Build business connections while supporting chamber services at annual golf tournament & networking mixer The Whittier Chamber’s annual Hathaway Golf Classic will take place at Friendly Hills Country Club. Golf tournaments bring people together like no other sporting event can and the Hathaway Golf Classic is no exception. Whether you golf, volunteer, or join us at the 19th Hole Mixer, you don’t want to miss this year’s event taking place Monday, September 18th. This year’s tournament will be played in memory of long time chamber member Curt James of Toyota of Whittier. This format is team scramble and

everyone, regardless of your golfing ability, is invited to participate! The cost is $230 per person ($295 with a tournament package) and includes green fees, cart, tournament gifts, lunch, networking mixer, awards banquet, and several new on-course games with multiple opportunities to win great prizes. For a list of Hathaway sponsors turn to page 11 Whittier Chamber Board of Directors votes to support local funding for library The Whittier Central Library is a vital community resource that plays a central role in our community. Providing 923 programs annually, the library helps children, teens, seniors, veterans and people with disabilities learn to read, prepare for jobs, use computers and succeed in school. Since it was built in 1959, annual visits to the Central Library have significantly increased, from 55,000 to 600,000 visits per year, outgrowing the space necessary to meet the current community demand. To address the needs of our library and the residents it serves, on August 8, 2017 the Whittier City Council voted to place Measure L, a 15 year bond, on the November 7, 2017 ballot. If approved by 66.7% of Whittier voters, funds from Measure L would be used to: • Provide improved access for seniors and disabled residents • Expand the computer and technology center and update wiring to accommodate new technology • Provide a children’s area with space for story times,

reading with parents, book collections and age appropriate technology • Expand the Veterans Resource Center to improve services to veterans and their families • Provide an enhanced homework center with more computer workstations for students If passed, Measure L would provide up to $22 million to upgrade and expand the Whittier Central Library. The proposed measure would cost property owners $24 per $100,000 of assessed (not market) value annually. An independent citizens’ oversight committee will be required to review expenditures and annual audits to ensure funds are spent as promised. Members of the Whittier Chamber Board of Directors decided to support Measure L, ultimately seeing the bond measure as an investment in Whittier’s future. The group of business leaders acknowledged that a state-of-the art library

What a fabulous month we had in August! We had two new restaurants hold Ribbon Cuttings; The Pizza Press and Chick-Fil-A. I was so excited to attend both. The Pizza Press not only has great pizza but they have a wide variety of craft beers. As you may already be aware, taxpayers can transfer substantial amounts free of gift taxes to their children or other donees through the proper use of this exclusion. The statutory exclusion amount ($10,000) is adjusted for inflation annually, using 1997 as the base year. The amount of the exclusion for 2017 is $14,000. The exclusion covers gifts an individual makes to each donee each year. Thus, a taxpayer with three children can transfer a total of $42,000 to them every year free of federal gift taxes. If the only gifts made during a year are excluded in this fashion, there is no need to file a federal gift tax return. If annual gifts exceed $14,000,

the exclusion covers the first $14,000 and only the excess is taxable. Further, even taxable gifts may result in no gift tax liability thanks to the unified credit (discussed below). (Note, this discussion is not relevant to gifts made by a donor to his spouse because these gifts are gift tax-free under separate marital deduction rules.) Gift-splitting by married taxpayers. If the donor of the gift is married, gifts to donees made during a year can be treated as split between the husband and wife, even if the cash or gift property is actually given to a donee by only one of them. By gift-splitting, therefore, up to $28,000 a year can be transferred to each donee by a married couple because their two annual exclusions are available. Thus, for example, a married couple with three married children can transfer a total of $168,000 each year to their children

and the children’s spouses ($28,000 for each of six donees). Where gift-splitting is involved, both spouses must consent to it. Consent should be indicated on the gift tax return (or returns) the spouses file. IRS prefers that both spouses indicate their consent on each return filed. (Because more than $14,000 is being transferred by a spouse, a gift tax return (or returns) will have to be filed, even if the $28,000 exclusion covers total gifts. If you desire to gift more than $14,000 to a single donee in any year, you should contact your tax adviser.) The “present interest” requirement. For a gift to qualify for the annual exclusion, it must be a gift of a “present interest.” That is, the donee’s enjoyment of the gift can’t be postponed into the future. For example, if you put cash into a trust and provide that donee A is to receive

I hope you’ve all enjoyed some vacation time because September means back to business! If you’ve been lounging over the past few weeks and are ready to put your business plan into action, the City can help. From big names to inspiring entrepreneurs, Whittier is proud of our growing business community. Whether you need help hiring employees or you’ve found the perfect location but need permits or a license, our Business Development Manager is available to assist you with walking through the steps and streamlining the process. Through partnerships with the Whittier Chamber, the Whittier Uptown Association, America’s Job Center of California and the Los Angeles Economic Development Corporation, we can connect you to the right people and the resources you need to get started. Speaking of local businesses, a number of folks were busy opening their doors this summer including The Pizza Press and Rubio’s Coastal Grill at the new Friendly Hills Marketplace and everyone’s favorite, Chick-fil-A at the Whittwood Town Center. Residents will soon be able to enjoy more tasty food and specialty drinks from Hiccups and Churroholic coming soon to the Aldi Market & BevMo shopping center, as well as Grub Burger Bar over at Whittier Crossing at Whittier Boulevard and Michigan Avenue. Uptown Whittier continues to shine as a burgeoning foodie destination and recently welcomed Turnbull’s Tavern and Belly Bombz, while family-owned chain Super Mex is set to take over the former Amber Blu site in the coming months. Progress has also begun at the historic Nixon building in preparation for the much anticipated Poet Gardens, Whittier’s new dining hall featuring Whittier Brewing Co., which we’re all looking forward to experiencing later this year. Speaking of Uptown, we will continue to work closely with property owners and businesses over the coming months on the recently approved

Community Benefit District to help implement the Uptown Specific Plan’s vision and create a vibrant and thriving city center. Having received support from a strong majority of local property owners and community members, the City plans to do our part by investing millions of dollars toward infrastructure improvements including streetscape design, upgraded water and sewer lines, as well as a much anticipated new parking structure. Staff is set to meet with the steering committee this month to begin the formation of the new board of directors and we look forward to a great public-private partnership for years to come. The City Council called a Special Municipal Election to submit a bond measure to voters to fund the Central Library expansion and renovation including expanded children’s areas, a new Homework Center with 30 computers, an expanded community meeting room, a more visible Veterans Resource Center, energy efficient lighting and other essential technology upgrades, improved senior and disabled access, additional parking, and more. The Election will be conducted by Los Angeles County and polls will be open from 7:00 a.m. to 8:00 p.m. on Tuesday, November 7, 2017. The last day to register to vote for this election is October 23, 2017. Visit www.cityofwhittier.org to check the

This bond and our library are an integral part of Whittier, its people, its families for now, and importantly, for our future. UPDATE 1 Captain Michael Davis Most teenagers and young adults spend a lot of time on a cell phone or instant messenger chatting with friends and uploading photos, videos, and music to websites. They have online friends whom they may have never met in person, with whom they play games and exchange messages. Teens’ lives exist in a variety of places such as school hallways, part-time jobs, and friends’ houses. It’s no surprise that many teens also have private lives on the Internet. Online bullying, called cyberbullying, happens when teens use the Internet, cell phones, or other electronic devices to send or post text or images intended to hurt or embarrass another person. Cyberbullying is a problem that affects almost half of all American teens. Whether you’ve been a victim of cyberbullying, or you are a parent who knows someone who has been cyberbullied, here are some tips you can talk with your kids about to stop cyberbullying and stay cyber-safe.

Cyberbullying Prevention How Are Teens Cyberbullied? Being a victim of cyberbullying can be a common and painful experience. Some youth who cyberbully pretend they are other people online to trick others, spread lies and rumors about victims, trick people into revealing personal information, send or forward mean text messages, and post pictures of victims without their consent. When teens were asked why they think others cyberbully, 81 percent said that cyberbullies think it’s funny. Other teens believe that youth who cyberbully don’t think it’s a big deal, don’t think about the consequences, are encouraged by friends, think everybody cyberbullies, and think they won’t get caught. How Do Victims React? Contrary to what cyberbullies may believe, cyberbullying is a big deal, and can cause a variety of reactions in teens. Some teens have reacted in positive ways to try to prevent cyberbullying by blocking communication with the

cyberbully, deleting messages without reading them, talking to a friend about the bullying, and reporting the problem to an Internet service provider or website moderator. Many youth experience a variety of emotions when they are cyberbullied. Youth who are cyberbullied report feeling angry, hurt, embarrassed, or scared. These emotions can cause victims to react in ways such as seeking revenge on the bully, avoiding friends and activities, and Cyberbullying back. Some teens feel threatened because they may not know who is cyberbullying them. Although cyberbullies may think they are anonymous, they can be found. If you are cyberbullied or harassed or you are a parent and your child is being bullied, and need help, save all communication with the cyberbully and contact the cell provider, website management, school authorities or law enforcement.

H o w C a n Yo u P r e v e n t Cyberbullying? Teens have figured out ways to prevent cyberbullying. Follow in the footsteps of other quick-thinking teens and refuse to pass along cyberbullying messages, tell friends to stop cyberbullying, block communication with cyberbullies, report cyberbullying to a trusted adult, you can also help prevent cyberbullying by speaking with other students, as well as teachers and school administrators, to develop rules against cyberbullying, and raising awareness of the cyberbullying problem in your community by holding an assembly and creating fliers to give to younger kids or parents. Don’t forget that even though you can’t see a cyberbully or the bully’s victim, cyberbullying causes real problems. If you wouldn’t say it in person, don’t say it online. Delete cyberbullying. The gift of the income interest qualifies for the annual exclusion because enjoyment of it is not deferred, so the first $14,000 of its total value will not be taxed. However, the gift of the other interest (called a “remainder” interest) is a taxable gift in its entirety. Exception to present interest rule. If the donee of a gift is a minor and the terms of the trust provide that the income and property may be spent by or for the minor before he reaches age 21, and that any amount left is to go to the minor at age 21, then the annual exclusion is available (that is, the present interest rule will not apply). These arrangements (called Code Sec. 2503(c) trusts because of the section in the Internal Revenue Code that permits them) allow parents to set assets aside for future distribution to their children while taking advantage of the annual exclusion in the year the trust is set up. “Unified” credit for taxable gifts. Even gifts that are not covered by the exclusion, and that are thus taxable, may not result in a tax liability. This is so because a tax credit wipes out the federal gift tax liability on the first taxable gifts that you make in your lifetime, up to $5,490,000 (for 2017). However, to the extent you use this credit against a gift tax liability, it reduces (or eliminates) the credit available for use against the federal estate tax at your death. Whittier Museum to showcase SUR art exhibit The Whittier Museum is proud to present the 2017 SUR: biennial exhibit featuring works by Sandra P. Hahn, Ricardo Harris-Fuentes, Rosalie Lopez, Narsiso Martinez and Cintia Segovia. “Postura,” which is Spanish for “posture,” presents a discussion about the varying influences on identity, culture, livelihood, beliefs, and ultimately one’s stance. Curator & Board President Lydia M. Espinoza has been working to connect with the local and surrounding communities to create exhibits that engage and relate to its members. SUR will be the Museum’s first major Latino Contemporary Fine Art exhibit, which represents the Museum’s first steps in a new direction in exhibits, education, and museum culture. Being a part of SUR, in conjunction with Getty Pacific Standard Time, holds a multi-fold significance in that it establishes the Museum within a broader scope of the story of California and its role in the development of diverse communities. “Postura” will be on display at the Whittier Museum from September 7 to 27 with an opening reception on Tuesday, September 12 from 7 to 10 p.m. featuring an artist performance by Ricardo Harris-Fuentes at 8 p.m. A follow-up artist discussion is scheduled for Saturday, September 23 from 2 to 4 p.m. that will provide an opportunity for artists to discuss their work in relation to “Postura.” The Whittier Museum is located at 6755 Newlin Ave. Whittier. 6th Annual Harmony Art Contest open to all high school students Harmony Center is proud to host their 6th Annual High School Art Contest as part of the Fine Art & Craft Fair in October. On July 15, 2017, the non-profit organization “HOT” (Hispanic Outreach Taskforce) gave away 100’s of free backpacks with school supplies to Whittier area families. The annual event took place at the Lee Owens Park in Whittier. Non-profit area organizations such as family support groups, churches, Whittier Police Department and hospitals were also there to distribute information about health and family support services. Music entertainment was provided by the Whittier Boys and Girls Clubs of Whittier.
