The Leisure Access program provides low income residents with access to recreation programs and services. The Museum offers changing exhibits and programs that interpret regional and local history and challenges visitors to think about the future as well as the past.

Located adjacent to City Hall, the library acts as a meeting place for many literary and cultural groups. The library hosts book clubs, writing clubs and a history club that are all open to the public. The White Rock Subway If you stand on the promenade opposite Elm Street you’ll see a large concrete block imbedded in the south side of the railway bed. Have you ever wondered what that is? A clue to its history is that Elm Street used to be called ‘Subway Avenue’. When the railway was first built along White Rock beach disputes quickly arose between the railway company and local residents about the number, and quality of crossings over the railway to get to the beach. In 1912 the Railway Commission ordered Great Northern Railway to build a crossing at Elm Street. They chose to construct a tunnel under the tracks (as opposed to a level crossing like the one at the pier). It was known as the Subway, and for that reason Elm Street was originally named Subway Avenue, until 1918 when Elm trees were planted nearby and the name was changed to Elm Street. The southern entrance to the tunnel can still be seen, though it’s covered with a metal plate. The north side was covered by the promenade and parking lot construction in the mid 1990s. Jumpstart Charities gives kids a sporting chance. Kids aged 4 to 18 years from families in financial need can receive funding to help with registration fees. Participating in sport helps kids develop physical and social skills. It helps build self-esteem. By helping kids get into the game, we’re equipping them with determination. And we’re giving them confidence.
Does my child qualify? Families must meet financial need criteria in order to qualify for Jumpstart funding. Jumpstart follows Revenue Canada’s Low Income Cut-offs (LICOs) which are based on a family’s size, the size of their community and the total family unit income (before tax).

Hiking and Snowshoe day trips are offered year-round, and include transportation. Trips are suitable for people in good physical condition.
