrested on charges of disorderly conduct, fi fth-degree assault and obstructing the legal process with force and booked into the county Juvenile Detention Center.

• A 34-year-old local woman with active arrest warrants from Anoka, Chisago, Ramsey and Washington counties was located in the 4400 block of Otter Lake Road Dec. 15 and booked into jail.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • A resident in the 20 block of Apple Orchard Road on Dec. 12 reported that his wife had received a scam phone call and had provided information to the caller. No fi nancial information was divulged, however.

Grant • A 41-year-old Somerset, Wisconsin, man was cited Dec. 11 on westbound Highway 36 at Manning Avenue N. for speeding 74 mph in a 60 mph zone after deputies westbound in the right lane tracked the subject in the left lane. The driver, who was described as polite, said he hadn’t been paying attention.

• A Grant man, 67, was hospitalized Dec. 12, after he tried to pick up a stray cat named “Rudy” in the 9000 block of Ideal Avenue and was scratched multiple times in the face. The cat escaped, but the

complainant was able to read the cat’s information on the collar the animal left behind. When deputies tried to call the number on the collar, they were hung up on twice.

The complainant is expected to survive his injuries.

• A Maplewood woman, 56, reported that her vehicle was broken into during the afternoon of Dec. 15 while it was parked in the Gateway Trail parking lot on Dellwood Road N. and Kimbro Avenue N. A black leather bag containing her driver’s license, a debit card and a checkbook were stolen.

Mahtomedi • Residents in the 600 block of Edith Avenue reported trapping a fox on their property Dec. 9 so that it wouldn’t bite their dog. When informed that Washington County Sheriff’s Office deputies would not be coming out to collect the fox, the complainant hung up on them.

• A resident in the 1000 block of Hallam Avenue N. reported fi nding a driver’s license and checkbook on her property Dec. 10 and turned them over to deputies.

• A resident in the 30 block of Grove Street reported receiving a phone call from an unknown male Dec. 11 asking for his daughter by name. When the complainant asked the caller why he wanted his daughter, the caller refused to say.

The caller thought the call highly suspicious and worthy of reporting.

• Deputies were dispatched to the 800 block of Stillwater Road Dec. 11 to stand by and keep the peace while a Forest Lake mom delivered groceries to her daughter’s residence.

• A resident in the 200 block of Iris Street on Dec. 13 reported fi lling out a job application on LinkedIn and providing only his name, date of birth and address. The complainant was later informed by one of his LinkedIn contacts that he had been scammed and to report it.

• A Maplewood woman, 38, reported her wallet and other personal items stolen Dec. 14 from her work locker at Federal Moulding in the 10 block of Long Lake Road.

Pine Springs • A report of a “weird” male showing up at the door of a residence in the 6000 block of Hilton Trail N. at 7:18 p.m. Dec. 13 with his son and asking to track a wounded deer on the complainant’s property turned out to be a perfectly normal occurrence, according to deputies. The complainant described the males as polite and accompanied them around her property, where she found the trail of blood from the deer that had been hit by a car.

• A 29-year-old New Richmond, Wisconsin, man was cited Dec. 15 on I-694 for speeding 80 mph in a 60 mph zone and failure to provide proof of insurance after deputies stationed on the median clocked him at 94 mph.

Willernie • A resident in the 300 block of Stewart Road on Dec. 9 reported his neighbor for playing loud music and then becoming defensive and argumentative when the complainant approached him about it.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A St. Paul man, 30, was cited for misdemeanor marijuana in a motor vehicle and speeding 91 mph in a 70 mph zone near I-35E and County Road J Dec. 7.

• A 26-year-old driver was arrested for fourth-degree DWI near Belland Avenue and White Bear Avenue Dec. 7.

• A St. Paul woman, 38, was mailed a citation for stealing about $4 worth of beef sticks in the 3100 block of Century Avenue Dec. 7. She was found nearby and denied the theft, but store video surveillance proved otherwise.

• A car window was smashed and property was stolen from it while it was parked in the 4900 block of Highway 61 Dec. 7.

• An Inver Grove Heights man, 25, was arrested for third-degree DWI near County Road F Dec. 7.

• A 51-year-old driver was arrested for fourth-degree DWI near Century Avenue and County Road D Dec. 7.

• A male driver was arrested for fi rst-degree felony DWI after being found driving drunk with a canceled license near County Road E and Daniel’s Farm Road Dec. 8. His passenger was also arrested for obstructing the investigation.

• A Vadnais Heights man, 34, was arrested for third-degree DWI near Elm Street Dec. 8.

• A White Bear Lake woman was arrested for second-degree DWI near Highway 61 and County

Road F Dec. 9.

• A 24-year-old North Dakota driver was found in possession of 3.21 grams of marijuana and drug paraphernalia near Highway 61 Dec. 9.

• A Centerville man, 42, was arrested for fourth-degree DWI near White Bear Avenue Dec. 9.

• A St. Paul woman, 30, was arrested for second-degree DWI after being found slumped in a vehicle in the 3200 block of White Bear Avenue Dec. 9.

• A pickup truck bed was broken into and $1,000 worth of tools stolen in the 4900 block of Highway 61 Dec. 9.

• Propane tanks worth about $300 were reported stolen overnight in the 4700 block of Highway 61 Dec. 9.

• An officer located a stolen vehicle near County Line Road Dec. 9 but the suspect fled and got away.

• A stranded cat was reported at Lakeaires Elementary School Dec. 12 A community service officer drove around the neighborhood but was not able to track down the cat.

• A burglary alarm went off in the 4400 block of Highway 61 Dec. 13. A responding officer found glass was damaged at the business. The cost to repair the glass is about $1,000.

• A bomb threat was reported in the 4800 block of Campanaro Lane Dec. 13. No charges are pending at this time.

PUBLIC SAFETY BRIEFS Text-to-911 reports successful 1st year The fi rst year of Minnesota’s statewide Textto-911 system is showing that the service is saving lives and making it easier to contact fi rst responders. The Department of Public Safety Emergency Communication Networks division reports that dispatchers received more than 4,500 texts since the program’s deployment in December 2017, an average of 375 texts per month. Text-to-911 can be used when calling 911 would put you in harm’s way or if you are deaf or hard of hearing. People have also utilized the service when signal strength was lacking or when their microphones/speakers were inoperable. Text-to-911 should only be used in emergencies and when speaking is not an option.

The following are examples of how Text-to-911 was used to seek help: • A suicidal individual did not feel comfortable talking to someone, so they texted for help instead.

• An abducted woman texted 911, leading to her captor’s arrest.

• Children who were fearful of being overheard when calling 911 have texted when their parents were in a verbal or physical conflict.

• A hunter became lost in the woods on a cold night and didn’t have enough signal strength to call 911 but did have enough to text 911.

• A person had difficulty breathing from a panic attack and could not speak, so they texted 911.

Death by suicide increases 5 percent statewide

K-9s receive bulletproof vests Two K-9s at the Washington County Sheriff’s Office received bulletproof vests from Keeping K9’s in Kevlar and Dr. Michelle Beck, who owns P.A.W.S. Pet Hospital in Hugo. Keeping K9’s in Kevlar is a nonprofit organization from Oregon. The group contacted the office this fall after they saw a lip sync challenge video from the office online.

Dr. Beck heard about this effort and raised enough money to pay for one of the vests on her own. Each costs about $2,600.

The two vests were custom-fitted for K-9 Viking and K-9 Maia, both of whom are the only K-9s on the office’s SWAT team.

Youth snowmobile safety course The Ramsey County Sheriff’s Office will host two Minnesota DNR Youth Snowmobile Safety classes in 2019. Classes are from 10 a.m. to 4 p.m. Jan. 5-6 in the Marsden Room of the Ramsey County Public Works building, located directly behind the Sheriff’s Office Patrol Station in Arden Hills.

The Centers for Disease Control and Prevention released a report that shows Minnesota saw a significant increase in the number of suicides in 2017.

In 2017, 783 Minnesotans died by suicide, an increase of 5 percent from 2016. Suicide is increasing in other states, as well. Suicide is the eighth leading cause of death in Minnesota and 10th nationally.

“Minnesota faces a growing public health challenge related to suicide,” said Minnesota Commissioner of Health Jan Malcolm. “While we have made some progress in suicide prevention, as the state saw a 10 percent decrease in suicides among women, there was also a 9 percent increase among male Minnesotans, particularly in the seven-county metro.

“While it is natural to focus on the overall numbers, we want to emphasize that suicides are preventable, and depression and other mental illnesses that often contribute to suicidal behavior are treatable. Suicide is not inevitable. Most people fi nd the hope and help they need to make their way to a brighter future. That is why we must continue to invest in suicide prevention efforts such as access to crisis services, limiting access to lethal means and creating supportive communities.”

Audubon collects and publishes the data, which helps scientists observe patterns and gain new insights into the ways that bird behavior has changed over the years, particularly when it is related to human development and a changing climate.

As the Midwest has warmed over the past few decades, it has begun to show an influx of southern species that previously were not so common here. These include the red-bellied woodpecker, found at many feeders during the winter. Meanwhile, northern species have begun to recede toward Canada during the winter.

It might seem like a strange time of year to collect bird data—after all, haven’t most birds gone south for the winter? While the number of species may seem limited here, it can often be a pleasant surprise to pay closer attention to your own neighborhoods and find something you didn’t expect, such as a group of American robins toughing out the winter; or rare visitors from other regions such as the varied thrush found in the Marine on St. Croix cemetery a few years ago. Since the project is so widespread, it creates a large picture of bird patterns over time, and can illuminate areas where things might be changing.

Anyone can participate in the CBC, and for many it has become a holiday family tradition. The counts take place in designated survey areas. Each has a 15-mile radius, and appears as a circle on a map, often with a key community or wildlife location at the center.

Participants break into small groups with a mix of experienced and newer birders, and walk or drive a designated route while tallying all bird species they

These viewers will need to obtain special permission from the count coordinator, but their observations will be added to the survey totals.

Heights, Gem Lake, North Oaks, Shoreview and White Bear Township) admitted the county doesn't know how to manage a dome but assured those in attendance he was on their side. “I'm confident we will have a dome, we're just not sure where,” he said.

Turf proponents are trying to be proactive by sending meeting minutes to the county board that includes their wish list for the future. They will also be urging a St. Paul soccer club, the Blackhawks, to lobby commissioners to keep the dome. The club is one of the top five renters for the Vadnais turf and one of the oldest soccer clubs in the state. “This needs to be a countywide effort,” Hartinger maintained; “not just local.”

District 7 Commissioner Victoria Reinhardt (White Bear Lake, Maplewood and North St. Paul) wants to keep the dome where it is.

“It doesn't have to look exactly the way it looks now. In fact, I don't think it should, since it's fallen down twice.

But the need is absolutely there,” she said. “We need to convince at least four commissioners that is what we need to do. The letters and emails are really important. I am an absolute advocate for it; I have been since the beginning.”

County lists 2 options Reinhardt shared a Dec. 13 memo from Mark McCabe, director of the county's Parks & Recreation Department that provides a financial view of two move-forward options discussed at an October workshop.

The two options: 1) Demolish the dome to position the site for future usage “aligned with our natural resource-based system,” or 2) Build a new turf facility the size of one regulation soccer field with a truss fabric structure that is resistant to collapse and more energy efficient.

According to the county Economic Growth and Community Investment Service team, the “No Dome” option would provide an initial capital surplus of $545,300 but would result in an annual operating loss of about $461,000 per year.

The “Truss Structure” option would require an estimated net capital outlay of $2.9 million but would result in a smaller annual operating loss of about $66,000 per year.

The truss structure option includes $317,700 for demolition and $4.9 million for construction (total estimated cost of $5.26 million), minus a $1 million insurance settlement for the structure, $581,500 budgeted in 2019 for parking lot improvements and a 2017 fund balance of $700,000 (total of $2.33 million in available funding).

“Staff also recommends pursuing community investments to offset the capital funding needs for the truss structure,” he wrote, “as well as increasing fees to resolve the projected operating budget deficit.”

The department recognizes the need to engage with the community, McCabe added, and to ensure the department is meeting the needs of the community, engagement and updates will be part of the 2020-2021 budget process.

A survey of dome clients was also conducted to ascertain whether users had successfully relocated their indoor activities to other facilities.

Based on feedback from several renters, there appears to be a shortage of turf space, it was noted.

case to keep the dome, maintained Commissioner Reinhardt. “The dome is an important community asset.

I am working hard to make sure it remains part of the sports complex,” she said.

Hartinger thanked the people who signed an online petition to save the dome.

“The county has taken notice,” she said. “It's wonderful to be part of a community that pulls together for youth sports and a healthy, active lifestyle.”

Another county workshop on the issue is planned after the board's weekly meeting Jan. 22. Commissioners meet in the council chambers of the Ramsey County Courthouse, 15 West Kellogg Blvd., St. Paul. Ramsey County has owned the Vadnais Sports Center since 2014.

Township checks off capital improvement wish list for 2019

WHITE BEAR TOWNSHIP — The topic of the evening Dec. 17 was finance at the White Bear Town Board meeting.

The board finalized the 2019 budget and tax levy, both of which had also been approved by residents during the annual meeting on Dec. 11. The board also approved the 2019-28 Capital Improvement Plan (CIP).

The 2019 property tax levy will be $3.4 million, an almost 5.5 percent increase from 2018. The total town tax rate will be almost 22 percent, the third-lowest tax rate in Ramsey County. The $4.2 million budget was also approved.

Some of the largest projects for 2019 included in the 10-year CIP include renovations to the administrative building and parking lot, the purchase of an emergency generator, improvements to Bellaire Beach, construction of a restroom at the soccer fields, new paint for the water tower on Hammond Road, south area stormwater improvements, pond

and ditch cleaning and rehabilitation of lift stations.

The 2019 projects amount to a total of $8.9 million in expenditures with $8.9 million in revenue, as well. Most of the revenue will come from special assessments and the water fund.

In other action at the Dec. 17 meeting, the board: • Decided on a proposed development layout for 5685 Portland Ave. The town owns the property following a lawsuit with the previous property owners. Settlement of the lawsuit included a condemnation of the property. The town is proposing that eight single-family home lots be placed on the property.

• Vacated a right-of-way easement at Lot 7, Block 1 of Weston Woods at the request of the property owner.

• Approved a permit for the Water Gremlin Company to add height to the equipment building that houses pollution control equipment. The company is in the process of replacing the equipment and the newer equipment is taller and larger.

• Continued an action item on approving a quote from Kay Park & Recreation in the amount of $12,757. Funding, from the park improvement fund, will replace damaged trash and recycling receptacles at the parks within the town with surface-mounted receptacles.

• Approved liquor license renewals for Applebee’s, Cub Foods, Orchid Restaurant & Bar, Lucy’s Burgers and Northwoods Entertainment. The liquor license renewal for Bald Eagle Liquor was continued to a future meeting due to delayed background checks.

• Continued tobacco license renewals for White Bear Township Holiday, Cub Foods, Holiday Station stores and Bald Eagle Investments to a future meeting due to delayed background checks.

• Approved a contract with LS Pro to video town board meetings at a flat rate of $100 per meeting.

The contract is through December 2020.

• Approved a lease agreement between the town of White Bear and the White Bear Lake Area Historical Society for the Old Town Hall. The lease is through December 2021.

Cleaning up Goose, watershed’s most impaired lake The Vadnais Lake Area Water Management Organization (VLAWMO) is gearing up for a busy season on Goose Lake. Water quality will be the focus in the watershed’s most-impaired lake.

Volunteers are needed to help in the effort.

An accumulation of past and present actions results in the poor water quality seen in Goose Lake today. From the 1930s to the late 1960s, wastewater discharge was pumped into the lake.

While the sewage has dispersed, the impact of highly concentrated nutrients lingers at the bottom. Nutrients also continue to enter Goose Lake from the surrounding highly developed landscape. Runoff from impervious surfaces (e.g., roads, parking lots and buildings) carries leaves, grass clippings, sediment, road salts and other chemicals into the lake. Some of these materials are natural. In excess, they act as pollutants, increasing plant and algae growth. They may stimulate invasive species growth, like curlyleaf pondweed in Goose Lake. They may also cause potentially toxic algae blooms and complications for wildlife and recreation.

Diverse native plant communities are an asset to wildlife, water quality, lake health and ecosystem function. Native

plants may be especially abundant in shallow lakes. Shallow lakes tend to exist in two states: high algae growth with cloudy water or high plant growth with clear water. People may want to remove plants to improve access for fishing and recreation. In doing so, they can unintentionally cause the lake to flip into an algae-dominated lake that isn’t good for either.

To improve water quality, VLAWMO needs to know what’s happening. The

water management organization has been monitoring Goose Lake for more than 10 years. Monitoring results and trends through time help guide planning and engineering efforts to reduce nutrient loads.

Several potential projects in the Goose Lake subwatershed are currently being designed by Barr Engineering.

Examples include underground retention basins, shoreline stabilization along Hoffman Road, restructuring

the Polar Chevrolet channel that flows into Goose Lake, and a sand-iron filter.

These projects will be evaluated, and one will be selected for installation in the next 12 to 18 months. Learn more about these large-scale projects at the upcoming stakeholder meeting.

A range of options for individuals to support Goose Lake improvement will be presented during the meeting. Options include an adopt-a-drain program, cost-share opportunities, water-friendly yard care practices and volunteer opportunities.

1968 Dr. Richard P. Bailey, president of Hamline University, will speak at services of the White Bear Lake United Methodist Church on Sunday, Dec. 29. In celebration of the observance of

Higher Education Sunday and Methodist Student Day, Dr. Bailey will discuss the task of higher education in our time, and the relevance of the church to that task.

1993 White Bear youth will use the downtown Armory as a new place to go for recreational activities four nights a week. The White Bear Lake City Council recently agreed to allow the White Bear Community Services/Recreation Department to use the Armory for supervised activities, such as open gym.

Active partners recognized for improving lake’s water quality BLAINE — The Rice Creek Watershed District (RCWD) received national recognition for its Bald Eagle Lake Restoration Project from the North American Lake Management Society (NALMS). The RCWD, along with the engineering firm Wenck Associates, were recognized with the Lake Management Success Stories Award.

The mission of NALMS is to forge partnerships among citizens, scientists and professionals to foster management and protection of lakes and reservoirs.

The organization honored individuals, teams, and organizations at its 38th Annual Symposium in Cincinnati, Ohio, last month. Matt Kocian, the RCWD’s Lake and Stream Specialist, was on hand to receive the award.

The district was nominated for this award by Gary Krejcarek, a supporter of the project, active member of the Bald Eagle Area Association, a Master Water Steward, and a member of the RCWD Citizen Advisory Committee.

The district implemented a three-pronged approach to reduce phosphorus and improve water quality in Bald Eagle Lake. These projects included an in-lake alum treatment, a stormwater capture and reuse project at Oneka Ridge Golf Course, and a number of raingarden and shoreline restoration projects.

“Alum” (aluminum sulfate) is a nontoxic material that attaches itself to phosphorus. Once alum and phosphorus are combined, phosphorus is no longer chemically available to stimulate algae growth. This was Minnesota’s largest full lake alum treatment.

The project was partially funded by the Bald Eagle Lake Water Management District, a special tax district for lakeshore property owners that was initiated by the homeowners themselves. The Bald Eagle Area Association was a key partner in pushing for the alum treatment and has been a consistent and strong advocate

for water quality improvements in Bald Eagle Lake.

Association members that helped build support for these efforts included Jim Moore, Rick Donovan, Dave Sorensen and John Raphael. Additional funding came from the Minnesota Board of Water and Soil Resources’ Clean Water Fund of the Clean Water, Land, and Legacy Amendment and a Clean Water Partnership loan from the Minnesota Pollution Control Agency.

The efforts are showing success. Following the implementation of the projects, phosphorus and algae were reduced by 67 percent and 69 percent, respective-

ly, and clarity improved by 63 percent. Bald Eagle Lake is meeting state standards for nutrients, algae and clarity for the first time since 1980 (when data collection began).

The NALMS award is not the first recognition this project has received. It was also awarded the 2016 Project of the Year from the Minnesota Association of Watershed Districts.

Duel of unbeatens goes to Bears in double OT

Teams from neighboring schools, both unbeaten, both highly ranked, clashing right before Christmas, with the gymnasium packed, including alumni home to watch.

Sounds like the formula for an exciting night of high school basketball, and the White Bear Lake and Mahtomedi squads delivered just that on Thursday evening, Dec. 20.

White Bear Lake prevailed 77-75 in double overtime at Mahtomedi, with Jeremy Beckler delivering 37 points for the Bears and J’vonne Hadley 36 for the Zephyrs.

“It was tense the whole game, but those games are the most fun,” beamed Beckler.

The Bears are 6-0 and ranked No.13 in Class 4A. Mahtomedi is 4-1 and No. 3 in Class 3A. Beckler and his teammates had to pick it up a notch because Sam Schwartz, averaging 23 points and 10 rebounds, was sidelined with a sprained ankle.

“We moved the ball around and made sure more guys got baskets,” Beckler said. “Everybody had to step up and get more rebounds too, to make up for Sam.” The 6-8 senior averaging 25.7 points notched his career high (he’s had 32 twice) on 16 field goals (three 3-pointers) and 2-for-4 at the line.

Isaac Tessier drilled 18 points. Carter Ehlers used his speed to tally 10 points. Steve Kleist added eight, including two 3-pointers in overtime as the Bears rallied from down 73-68 to ahead 76-73. Mathias Beck had three points and Brice Peters two.

“All the guys had to step up, and we did what we had to do,” coach Keith Lockwood said. “I thought our defense picked it up to another level.

That Hadley is an amazing player, and he’s going to get his points. I thought the refs let it get a little rough.”

The Bears almost blew the game at the free throw line, sinking just 8-for-18, including 2-for-10 in the overtimes, but made enough defensive stops to overcome that.

Hadley, 6-6 junior guard, had only eight at halftime before heating up.

Mostly with snaky, forceful drives to the hoop, he sank 13 field goals and 10 of 13 free shots, remaining aggressive even after his fourth foul with 4:25 left. Zac Centers hit four 3-pointers on the way to 16 points.

Mahtomedi, behind all the way in regulation except one brief tie, pulled even again with 12 seconds left in dramatic fashion. Hadley stole the ball from Beckler after an inbound pass at midcourt and flipped the ball to Centers, who buried a layup, sending it to overtime 63-63. Beckler would return the favor by twice foiling drives by Hadley in the second OT to keep the Bears in front.

Ava Kaiser, Mahtomedi eighth-grader ranked No. 3 in the world for her age group, recently earned two bronze medals in a world racquetball meet.

The Lake Elmo resident placed third in both 12U singles and 12U doubles at the International Racquetball Federation world meet in San Luis Potosi, Mexico, in November.

Kaiser qualified for Team USA in June by placing first at nationals in singles and doubles in Des Moines. The top two singles and doubles for both boys and girls in five age groups advance to the world meet.

In the world meet, Kaiser beat two opponents from Mexico and one from Costa Rica, while losing to Mexico’s Naomi Ros, the eventual champion. Ros nipped Kaiser in a marathon 15-7, 14-15, 11-8.

In doubles, Kaiser teamed with Kareena Mathew of Oregon to defeat teams from Costa Rica, Mexico, and Guatemala, and lost to Mexico’s Ros and Cynthia Gutierrez Ceja.

Kaiser, who also received the Esprit Cup Trophy for most points among her peers, competes year-round, training 10 to 20 hours per week. She holds a 4.0 grade-point-average at Mahtomedi Middle School.

Zephyr cagers in back-to-back routs The Mahtomedi Zephyrs picked up lopsided wins on Monday and Tuesday evening, setting up a duel of unbeatens against White Bear Lake at home Thursday evening. Mahtomedi beat Chisago Lakes 90-63 on Monday at home.

J’vonne Hadley hit 27 points, Zac Centers 17, and Luke Ricker 10. Hadley pumped in 30 more points Tuesday as the Bears cruised 101-56 at South St. Paul. Twelve players scored.

New Zephyr gymnast ties lofty all-around record

Mahtomedi gymnast Bella Frattalone tied the school record for all-around score — a record set by a four-time state champion that’s stood for 26 years — during a meet at St. Cloud Tech on Saturday, Dec. 15.

Frattalone, a junior who joined the school team this year after competing previously with Rising Stars Gymnastics Academy, tallied 38.75 points, scoring 9.6 on vault and bars, 9.75 on beam, and 9.8 on floor.

She tied the record set in 1992 by Mindy Myhre, who graduated in 1994 with four state Class A all-around titles and a total of 13 golds for all events.

The Zephyrs scored 145.5 to place second in a strong field behind defending Class AA champion Stillwater.

They won floor exercise and took second on beam and third on bars.

Kate Ryan scored 36.45 and Kerri Manders 35.2 allaround. Other strong scores were earned by Caylee Greeder (8.9 on vault, 9.4 on floor), Abbey Bush (8.6 on bars) and Zoe Bush (8.85 on floor).

The Zephyrs have also won two dual meets, over Henry Sibley 139.925 to 117.25 and Hastings 142.350 to 112.975. In the Hastings meet Wednesday, Frattalone scored 38.250, Manders 35.525 and Bush 34.650. Greeder was second on floor (9.250).

Despite new levy, Mahtomedi Public Schools’ financial crunch continues

Due to the new voter-approved levy for Mahtomedi Public Schools, the district will see an 8 percent increase in its levy this year, from $8.3 to $9.4 million.

The total levy to be paid in 2019 for the 2019-2020 school year is $14.7 million, said Director of Business Services Bill Menozzi at a school board meeting Dec. 12. The new funds were “exciting,” Menozzi said, since otherwise the levy would only have increased by $100,000, the preliminary amount expected before the new levy passed in November. The school board approved the new taxes after a public hearing.

However, the new levy doesn’t help this year’s budget. The 2018-2019 preliminary budget was projected to be about $41,000 above budget but the revised budget is now expected to have about a $740,000 deficit.

Federal special education aid was decreased, Menozzi noted. The district is also getting less state aid than expected because its budget was originally built

on 3,288 students. There are currently 3,283 students.

The revised budget is based on 3,270 students because some tend to leave in the second semester, he noted.

Other notable increases were related to increased staff for first grade, more students enrolling in post-secondary enrollment (PSEO), dissolution of TIES fees, and transportation increases for special education and homeless transportation.

The school board is expected to vote on the revised budget in January. Work on next school year’s budget begins in February.

“We know that the operating levy dollars will help — we will receive those dollars in 2019-20 and forward, but as we have discussed, it will not solve all of our financial issues that we have going,” Menozzi said. “We will need to find a way to stop the decrease of our fund balance in the general fund because we are getting to the place where we can’t see it go too much lower.”

Some staff development spending that had been planned will be held off this school year, about $20,000

worth, Mennozi noted. The district also hopes to discuss how PSEO students are affecting its budget and what to do about it.

The district was $1.7 million off its budget last school year and had to make big cuts, such as no principal at Wildwood Elementary. Lynne Viker, the district director of teaching, learning and accountability, has been overseeing the school.

In other action, the school board: • Approved a bid from Atomic Sheet Metal for an exterior insulation finishing system project. The $570,000 will come from the long-term facilities maintenance budget. The current material is at the end of its life, according to Julie Osterbauer, supervisor of buildings and grounds.

• Approved of the 2018-2019 World’s Best Workforce plan and goals to prepare students for kindergarten, make sure all third-graders can read at grade level, close achievement gaps, prepare students for career or college and ensure all students graduate.

Frassati Catholic Academy students made 45 fleece blankets for people living at Solid Ground and Cerenity Senior Care with a $1,000 grant from the Greater White Bear Lake Community Foundation.

Frassati Catholic Academy received a $1,000 grant for an initiative called “Keeping Warm in White Bear Lake” from the Greater White Bear Lake Community Foundation. The grant has been used to purchase materials and supplies to create 45 large and small fleece tie blankets. In addition to making the blankets, middle school students assembled 46 nighttime bed packs. Each bed pack includes a new toothbrush, toothpaste, a washcloth and a pillow; 30 of the bed packs will have a copy of the children’s book “Flat Stanley.”

These items are being donated to Solid Ground shelter. Fifteen blankets and more than 150 cheery winter door hangers will also be delivered to Cerenity Senior Care.

More specifically the City Council finds the following: 1. The proposed development is consistent with the City’s Comprehensive Plan.

2. The proposed development provides adequate landscaping, screening and parking and is in compliance with applicable ordinances.

Required Conditions. The site plan is approved with the following conditions: 1. An NPDES permit with an approved sediment and erosion control plan be obtained from the MPCA for the site grading and disturbance that will occur as a result of this development.

2. A Wetlands Conservation Act permit must be obtained prior to the commencement of any work on site.

3. Any permits required by the Rice Creek Watershed District must be obtained prior to the commencement of any work on site.

4. A water and sanitary sewer connection permit must be obtained from the City prior to any connection to the public water and sewer systems.

5. A storm sewer plan and all associated calculations must be submitted and approved by the City to insure compliance with the City Storm Water Management Plan.

Sugar Fairy: ‘Sweet’ baking adventure takes wing

After Uptown Girl Cupcakes & Desserts closed shop in White Bear Lake, a local resident had to decide what was next in her baking adventure.

Robin Udstuen worked at Uptown Girl for two and a half years under owner Melynda Harjes. “I learned a lot from her,” she said. Harjes closed the shop last May as the business was interfering with her other job.

Udstuen thought about potentially becoming a baker at a store, but didn't want to join a “cookie cutter” production. She also wanted to make sure that whatever direction she went, she would not interfere with her and her husband's other business, off-brand snack food distributing. After some encouragement from Harjes, her husband John, and friends and family, she decided to open up a business in her Hugo home and named it Sugar Fairy.

Although Udstuen has always considered herself a cook, her love of baking developed when she was planning for her youngest son's high school graduation party. “I started making different flavors each weekend and we would have a couple friends over to try them. I had them put them in ‘yes or no’ piles. Well, everything ended up in the ‘yes’ pile,” she said. “It was really fun after you got through the stress of everything.” She made 17 different kinds of cupcakes and arranged them into a football display.

Sugar Fairy has been up and running for a little over a month. The name Sugar Fairy was her youngest son's idea. “We had a shared space (at Uptown Girl) and

shared a hallway and bathroom. We would have sugar on our feet and track it through the building, and another store owner would post notes on the door asking for the sugar fairies to wipe their feet.”

Under a city cottage license, Udstuen is able to bake in her home for people, but cannot sell wholesale. She can also bring her cupcakes to events as long as they are pre-packaged in her home.

In addition to the 50-plus flavors of cupcakes (with homemade fillings), Udstuen also makes cheesecakes, tarts, bars, cookies, cakes and is also exploring pupcakes (cupcakes for dogs) and cake pops. She also specializes in gluten-free and vegan cupcakes and can create dairy-free and low-carb treats.

“You name it, I will do it. I will give anything a try,” she said.

The most gratifying part of the business is seeing her customers' reactions to her work. “I like when people come and they are so smiley and happy,” she said. “There is nothing like when they come in and leave with a six-pack or a cake and have a huge smile on their face.”

She also really enjoys trying out new flavors and decorations and trying new things. In October, she is looking forward to making a candy variety pack of cupcakes and experimenting with glow-in-thedark frosting for Halloween.

Devin FitzPatrick, a sophomore at St. Cloud State University and Mahtomedi High School graduate, has been selected as the Northern Sun Intercollegiate Conference Wrestler of the Week for Dec. 3-9.

Kiara Hohn of White Bear Lake, a sophomore on the Luther College soccer team, has been named to the 2018 American Rivers Conference Fall Sports All-Academic Team.

William Fabian of Mahtomedi was among 35 Carthage College students who competed in the American Model United Nations conference Nov. 17-20 in Chicago.

Niklas Nelson of White Bear Lake landed the title role in Ballet Minnesota's “The Classic Nutcracker.”

Men’s club brings Christmas cheer to senior communities

On Dec. 12, residents at Keystone Place at LaValle Fields in Hugo were enjoying cupcakes and ice cream as a men’s volunteer group led everyone in “Here Comes Santa Claus.” Then sleigh bells began to ring. Heads turned.

Eyes and smiles widened. “Ho ho!” one resident shouted. Santa Claus himself had arrived.

St. Nick shook hands and offered hugs to residents before joining the men’s volunteer group — the St. John the Baptist Men’s Club of St. Genevieve’s Church. “Here Comes Santa Claus” was followed by 30 minutes of Christmas classics such as “White Christmas” and “Silent Night.” Even though the men’s club stood at the front of the room and told residents which songs from the caroling booklets to sing, both the club and residents seemed to sing with one voice. Each person seemed to enjoy the singing as much as the other.

A “very active” men’s club Serving desserts and caroling at senior homes in Hugo and Centerville is a tradition the club started 15 years ago to spread Christmas cheer to the area’s senior community. Along with Keystone, the club also brings this tradition to Muller Manor in Hugo and Chauncey Barrett Gardens in Centerville.

The caroling is just one of many ways the club gives back, both to the parish of St. Genevieve’s and to Hugo and Centerville as a whole. According to Bill Courteau, the group donates about $15,000-$20,000 every year to community and parish causes, including disaster relief and food shelves. A few service

events the club participates in include repair and maintenance within the parish and the annual Lenten fish fry that attracts visitors from all over the Twin Cities.

The club is open, meaning it accepts members from other parishes. The growing club has around 45 members from numerous cities, some of which also include Lino Lakes, White Bear Lake and North Oaks.

Courteau said St. Genevieve’s is one of the few parishes that has a “very active men’s club.” According to Courteau, many parishes have a women’s service group under the organization National Council of Catholic Women (NCCW), but few have a similar group

for men. One reason why the men’s club was founded at St. Genevieve’s 17-18 years ago was because its members “just felt that there was an opportunity for men to get together” and serve, said Courteau.

Bringing a little cheer Service is one reason why Tony Vilgos joined the club. Vilgos plays the accordion for the caroling, and it was his experience that partially inspired the club to carol in the first place. His playing was certainly appreciated by both residents and club members alike as the caroling ended at Keystone.

But even members who weren’t recognized as instantly, or at all, by

residents still played important roles that evening. As residents returned to their rooms, one club member residents would not have seen entered the room and asked “Did I miss Santa again?”

Courteau and other club members laughed. This was John McKeown, who had donned the Santa suit earlier.

But recognition is not why the club carols. Courteau simply wants “everyone to get involved” and “bring a little cheer to people who don’t get out much.”

Considering how residents had sung from their caroling booklets, tried to sing from memory, nodded or tapped to the beat and applauded, active involvement might have been what the club got at Keystone that evening.

MAHTOMEDI CITY COUNCIL NOTES MAHTOMEDI — In action at its Dec. 18 meeting, the City Council: • Unanimously approved a request from St. Andrew's Lutheran Church for a planned unit development (PUD) amendment and site plan approval to expand its facility at 900 Stillwater Road in the Public Building PB zoning district. The 102,200-square-foot expansion would include additional classroom space and a newer gathering space and fellowship hall, and the relocation of pastoral and administrative offices.

The PUD would allow for the proposed addition, located in the interior of the large church complex, to be built.

The proposed addition would be added to the south of the existing sanctuary and will connect the sanctuary to the existing youth center. The project also includes reconfiguring the parking lot to the east of the sanctuary.

• By a vote of 3-2 (council members Jeff Ledermann and Steve Wolgamot opposed) approved a request from the property owner at 1481 Hallam Ave. N. for a variance from the required side yard setback and maximum width requirement within the lot for a driveway. Since action had been tabled from the Oct. 16 meeting, the property owners reduced their variance request for their detached garage from 40 feet to 26 feet.

• Approved a request from the property owner at 1145 Summit Ave. for a variance to allow impervious coverage of 44 percent in the Shoreland Overlay District where a maximum of 35 percent is permitted to allow for the construction of a detached garage. After council tabled action from the Nov. 20 meeting, the applicant submitted a revised proposal on Dec. 11, based on council commentary.

The applicant adjusted the proportions of the driveway to no longer need two of the variances and removed 6 feet from the north side of the driveway to require only a 2-foot driveway width variance.

• Approved a “no parking” resolution on the south and east side of Dunbar Way in order to keep receiving county and state aid for the street.

• Approved the WSB 2019 rate schedule. The firm proposed an average increase of 2.3 percent and will bill City Engineer John Sachi at a project engineering rate of $128 per hour during 2019.

• Approved the 2040 Comprehensive Plan for submission to the Metropolitan Council for final review, following the end of the six-month adjacent community review period. The Met Council has 120 days to review and approve the plan. Once the Met Council has approved the plan, it will come back to the city for final adoption.

• Approved the audit engagement letter with CliftonLarsenAllen for the 2018 financial audit, the cost of which is expected to be $37,000.

• Approved pay voucher No. 7 for Briarwood Area Improvements and Quail Street Utility Extensions in the amount of $25,300 to Schifsky and Sons Inc. • Approved pay voucher No. 7 for Phase 3 – Historic District Improvements and Edgecumbe Drive Storm Drainage Improvements in the amount of $32,300 to Kuechle Underground Inc. • Passed a resolution committing the general fund balance to fund incomplete construction projects. These projects consist of interim construction fund projects that remain open.

• Passed a resolution committing the general fund balance to fund above the level approved in the city’s fund balance policy for street improvements. The fund balance policy established a maximum fund balance percentage of 65 percent of unassigned funds in the general fund.

The funds to be committed will be amounts that exceed the 65 percent maximum and will be determined by the annual audit. The funds will be committed for fiscal year ending on Dec. 31, with a corresponding transfer

resolution to the street improvement fund sometime in 2019 with council approval.

• Approved the insurance agreement with the Hitching Company for carriage rides at the Winter Skating Party to be held Jan. 13 at the rinks behind the District Center on Briarwood Avenue.

• Approved the five-year service agreement with Waste Management of Minnesota Inc. for curbside residential recycling, yard waste and source-separated compost materials collection. The agreement includes recycling pickup every other week on Thursdays and the opportunity for residents to opt in for yard waste and source-separated compost materials collection if there are 100 or more residents interested in paying an additional fee.

The council next meets at 7 p.m. Wednesday, Jan. 2, at City Hall, 600 Stillwater Road.

Meteor shower heard throughout Hugo A meteor flew across the skies of the north metro in the early morning of Thursday, Dec. 20. A Hugo woman reported hearing a loud boom and seeing a bright flash while walking her dog around 2:15 a.m. Frank Watson, a local meteorologist with the Press, compared the sound to a sonic boom and said that such an occurrence was rare. The meteor is reported to be among the biggest observed worldwide throughout 2018.
